‘Cops’ probe suspected double suicide at Marriott parking lot

POLICE are investigating the circumstances surrounding the deaths of 25-year-old Paishnarine ‘Ritchie’ Hansraj and 34-year-old Justin Teixeira who were found motionless inside a car at the Marriott Hotel parking lot in Kingston, Georgetown, early Saturday.

And officials at the Guyana Forensic Laboratory have determined that the “white hard substance” which was found in the back seat of the car tested negative for the presence of narcotics.

Crime Chief Wendell Blanhum told online news outlet, the News Room, that officials at the Forensic Laboratory believe that the substance may be sodium cyanide, which is lethal.

However, that is yet to be confirmed as investigators have to send the samples to be tested overseas.

“Officials from the Guyana Forensic Laboratory have indicated to investigators that they

suspect the substances may be sodium cyanide which is lethal to human beings in small quantities.

However, this suspicion cannot be confirmed by the Officials because the laboratory doesn’t possess the capability to do such testing.

“As a consequence, the Guyana Police Force will resort to sending the samples to an overseas laboratory for further testing,” the Crime Chief told the news agency.

Sodium cyanide is a poisonous compound; it is a white, water-soluble solid. Cyanide has a high affinity for metals, which leads to the high toxicity of this salt.

It is believed that both men took their lives. The police, in a statement, reported that investigators are reviewing CCTV footage in an effort to determine the circumstances leading to the deaths of the young men.

According to the police, investigators were told by a 28-year-old em-

ployee of the Marriott Hotel that he received a telephone call from Teixeira’s 60-year-old mother at around 23:30hrs that her son was having a seizure. The mother asked if someone can check on him.

The hotel employee said he immediately dispatched another employee to check on Teixeira who was a guest at the hotel when it was discovered that the room he was staying in on the sixth floor was empty.

The employee then went, just after midnight, to Teixeira’s black Vezel motorcar (PAC 2607) in the parking lot where he observed Teixeira sitting in the driver’s seat, and all the windows of the vehicle were halfway down.

The employee said he opened the front passenger door and discovered Hansraj sitting in a crunch-like position. Both Teixeira and Hansraj appeared to be motionless.

Police confirmed that no marks of violence were seen on the exposed parts of the bodies. The bodies were escorted to the Memorial Garden Funeral Home awaiting an autopsy.

Teixeira was a flight attendant attached to American Airlines and

lived at Republic Park, East Bank Demerara.

Hansraj is known for his singing and was slated to get engaged next month.

He resided at Hague, West Coast Demerara and was the only son of his parents.

Police are also examining the Facebook accounts of both young men.

“And their last posts which were made approximately 8 to 15 hours ago

appeared to be of some investigative value,” the Crime Chief was quoted by the News Room as saying.

Hansraj’s last post on Facebook was made just hours ago and it stated: “I hope the world find peace today I love you all!

Teixeira wrote on his page: “Life is like a coin.

You can spend it any way you wish, but you only spend it once.”

Crane businessman robbed of $1.5M worth in gold chains

POLICE have arrested two of three suspects who robbed a Crane, West Coast Demerara businessman of 12 gold chains worth $1.5 million, on Friday night.

Police Headquarters revealed that the robbery occurred at around 20:30hrs at Riddim Flow Chill Spot, owned and operated by the businessman, 30-year-old Ren Persaud.

A 22-year-old taxi driver of West Ruimveldt, Georgetown and a 37-year-old of D’Urban Street are now in police custody; they are slated to appear in court early next week.

It is alleged that the businessman

was playing pools at his shop when he was approached by the three suspects, two of whom were armed with guns.

They then held up the victim, relieved him of the gold chains and discharged two rounds in the air, before making good their escape in a waiting white Toyota Fielder motor car with registration number PZZ3371.

Acting on information received, police went to Barber Shop Street, Crane, where they found the said car abandoned on the road.

Police are currently looking for the third suspect as the investigations continue.

Guyana’s first Liza Unity lift could earn US$106M

GUYANA’S first oil lift from the Liza Unity floating production storage and offloading (FPSO) vessel, which is servicing ExxonMobil’s Liza Phase Two project, could earn the country approximately US$106 million.

According to information from the Ministry of Natural Resources, Guyana’s first entitlement lift of one million barrels of oil was sold to ExxonMobil Sales and Supply, LLC, following a competitive bidding process by five companies, including the other shareholders of the Stabroek Block.

The Stabroek Block’s recoverable resource base is currently estimated at more than 10 billion oil-equivalent barrels.

ExxonMobil’s affiliate, Esso Exploration and Production Guyana Limited, is the main operator, holding some 45 per cent interest in the Stabroek Block, while Hess Guyana Exploration Ltd. holds a 30 per cent interest, and CNOOC Petroleum Guyana Limited, a wholly-owned subsidiary of CNOOC Limited, holds a 25 per cent interest.

The Liza Unity FPSO jumped to 340,000 barrels of oil per day, following the operationalisation of the Liza Unity FPSO in February this year.

The new production vessel has added to the more than 120,000 barrels per day being produced at the Liza Destiny FPSO, which began production in December 2019.

The Ministry of Natural Resources said the ExxonMobil affiliate’s bid for Guyana’s first lift from the Liza Unity FPSO was the best on the pricing differential for the crude, and this lift will incur no marketing fee by the lifter. The forecasted price for this lift is US$106 per barrel.

“This lift is a one-off ar-

rangement for the company.

The GoG [Government of Guyana] will be working to ensure that Guyana receives the best price for each cargo from both the Liza [Destiny] and Unity Gold crudes,” the Natural Resources Ministry related.

As it is now, without the addition of funds from the imminent sale, Guyana has

US$719,713,039 in its Natural Resources Fund (NRF).

It was reported recently that revenue generated from the local oil-and-gas sector is expected to catapult Guyana to the ranks of wealthiest countries in the Western Hemisphere, thereby increasing the government’s fiscal space to invest in initiatives geared at expanding

the economy, and improving the overall welfare of citizens.

“Guyana is now poised to be one of the wealthiest countries in the hemisphere; we intend to employ the gains from exploiting these deposits into initiatives geared at expanding the economy, improving competitiveness, giving people the best social services, increasing productivity, enhancing food production, and building new sectors,” President Dr. Irfaan Ali had said in his keynote address during a virtual faculty workshop on the microeconomics of competitiveness hosted by the Harvard Business School.

In painting a vivid image of what is expected of the oil-and-gas sector in the near term, Dr. Ali said that by 2025, operating cash flow, based on total investment, is expected to reach US$3.5 billion.

The performance of this sector is expected to improve even further as the years go by, since the success rate is 80 per cent, and there are already 28 commercial discoveries in the Stabroek Block.

Relief for Mocha-Arcadia residents AGRICULTURE Minister, Zulfikar Mustapha, on Friday, met with a team of farmers and Neighbourhood Democratic Council (NDC) representatives from the village of Mocha Arcadia, on the East Bank Demerara at his Regent Street office.

During the meeting, the representatives raised issues about drainage and irrigation, the development of farmland and access to potable water, among other things.

Minister Mustapha told the team that the ministry was willing to execute all the works that fall within

his sector and that a team of engineers will be visiting the village within the next few days to develop a plan of action so that those works can commence soon.

He also told the team that extension officers from the ministry will work to help farmers in the area with improving both their crops and livestock operations. At the end of the meeting the team expressed their gratitude for Minister Mustapha’s willingness to support their endeavours and said they looked forward to the visit by the team from the ministry.

Accommodation and food services, arts industries flourish in 2021 –– record 52.5 per cent increase

AFTRER being suffocated by the COVID-19 pandemic and other externalities in 2020, Guyana’s accommodation and food services industry and the arts recovered significantly in 2021, recording a collective increase of 52.2 per cent, according to the Bank of Guyana.

Those industries, which form part of the services sector, received a breath of fresh air when local authorities had adjusted the COVID-19 protocols to allow for the resuscitation of various economic sectors.

“The accommodation and food services, arts, entertainment and recreation, wholesale and retail trade, as well

as repairs activities recording the most favourable growth,” the Bank of Guyana said in its 2021 report, which was published recently.

Entertainment and recreation recorded growth of 34.4 per cent, while wholesale and retail trade and repairs increased by 32.9 per cent.

This year, with the hosting of Cricket Carnival in September, an event that will bring some of the biggest names in the regional and international entertainment industries to Guyana, the country is crystalising its place as the entertainment capital of the region.

Notably, significant increases

are forecasted for wholesale and retail trade and repairs (6.5 per cent), transport and storage (7.8 per cent), financial and insurance activities (3.9 per cent), administrative and support services (2.5 per cent), and real estate activities (2.3 per cent).

Overall, the Guyanese economy is projected to record real oil GDP growth of 47.5 per cent on account of higher output of oil.

In the non-oil economy, according to the Bank of Guyana, growth is estimated to be 7.7 per cent for this year, as the rice-growing and gold-mining sectors rebound.

“This positive outlook is as a result of easing of COVID-19 restrictions and increasing vaccination numbers, as the country moves further out of the pandemic,” the Central Bank said.

Fence to minimise conflict between Yakusari cattle, rice farmers AGRICULTURE Minister Zulfikar Mustapha has handed over $3 million worth of fencing materials to members of the Yakusari Cattle Association Corporation on Friday.

Prior to the engagement, the farmers met with Minister Mustapha and a team from

GAICO pumps US$10M into new dredging equipment –– President Ali hails company’s commitment to boosting local capacity

By Jared Liddell President, Dr. Irfaan Ali has hailed the US$10 million investment by GAICO Construction & General Services Inc in a new Trailing Suction Hopper Dredge - ‘the Malavi’, as a direct representation of diversity of services in action.

The investment shows the capability of local businesses to provide worldclass services while catering to the local demand.

The dredge was commissioned at Nimes, West Bank Demerara on Saturday, and according to the President, it will strategically add capacity to the local economy through

the provision of vital services.

The President hailed the company on Saturday during the dredge-commissioning ceremony; he noted that this massive investment is strategically adding capacity to the local economy as it diversifies the range of services that are provided locally.

The activity of dredging includes the removal of sediment and debris from the bottom of lakes, rivers, harbours, and other water bodies. It is a routine necessity in waterways because sedimentation—the natural process of sand and silt washing downstream—gradually fills channels and harbours.

ry of growth on a steep rise, there must be innovative and strategic investments that complement Guyana’s economic change, noting that this new investment by GAICO represents the private sector’s commitment to improving the local economy.

“These investments that are coming on stream allow us to build our machining or fabrication and our machining industries to another level. In building it to another level, we have to decide, do we want to become the centre of the growth of the marine industry?

“And if we want to be the centre of the growth of the marine industry what is the list of services that we must be able to provide?”

UNDERSTANDING THE LINKAGES The President noted that this investment is one that will have many spin-off benefits.

“We don’t only look at this as a singular investment; from the perspective of the government we understand the nature of the investment, the importance of the investment to the other sectors and to the realization of the different goals and targets that we want to achieve as a country.”

He noted that with an annual maintenance cost of over $40 million, Guyanese, especially those working in welding, fabrication, and machine shops, can expect to benefit yearly just from the upkeep of the massive dredge.

TIMELY The Head of State noted that this investment comes at an opportune moment as there is a definite need for dredging, especially on the west side of the river.

He disclosed that the government is currently assessing the viability of developing a diversion channel, which would require dredging for the removal of sediment and debris from the bottom of the Demerara River.

Meanwhile, Minister within the Ministry of Public Works Deodat Indar echoed similar sentiments while speaking about the spin-off benefits of the new dredging vessel, stating it would directly impact the socio-economic development of Region Three.

He explained that with the boom in major infrastructural development in the region, there is a direct need for materials to be transported to the region through the use of

conversation in Guyana for us to have a 24/7 deep-water port and that need now is becoming more and more critical with Guyana becoming an oil-producing nation.

It is imperative for us to have some of these rivers dredged and to allow deeper draft so vessels can get in and out of our channel, so all of us can enjoy better economies of scale for our importation.”

The US $10 million “Malavi” adds to GAICO’s current fleet of vessels which includes Hopper Dredges, Cutter Head Dredges, Hydraulic Cutter Head Dredges, Tugs Barges Supply Vessels, and Backhoe Dredges.

Regional Powerhouse

GUYANA is positioning itself to become a regional powerhouse.

With proven reserves of over 11 billion barrels which potentially could increase to 20 billion barrels further down the road, the country is poised to become the largest per capita oil producer in the world.

The recently approved Yellowtail development is expected to begin production by 2025. This would add an additional 250,000 barrels per day. Production is expected to reach 800,000 per day by 2025 with the coming on board of the Yellowtail, Payara, Liza Phase One and Lisa Phase Two. By the end of this decade, Guyana could be producing over one million barrels per day!

Not surprisingly, Guyana is now expanding its global reach by hosting several international oil and gas conferences. Not so long ago, Guyana hosted an international oil and gas conference which attracted investors and interested parties from all over the world.

Preparations are currently underway for the hosting of the next International Conference Energy Conference and Expo Guyana 2023.

This conference is slated for February 14 to 17, 2023 under the theme, ‘Harnessing Energy for Development’.

Prime Minister Brigadier (ret’d) Mark Philips, who delivered the feature address at the launching ceremony, conveyed government’s continued support for the event and for the prudent management of the country’s

oil and gas sector. As noted by the Prime Minister, the objective of the conference is to facilitate conversations between energy professionals and policymakers with a key focus on including discussions on agriculture, mining, housing, forestry and tourism and the investment and utilisation of our resources for a greener Guyana and, ultimately, a greener world.

As pointed out by the Prime Minister, “the successful hosting of the February 2022 conference has catapulted our efforts in a greater direction as we plan for the next such activity. One of our goals for the next edition is to deepen the discourse, extending our reach into areas of new energy research, and ensuring that there is growth and diversity in nationality of persons that come here to participate.”

The Chairman of the Private Sector Commission (PSC), Paul Cheong, reaffirmed the Private Sector continued support for the event. It is events such as these, he said, that ‘exposes us to new opportunities for growth; participation in the last conference provided space for major networking and partnerships.

The upcoming conference will be another occasion to build on those opportunities made; it will provide an opportunity for us to get to understand the industry, and not only oil but the non-oil sectors as well.

Without any doubt, oil and gas is a

game-changer and as observed by President Ali, the idea is not to build an oil economy but to use the revenues from oil to advance the development of the country in a holistic manner, with a focus on diversifying the economy. This is necessary to prevent the so-called Dutch Disease with a reliance only on the dominance of one sector only, namely the petroleum sector.

The PPP/C administration is committed to ensuring that our oil revenues are utilised to enhance the quality of life of all Guyanese.

The Local Content legislation is intended to ensure that Guyanese benefit from a fair share of the proceeds from our oil and gas resources.

Guyana is now on a new path of development where oil revenues will be a major catalyst for economic development. After decades of the granting of exploration licences in the Stabroek block, Exxon Mobil notified the government of significant oil finds.

The discovery of Liza 1 field, considered as a major discovery, has put Guyana on the petroleum map and attracted the attention of other operators. The impact of oil on economic development has captured the interest of many academics and policymakers.

There are those who caution against the ‘resource curse’ and the ‘paradox of plenty’. The underlying assumption of these perspectives is that by focusing only on oil

there is a risk of a lack of emphasis on the other sectors of the economy which could impact negatively in terms of sustainable development, especially in the context of price volatility.

This is exactly what the PPP/C administration is seeking to guard against. The focus on agricultural development and the tourism sector is meant to strike that balance.

The boom in Guyana’s oil industry has created a unique opportunity to leap-frog Guyana’s development. Due to our limited population size, the impact of increased oil production in the years ahead will place Guyana ahead of most developing countries in terms of growth rate and per capita income. According to Vice-President, Dr. Bharrat Jagdeo, Guyana’s per capita income has now reached US$9,000, a remarkable improvement over what it was before the discovery of oil.

The government is doing a commendable job in managing our natural resources within the framework of a low carbon development trajectory.

The hosting of these mega-conferences such as the oil and gas conference is one way of marketing Guyana and its abundance of natural, mineral and other resources while at the same time learning from the best practices of others and the sharing of perspectives on the way forward.

Smile Train has restored confidence in children across the globe

SMILE Train is an international charity that was established in 1999 and has a reputation for its work in 87 countries across the globe.

This organisation works with the notion of “teaching a man to fish” and aims to achieve every aspect of care for children who have cleft lips and palates.

Many children with cleft lips and palates are unfortunately stared at, ridiculed and at times neglected for their appearance and speech. These children who are intellectually gifted may not be exposed to the same opportunities as their peers because of their parents’ reluctance

to send them to school or expose them to the public.

Children with cleft lips and palates often navigate life with their smiles hidden; fortunately for our Guyanese population, this is about to come to an end with the introduction of our Smile Train Cleft Centre at the Georgetown Public Hospital Corporation (GPHC).

This local Smile Train team is headed by Dr Shilindra Rajkumar and his team, which includes doctors from the departments of Plastic Surgery, Paediatrics, Maxillo-facial Surgery and Anaesthesia, along with a competent core team of theatre and ward nurses.

This team, which is constantly expanding, has

restored the smiles of 31 children through 38 cleft procedures since the inauguration in September 2019. These surgeries were carried out on three separate surgical missions with the second and third being delayed by two years due to the COVID-19 pandemic.

The last surgical mission which was undertaken between April 8 - 11th, saw 13 patients: seven lips and six palates were operated on under the guidance of Smile Train Plastic Surgeon Louise Laberge and Anaesthesiologist, Dr. Richard Raker.

The Smile Train team is currently in the process of planning its fourth mission, which is expected to take place in September

2022. Currently, the team is undertaking active recruitment throughout the 10 administrative regions of Guyana to identify potential patients and refer them to the GPHC’s Plastic Surgery Department. When a patient is identified, the parents/guardians are contacted and the plans for care and surgery are made and all questions by the guardians are addressed in person or via telephone for outlying regions. The parents are then provided with a contact number for the doctors in the programme so their concerns can be addressed as they arise, and patients are referred to the specialist doctors if needed.

As the surgery dates approach, patients from

the hinterland who require assistance with transportation are contacted through their respective Regional Health Services and supported by DeSinco’s Trading, who make all the necessary provisions for transportation, including flights, from the hinterland to the hospital.

The patient’s preparation continues with the combined efforts of the Plastic Surgery, Paediatrics and Anaesthesia teams to ensure that the patients are optimised for surgery and receive the necessary procedures safely. However, surgeries are not the only aim of the Caribbean’s only established Cleft Centre, but the holistic care of the patient which caters for

their developmental needs.

As such, three elements will be added to the programme from this year, including: Orthodontics for implants and alignment of the teeth; Speech Therapy to improve pronunciation of words for communication; and nutrition, to assist with the patient’s growth and development.

Smile Train Cleft Centre’s team is determined to provide this service to all patients with cleft lips and palates in Guyana and the Caribbean, so that they can receive the care that they deserve, to live healthy, happy lives.

Beware of some of these 'international economists', 'financial analysts' Part 111 COUNTERARGUMENTS to the Economist Magazine Article by Alberto Miranda, in its March 26, 2022 edition, “Invest or Squander”, “Guyana’s tiny population braces for gusher of petrodollars…”

By and large, the author painted a negative picture with respect to how Guyana might utilise the oil and gas resources to manage the economy. To some, the general thrust of the article might be viewed as being offensive and worse, disrespectful.

The author posited that: “It is unclear how the bonanza will affect the country. Will a sudden injection of petrodollars boost much-needed infrastructure and pull thousands out of poverty? Or will it be squandered or stolen?

This statement suggests that the author is highly misinformed or at best uninformed about the subject he has pronounced upon and evidently, failed in conducting proper research.

Had the author examined the subject matter thoroughly, and if he was really interested to find out, analyse, and report on how Guyana might utilise the monies from its oil and gas resources, he would have found out the following: 1) The government’s policy with respect to the use of the oil resources is abundantly clear, well-articulated and imbedded in its policy framework.

2) The Natural Resource Fund (NRF) Act is publicly available which the author could have consulted to inform his opinion in terms of how the fund will be utilised. To this end, the Act clearly states that “all withdrawals from the Fund shall be deposited into the Consolidated Fund and shall be used only to finance – a) National development priorities including any initiative aimed at realising an inclusive green economy; and b) Essential projects that are directly related to ameliorating the effect of a major natural disaster.

Further, if the author wanted to delve deeper to ascertain what those national development priorities might be, he could have consulted the National Development Strategy (1996), the revised Low Carbon Development Strategy (LCDS 2022), and the government’s 2020–2025 manifesto for greater details on the development agenda of the country.

The national development priorities are those capital projects such as investment in the country’s physical infrastructure such as road, bridges, port facilities, housing etc, a new (secondary) city, climate resilient infrastructure, energy infrastructure projects such as the Amaila Hydropower Project and the gas-to-energy project, social infrastructure development such as public health and education, programmes designed to improve human development, investing heavily in a comprehensive economic diversification programme with emphasis on the agriculture sector, regional food and nutrition security, and an energy security agenda for the region.

Budget 2022 demonstrates a manifestation of the government’s approach to achieving accelerated development of its development agenda, in particular, infrastructural development – where 40 per cent or $220B of the national budget accounts for capital expenditure which will be financed in part by $126B from the NRF. This is prudent use of the country’s oil resources instead of expending heavily on consumption expenditure, which is a recipe for bankruptcy, hyper-inflation and the paradoxical Dutch disease in the medium to long-term.

It is worthwhile to mention as well that the author (Miranda) would have been able to perform a better analysis or have a more informed opinion had he examined the NRF Act against the Santiago Principles for compliance with international best practices on the governance model of the fund, transparency and accountability, wherein the Act is largely in compliance with those principles.

PUBLIC EXPENDITURE ANALYSIS

Looking at the growth trend for current and capital expenditure for the period 2008 – 2022 (spanning 15 years), current expenditure increased from $78.5B in 2008 to $335B in 2022 or by 329 per cent or an average annual growth rate of 22 per cent. Capital expenditure on the other hand increased from $36 billion in 2008 to $218 billion in 2022 or by $182 billion, representing an increase of 505 per cent. This level of increase in capital expenditure alone represents almost 91 per cent of the total budget for 2022.

During the period 2008–2014, there were three instances that recorded marked decline in capital expenditure – for instance in 2008, capital expenditure declined by 16 per cent relative to the previous year, but recorded a sharp increase by 31 per cent in 2009. In 2010, capital expenditure declined by a mere one per cent; however, in 2013 capital expenditure declined by 11 per cent. This was largely due to a change in the political landscape for the first time where in 2011 following national elections, a minority government emerged and the Political Opposition had a one-seat majority in the National Assembly.

As a result, several budgets were re-engineered where sharp cuts were imposed by the Political Opposition. Due to the many deadlocks that characterised this period in Guyana’s political history, a snap election was called in 2015.

This also explained the starker decrease in capital expenditure by 40 per cent in 2015. In 2016, capital expenditure increased by 53 per cent but continued a downward trend in 2017 through 2020.

Moreover, during the period 2006 – 2014, capital expenditure accounted for 41 per cent of total expenditure in 2006 and 2007, and averaging 32.3 per cent for the period 2008–2012.

In 2015, this trend changed dramatically where there were notable increases in current expenditure as a percentage of the total expenditure versus capital expenditure as a percentage of the total budget, wherein capital expenditure for the period 2015 -2019 accounted for 21 per cent on average, the lowest average recorded over the past two decades.

During the period 2015 – 2022, budget allocations towards the economic sectors declined by 10.32 per cent in 2016 and 27 per cent in 2019, thus resulting in the underperformance of some of the major economic sectors during this period. This trend changed in 2020 where allocations towards the economic sectors increased by 24.46 per cent in 2020, 25.31 per cent in 2021 and 27 per cent in 2022.

In the infrastructure sector during this period there was a sharp increase of 146 per cent in 2016 largely because of a sharp decline by 19 per cent in 2015.

In 2015, allocations increased by 24 per cent which then declined sharply by less than one per cent in 2018 and one per cent in 2019. This trend changed dramatically in 2020 with a 21 per cent increase in 2020, 38 per cent in 2021 and 91 per cent in 2022.

Letter exchanges IN a few weeks, Guyanese will celebrate Arrival Day, notably, the arrival of Indians to Guyana following the abolition of slavery in the nineteenth century.

In tandem with this historic episode, I will share four columns.

One interesting characteristic of Indian indenture was letter exchanges between India and British Guiana. This practice was developed by the colonial government to facilitate and maintain relationships between families in India and British Guiana which was uncommon in rural India, the origins of Indian immigrants.

Communication in rural India was based on oral tradition and the written form of communication was not widespread. Actually, some never wrote a line in their life, sim-

ply because they did not know how to.

The lack of knowledge about writing played a pivotal role in determining the extent of letter exchanges as well as the growing distance between families in India and British Guiana. D. W. D Comins, a government official, reported that from indentured Indians in British Guiana in 1890 only 2,035 letters were sent from the Immigration Department and 1,705 letters were registered at the Post Office for transmission to India. Even fewer letters were received from India. If we take into consideration that at any given time during the period of discussion an estimated 75,000-100,000 Indians resided in British Guiana and an estimated 2,000-3,000 Indians were either arriving or

leaving British Guiana on a yearly basis, particularly between 1860 and 1917, then the few thousand letters between British Guiana and India certainly represented a low level of communication. In 1927, seven years after indentured emancipation, of a total population of 127,017 Indians, 56,875 and 70,017 were living on and off the estates respectively. In that same year, only 1,123 letters were sent from British

Guiana to India, a substantial decrease from three decades earlier.

The reason for the lack of communication was that many indentured Indians were not in a position to remit any savings after spending at least one to two years in British Guiana. They were locked in a lowwage plantation regime where they earned just enough to sustain themselves at least in the initial stages of indenture.

Their own frustration to acquire savings as well as their inability to send back savings to relatives was a major embarrassment to indentured Indians in British Guiana.

Some indentured Indians simply did not communicate with relatives in India until they had accumulated enough savings while others simply abandoned ties with their departed homeland.

The infrequent communication was partly due to the fact that Indians were also encouraged to settle in British Guiana through a government-sponsored land-in-lieu-of-returnpassage policy. After the 1890s when the colonial government asked ex-indentured Indians to contribute to their return passage the letter exchanges decreased further resulting in a greater social distance between India and British Guiana.

Perhaps strange, In-

dians in India did not communicate frequently even when they received remittances. Robert Duff, a colonial official, declared that when the Indians left India, they were looked upon more or less as outcasts, and so when considerable amounts of remittances were sent from British Guiana to their friends and relatives in India, the latter did not take the trouble to even acknowledge them, although a stamped and addressed envelope was sent along with the letter.

Because of this practice, colonial officials often stated that Indian remitters in British Guiana would contact them to receive information if their relatives did receive the remittances. A policy was subsequently developed whereby a small fee was charged to remitters in British Guiana for the official acknowledgment of payment in India. The Post Office subsequently sent a note to the remitters informing them that the money order was cashed in India.

Why payees in India did not acknowledge remittances from their relatives in British Guiana is open to speculation.

Some Indians in India were perhaps unaware that their relatives were in British Guiana mainly because their relatives were lured, duped or kidnapped into indenture.

This sudden departure

might have explained why some Indians were despondent to their relatives in British Guiana.

They were under the impression that British Guianese indentured Indians abandoned them.

Moreover, those Indians who had crossed the Indian and Atlantic Oceans to get to British Guiana had, in minds of their families, violated communal caste customs.

Nineteenth-century Indian caste customs discouraged out-migration, in particular, travelling over high seas. The crossing of kala pani (black water) meant a loss of caste which could only be remedied by religious ceremonial purification. Indentured Indians might have tried to conceal crossing the kala pani by discontinuing communication for fear of rejection and social ostracism on their return to India. In the eyes of their relatives in India, they had essentially abandoned Maha Bharat (Great India) for tapula (Caribbean Islands).

Still, even if Indians in India had known that their relatives had signed contracts and had crossed the kala pani to work in British Guiana, continuous communication was not a normal expectation.

Companies relocate from Trinidad and Tobago as new facilities are announced

AS Guyana’s oil and gas sector continues to expand, project developments like new shore bases and the relocation of companies from historic producers like Trinidad have created both opportunities today and the potential for transformational economic benefits in the future.

New shore base facilities will contribute to opportunities in Guyana and benefit all sectors of the economy, not just oil and gas.

The recently announced state-of-theart Port of Vreed-enHoop facility will be a game-changing investment for all sectors in Guyana. By combining a dry dock, offshore terminal, fabrication yard, wharfs and berths, the facility will help make Guyana’s oil and gas service sector competitive and enhance the ease of doing business in the country. Importantly, the project developer, NRG Holdings, is a 100 per cent Guyanese-owned consortium of local businesses. This is one of the clearest signs yet that Guyanese companies are taking advantage of homegrown opportunities. The benefits will go beyond the facility itself and into the local community.

The government has committed to building a training centre at the port to help residents of the Essequibo Islands/

West Demerara region increase their skills and find jobs. This new shore base will directly and indirectly employ between 2,000 and 5,000 persons. Currently, shore base facilities in Guyana lack the size and capacity to support increased activity in the country. The VEHSI facility is currently leasing a 20-acre area for the next 20 years, but has the potential to increase project size over time dependent on ramp up.

Facilities like this will play a key role in servicing oil and gas production. Those functions, and the jobs and investment that come with them, have been rapidly shifting from Trinidad and Tobago, which has long hosted major regional oil and gas service operations. Now many of these functions have moved permanently to Guyana. Late last year, ExxonMobil moved its supply chain services from Trinidad to Guyana, which created new jobs for Guyanese and will continue to generate new jobs in the long-

term as the company’s operations continue to expand with growing production.

ExxonMobil also recently signed an agreement with the Vreed-en-Hoop Shorebase Inc. (VEHSI) to utilize 20-acres at the Port Facility for shore base services. Speaking at the ceremonial signing on Friday April 22, President of ExxonMobil Guyana, Alistair Routledge, said, “It has many strategic aspects and I’m really delighted to see that we’re spreading that investment, spreading the opportunity to other parts of Guyana. These investments are intended to be for the whole country.”

Beyond ExxonMobil, which is already heavily invested in Guyana, oil services companies like Baker Hughes and Halliburton are also making historic investments. Just last month, Baker Hughes opened a new local super centre facility for oilfield services and equipment—a multimillion-dollar investment for the next 15 years—with a promise

that a majority of recruited employees will be Guyanese. Halliburton, which has built a major support facility in Guyana, transferred its fluids operations and completions services from Trinidad to Guyana.

These relocations and investments have only been possible w i t h t h e a v a i l a b i l ity of competent and trained staff coupled with capacity-building and skill development from organisations like the Centre for Local Business Development (CLBD). Other companies moving operations to Guyana from Trinidad include TechnipFMC and Saipem.

Bristow, a provider of helicopter services to operations offshore, has also started flights out

of Guyana’s Eugene F. Correia International Airport and opened maintenance and training programmes there.

Guyana’s growing appeal as the regional hub of the oil and gas industry means its facilities and capacity could service neighbouring countries like Suriname and Brazil. While there are ample opportunities for Guyanese companies to grow by serving the domestic sector, becoming regionally and globally competitive could unlock opportunities anywhere in the world. Someday, homegrown Guyanese companies could be setting up operations in other new oil regions. Guyana is already in talks with some of its neighbours to create a regional energy corridor that would

link Guyana’s energy infrastructure, like the gas to power project, to Suriname, northern Brazil, and French Guiana.

New facilities in Guyana mean more opportunities to train and employ locals and more ways for international companies to transfer skills, technological know-how, and cutting-edge business techniques to local partners.

Guyana is transforming and changing rapidly as the benefits from the oil and gas industry begin to benefit our workforce and grow our economy.

More projects will only increase positive economic prospects, despite global economic turmoil, and elevate Guyana as a leader in the region.

Fake news and 21st Century Politics AN important component of contemporary citizenship or democracy is the ability to analyse news content, news commentaries and public information. Some scholars of the post-war era believe that democracy depends on people’s ability to discern or distinguish fact from

fiction and recognise political persuasion disguised as public information.

However, Guyana’s polarised political climate and disastrous, yet influential social media culture raise the alarm bells about the number of false news stories in circulation.

Crossfire By michael younge relate to people’s ability to recognise “fake news” and its damaging effects on government and other personalities.

This concern grew, more so, in the post 2019-period when it was clear that the APNU+AFC Coalition Government would fall to a no-confidence motion and would have to face the electorate at the polls.

From this point to now, there is public distrust of the media and what constitutes a reliable news source.

People no longer feel confident with the media information they receive as “news,” because they are suspicious about the ownership, content, and personalities that deliver the news to them.

This climate of uncertainty about the veracity and reliability of news led to the dependency on social media and the Internet for credible news as it unfolds.

While these sites are effective, they also aid in the diffusion of uncorroborated, or worse, incorrect information which is shared on various platforms without a second look.

Also, Guyanese politicians, mainly from the Opposition, have capitalised on this situation of uncertainty about what is truthful, balanced, factual, and meaningful public information.

Regrettably, little or no work is being done by some social media agencies to get the facts and to ascertain whether something is true before it is published or broadcast.

The opposition personalities are dominating the

online media with their crazy and, most times, bizarre allegations of corruption, lack of transparency and accountability, sometimes without facts, against the PPP/C Government.

These politicians believe they can say anything and get away with it on social media, but the public must challenge them by asking for the facts and evidence to support their cases against the government.

This action is the only way to expose them and their public campaign of misinformation or fake news.

A classic case in point occurred with the parliamentarian, Nima Flue-Bess, who was less than honest about the situation in Mocha-Arcadia and surrounding communities. According to information put on Facebook and media by the MP, the PPP/C Government and private investors are pressuring the residents to give up their plots of land by offering them money to move, so that the residents will not be able to benefit from the planned development there.

It was a PPP plot, according to her, to discriminate against the area politically and racially. FlueBess had no facts or proof.

She could not even say how much was the amount allegedly paid by the PPP/C Government. She did not even know the facts of the matter, but chose to come before the world.

Her entire story leaves more questions than answers to a rational being.

Her posture and tone at the press conference were also telling and appalling.

Could she be a stranger to the truth?

Could she be making this whole story up or parts thereof?

Is Flue-Bess trying to ignite the old flames about discrimination and political victimisation?

The truth is, this is nothing but politics disguised as public information and news.

Furthermore, this story told by Flue-Bess proves that the media must assert itself as the fourth estate now more than ever before.

It must also begin to enhance the media role as a credible gatekeeper, especially to rebuff the fake news.

These politicians must no longer be allowed to use their social media programmes and platforms to hurt Guyana’s image, nor to settle their political scores.

They are undermining the work done by the media on development and progress in Guyana.

Lastly, the PPP/C Government has to be proactive in combatting the levels of disinformation, post-truth syndrome, and fake news that the APNU+AFC is seemingly guilty of disseminating daily.

It has its work cut out for it, suppressing and stopping the tide of fake news and disinformation about the work of government projects and policies, but it cannot do it alone.

Additionally, the public must play an integral role in recognising this fake news syndrome before the next general and regional elections.

Approved antiretrovirals for COVID-19 and counterfeit alert

ON April 22, 2022 WHO (World Health Organisation) endorsed the newest combination anti-retrovirals, nirmatrelvir and ritonavir, made by Pfizer under the trade name Paxlovid.

This product was deemed the best therapeutic option for the highest risk patients, as evidenced from two randomised controlled trials which engaged just over 3000 participants.

Those classified as highest risk were the immunocompromised, elderly and the unvaccinated. This category of persons is estimated to make up just 10 per cent of the riskiest hospital admissions. Paxlovid has been notably successful in 84 per cent of those cases, which translates to reducing hospital admission for 84 out of 1,000 cases if implemented.

However there are a few barriers for middle and low income countries, such as timely testing, cost of treatment and the licence agreement between the original manufacturer Pfizer and the Medicines Patent Pool, enabling the availability of cheaper generics.

Treatment success is hinged on the equitable and universal access of such medications and

the quick and accurate testing and diagnosis to catch the disease soonest.

However, it was noted that testing was very slow (80 times slower) in low income countries when compared to more privileged countries. Best results were noted for this combination drug when administered at the commencement of the disease. Hence, it is recommended for the mild or moderate cases, thus preventing the advancement to a more severe form of the disease for high risk patients.

Remdesivir, another antiretroviral, is currently under review by the WHO for use in critically ill COVID-19 patients.

However, it has been recommended only now for mild and moderate cases who are high risk for hospitalisation, after evaluation of clinical data.

The FDA had issued an EUA (emergency use authorisation) on December 23, 2021 for molnupiravir, an antiretroviral manufactured by Merck and Ridgeback Biotherapeutics and indicated for patients who are at high risk of progressing to severe COVID-19 disease. However it was only recommended as the second option, according to the treatment protocol,

for cases where Paxlovid and remdesivir cannot be used.

Until the trade agreements are ironed out, a gap is left in the system and a business opportunity for unscrupulous giant drug dealers, who may falsely produce and sell “look alike” versions to the unsuspecting general public for huge sums of money, under the same trade name or the generic names once approval is granted.

As long as demand exceeds supply, there will always be an opportunity for fake products.

When this demand is for life saving medicines, the merchandise value becomes a matter of interest to the unlicensed non-professionals, who are involved in organised crime.

Illegal importation and evasion of mandatory regulatory requirements by a well organised criminal network are other factors to promote counterfeiting. Hence regulatory oversight at the importation levels must be sharp and consistent, on alert at all times through the known and unknown channels. Anti-corruption programs and law enforcement agencies must be activated to root out all guilty offenders and collaborators from

the system with stringent penalties so as to set the correct tone for business.

Also, the infrastructure and technology to detect fake pharmaceuticals is an absolute necessity, as highlighted by a CNN production, 60 Minutes.

Three years ago, Forbes estimated that the counterfeit pharmaceutical business was about USD 200B annually. As reported in the British Medical Journal in November 2021, a seizure worth USD3.5M with fake vaccines, face masks and COVID-19 tests was conducted by an Interpol operation in Southern Africa where 179 suspects were arrested.

In January 2022, Gilead Sciences had announced another seizure of some 85,000 bottles of counterfeited antiretrovirals used in HIV treatment and sold through the state of the art United States supply chain.

Substandard or falsified quality antiretrovirals pose a public health threat, especially when used for contagious viral infection such as the COVID-19 pandemic, since resistance may be developed to the best medications. Life threatening side effects from contaminants used to manufacture these counterfeits may add fuel

to fire since apart from the prevailing illness, the other organs can be compromised. Hence, if systems are not instituted now, it can erode all the efforts made by the majority of healthcare workers and undermine the public safety.

More vigilance is required as novel treatment options are introduced for COVID-19. This new dynamic situation which has evolved, allows individualised freedom with self-testing and now outpatient treatment. Safety and effectiveness must be the watchword even in the face of limited available resources with overwhelmed hospital systems.

So to guarantee the acclaimed benefits of

these breakthrough discoveries as seen from clinical data presented, the regulatory and overall health systems must preserve the authenticity, affordability and widespread geographical distribution for all humanity.

By Navendra Seoraj INVESTORS in Bonfim have started to position themselves to capitalise on direct and spinoff opportunities in Guyana, where oil and gas and other productive sectors, coupled with prudent fiscal planning, are spurring rapid economic advancement.

Lying on the edge of the border between Guyana and Brazil, the Brazilian municipality already plays a significant role in facilitating economic co-

operation between the two South American nations.

Bonfim, together with Lethem on Guyana’s side of the border, creates an integral conduit for travel, trade, tourism and many other activities that are beneficial to both nations.

And greater opportunities are in the pipeline for stakeholders on both sides of the border, as authorities move closer to finalising further arrangements for the paving of the road from Linden to Lethem.

President of the Caribbean Development

Bank (CDB), Dr. Hyginus ‘Gene’ Leon, in describing the massive project which will be done in phases, had said: “Almost one half of Guyana’s potential will be linked one way or the other to just opening that corridor.”

With this project and other crucial developments, Guyana’s economy is on the rise and Mayor of Bonfim, Joner Chagas, told the Sunday Chronicle that investors within his municipality are positioning themselves to strengthen the

existing business relationship and capitalise on opportunities that might arise in the near future.

“Yes, we could see persons in Bonfim are preparing to capitalise on the impending opportunities in Guyana,” Chagas said.

Although the mayor was unable at that time to provide specific statistics on items or produce that are traded between Bonfim and Lethem, the Sunday Chronicle understands that Guyana, on a broader level, earned over US$20.4 million from exports to Brazil in 2020.

According to the Observatory of Economic Complexity (OEC) - an online data visualisation and distribution platform - the main products exported from Guyana to Brazil in 2020, were rice,

On the other hand, Brazil, a known manufacturing and commercial hub in South America, exported soya bean, unglazed ceramics and tractors to Guyana in 2020.

Mayor Chagas said soya bean cultivation is one of the strengths of Bonfim, and it is an area which the municipality and its stakeholders would be looking to expand.

“For now, what we have is the soya bean and that is what we have room for expansion in,” the mayor said, adding

that there also other areas in agriculture that are of interest to stakeholders in Bonfim.

Just last year, Guyana began the cultivation of corn and soya bean, an initiative inspired by the Government of Guyana that is being spearheaded by a group of investors which includes Brazilian-owned N F Agriculture.

Other investors involved in this initiative include Guyana Stockfeed Limited, Royal Chicken, Edun Farms, SBM Wood, the Dubulay Ranch, and Bounty Farm Limited.

It was reported in February that the success of the corn and soya bean trials has led to a decision by the private sector to increase from its initial size to 2,700 acres of land for commercial trials in 2022.

This, according to Senior Minister in the Office of the President with responsibility for Finance, Dr. Ashni Singh, will result in 1,500 tonnes of soya bean and 3,000 tonnes of corn being harvested in the second half of this year.

With the anticipated success of the commercial trial, cultivation is expected to ramp up to 12,500 acres in 2023, 25,000 acres in 2025 and 56,000 acres in 2028.

Some $102 million was expended in 2021 and a further $426 million is budgeted in 2022 to complete the road to facilitate the expansion of this project.

“Most people in Guyana these days think about oil and gas, but this sector gives us an opportunity to build up an economy that is strong, and we have made it very clear that education and health are being targeted to be among regional leaders,” President Ali said.

He said that in Guyana, development is taking place after many countries may have had access to a variety of resources.

“And what we have seen, unfortunately, is many of the major global ranks are already owned by persons outside of Guyana. So, you have persons owning a franchise for a number of

the fast food restaurants, for health care services, brands.

“This is unfortunate but it is also a wakeup call for us in Guyana that these people were forward thinking and they secured rights for important brands in Guyana and other countries, so our private sector must also be

forward thinking and that is why I am pleased to be associated with this event,” President Ali stated.

The Head of State shared that in the latter part of 2022, a shift in the momentum would be seen towards implementation. He also said that the government is

focusing on primary healthcare, and supporting private healthcare as well.

“We are supporting them to invest in specialised care, so that they would have the ownership of specialised care with the government’s support,” the President said.

New four-lane highway from Schoonord to Crane –– President Ali announces

INCREASED traffic along the West Bank and West Coast of Demerara corridor has necessitated the construction of a fourlane highway from Schoonord to Crane, according to President Dr Irfaan Ali.

“…because of the speed of development in the region [Region Three], we have to go with a stop-gap and build an alternative four-lane highway from Crane to Schoonord because that is where there

is a huge traffic back-up,” President Ali said in his address at GAICO’s dredgecommissioning ceremony at Nismes, West Bank Demerara (WBD), on Saturday.

The Head of State related that he led a team of ministers on Friday to inspect the alignment, which

is about three miles long.

Owing to the rapid pace of development, this highway will precede the planned construction of a four-lane highway from Schoonord to Parika on the East Bank of Essequibo (EBE).

President Dr Irfaan Ali open thousands of acres of land for housing, massive agriculture and agro-related projects, and for tourism and other related activities.

The construction of this particular road, however, is merely a component of a broader plan to modernise the country’s infrastructure and create myriad alternative and more convenient linkages.

At the centre of those plans is the intended construction of a new ‘flyover’ Demerara Harbour Bridge, which will stretch from Nandy Park on the East Bank of Demerara (EBD) to La Grange, WBD. The new four-lane, high-span bridge, once completed, will replace the existing structure which was built in 1976, over four decades ago.

In continuing its drive to transform the country’s infrastructure, the government has allocated the largest portion of its milestone $552.9 billion Budget 2022 to the Ministry of Public Works. A total of $96.1 billion has been allocated to the ministry, which is responsible for the country’s infrastructure.

Some $76.7 billion for roads and bridges under the Ministry of Public Works in the 2022 budget.

Another component of public infrastructure is the construction of houses and the accompanying facilities to make the environment conducive to living. To this end, the government has allocated $12.4 billion for further development of the housing sector.

“With the construction boom underway, particularly pertaining to the rapid expansion in housing and road projects, the development and expansion of the other mining and quarrying subsector is crucial,” Senior Minister in the Office of the President with responsibility for Finance, Dr Ashni Singh, had said.

This expansion, he related, has the potential of lowering construction costs since the abundance of local, readily available resources could ease the impact of imported inflationary pressure on the cost of key construction materials.

In an area related to construction and manufacturing, there is expected to be significant growth by the end of this year.

Georgetown American University attends AMSA Convention

INSTITUTIONS/organisations that are owned and managed by Guyanese continue to contribute to the development of Guyana and the Georgetown American University (GAU) is one such institution.

It is primarily a Medical Institution which was established in November 2013

by Dr. Melissa Varswyk, its Chief Executive Officer.

GAU has a satellite campus in Georgia, USA; the university strives to be an exceptional academic institution focusing on functional STEM education and research. Its integrated teaching programme is inspiring and challenging for today’s students, fostering awareness of problems and the creation of solutions.

GAU says it seeks every opportunity to create alliances/partnerships with institutions/organisations/professionals aimed at enhancing its overall mission of making a significant contribution to the Guyana Health Sector and farther afield.

Recently, 13 Guyana-based student doctors and faculty and five from the satellite campus attended the 72nd Convention of the American Medical Student Association (AMSA) at the Hyatt Hotel in Virginia from April 7 to April 9.

AMSA is an independent Global Association that exists to support, inform and inspire ‘tomorrow’s physicians’. It has been in existence for more than seventy (70) years. It is a student-run organisation and continues to seek better ways to impact the global health sector positively.

It must be noted that GAU is an official partner with AMSA. A relevant agreement was signed in March 2022.

AMSA’s Convention provided the opportunity for the student doctors and faculty of GAU to participate in workshops/interactive sessions and other activities.

According to Dr. Melissa Varswyk, CEO of GAU, “The trip was a great success as GAU consolidated its strategic partnerships within the

The GAU team did not forget necessary protocol.

congratulated the student doctors on being ‘Educational Ambassadors’ for Guyana and GAU. He posited that their exposure to other students would benefit them and ad-

vertise Guyana’s efforts to promote quality medical education. He wished the students every success in their studies.

GAU’S representatives also had the opportunity to visit Senator Roxanne J. Persaud of Congressional District 19 and its student doctors also benefitted from a tour of the Hofstra/Northwell Insitution.

The Georgetown American University says it looks forward to continued collaboration with AMSA. The GAU AMSA ‘Branch’ now has a new executive body led by President Mary C. Kosi Udoh; Financial liaison – Joel Braithwaite; Membership Liaison – Seona Wray; Secretary – Cassi Jhingoree; Advocacy liaison – Rachel Alfred.

Sophia man robbed twice on the same day POLICE have arrested one person in connection with two instances of armed robbery committed on 27-year-old vendor Glenroy Griffith.

Police Headquarters reported that the incidents occurred between 16:30hrs and 22:00hrs on Friday at ‘B’ Field So-

phia, Greater Georgetown.

Griffith was robbed of a 16 penny-weight gold chain valued at $176,000 and his grey Honjue motorcycle (CL 5439) valued at $212,000.

According to the report, in the first instance, at about 16:30hrs, Griffith was liming with some

friends on a bridge at ‘B’ Field Sophia when he was approached by a man called ‘Peter’ and another man.

Peter reportedly slapped Griffith across the face, pointed a gun at him, and snatched the gold chain from his neck.

Police said the men es-

caped on foot.

Griffith then went to the Turkeyen Police Station and made a report; he was told to wait on a patrol vehicle to visit the scene, but instead, he left and went away.

Later, at about 20:30hrs, Griffith was at home on his veranda when

he observed Peter, Peter’s brother, and six other men approaching from a northern direction.

One of the men drew a handgun and fired several shots in Griffith’s direction. Police said Griffith managed to escape and scaled his neighbour’s fence where he took cov-

er.

One of the suspects then left with Griffith’s motorcycle which was parked on the road in front of the house.

Peter’s brother was later arrested and taken into custody.

Investigations are ongoing.

Somerset slump against Surrey after superb Peter Siddle spell

AUSTRALIAN pacer Peter Siddle marked his 200th first-class game with six wickets before a Somerset collapse left the game in the balance at The Oval.

Surrey reached 308 all out, adding 104 to their overnight 204-5, as Siddle cleaned up the tail to return 6-51.

Jamie Overton produced the ball of the day, an inswinging yorker, to bowl Somerset opener Matt Renshaw for 10.

And although Tom Abell (53) and Tom Banton (52) batted well, Somerset were 196-9 at the close, 225 ahead.

There was a worrying moment for Surrey and England followers when Ben Foakes collided with Jamie Overton as he dived across to take the catch to dismiss Banton off Reece Topley (3-49).

It left the wicketkeeper lying on the ground but he was eventually able to walk unaided to the boundary, with Ollie Pope taking over behind the stumps.

Sam Curran top-scored with 80 in Surrey’s first innings, again falling short of an elusive maiden century when he was caught at second slip off Siddle.

But the home side were

only 29 behind when they were finally all out and then removed both Somerset openers with only 43 on the board.

Abell - who made a career-best 150 not out in the first innings - and Banton added 89 for the third wicket before the former edged behind off Ryan Patel, the second of four catches taken by Foakes.

Boos echoed around the iconic stadium as a pumped-up Whyte let out his trademark wolf-like howl before walking to the ring.

Fury’s ring walk was extravagant. It began to the tune of Don McLean’s ‘American Pie’, soon turned into ‘Juicy’ by Notorious B.I.G and ended on ‘Sex on Fire’ by Kings of Leon. Fury then sat on a throne as fireworks blasted skywards, before heading towards the ring.

He towered over Whyte as the two men touched gloves. Fury teased before the fight that he could switch to southpaw and neutralise Whyte’s dangerous left hook but, surprisingly, it was Whyte who came out as a southpaw in a cagey opening round.

It was then Fury’s turn to switch from orthodox in the second as the battle of mind games continued, with the champion edging the opening two rounds.

He landed with a solid two-punch combination in the third, prompting Whyte to charge at the champion. But the challenger could not get close to Fury, who used his height and reach advantage to keep Whyte at bay as the fight progressed.

The contest truly heated up in a spicy fourth round. Whyte connected when asked to break, which clearly agitated Fury.

The fighters twice received a telling off from Mark Lyson, as the referee struggled to control the two men who boast a combined weight of 37 stone.

Whyte’s telegraphed overhand rights were getting nowhere close to the elusive Fury, who was connecting with ease.

Then came arguably Fury’s greatest punch of what is proving to be an illustrious career. He teed it up with a left jab and as Whyte stepped forward, Fury whipped in the brutal uppercut.

Whyte fell back on the canvas. He channelled the warrior spirit he spoke of before the fight but, as he made it to his feet, was clearly in no position to continue.

FURY INSISTS HE MAY HANG UP THE GLOVES Fury, as expected, took the microphone and treated fans to his own rendition of ‘American Pie’ in the ring following his victory.

It was a singsong to end the perfect homecoming party for the Morecambe-based fighter, who was boxing in the United Kingdom for the first time since 2018.

He said before the fight that this would be his last, that by boxing at Wembley he had reached his pinnacle.

Many in the sport took those comments with a touch of scepticism - it is something he said several times before - but it seems Fury is sticking to his word.

His compatriot Anthony Joshua is likely to rematch Ukraine’s WBA, IBF and WBO champion Oleksandr Usyk this summer.

The lure of fighting the winner for all the belts - and the lucrative nature it brings, particularly if Joshua is victorious - could just tempt Fury to halt his retirement plans.

A CAREER OF HIGHS AND LOW If this is the end, however, it is a remarkable career for a man who, at 6ft 9in and 19 stone, has an ability to glide across the ring resembling an elegant ballroom dancer. His style, for his size, is unmatched.

He is a boxer who went from narrowly beating John McDermott on points for the English title in Brentwood to becoming a unified world champion, shocking long-reigning champion Wladimir Klitschko in Germany in 2015.

A boxer who came back from over two and half years out of the sport and reclaimed a heavyweight title, cracking America and sharing arguably one of the greatest trilogies in the sport with Deontay Wilder.

He has entertained reporters by dressing up as Batman or taping his mouth shut at media conferences. Fury even had time to join the scripted world of professional wrestling.

In the second coming of his career, Fury has spoken openly about - and become an advocate for - mental health struggles.

But his career has not been short of controversy. Not long after his first world title, Fury made homophobic and sexist remarks during an interview.

He previously tested positive for a banned steroid - something he blamed on eating uncastrated wild boar - and later admitted to use of drink and drugs to help deal with depression.

More recently, his fight with Whyte had been somewhat overshadowed by Fury’s links to Daniel Kinahan, who earlier this month was among seven people hit with worldwide financial sanctions by the United States.

Fury had previously been advised by Kinahan but this week insisted he has “absolutely zero” involvement with the Irishman.

It has been a career full of highs and lows. But despite the retirement, seeing the Gypsy King in a ring again - with potentially an opportunity to cement his status as the greatest British heavyweight in history - is wholly possible.

WHAT NEXT FOR WHYTE? Apart from the few months following his defeat to Alexander Povetkin in 2020, which he then avenged, Whyte had been mandatory challenger for the WBC belt since 2017.

“Dillian is a warrior and I believe he will be a world champion,” Fury said as he and Whyte embraced post-fight.

“One of the greatest and, unfortunately, he had to fight me tonight. You are not messing with a mediocre heavyweight; you are messing with the best man on the planet.”

Since his first career defeat to rival Joshua in 2015, Whyte has proved his world-level credentials with wins over the likes of Joseph Parker and Povetkin.

He is still a big draw in the sport.

A rematch with rival Joshua, should he lose against Usyk, is easy to sell and one which could capture the imagination of boxing fans.

Time will tell what the future has in store for Whyte, but the night belonged to Fury - one of, if not the greatest British heavyweight of all-time and a future Hall-of-Famer.

New Zealand blueprint should be England’s model to revive red-ball game IN 2015, when they were rebuilding their one-day international side, England ostentatiously tried to mimic New Zealand’s approach, with remarkable results. Now, when needing to reset their Test side, England would be wise to heed lessons from New Zealand once again.

Since the start of their home summer in 2013-14, New Zealand have enjoyed the finest era in their Test history.

They have won 37 Tests including the inaugural World Test Championship final - and lost only 20, a win-loss record just beneath India and Australia.

New Zealand’s record in this period - 1.85 victories for every defeat - is over twice as good as England’s return of 0.88 win for every defeat.

While it is easy for England to lament India’s demographic and financial heft and Australia’s climatic advantages, New Zealand’s hand is altogether less enviable. Cricket is not the national sport. The population is five million to England and Wales’ combined 59 million.

New Zealand Cricket has only one-eighth of the England & Wales Cricket Board’s revenue: £27.5 million to the ECB’s £207M. Yet they have achieved sustained excellence in Test cricket while their limited-overs sides thrive too.

There are two versions of the New Zealand tale. The first is the great man theory: essentially, that New Zealand’s success has been the result of a brilliant generation of players emerging in tandem. Kane Williamson, Tim Southee and Trent Boult, three of New Zealand’s finest ever players, were all born within 20 months of each other.

The second version of the New Zealand tale could be called the Whiggish view: that their rise has been an institutional triumph. With every passing year, this explanation becomes more compelling: that New Zealand’s success owes to more than just a coterie of exceptional players, but also to the broader system that the board have put in place.

For Rob Key now, in his

New Zealand cricket team with the ICC mace (Alex Davidson/Getty Images) first week as managing director of England men’s cricket, two aspects that have underpinned New Zealand’s Test rise are most relevant for England.

The first is pitches. Key has frequently lambasted the quality of county pitches; as Kent captain in 2008, he even called the ECB’s pitch inspection system ‘a Muppet Show’.

A generation ago in New Zealand, domestic pitches were held in equally low regard. From 1999 to 2000 to the end of 200405, batters in New Zealand averaged a paltry 27 runs between them - only fractionally higher than in the last five years of the County Championship.

The wickets seamed abundantly; bowlers had little need to do more that hit a length.

Batters seldom had the chance to build long innings and rarely met bowlers of an ilk they would encounter if they graduated to Test cricket. Little wonder that New Zealand’s side were stuck in a funk.

The catalyst for change came in 2005. The New Zealand Cricket Players Association, the players’ union, pressured the board to introduce a ‘warrant of fitness’ – essentially, criteria for playing and practice facilities that any ground hosting domestic cricket had to meet.

Grounds men were not centrally contracted, but districts embraced their new responsibility to prepare wickets that were fit for purpose. The upshot has been that domestic pitches in New Zealand have gone from

among the worst for batting to the most batting-friendly in the world. Since 2006-07, the overall batting average in New Zealand’s domestic cricket is 31.5 - 1.5 runs higher than in any other first-class domestic competition in this time.

“It has given batters the opportunity to bat for long periods and this has helped their preparation for Test cricket,” says Glenn Pocknall, the head coach of Wellington. “It’s challenged the pace bowlers to improve their skills or work on bowling quicker.”

Spin is bowled more too.

New Zealand’s domestic system is now producing bowlers skilled with the new and old ball alike - Kyle Jamieson has taken 66 wickets at 18.7 apiece since his debut in 2020 - and batters, like Tom Latham, Henry Nicholls and Daryl Mitchell, with techniques well-suited to Test cricket.

New Zealand’s success in improving their pitches is tied to a broader area that England would do well to emulate: a culture that puts the national team first. Rather like the country’s rugby franchises, New Zealand’s provincial teams are designed to serve the national side: New Zealand Cricket even pays for a portion of each domestic head coach’s salary.

This symbiotic relationship means that New Zealand can drive domestic sides to put the national side first. The national head coach even occasionally influences domestic selection.

Mike Hesson, head coach from

2012 to 2018, called up the Northern Districts head coach to ask if BJ Watling could be moved from an opener and specialist batter to a keeper-batter in the middle order; Watling became arguably New Zealand’s best Test wicketkeeper. Promising young players are encouraged to move associations, even for only a season or two, to maximise their chances of game-time.

New Zealand’s provincial teams even accepted their schedules being pared back to serve the national team’s interests. In 2018, Cricket New Zealand reduced their domestic first-class programme from 10 rounds to eight in 2018 to fund more A-team fixtures.

Like India, New Zealand have embraced the importance of A teams to bridge the gap between domestic and international cricket.

England have played just two first-class A matches at home since 2017, with counties opposed to the notion of losing their most promising players for A team fixtures. Little wonder that recent England debutants have been so ill-prepared: at the time of their Test debuts, the last 10 new players selected as specialist batters had played merely 18 Lions matches in total.

New Zealand’s vibrant A team programme has gone far to ensure that new players are Test-ready. Rachin Ravindra, an all-rounder who bowls spin, made his New Zealand A debut in the UAE before playing his first domestic game after excelling for New Zealand Under-19s. On Test debut in India in November, Ravindra batted unbeaten for 91 deliveries on the final day to clinch a draw.

New Zealand attest to how structural changes can produce a more robust domestic system, and players better-equipped to succeed in Test cricket. Yet the other lesson from New Zealand is altogether less palatable.

Even if administrators fix a broken structure, it still takes another generation for players to emerge from the newly improved one. (The Telegraph)

Ford emerges as key contender as England’s new Test coach GRAHAM Ford has emerged as a leading contender to become England men’s new Test coach. Ford, 61, left his job as Ireland’s head coach in November after four years in charge, with his previous roles including stints with Sri Lanka, Surrey and his native South Africa.

M o s t r e l e v a n t l y, he spent five years as Kent’s director of cricket where he worked closely with Rob Key, who captained the club from 2006 and started his tenure as the ECB’s new managing director of men’s cricket earlier this

week. Key is an admirer of Ford’s work from their time together at Kent, writing in his 2020 autobiography ‘Oi, Key’ that Ford was “a great coach to work with”.

“We had a joint focus on taking the team forward,” he wrote. “Fordy would do everything he could to make a player be the best they could; me included. If you were out of nick, he’d throw at you in the nets until it got dark to try to get you back into form. Because of our shared attitude to betterment, we never really had a clash.”

Six teams through to quarter-finals, remaining two to be decided today P L AY i n t h e A n n u a l Mayor’s Cup 9-a-side Inter-Ward/Village Knockout football tournament moves to Den Amstel ground today and football fans on the West Side will be treated and will be backing their home teams as the battle is on for the two remaining quarter-final spots.

Six quarterfinal spots have so far been decided and teams colliding today will go all out to be the two.

Action at Den Amstel ground starts at 14:00hrs with Pouderoyen down to face Stewartville, Sara Lodge challenging Back Street Kings, Den Amstel battling Uitvlugt and West Side Spartan tangling with Bagotville. The winners will collide after the preceding matches for a chance to claim a quarterfinal spot.

Already through to the quarterfinals are Hasling-

ton, Sparta Boss, Bourda All Stars, Tucville, Friendship Front and Diamond.

Coordinator Lennox Arthur congratulated all the teams, especially those who advanced to the quarterfinals. While some teams had an ‘easy road’, others had to battle. This, he explained, was due to the fact that some played three games, while the others played two, on account of their respective grouping.

The tournament started with a total of 48 teams.

Arthur noted that teams like Friendship Front, Bourda All Stars and Tucville played three matches to go forward, while Sparta played two and Diamond got a bye.

Bourda and Tucville will face the winners from today’s action in the quarterfinals, while Friendship Front are down to challenge Sparta Boss and Diamond to meet Haslington, all

Mayor’s Cup coordinator and former national footbaaler Lennox Arthur next Sunday, May 1, in the quarters set for the Buxton ground. This will be followed by the semis and grand finale to close the curtain on this 2022 edition of the Mayor’s Cup in honour of current Mayor of

The teams are battling for attractive cash prizes and the respective trophies with a first prize of $600 000, second prize $300 000, third $200 000 and fourth $100 000.

Mid Atlantic Oil and Gas Company is the sponsor for the winning purse of $600 000.

T&T women face tough but favourable draw NewsDay quoted Jones as saying.

“I know locally once we have a squad together we will have a few training matches and maybe a couple matches before we go off to Mexico.”

He added: “I think the pool of players was already settled from inception, from the time that I got there.

“We are going to have a few other players who are part of the pool that we are going to see over the next two months or so before the tournament.

“Hopefully, that would further add to the level of the squad and the competitiveness and then give us a good headache going into the tournament.”

T&T open their campaign with a tough assignment against Canada on July 5 before taking on Costa Rica three days later. They round off the group stage with a clash against Panama on July 11.

The top two teams from each group will advance to the semi-finals and also qualify for the Women’s World Cup, while the third-placed teams in each group will move into a playoff.

Jones, a former national striker, said while the group was a “tough” one, it was also “favourable” for T&T. “I think at the end of it we were kind of pleased with the fellow participants in our group,” he explained.

“We know that stepping up to this CONCACAF level of qualification all opponents are going to be tough matches but you kind of have biases of who you would rather face, and I think in the end we did probably get a favourable draw.

“At the same time, we are going to buckle down and prepare for each match of that group stage.”

T&T advanced to the final round earlier this month by topping Group F with ten points, after playing unbeaten in their four outings

Fury stuns Whyte to retain WBC … hints at retirement heavyweight title

Tyson Fury knocked out Dillian Whyte as he retained his WBC heavyweight title at Wembley

WBC champion Tyson Fury produced a stunning onepunch stoppage in the sixth round to beat fellow Briton Dillian Whyte, and then suggested he may now retire from the sport.

Fury dominated what was a scrappy bout and then unleashed a vicious right uppercut.

Whyte, admirably, got to his feet within the count before staggering into the referee as the fight was halted.

“This might be the final curtain for the Gypsy King,” Fury said post-fight.

Fury - who also retained his Ring Magazine belt - is unbeaten in 33 bouts, while Whyte - suffering his third loss in 31 bouts - falls short on his first attempt at a world title.

If Fury does decide to hang up the gloves, the 33-year-old will miss out on an opportunity to fight for the undisputed crown - a fight which could potentially be staged later this year - and a chance to cement his status as Britain’s greatest ever heavyweight.

“I promised my wife that would be it after the (Deontay) Wilder fight,” he added. “But I got offered a fight at Wembley and I owed it to the fans. What a way to go out.”

Dominant start for Berbice, Demerara in U15 Inter-county tourney

POWERHOUSES Demerara and Berbice got convincing victories when the Guyana Cricket Board/Dave West Indian Imports Under-15 Inter-county 50-over tournament commenced on Friday.

At the Number 69 ground in Berbice, the hosts trounced Rising Star Select Under-15 by 146 runs, while in Essequibo at the Imam Bacchus ground Demerara thumped the home team by 81 runs.

Defending champions Berbice posted 1969 from 48 overs in their rain-affected match, led by Romario Ramdeholl with 44. Extras was the next best contributor with 38.

Adrian Hetmyer made 31 while Razam Koober 25 and Ravin Boodwah 22 also had contributions. Nicholas Hall led Rising Stars’ bowling with 3-24 and got support from Reshan Sakralla.

Rising Stars were then bowled out for 50 of which 36 belonged to extras; Arif Khan had 4-8 while Hetmyer took 2-3 and Enrique Mickle 2-14.

At the Imam Bacchus ground, Demerara reached 126-7 from 30 overs, led by Dhanesh Persaud (29), Mikel Sharma (27) as Chris-

topher Williams (3-20) and Earo Benjamin (3-19) took wickets for Essequibo.

They were then bowled out for 45 from 21.5 overs (Extras 20, Rakesh Kellawan 10* as Darwin LaRose 5-19, Dave Mohabir 2-0 and Shane Prince 2-8 did the damage.

On Monday, Demerara will oppose Berbice at the Albion Community Centre ground, while Essequibo will clash with Rising Star Select Under-15 at Everest.
