Nandlall, Jonas to be appointed Senior Counsel

Attorney Timothy Munro Jonas

Attorney General and Minister of Legal Affairs, Mohabir Anil Nandlall and Attorney Timothy Munro Jonas will be appointed Senior Counsel with effect from October 30, 2020.

This was announced Wednesday by Office of the President after consultation with Chancellor of the Judiciary (ag), Yonette Cummings and President, Dr. Mohamed Irfaan Ali.

“Their appointments are due to their demonstrable knowledge of and learning in the law and on account of their exemplary erudition and diligence in the practice of the law and by virtue of their distinguished contributions to the growth and development of Guyana’s jurisprudence and constitutional democracy,” the Office of the President noted in a statement.

The honour of silk is conferred on a distinguished lawyer. This status is recognised by the courts and the recipients are privileged to sit in the Bar at the Court where they are considered members of the “inner bar.” Since members wear silk gowns of a specific design, the Senior Counsel are usually referred to as having attained ‘silk.’

THE teenage son of a politician and an enforcement officer of the Guyana Revenue Authority (GRA) died from a self-inflicted injury at his residence at Triumph, East Coast Demerara (ECD), on Wednesday.

The 15-year-old boy allegedly left a note behind before committing the act.

Police said the incident occurred at 14:45 hours and investigation revealed that the teen resided with his father who is an enforcement officer at GRA, his mother, a teacher and politician, and two sisters and a brother.

Reports indicated that, about 06:30 hrs, the teen’s father left home for work, leaving a weapon on top of a built-in closet in his bedroom.

His wife left shortly after for work, leaving the baby sitter alone with the teen, his brother and sisters.

According to one of the sisters, she was inside her room when her brother went into her bedroom and gave her a book page with writing and went back into his bedroom.

As a result, she followed him and saw when he went into

his haversack and took out an object, closed his bedroom door and shortly after she heard a loud sound.

She went downstairs and told the baby sitter what she saw. The baby sitter was at that time downstairs with the other brother.

The body of the teen was examined and taken to Lyken’s Funeral Home where it is awaiting an autopsy as investigations continue into the incident.

RECOVERABLE resources at the Stabroek Block, offshore Guyana, have moved from eight billion barrels of oil equivalent (BOE) to nine billion BOE, a positive sign for the fledgling petroleum state, Guyana, which is still realising its full potential in the oil and gas sector.

This increase in the estimated “gross discovered” recoverable resources, was announced by Hess, a 30 per cent shareholder in operations at the Stabroek Block.

ExxonMobil affiliate Esso Exploration and Production Guyana Limited holds 45 per cent interest in the Stabroek Block, while CNOOC Petroleum Guyana Limited, a wholly-owned subsidiary of CNOOC Limited, holds 25 per cent interest.

There have been 18 discoveries offshore Guyana since May 2015, with the most recent discoveries being made at the Yellowtail-Two and Redtail-One wells.

Hess, in its third quarter report for 2020, said Guyana has sanctioned the development of Payara, the third oil development on the Stabroek Block, which will have the capacity to produce up to

220,000 gross barrels of oil per day (bopd), with first oil expected in 2024. For this, Payara will utilise the Prosperity floating production storage and offloading (FPSO).

The US$9 billion development will target an estimated resource base of about 600 million oil-equivalent barrels.

Ten drill centres are planned, along with up to 41 wells, including 20 production and 21 injection wells.

As it is now, according to Hess, at the Stabroek Block, the corporation’s net production from the Liza Field, which commenced in December 2019, averaged 19,000 bopd in the third quarter of 2020.

During the third quarter, the operator, Esso Exploration and Production Guyana Limited, continued work to complete the commissioning of the natural gas injection system that should enable the Liza Destiny FPSO to reach its capacity of 120,000 gross bopd in the fourth quarter.

Phase two of the Liza Field development, which will utilise the Liza Unity FPSO with an expected capacity of 220,000 gross bopd, remains on target to achieve first oil by early 2022.

Despite the positive pros-

pects, Hess Corporation reported a net loss of US$243 million, or US$0.80 per common share, in the third quarter of 2020, compared with a net loss of US$212 million, or US$0.70 per common share, in the third quarter of 2019.

On an adjusted basis, the corporation reported a net loss of US$216 million, or US$0.71 per common share, in the third quarter of 2020, compared with an adjusted net loss of US$105 million, or US$0.35 per common share, in the prior-year quarter.

The decrease in adjusted after-tax results compared with the prior-year period primarily reflects lower realised selling prices and higher exploration expenses, said Hess.

Two more pensioners succumb to COVID-19

THE novel coronavirus (COVID-19) has claimed two lives within the past 24 hours, taking the death toll to 123.

The Ministry of Health identified the recent victims as being a 65-year-old female from Region Four (Demerara-Mahaica) and a 64-year-old man from Region One (Barima-Waini).

Both persons died while receiving treatment at a local medical facility on Wednesday.

Local authorities have expressed condolences to the families of those victims and pledged to make every effort to provide

all the necessary support during this difficult time.

Health authorities have so far tested 18,900 persons, with 14,826 being negative and 4,074 positive.

Some 13 of those positive cases were recorded within the past 24 hours.

And while 3,083 persons have recovered from this scourge, there are still 830 active cases.

Of those active cases, 95 persons are in institutional isolation, 762 in home isolation, and nine in the COVID-19 Intensive Care Unit (ICU).

Considering the rising

number of cases, persons are being encouraged to take extra precaution, because there is no approved cure or specific treatment as yet for the disease. Guyanese are also reminded to observe the protocols established in the COVID-19 emergency measures.

On a national level, it was reported that Guyana is on course to ending 2020 with close to US$200 million (roughly GYD$42 billion) in its Natural Resource Fund (NRF), which has remained “untouched” since its creation in January this year.

These funds, banked in an account at the US Federal Reserve Bank, are generated from the sale of crude oil, which is being produced by ExxonMobil’s Liza Phase One development, offshore Guyana, in the Stabroek Block.

Guyana, new to the oiland-gas sector, sold its first

one million barrels of crude on February 19, 2020, raking in nearly US$55 million. In its second million-barrel sale, the country received US$35 million and US$46 million as proceeds from the sale of its third million-barrel of crude.

Along with these deposits and the US$4.9 million in royalties received from first-quarter gross production and interest, Guyana has over US$140 million in its NRF. The country had agreed to sell its first three cargoes to a trading arm of Shell on a dated ‘Brent’ basis. The oil market is volatile, but Brent price was listed as US$42.94 per barrel of oil on Thursday.

Guyana’s fourth shipment of crude is expected early December and government

is working to secure a suitable firm to market Guyana’s crude.

The country is entitled to five crude cargoes for this year, as part of its profit share with ExxonMobil and its joint-venture (JV) partners.

This means that with Shell having received its three cargoes, the country can market its crude to another company or location.

“We have a special evaluation team of local and foreign experts, who are looking at those tenders to ensure we have the best suited company to market our oil,” said Minister of Natural Resources, Vickram Bharrat, during a recent interview with the Guyana Chronicle.

Electoral fraud case against Lawrence, Joseph, Mingo and others adjourned THE electoral fraud case involving five persons, including chairperson of the People’s National Congress Reform (PNCR), Volda Lawrence; PNC activist, Carol Joseph and Returning Officer for Region Four, Clairmont Mingo, was, on Wednesday, adjourned until December 21.

Lawrence, Joseph, Mingo; Deputy Chief Elections Officer, Roxanne Myers and Chief Elections Officer (CEO) of the Guyana Elections Commission (GECOM) are all accused of inflating the results of Region Four – Guyana’s largest voting district – to give the APNU+AFC Coalition a majority win at the March 2 polls, when, in fact, the PPP/C had won by 15,000 votes.

The quintet first appeared in the Georgetown Magistrates’ Court on October 21 before Principal Magistrate, Sherdel Isaacs-Marcus and were each released on bail.

The case was transferred to the Chief Magistrate Ann McLennan.

When the case was called before the Chief Magistrate on Wednesday morning, the special prosecutors presented the fiat to the court, which was granted last week by the Director of Public Prosecutions (DPP) Shalimar Ali-

Hack, S.C, to prosecute the matter on behalf of the State The DPP has granted a fiat to Attorneys-at-law Sanjeev Datadin, Glenn Hanoman, Mark Conway, Ganesh Hira, Arudranauth Gossai and George Thomas.

However, there was an issue with the fiat since the document did not spell out in particular the different offences by way of the case jackets and case jacket numbers, which were granted by the DPP for the prosecutors to take over.

The magistrate adjourned the case for December 21 for report.

Attorney-at-Law Ronald Daniels, who is representing the defendants in the case raised concerns about Datadin being appointed a prosecutor in the case on the ground that Datadin is a Member of Parliament for the People’s Progressive Party/Civic (PPP/C) and giving him the responsibility to prosecute a matter which is highly political in nature would result in his clients not having a fair trial.

Daniels echoed the same objection raised by his senior attorney, Nigel Hughes, who has since written to the DPP to have Datadin removed from the case.

disagreed and noted that his affiliation with the PPP/C will not affect the cases before the court.

“There are five other prosecutors. The risk that is being complained of is really nothing to do with the reality of what is going on,” Datadin told reporters last week Friday outside the Georgetown Magistrates’ Court.

He further contended that the argument of bias does not relate to a prosecutor.

“As long as the tribunal is independent, whatever duties that have to be performed by the prosecutors are not being performed by me alone. There are six persons who, as a group, have been given a fiat by the Director to go ahead…”

On October 21, Mingo and Lawrence were charged

jointly. It is alleged that on March 5, 2020, at Georgetown, with intent to defraud the public, they uttered a certain forged document, that is to say, a report purporting to be a true declaration of all votes cast in District Four for the March 2 General and Regional Elections, knowing same to be forged.

They were each released on $30,000 bail.

Mingo and Joseph were also jointly charged. It is alleged that on March 13, 2020, at Georgetown, with intent to defraud the public, they uttered a certain forged document purporting to be a true report of all votes cast in the elections, knowing same to be forged.

They were both released on $30,000 bail.

Additionally, Joseph was slapped with two other

charges which alleged that, on March 13, at High and Hadfield Street, Georgetown, she conspired with Mingo and others, to declare a fraudulent account of votes for District Four in the March 2 elections. She was released on a total of $60,000 bail.

Miller was also slapped with two charges. It is alleged that between March 3 and March 5, at High and Hadfield Street, together and with others, with intent to defraud the people of Guyana, being appointed as a Clerk for District Four by GECOM for the purpose of the elections, in assisting Mingo, she did not use the figures from the Statements of Poll for the purpose of ascertaining the figures to make the declaration of the results for the said elections as is required by law, thereby resulting in a false declaration being made for the said District Four.

She was released on a total of $60,000 bail.

Further, Cummings was charged with two similar offences which were allegedly

committed on March 13 at GECOM Headquarters, High and Cowan Street, Kingston.

She too was released on a total of $60,000 bail.

Mingo is still facing several fraud charges, including uttering a forged document with intent to defraud the public, contrary to Section 278 of the Criminal Law (Offences) Act. He was granted $600,000 bail on those charges and the case was adjourned to November 16, to allow the prosecution time to complete the filing of statements.

Last Friday, the DPP withdrew the private criminal charges which were filed against Lowenfield, Lawrence and Mingo on the grounds that these charges are similar to those recently filed by the Guyana Police Force.

In Lowenfield’s case, his three private charges were filed by PPP/C member, Desmond Morian, and General Secretary of The New Movement (TNM), Daniel Kanhai, on June 30, 2020.

Lowenfield now has six charges remaining against him; those charges were filed by the police following a “comprehensive” investigation into the elections and its aftermath. He is on $300,000 bail. The charges include three counts of misconduct in public office and three counts of forgery.

As it relates to Lawrence and Mingo, those private criminal charges were filed by Charles Ramson Jr. in March in relation to the controversial District Four results.

YOUMAN Nabi’s significance has benefits for all of mankind. On the occasion of Youman Nabi, the People’s Progressive Party (PPP) wishes to extend greetings and best wishes to all Guyanese, more particularly, our brothers and sisters of the Muslim communities, both here in Guyana and overseas. Youman Nabi is a very sacred occasion to Muslims across the world since it marks both the birth and death anniversaries of Islam’s Holy Prophet Mohammad, (OHBP). Its observance allows for worship and reflection on his exemplary life and inspiring teachings.

The messages that are associated with Youman Nabi, offer guidance to all of mankind and are invaluable to the realisation of universal peace and togetherness thereby enabling opportunities for forgiveness. Youman Nabi, like other national observances, is invaluable to the promotion of unity through participation and increases the potential for the building of tolerance which is vital to the realisation of national harmony.

This will take a collective effort and will redound positively for our country. Cognisant of the teachings of the Holy Prophet (OHBP), the PPP also believes that the occasion of Youman Nabi allows for the renewal of mindsets to follow the path of virtue and peace as epitomised in the religion of Islam.

All are therefore urged to use the occasion for meaningful reflection, for spiritual advancement and to heed the many lessons of humility, contentment, respect and love among mankind. Our party is also aware of the impact the ongoing COVID-19 pandemic has on events associated with national observances.

The party is confident that, despite the challenges, the spirit and significance that Youman Nabi embodies will remain vibrant and relevant to our personal and collective development. Once again, best wishes.

THE Ethnic Relations Commission (ERC) extends greetings to all Guyanese, particularly the Muslim community, in observance of Youman Nabi; the birth and death anniversary of the Holy Prophet Mohammad (PBUH).

The ERC notes, that the public holiday, reflects the embedded Guyanese tradition of nationwide recognition of auspicious observances within the major religions. It overwhelmingly supports the nurturing and continued advancement of the religious diversity which exists in our multi-faceted society.

The commission also urges that the significance of Youman Nabi be reflected upon, through its pertinent messages for all humanity. The observance of this auspicious occasion will serve to reinforce, among Muslims and the wider world, the teachings of the Holy Prophet which, centuries after, remain relevant today and continue to be an inspirational guide to all.

The Holy Quran refers to Prophet Mohammad (PBUH) as a mercy to mankind. IN the name of Allah (SWT), The Merciful, The Compassionate O Allah bless our beloved Prophet Muhammad (SAS), the light of lights, the secret of secrets, the antidote for depression and the key to the door of ease. Asalaamu-Alaikum Wa-Rahmatullahi WaBarakatuh. May the peace, mercy, and blessings of Allah (SWT) be with you all. My brothers and sisters in Islam and humanity, on this joyful occasion of observing the birth and life of our beloved Prophet Muhammad (SAS), I extend to you on behalf of the Central Islamic Organisation of Guyana greetings on the Mawlid. I pray that Allah (SWT) continue to bless us and accept all our devotion and service.

Ameen. More than 1400 years ago, Allah (SWT) bestowed his greatest mercy upon humanity by sending the prophet Muhammad (SAS) to teach the message of the Quraan and guide humanity with his exemplary conduct. The Prophet’s (SAS) character was of such high moral excellence that Allah (SWT) Himself mentioned his greatness. And you are of the highest standard of character (Quran 68:4) The Prophet (SAS) was destined to be the best human ever to live on Earth— the most virtuous, the most patient, the most loving, the most courteous, the most merciful among men, the best to his wives, his friends, his family, the most honest, the most trustworthy, and so much more that even his enemies testified to it.

We are reminded in many narrations that when the Prophet (SAS) was born, the thrones of kings shook, palaces crumbled, and idols in the Kabah fell, and fire that was worshipped extinguished. Prophet Muhammad (SAS) participated fully in social life. He married and had a household. He endured hardships as an orphan and an adult, but he always exhibited humanity and tolerance. He set aside time to detach himself from the hustle and bustle of daily life and practise contemplation and meditation. He exercised utmost kindness and showed concern for the weak. His loving kindness extended over all things. He was noted for his great love of children, greeting them, praying for them, joining them in their games, and showing utmost respect to them. He was also known for his love of animals. His love and compassion for his fellow beings and his concern for their welfare in all spheres of human endeavour are recorded in many of his sayings. He was a ruler concerned with the welfare of his subjects. His total involvement in social welfare of the community earned him high praises and respect. He continually sought improved relationship between members of the Muslim community and those of other faiths, preaching and practising brotherhood, tolerance, and patience. His concern for peace and harmony in all spheres of human activity was paramount. The Prophet

(SAS) was of such a high and sublime character that, after years of persecution, he marched triumphantly into the city of his birth at the head of the largest army ever assembled in Arabian history. With his head bowed in humility, He declared a general amnesty and granted war criminals refuge. The Prophet’s (SAS) magnanimity was so powerful that it led to a mass conversion among the citizens of Makkah.

Even Abu Sufyan, his archenemy, embraced the religion of Islam. In the months that followed, almost all of Arabia dispatched representatives to swear allegiance to the Prophet (SAS) and to enter into the faith of Islam. During a period of twenty-three years, Prophet Muhammad (SAS), Peace be upon Him, had succeeded in uniting a feuding people trapped in cycles of violence into one people with a sense of destiny and a mission that would transform the world. The Prophet (SAS) died on the same day he was born, in his home while he lived in for 10 years in Madinah, on a bed made of leather stuffed with palm fibres, in the arms of his beloved wife Aisha (RA). His dying words were, “Treat your women well, and do not oppress your servants, the prayer, the prayer, don’t be neglectful of the prayer. O God, my highest companion, my highest companion.” The occasion of celebrating the birth and life of our Master and Guide Prophet Muhammad (SAS) should be used to strengthen our will to follow His example.

Are we emulating Him by trying to be merciful to our fellow man? If we aren’t, we should understand that our adherence to His tradition is wanting. Let us reflect on one of his messages, “Wealth, social position and racial superiority do not give special status to anyone; all of you are equal in the eyes of God. It is only the path of righteous, which makes you a distinguished human being.” We should remember that our love for the Prophet (SAS) will be a means of our being with Him (SAS) God Willing. Let us spend these days in increased prayer upon the Prophet (SAS), his family, and for all of Humanity. Let us repent to Allah (SWT) and renew our commitment to following the Laws of Allah (SWT) by following the middle way; the way of Prophet Muhammad (SAS). I ask Allah (SWT) to bless all of you and join us in praising our Beloved Prophet (SAS) O Allah, bless our Master Muhammad, who opened what was closed and sealed what was before. He makes the truth victorious by the truth and he is the guide to Your Straight Path. And bless his Household as it befits his immense stature and splendor. Oh Allah! Bestow Your Mercy and Blessings upon Muhammad whenever he is remembered, and bestow Your Mercy and Blessings upon Muhammad whenever he is not remembered. The Holy Prophet (On whom be Peace) taught by example. He preached mutual understanding and respect. He showed compassion, kindness and love towards others. These virtues strengthen human relations and foster happy households, happy families and happy communities.

Mental health MENTAL health is generally not understood. It is not well funded, could be managed, and dealt with more from a reactionary standpoint. Compounding this situation is the inadequate allocation of resources for the treatment of mental illnesses.

The importance attached to this condition is often seen and felt only by those who are personally affected.

Those with mental-health concerns or issues are usually seen as a “crazy” group that needs to be locked away, ignored or forgotten, and not as functioning or valued members of society.

A general premise is that persons with mental-health issues do not initially seek treatment, because, when they start talking about their symptoms/feelings, they are seen as weak; trying to get attention; demon-possessed; or depending on the culture, the family had some affliction, or

had committed some evil act that was now coming back to haunt them.

The stigma attached to mental illness results in loved ones of persons with mental-health issues overcompensating and attempting to conceal symptoms, because it is more acceptable to pretend those issues do not exist.

This is generally done in an effort to blend into society, or be seen as “normal.” In instances, persons with mental-health issues are viewed as the “crazy uncle” whom the family feels needs protection from the world; and they behave this way not only because of the stigma attached to the sufferer’s condition, but also to preserve their place in the society or their family’s standing in society.

The result of these variables is that often when these symptoms are finally confronted, the person’s condition is too advanced to obtain treatment that would enable

them to regain their status as a functioning member of society. This situation is often due to the lack of understanding of the issue, or the intolerance of some members of the treating community, or personal biases which affect the ability to identify and treat symptoms early.

A contributing factor to mental-health decompensation is overuse of alcohol.

Alcohol is a depressant; it leads to an increase in depressed mood. If someone who is depressed consumes alcohol, it makes that person more depressed. This in itself can increase the risk of that person cultivating suicidal behaviours, including attempting or actually committing suicide.

Another prevalent factor in the society is that of intolerance to societal change, where some lack the understanding or receptiveness to persons who are getting into serious relationships at an

earlier age. Compounding these factors are relationships with persons from different socio-economic and ethnic backgrounds, and the lack of adequate coping skills to navigate complex emotional situations.

Some solutions to addressing mental stability outside of the clinical setting can be achieved with familial support, as in educating our youth on the importance of self-worth, life, and empowering this demographic to understand that, even beyond their current struggle, life is worth living. Another important factor is support for various age groups, such as teen/peer support, which allows for avenues to voice thoughts, feelings, struggles, and gain support from each other on how to deal with relationship issues and parents/family responses to those issues.

In dealing with mental-health factors that are

affected by alcohol use, it helps to recognise that one must first understand that the risk of addiction is increased by access to alcohol and inability to differentiate casual use from dependency. Users of this substance often have a false sense of security in thinking that, because it is so easily accessible and is legal to use, the risk of dependency is less. Since it is culturally acceptable to consume alcohol to the point of being intoxicated, the assumption is that the person has a choice to continue this lifestyle.

First, it needs to be recognised that alcohol is a drug, and because it has the ability to cross the blood/brain barrier, it alters perception, judgement and mood. Usually, the alcoholic does not recognize that there is a problem until it is often too late.

Support systems such as Alcoholics Anonymous (for the user), Alanon (spousal support) and Alateen (support

for the children) are necessary to improve one’s ability to understand, cope with, and obtain sobriety to improve the overall family dynamic, coping mechanisms, and re-integration into society.

Mental health is a societal issue. Its management requires education, acceptance, willingness to support, and receptiveness to including the individuals afflicted with these symptoms, to ensure that they are not ostracised. In the absence of the above-stated, it widens the base and increases inability to identify and effectively treat individuals with mental health symptoms.

Medication ought not to be seen as the only treatment option: equally important is the society’s interaction with, and support for, individuals with complex and life-changing situations. Mental health for one is mental health for all.

PPP saved the sugar industry before and can do it again

THE Government of Guyana has taken a bold step to resuscitate the sugar industry after the almost death blows delivered to it by the PNC led APNU+AFC regime. This is most commendable and deserves the support of the whole nation.

There are a few who criticised the move and talk about it being a waste of money.

This opinion comes mainly from the uninformed or that section of the political opposition that cannot stop hating sugar workers for their militancy and their historical support for progressive ideas and objectives.

The sugar industry can still play a leading role in the socio-economic development of our country in

many ways. If we look at employment, it has the capacity of creating thousands of good-paying jobs and to resume its position as our largest employer.

The industry has to transition from being purely a producer of raw sugar to becoming an industrial complex producing several products on a mass scale and in commercial quantities.

Indeed, during the period of the earlier PPP/Civic governments, we made significant progress in that direction.

In passing, let me say that this period is reminiscent of the times just before the 1992 elections. Recall that the Hoyte regime was selling out the corporation.

They could not get a buyer since the PNC regime

had run the industry down severely. Booker Tate was hired to bring the estates up to a point where it could have been sold. The PPP/C government then came to office and saved the industry. This it can do again, even though the industry is in a worse state now than it was in 1992. That having been said, let us return to the present.

The new factory at Skeldon was not just producing raw sugar, but from its bagasse it was generating electricity for the whole of Berbice and a small part of Demerara. This project could be expanded to other estates such as Albion and Enmore.

That would save our country millions in fuel bills.

Guyana’s biggest import bill remains fuel to generate

power. It is a renewable resource as well and can earn the country carbon credits.

From this we can help to industralise our whole country since reliable and cheap energy is vital for processing and other industrial activities.

The industry moved from just selling raw sugar to value-added. The packaging plants at Enmore and Blairmont have been putting out very high-quality products.

The packaged sugar has a great reputation in the Caribbean and in North America.

The price received began to compensate for the loss of the preferential price from Europe.

It is also known that GuySuCo’s molasses has been the main raw material for our famous rum. It was

so sad to see DDL importing molasses over the past few years.

Guyana’s sugar industry has the capacity of meeting all DDL’s needs and also to establish a new distillery to produce raw alcohol for the cosmetic industry, or for other industrial uses and even for an expanded rum industry.

Moreover, much work was already done on the production of ethanol. That project was executed at Albion. This could become another money spinner for Guyana in general and GuySuCo in particular. This is however, not all that can be done.

Another dream that could become a reality is the establishment of a sugar refinery to produce industrial

sugar for other industries in the food, beverage and confectionary sectors. We could have taken the whole CARICOM market for refined sugar which is about 200,000 tonnes per year.

This, coupled with packaging will allow us to sell highvalue products on the local, regional and international markets.

The bagasse could be compressed to make a woodlike material that could be used to produce light furniture or to be burned in boilers of large industries as wood to generate power.

These are but a few of the possibilities of the sugar industry. I am sure that much more products could be produced by the See page 7

Guyanese involvement in American politics Dear editor, ALL eyes are on this Tuesday’s elections in the US – for the presidency, congress, governors, state legislatures, other state-wide officers, mayors, councillors, other local officials.

Guyanese Americans are concentrated mostly in New York and Florida with clusters in New Jersey, Connecticut, Texas, Pennsylvania, Maryland, Georgia, Minnesota, Michigan, Illinois, and a few other states. NY is the hub.

How involved are Guyanese Americans in this or other elections and in pol-

itics in general in the US? Their political participation is minimal, with some of them (about 50 per cent) voting but hardly involved in campaigns and political activism.

Generally speaking, Guyanese Americans are not politically inclined or civic-minded. Only a handful of us, inclusive of this writer, are civic-minded, attending community meetings, or are engaged in political activism or donating to campaigns. Very few are actively involved in political campaigns and fewer seek elective office. Their turnout rate in voting is also very

low. Thus, it is not surprising that Guyanese do not have much influence in American politics except in rare cases, as when they lobbied American politicians for the 1992, 2015 and 2020 Guyana elections that determined the outcome in all three.

With Guyanese not being a homogeneous group, their political involvement or engagement varies by ethnicity.

Afro Guyanese seem more politically involved than Indians. Place of residency also influences political involvement. Afros seem more politically inclined in Brooklyn than Indians in Queens or the Bronx. There are Af-

This period should be seen as an opportunity to examine the organisation of the corporation with a view to making adjustments for its long-term sustainability.

In Demerara for instance, the balance between private and cooperative cane farms and the estate’s own cane needs could be examined. The West Demerara has many good and experienced farmers, who should be encouraged to take lands from the corporation to produce canes for the factory. This could free up GuySuCo’s resources to concentrate on factories and on developing new products alone, or in joint ventures.

In some cases where you have enterprising workers,

they would be encouraged and assisted in forming coops and go into cane production. This is an area where they could excel and the industry and country would gain from the extensive knowledge they have acquired while working for decades in the sector.

The prospects are really good. The question is, will it be achieved? That depends a lot on management and the choice of personnel to lead the corporation. This is key.

This period, difficult as it is, offers a good opportunity to re-examine the form of management.

As is known, even through the industry was nationalised some 50 years ago, the content of the management was never profoundly changed. It remained a top-down system where management just dictated everything. There was

no genuine effort to involve the workers into managing the corporation. Democratisation in running the industry did not take place.

That was not always the fault of management ,but the union as well. It resisted getting involved in managing when the opportunity arose after 1992.

Therefore, the relations between managers and workers remained stuck in another era.

Now we have a chance to change that and to put mechanisms in place to facilitate the democratisation of the industry.

It is here that I have some disappointments.

I cannot fathom what thinking went into the establishment of the new board to run GuySuCo. I do not see the need for two bankers, one could have been enough. One of the

ro-Guyanese elected to office but no Indos.

Guyanese are ethnically concentrated according to geographic residency. Most Indo-Guyanese are clustered in Queens -- the border of Brooklyn -- the Bronx, and with some dispersed on Long Island, Staten Island, New Jersey, and elsewhere in cities in Florida, etc.

Most Afros are concentrated in Brooklyn, parts of Queens, and towns in Georgia and Maryland and a few other states. But the two groups are settled in their own distinct communities with little social interaction, except for some national festivals such as Phagwah or Independence Day celebrations and shopping in Richmond Hill. The two groups live and socialise apart, not different from Guyana. In fact, they are more segregated in America than in Guyana. Indos have not been vested with positions of political power, whereas Afros have held elective office. Issues pertaining to Indos are not attended to (given resources)

by American politicians, whereas Afros interests are attended.

It is not known how many Guyanese (born in Guyana, born in America, legal residents, illegal, foreign students, visitors)

are in the US. Indians were among the first to leave the country. In the early years in the 1960s and 70s, some 85 per cent of Guyanese foreign students and all emigrants to the US were Indians and the number gradually dropped to about 60 per cent today as other ethnic groups also began leaving Guyana in droves from the 1980s.

The census figures of Guyanese in America is not accurate because some half of the Guyanese population is not counted. The Guyanese-American population is estimated to be over 750K (60 per cent Indians, 30 per cent Africans, seven per cent Mixed, two per cent Amerindians, one per cent Portuguese and Chinese) based on annual trends from 1966 onwards.

Guyanese have been coming to the US after the 1965 Immigration Act that outlawed discrimination against people on account of race and nationality.

Indians were precluded from coming to the US prior to 1965; some were allowed in as students and through agricultural schemes and their participation in the world war. During the 1960s, a few hundred Guyanese (mostly Indians) came annually as students. The numbers in-

creased after independence in 1966 because of discrimination in employment, political discrimination and ethnic repression. Many Indo-Guyanese (and a sprinkling of Afros) also came to work on sugar and other agro production (as chemists, pan boilers, harvesters, etc) beginning in the 1960s in the South, through which they obtained green-card sponsorship. The number of Guyanese emigrants increased to a few thousands during the early 1970s (about 7K) who came annually as students, visitors, etc. through family sponsorships. Once in the US, nurses, medical workers and some other skilled immigrants got employment sponsorship for green cards.

Baby sponsorship (if you had an American-born child), was also allowed. Those who joined the armed forces also got green cards.

The massive wave of Guyanese emigration occurred during the period of repression during the late 1970s and continuing through 1992, numbering over 30K a year, but not all to the US. They left legally and ‘backtrack’ to get to the US and Canada and other countries.

members of the board has made no secret about what he thinks of the future of the industry. He is of the view that GuySuCo should get out of cane and sugar production. I can’t understand why no cane farmers’ representative from the Skeldon side was not appointed to the board. After all, a lot of canes are expected to come from farmers to feed that factory. In a word, there are quite a list of expertise outside that still can be tapped.

In terms of the staff to lead this recovery, this is important. I am not aware of the new CEO’s reputation as a manager; what experience he brings to the table to manage such a complex industry. That is not widely known. But that is important for it needs more than just technical skills, it even calls for some levels of diplomacy and good human relations.

Finally, attitude will play a big role in the success or failure of this most

important endeavour.

On October 26, I heard a news broadcast where the union is talking about increasing wages in the sugar industry. This is before any great changes have even taken place in putting the industry back to vitality. This could be setting us back, for it suggests that it would be business as usual with an implied confrontational approach.

For the industry to meet its full potential, sacrifices have to be made by all concerned, managers firstly, but workers as well. There is no easy way out!

The managers cannot expect workers to make sacrifices if they don’t lead by example. If the workers see and/or hear of super salaries and generous allowances, fancy vehicles etc., then they would not be inclined to go the extra mile that is so desperately needed now to make the industry even stronger than it ever was.

The management and

the government have to be alert to this so that we can all go in one direction.

Openness in management is vital to build confidence of all concerned and the public at large.

A good demonstration would be to ask top managers to take a salary cut to show they too are ready to make sacrifices, because they would have to call on workers to go the extra mile.

This bold and sensible step in resuscitating the industry, taken by this administration, has great prospects, but we must overcome the problems which include the mindsets and the attitudes that in the past did quite a bit of damage to the corporation!

Management and goodwill can see us through.

Guyanese involvement in... over 12K came annually to the US. Some also came ‘backtrack’ through Canada and other territories, including through Mexico; the actual number to the US would exceed 15K annually during the 1980s to 2015. The US encouraged the departure of Indians, giving over 30K visitors’ visas between 2012 and 2015 to facilitate the defeat of the PPP in 2015. The ‘backtrack’ flow had been reduced significantly after 2015 as other countries tightened their borders

and because of economic problems in many of them.

Many Guyanese were deported from several countries, including from the US and Canada, back to their homeland.

Guyanese also crossed over the border illegally and legally to Venezuela, Suriname, and Brazil since the 1980s and from there to elsewhere. Emigration of Guyanese of some 30K has continued till this day. This writer came to the US in 1977 to pursue higher education at a time when varied

social, religious, sports, and cultural institutions were being established among Indo Guyanese, and I participated in many activities from then to now.

Guyanese neighbourhoods were being established through their clustering in residences in the Bronx, Manhattan, Brooklyn, and Queens in the late 1970s and grew in size thereafter through chain migration.

Today there are established Guyanese communities and institutions. There were a few political groups during the

1970s relating to Guyana’s politics but none oriented towards American politics.

This writer joined with other student activists to found a group that championed free and fair elections in Guyana.

Because we were not citizens, we were not involved in American politics in the early years of the Guyanese presence.

We were more interested in the freedom of Guyana and almost every Guyanese was caught up with earning a living and establishing themselves in a new society and

acquiring a home with little time to engage in civic or political activities, or even to be bothered by activism to liberate Guyana. Later, during the 1980s, attention was paid to involvement in American politics as a few of us who were political scientists and community-oriented activists focused on the importance of being civic-minded and politically active in mainstream American politics.

We recognised that without Guyanese involvement in American politics, pressure would not be applied to the Guyana dictatorship by American politicians.

We hosted seminars during the 1980s and thereafter to sensitise Guyanese about political participation.

Yet in 2020, Guyanese, Indians in particular, have not exhibited much activism in politics. Their role has remained very submissive and minimal to some of them voting of about 50 per cent.

Very few Guyanese attend political meetings or financially contribute to campaigns. And fewer volunteer on campaigns. This writer volunteered on political campaigns going back to the 1980s and hardly encountered Guyanese in political activities.

Guyanese Americans manifest a resistance to acculturating into American society. This is a result of cultural, religious and ethnic backgrounds. They cannot relate with mainstream (White) American culture which is not appealing to them. They feel at home socialising among their own.

And there are Guyanese institutions that accommodate their presence. They are alienated from mainstream activities and by extension, politics.

And because of political issues in Guyana, that is the principal reason why they find themselves in America, they avoid politics. They find little honour in politics with their experience from Guyana; and thus, they avoid politics except when their leaders from Guyana visit America. Guyanese come out in their numbers to greet, hear and interact with the leadership from Guyana. Indians in Queens show up in packed halls to meet the PPP leadership. And Brooklyn-based Africans do the same when the PNC

leadership visits. The two ethnic groups hardly patronise each other’s political functions. There is virtually no inter-group political interaction to empower each other in America although Black candidates from Brooklyn are known to seek campaign funding from Queens.

America has been their home since the 1970s. Guyanese are not returning to live in the former homeland.

They need to become more civic and politically minded.

Tuesday’s elections is critical for their presence in America and also for relations with Guyana. They must come out in their numbers and cast ballots. And where practical, they should join the campaigns. A few Guyanese are seeking elective office.

Community and civic leader Ashook Ramsaran lamented the minimal participation of Guyanese in mainstream American politics. Ramsaran, President of Indian Diaspora Council International, noted that “despite their arrival in the USA starting in the mid 1960s and being a substantial potential voting block in various districts in Queens, particularly so in Richmond Hill, Indo-Guyanese have significantly trailed other recent immigrant groups politically, such as the Punjabi and Indian communities who are making rapid strides in political consciousness.”

There are two Indo-Guyanese who have been appointed or elected district leaders: Taj Rajkumar and Richard David in Queens. On the other hand, says Ramsaran, Afro-Guyanese in the USA have made much more progress in politics at the federal, state and city levels. He points to “Shirley Chisholm (former US Congress member) and Helen Marshall (former Queens Borough President) who are notable examples. Others include state senator (Roxanne Persaud) and state assembly member (Alicia Hyndman)”. Ramsaran advises that “Indo-Guyanese must take bold actions on this front to achieve political representation in order to be a fully established community.”

Youman Nabi at ACIC

PRESIDENT Dr Mohamed Irfaan Ali and First Lady Arya Ali along with other officials of the government are expected to attend the Anna Catherina Islamic Complex (ACIC), West Coast Demerara today in observance of Youman Nabi.

This was confirmed by Imam of Meten Meer Zorg (East) Masjid, Halim Khan.

Khan told the Guyana Chronicle that Muslims countrywide observe Eid Milad-un-Nabi or Youman Nabi to underscore the struggles for justice, peace and equality, while reflecting on the birth anniversary of Prophet Muhammad.

Most masjids the Imam explained organise Youman Nabi functions and deliberate on the importance of the Prophet’s message in today’s society.

The prophet’s message of peace, Khan added, is particularly relevant today as humility and kindness are needed in society.

Khan noted that over 1400 years ago, God Almighty sent Prophet Muhammad and in a period of 23 years, he was able to change the conditions of his society which were similar in almost every respect to the one Guyanese are currently living in.

“He did this with the message of the Quran and his beautiful conduct of living. Each year, Muslims all over the world celebrate with joy, the birth of the Holy Prophet Muhammad and this celebration of the Prophet’s birthday is known to Muslims as Eid Milad un-Nabi or Youman Nabi,” Khan said.

Emphasising that generations of nations are preserved by the teachings of Muhammad, Khan said the establishment of progressive nations and successful people are a result of adherence to the guidance of Prophet Muhammad.

He explained that the earliest observation of the Prophet’s birth as a holy day was arranged privately, somewhere in the late 12th century.

“The only difference from before was that there was an increased number of visitors to the Mawlid house (Birthplace of the Prophet) that was open for the whole day specifically for this celebration. This particular event took place on Monday, Rabi’i, which is commonly known as the third month of the Islamic calendar that is associated with the beginning of spring,” he explained.

Further, he said the Holy Prophet preached mutual understanding, respect and compassion, kindness and love towards others.

“These virtues strengthen human relations and foster happy households, happy families and happy communities,” Khan underscored.

Health Ministry mulls four COVID-19 tracking apps ― ‘Tech’ CEO says data usage protocols should be crafted

By Vishani Ragobeer THE Ministry of Health is currently reviewing four mobile application (app) options that would assist with tracking COVID-19 patients and persons en-

tering Guyana, according to Minister of Health, Dr. Frank Anthony.

In a recent interview with the Guyana Chronicle, Minister Anthony related that the ministry was examining ways in which it could improve on

tracking persons who ought to be isolating and following protocols implemented to mitigate the spread of the novel coronavirus, COVID-19.

“One of the things we are examining on how we can improve that service is that we want to require that everybody coming into the airport actually downloads an app on their phone so that we can monitor,” the Health Minister said.

Such an app could potentially use geofencing technology; this would create a virtual geographic boundary around a person- through their mobile device, such as a phone- enabling the software to trigger a response when a mobile device enters or leaves a particular area.

Guyana recorded its first coronavirus case on March 11. Days after, Guyana’s airports were closed. Subsequently, few repatriation flights were organised for Guyanese stranded abroad; Guyanese were allowed to return once they had a negative result on their Polymerase Chain Reaction (PCR) test.

Once in Guyana, the repatriated citizens were mandated to self-isolate for either seven or 14 days.

During that period of self-isolation, health authorities were expected to call the repatriated individuals daily to assess whether these persons were experiencing

symptoms of the coronavirus. That, however, was not executed entirely as planned due to a myriad of constraints and all repatriated individuals were not monitored daily.

Dr. Anthony said that he is aware of the shortcomings of that system, and it is for this

reason that the app system is being mulled with much alacrity. Additionally, the app would help to monitor asymptomatic COVID-19 patients who are not in institutional isolation.

“It’s very costly to acquire that app but it is something that we have been examining because we want to improve compliance,” Dr. Anthony explained, adding that the health authorities were looking into four different options to see

DATA PRIVACY CONCERNS

Aside from resource constraints (funds) in acquiring the application, Dr. Anthony related that there are data privacy considerations. Since COVID-19 tracking apps may require access to one’s personal information, including their location, Chief Executive Officer of local tech company BrainStreet Group, Lance Hinds emphasised that some protocols must be crafted to ensure the data is protected.

“One of the things with

COVID-19 and these emergency situations is that you want to collect as much data as possible to do the tracking that you want to do. While that is laudable, we need to begin to think about implementing data protection legislation just because you need to have conditions and protocols under which you share information,” Hinds explained, in a recent interview.

According to him, such an app is “a good idea” and “necessary” but even so, data privacy must be ensured. As such, he related that it must be clear what information will be collected by the app and what will be done with that information.

Countries across the globe have employed similar tracking measures as they contend with the pandemic. Singapore’s “Trace Together” tracking software uses Bluetooth technology, and several data privacy guidelines have been formulated. Additionally, there is a hardware option- a “tracking token” which is more popular among elderly folks without smartphones.

Singapore was the first government to introduce a contact tracing app nationally in March.

Minister Anthony said that the decision on which of the four options will be used has not been made yet, but once that decision is made, it can be quickly deployed.

Commander Ramlakhan rewards top NGSA pupils ELEVEN pupils from six primary schools in Springlands Police Station District have been awarded for their outstanding performance at the recent National Grade Six Assessment (NGSA) examinations.

The award ceremony was held at the Springlands Police Station and chaired by Sergeant, Philbert Wilburgh with welcoming remarks from Mayor, Winston Roberts.

The schools represented were Corriverton Primary School, New Market Primary School, Skeldon Primary School, Crabwood Primary School, Massiah Primary School and Number 68 Primary School.

District Commander, Superintendent Jairam Ramlakhan, who gave the feature address, encouraged the students to remain focused on their education.

Station, where students from Number 56 Primary, Number 48 Primary, Leads Primary and Number 36 Primary Schools were also rewarded for their stellar performances.

Meanwhile, the Region Six Commander, in a separate interview, noted that New Amsterdam would soon have 24 hours police presence as part of plans for the region.

He explained that the New Amsterdam district will be having a team policing event launched in the new week where law enforcement presence will be notable within the community.

“You will be able to see police and leaders of the community working together in order to find common solutions to problems that are existing,” he added.

Mining, Agriculture to benefit from Kwakwani-Orealla road link

GOVERNMENT’S plan to construct a road linking Regions Six and Ten is expected to bring enormous benefits to those working in the mining and agriculture sectors.

This is according to the Minister of Public Work, Juan Edghill, who was a guest on NCN’s Insight programme which was aired on Saturday.

Minister Edghill disclosed that increased activity is anticipated following the removal of VAT on mining and agriculture equipment.

It was this that prompted the plan to construct this much-needed connector road, which will allow for the easier transport of the persons in these sectors, he explained.

“From Kwakwani to Orealla, that is linking Region Six and Region 10.

That is a road that some people listening to this project don’t even imagine how it would work, but it would benefit enormously people in the forestry sector, people in the mining sector that are moving all the way from Kwakwani to Orealla,” said Edghill.

Additionally, Edghill said that there are several other major road networks that will be undertaken by government, including a new road from Schoonard to Parika and an additional four lanes along the West

terland road project.

“The interior roads it’s a real ambitious programme because people have to be able to get out and work and get back home. People must be able to move goods to those areas, by way of trucks and haulers and if we can’t move them then we can’t get the jobs that are needed and the economy will suffer,” Minister Edghill stressed.

Last week, the minister held discussions with several road contractors whom he described as partners in Guyana’s development. During the engagement, he outlined to the contractors what is expected of them, going forward, and urged that they ensure the services they offer are efficient and effective.

Guyanese appointed to top post at University of Guelph THE University of Guelph, Ontario, Canada (U of G) has named Sharmilla Rasheed as its new vice-president (finance and operations).

Rasheed, who is currently vice-president (financial and information services) and chief financial officer (CFO) of St. Joseph’s Health Centre, will join U of G Dec. 3.

The announcement was made Tuesday by President, Charlotte Yates, who chaired the search committee.

Rasheed currently oversees finance, environmental services, information technology, risk and performance management at St. Joseph’s Health Centre Guelph and St. Joseph’s Lifecare Brantford. She led a multi-year negotiation process with the Ministry of Health and LongTerm Care for operational support and initiated fiscal sustainability processes that eliminated structural deficits.

All three organisations are part of the St. Joseph’s Health System based in Hamilton. Previously, Rasheed was deputy CFO of St. Jo-

seph’s Health Care, managing a budget worth more than $650 million.

She is also the finance lead on a team charged with launching the Guelph – Puslinch Ontario Health Team, part of a provincial health-care restructuring initiative.

A certified professional accountant, Rasheed com-

pleted a master of business administration degree at Wilfrid Laurier University and undergraduate studies at the University of Waterloo.

At U of G, she will oversee a diverse portfolio, including financial services, human resources, physical resources, campus community police, fire prevention and parking services, hospitality

services investment management and the real estate division.

COVID-19 hits City Hall hard ― 78% revenue loss recorded, says Mayor Narine

MAYOR of Georgetown, Ubraj Narine, on Wednesday, revealed that the city has suffered a 78 per cent loss in revenue since the onset of the COVID-19 pandemic.

Further, the lack of finances has forced the council to put several of its projects on hold.

Mayor Narine made these disclosures during a press conference held in the council’s chambers, where he emphasised the tremendous negative impact that the virus has had on the financial resources and by extension the operations of the council.

He said the council used the money that it had on several priority items. The municipality, he explained, has to find $120 million per month for wages and owes the National Insurance Scheme (NIS) approximately some $400 million, an accumulated sum from 1993 to present.

“The plans that we had as Mayor and councillors we couldn’t execute it, because the money is not there. The lil bit money that we actually have is to pay staff and to do other works that are necessary,” said Mayor Narine.

He used the opportunity to call on the government to pay its outstanding rates and taxes, which he said would significantly help the council to offset several expenses, which includes a $100 million debt to Puran Brothers for solid waste management.

He added that the municipality also owes the City Constabulary a retroactive amount of over $20 million, which it intends to pay by December 31.

The Mayor clarified that the council does not receive financial support from the government, but said that while this is understandable, there are several strategies the government can employ to ease the load of the coun-

cil.

Regarding this, the Mayor said while the municipality has collected a significant sum over the years, there are several expenditures that require large sums. He said that within the past five years, the M&CC had to dispense $2.5 billion for solid waste management.

Meanwhile, Minister Dharamlall, in an interview with the DPI, shared differing sentiments from the Mayor.

The minister had said “the municipalities have managed their resources poorly.”

His comments came after he disclosed that the large sums of revenue were collected by the municipalities over the last five years. Minister Dharamlall has made a commitment to have audits

conducted in all 10 municipalities.

“I believe with an audit or at least 10 audits … in these local democratic organs, we will be able to get a good idea of what are the gaps and where are the inefficiencies so we can work with the administration of these municipalities to manage their resources better,” Minister Dharamlall said.

Minister Dharamlall had further disclosed that the government has allocated $2million to each of the 10 administrative regions. This is part of the government’s efforts to lend support to the municipalities to offset varying expenses, including the payment of town council staff, who have not been paid for months.

The Local Government Ministry will be collaborating with the Local Democratic Organs to address the deficiencies in each municipality.

Harmon wants LGEs without delay ― despite several key GECOM staffers facing electoral fraud charges

OPPOSITION Leader Joe Harmon has called for Local Government Elections (LGEs) to be held next year even as President Dr. Irfaan Ali said that an election will only be held after the Guyana Elections Commission (GECOM) returns to being a professional body.

GECOM had taken five months to declare the winner of the March 2, 2020 Regional and General Elections.

The protracted electoral process had “raised eyebrows” not just in Guyana, but internationally.

Inquiry (CoI) to probe the weaknesses of the elections body.

The CoI is expected to help in identifying issues, challenges, weaknesses, opportunities and threats related to the electoral system and the machinery.

When asked about the status of the potential CoI, President Ali said: “We have not named anyone as yet… there are many issues going on simultaneously in relation to the elections commission, so that team has not yet been identi-

However, Chairperson of the People’s National Congress Reform (PNCR), Volda Lawrence and several staff of GECOM have been charged with offences relating to electoral fraud and misconduct in public office during the March 2 Region-

Oral arguments conclude in ‘shallow grave’ murder appeal ― decision date pending THE Court of Appeal, on Wednesday, heard the final oral arguments in the case filed by Lakeraj Fredericks, who was convicted of the 2011 murder of his brother-in-law, and is expected to announce a date for decision soon.

Fredericks is challenging his conviction and 65-year prison sentence.

In 2017, a12-member jury convicted him for the June 4, 2011 murder of Clifton Bonus and he was subsequently sentenced by Justice Navindra Singh.

In his appeal, Fredericks is arguing that his conviction

cannot stand given the evidence adduced during the trial. He is also contending that

He is seeking to have the sentence of the trial Judge set aside or reversed.

The appeal was heard by the court several times via Zoom. The court, at the end of the hearing, announced that when a date has been set, notices will be sent out to the respective parties in the case.

According to reports, Bonus’s body was found buried in a shallow grave at ‘Old England’ Back Dam, Linden, days after he was reported missing. Bonus, called “Mutts”, was shot twice in the head with a .32 pistol before he was buried almost three feet deep beneath groves of cannabis.

It was reported that Fredericks and the victim had an argument over some missing marijuana seeds, moments before he (Bonus) was shot and killed. Fredericks was subsequently arrested and

charged with the crime.

Fredericks told the High Court during his trial that he was sorry for what had happened. He stated that he had no choice that night and that he bought rum which he consumed with the deceased. Further, he had admitted that he was not in the right frame of mind.

Fredericks is also serving a 22-year sentence for the June 11, 2011 killing of Vernon Romaldo after he pleaded guilty to the lesser count of manslaughter before Justice Sandil Kissoon in the Demerara High Court in 2018.

Murdered Berbice teens: Analysed forensic evidence received from St Lucia THE forensic evidence from the crime scenes of teenage cousins Isaiah and Joel Henry, along with 17-year-old Haresh Singh, has returned to Guyana after it was analysed in a St. Lucian laboratory, police have confirmed.

The team from the CARICOM Regional Security System (RSS), which recently visited Guyana, has expressed satisfaction with the work done by the Guyana Police Force in relation to the investigation into the

brutal murders.

The team visited Guyana on September 28 and spent one week assisting local detectives with the case. Their final report has since been submitted to the Guyana Police Force.

Police are hoping that the DNA samples will assist in identifying the killers of the teenagers. But there has been no word yet on whether the samples have yielded any conclusive evidence.

Isaiah, 16, and Joel, 18, were last seen alive on September 5, after they left home for the Cotton Tree backlands, reportedly to pick coconuts.

Their badly mutilated bodies were later found about 600 feet from each other in clumps of bushes near a coconut farm on the West Coast of Berbice. Police had made several arrests but the suspects were all released.

The killings had caused several days of protest in the area. Days after this, another teenager, Haresh Singh, 17, was found dead in a backdam at Number Two Village, West Coast Berbice. His motorcycle was also torched.

Economy tops agenda as China’s ruling party kicks off plenary session (CGTN) -- The 19th Central Committee of the Communist Party of China (CPC) started its fifth plenary session in Beijing on Monday.

Xi Jinping, general secretary of the CPC Central Committee, delivered a work report on behalf of the Political Bureau of the CPC Central Committee and explained a draft document of the CPC Central Committee’s proposals for formulating the 14th Five-Year Plan (2021-2025) for Economic and Social Development and future targets for 2035.

The session will conclude on Thursday. Drawn up every five years since 1953, the Five-Year Plan (FYP) is a major feature of China’s governance system, setting growth targets and defining economic and social development policies to ensure national strategies keep pace with the times.

This year is the final year of China’s 13th FYP period (20162020). At a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee last week, Xi said the implementation of the 13th FYP has been smooth, as the key strategic tasks and 165 major projects have all been carried out, the major indicators will be achieved as scheduled, and all targets and tasks set in the plan will be accomplished.

Over the last five years, the Chinese economy has grown close to 100 trillion yuan (about $15 trillion), with a per capita GDP exceeding $10,000. The share of China’s economy in the world hit 16.3 per cent in 2019.

China now has the world’s largest middle-income population and is set to end absolute poverty, which has haunted the nation for thousands of years.

(Xinhua) -- The world has clearly benefited from China’s progress, because China has laid many foundations that will evolve into more opportunities over the coming decades, a Russian expert has said.

“China has fundamentally changed the world’s economic and political landscape in the past 40, particularly 20 years,” Alexei Maslov, head of the Oriental Studies Department of the Russian Higher School of Economics Research University, told Xinhua in a recent interview.

The expert highlighted how China’s openness has brought opportunities to the world, among which is an overall increase in the availability of goods at an optimal price-quality ratio.

“China, due to its policies aimed at openness, has managed to redistribute world production flows,” he added.

The expert further pointed out that China has optimized the cost of scientific and technological developments, thereby accelerating their implementation.

“The country has shown that the cycle from development to production can be very short. Owing to this, many scientific and technological advances were quickly implemented,” he said.

In addition, by providing large loans and investments, China supported the development of many countries that were in a conceptual or structural crisis, he said.

On Friday, October 23, six students received their bursary awards at a simple handing-over ceremony in the company’s boardroom, under strict COVID-19 precautions.

In a brief address to the recipients, Chief Executive Officer (CEO) of Sterling Products Limited, Ramsay Ali, congratulated the students, reminding them that they are about to step up to a higher level of learning.

“We always try to support you,” he told them, adding, “You have done well, but you have to continue to study, you have to continue to do well. You have to continue to invest in yourself.” He pledged the company’s continued assistance, telling the awardees, “If you go on to further your education, we also try to assist your parents.”

The bursary award is a decades-old tradition of Sterling Products and, according to Ali, the company is also examining ways to assist the students further in these times of virtual learning.

“With COVID, we did look at the possibility of assisting them with the technology to attend school virtually and we are looking at that right now. But we still think the cash is important because some of them might have had

In the keynote address, General President of the Clerical and Commercial Workers’ Union (CCWU), Sherwood Clarke, commended the students for being successful in their exams despite changes to their schooling because of the pandemic.

“I know it wasn’t an easy task adjusting to the new norms of the coronavirus or COVID-19 Pandemic, and achieving such success as you have achieved. The pandemic has woken us all up to the reality that the old ways of doing things just won’t work anymore.

“We now have to adapt to the new ways of learning, working and socialising. I must beseech you, therefore, that success doesn’t stop here. You have a long way ahead of you,” he said.

On behalf of the awardees and their parents, Shahema Deen lauded the company’s initiative, saying, “It’s a good venture, especially in this time when learning would have transformed to a more virtual setting.

THE Supreme Court of Guyana has purchased over 300 bottles to be distributed to its staff in support of GTT’s Pinktober cancer awareness campaign and those battling cancer in Guyana.

The Registrar of the Supreme Court of Guyana, Sueanna Lovell, explained that “in this way, we join the rest of the country and the world in celebrating survivors. This contribution will lend to the advancement of the Cause, since all of us have been touched by breast cancer specifically, or by cancer --the disease-as a whole; everyone knows someone who has been affected.”

Lovell also took the opportunity to thank those on the frontlines. She added, “The Chancellor of the Judiciary (ag), Chief Justice (ag) and the entire judiciary and staff of the Supreme Court wish to express our profound gratitude to those who are on the frontline of the battle against this dreaded disease and to salute those who are survivors giving inspiration to the rest of us. It is our hope that our small token of support would, in some way, help to advance awareness and treatment of breast cancer in Guyana.”

Missing is Radesh Baljit, who is mute and has hearing impairment.

He was the United States Table Tennis Association (USTTA) Goodwill Ambassador to Central America, where he played exhibition matches and coached as well.

He was also selected as a member of the United States team to the World Table Tennis Championship in Nagoya, Japan.

Braithwaite was the Vice President of the US Table Tennis Federation.

Among the long list of achievements for Braithwaite, he’s a USATT Certified National Table Tennis Coach, an inductee in the USA Table Tennis Hall of Fame, USATT Life Time Achievement Awardee, and is a Caribbean Singles, Doubles and Mixed Doubles Champion representing Guyana.

He was also honored by the US Olympic Committee as the Olympian Magazine Amateur Athlete of the year.

Meanwhile, president of the Guyana Table Tennis Association (GTTA), Godfrey Munroe, said Braithwaite’s contribution to the sport of tennis in Guyana and the USA will never be matched.

Munroe can only describe the legendary player as an ‘icon’, telling Chronicle Sport that even that moniker cannot properly describe Braithwaite and his impact on the game in Guyana and especially in the USA. (Rawle Toney)

Jamaican footballer stable after gunshot wound

CMC – Jamaica international, Maalique Foster, was in stable condition Wednesday after suffering a gunshot wound in an incident on Tuesday night which left two others dead.

Media reports here said the 23-year-old forward, who most recently represented Hapoel Ironi Kiryat Shmona in Israel’s top flight, was shot in the small coastal town of Portmore in the southern parish of St Catherine after an assailant opened fire on a

Foster subsequently underwent surgery but the extent of his injuries are unclear.

Rashford scores hat-trick as united down RB Leipzig (BBC) - Marcus Rashford came off the bench to score a clinical hat-trick as Manchester United continued their recent momentum by taking apart RB Leipzig in the Champions League.

England international, Rashford, came on just after the hour mark and netted three goals in 16 minutes, first running clear to calmly slot in, then smashing in a terrific second, before drilling home a third in stoppage time.

Teenage forward, Mason Greenwood, scored his first goal in the competition, latching onto Paul Pogba's defence-splitting pass before drilling a precise, low finish into the far corner.

CWI praises medical team role in landing New Zealand tour CMC – Cricket West Indies has praised the work of its medical and planning teams for successfully coordinating with Cricket New Zealand to execute the upcoming tour, especially amid the ongoing COVID-19 pandemic.

West Indies left the Caribbean late Tuesday for the November 27 to December 15 tour which will comprise three Twenty20 Internationals and two Tests to be played under strict bio-secure protocols.

The series will raise the curtain on New Zealand’s international home tours following the absence of cricket due to the global lockdown as a result of the coronavirus and CWI’s chief executive, Johnny Grave, said intense planning had been key to ensuring a “safe environment”.

“This itinerary and schedule took a lot of de-

tailed planning and we want to thank everyone who played a part in putting it together,” said the CWI’s chief executive.

“In the present COVID-19 environment, everything requires great attention to detail. Our medical and logistics teams here have been working very closely with their counterparts in New Zealand to ensure everyone would be in a safe environment which is also conducive to exciting and entertaining cricket on the field.”

New Zealand’s last home series was last March when they whitewashed India in a two-Test series, just prior to the global cessation of the sport.

Following the West Indies series, New Zealand are scheduled to host Pakistan, Australia and Bangladesh stretching into the New Year.

West Indies will undergo a two-week quarantine upon arrival in New Zealand before beginning their training and playing warmup matches in preparation for the series.

For the Caribbean side, the tour marks their second this year since the COVID-19 outbreak, following their historic three-Test series in England last July.

Grave stressed the tour of New Zealand was an important one, not only to ensure the strength of the game globally but to beef up West Indies’ preparation for major events next year.

Guyana National Stadium open for recreational use – Minister Ramson IN a move to afford residents of the East Bank of Demerara and southwest Georgetown areas access to a public facility to exercise and play recreational sports in an environment which is both safe and within proximity, the Minister of Culture, Youth and Sport, Charles Ramson Jr, announced yesterday the re-opening of the Guyana National Stadium.

“The public is hereby notified that commencing Monday, 2nd November, 2020, the outer pathway (see diagram attached) and the

parking lot of the Guyana National Stadium (Providence) will be opened every day to the public for recreational/exercising purposes from 5:00am-6:30pm (5:00hrs-18:30hrs),” Minister Ramson said in a statement issued by his Ministry.

According to Ramson, the Government of Guyana also appreciates that physical activity and exercise can be an important avenue for maintaining mental health, supporting healthcare, and encouraging family activities especially as our country continues to navigate the vi-

cissitudes of the coronavirus pandemic.

“It is with this appreciation that I am pleased to announce the decision of His Excellency, President Irfaan Ali, on behalf of the Government of Guyana, to open the Guyana National Stadium for the purpose described above,” Ramson added.

GFF Successfully completes fitness tests THE Guyana Football Federation, on October 24, successfully conducted the Fitness Test for Referees who will be nominated for the 2021 FIFA List of Referees.

Under strict COVID-19 protocols at the National Track and Field Centre, Leonora, WCD, the test was supervised by Member Association Fitness Instructor, Lindley Langhorne, who was assisted by fitness trainer, Tyrone Tyrell and Refereeing Department official, Winston Manjet.

The participating referees were Sherwin Johnson and Gladwyn Johnson, along with Assistant Referee, Kleon Lindey.

Former FIFA Assistant Referee, Trevor Porter, was invited but pulled out at the last moment due to injury.

Maurees Skeete also did not take the test due to injury; however, she will be re-nominated provisionally and will have to pass the test when she becomes fit.

In an invited comment, Instructor Langhorne said: “Despite the global pandemic, it’s a pleasure to see the level of commitment of our referees through the fitness test, and this was demonstrated with their successful completion of the test.

The participating referees demonstrated that they are capable of living up to the standards of FIFA officials

and are well prepared o handle match situations when called upon.”

Mr. Langhorne reiterated that the test presents an opportunity for referees to demonstrate their fitness capacity and this can be easily translated into a game setting.

Head of Refereeing, Mr. Dion Inniss, said: "Though our Match Officials have been inactive for several months, I was very impressed with the level of fitness they demonstrated on Saturday; it shows a great sense of commitment and dedication, which are qualities necessary to succeed in refereeing. I wish them well in 2021 when we hope to return to the field."

Badminton head hoping sport can stay at a competitive level despite pandemic THE Guyana Badminton Association is hoping to mitigate the effects of the COVID-19 pandemic, which has restricted the progress of the sport.

Long serving head Gokarn Ramdhani said that the association would look to navigate the best path forward.

“We hope to stay at the competitive level with more consistent badminton awareness until we can get all our programmes started back again.”

Ramdhani noted that seasoned badminton players continue to stay fit and watch improvement videos, but without a court to train they are unable to enhance their game.

“It [the pandemic] comes at a time when they were all getting better towards a higher competitive level. In the last 10 years we medalled at many international championships (Caribbean Regional & International Championships, South American Games, Pan Am Championships, Peru International and IGG Games).

Our players also qualified for the Pan Am Games, Commonwealth Games, South American Games and CAC games. We were doing so well getting there and it’s like our progress was just cut out from under us due to the pandemic.”

and were selected for the ACAC All Conference awards while on the Alberta ACAC Team.

The Ramdhani siblings are both planning to restart international competition in 2021, and with Narayan trying to qualify for the Olympics Tri-Party, he will have to attend four international tournaments before April 30, to hopefully make it to represent Guyana at the Tokyo Olympics. So far two of those championships are scheduled for Canada and another for Peru.

Ramdhani noted that along with the lack of playing time and competitions, the pandemic also hampered a possible local award for top female player Priyanna.

“We are also very disappointed there was no NSC Awards this year as Priyanna Ramdhani would have easily gotten the Junior Sportswoman of the year Award.”

On the international stage, the top female player missed a number of competitions, which could have pushed her rankings into the World’s top 50.

MOVING FORWARD Once the pandemic is over, Ramdhani will look to take the game to the schools.

“When this is possible, we have outlined our Shuttle Time Basic Badminton to be

introduced in schools.” This will introduce the game to PE teachers and students.

OUTDOOR BADMINTON The GBA is also hoping to introduce outdoor badminton.

“The other programme planned and implemented by World Badminton is the New Outdoor game which we plan to launch to the rural areas and most regions as it can be easily demonstrated and also easily set up outdoors.

There is a special shuttlecock designed that can withstand the wind. In these projects the GBA will supply all the rackets and shuttlecocks with the help of Pan Am Badminton and also World Badminton.”

HOME Additionally, the GBA is also hoping to meet with Minister of Sport Charles Ramson to outline its “badminton activities, difficulties and produce our detailed plan of a badminton building that we can all our Home. With our own home one can imagine the heights we can go as we are already doing well with less structure.”
