THE FINAL wages and salaries increase offer by the APNU-AFC coalition government should not be viewed as unjust but as what the government can afford at this time, says President David Granger.

On Thursday, during the recording of the Ministry of the Presidency's weekly television programme, 'The Public Interest', the President said, "It is not an unjust; it is against what is affordable at present."

President Granger justified the government's final offer of 10 per cent for the lowest level of public servants and 1 per cent for the highest paid by stating that his administration did not anticipate the "volume of indebtedness" that exists.

He said govermnent has been bailing out the Guyana Sugar Corporation (GUYSUCO) at Billions of dollars for years while noting that there has been a drop in commodity prices globally. The fall in commodity prices have affected the country's revenues.

"We have not been able to find sufficient frmding for the social agencies," said President Granger who noted that the University of Guyana (UG), the public school system and the health system are still in need of adequate funds. Government has lifted the old age pension ceiling but it was not a significant increase.

"I am not saying that the public servants do not deserve more but we did everything that is possible .. .we entered into negotiations in good faith.. .we haven't discontinued negotiations but that is the final offer we put on the table because we have to prepare next year's budget and we have to tidy up this business before the next quarter," he added.

The President noted too that he has met with the Guyana Public Service Union's (GPSU) President Patrick Yard recently and stressed the need for an "efficient public service." He told journalists on the prograimne that his administration will continue to engage the Union.

Should the GPSU refuse the govermnent's offer, President Granger said government is prepared to proceed with that which it offered.

"We want to continue to speak with the Union for the rest of this year so that we have an outcome in 2017 that is satisfactory to both sides," the President declared.

The GPSU last Thursday said government's "final offer" on the wages and salaries talks, will be decided upon today at the Union's General Council and has maintained its argument that public servants ought to be provided with a "living wage" That Union has been calling on the government to lift wages and salaries to a living wage, resolve the issue of de-bunching within the salary scales as well as to address the adequacy of allowances paid to public servants.

Negotiations between the APNU-AFC coalition govermnent and the GPSU began in June this year and resulted with the government initially offering 5.5 per cent increase for public servants earning below $ 100,000. That proposal was rejected by the GPSU. Instead, the Union proposed a flat increase of $7,500 monthly added to the salaries of public servants at December 31,2015 as well as to the amount payable at the minimum and maximum of each of bands 1 - 14 of the Schedule of Salary in the Public Service; and a 25 per cent increase across the board to the salary of all public servants as well as the amount payable at the minimum and maximum of each of the bands 1-14.

For 2017, it was proposed that there be a flat increase of $7,000 monthly added to the salaries of public servants at the end of December 2016 along with the amount payable at the minimum and maximum of each band.

Additionally, a 20 per cent increase across the board on all salaries as at December 2016 for public servants coupled with the amount payable at the minimum and maximum of each of the 14 bands.

In 2018, the GPSU recommended a flat increase of $9,000 monthly added to the salaries at the end of the previous year as well as the amount payable at the minimum and maximum of each band.

A 20 per cent across the board was also recommended in 2018.

The Union noted that in each of the years an additional increase should be provided for to cover inflation as determined by the Bureau of Statistics.

On Thursday, Opposition Leader Bharrat Jagdeo called on the government to fulfill its manifesto promise to provide substantial salary increases for public servants.

Jagdeo, a former president said the one year old administration is playing "fancy foot works again" referencing the salary increases granted last year for government ministers. He argued that public servants at the lower end of the tier will not benefit from a 10 per cent as stated by the govermnent but between a 6 and 7 per cent in their salaries.

"They promised the public servants substantial increases; secondly, they took the huge salary increases for themselves. When you look at the weighted average, it is not 10 per cent. [They] announced a high percentage but made it effective from July the last time. It is fancy foot works again. When you look at the weighted average, this could be depending on the dispersing and how many people are in different categories, it may be around 6-6.5/ 7 per cent increase across the board."

The fonner president cautioned citizens that they should examine govermnent's proposal carefully. "People have to be very, very careful about this," he said while noting that the government has "tens of billions of dollars sitting in bank accounts of these entities they had argued we were keeping money outside of the Consolidated Fund to steal."

Jagdeo said with the alleged amount outside of the Consolidated Fund, government can afford to meet the requests of the Union. "It is either they transfer it in now and fulfill their elections promises or I think if they transfer it in now then the GPSU demand will be payable," said Jagdeo.

It is Labor Day weekend again. Dances, barbecues, J'ouvert and the West Indian American Day Carnival.

I will be in the midst of it all. What bothers me is that few of us recognise the significance of Labour Day or the history behind it.

In the United States, Labour Day is a national holiday celebrated on the first Monday in September. It pays respect to the American Labour Movement and acknowledges the contributions made by workers to the strength, prosperity and well-being of the country.

There was no labor day prior to 21 February, 1887, when Oregon passed state legislation recognising it.

On 28 June, 1894, an Act was passed

by Congress, making the first Monday in September of each year a legal holiday in the District of Columbia and the territories.

FOUNDER It is generally believed that in 1882, Matthew Maguire, while serving as secretary of the Central Labor Union in New York, made a proposal

for a holiday to honor workers. The day he proposed was the first Monday in September. The Union adopted it and appointed a committee to plan a demonstration and picnic.

FIRST LABOUR DAY The first Labour Day was celebrated Tuesday 5 September, 1882 in Manhattan, in accordance with the plans of the Central Labor Union. THIS weekend, while it signals the end of summer, is a much-anticipated period in the lives of Caribbean peoples residing in the United States (U.S.).

It is Labour Day, which this year is being observed on Monday, 5th September and not only presents a day off from work, but opportunities to get out, have some fun, and enjoy the weather.

There will be many events such as parties, cultural shows, family reunions and fun days, and the much-anticipated J'ouvert, which starts on Sunday night and goes into Monday morning and later, the Labour Day Parade and street party. This is also a time for families and friends to get together, and it is expected as usual, that New York is the place to be. Guyanese at home too will be travelling to New York to soak in the festivities and enjoy the end-of-season sales.

Labour Day, which is celebrated on the first Monday in September, represents the day set aside to mark the achievements of workers. This day has its origins in the labour union movement, specifically the eight-hour-day movement, which advocated eight hours for work, eight hours for recreation, and eight hours for rest. In Guyana, Labour Day is observed on the first day in May and represents Guyanese workers giving solidarity with workers everywhere. Moreso, the history behind this commemoration has to do with the shooting of workers in the Haymarket affair in Chicago on 4th May, 1886. These workers were struggling for improved working conditions, inclusive of an eighthour work day, that resulted in the blood of some being shed for the cause.

This is why on this day workers wear red,which symbolises the blood that was shed. Red has become the colour of choice for Labour, representing struggles and sacrifices made and/or needed in the pursuit of improving citizens'/workers" livelihoods. The Caribbean peoples have imported their carnival/Mashramani culture in marking Labour Day and brought a special flavour to the cultural melting pot of the U.S. It is also an opportunity for increased revenue for Caribbean merchandises and

Dear Mr. Trump, I'm sorry, but Black women didn't get the memo on how poorly educated we are. 1 know this is what you believe because, according to you, our schools stink and we live in squalor! It's not that folks like you haven't tried to convince us for decades that we're an abject, downtrodden race of people.

However, icons like Dr. Martin Luther King, Jr., Fannie Lou Hammer, Maya Angelou, Rev. Cecil L. "Chip Murray," and my godmother Ethel Thomas, taught us to never ever buy into the negative stereotypes that have been cynically foisted upon us in order to oppress and divide us. These civil rights giants taught us—and yes, I count my godmother amongst them that we have to be twice as good and work twice as hard as others to succeed. And guess what, we listened to our elders and followed their advice.

As a result. Black women are quickly becoming among the most highly educated people in this country. Not bad, given your caricature and fantasized summation of our existence.

Like usual, you sadly and grossly misstated the facts, distorted the data and insulted hardworking and educated African Americans last week when you made your "pivot" and pitch to African American voters with the now famous lines: "You live in your poverty, your schools are no good, you have no jobs, 58 percent of your youth is unemployed. What the hell do you have to lose?" The reality is Black voters have everything to lose by a Trump presidency, and we are way smarter than you, your tone-deaf speech writers and your GOP colleagues—colleagues who have neglected us, downplayed your blatantly racist statements, and have consistently fought to turn back the clock on our hard-earned civil rights.

But our progress continues nonetheless. According to the National Center of Education Statistics/U.S. Census, more than half of all black women,

specifically between the ages of 18 and 24, are enrolled in college, and black women overall outpace other race and gender groups in terms of college enrollment. Black women also earned the highest number of degrees amongst all racial/ethnic groups during the study's period of 2009-2010. Black women earned 68% of associate's degrees; 66% of bachelor's degrees; 71% of master's degrees; and 65% of doctor's degrees earned by black students.

I'm proud that my daughters and 1 are included in those statistics. Without a wealthy daddy like you, I graduated with honors from the University of Chicago and Harvard Law school. Not bad, given that our community's schools were "no good." And although I lived with my godmother and grandmother in a housing project in North St. Louis — living arrangements you would characterize as abject poverty — we were, in the ways that truly count, some of the richest people in the country. Our community was steeped in the American values of inclusivity, hard work, humility and "I can" attitude that propelled me and many of my friends to attend some of the most prestigious universities in the country and obtain advanced degrees. And though my daughters start from a very different point in life, one has already graduated summa cum laude from a top US college, and the other is on the Dean's List as she enters her second year.

With all of our smarts, my daughters and I, along with millions of other black people, categorically reject your assertion that our lives are, and have been, a living hell under Obama and the Democratic Party. Undoubtedly, we have work to do to address high poverty rates amongst black children, gun and gang violence in some pockets of our communities and youth unemployment rates (which are nowhere near the 58% that you erroneously cite) that are persistently above the national average. But we also know that many of these problems are rooted in deeply

A society that respects diversity and allows its equal expression is a progressive society. Diversity not only allows for different expressions, but with different expressions it brings different ways of looking at issues, developing things, learning and benefiting from each other in the process of human development and fostering peace and harmony among humankind. Where conflicts result from the difference in understanding or perspectives, with respect for diversity, equality and the dignity of others, efforts will be made to understand the position of the other. And even in instances where said values are not held, one can at least respect the other to be who he or she wants to be.

We are fully aware of the fact that under Obama's administration the black unemployment rate has been cut in half from its all-time high; draconian sentencing rules for nonviolent crimes have been slashed; more people have health insurance than ever before; national crime rates are at an alltime low; more civil rights investigations of police departments have been initiated; and more African-Americans, Latinos and women have been appointed to high-level cabinet positions than under both Bush regimes.

In closing, I wish that you and your team would research the statistics and at least make an attempt to learn and better understand the African-American community and its many layers.

We are not the "thugs" that your advisor. former New York Mayor Rudy Giuliani, constantly depicts, nor are we the downtrodden people that you characterized us as in your Detroit speech.

As the study reflects, black women and men are highly educated, motivated and engaged. We are not naively voting Democratic because we are uninformed or unaware. And we cannot vote for you because you refuse to even acknowledge or accept that we are smart enough to know the difference between those who really seek to serve our interests and those, like you, who seek to yet again exploit us. This time it's not cotton, but it's pretty damn close.

Where institutions such as laws are put in place, not only to ensure equality but present opportunities for recourse, and a justice system that seeks to work for all, such was not achieved without a struggle by persons who refused to settle for less, knowing full well that they deserved equal and better treatment. And where equality and equal opportunity do not exist or require deepening and strengthening in the U.S. and country of birth or heritage, it is not unreasonable to expect a supporting hand in achieving same.

Or as succinctly posed by the Rev Dr Martin Luther King Jr, "Life's most persistent and urgent question is, 'What are you doing for others?' "

hypocrisy, carefully crafted pseudo-science, and a willing cabal of "experts" on race relations, it is admittedly, exceedingly hard these days to see the ugly under-belly of

pervasive American racism and bigotry. For despite our

best intentions racism is alive and well in America today as evidenced by the nasty, hateful public dialogue and dangerous rhetoric on the United States presidential campaign trail.

And too, as a consequence of the oppressive social climate it's now become an uncomfortable thing for progressive Blacks to speak about racism, segregation and bigotry since we're supposed to have crossed that hurdle, especially with the election of America's first Black President, Barack Obama. Shrewdly, these modern day custodians of American 21 st century racism, who have re-packaged its old, cruder and vicious versions, now come bearing gifts and posing as friends of Black and Brown peoples. This helps to make Black people and some leaders feel guilty about unpacking and exposing the ugliness of American racism that is still here with us today — old, enduring, dangerous and immortal like Count Dracula tindead, non-living, but very much alive.

Here's how the new, modern racism goes. Nationally, America's political leaders, Black and white. Democrats and Republicans, applaud the nation for having moved beyond the stigma of racism. That's the opening gambit of "a safe public narrative." They point to a few Blacks, including President Barack Obama, as "proof positive" that the old days and heyday of the racist white bogeyman has ended.

For good measure they also throw in a few successful Hispanics to drive home the notion of color blindness. But here's the trick. The national conversation about the end of racism and the era of color blindness is exclusively driven, created and centered on a few success stories that are posited and spun in the white media as the norm, rather than the exception. These success narratives are specially designed to be told over and over again to hoodwink a community not noted for its critical thinking skills. Its "tokenism" in a modem business suit, made up to look "positive" and sold to Black, Brown and minority communities as the new beacon of "our success" that should be emulated and celebrated. Cable television programs specifically targeted to Black and Brown audiences cxthol the success and achievements of Hollywood "stars," their jet-set, affluent lifestyles and the new Black members of the noveau rich and their millions of dollars earned from rap music or some other venture far away from the ghettoized neighborhoods of East New York,

Brownsville or Sunset Park.

And with every new retelling and rehashing these "success stories" are embroidered a bit more to suit the audience and the time. The result is that Blacks and Hispanics soon forget the other real stories of crippling and stultifying poverty, chronic inner city drug addiction, hopelessness, sub-standard education and healthcare that are all deliberately designed and furthered to "keep Black people in their place" and to enforce and entrench the rule of the white few. From food deserts to vermin-infested housing projects, crime as the new "equal opportunity employer" these crushing socio-economic problems prevent Black and Brown communities from realizing their full growth potential.

But don't worry there's always TMZ, "Dancing with the Stars," or some version of "American Idol" to dull the senses of Black and Brown people who wallow in pride at seeing "one of us" on these almost all-white programs. The sublime message is this; don't worry about your plight, look.

Gee, see? One of you "made it" and so can you? Its carefully designed and packaged mass escapism marketed as "hope" to people without hope, a kind of fairy godmother approach to the daily challenges of the poor barely making it just to survive. It is in essence cruel and inhumane treatment of Black and Brown peoples.

For every story of Black and Latino success there are 1000 more of failed hopes, unmet needs, and decaying neighborhoods.

These are the real stories that are never told because they are not supposed to be relevant today. No, we must not speak and give voice to the conditions of an entire generation of children bom in urban ghettos whose fathers and uncles are in jail - victims of the twotiered system of American justice - one white and privileged, the other Black, Hispanic and racist. No, we must not speak about the fact that neighborhoods made dangerous by drugs, high unemployment, and lack of opportunities conspire to keep decent teachers from Black community schools and high-end grocery stores out of the area.

In the face of all this. Black youth are told that if they stay in school, study hard

and apply themselves they will get ahead, as if the "get ahead" playing field was fair and level. And when Black and Hispanic youths fail they are told that they did not fight hard enough to resist the strong pull of the ghetto and did not apply themselves sufficiently.

This kind of condescending approach by both Black and white liberals about whose fault it is that Blacks and Hispanics can't ditch poverty is based on the flawed neo-lib-

eral conclusion that poverty is about individual choice, desire, a lack of intelligence, and not having the coping skills that other races (read white) have.

Fact is poverty is man made. It is a consequence of stratified society, artificially enforced and reinforced divisions, and exploitative economic relations. It is also (continued on page 25)

JAGS Aviation Inc. yesterday, August 30th, joined with Minster of State - Joseph Harmon and with representatives of the Eugene F. Correira International Airport to turn the sod for the construction of a "state of the art" aircraft hangar.

A BK International owned company, JAGS Aviation Inc., which has been sharing GnySnCo's Hangar at the Eugene F. Correira International Airport (formerly known as the Ogle Airport) will begin the construction of its own Aircraft Hangar after being leased land from the Airport.

for leasing the land had commenced between the Aircraft Operator and the Airport and since, the requirements for the leasing of the land have been completed.

"JAGS Aviation is not wasting time in spreading its wings," according to Bobby Vieira.

Vieira noted also, that the BK owned company which will soon be renamed "BK Air" has decided upon constructing its own hangar since it has been sharing GnySnCo's hangar with GnySnCo's aircrafts and a few other small carriers for some time now. He noted however, that small operators from the Eugene F. Correira International Airport will also be

■ able to benefit from this facility- just as JAGS Aviation would have once had.

The consultant said that this hangar will be a "modem aircraft facility with state of the art conveniences for the maintenance and protection of the aircrafts." He also noted that this hangar will be the "most modem airport hangar in the entire hemisphere."

Minister of State, Joseph Harmon noted that the addition of this hangar to the Airport will indeed "improve the quality of services provided here." He said that both he and the government welcome the investment of the Private Sector in Guyana's Development.

BK's Brian Tiwari when questioned noted that the company believes that "we can give a big input into the aviation sector," and added that the investment being made into the construction of the hangar would be around USD $3.5 million. He further noted that flights will be serviced to the hinterland areas of Guyana and Guyana generally, and will then expand to the wider Caribbean.

FOUR Guyanese have been selected to participate in President Barack Obama's 2016 Young Leaders of the Americas Initiative (YLAI) Fellows Programme.

The Guyanese chosen are: Dason Anthony, one of the owners of 592 Dresses, which assists boutiques and local designers to sell, market, and advertise their products through its online marketplace; Judason Bess, co-owner and manager of the Farmacy, which focuses on making agriculture and food production more sustainable; Abbigale Loncke, owner of Community Health Care, an agency that delivers home- care needs for the elderly, sick, disabled, and children in the comfort of their homes, while training women who

are in need of employment and second chances to take up roles as care-givers; and Shaunda Yarde, founder of Coconut Grove, which makes Golden Crunch Coconut Biscuits.

They are joining over 200 other young leaders from Latin America and the Caribbean from October 5.

YLAI, one of four programmes within the Young Leaders Initiatives, is a part of President Obama's commitment to empower young people around the world and ensure they have the tools, skills, and networks to tackle our shared global challenges.

HINDUJA Global Solutions (HGS), a leading Indian call centre company has expressed a keen interest in establishing operations in Guyana, the Office of the Prime Minister (OPM) said Wednesday.

The statement follows a meeting between the president of the company, Narasimha Murthy and Prime Minister Moses Nagamootoo. The meeting was arranged by the Guyana Office for Investment.

A release from the Prime Minister's office noted that an HGS delegation had previously visited Guyana in May of this year. It was noted that HGS entered the Jamaican market four years ago and is keen on partnering with the government of Guyana to expand their footprint in the Caribbean and South America to promote digital marketing and competitive business services.

"Prime Minister Nagamootoo conveyed that Guyanese youths have em-

braced new technologies and would welcome training and additional job opportunities. He reiterated Guyana's openness and commitment to doing business with all credible investors," the release noted.

Mr. Murthy explained that HGS could incrementally create jobs for several hundred persons who, at the same time, would be trained to meet growing demands for digital services and e-commerce.

The HGS delegation also included Vice President, Subhankar Ghosh and Business Analyst, Rawool Sahu. They were accompanied by GO-Invest Chief Executive Officer, Mr. Owen Verwey and Senior Export Promotions Officer, Uchenna Gibson. HGS, which is headquartered in the Indian metropolis of Mumbai, operates worldwide in 67 locations and in 37 languages.

The company employs 40,000 persons.

This capacity training is being developed through the Ministry's Citizen Security Strengthening Programme (CSSP). And in a recent interview with the Government Information Agency (GINA). "We have been engaging in discussion with the bank, with forensic experts in looking at the possibility of acquiring rapid testing DNA and gun testing residue devices." Henry explained. Improving the Guyana Police Force's (GPF) Forensic Laboratory's effectiveness towards preventing and conducting crime investigations is the second component of the CSSP. Apart from the procurement of equipment for the laboratory, the CSSP will facilitate local and overseas training, and training materials for lab staff and the GPF. in terms of crime investigation and evidence collection.

A Memorandum of Understanding (MOU) has been signed befiveen the GPF and the CSSP for liaison officers. "We have been working on terms of reference and would have had no objection from the bank for terms of reference for a proficiency testing body for the laboratory." Henry told GINA. Further, this body will regularly evaluate the accmacy of tests done at the lab and look at the calibration of the equipment among other things. "At the end of this project we hope to move the lab to ensure that they receive ISO. international standard accreditation."

Meanwhile, the CSSP has begun advertisements for the procurement of equipment for an integrated information system. "The

integrated crime information system, which is an information technology based system, helps in the garnering of information on crime and violence across the country, and this information is collected at different police stations and then located in a central database."

Henry explained.

Police and the Ministry of Public Security's Crime Observatory analyse the information to identify trends in crime and violence and develop evidence-based prevention strategies. "So what we're doing now is to ensure that we expand this integrated crime information system which was developed under the first phase of CSSP." Henry added.

The CSSP is a five-year programme, and the international accreditation of the laboratory is expected to be achieved within the programme's lifespan.

"In the end, what the proficiency body offers is public assurance that the results of the lab are sound and the outputs are robust," Henry added.

Stepping ONCE given a chance to excel in the right environment, many persons can succeed. This is the case of 19-year-old Cowanan Samuels, a teenager who left the school system before she had completed it.

Samuels said she has been home ever since she exited school, just doing house chores and passing each day quietly.

However, this all changed when she decided to do something that would positively impact her life. Samuels joined the skills training programe C-PETS, Creating Positive Environments Through Safer communities and partnership.

Samuels told the Government Information Agency (G1NA) that as a child she developed a passion and love for understanding how vehicles function. Hence she decided to do the six-week course offered through C-PETS. The participants graduated on Tuesday, August 30..

Eooking to make a change in her life, Samuels was actively engaged in the auto mechanics class. Samuels stated, that she has a particular interest in fixing cars, "not the inside parts, but like fixing the engine and putting water in the carburetor and oil in the tank and many other things."

But Samuels is not the only one who is taking advantage of C-PETS. With hands-on training, 24-year-old Uriah Eraser, who was a participant in the electrical engineering course told GIN A that he

I know to myself that when I finish this class. I could afford to go home and fix any electrical problem, I could hook up a switch, I could do an outlet, I could hook up a light," the young man proudly explained .

According to another course participant, 18-year-old Aaron Vasquez, "It has been a good experience to learn."

On Tuesday, 71 youths graduated from the C-PETS skills training program. Commissioner of Police (ag) David Ramnarine congratulated them for achieving such a great accomplishment, and encouraged them to never give up on their dreams no matter the circumstances.

The Commissioner pointed out that they have a whole host of avenues to venture into with job opportunities now more accessible.

C-PETS The Guyana Police Force's 'D' Division Commander, Steven Mansell was instrumental in the creation of the C-PETS program which begun in lune 2015, in Region Three. Commander Mansell told GINA that before the program came into existence, he saw many young people in the region just idling.

The commander explained that it was then he decided that something needed to be done to keep the youths meaningfully

occupied, while creating the foundation for them to acquire jobs.

"The idea came to me and some faithbased leaders one afternoon at Leonora police station compound that we needed to engage the youths during the school holidays — that is luly, August early September— and 1 said to them I will approach the technical institute's director. I met with the principal Eon Nicholson, told him our idea and he quickly consented," the Commander explained.

The program offered training in carpentry, electrical engineering, welding, metal work, auto mechanic, information technology, mathematics and english at the Leonora Technical and Vocational Institute.

Age is not a factor as the youngest child in the program was 14-years-old, while the oldest person was 30-years-old.

The institute's principal. Eon Nicholson said that the program is competency based, and it allowed youths to demonstrate their skills and not just sit in the classroom and take notes.

The principal stated that, "When they go out to the world of work, the employers will know that these people have the ability to do the work."

This year. Commander Mansell pointed out that the training program targeted youths living in areas such as Bonasika, Hogg Island, Santa Mission, Parika, Vergenoegen, Tuschen, Leonora, Dem Amstel, Hubu Backdam, Parika Backdam and Wales.

Last year, it was found that it was costly for youths travelling from those far flung areas and this resulted in dropouts. However, this year, the Ministry of Education and the police provided transM portation for the participants of the program. Principal Nicholson pointed out that by doing so; there was a significant increase in the number of youths participating.

Kevin Allen who teaches the welding course has been encouraging the youths to continue their training. Due to the nature of the courses offered, Allen said that it is common to find that mostly males would gravitate towards this field.

Allen said, "When they see measurement and tools that we use to get jobs done, they get excited so they want more and they are even telling me they want to come to the school permanently."

One such participant who is considering taking up the course is Rabindra Susankar. Susankar is also employed with a local company in the region.

Due to the course being competency based, the youths are exposed to practical training sessions. According to the institute's Principal, having the youths take part in the practical training was an initiative of the Ministry of Education. Principal Nicholson pointed out that the Education Ministry allows their vehicles to be fixed by the participants.

However, the program is not only benefitting out of school and unemployed youths, but also those who are in the regular school system. Fifteen-year-old Rehanna Cadogan who attends the Leonora Secondary school said that she decided to participate in the course because she will be entering the Business Stream when she returns to school and wanted to have a crash course in Office Administration.

... AG satisfied with compliance arrangements at key financial agencies

By Svetlana Marshall A FIVE-member team from the International Co-operation Review Group (ICRG) will be here in mid-September to evaluate the country's Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) regime.

From September 14-15, the international financial watchdog will verify whether Guyana has introduced the reforms recommended in the Action Plan agreed between the Financial Action Task Force (FATF) and the Guyana Government. Additionally, the visit will confirm whether there is a political commitment to sustain the reforms.

Speaking to reporters in his chambers on Tuesday, Attorney General and Legal Affairs Minister, Basil Williams said all systems are in place to facilitate the onsite visit. As head of the AML/CFT Compliance Team, the Attorney General noted that meetings were held with key agencies, including the Financial Intelligence Unit (FIU), the Special Organised Crime Unit (SOCU) and the Bank of Guyana to sensitize them on their AML/ CFT obligations.

According to him, during these meetings he was very impressed with the compliance arrangements instituted by the various agencies and organisations. "I found that most of them had compliance officers, and most of them were very aware of the requirements of FATF," Minister Williams said. "I think they are all well positioned," he further posited.

In addition to meeting with the Bank of Guyana, the FIU, and SOCU, the ICRG Team, which is an arm of FATF, will be meeting with the Attorney General and his Compliance Team, the Minister of Finance, Winston Jordan, the Director of Public Prosecution (DPP), and Supervisory Authorities, including the Securities Exchange Council, and Reporting Entities such as Republic Bank, Guyana Bank for Trade and Investment (GBTI), Western Union Money Transfer and Confidential Cambio.

The result of the on-site visit will be on the agenda at the next FATF Plenary meeting schedule to take place in Paris in October. Minister Williams, however, in underscoring the importance of having Guyana satisfy the onsite visit, stated clearly that

"The biggest impact since all of this started, was that the cost of business went up because of transaction scrutiny, things went up," he posited. Doerga noted too that the time taken to transact business has also increased much to the disadvantage of businesses here.

Nevertheless, he said GCCI remains optimistic, given the upcoming visit. "We do understand that this is necessary but it is unfortunate that a small proportion of people...do get involved in money laundering, in financing of terrorism and it is under fortunate that... all of us are affected by this," he said.

Currently, Guyana has an Anti-Money Laundering and Countering the Financing of Terrorism (AML/ CFT) Act in place, along with other related legislation governing supervisory bodies, financial institutions, law enforcement, and foreign affairs.

The National Assembly, in May, passed the AML/ CFT (Amendment) Bill 2016. In 2015, it had also passed the Anti-Terrorism and Terrorist Related Activities Bill; the AML/CFT (Amendment) Bill Nos. 1 and 2; and the AML/CFT Regulations, all in keeping with recommendations made by FATF and CFATF. The decision to take Guyana off the review lists was made during an FATF Plenary and Working Group meeting held in Busan, Korea, from June 18-24.

The meeting, which was attended by the Attorney-General and Acting Director of the Financial Intelligence Unit (FIU), Alicia Williams, saw the Plenary adopting FATF/ICRG Co-chair's Report, which stated that Guyana had substantially completed its Action Plan at the Technical level.

"In line with the procedures for removing jurisdictions from ICRG review, the ICRG recommends that an on-site visit take place to the country prior to the October 2016 meetings, in order to verify that the implementation of its AML/CFT reforms has begun and is being sustained, and there is political commitment to sustain implementation," sections of the report read.

A PROGRESS report on the collaborative agreement between the University of Guyana (UG), the University of the West Indies (UWI) and the Council of Legal Education (CUE) is expected to come up for discussion soon.

Attorney General and Legal Affairs Minister, Basil Williams, on Tuesday, said the report is expected to be delivered when the 48TH Meeting of the Council of Legal Education is held in Antigua and Barbuda next week, from September 1-4. Guyana will be represented by the Attorney General.

"The business of the latter meeting will include financial contributions to council, the collaborative legal agreement between UG/UWI and CLE for a progress report, and elections for the position of chairman, as well as members of the Executive Committee to be held at the end of the Council," Minister Williams explained.

He said UG is currently in discussion with UWI on "The Revised Final Draft of

Under the proposed agreement, Guyana is hoping to not only gain automatic entry into the Hugh Wooding Law School for Guyanese students, but also non-Guyanese graduates. The original agreement came to an end in 2013.

In August, Minister Williams was successful in his bid to the National Assembly to approve funds to assist Guyanese law students at the Hugh Wooding Law School.

"Parliament recently approved the payment by the Government of 25 per cent of the economic cost of the fees

paid by Guyanese Law Students attending the Hugh Wooding Law School for each of the two years for the academic years 2016-2018. The annual sum for 50 law students is $17.9M or US$85,000 per annum," the Legal Affairs Minister explained.

While in the National Assembly, Minister Williams had noted that the cost for one student per year at the Hugh Wooding Law School is approximately $2.83M but with Government's intervention that cost will be minimised and the students will now pay about $2.47M each.

The Guyana Chronicle has since learnt that Saturday's surgery was one of a number of medical interventions Fausette has had to undergo since the shooting; but thankfully, he is on the road to full recovery.

said Dr. Dukhi "worked very hard, and showed a lot of interest in getting the surgery done."

Fausette also thanked his mother and other family members and well-wishers for giving him sterling support throughout the ordeal. And he thanked the Guyana Police Force, represented by senior officials: Assistant Commissioner Christopher Griffith, Senior Superintendent Maxine Graham and Deputy Superintendent and Welfare Officer Lorraine Saul, who were by his bedside yesterday to enquire how he was progressing since the surgery.

RKHTY on a musical mission in New York 1

By Alva Solomon WHEN THE technical team switched on the reggae sounds that evening, one would have never envisioned the Guyanese folksong "This is Guyana, Beautiful Guyana "being heard in the upbeat reggae genre. But New York-bred performing artist RKHTY (pronounced Ray-Keh -Tee) had the audience swaying to her rendition of the popular song including the song's original composer Hilton Hemerding who sat in the audience.

The occasion was the Guyana Cultural Association of New York awards ceremony held at the Brooklyn Borough Hall in Brooklyn New York on the evening of Wednesday 31st August. It was an occasion which stood up to its "Guyanese "expectation and RKHTY set the tempo when she was

called to perform in front of a packed room.

She sauntered across the floor, patiently belting the lyrics as those in the audience knocked their shoe heels to the tune and its rhythmic nature much to the delight of the mature visitors in the audience.

This reporter later sat down with the young performing artist to find out more about her musical ambitions.

SO WHO IS RKHTY? Bom and raised in New York to Guyanese parents, she was raised in the United States and proudly carries her Guyanese Passport.

She sings R&B. pop and hip- hop and at the moment she is working on a hip-hop project, her 3rd EP which she plans to release by the end of this year or early next

year.

"First and foremost I want to bring quality to music. There is a lot of music out there which I think is musically challenging to say the least "she said with a laughing reaction.

She said that she wants to keep Guyana in her heritage on the forefront noting that her music such as her song entitled "True love" has her Guyanese roots tied into each composition. A college graduate who has spent many holidays in Georgetown. she said she was very committed to music and according to her she has sorted her priorities with music being her platform "to do different things."

She said she wants to give back to the community in a larger way rather than the usual hand-outs.

Where does RKHTY draw her musical inspira-

tion from?

There is a rapper named "Chains the Rapper" she noted and who is considered an independent artiste. She described him as a musician who has stood against the major labels and propelled his career to the fullest extent.

Her advice to persons whose aims are to make it in the musical field is to" go for it and do it 100%.

I have a lot of family who say "so what's your job" and I say "this is my "job.

"She said one should always pursue his or her dream even though at times one may believe he/she is the only one pushing.

In terms of musical composition RKHTY advised that it is important to study one's craft carefully, noting that this is her 5th year as an independent solo artist.

Her music is being shared online but not at a scale she expects but laughingly she encouraged the Guyanese community to check out her music.

In terms of creating her music she said she found a producer with whom she has worked alongside over the past four years and according to her the studio is well set-up.

"Equipment is expensive and it's hard to get good quality work and people want to hear good quality as well as good music" she said, noting that persons can always make a start by posting their demos on social media. "Arts is important and people kind of take it for granted and I am hoping the new administration (Guyana government) will invest more into the arts", she added.

BEAUTIFUL GUYANA The song was recorded

by Hemerding in March 1966 before Guyana gained independence from Britain.

In an interview with RKHT he said that having lived through the colonial times he thought as independence neared he wanted to have something that was Guyanese-Caribbean flavoured. He sat on a tomb in

Buxton that year and in 15 minutes he had the song on paper. Years later, around 1975. it was produced in a studio in Cuba. The late former President Hugh Desmond Hoyte brought the song back to Guyana dming a visit and Hemerding was given a copy of his song.

In New York recently RKHTY told this publication that she heard the song some time ago and came across the classic and according to her she heard persons performed covers of the hit. "So I thought it would be good to do the song over" she said and she later found out that the original composer was in Queens, NY. She said she met him and the two agreed to her rendition.

"It's just a different time when he wrote it and I think it's more generational friendly today" she said, noting that she only changed the arrangement of the song.

"My short term goal is to have Beautiful Guyana be the featured folk song for Guyana. "she added noting that she had a "grand scheme" where she tried to reach out to airlines among other avenues to play the song prior to the 50th independence Golden Jubilee anniversary celebrations this year.

The song is up for purchase and the RKHTY and Hemerding will split the proceeds. Meanwhile the young talented singer is hoping the hit goes viral.

training. Since then, it has graduated more than 6,000 Brazilian troops and troops from throughout the world, who would have travelled to Brazil to take part in the Centre's specialised jungle training courses.

Teams from Brazil's Amazon Military Command, the North Military Command, the Brazilian Navy and Air Force, as well as teams from Canada, China, East Timor, Germany and Mexico, also participated in the competition, with China winning the competition. Each team comprised of 10

members.

The immersive five-day competition saw the teams competing in more than 20 events, including shooting from a moving platform, team shooting, as well as seven events relating to anti-smuggling, anti-illegal logging and annihilation operations, in the jungles of Manaus. Tested three times daily and also at nights, teams were challenged to execute military jungle tactics and apply the relevant knowledge in the jungle environment.

LOCAL authorities are probing an alleged counterfeit currency ring that involves operatives from Guyana and Peru.

A top official of the Bank of Guyana told the Guyana Chronicle on Monday that the police have been alerted and are currently investigating. This official disclosed that counterfeit /forged currency notes are allegedly coming out of Peru, and appealed to citizens to be alert when transacting business.

Contacted on the issue. Acting Crime Chief Hugh Jessamy confirmed that an investigation has been launched, and alluded to a report appearing on Monday in another section of the media to the effect that a Kitty grocer was conned into changing a fake US$50 note into local currency.

Jessamy also warned citizens to be careful in transacting business, especially when foreign currencies are involved. "Persons have become brilliant and have been making (detection of) forged currencies

Incidents of counterfeiting had greatly decreased on the local scene, and this had led to the Police Force paying less attention to the issue, the Acting Crime Chief explained. The last major report on the issue came last year when the Guyana Chronicle reported that a man was moving around the city with counterfeit US$100 bills, which he has been passing off on unsuspecting persons, particularly female roadside food and snack vendors around the city.

Such cases, the acting Crime Chief explained, are hard to crack down on, since persons who are caught with forged currencies usually say they had received same from someone else, and the trend continues from there. He, however, stressed that the GPF intends to study the issue carefully and ensure that it gets down to the bottom of the alleged scheme.

ROBERT Benn, the businessman and licensed firearm holder who allegedly shot and killed 24-year-old Colin Perreira and injured his girlfriend after they had driven on his Perry Street, Tucville driveway, was remanded to prison on Monday when he appeared before City Magistrate Leron Daly, charged with the capital offence of murder and attempted murder.

Benn has been charged with murdering Colin Perreira. called 'Malcolm', of Barr Street. Kitty on August 24 at Tucville; and has been further charged with discharging a loaded firearm at 22-year-old Gail-Ann Chachon with intent to murder her on the said day and at the said location.

Attorney-at-law Ronald Burch-Smith. representing the businessman, said Benn deeply regrets and is remorseful for his actions. He said his client was living in fear since several threats had been made on his life.

"My client was living in fear since persons had threatened to attack, rob and kill him." Burch-Smith told the court.

The lawyer contended that his client felt threatened when

he saw the car turning on his bridge, since he believed the vehicle had potential bandits, so he shot at it.

The lawyer questioned Police Prosecutor Shavon Jupiter, asking why his client was being charged for murder and not manslaughter, since the killing was not deliberate and premeditated. However. Prosecutor Jupiter stated that police investigation was still ongoing, and Chachon was still hospitalized.

After hearing both sides, the magistrate remanded Benn until September 16.

According to reports, at about 21:30h on August 24.

Perreira was driving a heavily tinted motor car and the other victim was seated in the front passenger seat. He attempted to turn the vehicle on the defendant's driveway; and. in the process, the suspect, who was in his yard, drew his handgun and discharged several rounds at the vehicle, hitting the victims about their bodies.

Perreira was pronounced dead on arrival at the Georgetown Public Hospital Corporation (GPHC), while Chacon is said to be in a stable condition.

VEERSAMMY Narine, 52, of Robb and Alexander Streets, Bourda, Georgetown, was further remanded after he appeared before Magistrate Judy Latchman on Monday, in the Georgetown Magistrates' Courts.

It is alleged that Narine offered a detective attached to the Criminal Investigations Unit (CID), Eve Leary, Georgetown, $400,000 as inducement for him to suppress evidence in a murder case.

Police say that on August 20, at (CID) Headquarters, Narine offered Detective Inspector Suraj Singh the cash as a reward or inducement for him to show favour to one Dennis Veersammy.

Narine is a relative of Dennis Veersammy, one of the three men charged for the murder of Shameer Ah Mursalin, a former businessman.

Mursalin, of Grant 1805 Crabwood Creek, Corentyne, Berbice was fatally shot to the head on October 24, 2015.

Another bail application was made by Narine's attorney- at-law on behalf of the defendant. The lawyer told the court that his client recently had a surgery and he had to undergo further surgery in the USA next month.

The Police Prosecutor objected to bail stating that Narine may want to interfere with other witnesses who are involved in the preliminary inquiry of a

murder matter at Springlands Magistrate Court.

The bail application was refused by Magistrate Latchman and he remanded the defendant to prison until September 9.

As reported by the police Narine turned up at CID Headquarters to hand over $100,000 of a $400,000 sum, to the policeman.

After appearing to agree to the offer, the detective notified his superiors and a trap was arranged. Narine was taken into custody when he showed up with the cash.

The police reportedly have video and audio evidence of the hotel owner offering the bribe and handing over the money.

In the case of America it is about power and control by white America and the resulting and accompanying notions of privilege and prestige, and the powerlessness and lack of value and self-worth ascribed to Blacks by that power/social relationship. To be blunt; poverty is a failing of American society.

Those who would peddle the false narrative of a color-blind society are fooling nobody. It's not hard to see the realities of American racism, poverty and segregation.

For example, in liberal. Democratic New York City, all one has to do is look at the borough of Manhattan and compare it to Brooklyn. Both are two of the five boroughs that make up New York City. That's where the similarity ends. Manhattan is home to millionaires and billionaires, multi-million dollar condominiums, high-end restaurants, entertainment centers and an affluent largely white community. On the other hand, Brooklyn is Black, immigrant and home to some of the city's poorest communities.

According to Diaspora Community Services (www.diasporacs.org) in Brooklyn, endemic poverty is a daily fact of life - 48% of Brooklyn residents earn below the federal poverty level and 80% of students are eligible for free or reduced lunch as reported by public schools. Unemployment in these communities significantly exceeds borough and city averages with 15.3% in Central

Brooklyn in comparison to Brook lyn's 10 .2%. Unemployment among Black males in these communities is even more pronounced at a staggering 18.3%.

North Central Brooklyn boasts some of the lowest graduation rates in the City with only 44% graduating high school. As high as 46% of residents in these communities live in subsidized or public housing in comparison to 18% for the borough as a whole.

At the same time, these neighborhoods are diverse and culturally vibrant destinations with a strong sense of community. The vast majority of households are of African American, Caribbean and Latino descent with a large immigrant population representing their rich cultures. They are proud, hardworking neighborhoods with strong ties to family, faith and culture.

And with all that vibrancy, pride and willingness to do well the deck is stacked against them. Its here in these communities that the NYPD enforced its Stop and Frisk policies that disproportionately targets Blacks and Hispanic s, as if they are the only ones who commit crimes. It's here that the failed, racist "Broken Windows" NYPD policy is unleashed on poor. Black and Hispanic neighborhoods with devastating consequences.

And its here that cops kill Black teens at the drop of a hat and then these victims

Warapoka has major tourism potential, apart from bird watching; the community has capacity for boating and cultural tourism.

Minister of Indigenous Peoples' Affairs , Sydney Allicock from August 30-31, led a team including Director of the Guyana Tourism Authority (GTA), Indranauth Haralsingh, a representative from Wilderness Explorers and bird watchers, to engage the residents of Warapoka, and to examine the pursuit of an eco-tourism drive in the community.

Upon entering the community. Minister Allicock witnessed a number of Harpy Eagles, which is a clear indication that the community has potential for birding.

Allicock said that while Guyana does not have as many species of birds as other countries such as the United States and the United Kingdom, there are many beautiful and fascinating birds that can be seen in Guyana, especially in the hinterland areas.

The Minister also noted that already, the youths within the community are being

trained in the area of tourism under the Hinterland Employment and Youth Service (HEYS) project, who will be used to develop a plan to promote the tourism drive in the area. ".. .we were very pleased that within half an hour from the village to the location we were able to see the presence of this bird which is a big thing on the market for bird lovers in the UK and the US and other countries in the world. So there is great potential where every single person can benefit because there will be need for transport, need for food and accommodation and guides," Minister Allicock explained.

Minister Allicock also noted that this move will also help to revive the language within the area, since cultural tourism will be promoted and the young people will now have to be taught their language. Culture and arts will also be promoted.

SUPER-stock rider Elliot Vieira has set his sights on retaining the circuit record at the Bushy Park Raceway when the third leg Caribbean Motor Racing Championship (CMRC) heads there this weekend.

During his last outing there, the CMRC defending champion had set the lap record, a blistering 1:04.269 (one minute four point two six nine) seconds which was later reset by the home nation's Brook Miller with a time of 1m 04.192s "Hopefully, when I go over there I can retain my circuit record. Brook is pretty quick out there so it's going to be no easy task but I am up for the challenge," he told Chronicle Sport.

Following a damaged bike in at the second round in Trinidad due to a defective master brake cylinder, Elliot says the bike is in working condition with very minimal work to be done ahead of round three.

"I've completely gone back to the stock brakes, the OEM, factory brakes, callipers," he added, noting that for now, the entire bike currently just requires suspension work.

"I know that I'm really far back in the points as it relates to my title defence and I'm hoping to make most of those points back up in Barbados and I will continue the hght if it is possible."

Elliot currently sits fourth in the standings with 43 points, behind Jamaica's Robert McDonald, and his cousins Matthew (105) and Stephen (122) of Guyana.
