THE environmental permits for ExxonMobil’s Liza Phases One and Two developments will now expire years ahead of the initial date of expiration, following an Order issued by the High Court of Guyana early this month.

The Order was issued in a case brought by Guyanese citizen, Dr. Troy Thomas, who filed an action on the grounds that the permit, initially valid for more than 20 years, was issued in clear violation of Guyanese law, which expressly limits environmental permits to no more than five years.

The environmental permit for the Liza Phase One development, which was initially valid until 2040, will now expire on June 1, 2022. And, the environmental permit for Liza Phase Two will expire in 2024 instead of 2043.

The environmental permits for both developments have already been revised to conform to applicable law. ExxonMobil’s Payara environmental permit, which was issued recently after lengthy consultations, is valid for five years, in conformity with the law.

Following initial hearings in the recent case, Guyana’s Environmental Protection Agency (EPA) and Esso Exploration and Production Guyana Ltd (an ExxonMobil subsidiary) settled the matter by agreeing to limit the permit to five years, as provided by law.

Attorney-at-Law Melinda Janki, in a press release on Thursday, said this order will allow Guyanese to “correct” the permit for Liza Phase One, which started producing oil in late 2019.

ExxonMobil’s environmental performance in Guyana has been questioned in the past, but the early expiry of the permit means Esso will have to apply for another environmental permit in 2022, giving the public an opportunity to demand better terms for Guyana.

The Environmental Protection Act Cap 20:05 guarantees citizens rights to information and participation in the environmental impact assessments that are a pre-condition to environmental permits.

Janki believes that individuals will have to step up and ensure that oil companies are held accountable, once they put Guyana’s biodiversity at risk.

By Rabindra Rooplall GLOBALLY, nations are experiencing disruptive challenges in the form of a pandemic as well as political, economic and environmental turmoils, but on the occasion of Youman Nabi, the teachings of Prophet Muhammad brings hope amid the despair.

This is according to Prime Minister (PM), Brigadier (ret’d) Mark Phillips, during his address on Thursday at the Anna Catherina Islamic Complex (ACIC), West Coast Demerara, on the occasion of the birth of the Islamic Prophet, Muhammad.

Attending the event also were Human Services and Social Security Minister, Dr. Vindhya Persaud; Culture, Youth and Sport Minister, Charles Ramson; Minister within the Ministry of Public Works, Deodat Indar; former President and Prime Minister Samuel Hinds; Chief Executive Officer (CEO) of Go-Invest, Dr. Peter Ramsaroop and other special invitees.

The Prime Minister was representing President, Dr. Irfaan Ali, who was unable to attend the occasion due to a pressing international engagement.

“This event is an important one that encourages us to reflect on the teachings and examples bequeathed to us by this great Prophet. Throughout his life, Prophet Muhammad led a life of righteousness, kindness, brotherhood and unity. These lessons are universal and timeless, offering solutions to conflict and issues that we face today,” the Prime Minister told a diverse gathering.

Emphasising that many occurrences can have a massive effect on a person’s physical, mental, social and economic well-being, the Prime Minister said it is during trying times that everyone needs to understand and embrace the teachings of Prophet Muhammad.

“Lessons such as mercy, forgiveness, love for humanity, seeing the best in our neighbour, humility, being slow to anger and indulging in good health and continued knowledge -- these are all practices that can serve as immeasurably useful for us as we face the world today,” the Prime Minister contended.

He continued: “I am grateful that in Guyana, we have a culture that practices religious tolerance and freedom and our people can have the opportunity to indulge in and honour the practices of their fellow citizens without discrimination.”

At these times, he encouraged all to forget their differences which often divide society and look instead at the things that can unite all -- principles much like those taught by the Prophet Muhammad which can guide persons toward love, unity and harmony in the toughest of times.

“I take this time to, therefore, extend the happiest of Youman Nabi greetings to our Muslim brothers and sisters and to all Guyanese as we continue to work towards unified prosperity in this beautiful country that we call home,” the Prime Minister asserted.

He noted that Youman Nabi is a celebration of the Guyanese culture that enriches society.

Imam of Meten Meer Zorg (East) Masjid, Halim Khan, said that generations of nations are preserved by the teachings of Muhammad and the establishment of progressive nations and successful people are a result of adherence to the guidance of Prophet Muhammad.

The prophet’s message of peace, Khan added, is particularly relevant today as humility and kindness are needed in society.

APNU leader implicated in land scandal under investigation ATTORNEY-General and Legal Affairs Minister, Anil Nandlall on Wednesday formally wrote to the Special Organised Crime Unit (SOCU) and the Crime Chief to investigate a lawyer closely attached to the A Partnership for National

Unity (APNU) over the sale of State lands at Peter’s Hall, East Bank Demerara.

The lawyer, who is also a Coalition leader, reportedly received US$1M for State lands sold under questionable circumstances.

by this publication, noted that certain transactions relating to State lands from 20162020 are being reviewed by the Government.

The Attorney-General also dispatched three files to SOCU and the Crime Chief, with the request to initiate the investigations into criminal wrongdoing.

According to documents seen by this publication, the land was sold to a company connected to the Oil and Gas Industry; however,

the money did not go to the owner, but instead to the attorney.

This was also confirmed by documents from the National Industrial and Commercial Investment Limited (NICIL) on divestment of lands on East Bank Demerara.

In one of the deals, 15 acres of land was leased to a company for US$11,000 annually, but that company sold the land to a Chinese national for G$100.

According to documents, the same lawyer also drafted another agreement for 15 acres of land at Peter’s Hall for a company, Arken Group of Companies of Alberttown.

However, there is no public record of this company owning any assets, but the same company then sold the said plot of land to a Chinese national for G$200M (US$1M).

That US$1M was deposited into the account of the lawyer.

Cash-strapped City Hall proposes grandiose development project MAYOR of Georgetown, Ubraj Narine, has unveiled, what he called, a “visionary plan” for the rehabilitation and re-development of the Stabroek Market area.

“The visionary plan of the Georgetown Mayor and City Council, to rehabilitate and redevelop the Stabroek Market area, the wharf and its surrounding environment,”

said Narine in his post on Facebook.

The Council, he said, has engaged all the necessary stakeholders who would partner with the Council to realise this project.

“We now await the green light from Central Government, to commence the necessary works,” said Mayor Narine.

Efforts to contact the Mayor for an overview of the project proved futile, but it was reported on Thursday that the City has suffered a 78 per cent loss in revenue since the onset of the novel coronavirus (COVID-19)

Narine was reported as saying that the Council used the money that it had, on several priority items. The municipality, he explained, has to find $120 million per month for wages and owes the National Insurance Scheme (NIS) approximately some $400 million, an accumulated sum from 1993 to present.

“The plans that we had as Mayor and councillors we couldn’t execute, because the money is not there. The lil bit money that we actually have is to pay staff and to do other works that are necessary,” said Mayor Narine.

He used the opportunity to call on the Government to pay its outstanding rates and taxes, which he said would significantly help the Council to offset several expenses, which includes a $100 million debt to Puran Brothers for solid waste management.

He added that the municipality also owes the City Constabulary a retroactive amount of over $20 million, which it intends to pay by December 31.

The Mayor said the Council does not receive financial support from the Government, but said that while that was understandable, there were several strategies the Government can employ to ease the load of the Council.

Mexico: At least Adriana Rivas: Pinochet-era 59 bodies found in kidnap suspect ‘eligible for unmarked graves extradition’

(BBC) The remains of 59 bodies - belonging mostly to young people - have been found in unmarked graves in Mexico.

The bodies, possibly of teenagers, were discovered in Guanajuato state.

The discovery was made in the Salvatierra municipality, an area that has become one of the most violent places in Mexico, as drug cartels fight for control of trafficking routes.

More than 2,200 murders were recorded in Guanajuato state in the first eight months of the year.

A guide to Mexico’s most powerful drug cartels The grim discovery came after families of missing persons raised the alarm, said Karla Quintana, the head of Mexico’s National Search Commission.

At least 10 of the victims were women, she said.

More than 80 people were involved in locating the graves after authorities were informed of their possible location, although it is not clear who provided the information.

It took a total of 52 excavations until the bodies were discovered, search commissioner Hector Diaz said.

Guanajuato is notorious for gang-related violence.

In July, gunmen stormed a drug rehabilitation centre in Irapuato, Guanajuato, killing 24 people. It came after a similar attack on a rehab facility in the same city less than a month before.

President Andrés Manuel López Obrador, who came into power at the end of 2018, vowed to crack down on the gang violence. However, the national murder rate reached an all-time high in 2019.

(BBC) A Chilean woman suspected of being involved in Pinochet-era kidnappings is eligible to be extradited from Australia, a court has ruled.

Adriana Rivas, 67, was arrested in Sydney in February last year.

She has denied involvement in the 1970s kidnappings of seven people which resulted in their deaths, Australian media reported.

Some 3,000 opponents of Gen Augusto Pinochet were killed in the 1970s and 1980s during his military rule.

Ms Rivas has 15 days to decide whether to appeal Thursday’s decision by a magistrate in New South Wales.

Chilean authorities accuse Ms Rivas of having participated in the disappearance of the secretary-general of the Communist Party, Víctor Díaz, and six of his supporters.

Ms Rivas had worked as a secretary for the infamous chief of Chile’s secret police force, Manuel Contreras.

Contreras died in 2015 while serving a sentence of more than 500 years for human rights abuses.

Ms Rivas left Chile in 1978 before working as a nanny and cleaner in Australia.

She was arrested during a visit to Chile in 2006 but managed to return to Australia. Chile filed an extradition request to Australia in 2013.

Era of persecutions and killings Ms Rivas worked for Contreras from 1973 to 1976 at the National Intelligence Directorate (Dina), the secret police force founded by Gen Pinochet to hunt down his political opponents.

More than 40,000 people were politically persecuted during the Pinochet era, which lasted from 1973 to 1990.

Dina was at the centre of Gen Pinochet’s campaign to silence opposition to his rule after he seized power in a military coup in September 1973.

Its agents abducted, tortured, killed and “disappeared” thousands of people before it was replaced by the equally brutal CNI, an army intelligence battalion.

In a 2013 interview with Australian broadcaster SBS, Ms Rivas described her years at the Dina as “the best of my life”.

Asked about the torture carried out by Dina agents, she said that “they had to break the people - it has happened all over the world, not only in Chile”.

‘Eligible for surrender’ Magistrate Philip Stewart made the ruling in Sydney’s Central Local Court after a month of deliberations.

“I am satisfied the respondent is eligible for surrender,” he said.

Ms Rivas’s lawyer, Frank Santisi, said they were yet to decide whether to appeal.

“I’m of the view that the material simply reads as a bad indictment of the country as it was back then - it does not disclose what Ms Rivas did or did not do, in my opinion,” he said, according to a report by SBS. Earlier this week, there were jubilant scenes in Chile after an overwhelming majority voted in support of rewriting its constitution, which dates to Gen Pinochet’s rule.

Agriculture as a solution THERE has been some talk in some quarters about youth unemployment and their involvement in crime in Guyana, and the need for robust actions by stakeholders to tackle these problems.

More than five ago, the Caribbean Development Bank (CDB) estimated youth unemployment in Guyana to be around 40 per cent, but from then to now, there has been no updated report on this matter. There is a perception that youth unemployment rose during the past five years.

On any given day, a quick glance of the court cases in the newspapers will indicate that a vast majority of offenders are young people, and their crimes range from, among other things,

possession of narcotics, burglary and break and entry.

Of course, there are other serious cases, but a large number of the cases processed through the magistrates’ courts are issues of petty crimes.

So youth unemployment and their involvement in crime are serious matters of concern, and regardless of who are the complainants, their calls for these issues to be addressed must be treated with due attention.

Though the focus of attention has been placed on government to effect change, crime and youth employment are issues no government can address alone.

Ideally, they require a multi-stakeholder approach, as well as the perpetrators

to commit to change. Very often, the reason proffered for youth unemployment and their involvement in crime has been the lack of opportunities in society.

But is this really so? Guyana is one of few counties in the Caribbean blessed with an abundance of arable land and fresh water, and has even offered some of these areas to sister CARICOM states willing to invest in large-scale agriculture.

It is refreshing to know that under the current Government, agriculture is being given due attention, with strong focus on maintaining food security, reducing poverty, and value-added production.

Through unemployment reduction and propagation of a culture of hard work, excel-

lence and honesty, crime and the many other social issues that bedevil Guyana will be gradually reduced.

But as it regards agriculture, government has quite some work to do, since farmers here are in the category of aging population, and young people generally have a negative perception of agriculture.

Here is where government has to come in, and at a very early level in the school system promote agriculture as a reputable, attractive and lucrative profession.

Agriculture should not be seen merely as work in the field, but a profession that includes research and development, marketing and distribution, and an occupation that has the power to influence national decisions.

It should be sold as a profession with many sub-professions, ranging from soil conservationist, extension adviser and biomass engineer, to soil scientist, veterinarian and food microbiologist.

One gets the impression that not much has been done to change the traditional view of agriculture, which, in this day and age, should be promoted as a modern trade with high-tech operations, and a simple solution to alleviating poverty.

If this is done, more young people would be gravitating towards a career in agriculture. The task now is to get them to understand the value of agriculture, both as a tool for self-empowerment, and enabling national food se-

curity.

Former Food and Agriculture Organisation (FAO) resident representative to Guyana, Reuben Robertson made some interesting comments at the launch of a Self-Sufficient Agriculture Services Project in Region Five (Mahaica-Berbice) in June of 2017.

He said: “We believe that there is absolutely no reason why Guyana, through good governance, effective public policies and smart partnerships cannot be the first country in the Caribbean to zero hunger and poverty.”

Not only would this approach eliminate hunger and poverty, but it will also reduce youth unemployment and their involvement in crime.

Why push aquaculture as an industry?

WHEN the PNCR government closed the Wales sugar estate in 2015 on the grounds that it had been running at a huge financial loss for several years, a PNCR operative Stanley Ming said categorically that the lands should be converted into an aquaculture farming area. What seems striking is that although he made that pronouncement, I doubt whether he believed in its viability. Had he and the PNCR ever seriously embraced the aquaculture venture, they would have implemented it within their five-year regime.

They did not. I believe that they knew that aquaculture was not a promising idea. Ming only made that statement to provide a rationale for the hurt that the PNCR government had inflicted on the sugar estate community.

There has been limited discussion on the possibility of introducing aquaculture as part of the diversification of GuySuCo’s operations. The few people who embrace this idea feel that sugar is a lost cause. Many of us share a different view. In addition, their (pessimistic)

position runs counter to the government’s claim that sugar could break even in fourfive years’ time, and then begin to make a profit. Sugar is much more than the product; it represents a corporate conscience, a challenging history, fluctuating fortunes, a tradition, and a way of life for several communities.

Not to mention that thousands of dismissed workers who are being rehired as well as others, plus sugar’s contribution to GDP and to foreign-exchange earnings, there is a huge market for sugar (over 226 tonnes per annum) in the Caribbean.

With the value-added product of refined sugar, Guyana could easily tap into this as well as other markets. At present, GuySuCo should focus on sugar production, including refined sugar and co-generation. Further diversification should come later.

There is also the pressure to introduce industrial hemp.

Should the government approve this product, it is likely to yield economic returns many times more than aquaculture. And experts tell us that hemp cultivation could add about 30 per cent to sugar-cane productivity. This is what is needed and not

aquaculture that will erode the focus on the revival of the sugar industry. Farmed fish is also a health risk.

Almost every Guyanese that I know in the diaspora consumes wild fish (marine or ocean) such as banga mary, butter fish, snapper, trout, catfish, etc. Farmed fish (reared in reservoirs, ponds, etc.) is never popular and consumers tend to avoid it. Since farmed fish is reared on a different diet (inclusive of antibiotics which contribute to the growth of antibiotic-resistant bacteria), this could lead to serious health consequences. Farmed tilapia, for example, has high mercury levels as well as elevated levels of Omega –6 fatty acids which could lead to inflammatory diseases, such as arthritis, and even cause cancer. In comparison, wild-caught tilapia has healthy Omega-3 fatty acids.

“A serving of wild-caught fish is likely to contain more proteins and healthy fats than a similar serving of farmed fish.”

Guyana experimented with aquaculture in the 1940s with Mozambique tilapia that was reared in irrigated rice fields, or in flooded sugar-cane fields. That experi-

ment failed.

There was renewed interest in the 1970s when the Department of Fisheries, IDRC (International Development Research Centre) and GuySuCo conducted a joint venture with the rearing of the Nile tilapia. This tilapia variety was supposed to alternate with indigenous species of armoured catfish.

That project failed because of management and human-resource deficit.

In the 1990s, the PPP/C government was aware that the demand for captured (marine) fish could not meet existing local consumers’ demand. It was learnt later in 1999 that fish consumption was 58.7 kg per capita.

Accordingly, an Action Plan was prepared in 1994 with CIDA’s assistance and this was supported by the FAO specialist for the government to establish a freshwater fish-farming station.

Thus, the Mon Repos Freshwater Aquaculture Demonstration Farm and Training Center was set up in 2001 at a cost of $(US) 1.2 million, in response to the recommendations of the FAO (Food and Agriculture Organization), IDRC and CIDA (Canadian Interna-

tional Development Agency).

While policy makers were looking at value added products for the sugar industry and to diversify GuySuCo’s operations, the aquaculture initiative failed because the PPP/C government’s approach has been that it should be a project to be conducted by private enterprise with the government acting as a facilitator. To have GuySuCo, a quasi-government unit, to become involved again in aquaculture will collide with this policy position.

To even think of converting some of GuySuCo’s lands, as part of the diversification process, into rice

cultivation is mind-boggling. Rice cultivation is handled exceptionally well by private farmers. GuySuCo should stay out of the rice industry. To the extent that GuySuCo has unused lands, those could be allocated to the government’s housing programme. Both aquaculture and rice cultivation are not needed within the diversification process of GuySuCo. What is urgently needed in GuySuCo is for it to clean up its management structure and introduce fiscal discipline.

This is a woman who I knew when I was about 12 years of age and I was living in the ‘Nigger Yard’ of Lot D, Durban and Louisa Row. Here I am speaking of Janet Jagan. My father was as ‘political’ as I am and on weekends Cheddi and Janet would pick us up at our residence and we would venture to the East Coast where they would hold several ‘bottom house’ meetings – my father, was as Black as I am and a staunch PPP supporter.

In fact the whole ‘Nigger yard’ at Durban and Louisa Row was PPP; that corner of Durban and Louisa Row was a mecca for political meetings. If I mention the politicians of that era, you of today’s alliance would not know what I am speaking of or about, but back to Janet.

D Durban and Louisa Row was a tenement yard full of school children and Janet and her then partner, Jane Phillips Gaye, would come

in the yard to help bathe and prepare the children for school. I would know, hence because I was the eldest at the age of 11 years, I was the eldest of seven children of my parents. I enjoyed those political outings with Cheddi, Janet, Jane Phillips Gaye and others. We travelled all over the West Coast, East Coast and East Bank sensitising our people about self-governance and independence. I guess that is where my political curiousness is attached.

This letter is not about me but about a ‘Mother of Guyana’ Janet. Guyana at that period in 1951 – 53 was all about one party, the PPP lead by Cheddi and Janet with Burnham as Chairman – the rest is history.

I would relate an incident in 1963 – 64 when the British soldiers were here.

There was a curfew stating that we Guyanese must be in our homes from 18:00 hours to 6:00 hours. (There was no Covid-19 pandemic at that time). We, the youths of the three main political parties PPP, PNC and UF, defied the British and their regiments that they had stationed in our country, then British

Guiana. We would mobilise ourselves together and gather in numbers at several parts in our city, Georgetown. One night we were on Regent and Wellington Streets, opposite the gas station at the corner where a drug store was on the north eastern corner. The British soldiers were there and we kept riding up and down Regent Street going around the block and back.

The British army took it upon themselves to shoot one of our youths; his name was Julian Hyderkhan. All hell broke loose and the army stood with their long guns and bayonets affixed stood ready and waiting to mow us down, but suddenly there was this white figure coming around Wellington Street from Freedom House shouting you all white bastards, you are killing my people.

The person was Janet Jagan.

The soldiers then got into their vehicles and departed.

Yes, she was an extraordinary leader and as they claimed she was a Communist. I now reflect that, had we gained communism, the State would have paid for my higher education and where are the Jagans, where

are the Janet Jagans? No, I am not going to jump on any bandwagon after 67 years of politics, I am concerned that I was in the right political party, one that racially dominate the party when the United Force lead by Peter D’Aguiar and Manzoor Nadir, now Speaker of the Parliament. As I emphasise on Janet, I could, like other female politicians of today, understand that I am in no way suggesting, criticising their activities. I is just that in the era of Janet’s activities, we were one people seeking one destiny ‘Independence’.

My fellow Guyanese, the more divided we are the more our adversaries would cheat us from our natural resources that are in abundance. I feel our President Irfaan Ali is heading in the right direction when he speaks of national unity and his wife, our First lady reminds me of Janet’s reaching out to the less fortunate. Keep it up President Irfaan and First Lady! We elders are watching!

Dual citizenship has rapidly increased all over the world in the past decades.

About half of all sovereign states in the world nowadays tolerate or even accept multiple nationalities for various reasons.

It is certainly no coincidence that many countries (including Britain, Canada, New Zealand and the USA) with common origins and legal systems to those of Guyana do not, or no longer, prohibit dual nationals from serving in their national legislatures.

For example, while Guyana bars dual nationals with US citizenship or other non-Commonwealth citizenship from sitting in Parliament, the USA does not. In fact, there are Congressional representatives who are citizens of the USA and Israel for example. Well liked former British parliamentarian, the late Bernie Grant, was born in Guyana and was never required to renounce his Guyanese citizenship.

For individual dual nationals, effectively renounc-

ing foreign citizenship in order to stand as a parliamentary candidate should not be one of the necessary sacrifices required of those who seek, or even merely attempt, to serve as a representative in Guyana’s Parliament.

The laws that imply that allegiance to the state must be single and undivided are now outdated and compels a review. The potential minor risks about allegiance associated with dual citizens do not justify preemptive, lifetime and group-wide bans. Albeit unlikely; the way the constitution is interpreted right now, one might argue that Nicolas Maduro could permanently paralyse the Guyana Government by unilaterally conferring Venezuelan citizenship on all Guyanese Parliamentarians.

With globalisation, dual citizenship is becoming more common and beneficial for not only the individuals but also the countries involved and Guyana should join the trend more prominently.

Having dual citizenship does not make a person any less loyal to their country of birth. It’s time to review this aspect of our laws.

Positive COVID-19 cases decline since lockdown in Kwebanna ― 195 households provided with relief hampers

By Jared Liddell SINCE the 14-day lockdown in the Region One community of Kwebanna began on October 24, there has been a decline in positive cases, disclosed the village’s toshao, Paul Pierre.

Pierre told the Guyana Chronicle, on Thursday, that the move to lockdown the community came as a desperate effort to bring the virus under control and save lives.

Residents have been adhering to the guidelines of the lockdown and have been working with the village leaders.

Since recording its first case on September 19, 2020, there has been no end in sight to the proliferation of COVID-19 in the community as cases have climbed to more than 50, with two of those persons losing their lives.

Pierre had said that the community would be going on an initial 14-day lockdown, adding that if the situation is not brought under control, there will be an extension on the lockdown measures.

He told the Guyana Chron-

icle, on Thursday, that it is still too early to determine if an extension on the lockdown would be necessary.

He further stated that since the medical team and the police have implemented more strict measures to stop the spread of the virus, there has been a decline in persons breaching the COVID-19 preventative measures. He further lauded the police for their support in ensuring the guidelines are upheld.

“We have seen a decline in both persons breaching the guidelines and persons testing positive for the COVID-19 virus. Persons are more knowledgeable about what

COVID-19 is; about how it works and how they can work to prevent its spread. People are more cautious and people are now taking everything more serious,” said the toshao.

He further stated that, in addition to the testing, there is also sanitation of homes being done by the team. This sanitation, he said, coupled with the lockdown measures, gave the authorities a better chance to take control of the spread of the virus.

With a population of just over 900 persons, the toshao believes it is imperative that they act now to protect those persons and ensure that no more lives are lost.

Since the beginning of the lockdown and for the remaining eight days, no one is allowed in or out of the village, unless authorised by the relevant authorities. This and other measures will be supervised and implemented by regional authorities and the Guyana Police Force (GPF).

Schools in Region Five gearing up to reopen

A NUMBER of schools in Region Five (Mahaica-Berbice) have begun preparatory works to welcome students back to their usual classroom setting.

This was announced on Thursday by the Ministry of Education via a Facebook post. In the post were several photographs of works being carried out at the Bush Lot and Novar Secondary Schools where contractors have begun building water troughs and sinks for sanitisation purposes.

Chief Education Officer, Marcel Hutson, in an invited comment, told the Guyana Chronicle that the preparatory

exercise is in line with the Education Ministry’s usual plans for the reopening of schools.

“Preparation is key and critical in going forward. To tell you the truth, COVID or no COVID, this is something that we always do when we prepare for the reopening of schools, where we look to see where the gaps are; what are the needs, and we start to fix them before we go back to schools,” he said.

However, he stated that

the ministry is proceeding with caution, since educators and students are not returning to schools under normal circumstances, given the ongoing coronavirus (COVID-19) pandemic. “This is a special time, where we have to be more than extra careful going forward,” he said, adding: “We have had several meetings, looking to see when that time has come, how we could open schools, taking into consideration the safety

of our children; the safety of our teachers, and the safety of all stakeholders.”

He noted that there is no fixed date as to when schools will be reopened; however, the ministry has proposed that each school should submit a schedule that will be suitable to each educator and their students or pupils.

“We have to demonstrate some type of flexibility, because these are not normal times; because we are working amidst COVID-19.

Therefore, every school has a strategy that will work for them; it cannot be one-sizefits-all.”

However, he said: “Whatever they are going to be doing will not be without the supervision and monitoring of the Ministry of Education.”

Hutson further stated that while the ministry is cognisant of the effects of the pandemic, schools cannot remain closed indefinitely, as the nation’s children have already lost much valuable time. He added that while students and pupils have been engaging with their respective teachers via Online classrooms and other platforms, there is still the need for face-to-face interaction and explanations.

“We can’t remain closed forever; lots of other countries and institutions are moving ahead, and we just want to make sure that our children do not continue to suffer learning loss, and losing instructional learning time.”

Hutson further disclosed to this publication that before a decision is made as to when schools will officially be reopened, the minister will be working along with parents, teachers and other stakeholders to ensure that all the necessary precautionary measures are in place before schools are open to students and teacher. “[The minister] has a team of senior education officers, parents and all stakeholders working to see how we can look at the reopening of schools, so we can recover some of the time that has already been lost,” the Chief Education Officer said.

COVID-19 threatens fight against climate change ― President Ali calls for greater access to financing for developing countries

THE novel coronavirus (COVID-19) pandemic has threatened the fight against climate change by diverting the world’s attention from environmental dangers, but President, Dr. Irfaan Ali, believes that there could be an integrated response once those issues are placed at the centre of advancement of the Sustainable Development Goals (SDGs).

The COVID-19 pandemic is having an increasingly serious impact on all countries and has exposed underlying vulnerabilities of health and social systems and the fragility of economies, especially among developing countries.

All countries have been affected by economic stagnation and diversion of resources to fund health-related economic stimuli. It is also recognised that both climate change and COVID-19 can impact progress towards the SDGs. It is for this reason that there must be a commitment to affirmative action on climate change rather than a lowering of ambition. Against this backdrop, financing for mitigation and adaptation to climate change is more critical today than ever before.

President Ali, in his capacity as Chairman of the Group 77 and China, made a call for such financing during his address to member states at a virtual Climate Change Conference hosted by Guyana, on Thursday.

The summit of more than 130 developing countries sought to raise awareness, build partnerships and share knowledge on climate actions amid the pandemic, while soldiering on towards the 2030 Agenda for Sustainable Development.

The meeting was held under the theme “maintaining a low carbon development path towards the 2030 agenda in the era of COVID-19.”

Adaptation to climate change is of vital importance and a key component for the implementation of the Paris Agreement for developing countries within G-77 and China, said President Ali, noting, adequate capacity building, financial support, and technology transfer are critical.

“As chairman of the Group of 77 and China, I call for greater access to climate financing for developing countries. Many developing countries, due to high indebtedness, are constrained in their efforts to

generate sufficient resources towards achieving the ‘2030 Agenda.’

“I call on the international financial community to explore and implement

growth and exacerbate poverty,” said President Ali, adding that countries must not allow their gains in sustainable development to be eroded by the pandemic.

More lives could be saved with electronic medical records ― India, Guyana discussing creation of such a system locally

By Navendra Seoraj MEDICATION and medical apparatus are critical in preserving and saving lives, but digitised medical records, a system ‘sought’ after by medical practitioners, would also contribute significantly to the treatment and management of patients.

The ability to access a patient’s medical history at the

click of a button is any medical professional’s dream, as it equips him/her immediately with knowledge to effectively administer care and reduce the unnecessary use of scarce resources.

According to the National Cancer Institute of the U.S, electronic medical records include information about a patient’s health history, such as diagnoses, medicines, tests, allergies, immunisations, and

treatment plans.

Electronic medical records (EMR) can be seen by all healthcare providers who are taking care of a patient and can be used by them to help make recommendations about the patient’s care.

The creation of such a system, locally, is being considered by the new Government, said President, Dr. Irfaan Ali, during his remarks at the opening ceremony for the Dr.

Yesu Persaud Clinical Education Centre at the Georgetown Public Hospital Corporation (GPHC), last Saturday.

“We are discussing, right now, with the Indian High Commissioner, the electronic medical records system that is from birth to death… every citizen of the country will have an electronic management of their medical records,” said President Ali. The system, he said, will be available countrywide, at both public and private medical institutions.

In speaking about the potential benefits of this project, President Ali said: “So, whether you move from Georgetown to West Demerara, you do not have to move thick layers of files…your health records are there in the system and can be accessed at the private level and at the public level.”

In a country like Guyana, this will be particularly helpful because it would allow doctors from different regions, across the country, to link patient records.

“EMR is quite sought after… for instance, if you have a patient from Bartica that is referred to Georgetown, you can actually see what the history of that patient is, from the time he/she first came to the attention of a doctor, to when you are planning treatment,” said renowned local Cardiologist, Dr. Mahendra Carpen, in an invited comment on Wednesday.

low doctors to use the available data to diagnose persons accurately and quickly. The allocation of health resources would also be done efficiently because there would be no duplication of efforts.

Authorities would be able to track their spending and identify areas where there is underutilisation of resources.

TRACK DATA “While it presents tremendous benefits to patients themselves, it also helps the healthcare system, as professionals can track data, make informed decisions and see what is the commonest condition that patients suffer from,” said Dr. Carpen.

Practically, the system would drive research, which would be critical in the treatment of many diseases.

“So this is one thing we are anxiously looking forward to… it is about time Guyana enters into the age of medical practice, where we utilise technology that is available… and electronic health record is one thing we could use to improve the quality of care in Guyana,” said Dr. Carpen.

A recent challenge to the medical fraternity not just here but the world over, the novel coronavirus (COVID-19) pandemic, has established the need for EMR systems. In Guyana, over 4,000 persons have been infected by this disease, and there are cases where infected persons would have gone “under the radar” because contact tracing, particularly in hinterland regions, has been a challenge for authorities.

“So anything that you can

have, that gives you more data and ability to track patients from the time they seek medical attention or look at who they were in contact with, adds value,” said Dr. Carpen.

MOBILE APPLICATIONS Just Thursday, it was reported that the Ministry of Health is reviewing four mobile application (app) options that would assist with tracking COVID-19 patients and persons entering Guyana.

Such an app could potentially use geofencing technology; this would create a virtual geographic boundary around a person- through his/ her mobile device, such as a phone- enabling the software to trigger a response when a mobile device enters or leaves a particular area.

The role of technology in the fight against COVID-19 remains important, and this was made known by the Pan American Health Organisation in a recent report on “COVID-19 and the role of information systems and technologies at the first level of care.”

According to PAHO, in the face of a pandemic, health services — particularly at the first level of care — run the risk of collapsing from an overload of patients seeking care which could be provided virtually by using information technologies.

By facilitating access to health services, Information and Communication Technologies (ICTs) foster greater equity in access to timely medical care, which facilitates the assessment, diagnosis, and management of suspected and positive cases in a safe and effective manner, minimising the risk of transmission.

In terms of the management of health services, PAHO said, ICTs can help improve the cost-effectiveness of treatments and enable the regular, uninterrupted operation of key clinical services, both in the preparatory stages and in the course of a pandemic.

Men in black rob female special constables THREE female special constables attached to the National Insurance Scheme’s (NIS) Corriverton Branch in East Berbice, Corentyne, were relieved of personal belongings and a firearm in the wee hours of Wednesday morning by two males dressed in black.

Pamella Trotman, 58, of Dukeston Corriverton and Shibike Calder, 34, of Number 53 Village were relieved of a cellphone and $45,000 respectively while Annette Mc Kenzie was relieved of a .38 revolver which was later recovered.

According to information reaching the Guyana Chronicle, the special con-

stables were on duty at the NIS Corriverton office at around 01:30 hrs when the two men dressed in dark clothing approached the western guard hut of the compound where Trotman was stationed.

They pounced on her, snatching her Samsung Galaxy J3 Prime cellphone that was ‘on charge’ on the desk

where she was sitting.

The startled security officer screamed to alert her two other colleagues who were in the eastern guard hut. McKenzie on hearing the scream for help came out with her .38 firearm to enquire what was happening when one of the men, dressed in a dark blue hoody, ambushed her

and took away the firearm.

Calder who came out moments later was accosted by the other man who took away her Samsung Galaxy A20 cellphone and $45,000 she had in her possession.

The men made their escape by scaling the northern fence of the compound.

The police were alerted and when they arrived at

the scene, they found a blue and red haversack at the back of the building with the .38 firearm and five matching rounds, a yellow and white rag and a cheese stick along with other items.

Based on information received, the haversack belongs to Special Constable McKenzie.

Commander Ramlakhan takes targeted approach to crime in Region Six N E W LY- A P P O I N T E D Commander, Senior Superintendent Jairam Ramlakhan and his administrative team, have collectively made in excess of 80 transfers within the East Berbice/Corentyne Division, prior to launching the ‘Team Police’ initiative.

The initiative is expected to reduce crime in hot-spot areas and was launched at a simple, yet significant ceremony at the Main Street and Coopers Lane juncture, where members of the business community offered their full support.

Commander Ramlakhan said the ongoing exercise will not only have police on a 24-hour patrol, but unarmed ranks will be visible in all communities in the region.

“As commander, I would have walked around and visited the three sub-divisions and I believe it’s timely that the citizens benefit from an increased police presence… so in all station districts there will be a new team of police officers. Over the last 48 hours, the admin team made an excess of 80 transfers within the division… we find that persons were at stations too long. Some three, some four years. That is unacceptable. New faces will be seen

in an attempt to bring positive change,” he posited.

Meanwhile, Deputy Commander, Alistair Roberts, noted that the pilot project commenced in New Amsterdam and will be expanded to the other sub divisions.

The link between health and sustainability has been sharply underlined, and we are learning by force of necessity, that much more can be delivered even today with a smaller

ECLAC’s proposal to transform

region in wake of COVID-19 approved THE 38th session of the Economic Commission for Latin America and the Caribbean (ECLAC) con-

cluded Wednesday with countries’ recognition of the work carried out by the UN regional commission

and their approval of the proposal presented in the document ‘Building a New Future: Transformative Recovery with Equality and Sustainability’.

In the proposal, the commission calls for forging a new, post-COVID-19 future in the region through a transformative development recovery, with greater equality and sustainability.

ECLAC’s most important biennial meeting – which was held virtually for the first time – wrapped up its debates with a ceremony featuring the participation of Amina Mohammed, Deputy Secretary-General of the United Nations; Carolyn Rodrigues-Birkett, Permanent Representative of Guyana to the UN and Chair of the Group of 77 and China; Alicia Bárcena, ECLAC’s Executive Secretary; and Rodolfo Solano, Minister of Foreign Affairs and Worship of Costa Rica, which is the country that now holds ECLAC’s presidency for the next two years.

A total of 800 persons participated in the three-day event, of whom 400 were government delegates; 55 were from UN agencies, funds and programmes; seven were representatives of regional organisations; and 300 were from civil society.

In addition, 24 Ministers of Foreign Affairs and 19 deputy ministers were present on the session’s panels.

In all, the meeting’s transmissions drew more than 40,000 views via ECLAC’s various online platforms aimed at public dissemination.

As the session came to a close, the representatives of 43 member states and nine associate members of ECLAC attending the event approved 14 resolutions in which they urge the commission to continue its work collaborating with member states on a comprehensive analysis of development processes geared to the design, monitoring and evaluation of public policies, and to keep providing operational services in the fields of specialised information, advisory services, training and support for regional and international cooperation and

coordination.

In particular, they approved the “San José Resolution” – in honour of the capital of Costa Rica, the country that served as host of this session even though it was entirely carried out by virtual means – in which the countries of the region welcome the integrated approach to development that has marked the thinking of ECLAC since its inception, and the relevance of the issues examined, and express support for the general tenor of the conclusions set forth in the position document presented by the commission. Furthermore, it instructs the organisation to conduct studies and formulate public policy proposals in the countries, in close cooperation with their policymakers, with a view to supporting the building of national capacities for the achievement of sustainable development.

INCREDIBLE LEADERSHIP In her speech, the Deputy Secretary-General of the United Nations, Amina Mohammed, thanked the Government of Costa Rica for chairing the meeting and congratulated ECLAC’s Executive Secretary, Alicia Bárcena, “for her incredible leadership and commitment to the Latin America and Caribbean region.”

“On Monday, the UN Secretary-General (António Guterres) rightly praised ECLAC’s pioneering role in pushing for a more inclusive understanding of sustainable development. This week has proven once again that ECLAC has truly established itself as the regional think tank of the UN Secretariat in the region and as a key regional forum for policy dialogue,” she highlighted.

Mohammed indicated that the negative effects of COVID-19 in the region’s countries have constrained government responses to the urgencies of the pandemic and, in the medium term, undermine their capacity to build back better.

“In this sense, the United Nations, and ECLAC in particular, have put many bold and innovative proposals on

the table, such as an emergency basic income for the most vulnerable, tax exemptions and grace periods for small and medium-sized enterprises, a basic digital basket, a new political and fiscal compact to ensure universal social protection and a ‘green’ energy transition in the region, among others,” she stated.

“Over the past three days, we have heard the bold efforts that many countries of this region are undertaking to face the immediate impact of COVID-19 and to maintain the 2030 Agenda for Sustainable Development as the blueprint for their medium and long-term efforts. This gives us great hope,” Mohammed indicated. “Building back better means putting equality and environmental sustainability at the centre of the recovery.”

Meanwhile, Ambassador Carolyn Rodrigues-Birkett congratulated Alicia Bárcena for the groundbreaking analyses that ECLAC continues to deliver, including the document presented at this session.

“We must centre our thinking on some critical actions as we chart the way forward, putting increasing emphasis on implementation of the 2030 Agenda for Sustainable Development and the importance of financing for development, which is one of the focuses of this meeting,” she stated.

Such actions include building policy coherence and institutional capacity, access to financing (which is critical to the global recovery and economic growth), the need for international financial institutions to adopt new approaches to risks and to reduce the pro-cyclical nature of financial flows to countries, and forging trusted development partnerships, with support from the UN Development System.

That is what the Secretary-General, António Guterres, indicated, and we share this view. The maxim of leaving no one behind must inspire the decisions that our countries take in the future, in fulfillment of development commitments and those of the 2030 Agenda,” Solano sustained.

“No transformation will be possible without the component of fresh resources from international financial institutions.

But these resources cannot come with the same conditions that are required today; instead, it will be necessary to foster longer maturities, lower interest rates, and more extended grace periods. In this effort, ECLAC can support countries in building the narrative that explains their fiscal obligations in terms of the transformative commitment to arriving at well-being based on the criteria of the common good,” he stated.

Meanwhile, Tourism Minister, Oneidge Walrond expressed her support for the project, and committed to offering technical and other support to realise its objectives. She was keen to note that the Tourism Ministry will aggressively pursue tourism development in Guyana, as the country prepares for economic transformation, which will lead to an influx of tourists. Guyana’s canon of folklore has received a rich contribution of new entries in various art forms following the announcement of the 2020 winners of the Guyana Annual Competitions on October 28. The competitions were launched earlier this year and called for entries in Open & Junior Short Story, Open & Junior Poetry, Open & Junior Visual Arts, Short Story for Children, Playwriting, Photography and Cartoon/Graphic Short Story categories.

The competition, subtitled the “Folkore Edition”, had extended its deadline to facilitate delays related to the Coronavirus pandemic and the results were finally revealed this week following an initial announcement of shortlisted candidates. The facilitators commented via the competition’s social media pages that the entries in various categories were of “high quality” and that they showcased “skillful social commentary”.

The Buzz spoke with some of the competition winners who shared their sentiments about being recognised for their work. “Honestly, I’d gone back and forth on whether I’d be able to submit something to the Guyana Annual this year, so I was (and still am) one of those very grateful participants for the extended deadlines,” said Daryll Goodchild whose piece “Lucky Stars”

OCAL Social media influencers have been taking the entertainment scene by storm with their “Quarantine Ketchup” virtual talk show.

The Buzz reached out to Host and Creative Director of the show, Nkosi Bruce.

He told The Buzz that the show, which has been making a stir on the local entertainment scene in recent weeks, came about following a series of social media issues, and was used as a way for young people to speak on and added those issues.

Bruce said that since then the show has now grown into a platform that allows many creatives the chance to express themselves and interact with their fans.

Since it started airing the show has seen some of Guyana’s top entertainers including cKush and BabySkello. Bruce told The buzz that he saw there was a gap for something in Guyana’s entertainment industry and decided to fill it not knowing it would even be as recognised as it is.

“So I started it a while

back, it’s something that isn’t on the market right now. There isn’t any programme run by youth that showcases our talented artist and performers so I decided to launch it, and we have been receiving overwhelming support from everyone since then,” said Bruce.

He stated that he along with his co-host, local social media influencer Britany Roberts never expected the talk show to be as recognised as it is.

“Honestly, I never thought it would have caught on like this, it’s still a bit weird you’d be in public and people would be like ‘Feteing King’ or ‘I see you with Skello’ so we see that people are talking about it, and my producer Tisel and my Co-Host Britany, they are like ‘Yeah this thing ketching up, people are talking about it.’ And I love that it is. It’s a dream and I’m happy for all the support,” he said.

Bruce further stated that he intends to use to the show to discuss practical issues

affecting youths in Guyana and will be working to have some of the brightest minds as guests to weigh in on those issues. He further stated that the show would be used as a platform for all up and coming Guyanese artists to share their art and interact with fans.

“What I want it to become essentially is a late-night talk show for Guyana where we talk to not only artistes, but creatives, poets, officials, people who carry weight. We want to give them a chance to connect with their supporters because my audience is fully interactive. The stuff is asked right there. We confront them right there and people get to see them in their natural self, nothing is scripted,” said Bruce.

Barbarians cancellation made game a laughing stock, says Jones LONDON (Reuters) - The cancellation of England’s game against the Barbarians because of COVID protocol breaches made rugby a laughing stock and his team have a responsibility to put the smile back on fans’ faces, England coach Eddie Jones said on Thursday.

On the day the RFU was bringing charges against the Barbarians players who twice broke camp to visit a London restaurant, Jones, who had previously brushed off the impact of the cancellation, made his feelings clear after naming his team for Saturday’s Six Nations match against Italy.

BCB/Clayton Lambert project geared towards continued development of youth cricket FORMER Guyana and West Indies batsman Clayton Lambert became the latest addition to the Berbice Cricket Board's (BCB) ongoing campaign to focus their developmental plans on the youths of the Ancient county.

Since taking over the reins of the BCB in February 2018, over 200 youths cricketers have benefitted from the hard work of the Hilbert Foster led executives.

Additionally, cricket clubs in the Ancient County have also receive over $10M worth of assistance in forms of cricket gears, stumps, balls, water pitchers, rain coats, educational materials, food hampers, school bags, bicycles among others. Fos-

ter in his acceptance speech on being elected to the Presidency, had pledged to assist young cricketers to fulfill their potentials on and off the cricket field.

Despite the ongoing Covid-19 pandemic the BCB has kept itself busy, working behind the scene to develop Berbice Cricket further. Those efforts have been fruitful with the latest being a special project with former Guyana and West Indies opening batsman Clayton Lambert.

Foster had approached the burly former opener in an effort to obtain cricket gears for promising youth cricketers especially those in the East Bank of Berbice area.

to Foster’s request and on Tuesday last, informed the BCB President that he had secured a large quantity of cricket gears which would be distributed free of cost and includes bats, pads, gloves, thigh pads among others.

Lambert informed the BCB pesident, that many persons were delighted with the current development of Berbice Cricket and as such were eager to assist.

A shipment of gear has already left India for the United States of America and then would be shipped to the BCB compliments of Caribbean International Shipping.

The company has agreed to assist Lambert in this project while Former West Indies Captain Alvin Kallicharran has also agreed to work along with Lambert to raise gears.

The shipment also includes a large quantity of white cricket uniforms, which would be shared out to less fortunate cricketers.

Lambert also informed the BCB President that a special supply of coloured clothing would also be ordered under the Gortonshire Lambada brand.

Foster disclosed that the coloured uniforms would be donated to two struggling first division teams.

The Gortonshire lambada brand is a new one and is dedicated to Lambert, who currently coaches in the USA. Lambert, stated that he was delighted to give back to Berbice Cricket and to play a part in the development of new talents in the county.

The 58 year- old Lambert made his debut for Guyana at the Regional Under 19 level in 1979 and also appeared in

1980, the year he also captained Berbice.

He first represented Berbice in the Jones Cup Inter County Tournament in 1983 and captained Berbice in 1986, 1990, 1991 and 1998.

Lambert made his debut for the senior Guyana team in 1984 and in August, 1991 made his test debut at the Oval against England.

He later migrated to the USA, where he represented that country at the international level as a player and coach.

Foster expressed gratitude to Lambert for his cooperation and for remembering his home county. He also urged former Berbice players to join Lambert in his efforts.

ICC boosts cricket’s Olympic prospects

By George Dobell THE International Cricket Council (ICC) is continuing with its push for a return of cricket to the Olympics, having recently asked all its members to report on the potential financial

benefits of inclusion.

A questionnaire sent to all ICC members asked them to quantify the "potential financial support" they could expect to receive each year from their government and respective Olympic organisations if the sport's inclusion

was confirmed.

Intriguingly, the template also asked members to distinguish between the support available if the sport was accepted to the games on a permanent basis or "on a one-off basis (e.g. 2028 LA Olympics)".

CA braced for $85 million revenue dip due to pandemic MELBOURNE (Reuters) - Cricket Australia (CA) said on Thursday it posted a A$45.9 million (25 million pounds) deficit in the last financial year and could see a A$120 million ($85.55 million) dip its projected revenue for the 2021 period due to the impact of the COVID-19 pandemic.

CA, which saved around A$40 million during the pandemic through a range of cost-cutting measures including the axing of 40 jobs, said the deficit for the year ending June 30 was in line with budgetary expectations.

“There is no doubt this year has been difficult on a number of fronts across Australian cricket and we have had to work together to navigate our way forward,” CA Chairman Earl Eddings said in a statement after the body’s annual general meeting. “The decisions at times have been difficult however critical to ensuring our ongoing financial sustainability.”

Australia was scheduled to host the Twenty20 World Cup this year but the event was postponed to 2022 because of the pandemic.

The projected drop in revenue for the next financial year also factored in the bio-security costs and loss of revenue from crowd restrictions for the upcoming India series.

The Guyana Boxing Association(GBA) has expressed condolences to Guyana and Caribbean Bantamweight Champion Keevin Allicock on the death of his father.

Fifty Eight year old Leonard Allicock died at the Georgetown Hospital on Tuesday following a prolonged illness.

GBA president Steve Ninvalle said that the Allicock family has the association’s deepest sympathy and that he will be working with the younger Allicock to see ways in which the GBA can assist. Ninvalle however confirmed that the GBA will be supporting a wake for the elder Allicock who he labeled a staunch supporter of the sport.

Allicock is expected to be buried on Tuesday.

Big series ahead for Chase, Windies batsmen: Estwick BRIDGETOWN, Barbados, (CMC) – West Indies assistant coach, Roddy Estwick, believes the tour of New Zealand could be a pivotal one for Roston Chase to finally assert himself as a genuine world-class all-rounder.

Even while conceding that Chase had been one of the consistent performers for West Indies in recent years, Estwick said it was critical the 28-year-old now took his standard to a new level and assert himself among Test cricket’s best.

Estwick also stressed that Chase was a key component of the Caribbean side’s batting machinery which needed to fire on all cylinders during the upcoming two-Test series.

“He’s been around long enough now. He’s had four years of Test cricket, he knows what Test cricket is about,” Estwick said referring to Barbadian Chase, who has played 35 Tests.

Maradona wants Hand of God goal 'with my right' as 60th birthday gift

ARIS, France (AFP) — Diego Maradona reveals he has a dream present to mark his 60th birthday today — “to score another goal against England, this time with my right hand”.

The Argentine legend made the impish suggestion in an interview with France Football in reference to his 'Hand of God' goal against England in the 1986 World Cup quarter-finals, with Argentina going on to take the title.

In the past when asked about the handball he has said: “If I could apologise and go back and change history I would do. But the goal is still a goal, Argentina became world champions and I was the best player in the world.”

In a more serious vein in yesterday's interview he sug-

gested his greatest pride was “to have made people happy through football”.

“I feel that I've given pleasure and amusement to those who watched me in the stadiums or on television,” the Argentine legend told France Football.

Maradona's birthday celebrations may be compromised as he is currently in self-isolation after a bodyguard tested positive for COVID-19.
