Guyana records two new cases of COVID-19

GUYANA continues to record a consistent increase in the number of Novel Coronavirus (COVID-19) cases, with tests over the last 24 hours producing two new cases.

Deputy Chief Medical Officer (DCMO), Dr. Karen Boyle, said health authorities discovered the new cases after conducting 34 tests within the past 24 hours. Authorities have so far tested 2,668 persons, with 2,418 being negative and 250 being positive.

Of the positive cases, some 117 persons have recovered and 14 persons have died, but there are 120 active cases which are being monitored by health authorities. Two

of the active cases are in the COVID-19 Intensive Care Unit (ICU) and 118 are in institutional isolation.

The safety of every Guyanese is dependent on the compliance with control measures, which were implemented by local health authorities to contain the spread of the disease.

Region Four (Demerara-Mahaica) is still the epicentre of the disease, and there are a number of communities outside of Georgetown which have recorded cases.

Among communities on the East Coast of Demerara (ECD) where cases have been recorded are: Atlantic Gardens, Friendship, Golden Grove,

Good Hope, Lusignan, Plaisance, and Strathspey; among those on the East Bank of Demerara (EBD) are: Diamond, Grove, Land of Canaan, Providence, and Timehri.

According to the existing statistics, Regions One (Barima-Waini), Four and Seven (Cuyuni-Mazaruni) continue to have most of the cases.

Dr. Boyle said Regions One and Seven, in particular, have recorded a rapid increase in the number of cases being recorded.

“I am pleading with you, to stop and spare a thought not only for your safety, but that of your family, neighbours and residents in the communities,”

said the DCMO. She advised persons to co-operate with the compliance division of the Ministry of Natural Resources, the Civil Defence Commission, the army and the police, who will be working collaboratively with the Ministry of Public Health to contain the spread of this deadly disease in hinterland communities.

“We are calling on all the residents to cooperate with the health officials as we work to contain the spread of the disease in your communities,” she advised.

Health authorities have found that a large number of positive cases, in these regions, have no signs and symptoms, so they are asymptomatic.

These persons can transmit

this disease and the infected person will not even know that they are sick because there is no sign.

Toshaos and village councillors, operations owners all have a role to play in this pandemic. Chief Medical Officer (CMO), Dr. Shamdeo Persaud, had called on them to impress upon villagers and workers the importance of what is being said. All of the evidence points to the fact that if the guidelines are followed, the disease will be contained.

Considering the situation, Dr. Persaud had said residents of the community need to “be on guard” and take all necessary precautions in order to prevent further spread of the disease.

“We are urging you to

support the health team in this area by coming forward for testing if you have been in contact with anyone who has tested positive; by staying home unless it is necessary for you to come out, and if you must come out, ensure that your noses and mouths are covered.”

We ask that there is no congregating of persons, and that all passenger vehicles adhere to the guidelines that were provided. “We wish to also remind you of the runaway situation in neighbouring Brazil that has climbed to the position of being the second country in the world to have reported cases with an alarmingly high number of deaths registered,” said Dr. Persaud.

COVID-19 remains a serious issue not just here in Guyana, but globally as well, and according to global statistics, there are 10.3 million cases of COVID-19, with over 508,000 deaths. And, with no approved treatment or cure, there is no assurance that persons will survive after contracting the disease.

In the absence of approved medications, governments and authorities across the world have employed a number of preventive measures to contain the spread of the disease.

Respect the supremacy of the Constitution …Counsel for Coalition, Reginald Armour urges CCJ to refuse application challenging Court of Appeal’s decision

By Svetlana Marshall THE Caribbean Court of Justice (CCJ) is not a Court of unlimited jurisdiction, Trinidad and Tobago’s Senior Counsel, Reginald Armour, said as he made a strong case for the CCJ to refuse the People’s Progressive Party Civic’s (PPP/ C’s) application to appeal a decision handed down by Guyana’s Court of Appeal, on the basis that the Constitution – the supreme law of the land – restricts such an appeal.

Armour, one of the region’s legal luminaries, appeared virtually before the CCJ on Wednesday in a case filed by the PPP/C’s General Secretary, Bharrat Jagdeo, and Presidential Candidate, Irfaan Ali, against North Sophia voter, Eslyn David, and the Chief Elections Officer (CEO), Keith Lowenfield and others, challenging the Court of Appeal’s decision to interpret the words “more votes are cast” in Article 177(2) (b) of the Constitution to mean “more valid votes are cast.” Armour appeared on behalf of the A Partnership for National Unity + Alliance For Change (APNU+AFC) Coalition – an added respondent in the case.

In laying the foundation of his argument, the Trinidadian Senior Counsel pointed to the fact that the CCJ is a regional apex court, which presides over signatory sovereign Member States based on the agreement establishing the court. He submitted that any question relating to the CCJ’s jurisdiction must start and end with the “true” interpretation of the agreement, in particularly Article XXV (5), when read together with Guyana’s Caribbean Court of Justice Act of 2004.

Article XXV (5) of the Agreement establishing the CCJ states: “Nothing in this Article shall apply to matters in relation to which the decision of the Court of Appeal of a Contracting Party is, at the time of the entry into force of the Agreement pursuant to the Constitution or any other law of that Party, declared to be final.”

The panel of five judges, led by President of the CCJ, Justice Adrian Saunders, was also invited by Armour to examine Article 31 of the Vienna Convention on the Law of Treaties. “Consistent

with Article 31 of the Vienna Convention, Article XXV (5) of the Agreement must be looked at for its ordinary meaning in accordance with its context, and the object and purpose of the treaty as a whole,” he reasoned.

Though the intended appellants have argued that the word “decision” in Article XXV (5) must be interpreted to mean, a decision which the Court of Appeal has jurisdiction to make, Armour told the CCJ that such interpretation in not consistent with the ordinary meaning of the word as utilised in Article XXV(5).

The Court of Appeal, in offering its interpretation of Article 177 (2) (b) of the Constitution had done so under Article 177 (4) which not only grants the Court exclusive jurisdiction to interpret the Constitution with respect to the determination of the validity of the election of a President, but indicates that such decision is final.

“It is not without significant note that within the debate and passage of the Caribbean Court of Justice Act 2004, that the Act was passed unanimously by the Parliament of the sovereign Co-operative Republic of Guyana…The primacy of the sovereign Co-operative Republic’s indigenous Court of Appeal was explicitly recognised, lauded and expressly preserved as final and this Court, the CCJ, was incorporated by Parliament into the fabric of the domestic law of Guyana and expressly told it has no jurisdiction as decreed by Article 177 (4) of the Constitution,” Armour submitted to the judges.

He added: “When the matter is considered properly and in the round, against Article 31 of the Vienna Convention on the Law of Treaties, we submit that the inescapable unavoidable conclusion is that the agreement did not intent to bless the CCJ with jurisdiction to hear this particular type of appeal under Article 177 (4).”

On that basis, Armour urged the court to respect the Constitution of Guyana and refuse the application filed by the PPP/C agents for special leave to appeal a decision made under Article 177 (4).

MERIT The Trinidadian Senior Counsel told the panel of judges that in order for the

CCJ to set aside the decision of the Court of Appeal, they must first satisfy themselves that the Court of Appeal was clearly wrong. However, he submitted that the Court of

Appeal did nothing more than interpret the Article 177 (2) (b) as provided for in Article 177 (4).

Did the Court of Appeal exceeded its jurisdiction?

No, according to Armour.

“We submit that the Court of Appeal did not. The Court of Appeal did not perform any assessment with regard to determining the validity of an election such as establishing criteria by which votes are deemed to be valid in accordance with Order No. 60’s requirement of a final credible count,” the Legal Counsel told the Court.

He alluded to the fact that Justice of Appeal, Dawn Gregory, in handing down the decision together with Justice of Appeal, Rishi Persaud, and High Court Judge, Justice Brassington Reynolds, made it clear that the Court of Appeal had no jurisdiction to determine the validity of the contents of the report that the Chief Elections Officer was expected to submit. He said the Court of Appeal stayed within its remit.

Interjecting, the President of the CCJ enquired from Armour whether Article 177 (4) could be triggered at any point of the electoral process.

Armour responded in the affirmative.

It was at this juncture of his presentation that Armour drew the Court’s attention to arguments put by Guyana’s Senior Counsel, Ralph Ram-

karran, who represented the interest of A New and United Guyana (ANUG) and two other political parties; and Trinidad’s Senior Counsel, Douglas Mendes, who appeared on behalf of the intended appellants – Ali and Jagdeo.

Armour noted that while the Court of Appeal’s decision was based on Article 177 (2) (b) and (4), Ramkarran and Mendes based their arguments on reliefs, which were sought but were not granted by the Appellate Court below. The reliefs which were not granted were linked to irregularities and allegations of electoral fraud which arose during the national recount, which was triggered by Order No. 60.

“The point is, all of those allegations that are being made will properly arise after a declaration is made with the guidance of the Court of Appeal whose decision, we say is final, and then an elections petition may be brought through Article 163,” he submitted.

Interjecting together with Justice Peter Jamadar, the President of the CCJ enquired whether the provisions in Article 177 could be invoked in the absence of an election of a president, and whether

those provisions clashed with Article 163 of the Constitution. “…If it is that [Article] 177 (4) can be triggered when no one knows who is the individual whose invalidity, whose elections is being challenged as being invalid, then it must mean, you are applying [Article] 177(4) not to a person, who you say have been invalidly elected, but you are applying it to a process, or to a system or to a machinery. The problem is, it is that same process, that same system, that same machinery that is necessary for membership of the National Assembly. The Constitution says, that the High Court has exclusive jurisdiction to interrogate questions relating to that process, to that system, to that machinery in relation to membership of the National Assembly. Once you decouple Article 177 (4) from the interrogation of a particular person as an invalidly elected president, then you are saying that 177 (4) also gives the Court of Appeal an exclusive jurisdiction to interrogate that same process, that same machinery, that same system as [Article]163 gives to members of the National Assembly. How could

a Constitution provide exclusive jurisdiction, exclusive jurisdiction to two different courts to address or interrogate the same process, the same system, the same machinery?” the CCJ President reasoned, putting a series of questions to Armour.

In response the Trinidadian Senior Counsel said the language of the Constitution must be construed as a whole, noting that the Constitution is not self-contradictory. He said Articles 163 and 177 (4) have exclusive jurisdiction for separate matters – the validity of election of members of the National Assembly; and the President respectively.

OBJECTIONS Further to that, Armour placed on record his concern.

“It is impermissible in my respectful view for the court to permit itself on this appeal to be engaged in questions with reference to factual events that the intended appellants have put before this court with events that took place after the Court of Appeal’s decision. That is no part of the remit of this court,” he said.

MoPI says no new road contracts can be approved until next Budget IN response to an article published by the Guyana Times on Monday, titled “Linden roads in a deplorable state due to heavy downpours”, the Ministry of Public Infrastructure has said by way of a press release that no new contracts can be passed at this time to address infrastructural concerns.

The article at reference named as being among some of the affected areas Casuarina Drive, in Mackenzie; Block 22, Wisroc; and the entry to Wisroc and Bloc 22, in

Wismar.

The Ministry’s Regional Engineer is quoted as saying that he is well aware of the state of the roads in question, due to the inclement weather, but made the point that only Casuarina Drive falls under the ambit of the MoPI, and that just last year, 981 meters of asphaltic roadway was rehabilitated in Block 22, even though this section of road does not come under the Ministry’s purview.

As to the other areas highlighted in the ‘Times’

article, he said they are the responsibility of the Regional Democratic Council. Presently, the Ministry reportedly has only one ongoing project in Region 10 (Upper Demerara-Berbice), and that is the Bamia Road, which is a rollover project from 2019.

According to the MoPI, the finances for all of the maintenance works in the Region have already been expended, which is why all works in Linden have ceased until a budget is finalised by the Government of Guy-

ana through the Ministry of Finance.

“Though the Ministry understands the grievances of the people in the region, and we empathise with you,” the MoPI said in its release, “we wish to reassure the residents that the areas under the purview of the Ministry will be placed as priority projects for the 2020/2021 budget allocation. The Ministry of Public Infrastructure sincerely regrets any inconvenience caused at this time.”

The RCC believes that the unfortunate event of the COVID-19 pandemic compounds and exacerbates the situation and, while stakeholders have joined efforts

The RCC stated: “The circumstances leading to the deaths of Ms. Rahaman and Ms. Somah make us focus on the stark reality of children being mothers and their unfortunate deaths, and the continuous breakdown of appreciation for the best interests of a child, and his/ her rights including the right to life and protection. The best interest of the child must be observed by all stakeholders at the level of the family, community and nationally. We must, at all times, seek to consider and act in a manner that accords with observing the rights of children.”

It looks forward to justice on the matters. With the reopening of schools for the now-completed National Grade Six Assessment (NGSA) and the upcoming Caribbean Secondary Education Certificate (CSEC)

examination, the RCC also urges that the Ministry of Education (MOE) ensure that no child is left behind due to missed classes or total absence of schooling.

Further, the commission referenced the World Health Organisation’s (WHO’s) report entitled “Global Status Report on Preventing Violence Against Children 2020,” which noted that violence still affects the lives of up to one billion children, with long-lasting and costly emotional, social and economic consequences.

It therefore urged local stakeholders: “Together, with these international agencies, we must all reaffirm a commitment to preserving the protection of the rights of Guyana’s children. These can be achieved by continuing to observe laws which protect children; establishing values and norms to promote child rights, creating safe environments for children, enabling parent and care giver support, providing social protection services, fostering economic stability, and promoting education and life skills capacity. All of these actions are relevant to a societal approach to protecting children.”

Probe into Cummings Lodge fire still on

FIVE days after the burning to death of a Cummings Lodge family over the weekend, the Guyana Fire Service is nowhere closer to solving the case.

The lives of 46-year-old Martin Lewis, his wife, Beverly Miller, 40, and their 14-year-old son, Dawall Ifill, were snuffed out when fire, of as yet unknown origin, swept the Sixth Street Cummings Lodge apartment building in which the trio lived on the lower East Coast late last Saturday, burning it to cinders and rendering some 12 to 13 other tenants homeless.

Word is that the Guyana Fire Service is not yet done with their investigation, and is working to confirm whether the fire was indeed deliberately set, as is suspected.

When contacted on Thursday afternoon, Fire Chief Marlon Gentle confirmed that the investigation into the fire is still ongoing, while reports are rife that the apartment in which the family lived was so heavily

grilled that there was no escaping its confines in a hurry.

Gentle also disclosed that a tenant, who is alleged to have threatened the owner of the apartment building and their representative is in custody, assisting the police with their investigation.

“There were some allegations about threats because of

non-payment of rent… so it was some kind of confrontation between the tenant and the person who is supposed to be the landlord, or representative of the landlord,” the fire chief explained. He also confirmed that the matter is being treated as suspected arson.

The Co-operative Movement

THIS week is National Co-operatives week. This year, the celebrations are being held under the theme, “Co-operatives For Climate Change: Amidst COVID-19”.

According to the Ministry of Social Protection, the original theme which was determined by the Committee For the Promotion and Advancement of Co-operatives was, “Co-operatives for Climate Action”, but Guyana amended it to include ‘Amidst COVID-19’, because of the devastating impact the pandemic has had, and continues to have, on our economy.

Understanding and appreciation of this society’s evolution would recognise the premium cooperatives play in our social, economic, political and cultural development.

Contrary to the view that cooperatives are associated with socialism, and are therefore an antithesis to unleashing the economic advancement of groups and individuals, it has actually been the stepping stone for all.

Cooperatives speak to joint ownership and management, where the benefits and profits are shared. With this also comes commitment to achieving success, and where challenges exist to work together to resolve them. The development of all Guyanese, without exception, can trace instances of their lineage where cooperative associations helped weather stormy situations and pursue advancement.

Our First Peoples can relate to tribal

relations of partnership and competition in hunting and sharing the rewards, to women gathering in groups to prepare the culinary delights, celebration of a new-born, mourning as a community, bartering, construction of buildings, protecting the tribes and warding off enemies, tribal councils/system of government, to name some. Freed Africans can recall their immediate post-slavery stories, coming together and pooling their pennies, carrying them in wheelbarrows, buckets, and any available container to purchase plantations and convert same to villages, the creation of the village economy, village council/government, construction of buildings, developing of a banking system, to name some.

The indentured community, inclusive of Africans, Europeans, Portuguese, Chinese and Indians, with the numerical minority being the first two and majority being the latter, can also tell their stories. They have worked together as a group, or with other ethnic groups to improve their conditions of work and living during indentureship and its post period.

From public agitation, trade union organisation, the acquisition and developing of villages, formation of political movement, denominational communities, building of commerce/merchant and other areas of endeavours, each Guyanese has kinship.

The commonsense of purpose during the 1940s to the 1960s that drove us,

irrespective of from whence we came or past experiences, to pursue independence was driven by the common intent that we are in this together, and collectively are ready to be in charge of our destiny.

At independence, the nation set out not only to recognise its diversity and weld this into a oneness that recognises the commonality of our capability to strive and thrive, since no man is an island. Our values, morals and norms are shaped by long-held traditions, customs and laws that not only check our behaviours, but where conformity is maintained, ensures harmonious and peaceful co-existence.

The individual being allowed to thrive does not come at the expense of recognising where the enabling environment is created; it allows not only opportunity to get ahead, but also ensures none is left behind. It has been proven, time and time again, that there is more that unites than divides us. In 1970, with the attainment of republican status, Guyana was renamed the Cooperative Republic of Guyana. Such achievement, irrespective of whom it was achieved under, could not have been possible were it not for the indomitable spirit of the people. What our experiences have taught us is that in spite of our diversity, periods of mistrust and conflicts, the many instances where the determinant of cooperatives has driven us, out of necessity or convenience to work with each other, or compete with each other,

that undercutting aspect of our development cannot be ignored.

Cooperative as an economic model is part of the nation’s tri-sector economy; its history has shown the benefits of this engine in affording opportunities and a ladder to climb for the small man. Credit unions, the now defunct Guyana National Cooperative Bank, the ‘box-hand’, cooperative societies, to name some, have helped in the acquisition and ownership of land, education, homes, vehicles, business and other forms of investment. This engine has not been operating at full throttle for some time, and needs opening up to assume its equal place in the formal economy. The resuscitation of the Guyana National Cooperative Union Limited in February is a step in the right direction, and it is hoped that it will grow from strength to strength, given that its ideals are well placed.

In spite of our achievements, there are and will remain challenges and threats to the nation and its people from foreign forces, external or operating within. Where instances like these touch on our well-fought-for freedoms require resolving to fight together.

Where together it is recognised that as a people we can either swim together or sink together, cooperatives will ensure the continuity of efforts as of yore to work in the interest of the collective, for the success of the collective is hinged on the success of the individual.

Co-operatives For Climate Change: Amidst COVID-19 IN the midst of the current political uncertainties which have bedeviled our nation for almost four months now, we must still find time to observe and celebrate International Co-operatives Day – 2020. This year, the celebrations are being held in restricted ways under the theme. “Co-operatives For Climate Change: Amidst COVID-19” The original theme which was determined by the Committee For the Promotion and Advancement of Co-operatives is: “Co-operatives for Climate Action” but we in the Co-operative Republic of Guyana have amended it to include ‘Amidst COVID-19’ because of the devastating impact which the pandemic has had and continues to have on our economy.

The pandemic has forced governments and international agencies to amend their policies and programmes but that does not mean that we have to stand still and await the end of the disaster.

By now it is no secret that the coronavirus disease is global in effect and like most sicknesses, it has threatened to ‘roll back’ the progress made in economic and human development during the recent decades. Certainly, that is not the agenda of the ‘Co-operative Ethos’ which holds great promise for expansion of the Life Chances of all mankind, especially the ordinary man.

It has been our custom to annually celebrate International Co-operative Day with rallies, workshops, and other activities which

necessitate the assembling of our comrades and co-operators to reflect on the gains they would have made by giving true meaning to proverb ‘Being Each Other’s Keeper’.

Unfortunately, this year we are unable to do so because of the practice of Social Distancing as a means of preventing the spread of COVID-19. I am sure that, that is a painful reality to all co-operators throughout the world, who relish the opportunity to meet, greet and bond with each other.

The original theme which placed the spotlight on climate change directs attention to United Nations Sustainable Development Goal #13 which requires subscribing nations to, “Take urgent action to combat climate change and its impacts”. Our inclusion of the COVID-19 component brings into focus SDG #3 which envisages that our government would facilitate and promote healthy lives and well-being for all citizens regardless of age, class, etc.

Earlier, I pointed out that our country is currently being affected by uncertain political circumstances but I am now compelled to remind the world at large of Article one of our National Constitution which serves to clarify our purpose as a nation and the true title of this country. For those reasons, it is expedient that, that Article is referenced in its entirety: It reads as follows “Guyana is an indivisible, secular, democratic sovereign state in the course of tran-

sition from capitalism to socialism and shall be known as the Co-operative Republic of Guyana”.

This description of our country is quite straight forward but having regard to recent political developments locally, regionally and internationally, I would invite all Guyanese to meditate on the phrases “democratic sovereign state”, and “transition from capitalism to socialism”.

Historical records have shown that the political, economic, social and philosophical foundations of our nation rest upon the pillars of sovereignty, democracy and co-operativism which stand in contra-distinction to colonialism capitalism and neo- colonialism which are rooted in victimisation; exploitation and human suffering.

Our commitment to co-operativism is inextricably linked to the attainment of Republic status in 1970. In a speech by the then Head of State to his party’s conference under the theme, “The Power of Co-operative Ownership,” he highlighted the thinking which informed the change in the nation’s status when he said: “In becoming a Republic, I consider it absolutely necessary that this change be identified with a Guyanese national hero and for the reasons I have outlined, Cuffy shall be that hero.”

In becoming a Republic, we remove the psychological ties with the British Monarch,

which in many cases have inhibited the thinking and coloured the attitudes of several Guyanese.

I have to say that inherent in the spirit of co-operativism and Republican status is the liberation of our thought processes which can truly make us free and independent.

Yet after more than 50 years, there are some individuals who were born right here and by their own doings in conjunction with their foreign friends and enemies, are trying to undermine the co-operation, peace, unity, and social cohesion which are being fostered by this government.

In many respects, they are no different to those persons who, in 1969, with the assistance and aid of foreign forces, led an armed uprising in the Rupununi district, against a legitimately elected government.

While some persons are prophesying doom over our Republic, others are inciting and inviting foreign powers to inflict economic and political sanctions on us.

Never-the-less, as we observe International Co-operatives Day, all Guyanese are encouraged to remain focused, band themselves together in the spirit of harmony as we collectively endeavour to provide a good life for everyone.

Frederick Kissoon has no moral fortitude when he takes advantage of the ‘dead’ (Lawyer Mortimer Coddette) Dear Editor, I refer to Freddie Kissoon’s column, captioned, “The pathetic, unbelievable, political decline of Eusi Kwayana,” published in the Kaieteur News edition, Thursday, July 02, 2020.

Mr. Kissoon. in his column. attacked Kwayana most viciously for clarifying a misrepresentation by Christopher Ram (letter SN June 13.2020) of what Ram claimed Kwayana told him. Readers are referred to Kwayana’s letter, SN July 1, 2020 captioned, “ I have no knowledge of Tacuma Ogunseye ever having a role in any violence anywhere in Guyana.” In the context of Kwayana correcting Ram, one would expect that a response would have come from Mr. Ram rather than Kissoon. Kissoon’s hostile intervention is not surprising since it is self-serving. What Kwayana stated has discredited Kissoon’s erroneous contention that Kwayana had linked me with the violence in Buxton and gunmen, something he claimed in his previous writings. Kissoon, like Ram, who was seeking to use Kwayana to justify their false narrative – now find themselves

in no-man’s land. And now they have to make their case against me based on their independent information. It is this reality that Kissoon has great difficulties with.

This letter is a very limited response intended to expose Kissoon’s duplicity. He wrote, “ … Two traits in Kwayana deterred me from seeing him as a hero. One was his obsession with not divulging information.

He has an obsession with keeping things secret, things which should be in the public domain.” He continued, “ Secondly, he deliberately obscures history by withholding specificities. For example, he informed us two months ago that he was at a trial each day of Donald Rodney who was convicted by “ a magistrate” (his words). I believe he intentionally withheld the magistrate ‘s identity.”

All this in Kissoon’s view is a major “sin” that denies “hero” status to Kwayana or whatever is in Freddie’s warped mind.

However, my concern here is to point out that Kissoon is duplicitous, he has one standard for others and another for himself. He is on public record as claiming that the libel case I brought against him for linking me to a secret

meeting with gunmen in Buxton was heard in the court and he Kissoon won the case. I have on many occasions called on him to state the court and the magistrate/judge that heard the case. To date, Kissoon has not provided this important information. Why is he withholding this critical information? Is he obsessed with secrecy which he accused Kwayana of? Is Kissoon intentionally withholding the magistrate’s or judge‘s “identity” that tried the libel case he claimed he won? The simple truth is that Freddie is a pathetic liar, and a public one. In this context, it is impossible to get him to change his ways. I think the description given by someone to Kissoon as a “Trumpian narcissist” is an apt one that is on full display with the filth that flows from this columnist’s pen.

Despite the observations above, I am giving Kissoon another grand opportunity for him to redeem himself. I call on him to make public his evidence to support his contention that I call those who were resisting in Buxton liberators or used the term “liberation movement”. Kissoon stated “ It never occurred to Kwayana that Ogunseye lied to him. But obviously, Kwayana knew that Ogunseye

used the term “ liberation movement” several times. “Kissoon, you have an excellent opportunity to prove that I am a liar. Don’t give me another victory – destroy me with your bundle of evidence. The plain truth is you have no evidence.

Kissoon’s psychological condition/disorder is demonstrated in his over obsession for recognition when he cites Kwayana’s book “The Morning After” as his (Kissoon’s) path to glory. Kwayana’s recognition of his “ journalistic investigation” in relation to the East Coast violence, in Kissoon’s twisted mind, is evidence that substantiates his claim that I was in a secret meeting with gunmen in Buxton. Freddie, you are in sad place, snatching at straws.

I end by making this point. Frederick Kissoon has no moral fortitude when he takes advantage of the “dead” (Lawyer Mortimer Coddette) and attributes to the deceased whatever he pleases, knowing full well that the dead can’t contradict him as the living can.

with the intention of influencing policy makers and co-operators to direct their attention to the need to take steps to avoid and or alleviate the adverse effects which climate change has been having on our environment and production capacities.

Within the realms of co-operatives, climate change is said to have the greatest impact on vulnerable and disadvantageous groups especially those involved in agricultural activities.

As a nation which takes global warming, climate change and economic and human development seriously, we have taken at least three major initiatives to promote climate action and it is expected that co-operative societies would be acting in conformity within the parameters of those initiatives which are: (i) The signing by the APNU+AFC Government of the Paris Agreement, which is designed to promote the mitigation of the negative consequences of climate change, etc. (ii) The crafting and implementation of our Green State Development Strategy: Vision 2040. This is a comprehensive and holistic agenda which embraces a number of programmes including the sustainable development of our human and natural resources. Central to this strategy is the issue of low carbon development within the context of climate change. (iii) The development of a National Co-operative policy. This policy is positioned within the framework of “The Good Life; Towards a Green Economy; Securing Guyanese interests in an emerging Oil and Gas sector”.

In all three foregoing initiatives Co-operative Societies are expected to conduct

their affairs in such manner that they do not inflict harm on their immediate environment.

As a matter of fact, the key stakeholders which are responsible for the implementation of all co-operative related initiatives i.e the Co-operatives Development Department within the Ministry of Social Protection, the Guyana Co-operative Credit Union League Limited, the Guyana National Co-operative Union Limited and the Kuru-Kuru Co-operative College are mandated to educate and sensitise their clients on the fundamentals of those initiatives.

Our ‘Republic’ has experienced the wrath of climate change in 2005 as a consequence of what became known of the Great Floods of that year (2005). Also we have been experiencing floods in various hinterland locations attributed to torrential rains precipitated by climate change. We are therefore imploring all co-operatives and co-operators to play their part and take the necessary action to reduce the greenhouse effects.

By itself climate change has disturbed economies, production, production processes and livelihoods on every continent in the world and with the advent with COVID-19, such disruptions have been intensified. The World Health Organisation (WHO) has submitted that, ‘the global climate system’ is being subjected to increasing pressures from human activities. Therefore all groups including Co-operative Societies must make a concerted and collaborative effort to protect planet earth.

In fact, the WHO noted also that there is a correlation between climate change and certain types of illnesses and

diseases including water-borne diseases.

As consequence of COVID-19, which has resulted in reduced manufacturing, agricultural and other production processes, the greenhouse effect has slowed down but it is likely to increase once the pandemic is over. Economic activities will be intensified in an effort to regain lost ground, and in the process climate change and greenhouse effect may be expanded.

The total spectrum of human relations inclusive of the production relations will continue to change pursuant to COVID-19 and co-operative societies are called upon to play their part in the establishment of a new status quo designed to make planet earth more sustainable.

The structure of the Co-operative Sector in Guyana is held together by the aforementioned stakeholders which are Co-operatives Development Department within the Ministry of Social Protection, the Guyana Co-operative Credit Union League Limited, the Guyana National Credit Union Ltd. (GNCUL) and the Kuru Kuru Co-operative College. They operate collectively for the smooth functioning of societies, which with the advent of our anti-money laundering legislations now fall under the proverbial microscope and periscope. Integrity and transparency are key values which societies must now embrace, if they are to retain their positions of relevance in the economic systems.

During the COVID-19 era, which we are hopeful would soon be over, societies like most other organisations have been constrained in the execution of their functions, but the Ministry of social Protection commends those which were able to adjust

willingly and co-operatively in the delivery of services to their members and societies at large. In this regard, commendations are in order for the credit unions which found it necessary to innovatively assist their members with soft loans to cushion the sudden economic impact which accompanied the pandemic.

In addition, credit unions during the on-set of the pandemic, facilitated loss at reduced rates of interest and relaxed repayment regimes to assist their members to acquire sanitisation materials, and personal protective equipment including face masks. In concluding, I would recommend that all co-operative societies, including Schools’ Thrift Societies, must familiarise themselves with the Green State Development Strategy: 2040 which, as is stated in its executive summary, is designed to provide a good life of quality for all citizens taking into account several factors, including low carbon development, social protection, biodiversity, etc.

The fact that the strategy provides for the promotion of projects to be founded on the principles of sustainability is indicative that the focus and scope of co-operatives as part of a holistic economic systems is not only concerned with the provision of livelihood for the ordinary man, it is not concerned only with making the small man into the real man, but it is concerned also, with human development in a sustained way which is comforting and healthy to Planet Earth.

‘Await the declaration of GECOM’ …President says to those calling on him to concede

COMMENTATORS on Guyana’s elections situation should understand that a new President cannot be sworn in, nor can a President concede unless the Guyana Elections Commission (GECOM) makes a declaration in favour of either of the situations.

Speaking on the sidelines of a ceremony at State House on Wednesday, President David Granger responded to questions in relation to the same from reporters. He noted that while it has been over 17 weeks since the March 2, 2020 General and Regional elections and though the elections

have gone on for longer than anyone would hope, he cannot act in the said regard until GECOM does its part.

“The Executive branch of Government does not have a role in managing elections. That role is given unto the Constitution, exclusively, explicitly to the Elections Commission. I cannot claim victory, which I have not done, and I cannot concede defeat, which I have not done, unless I’m notified, formally, by the Chairman of the Elections Commission,” he said.

Before the commission can conclude the elections with a declaration,

the current elections matter before the Caribbean Court of Justice (CCJ) must also be concluded. The CCJ must first determine whether it has jurisdiction to rule on the matter which was previously ruled upon by Guyana’s Court of Appeal and noted, in the Article 177 (4) of the Constitution, to be final. Should the CCJ determine, nonetheless, that is has jurisdiction, it could lead to a ruling on whether the Appellate Court had jurisdiction to rule on the matter as brought to the CCJ by the People’s Progressive Party Civic (PPP/C).

Until then and until the com-

mission makes a declaration, the President has encouraged all those making premature comments to exercise patience. He said: “I don’t know what the Elections Commission will declare. Like all Guyanese, we’ve been subject to various reports but the only authentic report will come from the Chairman of the Elections Commission to me and that has not happened. In that regard, I encourage all the spokespersons and commentators to wait, patiently, on the Chairman of the Elections Commission who, when she is

GDF officer for US training Guyana Defence Force’s (GDF) Orwin Matthew Austin, is to wing out to begin studies at the United States Coast Guard Academy.

Second Lieutenant (2ndLt) Austin, is one of only six international students who have been selected to attend the Academy’s Class of 2024, through the US Embassy’s Security Cooperation Office, according to a release from the embassy here..

The young officer’s selection is a testament to his excellent academic potential, as well as the continuous and steadfast assistance provided by the US military to the GDF, the release stated, as it offered congratulations to Lt Austin.

The United States Coast Guard Academy which is based in New London, Connecticut, is a top military service academy of the United States Coast Guard. Founded in 1876, it is the smallest of five U.S.

service academies and provides education to future Coast Guard officers, granting Bachelor of Science degrees in one of nine engineering or professional major fields of study.

Austin and 23 others, comprised the newest batch of Second Lieutenants to have successfully completed the Standard Officer Course Number 51 conducted by the GDF. The June 25, 2020 presentation ceremony was held in the GDF Base Camp Ayanganna, Conference Room, Thomas Land, on account of COVID-19 considerations. Commander-in-Chief, President David Granger, who addressed to the newly commissioned officers, via video message, urged that they uphold the oath they have sworn to, as well as adhere to the core values of Duty, Discipline, Identity, Integrity and Loyalty.

Convicted mass murderer gets more years for another double-murder THIRTEEN years after two men were killed during an armed robbery at a bar on Agriculture Road, Triumph, East Coast Demerara, their killer, Michael Caesar, called ‘Capone’ was, on Thursday, sentenced after confessing to the crime.

Caesar, 36, is currently serving a 45 and 60 years sentence respectively for killing a total of 20 people during the Bartica and Lusignan massacres.

On Thursday, July 2, 2020, Caesar appeared before Demerara High Court Judge, Simone Morris-Ramlall, via zoom audio and video hearing. He was represented by attorney-at-law, Maxwell McKay, while the state was represented by prosecutor, Tuanna Hardy and Tyra Bakker. Initially, Caesar was charged for the capital offense of murder but he opted to plead guilty

to the lesser charges of manslaughter.

He admitted that on December 16, 2007, he unlawfully killed Fazil Hakim, called “Boyie”, and Rajesh Singh, called Rabbit” at a bar on Agriculture Road, Triumph, East Coast Demerara. Caesar was also charged with two counts of armed robbery committed on Juman and Ravindra Mookram. He also pleaded guilty to these charges.

Prosecutor Tuanna Hardy read the facts of the case. She explained that on December 16, 2007 around 21:00 hours, Hakim and Singh, along with another man, were consuming alcohol at a bar on Agriculture Road. However, the bar was stormed by armed men who held them at gun point. The bandits went into the bar and robbed the owner and another man. Before making good of their escape, the bandits

discharged their firearms, shooting Hakim and Singh. Hardy disclosed that a post mortem examination done on Hakim and Singh’s bodies stated that they died due to multiple gunshot wounds.

Nevertheless, Caesar was on the run from the police for his numerous criminal activities and fled to Suriname. In March 2009, he was arrested by the Surinamese authorities and handed over to the local police in Guyana. While in police custody, Caesar allegedly confessed to all of his crimes and told the police that he was the ‘look-out man’ for the Agriculture Road murder.

Notorious mass-murderer, Mark Royden Williams, called “Smallie” was also fingered in the crime and is currently charged jointly.

The prosecutor also indicated to the court that the victims’ families

are still traumatised and are living in fear. Prosecutor Hardy asked the judge to consider the fact that the crime was well planned and carried out with the use of guns and cutlasses.

Justice Morris-Ramlall first took into consideration that Caesar is currently serving two sentences with the maximum of 60 years with the possibility of parole after Michael Caesar called ‘Capone’ serving 40 years. Command and leadership

President David Granger speaks with Heads of the Disciplined Services

By President David Granger (Speech delivered on July1, 2020 at the Swearing-in Ceremony of Brigadier Godfrey Bess, Chief-of-Staff (ag) of the Guyana Dfeence Force) The Command of the Guyana Defence Force is vested – especially, explicitly and exclusively –under the law, in the Chief of Staff. The Defence Act [at Section 169] empowers the President to appoint an officer to command the Defence Force where it states: The President shall appoint an officer, being a member of the Force, in whom command of the Force shall be vested and, subject to the terms of such appointment, such officer shall have command of that Force. I have, in the exercise of the powers conferred on me by the Defence Act, appointed Brigadier Godfrey Bess to perform the functions of Chief of Staff of the Defence Force, with effect from Wednesday 1st July 2020.

The Defence Act [at Section 9 (2)] vests the Chief of Staff with operational responsibility for the Force where it states that “responsibility… for the operational use of the Force…shall be vested in the Chief of Staff subject to general or special directions of the Minister. The

‘Minister’ means Minister of Defence who, in the context of the Constitution of the Co-operative Republic of Guyana, is the President of Guyana. The Chief of Staff is a member of, and subject to, the Guyana Defence Board which, in accordance with the Defence Act [at Section 9(1)] shall be responsible “… under the general authority of the Minister for the command, discipline and administration of, and all matters relating to, the Force.

DEFENCE BOARD The Chief of Staff is tasked, therefore, with exercising the functions of command and the issuance of authoritative orders in respect to the operations of the Force, subject to the directives of the Defence Board and the Minister responsible for Defence. Command is a formal military function, requiring the commander to instruct and influence his subordinates to achieve a specific mission.

The Chief of Staff is not merely the holder of the highest rank and most prestigious appointment in the Force. He is required to exercise command continuously in order to achieve the objectives of the Defence Board and directives of the Minister in order to accomplish the Force’s mission. He must communicate, coordinate and, most

important collaborate with his subordinates.

The Chief of Staff has to work with the general staff – Adjutant General, Inspector General and Quartermaster General – and with his specialist staff officers and the commanding officers of line units to collect, collate and interpret information in order to make the correct decisions.

Command is the authority which the Chief of Staff exercises, lawfully, over subordinates by virtue of his high rank and unique appointment in the military service. Command includes the authority and responsibility for effectively employing the Force’s assets, and for coordinating and controlling military forces for the accomplishment of the Force’s mission.

Leadership, unlike command, cannot be mandated by law. It is an essential element in military command, however, and involves motivating the Force’s manpower to achieve success in its operations and missions. The Chief of Staff, in this regard, is expected to possess the qualities of intelligence and prudence and to set the ‘Values and Standards’ expected of the Force and its members. The Chief of Staff will be expected to encourage his officers and soldiers to achieve the Force’s objectives to ensure the success of its exercises, operations and

missions and to improve the Force’s effectiveness.

PROVIDING LEADERSHIP The Chief of Staff will be expected, also, as a guardian of national defence, to provide leadership to the Force to safeguard Guyana’s airspace, secure its sea space and exercise surveillance over its airspace and land space.

He is tasked with leading the Force forward to preserve the country’s patrimony, protect its territorial integrity and to promote national defence and security. The Chief of Staff is the custodian of the Force’s ‘colours’ – the sacred symbols of solidarity and service to the nation – as will be displayed in the physical, formal handing-over ceremony later on. He is the custodian of the Force’s ‘Values and Standards’ and is now charged with ensuring that his officers’ conduct themselves with the five values of duty, discipline, identity, integrity and loyalty: Duty, obliging them to display dedication in the performance of their functions; Discipline, for maintaining organisational cohesiveness in all circumstances; Identity, determining how officers relate to their comrades, their corps and to the people of their country; Integrity, prescribing honesty in officers’

relations with their superiors and subordinates; and Loyalty, binding officers to the service of their country.

Leadership is a personal, moral and intellectual quality that is founded on clear and coherent concepts, rational objectives, viable measures and the availability of adequate resources which enable and encourage disparate elements of the Force – air, land, sea and services – to work together as a team. The Chief of Staff’s task is not only to command and lead but, also less glamorously, it is to manage. Management includes the traditional textbook functions–of planning, organizing, staffing, coordinating and controlling. It involves more than handling inanimate materials; it is a process which requires motivating human resources to achieve the Force’s mission.

A military manager must determine the Force’s shortterm tactical, and long-term strategic, objectives and determine the direction of its development, communicate with units, coordinate activities, control events, to collaborate with Government agencies and to work willingly to achieve its objectives.

He must be clear-headed and courageous in making bold decisions and in accepting responsibility for the consequences of those decisions.

Management includes responsibility for recruitment of new entrants and the discipline, health and morale of military personnel. Management is a role performed by an officer who is appointed to command a corps, unit or department.

DECADE OF DEVELOPMENT Management of the Defence Force, this year, will be challenging. The Chief of Staff is assuming command of the Force as Guyana celebrates the 50th anniversary of having become a Republic, the Force celebrates its 55th anniversary and the country embarks on a Decade of Development. This will be the most transformative period in our history. The country will develop over the next ten years, to become: a ‘petroleum state’, possessing substantial petroleum reserves in our EEZ; a ‘green state’, emphasizing the preservation and protection of our environment, expansion of energy generation from renewable sources and the sustainable management of our natural resources; a ‘digital state’, promoting increased communications integration and interconnectivity; and an ‘education nation’, enabling universal primary and secondary education and easier access to tertiary education.

---Finance Ministry notes significant expansions across most major sectors

The Decade of Development 2020-2029, which I launched on 1st January this year, will include investments aimed at the continuous retooling and strengthening of the Defence Force. Emphasis will be placed on strengthening the technical corps – Air, Engineer, Intelligence, Signals and Coast Guard – and on expanding the Militia and intensifying field training in long-range jungle operations.

The Chief of Staff is expected to build on the Force’s achievements over the past five years. It is anticipated that he will continue the progress initiated by the Guyana Defence Board and our Government in reorganising and re-equipping the Force, improving its responsiveness throughout all Ten Administrative Regions, and intensifying defence cooperation and defence diplomacy with friendly countries. ‘Officership’ is a special quality that the Chief of Staff must foster. Today’s ceremony has a two-fold purpose in this regard. First, it is to present the Instrument appointing a senior officer to perform the functions of the office of Chief of Staff and, second, to promote Colonel Godfrey Bess to the rank of Brigadier to perform those functions.

The Defence Act [at Section 13 sub-section (1)] states: “The power to grant commissions in the Force shall be vested in the President.” Such a grant of a commission is neither a ceremonial nor decorative gesture. It constitutes part of the system of authority and hierarchy within the Force and entrusts its recipients with the responsibility of preserving, protecting and safeguarding Guyana’s patrimony, political independence and territorial integrity. It is a call to service to our country. The Defence Force’s Career Development Rules allow for continuity of command. The Rules which govern the appointment and promotion of the most senior officers reduce the influence of bias and subjectivity and foster the development of a meritocracy. It rewards experience, intelligence, performance and prudence, thereby enhancing morale and ensuring greater efficiency.

OBJECTIVE, NON-PARTISAN SYSTEM OF SUCCESSION PLANNING The Force must not return to the days of subjective appointments and promotions. An objective, non-partisan system of succession planning must be maintained in the interest of ensuring a professional leadership capable of fulfilling the Force’s mandate. The Chief of Staff is guaranteed of the support of the Defence Board and the Government. He is expected to be guided by the doctrine of total national defence which impels all the elements of national power – diplomatic, economic, military, political, social and technological – will be deployed in support of national defence.

The Chief of Staff must continue to restore public confidence in the Force. He must be assured of the confidence and full support of the entire Force in maintaining public trust. The substantive Chief of Staff, Brigadier Patrick West, has proceeded on pre-retirement leave. This creates the need to appoint a senior officer to perform the functions of that office.

The person identified to command the Force, in the interim, is Brigadier Godfrey Bess. I record the appreciation of the Guyana Defence Board to Brigadier West for his service to country and to the Defence Force. He assumed the leadership of the Force during a period of transformation. The Force, during his tenure, has been reorganised and reequipped to become a more professional organisation. ---reduction in balance of payments deficit, climb in foreign reserves

THOUGH noting 2019 as a challenging year, the Ministry of Finance has recorded many positives in its End of Year Outcome 2019 report on the fiscal performance for the year, which showed impressive growth in Gross Domestic Production (GDP), a significant overall improvement in balance of payments’ deficit and a climb in foreign reserves.

The End of Year Outcome 2019 report, as presented by Minister of Finance, Winston Jordan, was released by the Ministry of Finance on Wednesday. It highlighted that the economy performed “creditably and remained stable”, with key macroeconomic variables continuing to be favourable and pointing to sustained growth and investments for a successive year.

The report comes as an update to the Mid-Year Report of 2019 and stands in the place of the usual update to the End of Year projections which would have been included in the 2020 National Budget to Parliament, in November 2019.

This method was not possible due to Guyana’s political situation. It may differ from forthcoming audit reports of the central government and the Bank of Guyana.

REAL GDP GROWTH Some of the key points highlighted were an “impressive” real GDP growth at 5.4 per cent, with 4.3 per cent recorded for the non-oil economy, consistent with the rebased national account series. “The estimated real GDP for 2019 was supported by significant expansions across most major sectors, including mining and quarrying, manufacturing, construction and services. Stronger growth was constrained by a marginal decline of 0.5 percent in the agriculture, forestry and fishing industry, despite gains in rice, other crops and fishing,” the report of the Minister noted.

The quantity of paddy harvested, in 2019, reached 1,049,874 metric tonnes, the highest level since 2015.

Other crops production expanded by 0.3 per cent, as a result of increased production of pumpkin, cocoa, ginger, peppers and pineapples.

Added to this, fishing experienced mixed outcomes in 2019, with finfish production

increasing by 19.7 per cent over the previous year, and shrimp production declining by 28 per cent, on account of the sargassum weed invasion, among other factors. Even so,

achievement was bolstered by rice and other manufacturing, which expanded by 26.4 per cent and 14 percent, respectively.

Construction expanded

this subsector expanded by 0.7 per cent.

On the other hand, sugar production contracted by 11.8 per cent in 2019, with Guyana Sugar Corporation (GuySuCo) falling significantly short of its production target. The minister said that there was “remarkable gains” in the livestock subsector noting that table egg production grew by 45.3 per cent; beef production by 32.6 per cent; pork grew by 66.8 per cent; and mutton and chevon by 8.1 per cent.

“However, poultry production did not recover sufficiently to overcome the decline recorded at the halfyear. This resulted in a 7.8 per cent decline in poultry production, in 2019, which, in turn, led to a contraction in the livestock subsector of 3.5 per cent,” the report noted.

The forestry subsector recorded notable gains at the half-year, that persisted into the third quarter; however, these were undone in the final quarter of 2019, resulting in a contraction of 3.9 per cent for the entire year.

The manufacturing sector realised significant growth of 14.7 per cent, the highest rate since 2013, when the sector grew by 8.2 percent. This

for a fourth consecutive year, with growth reaching 3.1 per cent, 0.2 percentage points above the rate achieved in 2018 while the services sector expanded for a fourth consecutive year, in 2019, growing by 4.2 per cent, the highest growth rate over the four-year period.

Also impacting the year was Guyana’s early emergence as an oil-producing nation which resulted in a124.2 per cent expansion in the petroleum and gas and support services subsector, which, in turn, drove growth of 10.6 per cent in the mining and quarrying sector.

The year also marked the assent to the Natural Resource Fund Act of 2019 in January 2019 which has since made Guyana one of the first countries to legislate the governance and accountability structures for the management of petroleum resources ahead of the proverbial “first oil”.

OTHER SECTORS Meanwhile, the balance of payments deficit fell to US$49 million which is substantially smaller than the US$132.2 million in 2018, and the US$106.1 million projected for 2019, at the

time of the 2019 Mid-Year Report. The lower-than-projected balance of payments deficit was financed by debt relief of US$50.7 million and debt forgiveness of US$45.7 million, while net foreign assets of the Bank of Guyana increased by US$47.5 million.

Meanwhile, in line with these developments, gross international reserves of the Bank of Guyana rose to US$575.6 million, from US$528.4 million, in 2018.

The stock of money and quasi money grew by 16.8 per cent, with private sector credit rising by 8.6 per cent; and inflation remained moderate, at 2.1 per cent. Additionally, the stock of public debt fell to US$1,689.1 million, 32.7 per cent of nominal GDP. “Going forward, it remains important to continue to foster economic resilience by facilitating growth in the non-petroleum sectors and taking the necessary steps to minimise threats, such as Dutch Disease,” the report outlined.

On the fiscal side, even though expenditure fell below the mid-year revised budget, the implementation rate of the Public Sector Investment Programme (PSIP) improved to 95.6 per cent.

Added to this, the Minister noted in his report that progress continued across several sectors, in 2019, and there was focused effort in prioritising institutional strengthening and more evidence-based policymaking.

This resulted in the launching of the first two volumes of Guyana’s newest long-term plan – the Green State Development Strategy: Vision 2040. They outline the eight development objectives that will be pursued over the next 20 years. The third Volume – the Monitoring and Evaluation Framework and costing of the plan – is expected to be completed in 2020 The report noted that though the prospects of Guyana as a new oil producing country have been slowed by several emerging issues such as the postponement of the 2020 national budget to a post-election timeline and the COVID-19 pandemic, “Guyana remains among the very few countries that are expected to grow appreciably in 2020”.

GDF will support a ‘democratically-elected gov’t’ --new Chief of Staff (ag) says AS Guyana’s General and Regional elections draws to a close, newly-appointed Chief of Staff (ag) of the Guyana Defence Force (GDF), Brigadier Godfrey Bess has sworn the allegiance of the men and women under his command to a democratically-elected government, in accordance with the Constitution.

Bess made his position known on Wednesday on the sidelines of a ceremony to mark his promotion from Colonel to Brigadier to perform the functions of the office of Chief of Staff. The swearing-in ceremony took place at the Baridi Benab on the grounds of State House, and saw the feature address coming from President David Granger.

saying what will the GDF’s position be moving forward, given the present impasse occasioned by the March 2, 2020 Elections, Brigadier made it clear that the Army is not guided by circumstance but by the Constitution of Guyana, which provides clear directions.

“We are trained to support the democratically-elected government of the day, based on our Constitution, and that we will continue to do. Our relationship with the civil authorities always is subordinate, and we take instructions; legal instructions… The GDF is a professional organisation, and we will stick to the Constitution of Guyana,” the newly-commissioned Chief of Staff said.

Though the country is challenged by limited finances owing to the absence of a 2020 budget due to a successful no-confidence motion against the government, and the subsequent prolonged elections, Brigadier Bess said that members of the GDF have been trained to operate with minimal resources.

He said: “What do we do when resources are minimal?

Our training that we receive helps us to create, I would say, opportunities to fight against those challenges.

So, training in the Guyana Defence Force we take it seriously, and it helps us in these times of challenges.”

In his remarks on Wednesday, the new Chief of Staff (ag) said that he looks forward to executing his duties to the best of his ability, and with the highest level of professionalism.

“I bring to this appointment, performing the duties of the Chief of Staff, energy.

The Guyana Defence Force has been mandated by law to defend and protect our national patrimony. As the Chief of Staff, I see it as a sacrosanct duty, and we will work hard to ensure that we continue to defend the integrity of this country,” he said.

Brigadier Bess is the holder of a Bachelor of Social Science Degree in Business Management, and a Level Two Association of Chartered Certified Accountants certificate. He began his military career in 1990, serving in Command, Administrative, Staff and Training appointments. He has been serving as Quarter Master General since January 1, 2018.

Venezuela contends ‘special’ agreement needed for controversy to be sent to ICJ … although Geneva Agreement clearly provides for UN SG to refer case to court

By Svetlana Marshall NOTWITHSTANIDING, the clear and unambiguous terms of the 1966 Geneva Agreement that the Border Controversy between Guyana and Venezuela can be resolved at the International Court of Justice (ICJ) on the instructions of the United Nations Secretary-General, the Spanish speaking country is contenting that a “special” agreement is needed for the matter to be referred to the world court.

Venezuela, which contends that the 1899 Arbitral Award is null and void, stated its position in a Memorandum filed before the International Court of Justice in November, 2019. The Memorandum, however, was only made public by the Court following the first hearing of the case on June 30, 2020. The virtual hearing dealt primarily with the ICJ’s jurisdiction to adjudicate in matter filed by Guyana in 2018.

In its 56-page Memorandum, Venezuela, who in contending that the 1899 Arbitral Award is null and void, and as such laying claims to almost three-quarters of Guyana, told the ICJ that “the Geneva Agreement requires a settlement be amicably reached through a practical, acceptable, and satisfactory solution for both parties.” Guyana has always maintained that the 1899 Arbitral is valid.

It contends that recourse to adjudication, including the ICJ, is not possible without a specific provision in a “special agreement,” to be concluded, referring the case to the Court. Such an agreement, it said, should indicate that the Court will settle the controversy in alignment with the Geneva Agreement, and not only on the basis of international law.

Further to that, the Spanish speaking country contended that the scope of the controversy to be referred to the Court is not clearly defined even as it iterated the need for a special agreement to clearly state the issue to be addressed by the Court.

“In any event, the Geneva Agreement does not constitute an agreement under Article 36.1 of the Statute of the Court: the effect of the Agreement is to have the UN Secretary-General deciding which means of settlement shall be used; on the other hand, the agreement itself does not grant jurisdiction to the Court. It is not a self-standing or a self-executing agreement as regards jurisdiction of the Court. The UN Secretary-General only

designated “the means to be used for the solution of the controversy”; to materialize the choice of the UN Secretary-General, there is a need to comply with the Court’s Statute, i.e. in the present case to conclude, in the absence of any other basis for jurisdiction, a special agreement,” Venezuela submitted.

But Guyana, in its virtual presentation before the panel of judges led by the President of the ICJ, Abdulqawi Yusuf in the case - Arbitral Award of October 1899 (Guyana v.

Venezuela), said not only is Venezuela’s current interpretation of the Geneva Agreement illogical and erroneous, but it is in stark contrast to the interpretation the Spanish speaking country had when it signed the very agreement in February, 1966.

The Geneva Agreement was reached in February, 1966 to the resolve the controversy between Venezuela and the United Kingdom of Great Britain and Northern Ireland over the frontier between Venezuela and British Guiana.

In rubbishing Venezuela’s contention on Tuesday, internationally recognized Legal Counsel, Paul Reichler, who formed part of the battery of lawyers that represented in Guyana, invited the ICJ to examine Article IV (2) of the Geneva Agreement.

That Article states: “If, within three months of receiving the final report, the Government of Guyana and the Government of Venezuela should not have reached agreement regarding the choice of one of the means of settlement provided in Article 33 of the Charter of the United Nations, they shall refer the decision as to the means of settlement to an appropriate international organ upon which they both agree or, failing agreement on this point, to the Secretary-General of the United Nations. If the means so chosen do not lead to a solution of the controversy, the said organ or, as the case may be, the Secretary-General of the United Nations shall choose another of the means stipulated in Article 33 of the Charter of the United Nations, and so on until the controversy has been resolved or until all the means of peaceful settlement there contemplated have been exhausted.”

Reichler pointed out that at paragraph 32 of Venezuela’s Memorandum it confirmed that both countries had failed to agree on the choice of a means of settlement and to designate an ‘appropriate international organ’ to proceed to do it, as provided for

in the first subparagraph of Article IV (2) of the agreement.

The Legal Counsel said not only that the countries had failed to reach an agreement on an international organ to choose the means of settlement, but in compliance with Article IV (2) they jointly referred the decision as to the means of settlement to the UN Secretary-General.

He noted that it was after 27 years of the Good Offices Process, which was instituted by the UN Secretary-General that a decision was taken to refer the controversy to the ICJ for a final and binding decision, after no progress had been made. The Good Offices Process spanned from 1990-2017.

The Secretary-General’s decision, he further submitted, is binding on both Guyana and Venezuela and ought to be respected. Reichler told the ICJ that Venezuela’s objection to the Secretary-General referring the controversy to the ICJ goes against the position of its Minister of Foreign Affairs Ignacio Iribarren

Borges, who had signed the agreement in Geneva in 1966.

The Legal Counsel pointed out that the Venezuelan Foreign Minister in his address to the Venezuela National Conference in March 17, 1966, in his quest to have the Geneva Agreement ratified, said: “Finally, in an attempt to seek a respectable solution to this problem I put forward a third Venezuelan proposal that would lead to the solution for the borderline issue in three consecutive stages, each with their respective timeframe, with the requirement that there had to be an end to the process: a) a Mixed Commission, b) Mediation; c) international arbitration.”

Borges, Reichler said, was keen on pointing out to the Venezuelan National Congress at the time, “that there exists an unequivocal interpretation that [the] only person participating in the selection of the means of solution will be the Secretary General of the United Nations and not the Assembly.”

mitted to the ICJ that it was Venezuela who had proposed that Article IV be drafted so as to ensure a definitive resolution of the controversy ultimately, if so decided by the Secretary General by arbitration or recourse to the International Court of Justice.

“There is thus no doubt, Mr President, from the terms of the agreement, the negotiating history or the contemporaries statements by the parties immediately following its conclusion that Article IV (2) was intended to assure that there would be a final resolution of the border controversy; that the Secretary General was empowered to decide on the means of settlement to be employed, choosing among those listed in Article 33 of the Charter and that the parties understood and intended that if the Secretary-General so decided that the controversy would be settled by the ICJ,” Reichler said.

He added: “This was Venezuela’s understanding of the Geneva’s agreement and of Article IV (2) in particular at

the time it signed and ratified the agreement in 1966 that he Secretary General was empowered to decide on the means of settlement including recourse to the ICJ and his decision would be final and binding on the parties.”

Contrary to this position, Venezuela in the Memorandum contended that Article IV (2) requires an additional step to materialize the obligation to adjudicate, which is the conclusion of a special agreement. It said that the approach to the court cannot be unilateral.

The UN Secretary-General had referred to the border controversy to ICJ after acknowledging that the Good Offices process bore no fruit.

Prior to that there was the Mixed Commission (1966-1970), a 12-year moratorium (1970-1982) and a seven-year process of consultations on a means of settlement (1983-1990). Guyana maintains that resort to the ICJ will result in a final and binding decision from the Court that the 1899 Arbitral Award is valid.

New COVID-19 cases Bartican loses recorded at Mabaruma life to COVID-19

TWO new cases of the coronavirus have been recorded in the town of Mabaruma, carrying the total number of cases recorded in Region One to 78.

Reports are that two relatives of a male teacher who recently tested positive for the disease, have also tested positive.

Five tests were conducted following the recent case, medical officials have noted. To date, 74 cases have been recorded at the Moruca sub-region, also in Region One. On Thursday, Deputy Chief Medical Officer, Dr. Karen Gordon Boyle, noted

in a daily briefing, that the total number of recorded cases of the pandemic in Guyana has increased by two, bringing the total number of recorded cases to 250.

Reports from Mabaruma are that the teacher recently travelled there from the Moruca sub-region, the epicentre of the disease in Region One. He was placed in isolation and medical officials carried out contact tracing to stem the spread of the virus there.

In April, a female businesswoman was recorded as the first case in Region One. She has since recovered from the virus.

The Deputy CMO continues to plead

with Guyanese to put their safety first.

“I am pleading with you, to stop and spare a thought not only for your safety, but that of your family, neighbours and residents in the communities,” she said.

“You need to cooperate fully with the compliance division of the Ministry of Natural Resources, the Civil Defence Commission, the army and the police who will be working collaboratively with the Ministry of Public Health to contain the spread of this fatal disease in your communities,” she said.

To date the authorities have tested 2668 persons, with 2418 being negative.

THE novel coronavirus (COVID-19) has claimed the life of another Guyanese, just 24 hours after a 42-yearold male succumbed following a brief battle with the disease.

The most recent victim of the deadly disease was 34-year-old Abdool Khan, a resident of Bartica, who also had a brief battle with the disease. The Guyana Chronicle was reliably informed that Khan was asthmatic and had already developed the serious form of COVID-19 before being admitted to the COVID-19 Intensive Care Unit (ICU), at the Georgetown Public Hospital Corporation (GPHC), where he died on Thursday.

Health authorities have tested some 2,668 persons to date, with 2,418 of those persons being negative and 250 positive. Of the positive cases, some 117 persons have recovered and 14 persons have died, but there are 120 active cases of which 118 are in institutional isolation and two in the COVID-19 Intensive Care Unit (ICU).

The Guyana Chronicle had reported that the COVID-19 victim, Abdool Khan COVID-19 disease has proven to be a “real killer,” especially in cases involving persons who have co-morbidities. This was according to doctors of the GPHC. At that time, Guyana had recorded six deaths due to the COVID-19 disease and while the loss of life is never pleasant, doctors had said most of the persons who died had co-morbidities.

In medicine, comorbidity is defined as the presence of one or more additional conditions co-occurring with a primary condition; in the countable sense of the term, a comorbidity is each additional condition. The World Health Organisation (WHO) had said that 81 per cent of persons who contract COVID-19 will have mild symptoms, while 14 per cent will have severe symptoms and five per cent will need intensive care.

“Most of the people who passed, have [sic] co-morbidities…some had diabetes, hypertension, asthma and one of them even had severe pneumonia, which, without COVID-19, can also cause death… these, coupled with the complications related to COVID-19, can be dangerous,” said Head of the Department of Internal Medicine at GPHC, Dr.. Genellys Camps, during a past interview with the Guyana Chronicle.

Among the persons who lost their lives to the deadly disease was local drag racer, Deryck Jaisingh, called ‘Mad Dog.’ It was reported that Jaisingh was also being treated for malaria and reports are that he was diabetic.

Guyana’s first COVID-19 victim, 52-year-old, Ratna Baboolall, was also hypertensive and a diabetic. Jermaine Ifill, an emergency medical technician (EMT), who had also succumbed to the dreaded COVID-19, was also being treated for pneumonia.

Two other persons who died from the disease were OSA Collins, a 78-year-old resident of New Amsterdam; and 77-year-old, Colonel John Percy Leon Lewis. Fortyfive-year-old, Lennox Williams, who also had underlying conditions, also died because of COVID-19. And most recently, a diabetic patient, 67-year-old, Samuel Morris, also lost his life.

Considering the local situation, Minister of Public Health, Volda Lawrence, had said the ministry will continue to plead with all Guyanese to intensify efforts to stop the spread of COVID-19 by practising social distancing, staying at home, wearing face masks and regularly and thoroughly washing hands.

‘Dougla’ A

S the country awaits the declaration of the 2020 General and Regional Elections, the political unrest and racial tensions have intensified as many Guyanese are spewing racial slurs and hate comments towards each other.

Acknowledging that the arts, whether it be dance, music or drama can influence people tremendously, Lynn Ronnkvist, Director/ choreographer and dancer of the New Academy for the Performing Arts - Enigma Dance Company, is using her talents to promote unity not only in Guyana but across the Caribbean region with a unity-themed touring dance/drama production.

“In light of the existing problems caused by racial tensions, especially amongst Guyanese, we as professionals in the performing arts industry have to do our part. Our influence goes across borders and reaches both young and old in every culture,”

- a dance production aimed at eradicating racism Ronnkvist said.

She added that music and dance have the potential to steer minds and mould positive attitudes hence the reason for creating the “Dougla “ project production.

Launched in April 2019, “Dougla” came about as a result of the Enigma Dance Studio’s participation in the 2018 World of Dance Championships in Trinidad and Tobago, where the group achieved gold for Guyana, Ronnkvist said that the experience awakened a spirit of promoting the integration of cultures and ethnicity which would assist Guyana in curbing its race issue.

She believes that this topic needs to be discussed on a national level amongst politicians and public sectors until then meaningful social interaction is needed.

“The key elements on this piece sees the history, origin and definition of the ‘Dougla’ people defined as Caribbean people who are

Many decades ago, interracial dating and marriages were condemned in the Caribbean, while some may think we would have jumped that hurdle as a people who preach unity, there are still many around the world who believe that one should date within our ethnicity or cultural group.

While love may triumph over everything, interracial couples face many struggles not only from the eyes of society but amongst themselves and close relatives, hence Ronnkvist’s dance production aims to tackle the trials and tribulations faced

by those who are in similar situations as well as spark a much-needed conversation about the topic.

The dramatisation in the form of a dance sees the mutual love of dancing bringing two young adults from different ethnicities and cultures together to create social change and acceptance for each other’s race.

Ronnkvist’s 20 years of dance experience are put into producing this touring production intended to eventually become a short film.

“Dougla” is a touring production with the first being held in Guyana last July and December at the Movie Towne Fiesta Stage. This was possible with support from 2corporate Guyana and the Ministry of Social Cohesion’s Grant for the Creative

Industry.

The group aims to have the production annually in Guyana with the next production planned for December 2020. She implores the need for more support of creative groups like hers, from corporate Guyana since the race issue affects everyone.

We need each other and we need the laws to help us. We need laws that mandate a certain amount of Guyanese content on radio and television; we need laws that protect copyrights, and more access to creative arts funding,” Duncan said.

Meanwhile, 18-year-old photographer Ken Bacchus, also put a spin on the Vogue challenge sharing several pieces of his work. He stated that, “ Vogue is such a high-end magazine.

I noticed a lot of persons pushed themselves to their creative limit. It shows that we have that potential to be showcased on magazines such as Vogue. I was very inspired to see my fellow artists doing some amazing work for this challenge.”

The teen told The Buzz as it relates to the development of the arts in Guyana, he believes that Guyanese first have to change the mindset of that careers in art are unimportant.

UYANESE #Voguecchallenge sees a call for wider diversity in mainstream media As the world continues to grapple with the novel Coronavirus, many art enthusiasts are finding innovative ways to create and showcase their work, one of those being the most recent ‘Vogue Challenge’ which took the internet by storm last week.

The challenge, which went viral, saw models, stylists and photographers posting their take of Vogue covers, demanding change in the industry to ensure greater diversity and opportunities in Guyana and the Caribbean.

Model, stylist and cultural curator, Clinton Duncan who posted several pictures to his social media platforms stated that for far too long international brands like Vogue have benefitted from the Afro and Caribbean community, while not crediting the sources and now is the time to put an end to it.

“Ninety percent of the decision-makers in Vogue are white, 70 percent of the creatives are black and that’s a problem! It’s exploiting the black aesthetic- ‘blacksploitation’- without any of the credits or accolades. The challenge goes to show that we have the talent and our content is just as good or even better, that is what actually makes it on the cover sometimes,” Duncan expressed to The Buzz.

He added, “Vogue, in particular, has fashion editors that travel around the world- Caribbean - included and soak up our vibe, the way we mix prints and colours, our locations, our music and take that inspiration back to America, Europe and Italy and market it as the new hip thing without any mention of its roots.”

She brought me the crochet hooks instead and from there I started,” he said.

McRae spoke a little about her journey saying it was “a little rocky”, explaining that while she loved crochet she had no previous practical knowledge on how she should go about making her designs. She said that the love she had for the craft pushed her to take the time to look at videos and read books to ensure she could properly grasp how to go about making her creations.

“Well I actually read some e-books and watched a couple of videos and I mainly learnt it on my own, no tutors, no previous knowledge, it was just something I was passionate about and I put in the work- many trial and errors and so on but of course I kept at it because I was passionate about it and I said you know its something I want to stick with,” she explained The young creative stated that the new venture allowed her to develop her time management skills since she is also a full-time student. She stated that from the time she started her business she ensured that she balanced her time that she would spend behind perfecting her craft and fulfilling orders and also the time she would spend focusing on school and ensuring that she is well prepared for her upcoming CAPE examinations. She even joked that many nights she had to give up her sleep to ensure that she had to even out the time she had put into her business for the day with some extra studying.

McRae stated that she believes that young people can do anything they put their minds to, even running a business while focusing and excelling at school. She further stated that she would encourage any young person that would want to start their own business to not be afraid of the challenge stating, “You have to love what you do, and from that love, I think everything else falls into place but do not neglect to plan.

I do a lot of planning so as to make sure I don’t really make a lot of wrong moves. Ensure you focus and ensure you do not neglect one part for the other,” she encouraged.

Test great Sir Gordon Greenidge on Wednesday hailed Sir Everton as a “favourite of all West Indians”. This was followed by other heartfelt tributes from Sir Clive Lloyd and Rohan Kanhai – two former Test captains – from their homes in the United Kingdom.

S i r G o r d o n Greenidge said: “He was a genuine man. He had a great sense of humor and was a very jovial person. Sir Everton was a favourite of all West Indians. We will all miss him. He had a remarkable cricketing career with some superb performances on the field and was someone we all admired and had great respect for.”

“He always offered great advice on batting.

He always told you ‘if you don’t hit the ball in the air you won’t get caught’.

Our conversations were always very pleasant. May he rest in peace.”

Sir Clive Lloyd, one of the greatest leaders in cricket history also remembered Sir Everton as a stalwart and pioneer, one who paved the way for many others to follow.

“He was a great Barbadian and a great West Indian. Someone who was proud the fly the West Indies flag wherever he went. He was a pioneer and paved the way for persons like myself to come along. We kept in close contact and was someone I had the greatest respect for. He was one of those great men in West Indies cricket who taught us how to play cricket.

Sir Clive continued: The Three Ws showed fortitude and were very professional. They showed the world we could play the game. They were winners and were respected all over the world.

People always speak with reverence about Sir Everton in India, in the Leagues in England and wherever he went,” Born just outside the storied Kensington Oval on February 26, 1925, Sir Everton became a member of the famous Empire Cricket Club where he played alongside another legendary former West Indies captain Sir Frank Worrell.

The pair later united with Sir Clyde Walcott in the Barbados and West Indies teams and formed the now famous Three Ws batting combination. Sir Frank died in 1967 at age 42 while Sir Clyde died in 2006 at age 80.

Sir Everton made his Test debut in the opening Test against England at Bridgetown in 1948 alongside Sir Clyde in a side captained by the peerless George Headley, and stroked his maiden Test hundred in the fourth Test at Kingston.

Rohan Kanhai said: “He was my favourite cricketer, I loved to see him bat. He was class, he was a joy to see. When I joined the team in ’58 he was still playing. I learned so much from him. He was a teacher, he would someone who would talk to you about batting, but he would also go out there on the pitch and show how to get it done. As a batsman he was of the highest class, to average at 58 at the highest level shows how much of a brilliant batsman he was.

It was also an honour to play alongside the other illustrious gentlemen – Sir Frank and Sir Clyde. I came along at a time and I grew to understand what they did for West Indies cricket and how I had to carry on for the people.”

In his illustrious career, Sir Everton scored 4455 runs at an average of 58.61 in 48 Tests and is the only man to make centuries in five consecutive Test innings. His first-class career yielded 12010 runs and 36 centuries from 152 matches, at an average of 55.24 runs per innings. The innings set in train history as Sir Everton promptly reeled off hundreds in his next four innings on the tour of India, including triple figures in each innings at Calcutta (now Kolkata), to establish an unbroken world record.

Following his retirement, Sir Everton served as an International Cricket Council(ICC) match referee, Barbados and West Indies team manager and a coach with the local government, and also worked as an analyst on local radio and television for the Shell Shield first-class tournament and international matches at Kensington Oval. Hamilton expects Formula One drivers to stand united against racism

(REUTERS) - Six-times world champion Lewis Hamilton expects Formula One drivers to be united against racism at Sunday’s season-opening Austrian Grand Prix, and that could mean taking a knee before the start.

There has been plenty of speculation about how the Mercedes driver might signal his support for the Black Lives Matter movement and those campaigning against racial injustice and inequality.

Speaking to reporters via video link at the Red Bull Ring, with a padlocked chain around his neck, the 35-yearold Briton said the drivers had not all spoken to each other but he was sure they would.

Hamilton, the sport’s only Black driver, added

that he had not prioritised “a plan to come and kneel at the start line” but “we’ll see on Sunday”.

“I think whatever we do, we’ll try to do it united,” he said.

“I think it’s really important that we remain united or become united in this sport,” said Hamilton, who will be racing in black overalls and a black car with the message “End Racism” on it.

The champion last month criticised those, including “the biggest of stars”, who had stayed silent on the killing of George Floyd, an unarmed Black man who died after a white U.S. police officer knelt on his neck.

He explained that he had been referring to the industry as a whole, rather than rivals.

“Our voices are pow-

erful and if we bring them together collectively we can have a huge impact,” Hamilton said.

“It’s the first race. Already as a team we have shown quite a big acknowledgement of where we are in society today and that we are not standing still, we are moving ahead.

“We will I’m sure as drivers all stand to represent something.”

Sunday’s race will end nearly four months of waiting for the season to start after the scheduled March 15 opener in Australia was cancelled due to the COVID-19 pandemic.

Drivers and teams must all wear face masks and operate in “bubbles” in Austria to minimise the risk of spreading the disease, with regular tests.

Hamilton, a vegan who is

also outspoken on the environment and animal welfare, made clear he was wearing a cotton mask rather than a single-use disposable one.

“I’m wearing a cloth mask right now. I have not worn any of the paper ones because they are ending up in the oceans,” he said.

Australia drops Dukes ball from Sheffield Shield

Dukes were introduced to Shield cricket in 2016/17 to help

prepare players for the ball used on English pitches in the leadup to the 2019 Ashes.

Australia retained the urn in England last year for the first time since 2001 with a 2-2 draw in the series.

“The introduction of the Dukes ball has been a worthwhile exercise, particularly in the lead-up to overseas Ashes

series where the Dukes is used so well by our English opponents,” CA’s Head of Cricket Operations Peter Roach said in a statement.

“We have noted that spin bowlers in the ... Sheffield Shield have been playing less of a role in recent seasons, most notably in games when the Dukes ball is in use.

“We need spinners bowling in first class cricket and we need our batters facing spin. We hope that the change to one ball with have a positive benefit here.”

The decision follows complaints from Australian cricketers that spin bowling is being driven out of the domestic game, in large part because of unreceptive, drop-in pitches.

Dilip Jajodia, the owner of Dukes Cricket, said the firm was naturally “disappointed”.

“It is also a shame that it removes the element of competition, which CA was keen to promote at the time Dukes was introduced into the Australian market,” he said in a statement.

Gauff can change the world for the better - Navratilova AMERICAN teenage tennis star Coco Gauff can help “change the world for the better”,” says 18-time Grand Slam champion Martina Navratilova.

The 16-year-old has repeatedly spoken to demand social change following the death of George Floyd.

At a peaceful protest in Florida last month, Gauff urged people to vote and speak out against racism.

“I smile so much when I see the reach she already has now, and she will have in the future,” said Navratilova.

She told BBC Radio 4’s Today Programme: “She is just so poised on and off the court, she was brought up with great

Navratilova, 63, says it is “essential” sport stars use their platforms as they can see “how much politics can affect their lives and their freedoms”.

“Tennis has had its share of obstacles, but I think overall, we’ve been at the forefront of social change and it seems

like now with Coco Gauff, leading the charge, we’re still there.”

Meanwhile, Navratilova says tennis needs to “play it safe” after several players revealed they had coronavirus after playing at Novak Djokovic’s Adria Tour competition.

Djokovic, Grigor Dimitrov, Borna Coric and Viktor Troicki have all tested positive for Covid-19.

“They tried to do a freefor-all, and we know how it ended up,” added Navratilova.

Sri Lanka police questions World Cup opener in fixing probe

By Amal Jayasinghe SRI LANKA opener Upul Tharanga on Wednesday became the first player to be grilled by detectives in a probe investigating claims that the 2011 Cricket World Cup final was fixed.

The 35-year-old batsman and wicketkeeper was questioned for two hours by the Special Investigation Unit (SIU) examining the conduct of the final, which Sri Lanka lost to India.

“They asked a few questions in connection with the ongoing investigation. I gave my statement,” Tharanga told reporters without giving further details.

Tharanga, who scored two runs off 20 deliveries in the match at Mumbai’s

Wankhede Stadium, was called in after investigators quizzed chief selector Aravinda de Silva for nearly six hours on Tuesday.

Police said they will next interview Kumar Sangakkara, the captain of the losing side and the current president of the Marylebone Cricket Club in London, who was asked to report to the SIU on Thursday.

There was no immediate comment from the 42-yearold, who last month said the allegations should be referred to the International Cricket Council (ICC).

The Sri Lankan probe was launched after the thensports minister claimed that Sri Lanka threw the April 2011 match.

Sri Lanka batted first and scored 274-6 off 50 overs.

They appeared in a commanding position when Indian superstar Sachin Tendulkar was out for 18.

But India turned the game around dramatically, thanks in part to poor fielding and bowling by Sri Lanka, who were led by Kumar Sangakkara.

India won the final by six wickets.

Sangakkara and his deputy Mahela Jayawardena quit their positions in the team after the stunning defeat.

The toss of the final was also controversial as it was done twice. Match referee Jeff Crowe apparently did not hear “heads” called by Sangakkara and asked In-

dian skipper M. S. Dhoni to toss again.

Sangakkara won the toss and elected to bat, a decision that was criticised in local media because the Sri Lankans were considered to be better at chasing at the time.

Sri Lankan cricket has been plagued by several corruption scandals, including claims of match-fixing ahead of a 2018 Test against England.

Last month the local cricket board said the ICC was investigating three unnamed ex-players over corruption claims.

Match-fixing was made a criminal offence in November. Offenders face fines of up to 100 million rupees ($555,000) and up to 10 years’ jail.

World Athletics criticises Russia over failure to pay anti-doping fine

WORLD Athletics says it is “very disappointed” that the Russian Athletics Federation (RUSAF) has failed to pay $6.3m (£5m) owed in fines and costs relating to the doping scandal.

In March, it fined RUSAF $10m (£7.8m) for breaching anti-doping rules.

In addition, any Russian

athletes allowed to compete as neutrals would be banned from Tokyo 2020 if half of that fine was not paid by 1 July.

The issue will be discussed by the World Athletics Council this month.

On Wednesday, RUSAF’s chief Yevgeny Yurchenko said that the

federation had insufficient funds to pay the amount made up of $5m in fines and $1.3m in costs.

But World Athletics president Lord Coe criticised the Russian actions.

“We recognise these are difficult times, but we are very disappointed by the lack of progress made by

RUSAF,” he said.

“The serious allegations of breaching the anti-doping rules resulted in a new Rusaf administration and we had assurances and hoped that change was on its way.

“However, the experience of the Russian Taskforce, chaired by Rune Andersen, is

that this has fallen well short of expectations. Rusaf is letting its athletes down badly.”

The World Anti-Doping Agency (WADA) sanctioned Russia in autumn 2019 after its anti-doping agency was declared non-compliant for manipulating laboratory data handed over to investigators in January 2019.

It had to hand over data to WADA as a condition of its controversial reinstatement in 2018 after a three-year suspension for its vast state-sponsored doping scandal.

England to join Windies in wearing ‘Black Lives Matter’ logo

LONDON (Reuters) - England will join West Indies in wearing a “Black

Lives Matter” logo on their shirts during the threematch Test series, the

England & Wales Cricket Board (ECB) said on Thursday.

West Indies had earlier announced they would be wearing the logo designed

by Alisha Hosannah, the partner of Troy Deeney, captain of Premier League soccer side Watford.

Deeney was contacted by the ECB and Cricket West Indies and permission was granted for the logo to be displayed on the collar of the shirts, in line with International Cricket Council regulations.

ECB chief executive Tom Harrison said the move to display an anti-racism message supported “progress and societal change” and did not extend to being an endorsement of any political organisation.

“We are aware of certain aspects of the movement that promote their own political views, and their actions are not supported in any way by the ECB and our players,” Harrison said in a statement.

“This moment is about

unity. We are proud that our players will stand alongside those from the West Indies and wear a logo that embodies that philosophy.

“It is fitting that they do so in solidarity with athletes from the football world who wore it first.”

At the hearing of the Digital, Culture, Media & Sport (DCMS) Committee this week, Premier League chief executive Richard Masters defended the players’ decision to wear “Black Lives Matter” on their shirts, describing

the cause as a moral one.

England captain Joe Root, who will miss the first test to be at the birth of his child, said the players were hoping to use the international platform to eradicate racial prejudice.

“There has to be equal opportunity and equal rights for all,” he added.

Ben Stokes will lead England in the first test against West Indies, which starts in a bio-secure environment at the Ageas Bowl, Southampton on Wednesday.

Obituary: Sir Everton Weekes - a West Indies legend From left: Frank Worrell, Everton Weekes and Clyde Walcott - the ‘Three W’s’ - were part of a legendary West Indies team.

By Mark Mitchener SIR Everton Weekes was the last survivor of the famous ‘Three Ws’ - a trio of West Indies batting legends whose lives and careers became irrevocably entwined.

Frank Worrell, Everton Weekes and Clyde Walcott were all born within 18 months, and within three miles of each other in Barbados and were even delivered by the same midwife.

All three made their debuts in early 1948 against England, were the

middle-order mainstays of the great West Indies side of the 1950s - and were all subsequently knighted for services to cricket.

A record run of centuries Everton DeCourcy Weekes was born on 26 February 1925, named after the famous Merseyside football team of which his father was an avid supporter.

According to legend, England spinner Jim Laker once remarked to Weekes: “It’s a good job that he wasn’t a fan of West Bromwich Albion.”

Born in poverty, Weekes left school at 14 and served in the Barbados Defence Force. He appeared in 10 first-class games for Barbados before being called up to face England at Kensington Oval in his home town, Bridgetown, a month before his 23rd birthday.

A first Test century came in the final game of that series in Jamaica, the start of an unparalleled purple patch of form for Weekes, a stocky, powerful right-hander.

Touring India later that year, he struck centuries in Delhi, Bombay

and two in Calcutta, to complete a run of five successive Test hundreds, a feat not matched before or since.

He was even controversially run out for 90 in the fourth Test in Madras while chasing a sixth ton. He did pass 1,000 Test runs though, in only his 12th innings, another record - jointly held with Herbert Sutcliffe - that still stands.

That form earned Weekes an offer to play in the Lancashire League, where he was a much-loved professional for Bacup for seven seasons, averaging more than 90.

The Three Ws and the heroes of 1950 West Indies had never won a Test on English soil on three previous tours before they arrived in 1950, two years after the Windrush had brought the first large wave of Caribbean migrants to the UK. But after losing the first Test at Manchester, where Worrell, Weekes and Walcott batted at three, four and five respectively for the first time, West Indies bounced back superbly to take the series 3-1 with three spectacular victories.

The Three Ws, as they were dubbed on that tour, became

household names, while Weekes also helped himself to four double centuries against county sides and a triple ton against Cambridge University.

Weekes and Worrell were named among Wisden’s five cricketers of the year in 1951, as were spinners Sonny Ramadhin and Alf Valentine who took 59 wickets between them.

Despite injury problems for Weekes in the years that followed, he hit double centuries against India and England, both in Trinidad, and three back-to-back hundreds in New Zealand in 1956.

A thigh injury prompted his international retirement in 1958, aged only 33, just as the great all-rounder Garry Sobers was making his mark - and two years before Worrell became West Indies’ first black captain.

Coach, commentator, bridge player, knight Although retired from Tests, Weekes played for Barbados until 1964. He coached Canada at the 1979 World Cup and served on the Barbados Cricket Association board.

A popular voice in the commentary box and briefly an International Cricket Council (ICC) match

referee, Weekes also represented Barbados at contract bridge and remained close to Worrell and Walcott, becoming the last of the trio to be knighted in 1995.

A first-class cricket ground on the edge of Barbados is named the Three Ws Oval, and Worrell and Walcott are both buried overlooking it, while a stand at Kensington Oval also bears their names.

Worrell died aged 42 in 1967 after suffering with leukaemia, while Walcott, who later managed the West Indies team and served as ICC chairman, died in 2006.

That left Weekes as the genial elder statesman of West Indies cricket, regularly attending games until well into his 90s.

In 2019 he said: “I’m 93, and my doctor has only just told me to stop swimming in the sea every day.” He suffered a heart attack later that year.

At the time of his death he was the third oldest surviving male Test cricketer.

Weekes’ son David Murray kept wicket for West Indies in 19 Tests and 10 one-day internationals between 1973 and 1982, before receiving a life ban for joining a rebel tour of apartheid South Africa. (BBC Sport)

On the topic of Jason Holder’s failure to make any impact with the bat during the warm up games, Mayers was quick to defend his countryman, saying, “He’s a very quality player, the number one test all-rounder in the world. A few practice games not scoring runs, I don’t think will change his mind set at all. Coming into test cricket it’s a different feeling hopefully he contributes as usual.”

Personal innings On a personal note, Mayers

believes that his 74 not out yesterday was an innings of positivity.

“It was a good one for me, coming up against West Indies test bowlers; I thought it was a good innings. I played my natural game. Obviously my team was struggling in this first innings but I just stuck to the basics and tried to be as positive as possible.”

While he admitted it worked out for him in the end, he was disappointed that he didn’t achieve the team result.

The Barbadian noted the importance of learning from the senior players in the squad, citing the step from first class level to test has been a ‘big step’, adding that “Learning is a must and is very crucial at this level.”

At the moment, he contended that he is taking in as much as possible and focusing on working hard.

When quizzed about his stellar first class season and transferring that form to the warm up games, Mayers said he was focused more on his batting coming back from Injury, working one on one with the coaches at times to ensure that he felt comfortable.

Rookie Holder avoiding pressure of expectations

MANCHESTER, England, (CMC) – Uncapped fast bowler Chemar Holder says he is confident but will not be putting himself under any pressure, as expectations surrounding a possible Test debut next week continue to mount.

The 22-year-old forced his way into the 14-man Test squad for the tour of England after impressing in the recent West Indies first class championship where he emerged as the leading pacer with 36 wickets from eight games.

Some former players have called for his inclusion in the opening Test at the Ageas Bowl starting next Wednesday but Holder said it was important he remained grounded.

“I have a lot of confidence coming off the Regional four-day competition that’s just gone but also I have to be mindful that it’s whole

different conditions that I’m playing in so I’m still doing a lot of homework and a lot of preparation leading up to the first Test,” he told reporters via Zoom following the second day of the four-day practice match at Old Trafford here Tuesday.

“I’ve been here [to England] more than once. The conditions, I’ve seemed to adapt to them, especially the cold weather so it’s just staying focussed and doing what I have to do.”

He added: “I know my ability, I know what I can do so going out there, if given the opportunity, I’m just going to stay focussed and do what I have to. I won’t put a lot of pressure on myself going into whatever game I play so basically for me it’s just staying focussed and staying patient.”

And with West Indies expected to boast a fourpronged pace attack for the three-Test series, Holder and

Gabriel could be competing for that final spot with captain Jason Holder, Kemar Roach and Alzarri Joseph virtual certainties.

A member of the successful West Indies side which won the ICC Under-19 World Cup four years ago, Holder said the current tour was a major stepping stone, especially training alongside the likes of Gabriel, Roach and namesake Holder.

“It’s actually a big transition coming from youth cricket coming up but I’ve had a few experiences with senior level cricket in terms of A team and President’s XI …,” he explained.

“And I’ve also got a lot of information and a lot of guidance from Kemar Roach coming up playing for my franchise team back home in Barbados

so I know that if anything happens during these Test matches, that I can easily go to either Shannon or Jason or Kemar and they will assist me in anything that I need.”

He added: “It’s great to be on the same team as Alzarri once again. It brings back memories of the West Indies Under-19 and I’m looking forward to playing with him.”

Holder has played 19 first class matches since making his debut two years ago and says his West Indies call-up had been a dream come true.

“It means a lot to me because coming up as a youngster, it is something I always wanted to do and being here now a couple years later, I still can’t believe it,” he stressed.

“I still can’t believe that it’s happening right now so it means a lot to me and my family.”

MANCHESTER, England, (CMC) – Jermaine Blackwood finally tasted form in a breezy knock but captain Jason Holder will enter next week’s first Test short of a significant score after failing again on Thursday’s final day of the four-day ‘inter-squad’ warm-up match.

With scores of three, 15 and one in his previous innings on tour, Blackwood put that dismal form behind him to stroke 43 off 48 balls with seven fours as Holder’s XI ended their second innings on 171 for four at Old Trafford.

There was no joy with the bat for Holder, however, managing only two after opening the batting. The knock follows scores of five in the first innings and a first-ball ‘duck’ in last week’s three-day game.

beaten 56 to lead his side’s batting.

The 22-year-old on Wednesday carved out a superb unbeaten 133 to impress in the Holder’s XI first innings.

Reserve fast bowler Anderson Phillip knocked over both openers Shayne Moseley (6) and Holder cheaply to leave the innings tottering on 13 for two.

But Blackwood combined with fellow Jamaican Nkrumah Bonner who made 47, to repair the damage in a third wicket stand of 55.

Bonner batted patiently, hitting three fours and a six off 114 balls in 2-½ hours at the crease.

When Blackwood was bowled by part-time off-spinner Roston Chase, DaSilva joined Bonner to post a further 80 for the fourth wicket.

DaSilva faced 83 deliveries in just over an hour-and-a-half, and counted

three fours and a six.

Earlier, reserve batsman Kyle Mayers struck an unbeaten 74 as Kraigg Brathwaite’s XI were dismissed for 178 in their first innings after resuming the morning on 112 for seven.

The left-handed Mayers, on 40 overnight, continued his counter-attack to hit seven fours and three sixes overall off a mere 56 deliveries.

He inspired a 54-run eighth wicket stand with tail-ender Keon Harding who made a busy 22 from 26 balls.

Fast bowler Shannon Gabriel added another wicket to his tally to finish with four for 42 while his newball partner Kemar Roach (2-25) and Alzarri Joseph (2-64) ended with two wickets apiece.

West Indies head to Southampton to finalise preparations for the first Test set to bowl off at the Ageas Bowl next Wednesday.

THE International Cricket Council (ICC) has offered its condolences following the death of former West Indies batsman Sir Everton Weekes at the age of 95.

In a statement, ICC Chief Executive Manu Sawhney remembered ICC Cricket Hall of Famer Weekes as a top batsman of his era and one whose performances will be long remembered.

Manu Sawhney: “Weekes is a distinguished name in cricket and he was an integral member of one of the best Test sides ever.

We all know of the ‘The Three Ws’ that comprised Frank Worrell, Clyde Walcott and Weekes, and the reputation they had during the 1940s and 50s.

“His attacking batting contributed in making the West Indies such an attractive side to watch. To be in that team itself was such a big honor, but there were times when Weekes

really stood apart with his distinct style. On behalf of everyone at the ICC, I send our sincere condolences to his family and friends.”

Weekes played 48 Test matches from 1947 to 1958, aggregating 4,455 runs at an average of 58.61. Known to show quick footwork and fluent stroke-play, Weekes slammed 15 centuries, which included a record five in consecutive innings in 1948.

One of those centuries came at home against England and four on a tour of India. He almost got a sixth consecutive century but was unlucky to be run out for 90 at Chennai.

Weekes’s cousin Bam Bam Weekes and son David Murray played international cricket while a few other relatives played first-class cricket.

Weekes officiated as an ICC match referee in three Tests and four One Day Internationals, all in 1994.

One of the greatest cricketers of all time, Sir Everton was widely revered and remained a seminal figure in the cricket fraternity up until the time of his passing.

99th anniversary Pacer Gabriel added to Windies Test squad of first world

YESTERDAY (Thursday) marked the 99th anniversary of the Jack Dempsey versus Georges Carpentier bout. On July 2, 1921, the first official world championship endorsed by a global organisation took place and the World Boxing Association -known as the National Boxing Association (NBA) at that time- sanctioned the title.

Previously champions were recognized by public acclamation.

Over the years this model has been adopted by other boxing organizations to make boxing what it is today. The bout took place in New Jersey, and Dempsey won the WBA heavyweight title.

At the time of the fight, Dempsey was 26 years old. He is also a WBA icon who represents the values and work that have been undertaken over the years to develop the sport. He started it all and leads a list of great fighters who have worn the black and gold belt over the years.

This is a special day, not only for the WBA, but for boxing, because it commemorates a historical achievement for both the organization and boxing in general. (Fightnews)

MANCHESTER, England, Jul 2, CMC – Speedster Shannon Gabriel has forced his way into the West Indies squad for the three-Test series against England starting next Wednesday.

The 32-year-old has been a regular member of the West Indies Test XI in recent years but was included among 11 reserves for the current tour after being forced out of competitive cricket due to ankle surgery last December.

Gabriel had hoped to prove his fitness at the back end of the West Indies first class championship but the COVID-19 pandemic forced the abandonment of the last two rounds back in March.

Excluded from the 14-man Test squad for the series, Gabriel impressed in the two ‘inter-squad’ warm-up matches, taking four wickets in last week’s three-day match and another four in his only bowl in the four-day game which ended here Thursday.

On both occasions, the Trinidadian looked sharp and bowled with pace, and chief selector Roger Harper said his inclusion would be a boost to the fast bowling attack.

“I am delighted that we are able to add Shannon to the Test squad. He has shown that he is fit and ready, he will add experience, firepower and potency to the bowling unit,” Harper said.

Gabriel has taken 133 wickets from 45 Tests and was a key member of the Windies side which beat England 2-1 in the Caribbean last year to recapture the Wisden Trophy for the first time in a decade.
