Demerara Bank records $2.2B profit –– pays its highest dividend ever

By Navendra Seoraj DEMERARA Bank Limited has managed to evade the debilitating effects of the dreaded novel coronavirus (COVID-19) pandemic, recording $2.2 billion in profit for the financial year which ended on September 30, 2020.

While other sectors have recorded losses, Demerara Bank, through prudent management, planning and efficient deployment of resources, has managed to not just record a profit, but surpass its profit for 2019 by four per cent.

Owing to the profit, the bank’s board of directors recommended a final dividend payment of $1.25 per share while the interim dividend paid was $0.25 per share.

This brings the total dividend payments to $1.50 per share for the full year-- the highest in the history of the bank.

Payment of dividend is subject to Bank of Guyana and shareholders’ approval.

“Despite an exceedingly difficult year, owing to the challenges of COVID-19 and the election impasse,

the bank has done well for the year ended September 30, 2020 due to the prudent management and planning and efficient deployment of our resources,” said Chairman of Demerara Bank, Dr. Yesu Persaud, in his report included in the bank’s financial statements.

The global economic outlook remains uncertain due to the challenges of COVID-19, said Dr. Persaud, adding that Guyana and the bank have been no exception to the effects of this health pandemic, which has stalled economic progress and placed many persons on the breadline.

As cases continue to increase, both globally and locally, the chairman said it remains important for Guyanese to ensure that the health protocols are observed to curb the spread of the virus.

“We are grateful to our customers, the board of directors, management and staff of Demerara Bank at all levels.

We shall continue to work for the betterment of Guyanese in Guyana’s economy and we hope that an effective vaccine would soon be available to alleviate this global health

It was reported recently that Guyana is the only country in the Caribbean and Latin American region projected to have positive real Gross Domestic Product (GDP) growth, pegged at 26.2 per cent, in spite of the ramifications of the COVID-19 pandemic, according to the International Monetary Fund (IMF).

The World Economic Outlook Report (WEO), published by the IMF and released this month, states that Guyana’s GDP is expected to grow by 26.2 per cent for 2020. Additionally, this report also projects that Guyana’s economy will grow by 8.1 per cent in 2021. In 2019, Guyana’s real GDP grew by 5.4 per cent.

In April, Guyana’s economy was projected to grow by 52.8 per cent, a revision to the pre-pandemic 86 per cent growth projection. That revision came about as a result of the less-than-usual global demand for oil due to pandemic and the oil-price war between Russia and Saudi Arabia.

Guyana’s growth is largely attributed to its nascent oil and gas sector. Vice-President, Bharrat Jagdeo, at a pre-budget press conference in August, said that Guyana’s oil economy grew by 45.9 per cent, but the non-oil economy, which comprises the traditional, labour-intensive sectors,

shrunk by 4.9 per cent in the first half of the year.

Though Guyana’s 26.2 per cent is lower than the previous GDP growth projections for Guyana, the country is the only nation in the Caribbean and Latin America which is projected to record positive growth, despite the wide-reaching impact of the COVID-19 pandemic.

The entire Caribbean and Latin America region is projected to grow by -8.1 per cent, but this contraction is an upward revision of the previous projection of -9.4 per cent in June.

The ministers and various heads of department from the Central Housing and Planning Authority (CH&PA) spent the entire day at the University of Guyana (UG)’s Berbice Campus, at Tain, with hundreds of residents as they listened to their concerns and facilitated the process of the granting of titles and transports to the applicants, in addition to taking in new applications.

Minister Rodrigues sought to explain that the purpose of the event was to get titles and transports into the hands of the applicants so that they can realise the dream of building and owning their own homes within the shortest possible time. She noted that often, people are unwilling to invest and commence construction without a title as a form of security.

So you understand, therefore, that every time that his Excellency, President Ali, at his level; at our level, at the Ministerial level, every time we have the opportunity to engage different players in the industry; NICIL, GuySuCo... we engage them at the level of acquiring more lands for developmental purposes.”

INFRASTRUCTURE WORKS Minister Croal said that as a result of the government’s insistence on keeping its Manifesto promise of affording every Guyanese the opportunity of owing their own home, a total of 40 contracts were recently signed for the development of new and existing housing schemes.

The works for those proposed housing schemes include infrastructure works for roads, drainage and bridges. In addition, the CH&PA team has been reviewing, and looking to build the capacity of their regional offices to avoid residents having to travel all the way to Georgetown for basic information or queries.

In light of the ongoing works and plans, the minister appealed to those residents present at the meet to make use of the services available at the outreach, and asked for a little patience as his ministry works to make the process easier for all.

“We seek your indulgence; we ask for your pa-

tience, as we put the necessary systems in place; as we try to make your lives comfortable, so that when we make those allocations… not like what was done earlier this year for over 2,000-plus, for which persons can’t even find their lands…,” he said, adding: “When we make those allocations, in a large way, it is to ensure that the infrastructure is put in place, so you can immediately engage the banks, and you can start your construction.”

The first activity of this nature was held on October 16 and 17, 2020 at the Guyana National Stadium, and since then, the ministers have committed to taking it to each of the country’s ten administrative regions, so that residents can make their payments, and get their titles or transports.

During the outreach on Friday, 67 new applicants were registered.

Rohini Cyril, 53, and her husband, Jhonny Babulall, 54, of Free Yard, Port Mourant, were moved to tears as she held her transport in her hands. She told the Guyana Chronicle she has been waiting over a decade, and is overjoyed to finally get a house lot.

“I am very happy to receive this today; I want to say thanks to the ministers and the Government of Guyana,” she said.

Biden solidifies U.S. election win ― Trump says ‘time will tell’ if he stays in power U.S. President-elect Joe Biden solidified his election victory on Friday by winning the state of Georgia, and President Donald Trump said “time will tell” if another administration takes over soon, the closest he has come to acknowledging Biden could succeed him.

Edison Research, which made the Georgia call, also projected that North Carolina, the only other battleground state with an outstanding vote count, would go to Trump, finalizing the electoral vote tally at 306 for Biden to 232 for Trump.

The numbers gave Biden, a Democrat, a resounding defeat of Trump in the Electoral

College, equal to the 306 votes that Trump, a Republican, won to defeat Hillary Clinton in a 2016 victory Trump called a “landslide.”

At a White House event where he predicted a coronavirus vaccine would be available for the whole population

by April, Trump edged closer to acknowledging he might leave the White House in January but stopped short.

“This administration will not be going to a lockdown.

Hopefully the, uh, whatever happens in the future - who knows which administration it will be? I guess time will tell,” Trump said in his first public remarks since Biden was projected as the election’s winner on Nov. 7.

While Trump had yet to concede, Biden officials reiterated they were moving ahead with transition efforts regardless.

Although the national popular vote does not determine the election outcome, Biden was ahead by more than 5.3 million votes, or 3.4 percentage points. His share of the popular vote, at 50.8%, was slightly higher than Ronald Reagan’s share of the vote in 1980 when he defeated Jimmy Carter.

To win a second term, Trump would need to overturn Biden’s lead in at least three states, but he has so far failed to produce evidence that he could do so in any of them.

States face a Dec. 8 “safe harbor” deadline to certify their elections and choose electors for the Electoral College, which will officially select the new president on Dec. 14.

Biden’s legal team in Georgia said on Friday they do not expect a hand recount of votes in the state to change the results there. Trump campaign spokesman Tim Murtaugh

told Fox News the campaign has “great confidence” it can prevail in the Georgia recount.

A Michigan state court rejected on Friday a request by Trump’s supporters to block the certification of votes in Detroit, which went heavily in favor of Biden. [L1N2HZ23E] And lawyers for Trump’s campaign dropped a lawsuit in Arizona after the final vote count rendered it moot.

Federal election security officials have found no evidence that any voting system deleted or lost votes, changed votes, “or was in any way compromised,” two security groups said in a statement released on Thursday by the lead U.S. cybersecurity agency.

TRANSITION TALK Biden officials said on Friday they would press forward with the transition, identifying legislative priorities, reviewing federal agency policies and preparing to fill thousands of jobs in the new administration.

“We’re charging ahead with the transition,” Jen Psaki, a senior adviser to Biden’s transition team, said on a conference call while stressing that Biden still needs “real-time information” from the Trump administration to deal

with the resurgent pandemic and national security threats.

Psaki urged Trump’s White House to allow Biden and Vice President-elect Kamala Harris to receive daily intelligence briefings on potential threats around the world.

“With every day that passes on, it becomes more concerning that our national security team and the president-elect and the vice president-elect don’t have access to those threat assessments, intelligence briefings, real-time information about our engagements around the world,” Psaki said. “Because, you know, you don’t know what you don’t know.”

Biden will be briefed by his own group of national-security experts next week, she said. He met with transition advisers again on Friday at his Delaware beach house where he is mapping out his approach to the pandemic and prepares to name his top appointees, including Cabinet members.

Trump’s refusal to accept defeat has stalled the official transition. The federal agency that releases funding to an incoming president-elect, the General Services Administration, has yet to recognize Biden’s victory, denying him

access to federal office space and resources.

Trump has discussed with advisers media ventures and appearances to keep him in the spotlight ahead of a possible 2024 White House bid. In the near term, he is expected to campaign for Republican U.S. Senate candidates in Georgia ahead of Jan. 5 runoff elections that will determine which party controls the chamber, aides said.

He also is considering starting a new television channel or social media company to compete with those he felt betrayed him and stifled his ability to communicate directly with Americans, according to several advisers.

Fox News correspondent Geraldo Rivera, a Trump confidant, said he had spoken to the president by phone on Friday and Trump gave him the impression he would follow the U.S. Constitution and surrender his office after every vote was counted.

“He told me he’s a realist. He told me he would do the right thing,” Rivera said in an interview with Fox. “I got no impression that he was plotting the overthrow of the elected government. He just wants a fair fight.” (Reuters)

President gifts young Tashmini Sewah a 'tablet' EIGHT-YEAR-OLD Tashmini Sewah, on Friday, received an electronic tablet from President, Dr Irfaan Ali, which will be used by her to facilitate virtual classes.

Teakaram Singh admitted to the bar and practical training for the Legal Education Certificate (LEC) at the Hugh Wooding Law School, in Trinidad, and was awarded his legal certification on September 4, 2020.

Singh, who hails from the Essequibo Coast, was admitted to the bar by Justice Navindra Singh at the Demerara High Court.

His petition was presented by Attorney-General and Minster of Legal Affairs, Anil Nandlall.

Singh attended the University of Guyana’s Turkeyen Campus, for the period 2015 to 2018, and graduated with a Bachelor of Laws degree in 2018.

The Festival of Lights

THE nation looks forward to celebrating the festival of Diwali today, which is a national holiday. There is a connection of Diwali with lights, earthen diyas lit with ghee or oil, and their electronic competitors or candles, artfully arranged to illuminate the night for the path of the Lord, observed on the darkest night of the year, as per Hindu philosophy. It is a spectacle to behold here in Guyana, neighbouring Suriname, Trinidad and Tobago, India, and the Guyanese Diaspora. Celebrants engage in competition for the most lit home with the best lighting arrangements.

There is an overarching message behind this great Hindu Festival of Lights, one that the nation and the world at large should heed. It is a simple message of the triumph of good over bad. As Hindu philosophers and pandits inform, the flame of the diya symbolises human's inner quest for light to brighten the dark corners of the soul and the sub-consciousness of the mind. The meaning of Diwali is the victory of light (which represents knowledge, wisdom and

prosperity) over darkness (blank and bad thoughts in the mind); of goodness (being kind and generous) over evil (selfishness); of happiness (joy and self-satisfaction) over misery (loneliness and self-engrossment).

Humans yearn to replace greed, anger, jealousy and lust and other terrible vices with sharing and caring, joy, peace, warmth, love and compassion for other humans. Diwali is a source of light to conquer the dark corners of one's life and home and of the nation.

Guyanese may be too engrossed in the actual material celebration of Diwali, and may lose sight of its real significance in the foregoing meaning. Diwali is more than the material, food, and the joyous and fun aspects; they must heed the strong message behind Diwali, the triumph of light over darkness; of good over evil. The light is not only physical, to be seen by the naked eyes, but also internal; in the mind, body, and soul. Diwali, or the lighting of lamps, also symbolises the victory of truth over falsehood; knowledge over ignorance, and morality over immorality. According to Hin-

du philosophy, the will of the human will enable him to vanquish the forces of evil thoughts or wrongdoing within the mind, and or the environment. It is also about how people live; their feelings of compassion to help the less fortunate, especially during this time of the pandemic that has upended lives.

People need be reminded that the preparation for the festival of Diwali is a tedious process, and includes physical and mental conditioning. Hindus spent days, if not weeks, cleansing their physical space; the home, the yard and environs, rendering them spic and span.

Just before Diwali, there were also the observances of Dussehra and Navratri; an extended period of fasting and prayers to the Lord, and cleansing of the body, mind, and physical space. There is also internal cleansing of the mind and body.

The Diwali festival, like its Hindu predecessors, is a sacrifice of time and material possession, which is a reflection of one's commitment to God, fellow humans, and the environment.

The Hindu scholars and scriptures point to the five days

of Diwali that not only include celebratory outward material festivities, but also internal self-healing of the mind, and the process of self-realisation and self-reflection. Auspicious Hindus began fasting days ago, and the celebration began Thursday, and will end on Monday, with the actual holiday on Saturday that coincides with the darkest moon, when the country is lit up with various light forms.

People also use the occasion to give thanks, and pray for peace and prosperity for themselves, family, friends, relatives and the Guyanese nation.

No doubt, and understandably, as has been the norm in Guyana for the last few decades, people look forward to the brilliantly lit floats in motorcade formation in various parts of the country, and celebrants decked out in magnificent traditional clothing brought from India, the ancestral homeland of the celebration. This year, the public celebration with motorcades in several parts of the country has been severely toned down in view of the pandemic. Around this time of the year, there would also be cultural variety concerts

focusing on the religious aspects of Diwali, when Hindus propitiate Goddess Lakshmi, who represents wealth creation in Hindu philosophy. This year, motorcades and concerts have gone ‘virtual’. And many may say they miss the fun on the roads and streets, and visits to neighbours’ homes, and all the delicious snacks that go with the celebration. But it’s the thoughts and the message that matter the most.

Although the actual festival is on November 14, the message behind Diwali should linger on forever. On this occasion, Guyanese should reiterate their belief in the cherished ideals of harmony, peace, love, compassion, and understanding of others that would lead to inner peace and harmony. Diwali should also be a time for national reconciliation, in light of what happened from March 2 to August 2. Such reconciliation would help with national development. It is worthwhile for humans to consider every day as Diwali, and to replace vices with virtues.

Mayor Narine extends Diwali greetings Dear Editor, DIWALI is an auspicious occasion for our Hindu brothers and sisters throughout the globe. Hinduism is an Indian religion embracing many religious ideas, also known as dharma; a way of life, and a sense of spirituality. Hinduism’s beliefs surround nonviolence and unity in diversity. Hindus celebrate Diwali every year, around October- November, with the date changing each year, and dating back to more than 2,500 years. Diwali is a fiveday celebration, known as “the Festival

of Light”, which symbolises a time for new beginnings, the triumph of good over evil, and light over darkness. The word Diwali comes from the “Sanskrit” word, “Deepavali”, meaning “rows of lighted lamps”. This Festival of Light is embraced by our diverse country; Guyana, where multi-ethnic, multicultural, multi-coloured and multi-religious groups come together as one to observe the celebration.

On Diwali, millions of people decorate their homes, businesses, streets and offices with small oil lamps called “Diyas”. The “Diya” is symbolic of our journey to en-

lightenment, and signifies purity, goodness, good luck and power. A “Diya” is usually lit twice a day; morning and evening, as the presence of light means the non-existence of darkness and evil forces, while cleansing the soul. The lighting of the Diyas, fireworks and traditional foods such as the sweet meats will be enjoyed by many Guyanese on this day.

I believe that this is a time of bringing people together, and a period to worship the divine “Ma Lakshmi”, the Goddess of Wealth, Fortune, Love, Beauty, Joy and Prosperity. On this day, we pay respect to

women, especially our wives. We should incorporate these values not only on Diwali, but also every day of our lives. I want to wish all across our nation a Happy Diwali, and to urge that you remember to express love, affection and compassion towards one another. While you have a “Shubh Diwali”, let the light of the occasion shine on us every day!

Diwali significance, rituals and customs (PART II) Dear editor, THERE are many reasons, meanings, significances, customs, traditions, practices, stories and events attributed to the celebration of Diwali, or “The row of lights”. All demarcate a specialty associated within the realm of commemorating the observance of this glorious and momentous occasion. They incorporate a fusion of acceptable norms, beliefs, faiths and hope, all of which enhance an enriched culture.

1: Goddess Lakshmi’s birthday: The Goddess of Wealth and the consort of the god, Vishnu, is Lakshmi, one of the principal deities of the Hindu religion and the Supreme Being in the Vaishnavism Tradition. According to mythology, she was first incarnated on the new moon day (amaavasyaa) of the Kartik month during the churning of the ocean (samudra-manthan). She is one of the most popular of goddesses, and thus strongly associated with Diwali.

2: Vishnu rescued Lakshmi: On this very day, Diwali Day, Lord Vishnu, disguised in his fifth incarnation as Vaman-avtaara (the dwarf avatar and Vishnu’s first incarnation) rescued Lakshmi from the prison of King Bali. And this is another reason of worshipping Ma Lakshmi on Diwali.

3: Krishna Killed Narakaasur: On the day preceding Diwali, Lord Krishna and his wife, Satyabhama, killed the demon king, Narakaasur of Pragjothispura, who had invaded the three worlds, taking great pleasure in torturing the beings there. Krishna rescued 16,000 women from captivity. The celebration of this freedom went on for two days, including on Diwali Day, as a victory festival: The second day of Diwali is Naraka Chaturdasi.

4: The Return of the Pandavas: According to the great epic, ‘The Mahabharata’, it was ‘Kartik Amavashya’ when the five Pandavas (brothers Yudhishthira, Bhima, Arjuna, Nakula, and Sahadeva) appeared from their 12 years of banishment as a result of their defeat at the hands of the Kauravas

at the game of dice (gambling). As such, those subjects who loved the Pandavas celebrated the day by lighting the earthen lamps.

5: The Victory of Rama: According to the epic, ‘The Ramayana’, it was the new moon day of Kartik when Lord Ram, Ma Sita, and Lakshman returned to Ayodhya after vanquishing the demon king, Ravana, and conquering Lanka. The citizens of Ayodhya decorated the entire city with the earthen lamps, and illuminated it like never before. Hence, the Festival of Diwali is in honour of Rama’s victory.

6: Coronation of Vikramaditya: One of the greatest of Hindu kings, Vikramaditya, was crowned on Diwali Day. The legendary emperor, who may have been a historical figure, or based on one, is thought of as the ideal king, known for his generosity, courage, and patronage of scholars. Thus, Diwali became a historical event as well.

7: Special Day for the Arya Samaj: It was the new moon day of Kartik (Diwali day) when the 19th-Century scholar, Maharshi Dayananda, one of the greatest social reformers of India and the founder of Arya Samaj, attained his nirvana. Dayananda’s great mission was to ask humankind to treat one another as brothers through practices of nobility.

8: Special Day for the Jains: Mahavir Tirthankar, considered to be the founder of modern Jainism, also attained his nirvana on Diwali Day. Mahavira abandoned his royal life and left his family to become an ascetic, undertaking fasting and bodily mortifications. At the age of 43, he achieved the state of Kevala Jnanan, and began teaching the philosophy of Jainism.

to receive the Guru’s blessings. In 1577, the foundation stone of the Golden Temple at Amritsar was laid on Diwali. In 1619, the sixth Sikh, Guru Hargobind, who was held by

the Mughal Emperor Jahangir, was released from the Gwalior Fort, along with 52 kings.

10: The Pope’s Diwali Speech: In 1999, Pope John Paul II performed a special Eucharist in an Indian church, where the altar was decorated with Diwali lamps. The Pope had a ‘tilak’ marked on his forehead, and his speech bristled with references to the Festival of Light.

11: Bhai Dooj: Nowhere is the bond of brotherly-sisterly love is glorified with such grandeur as in the Indian culture. Hindus celebrate this special relationship twice every year, with the festivals of Raksha Bandhan and Bhai Dooj, when sisters ceremonise their love by putting an auspicious tilak, or a vermilion mark, on the forehead of their brothers, and perform an aarti of him, by showing him the light of the holy flame as a mark of love and protection from evil forces. Sisters are lavished with gifts, goodies, and blessings by their brothers. Bhai Dooj comes every year on the fifth and last day of Diwali, which falls on a new moon night. The name ‘Dooj’, means the second day after the new

moon, the day of the festival, and ‘Bhai’ means brother. Bhai Dooj is also called ‘Yama Dwiteeya’, as it’s believed that on this day, Yamaraj, the Lord of Death and the Custodian of Hell, visits his sister, Yami, who puts the auspicious mark on his forehead, and prays for his well-being. So it’s held that anyone who receives a tilak from his sister on this day, would never be hurled into hell.

According to one legend, on this day, Lord Krishna, after slaying the Narakasura demon, goes to his sister, Subhadra, who welcomes him with the holy lamp, flowers and sweets, and puts the holy protective spot on her brother’s forehead.

Yet another story behind the origin of Bhai Dooj says that when Mahavir, the founder of Jainism, attained nirvana, his brother, King Nandivardhan, was distressed because he missed him, and was comforted by his sister, Sudarshana. Since then, women have been revered during Bhai Dooj.

12: Dhanteras: The Festival of Dhanteras falls in the month of Kartik (sometime during October or November), on the 13th day of the Dark Fortnight. This auspicious day is celebrated two days before the Festival of Lights, Diwali. On Dhanteras, Lakshmi, Goddess of Wealth, is worshipped to provide prosperity and well-being. It is also the day for celebrating wealth, as the word, “Dhan”, literally means wealth, and “Tera” signifies the number, 13. In the evening, the lamp is lit, and Dhan-Lakshmi is welcomed into the house. Alpana, or Rangoli, designs are drawn on pathways, including the goddess’ footprints to mark the arrival of Lakshmi. Aartis, or devotional hymns, are sung, eulogising Goddess Lakshmi, and sweets and fruits are offered to her. Hindus also worship Lord Kuber as the Treasurer of Wealth and Bestower of Riches, along with Goddess Lakshmi, on

Dhanteras. This custom of worshipping Lakshmi and Kuber together is in the hope of doubling the benefits of such prayers. People flock to the jeweller’s and buy gold or silver jewellery or utensils to venerate the occasion of Dhanteras. Many wear new clothes and jewellery as they light the first lamp of Diwali, while some engage in a game of gambling.

13: Naraka Chaturdashi: An ancient legend ascribes the occasion to an interesting story about the 16-year-old son of King Hima.

His horoscope predicted his death by snake-bite on the fourth day of his marriage. On that particular day, his newly-wed wife did not allow him to sleep. She laid out all her ornaments, and lots of gold and silver coins in a heap at the entrance of the sleeping chamber, and lit lamps all over the place. Then she narrated stories, and sang songs to keep her husband from falling asleep.

The next day, when Yama, the God of Death, arrived at the prince’s doorstep in the guise of a Serpent, his eyes were dazzled and blinded by the brilliance of the lamps and the jewellery.

Yama could not enter the Prince’s chamber, so he climbed on top of the heap of gold coins, and sat there the entire night, listening to the stories and songs. In the morning, he silently went away.

Thus, the young prince was saved from the clutches of death by the cleverness of his new bride, and the day came to be celebrated as Dhanteras. And the following days came to be called, Naraka Chaturdashi (Naraka means hell, and Chaturdashi means 14th).

It is also known as Yamadeepdaan, as the ladies of the house light earthen lamps, or ‘deep’, and these are kept burning throughout the night, glorifying Yama, the God of Death. Since this is the night before Diwali, it is also called ‘Chhhoti Diwali’, or Diwali minor.

Creation of ICT parks, export zones –– among seven-point plan unveiled for business development

By Navendra Seoraj AMIDST growing international interest in Guyana’s economy, the new Government has committed to creating an enabling environment for business development through a seven-point plan which includes preserving the rule of law and democracy; improving the ease of doing business; enhancing national competitiveness; facilitating trade and investment; and supporting small businesses.

At a time when the world is faced with the dreaded effects of the novel coronavirus (COVID-19) pandemic, the importance of businesses and their role as the lifeline of any economy cannot be overlooked, said President, Dr. Irfaan Ali, in his address, during the American Chamber of Commerce’s (AMCHAM’s) virtual annual general meeting (AGM), on Friday.

In order for economic wealth to be distributed equitably, that wealth must first be created. If the “economic pie” does not grow, then there will be less to distribute. The larger the “economic pie”, the more there will be to share; if the economy contracts and business activity shrinks, the less there will be to distribute.

It is for this reason that President Ali said: “My Government unapologetically and unambiguously supports business development. My

administration will not be neglectful or indifferent towards business. We will ensure a robust business environment in order to sustainably generate wealth and create jobs.”

The Government hopes to achieve this through a seven-point programme, which is now being fashioned to create an environment which is conducive for business.

The first element of the programme involves strengthening the country’s democratic framework.

Democracy is vitally important to national development and to providing comfort to investors that there is respect for the rule of law and, thus, their investments would not be subject to capricious actions.

The absence of democracy creates unfair playing fields, ‘clientelism’, predatory business practices and corruption. On the other hand, a strong relationship exists between democratic institutions and economic freedom. The latter fosters legitimate business activity and promotes investor confidence.

“We are therefore keen to ensure that democracy is protected so that our businesses can thrive in an environment of economic freedom,” said President Ali. This, he said, will set the foundation for there to be ease of doing business, which is the second element of the programme.

The World Bank’s Ease

of Doing-Business 2020 report showed that Guyana slipped two spaces in its rankings for 2019, relative to 2014. Among the problems identified in the report were the processing of construction permits, registration of property and the payment of taxes.

The Ministry of Tourism, Industry and Commerce will spearhead policies to reverse this slippage and to allow the country to climb the rankings, said President Ali. Trade facilitation is another area which will receive the ministry’s attention. Issues such as delays in customs clearance, increase costs and reduce export competitiveness will soon be addressed through an electronic single window for trade, which will reduce time and costs.

“We will also be seeking to ensure that investors’ applications and requests are facilitated more promptly. As part of our agenda to improve ease-of-doing business, the Guyana Office for Investment (Go-Invest) is being restructured as a vehicle to attract and facilitate investment and export promotion,” said President Ali. ENHANCING COMPETITIVENESS But, although facilitation of investment is expected to be easier, the President said the Government will be working to enhance the competitiveness of local businesses.

Through the National

Quality Infrastructure (NQI) project, the Government will create a catalyst for competitiveness and increased global market access. The NQI aims to improve the quality of local products and services, thereby stimulating greater demand. The implementation of the NQI will bolster the ability of local businesses to engage in global trade and increase their competitiveness therein.

The liberalisation of the telecommunication sector has already boosted business competitiveness. The cost of overseas telephone calls and bandwidth have begun to be reduced. With increased investment and competition in the sector, Guyana anticipates greater competitive gains.

“These efforts are in addition to the cost-cutting and competiveness-boosting measures announced in the 2020 Budget. Businesses will benefit from the removal and reduction of several taxes and fees such as the elimination of VAT on water and electricity, exports, building and construction materials and hinterland travel,” said President Ali. These measures effectively put more money back into all businesses – large, medium or small- allowing them to reinvest, grow and create additional employment, while simultaneously attracting new companies to Guyana.

NEW MARKETS Conversely, the Government plans to unlock new markets for traditional ex-

ports and create opportunities for new products, services and industries.

Such measures are expected to benefit particularly small businesses. The effects of COVID-19 have been devastating on those businesses, but President Ali has assured that they would not be left out of the development agenda.

Government, he said, will soon table, in the National Assembly, a Small Business Amendment Bill. This bill will expand the range of procurement opportunities for small businesses.

Further, the Government, he assured, will continue to vigorously pursue more avenues for increasing small businesses’ access to finance.

“We are committed to stimulating business development nationwide. We want business opportunities throughout Guyana and not solely concentrated in one or two regions. We want to see industries being developed throughout Guyana.

“As such we have a plan to establish industrial estates, ICT parks and export zones to stimulate manufacturing and increase trade. We will give preference to manufacturers and technology services for occupancy in these estates, zones and parks,” said President Ali. In expanding the opportunities for businesses, the Government will be implementing a transformative infrastructural agenda, which includes reducing the cost of electricity by at least 50 per cent within the next five years.

“As I have alluded, we are going to transform the country’s transportation network. A new bypass between

Diamond and Ogle will be built with connections to Mocha, Eccles and Providence. A high-level bridge will be constructed across the Demerara River and will be connected at its westernmost extremity to a new four-lane highway leading to Parika,” said the President.

The private sector will be required to use these opportunities to build capacity to capitalise on the other massive long term transformative projects in the pipeline, such as Amaila Falls Hydro-electric facility; a deep water harbour; an all-weather road linking Linden and Lethem; the Parika to Rockstone Del Conte Road with connections to Bartica; and a bridge over the Corentyne River.

The levels of investment which are taking place and which are projected in the future will generate massive business opportunities and a demand for human resource skills.

“We are determined to ensure that local businesses benefit from business opportunities, particularly in our oil and gas sector. I have already appointed an advisory committee to examine and propose ways in which we can ensure that local businesses benefit from the business opportunities spawned by the oil and gas sector,” said the President.

Local content legislation will be implemented to allow local firms and companies a greater share of opportunities in the oil and gas sector.

Hire Purchase Bill back on the agenda –– President Ali says legislation will reform ‘unconscionable’ practices

By Navendra Seoraj FOR years, consumers interested in making purchases on credit have been at the mercy of businesses, but the President, Dr. Irfaan Ali has said that the Government will soon table a Hire Purchase Bill, which will provide much-needed protection for customers.

The President made this announcement during a virtual address at the American Chambers American Chamber of Commerce (AMCHAM)’s annual general meeting (AGM) on Friday.

President Ali was clear about his Government’s intention to protect the rights of consumers, noting: “Consumers are an integral part of the business ecosystem; without the consumer, businesses will flounder.”

It is for this reason that the Government is committed to providing greater protection for consumers.

“A proposed Hire Purchase Bill will provide much-needed protection for consumers who procure items on credit, or through h i r e p u r c h a s e a r r a n g ements,” said President Ali. Currently, the law, as constituted, provides that once a consumer defaults on a single payment, the owner is entitled to forfeit all the previous payments, and to repossess the item.

This, the President said, can hardly be fair to the consumer, so the new law will reform this unconscionable practice.

The rights of consumers are detailed in the Consumer Affairs Act 2011, which outlines, in simple terms, the responsibilities of both the supplier and the purchaser of any goods or services.

According to the Act, if or whenever a consumer is dissatisfied with the performance or appearance of a purchase, be it food, electronics/appliances, fur-

nishing, tools, construction materials, interior or exterior décor, clothing or any sundry item such as umbrellas, cookware or jewellery, he/ she has the right to return it to the place of purchase and seek redress.

Pillowcase thief jailed for 12 months A man, who walked into a shop and stole a pillowcase containing over $1M in valuables, was, on Friday, sentenced to 12 months in prison by Magistrate Leron Daly.

Royston James pleaded guilty to simple larceny when he appeared in the Georgetown Magistrates’ Court.

He admitted that on September 15 at Durban Street, Georgetown, he stole one handbag valued at $16,000, one gold chain valued at

$240,000, one gold band valued at $240,000, one plane ticket valued at $690,000, and $8,500 in cosmetics, property of Samantha Manoney.

According to the facts provided in court, about 10:10 hours on the day in question, the victim secured her valuables in a pillowcase which she hid behind a freezer in her shop. She then went into her house.

About 10 minutes later, she returned to her shop and on

checking, she discovered the pillowcase with the valuables missing. James was seen in the area prior to the discovery of the theft.

A report was made at the Alberttown Police Station.

On November 10, the victim saw James on the West Coast of Demerara and pointed him out to the police who arrested him.

When told of the allegation, he orally admitted that he stole the items.

Alleged ganja trafficker granted bail A man, who was allegedly caught with a quantity of cannabis in a lunch bag, on Friday, appeared in the Georgetown Magistrates’ Court and was granted $50,000 bail by Magistrate Leron Daly.

Mandela Hazel, of 'A' Field Sophia, pleaded not guilty to possession of narcotics for the purpose of trafficking.

It is alleged that on Tuesday, November 10, at Mandela Avenue, Georgetown, he had 83 grammes of cannabis in his possession.

According to the facts,

about 01:30hours on the day in question, a group of policemen were on mobile patrol and, while on Mandela Avenue, they observed Hazel behaving suspiciously.

As they approached him to conduct a search on his person, Hazel abruptly walked into a yard and reached for a yellow lunch pack which he attempted to throw over a nearby fence.

However, It did not go over the fence.

The lunch bag was retrieved by a policeman who searched it and discovered 83 transparent ziploc bags

containing leaves, seeds and stems suspected to be cannabis. Additionally, a grainylike substance, suspected to be Methamphetamine, was also discovered.

Hazel was told of the offence committed, cautioned and arrested. He was taken to the Ruimveldt Police Station where the suspected cannabis and ‘meth’ were weighed.

The ‘meth’ amounted to 7 grammes. However, investigations are still ongoing in relation to this substance.

The matter was adjourned to December 11.

sembly and assented to by the President, would protect consumers from ‘unscrupulous’ stores which seize a consumer’s item after just one missed payment.

“This move shows that the Government is caring, and they are looking after the needs of the small man…

They are legislating it to make sure people’s rights are protected,” said Prashad.

The former minister also commended the Attorney-General, Anil Nandlall, who has also made the Bill a priority on his agenda.

The Attorney-General, in a recent Department of Public Information (DPI) report said: “The law says currently, that if you default on any single payment, the

owner is entitled to forfeit all the previous payments and repossess the item. That can bring and has brought catastrophic hardship on people.”

He said that hire purchase in Guyana is governed by a common law, where one pays a sum of money monthly as rent towards the purchase price. When the final purchase price is paid, the customer then becomes the owner of the item.

The proposed Bill, which will soon be laid in the National Assembly, will offer a number of protections to customers before businesses can exercise their right to forfeit the item.

Over 500 children under institutional care –– ‘Child Care’ welcomes new Adoption Board

By Telesha Ramnarine THE newly appointed Adoption Board will not only be overlooking the adoption process, but will also take on the role of advocacy in an effort to find permanent homes for hundreds of children who are still in institutionalised

care.

The Board, which comes under the Ministry of Human Services and Social Security, held its first meeting earlier this week and immediately got the ball rolling by examining some of the adoption cases that have been on hold for years now.

One of the top priorities

for the Board is to assist the Childcare and Protection Agency (CCPA) in the process of ensuring that children are in stable and safe environments, which includes adoptive care.

Adoption is a legal process and the Board will overlook to see that it was done in the best interest and

welfare of the child. After reports are prepared and the court gets the first order, the Board will look to see that the process was completed properly before giving its permission.

The final person to give approval for the adoption would be the Chief Justice who can refuse and send back the case to the Board if she is unsatisfied with the details. The Board sits once a month to review all the cases that are brought before it before granting approval for children to be adopted.

Explaining one of the immediate tasks of the new Board, Head of the CCPA, Ann Greene, told this publication, on Friday, that those adoptions that have been on hold for a very long time will have to come before the Board.

“The adoption of children has to be done before a certain age, so we have to look at all of those pending we have where the children

will run out of the age. For international adoption, the children have to be under 16 years old.”

According to her, over 500 children are currently in institutional care at the various children’s homes and orphanages across the country. “The institution is no place for a child. So if these children cannot return home, we have to get a permanency plan for them. If a

child doesn’t have a family, the state’s responsibility is to provide one for them. So the only way we can do so is through adoption.”

Explaining the difference with foster care, she said: “This is temporary care; that’s a substitute family, but for a short time. If a child is to get a permanent family, it’s through adoption.

Solar farms for Lethem, Bartica

The signing of the agreement by the various parties on Wednesday

AN agreement worth G$1 billion was signed on Wednesday between the Guyana Energy Agency (GEA), Farfan & Mendes Limited and SOVENTIX Caribbean S.R.L to construct solar farms at Lethem and Bartica.

According to the GEA, the agreement is for the execution of the engineering, procurement, construction and installation and commissioning of solar photovoltaic power plants, including Battery Energy Storage Systems for the hinterland at Bartica and Lethem in two lots.

Minister, in the presence of Mr. Derrick Cummings, Permanent Secretary in the Office of the Prime Minister; Dr. Mahender Sharma, Chief Executive Officer of the GEA; Mr. Martin Carto, Alternative Energy Manager of Farfan & Mendes; and SOVENTIX and Mfon Akpan Project Coordinator of Guyana Energy Agency.

From the eight companies, both local and international, which participated in the bidding process that commenced with the opening of bids on January 7, 2020, Farfan & Mendes Limited and SOVENTIX Caribbean S.R.L emerged as

the winning bidder.

Farfan & Mendes Limited and SOVENTIX Caribbean S.R.L would have complied with all the requirements necessary for the execution of the project, inclusive of being substantially responsive to the terms and conditions of the bidding documents, and representing the lowest evaluated cost.

The total contract amount for the two solar PV farms at Lethem and Bartica is G$1.098 billion. The duration for the completion of the two sites is estimated at 330 days.

Warapoka records 14 COVID-19 cases –– Health Minister says situation is being ‘monitored’ due to the rapid testing that will be taking place, there is an expectation that the number of confirmed positive cases will rise.

He explained that since residents were not actively following the COVID-19 preventative guidelines, it is expected that several persons have come into contact with

FOURTEEN residents of Warapoka in Region One (Barima-Waini) have tested positive for the deadly coronavirus (COVID-19) and Health Minister, Dr. Frank Anthony, has since disclosed that personnel have been deployed to the community to conduct further testing.

He said this testing is part of the Ministry’s efforts to monitor the situation and to get an accurate representation of the number of positive cases.

“That’s a community we’ll be monitoring as well.

We sent in medical teams.

We did some swabbing and because we did some swabbing there, that’s how we were able to detect these cases. So our medical team would be more active in that community and, hopefully, we can bring whatever cases we have quickly under control,” the Minister said.

Hinterland regions have recorded a high number of cases. Region One has so far recorded 720 cases; Region Seven (Cuyuni-Mazaruni), 377 cases; Region Eight (Potaro-Siparuni), 138 cases; and Region Nine (Upper Takutu-Upper Essequibo), 376 cases. Collectively, these

cases account for more than 38% of the total cases in Guyana.

Meanwhile, Minister Anthony spoke of the positive outcome of the Kwebanna lockdown. Kwebanna, a Region One community, had gone into lockdown for 21 days after being identified as a COVID-19 hotspot. Since the lockdown began on October 24, the community has seen a steady decline in the number of positive cases. Out of the 71 cases recorded, 37 are still active.

Another indigenous community, St. Cuthbert’s Mission, implemented a similar lockdown measure which began on November 7 and will last for 14 days.

“We worked with the village council. We talked to the residents. We do the education on what is COVID, what you need to do to prevent the transmission of COVID. Of course we do testing on a large scale [to] identify those who are positive and isolate them so [as] to prevent further transmission. So those things are what we have repeated in St. Cuthbert’s and hopefully we’ll start seeing a decline in numbers,” Minister Anthony informed.

“We have a surveillance team, we have a sanitation team [and] we have a public education team; so we continue to work with the village council in St Cuthbert’s to make sure that people understand more about COVID and how to prevent its transmission,” stated Minister Anthony.

–– Agri. Minister tells farmers AGRICULTURE Minister, Zulfikar Mustapha, has reaffirmed Government’s

commitment to ensuring there is development across the country during a recent

outreach to communities in the Essequibo Islands-West Demerara, Region Three.

While addressing farmers at a meeting in Leguan, Minister Mustapha told the gathering that their community will not be exempt from Government’s vision for development.

“Sometimes development takes a long time.

Sometimes development might pass you and go to another area based on the priorities of the Government. I am not saying development will pass Leguan; I just want to let you know how things happen sometimes.

But I want to reinforce and I want you-- the residents-- to know that Leguan is a very important community to us in the Government, and we will do our best to resolve your issues,” Minister Mustapha said.

Farmers indicated that the common issue on the island was the lack of proper drainage-- the need for some amount of rehabilitation works to critical D&I structures.

Jairam Rampersaud, a farmer from Leguan, said

his farmland and home are constantly flooded due to a defective koker close to his residence.

“At present, the koker close to me is in a deplorable state. It is a self-acting koker and, over the years, the water flows straight to my land and my home is often flooded. I would like for you to make some intervention to help the situation at present. The koker is falling apart and water is seeping through the entire structure,” Rampersaud said.

After listening to issues raised by several farmers, Minister Mustapha noted that his Ministry will be working with the regional office to develop a work programme to remedy their issues.

“Since taking office as minister, there has been one common issue faced by persons in the farming communities across the country. It is clear that the previous administration has failed to provide basic drainage and irrigation

(D&I) services to citizens.

There has also been a clear neglect to critical D&I structures across the country and clearly the structures in Leguan were no exception. I had meetings with farmers from Hogg Island and Wakenaam earlier today and they too have similar issues. I’ve committed to having an engineer go to those communities to carry out a needs assessment that will be factored into a work programme to ascertain what works are needed to ensure residents benefit from proper drainage. You will also benefit from that exercise. We cannot do extensive works now with this Emergency Budget, but rest assured we will work to have some of the critical issues resolved.

Other major works will be budgeted for in 2021 and other budgets to come,” Minister Mustapha said.

This project falls under the renewable energy solutions for the hinterland, which is one of the major components under the Energy Matrix Diversification and Strengthening of the Department of Energy (EMISDE) programme funded by the Inter-American Development Bank (IDB).

The renewable energy solutions for the hinterland seek to address the energy diversification policy goals of the Government of

Guyana, by increasing the electricity access for the hinterland/rural areas with renewable energy solutions.

By the end of 2023, this programme will finance the investment in solar technology by providing a reliable electricity source to the expanding needs of power supply in the three hinterland townships currently relying on fossil fuel. This will involve the installation of three solar Photovoltaic farms in Bartica (1.5MW), Lethem (1.0MW), and

Mahdia (0.65MW), totalling approximately 3.15 megawatts, and the implementation of a storage capacity to manage intermittence of these sources.

PRESIDENT, Dr Irfaan Ali, has announced the establishment of a Rapid Response Technical Team in Region Six that will work to ensure issues affecting the region are resolved in a timely manner.

Similar teams will be established in the other regions.

In Region Six, the team will be chaired by Regional Chairman and co-chaired by the Vice-Chairman of the region with the Regional Executive Officer as the Secretary.

The Head of State made the announcement during an outreach to Region Six on Friday where over 140 residents aired their concerns at the Regional Democratic Council’s boardroom, which had senior personnel from the varying agencies in attendance.

The grassroots approach to governance, a hallmark of the People’s Progressive Party administration, was aimed at bridging the gap between the people and the Government, while forging a greater connection between the agencies and the people.

Issues raised by residents were related to NIS benefits, re-employment at Guyana Sugar Corporation, untreated water, gun licences, late birth registration, land ownership, Government scholarships, grants from the Small Business Bureau and the pay-

ments of gratuity.

The President asked for a report with respect to non-payment of six-month gratuity to former parliamentarian and Community Developmental Officer, Barbara Pilgrim.

Pilgrim, a former Mayor of New Amsterdam, told the President that when she received her letter of termination on August 11, she was on annual leave which concluded on August 28.

“At the end of August I was entitled to six-month gratuity. I have not been paid, although I made representation. Even if I was terminated, I am still entitled to payment,” she said.

Meanwhile, following a report by Julian Elliot, a former member of the Berbice Anti-Smuggling Squad, who is encountering issues at the Ministry of Natural Resources where he is currently employed, President Ali made an urgent telephone call to the ministry’s Permanent Secretary. The matter was ventilated and resolved.

Further, in another matter, the regional engineer was summoned to the meeting before being instructed to travel to the Upper Corentyne to resolve an issue of a clogged canal. The complainant said a complaint was made three weeks ago.

Essequibo Praant hosts Deep Jale SCORES of Hindus residing in Region Two (Pomeroon-Supenaam) on Friday evening converged on the tarmac of Imam Bacchus and Sons to witness the symbolic lighting of a creative multi-diya structure.

The event was organised by the Guyana Hindu Dharmic Sabha, in collaboration with the Essequibo Coast Praant.

This year, the event was organised a little differently, given the COVID-19 pandemic and guidelines that are in place. Instead of the annual Praant Diwali motorcade, a structure bearing lighted Diwali messages was switched on. The structure was adorned with lotus flowers sitting on a “Kalas”, and from the “lota/Kalas” emerged the flames. The lights represent the Hindu goddess Maha Lakshmi, who is adored during the Festival of Lights, Deepavali. Persons gathered around the structure and took photos.

tured singing and dances performed by the Saraswati Dance Academy and Khandiya Dance Troupe was shown via a projector.

Meanwhile, President of the Essequibo Coast Praant, Pandit Kaydar Persaud expressed joy that an event to commemorate the festival was being held, and said that because of the pandemic, extra precautions were taken. He took the opportunity to wish the entire nation pre-Diwali greetings.

The Spring Garden, Anna Regina, Charity and Aurora Estate Mandirs used the occasion to display small floats depicting the significance of Diwali. Excited Essequibians took countless pictures with children dressed as Goddess Lakshmi.

The Guyana Hindu Dharmic Sabha has planned a number of activities countrywide to observe the festival. These include Deep Jale, virtual Rangoli competitions, and a virtual Diwali motorcade.

THE Region Two administration, in observance of the Festival of Lights, Deepavali, on Friday hosted a symbolic light-up and cultural programme.

The diya was lit by the region’s Chairperson, Vilma De Silva. She was accompanied

by Regional Executive Officer (REO), Devanand Ramdatt, Regional Vice-Chairman, Humace Odit, and members of the region’s Hindu Society, Saywack Persaud and Deoshankar Mohan.

During the programme, Pandit Ravin Nateram told staff about the significance of the Festival of Lights and the coming of Maha Lakshmi.

According to Pandit Nateram, Diwali, as it is commonly known, is the most popular festival in Hinduism and symbolizes the spiritual victory of light over darkness, good over evil, and knowledge over ignorance.

Meanwhile, De Silva extended Diwali greetings to the region’s staff and special invitees on behalf of His Excellency, Dr. Irfaan Ali. In her brief remarks, she said that Guyana is a multi-cultural society that embraces holidays such as Diwali. She went on to explain that the Hindu Lord, Rama, returned from 14 years

Ramdatt, in his closing remarks, said he was impressed by the cultural display put on by the staff whom he thanked for organising the programme.

Five in custody after 26 Haitians ‘discovered’ in suspected smuggling ring –– Venezuelans, Dominicans and Cuban women arrested in separate operation TWENTY-six Haitian nationals are in protective care after police, during multiple operations, discovered them in a suspected smuggling racket at a city hotel and a minibus on the Linden-Mabura Road.

The Home Affairs Ministry on Friday confirmed that the victims in the suspected human smuggling, and trafficking in persons rackets were discovered on November 7 and 8, 2020, during two search-and-cordon operations in Georgetown and Region 10 (Upper Demerara-Berbice).

In protective care are 10 men, nine women, and seven children (two boys and five girls).

An investigation has since been launched by the Guyana Police Force, and five persons are in custody assisting with investigations.

The others are currently in protective care, pending the outcome of the investigation.

Haitians no longer need a visa to travel to Guyana, and are afforded the same treatment and welcome that other CARICOM nationals have enjoyed.

Despite being the poorest country per capita in the Western Hemisphere, according to the World Bank, Haiti’s political, security and economic crisis has helped line the pockets of criminal gangs.

One source said that the hypothesis is that “once they get to Guyana, it is easy to enter Suriname illegally”.

From Suriname, a taxi will take them to Albina, on the Surinamese border with neighbouring French Guiana (Guyane Française in French), where they will meet a boatman who will take them across the Marowijne River to the European Union (EU) territory, where some may have relatives. Alternatively, some will continue their journey to other parts of South America, including Chile.

“When Suriname granted Haitians visa-free access to the country, the same thing happened. They arrived in

large numbers, but most left Suriname. Due to pressure from France and the European Union, Suriname abruptly closed its Port-a-Prince consulate, and its Ministry of Justice announced that Haitians needed a visa to enter Suriname,” one source noted.

Several incidents reported by the media of Suriname last year referenced a surge of Haitians entering Suriname illegally from Guyana.

Meanwhile, in a separate cordon-and-search exercise, Venezuelan, Dominican and Cuban Nationals were found at the Baroombar International, in Queenstown, Georgetown.

Reports indicate that 24 female foreign nationals

were discovered during the operation and questioned, among them eight Dominican nationals, one Cuban and 15 Venezuelans.

An investigation was launched into the alleged Trafficking in Person ring.

As a result, investigation proved that the females from the Dominican Republic and Cuba had all overstayed their time in Guyana.

The females were interviewed and later sent away

on cash bail, to return to the Criminal Investigation Department (CID).

Three additional suspects were detained by the police for questioning, namely a bartender, security guard and a dispatcher.

Minister Hamilton the latest to throw support behind BCB’s development drive THE Berbice Cricket Board (BCB) continues to strengthen its relationship with the new government, as president Hilbert Foster recently engaged in fruitful talks with Minister of Labour Joseph Hamilton.

Among the government ministers who have so far lent their support to the club are Minister of Sport Charles Ramson, Minister of Agriculture Zulfikar Mustapha, Attorney General Anil Nandlall and Minister of Natural Resources Vickram Bharrat with Minister Hamilton being the latest addition.

Last week, Minister Bharrat was inducted as BCB Patron while donating $1M and a large quantity of cricket gear.

The Minister of Agriculture sponsored a cricket tournament and also provided sponsorship for a University of Guyana oneyear scholarship. Commitment of cooperation was also received from the other senior officials.

Last Saturday, Foster led a seven-member delegation in a one-hour meeting with Minister Hamilton at the St Francis Community Developers Training Centre.

The two delegations discussed a wide array of topics, including Vocational training for youths, leadership seminar for club management, cooperation to tackle child abuse and child labour, along with hosting of a cricket tournament.

Minister Hamilton indicated that he was really interested in working along with the BCB as he was impressed with its work and linkage with youths.

Head of the Board of

Industrial Training (BIT), Mr Richard Maughn, spoke broadly on the training programmes associated with the Ministry after the BCB head indicated an interest in getting young cricketers trained in areas that would allow them to gain meaningful employment, noting that not all youths would be able to pass with flying colours at CSEC level.

Foster noted that gaining skills to become a carpenter, mechanic or a tailor can assist them to gain an income and steer them away from a life of crime.

Minister Hamilton mandated the BIT Head to follow up discussions with BCB to organise some sessions. Foster also expressed disappointment at the level of club management in Berbice and the need for the hosting of leadership skills seminars for the younger level. This would also be discussed further with the hope of organising seminars in the near future.

BCB also sought to obtain the cooperation of the ministry to work along to stop child abuse and child labour in the county.

Minister Hamilton mandated the Chief Labour Officer, Charles Ogle, to work along with Foster to have a campaign involving posters and billboards while he also committed to have discussions with the Minister of Sport concerning the hosting of a cricket tournament by his ministry to tackle the problem of child abuse.

Foster expressed gratitude to the minister for taking time out to meet with the board and stated that BCB looks forward to a successful relationship.

Verstappen leads Leclerc in second Turkish free practice (BBC) – Red Bull’s Max Verstappen led Ferrari’s Charles Leclerc as Mercedes struggled in second practice at the Turkish Grand Prix.

Lewis Hamilton, who can clinch a record-equalling seventh title tomorrow, was fourth fastest, 0.85 seconds off the pace.

His teammate, Valtteri Bottas was third, 0.575secs behind Verstappen.

Mercedes were struggling for grip even more than everyone else on a slippery Istanbul Park track surface.

The circuit, which last hosted a grand prix in 2011, was resurfaced just two weeks ago, and bitumen leaking out of the track surface gave the circuit a sheen as cars ran on it yesterday.

This meant lap times were hugely slower than predicted and even 13 seconds off those set in qualifying in 2011, since when Formula 1 cars have become several seconds a lap faster.

All the drivers were complaining of a lack of grip as a result, and there were a number of spins.

Despite Mercedes’ struggles in terms of headline lap times, there was strong evidence that they will remain the team to beat as they were comfortably quickest on the race-simulation runs late in the session.

“It was a bit of a disaster,” Hamilton said. “This is such a fantastic circuit and I don’t fully understand why they spend millions to redo a

surface. I know it had been sitting around for along time, they probably could have cleaned it maybe, and now it’s worse than Portimao was (for the Portuguese Grand Prix last month) and the tyres aren’t working.

“It’s like an ice rink and you don’t get the enjoyment of the lap you would get and I don’t see that changing.

“It’s terrifying the whole way around. It’s almost like there are wet patches all over. You’re accelerating and then it just goes so fast.

And it’s because basically you’re way below the (tyre) temperature window.

“The surface is so smooth.

(With) the older circuits it is more open between the stones,

this one it’s super-closed and flat and shiny and I guess oil seeps from the tarmac.”

Leclerc’s pace was encouraging for Ferrari, second fastest and just 0.4secs off Verstappen, while Alexander Albon had a positive day in the second Red Bull.

Although the British-Thai ended the day a second off Verstappen, he set a series of fastest laps and looked more comfortable than he has of late.

It could be a timely development for Albon, whose seat is under threat for next season with Red Bull deciding whether to stick with him or take on a more experienced proven driver such as Sergio Perez or Nico

Hulkenberg.

Behind Albon, the Alpha Tauris of Daniil Kvyat were sixth and seventh, ahead of the second Ferrari of Sebastian Vettel, Lance Stroll’s Racing Point, and McLaren’s Lando Norris, who celebrated his 21st birthday yesterday.

Williams driver George Russell was 17th, and one of those to spin. He is to receive a grid penalty for using more than the permitted number of engine parts this season, after exceeding his allocation of internal combustion engines, turbos and MGU-Hs, the hybrid device that recovers energy from the turbo.

Salah tests positive for COVID-19 (BBC) - Liverpool forward Mohamed Salah has tested positive for coronavirus while on international duty with Egypt.

The Egyptian Football Federation said yesterday that Salah, 28, returned a positive test but is not displaying any symptoms. They added that the other members of the team had tested negative.

Egypt host Togo in Africa Cup of Nations qualifying today, followed by the reverse fixture in Togo on Tuesday.

Salah will now self-isolate and could miss Liverpool's next two matches.

The Reds host Leicester in the Premier League on Sunday, November 22, followed by a Champions League tie against Atalanta at Anfield on Wednesday, November 25.

Using an Aussie Rules Football parallel, Langer likened Kohli’s absence to “taking Dustin Martin out of Richmond”, but stressed that even without their captain, India “are a very, very good team” and “we have to be on

our toes all summer”.

“Are we happy he is not playing? It’s like taking (AFL star) Dustin Martin out of Richmond,” Langer said with a laugh at a press interaction earlier today.

Panthera Solutions throws financial support behind RHTYSC Christmas Charity event

THE Rose Hall Town Youth and Sports Club (RHTYSC) gained massive support ahead of its 2020 Christmas Charity Programme, with a financial boost, compliments of Panthera Solutions.

Since its formation in 1990, Rose Hall Town Youth and Sports Club, MS has hosted a Charity programme, the main objective being to put a smile on the faces of the less fortunate during the festive season.

The ten cricket teams of the club host a yearlong programme for the elderly and less fortunate but special emphasis is placed on the Christmas segment during the month of December. This year’s programme would start on December 5, ending on Christmas Eve Day. The teams started to plan for the programme since mid-September and last Monday received a significant financial boost

from Panthera Solutions.

Club Secretary/CEO and Berbice Cricket Board (BCB) president Hilbert Foster accepted the contribution on behalf of the teams. The company in 2019 came on board as an official sponsor of the club and co-sponsored the 2019 Christmas Charity Programme along with a 40-page Youth information booklet.

Foster disclosed that this year, the Christmas Charity Programme would involve the distribution of 1 000 food hampers to less fortunate families, 5 000 Christmas toys and a feeding programme to provide a box of warm food to 1 000 persons.

A d d i t i o n a l l y, 5 0 0 families would receive a special Christmas package consisting of apples, grapes, biscuits, walnuts, sweets and other items while hundreds of senior citizens would be provided with a special

Pooran signs for BBL’s Melbourne Game Xpress on board for Big Man Cricket

WEST Indies left-handed batsman Nicholas Pooran has signed a deal to play for Melbourne Stars in this season’s Big Bash League (BBL).

Pooran has been selected in the Windies squad that will face New Zealand in three Twenty20 Internationals later this month.

But he will be available for six matches with the Stars across December and early January, which also leaves him free to play in red-ball matches for the Caribbean side on the Tour of New Zealand.

Pooran, 25, Windies T20I vice-captain, said he was looking forward to playing for the Stars.

“The Melbourne Stars have a very strong team and I’m happy I can be part of that for a few matches this season,” Pooran said.

Alimohamed, Perez sign with England-based Williamson Boucher Cricket FORMER West Indies U-19 cricketers Ronaldo Alimohamed and Raymond Perez will benefit from donation of cricket gear and will have representation moving forward in their careers after signing with England-based company Williamson Boucher Cricket.

National captain Leon Johnson recommended the talented and promising cricketers to the company which was happy to sign the Georgetown cricketers.

Twenty-one-year-old Perez is an impressive opening batsman and an occasional medium pacer, while Alimohamed, 22, is a gifted all-rounder, who is destructive

with his medium pace.

Along with the sponsored kit deal, the signing can lead to the players receiving contracts in various leagues worldwide.

Alimohamed expressed similar sentiments, noting that the signing would be a great help for him going forward in his career.

“The signing is a step in the right direction in my career. I intend to be a good ambassador of Williamson Boucher Cricket and represent with distinction and improve my skills in the hope of solidifying my place in the senior national team and then onto the West Indies team.”

Williamson Boucher Cricket is renowned for its handcrafted English willow cricket bats.

Windies keen to put training ban behind them― Harper (CMC) - Chief selector Roger Harper said West Indies are keen to put behind them this week’s ban from training by health authorities and to focus on the real mission on the Tour of New Zealand.

Health officials in the country prevented the Windies from training for the last few days because members of the squad had “contravened” strict guidelines in their managed isolation facility under COVID-19 protocols.

But Harper, who is travelling with the team in New Zealand, said that it has not distracted the team too much.

“I have been an observer at our training and practice

sessions within the bubble that I’m assigned to and I must say the practice sessions were very exciting; so we’re very keen on looking forward to the assignment ahead,” he told the media during a video conference on Thursday.

The players and support staff who endured the managed isolation for the past two weeks were given a clean bill of health, after their third and final round of COVID-19 tests all returned negative for the virus.

This will be a great relief to the players and support staff because it will allow them greater freedom of movement to train and prepare for their series of three Twenty20 Internationals and

two Tests against the Black Caps, and the ability to freely leave the isolation facility and mix with the general population.

“What (the ban) has done, it has affected our preparations because the squad had not been able to train for the last couple of days,” Harper said.

“But like everything else, I think it is an opportunity for us to learn when we deviate from plans how it affects the team as a whole and I think that will help to sharpen us and keep us more focussed going ahead.”

The squad was scheduled to fly to the southern island city of Queenstown yesterday for two red-ball matches against New Zealand ‘A’

from November 20 to 22 and November 26 to 29 at the John Davies Oval.

Nine other Windies players, who took part in the Indian Premier League (IPL), including Test captain Jason Holder and Twenty20 International captain Kieron Pollard, arrived in Auckland on Wednesday from Dubai.

They are now undergoing a 14-day period of managed isolation at the same hotel where the others were located.

The period of managed isolation will end one day before the Windies meet the Black Caps in the first Twenty20 International of a three-match series on November 27 at Eden Park in Auckland.

Chess Federation names squad for World Cadets and Youth Rapid Chess Championships THE Guyana Chess Federation has named its team for the FIDE Online World Cadets and Youth Rapid Chess Championships which is scheduled for December.

This event will comprise five different age groups (U-10, U-12, U-14, U-16, and U-18), competing in two sections: open and girls.

Initially the federation had named five males and five females for the first-ever online games, but Rajiv Lee opted out due to CSEC commitments.

Another big name that is missing from the list is Samira Gobin.

Guyana would, however, be represented by its reigning women’s champion Sasha Shariff and a string of quality age-group players.

Shariff, 16, who emerged victorious in the GCF U-20 female chess competition for the month of October, is expected to represent the U18 division.

Other female players selected in the side include Anasie Fredericks in the U-16 division, Mahilia Rajkumar in the U-14, Harmony Dodson in the U-12 and Anaya Lall in the U-10.

Ethan Lee was selected to represent the U-18 division, while his younger brother Ronan would be the male representative in the U-14 division. Meanwhile, Kyle Couchman and Arysh Raghunauth were selected to compete in the U-12 and the U-10 divisions respectively.

Rajiv Lee’s replacement would be confirmed over the weekend. Rajiv is not related to the Lee brothers.

GCF has been proactive during the pandemic. With scores of new players learning the game, it did not fully prepare for this level of competition since it was only announced a few weeks back.

Nevertheless, chairperson for Chess in Schools, Anand Raghunauth, told the Guyana Chronicle that the players have had practice.

Sessions with International Master Atanu Lahiri have improved the youngsters’ game play.

Coach Lahiri is a former Commonwealth chess champion, who had stints as head coach of Nepal (2005) and Bhutan (2014) before he took charge of the Indian Youth, Junior and Cadet teams.

Since early October the Indian coach has held classes once per week with U-20 and U-16 (which include some strong U-12s) players.
