Stakeholders benefit from climate-smart ‘agri’ workshop –– so as to access funds for climate resilience FARMERS and other stakeholders within the agriculture sector are being guided on how they can access climate financing to support climate-resilient, climate-smart agriculture.

This is being done through a two-day workshop titled, ‘Promoting Climate Finance to support Agriculture through Nationally Determined Contributions (NDCs) Processes in ACP Countries’ which began here on Tuesday.

It was hosted at the Herdmanston Lodge by the Office of Climate Change (OCC), in collaboration with the Technical Centre for Agricultural and Rural Cooperation (CTA).

The workshop targeted local farmers, agro-processors and representatives from the Ministry of Agriculture, the Hydro-Meteorological Office, the Guyana Livestock and Development Authority (GLDA), National Agricultural Research Extension Institute (NAREI) and Food and Agricultural Organisation (FAO) among other agencies.

According to the Ministry of the Presidency, the workshop seeks to provide a platform for local farmers and other stakeholders in the

Addressing the attendees, CTA Senior Programme Coordinator, Dr. Oluyede Ajayi explained that the workshop is a part of the CTA’s contributions to agriculture in African, Caribbean and Pacific (ACP) countries.

By utilising Neighbourhood Democratic Councils (NDCs) participating stakeholders hope to propose a plan of action to address adaptation and mitigation actions to climate change with

the CTA’s help.

The CTA operates under the framework of the Cotonou Agreement between the ACP and European Union (EU), and is funded by the EU under the European Development Fund (EDF).

It recently commissioned a country study to review NDCs and related policy documents in 13 selected countries, including Guyana.

The study identifies levels of implementation of NDCs; assesses the profile of agriculture and the engagement of agricultural stakeholders in the implementation of the NDCs, and identifies emerging opportunities and specific appropriate climate-financing

models for agriculture in the country.

According the Ministry of the Presidency, the case study has set the stage for the workshop, with the aim focusing on an extensive discussion and validation of the findings of the country study on NDCs and agriculture.

OCC Head, Janelle Christian told attendees that under the Paris Agreement, there is an obligation for developed countries who are parties to the convention to provide support to developing countries to address climate-change challenges.

Under this Agreement, she noted, there are numerous financial institutions and

facilities that Guyana can take advantage of to address its challenges with global warming and climate change.

“There is a lot of financing available, but the challenges are many,” Christian said, adding: “For countries to successfully unlock these resources with financing, there is the issue of accountability, transparency and soundness, since it is climate-related interventions, and with each of these funds come their own requirements.

But there is the Adaptation Fund (AF); the Global Environment Fund (GEF); the Global Climate Fund (GCF).

However, this does not mean that you cannot tap into the

fund. This is why the way you engage; the way your country plans, become critical.”

With regard to the Adaptation Fund, Christian said that Guyana has never applied to the entity for funding, and the opportunity therefore exists for the country to do so, particularly in the area of agriculture.

The GCF facility, she said, presents a prime opportunity for Guyana to take advantage of to address climate-change challenges in the country.

She said that within the agriculture sector, there must be clarity on what issues are to be addressed, and what resources are required, since agriculture is a major contributor to the country’s economy, and provides employment for a significant number of persons.

Meanwhile, Permanent Secretary in the Ministry of Agriculture, Delma Nedd said she is pleased that there is an avenue for agriculture to benefit from financing, since it receives less resources than other sectors like public health, infrastructure and education, even though it is a critical sector.

GuyOil security employees unionised with CCWU

AFTER trying for over a decade to get security employees of the Guyana Oil Company (GuyOil) unionized, the Clerical and Commercial Workers Union (CCWU) finally achieved that aim on Tuesday, when they signed a “Recognition and the Avoidance and Settlement of Disputes” agreement with the fuel company

in the Boardroom of the Department of Labour (DoL), on Brickdam.

The agreement sees the company recognizing the CCWU as the sole bargaining agent for the non-management security employees of the company.

“The Company and the Union agree that both have interests in common, and it

is the responsibility of both parties to work together in the spirit of trust and confidence so that these common interests may be maintained and protected and advanced,” the agreement read.

The agreement also notes that the company and the Union agreed that “whenever an issue is raised, it is essential to both that settlement

be reached with all possible speed”. The agreement addresses matters such as strikes, reinstatement, union representatives, and union membership.

Signing on behalf of CCWU was President, Sherwood Clarke, and Consultant, Grantley Colbert, while signing on behalf of GuyOil was Company Secretary, Ilissa

Jones, Corporate Service Manager Shaundell Brotherson, and Human Resource Officer, Marcel Emery.

By Svetlana Marshall CABINET has approved a proposal for the removal of custodial sentences for persons found with up to 30 grams of marijuana in their possession, in keeping with a commitment made by President David Granger.

The quantity, which constitutes a trafficking in cannabis offence, has been increased to one thousand grams in the proposal – a move which the Rastafarian Community is pleased with.

According to the Ministry of the Presidency, the decision to approve the proposal was arrived at after extensive discussions and reviews. It stated that while possession remains an offence, persons will not be sentenced to terms of imprisonment as obtained in the past.

“This is the first of several steps that government intends to take as it considers the recently submitted Caribbean Community (CARICOM) Report on the usages of marijuana, and in particular, usages by our Rastafarian brothers and sisters who require it for use in their worship and sacrament,” the Ministry of the Presidency said on Tuesday.

Over the years, several persons have been placed behind bars for having small amounts of marijuana in their possession– a move which has been frowned upon, given the overcrowding of the country’s prisons.

Once found in possession of more than five grams of cannabis, a person can be sentenced to three years in jail. Now that Cabinet has granted its approval, it is likely that Government will fast track its efforts at amending the Narcotic Drugs and Psychotropic Substance Control Act, in the National Assembly, to remove custodial sentences for possession of up to 30 grams of marijuana.

In an invited comment, Prime Minister, Moses Nagamootoo said the decision by the government had its genesis in the overcrowded prison the coalition Government inherited and its subsequent efforts to reduce it. He noted that this issue became starker following the 2017 Prison riot. He said President David

Mr. Nagamootoo stated that, during their discussions, it became known that many of the young people who were incarcerated were caught with small amounts of Marijuana, but, because of the law, mandatory custodial sentence was imposed on them. “It was under those circumstances our administration sought to find a way to deal with this issue and we felt that a first step would be to remove custodial sentences for 30 grams or less of marijuana.”

Alliance for Change (AFC) Member of Parliament, Michael Carrington, since 2015, had tabled a bill in the National Assembly for debate but it has been languishing on the order paper, being deferred time and time again.

In a letter to the Attorney General and Minister of Legal Affairs Basil Williams, on May 28, 2019, Minister of Natural Resources Raphael Trotman, said Cabinet had

approved the draft Narcotics Drug and Psychotropic Substances (Control) (Amendment) Bill 2015. However, as is customary, Trotman asked the Attorney General to review the amendments.

In that letter, Trotman disclosed that the draft Amendments were presented to Cabinet Meeting in Linden on April 30, 2019.

According to the proposed bill seen by Guyana Chronicle, Section 4 (A) (i) and Section 4 (B) (ii) of the Narcotic Drug and Psychotropic Substances Control Act 1988 are being amended to remove the requirements for imprisonment for anyone found in possession of cannabis. Section 5 (2) (e), which addresses the issue of quantity, is being amended to increase the quantity of cannabis that attracts jail time.

In the Explanatory Memorandum signed by MP Carrington, it was explained that the bill is in direct response to the experience faced by many young Guyanese who have been incarcerated for small quantities of cannabis resin.

“This experience has further revealed that many of the young persons who have been remanded and incarcerated as a result of being charged with offences which involved relatively small quantities of cannabis or cannabis resin, have been exposed to persons who have been accused of and have been involved in much more serious violent offences. The social intercourse afforded by the incarceration has resulted in regrettable contamination and education of many young persons in criminal behavior and anti-social tendencies,” MP Carrington explained.

He noted that as a result of the current statutory provision, persons found with 15 or more grams of marijuana for personal or medical use, have been jailed for three or more years. “The proposed amendments will remove the mandatory imprisonment of persons who have been accused of having in their possession relatively small amounts of cannabis and cannabis resin.

RASTAFARIANS PLEASED In an interview with Guyana Chronicle shortly after the announcement on Tuesday, Chairman of the Rastafari Core Group and General Secretary of the Guyana Rastafari Council, Ras Khafra Mesesdjehuti said that the Rastafarian Community is appreciative of the efforts made

by Government and would like to see the amendments brought into law by an act of the National Assembly.

“The Rastafarian Council has been making efforts to have this Act reviewed.

Since 2015 we approached the Government, and though we are a bit disappointed that it took so long, we are appreciative of the efforts, and we hope that this is a genuine move and it is not become of the elections climate,” Mesesdjehuti told this newspaper.

In 2018, a Regional

Commission on Marijuana recommended that the use of marijuana be decriminalized across CARICOM Member States but in controlled and regulated amounts as in the case of alcohol.

The 10-member commission, which was made up of experts in the fields of medicine, medical and social research, law, education, psychiatry and criminology, analysed the social, economic, health and legal issues surrounding marijuana use, and had made some far-reaching recommendations with regards to the decriminalisation of cannabis.

The recommendations were made following extensive consultations in Antigua and Barbuda, Barbados, Belize, the Bahamas, Guyana, Montserrat, St. Kitts and Nevis, St. Vincent and the Grenadines and Suriname. In the report, the commission also made a case for legislation to be put in place to allow for research on medical marijuana.

Here in Guyana, the Rastafarian Community has

been advocating for the decriminalisation of small amounts of marijuana to allow for them to practise their religion and culture freely. In fact, the Rastafarian Community has been calling for Government to legalize the use of two ounces or 56 grams of marijuana.

In 2017, the Antigua and Barbuda lower house of parliament voted in favor of the Misuse of Drugs (Amendment) Bill – a move which paved the way for decriminalising the possession of up to 10 grams of cannabis.

In Jamaica the possession of as much as two ounces or 56 grams of marijuana was amended to a petty offence in 2015.

Other Caribbean islands have also moved to decriminalise small quantities of the plant.

First woman nominated to lead EU Commission EU leaders have put forward their nominations for the bloc’s top jobs, with a woman for the first time proposed as European Commission chief.

The surprise choice of German Defence Minister Ursula von der Leyen to replace Jean-Claude Juncker came after the main

front-runners were rejected.

IMF chief Christine Lagarde has been nominated as the first woman to head the European Central Bank (ECB).

The announcement follows days of difficult negotiations.

In all, EU leaders were tasked with nominating five

people for the top jobs.

Belgian liberal Prime Minister Charles Michel is nominated to replace European Council President Donald Tusk while Spain’s Josep Borrell is proposed as foreign policy chief.

The fifth key nomination - President of the European Parliament - is to be chosen

on Wednesday and most of the roles must be ratified by parliament.

“We have agreed the whole package before the first session of the European Parliament,” said Tusk.

He said Germany had abstained on Von der Leyen’s nomination over coalition issues but pointed out that Chancellor Angela Merkel herself had backed her.

French President Emmanuel Macron said the nominations were “the fruit of a deep Franco-German entente”.

“Von der Leyen is a very good candidate and a very good choice to head the European Commission,” he told reporters, adding that Lagarde’s “capacities and competences... totally qualified her” for the ECB. Irish Prime Minister Leo Varadkar said the nomination of two women for key jobs

sent a powerful message that the EU was leading the way towards gender equality.

However, there were concerns that the European Parliament’s own contest for the main job - the “Spitzenkandidaten” (lead candidate) process - had been cast aside.

Neither the winner of that process, Manfred Weber of Germany, nor other frontrunners were selected by EU leaders.

“You have to compromise in politics,” Varadkar insisted, adding that the centre-right Weber would most likely be given the shared presidency of the European Parliament along with a Socialist figure.

There was also surprise that four of the main jobs had gone to Western Europeans, with no nominations from Eastern Europe.

However, the eastern

states are thought to have been strongly behind Von der Leyen’s nomination, having rejected a compromise involving Dutch Labour leader Frans Timmermans the night before.

The EU commission president heads the executive branch, sets the policy agenda and controls a cabinet of commissioners. Born in Brussels, Von der Leyen and her family moved to Germany when she was 13. She studied economics at London’s LSE and medicine in Hanover before going into politics.

She has been a member of Merkel’s conservative Christian Democrats (CDU) since 2005.

If Von der Leyen is confirmed in the role it would be the first time in more than 60 years that a German has been given the post. (BBC)

Management of the company expressed approval on the good relations it has with the Union, and its expectations for the continued partnership and good relations between the Union and the management of the company.

Clarke explained that over the years the Union had been unsuccessful in its bid to represent that section of employees at the company because it had failed to garner the required minimum 40 percent of employees signing on as members.

“For the last ten years we have been trying to organize the security and we weren’t successful, the workers weren’t too sure if the Union could represent security, but we got a clear definition from the DoL that indeed the Union could represent security,” Clarke explained.

GuyOil has approximately 120 security employees, and last year February a number of the employees again approached the Union and this time the membership was sigGuyOil Company Secretary, Illissa Jones nificant enough to initiate the process.

“We were able to get the percentage required by the Trade Union Recognition and Certification Board (TURCB), about 50 percent approached the CCWU last year February, because they wanted job security. We had to apply for recognition at the Department of Labour letting them know we reached the required percentage for the recognition application. Then in January of this year the Ministry called in both the Union and the management of the company to come to an agreement” Clarke further explained.

Clarke noted that once the Union was cleared for representation, coming to an agreement with GuyOil was very easy to do.

“It was easy to work out. Since the union had existing representation with other employees at the company it was a smooth flow for this to be realized between the Union and the management, and then we came to the realisation of signing the agreement today,” Clarke said.

Venezuelan lawmaker to face trial over drone attack A judge in Venezuela has announced that imprisoned lawmaker Juan Requesens will face trial for allegedly trying to kill President Nicolás Maduro in 2018.

Requesens was arrested three days after a drone carrying explosives blew up at a military parade attended by Maduro on 4 August.

The opposition politician, who denies the charges, could face 30 years in prison if found guilty.

President Maduro was not hurt in the attack.

A former student leader who organised anti-government protests in 2014, Juan Requesens was elected to Venezuela’s legislative, the National Assembly, in 2015.

The 30-year-old is a member of the opposition Primero Justicia (Justice First) party and a vocal opponent of President Maduro.

He often led protest marches demanding the release of imprisoned students.

Requesens faces two charges of attempted murder.

He has also been accused of terrorism, treason, public incitement, illegal possession of a firearm, and conspiracy to commit a crime. His lawyer, Joel García, said he had pleaded not guilty to all of them.

During the parade last August in the capital Caracas, a small drone carrying explosives detonated in the air not far from the stage where the president and the top officers of the military where standing.

Maduro’s bodyguards rushed to protect the president with foldable shields and ushered him away. The president and those on stage were unhurt.

Panic broke out among the soldiers on parade with many running for cover. Seven members of the National Guard were injured in the melee.

The government played a video of Juan Requesens which they said was “a confession”

President Maduro was quick to blame Requesens and another Primero Justicia politician, Julio Borges, for the drone attack. He said other suspects in the case had implicated the two lawmakers.

President Maduro called

Requesens “one of the craziest” plotters against his life.

Borges, who was already living in exile at the time, dismissed the accusation as a “farce”.

Six days after the drone attack, Information Minister Jorge Rodríguez called a news conference where he played a video which he said amounted to a confession by Requesens.

In the recording, Requesens says that Borges asked him for help getting a retired soldier called Juan Monasterios into the country.

President Maduro had earlier accused Monasterios, who was detained in the aftermath of the drone incident, of being the “operational chief” of the attack against him.

The video was the second one of Requesens to be released. An earlier one showed him clad only in soiled underwear and looking confused.

That recording of Requesens caused his family grave concern. They said the lawmaker appeared drugged and that they feared he had been tortured.

Juan Requesens and his sister Rafaela were seized from their apartment in Caracas by members of the secret police

on 7 August.

CCTV footage posted by Primero Justicia showed the moment the siblings were escorted out of the elevator.

Rafaela Requesens was later released but her brother has been in detention ever since.

His family has denounced the conditions he has been kept under and called for his release. His father, Juan Guillermo Requesens, met UN human rights chief Michelle Bachelet during her visit to Venezuela last month.

Bachelet has called on the Venezuelan government to release all political prisoners but on Monday a judge ordered that Juan Requesens remain in detention while awaiting trial.

A date for his trial has not yet been set.

Rights groups say Venezuela is holding more than 700 people for political reasons and that some of them are being tortured.

On Saturday, navy captain Rafael Acosta died in custody. His lawyer said his death was a result of torture and opposition leaders have called for mass protests to be held on Friday to denounce Capt Acosta’s treatment.

NGSA: The beginning of a new chapter

C

ONGRATULATIONS to all those pupils who sat the National Grade Six Assessment this year and would be receiving their results, beginning today.

Each and every one of us has succeeded in a complex world fraught with negative influences, socio-economic challenges in both the household as well as society, and an imperfect education system. It took steadfastness and determination to persevere, and that determination would have also been impacted by peers, teachers, parents and other positive influences. This newspaper sees each and every student as a success, with the world as their oyster to create their own endless possibilities and opportunities.

Special congratulations to the top students who would be revealed later today. Our information is that the top 10 students reflect a good mixture of pupils from both the public as well as the private schools. The Ministry of Education will make known today also the statistics, including national percentage and per subject. President David Granger is on record as saying that teachers must be the nation’s highest-paid public servants. And this statement is indicative of the premium the nation’s Head of Government places on education in the country’s developmental thrust. Making this possible requires a meeting of minds between policymakers and planners to address, in a holistic manner, various aspects of education. Government no doubt continues to place major emphasis on the education

system.

In assessing Guyana’s children’s educational requirements, President Granger did not sit in an office and do guesswork; he went into the fields and met the people.

He spoke to parents, and he observed conditions on the ground. The result was a tailored educational agenda that the Ministry of Education was tasked with effecting. The results speak for themselves.

The 5Bs initiative was launched by President Granger after he visited the Pomeroon in July 2015. During his interactions with residents there, the president learnt that transportation was often costly for children to get to and from school; many families could not afford it. Additionally, because of widespread, extreme poverty, many parents could not afford to purchase books for their children. Even more discouraging was the fact that many children had to stay at home because their parents could not afford proper meals.

The president decided to take action by introducing the programme to distribute the 5Bs – which stands for boats, buses, bicycles, breakfast and books – directly to households and communities across Guyana, beginning in Region Two (Pomeroon-Supenaam). As a result, the riverine communities within that region were among the first to benefit from the initiative, with the delivery of three boats to transport children to and from school along the Pomeroon River.

The programme has since been expanded to include all ten of the country’s administrative regions. To date, more than 1,400 bicycles, 10

boats, and 30 buses have been handed over to students and communities across Guyana.

The ‘Breakfast’ and ‘Books’ aspects of the programme have also been introduced in numerous schools.

The president recognizes, too, that technical or vocational education is essential for national progress. The skilled citizens who are required to build a prosperous nation are not limited to doctors and lawyers. International agencies agree. According to the World Bank’s 2019 World Development Report on the future of work, “Flexibility between general and vocational [or technical] education, particularly in higher education, is imperative to enable workers to compete in changing labour markets, where technology plays an increasingly important role.” The importance of technical and vocational educational training (TVET) is recognised, too, by the United Nations Educational, Scientific, and Cultural Organisation (UNESCO). In fact, TVET is one of the three sub-sectors of UNESCO, the other two being literacy and higher education.

Guyana’s government understands the importance of having skilled craftsmen and women, and TVET is an integral part of the administration’s educational focus.

TVET is a major aspect of Guyana’s Education Sector Plan (ESP), in which the government has invested $214B. The plan’s objective is the improvement of the quality of education by placing greater emphasis on accountability through the continuous monitoring of results throughout the plan’s active period.

Government’s investment is already showing positive results. For example, in November of last year, 123 students graduated from the New Amsterdam Technical Institute (NATI). This development followed the graduation of 144 students who received their diplomas from the Essequibo Technical Institute earlier that month. Those persons, along with others who have completed their technical education, have rightfully earned our respect, and are to be congratulated. Those graduates are now qualified in the areas of data operations, office administration, electrical installation, commerce, welding, engine repair, furniture manufacturing, agricultural machinery, metal machining, electronics, masonry, plumbing, bricklaying, and carpentry, among other skills.

Additionally, the government, in collaboration with local and overseas-based Guyanese, has thrown its weight behind one of the most visionary programmes to have ever been conceived: The Science, Technology, Engineering and Mathematics (STEM) Initiative. The STEM Initiative encourages elementary and middle-school students to pursue computer science, particularly computer programming, by introducing them to Code Logic. As the STEM programme continues to grow, expand, and diversify, there are now practical training programmes in physics, chemistry, integrated science and information technology among other science subjects. With a core focus on developing practical programming, robotics, and sci-

entific skills, the programme is preparing our youth, in all Guyana’s regions, to lead Guyana into the new technological era.

It should be said that when education is seen through holistic lenses, it will factor in the diverse abilities and preferences of students, and put systems in place to meet the various talents and potentials. Where development takes a holistic approach, it would factor in the truism that one size does not fit all. The establishment of community high schools was aimed at educating students that are more technically inclined, and at meeting an aspect of the nation’s human capital diversity.

That this form of education was disbanded without similar replacement is not only tantamount to throwing out the baby with the bath water, but denying those so inclined, or interested, the needed opportunities.

There is a need for labour from the least to the most skilled, and for students that are interested, motivated and alert. Where a society looks at increasing life expectancy as part of the developmental agenda, education should continue to factor in health and wellness as key part of the curriculum. It should not be lost on society that the high achievers have attributed extra-curricular and physical activities as part of their intellectual regimen.

Our teachers are vital to education delivery, and any developmental strategy must factor in giving them the deserving attention, not merely to ensure they are being equipped with the knowledge

and facilities to teach, but also examining incentive schemes that will attract and retain a professional corps that is second to none. The issue of duty-free motor vehicles for head teachers can see the pool expanding to other teachers, inclusive of looking at motorcycles, lower motor vehicle cylinder capacity, and aiding in the provision of access to affordable payment plans.

It takes a village to raise a child, borrowing from the Ghanaian proverb, and here is where, outside of the policymakers, teachers and the staff in the education system, the parent and community have their roles. Parent Teachers Associations need the technical support in examining and understanding why this critical partnership in the child’s development is no longer seen and/or treated with deserving seriousness, and thereafter systems put in place to correct the anomaly.

Education forms the bedrock in the development of every society, and we have to get it right with our education system. And this requires approaching education frontally, making the needed investments that would always factor in what the nation intends to be the desired results. Our children live and act out what they see and learn, and where any child is so denied, work had to be done. The celebration for those who have reached this far must also see efforts being put in place to bring within those from out of the fold, thereby leaving none out from the yearly celebration, recognition and accolades.

An insult to taxpayers

F what the pictorial representation on last Sunday’s Kaieteur News front page of part of the Black Bush Polder Road is true, then that named contractor did not give money for value. First to the then government which awarded the contract, and second to the Black Bush residents who were the supposed beneficiaries.

By any stretch of the imagination, US$6.6M is quite a huge sum for such a roadway, but enough for a competent and properly- executed road construction works. And, speaking from a layman’s point of view, even if there were overruns, that still should not equate to a denuded, substandard quality of finished product as shown in the pictorial.

It is abysmal, and shocking, that a high-priced constructed

roadway should reflect such a deteriorated pathway in such a short period, after construction in 2012. At first glance, it would seem as if no kind of work has ever been done. On observation, too, deterioration would have had to commence almost immediately after the completed works to reflect the shamefully shocking state of a roadway for such a huge sum purportedly invested.

These are the kinds of slipshod and shoddy works that have been done by persons who would have benefitted ten-fold from PPP/C infrastructural contracts. One wonders whether the residents would not have brought such an infrastructural tragedy to the attention of their political party from their support base, and if so, what had been done.

One must also ask where were the Zamal Husseins of this world; the type of PPP/C spokespersons who constantly seek to criticise the Coalition Government for every conceivable

social ill/deficiency which the PPP/C ignored during its 23 years in government, and on which the former have been effecting remedial works, in every region, since 2015. Case in point is the East Bank Berbice road.

This particular contractor, identified in the caption, should be asked to remedy this road, which is more than an insult to the taxpayers of this country, and at his personal cost.

It is another graphic, tragic illustration as to what occurred under the PPP/C administration, which was aided and abetted by silence of its beneficiaries/ supporters who are now very vociferous in their criticism of the current administration, which continues to address infrastructure ll across the country.

AFC remains strong Dear Editor,

O

VER the past few months leading up to the Alliance For Change (AFC)’s National Conference, which was held on June 15, 2019, many took to social media, especially Facebook and the local media, to bash the Party in every way they could. I must say, they continue to do the same now that the conference is over, but they are harder and stronger in the bashing to the newly-elected leadership of the party.

Let me say this; the elections of those office bearers were done under a very democratic process. It was fairly, freely and transparently done during the entire process, and all of the delegates and observers were very pleased the way things went.

The AFC does not believe in selecting candidates to fill a position, as some did in having their Presidential Candidate and other party officials/leaders selected. Those are the very people that are using their support base and membership to cuss out the AFC democratic process on FB and the local media houses, when they themselves are the ones engaged in internal rigging of their party’s elections process.

The AFC welcomes these critics, because they make the party membership and leadership stronger in ensuring that they remain intact and firm in what they believe in, and that which is better for the party in taking it forward.

I will admit, and I do know that many of my brothers and sisters in the AFC will believe the same, and that is that like every other political party in Guyana, the Caribbean and the world, they too have their share of problems to deal with.

I do not think that the AFC is running away from that fact.

I believe many are upset with the AFC today. Why? Because they didn’t expect to hear and see that the conference was incident- free and there were no hiccups or cause for the delegates to create a problem, although some took to the various media houses days before to create problems within the

party.

The party’s members stood their ground and ensured that the AFC remains a democratic party, so that their views can be heard while maintaining peace and calm, so that Guyanese and the world at large can see and know that the AFC is strong and committed to the development of Guyana, no matter what. Before the conference, many believed that lots of negatives would take place. Many had believed, too, that members would have fought amongst themselves, and that the conference would have broken up. But AFC members know better, and did better. And that shocked those naysayers.

I would like to congratulate those elected to serve the party for the next two years, and hope that they get their act together in ensuring that the AFC continues to be positive as we move forward positively towards strengthening the party and its policies.

The AFC, at the last National Conference, elected a strong leadership team in the likes of Khemraj Ramjattan as the leader, Raphael Trotman as Chair, Cathy Hughes as Vice-Chair and the hard-working former General Secretary David Patterson as its new General Secretary.

Those names alone have got the Opposition thinking, “What’s happening? Why did it have to be those people?

Why?” The Opposition knows that all of those persons can stand up to the PPP, while the PPP only has one dictator that stands up. But he does it differently; by cussing out.

And those elected in the AFC leadership do not go that way.

We must all understand as to why the AFC is being attacked and targetted by many on social media and in the local press. I know that the AFC is not worried over those attacks, because it’s their democratic right to do so.

At the National Conference, we also saw the election of 12 strong National Executive Members, who are going to work hand-in- hand with the newly-elected leadership in taking the party positively forward. They are: Valerie

Lowe, Dr. ‘Vince’ Adams, Michael Carrington, Alison Mohamed, Sherod Duncan, Haimraj Rajkumar, Ricky Ramsaroop, Dominic Gaskin, Nicola Trotman, Neilson McKenzie, Trevor Williams and Derek Basdeo.

Those are very competent and hardworking AFC members now serving on the NEC of the party. I know that this newly-elected NEC will serve better than the previous NEC that did way less of what they had to do.

By having this team, I know that they will work to ensure that the party develops more, and also to ensure that we work hand- in-hand with our ‘Coalition’ partners, APNU, in ensuring that development continues. The AFC delegates at the National Conference come from all ten administrative regions of Guyana, the Caribbean and the Diaspora (USA, UK, and Canada), and they resoundingly and wholeheartedly support Mr Khemraj Ramjattan to be the AFC’s choice as Prime Ministerial Candidate for the upcoming elections with our ‘Coalition’ partners.

I do not believe this was done in any way to discredit the work of our present Prime Minister, Moses Nagamootoo, MP, and Party Statesman.

Prime Minister Nagamootoo served this country well, as PM, and as a long-standing politician. He works hard within the AFC and ‘Coalition’ to ensure changes come.

I would like to take this opportunity, and I think all within the party would like to echo the same sentiment to PM Nagamootoo, and that is, “Thank you very much for your kind and hardworking service to this dear land of ours. You have served well, and we all believe that your hard work has paid off, especially in helping to get rid of the corrupt PPP in 2015.

“PM Nagamootoo, you deserve the highest national award of this land for your exceptional services to this country, and moreover to the people of this great land.”

The AFC is a strong, vibrant and committed party that will continue the struggles

with its ‘Coalition’ partners for and towards a better and positive Guyana, by developing all sectors in this country, regardless of race, religion, political affiliations, etc. It is my honest and humble opinion that all the naysayers see and know the strength of the AFC through its strong and vibrant leadership over the years, and especially what took place at the Conference, when its members throughout Guyana took a stand by firmly electing strong leaders that will and can stand up for the party in taking us forward.

The negatives that we are hearing and reading I believe comes from those that want to take the party main focus away for some reason or the other, by pretending to be members of the AFC and APNU. But less they know is that the AFC is strong, focus and stand firmly towards it believes and principles at all times.

To my AFC family, brothers and sisters along with all the supporters’ let us be strong and united as we fight the demons that are after us and ensure we work harder in every street corner, village and community throughout Guyana in ensuring victory for the APNU+AFC comes national and regional elections.

We cannot afford to beat up on each other in the AFC or our coalition partners, because that is what the opposition is waiting for and will take that to score points against us. It is my firm belief that because of the strength of those two candidates that will lead the coalition into elections the PPP will create every havoc and mischief’s that they can by spreading lies as they often do to the public, so as to ensure they have their way.

Let’s remain strong and committed as we work together in ensuring a better Guyana through the many positives that took place and keeps going\happening under this APNU+AFC coalition as they continue to bring the GOOD LIFE FOR ALL. Regards, Abel Seetaram

PPP was able to make corruption look normal

Dear Editor,

HERE are many things in Guyana that became normalised under the PPP regime of 23 years. They made Guyanese feel that it was normal not to have traffic lights, so much so that today, people see it as a bother.

They do not like the order that it brings and aligns them with, to the extent that they try at every opportunity to avoid traffic lights.

PPP made going on a work-related trip seem like a holiday to many public servants. PPP made it appear like a duty-free concession is a luxury rather than a utility (as duty-free are given in support of the functions of your job).

PPP made fast money seem trendy, and killed meritocracy. PPP tried to get rid of good police officers in favour of those dishonest and repugnant ones. PPP made it seem like the government was doing you a favour to provide basic utilities if you or your community were not supportive of their government. All of this to say that it is clear why systems, processes, and time are given scant regard at this juncture in Guyana’s development. PPP made public goods look like private giveaways and privately-owned.

They normalised these things. Guyanese today are so con-

fused and amazed to know they have a right to the national patrimony like every other person. PPP made it seem as if those certain professions, jobs, and activities are determined by criterion other than being a Guyanese and having the capacity to deliver. Many instances of corruption by the regime are now being rehashed on the Internet. Only to realise that that was years ago, but people are only now questioning it; never before.

PPP got people in a confusion, as they’re now try to change their image and be the champion of corruption, which is now lower than it was in 23 years, despite still not being eliminated. PPP shields its members by having the General Secretary rant, but putting their presidential candidate to have civil conversations either with himself, or with those who are to parrot their propaganda as to suggest to the public they are the bastion of civility, trust, honesty etc. But of course, let them get in the seat, and you will see all the familiar faces. Let them get in the seat, and it will signal your approval for them to rule with duplicity, unhindered by the public utterances, or the quest for equity and justice.

The existing constitutional structure is not working Dear Editor, WE thank E. B. John for his letter of 26/6, which forces Guyanese to leave our comfort zone and address our perennial problem of ethnic voting in Guyana. Our perspectives and approach will be better as a result of his intervention. Mr. John asked, “Given the current climate of disconnection, can it reasonably be expected that the leading contending parties will concede to any local intervention, regarding ‘a complete makeover’ without a well-coordinated demand from across a wide spectrum of citizenship … And who will be the authors of this fundamental restructuring?’

A New and United Guyana (ANUG) is the only political party that offers the electorate the opportunity to choose a radical alternative, although both the PNC/R and PPP/C supported the need for radical change when in opposition. ANUG is committed and will lead the charge.

The current imbroglio between the two major parties demonstrates what ANUG has been saying all along: the existing Constitutional structure is not working and change is necessary if Guyana is to progress.

Ultimately an ethnically broad and substantial number of citizens, backed by their regional and international partners, will be required to drive the process to fruition. We hold that such an ethnically broad group exists: indeed the establishment of ANUG is rooted in the belief that such a constituency exists and is daily growing. In this regard, it is the political leadership by both sides which has been the main obstacle. The solution does not lie with them.

Therefore ANUG wishes to make the following responses to Mr. John’s observations: ANUG was established to gain sufficient votes to prevent either the PPP/C or the APNU/ AFC from gaining a majority in the National Assembly.

It will join neither of the two parties, nor will it take any position in government administration until a constitutionally established shared governance arrangement is implemented.

However, it will use such influence as it has to force those parties to work together. We have promised, if legally possible, to make this undertaking justiciable. ANUG recognizes Mr. John’s appreciation of the importance of ‘the complete separation of powers between the Executive and the Legislative,’ which is one of its central tenets.

Where Mr. John asks how this can be done, the answer is in two stages. First, if the Government does not have a majority in Parliament, that house immediately becomes independent, since it will be controlled by the opposition parties. That is the vital first step. Once this is achieved, ANUG will use this leverage in Parliament to broker a real discussion between the Parties which will produce actual institutional separation, where those in the executive/ministers will not be in or have any control over the legislature.

The judiciary will also remain institutionally independent. Mr. John finally asks for detailed clarity on ANUG’s call for ‘a constituency system with a mechanism for proportionality’. What ANUG has in mind is the establishment of the maximum number of directly elected constituencies consistent with the need (top-up seats) to maintain proportionality between the votes received at the general elections and the number of seats the party receives in the national assembly. Presently, of the 65 members of Parliament, only twenty five are token representatives of a constituency, the remaining 40 are party appointees. ANUG proposes that no more than ten seats should be for top up, with the majority being appointed by constituencies.

Candidates should contest in their own names and will be directly accountable to their constituency and can be recalled by their constituency. There must be real accountability; the Guyanese public have been fooled for too long. Much of the final paragraphs of Mr. John’s missive deals with ANUG’s strategic direction, and he claimed that ‘the reason one competes in any race is to win.’ ANUG entered the political arena so that Guyana can win. While we have ideas over the broad spectrum of social concerns, ANUG is participating in this race to immediately force constitutional reform and believes that this can be accomplished with only a few balancing seats. As you observed, Mr. John, ‘the ‘ethnopolitical’ quagmire in which our society is sunk must be addressed with a passion. We simply cannot endure anymore’ and we hope that ANUG can depend upon the support of people such as yourself.

“I am very heartened by the installation of this new landing navigation system because it increases the level of safety and reliability of the airline so that pilots would be able to safely and accurately follow the landing system,”

Meanwhile, Director of Operations within Roraima Airways, Captain Leary Barclay, said ILS is very efficient. “We are also very happy with how it was implemented. The Civil Aviation Authority would have sat with us. There were three options. There were some cost considerations and they sat with the industry and

they implemented the option that was agreed to by the Civil Aviation Authority and the operators... So, it was a collaborative effort which was a breath of fresh air with how things are being done with the Authority,” Captain Barclay said.

Director of Air Navigation Services (ANS) within CJIA, Rickford Samaroo, explained how the project was conceptualised. “The expansion work had required us to remove landing system and so accommodate the runway extension,” said the ANS Director.

The project is expected to

have a major impact on flight operations. Director Samaroo said, “what this [project] does is allow airplanes to operate at lower minimum. That’s for instance, if the weather condition is poor, the system guides airplanes down to the runway as low as 200ft above the runway, at which point the pilot will make a visual descent to continue his landing.”

Other expected outcomes and impact of the new Instrument Landing System include reductions in operation cost and increases to airport capacity and access. This project

will also allow the government to be in compliance with the International Civil Aviation Organisation’s (ICAO’s) Global Air Navigation Plan for Runways and Vertical Guidance.

The $200M project, along with the airport expansion project, allows the Coalition Govern ment to work towards the realisation of the United Nations Development Goal number 9, which seeks to build resilient infrastructure, promote inclusive and sustainable industrialisation and foster innovation.

Citizens must be watchdogs – urged to desist from dumping garbage which block pumps

Colvern Venture, has appealed to residents to be watchdogs in their respective communities, in light of the continued wanton disposal of garbage by some people, that sometimes make its way into drains and impede the free flow of water from the land, whenever it rains heavily.

Speaking with the Guyana Chronicle on Monday, after visiting several wards that were under water due to heavy showers that began in the wee hours, Venture lamented the challenges he and staff face, in particular when it rains heavily and wards are flooded.

The Hydrometeorological Service of the Ministry of Agriculture had put the public on notice for such a situation, in its forecast for Monday, which noted that frequent showers and thundershowers, overcast skies and rainfall measuring between 30.0 and 60.0 mm (millimetres), were expected.

Venture said too, the flooding occurred although the council, cognisant of the traditional May/June rainy season, could have been observed taking preventative measures by constantly clearing drains, parapets and canals of overgrowth, particularly in flood-prone wards.

Gov’t in move to craft cybersecurity strategy …officials see high risk with coming of oil, economic growth

GUYANA has commenced work in the formulation of a draft National Cybersecurity Strategy to help combat the threat of cybercrime.

On Tuesday, the Ministry of Public Telecommunications in collaboration with the National Data Management Authority (NDMA) and the Organisation of American States (OAS) began efforts towards such with the hosting of a stakeholder consultation.

It was hosted at the Arthur Chung Conference Center commencing with an opening ceremony and, later, roundtable consultations which will continue into the future.

Participating in the formulation of the draft document are representatives of the local financial sector, the judiciary, telecommunications regulators and critical infrastructure operators in aviation, energy, ports and Government agen-

cies responsible for national security, Information and communications technology (ICT), education and more.

Addressing the audience, NDMA Deputy General Manager, Francis Simmons said that cybersecurity is “serious business” and will take even more precedence as Guyana heads into a future of oil and gas. “For a nation on the cusp of economic greatness, Guyana will be the

center of attention and attraction not only to those with good intentions but equally, or more so, to those who intend to scheme and cause disruption and chaos in our day to day lives as we engage more and more in electronic,” he said.

Through the Public Telecommunications, formed under the current Administration, he noted that work is being done to bring government services online, guided by a digital roadmap. Altogether it is intended to transform Guyana into a modern and well-protected electronic State.

With Guyana being named as having the fastest growing economy in the world, McPherson stated that Guyana must act now to finalise a cybersecurity strategy at the national level. In addition, with Guyana becoming increasingly dependent on the internet to provide services, she noted that government ministries/ agencies are also at risk for cyberattacks which could prove detrimental. “With your continued commitment and support, I anticipate that this will be the beginning of a very dynamic, substantive conversation about strategies, policies and practices that will improve cybersecurity in Guyana,” she said “The outcome of today’s stakeholder consultation,

cybersecurity challenges in the country; what should be the main objective of the strategy; the government’s role or responsibility in the strategy’s development and implementation and the role the private sector and civil society will play.

“It [the strategy] is something that can be done within six months to a year.

It’s something that if we work dedicatedly –the OAS is committed to the process --- and once it is that everyone participates and gives the information, the key questions will be [answered],” she said.

While noting that Guyana is still at an infant stage when it comes to cybersecurity, she commended the NDMA for its efforts and

needed software whenever possible and to invest in new and efficient technology along the way. Guyana enacted the Cybercrime Act in 2018 aimed at addressing cybercrime by creating offenses and providing for penalties, investigation and prosecution.

Meanwhile, the Guyana Police Force (GPF) has developed its Cybercrime Unit to fight the form of crime using computer technology.

At the same time, the country continues to work along with the International Telecommunication Union (ITU), OAS, IDB and the governments of United States, India, China and Israel to improve its capacity through training.

Thousands of Lindeners to benefit from improved water supply

THOUSANDS of Linden residents are set to benefit from improved water supply as the Guyana Water Incorporated (GWI) moves to drill two new wells in the mining town, and engage in other works, in various areas.

Some 4,500 residents of Amelia’s Ward in Linden, Region 10, will soon benefit from improved water supply with the drilling of two new wells which are slated for commencement in July, 2019.

“The drilling of the wells will ensure an adequate supply of water for treatment and distribution for the rapidly expanding area of Amelia’s Ward as well as create redundancy within the system,” GWI said. This is scheduled for completion in October, 2019.

be increased by 33 per cent to sustain 24 hours operation.

Presently, the Water Treatment facility is functioning at a maximum capacity of 220 meter cubes per hour. Those two new wells will allow the production at the treatment plant to increase to 320 meter cubes per hour.

GWI noted that there are other works slated for Amelia’s Ward. These include the installation of additional distribution pipes in Cinderella City, South Amelia’s Ward and in the squatting area.

This project is in

alignment with Sustainable Development Goal number 6 which speaks to clean water and sanitation for all people. Further, it is in keeping with the Government of Guyana’s mandate to provide safe, potable water to all residents across all regions.

Another 9,000 residents will also benefit from improved quality of service with the replacement of Booster Pumps at the Wisroc Water Treatment Plant.

The GWI release noted that this project is slated to be completed by July 31, 2019 and will benefit residents of Wisroc,

Blue Berry Hill, Block 22, Andyville, Prosville, One Mile Extension, One Mile, Half Mile, Canvas City.

Also ongoing is the drilling of an additional well at Ituni to approximately 300 feet, to facilitate extended pumping hours to some 742 residents of that community.

When this is completed, residents will benefit from improved water quality and increased hours of water supply.

The installation of a four-inch distribution network is also ongoing and will benefit some 525 res-

idents of West Watooka Hill Top. This project is scheduled for completion

by July 31, 2019 and will afford the majority of the community with firsttime access to potable water via the distribution network Recently, the installation of a photovoltaic operated well and a 2 distribution network and the installation of a 4 distribution network in Amelia’s Ward Self Help Squatting Area.

Both of these afforded access to potable water for a number of residents.

By Vishani Ragobeer IMPROVEMENTS have been recorded in Mathematics and in the performance of children from hinterland communities, sources at the Ministry of Education (MoE) disclosed ahead of today’s announcement of the results for this year’s National Grade Six Assessment (NGSA).

On Tuesday, credible sources at the Education Ministry told Guyana Chronicle that this year saw an improvement in performance in Mathematics.

In 2018, it was reported that 38 per cent of the 14,145 students who wrote the 2018 NGSA passed mathematics. This was below the 45 per cent passes recorded in 2017. As a result of the deficiencies seen in this subject area, the MoE continued its ‘Math camps’ where over 1000 children benefited since its introduction in 2018. Through these camps, Grade Six pupils were afforded the opportunity to attend extra mathematics classes from 09:00hrs to 12:00hrs on Saturdays at various schools.

These camps also followed the $48M the government injected into emergency intervention to strengthen the teaching capacity of mathematics at the Grade Six level in public schools in 2016.

The ministry will announce the results of the 2019 NGSA at a press conference slated for 09:00 hours at the National Centre for Educational Resource Development (NCERD). At this press conference, the status of the other three subjects, Science, Social Studies and English, will be made known. This year’s top performers will also be announced.

In addition to the improvements recorded in Mathematics, the well-placed source indicated that there has also been improvement seen in the performances of children in the hinterland regions of Guyana.

Due to Guyana’s unique geography, there have been some disparities in the delivery of educational content for hinterland and coastal communities. Speaking to this newspaper recently, Education Minister, Dr. Nicolette Henry, stressed that the integration of Information and Communication Technology (ICT) into the education system is key for bridging disparities that exist and for modernising the sector In recent times, the ministry began introducing “Smart Classrooms”. The Smart Classroom Solution is a complete digital education package consisting of Samsung tablets, televisions, a server and related software.

Through this, teachers and students can engage in interactive learning which combines various elements (such as multimedia components: videos, audio and photographs) with communication technologies, that create a learning space that transcends geographic location.

In preparation for the NGSA this year, the MoE also engaged in several other interventions geared at bolstering the sector as a whole. Among these were the training and professional development sessions for teachers across the different subject areas, subject camps where children received extra lessons and remedial classes.

The MoE also conducted diagnostic examinations, better known as mock exams, which gave perspective to what gaps existed in the education sector.

These mock exams also served to give the children a feel of the examinations so that they could be more relaxed in the actual examination.

Laing Avenue man gets two years for illegal firearm PAUL Bishop, 33, a resident of Laing Avenue, West Ruimveldt Housing Scheme, was on Tuesday sentenced to two years imprisonment by Magistrate Anneth Singh for possession of an unlicensed firearm.

Bishop was on trial at the Georgetown Magistrates’ Court and was found guilty of having a .32 revolver in his possession on October 9, 2018, at Freeman Street, East La Penitence, when he was not a licensed firearm holder.

According to reports, on the day in question a police patrol in Freeman Street saw Bishop on a bicycle acting in a suspicious manner. Consequently, the police conducted a search on Bishop’s person and found the firearm.

East Bank man denies stealing zinc sheets THE trial of Sherwin Hamilton of 20 Sarah Johanna, East Bank Demerara (EBD), continued Tuesday before Magistrate Sunil Scarce at the Providence Magistrate‘s Court.

Hamilton was charged with larceny of a quantity of zinc sheets at Sarah Johanna, between Monday, June 24, and Thursday, June 27, 2019.

Hamilton, who led his own defence in the case, was given three options: the first would allow him to make a statement from where he was without being questioned by the magistrate or by the police prosecutor; the second, allowing him to remain silent while the magistrate read his statement; and the third entailed him entering the dock from where he could make a statement; he would however be questioned by the prosecutor and the magistrate. Hamilton chose the third and final option.

In his defence, Hamilton told the court that the larceny charge was wrong, because he did not commit the offence of larceny. Further, he told the court, “ I know police Harvey, me and he had an argument at the station and due to a misunderstanding with me and meh family.

However, under cross-examination by the prosecutor, Hamilton seemed to change his story, but maintained his innocence.

14-year-old charged with murdering schoolmate A 14-year-old young man was on Tuesday charged with the murder of his schoolmate, who was fatally stabbed during a brawl at Matthews Ridge, North West District.

He was not required to plead to the capital charge, which alleged that on June 27,2019, at Flat, Matthews Ridge, he murdered Joseph Bumbury, who was also 14. He was unrepresented and was remanded into custody at the Juvenile Holding Centre.

Group petitions, protests Public Security Ministry –– call for investigation into era of extrajudicial killing THE civil group, ‘Mourning Family and Friends in White’, on Tuesday, staged a protest outside the office of the Minister of Public Security calling on the government to launch an investigation into the extrajudicial killings that occurred under the tenure of former President Bharrat Jagdeo and the PPP/C administration .

The protesters, numbering over a dozen persons, circled in front of the Ministry of Public Security’s Brickdam office with placards in their hands.

Some of the placards read: “Peoples of Guyana united against death squads, we have nothing to lose but our griefs and pains,”; “No more of Jagdeo and PPP/C, no more massacre,”; “Why the silence of the human rights associations over the extra judicial execution of citizens during Jagdeo/PPP regime”; and “Jagdeo must explain who ordered executions of Ronald Waddell and Courtney Crum Ewing” among others.

“Whether he was directly or indirectly involved, it happened during his watch, it was a really horrific time,” she said. Adding: “We are asking the gov’t to speed up the investigations as Roger Khan is expected soon.”

Khan was arrested in 2006 in Suriname in a sting operation that Surinamese Police said netted more than 200 kilograms of cocaine – the biggest cocaine haul in Suriname of that year.

Khan, who is alleged to be the former leader of the notorious ‘Phantom Squad’,

was extradited immediately to the US since he reportedly fled from that country several years before to avoid charges.

On October 16, 2009, Khan was jailed for conspiracy to import cocaine into the US, witness tampering and illegal possession of firearms.

He is expected to be released from the US prison in July but has continuously been asking the US courts for an early release based on good conduct during his imprisonment.

Parkside Steel Orchestra readies for Carifesta XIV

By Vishani Ragobeer THE Caribbean Airlines Parkside Steel Orchestra has been working overtime to ensure its delegation of steelpan players are a force to be reckoned with when they meet their regional counterparts at the Caribbean Festival of Arts (Carifesta) XIV in August.

Carifesta XIV will be held in Trinidad and Tobago, from August 16 to 25 and is expected to attract participants from across CARICOM and, by extension, the Caribbean.

“Since Carifesta is being held in Trinidad, the home of [steelpan], we’re trying our best to carry as large and as representative a set of steelpan players from Guyana to the home of pan so that we could really represent what the Guyanese steelpan culture is all about,” Senior Parkside Player, Hanani Ben Lewi said.

On Sunday, Ben Lewi and a host of players from the steel orchestra organised a fundraising concert at the Umana Yana in Kingston. He explained that the concert was part of a series of events the group intends engaging in, in an attempt to garner enough funds to offset the cost of transportation, accommodation and daily activities for the players.

These activities also provide a forum for the players to showcase their skills and foster a sense of camaraderie among them, ahead of the highly anticipated Carifesta.

“We have an influx of new players who are just out of secondary school, so this is great experience not just for us who are attending Carifesta, but for them to have their first performances as a member of the Caribbean Airlines Parkside Steel Orchestra,” Ben Lewi explained.

Another band member, Jahrell Wilson, also shared with Guyana Chronicle that the concerts are usually done by the Panwave Steelpan Academy, which is the junior band of youngsters who are part of the ‘Parkside’ family. Since members in Parkside Orchestra are often busy with work and other obligations, Wilson noted that the younger ones would usually take the limelight for these activities.

In preparation for Carifesta; however, Parkside has adopted new strategies to maximise training. In fact, Wilson related that the younger players were brought into the “older” band so that they can learn new techniques and skills, while garnering experience playing in front of crowds through the fundraisers.

CONFIDENCE BUILDING “When you go to do any competition, there’s that performing jitters that you would get so before we go up [for Carifesta], it’s good to have these small performances to bring that sort of ease and comfort to your members,” Wilson said.

He also underscored that activities like these are meant to “bring the band closer together”, noting that the cohesion cultivated within the band is one of the key aspects to outstanding performances.

For the actual preparations for Carifesta, the band has been practising every week day to learn a multitude of songs.

Ben Lewi noted too that the aim is to ensure that the band is

one ‘well-oiled’ machine that can play a variety of high-energy, complex songs on that Caribbean stage alongside the other local pan players that will be representing Guyana as part of the National Orchestra.

“Our National Steel Orchestra is an amalgamation of bands; it’s not just us,” Ben Lewi explained. “So we’re bringing together ideas from persons we may not have interacted with and we’re trying our best to have a varied approach to music.”

According to Ben Lewi, who is also the reigning local Senior Soloist champion, the aim is to be the “best set” of pan players in the home of pan, while cultivating that love for the instrument and music in a younger generation of upcoming pan players.

“It’s not just about us going to Carifesta, even though that is a great thing, but it is about getting the younger people engaged in steelpan, because pan teaches so much life skills from leadership, discipline and learning how to manage your time,” he said.

Hanani also related that these fundraising concerts function to reassure Guyanese that the Parkside orchestra is still “alive and well”, despite not having a show in about three years. With momentum building, he disclosed that the orchestra is looking to at least have an annual grand show, alongside smaller and free benefit concerts in public spaces.

Linden taxi driver convicted of rape …court orders probation report

MORRIS Johnson, 41, a taxi driver of Linden, was on Tuesday found guilty by a 12-member jury for raping a 22-year-old girl in 2017 at Linden.

Johnson was on trial before Justice Brassington Reynolds at the Demerara High Court for engaging in sexual activity with a child under the age of 16 between August 12, 2017 and August 13,2019, at Linden.

Johnson was represented by attorney-at-law Ronald BurchSmith, while the state was represented by prosecutors Abigail Gibbs and Seeta Bishundial.

The matter has been adjourned until August 26, 2019, for presentation of a probation report on Johnson , before Justice Reynolds imposes sentence.

Reports are that the child, who attended an event with three of her friends, caught a taxi referred to as ‘$100 car’ or ‘shortdrop car’ at Co-op Crescent, Mackenzie, around 22:00hrs in an effort to get to her home in Linden.

However, upon reaching her home, the taxi driver passed the stop where the child and her friends were expected to get

out.

The three friends who were seated in the back seat reportedly forced their way out of the car, leaving behind the victim, who was sitting in the front passenger seat and was wearing the seat belt.

After her friends had taken their leave, the child was then taken to a ‘back road’ area at Lower Kara Kara by the taxi driver, where she was forced out of the vehicle and sexually assaulted.

When he was done, the suspect then dropped the victim off at the Kara Kara Bridge,Linden where she was left to walk home.

The victim’s family, who were said to have been looking for her after the friends with whom she had shared the taxi alerted them as to what had happened, took her to the police station and subsequently to the Linden Hospital for a medical examination.

The results of the medical examination proved that the victim had indeed ben sexually assaulted and Johnson was later arrested and charged.

Mahipaul said that while the A Partnership for National Unity (APNU) and Alliance For Change (AFC) coalition did not garner the majority votes in the Region at the 2015 elections, there is a high chance this will change in the new elections.

He has hinged his projection on the basis of significant

“In the next election, the

optimism is there for the APNU/AFC to win a majority. This optimism was not conceived out of speculation but from commitments given by communities and clusters of people that saw, for themselves, infrastructural improvement, educational upliftment of young people specifically, better health services delivery and agricultural improvements in Region Three,” Mahipaul said.

“People in Region Three saw with their naked eyes communities that did not support the APNU/AFC in 2015; they saw that these very communities benefitted from improvements.”

He listed “excellent road” improvements in Tuschen, Phase Two and Leguan Island while, in Zeelugt Sugar Welfare Scheme, he listed “excellent road, light and water”.

in its few years, Mahipaul is certain that when residents move to place their votes, they will no longer be motivated by the race politics pushed by certain political parties.

He stated: “We are confident that at the next election, the majority is going to go towards the APNU/AFC because people have seen that they were not neglected. It is clear that people are now interested in getting their issues addressed and not race voting. It is very clear in Region Three that race voting is no longer going to be the pattern of voting as would have occurred in the past.

Dr. Thakur started his work on Tuesday and is expected to host the commission in Berbice and anywhere else he deems fit.

A final report, findings and recommendations will be submitted to President Granger on or before September, 2, 2019, or any later date as may be determined by the President.

On April 27, 2018, a piracy attack which occurred off the Atlantic Coast of Suriname, left sixteen fishermen missing and feared dead. The bodies of three of the missing fishermen were later salvaged while two others washed ashore.

According to survivors, they were assaulted with machetes and forced to jump into the sea by the assailants.

According to the Terms of Reference (ToR), the Commission shall determine the number and identities of the persons killed in the attack and determine the perpetrators’ motive with a view to holding the guilty accountable.

Further, the ToR stated that the role of state agencies in the security of fishermen in the area, as well as all persons or organisations deemed responsible for the death of those persons will be investigated.

It was noted that a report on a plan of action be undertaken both at sea and onshore to prevent and counter piracy and related activities by addressing root causes of the phenom-

enon.

The Commissioner will conduct the inquiry in public as he sees fit and persons of interest to the proceedings will be summoned.

The Government of Guyana, in June 2018, made a one-off payment to relatives of five fishermen who suffered from the deadly pirate attack.

Among those who each received the sum of $100,000, were Mary Rodrigues – the mother of Sherwin Lovell – and Chandroutie Dwarka, who is the wife of Deonarine Gobherdan.

Lovell and Gobherdan are the two men who survived the brutal attack.

The other beneficiaries were the relatives of Glenroy Jones, Sunil Ramotar and Vickey Persaud who are still missing.

Following the deadly pirate attack on four fishing boats 30 miles (48 km) from the coast of Suriname, five men survived, while three bodies were recovered.

Still missing are: Ramesh Sanchar, 50; Glenroy Jones, 20; Tilaknauth Mohabir, 50; Ralph Anthony Couchman,19; Rajkumar Bissessar; Ganesh Beharry; Bobby Ibrahim; Sunil also known as “Podock”; Ramnarine Singh; Bharat Heralall; Randy Burnette; and Olenski Maxwell.

The attack was described by President David Granger as a “massacre”.

A national day of mourning was observed on June 25, 2018 as a solemn memorial to the Guyanese fishermen.

When Hamilton was asked to step down from the stand , he was asked by the magistrate if there was anything he had to say, to which he replied “ I is a lil halfah sick man and I can’t thief no zinc. “ He added that he was innocent, but it was up to the court to decide.

Magistrate Scarce then adjourned the matter to Friday, July 5, 2019, when she is expected to rule.

‘Fish Teeth’ to be charged with murder DEVENDRA Persaud, 31, called “Fish Teeth”, will, today, be charged for murder in relation to the alleged killing of Samuel Lyttle, a fellow inmate, at the Lusignan Prison Holding Bay recently.

The charge was recommended by the Director of Public Prosecution (DPP) after police submitted the file for legal advice.

Samuel Lyttle was a 23-year-old labourer of Lot 1 Stewartville, West Coast Demerara.

Reports indicate that both Lyttle and Persaud were on

remand for separate offences of break and enter and larceny and had serious issues with each other.

It is alleged that Lyttle was in his hammock when Persaud attacked him with a wood that had a nail stuck through it.

Persaud reportedly lashed Lyttle repeatedly about the head before being restrained by prison wardens.

He (Lyttle) was then escorted to the prison infirmary and then to the Georgetown Public Hospital where he was admitted and later succumbed.

Progress made in implementation of CSME ... but SG says some countries yet to pass legislation, implement admin procedures

ALTHOUGH there has been greater progress in implementation of the Caribbean Community (CARICOM) Single Market and Economy (CSME) among member states, Secretary-General of CARICOM, Irwin LaRocque, said their needs to be more “handholding” in order to get things done.

The CSME is an arrangement among the CARICOM states for the creation of a single, enlarged economic space through the removal of restrictions, resulting in the free movement of goods, services, people, capital and technology.

Under the CSME, member states have agreed to 10 categories and were given the opportunity to pass legislation or, in the interim, implement administrative procedures.

“What we are finding is that there are member states who have not passed the legislation but, worse, those who have not put the administrative procedures in place,” said LaRocque during a press briefing at the studio of the Government Information Services in Saint Lucia, on Tuesday.

In an effort to ensure that member states follow through on their commitments, CARICOM had engaged in one-on-one meetings with countries, a process which has proven to be helpful in the process.

“We have seen progress with these one-on-one meetings but, we need to do more hand-holding,” said LaRocque, adding that member states sometimes lack understanding.

More discussions on the implementation of measures to enhance the CSME will be high on the agenda at the 40th Regular Meeting of CARICOM Heads of Government in Saint Lucia. The meeting will be held on July 3-5 at the Sandals Grande St. Lucian Hotel.

Heads of Government are expected to build on the St. Ann’s Declaration, which was approved at the 18th Special Meeting on the CSME, in Trinidad and Tobago last December.

The declaration, which confirmed the CSME as still the most viable platform to support the Region’s growth and development agenda, put forward several measures for determined action.

Among the measures are a more formalised, structured mechanism for engagement with the Region’s private sector and labour; expansion of the categories of skilled nationals entitled to move freely and work within the community, to include agricultural workers, beauty service practitioners, barbers and security guards; ensuring community-wide recognition of each member state-issued CARICOM Skills Certificate; reinforcing regional security mechanisms; and permitting the Region’s citizens and companies to participate in public procurement processes across the community.

December’s Special Meeting had appointed a broadbased 10-member team, under economist, Professor Avinash Persaud, to a restructured CARICOM Commission on the economy to advise member states on a growth agenda for the community. An update on this will be provided at the meeting.

CARICOM will also be engaging the regional private sector, labour and civil society, which will represent the people who use the CSME. This, he said, will help the community to hear how best they can make the CSME more user-friendly.

“We are seeking to be more consultative with the stakeholders,” said LaRocque, adding, that more persons will be consulted as they go along.

Serena Williams joins U.S. reach World Cup final with dramatic win over England Barty, Kerber in Wimbledon round two

SEVEN-time Wimbledon champion Serena Williams moved into the second round with a straight-set win over Italy’s Giulia Gatto-Monticone yesterday.

World number one Ashleigh Barty and defending champion Angelique Kerber also made it comfortably through.

Williams, 37, won 6-2, 7-5 in one hour 19 minutes on Centre Court.

French Open champion Barty overcame Chinese world number 43 Zheng Saisai 6-4, 6-2 and will now play Belgian Alison van Uytvanck.

Kerber saw off fellow German Tatjana Maria 6-4, 6-3 and faces American world number 95 Lauren Davis in round two.

Williams, the 11th seed, is looking to equal Australian Margaret Court’s all-time record of 24 Grand Slam singles titles but has struggled with a knee injury this year.

The American had the chance to serve out the match at 5-3 in the second set only for 31-year-old Gatto-Monticone, making her debut in the Wimbledon main draw, to break back.

Williams roared in delight as she set up match point at 6-5 and then clinched the best exchange of the match with a volleyed winner to secure her spot in the next round.

“I really appreciate she never gave up and it’s good for me to play matches like this,” said Williams, after only her 15th singles match this year.

“It’s the best I have felt since February. I had to skip most of the hard-court season, a couple of matches on clay. I’m feeling good that I can actually walk. It’s just amazing.

Barty said it felt “incredible but bizarre” to be playing at Wimbledon as world number one.

The Australian was broken early in the first set against Zheng but otherwise seemed relaxed as she disposed of her opponent with a variety of slices and good approach play at the net.

The 23-year-old said: “The first round is always tough and it took a bit of time to get used to conditions on that beautiful court which I have a lot of happy memories on.

“It feels a bit bizarre actually but I’m trying to go about my business in the same way as I always have. You have to enjoy every minute when you’re playing at this beautiful tournament.”

World number five Kerber has been in good form on grass coming into Wimbledon, having reached the semi-finals in Mallorca before reaching the final at Eastbourne where she was beaten by Karolina Pliskova.

The German said: “Coming back here, walking out on Centre Court is really special and there was a lot of emotion and memories. It’s amazing to be back.”

Elsewhere, ninth seed Sloane Stephens beat Swiss Timea Bacsinszky 6-2, 6-4 to set up a second-round meeting with China’s Yafan Wang.

LYON, France (Reuters) - Defending champions United States reached the women’s World Cup final for the fifth time after an incident-packed 2-1 win over England, who missed a late penalty, yesterday.

In a tournament that has earned unprecedented attention, the much-anticipated game certainly delivered with an abundance of excitement and relentless effort, topped by moments of wonderful skill.

It was business as usual for the three-time World Cup winners but for England there was agony as skipper Steph Houghton missed an 84th-minute penalty that could have pushed the game into extra time.

After a powerful start from the Americans, Christen Press, replacing the absent Megan Rapinoe, opened the scoring in the 10th minute with a fine header but the Lionesses fought back, levelling nine minutes later with Ellen White’s sixth goal of the tournament.

The U.S. restored their advantage in the 31st minute through Alex Morgan’s header from Lindsey Horan’s perfectly floated ball - a goal which Morgan, on her 30th birthday, celebrated with a mocking ‘sip of tea’ gesture.

England thought they had levelled in the 69th minute, through another excellent White finish, but the goal was ruled out for offside by VAR video review.

VAR did provide England with a lifeline though, a penalty awarded for a foul on White, but Houghton’s soft spot kick was saved by Alyssa Naeher.

England had defender Millie Bright sent off for a second booking three minutes from the end.

The drama on a remarkable night began before the game when the team-sheets showed that Rapinoe, who had scored four goals in the last two games, had been left on the bench, most likely with an injury although the absence was not explained by U.S. team officials.

There was an unwelcome surprise for England too with goalkeeper Karen Bardsley missing out with a hamstring injury and Carly Telford drafted in.

As so often, the Americans were fast out of the traps and launched a wave of early attacks and high pressing which

England’s defence struggled to cope with.

Telford was called into early action to parry a fierce shot from Rose Lavelle after the midfielder had slipped the ball through the legs of Bright and, luckily for the Lionesses, Morgan blasted the loose ball over the bar.

The early lead the defending champions had threatened came in the 10th minute when Kelley O’Hara whipped in a cross from the right and Press lost her marker Lucy Bronze and headed firmly past Telford.

With the U.S. fully exploiting the space they were given in midfield, England were in danger of letting the game slip out of their control but against the run of play they levelled in superb style.

Keira Walsh’s sweeping cross-field pass found Beth Mead on the left and her ball inside was met first time by White, who lifted a side-foot shot in off the far post.

The Lionesses were back in the game but they soon needed Telford again to keep out a fierce snap-shot from the excellent Lavelle.

But the quality of the Americans in the final third was displayed in perfect fashion when Press collected a ball from deep on the left flank and fed Horan, whose delightful lofted pass was met by Morgan with a pinpoint header that flashed past Telford.

Walsh forced Naeher into a full-stretch save with a powerful strike from 20 metres out but England needed the tactical adjustments that coach Phil Neville made at the break.

The improved approach looked to have paid dividends when Jill Scott’s defence-splitting through ball was slotted home by White but to the agony of the Lionesses the VAR signal was made and the review showed the England striker offside by the tightest of margins.

The next time the signal was made for review, it was after White went down in the area under challenge from Becky Sauerbrunn and after some delay the Brazilian referee pointed to the spot.

But Houghton, so dependable in so many ways for England, let the nerves get to her and a soft kick was easily saved by Naeher.

It was the killer blow for England and a major let-off for the Americans. When Bright was dismissed any chance of a late upset went with her.

India’s yorker specialist Bumrah reaps benefits of net practice

BIRMINGHAM, England (Reuters) - India’s pace spearhead Jasprit Bumrah’s ability to bowl yorkers at will has been a key factor in his team’s progress to the Cricket World Cup semi-finals and the right-arm pacer attributes it to the long hours he spent honing the skill.

Bumrah sealed India’s 28-run victory against Bangladesh yesterday with two trademark yorkers to claim the last two wickets in successive deliveries and finish with figures of 4-55.

The right-arm quick’s accuracy and death-overs mastery make him a limited overs asset and the 25-year-old attributed his skill to his work in the nets.

“Whenever I practise in the nets, I practise each and every situation - be it with the new ball, be it with the old ball, or bowling at the death,” the bowler with an unusual action told reporters.

“I tick all the boxes in the nets. In the match, it’s all about execution and keeping a clear head.

“All of that preparation helps me in the matches. If the work ethic is good, then execution becomes much easier.”

Bumrah has used the yorker delivery to good effect in the tournament to claim 14 wickets from seven matches with an impressive economy rate of 4.6.

His unique release point and accuracy render him nearly unplayable at times and difficult to score off otherwise.

NET PRACTICE Bumrah, who likes to simulate match situations in the nets, said he did not consider himself a master of the delivery.

“I do it again and again and again in the nets. The more you do it, you get decent at it.

“You can’t master it but you still try to get better at it.

It’s all about repetition. It’s like the length ball - you have to do it again and again (in the nets) and try and replicate it in the game.”

Another aspect of his bowling is controlling his aggression according to the requirement of the team, he said.

“I try to keep things simple. Reading and analysing the wicket as soon as possible is important. Sometimes you run after wickets, but I focus on team goals - what the team wants me to do right now.

“Not chasing success, I want to focus on my process. If I do that, eventually everything gets sorted out.”

Qualifying for the semi-finals with a match to spare affords India the luxury of resting their strike bowler for Saturday’s group clash with Sri Lanka but Bumrah does not want to put his feet up.

“This is my first World Cup so I’d like to play as many games as possible .... The more matches you play, the more you enjoy.”

It was a steady procession thereafter, with skipper Bobby Prahalad, who surprisingly came on as the fifth bowler, wreaking havoc, as the middle- and lower-order succumbed to his searing pace.

Prahalad finished with the impressive figures of four for nine from just two overs, shattering the stumps of Seeram (0) and Dhaniram with his 11th and 12th deliveries, as NYSCL folded in 15 overs. He had earlier sent back Raja Parsram (one) and Ellis (one). Latiff took two for 16 from his four overs.

SVC All Stars’ Latiff was adjudged the Most Valuable Player (MVP) in the tournament, tallying 81 runs and capturing eight wickets while he also copped the man-of-the-match in the final. NYSCL’s Rohit Dutchin made the most runs (171) with a top score of 120 versus Schenectady. He received three awards in the process.

Nishal Dhaniram claimed the most wickets (16) and also took six for 31 against Schenectady, the best figures in the Open category while his NYSCL teammate Zamal Khan, a former Guyana Under-19 batsman, was rewarded for his century (109) versus Unruly.

At the presentation ceremony, NYSCL president Eric Ferrier thanked all the teams for their participation also commending the umpires for a fine job.

Ferrier also reserved special praise for the several sponsors and the many volunteers who made the annual three-day activities possible.

Waugh to mentor Australia’s Ashes campaign

AUSTRALIA’S Ashes campaign will be boosted by the presence of Test legend Steve Waugh with the former captain to act as a mentor during the six-week tour.

Australia captain Tim Paine confirmed Waugh – the last Australia captain to win the Ashes in England in 2001 – will join the Test side from the opening Test in Birmingham, beginning August 1.

Waugh is the latest former player to be involved in the Australia setup under head coach Justin Langer, joining the likes of Matthew Hayden and Mitchell Johnson in India earlier this year and Ricky Ponting during the ongoing World Cup. Waugh, who won eight Ashes series – twice as skipper – will be invaluable for Paine and his

leadership team as they attempt to win the Ashes in England for the first time in 18 years.

“I know it is something that ‘JL’ and myself have been quite big on, that is to try and get some of our past legends in and around the team,” Paine told Nine News in Bristol, where he’s with the Australia A squad.

“During the World Cup as well, we have had Ricky (Ponting), and now with the Test series we are very fortunate to have Steve Waugh who is, obviously, a legend and is going to be great service for myself as a leader and captain.

“I think to have someo n e l i k e h i m a ro u n d during a Test series is going to be great for our whole group.

“I know I will be trying to bounce off him as much as I can. As I said, coming to England at times, particularly with the pressure

Rohit, Bumrah help India reach semis and eliminate Bangladesh

By Amlan Chakraborty BIRMINGHAM, England (Reuters) - India sailed into the Cricket World Cup semi-finals and eliminated opponents Bangladesh in the process after Rohit Sharma’s century and Jasprit Bumrah’s four-wicket haul secured a 28-run victory over their neighbours yesterday.

Rohit smashed his fourth century of this year’s tournament and featured in a massive 180-run opening partnership with KL Rahul to help India to a commanding 314-9.

Shakib Al Hasan struck a defiant 66 but the lack of partnerships hurt Bangladesh, who were all out for 286 in 48 overs with Bumrah (4-55) sealing the victory by claiming two wickets with the final two deliveries.

India are now second with 13 points, one behind leaders Australia, while Bangladesh are seventh with seven points.

“Bangladesh played some really good cricket and deserve credit for the fight they put up,” said India captain Virat Kohli. “We had to work hard for the win and we’re happy to see a Q (qualified) in front of our name now.”

Earlier, Rohit combined with Rahul (77) for the highest opening partnership at this year’s tournament to give India a strong foundation after they elected to bat.

Things could have been vastly different though had Tamim Iqbal not spilled Rohit, then on nine, at mid-

wicket off Mustafizur Rahman who went on to return 5-59.

Rohit capitalised on the reprieve to smash a 92-ball 104, equalling Sri Lankan Kumar Sangakkara’s record of four hundreds in a single World Cup, which earned him the man-of-the-match.

The opener clobbered five of the seven sixes in the Indian innings, besides seven fours, and overtook Australian David Warner as the leading scorer at this tournament.

Soumya Sarkar ended the ominous-looking partnership in the 30th over when Rohit mistimed his drive.

Rahul joined him in the pavilion after bringing up his second half-century of this tournament.

MIDDLE ORDER STRUGGLES Kohli made 26, his first sub-50 score in his last six innings, and India’s middle order again struggled to get going.

Rishabh Pant, who made 48 off 41 balls, scored freely but India could not really capitalise on the fine start.

Mahendra Singh Dhoni made 35 but once again failed to launch a late assault which could have taken India past the 350-mark which had looked well within their reach at one stage.

India played two wicketkeepers - Pant and Dinesh Karthik - as specialist batsmen to beef up their misfiring middle order but the woes persisted.

A strong start was imperative to chase down a 300-plus target and Bangladesh were understandably cautious as they embarked on trying to repeat their upset victory against India at the 2007 World Cup. Bhuvneshwar Kumar, returning from a hamstring injury, and Bumrah kept it tight up front but Mohammed Shami drew the first blood for India by dismissing Tamim for 22.

Fellow opener Soumya Sarkar could not convert the start he got into a big innings either, hitting Hardik Pandya straight to Kohli at short extra cover to depart for 33.

Shakib brought up his sixth 50-plus score at the tournament but wickets kept tumbling at the other end.

Mohammad Saifuddin (51 not out) and Sabbir Rahman (36) forged the only 50-plus

partnership in the Bangladesh innings but they never really threatened to pull off a difficult chase.

“It was a good effort Mustafizur bowled well - but if one of the batsmen could

have got to 80 or 90 it might have been different,” Bangladesh captain Mashrafe Mortaza said.

“We were asking too much in the end. A bit of luck didn’t go our way either.”

(REUTERS) - The pitches prepared for the Cricket World Cup do not last the full 100 overs and have not aided batsmen chasing a score in the second innings, England skipper Eoin Morgan said yesterday.

Many teams have found it difficult to chase big totals at the World Cup, with the pitch appearing to slow down and the ball not coming on to the bat as quickly as in first innings.

India’s unbeaten run at the tournament came to an end after England beat them by 31 runs on Sunday, despite having five wickets in hand, with Indian batsmen blaming the slowness of the pitch after they were unable to hit boundaries.

“I think every wicket that we have played on so far has been tougher to bat on in the second innings, regardless if we had won or not,” Morgan told reporters ahead of today’s match against New Zealand.

“Even the games I have watched on TV, it’s been tougher (in the) second innings. The wickets haven’t been as good as they have been in the last four years.”

England’s final group game against New Zealand today is a virtual quarter-final for the host nation, who must win to guarantee themselves a semi-final spot.

Pakistan, who face Bangladesh in their last group stage game on Friday, are one point behind England in the table.

“Two defeats (to Australia and Sri Lanka) did that,” Morgan added, referring to their precarious position ahead of the clash. “It was

“New Zealand proved a point that you can be really good humans and grow the game and play cricket in your own way and win at the same time, which is incredibly eye-opening for a lot of countries around the world.

THE thrilling Men’s final was a fitting farewell to the 2019 Noble House Goals Galore Indoor Hockey Championships, as matches concluded on Sunday night at the National Gymnasium.

The top-ranked PEPSI Hikers with a zero-goal handicap faced YMCA OFHC Top Form with a 5-goal advantage. The surprise of the match came three minutes after the start when entertaining Top Form midfielder Omar Hopkinson completed a skilful individual move into the back of the Hikers goal. Hikers would now have six goals to overcome.

Top Form held firm but tournament top scorer Aroydy Branford scored in the 13th minute with a penalty corner missile to open Hikers’ account.

With no further goals scored in the 20-minute first half and the score at 6-1 to Top Form, Hikers had their work cut out for them. Captain Robert France with a nifty deflection and midfielder Jamarj Assanah launched the comeback with goals in the 25th and 29th minutes. Newcomer Louis Adams, however, completed a left-side Top Form attack with a first-time shot into the open goal, immediately following

With ten minutes remaining, and needing four goals to tie the score, Hikers replaced goalkeeper Hoyte with an additional field player and piled pressure on the Top Form defence. Branford scored a second penalty corner and a field goal in the following four minutes with the ploy working superbly well for the Hikers.

Captain Robert France brought Hikers within one in the final minute of play, but despite their hurry, time expired leaving Top Form to celebrate the 7-6 victory.

Paul D’Andrade of YMCA OFHC Top Form was adjudged the best goalkeeper of the men’s division while Aroydy Branford of PEPSI Hikers, with 35 goals, received the Most Goals award.

The women’s final saw the unbeaten Spartans enjoy a 5-goal handicap to GBTI GCC Tigers’ 3.

The pressure was on Tigers to score against what had been a solid Spartans defence, led by captain Makeda Harding.

The breakthrough came just five minutes into play for Tigers, through the most unassuming manner.

Sandy Roopnarine, who had been having a quiet tournament

so far, pounced on a loose ball in the scoring circle and evaded goalkeeper Jessica Mittelholzer with a shot past her for the Tigers’ opener.

Marzana Fiedtkou, who had put in an MVP performance throughout the tournament, scored next for Tigers with a 7th minute penalty corner, which was her first of three goals in the match.

With Tigers already having made up the deficit by the 7th minute, Spartans threw caution to the wind and pressed Tigers defence from the restart.

While Spartans’ effort created several chances, goalkeeper Natalie Hing was up to the challenge on each occasion and kept Spartans scoreless.

Fiedtkou was the next to impact the game with a 22nd minute goal off a counterattack. Roopnarine, Shebiki Baptiste and Fiedtkou each scored once more to put the game well beyond the reach of Spartans for a final score of 9-5.

Jessica Mittelholzer of Bingo Spartans was selected as Best Goalkeeper of the tournament while Marzana Fiedtkou’s 20 goals gave her the Top Goalscorer Award.

Berbice High, NATI, PC and Kwakwani into National Schools Basketball Festival semis BERBICE High School, New Amsterdam Technical Institute (NATI), Kwakwani Secondary and President’s College (PC) emerged victorious in the quarterfinals of the 14th edition of the Youth Basketball Guyana (YBG)-organised National Schools Basketball Festival, which was played on Monday at Cliff Anderson Sports Hall.

This was the first year that schools from Berbice dominated the final eight. According to information, this is also the first year that no Linden-based team qualified for the semi-finals.

President’s College will also look to become the first East Coast team to win the competition. What was not a surprise was the qualification of Kwakwani Secondary, who have been a dominant force.

Prior to this year, the competition was at the U-19 level and over its 14 years, Kwakwani had won six titles. The only team who had threatened the Berbice River school was back-to-back winners, Linden Technical Institute (LTI), who did not field a team this year.

In total, LTI have five wins at the older age group level.

BIG WINS In their quarterfinal clashes, President’s College and NATI registered big wins.

In a rematch of last month’s Georgetown and East Coast Demerara Regional final, President’s College once again defeated Marian Academy, unlike the eight-point (72-64) victory then, this game was a 26-point (53-27) blowout.

Jushaun Bayley led PC with 14 points, while Richard Semple added eight points, five assists seven rebounds and Akinyele Derrell

Jether Harris finished with nine points nine rebounds for Marian Academy.

The visiting school fought back from a 10-point deficit at the half, to register an eight-point win (37-29).

Gill, who scored a game-high 15 points to go with nine rebounds.

Gill (nine points) and Shaqueem Wilson (eight points) had combined for 17 of their team’s 19 points at the end of the first period, but with limited options in scoring, the Georgetown school saw their 10-point lead evaporate.

In total, Wilson finished with 12 points.

Meanwhile in a keen battle, Kwakwani Secondary School defeated Bishops’ High School.

Raul Sampson exploded in the opening period after knocking down four shots from downtown to help the visiting school to a

whopping 11-point lead.

KARTING action returns this weekend with the second round of the Georgetown Grand Prix.

Set for Saturday at GT Motorsports, the event is expected to feature renewed enthusiasm, especially in the X30 junior class.

The top X30 junior overall winner will get a fully sponsored drive during the 1st weekend of January at the AMR Motorplex Karting Challenge in Homestead, Florida.

When contacted, the GT Motorsport owner Vishok Persaud confirmed the an-

nouncement.

According to Persaud, the package will include kart, airfare and hotel for the competitor at the Motul-sponsored event.

The first round, held in May featured intense action and with this new addition, drivers will be even more pressed to secure that all-expense paid trip to Miami.

After the first round, Nathan Rahaman (61 points) holds a slim lead over Zachary Persaud (60) with Rayden Persaud (50) in third.

Meanwhile July 6 has been confirmed as the date for

the second round of the GT Motorsports Championships.

The X30 senior class is being led by Stephen Nobrega with 50 points, ahead of Zachary Boodram (30) and Elan Rahaman (18).

The 60cc Kids Cup has Justin Ten-Pow (77 points) leading Nicholas Sawh (54) and Ben Phang (45).

Kristian Jeffrey leads the Easy Cup super with 70 points ahead of Stefan Jeffrey (61).

At the rookie end of the Easy Cup, Naresh Alves leads with 75, Akeem Thomas has 48 and Luis Kumar has 45.

THE Playoff Round in the Guinness ‘Greatest of the Streets’ Georgetown Championship will kick off this weekend, Friday and Saturday, at Burnham Court, Carmichael and Middle Streets.

This information was disclosed by the tournament coordinator, Three Peat Promotions, who disclosed that the registration process officially ends today.

According to a release, “The registration forms were available at Caesar’s Palace, Banks DIH location on D’Urban Street for more than two weeks for the teams who wanted to enter the Playoff Round.

To date we have received several new entries and this bodes well for the expansion of the event. We envisage a highly competitive playoff round as teams vie for a coveted spot in the main draw.”

“The anticipation and expectation for the competition is at an all-time high. Many of the teams have already commenced training and whenever you venture in the respective communities there is a buzz in the atmosphere for the event. We envision a wonderful and exciting tournament as many teams vie for the coveted title.”

The playoff round will be played in an elimination format. The competition will run across seven days and is set to make its debut at the National Racquet Centre in Woolford Avenue alongside traditional venue, the National Cultural Centre tarmac.

The official event kicks off on July 12 and the other playing dates are July 13, 19,

To date Beacons (Bartica champions), Melanie-B (East Coast Demerara winners), Brothers United (West Demerara/ East Bank Demerara winners), Trafalgar (Berbice champions) and High Rollers (Linden champions) are the teams who have secured automatic berths to the national championship.

SENIOR football will once again be played in Linden as the Upper Demerara Football Association (UDFA)-sanctioned 2019 Summer Fest Super Cup football championship starts on Sunday July 7, with 12 clubs down to compete.

The teams are divided into four groups with Group A having Upper Demerara champions Eagles United, Topp XX and Coomacka; Group B comprising Net Rockers, Amelia’s Ward Panthers and Blueberry Hill United; Group C having Haynes and Lewis Winners Connection and Group D with Milerock, Botofago and Silver Shattas.

Next Sunday in the opening games from 19:0hrs Eagles United will take on Topp XX in a group fixture while the other from 21:00hrs will bring together Net Rockers and Amelia’s Ward Panthers.

The following Friday, July 12, another double- header is planned with Haynes and Lewis Winners Connection taking on Capital FC in game one, and in the other Milerock versus Botofago. The group winners will move through to the semifinals set for July 28.

Day three, Sunday July 14, will see Net Rockers tackle Blueberry Hill United in the first game and in the second match, Eagles United will oppose Coomacka.

This competition will culminate on Saturday August 3 with the final and third place playoff games at the tournament venue, the Mackenzie Sports Club ground.
