Constitutional reform, suicide prevention, criminal justice for debate today - as National Assembly resumes with high-impact agenda

BASED on the Order Paper for the 50th Sitting of the National Assembly during the Twelfth Parliament today, lawmakers will debate a number high-impact areas including the constitution reform commission, suicide prevention, and criminal justice reforms, among others.

Constitutional Reform Taking a closer look at Guyana’s constitution as far as inclusive governance and elections management are concerned was a promise of the People’s Progressive Party/Civic (PPP/C) in its manifesto for the 2020 elections.

The Constitution Reform Commission, according to the Bill, will review Guyana’s supreme legal

document to provide for future and current rights, duties, liabilities, and obligations of Guyanese.

Tabled by Minister of Parliamentary Affairs and Governance, Gail Teixeira, in August on behalf of Attorney General Anil Nandlall, S.C., the Bill, once enacted into law, will provide for the Commission to receive, consider and evaluate submissions for the changes to the Constitution. Those recommendations will then be submitted to a standing committee for consideration by the National Assembly.

Economy better off without Norton’s negativity - Ramsaroop

THE Government of Guyana has put in place a set framework to ensure that while Guyana has a successful oil-and-gas sector, other non-oil sectors will keep apace and benefit from modernisation and expansion.

This is according to the Chief Executive Officer (CEO) of the Guyana Office for Investment (GO-Invest), Dr Peter Ramsaroop, who was at the time speaking on his weekly show, “In Retrospect.”

The CEO during Sunday evening’s airing responded to sentiments from Opposition Leader Aubrey Norton as they relate to focusing solely on the oil-and-gas industry here. Ramsaroop stated that it was only recently that Norton was heard saying that the President should give more focus to oil.

result in Guyana falling into the pit of the ‘Dutch Disease.’

Outlining government’s measures to avoid such a pitfall, Dr Ramsaroop said Guyana has seen an aggressive push towards promoting growth of non-oil sectors while using the oil sector revenue as a springboard.

The President, he added, has been on a mission to invest and

concentrate on agriculture, eco-tourism and the services sector among others.

During a recent interview with globally renowned media house Al Jazeera, President Ali laboured to the visiting journalist in an interview at the President’s office that Guyana is more than just oil.

The President went as far as stressing the other areas of development

which will be grown using revenue from the oil sector.

“We know countries around the world that discarded their other industries and just focused on oil. What has happened to them?” he remarked while adding, “There’s no way our President will ever allow the ‘Dutch Disease’ to ever come to Guyana.”

Noting that oil and gas is the enabling factor, Dr Ramsaroop turned attention to Guyana’s agricultural sector.

With the return of the People’s Progressive Party/Civic (PPP/C) to government, Guyana, under Dr Ali’s leadership, has cannoned regionally and globally as a serious advocate of food security.

Creating major partnerships in the process, Guyana is positioning itself as a food-secure

nation capable of also meeting the demands of the Caribbean and other external markets.

Adding to this, the GO-Invest CEO highlighted the work of Agriculture Minister Zulfikar Mustapha in agricultural innovation through focusing on shade houses, hydroponic farming and aquafarming, while also exploring new ventures such as soya bean, among other things.

Guyana has also rapidly advanced towards energy security by creating an energy mix

that focuses not only on solar energy and hydropower, but also on natural gas through the proposed gas-to-shore project which is taking shape.

Added to that, Dr Ramsaroop continued, the Amaila Falls Hydro Project will go back out for bids in 2023.

Once Guyana moves into being an energysecure country, this will also boost the country’s manufacturing capacity and allow for the production of value-added products for export.

Twitter impersonators will be suspended permanently, Musk says

ELON Musk said on Sunday that Twitter users engaging in impersonation without clearly specifying it as a “parody” account will be permanently suspended without a warning.

In a separate tweet, Musk said Twitter previously issued a warning before suspension, but as Twitter is rolling out widespread verification, there will be no warning as well as “no exceptions.”

“This will be clearly identified as a condition for signing up to Twitter Blue,” Musk said, adding that any name change at all will cause

temporary loss of verified checkmark.

Twitter on Saturday updated its app in Apple’s App Store to begin charging US$8 for sought-after blue check verification marks, in Elon Musk’s first major revision of the social media platform.

Tesla Inc (TSLA.O) boss Musk, who also will serve as chief executive of Twitter, last month said Twitter will be forming a content moderation council with “widely diverse viewpoints”.

“No major content decisions or account reinstatements will happen before that council convenes,” he added.

On the topic of banned accounts, Musk last week said they will not be allowed back onto Twitter until the social media platform has “a clear process for doing so.”

Creating such a process would take at least a few more weeks, Musk had tweeted, giving more clarity about the potential return of Twitter’s most famous banned user, former U.S. President Donald Trump.

The new timeline implies Trump will not return in time for the midterm elections on November 8.

Jury duty: 1,500 summoned for court, only 33 show up (Jamaica Observer) JURY trials slated for the Home Circuit Court in Kingston continue to be dogged by low juror turnouts with the latest figures showing that, of the 1,500 Jamaicans summoned for duty during the current sitting of the court, only 33 have showed.

Responding to Jamaica Observer questions, the Court Administration Division (CAD) said between October 14 and November 4 there were 35 requests by individuals who wished to be excused. The CAD said, of that number, 29 requests were granted and six refused.

It said there were zero deferrals.

The Home Circuit Court opened for the Michaelmas Term in September. Jury trials resumed in April this year after being suspended from March 2020 when Jamaica recorded its first case of the novel coronavirus.

At that time, the CAD reported low juror turnout in the parishes of Kingston and St Andrew, St James, Clarendon, and St Catherine.

It, however, said the courts have been able to empanel and proceed with matters set for jury trials.

The issue rose to the fore during a case management hearing for a three-accused matter on Monday in the Home Circuit Division of the

Supreme Court in downtown Kingston which was being presided over by Justice Leighton Pusey.

Defence attorney Diane Jobson, who represents one of the three defendants, had chafed at the length of time it was taking for a trial date to be set for the matter which, she said, had been before the court several times since the term began.

Justice Pusey, in explaining to the attorney, said the further delay was due to several reasons, including the novel coronavirus pandemic, the ongoing Klansman gang trial — which has engaged two main courtrooms for the better part of two years — and insufficient jurors.

Jurors are not summoned for specific cases but are called for a particular period and placed in a pool from which they are then empanelled for different cases after orientation.

The CAD is responsible for issuing summonses to people for jury duty. Summonses are issued to the police for distribution to selected citizens who are expected to report to the court specified in the summons, on the date stipulated.

Failing to turn up for jury duty when summoned can result in a fine not exceeding $10,000.

Williams, who had welcomed the resumption of jury trials, told the Sunday Observer that the low turnout could be interpreted several ways.

“When you say 1,500 summonses were issued and only 33 showed up, you must ask, of the 1,500 issued how many were actually served.

So, you cannot look at that statistic and conclude as to whether or not the jury system is in trouble.

“A lot of times when summonses are issued the police really don’t go out and search out those jurors.

Remember, too, people are just coming out of the pandemic, so there may be some reticence in coming forward because they are still trying to straighten out their lives,” the bar association president stated.

On Friday, the CAD said it was unable, at the time, to say how many summonses — 1,000 of which were given to the police and 500 sent via mail — had actually been served.

“At the moment we don’t know, we operate on a system of trust. There is a way to tell, but it requires a manual search,” the Sunday Observer was told.

According to the CAD, documentation which is done upon delivery of the summons which are returned to the courts would indicate

what transpired when each summons was delivered.

In the meantime, the CAD said jury trials are ongoing across the island. It said statistics relating to the number of matters on the trial list for the Home Circuit Court in Kingston for this term for trial by jury were

alone trials.

“As far as jury trials are concerned, I think the time has come now for us to revisit whether we should retain jury trials,” he said on one occasion.

According to the chief justice, with trials being “pushed further and further

trial within a reasonable time are being violated”.

The Guyanese vote

THE electorate in the United States of America (USA) vote on Tuesday in what is called mid-term elections, which are held two years after the President is elected for a four-year term.

Tuesday’s elections are critical as they will determine which of the two main parties control the US Congress’ lower (House of Representatives), and the upper house (Senate).

Currently, the Democrats control both Houses by a slim majority over the Republicans. The Senate is tied at 50-50 with Vice President, Kamala Harris, a Democrat, sitting as an ex-officio

chair with a tie-breaking vote. VP Harris has cast several such votes already in her party’s favour.

For this year’s election, opinion polls have given the Republicans an edge in what has been a see-saw battle in the polls.

Historically, the party in power that controls the White House, loses the mid-term elections in the House of Representatives.

Guyana enjoys close relations with the United States not least because of trade,cultural and ethnic ties. There are Guyanese both by birth and descent who will vote in this year’s election.

Their votes could determine the outcome of the elections in key swing districts in several states as well as state-wide and mayoral contests.

As well-known political analyst and eminent Guyanese pollster and academician, Dr Vishnu Bisram. pointed out in a recent commentary, elections are also being held for varied other positions: governor, mayor, county executives, and other state-wide as well as city-wide and countywide offices.

I n t h e N e w Yo r k State, where the bulk of the Guyanese population is settled, voters will decide who will be the next Governor and other

state-wide officers as well as the members of the two-chambers State legislatures — Assembly and Senate. Several Guyanese and other West Indians are in the running for the legislatures of NYS and local offices.

Tens of thousands of Guyanese by birth and descent are also settled in the southern state of Florida where their votes will be critical in a hotly contested race for Governor and members of Congress and the state legislature. Guyanese and other West Indians are also on the ballot in several local and statewide offices in Florida and in several other states

as well.

Guyanese have also been involved in the elections as campaign officers, volunteers, donors, aides, and workers.

They’ve donated tens of thousands of dollars to candidates in every election cycle including this current one.

Their participation in all spheres is applauded. Their presence in America and electoral participation aids in the democratic process although news reports and commentaries suggest their turnout at the polling stations have been low.

Vo t i n g e m p o w e r s the Guyanese American presence in America as

well as influences relations with Guyana.

Guyanese Americans and other West Indians cannot afford to be left out of the election process and attendant benefits.

They constitute an important chunk of voters in several districts in so many states and in swing districts, but they have had a low turnout rate.

If they come out to vote in their numbers, they would help to determine the outcome especially in close races. Participating in the electoral process means having a say in who is elected, and what mandates get delivered. This should not be taken lightly.

Vishnu Bisram has character for diplomatic post in India

Dear Editor, IN addition to everything already said by various writers, I must point out that Dr Vishnu Bisram is a humble, highly approachable and down-to-earth person, despite ‘walking with kings.’

He is the kind of individual who will give

audience to any person as he has proven umpteen times via his polls and surveys and as so many can testify, including yours truly.

In spite of his myriad credentials and accomplishments, Vishnu always seeks help and assistance in just about every endeavour of his.

In short, he does not pretend to be a ‘knowall’, and willingly seeks and takes advice. He is a man that is neither ego driven nor infused with arrogance.

And unlike some who parade themselves in the media, Vishnu writes (and speaks) in the simplest language, a trait in-

dicative of his simplicity and empathy.

Humble, approachable, simple, downto-earth, empathetic, a people’s person, willing to listen and learn are character traits added to everything referenced by other writers.

Aren’t these the very traits that make for a

good diplomat? And, added to all of this, it is the fact that he is not tainted in any way whatsoever, has nothing hidden away, and has no personal agenda except to serve Guyana with excellence.

I say this unequivocally as I have known Vishnu for three decades

plus in his many avatars - journalist, educator, activist, advocate, researcher, writer, traveller, etc.

Indeed, I agree with all the others that Dr Vishnu Bisram will be an absolute asset as Guyana’s High Commissioner to India.

Contractors invited to participate in Lethem Housing Project

AS part of an ongoing commitment to provide subsidised housing for hinterland residents under the Hinterland Housing Programme, the Ministry of Housing and Water, through the Central Housing and Planning Authority (CH&PA), has issued a request for Expressions of Interest (EoIs) for the construction of flat two-bedroom, clay-brick housing units in Lethem, Region Nine (Upper Takutu-Upper Essequibo).

The project will see contractors financing the construction of units for beneficiaries who will be pre-qualified by the CH&PA for allocation, pending approval for financing from the banks involved in the process.

Housing and Water Minister Collin Croal said several persons have already been qualified to benefit from the programme in Lethem. The housing programme will target Tabatinga, Culvert City and the government’s new housing development.

“So, we have over 400 persons whom we were able to pre-qualify, who will be able to benefit from that programme.

So, the next phase is the procurement, and that is the procurement for the

materials as well as for the engagement with the contractors for the various persons to build those houses, or that would be involved in the building of those houses,” he explained.

According to the Expression of Interest released by the CH&PA, all clay bricks and timber, as well as payment for all other materials and labour, will be provided by the CH&PA. The construction design will include an eightinch-thick strip and pad foundation, reinforced concrete columns, fiveinch-thick internal and external clay brick walls, four-inch-thick reinforced concrete floors, a toilet and bath with a septic tank, a zinc roof with gutters, and a low-level trestle with a storage tank.

Design contractors or developers desirous of participating in the opportunity are invited to submit their proposals to Shane Kishundat, Regional Housing Officer of Region Nine, Lot 48 Commercial Block, Lethem, Region Nine.

Proposals are required to contain a cover letter detailing the developer’s interest in participating in the partnership. The cover letter should also include the legal status of the in-

terested party.

Also contained in the proposal must be the financial capability to undertake construction of the houses, and the capability and experience of the contractor or developer.

The CH&PA, on behalf of the government, will then assess the responses and select specific parties, who will then be invited to participate in the housing development with applicable terms and conditions being provided.

All EoIs should be placed in sealed envelopes titled (“Flat Two (2) Bedroom Clay Brick Units with V-Roof (20? x 25?)’ in Lethem, Region #9”) and deposited by the submission deadline to Regional Housing Office – Region 9, Lot 48 Commercial Block, Lethem, Region #9 by November 11, 2022.

Meanwhile, Ramsaroop noted that the Information and Communication Technology (ICT) sector is also another pillar that the President has set his eyes on for expansion and development.

President Ali recently announced a partnership with the United Arab Emirates (UAE) which will see 150,000 Guyanese trained as coders, as Guyana advances towards data services and data banks.

“Sorry Norton,” Ramsaroop quipped, “it’s not about oil [and] it’s not going to the ‘Dutch Disease,’ it’s not about foolishness; it’s about success and it’s about a plan with measurable results.”

Turning attention to

tourism, government has pushed Guyana’s tourism brand, especially eco-tourism, noting a One Tourism Product approach which, as is the focus for Tourism Awareness Month happening now, all sectors of Guyana must be included in the country’s overall tourism prospects.

These statements expressed by the opposition leader, Dr Ramsaroop said, stem from a lack of understanding.

Children self-harming

BECAUSE self-harm is becoming prevalent among young people, parents and adults must look out for tell-tale signs and learn about prevention.

When children are young (five -10 years old), it is easier for parents to keep an eye on them and know what is going on in their lives. But as their hormones develop and they enter puberty, children see the world and themselves in a new light.

Teenagers can be secretive and prefer to share information and problems with their peers, who are going through similar experiences,

rather than their parents.

Youngsters fail to realise that parents have passed through the exact stages of growth – and that most parents would do anything to help their teenagers sail blissfully through adolescence.

Successful adolescence can be due to a supportive network of parents and relatives, or maybe the teenager has a cheerful and upbeat personality.

Some youngsters are better than others at managing life’s challenges. But the ups and downs of life can test even the strongest characters. And if children become

overwhelmed by thoughts or emotions, this could lead to self-harm.

To help prevent self-harm and other mental or emotional issues from developing and getting out of control, encourage children to speak about their emotions, thoughts, and desires from an early age.

Stay in touch with them as they grow, and always pay heed to their mental health.

Don’t just ask them how they are doing; make it your business to find out for yourself. Go through their school books, phones, and bags, and be a forceful and dependable

presence in their lives.

Self-harm is when a person deliberately causes physical harm or pain to themselves. Examples include hitting, burning, biting, scratching, and cutting themselves with a razor blade or knife.

Those who self-harm usually does so on a body part that is not in public view and is easily covered.

The average person may think people self-harm for attention. Others believe it could be a cry for help. What do you think? Professionals say self-harm is usually the action of someone over-

come or troubled by events, thoughts or memories -- or those feeling depression.

It could also be the result of extremely low self-esteem or self-loathing. Problems at school or with drugs or alcohol; trauma, abuse, or bereavement can similarly induce self-harming tendencies. Inflicting pain or injury on themselves is a coping strategy to ease mental anguish. It is a good indicator of how low a young person is feeling.

To the average onlooker, self-harm is senseless. Who in their right mind would harm themselves? But it may seem like the only way out to the person in the throes of mental affliction, or for someone who feels numb and empty.

Most people mistakenly think self-harm is a prelude to suicide, but it is the opposite. While those with suicidal thoughts want to end their lives, people who selfharm use this adverse action to cope with their lives.

They are seeking ‘relief’ from their pain. However, it is still addictive behaviour which only gives temporary relief, and the aftermath brings confusion, shame and fear.

Parents should look for signs such as unexplained scars or marks on their teenager’s arms or legs. A noticeable change in their teen’s behaviour or attitude – are they unhappy?

Does the teen constantly wear long-sleeved clothes or trousers, even when it is hot?

Has the teenager become withdrawn and secretive, moody or seems depressed?

Has the teenager lost weight or changed their eating habits (eats less)?

Young people can harbour deep emotional thoughts they cannot speak about with anyone – not even their best friend. Neither can they put their feelings and views into perspective and move on with their lives.

Herein lies the basis for mental distress and the potential for self-inflicted injury.

Parents and loved ones must be observant and recognise when something isn’t right with their teen.

It is hard to get teenagers to open up and talk about their problems when they

don’t want to, and beating, shouting or threatening them, escalates the situation and makes youngsters feel worse.

Parents and relatives can be the last people in which teenagers confide. Even counsellors have cases where they make little progress in their initial sessions.

If parents suspect their child has self-harmed or is suffering from a mental issue, they should remain calm and in control of their emotions.

It can be distressing to know you cannot ‘fix’ your child’s pain.

Still, maybe there is a family friend, teacher or relative to whom the child prefers to confide. Parents should not feel slighted, but should encourage the child to open up to someone -- a colleague, a teacher, a health visitor, or anyone the child trusts, who is willing to listen.

Once children have confidence in the adult, they will be comfortable in their presence and eventually speak freely. They know what they say is private and will not be frowned upon, laughed at or judged.

When children begin to acknowledge and talk openly about their problems, it is the first step to helping them understand and learn ways to deal with emotions. If the child self-harmed, or parents deem it necessary, they must seek professional advice and give continual parental support.

Young people will need to find a way through the stage of self-affliction and replace self-harming with meaningful thoughts and aspirations. It may take persistence and conviction, but it is possible.

A counsellor, therapist (or even self-motivation and dedication) can help young victims seek healthy, alternative ways to cope with their emotions other than selfharm.

Guyana to play ‘active’ role in climate-change negotiations - says Jagdeo

Minister of Natural Resources, Vickram Bharrat, will be actively involved in negotiations during the United Nations Framework Convention on ClimateChange Conference of the Parties (COP27), which began on Sunday in Egypt.

This was announced last week by Vice-President Dr. Bharrat Jagdeo, who said that solidary must be shown to African countries, who, despite being the smallest contributors to greenhouse gases, are facing the most “dire consequences” of climate change.

Speaking on the issue during a press conference, he said Guyana will play an active role in the negotiations in solidarity with the position of CARICOM. Guyana will also use the opportunity to advance its own national interests which are mainly centred around the forestry sector.

He said that discussions were held on the effectiveness of COP 27 since a lot of world leaders have decided not to attend.

Dr. Jagdeo related that a number of leaders made commitments that they did not follow through

with.

Countries that led the fight to ban coal, for example, which is known as “the dirtiest fossil fuel,” have now restarted fire plants in their countries.

Additionally, there were countries that were against further investment in the oil and gas sector and were concerned that the assets would be stranded and be inconsistent with a net-zero scenario. Those countries are now urging the oil producers to produce more oil and have even been threatened by the United States of America so that they can have a production cut, Dr. Jagdeo said.

According to him, much of the promises that were made to Africa and other developing countries never materialised, particularly in the Kyoto Protocol and all the other COPs that were supposed to assist in the transition to greener energy, support the adaptation and provide at least $1 billion a year to support efforts.?

“We have to give solidarity to those countries that are suffering the most from climate change and we should have greater accountability on the part of the developed world,” he said.

Prior to COP 26, he spoke at Rice Univer-

sity. There, he recognised the “hype” that is gained through conferences, pledges and declarations.

He said that although the energy and enthusiasm were high, he was “worried” and “fearful” that it would dissipate after COP 26 and sure enough, it did.

He is hoping that COP 27 will hold the developed world accountable. He is asking that the $100 billion promised since 2009 be delivered along with the promise of double adaptation funding that was made during COP26.

Even though CARICOM has been championing climate change, Dr. Jagdeo mentioned that they have been very reluctant to deal with the issue as it relates to small island developing states.

“There isn’t simply enough money spent on renewable energy globally, although it has increased significantly. It’s not enough to displace the use of fossil fuels. The demand is growing for energy and if the renewable supply is not there, then that demand will be met by an increase in fossil fuel production and that’s the reality of the current world,” said Dr. Jagdeo.?

He explained that it is estimated that Guyana’s forest extract is about 154 million tons of carbon per year, which is more than the emissions of three to four major European countries combined.

That supply means that although Guyana has a production of oil, the country still remains at net zero and a carbon negative country.

He added that the PPP/C administration is working to get Guyana’s forest carbon certified and 15 per cent of all the proceeds from the sale of forest carbon, including forest carbon from 2016, will go to the indigenous communities.

He said that government is working aggressively towards that venture and is optimistic that major progress will be made by the end of 2022.?

Dr. Jagdeo related that Guyana has earned in excess of $200 million from

Norway, through the sale of forest carbon, and that the government plans to add about 35 megawatts of solar energy from the grids in Linden, Berbice and Essequibo.?

The government is also taking its obligations on climate change

seriously with respect to the gas energy project with Amelia and the solar project.

Be on the lookout for price gouging - PSC Chairman tells shoppers ahead of Christmas season

quate supply of goods and services for the upcoming Christmas season, Chairman of the Private Sector Commission (PSC), Paul Cheong, is urging shoppers to keep their eyes open for price gouging.

Cheong, in addressing the issue during an interview with the Guyana Chronicle on Sunday, said that pricing wouldn’t be an issue if there is adequate supply.

“We operate in a freemarket system … but once there is sufficient supply you won’t have problems with pricing,” he said.

Price gouging occurs when wholesalers, retailers and others take advantage of the spikes in demand

Cheong noted that the coronavirus (COVID-19)

pandemic and the ongoing war between Russia and Ukraine resulted in unstable markets. As the world slowly recovers, an adequate supply of goods is needed to prevent price gouging on the markets.

“Since COVID, a lot of disruptions would have happened in the markets and after COVID we had the Ukraine war,” he said.

Cheong advised that as one of the busiest seasons -- Christmas – approaches, businesses should ensure that their supplies are sufficient to meet the demand.

He used the opportunity to warn consumers to look out for price gouging.

While Guyana has an entity that is responsible for ensuring that consumers are not exploited, there is no legislation that prevents price gouging.

The various chambers of commerce that represent the interest of the business community, also pay keen attention to the rights of the consumer.

One such organisation is the Georgetown Chamber of Commerce and Industry (GCCI).

Its director, Richard Rambarran told this publication that GCCI members follow a strict mandate that promotes consumer rights.

“The chambers of commerce, for example, has a code of conduct members have to abide by… that promotes strong consumer rights,” he said.

However, he noted that there is still a greater need for awareness on the consumer rights that exist under the country’s Consumers Affairs Act. “I think information is extremely important. Consumers [must] ensure that they are well informed and enterprises should ensure that they follow the law by displaying prices properly on the items in a visible location,” he said adding, “The law does provide for a lot of protection, but we need to make some of this information public.”

Also speaking to this publication was head of the Rupununi Chamber Commerce and Industry, David Gajie, who explained that increased prices for some goods is unavoidable.

However, as an organisation RCCI remains impartial when it comes to consumers’ rights.

“The most we can do is encourage our membership and the general business community not do to that [price gouging],” he said further adding, “You know a business is generally you buy something you add on a mark and then you sell it. Most businesses would buy from a wholesaler. The only way that retailer would increase their price is if that wholesaler increases their price.”

He stressed that businesses must not increase their prices in a bid to exploit consumers.

“Our role is to encourage those shops and stores not to raise their prices without having a genuine reason to do so and that is

if their acquisition cost increases,” he added.

Over the past two years, the People’s Progressive Party/Civic (PPP/C) government has implemented a number of measures to ease cost-of-living pressures which have been influenced by the global rise in commodity prices.

Aside from sector-specific measures, the government since taking office in 2020, has also introduced several measures to put more disposable income into the pockets of Guyanese.

From the outset, Value Added Tax (VAT) was removed from water and electricity. This was a burdensome measure placed on the backs of Guyanese by the former coalition administration.

There has also been an increase in old-age pension and public assistance.

Further, government has reinstated the “Because We Care” cash grant and school uniform cash grant which ensures that each child in public and private schools receives money each year.

This year, the sum was increased to $30,000. The amount is likely to increase each year.

Every household in the hinterland has received a $25,000 one-off cash grant; fisherfolk have started to receive a one-off $150,000 grant, and farmers will receive $1 billion in fertiliser.

There were several other initiatives which targeted other categories including sugar workers and sweeper/ cleaners.

Excise tax on fuel and diesel was slashed to zero, VAT was removed from agricultural inputs and gas prices at the pump were reduced.

Minister Edghill meets Dazzell Housing Scheme residents

- outlines plan for gov’t support to community IN a demonstration of government’s commitment to reaching out to every community to foster development, Minister of Public Works Bishop Juan Edghill on Saturday met with residents of Dazzell Housing Scheme in Paradise, East Coast Demerara (ECD).

The minister attended the community meeting following a request by a resident and representatives from the community’s management committee.

Residents said the most pressing concern was the deplorable state of the roads in the area, noting that efforts to make interventions proved fruitless, since Dazzell is operated under a co-operative (co-op) body.

Minister Edghill responded, “As a government, we can’t stand on the outside and look on, and let the people suffer.

“As the minister of public works, I will have to examine how we could intervene, and how we can engage in terms of bringing roads and improvements in the co-op.

Anything in the co-op will be done when I have my due diligence checked on what could be done.”

He said that the ministry’s engineers will return to the area to conduct a conditional survey. Any rehabilitation works on the roads will have to be included in the 2023 budget.

“It’s our interest as a government to please all the people. Any government worth its salt will want to ensure that people’s requests are met, because that is the job of government,” he said.

Other concerns expressed included drainage, garbage disposal, livestock, infra-

structure, security of tenure and regularisation.

Minister Edghill committed to reaching out to the relevant ministers to address the concerns under their jurisdiction.

“I spoke to the Minister of Labour, who has responsibility for co-ops. He has indicated to me that this co-op has outstanding documentation. He is prepared to engage the co-op once the documentation has been submitted.

“I’ve also spoken to the attorney general, and he reminded me that he had previously made a commitment to come and engage with you.

So, Minister Nandlall will come and meet with you to deal with the legal issues,” he assured the gathering.

Additionally, Minister Edghill, in responding to concerns regarding garbage disposal, disclosed that, “Across the country, the Government of Guyana, through the Ministry of Local Government and Regional Development, gave tractors and trailers to the NDCs to help with the movement of garbage.

“If that is not happening, I will have to engage the Minister of Local Government, for us to deal with the garbage disposal.”

He also encouraged the residents to form a Community Development Council (CDC), emphasising that a collaborative approach to development is in keeping with the ‘One Guyana’ philosophy.

“When you have a CDC, it’s the people from the community that are governing the affairs of the community, making representation for the community, and bringing the people together. The sooner you understand that there are things that government

can do by itself, but there are things that government needs the support of people to do, you will see development in your community faster,” Minister Edghill explained.

Moreover, the minister assured residents that measures have been put in place to ensure that local contractors are included in any rehabilitation works being conducted in the area.

“Whenever we award a contract, the contractors are advised that they have to employ locals to help to execute the work. It doesn’t matter where people live.

The PPP/C Government is going there and bringing value and development to people’s lives. And Dazzell Housing scheme will not be forgotten, and will not be left out.” (DPI)

fication works along Church Street in the vicinity of Guyana Stores.

President Ali had launched the “Urban Beautification Plan”

since his time as Minister of Tourism in 2013.

Since then, President Ali had called for wide involvement, including from the private sector, to get involved in the exercise, noting that the aim is to clean up the city so as to attract more visitors

“This is an excellent opportunity for us to come together and take action. There is no denying of the benefits of a beautification project. In Chile for example, a depressed area was transformed with a coat of paint and some

Constitution reform, suicide prevention...

FROM PAGE 3 July. The Bill proactively takes on the issue of suicide which Guyana has been recognized for globally as having one of the highest per capita rates for suicide.

The Bill provides for a multisector, interdisciplinary approach to suicide prevention through, in part, the creation of the special commission. That commission, which will comprise both medical and non-medical stakeholders, will be tasked with creating a suicide-prevention plan for the country.

Further, the Bill seeks to protect the privacy of and also provide support for families and communities affected by suicide.

Counselling has also been prioritized for families and communities which have been exposed to the death of a relative by suicide. Further, according to the Bill’s explanatory note, once it is passed into law, coroners must first declare a death as a suicide before it can be reported to the public.

Restorative Justice Two Bills relating to criminal justice reform, the Bail Bill and Restorative Justice Bill, will also be up for debate.

Restorative justice places emphasis on equal concern for crime victims and offenders, focussing more on the harm done to the involved parties rather than the violation of the law.

AG Nandlall had said on numerous occasions that criminologists, sociologists and psychologists play major roles in the criminal justice system. “[They] have done all the analyses and have concluded that the traditional and conventional punitive penal sanctions that we have been administering in the world for the past century have not been as effective as they should have been.

“Therefore, they are exploring newer, more modern concepts of a softer nature directed more to the rehabilitative component rather than the punitive component of punishment,” the AG said during the closing ceremony of the Citizen Security Strengthening Programme (CSSP), on Friday.

The Bail Bill, on the

other hand, will address the granting and refusal of bail to persons before

the court. Consideration of bail has long been criticized by legal profes-

sionals and laypersons as inconsistent. This current Bill addresses that

question of consistency, and will also prescribe changes to the timeline

for detention of persons by the police from 72 hours to 24 hours.

Guyana, Brazil partner in multi-vaccination campaign

IN an effort to boost vaccination numbers in Lethem and Bonfim and maintain control of vaccine-preventable diseases, Guyana and Brazil have joined forces.

The two countries are participating in a joint multivaccination campaign which targets people of all age groups residing in the two towns. All vaccines from the

The goal, she said, is to improve the coverage rates on the Brazilian borders and to avoid the reintroduction of vaccine-preventable diseases. The strategy is being deployed in 14 stages.

She reiterated that collaboration between the two countries is important.

Maternal and Child Health Officer at the Ministry of Health in Guyana, Dr Oneka Scott, said that Bonfim and Lethem are considered to be one region and it is in their best interest to protect the residents against vaccine-preventable diseases.

She related that according to the 2021 statistics, there was an 84 per cent coverage in Lethem and a 9.1 per cent coverage in Bonfim for the antigen BCG. She said that the campaign is necessary, due to the low rate of coverage.

THE Customs AntiNarcotics Unit (CANU) and the Guyana Defence F o rc e ( G D F ) C o a s t Guard on Sunday intercepted two vessels along the No. 47 Village coast, Region Six (East Berbice-Corentyne), a statement from the antidrug agency said.

The authorities suspected there was cannabis, a controlled substance, being transported on the two vessels. “Despite the rough seas and inclement weather, the team boarded both vessels to conduct searches, during which they discovered one shotgun, a quantity of ammunition as well as suspected cannabis on one of the vessels,” the CANU released

noted.

Forty-four-yearold Adrian Hetmyer, 20-year-old Daniel Persaud, 41-year-old Mohan Soaren, and 48-year-old Imami Fizal are in custody.

The first vessel intercepted was carrying the Guyanese, Hetmyer and Persaud. It was on this vessel, CANU said, that the 105 kilogrammes of cannabis were found.

The second vessel, which carried Suriname nationals Mohan and Fizal, reportedly included 11.2 kilogrammes of cannabis, with a shotgun and ammunition.

The cannabis weighed 257.9 lbs in total with a street value of GY$14.3 million.

Recipient of the Nurse Leader of the year award, Charlene Brisport-Sampson REGULAR as clockwork, the Guyana Nurses Association (GNA) on Saturday held its annual awards ceremony, whereby it honours members of its fold for their notable and outstanding performance throughout the year.

This year’s 20 awardees were drawn from Regions Two (PomeroonSupenaam), Three (Essequibo Islands-West Demerara), Six (East Berbice-Corentyne) and Ten (Upper DemeraraBerbice), while the children of those of their colleagues who would have written the annual Grade 6 Assessment (NGSA)

this year and performed exceptionally well were awarded bursaries.

T h e G N A Aw a r d s Ceremony goes back to the 1980s when it was first held in recognition of the outstanding contributions of nurses countrywide and their commitment to the profession.

The event, which is usually held during the month of August, began with the issuing of certificates to outstanding members, but as time progressed, that aspect of the ceremony was soon phased out to be replaced by something more substantial.

At Saturday’s ceremony, GNA President Ms. Donnett Graham-Gullin, besides thanking her colleagues for performing exceedingly well in their respective fields, reminded them of the pivotal role nurses play in the healthcare sector, which is why the GNA makes it a point every year of honouring and recognising their contribution, commitment and loyalty towards the nursing profession.

In the circumstances, she congratulated this year ’s awardees, and asked that they stay motivated, and be role models for their peers, since being a nurse is one of the most selfless jobs there is, today and always.? Ms. Gullin also congratulated the recipients of this year’s bursary awards, saying: “Continue reaching for the sky; don’t settle for less.”

Guest Speaker, Ms. Gwendolin Tross, a retired nurse, also congratulated the awardees, and told the children to focus on their education, regardless of how “rich” or “poor” they are.

She also expressed how “overwhelmed” she was by seeing the number of nurses that were being honoured, and asked that all nurses across Guyana come together as one, and be a force to reckon with.

Ms. Tross was also high in praise for the GNA, and nurses across the nation who work tirelessly to ensure that the health of the Guyanese people is taken care of.

“It is not the building; it is the people that make the organisation what it

is,” she said, adding: “It is not how you start, but how you finish that is what’s important.”

Retired Deputy Chief Nursing Officer and former President of the GNA told the G u y a n a C h ro n i c l e that the reason she

still participates in such events is because of her love of people and the profession.

“It is satisfying when a patient remembers you for what you have done for them,” she said, adding: “That is fulfilling to me.”

Yadav, Rahul spark India win over Zimbabwe

(ICC) - Fifties from Suryakumar Yadav and KL Rahul and a fine bowling performance powered India to a massive 71-run win over Zimbabwe in their final Super-12 match of the ICC Men's T20 World Cup at the MCG in Melbourne on Sunday.

S u r y a k u m a r Ya dav played yet another breath-taking knock of 61* from 25 deliveries to

guide India to a massive total of 186/5.

He walked in to bat with India at 87/2 in the 12th over of the innings and went on the charge straight away. Yadav smashed six fours and four sixes during his majestic knock even though the other middle-order batters found it tough to get going.

Earlier, KL Rahul also played an excellent knock of 51 from 35

deliveries to set the tone for India.

An early Zimbabwe Collapse Zimbabwe needed a good start to get anywhere near to the steep target of 187. Instead, they suffered an early collapse, losing half of their side for just 36 runs.

All the Indian pacers were on song, as they used the conditions to perfection to extract swing and movement.

Bhuvneshwar Kumar and Mohammed Shami brought their experience into play whereas youngster Arshdeep Singh was brilliant once again.

Sikandar Raza, Ryan Burl fight back to get Zimbabwe to a respectable total It looked like Zimbabwe would get bowled out for a total below 100 when they lost half of their side for just 36 runs.

But Sikandar Raza and

Ryan Burl put on an excellent stand of 60 runs to lead Zimbabwe's recovery.

Burl was going well but his innings was cut short on 35 from 22 deliveries when Ravichandran Ashwin cleaned him up. Raza also departed three overs later for a well-made 34 from 24 deliveries. Zimbabwe didn't have much batting power left after their departure and were finally

bowled out for 115, with 16 balls remaining in the innings.

What next for India?

India already qualified for the semi-finals following South Africa's loss to Netherlands earlier in the day. But their win against Zimbabwe helped them in finishing at the top of Group 2 and set up a semi-final clash against England in Adelaide on November 10.

found a glimmer of hope.

That hope was built upon when Litton Das threw down the stumps of Mohammad Nawaz to send the Pakistan all-rounder packing as nerves began to set in for Babar's talented side.

But that was as good as it got as Bangladesh's campaign came to an end and Pakistan's continued on to the knockout stages in the semi-finals.

Emotional Shakib frustrated as Bangladesh missed golden chance Shakib was a frustrated man during much of Sunday's clash and it all began when he was given out lbw for a golden duck as Bangladesh’s strong start inside their batting Powerplay was suddenly halted.

Gunathilaka charged for alleged sexual assault in Sydney (ESPNCRICINFO) - Sri Lanka batter Danushka Gunathilaka has been charged by police after an alleged sexual assault in Sydney's east. He was arrested in the early hours of Sunday morning from the team hotel in Sydney's central business district after a police investigation into reports that a 29-year-old woman had been sexually assaulted at a residence in Rose Bay earlier in the week.

"The woman met with the man after communicating with him for a number of days via an online dating application; it's alleged he then sexually assaulted her on the evening of Wednesday 2 November 2022," a New South Wales police statement said. "As part of ongoing investigations, a crime scene examination was undertaken by specialist police at an address in Rose Bay yesterday.

"Following further inquiries, a 31-year-old man was arrested at a hotel on Sussex Street, Sydney, shortly before 1:00am today (Sunday, 6 November 2022).

"He was taken to Sydney City Police Station and charged with four counts of sexual intercourse without consent. The Sri Lankan national was refused bail to
