Revolving mortgage fund, teacher benevolence trust

_among plethora of welfare benefits introduced by Education Ministry through new programme

WIDE-RANGING low cost health and life insurance coverage, a revolving mortgage fund for teachers to access up to $12 million in financing, discounts at over 150 businesses, and the establishment of a Teacher Benevolence Fund are among the benefits public school teachers will soon begin to enjoy.

Also, in July 2022, the annual National Teachers’ Award will be reinstated with increased prizes and an inaugural teachers’ conference geared at capacity building and networking will be held.

These benefits and much more were announced, on Wednesday, at the launch of the Teachers’ Welfare and Benefits Programme (TWBP) at the Arthur Chung Conference Centre (ACCC).

“We are providing discounts across a wide range of sectors: electronics, telecommunications, household items, furniture and appliances [and] optical care.

Over 150 entities have already signed up and others are contacting the Ministry of Education. The entities are spread across every single region,” Education Specialist Olato Sam said while giving an overview of the programme.

The launch forms part of the ministry’s Education Month activities.

The TWBP will be rolled out in each education district.

Teachers will be required to register, after which they will be issued with a unique identification card that will be used at the participating

businesses to access the discounts and special services.

Minister of Education, Priya Manickchand, in her remarks, shared that TWBP was birthed out of conversations she had with Sam on how to better provide for teachers, and how to remedy a certain level of distrust they have in the ministry.

“One of the first conversations Olato and I had was how to change how we are treating teachers, and providing resources, such as training, cardboard, chalk, and all of that, to make teachers more effective. And I felt acutely that distrust,” Minister Manickchand conveyed.

Minister Manickchand informed those in attendance that much will be invested in changing the education landscape to better appreciate the value of teachers, particularly because of the critical role education will play in aligning Guyana’s human resources with the country’s economic trajectory.

Moreso, because of the

learning loss suffered over the past year and a half due to the COVID-19 pandemic and school closures, the importance of teachers was emphasised.

“We know in the Ministry of Education (MoE) how valuable good teachers are.

If we ever wondered about the value of a teacher in the classroom this last year and a half has really defined and underscored for us what that means. Those of us who, with the highest qualification, felt we could teach as parents, understood that teaching is an art that not everyone has,” the minister said as a resounding round of applause came from the multitude of teachers who were in attendance.

Minister Manickchand declared that there have also been changes to the disposition of the ministry’s inspectorate, which will be adopting a more compassionate approach as the ministry seeks to work along with teachers and their schools to

improve education delivery to the nation.

“There is space for much improvement. We have redesigned the inspectorate. It will not be the same unit that attempts to change us with punitive measures. It is going to be a unit of support and holding the hands of schools through those changes. And you will feel that and you will understand when we say that we are serious,” she pledged.

Mirroring the minister’s sentiments on the importance of valuing and supporting teachers, was Chief Education Officer, Dr. Marcel Hutson, who delivered the opening remarks at the launch.

Dr. Hutson highlighted the importance of the need for the ministry to invest in the welfare of teachers if we are to see the education system develop to meet the advancing education needs of Guyana’s population.

“We are aware that a multiplicity of factors are responsible for influencing the qual-

ity of schools and teachers’ welfare is paramount. Since we are not oblivious to the gravity of the work of our teachers, it is only natural that we find tangible ways to support them in the execution of their responsibilities,” Dr. Hutson remarked.

He added: “I consider this launch significant and a testimony and true reflection of the love, respect and value we attach to the most valued resource in our education system, our teachers.”

The launch also saw remarks by representatives from a few of the top businesses supporting the initiative, including GTT Chief Executive Officer, Damian Blackburn, Managing Director of Metro, Ron Ramnarayan, and Managing Director of GTM, Roger Yee. The highlight of the launch was the announcement of the health and life insurance benefits for teachers, under what was described as an “unprecedented package” of benefits. Administered by

GTM, it will give teachers up to $1.5 million in life insurance coverage, while the health insurance will include aspects such as doctor visits, dental, maternity benefits, free medical checkups and preventative care, among other services.

GTM will also be managing the revolving mortgage which will give teachers $2M to $12M towards their mortgages.

Further, the Teacher Benevolence Fund, will provide financial support to teachers facing hardships.

Sam, noted that in the case of the National Teachers’ Award, he will be lobbying for an increase of the $1 million top prize.

He also highlighted the need for the ministry to work on changing the way teachers see the ministry, and how they work along with teachers to develop education.

“We have to work to erase that distrust and let them know we are fully supportive of who they are, what they do and their role,” Sam said.

Meanwhile, several of the businesses involved in the initiative had booths set up at the ACCC as part of a miniexhibition that followed the launch ceremony. During the exhibition, teachers received several on-the-spot services such as free internet installations from E-Networks and GTT, footwear from Bhena’s Footwear, and $5000 gift vouchers from other retailers.

Reports are that Boston, who operates the “Ease Meh Stress” bar in Region Two, was shot by an officer of the GPF’s special weapons and tactics (SWAT) unit, who was part of a team which conducted an operation at the businessman’s Dartmouth house on Wednesday morning.

The man’s death led to protests by residents of Dartmouth, who started burning debris on the main access bridge, to prevent traffic from flowing.

The actions of the residents caught the attention of high-ranking members of the GPF, including Commissioner Hoppie, who paid a visit to the community.

Hoppie said that while investigations are ongoing, he has the utmost confidence in the force’s ability to conduct an independent and professional investigation into the man’s death.

The Police Commissioner ordered that ranks of the Police Office of Professional Responsibility (OPR) commence an immediate investigation into the death of 29-yearold businessman.

“We have statistics to show that we have conducted several investigations on several different matters that were brought against ranks in the force, including matters of crimi-

nal nature where persons w er e in car cerated f or wrongful acts against members of society. So, based upon that, we are confident that we are capable of conducting a comprehensive, impartial, and professional investigation,” Commissioner Hoppie said.

When questioned by journalists about the operation during a virtual press conference on Wednesday, the Police Commissioner explained that it was “necessary” to have the SWAT team there because of the information which the force had received. He said that SWAT team operatives are deployed when necessary due to their level of training.

Commissioner Hoppie said that the team was deployed to search Boston’s house for “prohibited items” but nothing was found.

It was revealed by the police that Boston was shot with a .223 caliber rifle

to the upper left arm. The SWAT team consisted of one gazetted officer and 11 ranks of the GPF. Addressing Boston’s wife, Feona Boston’s claim of her husband being shot while he asleep, Commissioner Hoppie said: “Based upon what they are claiming [her and other relatives], all will be brought out in the investigation and that’s the reason I asked for a speedy and comprehensive one to be done.”

The Police Commissioner noted that while it is too early to determine accurately if there was any breach of the Standard Operating Procedures (SOP’s), the ongoing investigations into the matter will reveal if there was such.

He said that if there were any breaches, those person or persons responsible will be dealt with in accordance with the police force’s guidelines for breach of SOPs.

“The truth is, we’re always concerned with the ranks, especially when excessive force is used in any operation. So that is why in this instance, I asked for an investigation to commence urgently so that we can ascertain if there was any excessive force, so that all those individuals that are found guilty could be dealt [with],” Hoppie said.

Crime Chief, Wendell Blanhum, confirmed that based on initial checks, Boston was never a prosecuted criminal.

As investigations into the matter continue, the accusation is that ranks kicked down the door of the house and proceeded to ransack “everything.”

Feona said that her husband had just finished taking a bath and went to bed when the ranks entered the house. Her claim is that her husband was shot in his sleep.

“I saw a set of men in

my house with guns, they just barged in with long guns and rushed into the house… my husband was lying on the bed with his underwear on when they shot him,” she related.

She said that officers, after shooting Boston, took him outside of the house and attempted to resuscitate him through CPR but were unsuccessful.

About 1,000 pupils dropped out of school due to COVID-19 pandemic

AT least 1,000 primary school pupils from the public school system have dropped out of school over the past year as a result of the COVID-19 pandemic which had forced the Ministry of Education (MoE) to close schools and adopt online learning.

Additionally, a significant drop out rate has been recorded at the secondary school level, where several students who registered for the Caribbean Examinations Council (CXC) exams did not turn up to write the exams.

Minister of Education, Priya Manickchand, made these alarming disclosures on Wednesday, during her presentation at the launch of the Teachers Welfare Benefits Programme at the Arthur Chung Conference Centre.

Highlighting the valuable role teachers play, the minister pointed out that Guyana has already begun to significantly feel the ef-

fects of the learning loss resulting from the more than 17-month closure of schools.

“We are beginning to see and feel tangibly, the effects of this school closure, predicted by UNESCO, the World Bank, UNICEF, and every other study around the world,” she stated before adding: “We have seen significant learning loss…

Dropouts at the primary school level is at least 1,000 so far. We have seen dropouts before the completion of the secondary cycle. Students

registered to write CXC but didn’t turn up to write it; already they are in the backdams.”

The COVID-19 situation has exacerbated the school dropout rate at the secondary level, where just 50 per cent of students who were enrolled remained until the final grade, according to statistics from 2017.

Though primary schools had a more encouraging figure, with a national average of 93 per cent making it to the final grade, the COVID-19 situation now threatens to erode

August 11 at 7 Miles.

He pleaded not guilty to the causing death charge and guilty to the others.

As a result, he was granted $200,000 bail

on the causing death charge and fined a total of $115,000, for the other charges.

He will return to court on October 13 for trial.

Man on causing death charge granted bail CLIDE Rodrigues was, on Tuesday, arraigned before Magistrate Sunil Scarce at the Mahdia Magistrate’s Court on charges related to an accident that occurred at 7 Miles, Mahdia Public Road, which claimed the life of Ezra Henrico.

Rodriques was charged with causing death by dangerous driving, being an unlicensed driver, driving an uninsured motor vehicle, driving an unlicensed motor vehicle and driving an uncertified motor vehicle. All of the offences were allegedly committed on

that.

The minister emphasised that because of this, it was prudent that the ministry make the move to physically reopen schools and return to face-to-face learning.

“We can’t afford to lose our children, we simply can’t. It would be us dooming them to a life of poverty and hardship… the one sure way to be comfortable and have plenty, and be able to interpret things for one self, the only sure way is through a solid education,” Minister

Manickchand expressed.

Schools in Guyana reopened to face-to-face learning, with individualised plans, on September 6, after having been closed since March 16 last year. After initially having no engagement, in September 2020, the MoE began re-engaging students virtually; however, this was largely insufficient in many cases.

As students continued to be affected by the situation, teachers and parents lobbied for the reopening of schools. In the interim, many teachers began allowing the students back into the classroom.

Though cognisant that teachers were defying protocol, the minister said she sympathised as the love for students motivated the teachers to act in that manner. “ Te a c h e r s t a u g h t however they could.

When officers visited, they said that they were

marking books. That was an act of love, deep care and wanting your children to do well,” she said.

Not wanting learners to be exposed to “black market” education, the ministry made the decision to reopen schools.

She commended the teachers for taking part in the creation of individualised plans for the reopening of the respective schools, which includes the adherence to COVID-19 protocols such as social distancing.

“The pandemic is going nowhere. The prediction is we might get a break in August 2022, but look at how far off that is. What do we do in the meanwhile? So, I am very pleased to say that each plan from each school [for the reopening] came from you [the teachers]. We gave broad guidelines from t h e m i n i s t r y. Yo u r schools told us how you would do that,” Minister Manickchand noted.

Not only safe but a life saver STATISTICS do not lie. The statistics show that the vast number of deaths caused by the COVID-19 virus, come from among the unvaccinated segment of the adult population. This observation was made recently by Health Minister, Dr. Frank Anthony, who pointed to a clear and unmistakable correlation between the unvaccinated and morbidity rates in so far as the COVID-19 virus is concerned.

The Ministry of Health, conscious of this fact, is intensifying its vaccination campaign.

So far, roughly 334,333 adults have received their first dose representing 65.2 per cent of the adult population. A total of 173, 999 have received their second dose which amounts to 33.9 per cent of the adult population.

Additionally, some 18,299 children between the ages of 12 and 18 years have already received their first dose of the Pfizer-BioN-

Tec COVID-19 vaccine.

These statistics do not compare badly by global standards which range from a high of 90 per cent in some countries to a low of less than one per cent in some parts of the underdeveloped world.

Our scientists and researchers must be given credit for rising to the challenge in finding a remedy to this scourge.

Within a matter of a few months after the commencement of the pandemic, vaccines were de-

veloped with high efficacy rates. The challenge now is to make the vaccines available to people across the globe.

Guyana has done well in terms of making the vaccines available to the full universe of the total population, something which many countries in the world are challenged to achieve. Despite making the resources available to procure the vaccines from suppliers and the goodwill from other agencies and friendly govern-

ments in terms of vaccine donations, the vaccine uptake rates were stymied by those with narrow political objectives. Despite the obvious health benefits of the vaccines, the political opposition and their lackeys in the trade union movement have been using the vaccines to create unrest in the society.

Thankfully, the population as a whole has been much more discerning and has rejected calls by the political opposition to shut down the coun-

try. The APNU+AFC and their political side-kick, the Guyana Teachers Union, have had their calls for industrial action largely ignored.

Meanwhile, the COVID-19 death rates continue to increase with a total of 36 deaths during the course of the last week.

According to Health Minister, Dr. Frank Anthony, all of the deaths were among the unvaccinated, a clear indication that vaccines are not only safe but a life saver.

Getting back to normal Dear Editor, AS COVID-19 deaths reached an alarming number, I sat many days trying to figure how our dear country can better address this crisis.

I think it’s important for us Guyanese to see this pandemic as a national crisis and nothing more. There is nothing political or racial. The government’s vaccine mandate is similar to that of other countries around the world. The drastic increase in infections due to the Delta variant and a slowdown in vaccinations have pushed many governments to make COVID-19 shots mandatory for its people.

Last week I read that the leaders of the seven countries that are part of the Organisation of

Eastern Caribbean States (OECS) are considering amending their respective constitutions to promote laws requiring their own citizens to be vaccinated against COVID-19. Countries including the USA, Turkmenistan, Poland, Canada, France, to name a few have instituted mandatory vaccination. The Government of Guyana is no different and I do believe their intention is good. If the government were to remove vaccine mandates but required as is now the case, that a vaccine passport must be presented to conduct business, then I think people will understand the importance of being vaccinated.

When Guyana received the first set of vaccines through CARICOM, I am sure every Guyanese wanted to

be vaccinated. What has changed now? The problem came after the opposition leader made a statement about the Sputnik vaccine.

Pandemonium broke out. I think what is needed at this time, is the government and the opposition working together, as national leaders and imploring the importance of citizens being vaccinated. We need to unite if we want to eliminate COVID-19.

Every day we hear how many people are dying, how many are hospitalised at Liliendaal and how many are in the ICU. Recently, Dr. Carpen shared some stats on how many are infected with COVID-19 and are fully vaccinated and those who received the first shot...compared to the majority...over

85 per cent who are not vaccinated. While the data was not surprising it was disheartening to read. Last evening, I read about a couple in the USA who contracted COVID -19 and died within weeks of each other, the sad reality is that five children under the age of seven are now orphans. Right here in Guyana, a mother and a daughter lost their battle with COVID-19, leaving five children behind.

If we continue to be irresponsible with our actions, we could end up with many orphan and vulnerable children.

Let’s look at how we can proactively address this situation, I believe the government should institute either a full lock down or a partial lock down, if not, move the curfew to 6 am to 6 pm, close our bor-

ders, encourage employers to adapt a rotation system, use our soldiers and police officers to patrol communities and stop large gatherings and parties, go back to outdoor dining, enforce the no more than 10 persons gathering and do whatever is necessary to reduce the infection rate.

While this is in place, use influencers and popular opinion leaders, especially those on social media, to promote the science of the vaccine and encourage people to be vaccinated. For the citizens, do your own research, don’t listen to propaganda, be aware of misinformation, and visit the CDC and PAHO websites for your information. We are a small population, we can’t afford to lose more of our loved ones to COVID-19. Every

death means a child is left without a parent, a mother or father without an offspring, a loss that you will never understand if you have never lost a loved one.

There are many other important matters like the border issue with Venezuela. I am sure we all read about the Venezuelan government and opposition committing to fight for our dear Essequibo.

Don’t be distracted, too much is at stake for Guyana. “Guyana is we own”, let all hands be on deck to protect our country from Venezuela as we do the same to protect each other against COVID-19. I am, and sure all citizens are looking forward to the return to normalcy.

PNC, GTU must dissociate and condemn slander, mocking of Minister Manickchand Dear Editor,

SLANDERING of a sitting minister in chants and songs in the crudest and vilest of ways must be condemned by PNC, GTU, unions, women’s groups and all civil society. I hope the female MPs of both sides of Parliament will issue a joint condemnation of such vulgar attacks. As Prime Minister Phillips said, “Most disturbing is that a sitting member of the National Assembly, Mr. Sherod Duncan, has shared this revolting song (“Priya is a wild hog”) on his social media

platform. We must all join in condemning Mr. Duncan for doing so.”

During the GTU teachers’ protest, there was also chanting of “Rape!

Rape! Priya trying to rape we”. I hope the Teaching Service Commission has identified the teachers from video footage to make sure they have a strong dose of “professional development” activities.

How would Mr. Duncan feel if someone made a song about his dismissal as General Manager of the Chronicle because of an audit of his financial management there? Would

Mr. Duncan like that? Mr. Duncan had been quite active on social media racking up a reputation for being the rabble rouser of the PNC, and perceived as crossing borders of decency and truth, and going towards the dark side.

Those who live in glass houses should not encourage throwing of stones.

Mr. Duncan also posted a note on his website that said: “Dear Vindhya: Meet me, In The Ring.

Tonight 8pm.” He did not issue such an invitation to PM Philips, although Mr. Philips had also issued a denunciation of his action.

Mayor Narine must be

commended for condemning the disrespectful social media posting against the Minister of Education.

The Mayor said, “I have stumbled on a vile and repugnant song which is purported to be directed at the Minister of Education, the lyrics of which are gross and distasteful.

As Mayor of the City of Georgetown, I encourage every right-thinking Guyanese to reject this song which must not be tolerated in our country…Our women must be protected and must not be used or abused for cheap political points. The people of Guyana must not be exposed to

such crass behaviour despite political differences.”

Blogger “Shoba Sarjoo” said, “I mean how can you all behave in this manner calling people all sort of names and then you say that you have common sense.” Zakir Hasildar said, “U so shameful for a man to disrespect a woman...u call that a coward...shame, shame, shame...u should step down as a MP for one of the highest offices of a country... have some respect for women…cuz you have mother, sister, daughter out there...”

If Mr. Duncan or anyone has issues with

education policy and practice, or vaccination policy, stick to the issues. Going off course to make ad hominem, personal attacks on a very popular, hardworking minister has crossed the line, and should be swiftly condemned by all. I cannot wait to see what the civil society groups would say about this despicable act including the religious groups, Red Thread, and the women columnists and newspaper editors.

Sherod Duncan’s attack on Minister Manickchand was vile, sinister and abhorrent Dear Editor,

I WISH to condemn forthrightly the vile, sinister, and nasty attacks being levelled against the Minister of Education, Priya Manickchand.

These attacks are abhorrent, reprehensible, and puerile. The intellectual authors of these attacks are colleagues who currently sit in the opposition benches of the National Assembly.

With the government’s decision to reopen schools in a phased approach, the hijacked Guyana Teachers Union has willingly spearheaded the campaign involving some of the nation’s misled teachers.

This behaviour is driven by the Opposition MPs and politicians who have a strange sensation of the mind whenever their supporters talk about Manickchand negatively. They know that the things their

supporters are claiming are not true but allow the defamation to continue.

It has gone further with rouge opposition personalities personally attacking the minister, making comments about her body, clothes, and family. And yet this woman shows commitment, compassion, and intelligence as the minister who takes a hands-on approach to the job. She is very passionate when it comes to education, focusing on the revolutionisation of the sector.

Where is the public condemnation of these vile attacks? Where are the women’s rights groups and activists?

Where are the Red Thread representatives?

I hope when this whole frenzy over the vaccination policy of the government has died, we truly think of our actions

during this period. At last, wherever we find we were wrong or lacking, seek to correct it. We should not be attacking the minister in this way.

If teachers want to attack

and ridicule a policy of the government, there is a way to do it. They are ways to be effective while protesting without the mention of personal attacks.

I call on every single politician to stand up for good decency, morals, and women’s rights.

Survey of route for new WBD-Parkia highway almost completed

PRESIDENT, Dr. Irfaan Ali, has said that a survey of the route for the West Coast Demerara Highway, which will stretch from the Demerara Harbour Bridge on the West Bank of Demerara (WBD) to Parika, East Bank Essequibo, is almost completed.

This is according to a post on the Head of State’s official Facebook Page, on Wednesday.

The construction of this particular road is merely a component of a much broader plan to modernise the country’s infrastructure, and create myriad alternative and more convenient linkages.

At the centre of those plans, is the intended construction of a new ‘fly-over ’ Demerara Harbour Bridge, which will stretch from Nandy Park on the East Bank of Demerara (EBD) to La Grange, WBD. The new four-lane high-span bridge is scheduled to be completed within three years of the commencement of work, and will replace the existing structure which was built in 1976, over four decades ago.

Both the eastern and western ends of the bridge will benefit from the opening of virgin lands for roads, housing,

President Ali, following a previous inspection of the path for the new

road link, said the highway will open thousands of acres of land for housing, massive agriculture and agro-related projects, and for tourism and other related activities.

The President, during his site visit, was accompanied by Prime Minister Brigadier (ret’d), Mark Phillips; Minister of Public Works, Juan Edghill; Minister within the Ministry of Public Works,

Deodat Indar; representatives of the Guyana Defence Force and other government officials.

Also included in the team, were local experts who will, in effect, reduce the cost which the government would have incurred had it hired foreign consultants.

The team toured every potential spot for the road alignment, stopping at all the intersections and

bridges from Canal No.1 Polder, WBD, all the way to De Kinderen, West Coast Demerara.

But according to President Ali, development will not stop with just the construction of the spanking new highway.

As a matter of fact, the new road will also clear a path for the construction of a road from Parika, all the way to Bartica, in Region Seven (Cuyuni-

Mazaruni).

The potential 56-kilometre road from Parika to Bartica is expected to run along the Del Conte Road on the East Bank of Essequibo to Monkey Jump and then to Bartica.

A d d i t i o n a l l y, t h e government has already retailored the Ogle to Diamond bypass road project to conform to the loan which is available to execute the major works.

The new four-lane East Coast-East Bank project will extend from Ogle to Haags Bosch, rather than to Diamond.

The government, in a past report, said development is expected on all fronts in 2021, the year of investments and development.

Additionally, privatesector investments are expected to increase along the West Bank of Demerara corridor, stretching from the construction of new shore bases to service the oiland-gas sector, to new office complexes and other private development projects.

The President anticipates that with increased construction, there will be an increased demand for quarry and construction materials, as well as labour, which will see the creation of thousands of additional jobs.

Woman battles for life after reportedly set alit by reputed husband _ suspect denied entry into the U.S., sent back to Guyana and arrested by local authorities

Sandrama Raju A WOMAN is now in a critical condition after her husband, Ganeshwar Sheocharran called “Ganesh,” reportedly set her afire on Monday evening and attempted to flee the country on Tuesday.

Diligent work by local and international law enforcement authorities, led to the apprehension Sheocharran, who was wanted locally for the attempted murder of his wife, Sandrama Raju called “Roma”.

Crime Chief, Wendell Blanhum, in a statement, said that the suspect boarded a flight to the United States of America at 17:26 hours on Tuesday, September 14 and, as a consequence, the Guyana Police Force (GFP) contacted law enforcement officials in the U.S. and informed them that the suspect was wanted by the local police.

Having been informed of the issue, U.S. authorities quickly denied Sheocharran entry into the country and sent him back on a flight to Guyana which arrived at 06:45 hours on Wednesday.

The Guyana Chronicle understands that the man, after disembarking the aircraft, was arrested by local investigators and placed in police custody.

It is alleged that at around 00:30 hours on Monday, the suspect and his wife were involved in an argument at their Miss Phoebe, Port Mourant house, when she took kerosene and poured it on herself.

The suspect, who is reportedly usually abusive to his wife, reportedly took a lighter and attempted to set Raju alight, but the lighter did not spark the first time. Not being satisfied, the suspect reportedly tried again and succeeded.

The fire quickly spread as she screamed in agony. In an attempt to extinguish the blaze, the terrified woman rolled on the ground, but by then most body of her body had already sustained burns.

Ganeshwar Sheocharran She was subsequently taken to the Port Mourant Hospital and later transferred to the New Amsterdam Hospital where she remains in a critical condition. Raju, a mother of one, works as a lab technician at the Port Mourant Hospital.

Speaking to the Guyana Chronicle, a brother of the victim, Kandasammy Raju, expressed gratitude to the authorities for bringing the perpetrator back so that justice could be served. He said he felt if they did not act, Sheocharran would have been a free man.

“We feel we have some justice now because if he gone away, he wouldn’t have to face anything. I want to thank everyone for helping,” he said.

United States Ambassador to Guyana, Sarah Ann Lynch, in a statement issued by the U.S. Embassy, acknowledged the operation, saying: “It is this kind of collaboration that will make our region safe for all Guyanese. Congratulations to all who were involved, as the rule of law is our collective responsibility.”

HOPING FOR A MIRACLE But even with the suspect being arrested, the family is hoping for a miracle since Sandrama suffered burns to 98 per cent of her body. Kandasammy added that the family is clinging to hope and praying that his sister recovers despite how grim the situation may seem.

“She get burn from head to toe… she’s in a terrible state, but we are hoping for a miracle. She doesn’t know the extent of what happened to her and if she does, we don’t know how she will deal with it,” he said.

Kandasammy added that his sister and her husband would quarrel frequently and she would come back home to her parents with her belongings, but he (Sheocharran), would plead with her to return home.

Man accused of murder remanded RANDOLPH Matthews called “Paco” was, on Tuesday, remanded to prison, having been accused of the murder of Isaac called “Scott”.

Matthews, 57, of Ulverston Village Corentyne, Berbice, appeared, via Skype, before Magistrate Alex Moore at the Springlands Magistrate’s Court.

He was charged for the capital offence of murder under the common law according to Section 103 (c) of the Criminal Law Offence Act Chapter 8:01.

Magistrate Moore remanded Matthew to prison until December 20.

The case was transferred to the Whim Magistrate’s Court.

Unvaccinated 20-year-old among latest COVID-19 fatalities _

Region Four accounts for 203 of 298 new cases recorded in 24 hours

THE Ministry of Health has said that nine more persons have passed away after contracting the dreaded novel coronavirus (COVID-19), taking the country’s death toll to 701.

According to the ministry, the latest fatalities are eight persons from Region Four (Demerara-Mahaica): six males, ages 20, 76, 44, 52, 73 and 76 years, and two females, aged 64 and 84 years. The other person who died after contracting COVID-19 is a 66-year-old male from Region Three (Essequibo-Island-West-Demerara).

Six of the patients, including the 20-year-old male, were unvaccinated, two were partially vaccinated and one was fully

vaccinated. They all succumbed while receiving care at a local medical facility.

Additionally, the Ministry of Health reported that 298 new cases were recorded from 2,508 tests conducted between September 14 and September 15. Those new cases took the overall number of confirmed cases to 28,532.

New cases were recorded in Regions One (three), Two (seven), Three (57), Four (203), Five (12), Six (five), Seven (seven), Nine (three) and 10 (one).

Up to Wednesday, there were 31 persons in the Intensive Care Unit (ICU), 142 in institutional isolation and 3,000 in home isolation.

17 ventilators, protective gear donated to GPHC

THE Georgetown Public Hospital Corporation (GPHC)’s capacity to tackle COVID-19 has been enhanced through a donation of 17 ventilators, 1,500 face masks and 10 buckets of disinfecting wipes from an overseas-based philanthropist, Joe Persaud.

Those items were presented to the Chief Executive Officer (CEO) of GPHC, Brigadier (ret’d) George Lewis, by Inderjeet Persaud, a representative of Joe, who said that the donations are intended to treat patients with COVID-19.

This donation comes at a time when the country is recording high numbers of cases each day.

And, in light of this, Persaud said that, through a series of donations, his team was seeking to create a social impact wherever and how-

ever possible.

Lewis, in return, expressed sincere gratitude on behalf of local health authorities to Joe for the “kind and timely” donation to the hospital.

The CEO applauded the selfless efforts of Persaud, noting that the donation was convenient and will help the hospital to provide better care to Guyanese, particularly at this time. “ We k n o w t h a t COVID-19 is causing havoc around the world and we believe that one day, not too long from now, we can ease the spreading and subsequently stop it in good time”, Inderjeet said.

He believed that each person had his/ her part to play with regard to serving humanity. The donation follows a series of others made by Joe in his quest to contribute to the end of the COVID-19 pandemic.

Discipline Sherod Duncan, investigate issue as cybercrime _ Gender equality commission urges authorities

THE Women and Gender Equality Commission (W&GEC) has joined the list of persons and institutions that have expressed disgust at Opposition Member of Parliament, Sherod Duncan, who recently posted a “vile and repugnant” video directed at Education Minister, Priya Manickchand.

“In a democracy such as ours where we have a government and an opposition, we expect, as a 55-year-old nation, more mature and civil engagements, particularly when there is disagreement. The current attacks are crass and unbecoming,” the constitutional body said in a statement issued on Wednesday.

The Commission expressed concerns that the current political climate would become a deterrent to young women aspiring to hold public office.

“We have fought for the right of women to

be in decision-making.

Instead of name calling, MPs [Members of Parliament] should be more concerned with issues that ensure that rights of all citizens are respected and that the developmental trajectory of this country is accelerated,” the W&GEC said.

It went further to highlight that Guyana has an admirable record of recognising women’s rights and much work has been done to increase the stature of Guyanese women.

“We should encourage and support all women who are in the corridors of power seeking to craft policies and legislation to advance our society,” the Commission said.

It noted too that the video released on social media does nothing to accelerate the work of the Commission, or the development of Guyanese women.

“We condemn all persons who were involved

in the making and dissemination of this video.

What is disappointing is the role of the women who participated in the creation of the featured song which was aimed at disparaging a female Minister,” the Commission related.

For this reason, the body specifically called on the Parliament of Guyana to discipline Duncan.

“We also call for the police to investigate any offence committed under the Cybercrime Act,” the Commission added.

Added to the constitutional body, faith-based organisations have also condemned Duncan’s post. The Guyana Presbyterian Church, in a post made via the Facebook Page of Reverend Patricia Sheertan-Bisnauth, also condemned the “reprehensible, sexist attack” on Minister Manickchand.

“We are utterly disgusted and anguished about this vile and disdainful behaviour which demonstrates Mr. Duncan’s gross contempt for women and his lack of decency, political maturity and self-respect, which are basic requirements for persons holding such public office,” the church said.

It went further to highlight: “Our society needs to be cleansed of this scourge of indecency and abuse of women, show-

ing resilience against the misogynistic culture of disrespect, vulgarity and intolerance.”

DISRESPECT MUST STOP The Presbyterian Church said that all acts of disrespect and degradation of women must also be condemned.

The church also called on the people of Guyana to reject the vulgarity which has become a characteristic of politicians degrading the nation with the ugliness of indecency, lawlessness and divisiveness.

In its statement, the church said that that Guyanese must push for respectful dialogue across differences of opinion and politics, making every effort to meet each other with respect, and to carve out a transformative process towards mending the brokenness, and bringing about healing and resto-

ration of good order and wholesomeness in society.

The women’s arm of the ruling People’s Progressive Party/Civic also rejected the social media post, describing it as a “depraved behaviour” of some members of the A Partnership for National Unity+ Alliance For Change (APNU+AFC).

“This latest act reminds of callous attacks on the late Mrs. Janet Jagan when she was sworn in as President of Guyana where foul language was used by PNC [People’s National Congress] members to describe her,” the Women’s Progressive Organisation (WPO) said in a statement.

It also pointed to the fact that last year, similar disrespect was meted out to Prime Minister of Barbados, Mia Motley, who in her capacity as Chairperson of the Caribbean Community (CARICOM),

spoke out against attempts “to subvert the democratic will of the Guyanese people.”

“Many APNU+AFC members lambasted and cursed her out for taking a principled position on the election fiasco in Guyana. Now, we have a sitting Minister of Education who is under attack by these very operatives.

These sexists’ attacks on women have not gone unnoticed,” the WPO noted.

The organisation also hailed the contributions of Manickchand during her many years as a minister of government.

“The minister has championed women’s rights issues and has initiated progressive legislation to protect the rights of women and children as well as the WOW [Women of Worth] programme to help women.

She is working tirelessly, implementing the government’s programme aimed at ensuring that our children are protected during this pandemic which has affected our children in Guyana and across the globe, negatively,” the WPO highlighted.

It said too that it is proud of the work of the women within the PPP/C, and all women in Guyana who work towards supporting the development of the country.

Children, adolescents deeply impacted by COVID-19 _ PAN AMERICAN Health Organisation (PAHO) Director, Carissa F. Etienne, said that COVID-19 has severely impacted the mental and physical health of children and adolescents in the Americas. She urged countries to take several specific measures to protect them, including safe reopening of schools.

Dr. Etienne said that over 1.5 million cases were reported in the region last year, while more than 1.9 million have already been reported in the first nine months of this year. While children and young people generally experience mild or no symptoms, they can also develop severe illness.

“As more adults receive their COVID-19 vaccines, children – who are not yet eligible for vaccinations in most countries – are representing a larger percentage of COVID hospitalisations and even deaths,” Dr. Etienne said in a media briefing. “So, let’s be clear: children and young people also face a significant risk of disease from COVID-19.”

“There are millions and millions of persons who would have received the vaccine during pregnancy and it had no effect on the baby.

“So, among the obstetricians globally, the advice is that you should get your vaccines during pregnancy. The earlier you get it you are going to be protected during pregnancy. Women can become more vulnerable to COVID, and, therefore, these vaccines can be very, very protective,” Minister Anthony said.

Data released by the United States’ Center of Disease Control and Prevention (CDC) shows that none of the COVID-19 vaccines contain the live virus, which would make pregnant women or their babies sick.

The CDC said too that women with COVID-19 are at an increased risk of preterm birth or adverse pregnancy outcomes with an increased risk of experiencing severe illness from the coronavirus. This includes sickness that requires hospitalisation, intensive care, need for ventilators or breathing equipment and may even result in death. (DPI)

impacts on young people, countries should do “everything they can to safely reopen schools,” Dr. Etienne advised. Noting that “there is no zero-risk scenario,” she said national and local authorities should decide when to open or close schools, depending on local epidemiological conditions and capacity to respond. PAHO has developed detailed guidelines for safe reopening, including ensuring proper ventilation and sanitary conditions.

Children and adolescents should practise the proven public health measures: physical distancing, washing hands often, wearing masks in public, and avoiding crowded places. And they should also get tested if they develop symptoms or suspect they’re sick.

And countries should develop communication campaigns tailored for children and adolescents to ensure that they understand their risk of infection and ability to transmit COVID-19. “Too many children and young people still don’t think they’re at risk,” Dr. Etienne said.

Turning to her epidemiological update, Dr. Etienne reported that infections have increased by 20 per cent in the Americas in the past week even as they are declining or plateauing in many other parts of the world. Cases have risen by a third in North America due to increases in the US and Canada. The US is reporting more than 100,000 new daily infections for the first time since January.

Infections are rising in Costa Rica, Guatemala and Belize, and many hospitals are “completely saturated” with COVID-19 patients, Dr. Etienne said.

Infections generally have slowed in the Caribbean. However, Grenada, Barbados and Bermuda are reporting sharp increases, and Jamaica experienced its highest weekly infections since the beginning of the pandemic. Meanwhile, most South American countries continue to report declines in infections and deaths.

Immediate drainage works to commence at La Harmonie _ residents to receive household solar units

PERSONS residing at La Harmonie, on the West Bank of Demerara, will soon benefit from a number of government interventions aimed at improving their lives.

During a visit to the riverine community along the Demerara River, Agriculture Minister, Zulfikar Mustapha, told residents that within another week, the community will benefit from much needed drainage works.

“We will look at the road but the most important thing for you, as it stands now, is ensuring you have proper drainage.

Within a week from now, we’ll send in a machine to do all the main cross drains as well as the seepage canal. In the meantime, we’ll be looking at

the road and so that we can come up with an estimate because this road will cost hundreds of millions of dollars to develop.

“We have to do that project in phases. We first have to get the drainage done, so the machine will work along the road to

ensure all the drains are cleared and that we fill all the low spots first. After that is done, engineers from both the Ministry of Agriculture and the Ministry of Public Works will come to do an assessment of the road so that the initial cost of moving it from its current state to the next phase can be determined,” Minister Mustapha said.

He said too that a team of extension officers from the various agencies will be returning to meet with the farmers to advise them on best practices and doing agriculture in a smarter way given the effects climate change is having on traditional agricultural practices.

Minister within the Ministry of Public Works Deodat Indar, who accompanied Minister Mustapha to the meeting, also told residents that each house in the community will soon benefit from household solar units after requests were made for electricity in the community.

“For us to put a substation, install transmission lines, and a generator, it will be a costly affair based on how the houses are situated. What we did, our government has embarked on getting household solar units for riverine communities. We started it a couple of months ago. Since we got into government we met with the Indian Government and they were funding the solar initiative.

“So, its 30,000 solar units that can be installed on any house. They can power lights and even refrigerators. It’s not the small units that they did in the past.

That has been approved and we will sign the agreement soon. This is being done through a Line of Credit. Once that is done, we will bring them and install them on every house in the community. So, you will get electricity but it will be through these solar units,” Minister Indar said.

Residents said that with the closure of the Wales Estate under the previous administration, many persons found it hard to sustain their families and have since left the community. Those who remained were left at a disadvantage and turned to farming to maintain their families.

Cleudigs Charles, a farmer, said that he was happy with the visit and sought the assistance of the ministers in providing the necessary machinery to help them to expand their production.

“Today I’m very happy.

It’s the first time in my life that a Minister of Agriculture has come to this area to see the plight of farmers.

This area is all about agriculture. First, everyone used to plant cane and after the estate closed everyone working with farmers, but we have some disadvantages that the government can help us with.

“We’re asking the minister if he can provide the community with two new tractors with implements to assist the farmers. Most persons are doing plantains but the rains came and destroyed the crops, but we want to do some ginger. We have some high areas where we can go into some ginger and other things like pineapple but we have to plough the land,” the farmer said.

Annand Singh, another farmer who was at the meeting, sought the assistance of the ministers in helping him to gain access to machines that are already in the community and managed by the community’s co-op cociety.

“There are some motor blowers and a tractor and when I went to ask to use it, they told me I’m not a part of the co-op, which in the society was merged with the farmers and when you go to use the equipment, they are telling you that the society did not merge.

“We left the cane farming but we were still farming. Right now, I have a set of orange trees and due to the flood, the ants gone up in it and build nests and I can’t clean them. That’s why I ask for the motor blower to assist with cleaning them but they had to leff just so,” the farmer said.

After listening to the farmer, Minister Mustapha told residents that officers from the ministry will investigate the matter.

CARICOM launches Digital Skills Task Force

AS part of efforts to combat the devastating effects of the COVID-19 pandemic on the region, CARICOM, on Wednesday, launched its Digital Skills Task Force initiative to boost the way persons in the Caribbean utilise innovative technology in everyday life.

Since the start of the pandemic, countries across the globe have seen a significant shift in their daily operations. With schools and work in many sectors now being done online, many persons are struggling to come to terms with this change.

CARICOM General-Secretary, Dr. Carla Barnett, in her remarks at the virtual launch, noted that the Task Force has been established to provide an opportunity for the region to deliver a more “collaborative, coordinated and innovative” approach to meeting the digital skills challenge. She said that, because of the pandemic, digital skills now play a more pivotal role in everyday life.

She disclosed that the CARICOM Secretariat will embark, in 2022, on an ICT sector gap analysis across the whole of CARICOM. The gap analysis will support the recovery efforts of the region through the identification and quantification of critical parts of the digital infrastructure, and help to fast-track digital transformation.

“Technology is quickly transforming the way we live and work. Most transactions are digital, information is immediate. As you may be aware, the need for digital skills has also come to the ‘forefront’ due to the disruptions of the COVID-19 pandemic. The regional digital footprint has increased tremendously over the past year, with citizens doing what they can to adapt to the new normal way of living,” said Dr. Barnett.

She highlighted that the COVID-19 pandemic has allowed many states insight into the existing inequality of access to technology, revealing the weaknesses and unpreparedness for a shift in the education

Miner charged for possession of illegal gun, ammunition A THIRTY-THREE-year-old gold miner was, on Tuesday, remanded to prison for allegedly having an illegal gun and matching ammunition in his possession.

Raymond Persaud of Charity, Essequibo Coast, appeared before Magistrate Crystal Lambert at the Bartica Magistrate’s Court on two firearm-related charges.

He denied that on September 11,2021, at Armu Backdam in the Cuyuni-Mazaruni area, he had in his possession one 9mm Taurus pistol with the serial number filed off, two magazines, one live 9mm ammunition and two .32 ammunition, when he was not the holder of a firearm licence.

Magistrate Lambert remanded Persaud to prison until October 15.

According to reports, on the day in question, a squad of police officers went to a shop located at Armu Landing following a report of someone discharging a loaded firearm.

The private sector is wellpositioned to help meet and expand this increasingly urgent, and unmet need and demand. At the government level, this will also

mean developing comprehensive education, social welfare, and economic policies,” the SG said.

She noted that addressing digital inclusion and proliferating digital skills across CARICOM in a comprehensive, strategic manner will add another important layer to being “A Community for All”, as it will help to ensure that all CARICOM citizens have the necessary skills and can participate meaningfully in society.

Dr. Barnett reminded that digital skills for CARICOM citizens were already envisioned when the CARICOM Single ICT Space and the Human Resource

Development Strategy 2030 were crafted in 2014 and 2017 respectively “The primary objective of the CARICOM Digital Skills Task Force is to promote awareness of the importance of digital skills for students, business and governments. It is also to provide technical guidance on the development of digital skills and capability levels across CARICOM. The work of the Task Force will therefore be complementary to many other important regional actions,” she added.

Patriots are Hero CPL champions

(ESPNCRICINFO) - The experienced old pros-Chris Gayle, Evin Lewis and Dwayne Bravo may have helped propel St Kitts & Nevis Patriots into the 2021 CPL final, but it was the young guns -- Dominic Drakes, Joshua Da Silva, Fabian Allen and Sherfane Rutherford -- who got them over the line as the tournament host franchise chased down a target of 160 off the final ball to beat St Lucia Kings by three wickets for their first CPL title. Drakes shone brightest when it mattered most, striking an unbeaten 48 off 24 balls including the winning runs off the final ball.

The Patriots looked like they may have frittered away the final at 95 for 5 in the 14th over when Bravo fell to David Wiese. But Drakes produced an audacious “death-hitting” display to rally the Patriots in the last five overs. With 55 needed off 30 balls, Drakes pumped David Wiese back over his head for six, then went inside-out over extra cover off Wahab Riaz to end the 17th, bringing the equation down to 31 off 18.

Kesrick Williams then made a costly error to start the 18th, bowling his first ball completely off the pitch for it to be ruled a no-ball, and Allen flicked the free-hit past short fine leg for four.

Allen fell at the start of the 19th over pulling Wahab to deep midwicket, but Drakes crossed with the ball in the air and delivered a hammer blow next ball with the shot of the day, spanking a short ball over the cover ropes again for six.

Starting the final over on strike with nine to win against Williams, it came down to five off two balls before Drakes powered another sizzling drive flat over extra-cover for a one-bounce four to level the scores. Williams speared in a yorker on the legs off the final ball of the match but Drakes was able to flick it away to short fine leg and scamper a tight single to clinch the championship.

The win was set up by a tidy bowling effort by the Patriots after the Kings had chosen to bat first at the toss.

Rahkeem Cornwall (43 off 32 balls) and Roston Chase (43

off 40 balls) did well to help rebuild the innings after Andre Fletcher and Mark Deyal both fell cheaply in the powerplay. But Chase appeared to grow frustrated at being unable to capitalize on quick singles and twos while partnered with Cornwall at the crease. After Cornwall fell to Allen off the first ball after drinks to start the 11th, Chase was unable to kick on with either Wiese or Tim David, who both fell cheaply to spin.

When Chase was bowled by Naseem Shah to end the 18th at 128 for 6, it looked like the

Patriots would have an easy chase on their hands.

But Keemo Paul breathed life back into the match with an inspired cameo, clubbing three sixes off Drakes to start the 19th, and then another off Naseem in the final over to give Kings a late boost

and a fighting chance. They continued that fight early in the second innings as Chase bowled Gayle with an armball for a duck before Wahab snuffed out the red-hot bat of Lewis with a short-ball trap to deep midwicket for 6.

Liverpool come from behind to beat AC Milan (BBC) - Liverpool had to come from behind to win a Champions League thriller against AC Milan at Anfield.

WADA reviewing Cannabis as banned substance

(BBC) - The World Anti-Doping Agency is to review whether cannabis should remain a banned substance.

The move follows American sprinter, Sha'Carri Richardson, missing the Tokyo Olympics after testing positive for the substance in June.

The 21-year-old later revealed she had used cannabis to help cope with the death of her biological mother.

Wada says the scientific review will begin next year and that cannabis will remain prohibited in 2022.

The anti-doping agency says the review is taking place "following receipt of requests from a number of stakeholders".

Richardson won the 100m at the US Olympic trials in Oregon in June, where she ran what was then the sixth-fastest women's time in history in the semi-finals.

The athlete's positive test came at the Olympic trials event, which meant her qualification times were expunged and she was given a one-month suspension.

The trials came a week after the death of her biological mother.

Both the US Anti-Doping Agency and USA Track and Field expressed sympathy for the athlete and accepted the substance was not used to enhance performance but said they had no choice but to follow the rules.

Testing positive for cannabis currently carries a ban of up to four years although that can be reduced to three months if athletes can show taking it was not related to sports performance.

Any ban can be reduced further to one month if athletes agree to a treatment programme.

THE President of the Guyana Football Federation (GFF), Wayne Ford, has hailed the launch of the Rupununi Football Association (RFA) Academy Training Centre (ATC) as “an important first step in a clear pathway for hinterland players to be channelled into the national programme”.

Attending the restart of the Rupununi ATC with GFF Youth Development Officer, Bryan Joseph and U-20 Men’s head coach, Wayne Dover, the GFF president praised RFA’s president, Rayan Farias and the Executive Committee of the RFA for the “remarkable” work they have put in so far to develop the sport across Region Nine.

“It is my solemn hope, with the support of the wider community, the village leaders and other stakeholders within the region, that more young boys and girls will make it to the national teams of Guyana and go on to represent their country, region and villages with honour and distinction,” Forde said.

Committee of the RFA,” Forde continued. “Through M-FAP, the GFF will continue to pay the ATC staff, and provide all the equipment and funding necessary for our forthcoming inter-academy tournaments. We will also be conducting quality control visits along with child protection training. I would like to wish the RFA family every success in growing the ATC programme in the coming years by opening up more centres across the region.”

The RFA is the sixth GFF regional association to relaunch its ATC under a devolved structure which sees the management of the programme transferring to the regional associations, with resources and support provided by the GFF. Hussain, rolling out the green carpet to teach dozens of students how to putt.

Ms. White, Principal of the Primary School Division said "We are all excited about this opportunity and as you know our students are very competitive, so expect to see us performing at the highest levels." The school plans to use the Academy for training, competition and other sporting events as a part of the programme.

In addition to regular classes, students from the Special Education department were also given lessons and the sheer joy on their faces made the entire event worthwhile.

School of the Nations is one of the leading private schools in the country and will offer golf as a part of their school curriculum and as an after-school activity.

Students from every level will be able to compete in Guyana Golf Association-sponsored events with the hopes of earning a spot on the national and Olympic team.

Hussain said he expects great things from the students and will devote much of his time and resources to making this a fun and rewarding experience for all. "Parents

Over the past year, the GGA, under Hussain's leadership, has donated millions of dollars in equipment to schools across the country

and opened access to thousands of new players, many of whom would never have had a chance to play golf.

The golf academy is open daily from 9:00 am and can accommodate up to 60 persons per hour whilst observing strict covid-19 guidelines.
