Over 9,000 Guyanese applied for GOAL scholarships this year The Guyana Online Academy for Learning (GOAL) has received over 9,000 applications for the new academic year, some 3000 more than 2021.

Last year, 6,000 Guyanese undertook distance l e a r n i n g i n 1 8 7 p r ogrammes offered through eight universities.

The GOAL scholarship programme is tasked with equipping Guyanese with skills, knowledge and qualification for economic and self-development.

Minister of Public Service, Sonia Parag, recently expressed delight at the massive reach of the

programme.

“Of course, we can’t take all 9,000 and something applicants but we are definitely trying to take as much persons or get as much persons on board as we can to be able to assist in terms of a tertiary education with either a certificate, a degree, a masters or a PhD.” Minister Parag said the selection process will completed shortly and within the next two weeks, the ministry will publish the list of awardees.

Meanwhile, persons who were unable to acquire a Caribbean Secondary Education Certificate

(CSEC) and Caribbean Advanced Proficiency Examination (CAPE) qualifications are being targeted to benefit from quality learning through GROW (Get Ready for Opportunities to Work).

This programme is in partnership with the Ministry of Education, offering Guyanese 18 years and older a second chance at self-development.

Whether at the nursery, primary, secondary or tertiary level; the PPP/C Administration has always been keen on ensuring standard knowledge is offered to learners.

The administration believes that the academic

upgrades, coupled with the number of other major developments, will promote the living standards of citizens in an already transformed Guyana.

Applicants are encouraged to apply for the GROW scholarship before June 13,2022. Interested persons can register on the GOAL website www.goal.edu.gy.

National Toshao’s Conference returns in July

Minister of Amerindian Affairs Pauline Sukhai THE annual National To s h a o ’s C o n f e re n c e (NTC) returns in July after a two-year hiatus due to the COVID-19 pandemic.

Minister of Amerindian Affairs Pauline Sukhai made the announcement during a recent visit to Kato, Region Eight (Potaro-Siparuni).

“We have made a decision from the Ministry of Amerindian Affairs and from His Excellency that we will be having a full NTC this year in July,” the minister said.

The NTC brings together Amerindian Leaders from over 212 hinter-

land communities, and is a platform for Amerindian leaders to engage the government and other stakeholders on issues about the development of their communities.

At the upcoming NTC, which will be held over five days, the focus will be placed on improving access to government services such as health, education, land titling and demarcation, security, and infrastructure.

“It is the second week in July, so I want the leaders to be aware that you have to now start focusing on a few things. You will be exposed to all the sec-

toral ministries, and you will have a chance for engagements with them.

So, make sure that you use that time to make representation on behalf of your people,” Minister Sukhai said.

The People’s Progressive Party/Civic (PPP/C) Government, since taking office, has been investing in the development of the Amerindian people.

The administration has re-established the Community Service Officers (CSO) programme, which has employed 2,000 Amerindians.

Recognising the impact of COVID-19 on hinterland communities, some $1.73B was injected into communities that were neglected under the previous government. Villages received $3 to $15 million in grants, based on the size of their population.

In addition, President Dr. Mohamed Irfaan Ali recently announced a $25,000 cash grant for riverine and hinterland communities, to cushion the rise in the cost of living. In keeping with the ‘One Guyana’ vision, the government also distributed 112 tractors to hinterland communities, to ensure food security by boosting agriculture production.

THE iconic Sheraton Hotel and Resort brand, a subsidiary of Marriott International, will be brought to Guyana with the establishment of a 200-room Sheraton Hotel and 224 residences, which is expected to be built in Providence, East Bank Demerara, and opened by 2025.

This announcement comes following an agreement in Bethesda Maryland, between Marriott International and Guyanese company H-Towers Inc. in collaboration with US-based partners Triwest Financial Group Inc. and Black Pearl Holding Co. The hotel, which will occupy one of the two towers, will feature a neighbourhood with residential, commercial, and retail centres, offering guests a variety of experienc-

es to explore.

According to a statement posted on Facebook

by Kerwin Bollers, Executive Director of H-Towers, a sod-turning ceremony will take place in the coming months.

“We are very honored to be given the opportunity to bring such a recognisable brand to the market, knowing the impeccable standards Guyanese and international guests alike will enjoy,” commented Bollers.

According to the statement, the anticipated 200room hotel will feature a mix of king and double rooms and several suites, including a Governor’s suite and a sophisticated Sheraton Club Lounge.

all have accumulated at least two inches of water over the last 24 hours.

Persons living in those areas and their environs are urged to be vigilant and cautious as more rainfall is forecasted.

The Taskforce, through various Ministries and Agencies, is continuously monitoring locations countrywide and is prepared to render further assistance if necessary.

The CDC encourages all Guyanese to report any impacts to local authorities or the National Emergency Monitoring System (NEMS) on 600-7500 or 226-1114 at any time.

Boris Johnson wins vote but suffers large Tory rebellion

Prime Minister Boris Johnson has won the backing of a majority of Tory MPs in a confidence vote despite a significant revolt against his leadership.

The PM won 59 per cent of the vote, meaning he is now immune from a Conservative leadership challenge for a year.

In all, 211 Tory MPs voted they had confidence in the PM’s leadership while 148

voted against him.

Mr Johnson described his confidence vote win as “decisive”.

Striking an upbeat tone, he said it was a “very good”, “convincing” result and “an opportunity to put behind us all the stuff that the media goes on about”.

The result sees the prime minister remain in office, but critics said the scale of the rebellion against him showed

his authority had been weakened, with some calling on him to resign.

The vote share in support of Mr Johnson was lower than the 63 per cent received by former Prime Minister Theresa May when she won a party confidence vote in 2018, before resigning six months later over a Brexit deadlock.

Labour leader Sir Keir Starmer said a “divided”

Conservative Party was “propping up” Mr Johnson after he survived the confidence vote.

And Liberal Democrat leader Sir Ed Davey said while Mr Johnson had clung on to power, “his reputation is in tatters and his authority is now totally shot”.

But Downing Street said the result “renews the PM’s mandate” and allows the government to “focus relentlessly on the issues that concern our voters”.

Tory MP and Welsh Secretary Simon Hart told the BBC the prime minister “has lots to prove” but insisted the result “was pretty decisive”.

The ballot was triggered

by Conservative MPs after at least 15 per cent of them wrote letters of no confidence to Sir Graham Brady, the chairman of the party’s backbench 1922 Committee.

Discontent among Tory

MPs has grown since a highly critical report into lockdown parties in and near Downing Street during the COVID-19 pandemic was published last month.

The report laid bare the extent of Covid rule-breaking in Number 10, including at a birthday party Mr Johnson was fined by the police for attending in June 2020.

The fine meant Mr Johnson became the UK’s first serving prime minister to be sanctioned for breaking the law.

Some Tory MPs have also expressed dissent over tax rises, the government’s response to rising living costs and its policy direction.

The last Conservative prime minister to face a party vote on their leadership was Mrs May, who won the vote but resigned six months later over her approach to Brexit.

Mr Johnson succeeded her in July 2019 and then called a general election in which the Conservatives won their biggest majority since former Prime Minister Margaret Thatcher’s 1987 election victory.

The next general election is expected to be held in 2024 but could be earlier if Mr Johnson uses his powers to call one.

The next tests for Mr Johnson are by-elections held in Wakefield and in Tiverton & Honiton on the same day this month following the resignation of two Tory MPs. The Tory rebels who voted against Mr Johnson were insistent that the result had compromised the prime minister’s ability to lead.

One of them, Julian Sturdy, said the result was “clear evidence that he no longer enjoys the full-hearted confidence of the parliamentary party and should consider his position”.

Another one, Sir Roger Gale, said the result was very bad he would be surprised if Mr Johnson was still in post by the autumn.

But Mr Johnson’s cabinet ministers rallied around him with messages of support.

Dominican Republic minister shot dead in office

The Dominican Republic’s Minister of Environment and Natural R e s o u rc e s h a s b e e n shot and killed in his office by a close personal friend, officials say.

Orlando Jorge Mera, 55, was holding a meeting at the time of the attack.

At least six shots were heard.

A presidential spokesman identified the assailant as Miguel Cruz, describing him as a childhood friend of the min-

ister.

He is now in custody.

The motive for the shooting remains unclear.

In a statement, Jorge Mera’s family said he had been shot multiple times by a man he was friends with since childhood.

“Our family forgives the person who did this.

One of Orlando’s greatest legacies was to not hold grudges,” they added.

Jorge Mera had served in incumbent President Luis Abinader’s admin-

istration since it swept to power in July 2020.

In a tweet, President Abinader expressed his sincere condolences to Jorge Mera’s family and said that he deeply regretted the death of his good friend.

Bartolomé Pujals, director of the government’s Cabinet for innovation, described his death as a tragedy and called for peace on social media.

in 2019, Culture Secretary Nadine Dorries said it was “time to get back to the job of governing”.

The Labour leader said the public were “fed up with a prime minister who promises big but never delivers”.

The PM was “utterly unfit for the great office that he holds”, Sir Keir said, and Tory MPs have “ignored the British public”.

Shadow foreign secretary David Lammy said the result left the prime minister “fatally wounded”. “We need someone in office that the British people can trust,” he told the BBC. “That’s why this vote was so important.”

The leader of the Liberal Democrats urged Tory MPs to “do the right thing, resign the whip and sit as an independent. “For the sake of our country, this failing prime minister cannot be propped up any longer,” Sir Ed said, The SNP’s Westminster Leader Ian Blackford said he was “stunned” by the result, adding it was a “big thing” for that many Conservatives to vote against their own prime minister.

He said the PM now has the support of less than a third of the House of Commons. “For Boris, this should be over,” he said.

Immature politics It is simply comical that Opposition Leader, Mr Aubrey Norton continues to make public demands outside of the consultative process with President, Dr Irfaan Ali while at the same time working overtime to mangle the timeline of events.

To anyone informed, the facts of the matter do not in any way support his jaundiced view that the government is stalling the advance of key constitutional appointments for the country.

It appears that Mr Norton is more comfortable clamouring from the outside. Albeit the elected leader of the parliamentary minority, Mr Norton has spent more time rebuking the many efforts of His Excellency to move this process along rather than returning to the mandated decision making table to

address what he admits are matters of national importance.

It is unfortunate that Mr Norton has consumed himself with attempting to dictate the President’s schedule.

The country has seen quite enough to conclude that there seems to be no serious intent on the part of Norton to engage in meaning consultation. It appears that Mr Norton sees more political value is engaging in dastardly tactics in a hollow attempt to cast aspersions on the good governance mandate of the Dr Ali-led administration enshrined in the President’s unfolding “One Guyana” vision.

As was done before in this editorial, Article 13 of the Constitution must be positioned centrally. That provision instructs that the political system must pro-

vide opportunities for the active participation of citizens in national matters, especially on those matters that affect their well-being.

Additionally, a few other consequential events must be rehashed to give greater depth to what followed May 13.

F i r s t l y, M r N o rton was elected to the National Assembly in April. Earlier in May, the first meeting between President Ali and Mr Norton was held at the President’s Shiv Chanderpaul Drive office.

S e c o n d l y, i t w a s April 29 letter from Parliamentary Affairs and Governance Minister, Gail Teixeira that initiated the consultative process between the two leaders, culminating in the May 13 meeting.

Thirdly, a joint press statement was issued

following that meeting which read: “At the meeting held today, the Leader of the Opposition clarified that the information that is being requested are the Curriculum Vitae (CVs) available within two days. It was further agreed that consultations will be guided by the Constitution and the in-person consultations will resume on a date to be fixed, but within a week.”

It should be noted that since that meeting, the Police Service and Integrity Commissioners and their respective chairpersons have been sworn into office. Mr Norton, rather than acknowledging the filling of the much-needed commissions, signalled his intention to move to the courts.

Fourthly, President Ali invited Mr Norton,

continuing the goodfaith process, to a May 30 meeting. Mr Norton, however, did not attend.

The Opposition Leader, President Ali noted in a Facebook video statement, provided no written communication neither indicating nor justifying his absence.

He was, however, in receipt of the requested information outlined in the May 13 joint statement.

It was only after President Ali’s public statement following Norton’s snub of the planned May 30 meeting that the PNC scrambled to cover their tracks by releasing the letter intended for Minister Teixeira attempting to justify his non-participation in the consultation with the President.

In that letter with the Opposition Leader’s letterhead affixed, Mr Nor-

ton was incensed that the second invitation to consultation happened not “within a week” but instead on May 30.

It must be repeated that it is an embarrassment and an injustice to the public that Mr Norton would dip so low to pull a putrid explanation as this from the hat of disruption politics to justify the further delay of such important constitutional matters.

It becomes even more embarrassing as the charade continues with no indication yet of an end. The question still floats unanswered about whether Mr Norton is committed to these consultations, or whether he will continue to nit-pick at technicalities to frustrate the process that otherwise started on reasonable grounds.

Employment of youths can cut poverty and social ills

Dear Editor,

I APPLAUD Vice-President Bharrat Jagdeo and the entire PPP-led Government for ensuring that the PPP promise of job creation is made a realisation for Guyana’s youth population.

I believe that there are thousands of strong, and vibrant young people that are looking actively for jobs, and want to be a part

of the development of our country.

They are eager to put their creative juices to work. They want to earn a solid and meaningful salary to be economically inclined and start their futures on the right track.

So, this job drive is what Guyana needs and certainly in part what was promised to the electorate.

I read of hundreds of young people already gainfully employed in jobs in

regions around the country thanks to the government’s job initiative. For example, the successful applicants are attached to government ministries and agencies within the region and will work for 10 days per month, earning about $40,000. The move, I believe, will also see the government investing approximately $120 million into one of the region’s economy monthly.

This move also can cut

poverty and social ills if the initiative continues to attract the masses. Young people will contribute to putting food constantly on the families’ table and the communities will see a decline in the numbers of out-of-school youths involved in crime and criminal activities.

If this initiative is placed hand-in-hand with the government’s educational drive, Guyana will further develop and grow

from strength to strength.

I believe that young people are thankful for the opportunity to work.

For Dr. Jagdeo to say that the government will do whatever it takes to ensure improvement in the livelihood of every citizen means a lot to the poorer classes of people.

I urge all to take advantage of these opportunities regardless of political affiliation, sex, gender, or social standing.

As the vice president is quoted as saying “This is not free money; you are working for the government now I hope that you deployed well so that you can make the maximum effort in the 10 days that you work. The income too although it is not too high it will help to offset some of the cost-of-living rise”.

A Summit for Op-Ed: All Americans

MALEKA Russell, a Guyanese alumna of the State Department’s Young Leaders of the Americas Initiative, owns an organic farm in Kwakwani that had major flooding in 2021, so Maleka decided to change her business to broiler production. Through the YLAI programme, Maleka gained enough confidence to present herself to the President and the First Lady while they were shopping on Main Street during the Christmas holidays. She always remembers the slogan she learned in YLAI, “Don’t wait for change, create it”. The President invited her and her friends to his home to discuss their ideas, and she was subsequently named a director of the agricultural innovation and entrepreneurship programme under the Ministry of Agriculture.

Together, we want to create more stories like hers. Too few aspiring change makers and entrepreneurs in the Americas can realise their dreams because inequitable public institutions, corruption, insecurity, poor healthcare, the effects of climate change, and limited access to financing stifle their ideas before they can get off the ground.

President Biden will welcome the leaders of the Western Hemisphere to Los Angeles on June 8-10 for the Ninth Summit of the Americas, with a simple but ambitious goal: help the entire hemisphere – including the United States – realise its potential as a region where democracy delivers for everyone, and people can realise their aspirations no matter where they live.

Democracy and markets have delivered extraordinary gains for the Americas over the past 40 years, but many people still face challenges and tragedy: the single mother in Guyana working two jobs to feed her

children; the Haitian family fleeing lawlessness and poverty; the farmer in Paraguay who lost his crop to drought; the parents in Oklahoma who lost their son to illicit fentanyl. We can and must do better for all Americans.

The Summit, while a meeting of governments, centres on the bedrock of all our societies: our people. COVID-19 has claimed more than 2.7 million lives in our hemisphere and inflicted massive economic harm – job losses, declining income, rising poverty. The economic crisis exacerbated the region’s historic inequities, as its ripple effects hit marginalised communities hardest. Job losses have been especially high for women, younger workers, the less educated, and those who work in the informal sector. Russia’s invasion of Ukraine raised the price of essential goods throughout the Americas, from fertiliser to wheat to petroleum. Our shared prosperity depends on the economic recovery and advancement of middle-class growth in the United States and in every country in the region. We remain inextricably linked with the peoples and the economies of the Americas. What happens in the region impacts us here at home.

We h a v e m a n y t a s k s ahead. Through the Summit, we must commit to a green and equitable economic recovery, resilience in our health systems, and revitalised democracies. The COVID-19 pandemic showed gaps in our public health systems we must work together to overcome. We must bolster transparent and accountable governance, promote and protect human rights, the rule of law, social inclusion, and gender, racial, and ethnic equity. We can generate inclusive prosperity by building a digital economy to bring more people into formal jobs, so we must commit to promoting interoperable, resilient, secure,

and reliable telecommunications networks and to facilitating affordable, universal broadband Internet access. Harnessing the hemisphere’s tremendous clean energy potential can serve as a driver for economic development and address the climate crisis, so we must commit to promoting the use of efficient and energy-saving technologies to achieve net zero emissions; co-operating to increase wind, solar, bioenergy, and hydroelectricity; and setting goals to scale-up renewable energy. We must also commit to addressing deforestation, ecosystem conversion, and ocean plastic pollution. Many nations throughout the hemisphere are already experiencing severe impacts from the climate crisis. We must commit to implementing national adaptation plans or strategies, building resilience across sectors, establishing monitoring and evaluation systems, sharing information, and educating the next generation of policymakers.

Progress on all these fronts will restore citizens’ faith that democracy can deliver for the people. We must focus on the basic responsibilities of government: providing security, healthcare, education, infrastructure, and the rule of law. We will do this by investing more in our people through education; building and strengthening more inclusive institutions; protecting and reinforcing the critical role that independent civil society plays; and honouring the inherent human dignity of each individual.

The government has kept its promises to the people Dear Editor, PRESIDENT, Dr Ifraan Ali on Tuesday announced a $ 150,000 cash grant for fisherfolk across the country. This news is commendable.

The PPP/C Government has done good for the Guyanese people. We are thankful.

Accompanying President Ali on Tuesday last was the Minister of Agriculture Mr Zulfikar Mustapha, who assured the fishers that our government is continuously exploring areas to assist all sections of the population. This was welcome news because as a

Guyanese I also stand to benefit from other timely government initiatives that seek to cushion the effects of the still present COVID-19 pandemic and Russia/Ukraine war.

This announcement is also fulfilment of a promise made by President Ali last year during a meeting with fisherfolk in Berbice. Whilst at that meeting, the Minister of Agriculture stated that the “PPP/C administration will never allow the sector to perish” and assured all that systems will be put in place to ensure that fishers can be able to maintain their families.

The PPPC/Government has

kept its promises to the people.

THE Bureau of Statistics and the Food and Agriculture Organisation (FAO) have collaborated to collect, analyse and disseminate data on the prevalence of food insecurity in Guyana.

While Guyana is self-sufficient in food, fish and meat, and food energy supply to meet the population’s recommended food energy requirements, there is a need for improved access to nutritious food to achieve the goal of adequate food security.

Field staff of the Bureau during a recent training exercise levels, utilising the Food Insecurity Experience Scale (FIES) methodology, which will be incorporated into the Bureau’s Labour Force Survey.

In doing so, the Bureau has taken a cost-effective approach to producing food insecurity statistics.

The Statistics Bureau noted that the data collected will help Guyana identify existing food insecurity, track progress towards global goals, and inform on decision-making and humanitarian responses that can alleviate hunger.

Many countries worldwide have adopted this methodology due to its simplicity and reliability in producing results using eight questions about food access experiences.

The FAO developed this methodology to measure the prevalence of food insecurity in a given population, and this informs Sustainable Development Goal (SDG) indicator 2.1.2, which estimates the proportion of the population facing moderate or severe difficulties in accessing food.

According to the 2020 report on the State of Food Security and Nutrition in the World, SDG 2, which aims to end hunger and malnutrition in all its forms by 2030, has veered off course due to several drivers such as climate extremes, conflict, and the ongoing global COVID-19 pandemic. Therefore, countries need high-quality data to measure their progress towards this goal.

A 2021 regional overview of food security and nutrition showed that estimates revealed that 4 out of every 10 people in Latin America and the Caribbean – 267 million – experienced moderate or severe food insecurity in 2020, 60 million more than in 2019.

Education Minister: Schools to be closed for regular July/August break THE Ministry of Education has announced that schools will be closed in the first week of July and reopen in September.

is best, at this point, to have everyone close for the July/August holidays, as usual, and return to school in September, refreshed. Teachers feel particularly tired, because while it is true that we were home, they were still working, and so they feel like they need the

The minister indicated that some teachers had expressed their willingness to work with learners during the holiday season, especially those preparing for major examinations.

Four-wheel driving course commences, 36 Police ranks benefit

THIRTY-SIX Police ranks ‘extracted’ from the various Police Departments and Regional Divisions, on Monday, embarked on a four-week ‘Four-Wheel Driving Course.’

Boat captain found dead in fuel tank at Adventure wharf POLICE are investigating the death of 28-yearold boat captain, Saigon Hopkinson of Bartica, who was found submerged in a fuel tank on a vessel at the Shurland’s Wharf at Adventure, Region Two, on Monday morning.

It is suspected that he accidentally fell into the tank and later died from suffocation.

His employer, David Wong, told the Chronicle that Hopkinson and two sailors usually worked together aboard the boat, “Oliva”, which transports fuel from Bartica, Region Seven to

Navindra Ramsammy wanted by police

THE Guyana Police Force has issued a wanted bulletin for Navindra Ramsammy called “Bandit” and “Criminal” in connection with several high-powered rifles discovered at Blackwater Backdam in Region Seven (CuyuniMazaruni) on Saturday.

The wanted man, police said of Lot 32 First Avenue, Bartica is also being sought for questioning into a ‘break and enter and larceny’.

According to Police Headquarters, on Saturday, based on information received, police ranks visited a mining camp at about 15:00hrs and discovered the weapons – a Rickover 5.56 MM Rifle, a Benelli ARMI Rifle, a three gauge Magnum Shotgun, an FN Rifle and 37 .223 rounds of ammunition.

Police said that, upon their arrival at the camp, the suspect managed to escape.

The police reported that the

camp owner said the suspect is known to him and, on Friday night, the suspect visited the camp with the firearms and told the owner he needed money.

“The camp owner said the suspect buried the firearms at three different locations on the campground and then slept the night,” police reported.

The camp owner then directed the ranks to where the firearms were buried and the firearms and ammunition were

taken to the Bartica Police Station and lodged.

Poor communication resulted in food supplies shortage at Waramadong School — Minister Dharamlall

AN investigation into the shortage of food supplies at the Desrey Caesar-Fox Secondary School in Waramadong was launched by the officials from the Regional Democratic Council (RDC) in Cuyuni Mazaruni and the Ministry of Education (MoE), following poor meals being served at the school.

Over the weekend, a post surfaced on Facebook of pictures purported to be food being served to students housed at the dormitory of the Waramadong Secondary in Region Seven. The images mainly displayed plates of “shine” rice.

However, Minister of Local Government and Regional Development, Nigel Dharamlall, noted that supplies were not requested, and the situation had since been

rectified.

Speaking with the Guyana Chronicle, Minister Dharamlall, noted that the situation was due to a breakdown in timely communication and was an isolated situation.

“This is the only school that has this problem, so it is obvious there was some breakdown in communication. This is not something that is regular. We have 14 plus dorms across the country, and this is the only one that it happened at,” Dharamlall explained during a telephone interview.

He continued: “Far as I’m aware, food has [since] been sent in to the village. It’s a system where the head teacher would make the request of the RDC for procurement, and up to Friday last, the head teacher did not make any request [for anything] ex-

It should not occur again. We investigated to see where the loopholes are. We have gotten an idea of where the problems lie, and we’re doing our best to make sure that we do not have a recurrence of the situation,” he noted.

Guyana’s oil spill capacity boosted - over 200 benefit from U.S. Oil Spill Contingency programme

A TOTAL of 231 persons, including the Civil Defence Commission (CDC) and the Guyana Defence Force (GDF) ranks, recently benefitted from the United States National Oil Spill Contingency Planning program, which the U.S. Coast Guard led.

According to Director General (ag) of the CDC, Major Loring Benons, the programme was designed to cater to gaps identified in Guyana’s National Oil Spill contingency plan, approved in August of 2019.

The training programme, which lasted from June 2021 to April 2022, was made possible by the U.S. Department of State’s Bureau of Energy Resources, through the U.S. Coast Guard.

The National Oceanic and Atmospheric Administration (NOAA) led the training’s shoreline cleanup and oiled wildlife response portions.

The key organisations that benefitted from the training included: the Guyana Energy Agency

(GEA), the Ministry of Natural Resources, the Environmental Protection Agency (EPA), the Maritime Administrative Department, the Civil Defence Commission (CDC), the Guyana Police Force (GPF), the Guyana Defence Force (GDF) Coastguard Air Force; Guyana Fire Service (GFS) and the Wildlife Conservation Society.

“The exercise sought to identify strengths, weaknesses, and lessons learned to enhance the

plan, thereby preparing all stakeholders to be ready to respond effectively and efficiently in an emergency.

It was conducted in a realtime environment, where the computer was able to simulate reality by presenting complex and realistic problems that require critical thinking, rapid problem solving, and effective response by training persons from all various agencies,” Benons said.

He noted that the exercise had left the ranks more equipped to deal with

Meanwhile, U.S. ambassador to Guyana, Sarah-Ann Lynch, stated that the U.S. supports the responsible development and utilisation of natural resources; is aware of the necessity of disaster preparedness responses, and is committed to lending support to Guyana in training to boost the capabilities locally.

She noted that the oil and gas sector is making transformational development possible, with new investments in various areas, including infrastructure and social services, directly stemming from revenues and potential revenues of the industry.

“The United States supports the responsible development and utilisation of natural resources.

Therefore, we positively responded to a request from the Government of Guyana to provide essential training to members of the CDC and the National Oil Spill Committee, to strengthen Guyana’s National Oil Spill Contingency Planning. We are committed to providing the tools to Guyana to enhance its capacity in this area, and it is a sign of our commitment to regional security and environmental protection,” the envoy noted.

Building on the U.S. support to Guyana in national disaster management, Ambassador Lynch on Monday donated several pieces of equipment to the Civil Defence Commission to utilise during Guyana’s rainy seasons, which have seen flooding in several communities across the country.

Tents, mats, sleeping bags, cots, tables, and generators, which the CDC can distribute to victims of natural disasters, were donated to the CDC on Monday.

“The CDC excels in providing assistance countrywide whenever Guyanese citizens suffer from flooding’s effects.

Headteacher, 79, graduates with doctorate from Texas university

By Naomi Parris W I T H a s c r i p t u re i n her heart, ‘I can do all things through Christ who strengthens me,’ 79-yearold Evonne Osman, gracefully walked across the stage of a special graduation ceremony last Saturday to receive her doctorate in Transformational Leadership from Bakke Graduate University (BGU), a Dallas, Texas-based university.

Osman, a mother of one and grandmother to one, has always had a knack for obtaining information, as such, her motto was always to shoot for the stars.

During an exclusive interview with this newspaper, Osman, who is currently the headteacher of the Nehemiah Comprehensive School, said that her journey to achieving her academic goals began at the age of 12 after her father’s death, which led to her migration to Guyana from Aruba, the country of her birth.

Since she had spent most of her childhood in Aruba, Osman had to return to primary school when she arrived in Guyana, although she had completed that level of schooling in her previous home country.

However, she quickly adapted and enrolled in the Cambridge Academy, a private institution where she furthered her secondary education.

Upon graduating, Osman took up a teaching position at the very institution she attended. She discovered what she wanted to do for the rest of her life, and that was to impart whatever knowledge she had gained to others.

“While there [Cambridge Academy], I had a stint of teaching…I had a three-month stint there, so that was my first-time teaching, and from then I loved it,” she said, adding: “I had to leave the private institution in order to attend the teacher’s training college, that was in 1964. I worked during the day and went to training college at night.”

Osman moved on to the University of Guyana (UG) where she read for a Certificate and Bachelor’s Degree in Education.

Shortly after completing her studies at the University, Osman thought briefly about applying for another academic programme. However, she wanted time to spend with her husband and family.

“I did a Certificate of Education at UG, and I did a Bachelors in Education at UG. Then I applied to the

Caribbean Graduate school of Theology, but I left to go with my husband to Dominica. I came back to Guyana in 1999 and applied to one and two colleges,” she reflected.

OVERCOMING THE HURDLES Determined to learn more, Osman decided to again apply to a university to read for her master’s and doctorate degrees.

“In 2012 I registered at BGU [Bakke Graduate University], so I started my masters with them, and so I continued to do the doctorate there,” she said.

While studying and academics were nothing new to her, technology was a hurdle she did not think she’d had to face this time.

“I was not particularly technology-based person … over the years, young people have been helping me. For the university, they were specific formatting that had to be done, I couldn’t handle that.”

However, this did not alter her course; while she wasn’t the most ‘tech savvy’ student, she was most definitely the most determined.

The new technologies did take some time to get used to, so Osman had no trouble getting by with her studies, but the inevitables of life almost plundered in her spirit.

While embarking on this new journey, Osman suffered the loss of her dear husband, Rasheed, who was one of her biggest supporters.

Adding to her grief, Osman also lost a dear friend and very close colleague whom she had worked with for many years. Her troubles did not end there, as the ailments that come along with age also crept up on her.

Her physical health was not as before, but despite having to go through two eye surgeries and suffering from vertigo imbalance, Osman was determined not to let life’s challenges sidetrack her from her goals.

Still full of energy and an inquiring mind, Osman noted that she is nowhere near retiring as her journey continues.

“It’s a continuation, my general vision for life is helping young people achieve success, how? By studying and developing characteristics that are positive in life,” Osman said.

She hopes that her journey will be seen as more than just a story, but an inspiration to everyone to not limit themselves because of challenges they may face in life, but to make determina-

tion and perseverance their ultimate drive to success and excellence.

“This has been my philosophy, and this I will continue at this stage. Young people in particular and anybody need to realise if God has brought me through all these years at this age to get my doctoral degree, then he can do it for them,” she said with a smile.

Mrs. Osman added, “So this is inspiration and motivation for others. I am here to motivate and inspire others that it can be

Nadal won't play Wimbledon if he needs foot injections FRENCH Open champion Rafael Nadal says he "doesn't want to keep playing" if he continues to need anaesthetic injections to numb chronic foot pain.

Nadal, 36, won his record-extending 14th title at Roland Garros having "no feeling" in his left foot.

The Spaniard had multiple injections during a tournament where he won a 22nd Grand Slam title on Sunday.

"It's obvious with the circumstances that I am playing, I can't and I don't want to keep going," said Nadal.

The two-time Wimbledon champion says he would not play at the All England Club, where the grass-court major starts on 27 June, if a nerve-burning treatment next week cannot solve the issue.

Nadal suffers from Mueller-Weiss syndrome - a rare degenerative condition that affects bones in the feet and was limping at the Italian Open just 10 days before Roland Garros began.

"I have been playing with injections on the nerves to numb the foot and that's why I was able to play during these two weeks," Nadal said after his 6-3 6-3 6-0 victory over Casper Ruud.

"I have no feelings in my foot, because my doctor was able to put anaesthetic injections on the nerves.

That takes out the feeling on my foot."

He added: "I'm going to be in Wimbledon if my body is ready to be in Wimbledon.

That's it. Wimbledon is not a tournament that I want to miss. I think nobody wants to miss Wimbledon. I love Wimbledon.

"If I am able to play with anti-inflammatories, yes; to play with anaesthetic injections, no. I don't want to put myself in that position again."

Nadal said he would soon have radiofrequency ablation - which uses heat on the nerve to quell longterm pain - but would have to consider surgery if that

Injections 'only chance' to let Nadal play in Paris Last year, Nadal feared his career was over because of the condition and cut short his season last year, including missing Wimbledon and the US Open, to deal with the problem.

A stress fracture of the rib also caused him to miss two months of the season shortly after his 21st major win at the Australian Open.

"As everyone knows in the world of tennis, my preparation was not ideal," Nadal said.

"But Roland Garros is Roland Garros. Everybody knows how much this tournament means to me, so I wanted to keep trying and to give myself a chance here.

"That's was the only way to give myself a chance here. So I did it."

Speaking on court, Nadal said he never thought he would still be competing at the highest level at his age.

"I never believed I would be here at 36, playing in the most important court of my career one more time in a

final," he added.

"I don't know what can happen in the future, but I'm going to keep fighting to try to keep going."

'What Nadal has achieved is super human' Two days after his 36th birthday, Nadal has claimed back-to-back major titles for the first time since 2010 - when he won the French Open, Wimbledon and US Open in a row.

Playing in front of an almost full Cliff Anderson Sports Hall, on Sunday evening, the university team held their nerves for a threepoint win 69-66.

Shaquawn Gill, who walked away with the Fireside Grill and Suites MVP trophy and a pair of sneakers, finished with a double-double (14 points and 10 rebounds), for an overall tournament average of 25.6 points, and 12.4 rebounds.

Furthermore, the remaining teams in each League will dispute an additional match for the final position in the competition.

The knockout stage of each League will be contested in a single match direct elimination format, beginning with the semi-finals, followed by a final and third-place match.

With this format, each League will crown a Champion and guarantee that every participating team plays a minimum of four competitive matches.

CONCACAF will announce the groups and schedule in the upcoming weeks.

The previous edition of the CONCACAF Girls’ U-15 Championship took place in 2018, in Bradenton, Florida.

At the 2018 tournament, Guyana picked up wins against The Bahamas (3 – 2) and Curacao (6 – 0), while picking up defeats against St Lucia (1 – 3) and the Cayman Islands (0 – 2).

The United States won its second title at this age level after defeating Mexico 3-0 in the League A Final.

The 2020 edition of the competition was cancelled due to the Covid-19 pandemic.

England runs record SIR Alastair Cook says Joe Root will go "miles past" his record for the number of Test runs scored by an England batter.

Root's match-winning century in the first Test against New Zealand saw him become only the second Englishman, after Cook, to pass 10,000 runs.

Root is 2,457 behind Cook's mark of 12,472.

"He is a pleasure to watch, the most complete England batsman I have seen," Cook told BBC Sport.

"The person who could play the most incredible innings was Kevin Pietersen, but for the most complete batsmen in all three forms, it's Root. His consistency is incredible."

Cook was England captain when Root made his Test debut as a 21-year-old against India in 2012.

"He was a very good player of spin, as good as anyone," said Cook, who played 161 Tests for England. "That was obvious to see, even at that young age.

"He was ready to play international cricket. You knew

he could handle the occasion."

Root's 115 not out against New Zealand at Lord's came in his 118th Test and made him the 14th player in the history of the game to achieve the 10,000 milestone.

THE region’s best female cricketers have assembled in Guyana for the CWI Women’s T20 Blaze and CG United Women’s Super50 Cup. The CG United Women’s Super50 Cup, which was scheduled to be played first, has now been switched to the later part of the competition due to the prevailing weather conditions in Guyana. The T20 Blaze will now start the tournament today at the National Stadium, Providence.

The last time the region’s best women players met was back in 2019 before the COVID-19 pandemic forced Cricket West Indies to postpone the tournament.
