Guyana to attend Saudi-Caribbean Investment Forum –– as two countries deepen relations GOVERNMENT officials and representatives from the private sector will attend the Saudi-Caribbean Investment Forum from July 6 to 8, 2022, in Punta Cana, Dominican Republic (DR), a statement from the Ministry of Finance has confirmed.

The event is being hosted by the Caribbean Association of Investment Promotion Agencies (CAIPA), the ministry said.

“This forum will provide opportunities for Guyana to deepen its relationship with the Kingdom of Saudi Arabia, as participants will meet with prospective Saudi investors to present their projects,” it said in the

release.

Representatives from Guyana, including a high-level Government team and representatives of the Private Sector, will attend the three-day investment forum, which will facilitate meetings with Saudi investors to present projects and attract investors.

Priority sectors of focus, according to the release, include logistics and transportation, renewable energy, infrastructure, hotel and resort development, and agribusiness.

In February of this year, President Dr. Irfaan Ali welcomed a visiting high-level delegation from the Kingdom of Saudi Arabia, led

by His Excellency Adel Ahmed Al-Jubeir, Minister of State, Foreign Affairs, and members of the Saudi Arabia Council of Ministers.

Among the key issues that were discussed back then were the partnership and collaboration among the two countries in areas of oil and gas, climate change and Guyana’s transformative agenda, and investment opportunities.

“Guyana is undergoing an incredible transformation, driven by its oil-and-gas sector, opening many opportunities in both oil and non-oil sectors, and improving access to resources that will serve to accelerate its growth and development,”

Building on the 19.9 per cent growth last year, Guyana is expected to be the fastest growing economy in the world in 2022, with a projected GDP [Gross Domestic Product] growth rate of 47.5 per cent.

“This incredible economic outlook brings tre-

mendous opportunities, including prospects for greater cooperation with global and regional partners, [for] both Government and Private Sector,” it continued.

Recognising the importance of addressing challenges to ensure Guyana maximises its benefits while avoiding the pitfalls of a

resource boom, the release said the country will “benefit from the experiences and expertise of its bilateral partners who have had similar experiences and challenges.”

Guyana established formal diplomatic relations with the Kingdom of Saudi Arabia on February 22, 2012.

Latin America to receive US$11B to address food insecurity THE United States Government has committed to investing some US$11 billion to address food insecurity across Latin America, Jose Fernandez, Under Secretary for Economic Growth, Energy and the Environment at the U.S. Department of State disclosed recently.

During a press briefing, Fernandez said that the number of people living in acute food insecurity has increased from 100 million to about 160 million. This, he said, is partly because of the climate, conflict, the COVID-19 pandemic, and

He noted that the government is aware of the crisis that has been created due to the shortage of food around the world, and as such, they will continue to work to help countries affected by it.

When the Under Secretary was asked about specific aid for Latin America and the Caribbean, where many countries are experiencing high prices for wheat, he stated that the U.S. has a number of programmes to provide aid.

Fernandez said: “We have the food security programme. We’ve provided,

since the war began in February, more than $2.8 billion in humanitarian food assistance; some of that is going to Latin America.”

He added that they are also working closely with individual countries to provide relief. He also revealed that over the next three years, the US government has committed to investing more than $11 billion to address food insecurity, and that this is something that they have been doing for a long time, and will continue to do all it can to ameliorate the situation in Latin America.

Meanwhile, Minister of Tourism, Industry, and Commerce, Oneidge Walrond, who led a group that included GDF ranks in the East Ruimveldt area, stated that Guyanese could play an important role in keeping the environment clean by being more responsible when disposing of garbage.

The Minister said, “Be responsible for your immediate environs even if you don’t want to go out, necessarily, far from where you are living, just immediately where you are living. Maintain your parapets, don’t throw garbage on the road, keep your garbage if you are travelling…keep your garbage with you, dispense of it in a garbage utensil.”

To this end, she noted that in fostering a cleaner environment, it can aid in the development of the tourism sector. Walrond added that when visitors come, they must not see persons indiscriminately disposing of garbage, but see citizens keeping their

environment clean.

She went on to say that citizens must be a part of the solution and not the problem.

As part of the National Enhancement Exercise, members of several Regional Democratic Councils (RDCs) participated and ensured that the surroundings were clean.

Over 200 GPF ranks participated and cleaned the stretch of the beach and surrounding area at the Kingston Seawall from Camp Street to Marriott Hotel. Other ranks from the 12 regional police divisions also participated in similar clean-up exercises in their communities.

Deputy Commissioner Operations (ag) Ravindradat Budhram stated that the exercise on Sunday was a successful one and added that it will continue on a monthly basis. Budhram noted that every last Saturday in the month, the force will come out and clean and same will be replicated in all divisions across the country.

Soesdyke-Linden Highway upgrade could be approved in September –– Finance Minister says

AS the government continues to work on improving the country’s infrastructure, the planned upgrade works on the Soesdyke-Linden Highway could be finalised later this year.

Senior Minister within the Office of the President with Responsibility for Finance, Dr. Ashni Singh made this disclosure at a recent contract signing for another road upgrade project.

During his feature remarks at the signing ceremony, the finance minister

stated that a team from the Islamic Development Bank (IsDB) is currently in the country, working along with counterparts at the Ministry of Public Works and the Ministry of Finance on the highway project.

The upgrade, which will see the highway being repaved, is expected to cost some US$120 million. In recent months, government officials have mentioned that they are hoping that the Islamic Development Bank approves funding for the

The Ministry said that the team was led by Atiq Ahmad, the Lead Global Transport Specialist-Economic and Social Infrastructure Department, General Directorate for Global Practices and Partnerships of the IsDB. During the meeting with the mission, Minister Edghill spoke about the importance of the project, even as he mentioned that it is expected to benefit all communities and regions.

He noted that the highway is the main road link that connects Guyana’s coast to Linden and further afield in the country’s interior regions.

Review of the Consolidated Financials of EEPGL, Hess and CNOOC: FY 2020 and FY 2021 [Part 2]

THE total assets for the oil companies grew from $1.2 trillion in Financial Year (FY) 2019 to $1.9 trillion in FY 2020, representing an increase of $641.5 billion or 55 per cent.

Total liabilities grew from a position of $651.4 billion in FY 2019 to $763 billion in FY 2020 representing an increase of $111.7 billion or 17 per cent and 54 per cent of total assets.

Total equity increased from $546.7 billion in FY 2020 to $1.129 trillion in FY 2021 representing an increase of $581.7 billion or 106.4 per cent and 46 per cent of total assets *In the absence of the Consolidated Balance for EEPGL and its partners, EEPGL growth rate of 33 per cent for FY 2021 over FY 2020 was used to estimate FY 2021 Consolidated Balance Sheet Position *The decommissioning liability represents three per cent of PPE and this was used to estimate the depreciation expenses attributed to the decommissioning provision that was added to the fixed asset amount in the balance sheet *Decommissioning depreciation expense represents 0.43 per cent of revenue which was used to estimate the finance cost attributed to the decommissioning discount factor in the profit and loss account EXPLANATION OF DECOMMISSIONING PROVISIONS / ACCOUNTING TREATMENT The decommissioning provision is recognised as an estimate of costs of dismantling and removing fixed assets and restoration of the site/environment on which they are located.

This is an essential aspect of the business model for oil and gas companies. The amount recognised for decommissioning costs is the present value of the expected future decommissioning costs which is calculated as future cost x discount factor.

The unwinding of the discount of the dismantlement provision is included as a finance cost in the profit and loss account.

Importantly to note is that the accounting treatment of the decommissioning provision affects the balance sheet where the fixed asset value is increased by the amount provided and the corresponding entry is on the liability side of the balance sheet.

Additionally, given that the fixed asset value on the balance sheet is depreciated over time and the depreciation amount is an expense item on the profit and loss account – it therefore means that the amount by which the fixed asset value is increased on the balance sheet is subject to depreciation deductions on the profit and loss account.

Against this background, the decommissioning provisions as illustrated in table (c-i and c-ii) above, the estimated depreciation and finance expense for the decommissioning liability, represents 0.47 per cent of gross revenue for FY 2021.

This means that the decommissioning expense has less than one percent impact on profit oil, while the total provision for FY 2021 represents 14 per cent of revenue and 3 per cent of total non-current assets.

The financial ratios above indicate that ExxonMobil and its consortium partners, Hess and CNOOC (Guyana operations) outperformed the global industry averages, where the performance indicators for profitability and asset management or efficiency ratios were all in the negative for FY 2020 and 2021 Most importantly, oil companies typically employ a low level of debt in their capital

structure. This is largely because of the complex nature and high-risk factor of the industry where the life cycle between exploration stage, development and production stages can be as

long as 10 – 20 years.

In the case of Guyana, for example, exploration commenced shortly after the 1999 agreement was signed with ExxonMobil, oil was discovered in commercial quantities in 2015, approximately 16 years later, and production commenced another 5 years later following the development stage.

Altogether, the exploration to production lifecycle in Guyana spanned almost two decades.

Then, another two years later, into production, the oil companies made a profit. That said, the long term-debt-to-equity ratio for the oil companies operating in Guyana is 0.2 or 20 per cent.

This means 80 per cent of the companies’ capital structure comprise of equity (typically, this ratio for other industries is as high as 50 per cent – 70 per cent). More so, owing to this low level of long-term debt, the financing cost as shown in the statement of comprehensive income represents less than one percent of revenue.

Thus, the companies’ financing expense has almost zero impact on profit oil for Guyana and the oil companies share of profit.

SUMMARY/CONCLUSION The analysis contained herein revealed that, under the current fiscal regime within the framework of the PSA, Guyana’s total share of profit oil and royalty for FY 2020 amounted to $25.5 billion which increased to $79 billion in FY 2021 – while the oil companies net take in profit oil for FY 2020 amounted to $22 billion which increased to $68.1 billion FY 2021.

It is worthwhile to note that Guyana’s share in profit and royalty is greater than the net profit of the oil companies. To this end, the oil companies share of profit oil for FY 2021 amounted to $68 billion or US$325 million while Guyana’s total [actual] share in royalty and profit oil stood at $85.3 billion/US$408 million, representing $17 billion/US$81 million or 25 per cent more than the oil companies.

The depreciation and financing expenses attributed to the decommissioning (provision) liability represents less than one percent of gross revenue – thus having almost zero impact on profit oil. Similarly, financing cost represents less than one per cent of gross revenue due to the low level of debt employed in the financing structure of the oil companies.

Overall, the analysis disproves the following contrary views of other analysts and political commentators where: iv) ExxonMobil or the oil companies walk away with more profit oil than Guyana is far from the truth. Guyana’s net take in royalty and profit oil is actually greater than the oil companies’ share of profit oil; v) The decommissioning provision is a balance sheet item which affects both the fixed asset and liability side, and has a minimal to virtually zero impact on the profit oil. In other words, the full sum of decommissioning provision which is approximately US$357 million up to FY 2021 is not a deductible from profit oil as has been incorrectly reported and misconstrued by a certain section of the media and other analysts; vi) Finally, the oil companies employed a low level of debt in their financing structure thus reducing the financing cost for total debt which in turn has minimal to virtually zero impact on profit oil.

Road Infrastructure

GUYANA’s road infrastructure was given a major boost with the signing of a contract that will see the construction of a new road link between the East Coast and the East Bank of Demerara.

The project, worth over US$100 million, (approximately GY$21.2 billion) will see the first phase of a new road completed, which will start from Ogle-Goedverwagting and extend to Haags Bosch on the East Bank of Demerara.

The new road will add a new exit from the busy East Bank corridor, at Eccles. The project is supported by a concessional line of credit through the India EXIM Bank. The building contract, which is expected to be completed in two years, was awarded to Ashoka Buildcon Limited, an Indian company.

This is indeed a transformative project in more than one respect. To begin with, it will significantly ease traffic congestion on both the East Coast and the East Bank corridors, which, despite the expansion of these roads to four-lane status, continues to be a nightmare for motorists and commuters alike. Countless productive hours are lost in long and agonizing traffic jams, particularly

in the morning and afternoon periods.

The construction of this new road will serve to divert traffic away from the capital city from both ends by creating a link which shortens the travelling time of Guyanese to conduct essential business in either parts. In fact, the road will, in time, go all the way to the Cheddi Jagan International Airport and ultimately link the two major airports of the country -- the Eugene F. Correia International Airport at Ogle and the Cheddi Jagan International Airport at Timehri.

This is indeed visionary thinking on the part of the People’s Progressive Party/Civic (PPP/C) administration and forms part of a much bigger infrastructural modernization programme which will see massive road networks connecting all parts of the country, and also providing access for Suriname and Brazil.

The road link to Brazil is already in place with the construction of the bridge across the Takatu River secured, and other plans already well advanced for the construction of a bridge across the Corentyne River which will link Guyana and Suriname. These, along with the road projects currently underway includ-

ing the Linden-Mabura projects, the new Harbour Bridge and several new bypass roads on the East Bank of Demerara, will have a transformative impact on the quality of life of the Guyanese people.

In the case of the Ogle road link, the project was initiated under the Mr. Donald Ramotar presidency in 2014, but was placed on the back burner by the Mr. David Granger APNU+AFC administration.

As to exactly why a project as important to the well-being of the Guyanese people as this was put on hold by the previous administration is, at best, mind-boggling but also speaks to a mind-set of the last government that was anti-development and lacking in vision.

Truth be told, there was hardly any new project of national significance that was initiated by the APNU+AFC administration and many of the mega-projects initiated by the PPP/C, such as the Amaila Falls Hydro Project and the Speciality Hospital were aborted.

Had the PPP/C administration not been removed from government in the highly controversial May 2015 elections, both the Ogle road link and the Amalia Falls projects, along with several others, would have been completed.

The construction of new roads undoubtedly also opens up new lands for housing, manufacturing and industrial development and agricultural development. Two new feeder roads in the Corentyne area will see the opening up of thousands of acres of agricultural lands.

The old railway line on the East Coast of Demerara, according to Senior Minister for Finance in the Office of the President, Dr. Ashni Singh, will be upgraded to a four-lane road. Plans are also afoot to resurface the Linden-Soesdyke Highway.

This is what visionary thinking is all about. In the case of the PPP/C administration, it is vision with the capacity to have elements of that vision realized.

Vision is defined as that ability to see things not as they are but as they will be.

President, Dr Irfaan Ali and the PPP/C administration have demonstrated that this cadre of leaders has what it takes to provide visionary leadership while at the same time taking proactive measures to ensure that such vision is realized for all Guyanese to benefit in keeping with the ‘One Guyana’ dream envisioned

by His Excellency.

Why do some Guyanese choose to be difficult?

LAST Sunday, Mervyn asked a pertinent, painstaking and provoking question in the letter columns in the newspaper.

The writer pleaded: “Why is it so difficult to transact the people’s business in a fair, open and transparent manner?”

Every Guyanese at home and abroad, young and not so young can supply tons of answers. All regional and international followers with Guyana’s interest at heart will supply replies, responses and retorts. To qualify, quantify and clarify the nature of the question, one may explore some rejoinders not necessarily in a summative nor sequential format but randomly and significantly listed: 1. Why is it so difficult to declare the US$18M signing bonus upfront instead of hiding it from the nation and it leaving it unaccountable for?

2. Why is it so difficult to accept defeat at the motion of no-onfidence?

3. Why is it so difficult to deduce the half

of 65?

4. Why is it so difficult to call an election instead of holding on to power for some additional two years illegally?

6. Why is it so difficult to pay the 7,000 odd fired sugar workers their compensation on time?

7. Why is it so difficult to award all public sector workers 50 per cent salary increase instead of only a few chosen ones?

8. Why is it so difficult to conduct free and fair elections?

9. Why is it so difficult to accept the recount votes as analyzed by the local, regional and international observers?

10. Why is it so difficult to be polite, respectful and cordial to diplomats?

11. Why is it so difficult to maintain a civil behavior in Parliament?

12. Why is it so difficult to preach peace instead of instigating violence at the end of an election?

13. Why is so difficult to lead Guyana towards a future showing the pathway of peace,

progress and prosperity instead of poverty, unemployment and bankruptcy?

14. Why is it so difficult to do the right thing, speak the truth and abide with the law in order to avoid embarrassing Guyanese at each turn to the whole, wide world?

15. Why is it so difficult to place Guyana positively on the world map, as President Ali is doing?

16. Why is it so difficult to earn the title “Champion of the Earth” as former President Jagdeo did?

17. Why is it so difficult to partner and change the face of CARICOM as this crop of leaders are doing?

18. Why is it so difficult to run a country without high and unnecessary taxation as the PPP/C Government has done and is doing?

19. Why is it so difficult to visit all the regions, and meet, mix and associate with the people perpetually as the current government is doing instead of waiting on elections? Why is it so difficult [to] formulate a manifesto and execute it for the people and by the people

The PNC-led coalition can learn from Grenada’s peacefully concluded election Dear Editor, AS you reported (June 25), sister CARICOM nation Grenada held elections on Thursday. Note the contrasts with Guyana.

The Grenada election results were known Thursday evening self – no anxiety and tensions. Both sides accepted the results as in previous elections which followed the country’s 1979 revolution.

The incumbent New National Party (NNP) lost to the National Democratic Congress (NDC) which had no representation in parliament in the last two election cycles. The defeated incumbent Prime Minister, Dr. Keith Mitchell, accepted defeat (9-6) and walked away nursing political wounds to become the official opposition and to plan a comeback in five years.

This is quite unlike in Guyana on March 2, 2020 when the then People’s National Congress (PNC)-led coalition government refused to accept the will of the electorate. It was even so in December 2018 when the coalition, led by David Granger, refused to accept defeat by a successfully-passed No-Confidence Motion.

Instead, the coalition invoked various rules and came up with all kinds of shenanigans, unheard of anywhere else on the planet. When the PNC-led coalition was declared as winner in May 2015, the People’s Progressive Party/Civic (PPP/C)

peacefully accepted the outcome.

Political parties in Guyana, the PNC in particular, must learn to accept the outcome of free and fair elections and the voice of voters. Politics is not just about winning elections and holding power. It is also about serving the people who elect. Leaders must not only use the power for self-interests but to serve the people firstly.

The outcomes in Guyana in 2015 and 2020 and in Grenada in 2022 show that the voters are bosses – they showed who are in charge. The voters had the final verdict. The coalition leadership felt that they were smarter and know more than their supporters and paid the price in 2020 at the ballot boxes.

When a party loses an election, the leadership rebuilds as Dr. Mitchell did in 2010 to 2013 and as Dr. Jagdeo did from 2016 to 2020. You don’t go on the warpath encouraging violence and attacking people on account of their race. Victimizing people when you are in government and attacking voters when in opposition doesn’t bring you support. Those acts turn away voters.

Unlike the coalition, the ruling PPP/C demonstrated political astuteness. During its tenure from 1992 to 2015, it did not terminate workers. It embraced all races.

Since August 2020, it has put in place a government that is reflective of the ethnic diversity of the country, one which comprises members of varied ethnicities.

33. Why is it so difficult for one government not to make a mess and to have another to clean up the dirt?

34. Why is it so difficult to see eye to eye?

35. Why is it so difficult to shake hands?

36. Why is it so difficult not to make life difficult for Guyanese to live without difficulty?

This is a remarkable testimony to the deepening of ethnic inclusiveness and democracy by a PPP/C administration. It has not terminated workers on account of ethnicity. It has created employment for thousands of citizens of all ethnicities.

It has given out varied grants for poorer sections of society to start businesses.

There are housing grants and varied forms of social assistance to the poor including a one-off COVID-19 grant of $25,000 and increases in pension as well as educational grants.

The party has provided substantial assistance to marginalized indigenous communities. This signifies the party’s sustained efforts to incorporate native communities economically, politically and culturally.

Government has also given a one-off cash grant of $150,000 to fisher folks.

For his part, Vice-President, Dr. Bharrat Jagdeo has visited all the regions of Guyana over the last couple months, accompanied by other Cabinet members, to assist communities affected by the challenges caused by COVID-19, the global supply chain disruption, and the war in Ukraine.

The important point is the PPP/C, unlike its predecessor, is inclusive and reaching out to all communities.

There is no discrimination on account of race or political affiliation.

Local economy thrives in first quarter of 2022 –– on account of continued production in oil and gas sector, positive output performances in non-oil sectors –– significant growth expected at the end of the year with projected expansions in major sectors, BoG says

THE first quarter of 2022 was a productive period for Guyana’s economy, which recorded positive economic growth on account of sustained production in the oil and gas sector, and positive output performances in the non-oil sectors.

“As oil and gas activities continued, the non-oil economy experienced moderate growth on account of economic activities regaining momentum from the full reopening of the economy, coupled with fiscal measures to alleviate the rising costs of production and services,” the Bank of Guyana reported in its quarterly update which was published recently.

The resilience of the country’s economy is being demonstrated as the nation continues to progress despite grappling with the effects of the COVID-19 pandemic, and, more recently, Russia’s invasion of Ukraine.

“Our economy is becoming stronger; it is rebounding from the two-year-long effects of the coronavirus pandemic. Businesses, both local and foreign, are capitalising on the unfolding opportunities and, in the process, generating jobs and providing incomes for our citizens,” President, Dr. Irfaan Ali had said.

Based on Budget 2022– the country’s largest to date — the government intends to enhance its approach to stimulating growth in various economic sectors.

According to the Central Bank, in the agriculture sector, forestry activities grew significantly by 79.3 per cent on account of increased output of total logs by 90.1 per cent. This favourable increase is partly due to small-scale loggers returning to their operations along with the removal of all COVID-19 restrictions.

Conversely, there were decreases in the production of rice and sugar by 53.1 per cent and 47.7 per cent, respectively, the Bank of Guyana said.

The financial institution, however, explained that this substantial decrease in the production of rice could be attributed to the effects of flooding in 2021, which prevented farmers from sowing all available lands for the first crop of 2022, along with higher input costs.

As for the sugar industry, production, according to Central Bank, decreased as a result of the halt on grinding at the Uitvlugt sugar estate, caused by mechanical issues,

and alcoholic beverages by 1.3 per cent.

Performance in the services sector improved in the areas of wholesale and retail trade and repairs, financial and insurance activities, accommodation and food services as well as entertainment and recreation.

Also on the positive side, construction activities increased in both the public and private sectors with the building of infrastructure by the government as well as home building by citizens.

There was also a notable increase in the output of sand and crushed stoned due to enhanced construction activities across the country.

The first quarter of 2022 was a productive period for Guyana’s economy, which recorded positive economic growth on account of sustained production in the oil and gas sector, and positive output performances in the non-oil sectors which impacted production, as that estate was responsible for 25 per cent of output.

On a more positive note, the mining and quarrying sector experienced growth in most industries, except for a marginal decrease in oil.

Total bauxite production increased by 6.4 per cent, while gold declarations were higher by 3.0 per cent. The latter resulted from a 30.5 per cent increase in declarations by large scale miner, Guyana Gold Fields Inc. Crude oil production, however, registered a marginal decrease of one per cent, despite the start-up of production on the Liza Unity floating production storage and offloading (FPSO) vessel in February, as the Liza Destiny FPSO paused production due to planned maintenance during March.

Based on the Bank of Guyana report, crude oil production totalled 10.9 million barrels at the end of March 2022 compared to 11 million barrels for the corresponding period one year earlier.

Meanwhile, the manufacturing sector registered increased production of tablets by 75.1 per cent, detergent by 65.8 per cent, total aerated drinks by 13.7 per cent and rum by a marginal 1.0 per cent.

In contrast, according to Central Bank, there were declines in production of oxygen by 32.3 per cent, total liquids by 17.1 per cent, putty by 13.0 per cent, paint by 7.5 per cent,

The workshop attendees were guided by a 26-page document, prepared by the Ministry of Parliamentary Affairs and Governance, titled “Cooperative Republic of Guyana: Anti-Corruption Framework – Fact Sheet and Detailed Framework 2022.”

Minister Teixeira has indicated that a similar session for wider participation of civil society stakeholders is planned for later this year.

ON COURSE Considering its overall performance in the first quarter of 2022, Guyana’s economy is well-positioned to record real oil gross domestic product (GDP) growth of 49.6 per cent and 7.5 per cent non-oil growth by the end of this year.

This significant growth, the Central Bank related, is expected to be mainly a result of expansions in all major sectors of the economy, as all COVID-19 restrictions have been lifted, and the economy has been fully reopened. Additionally, output of oil is expected to greatly increase with the introduction of the Liza Unity.

Notwithstanding, the end-of-year inflation rate is expected to be 4.1 per cent, mainly as a result of higher world food and oil prices, due to supply shortfalls.

The world was on course to recovery from the COVID-19 pandemic which initially drove the price of fuel and food up, but this process was hindered by Russia’s invasion of Ukraine.

The Bank of Guyana reported that global economic growth has been revised downwards to 3.6 per cent for both 2022 and 2023 from 6.1 per cent in 2021, due to the direct impact of the war in Ukraine, as well as the spillover effects to the rest of the world through commodity markets, trade and financial sources.

“The decline in growth has compounded the supply chain effects on the commodity markets with higher prices. Food and fuel prices have escalated and posed major challenges for developing countries such as Guyana.

“These include safeguarding growth from higher import prices, finding the fiscal space to alleviate the effects of high fuel and food prices on the vulnerable as well as appropriate monetary policies to maintain exchange rate stability and capital outflows from higher interest rates in advanced economies,” the Bank of Guyana said.

This moment too will pass

FOR people who routinely go about their daily lives full of hope, aspirations and relative joy, it is hard to understand how anyone could reach a point where they die by suicide. But some people feel hopeless at times and resort to suicide as a means of escaping the world.

Pressure, pain, sorrow, jealousy, anxiety, fear, loathing, hate, desire, anguish, despair, stress, love, anger, and happiness are only some of the emotions we will experience. Emotions are unavoidable and part of our psychological makeup. They will confront us in different scenarios on life’s journey.

But feeling them and learning how to deal with the negativity some emotions arouse are separate issues.

Some people are very good at dealing with negative emotions; they have developed coping skills and strategies because they realise that conflicts and challenges will happen, regardless of who you are, where you live, your social status, ethnicity, or age. More importantly, they

know that things will change or get better, adjust, or time itself will fix their problems and concerns. Life is about moving on and making the best of what you have.

Not everyone shares this optimistic view, however with a whimsical understanding of existence and their place in the world. Some adults get caught up in emotions and react impulsively at every turn. They never stop to evaluate what they are doing, what they are feeling or why. They are easily overwhelmed by circumstances and behave irrationally.

Those who feel completely hopeless may turn to suicide.

No one should underestimate the feelings of helplessness and hopelessness that lead to suicide. In the victim’s eyes, there is no other option; it is the only way out.

Suicide seemingly occurs when a person does not have the mental capacity to handle deep trauma that affects their life or they have unaddressed mental health issues.

Victims of rape, sexual abuse, and physical violence are at a higher risk of suicide,

as they are equally to alcoholism, substance abuse and depression. When influenced by drugs or alcohol, a person is more likely to justify their thoughts and act on impulse.

They do not understand that life is full of confrontations, pain, challenges and emotions that come and go or rise and subside.

Friends and close family members may advise a depressed person to ‘snap out of it’ and ‘pull them self together’. But despair can be a strong emotion that descends upon a victim like a heavy cloud, and only medical or professional intervention can help.

When a suicide attempt fails, there is a fair chance that the victim may try again unless he/she receives appropriate timely counselling.

Sceptics and insensitive people might say, ‘that man is just seeking attention. He didn’t really want to kill himself’. But people should take every suicidal thought, mention, or attempt seriously. It is not attention-seeking but a cry for help from someone who has nowhere

else to turn.

Child Advocacy Centres were introduced to Guyana in 2014. There are 11 centres located in various Regions for children who have suffered sexual or physical abuse. The centres are staffed by trained professionals who carefully interview children and record their ordeals for multidisciplinary team follow-up, investigation and legal purposes. A psychological assessment and therapeutic services for the child and family are also available.

Suppose people could talk through their traumas, problems and circumstances with professional counsellors and receive valuable advice?

Therein lies hope for those who feel their whole world has caved in around them.

Some signs usually precede suicidal thoughts and action - such as self-harm, social isolation, change in sleeping or eating habits, loss of interest in school or other activities and behaviour that is strange or out of character.

The most significant red flag is depression; when a child or adult does not want to get

out of bed and shows little or no interest in anything, do not hesitate to seek medical advice.

As children grow from tweens to adolescents, it is harder for parents to know what they think and how they feel. During this stage, staying connected by listening to and talking with children is vital. Should a child make an off-hand or pessimistic remark such as, ’you’d be better off without me’ or ‘I wish I could go to sleep and never wake up’, parents should not dismiss these remarks as typical teenage woes. It could be a serious cry for help. Find out why the child feels that way, and don’t stop or give up until you have a credible reason.

Some tell stories of hardships that we can only imagine –the shortage of food, unavailability of potable water, poor housing and little or no health care.

International news abounds with graphic images and poignant tales of the mass exodus of refugees from Central America, Africa, Asia and the Middle East. Many embark on dangerous journeys over land and by sea, risking ‘life and limb’ to get to Europe or the United States.

Thousands do not make it to their destination, instead ending up in refugee camps where they live for years in unsanitary conditions, usually in tents, with little hope they will leave.

Young children are, particularly, at risk in these

camps, where disease spreads quickly and mothers struggle to keep their offspring fed and safe. The elderly rarely survives the journeys or living in the ‘tent cities’.

Host countries reel under the influx of refugees.

They bemoan insufficient funds to provide proper housing, food and clothing for refugees and displaced persons who often face hostility and open rejection.

A recent agreement between the British and Rwandan governments to relocate asylum seekers landing in the UK to Rwanda, has been met with mixed reactions.

In fact, the move has been thwarted by last-minute injunctions blocking it from the European Court of Human Rights.

The agreement, signed by the two countries in April, was intended to settle displaced persons in Rwanda with the British government covering up to US$157 million in expenses, initially.

Those opposing the move have accused the two governments of engaging in human trafficking, while the UK and Rwanda argue that that was precisely what they were trying to prevent.

Furthermore, the issue of human trafficking has been one of the concerns of Ukrainian refugees who have complained of being bombarded by criminal elements seeking to exploit their situation.

The International Refugee Organisation says that “Over 100 million people

have now been forcibly displaced worldwide as a result of ongoing conflicts and crises in countries like Ukraine, Afghanistan and Yemen”. And a United Nations release stated that that was a result of the doubling of the numbers over the past 10 years.

According to CAFOD – the official aid agency of the Catholic Church in England and Wales – World Refugee Day, which was celebrated last Monday, was intended “to honour refugees around the world who show strength and resilience as they are forced to flee their homes”.

The refugee crisis

THERE can be nothing more traumatising than having to flee the land of your birth –often with little more than the shirt on your back – to go to someone else’s country where everything is strange and new.

Such is the plight of refugees the world over who have been forced, through war, poverty, political oppression, natural disasters, or a combination of those, to leave their countries for foreign shores, sometimes thousands of miles away.

In recent years, we in this country have ‘opened our doors’ to neighbouring Venezuelans and Haitians fleeing their homeland for a chance of a better life here.

Berbice couple reaps benefit of growing strawberries, other fruits

AFTER taking a leap of faith to transition their small kitchen garden into an extended agriculture project, a young couple from Rose Hall, East Canje, Berbice is elated to see positive returns from their project.

Agriculture enthusiasts, Junior and Satya Bascom, own and operate the ‘Canje Agri Center and Plant Shop,’ which they established last year.

The duo, speaking with the Guyana Chronicle, said they started the business as an additional source of income.

Both of them had fulltime jobs. The goal of the shop was to be a one-stop for plant and fruit lovers who were unable to travel long distances to make plant-related purchases.

The challenge for the community before the Bascoms’ intervention was that plant nurseries were non-existent. Now, the couple is excited to bring a variety of new fruit, seedling, and agrochemicals to their local markets.

“We both love planting in our own way,” said Junior, who shared that establishing the business involved a combination of previous gardening experience as well as new knowledge gained from YouTube tutorial videos on building greenhouses.

Soon after gaining their new knowledge, the couple began collecting wood and

other material to build their greenhouses.

“We went through the mole with our hand to make sure that it’s loose and had no grain in it before we planted our seeds,” Junior noted.

First, they grew passion fruit plants after drying and sowing the seeds from 1,000 passion fruits.

Unfortunately, they later faced a series of challenges which resulted in reconstruction of the greenhouse four times before achieving planting success.

“We did get frustrated at times but we never gave up,” Junior stated. Eventually, they ventured into planting non-seasonal produce such

as cabbage, tomatoes, celery and peppers.

At the time, Junior shared that his mother had recently returned from overseas with a few strawberry seeds for them. “The strawberry seeds that we got were not packaged seeds but rather strawberry seeds from farmers abroad,” he said.

By researching how best to plant the seeds in a tropical environment, they got to work ensuring that the essential resources were acquired.

According to the couple, the strawberry seeds were germinated from local and imported soil mixed together.

They explained that the strawberry’s germination process also included a stratification process that involves mimicking the defrosting period similar to overseas.

Between three to four weeks, they noticed strawberry fruits growing and were left quite awestruck.

Excited, they ventured into other fruits. “We started with the dragon fruit plant and then grapes,” Junior said, adding: “with regular produce like tomatoes, we planted the plum tomatoes and cherry tomatoes and we had some variety of peppers like ‘wiri wiri’ peppers, fireball peppers, chili peppers, cayenne peppers and the world’s hottest pepper, California peppers.”

Despite their planting success, a lack of recognition and sales for the rare produce meant they could not afford to continue growing and maintaining exotic fruit plants.

For a while, they even had to reconsider planting regular produce because farmers were unwilling to purchase exotic produce as they were afraid how consumers would react to it.

In full combat gear, Army’s Dover & Watson swim across Guyana’s largest river DETERMINED to be recorded in Guyana’s history books and to prove the strength of the mind, two Guyana Defence Force (GDF) officers, on Sunday, swam across the Essequibo River in full camouflage combat gear and Direct Moulded Sole (DMS) boots.

The two men, Captain Kaya Dover and Sergeant Rock Watson, began their estimated two-hour swim from the eastern bank of the Essequibo River with Eddy Grant island, en route to Bartica, Region Seven, being the middle mark of their journey to the western bank.

In the live video streamed on Dover’s Facebook page and other social media counts, the men were supported by standby emergency responders from the Coast Guard and GDF. Dover, a strong swimmer, maintained a solid distance ahead of Watson widening the gap even more as the duo approached their finish mark approximately 20 minutes apart

Captain Dover completes his journey With encouragement from their fellow service men, the two men were mostly sheltered from the afternoon sun as rain shaded much of the route marked by three boats which included a Grade Two Medic, medical equipment, emergency divers, and rescue swimmers.

By all indications, Dover and Watson were in good hands.

“Close in, Watson, close in!” the videographer, identified as Petty Officer Phillips,

could be heard cheering on Watson as he fell behind Dover.

It is difficult to properly determine the distance between the start and finish lines across the Essequibo, but the journey was estimated to last two hours.

Albeit not a race, there was still some semblance of a competition as whichever of the two made the journey first, the reward would be “first-to” bragging rights.

“Dah is it, Captain! Slow and steady,” Petty Officer Phillips signalled to Dover, his vessel moving closer to the officer in the water to grab a better image. Still,

Watson trailed a distance behind.

Even after swimming for 42 minutes, Dover appeared in high spirits, laughing at the commentary of his workmates.

By 15:45 hrs, the men had reportedly made the halfway mark, Eddy Grant Island.

The task was also for the GDF men in boats to control the oncoming river traffic, steering them away from the pathway of the two GDF officers making the incredible feat across Guyana’s largest river.

By 15:57 hrs, the slightly overcast sky darkened even more over the Essequibo River.

“Come on, Watson! Everybody on the live [video] asking for ya!” the GDF rank quipped as he encouraged the army sergeant to pick up his pace. “Watson is about 200 metres behind,” the recording officer reported.

At 16:00 hrs, Captain Dover appeared to be moving into exhaustion, but still pushing. Alternating between front and back strokes, Dover’s words were muffled as he joked about drinking a pint of river water already.

“Somebody messaging saying you need some soca music,” the recording officer signalled to Dover. “Tell them I’m busy!” Dover responded with a smirk barely visible as he continued his swim.

At 16:29 hrs—one hour and 15 minutes into the journey—the late afternoon sun emerged, increasing the swimmers’ risk of exhaustion.

At 16:56 hrs and 1 hour and 41 minutes into the swim, Petty Officer Phillips reported that the finish line was visible. Dover main-

tained his space in the lead as Sergeant Watson, at the time of the finish line sighting, was reportedly 600 metres behind.

“Well done, Captain Dover! Well done! Just about 300 metres away from the finish line”, a visibly exhausted but still persevering Captain Dover heard from his workmate as he neared his finish mark. The time was 17:07 hrs.

At 17:21 hrs, Dover safely completed the journey.

Pulled into the dinghy by his fellow servicemen, the GDF Captain, with bloodshot eyes, smiled as he revelled in the moment.

Meanwhile, Sergeant Watson inched to the finish line. Alas, at 17:40 hrs, Sergeant Watson touched a branch on the western end of the Essequibo River.

The two officers successfully completed the journey swimming across the Essequibo River. Hungry, thirsty, and tired, the two men have secured a space in the history books.

Land ownership woes will soon be over for 200 households in Region Five

OVER 200 households will move closer to officially owning their land in No. 5 Village, Region Five (Mahaica-Berbice) after years without official documents, according to Attorney-General and Legal Affairs Minister, Anil Nandlall.

It was during a ministerial outreach to the region for a meeting with residents there that AG Nandlall made the disclosure that the regularisation process could begin by July 11.

Minister Nandlall was accompanied by staff of the Guyana Lands and Surveys Commission, Deeds and Commercial Registry, and Region Five administration, including Regional Vice-Chairman Rion Peters.

Certificates of Title will be distributed to the residents at the end of the process, making them legal owners of the properties they have already occupied.

According to statistics compiled by the Central Housing & Planning Authority last year, 15 per cent of the Guyanese population, the equivalent of just over 110,000 people are living in informal settlement communities.

The figures show that another 27,500 households are known to be residing on State lands in 231 informal settlement communities.

Currently, the over 200 households occupying lands in the No. 5 Village are deemed as squatters according to law. Minister Nandlall said government is committed to changing that status to landowners.

He advised the residents that a survey of the area will be done after which the entire area, followed by a partitioning to identify lands which are government reserve and other plots with national development potential so that those are not incorrectly given away.

“This is a very important

exercise and will give you, in the end, a document that will make you indisputably the owner of that piece of property,” AG Nandlall told the residents.

“Significantly, the government will be undertaking the major costs associated with this exercise. This is not a cheap process,” he stated.

Reiterating the government’s commitment to promoting land ownership, Minister Nandlall said it was President, Dr Irfaan Ali who instructed him to visit communities across Guyana to identify and possibly remedy land-related and other legal issues experienced by citizens.

In 2021 alone, the Central Housing and Planning Authority (CH&PA) regularised over 750 informal settlers residing in Regions Four and Five, while 59 persons squatting on government reserves were relocated.

(Sportsmax) - ShellyAnn Fraser-Pryce, Elaine Thompson-Herah and Shericka Jackson all safely advanced to Sunday’s Women’s 200m final as action continued on day three of the 2022 Jamaican National Senior Athletics Championships at the National Stadium, in Kingston, on Saturday.

The three 100m medallists from the 2020 Tokyo Olympics all looked extremely easy in winning their semi-finals in 22.54, 22.68 and 22.85, respectively.

Jackson, who secured the 100m title on Friday, looked especially easy, completely shutting down in the last 100m of the race.

Natalliah Whyte (23.05), Ashanti Moore (23.21), Kevona Davis (23.33), Jodean Williams (23.21) and Dominique Clarke (23.29) will join them in the final.

Bagnaia claims Dutch GP victory

(BBC) - Italy’s Francesco Bagnaia claimed victory in the Dutch Grand Prix after championship leader, Fabio Quartararo, crashed out.

Quartararo fell twice, flipping over his handlebars on the second occasion.

Although he was able to walk away from the incident, he could not contain his frustration as he realised his day in Assen was done.

Ducati’s Bagnaia led from the start, with Marco Bezzecchi finishing second and Maverick Vinales taking third.

ENGLAND feel like they are “fighting” for the survival of women’s Tests, says captain Heather Knight.

International Cricket Council chairman Greg Barclay said this month he does not see women’s Test cricket as “part of the landscape moving forward”.

“If there’s a slightly more attritional section of play - as there is in men’s Test cricket - we are judged slightly different,” Knight told BBC Sport.

(ESPNCRICINFO) - JACK Leach justified the faith placed in him by his captain Ben Stokes with the first ten-wicket haul of his Test career, before Ollie Pope rode that same feelgood factor with the second significant score of his new role at No.3, as England emulated their exploits at Lord’s and Trent Bridge with yet another emphatic assault on what might once have been considered a daunting victory target of 296.

By the close of the fourth day, England had whittled that requirement down to a further 113 with eight wickets standing, with Pope leading the line with a forceful 81, and the ubiquitous Joe Root once again offering the sort of stone-cold presence that can make the impossible seem mundane. Root brought up his own fifty with a pull for four off Michael Bracewell in the final over of the day, then followed that up with four more for good measure, as New Zealand’s spinner was battered for a total of 70 runs in 11 inconsistent overs, a return that served only to highlight the excellence of Leach’s earlier efforts.

If successful, England’s chase would be the seventh-highest by any team in 140 years of Test cricket in this country (and curiously, the fifth-highest at Headingley), and yet, it would only be the second-highest of England’s three 250-plus chases this month alone. And though the fans will once again be welcomed in for free for Monday’s fifth day, only an improbable New Zealand fightback will now be able to produce the same I-was-there experience that Jonny Bairstow served up in that 299-run victory romp in Nottingham last week.

For much of the fourth evening, England’s progress seemed measured by their recent standards, and yet their innings still rattled along at an insatiable rate of 4.69 per over. And, for the umpteenth time in this most peculiar campaign, it emphatically upstaged the relentless consistency of New Zealand’s Daryl Mitchell and Tom Blundell. Haynes expresses concern over batsmen ‘lack of intent’

CMC – CHIEF selector, the Most Honourable Desmond Haynes, has expressed concern over the lack of intent being shown by West Indies Test batsmen, and believes the fear of being dropped could be contributing to their cautious approach.

Speaking during the second day of the second Test here Saturday, the legendary former West Indies opener said run-scoring remained critical in the longest format, and urged batsmen not only to occupy the crease but to keep runs flowing in order to put the opposition under pressure.

Pointing to the West Indies first innings when the home side lost three wickets for one run in the space of 12 balls, 20 minutes before lunch, Haynes said batsmen had been guilty of being too tentative.

“We had a good start with Kraigg (Brathwaite) and John (Campbell) but I just figure that sometimes when you’re playing on surfaces like this, I think you need to be a little bit more positive,” Haynes said during the lunch interval at the Daren Sammy National Stadium.

“And I think what was happening is that we got ourselves in a little rut where everybody was just hoping to get in and look for partnerships and so forth.

“That is good but I still think you’ve got to be very positive in your approach and the intent should be [to look

for runs].

“I believe that runs are all that matters in the game – you’ve got to look for runs.

Batting long might be good but I still think you’ve got to look for runs.”

Despite winning the first

Chief selector, the Most Honourable Desmond Haynes Test in Anigua last week, West Indies were criticised by some media pundits for their slow batting, requiring nearly 113 overs for their 265 in reply to Bangladesh’s first innings of 103.

And in the first innings of the ongoing Test, the Caribbean side also made occupation of the crease their focal point, before Kyle Mayers struck a high quality 146 to up the tempo and fire the innings up to 408 all out.

Haynes, who took over the top selector role last February, said confidence was key to run-scoring and was an

area which batsmen needed to address.

“It will come in time but I think they need the confidence. I see guys are still batting and worrying about if they get out, worrying about if they get left out of the team or whatever,” he explained.

“As selectors we’ve played the game, we know when you’ve tried, when you’ve put in a big effort and so forth. I want us to be a confident team. I want us to be able to play shots and just don’t worry about getting out because in cricket you’re going to get out. “ I just want them to be a little more positive in their approach. Even running between the wickets, I don’t see our players with the intent of saying ‘let’s put the fast bowler at third man under pressure.’”

Reflecting on the series against England last March, Haynes said the result had been important for the home side.

“To beat England is always a very good victory.

England, as you see, are very professional. The players are very professional,” Haynes said.

“They’re now doing very good against New Zealand so to beat England is always a good victory.

“That victory I believe was a good one for us but I hope that the players would have gained some confidence from that.”

Roach enters 250 club as West Indies close in on win

CMC – Veteran seamer Kemar Roach marched into the 250-club with a three wicket haul here Sunday. which helped push Bangladesh closer to defeat in the second Test at the Daren Sammy National Stadium.

Fast bowler Alzarri Joseph maintained his form with two for 31, leaving the visitors still requiring a further 42 runs in order to avoid another heavy defeat on Monday’s penultimate day.

Left-hander Kyle Mayers had earlier struck 146 as West Indies, resuming

They suffered an early setback when Joshua Da Silva, resuming on 26, missed a sweep at off-spinner Mehidy Hasan Miraz (3-91) in the morning’s second over and was adjudged lbw for 29.

And Joseph lasted all of nine deliveries for his six before pulling impressive seamer Khaled Ahmed (5-106) to Litton Das at mid-wicket.

Unbeaten on 140 at the break, Mayers perished in the third over after the resumption, chipping a simple catch to mid on off Khaled, and the innings ended swiftly as Anderson Phillip (9) and Jayden Seales (5) offered little resistance.

In deficit by 174 runs,

Bangladesh were in early trouble when Tamim drove at a wide one from Roach and nicked off to Da Silva at four for one in the third over.

And when Mahmudul Hasan Joy edged to Jermaine Blackwood at third slip and Anamul was lbw to one that nipped back, Roach had given West Indies a stranglehold.

Najmul Hossain struck 42 in a 47-run, fifth wicket stand with captain Skakibal-Hasan (16), to prop up the innings.

Najmul had faced 91 balls and struck eight fours when he edged a drive to Da Silva off Joseph, who then had Shakib caught on the second attempt by John Campbell at second slip, off the first ball following the final drinks break.
