THE outlook for 2022 is exciting but will not be without challenges as Guyana continues to face a worsening global supply chain crisis, said President, Dr Irfaan Ali. The consequence of the global supply chain crisis has seen rising prices for imported goods, supplies and transportation ser vices.

“This, coupled with climate change and the pandemic, would require robust and strategic policymaking to mitigate against the full consequences of the challenges, both social and economic, as I outlined before.

“Notwithstanding our challenges, this season and Christmas itself teaches us the lessons of hope over despair, sacrifices in overcoming challenges, faith in overcoming obstacles and trust in God as a means and source to achieving all things. It is the combina-

tion of faith, trust and hope that must ignite us into the future,” said the President in his Christmas message.

Every Guyanese, he noted, must resolve to be stronger, better, and more committed to individual, family, community, and country development.

“Let these holidays be reflective of the life we have lived versus what elements are missing in making it better, and more importantly, the commitment to fixing those elements,” the Guyanese Head of State urged the nation.

Meanwhile, the holi days remain curtailed as Guyana, like the rest of the world, continues the relentless battle against the COVID-19 pandemic.

The President lamented the loss of lives due to the pandemic but encouraged all Guyanese to take strength and be hopeful in the countess human sacrifices and the sense of com-

munity the pandemic has generated.

He is also thankful to Guyana’s bilateral and international partners, all frontline workers and members of the govern ment, the National COVID-19 Task Force and the Joint Services, for their selfless work in keeping the country safe.

“I will endeavour to do everything I can in supporting and implementing a balanced and strategic approach in the continued fight against this pandemic.

“I, however, ask each of us to do our part by getting vaccinated, taking the booster shots and wearing a mask when in public,” the President appealed in his message.

He said too that as Guyanese celebrate these holidays, they must be aware of the countless initiatives that have contributed to a positive outlook for the country.

As we celebrate the holidays, we must also be thankful that our country has been able to attract major foreign and local investment, and these investments, no doubt, would lead to the creation of sustainable jobs and the further expansion of our economy.

“It is with great love for all of you here in Guyana and the diaspora, and those in our regional and interna tional community of humanity, I wish all of you, on behalf of my family and I, happy holidays,” he said

Each business can earn US$5M annually - with passing of Local Content Bill, says VP Dr Jagdeo WITH the passage of the Local Content Bill, Guyanese businesses can earn up to US$5 million annually from the opportunities available in Guyana, Vice-President Dr Bharrat Jagdeo said in a virtual interview on Friday.

“We are very excited about this,” Dr Jagdeo expressed. “We have also carved out a significant percentage of services for exclusively Guyanese businesses. It represents US$4US$5M per business, annually coming our way for our people.”

The Vice-President stated too, that the bill which was tabled in the National Assembly last week, will “radically transform” transparency surrounding

the procurement of goods and services by oil and gas companies and their subcontractors.

“We had promised to change the environment radically for the locals in the oil and gas industry through local content legislation.

We have had one year of extensive work, trying to balance interests to ensure that the industry remains competitive, but that an increasing number of opportunities will come our way. The local content legislation is a seminal piece of legislation… once the law is passed, I ask people to make full use of these opportunities. Dr Jagdeo articulated in his interview.

This legislation, he added too, will require oil and

gas companies and their sub-contractors, the obligation of submitting to the government a Local Content Master Plan to span five years. These companies will also be mandated to submit and seek approval for an Annual Local Content Plan.

“In those plans, there will be three sub-components,” the Vice-President outlined, “one to deal with the capacity-building of Guyanese; another to do with the employment of Guyanese and the third to deal with procurement opportunities for Guyanese.

Those plans will also be published, so that there would be increased transparency for that.”

The Local Content Bill lays out 40 services that oil

companies and their subcontractors must procure from Guyanese companies and from Guyanese citizens by the end of 2022. For instance, by the end of the upcoming year, Guyanese should provide 90 per cent of office space rental and accommodation services; 90 per cent for janitorial, laundry, catering services; 95 per cent pest-control services; 25 per cent medical services; 20 per cent aviation and support services and 75 per cent local food supply. These are just a few of the services highlighted in the first schedule of the document.

As part of the Local Content Bill, the government is also proposing the establishment of two

Omicron causes cancellation of thousands of Christmas flights Millions of people are facing travel disruption and increased COVID restrictions over Christmas, as the surging Omicron variant sees flights cancelled and safety curbs tightened.

Italy, Spain and Greece have made face masks compulsory outdoors again.

Catalonia, in northern Spain, has imposed an overnight curfew, and the Netherlands is in a strict lockdown.

Despite early findings that Omicron is milder than other variants, scientists are concerned by the number of cases.

Record infections were tallied in the UK, France and Italy on Thursday.

In the US, daily Omicron cases have risen beyond the peak of the recent Delta wave, and hospitals

are filling up across the country.

“When we have millions and millions and millions of people, all sick, all together at one time, it doesn’t take a large percentage of those people to topple over the hospitals,” Dr Hallie Prescott, associate professor of internal medicine at the University of Michigan, told the New York Times.

America’s top infectious disease expert, Dr Anthony Fauci, warned earlier this week that Christmas travel would increase the spread of the variant even among the fully vaccinated.

Thousands of flights have been cancelled across the world, according to the FlightAware website.

Despite the upheaval, many Australians may be celebrating the fact they can travel between states over the holidays for the first time in two years.

It comes after Australia said it would narrow the waiting time between second injections and booster shots to four months from 4 January, for over-18s. At the end of the month the gap will shrink further to three months.

South Korea, Thailand and the UK all cut their time between shots to three months in December.

In the UK, where strike action is expected to disrupt train travel on Christmas Eve and New Year’s Eve, Prime Minister Boris Johnson has used his Christmas message to urge people to get a booster jab in line with the festive “spirit of neighbourliness”.

“Though the time for buying presents is theoretically running out,” he said,

“there is still a wonderful thing you can give your family and the whole country, and that is to get that jab, whether it is your first or second, or your booster.”

Johnson has ruled out bringing in new restrictions for England before Christmas Day, but Scotland, Wales and Northern Ireland have all announced curbs on social mixing.

Many European countries are preparing to impose restrictions just after the festive period, including Germany which will restrict private gatherings to 10 people and close nightclubs from 28 December. Football matches will also be played behind closed doors.

Portugal has ordered bars and nightclubs to shut from 26 December, and made working from home obligatory from that date until 9 January.

More than 5.3 million people are reported to have died with coronavirus worldwide, according to Johns Hopkins figures.

There have been more than 278 million confirmed cases. Bethlehem, where Christians believe Jesus was born, will again host midnight Mass as a scaledback affair, without the thousands of pilgrims who gathered there before the pandemic.

Ecuador makes COVID-19 vaccination mandatory ures on travellers to try to curb the spread of Omicron, which appears to be more contagious but milder than other variants of the virus.

The government says there are enough doses to vaccinate the entire population (BBC/ AGENCIA PRESS SOUTH/GETTY IMAGES) Ecuador has announced that the COVID-19 vaccine will be mandatory for most citizens, saying the measure is needed because of a rise in infections and the spread of variants such as Omicron.

The Health Ministry said there were enough doses to “immunise the entire population”. Those with a medical justification will be exempt.

All others aged five or over must be vaccinated.

To date, 77.2 per cent of the eligible population has been given two doses.

And more than 900,000 people have received a booster shot.

The ministry said vaccines were a “shield of protection” against the virus, helping to prevent serious illness, hospitalisations and deaths.

The decision, it added, was based in the country’s constitution, in which the right to health must be guaranteed by the state.

Austria and Germany are among other countries planning a similar move.

Ecuador has already adopted vaccination certificates, which are required in public places such as restaurants, cinemas, theatres and shopping centres.

Christmas in Guyana

CHRISTMAS is celebrated every year on December 25 and it is both a sacred religious festival and a cultural and commercial phenomenon.

For over two thousand years, people all over the world have been observing the day with customs and practices that are both religious and secular.

Christians celebrate the day as the birth anniversary of Jesus Christ.

There is something extraordinary about Christmas in Guyana. People from all walks of life participate one way or the other in the Christmas festivities.

It is the one religious festival that transcends the boundaries of politics, race, religion and geography. The national mood is being lifted, and there is an air of festivity that permeated the whole of society. Indeed, it is one of the most popular and festive celebrations with streets full of shoppers and revelers.

Main Street, Georgetown has always been one of the attractions with its well-lit buildings and trees along the avenue decorated

with lights. This year there is the Christmas Village where a wide variety of items are on display including beautiful works of art and craft. Indeed, the ingenuity and craftsmanship of our local artists are on full display.

Many overseas Guyanese traditionally return ‘home’ to spend time with relatives and friends. This year is no exception. Hundreds of overseas Guyanese have returned home for the festivities. The Cheddi Jagan International Airport (CJIA) was a buzz of activities on Thursday last, as passengers, both local and foreign arrived to the characteristic Guyanese warmth and hospitality.

According to the Minister of Public Works, Juan Edghill, who was on spot to welcome the visitors, there were lots of excitement as visitors saw firsthand the new developments at the upgraded airport and the professional and courteous way in which they were treated by immigration officials. For many, this is their first visit to the country after several years

and the progress and development that the country has been making over the years have been apparent from the moment they landed. They no longer have to physically disembark the stairs of the parked aircraft to make their way into the immigration department. The baggage section has now been modernised and it takes a much shorter time to clear immigration and exit the airport into the welcoming arms of relatives and friends.

For those who have not visited the country over the past five years or so, it is like coming home to a new Guyana.

There is now a new political administration in place with the PPP/C once again in the seat of power under the youthful, dynamic and charismatic leadership of President Dr. Mohamed Irfaan Ali. Many would have read about the political drama of the last elections when attempts were made by the previous APNU+AFC Coalition to subvert the will of the Guyanese electorate, aided and abetted by some rogue elements within the

Guyana Elections Commission (GECOM) Secretariat and are happy that those sordid moments are now behind them and they are returning to a country where democracy and the rule of law has prevailed.

Judging from the mood of the Guyanese people, it is easy to loose sight of the fact, even if fleetingly, that we are still under the constraining influence of the COVID-19 pandemic which has taken a toll on the physical, economic and social life of the Guyanese people. Despite the challenges, social life continues to take its course, due in no small measure by the aggressive and pro-active stance taken by the PPP/C administration to contain the spread of the COVID-19 virus and to vaccinate a critical mass of the population against the harmful effects of the virus.

Indeed, Guyana is ahead of several countries in the region and the world as a whole when it comes to vaccination rates among the adult population.

A new Guyana is indeed beckoning, facilitated in no

small measure by the emerging oil and gas sector that has catapulted the economy to one of the highest growth rates in the world, and as a consequence, to higher levels of economic growth and prosperity. This is manifested in a variety of ways; higher disposable incomes; better access to house lots and affordable homes; better access to health and education services; greater access to potable water and improved road infrastructure. There is now a new mood of hope and optimism that the benefits of growth and development will have a positive impact on the lives of all Guyanese, regardless of race, ethnicity, colour, religion or political affiliation.

Guyana is undoubtedly undergoing significant change and transformation but our common embrace of the lessons of peace, humility, care, warmth and compassion embodied in the teachings of Jesus Christ continue to define us as a people. We all look forward to our Christmas Cake, Pepper Pot, Cook-up Rice,

Garlic Pork and other delicacies which seem to taste better at Christmas time.

And even as we celebrate the birth of Christ and bask in the glory of the Christmas lights, let us spare a thought for the less privileged in our society and, in whatever way we can, strive to make a little difference to their lives. Let us never loose sight of the reason for the season, namely to spend more time with family and friends, showing gratitude and love, sharing, making people happy and reflecting on the life and teaching of our Lord and Savior Jesus Christ.

Christmas Day in Guyana is indeed a special moment.

But the mood of festivity does not end on Christmas Day. The following day, Boxing Day, is known for drinking and merriment as the country progresses to the dawn of the new year of 2022. It is important that we continue to maintain a level head and try not to throw caution to the wind, especially in this COVID-19 environment.

Reminiscing from afar about a Guyanese Christmas season Dear Editor,

IN conversations, Guyanese in the diaspora reminisce about that special Christmas and end-of-year celebrations. The celebration of yesteryear is etched in the minds of Guyanese in the diaspora with a basket of memories – of spectacular fun during the colonial period and of deprivation of basic needs (under an ethnic dictatorship) just a few years after the colony became a nation during the 1970s and after until democracy was restored in 1992.

People were not rich. Homes were festooned with simple decorations except for white managers’ houses on sugar estates. Lights were a luxury for the poor. In fact, most people didn’t have electricity. Outside, trees and neighbourhoods were hardly decorated, although yards and exteriors of homes were prim and proper, neatly and immaculately kept. Because money was tight, very few people exchanged cards. But families received lots of Christmas cards from North America and UK from loved ones. Monetary and material gifts also came from abroad to fund simple celebra-

tions.

Growing up in Guyana, regardless of religious background (I being a Hindu), the season was one of expectancy. During the 1960s (probably even before that) thru the 1990s, there was so little to share but there was so much contentment and so much caring and compassion for others (the poor in particular).

The 1970s and 1980s were difficult years for Guyanese as virtually all imports were banned – including all items associated with the season. The list included flour to make cake and delicious pastries and bread, walnut, raisins, prunes, cherries, citrons, currants, apples, grapes, cajoor or dates, peardrax, cydrax, sweet wine, and items to make special dishes such as split peas (for dhal puri, kitchree, bara, phulourie, sahena, kachourie, pakora, etc.), potatoes (for alou paratha) canned milk (to prepare burfi, gulab jamun, kheer and other items), cheese (for cheese roll) channa, codfish, garlic, onion, spices, corned mutton, sardines, etc. The list of banned goods was endless. Possession of banned goods carried hefty penalties – confiscation, jail, fine, and bribes. And for females, sexual violence was

prevalent in the lockups or sex trade off to evade arrest when caught with banned goods. A lot of bribes were passed to prevent arrests and confiscation of banned goods that came from neighbouring Suriname and Venezuela. Toilet paper was almost unavailable with people using newsprint that was also scarce. Running water was not available at most homes. Pipes were dry. Toys were very scarce.

Most houses didn’t have electric lights. And even if one had lights, there were daily, almost permanent blackouts. During the 1970s and 1980s, most Guyanese returned to the bygone hand lamp and gas lamp era to light up the nights. And even when one did not have current, one still had to pay electricity bills.

Owners of private homes using electric plants were prohibited from selling to communities.

In spite of the unavailability or shortage of basic goods related to the Christmas season, we were satisfied with the little we had. There was team effort to prepare for the season. Adults and children shared in the chores from cleaning up to baking the cake to procuring the meat for the special meals. We were glad to assist with mixing the cake

because we got an opportunity to lick the spoon and basin or ‘katchey,’ the enamel bucket.

And we got an extra piece of cake for our labour.

Christmas offered the opportunity for renewal within the home. Old curtains were replaced with seasonal curtains.

The pickets, house walls and tree trunks would be washed or painted or white washed (with a special lime). Some acquired new furniture. Some people polished and varnished old furniture and the floor. New cushions would be in place along with new spreads on the beds and new pillows to welcome the new season.

There were no name brand sneakers and clothing. In fact, most of us didn’t have footwear. We had cheap US$2 wrist watches, no fancy jeans, caps.

Aerated drinks were not affordable for the masses. It was a treat to get a glass of aerated drink.

Pepsi and Coke were available for a period of time, but then suddenly became scarce; Icee and Red Spot were popular, backed by lemonade. Most families served kool aid, pine drink (made from the skin of pineapples), mauby, and ginger beer to go with local cake baked

over a fire side; very few people had stoves. For adults imbibing, there was only Banks Beer and Russian Bear rum, some other local brand rum, Diamond Club Whiskey, but no foreign whiskey. Youngsters up until the 1970s were absolutely prohibited from consuming alcohol and smoking. I didn’t taste beer until I was 16 and I found it horrible.

People went out on Christmas Eve for snacks and ice cream and purchasing scarce toys for kids. Carols were very popular with choir singing in front of churches. Christmas songs were also played on the air and the radio stations during the season. On Christmas Eve, we were told to hang up socks and pledged to behave well and take an oath never to curse. On Christmas morning, there was a gift in the socks – a cricket ball or money or some other item. As children, there was so much fun and joy as we ran around popping toy guns and playing with balloons or cricket.

Christmas time saw masquerade bands in their glory – beautiful dances and extempo live music at dusk into the night on Christmas Eve. They also performed over the next several days. Onlookers cheered the

bands and also donated money.

They went from home to home and street to street displaying their special dance and music.

On Christmas morning and Boxing Day, there were special treats, sumptuous cuisine – wafting in the air was the delicious smell of curried mutton, duck, chicken, dhal puri, assorted delicacies, cakes and drinks. We had a bellyful at home and by neighbours and relatives. Uninvited visitors also were treated royally. There was a repeat on New Year’s Day. Few people had phones in their homes and phones hardly worked. People relied on radio announcements for messages.

People looked forward to radio programmes that carried recorded greetings from loved ones in the UK and North America aired on Christmas Day or Boxing Day or New Year’s Day. Everyone gathered around the radio for these messages to find out if there was a shout out of their names.

What a memorable time we had yesteryear, even amidst the unavailability of basic goods.

‘Wish Upon a Star’ initiative warms the hearts of children

THE Human Services and Social Security Ministry has shared toys and goodies to children in Regions Three, Four and Five as part of its ‘Wish Upon a Star’ initiative.

Minister Vindhya Persaud said since the conception, this initiative aims to fulfil the dreams of children living with disabilities between the ages of four and 15.

These include children who may have suffered some traumatic or psychological incident, or became an orphan and never had the opportunity to experience the simple act of gift-giving.

Since the unveiling of this initiative in 2020, the ministry has seen resounding support from both the private and public sectors, and as such, she thanked those who partnered with the ministry to make this event a reality.

“With all that was going on in our country regarding the COVID-19 pandemic, that companies responded so favourably, there are many

THE year-end season of Christmas is one which is highly anticipated by almost everyone.

Indeed the season brings the curtains down on our year’s efforts and work and allows us to reflect on our achievements and difficulties.

While the season has adopted such meaningful symbolism, we also must remember its origins and significance. Christmas signifies the birth of Jesus Christ who laid the foundation for the Christian religion.

That religion which is embraced by a large section of the world’s people has survived many challenges espouses peace, empathy for the poor, and goodwill towards men. Today, as Christmas is once again celebrated, it is almost ironic that Christianity’s birth place has been caught in the throes of conflict and violence.

Of course, we cannot fail to recognise that this year’s Christmas season has been unlike any in the recent past. The COVID-19 pandemic continues to wreak havoc globally and has significantly curtailed contemporary life.

While mankind continues to face up to these challenges, we see too Christianity’s principles of piety, charity and assistance to the less fortunate shining through the dark clouds that have hovered over our world. This, like the birth of Jesus Christ, gives us hope that better days and times are ahead and that mankind confronted by adversity will not only rise, but surmount the challenges in its way.

At the local level, Christmas has grown into a national observance with Guyanese from all walks of life participating. This, we hold, speaks to the tolerance and unity of our people which have been tested in recent times. Though challenges to national unity abound, we know that our people will not be led astray by those who seek to divide for their own ends.

This Christmas season sees greater optimism among the Guyanese people. Already several of their burdens have been lifted and efforts to lift them out of the hardships placed on them are continuing. It is this hopefulness that is synonymous with the Christmas season. And it reminds us that there is indeed light at the end of the dark tunnel. It reaffirms that the people’s struggles were not in vain, and they have won out in the end.

It is with such thoughts in mind that the Guyana Agricultural and General Workers Union (GAWU) extends greetings to the Christian community and all Guyanese as we celebrate Christmas 2021.

The Christmas season signals that the history-making 2021 is nearing an end. It also signals that better and brighter days are ahead, as we see sustained efforts to advance development.

Over 65 per cent of PNC/R delegates did not vote for Norton - who still managed to win a landslide victory against Harmon and Van-West Charles in party’s leadership race

VICE-PRESIDENT Dr. Bharrat Jagdeo has made a stark analysis which highlights that only about 30 per cent of the People’s National Congress Reform (PNC/R) delegates at their recent congress supports the new leader of the party, Aubrey Norton.

Jagdeo, during an interview on Friday, highlighted that some 3,000 delegates from across Guyana and North America were slated to vote at the party’s 21st Biennial Congress held on December 18, 2021. At the elections, Norton received 967 votes, a mere 32 per cent of the overall delegates.

While voting was facilitated through a hybrid system where persons had the option to vote virtually or at one of the 13 polling stations locally – four in Region Four and one in each of the other nine administrative regions, only 1,282 votes were cast at the polls.

Harmon, who got 245 votes.

According to Jagdeo, the 1,718 delegates abstaining from voting is a clear indication that they have no-confidence in either of the candidates who contested the elections.

“If you have over 3,000 delegates, how come you only have just over 1,200 votes for the leadership; it meant that 60 per cent of their delegates to their Congress did not vote for any of their three leaders.

You’re in a bad shape when that happens as a political party,” Jagdeo said.

He added: “What is interesting to me is that at this point in time most of the membership and the senior membership of the APNU+AFC, they do not believe that they can win the elections in 2025 or that this bunch of leaders can guide them to any victory in the near future.”

Norton finally managed to be elected leader of the PNC/R after serving the party for some 49 years, and even after all that time, leading up the recent elections he was viewed with concerns from some quarters in the party and society who see him as someone who is unable to win cross-over support due to his past actions as the party’s grassroots organiser.

“We spoke to a number of Members of Parliament who were supporting Harmon and many of them said this guy is useless, he’s racist and many of them will have to contemplate their future. They may still hang on because it’s a job, but

many of them do not believe he can lead or mobilise the party into any force to regain political office,” Jagdeo shared.

NOT AUTOMATIC The Vice-President related that “longevity in the party doesn’t mean that you have the requisite skills to be a leader nor to manage the affairs of this country or to inspire people to follow you” and neither has Norton distinguished himself as someone fit to lead.

Even though Norton has been involved in the PNC/R since he was 15 years of age, he has never occupied any substantive decision-making positions. When the A Partnership For National Unity + Alliance For Change (APNU+AFC) won the 2015 elections and assumed government, Norton was appointed Youth Empowerment Adviser but was months later sent packing by then President David Granger.

“If you look at Norton’s history, Norton has not distinguished himself in academia; secondly, he has always existed at the fringes of the leader-

He continued: “And even in the five years that they just emerge from, he was practically somewhere I don’t know where he was, but didn’t again distinguish himself in any

major role. So, when you are faced with that, how do you bring the requisite skills to the table to manage a country like ours?”

Jagdeo made comparison to President Dr. Irfaan Ali, who he reminded, served at the ministerial level in his 20s and spent several years in high policy-making office in government as well as in opposition.

Norton, on the other hand, is known for his work in street protests. The VicePresident is not against protests but affirmed that the People’s Progressive Party/ Civic (PPP/C) will not be bullied into submission by violent insurrections, something the Nortonera PNC/R members are known for.

“The best way to engage with the PPP/C is to commit to a national agenda, move away from racism, there’s room for us to work today but don’t believe you can bully us into any submission,” Jagdeo said.

Children in 14 hinterland communities to be taught English as a second language

TO cater to the needs of school-aged Venezuelan and Amerindian children, the Ministry of Education (MoE) has disclosed its intention to expand its English as a second language programme to 14 more hinterland communities.

This announcement was made by Minister of Education, Priya Manickchand during a media brunch on Monday.

According to Marti DeSouza, Deputy Chief Education Officer (DCEO) with responsibility for Amerindian and Hinterland Education Development, the programme was designed with the idea of providing a smooth learning environment for pupils whose first language is not English.

He noted that this programme will be separate from the English and grammar subjects offered in the primary schools, since the target audience of the initiative will have to learn a completely new

language.

DeSouza told the Guyana Chronicle that the teachers in the 14 communities will benefit from a three-month internationally recognised training programme. He stated that upon completion of the programme, all participants will receive certification in being able to teach English as a second language.

“From next year, we are hoping to offer a certificate programme which will be internationally accredited, and we are actually partnering with VoicesGy, which is an NGO. Through VoicesGy, along with NCERD, the teachers will be able to benefit from the training, and we can begin the roll out of the programme into schools across the country,” DeSouza said.

He stated that while the initiative will be available to teachers in the selected communities, the ministry will not exclude other teachers, as migrant children are in schools

across the country.

Emphasising the importance of this type of training in the education system, he said that teachers need to be adequately equipped with the necessary skills and resources to cater to the varying needs of learners in the school system.

“This will be available to all teachers, because we found that the migrants are not just in particular regions, but they are moving throughout Guyana, and we want to make it easy for the teachers as they offer education to our children, because the aim of the ministry is to cater to, and meet the needs of all the children in the education sector,” DeSouza said.

OTHER PROGRAMMES This initiative is one of the many being rolled out in

the new year by the education ministry to target the way children experience education.

Minster Manickchand on Monday disclosed plans for the expansion of the Quality Bilingual Education Programme for Wapichan Children (QBEP) come 2022. This programme was designed with the idea of bridging the language gap so as to afford hinterland children the opportunity to learn in their native language.

According to the DCEO, the initiative will see teachers in several communities being trained to teach the ministry’s curriculum in the native tongue. He explained that, as part of that, the ministry will be moving forward with translating text books, its worksheets and other materials from

the standard English they are in presently, to the Wapichan language.

He noted that the initiative would improve the way children in the hinterland experience education, adding, “It’s going to be very impactful because we are starting them off young. We are actually teaching them in their mother tongue [and] as they move on eventually through the system gradually break into English. So, instead of having to wait and teach them two languages, it wouldn’t be any pressure to them learning a second language.”

Minister McCoy spreads Christmas cheer in Agricola MINISTER within the Office of the Prime Minister with responsibility for Public Affairs, Kwame McCoy, on Friday, shared Christmas cheer as he distributed toys to hundreds of children of Agricola.

Minister McCoy explained that various government officials have also been conducting toy distribution exercises with the aim of ensuring that children are able to experience the true meaning of the season.

“The Christmas season is one in which children look forward to gifts and toys, and so we have been distributing toys to several communities across the country.

Various Ministers and MPs of the government have been part of this exercise so I’m here in Agricola on the East Bank of Demerara to spread the Christmas joy,” the minister said.

The Ministry of Finance, in a release emphasising the importance of persons receiving their bonus payments, also acknowledged the efforts of the many staff involved in ensuring that the payrolls of the respective agencies were processed on time.

It was just over a week ago that the government completed the processing and paying out of a sevenper-cent across-the-board increase to all Central Government employees, along with their December salaries, which placed $10.5 billion in the hands of 50,000 public servants, teachers and members of the Disciplined Services.

Repeat offender charged with breaking and entering A 48-year-old porter, who was allegedly caught on camera breaking into a Duncan Street, Georgetown home and later leaving with two television sets, was on Friday remanded to prison.

Roger Bledman, of Norton Street, Wortmanville, appeared at the Georgetown Magistrates’s Court before Magistrate Rhondel Weever.

Bledman denied that on November 4, 2021, at Duncan Street, he broke into the dwelling house of Amernauth Dukhi, and stole one 65” Samsung flat-screen television valued at $150,000, and one LG flat-screen television valued at $150,000.

According to the police facts, on November 4, 2021, Dukhi returned home and found his door pried open. Upon making checks, he discovered that two televisions were missing. A report was later made at the Prasad Nagar Police Outpost.

The police, after reviewing footage from the Intelligent Surveillance System command centre, saw Bledman arriving in a motorcar, which was driven by Sheldon Greene.

Bledman went into the house, and later returned to the waiting motorcar with the two televisions in his hands.

Following his arrest, Greene reportedly told

the police that he did not break into the home, but only provided transportation for Bledman. He was charged for his alleged role in the crime.

Bledman was later arrested, and was pointed out by Greene during a confrontation at the Alberttown Police Station.

The court prosecutor objected to Bledman being released on bail, since he was previously convicted for a similar crime, and has an outstanding sentencing warrant for his arrest.

The magistrate upheld the prosecutor’s objection, and remanded Bledman to prison until January 28, 2022.

Security guard accused of armed robbery granted bail

A 22-year-old security guard, who allegedly robbed a woman at gunpoint, was on Friday granted $150,000 bail by City Magistrate Rondell Weever.

Reon Joseph, of Wren Avenue, South Ruimveldt appeared at the Georgetown Magistrates’ Court, and denied the charge, which alleged that on December 21, 2021, at Duncan Street, Campbellville, while being in the company of another and armed with a gun, he robbed Dawn Jeffery of a gold chain, bag, makeup set and a cell phone, along with other items totalling $247,000.

Despite objections raised by the police prosecutor, Magistrate Weever released Joseph on $150,000 bail, and adjourned the matter until January 28, 2022.

WITH the recent emergency use authorisation granted for the distribution and use of the first-ever oral antiviral COVID-19 treatment pill, Minister of Health, Dr Frank Anthony, said the government is working towards having it here in the “soonest possible time.”

This was revealed during Friday’s COVID-19 update.

The Health Minister said that the pill, which has already been through rigorous clinical testing and trials, has proven to be quite effective in treating patients experiencing mild to moderate COVID-19 symptoms.

“We really would like to have them… especially the paxlovid, because the efficacy seems to be very good,” Dr Anthony said.

Keeping the masquerade tradition alive

INDICATING that the Christmas season is near, one can hear the sounds of drums and flutes permeating from a band of flouncers. Dressed in colourful flamboyant apparel and performing multiple dances and tricks, these revealers are called masqueraders. They often surface during the festive celebrations of Mashramani and Christmas in Guyana.

In the blazing hot sun or even on cloudy days, Guyanese masqueraders work the streets keeping the centuriesold tradition going.

In the spirit of the Christmas season and curiosity of this tradition, the Guyana Chronicle journeyed to the East Coast Village of Belfield, a former plantation and spoke with one, Kwami Winth, who is the leader of a band called the Victoria Renegades.

Dancing since a lad, Winth over the years has played almost every character there is in a masquerade band.

Meanwhile, a shy Lennox Josiah, 14, who is the youngest member of the band, shared that he has been dancing for the past two years and always looks forward for the festive seasons to perform.

Josiah, a flouncer, while small in stature, manages to stand out among the older men, women and boys in the band.

HISTORY OF MASQURADE The energetic gyrations of masquerade can be traced back to West Africa. This tradition travelled across the seas and spread across the Caribbean.

The masquerade band is said to have its roots in slavery. The dancers and revelers are said to be features of religious societies in many areas. Four main types of masqueraders are identified by the roles they play: those who embody deities or nature spirits and to whom sacrifice is made to assure the fertility of land and people, those who embody the ancestral spirits, those who placate the

spirits through their dance, and those who perform principally as entertainers.

GUYANAESE MASQURADE CHARCTERS The band comprises of many traditional figures such as Mother Sally or Bam Bam Sally which is a female character who flounces around with an unusually funny and large behind; the mad Bull, a menacing figure with large horns; the man on stilts and revelers.

Traditionally, the band would parade through busy streets performing several articulate steps namely: The Flounce, expertly delivered by kids as young as five and seven years old.

Other steps include: BamBam Sally; Lady going to Market; Mad Cow; Side to Side; Breast Plate; Shovel; Chucku-Chucku, Circle; Elleo Toto; Long Lady; Stilt; the Drummers; and Style off – the art form which demonstrates how the money collector (dancing all the while) picks up tips or donations of cash which would have fallen onto the ground.

Inspector Stephens is ‘Best Detective’

INSPECTOR Nigel Stephen of the Guyana Police Force’s (GPF) Criminal Investigations Department (CID), on Thursday, was awarded the Best Detective prize of 2021 as a result of his exceptional performance.

At the CID’s annual Christmas luncheon and awards ceremony held at the Police Officers Mess Annex, Eve Leary, a number of ranks were recognised for their work throughout the year.

Some of the cases Inspector Stephen performed exceptionally include the investigations into the murder of Dr Colin Roach on November, 2 2021; the murder of retired Priest, George Chuck-A-Sang in December 2020; the murder of Canadian, Nicholas Jaipaul, in August 2020; Sophia double murder of GDF Lance Corporal Daniel Fraser and GDF Lance Corporal Sheniqua Hodge that occurred in September 2021; the murder of Peter Gonsalves on in December 2020; the execution of Delroy McKenzie in Linden

in July, 2021; the murder of taxi driver, Kennrick Trim at Ogle in June 2021 and the $58M Robbery Under Arms committed at the Wallison Enterprise at Gordon Street in August 2021.

This year, Deputy Commissioner of Law Enforcement (ag), Crime Chief Wendell Blanhum, noted that the CID has recorded the lowest rate of serious crime and highest cocaine seizures in the last 10 years.

Blanhum also commended all the ranks of CID, noting that they worked tirelessly throughout 2021, managing all obstacles while striving to achieve the mandate of crime prevention and maintenance of law and order.

Further, he noted that this year police also recorded the largest cocaine seizures with 546 kilograms.

Spurs boss Conte says managers meeting 'like talking to a brick wall'

(BBC) - Tottenham boss Antonio Conte says Thursday's meeting between managers and the Premier League to discuss issues around the COVID-19 pandemic was like talking to a brick wall.

On Monday the league chose to continue playing through the Christmas period.

Three games on December 26 have now been postponed, taking the total to 13, while players and club staff returned a record 90 positive tests last week.

Asked if the meeting was a waste of time, Conte said: "I think so."

The Italian added: "Yesterday it was (like talking to) a wall and for this reason I also prefer to not go into it."

The Premier League has declined to comment and BBC Sport has been told Spurs boss Conte did not contribute to any discussions within the meeting.

Hurricanes hit with five run penalty in BBL (ESPNCRICINFO) - Hobart Hurricanes were hit with a rare five-run penalty in their Big Bash League match against Melbourne Stars at Bellerive Oval yesterday after batter Tim David was deemed to have deliberately run short in the last over of the home side's innings. This is the first time a five-run penalty has been enforced in the BBL, for any offence.

In what was the penultimate ball of the innings, David hit a yorker-length delivery from Brody Couch to long-on, and while at first glance it seemed like the batters had returned for two runs, it was soon evident that

David had avoided finishing the first run in an effort to get back for the strike - his partner was No. 8 Nathan Ellis. As a result, what could have been at least one run, and possibly two, ended up being a dot ball. Not just that, for the deliberate act, David's team was slapped with five penalty runs under Law 18.5.1.

David kept the strike, though, and earned five more runs for his team - two off the regulation last ball, which was a full-toss that was a no-ball for height, and two more off the free hit. That Tim David

took Hurricanes to 180 for 6, and Stars began their chase with five runs already on the board.

Adding to the drama, there was obvious chatter between Stars players and David as the teams left the field at the end of Hurricanes' innings.

Peter Handscomb later said that Hurricanes players felt somewhat aggrieved by the penalty. "Tim was just trying to get back to his end.

He's a big boy and can hit sixes so it was his job to get back on strike," he told Fox Sports. "I've never heard that

rule before but every day is a school day so you learn something."

Adam Gilchrist said on the Fox Sports broadcast that he had never seen that type of incident before and believed it was "not really in the spirit of the game. It was really quick umpiring to pick it up ... good umpiring," he said.

Other instances of batters deliberately running short include Sri Lanka's Roshen Silva in a Test against England in 2018, and West Indies' Kieron Pollard in a match in IPL 2017.

Root calls on England to be ‘brave’ as decisive Test looms (BBC) - England have to respond by being brave, showing trust and eradicating "quite basic" mistakes in the third Ashes Test in Melbourne, says captain Joe Root.

They trail 2-0 in the fiveTest series after a 275-run defeat in the day-night second Test in Adelaide followed a nine-wicket loss in Brisbane.

After Adelaide Root said he was "frustrated" that England keep making the same mistakes.

Fast bowler Mark Wood, who did not feature in the second Test, said on Wednesday that England had had a "brutally honest conversation" and were

given "a kick up the bum", something batter Dawid Malan said was needed.

"We've addressed it as a group," said Root. "We spoke and had a very honest discussion at the end of the game. It was quite clear where we need to make improvements.

Shakib casts doubts over Test future

(ESPNCRICINFO) Shakib Al Hasan has cast doubts over his future in Test cricket, as he feels it is "close to impossible" to play all three formats, especially during the pandemic. Shakib also said that he wants to pick and choose ODIs, and avoid playing those matches that are not part of the Super League.

Shakib has already skipped Bangladesh's upcoming Test series against New Zealand that begins on January 1. He cited family reasons, and although it created a bit of controversy, ultimately the BCB granted him the leave. Shakib has been skipping many series since the 2017 South Africa tour, although he was also served a one-year suspension from October 2019 to October 2020 by the ICC. "I know which format to give importance or preference," Shakib told the Dhaka-based TV channel NTV. "The time has come for me to think about Test cricket. This is the fact:

whether I will play Tests or not and even if I do, how I will play the format. I also need to consider if I need to participate in ODIs where no points are at stake. I don't have any other option.

by IKO Karatekas - Karate Academy of Guyana hosts second grading exams

THE International Karate Organisation’s Academy of Guyana has just held its second grading examinations since its establishment in Guyana, but the first for its dojos in Georgetown and Linden where more than 70 students were successfully tested and promoted last week.

The IKO’s Academy, the largest Shotokan karate organisation in Guyana had held its first grading last year for Karatekas of the IKO Berbice dojo.

Gradings are formal assessments to review students' progress in acquiring skills in the art of Karate-do. They may be considered as "milestones" in learning.

It is a means of giving feedback and recognition of the Karate student’s skills.

Each grade is signified by a different colour belt, starting with the White and progressing to Black. Wearing a black belt is a great privilege, and carries a deal of responsibility Under the IKO’s ranking system that is consistent with most other traditional Shotokan Karate Organisations, there are 10 Kyu and 10 Dan ranks.

To obtain certification for each rank, the Karate student must fulfil the certification requirements and complete the testing procedure. Testing – or grading – is carried out by a panel of instructors headed by the Chief Instructor and Chairman Shihan Jeffrey Wong.

Additionally, in order to be eligible for belt testing, members must attend a minimum number of classes and meet the technical proficiency requirements of the Belt level for which they will be testing.

At the Georgetown Dojo, which is lo-

At the end of the grading examinations in expressing his complete satisfaction with the outstanding performances of the students who were tested, the Chief Instructor Shihan Wong a phenomenally gifted Karateka whose technical mastery of Shotokan Karate is well-known throughout Guyana, the Caribbean and other parts of the world where he has successfully participated in and led teams to international competitions since the 1970s, informed this news agency that it was his absolute intention to attain and maintain the highest level of performance from each student, every dojo and from the IKO Karate Academy of Guyana as a whole.

Wong credited the eminently successful grading sessions by IKO Guyana so far to the traditional teaching methods being used and the high standards implemented with each student. Each student learns each technique and tradition in its original and most powerful form. As a result, the IKO Academy of Guyana produces some of the strongest and most skilful Karatekas in the country.

The Chief Instructor stated that one of the biggest human traits that martial arts develops in practitioners is humility and even though he understood the pride his students felt in receiving their new rankings, he warned them and his instructors against engaging in self-aggrandisement and becoming enthralled with fancy titles and

ranks as he has observed has been the case with some other martial arts practitioners.

Amongst his plans for the year 2022 shall be the placing of emphasis on teaching martial arts etiquette which he considers to be one of the highest levels of practice in the arts.

The Karate Master who has been in the martial art of Karate for more than 50 years now, bemoans what he considers to be the recent commercialisation and sportification of martial arts in some quarters, and stated that the intention of IKO Guyana was not to teach Karate for commercial purposes as in the case where some clubs can be seen hosting gradings as frequent as three and four times a year, or to have their students engage routinely in showy demonstrations and mediocre tournaments ; but rather to preserve and spread traditional Japanese Karate throughout the length and breadth of Guyana through exceptional instruction.

Lieutenant Colonel Eon Murray of the IKO Academy of Guyana, who has been paying a lot of attention to the Linden Dojo said that they have been putting immense focus on the proper form and balance of each kihon, or basic technique. Through constant repetition of such techniques, he opined that a person’s body learns to move effortlessly, naturally, and their mind learns to be effortless and natural as well.

The Academy shall be hosting supplementary grading examinations in early January of 2022 for those students of the Georgetown and Linden Dojos who were unable to attend the recently held grading sessions.

Barbadian Bethell appointed vice-captain of England Under-19s (CMC) – Barbadian Jacob Bethell has been appointed vice-captain of England Under-19s for their ICC World Cup campaign in the Caribbean next month.

The left-hander, who completed high school in Barbados and also represented the island in the West Indies Under-15 Championship up to three years ago, is part of a 15-man squad who will be led by captain Tom Prest.

The holder of a United Kingdom passport, Bethell subsequently took up a scholarship in England and signed for Warwickshire earlier this year, making his debut for the county in the T20 Blast.

He also featured for England when West Indies Under-19s toured the UK for a six-

Head coach Richard Dawson said the January 14 to February 5 campaign would be a major stepping stone for the selected group.

BACIF, GFF partner for apprenticeship training of 12 footballers

BRASS Aluminium and Cast Iron Foundry Limited (BACIF) has joined forces with the Guyana Football Federation (GFF) to offer 12 trainee apprenticeships for male and female footballers, as part of its package of support for the year-end trio of football competitions and its ongoing partnership with the GFF. BACIF, the designer and creator of the official trophy for the GFF-Kashif & Shanghai (K&S) Super 16 Cup, made the announcement during the handing-over of the refurbished 2021 tournament trophy and a new “golden boot” for the most valuable player (MVP).

“Football transcends,” said BACIF Managing Director Peter Pompey. “BACIF is willing to accept, in 2022, 12 young persons as trainees on programmes that can see their development in the area of the various skills we are involved in.

We have to look at the development of football and young people in totality.”

Pompey said the BACIF football trainee programme would offer male and female players “from across the various regions in Guyana the opportunity to come to this organisation and, over 12 to 18 months, be trained in a lifelong skill that can really substantially contribute to

their wellbeing and future development”.

BACIF, a pillar of Guyana’s manufacturing and engineering sector for more than 50 years, will offer training in the following technical disciplines: design and technical drawing, pattern-making, foundry technology, fitting and machining, fabrication and welding, and quality principles.

The initiative follows hot on the heels of the GFF/MACORP partnership to provide industrial excavator training to 10 male and female footballers and to build on the current GFF Executive Committee’s focus on fostering a lifelong pathway of opportunity for players, coaches and match officials, on and off of the field of play.

“We have made a commitment to ensure that our players are well prepared to transition from football into a productive life,” said GFF president Wayne Forde.

“To have 12 footballers, male and female, participating in one year to 18 months of training here at BACIF, learning very important skills that they will be using for the rest of their lives in an ever-demanding construction and engineering sector in Guyana, is historic in any context.”

“I would like to offer our thanks, on behalf

of the GFF and our players, for the warmth and generosity of BACIF,” Forde said. “These are the initiatives and partnerships that can really have a lasting impact on the livelihood of footballers.

“We, at the GFF, plan to engage other organisations for them to provide similar opportunities to other footballers and we call on any so desirous to feel free to engage us. We are also looking at a raft of initiatives, including scholarships to local tertiary institutions like UG, GTI, GITC, Carnegie and other such institutions. Now is the time for corporate Guyana to step up and make a positive difference for footballers,” said the GFF president.

The GFF-BACIF training programme will be open to individuals of good character over the age of 18 who are registered with GFF and its members. GFF members will be asked to propose candidates, with an official selection

panel making the final decision.

“Football requires partnerships to grow,” Forde continued. “What we have seen over the past few weeks is a community of corporate sponsors investing in these tournaments to give young people the opportunity to participate in football.”

The trio of festive football tournaments, including Guyana’s first women’s Super 16 yearend tournament and a futsal competition, marks the return to play for football after the disruption of the COVID-19 pandemic.

The competitions, staged with the support of K&S, the Government of Guyana, the Guyana National Women’s Football Association and a host of corporate partners, build on the GFF’s work with UEFA, the European governing body of football, and CONCACAF to prepare for the safe and sustainable return of play at all levels.
