Opportunities for local welders, fabricators … as National Hardware, TT company to operationalise joint venture

A LOCAL company with regional ties is seeking to open its doors to increase opportunities for welders and fabricators here to utilise their services in Guyana’s offshore oil and gas sector.

The company will soon begin scouting local technical institutes for young graduates who will receive overseas training to meet the high standards of the industry. At GIPEX 2018, National Hardware Ltd Guyana entered a joint venture (JV) partnership with Trinidad’s Concepts and Services Company to form the Guyana Oil and Gas Support Services.

It is the only company in Guyana with American Welding Society (AWS) certified welders which are capturing the attention of prime contractors.

A total of 10 welders have been sent to Trinidad recently to become certified and upskilled and 6 have been successful thus far.

Until then, the support service company wants to see more of the manageable equipment going offshore to rigs and FPSOs being welded and fabricated in Guyana. It understands that to achieve this, great investment must be put into training and procuring additional equipment for welders to conduct the work. “It’s fun to see these Guyanese people who would have said [they] can’t participate in the industry [because] we’ve only done ‘this’ type of welding, to beat the expectations; to break the mold and be the first to say ‘look, we did it; we became certified, we can do this, we are ready to take on this industry’,” Boyer said.

Meanwhile, Damion Jordan of Concepts and Services, said that the JV company is also exploring the setting up of a Welders Training School to eliminate the need to travel to Trinidad. However, he explained that this will require equipment or test pieces and much local collaboration as the steel used in Guyana is less thick when compared to the ones required as standard for the oil industry. Boyer said that the more of these gaps that are closed that better chance Guyanese have to become upskilled and employable by oil companies.

The welders are also being trained for Health, Safety, Security and Environment (HSSE) and Confined Spaces.

GuySuCo to build white sugar plant

… eyes 55,000 tonnes of white sugar per annum

THE Guyana Sugar Corporation intends to construct a white sugar plant with the aim of producing some 55,000 tonnes of white sugar per annum.

This was relayed by the Guyana Agricultural and General Workers’ Union (GAWU) following an engagement with the sugar company last week.

In a release, GAWU said after more than a year of seeking to meet the GuySuCo about its plans to restore the viability of the sugar industry, it was finally able to receive a presentation from the corporation last Wednesday.

According to GAWU, the existence of a plan came to light following President David Granger’s address to the National Assembly in October, 2018. At that time, the President had disclosed that a plan was being developed. A few weeks later, Finance Minister Winston Jordan informed the National Assembly, in response to questions posed to him, that a plan indeed had been formalised. Since then, however, GAWU said it has been seeking to become acquainted with what the corporation had in mind as it sought to put itself on firmer ground.

The GAWU had publicly lamented, over the last year, that despite several efforts it was unable to meet officials of the

company on its plan. “Apparently our continued insistence saw the corporation’s Chief Executive Officer (CEO), Dr Harold Davis (junior) engaging a delegation from the union.

According to Dr Davis, the plan has been in existence since 2017 and it has been updated to reflect new circumstances. The GuySuCo chief informed the union that the corporation envisages investments in the fields to repair infrastructure and to further mechanisation. He shared with the GAWU that substantial sums will be spent in the factories to repair and replace defective equipment and components, as well as to upgrade them to produce higher-quality and better-priced direct consumption sugars,” GAWU said in its release.

According to the GuySuCo chief, the corporation envisages that by 2025 it would be producing some 160,000 tonnes of sugar.

He shared that they are positive signs and already their returns in the fields are above what has been anticipated, though he cautioned that efforts must be sustained to realise the goals set. “Dr Davis, on this score, did express his appreciation to the workers for their efforts.

He shared that the situation in the factories has not been as positive and there is urgent need

for capital investment to secure and consolidate the plants,” GAWU reported.

WHITE SUGAR PLANT “We learnt that the GuySuCo intends to construct a white sugar plant at Albion.

A feasibility study conducted last year had found such a plant to be viable.

At this time, the corporation is in the process of inviting suitable firms to bid for the project. It is envisaged that the plant would become operable at the end of 2021,” GAWU reported.

The union mentioned that the recent decision of COTED to apply the CET on extra-regional refined sugar imports when regional production commences would ensure a secure and lucrative market. “The corporation expects that this new plant would produce some 55,000 tonnes of white sugar per annum.

Apart from that investment, GuySuCo will seek to construct a co-generation plant, which a separate study had deemed to be a worthwhile investment as well. The sugar company expects also to transfer some aspects of the shuttered Enmore packaging plant to Albion to commence the production of packaged brown and white sugar at the location too.

“All the projects, we learnt, would be pursued concurrently and would be activated as they are completed. They are also plans to strengthen cane farming at the location, while a section of the former Rose Hall Estate cultivation has been annexed to Albion to maximise production.”

At Blairmont, the corporation plans to expand cultivation and to improve the capacity of the packaging plant at that location to that point where only higher-value, direct-consumption sugars would be produced. A study will also be conducted to determine the viability of co-generation at the location, though it is felt from preliminary work that such an investment would be viable. At Uitvlugt, a co-generation feasibility study was found to be viable as well; however, this investment will be held off until cane production at the location can be improved. However, the corporation intends to pursue packaging and bagging of sugar at this location.

At this time, according to Dr Davis, there are discussions regarding a joint venture concerning with certain companies to establish a distillery at Uitvlugt or possibly at Blairmont.

FUNDING FOR PLAN GAWU said when questioned about fund-

ing, GuySuCo stated that it is seeking to utilise the proceeds of the $30B bond secured by NICILSPU. It also is hopeful of approaching the UN’s Green Climate Fund for support regarding the co-generation plants. “The corporation’s chief did inform the union that bond proceeds have stopped since June, this year. He did share that he is optimistic that the obstacles to access the funding would be removed in a short time and allow the company to pursue its plans in the shortest possible time.” According to GAWU, it had asked whether the proceeds from sale of the industry’s assets by NICIL-SPU were channelled to the sugar company and the corporation shared that this was not the case. “The funding logjam, the CEO informed has prevented the company from planning properly and the matter needed to be resolved.”

The union pointed out that the success of the plan cannot be delinked from the workers who are very much distressed and troubled, bearing in mind a freezing of their rates of pay since 2015. Dr Davis said he is not unaware of this and he recognised that people need better remuneration for the industry to go anywhere. According to GAWU, Davis expressed

The GAWU said while it was pleased with the engagement, it has sought to obtain a copy of the full plan. This, the union said, will allow them to completely consider what the corporation intends to do and assess the soundness of the initiatives proposed.

“We are hopeful that the plan could soon be released for us to have a better understanding of the future direction of the industry,” GAWU said.

600 residents to benefit as GWI commissions well at Yupukari

MORE than 600 residents in Yupukari will benefit from improvements to their water supply system with the commissioning, on Saturday, of a well through the Guyana Water Incorporated (GWI).

Director-General (DG) of the Ministry of the Presidency, Joseph Harmon said the $15M well will ensure potable access to more than 40 additional households. The water, he added, will be continually tested via a recently commissioned state-of-the-art

laboratory, to ensure the highest quality is supplied continuously.

The 140m deep photovoltaic-powered well was constructed over two months. It also entailed the laying of pipe mains from the community’s trestle to more than 40 homes across the community.

DG Harmon described the commissioning as another step by the Coalition Government to bring development to the Central Rupununi community, located 72 miles from Lethem. Loud applause

followed his announcement that the community’s residents will be trained and temporarily employed with GWI to maintain the water supply system from December 2019. These persons will eventually become permanent staff and benefit from the new minimum wage of $70,000 per month.

Toshao Russian Dorrick, expressing appreciation on behalf of the community, encouraged villagers to use the water responsibly. He also lauded the GWI’s efforts to

ensure potable water supplies are maintained across the more than 600-strong community.

GWI’s Director for the hinterland, Ramchand Jailall, noted that he was able to communicate with the 57 communities via the internet, adding it was “all part of the good life.”

The engineer added that salaries for the servicemen/ women will be paid monthly, “every community will have one or two trained persons to ensure continuity of water supplies.”

Jailall also committed

to examine a recommendation to build a second trestle to store and further boost water supplies.

With a new rig, expected

in 2020, he noted that more wells will be drilled resulting in more communities gaining potable water supplies.

U.S. and France vie to bolster Gulf security after Saudi oil attack

MANAMA (Reuters) - The United States and France are boosting Saudi Arabia’s radar systems following crippling drone and cruise missile attacks on Saudi oil infrastructure in September, which Washington blames on Iran.

The chief of the U.S. Central Command and France’s defense minister, whose countries have taken divergent approaches to Iran, also touted rival versions of maritime missions to protect Gulf waters at a Bahrain security forum on Saturday.

More than two months

after the biggest assault on Saudi oil facilities, Riyadh and Washington have yet to provide concrete proof linking Iran to the attack while Saudi Arabia has provided few details about how it is addressing gaps in its air defenses. Tehran denies involvement in the strikes that initially halved the crude output of the world’s top oil exporter and led the United States to send thousands of troops and military hardware to the kingdom.

“We continue to refine information on the attack

against (Saudi state oil firm) Aramco and that will be released principally through the Saudis,” said General Kenneth McKenzie, who oversees operations in the Middle East and South Asia. “We are working with the Saudis to increase the networking of their systems. That will make them better able to defend against this type of threats,” he told reporters.

McKenzie said boosting the U.S. military presence at Prince Sultan Air Base south of Riyadh, in addition to large bases in Qatar and Bahrain, would “complicate an adversary’s ability to target you”. French Defense Minister Florence Parly said Paris was separately sending

Riyadh “a robust package of advanced warning”, including radars, to confront low-altitude attacks. “It will be in Saudi Arabia in the coming days so it will be operational very, very rapidly. But there is an analysis to be done in order to better identify how to fill the gap,” she later told reporters.

“COOLING TEMPERS” The Sept. 14 strikes heightened regional tensions following attacks on tankers in Gulf waters and other Saudi energy assets in the summer that Washington also blamed on Iran, a charge Tehran denies.

Saudi Minister of State for Foreign Affairs Adel al-Jubeir told the IISS Ma-

nama Dialogue that Riyadh was consulting with its allies about what measures would be taken against Iran after the investigation concluded.

He gave no timeframe. The event focused mostly on the Iranian threat but included no representatives from Tehran.

It underscored differences between Western allies over how to deal with Iran since the United States quit a 2015 international nuclear pact.

France wants to salvage the agreement, which Saudi Arabia and other U.S.-allied Gulf states oppose for failing to address Iran’s ballistic missiles program and regional interference. “We have seen a deliberate, gradual U.S. disengagement,” Parly said, citing also U.S. inaction over a 2013 chemical attack in Syria and this year’s downing of an American drone by Iran. She said it was time to “reinvent deterrence”,

mentioning France’s efforts to form a European-led maritime mission, unassociated with the U.S. maximum pressure campaign on Iran, to help “cool down tempers”.

Parly told reporters the initiative could start early next year and around 10 European and non-European governments would join pending parliamentary approval. Only Albania, Australia, Bahrain, Saudi Arabia, the United Arab Emirates and the United Kingdom have so far joined the U.S.-led International Maritime Security Construct (IMSC), which McKenzie said would “shine a spotlight on nefarious activity”.

Anti-govt protesters in Bolivia lift road blockades ahead of talks with interim president

EL ALTO/LA PAZ (Reuters) - Anti-government demonstrators in Bolivia lifted road blockades ahead of talks with interim President Jeanine Anez on Saturday aimed at ending weeks of unrest, as Congress moved toward passing a bill to pave the way for new elections.

“We’ve been cooking with wood in the patio,” said El Alto resident Miriam Gonzalez, 44, as she lined up with family members, adding they had been in line for three hours. But some El Alto residents said the blockade at Senkata might resume

depending on how talks with the government go, and local media reported that fresh clashes between protesters and security forces erupted on Saturday in the region of Cochabamba, a stronghold of support for Morales. Anez is scheduled to meet late Sat-

urday afternoon with protest leaders from El Alto and other parts of Bolivia where road blockades have choked off food and fuel to cities.

“They’ve guaranteed to us that all social sectors will be present so we can once and for all reach deals to pacify the country,” Public Works Minister Yerko Nunez told journalists late on Friday.

It was unclear what protest leaders would demand from Anez. In recent days, protesters have marched to demand justice for people killed in clashes and the repeal of a law Anez’ government passed that gave the military broad discretion in the use of force to restore order. Some have also pushed for Morales to return to Bolivia to carry out the rest of his term.

Morales’ children left the country early on Saturday with instructions from Anez that they be provided safe passage, interim interior minister Arturo Murillo wrote on Twitter, posting a picture of boarding passes that showed them heading to Buenos Aires.

The Jagdeo-Irfaan Scam

THE PPP’s presidential candidate’s announcement that he would like former President Bharrat Jagdeo to be his vice-president in an Irfaan Ali administration has caused concern in many quarters. This publication feels that it is an issue that threatens to strike yet another blow against good governance in Guyana. The architects of the idea are contemptuous of Guyanese, including their own supporters.

They are prepared to throw the rest of the country under the proverbial bus in order to satisfy the ego and ambition of one man; this is nothing more than a political scam.

Mr Jagdeo has been one of the more polarising figures in contemporary Guyanese politics. His tenure as president was riddled with charges of corruption, nepotism, authoritarianism and racism. It was during that tenure that Professor Clive Thomas coined the term “criminalised state” to describe what he viewed as the fusion of the government and state with the criminal underworld.

Everything that has negatively plagued Guyana was on show during the Jagdeo presidency. If PPP leaders and supporters are honest, they would reveal that it was the Jagdeo phenomenon that was largely responsible for the party’s fall from grace in 2011 and its electoral defeat in 2015.

Many Guyanese had hoped that Jagdeo

would quietly fade away when his term ended. Some felt that he should be made to pay in the courts for the torment that he visited on the country. But his exit from office, thanks to Guyana’s two-term law did not end his dominance of the PPP’s politics.

Many in and out of the party believed that it was he who engineered Donald Ramotar into the presidency and was the hidden hand behind the throne during the tenure of the latter at the helm. So, it was no surprise that after the PPP lost the 2015 election, Jagdeo swiftly took control of the party and has since functioned as the maximum leader.

In the meantime, the law prohibiting him from seeking the presidency again was challenged in the courts. Although he sought to distance himself from the initiative, it was abundantly clear that he craved a return to the top office. While the local courts ruled in his favour, the CCJ dashed his ambition by upholding the constitutionality of the law. However, Jagdeo was not daunted.

His grip on the PPP was tightened to the point where other leaders privately expressed fear of offending him. He implicitly and explicitly let it be known that he would play a decisive role in choosing the party’s presidential candidate for the 2020 elections. According to party insiders, true to his promise, he singlehandedly chose Irfaan Ali, a close ally, as the candidate. This

choice apparently was done against the wishes of the majority of the leadership and has left deep divisions in the party’s ranks.

Ali’s elevation to the candidacy has not tamed Jagdeo’s ambition. He continues to be the sole face and voice of the party. This publication has called for the presidential candidate to emerge from the shadows and perform his functions. But Jagdeo has scoffed at such calls as he continues to act as if he were the candidate. He uses his weekly press conference and other public fora to pronounce on all things PPP and in the process inject much poison into the political atmosphere.

So, it was not surprising when Ali made the controversial announcement. Although Jagdeo has played down the matter, Ali could not have done so without his expressed approval. He Jagdeo had in any case said with much certainty that he would play a big role in a future PPP government. Ali’s announcement seems to have been made without the approval of the PPP’s executive, as none of the other leaders has publicly and formally endorsed the idea.

It is one thing for a former president to be a cabinet member, but to sit as a vice-president suggests that he would in effect be part of the presidency without the formal title. That would be an imposition that Guyana could do without; it sends the wrong signal to the country and should

have the effect of scaring away those who desire a fresh start from the PPP. It is interesting to note that those who have this past year been trumpeting the cause of the rule of law are completely silent on this attempt by Jagdeo to assume the presidency by other means. Some commentators have described it as entry via the backdoor. It smacks of extreme hypocrisy that these so-called gatekeepers would be so blatantly selective in what they deem to be violation of the rule of law. Isn’t disregard for the spirit of the law a violation of the rule of law? How low can we go?

Ultimately this Jagdeo-Ali scam would have to be rejected at the ballot box; the PPP is too weak to stop it. Civil society has conveniently lost its voice. Even sections of the media which pride themselves as independent voices of reason and good governance have completely ignored the issue. Jagdeo as president was bad for Guyana; Jagdeo as de facto president would be worse; his penchant for political ruthlessness has been self-proclaimed; his disdain for democratic processes is universally known.

For the good of Guyana and in the interest of political stability and constitutional correctness, Guyanese of all persuasions should use their vote to stop this scam in its tracks. After all, political morality matters.

Such a politician functions best only when the workers are divided

Dear Editor,

I REFER to Stabroek News’ (SN) article, “Jagdeo slams gov’t treatment of Troy Resources” (Nov 23rd), which addresses issues surrounding the company’s decision to terminate 300-plus workers on the pretext that it is not making money.

Sometime before the industrial death of Ryan Taylor on 8th October, who met his demise when the cover of a mine collapsed on him, the company via circular had informed workers that it cannot pay increased wages/salaries because it is not making money. This circular was a

reaction to the written request by the union -- the People’s United and General Workers Union (PUGWU)-- to engage in collective bargaining on wages/salaries and other conditions of work, consistent with the Collective Labour Agreement. The company has consistently refused to engage the union as to its ability or inability to meet workers’ demand for value in the selling of their labour.

This practice has been going on for some years and is a matter of public record via the media.

After Taylor’s industrial death, reportedly on the advice of the technicians (GGMC and OSHA), on

10th October Keith Scott, junior minister within the Ministry of Social Protection, ordered the operations closed until further notice. On the 15th October, Minister Amna Ally who heads the ministry ordered the company to reopen operations.

The reported statement of Mr Bharrat Jagdeo that “They [government] knew the company had cash- flow problems. They knew this was coming but they are so incompetent they couldn’t deal with it… [and] it was clear that the company was already on the precipice and instead of mitigating the impact the problems would have on its workforce, govern-

ment, through Scott, ‘pushed it over,’” has to be evaluated in the context of the aforesaid.

We can argue whether the advice given to the junior minister that informed his decision was wise and or whether lifting the cease order by the senior was likewise, but such is beside the point to the status of the workers and the principle of collective bargaining. The situation of the workers at Troy is not dissimilar to that of the workers at GuySuCo, which is, an unwillingness by the management to respect the workers’ right to Collective Bargaining. Troy, like GuySuCo, is claiming

to be experiencing financial constraints and cannot pay, but evidently Mr Jagdeo does not see the workers of Troy deserving of similar respect.

The Managing Director of Troy, Ken Nilsson, claimed “The minister’s response [a cease order] seemed more of a political agenda. It’s not a level playing field” (SN, Nov 20th: Cabinet ‘most distressed’ at Troy’s ‘unconscionable’ layoffs…’). How this conclusion was arrived at seems clear now. This would also help to explain the mouthful a foreign manager had to say at a meeting held with workers after the industrial death of Taylor and when government moved to

hold the company accountable for safety practices.

The gold miners reported at the instant meeting they were told by that manager, that the government is illegal and dictatorial, and he doesn’t know why they don’t call the election and go. Thereafter he rhetorically said, “What are they afraid of?” This is clearly a repeat of the opposition’s position.

So, three questions are being proposed to Mr. Jagdeo: 1. Would a Jagdeo government have done differently to the incumbent as done on the 10th and 15th Oct? See page 7

Greater efforts must be made to tackle bullying in schools Dear Editor, I WRITE with great concern about the recent incidents of violent bullying in our schools.

My concern as a citizen of this country is that we rarely get feedback as to the outcomes of these investigations. In the case of the Muslim student from Berbice whose hijab was ripped off as she was beaten by another student and sustained an eye injury, we know that the police and the ministry’s welfare got involved. It will be interesting to know the outcome of this investigation.

Two weeks ago, another child, eight years old, was beaten with a piece of wood and a bottle and was hospitalised with the prognosis that he may lose an eye. I have been searching the papers and internet to see again what the authorities have done, but to no avail. As a result, I decided to visit the child in the hospital and was devastated to see his condition. The mom was at Mercy Hospital trying to arrange for an MRI for her son and the grandmother was with the child. Money was an issue as the cost of the MRI was close to $200,000.

I was told that no one from the ministry or elsewhere came to offer comfort, financial help or moral and emotional support to the child or parents.

It was private citizens like myself who were showing up and offering help that made

the MRI possible. The mother said she received a call from the ‘child rights’ people only on Thursday, asking her name and if anyone visited the child to which she replied in the negative. The mother is distraught that no teacher, parent or anyone in authority visited her child. She has three younger children and this is a really difficult time for her.

I was told that the school was saying that the child had an abscess and that is why he was losing the eye, so I guess there was no need to investigate and give the family an update. The beating did not mean much to anyone it seemed. In frustration, the grandmother showed me the MRI results which clearly showed that the wood had a rusty nail that resulted in what she claims is “blood poisoning,” resulting in the liver swelling, thus causing the swollen tummy and the eye to worsen as a result of inflammation, etc., which the medical experts can explain better.

The child is now being treated accordingly and it is hoped that his eye can be saved.

The third incident is with the six-yearold whose hand was gashed out with a broken bottle in the school’s compound by another pupil. I spoke with the mother who said that the Ministry of Education came into the school and questioned the relevant persons.

She is very upset since she feels the matter is not being handled professionally. She, like the other parents, feels that the incidents are being

turned as if it’s their children’s fault. In her case too she has had to run with her son from doctor to doctor, because of the great pain in him. The bills are piling up and she is asking who is going to compensate her. She was obviously upset when a transfer document was prepared at the school and in the column where the ‘reason’ was, the teacher put ‘incident’ and when she enquired if she doesn’t have to explain, she says that’s all she can put.

The parent claims she took it to the deputy HM who was visibly upset on seeing this and demanded that the teacher “white out” that and put ‘as per parent request’.

I just decided to call the Berbice parent as it has been a while since that incident and she is still angry; she feels that her daughter was not given justice. She said the police did do their investigation and was told that the file was sent to the DPP. She is hoping to hear from that office soon. However, she feels that the students there need more professional counselling and not persons who will be judgmental over their lives. She insists that the video posted on social media is enough evidence as to what had transpired.

I am just an ordinary citizen who is looking on. I feel the least The Ministry of Education can do is acknowledge that these incidents happened on their premises, apologise to the parents and show compassion to the children with a simple visit.

In my opinion these children have experienced grievous bodily harm and I feel this is a criminal offence; that the victims and perpetrators need professional counseling; that these kids be put on some kind of bond for five years to maintain good behaviour to not have a recurrence and for other students to see that BULLYING will not be tolerated in schools. The Ministry of Education should enforce anti-bullying policies to minimise this problem.

And from a personal level, parents have to do more from within their homes to monitor their kids by teaching them kindness, compassion, tolerance, etc., and also avoid acting out negative adult behaviour in front of kids; and finally, monitor their use of violent games and social media.

I am sure that the Rights of the Child Commission, Child Link and the Child Care and Protection Agency have been informed of these and other incidents and will be on top of these matters, so that these kids can recover and rehabilitate to continue to live bright, fruitful lives; the public is waiting to hear something.

A nation that does not show concern for its young and vulnerable is bound to suffer in the years to come.

As to the matter of severance pay to the gold miners, consistent with the Termination of Employment and Severance Pay Act, there is nothing to gloat about with Troy moving to effect pay immediately as against the coalition government that took two plus years to do so with sugar workers. For according to that law, pay is expected immediately. Whereas the coalition erred and its conduct should not be countenanced, Mr Jagdeo can claim no purity, for his administration refused said payment to laid-off sugar workers of Diamond Estate. It was not until the issue was taken to court that his government was forced to honour the law.

I have not been silent on the treatment by GuySuCo management towards the sugar unions and likewise will not be silent to the treatment by Troy management towards the PUGWU. As a matter of fact, I refuse to be silent when the right of any worker is being transgressed, for injustice anywhere presents a threat to justice everywhere.

What the extant issue is bringing clearly to the attention of the working class is the shamelessness of some politicians in advancing their self-serving agenda on our backs. It says to us that when we stand together on matters of universally acceptable principles, international conventions and laws, and stand up for our constitutionally guaranteed rights, they will know that they had better come good, lest we expose their double standards and political opportunism. It further emphasises why they fear our solidarity on matters of common interest and are ever so often seeking to place wedges between us.

These types of politicians can function best, only when the working class is at odds amongst themselves.

Dear Editor, OF COURSE, Peter Joseph is right in his letter titled, “Kaieteur News must do the honourable thing,” Guyana Chronicle of November 20, 2019.

But, it is now almost two weeks since the highly mischievous article has been published; designed not only to cause ‘’the government and Mr Hollingsworth incredible embarrassment,’’ as correctly stated by Joseph, but also intended to create the perception of an Afro-Guyanese-led administration fortifying the interests of ethnic Afro-Guyanese, while serving the fake news strategy of the PPP/C, as also underlined by Joseph.

Any such apology that should have been made by Kaieteur News, ought to have been, from the time the erroneous publication of injustice had been realised. The fact that none has been forthcoming undeniably concludes that such dangerous mischief had been deliberate in its contrivance, for the larger template and purpose of the political opposition and its orchestrated plan of national mischief.

There could not have been any mistake of that published, attempted piece of political bullyism from the GCCI, which made such an obnoxious and absurd request that, “GCCI calls for transparency in land allo-

cation process ... a more transparent way to ensure equitable distribution of state resource… They are not giving it in an equitable manner; it’s going out in large chunks to people who we’ve never seen in Guyana; people who never paid tax in Guyana; people who just show up just off the plane, and are getting massive tracts of land.” Since when is that lot interested in the national patrimony, and how it is distributed? Editor, without any apology, for there is none to be offered to this vested-interest organisation, which has been playing a pivotal role on Jagdeo’s political bandwagon of creating social tension – Its grouse, patently selfish, is based on entirely selfish and prejudicial reasons, that are entirely in accordance with the Jagdeo PPP/C’s ideology as regards land ownership by Afro-Guyanese. Only months ago, this was manifested in slanderous allegations made against some very prominent African Guyanese, accusing them of being part of a land-grabbing scheme.

However, these selfish anti-nationals from the business sector must be reminded, by our fair-minded President David Granger’s statement that Guyana’s development opportunities are for all, and not for the favoured few, as represented by the GCCI. In fact, this particular sector’s chairperson and his selfish band

should first publish all the names of those friends and cronies of the PPP/C, inclusive of Edward Boyer and Baishan Lin, who have benefitted from vast land acquisitions, many of which are known to be derived from ancestral lands, a fact that has been raised often during sittings of the Land Commission of Enquiry.

But to return to the extant matter, proper: Joseph has described Kaieteur News as an ‘’experienced newspaper’’; absolutely true, since it has been in circulation for a bit past two decades. On this premise it should know better, in terms of proper research and reporting rules.

Thus, it cannot be an ‘’immature mistake’’ for what has clearly been libellous to Mr Hollingsworth in its pages. Not when this and other similar patterns of reporting have continued to be its norms, beginning post-2015.

For, this is a media that is part of a pre-meditated strategy of fake news, misinformation and distortions, all in the name of the PPP/C, that are not, and cannot be, a part of proper journalism.

Certainly, its publishers owe Mr Hollingsworth and the government, by extension, apologies for such wilful perfidy.

Government must pay some attention to Central High School Dear Editor, THE Government of Guyana, through the Ministry of Education, is erasing the history, legacy and great achievements of the Central High School (CHS). To me, this is unpardonable.

Though CHS has registered outstanding academic success for many years, the government has failed to find an alternative building with adequate resources for the school. Instead, dozens of other schools have benefitted from investments and improvements.

In 2019, CHS recorded 95.7% passes at CSEC exams, which places the school on par with the more senior high schools. Apart from its impressive academic record, CHS has also made a name for itself in the realm of extra-curricular activities. Its students have excelled in sports, drama, dance, singing, quizzes, impromptu speaking, debating, and other competitions. It is important to note that former President LFS Burnham was a student at the CHS before transferring to Queen’s College.

Apart from Burnham, “Central” also

produced multiple lawyers, judges, doctors, entrepreneurs, engineers, and other persons of noble professions, who have contributed meaningfully to the development of Guyana.

All the students, teachers and parents of CHS were asking for was a building with modern-day facilities, which would improve the academic and social lives of students.

However, this was never a priority for the Ministry of Education. Disappointingly, the ministry chose to merge the Grade ‘A’ school with a lower-graded school.

It saddens me that the alumni, old students’ association and PTA were not well mobilised and strong enough to fight this injustice.

We must continue to call this what it is -- wrong! Furthermore, I take this time to make a clarion call to H.E. President David Granger, who is a champion for “an education nation” to intervene in this matter and save the original Central High School and its legacy.

Who is the father of all these small parties?

Dear Editor, ANOTHER day, another one, another political party and most likely, another political failure like the Citizens Initiative, et al.

At the rate these political parties are being reproduced, by the mother of all elections, the ballot card would be very thick, presenting the confused electors with the agony of reviewing candidates from Genesis to Exodus.

This agonising process may take quite a few hours, as the electors study the many options like a GCE Advanced Level multiple-choice examination.

And at the end of the day, only 10 exhausted voters would have had the opportunity to make their choice, while hundreds of thousands would have returned home, exhilarated that they did not have to make that painful decision. A very fertile mother of all elections creating chaos on the election field. No one seems to be making queries as to who is the irresponsible father responsible for all these offspring? Should he not be castrated?

And now the new movement, TNM (The New Mediocres), a group of junior doctors who struggle to manage their daily ward rounds of 40 patients, but foolishly believe that they can manage a country. Let’s assume -- and a massive assumption that would be -- that they get the di-

agnosis of Guyana’s ailment correct.

Let’s assume -- again a massive assumption -- the correct medications are prescribed. Let’s assume the dressings are correctly identified. Yes after all those assumptions, who will administer the medications? Who will do the dressings? Who will do the blood test? Should they not have nurses? You see my point? A party that is one-dimensional will see only one-dimensional in a country that is crying out for diversity.

And on March 3rd, 2020, when all these fly-by-night parties inevitably fall by the wayside, a massive dumpsite, hopefully not recycled but rather buried or burnt, will be evident at our polling stations. Who will clear the electoral refuse that maybe too much for a one-legged city council. My humble advice to all the new political parties--including those in the germinating stage-do Guyana a favour: just allow us to apply the weedicide before it is too late.

Frankly, you are effectively unnecessary weed amongst the well established ballot-day multicellular, photosynthetic eukaryotes of the kingdom plantae, translated to mean established electoral plants.

The Rescue act that began in 2015 must continue THOSE who pretend that we live in a perfect political world are fooling themselves and fooling Guyana.

Our politics are never perfect. None of our political parties and governments have been perfect. Our political journey has been a rocky one. The accidents and intentional acts of oppression in our history are many. But at the end of it all we survived. We survived because we always found a way to fight back and overcome.

The fall of the PPP in 2015 was an instance of overcoming. That party, aided by the built-in racial preferences, believed it owned Guyana. While in office, it hid behind democratic elections while it plundered Guyana’s resources.

It did so shamelessly. There was no regard for life and liberty. The PPP was fulfilling Dr. Jagan’s dream of being in office and in power. They corrupted Guyana from head to toe.

The Coalition’s 2015 victory then was the beginning of a rescue act. Half the population gave their votes to the Coalition to rescue all of Guyana from the PPP. So, the fact that the Coalition is in power is itself a very positive development. The Coalition is a new experiment in inclusive democracy. It is a movement away from the discredited one-party winner-takes-all system.

That is in itself a qualitative leap in a positive direction.

Five years after that heroic rescue act, we ask ourselves: Is Guyana at a better place than it was in May 2015?

When all things are considered, the answer must be a resounding yes. The Coalition is not perfect; its tenure has not been perfect. But its presence in office has pulled Guyana away from the turbulent PPP rule. The country is less unfree and less corrupt. The face of the country is less anguished than it was in 2015.

The undermining of the government began in earnest the very day it was sworn in. They wanted to kill the dream before it started to materialize.

Some withheld their capital and then claimed the new government was anti-business. This is an old trick. It was used against Michael Manley in Jamaica in the1970s. It has been

used against every progressive looking administration in post-colonial Caribbean history. They cried wolf when there was no wolf in sight. They incited sugar workers into believing that their world would end because of the closure of a couple estates. What they didn’t tell the workers was that right-sizing sugar meant an end to PPP abuse of the industry for political gains. It has to be acknowledged that the PPP were the biggest losers in the reorganization of the industry. Not the workers, but the PPP big boys.

They cried race when there was no racism. The charges of ethnic cleansing did not gain traction. The lies were obvious. There were no racial upheavals.

Indian Guyanese were not sent away to concentration camps as the PPP predicted. They were no police shootings during protests against the government.

Nagamootoo and Ramjataan were not stoned to death by Indian Guyanese.

They cultivated Charrandass to bring down the government. They then terrorized the courts to validate their political greed. They tried every trick in the book to cut the government’s tenure. They wanted to push the country to all out racial war, but they were rejected by the people. They tried to corrupt GECOM but in the end the failed.

In little over three months, the country goes to the polls again. The PPP wants to rig the elections via a rigged Voters List. But that is not going to fly. They are encouraging the formation of new parties to eat away at the Coalition’s vote. They tried to goad the PNC into kicking out the AFC, but that too failed. The PPP wants power so badly that it is prepared to invent trouble to pave their way back to office.

But they are not an option. They should not be given the reins of office again. The Coalition is the better option. They are not perfect, but they are more humane. They are not perfect, but they are more inclusive. They are not perfect, but they are more democratic.

They are not perfect, but they are more visionary. The rescue act that began in 2015 must continue.

WAY DOWN SOUTH

“WAY up North” was the title of my article on my visit to Port Kaituma in the Barima-Waini (Region One), which was published on September 2 last.

In that article, I recalled that during previous visits to what we used to call the North West District, Port Kaituma had the appearance of a rusty, shanty town with a cluster of shacks running on both sides of what used to be a muddied dam. It had looked like a scene in an old John Wayne frontier movie with the theme song, Way up North, “where the river is windin’, big nuggets [they’re] findin.’”

When I last visited that appearance was changed. Port Kaituma was taking shape as an organised, modern, hinterland community. The aerodrome has an expanded, asphalted runway. The main road was under construction, with parts of it already reinforced by rigid concrete pavements.

As I was heading to the South Rupununi on Friday afternoon, I wondered if anyone had sung a song with the title, Way Down South; so I googled. To my amazement, there was a John Turner song, a stanza of the lyrics declaring, “You will always find my heart way down south.”

MINISTERIAL COLLEAGUES I was present with a party of my ministerial colleagues, who were on yet another government outreach to commission the eye-catching Barrack Retreat Corridor; the name for the new $473 million, four-lane concrete and asphalted road with the stylistic Takutu Roundabout in the Lethem township.

The road runs from the Lethem airport which itself is under renovation, and soon to become an international hub that would make, in the hopeful words of Public Infrastructure Minister David Patterson, the “Mecca” of the South Savannah.

There is no doubt that the Rupununi is beautiful and bountiful. Its rich grasslands and lush mountainsides have been celebrated in our national songs. But yesterday, as I toured the 2019 Chamber of Commerce Expo booths at St. Ignatius Village, children of our indigenous peoples came forward to sing and to recite poetry in such sweet, innocent voices that my heart begun to beat for Rupununi.

On my way to Manari, I passed through the giant business places in Lethem, where once there were only bushes in what used to be, not so long ago, a dusty village.

At the head of the commercial zone lies the Lethem Industrial Site, under development on an 80-acre plot, where I intend to return as soon as our government is re-elected to office in March next year.

BREATHTAKING MANARI Manari is breathtaking, a portion of which is bathed

by moisture-laden fresh breeze that caresses the scenic Takutu mountain range, and glides over an artificial lake, similar to the reservoir in the nearby Nappi village.

During drought, there is an abundance of fresh water that could be traced to the origin of the mighty Essequibo River in this resource-laden Upper Takutu-Upper Essequibo (Region Nine).

As we journeyed “way down south,” Natural Resources Minister Raphael Trotman and I made a stopover at the Kaieteur National Park, which is located in the adjoining Potaro-Siparuni (Region Eight). The Pakaraima Mountains, with the majestic Mount Ayanganna and its ever-green virgin rainforests, were a feast for the eyes. We touched down on an improved airstrip. The lodge, built with local, tropical woods, looked friendly enough to house an assorted group of tourists from the Czech Republic, the United States, Switzerland and Great Britain, who were excited beyond expectations by the sheer beauty of our country.

We were welcomed by uniformed National Park wardens, and taken down the pathway to the Kaieteur Falls. As we walked, my Director of Public Information Imran Khan shared his observation that there was no litter, no garbage along the pathway. Then, still not fenced, we came upon the Kaieteur Falls.

Some of the European tourists had used words such as “magnificent”, “mighty” and “mind-blowing” to describe this Guyana wonder which, with a perpendicular drop of 741 ft, is one of the most powerful waterfalls in the world – four times higher than Niagara falls in North America, and twice the height of the Victoria falls in Africa.

GREEN GROWTH As we go south, we could see the new Guyana with stupendous prospects for green growth basking side by side with oil extraction way up north, in our maritime sea. This complementarity would make Guyana unique, as she is blessed with an abundance of both sweet oil and fertile soil.

The Lethem Roundabout forms the gateway from South America to the Atlantic, with portions of the long-awaited Lethem-Linden highway taking shape, and already compacted with laterite. Under our re-elected government I expect that works would be expedited to take the all-weather highway to the Kurupukari Crossing, to be joined with the Mabura-Linden stretch.

At the Lethem Expo, several exhibitors had on display products from wood and balata, and paintings and handicraft that reflects the life and culture of people within the 360,000 hectares of the Iwokrama pristine rainforest, and in the additional one million hectares that President Granger proposed to add for our “green lungs” conservation purposes.

BOON AND BLESSING Our coalition government has become a boon to and blessing for the peoples of the hinterland.

As I noted in remarks in Lethem, during 2015-2018, our government spent some $950 million on roads and other capital works in the Rupununi region. The people recognise what we have done in office in just over four and one-half years as unprecedented.

New wells have been constructed at Aishalton, St. Ignatius, Annai, Karasabai and Hiowa. The electricity system has been upgraded in Annai and Sand Creek, with on-going solar and hydro power at Moco-Moco and Kumu.

New health facilities have been provided at St. Ignatius, Shulinab and Lethem, and new education facilities were built in Nappi, Annai, Aishalton, Sand Creek, Katoka, Yarong Paru and Baishaidhrun.

I came away from way down south yesterday afternoon with deep satisfaction that our coalition government is delivering to this hinterland region, the better quality of life that we have promised. I have also seen fresh signs that other regional players want to work with our government to make this region, indeed, the Mecca of Sustainable Development.

UNDP pilots community disaster risk reduction projects in Guyana “AS our climate changes, our weather patterns are becoming unpredictable.

This variability in climate can result in significant damages and loss that affect all sectors in Guyana, including the agriculture sector” said Jairo Valverde, Resident Representative, United Nations Development Programme (UNDP), Guyana.

These brief remarks were made at the opening ceremony for the disbursal of grants held at the Bina Hill Institute, Annai, Upper Takutu-Upper Essequibo (Region 9). The UNDP, with funding from the Government of Japan, disbursed grants to six villages in the North Rupununi, Region 9, through the project “Strengthening Disaster Management Capacity of Women in the Cooperative

Republic of Guyana and the Commonwealth of Dominica.”

In a release, the UNDP said through this project, farmers have already benefited from training in the Participatory Integrated Climate Services for Agriculture (PICSA) tool which allows them to use weather information to make better decisions regarding their agricultural practices. Building on the foundation provided by this training, with a strong emphasis on linking women farmers to finance, these grants are intended to support climate-smart practices which would contribute to the continuous supply of food for communities in the event of a disaster.

This first disbursement, which amounted to approximately $12M Guyana dollars,

benefitted the villages of Apoteri, Surama, Aranaputa, Wowetta, Rupertee, and Annai in initiatives as diverse as peanut farming, poultry rearing and cassava processing.

“Our poultry project is the first of its kind in the village of Annai. We will use the profits to financially support our farmers to do things that will help them enhance their livelihoods and contribute to food security” said Mike Williams, Senior Councillor, Annai Village Council.

In addition to Region 9, the grants component of the project encompasses Mahaica-Berbice (Region 5), East Berbice-Corentyne (Region 6), Cuyuni-Mazaruni (Region 7), and Potaro-Siparuni (Region 8).

Grants will be disbursed on a competitive

basis, targeting legally registered groups and village councils involved in agricultural activities located in areas vulnerable to natural hazards. UNDP is committed to strengthening community resilience and disaster preparedness and wishes all the grant recipients every success for the implementation of their respective projects.

THE ULTIMATE TOXIC NATIONAL MIX

A Puppet presidency, the vindictive state in an oil and gas economy ON an average Georgetown sunny day on April 16th, 2009, Maria Van Beek was on her way to work.

The Clico Judicial Manager/Commissioner of Insurance slowed down along Lombard Street because of traffic congestion. Within seconds of her car coming to a halt, a gunman approached her and shot her in the chest. On October 12th, 2008, Alicia Foster arrived home from a long day of work at the Environmental Protection Agency.

In attempting to park her car, two gunmen emerged from a tinted car and shot her in the face. On April 22, 2006, Minister of Agriculture Satyadeow Sawh retired to bed after a hard day of work. During his slumber, he was awakened by the sounds of live gunshots which eventually also consumed him, taking him to his fatal end.

The three cases highlighted were symptomatic of a dark period in Guyana when the vindictive state controlled by the cabal, reigned supreme. In the cases mentioned, all the individuals were state employees who sought to enforce the rule of law and incurred the wrath of the vindictive state.

THE PRE-2015 VINDICTIVE STATE

This dark period was ended in 2015 when the Guyanese people decided that enough was enough and voted the David Granger administration into office.

The people who controlled this diabolic governance system did not disappear. The wolves metamorphosed into sheep and sought refuge in quiet moral crevices of the society.

They have ditched their cloven feet for wool, they have traded their execution garbs for suits, and have changed uncaring rhetoric to cries for the republic. If given the chance, they are prepared to run roughshod over the Guyanese state with renewed venom. It is unreasonable to conclude that the pre-2015 state vengeance will not play out again if the same people get their feet in the door. The popular mantra being touted and echoed loudly by those outside the halls of power is ‘take back our country.’ This political talking point harks back to the epoch of the fascists and Madeleine Albright warned, ‘…fascism concerns itself less with specific policies than with finding a pathway to power…’.

THE VINDICTIVE STATE IN AN OIL AND GAS ECONOMY There is absolutely no doubt that Guy-

ana is on the cusp of the greatest economic boom in its entire existence.

This is clearly due to its discovery of black gold. Enough ink has been splashed to establish that oil begets unprecedented fiscal options for any government that exercises tutelage over the country in which black gold abounds. If the vindictive state and its proponents get their hands on this oil and gas financial and fiscal largesse, it is reasonable to assume that we will see this Stalinist approach to power on steroids. For example, in the realm of dealing with perceived enemies of the state, there is nothing to suggest that we will not see manifestations such as rogue members of the security services at the senior level receiving super salaries to keep critics and communities that are not traditionally supporters of the vindictive state in check; new and advanced CCTV and drone technology at the disposal of bad government; slush funds at ready access for malevolent enterprises and a catalogue of wicked schemes that existed pre-2015, ungirded by newfound oil wealth. It is a frightening prospect and a stark reminder that elections have consequences.

dictive state in an oil and gas economy Consider all of the above mentioned in the context of an oil and gas economy. Pay attention to the possibility of the emergence of a puppet presidency where the head of state is being controlled by a string behind the scene. This string represents vested, greedy interests that have zero consideration for the people; its sole interest is to serve a mafia that spawns civil society, the media, business and political realms. This provides an even more dangerous scenario than that which existed pre-2015. This arrangement allows for there to be more state menace, since the intellectual author of the entire machination can hide behind the puppet presidency and is not forced to wear the face of the bad government. Serious and deadly abuse of the system beckons.

It is a dangerous scenario that the country faces.

CONCLUSION As a rule, every citizen should keep this mantra at the back of his/her mind every day of their civic lives: elections have consequences.

The polls are not a place for play.

Understanding Energy

Explaining the contracting process EXXON’s development plan for its Payara oil field is currently under review and waiting for final approval from the Department of Energy. The department is bringing in outside experts, in collaboration with the World Bank, to help conduct a thorough review, with approval expected sometime in early 2020.

While the development is in its planning stage, the first contracts have been signed for some of the major elements of Guyana’s largest oil project to date. Exxon has signed new contracts with Saipem and SBM in the past few weeks for Payara, which will be the third major project in the offshore Stabroek block.

The timing of these contract awards is hardly unusual in such complex engineering projects. In fact, to wait longer could result in huge cost overruns and lengthy delays.

Deepwater offshore oil development, to be done safely and efficiently, requires significant time and preparation to put into place the necessary infrastructure. Careful, long term coordination between multiple parties is essential.

During the review process, most companies begin to lock in key contractors, suppliers, technical, environmental and safety experts so that they are in place when approvals do come through. This preparation is critical, as the alternative would mean costly lulls in activity that could delay creating new jobs and economic opportunities for local companies while stifling investment.

Signing contracts early in order to keep costs down ensures everything is in place for development in the long term. This also keeps the costs down for its partners, including host countries like Guyana.

The companies that Exxon is currently signing agreements with are Tier 1 contractors-- like Saipem and SBM-- who provide highly sophisticated and expensive systems that need years of lead-time for planning, design and construction.

These independent companies play vital and highly specialized roles in the industry.

SBM, for instance, designs and engineers floating production storage and offloading (FPSO) vessels around the world. A long-

standing partner of Exxon around the world, SBM designed the Liza Destiny, which will be the ship producing Guyana’s first oil from the Liza Phase 1 project. SBM also designed the Liza Unity, which will produce oil from Liza Phase 2 when it completes construction.

The latest contract for SBM is a standard example of the kind of work that needs to be done in the early stages of development.

This deal was a “Front-End Engineering and Design” contract for the Liza Prosperity, the FPSO that would be deployed to Payara after approval is granted. This process of design and engineering takes multiple years, with long gaps between preparation and actual production.

These kinds of early stage contracts normally include provisions restricting the contracted companies to some form of “limited activities” in advance of final approvals.

This allows them to prepare without racking up exorbitant costs, just in case an issue arises with the approval process. These are normally areas like supply procurement or design that require advance notice, bidding

processes, and extra time.

For its part, Saipem will be handling most of the underwater systems installed on the seafloor that will “include 130 km of flow-lines, risers, associated terminations and jumpers together with the installation of manifolds, flexible risers, dynamic and static umbilical, and flying leads,” according to reports.

The signing of these contracts is likely a good thing for Guyana’s path to oil production. Exxon estimates that Guyana will be producing more than half a million barrels per day by 2025 and Payara will account for more than a third of that.

Bringing in third parties to review plans, train regulators, and apply the lessons learned on Liza Phase 1 and Liza Phase 2 is a natural step forward in managing our oil industry.

But it’s equally crucial that responsible development proceed as far as it can while those reviews are being finalized. When and if final approval is given, everything will be in place to keep Guyana’s oil industry moving forward.

Buxton Health Centre facilitates 1531 ultrasounds in four months

RESIDENTS in Region Four, who have had to do abdominal ultrasounds and Electrocardiograms (EKG), have been breathing a sigh of relief for the past four months.

This is because the Regional Health Service Department within Region Four have paid for these services at a cost of $5000 for the abdominal ultrasound and $2,500 for the EKG. Regional Health Officer (RHO), Dr. Quincy Jones, noted that government’s commitment to the continued enhancement of health care remains paramount.

He pointed out that there continues to be increases in the region’s budget despite the population remaining the

same. He declared that this is certainly a testimony of government’s determination to increasing health care access for all.

“The steady rise in the region’s health budget amidst a relatively stable population and improvements in key health outcome measures such as maternal and under-five mortality rates, over the years, is indicative of government commitment towards the financial sustainability of the region’s health sector,” Dr. Jones said.

Dr. Jones also highlighted the critical importance of the facility that residents can access these tests. He noted that it is significantly helping persons who are financially unable to foot the cost pri-

“Health care service provision by the private sector is mainly through out-ofpocket payment at point of use and is centred around the provision of specialized services, though some primary care services are provided as well.”

The RHO praised the work of the medical staff at the health centres noting that Buxton had conducted some 1531 ultrasounds in four months. He pointed out that with several dedicated and devoted health care professionals in the region, continued growth and enhancement within the region is certainly evident, another gain of the region. Dr. Jones said.

The Regional Health Officer urged residents to maximize these two major health services, stressing that it is there for residents while adding that some years ago people could have only wished to have these. “Let us not take the numerous opportunities and gains that we have today for granted as many of the wishes we had years are now today’s reality.”

Dr. Jones further said that his department is very elated over the significant monies that residents are able to save, stressing that as they continue to advance health care development, residents within Region Four can certainly look forward to more new and innovative

services.

According to the World Health Organization (WHO), Health Financing is the “function of a health system concerned with the mobilization, accumulation and allocation of money to cover the health needs of the people, individually and collectively, in the health system” (WHO 2000).

Dr Jones disclosed that a good financing system raises funds and structures financial incentives to guarantee that all people have access to quality public health and personal healthcare services.

Twenty-seven students who completed studies in the Bachelor’s Degree Programme in Business Administration from UoB, were also recognised at a grand ceremony at the Pegasus Hotel.

The MBA programme was introduced in 2017 and the Bachelor’s programme a year after. The Bachelor’s in Business Administration programme allows University of Guyana (UG) students with 240 credits to read for a first degree from UoB in that subject area.

Booth pricing for GIPEX to be considered going forward

THE Guyana International Petroleum Summit and Exhibition (GIPEX) recorded its largest turnout and participation yet, but the organisers of the event have agreed to place more consideration into the booth pricing for the event.

The event, which was the second of its kind in Guyana, was organised by UK-based Valiant Business Media in collaboration with the Department of Energy and the Guyana Office for Investment (Go-Invest).

This year, there were 250 companies but some of the stakeholders believe that the event could attract more start-up companies if the booth prices are reviewed.

AbdulHai, during his remarks at a press briefing at the end of the event on Friday, said the price was fair for an event of that magnitude but did not refuse to put more thought into the pricing for booths going forward.

“Some arrangements were made to facilitate reasonable pricing for local companies but last minute attendance confirmation and non-availability of space

Despite the willingness to review the prices, the organiser said the event was definitely bigger when compared to last year. Last year there were almost 70 exhibiting companies and that number more than doubled this year.

“Everyone realised the importance of this event… not only for the oil and gas sector but generally for Guyana,” said AbdulHai. The

conference attracted many investors from the oil and gas sector but there was also participation from other sectors. The idea of the mixture was to create synergies and promote partnerships.

AbdulHai believes that the event, which saw an investment of about US$500,000 from Valiant Media, served its purpose of allowing companies to network and form partnerships.

Based on the interactions and conversations, the director said GIPEX served its purpose of exposing Guyana to foreign investors and even creating a foundation for local businesses to elevate themselves in the budding oil and gas sector. “We hope that the discussions we would have had both with the private and governmental sectors, that Guyana can see itself enhancing its capacity, raising its standard and broadening its investment portfolio as we seek to encourage greater foreign direct investment,” said Dr. Bynoe.

The Georgetown Chamber of Commerce (GCCI) was also credited for playing a major role in making a connection between the foreign investors and the locals.

GPL must look to private power providers … CARICOM official urges

“The issue of private investment in the energy sector is an important one if GPL is to make the kind of progress that is required to solve some of those generation problems,” emphasised Devon Gardner, Programme Manager for Energy and Head of the Energy Unit at the Caribbean Community (CARICOM) Secretariat.

“If GPL was able to focus on transmission and distribution a lot more, and allow the private generators to generate and sell to them, then they would be able to focus on what utilities typically do, which is figuring out how to move the electricity from where it is being generated to the demand centres.”

Over the years, GPL has grappled with both generation and transmission issues.

In a recent sit down with the Guyana Chronicle, Gardner said it would be a lot easier for the company to address issues if all it had to handle were transmission and distribution.

“The core function of the utility is the management of the grid, the generation of power to put into the grid is not a core function of a utility, in a modern dispensation,” Gardner explained.

“The modern paradigm of utilities is one in which the core function of the utility is really about planning for the supply.

They need to know how much supply

they need for the customers, what kind of supply they require and then find the appropriate means by which that supply can come into the system. So what they are supposed to be doing is acting as systems management. By its very definition the grid really starts at the substation and takes the electricity from the substation to the customers at the meter.”

In Guyana, the state-owned GPL is a vertically integrated utility with a monopoly on the transmission and distribution of electricity. The generation is largely handled by Power Producers and Distributors Incorporated (PPDI), which is also state-owned, and contracted to operate and maintain the power plants on behalf of GPL. PPDI was established in 2016 to take over power plants previously operated and maintained by Wartsila Operations Guyana Inc. “Being able to desegregate that kind of business and allow private participants in the sector, where there is a mechanism that allows those entities who have the resources to so do, to generate the power and sell it to the utility at a cost that is reasonable, those are the kind of things that would help to move things quickly,” Gardner said.

PPDI is responsible for a total electrical output of 106.7 megawatts within the Demerara to Berbice Interconnected System DBIS, sourcing from four power plants, namely Garden of Eden (22 MW), Kingston #1 (22MW), Kingston #2 (36.3 MW) and Vreed-en-Hoop (26.4 MW).

This situation is wholly insufficient, and GPL has continued to explore its options including IPP. Power Purchase Agreements (PPA) are currently being

pursued with Giftland Mall and Banks DIH Ltd. However, those are only for five megawatts each, during peak hours, in a country that uses approximately 800 kilowatts per year.

The company had also engaged a number of IPPs in Essequibo last year.

“Unless GPL is getting IPPs becoming a major part of the energy sector and producing the energy, then we are going to continue [to] have the challenge of GPL struggling to balance generation while it’s grappling with the issues such as transmission and distribution,” Gardner conveyed.

However, there remain hurdles that must be overcome towards this end.

In its current state, GPL’s licence restricts it from purchasing power from IPPs other than those which produce power from renewable energy sources.

It also does not include IPPs whose main business is not the generation of power and which supply no more than 10 megawatts (MW).

In September, the Ministry of Public Infrastructure began moving to amend GPL’s licence to widen the purchasing of power from external sources. Gardner’s unit at CARICOM is tasked with the identification of common policies and strategies for transforming the energy sector within the Caribbean Community (CARICOM).

The CARICOM Energy Programme is currently putting heavy focus on renewable energy in the CARICOM member states. Gardner notes that aside from policies allowing the use of IPPs, there is insufficient regulations by governments, in Guyana, and all across the Caribbean region, making investors feel secure.

“We have established a Policy and Regulations help desk at the secretariat for the energy sector, so that we can help countries to understand how to get over some of those legal impediments that are required for attracting the right kind of financing.

Unless you solve those regulatory issues we are never going to get the private sector financing in the kind of way, in terms of the quantity or quality, that is required for us to advance the sector, and the governments just really don’t have the money to invest in those things,” Gardner said.

Assembly on Decade for People of African Descent holds AGM REDEEMING and control of ancestral lands, the resuscitation of village councils, and a motion for the decriminalisation of marijuana were some of the top issues discussed when the International Decade for People of African Descent Assembly – Guyana (IDPADA-G) held its 2019 Annual General Meeting (AGM) earlier this month at the Guyana Industrial Training Centre.

The meeting was attended by 48 member organisations, from villages and communities across the country. They

discussed and passed several motions on issues critical to the African Guyanese community and central to achieving the goals of the UN Decade of Recognition, Justice and Development.

The meeting, held first “in committee” on September 22, was finalized at a full sitting of the Assembly on November 17. The Annual General Assembly is the highest decision-making body of IDPADA-G. The motion on the decriminalization of marijuana attracted the most attention, while it was noted that consultations

and a survey conducted on the reintroduction of village councils “saw the overwhelming majority of respondents”, a statement from the Assembly noted.

“The motion on the decriminalization of marijuana… was approved by a majority vote, with some caveats such as the need for public education on the intended use of marijuana by the Rastafari community for sacramental and medicinal purposes, and the need for a regulatory regime to ensure that it is used for the intended purpose and by the intended community. This matter had

been previously discussed at a forum on October 5, 2018 from which a petition emanated,” the statement said.

Other issues discussed included the re-introduction of the teaching of Guyanese history in schools to preserve the African contributions to Guyanese history, and support the UN Permanent Forum for People of African Descent by its full implementation in Guyana.

IDPADA-G will present these motions to the relevant Government Ministries and work towards seeing them realized in a timely manner.

Haags Bosch Landfill ready to take off waste when oil production begins

By Tamica Garnett MANAGEMENT of the Haags Bosch Landfill in Eccles said that expected doubling of waste from oil production will not pose any big challenge for the facility.

“The waste that they dispose at the site presently, during this drilling phase, is about 1.5 per-cent of the total waste we receive at the site. When they start the production, they said it will double, so it will be about three per cent of the waste we receive at the site. But of course as more production facilities come on board it will increase,” explained Gordon Gilkes, Head of the Ministry of Communities (MoC) Sanitation Management Unit (SMU).

A team from the Ministry of Communities (MoC) Sanitation Management Unit (SMU), last month met with executives of Exxon Mobil to map out the expected amount and type of waste that the company anticipates. “We met with them, to brief them on some of the things on where we are on the construction of Cell Two [of Haags Bosch] and what we expect from them. They would’ve given a list of the waste and quantities. They gave us estimation. But we have enough landfill area on site to accept the waste,” Gilkes noted.

Haags Bosch is currently Guyana’s only landfill. It began taking waste in 2011 with an estimated life span of 25 - 28 years. The entire facility covers some 150 acres, of which 64 acres go towards the cells for the storage of the waste.

“The footprint of the landfill is 64 acres, with four cells; each cell being 16 [acres], so far we only used one; by January we will move to Cell Two,” Gilkes conveyed.

Cell Two was estimated to run for 10 years.

Since its commencement, the management of the landfill has implemented measures such as waste diversion, aimed at extending the life of the land-

fill. However, this is being counteracted by continually increasing intake rate at the landfill.

The landfill was designed around 2004 with an estimated intake of 250 tonnes of waste per day, however, the site is currently receiving in excess of 400 tonnes per day.

The expected waste anticipated to be disposed at the landfill from the oil and gas when production begins includes wood from the crates that the company will use in the importation of commodities, as well as drilling mud.

“What we’re going to do is designate a wood area for these things. We will also designate an area for the disposal of drilling mud. The discharged drilling mud will be treated first; once treated, it could be used as daily cover for the landfill,” Gilkes said.

Exxon will be responsible for the treatment of any hazardous waste before it can be dumped, while there will also be some amount of waste that the company will have to ship out of the country because the landfill does not deal with that.

“The hazardous waste they will be treating before it comes to the landfill; for those products they would have to submit the TCLP test results to ensure the material is safe. That will give assurance that the hazard from the waste has been removed,” Gilkes explained.

TCLP stands for toxicity characteristic leaching procedure; the test entails a sample being tested to determine if a waste is characteristically hazardous.

The EPA will also have a role to play in ensuring that Exxon and other oil production companies are handling their waste appropriately and all that needs to be done is.

“The electronic waste, they wouldn’t be disposing at the site. That they will export to some other facility because we can’t deal with electronic waste, it is deemed hazardous. However, for them to export the electronic waste they have

to collaborate with the EPA under the Basel Convention,” Gilkes said.

Gilkes is chairman of a joint committee of the MoC and the Environmental Protection Agency (EPA) that is currently assessing the state of landfills countrywide, to establish respective landfills in regions countrywide and thus ease the burden on Haags Bosch.

Floods take toll on agricultural … some 28 acres rendered lands in Region 5 infertile due to salinity … NAREI proposes new method of farming to cope with flooding

REGION Five (Mahaica-Berbice) has often been referred to as the “agriculture capital” of the country, but part of the region’s bounty is under threat because of above-normal hides tides, which have resulted in flooding in communities along the coast of Mahaicony.

Farmers and even the average resident of communities along the coast of Mahaicony were affected by flooding caused by above-normal high tides and a breach in the sea defence from Dantzig to Fairfield. Communities which were affected include Dantzig, Columbia, Glazier’s Lust, Fairfield, High Dam, Rebecca’s Lust and Planters’ Hall.

Although the water has receded in some communities, the damage was already done, especially to arable land which was used for the cultivation of cash crops.

Representative of the National Agricultural Research and Extension institute (NAREI), Eon Sampson, said

some 28 acres of arable land were affected. “As a result of the flooding, the salinity in the area has increased… the normal EC (Electrical Conductivity) in the soil is 0.90.95 but after the flooding we found that the EC increased to 1.1 to 1.5,” said Sampson while he was briefing Minister of Foreign Affairs, Dr. Karen Cummings and diplomats about the effects of the flooding, during a visit to the flood-affected communities on Friday.

The increased EC has been a challenge to farmers because the salinity has now rendered the soil infertile for cash crop production.

According to Crop Watch, soil EC affects yields, crop suitability, plant nutrient availability and soil micro-organism activity such as emission of greenhouse gases and respiration. Excess salts hinder plant growth by affecting the soil-water balance.

“Before farmers can return to normal activities, soil needs to be amended by flushing, which is not an option right now…we have, however, explored other op-

tions such as raised boxes and shade houses,” said Sampson.

He said NAREI has made a proposal to the Civil Defence Commission (CDC) for farmers to be assisted with implementing raised boxes and building shade houses.

While those solutions are meant for the short term, Sampson said they are also used as interventions to help farmers build resilience for climate change.

He explained that the raised boxes are constructed at a level where farmers can conduct their activities easily and where water from flooding cannot reach.

“This solution is intended to get farmers back on their feet and we believe that it is the only suited intervention for farmers at this time,” said the NAREI representative.

Captain Salim October, from the CDC, had said due to flooding in Region Five, approximately 400 households and about 2,300 individuals were affected. In a breakdown of information on the impact of the disaster, the captain said 20 livestock farmers and about 65 cash

“There was a high per capita impact in that area (Region Five) and that is what makes our response much more important as opposed to many other communities across the coastline that would have been impacted,” said October. He added that

in addition to Region Five, Regions Two, Three, Four and Six were also affected to some extent.

He said while the population in Region Five is not too large, the per capita impact would have been much higher. October said the effects of the flooding in that area were

severe due to lack of maintenance of structures and the unresponsiveness of residents to early warnings.

The CDC, as such, advised residents to build empolderment and relocate their livestock so as to mitigate the effects if another disaster were to occur.

NICIL holds successful outreach at Kwakwani … residents want collaboration in enhancing community

CHIEF Executive Officer (acting) of NICIL/SPU, Colvin Heath-London, recently wrapped up a “highly successful” visit to the Upper Demerara/Upper Berbice community.

According to a release from NICIL, the visit was part of Heath-London’s continued effort to closely monitor assets and properties of the agency.He deemed his recent visit to Kwakwani as highly successful and the body noted that it was part of the CEO’s move to forge a closer relationship with a number of the residents of Kwakwani through community-oriented projects and programmes.

Heath-London met and held discussions with several staff of NICIL who are based there.

During a meeting, he re-

vealed to residents that his agency has taken the responsibility for the current rehabilitation work going on at the sports club, reinforcing his agency’s position that they will continue to forge collaborative relationships with residents.

He disclosed that during his visit he was able to better gauge the number of properties and buildings owned

by NICIL/SPU while at the same time reviewing those that are being rented and or leased.

“This was a very important visit as it allows us at NICIL/SPU to know what is happening, thus being more effective in monitoring our assets and properties. We have recognized that a number of scammers continue to devise ways and remain in seeking to exploit unsus-

pecting persons. As such, we have been examining and visiting assets and properties that we have throughout Guyana. We have a significant number of properties and I have personally endeavored at visiting them all,” he said.

According to the release, Heath-London, in giving an assessment of his visit to Kwakwani, said that the discussion held there was very healthy and fruitful, noting that a number of ideas and suggestions were put forward by residents in an attempt to further develop and improve their community.

He said that NICIL/ SPU is very committed to supporting communities, stressing that they intend to demonstrate its commitment to the communities through supporting a number of initiatives.

He stressed that with very limited opportunities available especially for youths within the community, they are seeking NICIL/SPU’s continued support to offset the enhancement and repairs of a number of important properties, thus being able to create a platform and or opportunities for residents.

Meanwhile, several residents expressed thanks and gratitude for the detailed visit of Heath-London noting that it augers well for the continued development of Kwakwani.

Regional Vice Chairman of Region Ten, Elroy Adolph, said that he was very impressed and pleased with the visit of Heath-London, noting with certainty that it will help in NICIL/ SPU developing a closer and stronger relationship with

residents.

Adolph, who hails from Kwakwani, urged the CEO to continue in this trend declaring that Kwakwani needs all the support and help that it can get so as to further enhance the community and ultimately its residents.

Adolph thanked Heath-London for his agency’s assistance and support in working on some projects, declaring that the NICIL/ SPU CEO is an ‘action man’.

“More and more we are seeing that Mr. Colvin Heath-London is a man who gets things done and, more importantly, he finds solution, thus he is an action man as we are tired of talkers, as action is what residents look forward to and, therefore, as the Regional Vice Chairman and, more so a Kwakwani resident, I would like

Mahdia observes first anniversary as township

THE municipality of Mahdia, in the Potaro-Siparuni Region, is celebrating one year as a capital town. November 22 through 24 are the dates that have been set aside for a series of events to be hosted under the theme “Celebrating our gains, showcasing our culture, securing our future.”

Amidst challenges, this first anniversary comes at a time when Mahdia is marking development that has taken place even before and continued after it was declared a town.

The observance kicked off with an official opening ceremony and residents turned out in their numbers to hear from Minister of Public Health, Hon. Volda Lawrence who delivered the keynote address at the ceremony.

Reflecting on His Excellency, President David Granger’s remarks at the official introduction of the town of Mahdia – when he observed that hinterland villages will become towns; Minister Lawrence noted that his vision was being realised. According to the minister, Mahdia is on a fast track to development as many public services that previously never existed are now operational in the town. It is a vision which the APNU+AFC Coalition Government has adopted to empower communities and its population.

“It didn’t take us 10, 15 or even 20 years... when we came to office, we knew these areas [Mahdia] need to see development and today you can boast of your own radio station, paved roads, ICT Hub and

improved water and solar electricity supply,” Minister Lawrence told the residents gathered.

She added that this is just the beginning as there is much more development coming to the town creating access to government and other services that are located on the coast. “Very soon we will be ushering in a new hospital equipped to serve you the residents, a magistrate’s court, a fire department with a brigade of ‘Mahdians’... we are working to make Mahdia a better and brighter place.”

Mayor of the town, His Worship David Adams said that Mahdia, like its people, is determined to thrive in spite of challenges as he alluded to the theme of the anniversary celebration. “Despite the challenges we still move forward fairly and transparently; some areas have solar street lights (including at Tumatumari junction), improved garbage disposal and in the new week WiFi at the hospital,” he noted.

Mahdia, Mayor Adams said, “is becoming the place where more and more coast landers and foreigners are coming to establish businesses since the main economic activity in and around the town is mining.”

Police Lcpl graduates with Bachelor’s Degree in Business Management

TWENTY-one-year old Lance Corporal, 23676 Travis Curry, is the youngest of the Guyana Police Force batch of University of Guyana graduates for 2019.

He successfully pursued a Bachelor’s Degree in Business Management and passed with a distinction in the subject at the 53rd Convocation hosted recently at the Turkeyen Campus, Greater Georgetown.

The Lance Corporal, who is currently stationed at the Guyana Police Cooperative Credit Union Inc., joined the Guyana Police Force on May 6, 2016, and was promoted to his current rank in January 2019. Prior to joining the Force, Mr. Curry wrote nine subjects at The Caribbean Secondary Education Certificate examination and secured eight passes.

In a brief interview, Lance Corporal Curry reflected on his achievements, mentioning the challenging times he faced at first and the dedication it took while juggling between work and

study.

Recalling all the Sundays and holidays he spent on campus studying, he remains thankful for all the support he received from friends, family and Officers-in-charge of the Credit Union including Assistant Superintendent, Reynold Venture, and previous manager, Deputy Superintendent Angela Harding, for their leniency.

Renowned geologist predicts more massive petroleum finds for Guyana

THERE is a ‘Mirror Theory’ which suggests that the petroleum system of the Guiana basins is similar to the West Africa basin and, with huge finds in both Regions, energy experts are excited about what this could mean for the countries involved.

Furthermore, it was noted that Guyana –which has already had 16 discoveries in less than five years--- should expect much more of these successes. Explaining the “Mirror Theory,” Geologist and Product Ambassador at Getech, Dr William Heins, said: “Both sides of the Atlantic ---the African and the South American---because they were originally joined at one point on earth’s history, must therefore have the same distribution of resources.”

He made the remarks to the media on the sidelines of the Guyana International Petroleum Exhibition (GIPEX) 2019 being hosted at the Marriott Hotel. Dr Heins said that one of the most noteworthy takeaways from his research of the Guyana-Suriname basin is that there is a “bulk load” of hydrocarbons which lie deep beneath the earth’s surface.

“I think the discoveries to date have substantiated that and there is every reason to expect that you would continue to have explorations successes in this particular area,” he said.

However, the geologist explained that although the areas share genetic similarities, there are still some unique differences based on their specific location and what took place many years ago.

“Even though it is true that there is very good opportunity all the way from Ghana to Sierra Leone to Senegal and Mauritania on the African side, it’s different than what we find in French Guyana or Suriname or Guyana on

Each of those places have had a unique combination of environmental factors that were responsible for putting the hydrocarbons in place; and the details of each one of the countries systems is unique to it, even though they share some genetic heritage,” he said.

The expert reminded attendees that it was based on the successes in the Jubilee Oil Field off the coast of Ghana’s western region with billions in reserves, that explorers became excited to come to French Guiana to see the same replicated following SHELL’s discovery there in 2011.

However, there was disappointment when four subsequent wells failed to perform as well as Jubilee and, it is now with the successes of the Guyana Basin, that the excitement is growing again. “The Guyana success I think has flipped the paradigm, so now it should be Africans who are excited about the success on the South American side and people should be excited about going to Africa because it’s been successful here,” Dr Heins said. Going back to the belief that the continents of Africa and South America were once joined, he said that there are also high possibilities, as well as proven results, that the other precious minerals found in parts of Africa can be found in Guyana.

The Ghana oil field Speaking to Ghana and Guyana, he said: “The kind of resources in the two countries are similar in the sense that Ghana is the leading gold producer in Africa and Guyana has demonstrable gold assets

as well. They also have diamonds and there are a lot of diamonds here. From a genetic stance there’s iron resources in Liberia, which may have something to tell you about iron resources on the South American

side…it’s a plausible thing to think about.”

Apart from gold, bauxite and diamonds, Guyana’s mineral heritage also includes deposits of semi-precious stones, copper, molybde-

num, kaolin, silica sand, soap stone, kyanite, feldspar, mica, ilmenite, laterite, manganese, and radioactive minerals, tungsten, iron, and nickel, lithium, manganese and coltan.

Guyana Girl Guides appoints youngest Chief Commissioner

THE Guyana Girl Guides Association (GGGA) held its Annual General Meeting last month during which it elected a new National Council and its Executive Committee.

Among the newly appointed was Ms. Schemel Patrick, a 32-year-old who is the youngest Chief Commissioner to have been appointed in the 95-year history of the local Girl Guides

body, the oldest association in the country dedicated to the social development and wellness of girls and young women.

Patrick, who has been an active member of the as-

sociation for over 20 years has previously served as Public Relations Coordinator and a member of the Executive Committee. In 2013, Patrick was the first Guyanese elected to serve on the Western Hemisphere Regional Committee of the World Association of Girl Guides and Girl Scouts (WAGGGS).

As a member of the GGGA, she has represented the organisation both regionally and internationally, and has spearheaded many local initiatives. Patrick has worked extensively on youth and women and gender issues; she is passionate about working towards the advancement of girls and young women in Guyana – this is evident in the work she continues to do and the organisations she serves in.

She is the co-founder and current secretary on the steering committee for SASOD Women’s Arm Guyana (SWAG); she is the first Chairperson of the Human Rights and Social Justice Commission of the Anglican Diocese in Guyana and serves as the youngest and

only woman on the Provincial Human Rights and Social Justice Commission of the Province of the West Indies and she is a Caribbean Advisor for FRIDA - The Young Feminist Fund - an international funder for grassroots women’s groups.

Patrick noted that her first order of business would be to strengthen the visibility of the GGGA, additionally she intends to focus on recruitment – bringing new girls, young women and volunteers into the organization as well as retention, ensuring that individuals are enthused to stay and develop themselves.

The National Council, which serves as the governing and policy body of the Association, also announced its members for the term 2019-2022.

The new President of the Association is Patricia Gray.

The other office-bearers are as follows: Patricia Woolford, First Vice-President; Gillian Frank, Second Vice-President; Doreen Dealy, Secretary - Treasurer; Shawn Hughes, Assis-

Halley, who is a member of the association for over 30 years is a Guide Leader at the St Paul’s Plaisance Girl Guides Unit; previously she served as the Divisional Commissioner for the East Coast of Demerara sub-region. The International Commissioner, Mrs Elliot-Belle is the Guide Leader at the Bishops’ High School. Elliot-Belle has been a member of the association for over 15 years.

Region 2 resident died from heart attack not filaria pills

THE Ministry of Public Health (MoPH) has extended condolences to the family of Domattie Mannie, who reportedly died last Thursday morning, but noted that her direct cause of death was a heart attack (myocardial infarction) and not because she consumed filariasis tablets during the current drug campaign.

In another section of the media, the family of the 57-year-old woman is reported to have blamed her death on the fact that she was given nine tablets last Sunday, at her home, by distributors who are part of the MoPH Mass Drug Administration (MDA) ‘Lymphatic Filariasis Elimination’ Campaign.

The family member said Mannie collapsed shortly after taking the pills, subsequently dying on Thursday. “Based on her death certificate, the direct cause of death was a heart attack (myocardial infarction). While the MoPH is awaiting the result of the Post Mortem Examination (PME), the opportunity is being taken to remind the population that the filaria pills being distributed are safe,” a statement from the Ministry said.

“The MoPH is always and remains open to providing clarifications to any doubt that members of the press and the population in general may have regarding this campaign.

The MoPH is working in the best interest of all Guyanese in this fight to eliminate filaria.”

It is very normal for persons who take the pills, and have the filaria parasite within their system, to experience some side effects including nausea, diarrhea, headache, dizziness, and muscle pain.

The MoPH, in collaboration with the Pan American Health Organisation/

World Health Organisation (PAHO/WHO), is currently implementing its triple-drug therapy, which sees the administering of three different tablets: Ivermectin, DEC and Albendazole (IDA). The dosage for the distribution is determined by the height of each individual.

In previous years, dosage was determined by age; however, the height calculation is required with the IDA strategy. The ministry has done extensive research to ensure that all of the medication that will be distributed have been tested, and have met the safety requirements for distribution to the general public. The drug-distribution exercise will target eight of Guyana’s ten administrative regions.

So far this year, 454,073 persons have received the filaria pills in all targeted administrative regions of Guyana with 30,295 of those from Region 2. It is worth noting that no serious adverse event has been reported in this massive campaign.

“We congratulate the 454, 073 who have already taken their filaria pills this year; we continue to encourage those who have not yet had the opportunity to receive their pills, to come forward and take their pills in support of the filaria elimination campaign,” the Ministry said.

Lymphatic Filariasis (LF) or ‘Filaria’, as it is more commonly called, affects the body’s lymphatic system, which functions to remove unwanted fluids from the body and transports ‘lymph’-- a fluid which contains white blood cells that help to fight infections. In Guyana, filariasis is caused by the wuchereria bancrofti worm and is transmitted from human to human by the culex mosquito.

The Global Programme to Eliminate Lymphatic Filariasis began in 2001 in

Guyana.

Guyana has made tremendous progress in the fight against filaria, however, the objective is for the elimination of the disease by 2020.

Four players, coach guilty of code of conduct breaches FOUR players and one team official have been found guilty of breaching Cricket West Indies (CWI) Code of Conduct during the Colonial Medical Insurance Super50 Cup. The four players are Jonathan Carter, Joshua da Silva, Keon Harding and Akeal Hosein; while Trinidad & Tobago Red Force head coach Mervyn Dillon was also found guilty of a breach.

Four out of the five admitted to their offences and accepted the imposition of the proposed sanctions, so there was no need for formal hearings.

In the case of Harding, he was charged with two breaches in the same game – a Level 1 to which he admitted and accepted the proposed sanction, and a Level 2, which he intends to appeal.

Coming out of the same incident, Harding was also reported for a Level 2 breach of the Code of Conduct and was fined 70 per cent by Bruce for breaching paragraph 3.2 of the Code for showing serious dissent at an umpire’s decision by action or verbal abuse.

The umpires reported that Harding showed dissent immediately at the crease when he was dismissed, and also struck an advertising hoarding when he was leaving the field.

At a hearing the following day attended by Harding, West Indies Emerging Players head coach Floyd Reifer and the umpires, the player admitted to showing dissent at the crease but not striking the advertising hoarding.

Harding has until November 30 to appeal the imposition of the second fine.

Hosein was reported by on-field umpires Gregory Brathwaite and Christopher Wright, TV umpire Carl Tuckett and reserve umpire Jonathan Blades for a Level 1 breach of the Code of Conduct during the match between Trinidad & Tobago Red Force and West Indies Emerging Players on November 13 at Queen’s Park Oval in Trinidad.

The Red Force spin bowler was reprimanded by match referee Michael Ragoonath after he breached paragraph 2.2 of the Code of Conduct when he failed to follow the instructions of the umpires.

Hosein was instructed not to enter the field of play at the end of the 13th over by the on-field umpires and was further advised by the reserve umpire at the start of the 14th over that he was not allowed to enter the field of play at that time.

The player, however, proceeded onto the field at the end of the 14th over in breach of the umpires’ instructions.

Watling century guides New Zealand to lead against England

Chelsea sparkle but Man City battle back for crucial win

By Simon Evans MANCHESTER, England (Reuters) Manchester City returned to winning ways with a 2-1 success over Chelsea yesterday at the Etihad Stadium, ending the Londoners’ run of six straight victories and keeping Pep Guardiola’s side nine points behind leaders Liverpool.

City’s loss at Anfield before the international break made this a key game for them but they were made to work for their three points, coming from behind against Frank Lampard’s enterprising side.

“Chelsea are an incredible team; we knew it but we beat them,” said City manager Guardiola.

“It was a typical high-level game. Our back four played so good today. In the most difficult period of the game we scored on the counter. We created enough

It was a game where Chelsea showed, once again, that they are a team with huge potential but not yet the steel and defensive solidity to compete with the very best.

And while City will be relieved to have emerged with the points, Guardiola will be concerned that

his team still look substantially short of their top form.

The Spaniard made five changes from the loss at Anfield with, most significantly, goalkeeper Ederson returning from injury.

Only Kareem Kayume (23) reached double figures, as Imran Hack and S. Rahim nabbed two wickets each.

Prior to that clash, Leonora had suffered a defeat to the hands of Cornelia Ida (CI) Masjid.

Leonora won the toss and opted to take first strike, but they succumbed for 66 in 9.5 overs after somewhat recovering from 32-7 in five

overs.

Bowling for CI Masjid, Mark Ally, did the damage with 4 for 8 runs. Support came from Naieem Khalil who nabbed two scalps.

CI faltered in the chase, but their last pair did enough to seal the win. Shan was the pick of the bowlers for Leonora Masjid with 3-15.

OSCL president, consul general laud promotion of grassroot game TORONTO, Canada – President of the Ontario Softball Cricket League (OSCL) Albert Ramcharran has declared that despite the continued reduction of teams over the past few seasons, OSCL still continues to play a vital role in the promotion of the grassroots game in the Greater Toronto Area (GTA) during the summer.

Ramcharran, who is also a founding-member of the league, made the disclosure in his message marking the 24th anniversary of OSCL which celebrated the occasion at the East Town Banquet Hall, Scarborough here last Saturday night.

According to Ramcharran, he and colleagues “have been working constantly, in the face of severe obstacles, to promote the game of softball to the best of our ability and in a very democratic way.”

He pointed to the introduction of the white ball in all formats of the game in the 2018 season, after it was rejected the previous year and saw that as growth in the game especially at the international level.

Touching on the thorny issue of discipline, Ramcharran said, “While overall the discipline could be considered quite satisfactory during the season, we were again faced with some burning issues one of which led to the withdrawal of a top team in Division One. It must be noted that the league tried

Scorpions’ semi-final hopes hang by a thread after Marooners defeat BASSETERRE, St Kitts (CMC) – Jamaica Scorpions’ semi-final hopes were dealt a severe block here Friday night when reigning Super50 Cup champions, CCC Marooners, stunned them by two wickets at Warner Park.

Up against a side with a single win in their previous six matches, Scorpions thought they had done enough when they piled up 272 with two balls left in the final over, behind half-centuries from Assad Fudadin and Andre McCarthy who both scored 63.

But Paul Palmer struck 59 and Jonathan Drakes, 54, as Marooners overhauled their target with two balls to spare, to shock Scorpions and leave their final four bid hanging by a thread.

The Marooners run chase was a clinical one and they seemed to be coasting to a comfortable victory at 218 for four in the 43rd over thanks to several key partnerships.

When four wickets tumbled for 38 runs in the space of 32 deliveries, however, the game was back in the balance at 256 for eight at the start of the 49th over.

Akeem Jordan, who finished

Jonathan Drakes struck an important 54 for CCC. with an unbeaten 16 off seven balls, cleared the ropes at midwicket with pacer Derval Green in the penultimate over as Marooners gathered 11 crucial runs. And with six needed from the last over bowled by off-spinner Andre McCarthy, Jordan blasted a huge six over mid-wicket to win the contest for Marooners with two balls remaining.

The defeat left Scorpions third in Group A on 16 points and facing a must-win game against second-placed Leeward Islands Hurricanes (20 points) today.

And even if Scorpions win, they will need to do so by a big enough margin to ensure they surpass Hurricanes on net run rate.

The victory for Marooners, meanwhile, helped to assuage their pride, as they have already been eliminated from semi-final contention.

Choosing to bat, Scorpions were given a quiet but solid start by Fudadin and Aldaine Thomas (19) who put on 44 for the first wicket.

Left-arm spinner Larry Joseph (3-61) struck twice, however, removing Thomas and Jermaine

Blackwood (6) as Scorpions slipped to 56 for two in the 16th over. Fudadin then combined with McCarthy to stabilise the innings in a 97-run, third-wicket stand which pushed Scorpions past the 150-run mark.

The left-handed Fudadin counted five fours and two sixes in an upbeat 77-run knock to move to 341 runs for the tournament at an average of nearly 49. McCarthy proved the ideal counter, smashing four fours and sixes off just 64 balls, to mark his third half-century of the tournament and carry his tally to 345 runs at an average of 49.

When Joseph accepted a caught and bowled chance to remove Fudadin in the 30th over, Scorpions stumbled to lose five wickets for 45 runs as paceman Jalarnie Seales (3-75) and left-arm spinner Kavesh Kantasingh (2-43) hurt the innings.

It was left to Denis Smith to lash five fours and a six in breezy 39-ball unbeaten 45, to get Scorpions up to a competitive total.

In reply, Marooners started well, Gian Benjamin (35) posting 47 off

39 balls for the first wicket with Kyle Corbin (28) before adding 75 for the second with Drakes.

Benjamin faced 61 balls and struck three fours and a six while Drakes counted seven fours in a 58-ball knock before both fell in successive overs to leave their side on 122 for three in the 25th over.

Palmer then took control of the innings, hitting five fours and a six off 70 balls and anchoring

successive stands of 58 for the fourth wicket with Sadique Henry (33), 38 for the fifth with Seales (21) and 28 for the sixth wicket with Odaine McCatty (7).

Scorpions appeared to take control when Palmer and Joseph (0) fell in successive deliveries in separate overs with no runs added at 256 for eight but Jordan’s cameo stole it for Marooners.

Pride brush aside Canada to seal Super50 semi-final spot BASSETERRE, St Kitts (CMC) – Barbados Pride confirmed their spot in next week’s Super50 Cup semi-finals in Trinidad with a comfortable seven-wicket win over minnows Canada here yesterday.

GMR&SC donates to Cancer Awareness THE Guyana Motor Racing and Sports Club (GMR&SC) have followed through on its promise to donate to cancer awareness.

On Friday, the club handed over

two cheques, the first to the Guyana Cancer Foundation then to Beacon Cancer Foundation.

According to GMR&SC president Rameez Mohamed, the club had promised to support

cancer awareness by making a donation.

“The donation came from a section of our gate receipts from our 1320 Heat rematch as well as our Clash of Champions

event. We thought that this support could go a long way.”

Group-D contains Annandale, Golden Grove and Beterverwagting (BV). The winner of each group will advance to the semi-final round. The grand

finale is fixed for December 14.

Winner of the event will pocket $300 000 and the championship trophy, with the second-, third- and fourth-place finishers collecting $150 000, $100 000 and $75 000 respectively and the corresponding accolade.

Individual prizes will also be awarded for the Most Valuable Player (MVP) and the Best Goalkeeper.

The other sponsors of the event include Bakewell Guyana Incorporated and Colin Talbot Construction Services.

GCB/CWI Kiddy Progression One Cricket

St Pius, Grove crowned respective district champions ST Pius Primary and Grove Primary schools were crowned champs of their respective districts following wins when the ongoing GCB/CWI Kiddy Progression Cricket continued across the country.

The final of the East Bank Demerara District played at the Everest ground, saw Grove Primary beat Peter’s Hall Primary by 16 runs to claim the title.

Grove Primary, batting first, made 97-7 off their allotted 14 overs.

In the Georgetown District playoff match, North Georgetown Primary beat Rama Krishna Primary but lost to St Pius Primary by 1 wicket.

Kipchoge, Muhammad named world athletes of the year … Jamaican Brittany Anderson recognised

PIONEERING marathon runner Eliud Kipchoge and U.S. hurdler Dalilah Muhammad were named the world athletes of the year in track and field at a ceremony in Monaco yesterday.

At the Awards ceremony, Jamaican Brittany was presented with a plaque for breaking the World Under-20 100-metre hurdles record.

Anderson, who won gold in the event at the 2017 World Under-18 Championships, twice broke the record at the Motonet Grand Prix in Joensuu, Finland on July 24.

The 18-year-old clocked 12.79 in her heat before winning the final in 12.71 seconds.

“It’s been an amazing year.

Muhammad beat fellow nominees Brigid Kosgei, who broke the women’s marathon world record, Sifan Hassan, who won world gold in the 5 000 and 10 000m, and Jamaica’s ShellyAnn Fraser-Pryce, who claimed gold over the 100m at the World Championships.

The world 5 000m silver medallist Selemon Barega of Ethiopia was named male rising star of the year, while Ukrainian high jump silver medallist Yaroslava Mahuchikh was the female rising star. Anderson was also nominated in the category.

GUYANA Beverages Inc. via its Koolkid brand, signed a one-year pact with Chase Academy towards the continued expansion and growth of sports within the institution.

Chase Academy is one of the premier institutions in Guyana which have been dominant in both sports and academics over the years, churning out a few national athletes while dominating and winning titles in major schools tournaments like cricket and football.

Friday’s signing of

the Memorandum of Understanding (MoU) between the company and the school is confirmation of their plans to ensure that the students and the sports faculty continue to thrive solidly for at least another year.
