–– records highest cumulative economic growth in Caribbean, Latin American region during pandemic period

GUYANA, though not exempt from the effects of the COVID-19 pandemic, has managed to overcome the challenges that accompany this dreaded malady, recording the highest cumulative economic growth in the Caribbean and Latina American region, according to the World Bank.

Having considered the economic performance of countries during the period 2019-2021, the World Bank determined that Guyana recorded cumulative economic growth of 72.03 per cent.

The closest nation behind Guyana is Nicaragua, which recorded cumulative economic growth of 7.53 per cent.

Guyana’s prospects remain positive, as it was reported that the country, driven by increased production in Guyana’s burgeoning oil and gas sector and projected improvements in the performances of traditional mining and construction, is on course to growing by 47.5 per cent and 7.7 per cent in the non-oil economy, in 2022.

This economic performance will follow growth rates of 19.9 per cent and 4.6 per cent recorded at the end of 2021, despite the persistence of COVID-19, as well as the impact of floods.

With this rate of overall growth, Guyana is likely to be amongst the fastest growing economies worldwide.

The resilience of the country’s economy is being demonstrated as the country continues to progress despite grappling with the effects of

the COVID-19 pandemic, and, more recently, Russia’s invasion of Ukraine.

“Our economy is becoming stronger; it is rebounding from the two-year-long effects of the coronavirus pandemic. Businesses, both local and foreign, are capitalising on the unfolding opportunities and, in the process, generating jobs and providing incomes for our citizens,” President Dr. Irfaan Ali had said in a recent address to the nation.

He added: “However, both adapting to climate change and leveraging these opportunities for diversified and sustained growth will require improving the region’s capabilities to identify, adapt and implement new technologies.”

Woman arrested for setting Roxanne Burnham Gardens house on fire

A WOMAN identified by the Guyana Fire Service as Anita Graham is in police custody for allegedly setting a house on fire at Lot 25 Roxanne Burnham Gardens, Georgetown, early on Saturday.

A press release from the Fire Service noted that

ranks received a call about the fire at around 07:16hrs and, upon arrival, the one storey wooden and concrete building was engulfed in flames.

The building was owned by Aaron Watson, 39, and occupied by himself and his family of four.

The entire building and its contents were destroyed.

“The Guyana Fire Service is reminding citizens that there are harsh penalties attached to arson attacks and, once identified, perpetrators will face the full brunt of the law.”

Massive market tarmac on cards for Leonora –– stakeholders to be engaged later this month

By Jared Liddell BUSINESS operations at the massive Leonora Market, West Coast Demerara, are expected to be enhanced with the construction of a massive market tarmac.

President Dr. Irfaan Ali cited the need for such a facility to reduce congestion in the market, following a walk-about on Saturday.

The Leonora Market has been a hub for micro entrepreneurs throughout the years, with many long-standing businesses and new ventures expanding their operations throughout the market.

This massive expansion has seen many persons leaving the market and moving closer to the road.

And while this is good for business, it has been leading to congestion along the

He added that based on his interactions with the vendors of the market, many of them seem inclined to have the market tarmac as it would create not only a more organised business hub, but also a more equitable chance for vendors to get business.

The Head of State who himself previously frequented the Leonora Market, said that, based on his own experiences and interactions at the market, it was easy to understand the perspectives of vendors and craft a solution that would target their needs.

He said that, even as

plans have been disclosed, several ministers of the government are set to host consultations later this month with several stakeholders who would be affected by this change.

“As a Guyanese family, you have to come up with a common solution and that common solution has to be around a shared interest, shared responsibility, and shared benefit and that is why Minister Indar, Minister Priya, Minister Oneidge and Minister Ashni, will be coming back here next week to meet with all the stakeholders,” the President said.

Following the establishment of the market tarmac, the government will assess innovative ways to upgrade the infrastructure to equip vendors with additional resources that would aid in their business operations.

Aside from the creation of a market tarmac, the President said that vendors, shoppers, and residents of Leonora are set to benefit from significant road upgrades in the area, which are being done to boost the accessibility and efficiency within the community.

Aside from the average commuters, vendors who occupy rented stalls in the market have faced the brunt of this location change, with many saying that since people have the opportunity to make their purchases at the “roadside” the chances of them going into the market have sig-

nificantly been reduced.

President Ali related that the government’s vision is to transform the market into a massive tarmac that would cater to both vendors in the market as well as those vendors who have chosen to “set up shop” along the roadways leading to the market.

In his view, the current setup of the market allows

for disproportionate access to a larger group of shoppers.

“In huge markets like these, you have difficulty; it is the chicken and egg scenario. The road has to be done, but the vendors are on the road; there is an existing market but vendors are outside of the market; the people inside are suffering,” President

Imran Khan ousted as Pakistan’s PM after no-confidence vote

(BBC) - Pakistan’s Prime Minister Imran Khan has been ousted from power after losing a no-confidence vote in his leadership.

The vote was held past midnight after opposition parties brought a motion against him, which was upheld by the Supreme Court.

Mr Khan had said he would not recognise an opposition government, claiming - without evidence - that there was a US-led conspiracy to remove him.

The assembly will now appoint a new prime minister. That person will be able

to hold power until October 2023 when the next election is due to be held.

Mr Khan becomes the first Pakistani prime minister to be ousted by a no-confidence vote.

The Supreme Court ruled on Thursday that Mr Khan, 69, had acted unconstitutionally when he blocked the no-confidence vote and dissolved parliament.

This made several opposition members furious, with some accusing the prime minister of treason.

Minutes before the vote started, the speaker of Paki-

stan’s lower house of parliament - an ally of Mr Khan - announced his resignation.

Members of Mr Khan’s party left the building, insisting he was the victim of an international conspiracy.

Opposition parties were able to secure 174 votes in the 342-member house in support of the no-confidence motion, the house speaker said, making it a majority vote.

In a tweet, opposition leader Shehbaz Sharif said Pakistan and its parliament were “finally freed from a serious crisis”.

Mr Sharif added: “Con-

gratulations to the Pakistani nation on a new dawn.” The former captain of Pakistan’s national cricket team was elected prime minister in 2018, and promised to fight corruption and fix the economy.

But those pledges have gone unmet with the country gripped by a financial crisis.

In late March a series of defections deprived him of his majority and left him fighting for his political career.

what the Bush administration called the war on terror. Saturday’s vote came after opposition lawmakers put forward a no-confidence motion to parliament last Sunday, in a bid to oust Mr Khan from power.

But parliament’s deputy speaker Qasim Suri - a member of Mr Khan’s political party - swiftly blocked the vote, saying it showed “foreign interference”. Mr Suri also said that it went against the constitution, which calls for loyalty to the state.

Mr Khan’s government went on to dissolve parliament and called for a snap election to be held. This angered several opposition members, with some accusing the prime minister of treason for blocking the vote.

Opposition figures submitted a petition to the Supreme Court to assess the situation.

On Thursday, Pakistan’s top court ruled that Mr Khan’s decision to stop the vote from going ahead was unconstitutional. It ordered that the no-confidence vote should go ahead again.

However an impasse over the vote continued well into Saturday evening, prompting the speaker of the lower house of parliament - Asad Qaiser, an ally of Mr Khan - to resign.

Businessman charged with brutalising daughter –– weapons seized

–– Kitty Police Station ranks being probed for unprofessional conduct A YOUNG woman who was severely beaten by her father for years has decried the lack of assistance from ranks of the Kitty Police Station in Georgetown, forcing the Police Office of Professional Responsibility (OPR) to launch an investigation.

According to Police Headquarters, OPR is currently investigating the alleged unprofessional handling of the matter by the ranks to ascertain when the report was made and what actions were taken against the alleged perpetrator, who is a popular businessman.

The investigations were launched following the circulation of a video on social media where the businessman was seen assaulting her and allegedly threatened to

shoot her at his Kitty business place.

“The OPR has launched an investigation with a view to determining whether all the SOPs were followed by the investigating ranks from the Kitty Police Station,” police stated.

In a video report in another section of the media, the young lady revealed that she has been brutalised by her father for years; the abuse also extends to her stepmother and other siblings who reside with him.

The young woman related that she now was forced to come forward because the latest beating was captured on CCTV cameras inside the store and she later secured a copy of the video.

Further, after the beating, she noted

that she was locked up inside the house for two days. She later called the 914 hotline and reported the incident and is now in a safe place.

However, she added that threats have been made to her life and she is living in fear.

In light of the video circulating on social media, the police said ranks visited the businessman’s home and seized his 9mm pistol and a shotgun, as well as matching ammo; he is a licensed firearm holder.

The victim claimed that she was pushed around by police ranks.

“I was very surprised at the way the Police handled my situation…even though they took my statement and assist….I did

not feel safe going to the police station as my father knows the police,” she said.

Police said the young victim reported the matter to the Kitty Police Station on March 28, 2022, but the businessman was only arrested on March 31.

She told the police that the abuse occurred on March 25 at 16:42hrs. The man was charged on April 1 for the offences of ‘Inflicting Grievous Bodily Harm and Threatening Language’.

He appeared at the Georgetown Magistrate’s Court 2 before Magistrate Leron Daly and pleaded not guilty.

He was placed on 300,000 bail for the charge of ‘Inflicting Grievous Bodily Harm’ and $100,000 for the ‘Threatening Language’.

New Arbitration Bill being crafted to better handle oil-related cases -AG THE government is working on a new Arbitration Bill to better handle cases related to the oil and gas industry, according to Attorney General and Minister of Legal Affairs, Mohabir Anil Nandlall, S.C. The Attorney General was, at the time, delivering the feature address to budding law students at a University of Guyana symposium titled ‘Paths in the legal profession’ which forms part of activities for Law Week 2022.

He said government is

optimistic of creating the requisite infrastructure, train the requisite personnel and have the system ready to handle disputes that will emanate from the sector.

“We need sophisticated and very advanced financial laws to regulate investments, the raising of monies, the stock market and all these new and dynamic areas that were never alive in such a way in Guyana,” the Attorney General emphasised.

He noted that a functioning and updated law reporting system is necessary. To

this end, the AG has already commissioned a law revision exercise to bring the laws of Guyana up to date. When the exercise is completed, it will incorporate all the updates made from 2012 to 2021.

“That is an important aspect of civilisation and development in a society.

The laws must be accessible to every single citizen. Fortunately, we have technological

platform that will make that easily possible but we have to get the work done. That exercise has started,” he explained.

Further, an exercise that will bring Guyana’s law reports dating back to the 1800s up to date has been commissioned. He said it has since been updated to the year 2007 and will continue to the year 2020.

Justice Adrian Saunders also made brief remarks.

Being Humble

HUMILITY is a great source of strength.

This is true regardless of a person’s station in life but moreso among those who are in positions of leadership.

This display of humility was very much in evidence at the National Day of Fasting and Prayers which was held recently at the Arthur Chung Conference Centre. The activity saw the participation of hundreds of Guyanese from all walks of life and from diverse religious and cultural backgrounds.

Identifying himself as the ‘chief servant’ of the people, President, Dr. Mohamed Irfaan Ali urged Guyanese to use the period of fasting to reflect on their sense of purpose and to do self-evaluation and introspection and use the opportunity to uplift and pray for each other. He also encouraged persons to use the opportunity to identify their weaknesses and seek counsel so that they can be in a better position to serve humanity.

The fact is that no person is perfect.

As someone once said, “He is not wise who makes no mistakes. There are no such persons; nor can there ever be.

He is wise who makes not serious mistakes and who corrects them easily and quickly.”

The National Day of Fasting and Prayer is a commendable initiative on

the part of President Ali and would certainly go a far way in the creation of a harmonious and cohesive society.

The religious community has an important role to play in this regard. As observed by President Ali, “Under no banner of religious belief, can you hate, under no banner can you discriminate, under no banner can you not be tolerant of each other. I am convinced that if our religious institutions ensure that the value system which operates uphold always the rule of law, uphold democratic principles, uphold principles, uphold tolerance, uphold peace, patience and compassion, we will be able to achieve oneness.”

These are deeply profound words which have connected with a broad spectrum of the Guyanese society.

Except, it seems, for the leadership of the APNU+AFC Coalition which was conspicuous by their absence. Not only did they fail to show up but there are reports that they encouraged their friends and supporters to boycott the activity. In fact, it is continuing to peddle a false narrative of being ‘cheated’ out of office despite the fact the results were regarded as free and fair by local and international observers and more significantly by the Guyana Elections Commission (GECOM). Indeed, it was the APNU+AFC that attempted to

manipulate the results of the elections, literally in broad daylight, in collaboration with ‘rogue elements’ within the GECOM Secretariat.

Be that as it may, the country has to move forward and the President and his PPP/C Administration has been doing a commendable job in laying the foundation for a just, equitable and democratic Guyana. It is now for the political opposition to, as it were, step up to the plate, and demonstrate to the Guyanese people that it is prepared to play by the norms of democracy and the rule of law. Now that the PNC has a new leader in Aubrey Norton it has an opportunity to change the narrative of the PPP/C being an ‘installed’ regime by first of all recognising the legitimacy of the PPP/C Administration and secondly being honest with its members and supporters about the results of the 2020 General and Regional Elections. So far, there is no indication that the new PNC leader is inclined to go in that direction, having been himself a proponent of that false narrative of his party being ‘cheated’ out of power.

Guyanese are inherently a peaceful and tolerant people. As President Ali noted, there is more that unite as us a society than what may appear to divide us. And while it is true that our foreparents came from different lands and

on different boats, the truth is that we are today living in a single territorial space known as Guyana. That in itself is a unifying fact of our existence and being. As observed by the President, it is important for Guyanese to understand that we are all part of a singular family and a single humanity and our purpose of lifting each other.

The National Day of Prayers and Fasting has brought us one step closer to the realisation of the ‘One Guyana’ vision initiated by President Ali. As the President had said, “no government has all the answers. It is my wish to be able to benefit from the viewpoints of all, including our political parties, trade unions, private sector, workers and social organisations. One Guyana is therefore a social contract of inclusion.”

The overall aim of the ‘One Guyana’ vision is about creating a more equal and just society which will allow for all Guyanese to lead productive, happy and dignified lives. One important element in the realisation of the ‘One Guyana’ vision is the building of an environment of trust.

In this regard, there is still much work to be done but with the level of commitment and his passion for a just and cohesive Guyana, President Ali is certainly leading the way in that direction.

Ring-fencing is a double-edged sword Guyana can well do without

Governments have a number of competing priorities when they sit down to negotiate contracts with companies.

This is driven first and foremost by the need to maximise revenues to the State. But at the same time, authorities have to also ensure that there are incentives that would allow companies to invest, in the case of oil and gas, billions of US dollars up front.

According to the Natural Resource Governance Institute (NRGI), by introducing ring-fencing rules, governments

must be aware of the need to balance the objectives of early revenues versus future revenues.

To quote the NRGI directly, “By preventing investors from obtaining a deduction against current income, governments speed up income tax collection, but they may also delay further investment and exploration, reducing the future tax base.”

In the absence of ring-fencing rules, countries such as Guyana can encourage companies to explore larger areas and develop more wells, which ultimately lead to more revenue and more production. So far for Guyana, this seems to be working.

We now have four approved offshore developments with two producing oil. Last year revenues from Liza Phase 1 totalled more than US$600 million since production started in 2019. The government is projecting almost US$1 billion this year with Liza Phase 2 now on line. These projects have only been made possible by hundreds of millions of US dollars being invested in exploration and development work over the years by the oil companies operating offshore.

There is also the flawed argument which has been made that the absence of ring-fencing means Guyana has to pay for wells that come up dry outside of the

Stabroek Block, such as at Kaieteur and Canje. This is far from the truth. The costs to drill those wells are being carried entirely by the licence holders/partners.

In the absence of a commercial discovery that leads to oil production, which turns a profit, Guyana does not pay a cent.

As a country, we certainly want to get as much revenue as possible.

But getting more in the short-term might not be worth sacrificing longterm revenues and the overall pace of development.

May the Lord’s blessings be upon each and every Guyanese

IT is acclaimed that, the family that prays together, stays together, for, prayers can move mountains.

Devotees throughout the world, including Guyana, Trinidad and Tobago and Suriname, are culminating the celebration of Chaitra or Vasant Navratri, after observing nine nights/days of prayers to Mata Parvati, Lakshmi and Sarasvati with reverence to the Trinity form of Durga Ma. She established nine different forms of her manifestation in order to conquer evil and restore good.

Ram Navami, appropriately demarcates the conclusion of the auspiciousness of the period and obeisance is paid to the Sun Deity, Surya Bhagwan, as the progenitor of Lord Rama’s Dynasty has descended from the Raghukul. The importance of the Sun was much more in the higher latitudes from the place through which the Aryans have migrated into India. Ram Navami marks the appearance of Lord Rama in Ayodhya, Uttar Pradesh, the seventh incarnation of Lord Vishnu. Ram Navami falls on the tenth day, the tithi of Shukla Paksha of Chaitra, in March or April as per the English calendar. This year, April 10th is the date for this spring festival and the celebration takes place at noon. Maryada Purshottam Ram is particularly important to the Vaishnavism tradition in Hinduism.

His manifestation is sung in the divine story of the time in the Ramayana, giving us the message of the life and teachings of Lord Rama, the word literally means,

“One who is divinely blissful and who gives joy to others and one in whom the sages rejoice.”

The ocean of mercy and compassion, Lord Rama signifies the victory of goodness over evil and the establishment of the Dharma to beat Adharma. He represents the epitome of perfection for fulfilling all his duties towards both family and subjects. King Dasarath, the King of Ayodhya in the county of Kosal, situated on the banks of the river Sharayu, was childless and he performed a sacrifice known as “Ashvamedh,” conducted by Rishi Rishyashring. He was eventually blessed with Shri Ram from Queen Kausalya and grew up to be a powerful Prince who married Sita Ma. His story unleashed a destined saga, reflecting the portrayal of compassion, gentleness, kindness, righteousness and integrity. Lord Rama encountered an adventure of various tests for his love for His siblings, challenges for the removal of demons and competition with Rawan’s rivalry for abducting Sita Ma. His fourteen years exile in the forest (Vanvaas), accompanied by Sita Ma and his brother Lachman, was filled with a variety of significant incidents and situations, allowing Him to fulfill his promises of freeing the world of evil forces and doers. There, he met his ardent and humble devotee, Shri Hanuman and he also visited the pious Shabri. Seeking the blessings of Durga Ma, Lord Rama was able to truncate the evil King of Lanka, Rawan and one of his brothers, Kumbakharna. The kingdom was restored to the righteous brother, Vivishana, who was able to rule prosperously and peacefully, much to the joy of

all the citizens. His return to Ayodhya at the end of his stay in the forest is celebrated on the festive day of “Diwali.”

Although Lord Rama had all the power in the world, he still was peaceful and gentle. Through careful examination of his life, we learn how to be a perfect son, a perfect brother, a perfect husband and most important, the perfect king or leader, administering with the reign of perfect governance. So many lessons can be learnt from His lifestyle and they are all applicable to the political, economic and social situations unfolding in Guyana.

The Divine Sage Narad, related to Sage Valmiki, the scribe, “Shri Ram is an embodiment of all noble merits, (qualities and virtues), who betters the happiness of his mother Kausalya, in profundity.

The National Day of Fasting and Prayers and the ‘One Guyana’ platform

PRESIDENT, Dr. Irfaan Ali, delivered yet another call for Guyanese to be united under the ‘One Guyana’ mantra during the observances of the Muslim Holy Month of Ramadan, the Christian period of Lent and the Hindu nine nights of prayers and fasting called Navratri.

President Ali said, on Friday, that the religious observances beckon Guyanese to be united and for there to be peace and harmony in Guyana.

He stressed that was what Guyana needed, warning there was no place in the society for hate, divisiveness, racism, intolerance, extremism and discrimination.

The President believes that if Guyanese leaders stayed steadfast to the religious beliefs and teachings found in all three of the observances mentioned, Guyana would be a society that strives for love, truth, equality, peace and justice.

He also said that Guyanese must lift each

other up and not tear each other down.

Firstly, President Ali must be given kudos and be commended for having the vision to organise the National Day of Fasting and Prayers at this critical point for Guyana. It was necessary as Guyana was now making several decisions surrounding electoral and constitutional reforms, GECOM, local government elections and cost of living concerns.

So, this day of fasting and praying was timely and appropriate because all Guyanese, leaders, and citizens, got a chance to reflect, undergo introspection and retool their moral and circular visions. They had time to think of how to achieve the ‘One Guyana’.

Secondly, President Ali skillfully hit the nail on the head with his subtle remarks about looking to the things that unify Guyana, not destroying her. It could be that President, Dr. Ali, is talking to the politics of the opposition, the APNU+AFC party that seeks to be most times brutish and puerile in form and quality.

Notwithstanding the times when the politicians make sense and offer sensible suggestions, it seems like the majority of the time the opposition spends practising the politics of opportunism, vengeance and conflict, anti-development and race. The day offers the President and his Cabinet ministers and all of Guyana to pray for them publicly, that they would change from their unsavory politics of race and wild accusations.

It was sad and disappointing that soonto-be Opposition Leader Aubrey Norton was not there in person as he was likely invited to attend the activities.

After all, Norton would have demonstrated the political maturity had he attended the observances, showing signs of a possibility of repairing the damage that his predecessors did to the relationship with the President.

His convenient absence is a slap in the face of all Hindus, Muslims, and Christians that saw the wisdom in participating in Friday’s

He must be commended for this project to celebrate the country’s religious diversity when, quite uniquely, three significant observances are being observed simultaneously. Christians are observing Lent, Hindus are observing Chaitra Navratri and Ramnaumi and Muslims are observing Ramadhan. Guyana is truly a blessed land under the President’s strong and sincere religious leadership.

For the “One Guyana” concept, all have to embrace the realisation of “One country, One People, One Future,” holistically and not secularly, selectively, conveniently or discriminately.

May the blessings of Lord Rama be upon each and every Guyanese with peace and bliss.

Their common grandstanding, political dancing for the cameras and selfish agendas will not work or get Guyana closer to its ‘One Guyana’ potential. That is to say, the opposition entrance back to Parliament this week, where several opposition motions and questions are going to come up for discussion, is being watched closely by all and sundry.

Also, the swearing-in of Norton and Volda Lawrence is seen as a highlight politically because it will signal which type of road the opposition will traverse, especially with PPP/C Government having several bills on the table.

Our leaders must work together for Guyana’s growth and development.

suggested mechanisms for medication shortages in a supply chain crisis

AN efficient supply chain network allows a product in demand to be supplied in a timely manner to the end user, beginning from the manufacturer of that product through the regulatory channels, courier systems, warehousing, retail outlet and then to the consumer.

A glitch at any point in the supply chain can create a crisis for companies which utilise efficient operational systems to maximise profits such as “lean” or “just-in-time” inventory management systems.

However, the most recent global emergencies: the pandemic, climate change and the war in Ukraine created additional unpredictable constraints in the availability of raw materials due to logistics of manufacturing sites in various key countries, human resources, transportation and other economic costs.

Such disruption impedes a continuous supply of medications in healthcare delivery systems.

Globally, the pandemic induced drug shortages in oral prescription medications such as salbutamol, antidepressants, HRT (hormone replacement therapy), contraceptives, anti-hypertensive and children’s paracetamol. The categories most affected were antimicrobial, oncology, analgesics and some injectibles.

In 2011, due to an imposed US FDA quality control measure, Health Canada enforced a factory closure resulting in the unavailability of morphine for terminally ill patients. In 2016 Iran was out of stock of seventy three cancer drugs. In 2019 patients requiring an anti-emetic for vomiting due to chemotherapy were denied ondansetron.

Medication shortage has been a recurring universal problem in the delivery of healthcare in high, middle and low level countries. But with instituted systems in place, supply chain performance can be enhanced if there is con-

tinuous review in forecasting, inventory management, information sharing and establishment of lead times.

There has not been a standardised definition of “drug shortage” and hence no universal matrix to measure and rank the scale of the problem. Some explanations highlight the demand aspect while others the supply side and yet still, some are only focused on the timing of order fulfilment for the patient.

Although drug shortages cut across all categories of medications, the two mostly affected are the essential and the emergency supplies, resulting in a greater negative impact. Generic medications, although there are multiple manufacturers, are more affected than branded or patented medications.

Although no local data has been recently published, Guyana like many other developing countries utilise a lot of imported generic equivalent medicines because of cost. According to the United Nations COMTRADE database on International Trade, in Guyana, the total value of pharmaceuticals imported in 2021 was US$44.3M. Australia healthcare system, like many other countries, depend heavily on pharmaceutical importation and as such experienced drug shortages as high as 300 percent during 2019 and 2020, due to stock piling and distribution restrictions as a result of COVID-19.

Hence the Pharmacy Guild of Australia, the Pharmaceutical Society of Australia and the Ministry of Health put systems in place by August 2021 to address the escalating crisis by restricting sale, empowering pharmacists to substitute via legislative amendments under the “Serious Shortage Substitution Notice” scheme and created a new initiative referred to as the Medicine Supply Security Guarantee.

The Canadian system encouraged information sharing with the general public on the Health Canada website, where

manufacturers can post the shortages of active ingredients that cannot meet the anticipated demands and also those products which have been discontinued.

The USP (US pharmacopeia) has mapped out products to have a high risk of shortages due to the unavailability of the API (active pharmaceutical ingredient) because of risk drivers such as manufacturer location, cost, quality assurance, chemical information and dosage formulation.

The total importation of API into the US corresponds to about seventy-two percent and are from facilities in China, India and Europe. This may help to forecast shortages and hence better prepare for inevitable situations.

A UK General Practitioner poll in June 2021 indicated eighty percent prescribing adjustments from first option to second option, according to protocols which meant a greater risk and increased monitoring than usual for the patient.

As seen in Australia, legislation was passed allowing pharmacists to substitute where necessary so as to allow continuous treatment and preventing worsening of the ailment as a proactive measure.

There are two (2) types of drug substitutions: generic substitution and therapeutic substitution. The former is usually acceptable unless the prescriber states that no substitution is allowed.

This is the replacement of the brand name by its generic equivalent, which has the same active ingredient in the same formulation and the same strength.

The name and the presentation varies according to the manufacturer of the product.

The substitution policy allows the pharmacist to dispense either double dose of half the strength prescribed (like two twenty milligram tablets in p-lace of a forty milligram), or to dispense an immediate release preparation instead of an extended release version of the same medication (such as Vastrel versus Vastrel MR), or different drug formulations (such as a tablet version instead of a

suspension), or to dispense individually available medications for prescribed combination preparations like instead of Presartan H (50mg Losartan+12.5mg hydrochlorothiazide) for hypertension a pharmacist may be allowed to dispense two separate tablets to get the same results; losartan 50mg and half of twenty-five milligram hydrochlorothiazide.

The next type of substitution, therapeutic substitution, is where a different active ingredient in the same therapeutic class is recommended by the pharmacist.

However, this is currently on hold based on the evaluation of the impact of the drug shortage. Therapeutic substitution is not universally allowed by many societal bodies such as The American Psychiatric Association, The American Heart Association and The Epilepsy Foundation, among others.

Healthcare institutions instituted protocols to manage drug shortages using alternative options. The Australian government has posted a drug shortages website giving public information on how long the shortage is expected to last, suggested approved alternatives, suitable unregistered alternatives from a SAS (Special Access Scheme), as well as considering the SSSI (Serious Scarcity Substitution Instrument) which enables suggestions for substitutions by the pharmacist without prior approval from the prescriber.

These are monitored and accountable systems for substitution which requires total participation from all stakeholder bodies so that treatment for the patient or the end user will be consensual, continuous and complete.

Holding on to straw

I AM convinced that, from March 2 to August 2, 2020, known as the five-month election impasse, was a defining period in Guyana that deserves continuous attention and analysis.

At the core are five codas: (a) the exposure of political closeted individuals, elements, and agendas, (b) the determination to slide Guyana into a Coalition despotism, (c) the stubbornness of the APNU+AFC Coalition to remain in power using whatever means possible, including frivolous arguments and court cases, (d) the restless resistance to a, b, c, and (e) the struggle, pain, and restoration of democracy. All five codas have been addressed in the media. I am drawing attention to them to show how some have panned out in ways unfavourable to the Coalition, notably, regarding how they would remain in the opposition for a very long time.

We know now that a trio and possibly more individuals, apart from the PNC-nominated Commissioners, had a close connection with APNU+AFC Coalition before, during, and after March 2, 2020, general election with the intent to gift the Coalition an electoral victory. For this reason, the challenge to the “bloated voter list” was toned down and accepted by the Coalition, amid pressure

from local and international bodies to hold a mandated general election, because of the above safety net in GECOM. Curiously, the same bloated list brought the Coalition to power in 2015 and was hence applauded.

After the Coalition saw the 2020 general elections results, the touting of the bloated list and the “controversial 47 boxes” narrative rose again. Additionally, the supporters of this narrative on social media have added “new dimensions” of the recount, claiming that it was the PPP who rigged the election not the APNU+AFC Coalition. I know, and I do not mean to put you through this, but this twisted thinking by some known confrontational cats only happens in Guyana.

There are some who never accepted the 2020 general election results, which, ironically and understandably, has been in tandem with Guyana’s election culture and climate: rig, rig, rig. There is something equally sinister following the March 2, 2020, general elections. Behaviourally, the onslaught on the election results might be a carryover from the 2015 general election which survived marginal scrutiny, providing fodder to be repeated in 2020. The difference, or, more so, the red flag, was that by 2020 David Granger’s approach to accepting a new Chairperson of

GECOM, for whatever reasons, had left a trail that something was afoot. His reluctance to elect one name from a list of 18 individuals might have emerged from the thought that the 2015 victory episode that brought him and his party to power would be difficult to repeat.

Why would he want to change a system that brought him and his party to power defies logic? Nevertheless, he appeared to have finally settled on what happened in 2015 should the Coalition be defeated at the polls. However, after March 2020, attempts to rig the election were clumsy.

Now, since the connection between the Coalition and GECOM was exposed, the challenge is to figure out who was involved in the twisting of the results of the general election. We already know what happened in the weeks following March 2, 2020, as so revealed on social media. Allow me, however, to explore another point of interest. One way to find out who was involved in electoral rigging from behind the scenes in the APNU+AFC camp is to examine those who were sanctioned by the US. The problem is that the US, as a matter of policy, does not release sanctioned names. What appears to be more interesting, however, is what method did the US use to apply sanctions to certain

individuals whom it thought were involved in electoral rigging. The US sanction policy applies to all countries, and so, will not apply sanctions willy-nilly to anyone. It relies on secure information and techniques to avoid criticism, and I suspect, that the US might have received confidential information from some individuals within the rigging cabal. What is revealing is that the sanctions were placed on individuals within the APNU+AFC Coalition.

The practitioners of rigging are trying to have us believe, claiming the US has installed the PPP in power, ignoring failed promises and policies of Coalition when in power. From a layman’s perspective, it is simply a difficult pill to swallow that the US installed the PPP in power.

The Coalition and its supporters are using up vital political oxygen badly needed in other areas to return to power. The US will not entertain the install claim because this is familiar territory to them. Have you heard the US respond to the installed claim? You got the message.

Furthermore, and when considering the installed scenario, it would seem odd that an opposition that was essentially shut out of power would be able to rig a general election. (lomarsh.roopnarine@jsums.edu)

Guyana’s expanding global presence

OVER the last few years, investments have positioned Guyana as an emerging leader in the Caribbean and on the global stage.

With proven reserves now surpassing 11 billion barrels of oil and some estimates predicting that total reserves could, one day, be as high as 20 billion barrels, the future of production is long and fruitful. In 2022 alone, Guyana’s GDP is expected to grow by 49.7%, largely driven by the oil sector.

The recently approved Yellowtail development project, financed by a US$10 billion investment from the Stabroek Consortium, is expected to begin production by the end of 2025. This represents the largest single investment in Guyana’s history. Stabroek Block operator, ExxonMobil, recently announced it was proceeding with the final investment decision (FID), a crucial step to bringing the project to life. Additionally, contracts to construct, install and operate the “One Guyana” FPSO have been awarded to SBM Offshore. As the fourth oil development in the Stabroek Block, the Yellowtail

development project is expected to add approximately 250,000 barrels of oil per day to Guyana’s production.

While Guyana currently accounts for less than 1 percent of global oil production, the size of the investments so far makes it one of the top global destinations for investments in offshore oil and gas development. The billions of dollars of investments will filter down into all areas of the economy, with agriculture, hotels and construction all expected to boom in the years to come. International, regional, and U.S.-based companies are already taking an interest and lining up to seek partnerships in areas and sectors across the country, a sentiment echoed by Guyana’s Vice President, Bharrat Jagdeo, who stated recently, “Diversification of interest is good for our country.”

Guyana’s production is set to reach 800,000 barrels per day as early as 2025, including Yellowtail, Payara, Liza Phase 1 and Liza Phase 2. When compared to its peers like Venezuela, a long-time oil producer now

averaging about 668,000 barrels per day, or Mexico which produces about 1.5 million barrels per day, Guyana’s rapid development is a remarkable achievement. Mexico announced plans to end oil exports by 2023, leaving the field wide open for Guyana to become one of the leading regional producers.

The- global reach of Guyana’s oil industry is also growing Guyana’s stature in other areas like sports and tourism.

Just recently, Guyana secured the coveted spot as host nation for the semi-finals and finals of the Caribbean Premier League (CPL) for the next three years. The Caribbean has a long history of being united through sports and some G$2.2 billion were allocated to that effort in the 2022 budget, which included oil revenues for the first time.

Guyana is also expanding its global presence in the business community with the International Energy Conference and Expo, which attracted regional leaders and executives from many of the world’s largest companies to Georgetown in February. The Expo

will host its second staging in February 2023.

Guyana is also making progress towards ending its reliance on expensive and unreliable fuel imports to provide electricity.

Former Caribbean Development Bank economist, Justin Ram, recently outlined how the gas to power project could support broader economic growth by eliminating the high costs and regular blackouts that have plagued the country. He also cited gas-to-power as a natural next step for the country that could help meet the goals of the Low Carbon Development Strategy by supporting renewables and lowering emissions.

Guyana is laying the groundwork to become a regional powerhouse in energy and strategic leader in the Caribbean.

Sustained investment will bring about an economy capable of standing toe-to-toe with the most advanced countries in the world and it begins with every Guyanese man, woman and child harnessing the opportunities that the oil and gas sector will create in the years and decades to come.

‘Positive news’ expected on reduced fertiliser cost from Morocco

He believes that by the second quarter 2022, Guyana could receive some positive news about the reduced cost of fertilisers across the country.

“When you speak to the farmers directly, you will hear them saying to you how they are trying to maintain the price and not trying to increase the price, but they have difficulties, the price for fertiliser.

Ministry of Education saddened by Rodney’s passing THE Ministry of Education on Saturday expressed sympathy to the family of legendary Guyanese actor, Henry Rodney, who passed

away on April 7, 2022 at the Brookdale University Hospital and Medical Centre, New York City.

The ministry noted

that for years, Mr. Rodney kept Guyanese entertained through his many roles on the theatre stage and television, as over the past four decades he performed in shows such as, “Nothing to Laugh About” and the “Link Show.”

He was most popularly known as Franklin, a character he played in the local television sitcom, “Agree to Disagree”.

“Mr. Rodney was passionate about the theatrical arts and made several valuable contributions to society.

He was one of the founding lecturers at the National

Drama School,” the ministry noted in a press release.

In addition to this, the release noted that he worked along with the Ministry of Education in organising and hosting cultural events. He also lent his support to the Ministry of Human Services and Social Security as a Child Rights and Women’s Rights advocate.

The talented thespian spent over 35 years in the country’s education system as a Drama, English and Literature Teacher. He taught at St. Joseph’s High School, St. Rose’s High School, North

Georgetown High School, APEX Academy, Cyril Potter’s College of Education and the Marian Academy. He also worked along with the Guyana Responsible Parenthood Association (GRPA).

The Minister of Education, Priya Manickchand, while saddened by his passing, said she is grateful for his invaluable contributions which she believes will live on in all those he touched.

“The country is poorer without him. Mr. Rodney has indeed left his mark on Guyanese society. He was a true son of the soil and his rich

War pushes world food prices –– says FAO in its to highest level ever latest report WORLD food commodity prices made a significant leap in March to reach their highest levels ever, as war in the Black Sea region spread shocks through markets for staple grains and vegetable oils, the Food and Agriculture Organisation of the United Nations (FAO) has reported.

The FAO Food Price Index averaged 159.3 points in March, up 12.6 per cent from February, when it had already reached its highest level since its inception in 1990.

The Index tracks monthly changes in the international prices of a basket of commonly-traded food commodities. The latest level of the index was 33.6 per cent higher than in March 2021.

The FAO Cereal Price Index was 17.1 per cent higher in March than in February, driven by large rises in wheat, and all coarse-grain prices, largely as a result of the war in Ukraine. The Russian Federation and Ukraine, combined, accounted for around 30 per cent and 20 per cent of global wheat

and maize exports, respectively, over the past three years. World wheat prices soared by 19.7 per cent during the month, exacerbated by concerns over crop conditions in the United States of America (USA). Meanwhile, maize prices posted a 19.1 per cent month-on-month increase, hitting a record high along with those of barley and sorghum. Contrasting trends across the various origins and qualities kept the March value of the FAO’s Rice Price Index little changed from February, and thus still 10 per cent below its level of a year earlier.

The FAO Vegetable Oil Price Index rose 23.2 per cent, driven by higher quotations for sunflower seed oil, of which Ukraine is the world’s leading

exporter. Palm, soy and rapeseed oil prices also rose markedly, as a result of the higher sunflower seed oil prices, and the rising crude oil prices, with soy oil prices further underpinned by concerns over reduced exports by South America.

The FAO Sugar Price Index rose 6.7 per cent from February, reversing recent declines to reach a level more than 20 per cent higher than in March 2021. Higher crude oil prices were a driving factor, along with currency appreciation of the Brazilian Real, while favourable production prospects in India prevented larger monthly price increases.

The FAO Meat Price Index increased by 4.8 per cent in March to reach an all-time high, led by surg-

ing pig meat prices related to a shortfall of slaughter pigs in Western Europe.

International poultry prices also firmed in step with reduced supplies from leading exporting countries following avian flu outbreaks.

The FAO Dairy Price Index rose 2.6 per cent, and was 23.6 per cent higher than in March 2021, as quotations for butter and milk powders rose steeply amid a surge in import demand for near and long-term deliveries, especially from Asian markets.

UPDATED FORECASTS FOR CEREALS FAO also released its new Cereal Supply and Demand Brief, which includes a forecast for

global wheat production in 2022 of 784 million tonnes, a 1.1 per cent increase from 2021.

That estimate factors in expectations that at least 20 per cent of Ukraine’s planted area to winter crops, notably winter wheat, may not be harvested due to direct destruction, constrained access or a lack of resources to harvest crops, reports from Russia of continued conducive weather conditions, as well as prospective production trends in China, the European Union, India, North America and elsewhere. Coarse grain production prospects remain favorable in Argentina, Brazil and South Africa.

Wrapping up the 2021 crop year, FAO’s estimate points to a worldwide cereal production of 2 799 million tonnes, up slightly from 2020, with rice production reaching an all-time high of 520.3 million tonnes (in milled equivalent).

Global cereal utilisation in 2021/22 is projected at 2 789 million tonnes, including a record level

for rice, with increases also expected for maize and wheat.

Global cereal stocks ending in 2022 are forecast to rise by 2.4 per cent from their opening levels, largely due to higher wheat and maize stocks in Russia and Ukraine on account of lower expected exports. The global cereal stocks-to-use ratio is forecast at 29.7 per cent in 2021/22, only marginally below the previous year and “still indicating a relatively comfortable supply level,” according to FAO. FAO lowered its forecast for world trade in cereals in the current marketing year to 469 million tonnes, marking a contraction from the 2020/21 level, largely due to the war in Ukraine and based on currently available information.

North Rupununi man dies in motorcycle accident A 44-year-old man died on Friday after he reportedly lost control of his motorcycle and crashed on the Massara access road in the North Rupununi, Region Nine.

Dead is Valdimer Bezzera, a self-employed man.

According to the Guyana Police Force, Bezzera was speeding in a northerly direction on the access road and lost control when he

negotiated a left bend.

He received injuries about his body and was later discovered in a motionless state by a passerby who was traversing the area at the time.

He was taken to the Massara Health Centre where he was pronounced dead.

The body is currently lying at the Massara Health Centre and will

be escorted to the Lethem Regional Hospital

Mortuary for an autopsy.

Linden’s electricity subsidy will not be removed - Jagdeo –– Interim Management Committee established to handle mismanagement

VICE-PRESIDENT Dr Bharrat Jagdeo has reassured residents of Linden, Region 10, that the People’s Progressive Party/ Civic (PPP/C) government has no intention to remove their electricity subsidy.

The Vice-President on Saturday responded to comments made by Leader of the People’s National Congress Reform (PNC/R) Aubrey Norton, who recently claimed that the electricity rates in Linden will be increased.

During a meeting with workers of the Linden Utility Services Co-op Society Limited on Friday, Norton claimed that the PPP/C government will have the Interim Management Committee (IMC) remove the subsidy.

But Jagdeo in a statement on Facebook rejected this claim.

“Reeling from his rejection by the people of Linden as evidenced by the poor turnout at his meeting, Aubrey Norton has embarked on his familiar acts of deception and desperation.

“The most recent of such is his peddling of the lie that the PPP/C Government plans to remove the electricity subsidy from Region 10. This is totally untrue as the government has no such plans.

“Guyanese should therefore not fall prey to Norton’s attempt to mislead and cause panic,” the Vice-President noted.

Meanwhile, Prime Minister Brigadier (ret’d) Mark Phillips on Saturday revealed that the IMC was actually established to manage the Linden Utility Co-operative Society Limited (LUCSL).

“This action followed a determination by the Chief

Co-operative Development Officer (CCDO) that LUCSL is being mismanaged,” the Prime Minister stated on his Facebook page.

He went on to explain that the Co-operative Society Act, Chapter 88:01, empowers the CCDO to take over any Cooperative or Friendly Society, or Credit Union, that in the opinion of the CCDO is being mismanaged or is not transparent.

“As such, an Interim Management Committee comprising of [sic] seven Lindeners of good standing was appointed by the CCDO to manage the society,” the Prime Minister revealed.

The seven Lindeners are: Renee Mac Donald, Chairperson; Winston Caesar, Hilton Lyle, Wanda Richmond, Courtney Handy, Leon Greaves and Latoya Walks.

Top Cop to develop land at Bare Root for youths

NEWLY appointed Commissioner of Police (ag) Clifton Hicken, on Saturday, committed to developing a plot of land in the community of Bare Root on the East Coast of Demerara to facilitate extra-curricular activities for youths in that village.

During a walk-about of the community, Hicken said this will be done in collaboration with members of the community and other stakeholders.

“The Commissioner was given a short tour inside the stigmatized East Coast village by members of the community who spared no time nor words, expressing their concerns for their village folk, particularly the youth and the elderly, of their encounters with the police in the re-

gion, and interests to develop their community,” a press release from the Police Force noted.

According to the release, the tour offered discussions on the history of the village, its subsistence-living activities, and challenges such as the need for access to the backlands for increased agricultural activities, notwithstanding acknowledgement by residents of the “misguided perception” from outsiders of what goes on within Bare Root.

“Mr. Hicken has a history of adopting challenged communities with the aim of developing their youth. The Guyana Police Force is poised for great transformation, as is the nation, and against that backdrop, the Force and

its auxiliaries remain deeply involved in matters related to the challenges of citizens that ultimately contribute to the causes and effects of crime, its detection and, more importantly, how it can be prevented or deterred,” the release noted.

CARPHA receives high praises from Member States for its pandemic response

CHIEF Medical Officers (CMOs) from across the Caribbean were high in praises for the Caribbean Public Health Agency (CARPHA) on the leadership role it played, and continues to play in the Region’s COVID-19 response.

This, as CARPHA hosted its first face-to-face meeting, since the start of the COVID-19 Pandemic, two years ago.

Twenty-three CMOs (18 in person and 5 virtually), met for two days from April 06 - 07 at the Trinidad Hilton. They collaborated and examined optimal ways of working and responding to the ongoing challenges of COVID-19 and the resultant effects on the health status of the CARICOM. CARPHA’s regional and international development partners were also present at

However, she was quick to add that this is not the case.

Dr. St. John then encouraged Member States to exercise vigilance so we can progress safely through this phase of the pandemic.

In addition, Dr. St. John revealed that CARPHA is currently in discussions with the Clinton Health Access Initiative to assist where there are weakened supply

chains for medications, and to support improved access to affordable tests and treatments, including those for COVID-19.

She also highlighted CARPHA’s partnership with the Japan-Caricom Friendship and Cooperation Fund and the PAHO/Government of Canada, which will provide necessary funding for public education and health promotion campaigns to counteract misinformation and increase vaccine uptake.

Dr. St. John also informed CMOs of the progress that CARPHA has made in discussions with the United Kingdom Health Security Agency (UKHSA) towards improving its capacity for whole genome sequencing services, both at the CARPHA Medical Microbiology Laboratory and in specific Member States.

Other key points of discussion at the meeting included the potential impact of Long Covid on the Region, the need for increased routine surveillance of communicable diseases, and the need for the re-opening of the tourism and education sectors in a safe and sustainable manner.

Funding for this meeting was provided by the European Union (EU) through the 11th European Development Fund (11th EDF) Programme of Support for Health Security Strengthening for Prevention and Control of Outbreaks of Communicable Diseases in the Caribbean, for which CARPHA is the Executing Agency.

The Secretariat of the Organisation of African, Caribbean and Pacific States (OACPS) has supported CARPHA’s access to these resources.

New innovation: GTT to now merge broadband, landline services on one bill

IN keeping with its vision of improved services, the Guyana Telephone and Telegraph Company Limited (GTT) on Saturday launched a suite of services under its new business solutions umbrella “ConneX” which allows small and medium businesses the advantage of combining their broadband and landline services on one bill, boosting both efficiency and affordability.

At the launch of a business exposition showcasing the products, skills and services of local small and

micro enterprises at Parc Rayne, Houston on Saturday, GTT’s Chief Executive Officer, Damian Blackburn, described the new suite of packages as “revolutionary”.

He stated that the new packages are expected to boost the capability of small businesses while promoting innovation and the use of technology for improved service.

“The product today is going to be revolutionary and it is only the start of a journey with that ConneX product. We’re really here to work with you to transform your businesses, whether it

be small, medium, micro or a big enterprise. And I pledge to you as the CEO of GTT that this is the start of the journey, not the end.”

There are three options in the suite: ConneX 75, ConneX 150, and ConneX 600, including 75 Mbps download speed, 3500 minutes call time; 150 Mbps download speed, with 4000 minutes call time and 600 Mbps download speed with 6000 minutes call time. These packages cost G$18,999, $25,999 and G$37,999 respectively.

150 more fire hydrants to be installed soon

THE government is intensifying its efforts to build the capacity of the Guyana Fire Service to effectively respond to fire calls.

Chief Fire Officer (ag) Gregory Wickham on Thursday disclosed that an additional 150 fire

hydrants will soon be installed across the country.

This is in addition to the 151 that have already been set up around Georgetown.

“We are manufacturing another 150 hydrants which we intend to stretch out throughout the country to help us in firefighting

once we get those connections going,” the fire chief stated.

Wickham said mapping exercises are ongoing to install the hydrants in Regions Two, Three, Five, Six and 10.

One hundred million was allocated in the budget

for the installation of fire hydrants around the country to ensure that there is adequate water supply in the event of a fire.

Additionally, Minister of Home Affairs Robeson Benn reported a 22 per cent reduction in fires in 2021. Minister Benn said

Chief Fire Officer (ag) Gregory Wickham government will continue to invest in various avenues to further reduce the incidence of fire.

This, he said, will be done by distributing 3,000 free smoke detectors and fireballs to homeowners and businesses this year.

Fireballs are a revolutionary self-activating device designed to extinguish fires, providing a much-needed additional

line of defence.

Since taking office, government has heavily invested in building the capacity of the Guyana Fire Service. Some of the investments include the acquisition of fire tenders and other firefighting equipment, along with training and establishment of fire stations in hinterland regions.

5 new COVID-19 cases; 4 in ICU

THE Ministry of Health has reported that there are currently 114 active COVID-19 cases in Guyana, following the addition of five new ones on April 9, 2022.

The five newly-confirmed cases were all recorded in

Region Four (Demerara-Mahaica).

The country has now recorded a total of 63,315 cases since March 2020.

Of the active cases, four persons are in the COVID-19 Intensive Care Unit (ICU) at the National Infectious

Diseases Hospital, at Liliendaal, on the lower East Coast Demerara; ten are in institutional isolation; 84 are in home isolation, and 16 are in institutional quarantine.

Recovered cases stand at 61,991, while the number of deaths remain at 1,226.

Mulder, Olivier run through Bangladesh top order after Maharaj lifts SA to 453

WIAAN Mulder and Duanne Olivier put South Africa in full control of the second Test, being played in Gqeberha, as they reduced Bangladesh to 139 for 5 in their first innings by stumps on the second day.

Mulder removed three lefthand batters, trapping them lbw in similar fashion, while Olivier took the first and the fifth wickets to fall.

Close of play: Bangladesh 139 for 5 (Tamim 47; Mulder 3-15, Olivier 2-17) trail South Africa 453 (Maharaj 84, Elgar 70, Bavuma 67, Petersen 64, Taijul 6-135, Khaled 3-100) by 314 runs.

It was far from ideal for Bangladesh, who were replying to South Africa's formidable first-innings total of 453, boosted

Sri Lanka appoints ex-England coach Silverwood on two-year deal SRI LANKA Board has appointed Chris Silverwood as its men's head coach.

Former bowler Silverwood left his two-year role as head coach of England men in February following the heavy Ashes defeat in Australia.

He was previously in charge at Essex, who, he led to their first County Championship title in 25 years in 2017.

Silverwood has signed a two-year deal with Sri Lanka and will take charge of the side for their two-Test tour of Bangladesh in May. "I am very excited to be on board with Sri Lanka," Silverwood said.

"They have a talented and passionate group of players and I am really looking forward to meeting up with the players and coaching staff very soon."

Silverwood, 47, was previously England's bowling coach before he replaced Trevor Bayliss in 2019.

However, England particularly struggled in Test cricket during his tenure, including a 4-0 thrashing in the Ashes.

ECB, CWI pitch for four-nation events

THE England and Wales Cricket Board (ECB) has made a pitch for quadrangular tournaments. At the Chief Executives Committee (CEC) meeting of the International Cricket Council (ICC) in Dubai on Friday, Tom Harrison, the CEO of the ECB, said that the members should be allowed to organise four-nation championships at convenient windows.

The current ICC rules restrict the multi-lateral engagements to only triangular

events.

The ECB thumbs-up provides a shot in the arm for the project that Ramiz Raja, the chairman of the Pakistan Cricket Board (PCB), has been pushing for at the ICC. Although Harrison's call is independent of Raja's pet project involving India, Pakistan, England and Australia, the timing of the ECB CEO's argument is unlikely to leave the ICC managers with too many options. It comes just a day ahead of the all-powerful two-day board meeting that

Cricbuzz understands that the ECB was backed by a few other boards, including Cricket West Indies (CWI) and obviously by the PCB too. It is further learnt that there was not much opposition and the Board of Control for Cricket in India (BCCI) is believed to have remained neutral.

The dissenting voice, it is understood, was from the members of Finance and Commercial Affairs Committee (F&CA), who are

believed to be of the view that too many multilateral tournaments could dilute the value of the World Cup. "The matter was discussed by the CEC and it was backed by quite a few boards, if not by the F&CA. The matter goes to board with two points of view," an ICC member, who was part of the CEC, told this website confirming the discussion.

The ICC will be required to amend its constitution should the members feel that the quadrangular events can

be permitted.

Raja, meanwhile, will present his paper today with emphasis on extra revenue, share of which can be distributed among the Associate members too.

Finding a window for the proposed event is a problem but Raja once told this website that if a window cannot be found for such an event, then cricket will be doomed. "You got to break barriers for the sake of the game and the fans," he had said. (Cricbuzz)

(REUTERS) - Former India coach Ravi Shastri said a life ban would be appropriate for behaviour like that of a Mumbai Indians player, who allegedly dangled teammate Yuzvendra Chahal from a 15th floor hotel balcony during the 2013 Indian Premier League (IPL).

India leg-spinner Chahal, who now plays for Rajasthan Royals in the world's richest annual Twenty20 tournament, said in a video published on Thursday that he fainted after the physical harassment by his unnamed, "drunk" teammate.

Former India all-rounder Shastri, who was in charge of the men's national team from mid-2017 until last year's T20 World Cup, said the incident was "not acceptable".

"Someone's life at risk!

People might think it is funny but for me it's not funny at all," Shastri told the ESPNcricinfo website on Friday. "It shows the person who is trying to do it is in a state ... which is not appropriate.

"If it happens today, life ban for that person involved ... send him to a rehab centre as quickly as possible. Let him not come near a cricket field again."

The IPL and the Mumbai Indians franchise did not respond to requests for comment.

The 31-year-old Chahal, who has represented India in 115 white-ball matches, was bought by the Rajasthan team ahead of this year's IPL. He was with Mumbai for three seasons from 2011 before joining the Royal Challengers Bangalore in 2014.

Speaking to fellow spinner Ravichandran Ashwin in a Rajasthan Royals video, Chahal spoke about the 2013 incident.

"We had a match in Bengaluru and there was a get-together after that," he said. "So there was a player who was very drunk - and I won't take his name - he just called me aside, and he took me outside and he hung me out from the balcony.

"I was holding on to him, with my arms around his neck. If I had lost my grip … we were on the 15th floor ... suddenly many people who were there came and handled the situation. I kind of fainted, and they gave me water.

"So that was one incident where I made a narrow escape. Had there been a small mistake there, I would have fallen down."

Earlier this year in a podcast published by his former team Bangalore, Chahal spoke about an incident from 2011 when two of his Mumbai teammates tied him up, taped his mouth, forgot about him and left him in a room for an entire night after a party.

West Indies captain Kraigg Brathwaite

DUBAI – (CMC)-West Indies Test captain Kraigg Brathwaite is among the three cricketers shortlisted for the ICC Men’s Player of the Month award for March.

The ICC said on Wednesday that Brathwaite along with other Test skippers Babar Azam of Pakistan and Pat Cummins of Australia were all nominated for the award following their “supreme efforts during a month that was packed with outstanding individual performances around the globe”.

The nominees were selected based on performances across all formats during the month.

According to the ICC, Brathwaite “led from the front” during the recently concluded successful Apex Test Series against England,

which formed part of the ICC’s World Test Championship. The opening batsman scored 341 runs at an average of 85.25.

“Brathwaite’s resolve and determination at the crease was best characterised by his monumental 160 from 489 balls in the second Apex Test at Kensington Oval in Barbados, in response to England’s big first-innings total,” the ICC said.

His mammoth innings ensured a draw and provided the platform for the West Indies to clinch the series by winning the final showdown at the Grenada National Stadium.

Azam, meantime, played an integral part in his side’s batting during the recent series against Australia. Despite Pakistan not ending the World Test Championship

(WTC) three-match series victorious, Babar amassed 390 runs during the month in Tests, including a record-breaking 196 in the second Test to salvage a draw.

The ICC said that in a WTC Test series that was dominated by run-scoring, Cummins stood out for his bowling performances in unforgiving conditions. He led Australia to victory in Pakistan, playing a pivotal role in clinching the series.

Cummins taking 12 wickets at an average of 22.50 helped him secure his first nomination in the ICC Player of the Month awards, the ICC said.

An independent ICC Voting Academy and fans around the world will have until Sunday to vote to decide the winners, which will be announced next week.

Puerto Rico, El Salvador secure big wins in W Qualifying … Guyana, Nicaragua play to 0-0 draw

MIAMI, Florida – Puerto Rico, El Salvador and St Kitts & Nevis were among some of the big winners on Friday, as 2022 CONCACAF W Championship Qualifying continued.

Puerto Rico managed to keep their record perfect in Group A with their third win in three games, but it was far from easy in a 2-0 final against Suriname at the Estadio Centroamericano in Mayaguez.

Nickolette Driesse got the hosts off to a good start with a right-footed shot from outside the area that rippled the net for a 1-0 lead in the 17th minute.

Puerto Rico then tacked on

the crucial insurance goal in the 66th minute, with Jillienne Aguilera steering in a left-footed shot off a wayward Suriname header to complete the 2-0 scoreline.

St Kitts and Nevis handed Guatemala their first defeat in Group B with a 2-1 win for the Caribbean side at the Estadio Pensativo in Guatemala.

St Kitts and Nevis were first to score, as Iyanla Bailey-Williams converted from the penalty spot after a foul in the Guatemalan area for a 1-0 lead to the visitors.

Kyra Dickinson was superb in net for St Kitts and Nevis, making a number of saves to

keep her side ahead until the 49th minute when Celsa Cruz finally tallied the 1-1 equaliser by slotting home a left-footed shot.

Things stood on a knife’s edge in the final half-hour, but in the end the spoils belonged to St Kitts and Nevis, as Jahzara Claxton’s powerful header in the 71st handed the 2-1 win to the guests.

The action was just was intense in the day’s affair in Group C, as the Dominican Republic narrowly defeated Bermuda in a hard-fought 1-0 final at the Estadio Olimpico Felix Sanchez in Santo Domingo.

It was a dream start for the hosts, as Yoselyn Lopez tucked away a right-footed shot just 19 seconds into the match for a 1-0 El Salvador advantage. El Salvador kept piling on the pressure and they were rewarded in the 16th when a header from Barbados DF Alyssa Yard ended up in her own net to double the El Salvador lead to 2-0.

Alvin Kallicharan’s Test debut 50 years on

WEDNESDAY (April 6, 2022) marked 50 years since the ‘Little Master’ Alvin Kallicharran made his Test debut against the visiting New Zealanders at the famous Georgetown Cricket Club (GCC) ground, Bourda in the fourth Test of the five-match series.

The West Indies had contested three Test series against New Zealand before - all in New Zealand - winning 2-0 in 1951-52; 3-1 in 1955-56 and sharing the honours 1-1 in 1968-69.

The first three Tests of the 1972 contest in the Caribbean had all been drawn with the highlights coming in the opening fixture in Jamaica where Lawrence Rowe wrote his name in the record books with classical innings of 214 and 100 not out on debut, Roy Fredericks cracked his maiden Test hundred (163) and the New Zealand opener Glen Turner carried his bat for 223 in the first innings.

Prior the fourth Test, Guyana and New Zealand were engaged in battle at Bourda in a practice encounter during which Turner compiled 259, his third double century on the tour. He had reached the landmark against the President’s XI in Jamaica on the eve of the first Test and Kallicharran also fashioned a hundred.

For the Bourda Test the West Indies made four changes to the team that had played the previous game in Barbados.

The batters Joey Carew and Maurice Foster together with bowlers Inshan Ali and Grayson Shillingford made way for the returning Clive Lloyd and three debutants - the Barbadian pair of opener Geoffrey Greenidge and off-spinner Tony Howard, and of course Kallicharran.

rain interruptions and a bottle-throwing incident precipitated by the run-out of Clive Lloyd combined to restrict the home team to 201 for four at the end of the opening day’s play with both Charlie Davis and Kallicharran, batting at number six in the order, unbeaten on 14.

On the second day the West Indies crawled to 310 for seven, adding only 109 runs for the loss of three wickets as rain and an ultra-cautious approach led to a painstaking day’s play. However, Kallicharran was not overwhelmed by the disruptions and ended with an undefeated 59, in the process adding 59 for the fifth wicket with Davis and 61 for the seventh wicket with Holford.

Sobers batted for one hour into day three no doubt with the intention of giving Kallicharran the opportunity to garner the coveted debut ton. He duly obliged, getting the required 41 runs in 60 minutes finishing on an unbeaten 100 as the innings, which encompassed 135 overs, closed at 365 for seven.

Greenidge’s 50, Lloyd’s 43 and Bruce Taylor’s 3 for 105 off 37 overs were also commendable efforts.

Kallicharran’s innings, stretched over the three-day period, included seven fours and a six and when he got to the century-landmark he joined an elite club

of seven West Indians who had done so in their debut Test and only the second Guyanese after Bruce Pairaudeau against India in Trinidad in 1953 who had achieved the defeat.

The rest of the game was noted for a monstrous first-wicket stand of 387 between Turner and Terry Jarvis (currently the fourth highest opening stand in the history of Test cricket) as the West Indian bowlers toiled manfully on a featherbed of a track.

The visitors closed day four on 410 for one and declared at 543 for three on the final day with Turner contributing a studious 259 - the highest Test score at Bourda - and Jarvis 182, his only Test century.

The spinners Howard (62-16-1402) and Holford (54-24-78-1) bowled marathon spells in an innings that closed after 268 overs. Then the West Indian openers progressed to 86 without loss as the match ended in a dismal draw.

This was Howard’s only Test-match outing while Greenidge played four others but never topped the 50-run mark again. However, Kallicharran fulfilled all his early promise and in fact cracked another hundred (101) in his very next innings - the first innings of the fifth and final Test of the series - at the Queen’s Park Oval, Trinidad.

All told, he played 66 Tests between 1972 and 1981 aggregating 4,399 runs at an average of 44.43 runs per innings hitting 12 centuries (and eight other scores in the 90s). He struck his highest Test score of 187 against India in Mumbai in 1978-79 when he was captain in one of nine matches at the height of the Kerry Packer affair.

In his prime, a left-handed batter, exceptionally excellent against both pace and spin, Kallicharran now resides in England and occasionally turns out for Masters tournaments and coaching stints at the age of 73.

Cheyanna Burnett-Griffith came within a whisker of pulling a goal back for Barbados with a shot off the post in the 77th, but in the end, El Salvador nailed down the clean sheet win and the three points.

Cuba’s high-flying attack was kept under wraps in a 0-0 draw with Honduras in Group E action at the Estadio Antonio Maceo in Santiago de Cuba.

Entering the match, the Cubans had scored 17 goals, but they could not find a way past Honduras GK Sherrie Arzu.

Meanwhile, Honduras also had

a few looks at goal, including Linda Moncada. hitting the post early in the second half, but Cuba GK Alianne Matamoro made all the necessary saves.

There was also a stalemate in Group F, as Guyana and Nicaragua played to a 0-0 draw at the National Track and Field Facility in Leonora, Guyana.

It was a day in which both GKs stood tall, as Guyana’s Chante Sandiford and Nicaragua’s Bethania Aburto made the saves to secure a point for their respective sides. (Concacaf.com)

Led astutely by veterans Mahendranauth ‘Bobby’ Parasnauth, who is based in Canada, and Mahendra ‘Anil’ Hardyal, the two teams were never challenged in any of the preliminary round games, culminating with emphatic victories in the finals, played at the picturesque Brian Piccolo Park, Florida.

The Over-40 Masters defeated Corriverton by 67 runs while the Over-50 Legends thrashed Toronto Blizzards by 79 runs.

Regal also swept all the major individual prizes in both categories.
