IN highlighting the necessity of global solidarity for democratic enhancement, President Dr. Irfaan Ali has pledged the commitment of the Government of Guyana to strengthening the foundation and pillars of democracy, locally, and to also championing this cause globally.

The Head of State made the remarks while addressing a virtual United States (US) State Department Summit for Democracy, hosted

by President of the United States of America, Joseph Biden.

The two-day summit focused on combatting corruption, defending against authoritarianism and promoting human rights by bringing together leaders from government, civil society, and the private sector to set forth an affirmative agenda for democratic renewal and to tackle the greatest threats faced by democracies today through collective action.

President Ali reminded that not so long-ago, Guyana faced a severe threat to democracy where “democracy was delayed and almost denied” following the country’s March 2, 2020, general and regional elections, which

saw the delay of the declaration of “credible results for five long and agonising months.”

The Head of State said: “This is why the Government of Guyana is fully committed to strengthening the foundations and pillars of democracy to ensure that, at all times in the future, the will of the electorate is upheld in free, fair, and transparent elections, and that the independence of the judiciary is maintained.”

Importantly, the Head of State highlighted that democracy cannot be maintained nationally unless it is sustained internationally. On this topic, he said that as the government strengthens the foundation of democracy in Guyana, they will similarly champion the same abroad.

“The global chain of freedom is only as strong as its weakest link. Democratic enhancement and renewal, therefore, require global effort; one that takes full account of the multidimensional aspects of democracy, including the provision of conditions for economic progress,” he said.

Vishnu Persaud is new GECOM Chief Elections Officer

MORE than a year after the conclusion o f t h e p ro l o n g e d 2020 General and Regional Elections (GRE) which culminated in the dismissal of then Chief Elections Officer (CEO), Keith Lowenfield for his alleged role in the affair, the Guyana Elections Commission (GECOM) has finally named Lowenfield’s successor.

Vishnu Persaud, a former Deputy Chief Elections Officer (DCEO) of GECOM, who was snubbed for the role in 2018, has now been named the Chief Elections Officer by a majority vote of the seven-member statutory body.

At a meeting of the statutory body on Friday, the commissioners appointed Persaud who bested Jamaica-born, Leslie Harrow, who was also interviewed for the top GECOM post. The duo were extracted by the commission from an initial shortlist of six candidates submitted to GECOM Chairman Justice (Ret’d), Claudette Singh last week.

It was Justice Singh’s vote, on Friday, which effectively broke the inevitable tie between GECOM’s three People’s Progressive Party/Civic-aligned commissioners and three A Partnership for National Unity+Alliance For Change (APNU+AFC)-aligned Commissioners.

In a statement issued Friday afternoon, the GECOM Public Relations Unit confirmed Persaud’s appointment and gave justification for the Chairman’s vote.

“Chairperson of the Guyana Elections Commission, Justice Claudette Singh, in justifying the reasons for endorsing the successful applicant posited that; having heard the Commissioners and having read the endorsement of the former Chairman, Dr Steve Surujbally, she is of the view that Mr Persaud has acquired institutional knowledge having been employed with GECOM for seventeen (17) years,” the release said.

The release quoted Persaud’s extensive background with the elections body, which began with his appointment as Public Relations Officer in the early 2000s. He remained in that position until 2014 when he climbed to the role of DCEO up until 2017 when his contract was not renewed despite his expression of interest.

The DECO post was advertised; however, then GECOM Chairman, James Patterson overlooked Persaud

in favour of Roxanne Myers. Patterson, who was appointed by then President David Granger, was later removed from his post after the Caribbean Court of Justice ruled that his appointment was unconstitutional. Myers, along with several others, is accused of electoral fraud and has since been charged and removed from GECOM. Not only will Persaud serve as the head of the Commission’s secretariat, but he will also assume the responsibility of Commissioner of National Registration.

LOCAL GOVERNMENT ELECTIONS The appointment of a Chief Elections Officer for GECOM is major topic in public discourse, especially since the absence of a CEO prevented the Commission from indicating its readiness to host Local Government Elections which were due by December 7, 2021.

In a recent letter to the GECOM’s Chairman that was published on social media, Attorney- General and Legal Affairs Minister, Anil Nandlall wrote: “Please confirm, soonest, that it is impracticable for the Guyana Elections Commission (GECOM) to comply with the provisions of the Local Authorities (Elections) Act, Chapter 28-05, Laws of Guyana regarding the holding of an election to elect members of a Local Democratic Organ due in the year 2021, in order for the minister to take the necessary actions required to postpone the said elections and to perform all acts and do all things consequential thereto as are required by law.”

In response to the Attorney-General’s letter, the GECOM Chairman replied: “As you are aware, the Commission is currently working to conclude the hiring process of the Chief Election Officer and other senior management staff.

“Please be assured that as Chairperson of the Guyana Elections Commission, I will communicate with you on the timeline at which Local Government Elections could be held when the Chief Election Officer is hired. I thank you for your understanding and patience as we work to resolve this challenge within the shortest time possible.”

COUNCILLORS’ TERMS EXTENDED Since that exchange of letters between the Attorney-General and GECOM Chairman, Local Government and Regional Development Minister, Nigel Dharamlall, issued a gazetted order recognising the limitations of the Elections Commission and effectively provided a legal pathway for postponing the local government elections and extending the life of all local government bodies.

ister, titled “Local Authorities (Postponement of Local Government Elections) Order 2021, is effective from December 6, 2021.

The Order read: “In accordance with the Local Authorities (Elections) Act and in respect of the Local Authorities Elections prescribed to be held during the period of November 1 and December 7 this year, and being satisfied, on the advice of the Elections Commission, that it is impracticable to comply with the provisions of this Act regarding the date for the holding of an election to elect members of a local democratic organ, I hereby order that local government elections 2021 be posted until a date to be specified in a subsequent order.”

Aside from confirming the postponement of the elections, the Local Government Minister also ordered: “Every person who is a councillor including the Mayor, Deputy Mayor, the Chairman or Deputy Chairman, during this prescribed period for the holding of elections shall continue in, and discharge the functions of his office until his successor enters on the duties of his office.”

The appointment of Persaud reflects a significant change in the circumstance previously outlined by the GECOM Chairman in her letter of justification to the Attorney General. A number of key positions in GECOM’s administration are still to be filled including DCEO, Assistant Chief Elections Officer/Assistant Commissioner for National Registration (ACEO/ ACNR), Chief Accountant, and Managers for Logistics and Civic Education.

Tesla’s Elon Musk says he is ‘thinking of quitting’ his jobs

(Reuters) - Tesla Inc. (TSLA.O) Chief Executive Officer, Elon Musk, is “thinking of” leaving his jobs and becoming an influencer, the world’s richest man tweeted on Thursday.

“Thinking of quitting my jobs & becoming an influencer full-time wdyt,” Musk said in the tweet, without elaborating.

It was not immediately clear if Musk, a prolific user of the social media platform,

was being serious about quitting his roles.

Musk, who is also the founder and CEO of rocket company SpaceX, and leads brain-chip startup Neuralink and infrastructure firm The Boring Company, said during a conference call in January that he expects to be the CEO of Tesla for “several years.”

“It would be nice to have a bit more free time on my hands as opposed to just working day and night, from

when I wake up to when I go to sleep 7 days a week. Pretty intense,” Musk said.

Last month, he asked his followers on Twitter whether he should sell 10 per cent of his stake in the electric-car maker, to which the majority agreed. He has sold shares worth nearly $12 billion since.

The billionaire is known for his Twitter banter and lively interactions with followers which have in the past raised regulatory and corporate governance questions, lawyers have said.

Musk was fined $20 million by the U.S. Securities and Exchange Commission for tweets in 2018 and was required to step down as chairman.

Howard Fischer, a partner at law firm Moses & Singer, said he doubted Musk’s latest tweets violated any rules because they were too vague.

He added: “I think that Musk’s social media comments are subject to a substantial discount, as it were, by the market, as compared to other executives.”

As Guyana’s economy takes flight as a result of massive oil discoveries, President Ali said that his administration is devoted to the ambition of empowering prosperity for every Guyanese, and to achieving this within a framework of democracy.

His administration, he said, is aware that adherence to democracy and the rule of law must be aligned with economic and social progress in conditions of non-discrimination, equity, and equal opportunities, and affirmed that it is on this path which Guyana has embarked.

The American President had said that he wanted to host the summit because: “Here in the United States we know, as well as anyone, that renewing our democracy and strengthening our democratic institutions require constant effort.”

CDB commits to combatting corruption in all forms

(CMC) The Caribbean Development Bank (CDB), on Thursday, gave its commitment to promote good governance in its own operations and within its borrowing member countries, and combatting corruption in all forms, as it observed International Anti-Corruption Day. CDB President, Dr. Gene Leon, said in a statement that the Bank completely supports the 2021 campaign for International Anti-Corruption Day – which has as its theme, “Your right, your role: say no to corruption” – and stands in solidarity with other international organisations in the UNled global observance of the day.

“Beyond this annual commemoration, the Bank remains fully committed to promoting good governance in its own operations and in our Borrowing Member Countries (BMCs); and to combatting corruption in all its forms. This is in alignment with Goal

16 of the UN Sustainable Development Goals (SDGs), which speaks to the building of effective, accountable and inclusive institutions,” he said.

“Internally, the Bank demonstrates its commitment to good governance through the ongoing work of its Office of Integrity Compliance and Accountability (ICA), which manages the risks posed by wrongdoing, including corruption, money laundering, terrorist fi-

nancing, and cybercrime while helping the Bank to meet its fiduciary duty through training and capacity building.

“ICA also spearheads CDB’s outreach to our BMCs which centres on fostering and promoting strong governance practices as a means of facilitating sustainable economic growth,” Dr. Leon related.

Ahead of International Anti-Corruption Day, the Barbados-based Bank

hosted the second annual Caribbean Conference on Corruption, Compliance, and Cybercrime.

Popularly known as the 3Cs Conference, the event was held December 7 to 8 under the theme, “Ending Poverty and Driving Growth: Promoting Good Governance

by Curbing Corruption, Money Laundering and Cybercrime in the Caribbean.”

Referring to his keynote address to the conference, Dr. Leon emphasised that embracing good governance is a choice that can build or break credibility.

“I also encouraged regional governments and organisations to make governance the pedestal of credibility by fostering adherence to the rule of law, establishing and maintaining effective legal and regulatory frameworks, and by pursuing anti-corruption policies that promote trust and build integrity.

‘Jamaican Teas’ stays afloat despite COVID challenges (Jamaica Observer) Jamaican Teas Limited returned to profitability in the 2021 financial year despite COVID-19 containment measures and increased costs weighing heavily on its operation.

The company recorded an operating loss of $103.69 million in FY 2020 but saw its fortunes turn, earning a net profit of $795.41 million for the year ended September 30, 2021.

In the fourth quarter (Q4) Jamaican Teas saw its revenues decline to $524.66 million when compared to $786.74 million a year earlier, reflecting a 33 per cent fall-off. Whereas

revenue from local manufactured goods and rental income increased during the period, revenues from its real estate business and export of manufactured goods decreased.

Directors highlighted in their commentary on the results that for the fourth quarter (Q4) Jamaican Teas did not record any real estate sales, unlike in the same period a year earlier.

Additionally, they said there was “lower export sales” from its manufacturing business in Q4, but that it was “offset by an increase in domestic sales”.

On the other hand, revenue of $2.27 billion in financial year (FY) 2021

represented an increase of 3.55 per cent. All line items indicated an increase in revenue except real estate, which had a lower property sale than in the year prior.

“For the year, the four per cent increase in the group’s revenues reflect growth of 17 per cent in export manufacturing sales, 10 per cent in domestic marketing, a two per cent fall-off in supermarket sales and six Manor Park studios sold compared with 12 last year,” the directors wrote.

With a vast mix of ethnic backgrounds, traditions, religious festivals, cuisine, architecture and landscapes, Guyana is truly a natural and cultural topical paradise, unmatched in the region.

We sometimes take our uniqueness and our beauty for granted. So often, it is left for foreigners and overseas tourists to remind us of how beautiful a country we are, and of our warmth and hospitality. Many are smitten by the natural beauty of the country. Renowned British travel writer John Gimlette,

in an article published some time ago in the popular British newspaper ‘The Daily Telegraph’ under the caption, ‘Guyana-A Journey into the Jurassic’, described Guyana as ‘a garden built by God, inhabited by survivors, and where life is lived to the fullest.’ According to the writer, during his visits to the interior, he met people ‘whose ancestors have figured in English literature for 400 years’.

Gimlette was particularly fascinated by the interior locations of Guyana. His description of the small village of Surama in the Rupununi is worth repeating: “Here spreading southwards, they have their own world - a great, golden grassland the size of Scotland. Walked in

at the far end by some of the oldest mountains on Earth, there’s nowhere quite like it. The lilies are five feet wide, and sandpaper grows on trees. Even the animals feel curiously like Jurassic.

Here the world’s largest ants, otters and anteaters, and its biggest fish - the Arapaima.’

In chronicling his experiences in his travels to the interior, this is what he had to say; ‘Out in the savannahs, nature rules. It’s a beautiful, half-finished land, rimmed with mountains like purple teeth and dappled in brilliant birds.”

This fountain of beauty and elegance is recognised

by President, Dr. Mohamed Irfaan Ali, who pledged to transform Guyana into the number one eco-destination

in this part of the region.

This commitment was made during a recent feature address at the Guyana Tourism Awards Gala where he emphasised that his administration will soon embark on massive development in the tourism sector in order for the country to enjoy a competitive advantage. According to President Ali, this vision for Guyana is very clear to the government and will be complemented by the level of visibility that the oil and gas sector has brought to the country. Oil and gas has certainly catapulted the country on the national stage but it is now for us to use that prominence to market the country holistically and in a multi-dimensional way.

As noted by the Presi-

dent, Guyana has a quality tourism product which is sustainable, long-lasting and impactful on people and communities. Guyana, the President said, must be promoted not just as a place but as a total experience. In this regard, local products will be encouraged and put on the market including Christmas cards, locally produced gifts and pieces of arts and crafts.

The President took the opportunity to inform the public of plans to do major development works on the Georgetown seawall in order to get the greatest economic value out of the seawall which has now become a popular recreational spot. In addition, the old train wagons including the old shed in the

city will be rehabilitated and the entire stretch converted into a local art gallery, food courts and local restaurants.

These are indeed forward looking ideas which will greatly enhance the image of the country and serve as a boost to tourism in Guyana. Already, the country is rated among the best tourism destinations not only in the region but in the world and these new interventions by the government will certainly broaden the tourism frontiers and make the country an attractive destination, second to none. We may not have the blue waters but we certainly have what few countries can offer eco-tourism and a warm and hospitable people.

Some relief for citizens of Georgetown Dear Editor,

FINALLY, some relief has been brought to the citizens of Georgetown who have been battered by the Mayor and City Council over the years with their arbitrary, punitive and now proven unlawful imposition of some outrageous new taxes, fees and fines.

The recent judicial decision which now prohibits the city from imposing a fee or charge for the issuance of a certificate enabling the transfer of a property under the Deeds Registry Act is both timely and most welcome. It was also very

encouraging to learn that those who paid such fees following July 8th, 2015, are now entitled to refunds.

For far too long the City Council has been allowed to operate as though they are above the law or are indeed the law of the land.

They seem to harbour the misguided view that council meetings are comparable to Parliament where they perform a legislative function and can pass laws which are not in sync with the nation’s laws.

For years now when preparing their yearly budgets, rather that trim their expenses to match the revenue to which they are enti-

tled, they instead conjure up all sorts spurious new taxes, fees and fines, which they have been getting away with in large measure because citizens are not inclined to take them to court.

Just look at the container fees; the parking meter system; the maintenance fee to assist with the general, good upkeep of the cemeteries; the weekly fee for collection of garbage from city homeowners; commercial-waste fee to all businesses; the new fees which are affecting salons, barber shops, and other forms of cosmetology, just to name a few.

It should be noted that a

lot of these are already built in to the property rates that are being collected, which results in double taxation.

And I might add that quite unlawfully they no longer serve property owners with demand notices, yet still they are charging persons interest.

But most alarming, is that many of the services that the Georgetown municipality should be providing for the fees they collect, they don’t. For example, they don’t build or maintain roadways in Georgetown; they hardly have food-hygiene services or meat-processing services being offered at the abat-

toir; and they have relinquished responsibility for providing day care services in the city. Just look at the sorry state of the cemeteries, they don’t build or maintain bridges; they don’t deal with stray animals on the streets; they are not maintaining parapets or drains; they did not even maintain City Hall, their headquarters. So what do they do with all these fees they collect? They pay all the ‘Fat Cats’ at City Hall hundreds of thousands of dollars each, every month, some even over half a million dollars.

They spent the remaining money lavishly

on trips abroad, on fancy vehicles and on dining at posh restaurants, rather than doing the work themselves. It is just preposterous. The citizens should no longer be led by their noses, but seek to verify the legitimacy of fees and charges they are requested to pay and I encourage those who paid the fee for issuance of a certificate enabling the transfer of a property since July 8th, 2015, to go in and claim their refunds Yours Sincerely,

I condemn Rickford Burke’s incitement Dear Editor,

I WAS appalled and taken aback by the divisive rhetoric from overseas-based Guyanese Rickford Burke.

Burke conjured up the fictitious and fabricated story of the ‘PPP murdering 1500 black people or more’ to justify his senseless appeal to Guyanese to break the law and engage in riotous acts.

I am glad that the Guyana Police Force is investigating this matter and has issued a wanted bulletin for him for crimes he committed here in breach of the laws of Guyana.

I hope that serious consequences follow him for spewing that divisive

garbage about the socalled and alleged intimidation, discrimination, and racism that Guyanese of African descent face from the PPP Government. This allegation is false and meritless.

I want to urge the police and government to investigate Burke’s talks that the PPP might not survive the alleged war that they are allegedly starting, which is most troubling. He is now a fugitive from justice if he does not turn himself over to the police here for further investigation.

Does he honestly think that he should be allowed to sit from the comfort of his home in the U.S. and incite violence and ethnic conflict in Guyana

without facing the consequence?

The silence of the Opposition A Partnership for National Unity, and the Alliance For Change is deafening and it signals their support, as by their own actions they too have sought to divide Guyanese along ethnic lines. If I am wrong, let Joseph Harmon and Khemraj Ramjattan condemn Burke’s statement and distance their parties from the violence and disorder preached by him. I challenge any other opposition politician to say that they do not support Burke’s divisive rhetoric. It does not suit the opposition narrative against the PPP to do so at this point.

Burke’s statement is

enough for the government to look closely at all developments in the crime and security sector from this day onwards. Look at the remittances and aid from the CGID and Burke to Guyana to see if he is funding domestic terrorism against the state.

Finally, I want to say that right-thinking Guyanese like me, who are up to date about political developments and what is happening in Guyana ought to reject and condemn this latest attempt to incite violence and divide us along ethnic lines by Rickford Burke.

However, what is disappointing is, the citizens have not heard of a similar plan from the Mayor and Councillors of the City of Georgetown, nor are they seeing City Constables in the markets, on the streets or in the shopping hubs.

Sometime ago the United States Department of State through the Bureau of International Narcotics and Law Enforcement (INL) donated some 30 quality police mountain bikes and accessories to the Mayor and Councillors of the City of Georgetown and provided special training to a number of its City Constabulary officers at the Las Vegas Met-

ropolitan Police Department (LVMPD) in Las Vegas, Nevada. Prior to that the Georgetown Constabulary broke new ground and established its own Bike Patrol Unit back in 2008 with the acquisition of eight quality police mountain bikes and were assisted in the setting up of the unit and training of its officers by trainers who came to Georgetown from the International Police Mountain Bike Association (IPMBA) in the U.S. Why are we not seeing 38 City Constabulary Officers riding around downtown Georgetown now for the holidays? Probably in teams of two each. There are many benefits to having a police officer on a bicycle, with the most often men-

tioned being visibility and mobility. This same mobility also adds a “stealth” advantage to bike patrols versus patrol vehicles. An officer on a bike is much smaller, quieter, and can go places that are not easily accessible by patrol vehicles. Also, a person fleeing from an officer generally can’t out run an officer on a bike.

The Georgetown City Constabulary led the way with this very worthwhile initiative that the citizens appreciated and welcomed. Why can’t City Hall maintain the one good thing that their City Constabulary pioneered?

Some thoughts on restorative justice Dear Editor, WE noted that “Restorative justice uses mediation and negotiation supposedly between two adults on the basis of equality, while the power dynamic of domestic violence is unequal power and control by one person over another, which is how domestic violence occurs and re-occurs.

No mediator or mediation process of one or two sessions will change this, especially due to the complexity of domestic violence.

Unfortunately, more than likely the survivor will be intimidated by the presence of the abusive partner and the domestic violence violations will be trivialised. In such unequal conditions justice cannot be served.”

The government has been developing its capacity for restorative justice through the IDB-funded Support for the Criminal Justice System Project. In March 2021, some of us met with the project team, including the consultant on restorative practices, Dr Dianne Williams.

The team confirmed that the approach and training to restorative practices is guided by the International Institute for Restorative Practices (https://www. iirp.edu). The IIRP has been certifying the training.

The project team and

the consultant confirmed that the restorative practices model being implemented in Guyana is not to be applied to situations involving domestic violence and sexual offences, even if there are applications in other places.

We know that the Spotlight Initiative, which is being implemented in Guyana, will no longer consider the application of restorative justice to domestic violence or any other form of gender-based violence.

The Government must be clear on its commitment to holding perpetrators of gender-based violence accountable. It must not be seen to imply that it is okay for stakeholders to apply restorative justice to ‘solve’ gender-based violence. It must not use forums where domestic violence and sexual violence are being discussed to talk about restorative justice, as in our current social context, restorative justice will lead to more harm for survivors.

Floodwaters recede after quick action by Agriculture Ministry

- Minister Mustapha says NDIA officers assigned to monitor pumps 24/7

By Tamica Garnett ALTHOUGH early morning showers, on Friday, resulted in several sections of the city being flooded, “vigilante monitoring” of pumps and sluices across the city by the Ministry of Agriculture has been credited for the mitigation of the situation.

Minister of Agriculture, Zulfikar Mustapha, in an invited comment on Friday, said that notwithstanding some amount of resistance from the Mayor and City Council (M&CC), his ministry has been adding a secondary level of monitoring through the National Drainage and Irrigation Authority (NDIA).

“This is as a result of the work that we have done overtime, getting these systems in place… because of the resources we have expended, the machinery we have made available and the works we have done overtime. This is the investment that we are talking about to ensure we get fast relief,” Minister Mustapha related.

Last night, at Riverview, residents complained that either the pump or the sluice wasn’t working.”

He said NDIA has been quick to ensure that any issue is rectified immediately, and has also been vigilant in ensuring that all canals and drains are cleared. Minister Mustapha said too that the M&CC must do its part to ensure that all systems are functioning properly.

“I have since assigned three engineers from the NDIA to monitor these pumps and sluices on a 24hour basis to ensure they are operable. In some instances, the town council workers refuse entry to the compound of our engineers.

“I tried to make contact with the mayor and invited him to a meeting, but he did

not turn up, only the engineer came. I ask that his workers facilitate our engineers to monitor these structures,” Mustapha said.

Georgetown experienced approximately four inches of rainfall on Friday; this intense level of rainfall is expected all across the country over the next two months.

To this end, Minister Mustapha said the ministry is calling on citizens to take necessary precautions against this natural occurrence.

“Two days ago we put out an advisory that we will have heavy and intense rainfall until February, so residents should be cautious and also help to ensure the system is cleared by avoid dumping garbage and other things in the system,” the minister related.

When garbage is disposed improperly, it often finds its way into the waterways and clog them. This is one of the most prevalent

factors that exacerbates the flood situation in Guyana.

Earlier this week, the Hydrometeorological Service of the MoA predicted that there will be a high chance of wetter than usual (above-normal) conditions across all 10 Administrative Regions of Guyana for the period of December, 2021 until early February, 2022.

According to a seasonal forecast and advisory for the secondary rainfall season issued by the Ministry of Agriculture, rainfall amounts and frequency are expected to increase as the season progresses.

Minister Mustapha said that the same heightened monitoring going on in the city is currently being carried out all across the country.

“We are also monitoring the entire country and all our pumps and sluice operable. The drainage canals are clear and we are monitoring the situation,” he said.

Guyanese suppliers profit from ExxonMobil’s US$540M expenditure - almost entire supply chain for the company has been relocated to Guyana, says ExxonMobil Guyana President

OVER 800 Guyanese have been supplying ExxonMobil since the oil-and-gas giant commenced operations in Guyana in 2015, President of ExxonMobil Guyana, Alistair Routledge, has said.

Within this period, the company has spent US $540 million to procure goods and services from those suppliers, the ExxonMobil Guyana President said during his remarks at the Georgetown Chamber of Commerce and Industry (GCCI)’s 132nd Awards Ceremony and Gala Dinner, on Thursday evening.

“I am a firm believer — as it is the position of ExxonMobil — that Guyanese should not only benefit from the revenues that come from oil and gas, but should play an active role in the development of the resource as well,” Routledge related.

He highlighted that to date, more than 3,200 Guyanese are working on ExxonMobil’s local operations and almost the entire supply chain for the company’s offshore activities has been relocated to this country.

“To date, all of the major international oil-and-gas contractors have a presence in Guyana and have steadily been moving activities from the United States, Brazil and Trinidad and Tobago,” he said.

Routledge added: “This has created opportunities for the Guyanese private sector — whether it is build-outs for shore base, warehousing, or waste-treatment facilities.”

He said that as ExxonMobil Guyana advances its operations and explores new projects, it views involvement of the Guyanese workforce and suppliers of goods and services as crucial.

To achieve success in the industry and “win work,” local suppliers need to enhance their skills and capacity by forming small partnerships with foreign

companies, which will transfer critical skills and technology.

“This needs to be a winwin dynamic for international and local companies.

International companies need to feel welcome and can generate some value for their investment in technology and knowledge transfer,” he said.

Additionally, he reasoned: “Just as other countries with large or growing energy sectors, Guyana will need stable rules that facilitate large-scale investments and set priorities and outline achievable targets for the industry, rather than trying to make rapid progress in every sector simultaneously.”

F u r t h e r, R o u t l e d g e highlighted that the Guyanese private sector will play a pivotal role in the development of Guyana’s energy sector and could use the opportunity to build capacity, capability and experience for long-term international competitiveness.

“The critical factor is building local capacity and capability, from which growth in local content will follow. The progress made by the private sector already in Guyana goes well beyond what I’ve experienced previously at this stage,” he said.

Also addressing the gathering at the ceremony, Vice-President Dr Bharrat Jagdeo said that when the National Assembly reconvenes next week, the government will be moving to table two critical pieces of legislation: the Local Content Legislation and amendments to the Natural Resources Fund (NRF) Act. It is expected that such Local Content Legislation will cater for the existing conditions, and while this would indeed be the case, President Dr Irfaan Ali had held firmly to the view that such a framework must not be static.

“Local content is not meant [to] be static… as

our country continues to grow and change in nature, different aspects of the economy will evolve and the document has to evolve to match this development,” President Ali said during the opening of a stakeholder engagement forum on local content, at the Arthur Chung Conference Centre, in February.

In outlining his vision for this policy on the first day of the process, President Ali said: “For us, the policy has to be a living policy, one that is flexible, responsive and one that has great clarity and sets a framework through which all are engaged and understand their responsibilities to local content.

“Local content is not only about doing business… local content is about building the capacity of local companies, giving them the capability to become globally competitive, so that they can have necessary transformation that would lead them to the next level.”

It is for this reason that the President said the policy, contrary to the belief that it will focus specifically on oil and gas, would cover every sector in the country.

“While it [oil and gas] will be one critically targeted area, the local content policy is one that will cover every sector of the country.

There is focus on insurance; the banking sector; development of manufacturing capacity; rentals, human resource transformation; and training and development in all emerging areas of the economy,” the Headof-State reasoned.

The policy would particularly address evident shortfalls in the human-resource capacity, the level of capital and the utilisation of technology.

“In recognising this [shortfalls], we have to put the systems in place to bridge that gap… in

the interim, we have to define a space for local business and local participation while we bridge that gap,” President Ali said.

For instance, the policy must “carve out” the opportunities within the oil-and-gas sector which are available solely to local suppliers.

Guyana signs agreement with UN to accelerate progress on SDGs THE Government of Guyana and the United Nations (UN), on Friday, signed the new regional Multi-Country Sustainable Development Co-operation Framework (MSDCF) for the English and Dutch-speaking Caribbean, covering the period 2022-2026.

The MSDCF is a development cooperation agreement that aims to accelerate progress on the Sustainable Development Goals (SDGs) and the 2030 Agenda for Sustainable Development.

It promotes diversity, inclusion, and universal rights in national development efforts to ensure that no one is left behind. The agreement identifies common challenges faced by countries in the Caribbean region and positions the UN to complement national development efforts.

The agreement was officially inked

The MSDCF is the primary instrument for planning and implementation of the UN development activities delivered by over 20 UN agencies, funds, and programmes towards the fulfilment of the 2030 Agenda in the partici-

pating countries, including Guyana.

It was developed in consultation with governments, regional organisations, the private sector, development partners, civil society organisations, and other stakeholders.

Dr. Singh reaffirmed the government’s commitment to the advance-

ment of Agenda 2030 and the attainment of the SDGs. He then highlighted that the UN MSDCF Agreement’s pillars are in alignment with government’s principles, and added that such was an indication of government’s strong commitment to the established global principles.

In referring to Pillar Two that speaks to the issue of “building resilience to climate-induced and natural hazards,” Minister Singh said that Guyana is part of a tiny minority of countries where the majority wake every morning below sea-level.

He lamented that that situation causes the country to expend extraordinary amounts of fiscal resources to construct a physical defence against rising sea levels.

Meanwhile, Dr. Singh said that successive generations of Guyanese have recognised the perils associated with cutting down their forest and kept it intact.

He cautioned that domestic action alone will not suffice to contain the scourge of continued rising sea levels, and added that the fight against

climate change is a good illustration of the importance of multilateralism and global action.

Dr. Singh further said that the government remains committed to the sustainable management of natural resources, while, at the same time, intends to address the very pressing development imperative that the country faces.

AGRICULTURE AND FOOD SECURITY He said that, on the regional agenda, a subject that is closely related was that of agriculture and food security and that the administration has set about renewing its advocacy on the importance of agriculture and food security, not only globally, but in the region and in Guyana.

Minister Singh mentioned that President Dr. Irfaan Ali was asked to resume the regional portfolio responsibility for agriculture, a position previously held by Guyana.

He emphasised that agriculture is an extremely important part of Guyana’s economic diversification strategy in which the country has already started to promote an aggressive agenda, with large-scale food production, and has also begun to advance its agro-processing and business agenda to unlock some of the persistent barriers to intraregional trade in agricultural output.

Minister Singh reaffirmed that Guyana continues to value partnerships and relations with the UN and looks forward to the translation of the development co-operation framework into national action plans for the process of implementation.

Also present at the signing ceremony was Minister of Parliamentary Affairs and Governance, Honourable Gail Teixeira, who recalled that government struggled to achieve democracy in 1992 and 2020.

She further said that, with the help of global partnerships, the administration was able to overcome the obstacles. For this reason, she emphasised the role of global partnerships in the preservation of democracy and its important link to development.

Meanwhile, Minister of Foreign Affairs and International Cooperation, Hugh Todd, endorsed Guyana’s commitment to multilateralism and its support for global governance. He noted that inking of the agreement is a demonstration of our collective efforts towards the attainment of a better global environment.

The UN Resident Coordinator, Ye?im Oruç said: “This important partnership agreement between the UN and the Government of Guyana reinforces our shared commitment to the achievement of the Global Goals and to mobilize the UN to accompany Guyana’s remarkable development trajectory.”

“Across all the areas of sustainable development, ‘People’, ‘Prosperity’, ‘Planet’ and ‘Peace’, there is great momentum in Guyana. We also know that there is much to be done for Guyana to reach its own national development ambitions.

This framework agreement will guide the UN in our efforts to be an ever more responsive partner to Guyana.

“I am delighted to be signing this cooperation framework today on Human Rights Day and on behalf of the UN agencies, funds, and programmes operating in Guyana. My UN Country Team colleagues and I look forward to working with you and the people of Guyana in delivering on this partnership, t h ro u g h a r a n g e o f country programmes starting in 2022,” added Ms. Oruç. New legal referral department for Human Services Ministry

– to effectively manage ‘Pro-bono 500 Initiative’

FOLLOWING the launch of the Legal Pro-bono 500 Initiative on Thursday, the Ministry of Human Services and Social Security will be looking to establish a legal pro-bono referral department within the ministry to ensure that the programme is effectively managed and sustained.

This will be done through engagement with the United Nations Population Fund under the Spotlight Initiative – the global initiative funded by the European Union to end violence against women and girls worldwide – for funding and technical support.

The ministry and the Guyana Bar Association executed a Memorandum of Understanding (MoU) last Thursday, which outlines their respective obligations and responsibilities to the newly launched initiative, including the Bar Association’s commitment to providing pro-bono legal services to 500 gender-based violence victims.

In conceptualising this initiative, Dr Persaud envisaged expanding the provision and reach of free legal services to persons experiencing gender-based violence.

In fact, at her first meeting with the association earlier this year, she said: “Even though there’s ‘Legal Aid,’ we have a lot of women who come regularly to the ministry because they can’t access legal sup-

port. Most of them are desperate and without any financial recourse.

“We also have a lot of cases in the hinterland. The idea is to get to those inaccessible places that go beyond the reach of legal aid.”

The ministry has recognised that the Bar Association is equipped with the necessary resources and expertise to provide such high-quality essential legal services, and is, therefore, a reliable strategic partner to provide additional, free legal services to gender-based violence victims.

“While I am able to send some of the women to ‘Legal Aid,’ I believe much more is needed than that for the practical reason that ‘Legal Aid’ is not across the country.

“I’ve been sort of prevailing on people’s goodwill and asking a few people I know to help out, but seeing the need and that a few were willing to help out, I thought it might be good to have a formalised structure where those attorneys who are willing could be part of this effort,” Dr. Persaud said.

Her vision is for at least 50 attorneys to do a minimum of 10 domestic violence cases per year.

“We can even increase the numbers of lawyers so that they have less to do,” Dr. Persaud had suggested.

As a form of incentive, she is also thinking about the possibility of hosting an annual awards ceremony to recognise lawyers for the number of cases that

they would have been able to execute.

Meanwhile, access to justice and legal services can be a challenge for vulnerable groups of people across Guyana owing to high legal costs, limited legal aid reach in certain regions, backlogs of cases and lengthy trials, and lack of human and technological resources.

Minister Persaud has signalled her intention to engage other existing law societies to provide legal pro-bono services and has stated that access to justice is even more important when someone has experienced domestic violence. Further, she noted that this initiative will complement the already existing and overburdened legal aid services.

Dr. Persaud is grateful to the Bar Association for its contribution and she thanked them for “unhesitatingly partnering with the ministry.”

“I look forward to a time when there will be a lesser need for this type of service but for now, the ministry is ensuring that every survivor has access to justice as is their fundamental human right,” Dr. Persaud related.

In her speech, the Bar Association President offered that initiatives such as these do not imbalance the scales of ‘lady justice,’ but rather assist in lending balance. The Legal Pro-Bono 500 Initiative will be operationalised in January, 2022.

Adherence to COVID-19 guidelines key to safe festive season AS the holiday season r a p i d l y a p p ro a c h e s and crowds of shoppers grow, the potential of the spread of COVID-19 at a disturbing pace is real and Guyanese are advised to get vaccinated and not let their guard down, as many persons are still seen wearing their mask improperly.

This is according to Region Three Coordi-

nator for the COVID-19 Task Force, Halim Khan, who told this publication that business places have begun to see a hive of activity and the clusters and crowds are not good for the health and wellbeing of citizens.

He said the most effective steps individuals can take to reduce the spread of the COVID-19 virus are wearing well-fitting masks, practising good

hand hygiene, physical distancing, improving ventilation of indoor spaces, avoiding crowded spaces, and getting vaccinated.

P r e s i d e n t , D r. I r faan Ali, recently urged Guyanese to take their COVID-19 vaccine, as it is currently the only “tool” available to protect against the consequences of the deadly novel coronavirus.

He also encouraged persons who are eligible to Region Three COVID-19 Task Force Coordinator, Halim Khan receive a booster dose, to take the shot.

“We have the vaccines available, so my short answer to you as we adopt in this new way of living in fighting all these variations is to be vaccinat-

ed …. This is our only chance of fighting off and being aggressively ahead of the impact of any variants on our country,” the Head of State said.

Khan, who is also the President of the Region Three Private Sector Inc. (R3PSi), said with the emergence of new COVID-19 variant Omicron, there is mounting concerns for the safety and wellbeing of citizens.

The Region Three COVID-19 Task Force Coordinator said as of Tuesday last, 404,605 or 78.9 per cent of the adult population took the first dose of a COVID-19 vaccine while 284, 174 or 55.4 per cent are fully vaccinated. Meanwhile, 3,790 persons, 18 years and older took their booster shot.

For the season, Khan explained that those who are not fully vaccinated must wear well-fitting masks over the nose and mouth if in public indoor settings. As for outdoor celebrations, those who are vaccinated do not need to wear a mask, unless they are in areas with a high number of COVID-19 cases.

“Carefully consider your actions and be consistent in maintaining good COVID-19 prevention habits in addition to vaccination,” Khan urged, adding: “During this holiday season, care for others, and keep the health and safety of young children, people of advanced age, and those with underlying risk factors in your family and community in mind.”

OVER 30 learners from the Silver-Hill, Kairuni and Adventure communities, Soesdyke -Linden Highway, are now familiar with Information and Communications Technology (ICT) following the completion of a basic ICT training course organised by the Office of the Prime Minister.

Minister within the Office of the Prime Minister with responsibility for Public Affairs, Kwame McCoy, during the closing ceremony of the programme on Friday, told participants that the government will continue to make the necessary investments to equip them to take advantage of the opportunities coming to Guyana.

“Now that we are an oil-producing nation, the opportunities are even more

bountiful and, therefore, we are going to be investing in the future of the children of this community and those in other communities across the country, to make sure that we can take you along the pathway to success and development,” the minister said.

Minister McCoy noted that the skills being imparted by the government to its people are very applicable and necessary for the country’s overall development.

“The future is about ICT. We have witnessed, over many years, the evolution of Information and Communications Technology. We see, today, all across the world, what it has done to communities, transforming lives and communities,” he said.

He said the government’s vision is to use ICT to advance society.

“For every aspect of life information and communications technology is utilised, and so, the techniques and training that you had here and the skills that you were able to garner over the last few days, were really about helping you to be cross-functional.

“This is a skill that has cross-functional value. If you know to use the internet and if you know to use technology, you will use it in all the different sectors,” Minister McCoy said.

The minister assured learners that the government is working hard to provide the necessary resources for their communities, noting that they will benefit from more interventions before the end of the government’s first term in office. (DPI)

Base Camp Kanuku observes Soldiers’ Day BASE Camp Kanuku, located in the border town of L e t h e m , w a s f e stive on Thursday, as Chief of Staff, Brigadier Godfrey Bess, led a team which took the Annual Soldiers’ Day celebrations to the location.

The day saw cheers, merriment and laughter.

In brief remarks, Brigadier Bess expressed appreciation, saying that he was honoured to be at the location with the soldiers to celebrate the traditional activity.

“I am very happy and honoured to be here today, to celebrate this traditional activity with you the soldiers, who are maintaining the integrity of our beloved country,” he said.

Further, Brigadier Bess added that he was pleased to have been informed that the soldiers’ stint thus far, has been exemplary.

He noted, too, that the villagers in the Rupununi area have commended the ranks on their professionalism.

In this vein, he also thanked the female

soldiers for their sacrifice and duty in joining their male counterparts who serve at our border locations.

The females, who were recently deployed to the location, are part of the first batch who are serving at two other border locations, as part of an effort to empower the members of the Women’s Army Corp.

“As we move into the Christmas Season, I remind you to continue to be vigilant and watchful. Also, I encourage you all to enjoy the season, as you are here together,” he urged.

Acting Corporal Gavin Campion and Lance Corporal Donella Joe received on-the-spot promotions from Brigadier Bess. Corporal Campion was made substantive in his rank while Lance Corporal Joe was promoted to the rank of acting Corporal.

Packaging plant to be constructed at CJIA

THE Cheddi Jagan International Airport (CJIA) is collaborating with the Ministry of Agriculture to construct a packaging plant at the airport.

CJIA’s Chief Executive Officer (CEO), Ramesh Ghir, said the new facility will help persons export better-quality products.

“Fresh produce, for example, it is a challenge to get it to the airport, have it at the right temperature and export it… that is one area we have a challenge in,” Ghir said during a recent interview with the Department of Public Information (DPI).

“We are working with the New Guyana Marketing Corporation to streamline that project, and very shortly we will be signing a lease agreement with them so they can start construction of that facility,” he said.

The CJIA is currently undergoing a $30 billion facelift, with majority of the work already completed. The works are aimed at modernising the airport to provide better passenger experience, while attracting and accom-

modating larger aircraft.

In keeping with its commitment, the government has been investing heavily in the development of value-added products, from the processing of raw materials to the packaging of the finished product.

It was only this year that the government allocated in

excess of $800 million for the establishment of six agroprocessing facilities across the country.

These facilities are slated to be established particularly in farming communities, notably Aranaputa and St. Ignatius in Region Nine (Upper Takutu-Upper Essequibo);

Black Bush Polder in Region Six (East Berbice- Corentyne) and Leguan in Region Three.

Minister of Agriculture, Zulfikar Mustapha, had also committed to ensuring such facilities are replicated in Regions Two (PomeroonSupenaam) and Ten (Upper

Demerara-Upper Berbice).

President Ali too has often underscored the importance and potential of Guyana’s agriculture industry, especially as it relates to agro-processing and investing in value-added.

Dr. Ali had also acknowledged that investments in value-added products depend heavily on Guyana’s ability to produce affordable energy.

This has also influenced the government’s push for cheap and renewable energy production.

As part of its plan to transform Guyana into a powerhouse, the government has embarked on a mission to cut the cost of power generation by at least 50 per cent, using an energy mix, which will see the creation of projects that will utilise various sources of alternative energy. Region Two completes 98 per cent of capital works for 2021

WITH 2021 drawing closer to an end, the Regional Democratic Council (RDC) of Region Two (PomeroonSupenaam) has reported that it has completed 98 per cent of its capital work and 89 per cent of its work under current expenditures.

“Despite the flooding, I am satisfied that we were able to achieve these projects and were able to deliver… we will do much more in 2022,” Regional Chairperson of the Region Two RDC, Vilma De Silva, said during the council’s statutory meeting, last Wednesday.

The Regional Chairperson highlighted some of the major projects which were undertaken, and those included the construction of a new Abram Zuil Secondary School, the construction of an agro-processing facil-

ity and a new family health clinic, and the upgrade of the Supenaam waterfront.

Development, she said, was recorded across all sectors, but it was just the beginning, as there were plans to further enhance the health sector and other important areas.

It was announced, in September, that two multispecialty hospitals will be constructed at Suddie and Anna Regina. An area had already been identified in the township of Anna Regina for the construction of a hospital.

Owing to the projects that had been completed and those that were ongoing, De Silva is optimistic that the region will be among those driving nationwide growth.

Hamilton tops free practice two in Abu Dhabi MERCEDES' Lewis Hamilton set the fastest time in the second practice session of the 2021 Abu Dhabi Grand Prix while his championship rival Max Verstappen was fourth for Red Bull.

After Verstappen topped FP1, Hamilton set the FP2 benchmark of 1m23.691s under the floodlights on soft tyres, with 25 minutes remaining, then switched to mediums for his race simulation.

That put Alpine's Esteban Ocon, who had shot up with a lap of 1m24.034s just before Hamilton, in second place by 0.343s – and Hamilton's team mate Valtteri Bottas third overall by a gap of 0.392s having previously drifted into the Turn 12 barriers on his medium-tyred laps. That slide saw him switch to soft tyres after just 15 minutes of the session.

Red Bull therefore rounded out the top five, Verstappen (six-tenths down on Hamilton) P4 ahead of Sergio Perez in fifth. The championship contender had a competitive time of 1m24.989s chalked off early in the session during his medium-tyred runs, switched to softs for his qualifying simulations, before keeping softs on for his long runs.

Alpine's Fernando Alonso underlined the team's solid pace by finishing sixth, eight-tenths off the top spot.

AlphaTauri's Yuki Tsunoda was next on the board, just off Alonso, in P7, while team mate Pierre Gasly was 10th overall. Between them were the Ferraris: Charles Leclerc eighth but three-tenths ahead of team mate Carlos Sainz in P9.

Windward Islands players participate in off-field training (CMC) – Senior players in the Windward Islands franchise system are participating in an Advancing Cricketers through Education (ACE) instructional programme that focuses on more than their skills on the field.

ACE, which began on Wednesday, is comprised

of a series of courses and seminars “that will furnish Windwards’ cricketers with knowledge and the necessary off-the-field skills and mental tenacity to be the utmost professional, which will help them to realise their fullest potential”, Cricket West Indies said.

Acting Windwards Cricket’s CEO, Dwain Gill, said ACE is expected to bring tremendous value.

“As an educator and cricket administrator, I greatly appreciate the importance of finding the synergy between education and cricket; undoubtedly, there is a correlation in performance. ACE has the potential to add immense value, positively impacting the way our cricketers play the game,” he said.

President of Windward Islands Cricket Board, Dr Kishore Shallow, also shared confidence in the new programme.

“ACE is a fantastic developmental opportunity that could evolve into a template for advancing our cricketers in the region. I have always been a fervent advocate for balancing education and sports, and ACE is consistent with that philosophy,” he said.

Some of the categories covered under ACE are cricket, physical fitness, life skills, and mental skills. Specific topics include the History of West Indies cricket, Cricket analytics, Attitude & Motivation, Concentration & Managing Emotions, Communication, and Money management.

A diverse group of experts will facilitate the various courses under the ACE programme. The sessions will mostly be done face-to-face.

At the end of the twomonth programme, each player who participated fully will receive a certificate.

Simmons wants improved performance against Pakistan (CMC) - West Indies head coach Phil Simmons says West Indies’ white-ball series against Pakistan presents the opportunity for the young players selected for the squad to make a mark and show they are ready to be part of the regional squad going forward.

“We’re looking to see who’s going to put their hands up to be a major player in this team,” he said at a virtual press conference yesterday, following the squad’s arrival in Karachi where they will play all three One-Day Internationals (ODIs) and three T20 Internationals (T20Is) at the National Stadium.

Several players have earned call-ups for the series. Batsmen Justin Greaves and Shamarh Brook; left-arm spinner Gudakesh Motie, who was a travelling reserve for the recent ICC T20 World Cup; and all-rounder Odean Smith are the uncapped players in the ODI squad. Smith and Motie were also selected for the T20I squad for the first time, along with leftarm fast-bowling all-rounder Dominic Drakes.

Singh spurs Titans Football referees eager Cricket Club to win to return to action against Scorpions

(CMC) – Former West Indies Under-19 all-rounder Gajanand Singh upstaged Bermuda pair Kamau Leverock and Delray Rawlins as Titans Cricket Club defeated Florida Scorpions by five wickets in the US Open Cricket T20 tournament here on Thursday.

The Guyana player claimed two for eight with his medium pace and then led the run chase with an unbeaten 79 from 56 balls with two sixes and seven fours to earn the playerof-the-match accolade.

“It’s a challenge batting on the pitch,” said the 34-year-old left-hander, who featured in the 2006 ICC Under-19 World Cup alongside Kemar Roach and Kieron Pollard but now represents the United States internationally.

“But having our bowlers restrict them for that total, I was confident if someone batted through the innings we’ll get there.

“Earlier it (pitch) was really slow and it

really didn’t get much better in the second innings. But knowing your target helps and if someone gets to bat right through it will definitely put your team in a position to win.”

Scorpions’ vice-captain Leverock made 22 from 16 balls before holing out to long-on while Rawlins made four before driving to extra cover and then took one for 24 with his left-arm spin.

Scorpions, who beat Clarion County Eagles by eight wickets in their opener on Monday night, failed to capitalise on a promising start and were restricted to 153 for six after being sent in before the Titans eased home with seven balls to spare.

Scottish pair Richie Berrington (40 not out) and Chris Greaves (25 not out) were the leading contributors to Scorpions’ total while West Indies white-ball left-arm spinner Khary Pierre picked up two for 16 for the winners.

(CMC) – Andre Russell’s first appearance in four years in Australia’s glitzy Big Bash League, appeared to breathe fresh life into Melbourne Stars as they beat Sydney Thunder by four wickets here yesterday.

THE Guyana Football Federation’s (GFF) match officials have completed their preparations for the yearend trio of senior competitions, with GFF Refereeing Department providing expert physical, match scenario and technical sessions with professionally trained instructors to ensure the safe and well-managed return to play.

According to a release, the recent sessions at the GFF National Training Centre in Providence produced 25 shortlisted match officials who took part in theoretical classes, covering competition rules and guidelines, recent changes to the Laws of the Game and COVID-19 protocols in line with government regulations.

The group also took part in physical training and match scenarios on the FIFA-funded all-weather pitch to put their learning into action.

“It is customary for these major tournaments that, prior to the commencement of that tournament, we organise these sessions, so that our referees can become familiar with the competition regulations,” said GFF Head of Refereeing and Executive Committee member Dion Inniss.

“We issued a number of reminders on procedures that will be followed during the tournament, and we also ensured they were brought up to speed with the COVID-19 regulations that have been stipulated by the authorities,” Inniss continued.

“They assimilated quite well all that was instructed by our group of competent instructors, and we are very confident that they will officiate these tournaments very well.”

The GFF Refereeing Department has been highly ac-

tive this year, providing training and workshops for match officials involving national and international instructors, in order to keep its cohort of registered referees and assistant referees up to date on the Laws of the Game and physically prepared for competition.

“Returning to football has been great. I would have done a few youth games in the U-13 tournament, which was a great initiative by the GFF to have youths playing some football at the grassroots, not just for players but the referees,” said workshop participant Shavin Greene.

“Now that we are having the year-end tournament coming into play, it’s most welcome,” Greene said.

“Training and preparation so far has been great and we have tried to stay active and keep fit throughout the pandemic. We’re ready to go and let’s have a great tournament from both referees and players.”

The year-end football festival kicks off this weekend with the GFF Women’s Super 16 Festival 2021, which will

start on December 11 and close on January 2.

The GFF-K&S Super 16 Cup follows hot on the heels of the Women’s tournament, being played between December 12 and January 1, while the GFF-K&S Futsal Championship will take place over the period December 14 to January 8.

“It’s great to have football restarting,” said match official Denisha Isaacs.

“It’s a great initiative for the upcoming players and referees. The preparation for this tournament was very challenging due to the COVID pandemic, but we had grassroots sessions and the annual referees’ assessment programme. Now, with the help of our local and international instructors, it’s great to see everyone out again and looking forward to a really good tournament.”

Since September 2020, the GFF has been running its nationwide ‘Get Involved’ campaign to recruit more referees for both Men’s and Women’s football for all age groups.

THE Ministry of Health on Thursday night granted the Guyana Bodybuilding and Fitness Federation (GBBFF) approval to have in-person audience at the National Cultural Centre on December 19 for its National Senior Bodybuilding and Fitness Championship.

According to president of the federation, Keavon Bess, permission was granted in strict

accordance with current national regulations.

“This permission was granted on the condition that GBBFF must follow all guidelines as set out in the Gazetted Order on COVID-19.”

Bess pointed out that only 200 fully vaccinated persons would be allowed at the venue.

He added that tickets will soon go on sale.

KFC Guyana serves $10M to GFF/K&S for year-end football THE Guyana Football Federation (GFF)/Kashif & Shanghai Organisation year-end tournament has been given an extremely significant boost with Beharry Restaurant Holdings Inc., through KFC Guyana, pledging $10 million in sponsorship to the year-end tournament which commenced yesterday.

GFF president Wayne Forde expressed gratitude for the overwhelming support of KFC for football in Guyana, notably the KFC Intra-Association Under-20 Championship and now this momentous tournament.

Despite the ongoing inclement weather, Forde said they are still focused on ensuring the tournaments run in accordance with the COVID-19 guidelines and they are not too worried about the weather, given the norm at this juncture of the year.

Operations Manager for KFC Guyana, Charissa Rampersaud, felt the unifying effect the sport has on Guyanese people made it most ideal to support the iconic tournament.

‘Football is a unifying

The 10-day tournament culminates on January 1. Matches are currently scheduled for Georgetown Football Club at Bourda, Buxton Community Centre, Bartica along with the Mackenzie Sports Club and the National Track and Field Facility, Leonora, where the final would be played at either of the two venues.

Tomorrow, from 17:00hrs, action is scheduled to take place att the Georgetown Football Club with Fruta Conquerors and Berbice All-Stars, followed by the opening ceremony at 19:00hrs then Western Tigers versus Rupununi from 20:30hrs.

The first prize is set at $2M, while second-placers will settle for $1M. The third- and fourth-place finishers will grab $500 000 and $250 000 respectively, while each team will receive a $200 000 participation fee.
