Eight new permanent secretaries appointed

IN keeping with its commitment to appoint ‘competent’ and ‘capable’ persons to car-

ry out critical functions, the Government of Guyana has announced the appointment

of eight permanent secretaries within government ministries.

At the Ministry of Health,

Collette Adams will be replaced

by Malcolm Watkins. Watkins holds a master of organisational leadership from the Southern New Hampshire University and is a certified supply chain professional.

Prior to his new appointment, he held the position of procurement manager at the Ministry of Health, Guyana.

Additionally, Sharon Hicks has been appointed Permanent Secretary of the Ministry of Amerindian Affairs. Hicks is the holder of a bachelor’s degree in accountancy from the University of Guyana and a certificate in developmental psychology.

She previously held the position of management development officer at the Ministry of Amerindian Affairs, and also held the position of auditor as well as internal affairs investigator at the Guyana Revenue Authority (GRA).

Meanwhile, Mae Toussaint Jr. Thomas has been appointed to the Ministry of Home Affairs. She is the holder of a diploma in accountancy from the University of Guyana (UG) and a certificate in project management. She previously served as the assistant accountant at the Office of the President.

international master of business administration at the Arthur Lok Jack Graduate School of Business.

Persaud previously served at the Guyana National Bureau of Standards, as the head of the Finance Department and earlier at the Ministry of Finance as an economic and financial analyst II, in the budget, fiscal and monetary division.

Another economist, Sharon Roopchand-Edwards, was appointed to the Ministry of Tourism, Industry and Commerce.

She is an economist by training and previously held the position of principal academic engagement officer within the Office of the Deputy Vice-Chancellor, at the University of Guyana.

She was also a lecturer in the Department of Economics, UG, and served as a director on the board of the Bank of Guyana and as a member of the bank’s audit committee. Roopchand-Edwards also served on a number of other boards and

committees including the Competition and Consumer Affairs Commission (CCAC) among others.

Meanwhile, the Permanent Secretary of the Ministry of Human Services and Social Security will be Shannielle E. Hoosein-Outar.

She holds a BSc in business management and a post graduate diploma in international relations from UG. Hoosein-Outar previously served as the development manager at Massy Guyana Ltd. Government has also announced the appointment of Andre Ally to the Ministry of Housing and Water. Ally holds a master of business administration from the Australian Institute of Business and several professional IT Certificates. He served at the Central Housing and Planning Authority (CH&PA) as the Head of ICT from 2008 to 2017 and at Ansa McAl, as the country manager and later its regional manager.

Finally, Government has announced the appointment of Bishram Kuppen as the Permanent Secretary of the Ministry of Labour. He is a former two-term elected councillor of the Georgetown City Council and previously served as a corporate management officer at an international company abroad for many years. He also served as a commissioned officer of the Guyana Defence Force (GDF).

Indian investors set sights on sugar –– Boyer says investments must be made to secure regional markets

By Navendra Seoraj REVITALISING the sugar industry will be no easy task for local authorities, but the industry, which has been financially challenged for years, has attracted the attention of two companies from India.

The Guyana Chronicle was reliably informed that the two companies have signalled a firm interest to invest in the local sugar industry.

A senior source from the Guyana Sugar Corporation (GuySuCo), while not naming those companies, said they have a wealth of experience in the management and sale of sugar.

Their expertise and skills are anticipated because in India, the sugar industry is the second largest agro-based industry. It is said that sugarcane is an important commercial crop there and it occupies five million hectares. It also contributes significantly to the socio-economic development of that nation.

Like India, Guyana, in the past, had depended heavily on revenue from sugar, which was one of the country’s largest income earners until it started ‘drowning’ in debt. The industry became insolvent mainly because the cost of production was higher than the market price for the commodity.

It was reported in the past that GuySuCo produces sugar at an average cost of US$0.35

Although the sugar industry has been considered a liability for years, the new People’s Progressive Party Civic (PPP/C) administration is hoping to “lift the industry from the ashes”.

In 2017, the APNU+AFC Coalition Government had announced the closure of several sugar estates across the country, leaving thousands of persons without a job or source of income. The move saw four sugar estates being closed and 7,000 sugar workers losing their jobs.

INNOVATION AND PRUDENT MANAGEMENT The new government; however, plans to re-open those shuttered estates and simultaneously rejuvenate the industry through ‘innovation’ and ‘prudent’ management and

interventions which could also come from the private sector.

“We alone as a government cannot do it and that is why we are looking at the private sector to help sustain sugar,” Minister of Agriculture, Zulfikar Mustapha, had told Stabroek News.

A number of private investors have already expressed an interest in sugar, said Minister Mustapha, in a recent report.

These private investors are expected to work collaboratively with the government to rebuild the sugar industry.

Chairman of the Private Sector Commission (PSC), Nicholas Boyer, when asked about local interest in the sector, said the commission has not started official discussions on the topic, but members are hoping to meet soon with GuySuCo’s Chief Executive Officer (CEO), Sasenarine Singh.

Ferguson confusing squatters on GuySuCo’s land –– says Housing and Water Minister, calls action ‘malicious and reckless’ HOUSING and Water Minister, Collin Croal, has deemed statements made by former minister in the APNU+AFC Government, Annette Ferguson, regarding squatting on GuySuCo’s lands as “malicious and reckless” even as he reminds her that squatting is illegal.

Squatters have been occupying lands that belong to GuySuCo at Vryheid’s Lust, Success, and Chateau Margot for some months now. The minister had met with these squatters twice, urging them

to desist from squatting on the lands and encouraging them to follow the established procedures for land application. Recently, the Central Housing and Planning Authority (CH&PA) held an outreach activity at the Chateau Margot Primary school to streamline the land application process for those persons.

On Thursday, former minister with responsibility for Housing, Annette Ferguson, said the current People’s Progressive Party Government must discontinue efforts

to remove the squatters from the lands and instead work to regularise the areas.

She bemoaned the plight of the squatters who indicated that they have been forced to squat because they have no other alternative.

Minister Croal, in a statement on Thursday night, said Ferguson’s comments were geared at inciting confusion among the squatters on the East Coast of Demerara (ECD) and indeed, throughout Guyana.

Singh had said GuySuCo is banking on value-added to help return sugar to profitability, and every effort is being made to rebuild the ‘destroyed’ industry, brick by brick.

“GuySuCo is making money on the packaged sugar and losing on the bulk sugar, so we are moving away from the bulk sugar and focusing on the value-added products.

We are building a short-term, medium-term and long-term plan; we are supplementing what Blairmont is producing.

Blairmont is now focused exclusively on the export market for packaged sugar while Enmore will focus on the local market,” the acting CEO said.

INVESTMENT Sugar, Boyer said, has not lost its taste.

“There is a market for sugar in the Caribbean and we need to be able to make

the investment to meet that demand… it is feasible in the long run but we need to change the methods of harvesting and reduce the cost of production because there is a demand for sugar.”

The Government of Guyana has already released $3B to the industry, of which $2.2B will be used for the re-opening of the three estates and the remaining $0.8B will be used to re-capitalise the current assets to help achieve outlined objectives.

It was reported that the Rose Hall Estate will be the first of the three estates to be re-opened and is expected to begin grinding in 2022.

Singh had said a full business plan for the industry is being crafted, and is expected to be presented to the corporation’s board of directors in October.

Once the business plan is completed, the corporation will start implementing aspects of it ‘minutely’.

“I think the challenge in dealing with a complex situation like what we found at GuySuCo is, there are many plans, there are many feasibility studies, but where they failed all the time was at the point of implementation so that is where I’m going to pay very focused attention.”

“I want to make sure that the implementation is done because it is driving two factors: one is we want to push the revenue proposition up the ladder to be selling at the right price point and the right kind of products, not selling raw sugar but mostly selling things like packaged sugar and bag sugar and hopefully in the medium-term going into a refinery,” said Singh.

The other thing he plans to focus on is the entire value chain within GuySuCo and to establish where the non-value-added activities are then weed them out.

Myers makes court appearance ‘Catty’ walks after today on misconduct charges manslaughter plea DEPUTY Chief Elections Officer (DCEO), Roxanne Myers will today appear in court to face two charges of misconduct in public office, Crime Chief Senior Superintendent Wendell Blanhum has confirmed.

Myers surrendered herself to the Criminal Investigations Department (CID) on Tuesday after she was tipped off that the police were preparing to release a wanted bulletin for her, after she had been evading investigators for over a month.

During her interrogation she was asked 11 questions to which she replied, “I reserve my right to remain silent.”

She was not granted station bail and remains in police custody.

Chief Elections Officer Keith Lowenfield is on $450,000 bail after he was placed before the court for alleged fraud and misconduct.

His case has been adjourned

to October 9.

The personal assistant to the chief elections officer, Duarte Hetsberger, was also questioned and placed on $100,000 bail.

Additionally, District Four Returning Officer Clairmont Mingo was in August placed on $600,000 bail on four charges of misconduct in public office pertaining to the March 2, 2020 Regional and General Elections.

The Guyana Police Force (GPF) has launched a ‘comprehensive’ investigation into all allegations of criminal misconduct in the aftermath of the 2020 elections.

With public trust in the Guyana Elections Commission (GECOM) significantly eroded following events at the last Regional and General Elections, President Irfaan Ali said an international Commission of Inquiry (CoI) will be appointed to probe the weaknesses of the elec-

He maintained that an independent CoI would not be overreaching, as the aim of the exercise is to protect democracy and the will of the people.

“This is an independent CoI that goes there and looks at what took place not only on Election Day; it has to look at everything that took place. The world wants to know what took place,” the Head of State said.

The PPP/C Government

came to power after GECOM took five months to declare the winner of the March 2, 2020 elections.

“This government is the beneficiary of the will of the people; this government is here because the will of the people spoke. This government is here because the people elected this government; we are not the beneficiary of any system,” he asserted.

While the CoI will produce recommendations to fix the system, it will not interfere with the election petitions filed by the APNU+AFC. “The CoI has nothing to do with the actions filed; the judiciary will deal with that. That’s a separate arm of government; it cannot influence the judiciary,” the President said.

During a recent regional interview, Dr. Ali stated that the CoI was necessary to ensure the persons who attempted to obstruct democracy and the will of the people are held accountable for their actions.

SHERWIN Nero, called ‘Catty’, was, on Thursday, freed after confessing to the killing of a Guyana Defence Force (GDF) solider in 2008.

Nero, formerly of Dennis Street, Sophia, appeared before Justice Navindra Singh at the Demerara High Court for the capital offence of murder, but opted to plead guilty to the lesser count of manslaughter.

He admitted that on January 23, 2008 at Buxton, East Coast Demerara, he unlawfully killed Ivor Williams.

He was represented

by Attorney-at-Law Nigel Hughes, while the State’s case was presented by Prosecutor Tuanna Hardy.

In the end, Justice Singh sentenced Nero to time served, after he considered his plea and the time he had spent on remand.

Back in 2008, the Guyana Chronicle had reported that on January 23 of the same year, Williams was shot while in the line of duty during an armed confrontation between members of the Guyana Defence Force (GDF) and gunmen.

Initially, Nero was jointly charged with Mark Royden Williams, called “Mark Durant”, for the offence.

Williams, who is currently on death row for the Bartica Massacre, is awaiting a date for his hearing in the matter, since Nero has opted to plead to the charge.

Last year, both Nero and Williams were freed of the 2007 Kumar “Mango Man” Singh murder, after a 12-member jury found them not guilty of committing the crime.

Paul James, called ‘Crack’, of D’Urban Street, Lodge, on Thursday appeared before Justice Navindra Singh at the Demerara High Court for the capital offence of murder, but opted to plead instead to the lesser count of manslaughter.

James admitted that on June 1, 2015, in the County of Demerara, he unlawfully killed Kissoon.

He was represented by Attorney-at-Law Adrian

Thompson, while the State case was presented by Prosecutor Tuanna Hardy.

According to reports, on June 1, 2015, Kissoon went to a city Bank and withdrew an undisclosed sum of money. James, who was also there at the time and acting as a “spotter”, witnessed the transaction, and filtered the information to his accomplice, who trailed Kissoon until he joined a minibus.

81 persons recover from COVID-19 SOME 81 persons have recovered from the dreaded novel coronavirus (COVID-19) and have been medically cleared within the past 24 hours.

According to statistics from local authorities, the number of recoveries moved from 2,084 on Wednesday to 2,165 on Thursday.

According to the World Health Organisation (WHO), COVID-19 is an infectious disease caused by a newly-discovered coronavirus.

Most people who become sick with COVID-19 will experience mild to moderate symptoms, and recover without special treatment.

The WHO had said that 81 per cent of the persons who contract COVID-19 will have mild symptoms, while 14 per cent will have severe symptoms, and five per cent will need intensive care.

Health authorities have so far tested 15,450 persons, with 12,121 proving negative, and 3,329 positive. Some 37 of those cases were recorded within the past 24 hours.

While persons have recovered from this disease, 98 persons have died and there are 1,063 active cases which include 151 persons in institutional isolation, 896 in home isolation, and 16 in the COVID-19 ICU. Authorities have said that cases are being detected because more tests are being done. Sample taking was also increased across the country because the authorities believed that many cases were going “under the radar”.

This suspicion had prompted the authorities to distribute more sample kits across the country, especially to regions where the infection rate is high. Most of the cases have so far been recorded in

Regions One (Barima-Waini), Four (Demerara-Mahaica), Seven (Cuyuni-Mazaruni) and Nine (Upper Takutu-Upper Essequibo).

“We are sending out more kits, so there will be an increase in sample collection… the testing itself has components; one is sample collection, and then there is the processing of samples,” said Health Minister, Dr. Frank

The actual testing will be done centrally at the National Reference Laboratory, because regional facilities lack the capacity and technical skills needed to get it done. While the government hopes to improve capacity in those regions, the immediate need for sample-testing takes precedence, especially with

Persons were encouraged to take extra precautions because there is no approved cure or specific treatment for the disease. Guyanese were also reminded to observe the protocols established in the COVID-19 emergency measures.

He also reminded of his ministry’s efforts to provide redress and streamline the processes while emphasising that the rule of law must be followed.

“The sensible thing to do is to discourage persons from squatting and to encourage them to acquire land using the legitimate process in place by the Central Housing and Planning Authority (CH&PA),” he said in the statement to the media. “A citizen's right to land must not be obscured by his or her obligation to follow the rule of law.”

Furthermore, he reminded that the former minister herself had spoken out against the illegal occupation of lands.

CARING APPROACH “Since the matter was brought to my attention, myself and my ministry have adopted a caring approach and have dealt with the situation with the highest level of respect and integrity,” Croal said. In a bid to sensibly address the situation, the minister pointed out that he and several stakeholders met with the squatters, both on the ground and at the ministry’s offices. Now, the matter is in the remit of GuySuCo and the National Industrial and Commercial Investments Limited (NICIL).

“The Housing Ministry will continue working with residents to relocate where necessary and regularise where possible,” he said.

Though cognisant of the ministry’s efforts to streamline the squatters’ quest for lawful homeownership, Ferguson insisted

that the lands should be regularised and adequate infrastructure should be inputted. She also claimed that the APNU+AFC Government intended to set up a National Squatter Resettling Commission, with the aim of ending squatting in their second term.

Squatting has been an issue that has plagued successive governments, but the PPP/C government has committed to making 50,000 house lots available over the next five years.

Croal called on the former ‘Coalition’ minister to refrain from inciting “anarchy” by exploiting the squatting situation as a political tool and reassured the public of the ministry’s continued efforts to make housing affordable under a PPP/C Government.

These include the mortgage interest relief for low and middle-income homeowners as well as increasing the limit for low-income loans, and the reversal of Value-Added Tax (VAT) on building materials where it was imposed. Under the ministry’s 2020 work programme, the clearing of lands and construction of access bridges in a number of new housing areas have also commenced.

“These measures are geared at giving increased access and availability to financing for homeownership to every eligible citizen. It is part of the Government's continued drive to increase the disposable income of every household which will increase cash in hand and improve living conditions,” the housing minister related.

Moving Forward HIS Excellency President Dr. Irfaan Ali earlier this week assented to the $329.4 billion Appropriation Bill, paving the way for implementation of the budgetary measures contained therein.

Despite an evidently bankrupt treasury, the emergency budget for 2020 contained sufficient fiscal and monetary measures designed to put the economy on a path of recovery amidst the economic impact of the COVID-19 pandemic. More importantly, it is also a budget that will stimulate both investors’ and consumers’ confidence in the economy, so that companies will be encouraged to invest more, and, in turn, create more jobs so that persons who were out of jobs due to COVID-19 can find themselves back to work and earning salaries.

Interestingly, the budget was described as a private-sector oriented budget by the former Minister of Finance and that it is not a peoples’ budget. However, one ought to appreciate and understand that it is the private sector that creates jobs and generates wealth where employees, who are also consumers, earn incomes, pay their taxes, and more importantly, the pri-

vate sector is the largest taxpayer and therefore the largest source of income for the government. By removing a plethora of taxes, this will encourage more investments which will allow companies to make more profits; and making more profits means that more taxes will be collected essentially.

To these ends, the budget removed the imposition of VAT on a series of items including electricity, water, building and construction materials, mining equipment, agricultural equipment, reduction in licence fees by 50 per cent, removal of corporate tax on private education and health care, removal of VAT on all-terrain vehicles for mining, forestry, agriculture and manufacturing, and the list goes on. In addition, measures such as the mortgage interest relief being increased from $20 million to $30 million will also benefit all home owners and potential home owners with home loans of up to $30 million. The same applies to the low-income loans bracket, which has been increased from $8 million to $10 million. These measures, automatically, will benefit Guyanese from all walks of life, low income, middle income and the wealthy.

These policies are designed to encourage investment from the private sector, boost confidence, and create thousands of jobs within the economy by empowering people all across the country to have their own businesses, and an opportunity to build, design and own their own homes from the lowest income to the highest income – which the people were denied of such empowerment over the last five years, undeniably and irrefutably so.

A private sector-friendly budget also creates the enabling environment for entrepreneurship to thrive, thus empowering people to invest in their own businesses, which also creates more employment. In fact, the budget allocated over some $300 million for small businesses to benefit from grants and loans.

There were also some criticisms on the $95 million allocation for vehicles for government officials in the budget.

However, the critics have ignored the allocation of over $300 million to support small businesses through grants and loans; they have ignored the risk allowance for the frontline health workers of $150 million; they have ignored the $4.5 billion to support

households who have been affected

by COVID-19, where some 45% of households have lost their incomes and are on the breadline. They have ignored the fact that the health and education sectors have been affected and so by removing the 25 per cent corporate tax, this will allow for persons to have greater access to education and healthcare, as the public system is not in competition with the private service providers in these areas per se; rather, they are complementary, in this circumstance especially.

There are many other measures in the budget to support not only the health workers and public servants, but also the vulnerable, and thousands of households affected as well as the productive sectors that have been neglected and destroyed over the last five years.

The budget contained fiscal measures to put back the productive sectors to work, which in turn will create employment and help to reduce the level of unemployment in the economy, and, in turn, set the stage for a sea of transformational development projects over the next five years.

Some useful suggestions for NICIL

A CURRENT vacancy advertisement by the National Industrial and Commercial Investments Limited (NICIL) has motivated me to make the following observations as they relate to the practice of the internal auditing profession in Guyana. I do so as a founder/member and past president of the Institute of Internal Auditors – Guyana International Chapter IIAGIC which is affiliated to the Institute of Internal Auditors Global (IIAG).

Global best practices on internal auditing require that organisations be guided by the pronouncements by the IIAG which was established in 1941. The observations are set out under the respective headings in this advertisement: (1) The position of Internal Auditor (IA) & Risk Management Officer. The IA is in effect a risk management officer since he/ she is required to “evaluate and improve the effectiveness of risk management, controls

and governance procedures as is correctly stated in the description of this position in the advertisement. Hence, this position should be titled “Internal Auditor” or to be more specific “Chief Internal Auditor.”

(2) On the Key Responsibilities, in his/ her practice of this profession, no mention was made on the IAs complying with IIAG’s International Standards which are two fold, Attribute and Performance. They are included in the IIAG’s International Professional Practices Framework. The IA is required among other things, to be very knowledgeable with, and to apply those standards in the conduct of audits; hence, this Key Responsibility should be mentioned in this advertisement.

Other Key Responsibilities, are for the IA to demonstrate his/her competence, professionalism and leadership qualities. Also, membership of the global body - IIAG should be a requirement, taking into consideration the substantial benefits which will accrue to the member.

(3) On the Requirements, (Qualifications)

the emphasis is on finance and accounting qualifications. They were applicable approximately three decades ago. Today’s IA is required to be certified by the IIAG with the designation, Certified Internal Auditor (CIA).

From a global perspective, the IA and more so the head, should possess the CIA designation. To mention it only ‘as an asset’ is less emphasis, as compared with the accounting qualifications being the major requirement.

The IIAG also provides certification on Risk Management. This designation is Certified Risk Management Assurance (CRMA), which should supplement the CIA designation.

In the circumstances, the CIA and the CRMA designations should be highlighted above the accounting & other qualifications, the latter of which supplements the former (CIA). If one is guided by this requirement, the IA’s emphasis may be focused largely on conducting audits on the Finance and Accounting Units(s), and not on all units involved in the operations of the Entity. If this

occurs, then the IA’s professional practice will not be complying with IIAG’s international standards.

In closing, my motto is not to criticise NICIL’s advertisement, but to suggest that NICIL should follow the guidelines of the IIAG. This global body which takes pride in the development and growth of this profession wants to make a positive difference for the future. It is forward thinking and takes a stand for professionalism and competency. Indeed, it is committed to elevating the growth and practice of internal auditing worldwide, and at the same time in meeting the global best practices.

That having been said, an advertisement for a Head of an Internal Audit Department should contain the relevant requirements to meet the internal auditing goals of this profession.

Coalition deliberately ‘cut their noses to spite their faces’ Dear editor, THE word ‘panoramic’ is an adjective which means ‘a wide view surrounding the observer, presenting all the different aspects or stages of a particular subject, event, etc.’ In other words, it is a view which presents itself as far as the eyes of the observer could see. A veteran GuySuCo Estate Manager described the state of the entity in just two words, ‘panoramic destruction.’

This widespread destruction is the heart-breaking story of all the closed estates, but I will just focus on Rose Hall, since it was at this location that the Alliance For Change carried out its campaign of lies and deceit to garner the support of the sugar workers. It is here also where the destruction of the Coalition began in December 2018.

Indeed, as I looked around, there was total destruction all around me and as I ventured into the administrative and other buildings, the factory and the cultivation, it was evident that this was the saddest experience of my entire life. There was complete annihilation. In the past I had written about the devastating effects on the lives and livelihoods the sugar workers and their families and the domino effect on the surrounding communities. I had written on the social and economic costs and the effect on our balance of payments; but this deliberate, inconsiderate and wanton demolition of the estates’ assets speaks volumes not only of the vindictive nature of the Coalition, but also of the gross disdain for sound policies of economic and social development of our country. How can a government just abruptly close down the estates and allow billions in assets to just decay and rot?

The former Finance Minister Winston Jordan had said that three estates will be reopened since, ‘we cannot keep them closed and mothballed, because when buyers come they would probably not be as impressed as if they were working.’ Disappointingly, these estates were never brought back into operation and the corrupted ‘Coalition behemoths’ devoured everything. At Rose Hall Estate, machinery and equipment were ‘sold’ to cronies and families for mere peanuts.

It was evident that the closed estates were never meant to be reopened and neither were they intended of be ‘mothballed.’ Moreover, Harmon had said that, ‘there is work to be done, and therefore you cannot just bring something to an end and you don’t have something to take it up…’ this sounds more like a riddle and the estate was indeed closed December 2017. Harmon had deceitfully promised that the closure will be 2018. This is not surprising ,since the Coalition never kept any of their promises, they always speak with forked tongues and their duplicitous na-

ture can be regarded as inherently legendary.

Since 2017 the factory had deteriorated rapidly and now nearly three years after, the rehabilitation process will cost millions.

These costs would have been avoidable if the factory was kept operational as Jordan had promised. This same situation prevails around the vicinity of the factory, where hundreds of punts were ‘drowned’ in mud and vegetation, some in dire need of repairs, whilst other infrastructures were in varying degrees of deterioration. But as one leaves the vicinity of the factory and ventures into the cultivation, this is where the saddest part of the story unfolds. The fields are overrun with vegetation and canes stretched in all directions and it is this vast acreage which now needs to be put to ‘sleep’, a euphemistic way of saying that these canes must be destroyed, so that tillage and cultivation can begin. This means that over 6,500 hectares of canes must be literally destroyed. The value of this is a staggering $1.5 billion as it is. The revenue lost over the three-year period is estimated at a whopping $5 billion. In addition, the costs of tillage would entail millions. Therefore, the closure of these estates not only presented a humongous loss of revenue, but it entailed millions in avoidable costs. The Coalition deliberately ‘cut their noses to spite their faces.’ They were so bent on being out for vengeance that they destroyed not only the sugar workers and the estates, but they themselves in the process. Today, Rose Hall Estate is being restarted as promised by the PPP/C and the visible signs of relief can be seen on not only the faces of workers re-employed, but also on those of residents in the outlying communities. The estate’s management have been assiduously working to salvage the fields and the preparatory works are ongoing at an extremely rapid pace in other areas as well. The PPP/C’s fulfilment of its promise to reopen the estates is a great blessing to this nation and has restored confidence once again to the people.

However, it boggles the mind to fathom why the Coalition’s Ramjattan felt that a subsidy of $5 billion per annum for the entire sugar industry was throwing monies down a ‘dark hole’, when he could not see that his government actually squandered $170 billion just from January to July this year alone. The self-appointed ‘champion’ of the sugar workers had said in 2017 that the sugar industry had become ‘a millstone around the necks of Guyanese’ and deemed the closure as the ‘formula, the mechanism for the survival of sugar in Guyana.’ He had also remarked that the treasury is being ‘raped’ to support sugar and at Whim he barefacedly told the

APNU+AFC supporters that the closed estates were ‘absolutely useless.’ He never saw the ‘rape’ of the Treasury which took place under the useless Coalition when they for five years became that ‘millstone’ he had alluded to.

In conclusion, the PPP/C had pledged in 2015 to invest $20 billion in the sugar industry to keep it alive, yet the Coalition squandered over $40 billion in GuySuCo and closed four estates, resulting in rapidly declining production and profitability. Where did the Coalition ‘pumped’ that humongous sum is anyone’s guess: what was frittered away by mismanagement and incompetence was equalled by blatant thievery. Today, the

PPP/C has the unenviable task of rebuilding what the Coalition has wilfully destroyed. It would have much easier to work on expanding the closed estates rather than rebuilding them, but the PPP/C has the track record of successfully rebuilding an entire country, much less the closed estates.

I am confident that given the competent leadership of both the agriculture sector and GuySuCo, within the next two years GuySuCo will once again be on the path to profitability. Sugar will definitely be sweet again.

Reminiscing boyhood in 1960s and 70s rural setting Dear editor, I WAS born and raised in Ankerville, a very rural setting, before leaving in 1977 to advance my studies in America as was the fashion from the 1970s and after; Canada was an option for some.

(Before that period, youngsters primarily headed the UK or Mother India to pursue post-secondary studies with some still choosing the UK as an option). Rural life instilled a degree of discipline and dedication to family settings among youngsters, preparing them for responsibilities and adulthood that one did not and would not get in an urban setting.

One was part and parcel of every activity in the village – a jhandi, wedding, Ramayana, Bhagwat, Koran Sharief, Havan, Christian Service, Shave head, nine day, religious celebrations, public meetings, etc. And in spite of the many difficulties and lack of access to basic necessities, and an austere and frugal lifestyle, people lived a relatively good life helping each other for any event or illness and sharing their limited resources. Youngsters or anyone raised in an urban setting would never

quite understand the difficulties and horrors of life in the villages.

Rural life was extremely harsh with so many limitations. One had to be creative to overcome the many challenges to attain basics for survival such as food and medicine and school supplies. Potable water and light were luxuries in Ankerville and other villages up through the 1980s. They were neglected and marginalized, causing visitors to feel that modernisation completely missed them. In fact, foreign visitors to Ankerville and neighboring villages during the 1970s thought they were in some underdeveloped areas of rural villages of India from whence the indentured labourers were recruited to enrich the plantation owners of Guiana. Although there were wires and pipes everywhere, there was no running water or electricity or flush toilets or phones. And although some people had gas stoves, gas ovens, and kerosene stoves, there was no cooking gas anywhere remotely close.

And although there was a gas station in Port Mourant, and shops had kerosene tanks to supply fuel to homes, there was hardly any kero during the 1970s. Kero was always in

shortage. Cooking was done primarily on the chula (or wood-burning fire side). The few people who had stoves had to resort back to the chula. In fact, in the 1970s the entire country was moving backward – from motorised cars, trucks, buses, and boats to donkey carts and paddle boats, from pipe-borne water to rain and trench water, and from electric-operated stereos to hand- winding juke boxes. Diesel was so scarce, that farmers had to abandon and burn their rice and cane crops at times. The Burnham dictatorship had reduced the country to regression rather than progression right after the British left the country. Dwellers used to get running water in the yard from pipes dug a few feet below the earth; water was collected in buckets a few feet down. The white man used to come with a truck with some kind of pump that blow out the village pipes of clogs and water would flow with the pressure, even shattering pipes. But after independence, the pipes were neglected, not blown, and eventually clogged up. Water was available only at a few standpipes and at government-managed overhead tanks. Long lines would form for water fetched in buckets or barrels on carts.

Ladies often have had to submit their bodies to get fresh with the manager, a non-Indian, to turn on the pipe for water to flow.

The day for a primary school-age youngster in a village is routine. Both boys and girls had a lot of chores in the villages from morning till bedtime. The day began early with the girls or ladies up preparing the meals (breakfast and lunch in one set of cooking) for the adults (primarily males) to go to work (in the backdam on the rice and or canefields). The boys attended to the poultry and other livestock; in my case, the cows. This was followed by myself and sisters fetching water half to a mile away in buckets to water the plants in the kitchen garden and for washing clothes, as well as for cooking when rain water in drums ran out. Then the boys would take the cattle to the fields leaving them behind for grazing and collect wood for the chula. The trench or standpipe half a mile away from home was the place for bathing. After breakfast, comprising roti and a vegetable or dhal or curry, one got dressed for the journey to school, walking barefoot for almost a mile in my case. I lived two streets from where Cheddi Jagan grew up and I went to St. Joseph Anglican primary, commonly known as English School, so named because it was founded by the English Anglo Saxon Whites who were Anglicans. (Nearby was the Roman School founded by the Roman Catholic Portuguese in an area called Portuguese Quarter. And a little farther down in Rose Hall was the famous Scots School, so named because it was founded by the Scottish Whites – each ethnic group had its own community, church, club, but not all ethnicities had their own schools. The Indians and Africans did not have their own recognised schools. So the Indians and Africans, both communities living separately,

attended schools founded by the three white ethnicities).

Before the beginning of the school day, boys played cricket early in the morning in the school yard and the girls played various game such as ‘rounders’ and ‘kick seed’ played on the ground in drawn boxes.

During the morning session, there was a break for snacks with students rushing to buy bara, gulgula, channa, sweetie, goat stone, pine drink, kool aid, crushed ice or some other snacks. Boys would play cricket and the girls hop scotch or some other games. At the end of morning lessons, students got together for lunch. There was no free lunch, although occasionally we got biscuits and powdered milk that were donated by the white countries in a nutrition-supplement programme. Some students would take food to school (rice, roti, curry, dhal in a sauce pan with compartments) or returned home during the lunch break. Some days I took lunch and other days, I rushed home (jogging that entire mile) with friends. Then we jogged back to school, raiding someone’s fruit trees along the way as (manished) youngsters did in those days. After a session of cricket during the lunch break, it was resumption of studies. (I did extremely well in school, topping the class from standards one to four). After school, one rushed home to fetch water for the plants and to play some cricket before getting to the backdam to bring home the cows. Grass was cut by my brothers and occasionally by me and brought home for the cattle. Then one takes a bath and went out for a brief social outing with friends or a card or domino game just before dusk or did other things that kids would do outdoors. There was also time for afternoon cricket ‘practice’. In the evening, after dinner, one took to books – there was no TV until the mid-1980s. Electricity was not reliable and so one studied using hand or gas lamps or bottle lamps (flambeau) or flash lights. In the night, one had to keep the ears open for noises of bandits coming to steal cattle or ward against armed kick down door robbers who were sent by racist politicians to terrorize communities. Criminals were released from prison in the nights and instructed to carry out attacks in targeted homes thought to have cash or jewelry. Even some police officers were part of the kick down door gangs. Villagers swore that some of the kick down door bandits were policemen they saw at stations. President Desmond Hoyte put an end to the kick down banditry that was ‘operationalized’ by one of his racist colleagues since the Burnham days.

At dawn, the youngsters were up again to commence their daily routine. What a difficult life but also what fond memories I had with a lot of satisfaction of making a contribution to family development and village betterment in spite of government neglect.

Many in the Guyanese society chose to remain silent with guilty consciences during the election period and post- election period, while many were very vocal and more are now coming out of their shells, directly and

indirectly. It is “food for thought” and Guyana is now becoming more cognisant of the true nature of the silent, dormant, prominent and eminent ones.

different shades of earnestness by various eminence, some effortlessly and others effectively.

As the internal wrangling continues between APNU and AFC to tear them further apart, the WPA is also flabbergasted with riddles and mysteries.

The bottom line is that the PNCR continues to lose its stripes and strides and strives to survive a struggle of supremacy and support. The other coalition parties are toothless and meaningless. The Coalition’s key players are intricately involved in election rigging and fraud, facing questions and charges; corruption charges; a fight for regional placements; power struggles; playing the blame game and contradictions and flexing of the muscle. Definitely, the APNU+AFC will no longer see “eyeball to eyeball.” Certainly, sooner, rather than later, accepting that “enough is enough,” many who can no longer digest anymore, will spill their stomachs remorsefully declaring, “who vex vex.” One can sense a degree of alacrity as the air is charged with regrets and a consciousness for a need to confess. Good always triumphs over evil and the truth cannot remain hidden forever behind a bundle of lies. The successful presentation of a very potent and diversified budget by the young PPP/C, not only speaks volumes but also, it is delivering the goods from an election campaign that was founded on promises and hopes and on a premise of reversing the discriminative wrongdoings of the APNU+AFC. As more Guyanese are awakening from a slumber that saw them dazed from APNU+AFC’s hypocrisy and hypnotism, they are openly embracing President Dr. Irfaan Ali and the PPP/C government, ready and willing to accept this regime to catapult Guyana towards its next developmental stage.

American Marine Inc. is the latest company to come on board with honest integrity. They have joined three other predecessors and have returned 20 acres of prime Ogle lands which were controversially and illegally vested to them by the caretaker government. They should be applauded for their genuine effort to honour transparency and refusing the illegitimate transaction by the APNU+AFC. How early will the remainder join this band of nobility? Attorney General Mr. Anil Nandlall had legal reasons to walk the steps of U.S. Secretary of State when he issued warnings of severe sanctions for any illegal strike by frontline health workers who are classified as essential workers. The Guyana Public Service Union has eventually also seen the light and has sensibly and caringly called off the threat to authorise strike action by nurses over risk allowances. The Minister of Health and all Guyanese are proud of this decision and commend Mr. Patrick Yarde and the nurses for this sensible decision, especially when COVID-19 is attacking left, right and centre, regardless of people, personalities, professions, prominence or place. Political agitators are certainly winking the wrong eye. The resignation of Mr. David Patterson as General Secretary from the AFC party raises eyebrows and leaves many curious, unanswered questions.

It takes time, but through a slow, gradual process, Guyanese cannot belie themselves. Both the Commissioner of Police (ag), Nigel Hoppie and the Chief of Staff, Brigadier Godfrey Bess are cognisant of potential threats perceived as a violent country-wide disruption by destabilisers to usurp peace. Social commentators have allegedly started to question the professionalism and integrity of the officers. In response to these agitators, a release from The Joint Services explicitly warned that, “The Heads of the Joint Services wish to go on record to state that they are certainly not intrigued by the releases referred to and thus assure all Guyanese that they will always stand firm in the protection of the law and in the execution of their duties in keeping with their constitutional responsibilities.” This is indeed a contrast from the days of yore and it breathes a new freshness that is promising, reassuring and fulfilling.

The characteristics of former president David Granger and President Irfaan Ali make a complete difference, in as much as the competence of former Attorney General Basil Williams and current Attorney General Anil Nandlall does. Their principles, policies and practices separate the men from the boys. As witnessed from the first and last US Vice-Presidential debate between Kamala Harris and Mike Pence, in contrast, the performance of Donald Trump and Joe Biden was a debacle! Mike Pence came in cool, calm and collective. During the show, he was cold, callous and cynical. Afterwards, he left contrived, composed and comfortable. On the other-hand, Kamala Harris entered energetic, experienced and expressive. She transgressed and became explosive, effective and earnest. As she exited, she remained elegant, erudite and efficacious.

It was entertainment with civility and vivacity, compounded with perspicacity and audacity, watched by some 50 million viewers. Take note, parliamentarians, there is so much to grasp and learn.

Traffic cop ‘busted’ collecting bribe A TRAFFIC rank was relieved of his duties after a sting operation by a senior Home Affairs Ministry official caught him accepting a bribe from a mini-bus driver.

Reports indicate that a mini-bus driver was pulled over last Wednesday in the vicinity of Stabroek Market by a traffic rank attached to the Brickdam Police Station.

The traffic rank upon inspection of the documents

of the mini-bus driver found that the document pertaining to fitness of the vehicle was missing.

The mini-bus driver explained that the missing document was at his home and the traffic rank decided to keep his insurance and licence and sent him home to retrieve the document.

The driver was also instructed to return “with nothing less than $5,000.”

The rank’s demand was

reported to Home Affairs Minister Robeson Benn and a sting operation was launched by a senior ministry official who photographed the serial numbers of the money and recorded on video, the driver handing over the money to the traffic rank.

The traffic rank was soon after confronted by law-enforcement officials and escorted to the Brickdam Police Station where he was interrogated by senior police

officers but could not provide sensible answers to their questions.

As a result, he was removed from the Traffic Department.

This incident from all indications is a warning that the Home Affairs Ministry has adopted a zero-tolerance approach to police harassment, corruption and towards rogue cops in the Guyana Police Force.

Repeat offender sentenced to three years in prison DELLON English, a 23-year-old of Rasville, Greater Georgetown, having been charged for ‘robbery under arms’, was on Wednesday sentenced to three years in prison when he appeared before Magistrate Delon Bess at the Georgetown Magistrates’ Court.

English had initially denied the allegation made against him on Friday, March 27, 2020 when he first appeared before Magistrate Bess at the said Georgetown Magistrates’ Court and was subsequently remanded to prison.

Particulars of the charge state that on Saturday, March 21, 2020 at West Ruimveldt, Greater Georgetown, English, being in company of another and armed with a dangerous weapon, specifically a gun, robbed Cleveland Glasgow of two cellular phones valued $64,000, one wallet valued $7,000, and an undisclosed number of documents.

The court was told by the prosecutor that at 10:00hrs on the day in question, Glasgow was riding a motorcycle when English and his accomplice, who happened to be riding a motorcycle in the same direction as he, rode up to him, and at gunpoint ordered him to stop.

Glasgow having complied with their demand, both assailants dismounted their motorcycle, while English proceeded to frisk and relieve him of the articles.

According to the prosecutor, Glasgow duly reported the incident, ostensibly at the West Ruimveldt Police Station, but when he went to follow up on the matter on Wednesday March 25, 2020, there was English!

Glasgow immediately alerted the police and confronted English, but seasoned criminal that he is, the latter reportedly remained silent throughout the entire ordeal. He was subsequently cautioned and charged for the offence.

Said to be a repeat offender, English currently has ongoing matters in court.

Freed on ‘time spent’ for killing of ‘Veno’ AFTER spending the last eight years on remand for killing a Venezuelan national, Lawrence Leroy Semple was released from prison, based on the time served by High Court Judge Navindra Singh on Thursday.

Semple, 43, was arraigned for the capital offence of murder during the furtherance of a rape, but opted to plead guilty to the lesser count of manslaughter.

He admitted to the offence of manslaughter, which stated that between, March 10-11, 2012, at Mabaruma, in the North West District (NWD), he unlawfully killed José Valenzuela.

Valenzuela’s body was found at the Mabaruma Sports Ground on March 11, 2012, with multiple injuries, after he was seen drinking with several men at a bar in the neighbourhood with Semple.

A post-mortem examination performed on Valenzuela’s corpse gave the cause of death as asphyxiation, due to compression to the neck, compounded by blunt trauma to the head.

Semple was represented by Attorney-at-Law Maxwell McKay, while the State was represented by Prosecutor Tyra Bakker.

Bakker told the court that the men were involved in an incident, during which Semple reportedly inflicted the fatal injuries on Valenzuela.

In his defence, Semple told the court, “I didn’t believe that the person would have died.”

The judge, after considering Semple’s plea, ruled that the time he’d spent on remand should be regarded as time served.

No blackout woes expected this Christmas –– GPL deputy chief executive officer THE Guyana Power and Light (GPL) Incorporated is aiming to provide better quality services and as the Christmas season approaches, the company is looking at activating a 30-megawatt dualengine generator by December.

This is according to Deputy Chief Executive Officer (Strategic Operations), Samaroo Ramtahal, who said this Christmas will be brighter if all plans go as expected.

According to Ramtahal, by April 2021, GPL is looking to add another dual-engine generator for the Garden of Eden power plant; that generator has the capacity to add 46.5 megawatts to the system.

“Over the last five years there was little investment in generation and some of the generators we have are beyond their useful life, so some are beyond the 20 years lifespan.

We are struggling with the old system and we are looking at the supply and demand,” he said.

Currently, he noted that the supply is 130 megawatts of available capacity and the peak demand is around 125 megawatts; but the spare capacity, known as the ‘spinning reserves,’ is very low for the Demerara-Berbice Interconnected System.

Typically, he said the power companies in the Caribbean have a 35 per cent reserve, but Guyana has only five per cent.

“What that means is whenever there is a problem at any one of the locations with the generator, the system

will go off because we can’t balance supply and demand; hence, that is why we are seeing the frequent blackouts, although we have other transmission and linedistribution problems,” he said.

As such, the deputy chief executive officer said an additional five megawatts of power from the Giftland Mall will be obtained through a Power Purchase Agreement (PPA).

Personnel are currently on the ground working on the connections and GPL expects to see the project completed by month-end.

This will bring much-needed relief and mitigate blackouts for thousands of residents on the East Coast corridor.

The Giftland system has a 6.7-megawatt output capacity. However, it uses only 1.6 megawatts during prime operations.

The DCEO said since his appointment, he has uncovered a number of inconsistencies in the company’s management.

“I’m there for just two weeks, but I’ve discovered [that] over the last four to five years, investment to generation was under five per cent, [which is] merely seven megawatts,” he said.

Meanwhile, he said the best option to reduce the cost of power in Guyana is to utilise the natural gas offshore from the oil-and-gas sector.

“In two years from now we are hoping to commission a 200-megawatt generator with natural- gas fuel,” he said.

Guyana open for investment

PRIME MINISTER, Brigadier (ret’d) Mark Phillips, on Thursday, held fruitful talks with French Ambassador, Antoine Joly, during which he indicated that Guyana is open for investment.

Joly and other members of his delegation, including private sector representatives, were at the time paying a courtesy call on the high-ranking government official at his office.

Among topics discussed were the emerging oil and gas sector, defence, tourism and business development.

The Prime Minister indicated the Government’s willingness to see more investments, especially in the recently liberalised telecommunications sector.

He noted that this sector should benefit Guyanese in all parts of the country.

“What we want to achieve is to bridge the digital divide so that the people in our hinterland… can also be connected,” the Prime Minister said.

Squatters continue building –– NDC trying to curb crime on GuySuCo lands

By Vishani Ragobeer THE squatters occupying lands belonging to GuySuCo at the Success and Chateau Margot areas on the East Coast of Demerara (ECD) have resumed construction, even as squatting in these areas is still not permitted.

When the Guyana Chronicle visited the area on Thursday afternoon, the makeshift bridges made out of pieces of wood and tree branches were replaced with sand, creating a more stable pathway for persons to traverse.

Farther along in the squatting area, two horse carts, a few motorbikes, and even a minibus were observed there. Since the bridge built by the squatters was demolished, vehicles were unable to get into this area.

Inside, building materials including concrete blocks, mesh, sand, and wood were seen on the road and on various plots of land. A sign advertising the sale of building materials and offering paid labour was hanging on a fenced plot of land. It was evident that construction had restarted and was even increasing. Squatters warned the Guyana Chronicle against taking photographs.

Squatters have been occupying lands that belong to the Guyana Sugar Corporation (GuySuCo) at Vryheid’s Lust, Success, and Chateau Margot for some months now.

Recently, the Central Housing and Planning Authority (CH&PA) began streamlining the land applications of squatters occupying those lands unlawfully in an attempt to provide some redress.

Some 703 applicants have received some assistance and the Chief Executive Officer (CEO) of the CH&PA, Sherwyn Greaves, told the Guyana Chronicle that priority will be given to those persons who have applied for house lots for a number of years now.

These applicants will be able to occupy lands in 22 areas on the East Coast, East Bank, and West Bank of Demerara; Linden; Berbice, and Essequibo, where land preparation has been approved in the 2020 Emergency Budget.

Subsequently, officials from the CH&PA visited the area to take the names of persons living there. Minister of Housing and Water Colin Croal however emphasised that squatting here was a “no-no.”

It was reported that thousands of cane varieties have been destroyed through occupation of the land, resulting in a potential loss of billions of dollars in future cash flows for GuySuCo. An unquantifiable amount of data and research was also lost since the Success/ Chateau Margot squatting area was a research nursery for GuySuCo. CURBING CRIME As the housing authorities and GuySuCo still navigate this squatting situation, Chairman of the Neighbourhood Democratic Council (NDC) Zaman Shaw

indicated that the council has been trying to deal with reports of crime there.

Speaking to the Guyana Chronicle, Shaw indicated that he received complaints about theft and robberies and allegations of persons growing and smoking marijuana.

“We have already asked for there to be more police presence in the community now that action has been taken to remove the squatters,” Shaw said. He also related that there will be a follow-up meeting with the ‘C’ Division police next week, to deal specifically with the issues of theft.

A concern, however, has been that members of the police force themselves have been involved in the squatting. Zaman said he has received reports of police vehicles being used to transport materials for construction at Success.

Additionally, he related that a subvention of approximately G$1,000,000M (one million dollars) was given to the NDC through the 2020 emergency budget and part of that will be used to place street lights at “strategic points” on the ECD. The NDC chairman related that while he is striving to curb crime in the area, he is not insensitive to the plight of some of the squatters. He believes that some of the squatters are genuinely in need, while others are trying to exploit the situation.

“Our position is that the right process must be followed and that those who are in real need must be given some sort of preference,” he said, adding that the NDC is committed to working with the ministry to validate who are the persons in need of assistance.

POLITICALLY ENCOURAGED Shaw, however, bemoaned that many of the persons squatting on the land are being “politically encouraged” to stay there.

Sharing his sentiment was one resident of Success who complained against the actions of the squatters. This resident said, “Is only since March month after elections these squatters come here and around July monthend, or early August, plenty more people start coming here. So I believe that this is politically instigated.”

This resident has adopted several security measures because he is wary of theft. Another resident complained that her home was “cleared out” while several items were stolen from her neighbour. These residents allege that it was the squatters who stole the items.

Another resident complained that he has been unable to move freely, particularly on the weekends, as vehicles would block the narrow roads leading to the canal separating the squatting area from the rest of the Success area.

“I can’t [access} my yard, or go further[sic] in the side street because vehicles does line off the road here,” the resident said.

Investors examining ‘financing options’ for specialty hospitals

–– Cardiology Services Inc on course to establish advanced medical care centre

By Navendra Seoraj ADVANCED medical health care has been absent from the local economy, but investors are actively seeking financing in order to establish facilities here and provide specialised care to locals and even foreigners.

As the saying goes, “without health there is no happiness,” and with Guyanese anticipating happiness in other forms because of

the country’s new-found oil wealth, the availability of specialised medical care will be critical as Guyana moves forward.

Some investors are already looking to satisfy the potential and existing demand for specialised health services. In some cases, investors have even gone past the stage of conceptualisation and are examining options for financing.

“Some (investors) moved through advanced

stages… they are looking at plans for financing these ventures… they have gone past the conceptualisation stage and are now looking for financing and placing,” said Chairman of the Private Sector Commission (PSC), Nicholas Boyer, in an exclusive interview with Guyana Chronicle.

Facilities which offer specialised medical care are called specialty hospitals, and while the idea of constructing such a facility

here is not new, Boyer said it could be costly.

A specialty hospital is defined as a facility that is primarily or exclusively engaged in the care and treatment of patients with a cardiac condition, orthopedic condition, a condition requiring a surgical procedure and any other specialised category of services.

“Building these hospitals are not cheap… from what I know, there could be at least three hospitals and each hospital would have to be within the range of US$8 million to US$20 million, based on the size and the disciplines,” said the PSC chairman.

The necessity is, however, greater than the cost in this case because health care here is ‘underserved’, especially in terms of specialised treatment, said Boyer, adding: “most advanced treatments have to be done outside of the country”.

As mentioned, the private sector is ready to fill this gap, but he said government has to regulate those services and ensure there is quality and affordability.

Already, the new People’s Progressive Party/ Civic (PPP/C) Government has announced the removal of corporate tax on private health care services and the removal of Value-Added Tax (VAT) on medical supplies.

“Government must now allow the private sector to invest… they have to create regulations to allow the private sector to bring in funds back and work on some of the existing problems, like access to health care and specialised services,” said Boyer.

Existing evidence shows that private health care increases economic activity, create jobs, increases the wellness of the population and reduces mortality rates.

SIGNIFICANT INTEREST Minister of Health, Dr. Frank Anthony had told sections of the media that there is ‘significant’ local and foreign interest from the private sector, in the area of specialised medical care.

The minister was reported as saying: “In terms of specialty hospital, apart from maybe Government investing, there has also

been a lot of interest from the private sector, locally and foreign, to invest in developing specialised services. So, we are very favourable to such investments.

“And we’re hoping that we can start working with those private sector companies to start realising them.

And if there are others who want to come in, we’ll be happy to review and offer advice and see how we can enable them to invest.”

Cardiology Service Inc, headed by renowned local Cardiologist, Dr. Mahendra Carpen, was one of the companies to publicly announce its intention to construct a specialty hospital in Guyana.

It was reported that in 2017, Cardiology Services Inc reached out to the National Industrial and Commercial Investments Limited (NICIL) by way of an Expression of Interest to purchase various lands in Ogle for the purpose of building a hospital.

But, according to a press statement issued by NICIL, in February 2020, an Agreement of Sale was signed, and, in June 2020, “without the knowledge or participation of Cardiology Services Inc”, the property was vested in Cardiology Services Inc though the financial terms of the transaction had not been completed.

“Given the circumstances surrounding the vesting of the lands, Cardiology Services Inc announces that it has agreed to rescind the Vesting Order without prejudice and revert title of the lands to NICIL so as to enable the Government of Guyana to fulfil its mandate to ensure all lands are reclaimed unimpeded,” the release stated.

CONFIDENT Despite the ‘setback’, Dr. Carpen told the Guyana Chronicle that he is confident that his company would gain approval for plans to establish a private, advanced medical care centre in Guyana.

“Regarding the issue surrounding the land, we will continue pressing the case and making representation to have this hospital be developed as soon as possible for the benefit of the Guyanese people,” said the cardiologist who could not say more because

Cardiology Services Inc had said it looks forward to working with NICIL and the Government of Guyana to achieve their mutual goals of building a state-ofthe-art private hospital at the appropriate time.

Guyana, under the President Bharrat Jagdeo-led administration, had secured a US$18 million Line of Credit (LOC) from the Indian Export-Import (EXIM) bank for the construction of a specialty hospital at Liliendaal.

The hospital was expected to promote medical tourism and focus on providing specialised services to locals.

The project was described as the largest ever single health care project to be undertaken in the health sector. Young professionals were expected to be trained to reach the required standards, and then be provided with full-time jobs in the new hospital.

Unlike foreign specialist hospitals, the then Government of Guyana was working towards providing those services at reduced costs.

Back in 2012, the contract to construct the hospital was awarded to an India-based company, Surendra Engineering Corporation Limited. But, a competing Indian company named Fedders Lloyd Corporation had opposed the bid.

After the APNU+AFC Government entered office in 2015, it proceeded to hand the contract to Fedders Lloyd, which was subsequently blacklisted by the World Bank for unrelated procurement breaches.

The APNU+AFC Government had cancelled the project and proposed to channel funds towards the upgrading of regional hospitals.

The Government of India in response to this decision had suggested that Government should consider salvaging the specialty hospital because it will complement primary health-care facilities in Guyana. But that was never done.

Prices of several staples up to multi-month highs THE benchmark price index for food commodities rose in September, led by vegetable oils and cereals, according to a report from the Food and Agriculture Organisation of the United Nations.

The FAO Food Price Index averaged 97.9 points during the month, up 2.1 per cent from August and 5.0 per cent higher than its value in September 2019.

The FAO Cereal Price Index rose 5.1 per cent from August and is now 13.6 per cent higher than a year ago.

Higher wheat price quotations led the increase, spurred by brisk trade activity amid concerns over production prospects in the southern hemisphere as well as dry conditions affecting winter wheat sowings around Europe.

Maize prices also rose, responding to lower production prospects in the European Union and a downward revision of carryover supplies in the United States of America. International sorghum and barley prices rose as well, while those of rice subsided.

The FAO Food Price Index, released monthly, tracks the international prices of the most commonly-traded food commodities.

The FAO Vegetable Price Index rose 6.0 per cent in

September, hitting an eightmonth high as quotations for palm, sunflower seed and soy oils all rose in step with firm global demand.

The FAO Meat Price Index declined 0.9 per cent from August, partly influenced by China’s decision to ban imports of pig meat from Germany after African swine fever (ASF) was detected among wild boars.

The FAO Dairy Price Index was almost unchanged during the month, as moderate increases in the prices of butter, cheese and skim milk power were offset by a fall in whole milk powder quotations.

The FAO Sugar Price Index declined 2.6 per cent, mainly in reaction to expectations of a global sugar production surplus in the coming season, driven by a significant production recovery in India and strong output anticipated in Brazil.

CEREAL MARKETS REMAIN WELL SUPPLIED FAO also released today new forecasts for world cereal production, slightly trimmed from last month’s projections, and now pegged at 2,762 million tonnes for 2020, still an alltime high and some 2.1 per cent higher than the previ-

ous year’s output.

The new assessment, outlined in FAO’s Cereal Supply and Demand Brief, highlights expectations for global coarse grains output of 1 488 million tonnes, marked down by 0.5 per cent from the previous report due to weather impacts on maize crops in several large producing countries and buoyed by improving prospects for barley. Global wheat production for 2020 is now seen at 765 million tonnes, a record high, marked up by conducive weather in Australia. World rice production is expected at 509.1 million tonnes, also a record level and unchanged from last month’s projections.

World cereal utilisation in 2020/21 is forecast at 2,744 million tonnes, 2.0 per cent higher than the previous year.

More than half entails coarse grains, now forecast at 1,477 million tonnes, while wheat utilisation is pegged at 757 million tonnes, rising with increased consumption in China and India. World rice utilisation is expected to hit a new record of 510.5 million tonnes.

World cereal stocks are now forecast at 890 million tonnes at the close of seasons in 2021, a record high buoyed by growing wheat inventories in China. If the new projections are confirmed, the world cereal stocks-to-use ratio in 2020/21 will be 31.6

Guyana joins in celebrating World Post Day today GUYANA joins the rest of the world today in observing World Post Day, which is observed on October 9 annually.

During a simple ceremony on Thursday to mark the occasion, Prime Minister Mark Phillips, who has responsibility for the Telecommunications Sector, congratulated the staff of the Guyana Post Office Corporation (GPOC) for their dedication to delivering key services during the current COVID-19 pandemic. Post Master General (PMG), Karren Brown, noted that not only is the GPOC the largest delivery service in the country, with over 500 staff and 62 locations, but it has also adapted itself to working in a COVID-19 environment.

“We are cognisant of the fact that life cannot cease, and the business of the day must continue,” the PMG said, adding: “Although there were obstacles, we found and continue to find ways to surmount them.”

Ms. Brown also made note of the fact that given the changes in the industry, the GPOC is diversifying its services to suit those changing trends.

Young UG graduate opens ‘agri’ business TATYANA MOORE, 23, of 270 Devonshire Castle, Region Two, believes that the agriculture sector has a bright future for young entrepreneurs.

Moore, who recently completed her Bachelor’s Degree in Agriculture Science at the University of Guyana, said her love for agriculture has led her to open her own business in Miracle Oils.

She started her business three months ago and is already receiving overwhelming support and positive comments from her fellow Guyanese. Moore said she took a bold step in the field of business as opposed to working for the Government because she believes that having your

own business gives her the opportunity to build equity which she believes can be kept, sold, or passed on to her family.

The young businesswoman is currently manufacturing moringa oil and coconut oil. She has decided to make these products available to customers since both moringa and coconut raw materials are readily available in the Region Two community.

Moore said the products are underutilised in her village, and, as such, she used the opportunity to make full use of them.

The moringa oil is derived from the seeds of moringa oleifera.

Moringa seeds, according to her, have high oil

content and contain many nutritional compounds, including monounsaturated fats, protein, sterols, and vitamins. The coconut oil on the other hand has no preservatives and is 100 per cent pure virgin oil.

“For many years, I have been working on this project and doing testing of the products; however, three months ago I decided to put the products on the local market,” Moore related.

The oils are all-natural and are excellent for hair and skin. It is Moore’s aim to ensure customers are satisfied with the products that are all-natural. The products are used to promote hair growth, prevent hair dryness and smooth

Tuberculosis, HIV/AIDS, diabetes patients most vulnerable to COVID-19 AS the government expands and increases its efforts to curb the transmission of COVID-19, the Ministry of Health is urging the public, especially persons with certain medical conditions, to engage in healthy practices to reduce their risk of infection.

Dr. Tracey Bovell, Chairperson of the Georgetown Public Hospital Corporation’s COVID-19 Task Force, in an interview with DPI on Tuesday, said persons with comorbidities are at increased risk of severe illness from the disease.

Comorbidities are both communicable and non-communicable diseases such as tuberculosis, HIV/AIDS, and diabetes or hypertension.

“We are seeing an increase in the number of persons who

[The] majority of the patients who are critically ill happen to have comorbidities,” Dr. Bovell said.

While this remains a major cause for more peo-

ple dying from COVID-19 complications, Dr. Bovell acknowledged that some persons who may not have any of these complications also succumb to the disease. However, many who die from the illness also may have had an undiagnosed health condition.

Even with the increase in hospitalisation rates in Guyana, the staff working directly with critically ill patients are always hopeful for their patients’ full recovery. This is where evidence-based medicine is administered.

With deaths being reported every day, Dr. Bovell said,

it is not easy on the staff as they all work diligently to save those lives.

“There are also times when we would have done everything we can and unfortunately you lose some patients, which is not exactly easy on frontline workers but we continue… No one likes to have a death on their shift and no one likes to have a death of any of the patients that you are actually caring for,” she said.

World Food Day and FAO75 are aligned with the spirit of the UN’s 75th commemoration, also occurring also this year.

COVID-19, Smith said, has exposed individual and common vulnerabilities, but it has also demonstrated resolve and resilience.

Highlighting that food is the essence of life and the bedrock of cultures and communities, the FAO representative said preserving access to safe and nutritious food is and will continue to be an essential part of the response to the COVID-19 pandemic.

Particularly, she said, for poor and vulnerable communities, who are hardest hit by the pandemic and resulting economic shocks.

Ederle ready to win

By Vishani Ragobeer Ederle Kimberly Stephen, a 21-year-old perfectionist has her mind set on virtually bringing the Miss Caricom title home to Guyana on Saturday.

The young woman was actually a candidate for this year’s Miss World Guyana pageant, which was cancelled a few months ago because of the COVID-19 pandemic. Though she missed out on the opportunity, this year, to potentially represent Guyana on the world stage, she was not deterred. Later, another opportunity presented itself when a friend suggested the Miss Caricom pageant to her.

“Me being the person I am fell in love with the idea and opportunity that presented itself. I feel very confident entering into this competition (and) with my team guiding and supporting me, I know that I will represent Guyana well.”

This year, the Miss Caricom pageant is a virtual one. This means that the young women representing their countries across the Caribbean are doing so while they are all at home. The unorthodox pageant-style means that there is no stage where the women stand tall, nor are there the judges and crowds of supporters staring back at them. Ederle, herself, has been enjoying the innovation but noted that she felt slightly overwhelmed juggling her classes and preparing for the event.

The young woman is up for the challenge, nevertheless. “In these distressing times, everyone needs a pick-me-up or something inspiring to hold on to. With mental burn-out on the rise, now more than ever a beacon of hope is needed,” she said.

Moreover, she believes that she can be that beacon of hope. She is an advocate for helping others and hopes to inspire others through her commitment

and actions. Although she wants to win for Guyana, she also wants to give her support to those facing challenges across the Caribbean.

This pageant is Ederle’s first international pageant.

Aside from her stint with the Miss World Guyana franchise, her only other pageant experience was with her high school.

Randy Madray, a designer who has distinguished himself in the pageantry and fashion industries, feels that she is not someone who should be overlooked. Madray, who is chaperone, coach, and designer, said that based on submissions to the pageant already and her commitment thus far, the young woman has exceeded his expectations.

“She is going to be a force to be reckoned with in the pageant arena and I think this is her first step towards making an impact within the industry for Guyana,” Madray posited. He

also made special note of her patriotism and humility, qualities which help her to stand out in the competition.

Indeed Ederle is as humble and patriotic as they come. She shared with the Buzz that she does not believe that she has any special skills which make her unique. Anyone can dance, sing or act, she rea-

soned.

Her sentiments were not a signal of a lack of confidence in herself or her capabilities though.

Her conviction is that just being herself- proud and confident- is her greatest strength.

“The way you stand out is being true to yourself,” she emphasised, adding, “My special skill would be being me, the hardworking determined perfectionist who loves learning new things and spreading joy.”

The Miss Caricom Pageant comes to an end on Saturday morning. Already, Ederle has done her talent

piece which was a dance choreographed by Kelton Jennings, drawing attention to the impact of COVID-19 on the creative/ art industries.

It was no walk in the park, though, to come up with a suitable logo. The issue was that the Ministry

A victim of mental health issues in the past, Daniela, 19, is especially fond of using her time to promote these and other social issues that are affecting society.

She believes that her trials and tribulations have given her the ability to overcome any of the challenges that she may encounter.

“I’ve dominated challenges in the past and these have molded me into the woman that I am today.”

Born and raised at Grove, on the East Bank of Demerara, Daniela originally wanted to become a doctor because of her love for science, but a passion for learning new things pulled her in a different direction.

Today she couldn’t be happier with her decisions in life. She works as a personal assistant to a makeup artist, whom she said is one of the best in the country. She also uses her time to hone her skills in the arts.

Outside of physical work, Daniela is big on introspection.

He started his first professional job at Kaieteur News as a junior graphics artist in 2008.

Meanwhile, the ministry has since extended congratulations to Edmondson and Prashad, and said it is grateful to all of those persons who participated in the logo competition.

The ministry also encouraged the artists to continue creating “incredible pieces of art.”

being the light and the world is in a very, very dark place so I tend to shine my light wherever I go, educate people, uplift people, inspire people with the things I do.”

To this end, she said her favourite quote, by which she lives is “As we let our own light shine, we unconsciously give others the permission to do the same”.

One of the factors that significantly hinders Daniela from ‘shining her light’ though is the fact that persons in the local entertainment industry are not adequately compensated for their time and talents.

“People aren’t willing to pay us what we truly deserve and I don’t think they understand the amount of work it takes for us to do this stuff.

These are things people tend to take for granted in our country. I don’t think Guyanese realise that we have so

much talent and that it’s high time for us to be paid. In Guyana, we have to constantly work a 9 to 5 job and still find the time to get our creative side on.”

To this end, Daniela has been working on a book that she hopes to publish in the not too distant future, and one of her main goals is to establish a string of businesses across the country, with the help of her mom.

Her advice to other young people is “Work on you, for yourself, to be the best version of yourself.

The only person you should try to be better than is the person in the mirror; work hard, be educated and be independent, and always remember to be kind and shine your light everywhere because they might forget your name but they will never forget the impact you’ve made.”

Meg Lanning resumes reign at top of ODI rankings AUSTRALIA captain Meg Lanning vaulted to No. 1 in the ICC rankings for women's ODI batters for a fifth time on the back of her 163-run tally in her side's 3-0 whitewash of New Zealand that culminated in a record-equalling 21st ODI win in a row.

UK police officers face misconduct probe over stop of two Black athletes LONDON (Reuters) - The independent police watchdog said on Thursday it had notified five London officers that they are being investigated for misconduct over the treatment of two Black athletes pulled over in their car in July.

British sprinter Bianca Williams, 26, and her partner, Portuguese 400m record holder Ricardo dos Santos, 25, were stopped while driving from training back to their home in Maida Vale west London.

Williams, a Commonwealth Games gold medallist, was filmed distressed and handcuffed, with the couple’s baby son in the car, and the incident led to accusations of racial profiling after the footage was widely shared on social media.

London’s Metropolitan Police said an initial review indicated there were no actions by the officers which warranted disciplinary action, but later referred the incident to the Independent Office for Police Conduct (IOPC) because of the “significant public interest” in the case.

Barca question 'doubtful' signatures in campaign to oust president BARCELONA (Reuters) Barcelona have asked the civil guard to investigate alleged falsified signatures in the campaign to hold a vote of no confidence to oust club president Josep Maria Bartomeu, local media reported on Thursday.

A Barca source confirmed the club’s committee responsible for counting the signatures had been in contact with authorities but had no more information on the matter which was reported by Radio station Cadena Ser and La Vanguardia newspaper.

Tokyo Olympics organisers to slash costs by $280m Tokyo, Japan (AFP) — The cost of the coronavirus-postponed Tokyo Olympics will be slashed by US$280 million, organisers said yesterday, touting a scaled-back Games with cuts to everything from staffing to pyrotechnics.

But the final price of the event — officially budgeted before the pandemic at 1.3 trillion yen (US$12 billion) — remains unclear because additional expenses caused by the postponement have not yet been made public.

Olympic chief Thomas Bach, in a virtual press conference from Lausanne, hailed the cuts as “a significant result considering the circumstances”.

“Most of the expenditure had been made. There's very limited room to manoeuvre,” said Bach, president of the International Olympic Committee (IOC).

Plans for a lower-key Olympics were unveiled last month, with cost-cutting measures including fewer free tickets, scrapping athlete welcome ceremonies, and

savings on banners, mascots and meals.

“This work will help to create a model for future global events including forthcoming Games amid the new normal in which we now live,” organisers said in a statement after a presentation to the IOC Executive Board.

They said they would calculate an updated budget — including additional costs linked to postponement and coronavirus counter-measures — by the end of the year.

The 2020 Games were pushed back a year as the deadly new disease spread around the globe, and are now set to open on July 23, 2021.

But the delay has thrown up a plethora of new costs, from re-booking venues and transport to retaining a huge organising committee staff.

With many countries experiencing second or even third waves of infection, there have been doubts about whether the event can be staged, but organisers and

one in four Japanese people wanted to see them happen, and most backing either a further postponement or outright cancellation.

Muto acknowledged the importance of public support for the event.

“It's not our intention to hold the Games without gaining understanding” of people in Japan, he said.

Bach defended the costly opening ceremony as a host country's vital window to the world, but also conceded “there may very well be” a simplification of the original plans for the ceremony.

IOC Sports Director Christophe Dubi, speaking alongside Bach in Lausanne, added however that it was “really premature” to be talking of what changes might be made.

“By December we'll have a clearer picture,” Dubi said in reference to the timing of the first interim report on the Games will be released.

From his perspective, however, the bowler does not rank it as highly as one would imagine.

Coe, the head of athletics' world governing body, made his comment during a tour of the National Stadium in Tokyo.

RICKET Guyana Inc's (CGI) upcoming unveiling of their new multi-purpose cricket facility at La Bonne Intention (LBI) may play an even bigger part in raising the already high standards of Jaguars’ cricket.

The former five-time champs have set the pace and the benchmark for other territory franchises, ever since running roughshod over the competition following the 2013/14 birth of Regional Professional Cricket League.

Since winning their first title, the Leon Johnson-led team has managed to assert themselves as arguably the most prolific, successful franchise over the last six years.

Added to their amazing run, the Jaguars have earned praises from Cricket West Indies (CWI) over the years for being frontrunner with regard to development and contributions to the West Indies teams across the respective levels and formats.

As a result, the Jaguars new base of operations at LBI could be exactly what they needed to further add to their legendary status. Having a brand new mini, stadium-like

venue to train and practice is a major upgrade from past plans.

In recent years, grounds like Everest, Bourda, Demerara Cricket Club (DCC), even the National Stadium (Providence), was primarily used to house a number of practice sessions and match simulations for the National team as well as the Academy players.

However, with the LBI facility, which has been the team's premier venue for indoor net-training sessions, will now have a bigger role to play.

Given the upgrades, some of which include floodlights, it is likely that players will now be able to centrally house their sessions, meetings etc. at a familiar spot with access to a number of indoor and training options.

Having the LBI facility during a pandemic is a benefit as better biosecure measures and rules can be put in effect prior to its opening.
