Submissions in for consequential orders

…Gov’t restates case for new registration …PM says time for serious talk ATTORNEYS representing the Government of Guyana and their counterparts for the Opposition Leader have both delivered their submissions to the Caribbean Court of Justice, which will guide the issuance of consequential orders stemming from the upholding of the no-confidence motion and the quashing of the appointment of the Chairman of the Guyana Elections Commission.

Attorney General Basil Williams confirmed to Guyana Chronicle that his team, which includes Belizean Senior Counsel Eamon Courtenay, has made its submissions. He said, too, that the lawyers for the opposition would have done same. The AG would not disclose the contents of the submissions. However, last week he had released a brief proposal for the consequential orders which include that government remains in office until a President is sworn in after elections are held, and insists that house-to-house registration must be used to determine the list of eligible voters for any future polls.

The administration has also proposed that decisions taken by former chairman of the Guyana Elections Commission (GECOM), Justice James Patterson be upheld, urging the invoking of the de facto doctrine. The proposal had contrasted with what the Opposition has put forward.

The Opposition has proposed the immediate resignation of the government; the holding of elections in three months; and the utilisation of a claims and objections exercise to finalise the voters' list.

The government, in its proposal, has acknowledged that the Motion of No-Confidence debated in the National Assembly on December 21, 2018, was validly passed in accordance with Article 106 of the Constitution. However, it has stated that “The Government, including the President, Prime Minister, Ministers and Cabinet shall remain in office until a President is sworn in after elections have been held.” Article 106 (7) of the Constitution states: “Notwithstanding its

defeat, the government shall remain in office, and shall hold an election within three months, or such longer period as the National Assembly shall, by resolution supported by not less than two-thirds of the votes of all the elected members of the National Assembly determine, and shall resign after the President takes the oath of office following the election.”

Additionally, the Government is proposing that it be ordered that the National Assembly convene to have a resolution passed in order that the time be extended for the holding of an election within the earliest time as indicated after the President has consulted with GECOM. The government has also proposed that if for any reason, the National Assembly does not pass the Resolution, or the Resolution does not garner the requisite majority for an extension, the President, after consultation with the Elections Commission, shall dissolve the National Assembly, and General and Regional Elections shall be held on a date to be fixed by the President under Articles 70(2) and 61 respectively.

Submissions When the court convened last week, its president, Justice Adrian Saunders granted more time to the leaders here to find political consensus in relation to the consequential orders. The parties were given until July 1, 2019, to file written submissions and will meet again on July 12, 2019, for final judgment. President Saunders outlined that the submissions must concisely guide the court, based on the positions of the parties, on the consequential orders it should make.

Leading up to the period of July 12, 2019, the CCJ expects the leaders of the country’s two main political forces to meet to come to an agreement on some or all the matters in discussion.

of the Opposition (LOO), Bharrat Jagdeo, to act in good faith. “I do not expect him to repeat his three previous rituals of submitting lists that had provoked and invited unilateralism,” Nagamootoo said.

Government has since written Jagdeo to schedule a meeting and also clarify aspects of the CCJ ruling in relation to the appointment of a new chairman for GECOM. There have been some exchanges between the two sides, but government sources said that a meeting is likely this week.

Meanwhile, Nagamootoo said unilateralism was never intended when the Carter Formula was contemplated for the 1992 elections. “All six names submitted by the Leader of the Opposition were acceptable, and President Hoyte selected the non-partisan, affable, quintessential public servant, Rudy Collins, whose name was recommended by me to Dr. Jagan.

No coercive orders On the issue of the consequential orders, the Prime Minister said in keeping with the guiding principles that he has read so far, “I would expect that this distinguished

court of last resort would make orders that are advisory and not coercive. It would be guided by the unique constitutional arrangements, as well as the problematic electoral history and ethnic polarisation in the Cooperative Republic of Guyana, which it fully understands.”

According to the prime minister, as a priority, the Guyanese President has accepted the resignation of the Chairman of the Elections Commission, whose appointment was voided by the court.

His Excellency has written to the Leader of the Opposition, inviting him to meet, as was done previously, to dialogue on the way forward.

“I believe that it is not inconceivable that an accepted list could be crafted within a reasonable time. “ Time-frame for elections Mr Nagamootoo also touched on what he described as the thorny issue of the likely time-frame for new elections. “Here again, the CCJ would be expected to navigate in a practical way, the schedule for previous elections, and would not be constrained by any hypothetical deadline. There should be an outer limit that gives proper room for sanitising of the voters’ list, for dissolution of Parliament, for Nomination Day and then, Polling Day.” The prime minister said except for the 1992 polls when elections were already delayed by some two years, the time-frame between dissolution of parliament and election day is usually no sooner than eleven weeks – around 80 days. He noted that for the 2015 elections, President Ramotar dissolved parliament on February 28, set April 7 as Nomination

Day, and May 11 as Polling Day. That was within the context of a proper voters list.

“Given an early timeframe for completion of voter revision before the end of November, from a practicable stand-point, new, clean and credible elections could not be expected until an outer limit of January-February 2020. At this time there is no voters list. The last list expired under law on April 30, 2019.

At the November 28, 2011 elections, there were 342,126 voters. By 2015, there were some 583,444 registered voters in a population of just above 750,000 citizens. It is quite possible that that expired list was heavily padded with phantom names!”

NEW REGISTRATION Nagamootoo recalled that on the eve of the 2015 elections, the then Chairman of the Elections Commission, Dr. Steve Surujbally, outlined the factors that resulted in revision of the voters list.

These included (a) registration of persons coming of age; (b) deceased electors; (c) emigration of an unknown number of Guyanese who registered and subsequently emigrated; and (d) movement of citizens from remote rural to urban areas, and to new housing schemes across the country. “Dr. Surujbally concluded that ”Notwithstanding the enormous costs associated with such an undertaking, it would be advisable to have another H-t-H (house-to-house) Registration exercise before the scheduled 2020 General and Regional Elections”. This is enough reason why the time has come for talk. Serious talk,” Prime Minister Nagamootoo asserted.

By Lisa Hamilton TWENTY-ONE businesses and individuals are some “tens of millions” in default of their National Insurance Scheme (NIS) contributions, a grave short-coming which stands to not only hinder the livelihood of employees but the potential revenue earning of companies.

The list of these employers was published in the Guyana Chronicle Sunday Newspaper and those names are in arrears with “multiple months” outstanding. The companies listed were: Camex Ltd; Courtney Benn Contracting Service Ltd; Fly Jamaica Airways Ltd; New Thriving Chinese Restaurant; Strategic Action Security Services; Brian Chase and Ingrid Chase Mining and Trucking Service; Hopkinson Mining Security Services Inc.; Kwakwani Utilities Inc.; Camex Security Services Inc.; Shivraj Investments Ltd.; Universal Group of Companies Inc.; Guyana Football Federation; Awad N. Boodhoo General Store; Atlas Security Service Inc.; Amazon Security and Investigation Services and Sentinel Security Inc..

Meanwhile, the individual names on the list were: Rudolph Kissoon; Dwayne Ferdinand; Ravin Singh; Wilfred Success and Wazir Hussain.

They were all asked to make “urgent contact” with the Scheme’s Public Relations Officer (PRO) or to visit the NIS’s office on Brickdam and Winter Place, Georgetown.

Director on the NIS Board, Mervyn Williams told the Guyana Chronicle, on Monday, that the decision to make the names public came from the level of the Board and is intended to alert the employers of the importance of making timely payments.

According to the National Insurance and Social Security Act, Chapter 36:01, the NIS system was established to provide “pecuniary payments by way of old age benefit, invalidity benefit, survivor’s benefit, sickness benefit, maternity benefit and funeral benefit”.

It also serves to “substitute for compensation under the Workmen’s Compensa-

tion Ordinance, a system of insurance against injury or death caused by accident arising out of and in the course of employment or resulting from disease due to the nature of employment…”

contributions on or before the 15th day of every makes these payments.

“When a contribution comes in late and you are found not to be in insurable employment, it interrupts access to the benefits. So, the Compliance Officers will have to go out and prove that you were working; prove that they were on the job; prove that there is no conspiracy.

The Compliance Officers will have to establish that there was no conspiracy between employee and employer to avoid payment of contributions…those things delay the processing time for benefits.”

Giving another example, he stated that if a company owes the NIS for 5 months and an employee turns 60 years old and requires 10

that the NIS is “eager to collect but unwilling to pay” when it is often times a situation of late payments or no payments at all. Contributions paid late for self-employed persons present a greater problem as late-paid contribution cannot be used for the processing of old age pension.

“If the self-employed persons do not pay on time,

they may very well find that they have paid all of their contributions but because a large percentage of the contributions would have been paid late, they cannot be used in the computation of their pension and therefore, even though they have these contributions, there is no value in terms of an old age pension. And, such people who do not understand the

provisions of the Law will go around saying ‘NIS robbed me’,” he said.

Furthermore, the Board’s Director added that companies lose out on opportunities for tendering for the supply of goods and service when they are unable to receive their Compliance Certificates which are dependent on the contributions. Even more important, was his reminder that it is an offence for companies to fail to pay their contributions by the due date and those who refuse to pay altogether can be prosecuted under the Laws of Guyana.

COMPLETELY UNACCEPTABLE Meanwhile, newly-elected Private Sector Commission (PSC) Chairman, Captain Gerry Gouveia, said that it is and will always be “completely unacceptable” for businesses to be defaulting in their contributions to agencies such as the NIS. Gouveia told the TURN TO PAGE

Iran amasses more enriched uranium than allowed by nuclear deal DUBAI/VIENNA (Reuters)

- Iran announced on Monday it had amassed more

low-enriched uranium than permitted under its 2015 deal with major powers, its first major step in violation of the deal since the United States pulled out of it more than a year ago.

The U.N. nuclear watchdog, the International Atomic Energy Agency (IAEA),

which monitors Iran’s nuclear program under the deal, confirmed in Vienna that Tehran had breached the limit. The step could have far-reaching consequences for diplomacy at a time when European countries are trying to pull the United States and Iran back from the brink of

war, less than two weeks after Washington aborted air strikes at the last minute.

The Europeans, who opposed last year’s decision by President Donald Trump to abandon the nuclear deal signed under his predecessor Barack Obama, had pleaded with Iran to keep within its parameters. Iran has said it aims to do so but cannot do so indefinitely, as long as sanctions imposed

by Trump have deprived it of the benefits it was meant to receive in return for accepting curbs on its nuclear program under the deal.

Foreign Minister Mohammad Javad Zarif said Iran had passed the threshold, exactly as it had warned it would: “We have said very transparently what we will do.”

The move is a test of European diplomacy after French, British and German officials had promised a strong diplomatic response if Iran fundamentally breached the deal.

Prime Minister Theresa May’s office said Britain was urgently considering its next moves along with its partners, and urged Iran to “reverse this step”. Her foreign secretary, Jeremy Hunt, said he was “deeply worried” by Iran’s announcement.

A European diplomat told Reuters there was a mechanism under the agreement to deal with “any inconsistencies”, and it would be up to a joint commission of signatories to decide next steps. Israeli Prime Minister Benjamin Netanyahu said the European countries should “stand behind their commitments” and impose “automatic sanctions” on Iran.

“ECONOMIC WAR” Iran announced in May that it would speed up production of enriched uranium in response to the Trump administration sharply tightening sanctions against it that month. Washington has now effectively ordered all countries to halt purchases of Iranian oil or face sanctions of their own, which Tehran calls “economic war” designed to starve its population.

In the two months since the U.S. sanctions were tightened, the confrontation has taken on a military dimension, with Washington blaming Tehran for attacks on oil tankers in the Gulf region, and Iran shooting down a U.S. drone. Trump ordered air strikes in retaliation, only to call them off minutes before impact. The nuclear deal imposes limits both on how much enriched uranium Iran can hold and on how pure

its stocks can be, a pair of related thresholds intended to keep Tehran from amassing enough material, in a sufficiently refined state, to make a nuclear bomb.

Zarif said Iran’s next move would be to enrich uranium beyond the 3.67% maximum purity allowed under the deal, a threshold Tehran has previously said it would cross on July 7. That could be seen as a bigger breach than Monday’s announcement that it holds too much material at a permissible purity.

European officials had held last-ditch talks with Iranian envoys last week in the hope of persuading Tehran not to breach either threshold. Those talks failed, with the Iranians saying European efforts to shield the Islamic Republic from the impact of U.S. sanctions were insufficient.

IRAN SHUNNED The Europeans say they want to help Iran boost its economy. But so far those efforts have failed, with Iran largely shunned on oil markets and major foreign companies having canceled plans to invest for fear of falling foul of U.S. rules. The confrontation has put the United States in the position of demanding that the Europeans ensure Iranian compliance with an agreement that Washington itself has rejected.

Trump argues that the deal is too weak because some of its terms are not permanent, and because it does not cover non-nuclear issues such as Iran’s ballistic missile program and regional behaviour.

Washington says sanctions are aimed at pushing Tehran back to the negotiating table.

Iran says it cannot talk as long as Washington is ignoring the deal that it signed. Israel, which considers the Iranian nuclear program an existential threat, has backed Trump’s hard line, as have U.S. allies among the rich Arab states of the Gulf, which consider Iran a foe and benefit from having its oil kept off markets.

“Just imagine what will happen if the material stockpiled by the Iranians becomes fissionable, at military enrichment grade, and then an actual bomb,” Joseph Cohen, head of Israel’s Mossad intelligence agency, told a security conference. “The Middle East, and then the entire world, will be a different place. Therefore, the world must not allow this to happen.” The chairman of the Iranian parliament’s National Security and Foreign Policy commission said on Monday that Israel would be destroyed in half an hour if the United States attacks Iran, according to the semi-official Mehr news agency.

Increase in climate change-related heat stress predicted to bring productivity loss equivalent to US80 million jobs GENEVA (ILO News) – An increase in heat stress resulting from global warming is projected to lead to global productivity losses equivalent to 80 million full-time jobs in the year 2030, according to a new report from the International Labour Organization (ILO).

Projections based on a global temperature rise of 1.5°C by the end of this century suggest that in 2030, 2.2 per cent of total working hours worldwide will be lost because of higher temperatures, a loss equivalent to 80 million full-time jobs.

This is equivalent to global economic losses of US$2,400 billion.

Moreover, the report cautions this is a conservative estimate because it assumes that the global mean temperature rise will not exceed 1.5°C. It also assumes that work in agriculture and construction – two of the sectors worst affected by heat stress – are carried out in the shade. The new ILO report, Working on a warmer planet: The impact of heat stress on labour productivity and decent work , draws on climate, physiological and employment data and presents estimates of the current and projected productivity losses at national, regional and global levels.

Heat stress refers to heat in excess of what the body can tolerate without suffering physiological impairment. It generally occurs at temperatures above 35°C, in high humidity.

Excess heat during work is an occupational health risk; it restricts workers’ physical functions and capabilities, work capacity and thus, productivity. In extreme cases it can lead to heatstroke, which can be fatal. The sector expected to be worst affected, globally, is agriculture. 940 million people around the world work in the agricultural sector. It is projected to account for 60 per cent of global working hours lost due to heat stress by the year 2030. The construction sector will also be severely impacted with an estimated 19 per cent of global

working hours lost by the same date. Other sectors especially at risk are environmental goods and services, refuse collection, emergency, repair work, transport, tourism, sports and some forms of industrial work.

The impact will be unequally distributed around the world.

The regions losing the most working hours are expected to be southern Asia and western Africa, where approximately 5 per cent of working hours are expected to be lost in 2030, corresponding to around 43 million and 9 million jobs, respectively.

Moreover, it will be people in the poorest regions who will suffer the most significant economic losses. Lower-middleand low-income countries are expected to suffer the worst, particularly as they have fewer resources to adapt effectively to increased heat. The economic losses of heat stress will therefore reinforce already existing economic disadvantage, in particular the higher rates of working poverty, informal and vulnerable employment, subsistence agriculture, and a lack of social protection.

“The impact of heat stress on labour productivity is a serious consequence of climate change... We can expect to see more inequality between low and high income countries and worsening working conditions for the most vulnerable."

Catherine Saget, Chief of Unit in the ILO’s Research department Heat stress will affect millions of women who make up the majority of workers in subsistence agriculture, as well as men who dominate the construction industry. The social consequences of heat stress may include increasing migration, as workers leave rural areas to look for better prospects.

The challenges posed by climate change are a key focus of the ILO’s new Centenary Declaration for the Future of Work and will shape its operations and research agenda. The report demonstrates that the consequences are far-reaching for the

UN’s 2030 Agenda. It warns that, “The economic, social and health effects of heat stress would make it harder to tackle poverty and promote human development, and, consequently, also to attain most of the United Nations Sustainable Development Goals (SDGs).”

“The impact of heat stress on labour productivity is a serious consequence of climate change, which adds to other adverse impacts such as changing rain patterns, raising sea levels and loss of biodiversity,” said Catherine Saget, Chief of Unit in the ILO’s Research department and one of the main authors of the report. “In addition to the massive economic costs of heat stress, we can expect to see more inequality between low and high income countries and worsening working conditions for the most vulnerable, as well as displacement of people. To adapt to this new reality appropriate measures by governments, employers and workers, focusing on protecting the most vulnerable, are urgently needed.”

The report calls for greater efforts to design, finance and implement national policies to address heat stress risks and protect workers. These include adequate infrastructure and improved early warning systems for heat events, and improved implementation of international labour standards such as in the area of occupational safety and health to help design policies to tackle heat-related hazards.

Employers and workers are best placed to assess risks and take appropriate action at the workplace so that workers can cope with high temperatures and continue to do their jobs. Employers can provide drinking water, and training on recognizing and managing heat stress. Social dialogue can play a crucial role in reaching consensus on indoor and outdoor working methods, adapting working hours, dress codes and equipment, use of new technologies, shade and rest breaks.

Looking past the silly season A COUNTRY’S evolution is not premised only on what happens within its borders, but is also influenced by activities within the international community.

Growth and development -- human, technological and otherwise -- require adapting to the changes within and without our borders, in order to maintain our place among progressive nations.

When Guyana achieved nationhood in the 20th century, there began a process not only for it to be respected in the international community for its political leadership, but also to forge a nation out of diversity to advance our economic well-being, aiming towards self-sufficiency and competing in the external markets which were considered pivotal to growth and development.

A major aspect of the nation’s political leadership

was our role in the liberation struggle of Southern Africa, which has earned the nation a place on the international stage. As a new nation, whose people emerged out of systems of domination -- slavery, indentureship and colonization -- sitting on the sideline in the presence of another system of oppression (apartheid) came at risk of being seen as isolationist, or supporting a competing world view that this form of domination was acceptable.

20th century Guyana saw a spirit of self-determination, led by the trade union and political parties with the support of the citizens. In the immediate post-independence period, a people, led by the government, embarked on a programme to control the commanding heights of their economy. This took the approach of embracing the principle of cooperative socialism in making full use of our natural resources, har-

nessing the people’s ingenuity, and bringing value-added to primary products.

In the 1970s, increases in oil prices sent ripples through the global economy, and small and heavily oil-dependent societies like ours found it difficult to cushion the shock. In responding to this turn of events, government intensified its self-sufficiency programme, making greater push and call to produce, eat and buy local. This saw the emergence of value-added products such as rice, cassava and plantain flour, salted fish, local fruit preserves; pushing of the local manufacturing for export, improvement in the timber industry, assembling of radio, stereo, refrigerator and freezer, motor vehicle (tapir), bicycle (caloi), just to name a few.

Admittedly, there were reservations in pursuing the self-sufficiency path; and in our hyper-racial society, political mileage was en-

gendered. It was felt that items were being restricted to punish a section of society, even though Guyanese relied on the use of the same products in their various dishes; which by extension meant any decision impacted and affected all.

In the 21st century, the CARICOM Food Import Bill is in excess of US$4 billion per year. Had Guyana pursued and stuck to the self-reliance trajectory, engaging in research and development, it would not only have reduced its bill, but would have been a significant supplier to its regional counterparts.

Outside of diverting scarce foreign resources to other more-needed areas, and earning same through exportation, employment and economic opportunities would have expanded for its citizens, impacting positively on the nation’s Human Development Index. Experts continue to express concerns

about the region’s ability to sustain this Bill because of the poor quality of food imported and its impact on health and longevity. Guyana could have been a major source in ameliorating these issues.

In the 21st century, as politicians continue to squabble, the people remain the best demonstration of what working together can achieve, even though there are moments of conflict and polarisation. It is a fact that during the election season there exist conflicts and avoidance of the political other. Equally, when the socalled silly season is over, most converge around common issues, to ensure their well-being. For instance, in the markets, though vendors of diverse backgrounds would compete for the attention of the same buyers, it is not unusual to see a vendor who does not have a particular item, directing a buyer to

another vendor who has it, or even going over to that vendor and getting the item for the buyer. Even as members of this group compete among themselves for the dollar, the camaraderie among them is informed by a common interest and sense that, in looking out for the other, the other will look out for the one; and this has been proven to their common interest. Such experiences exemplify who we are as a people, yet this characteristic is lacking in our politics, outside of collective personal interest and social events. In the 21st century, the masses are demonstrating the type of behaviour they would like to see in their politicians, and the latter should pay heed.

I stand ready to account for all that I have Dear Editor, THE global economic loss due to corrupt practices is approximately US$1trillion annually. Millions of lives are affected daily due to this scourge, and the beneficiaries of corrupt practices are relentless in attacking those fighting against corruption.

It thus comes as no surprise that the former president, who will never govern this land again, and the embattled former Attorney-General, Anil Nandlall, have once again made cheap attempts to tarnish my incorruptible reputation. It is known that

I am the CEO of SARA, a United Nations-supported anti-corruption agency, and this therefore makes me a prime target of manipulative, wicked, deceitful and corrupt persons who are bent on regaining access to enrich themselves by stealing the State’s assets.

Jagdeo and his cabal have spared no effort in attempting to discredit SOCU and SARA. Last year, Anil Nandlall was on the prowl again as he deliberately and recklessly published the salaries earned by all employees at SARA and included their names, a couple of whom have since been the targets of bandits

in separate incidents. On June 27, 2019, Jagdeo and Nandlall went on another reckless rampage, publishing the names of myself and other Afro-Guyanese public servants who are in possession of farmlands. It is only fair that I clarify and set the record straight to debunk the astonishingly foolish and indeed libelous claims of corruption peddled by Bharrat Jagdeo and Anil Nandlall.

I obtained a plot of land at Yarowkabra and built a house on it 41 years ago (1978).

At the time, residents were encouraged to apply for 5-10 acres of land for agricultural purposes. I made such an ap-

plication in the early 2000s, but, apparently, this was simply ignored. I applied again for 10 acres in 2013, and again in 2014, but my requests for cheap farmlands were never granted under the PPPC administration. My request was finally granted in December 2017, and I obtained 10.14 acres of sand and jungle in Yarrowkabra.

It is no secret that Anil Nandall, who is wrongly accusing me of being a beneficiary of corrupt practices, is currently before the criminal courts for allegedly stealing law books from the State worth millions of dollars of taxpayers’ money. My appli-

cation for land at Yarrowkabra took so long to process that I applied for an acre of land at Mocha, paid for, and hence received same through legal means.

All of my life God Almighty, in whom I trust, has kept me from the temptation of corruption. Can either of you say the same Bharrat Jagdeo and Anil Nandlall? The entire Guyanese population knows the answer to that question. I stand ready to account for all that I have, as none of it was achieved by stealing law books or prematurely selling residential land bought from CH&PA at a

massive profit, then buying more State land cheaply, or by falsifying university certificates, manipulating systems whenever convenient, and flouting procurement procedures to give competitive advantage to friends in business.

Jadgeo’s estranged relationship with the truth Dear Editor, IT has now been made even clearer for all in Guyana and the Diaspora to see that Baharrat Jadgeo, Leader of the Opposition, General Secretary and maximum ruler of the PPP party is a man whose relationship with the truth is estranged, and his words cannot be trusted. What he says can lead to diabolical consequences in this country if he is not going to be responsible with his utterances.

The lives of innocent people and the maintenance of peace and stability can be threatened by his callous and irresponsible actions and behaviour. Mr. Editor, what I find most ironic about Jadgeo is his attempt to portray and project himself as a fighter against corruption when he, as president, presided over the most corrupt and violent regime in our country's political history. Extra-judicial killings, drugs, corruption, unemployment, economic discrimination, marginalisation, racial-profiling for employment and resource allocations were constant during his rule.

His many attempts now to prevent GECOM from making it possible for countless young Guyanese to be on the voters list to participate in the next election is presently his biggest act of corruption and

anti-democratic stance at play before all to see. But this will not happen. The "list" must be cleaned, and our young people have to be given their "constitutional right" to vote in the next elections.

At his last press conference, several revelations were made. Firstly, there was an expression of not only his usual misrepresentation of the truth and facts, for it is now more evident that his usual modus operandi is to try and hoodwink, bamboozle and deceive the masses of Guyanese with his web of lies.

Secondly, Mr. Editor, what was also revealed was not only his efforts to give unwelcome and unwanted public attention to decent hardworking Guyanese who are entitled by the Constitution to benefit from the patrimony of their country, but to suggest that they are not deserving; not entitled to what they received as Guyanese, because, in his mind, they are supporters of the government and are of a certain ethnic persuasion. As a matter of fact, if they are, so what!

Don't they deserve the right to choose whichever political party they want to support? Is this not a form of democracy; democracy the PPPC claimed to have brought back?

I remember, Mr. Editor, in 2008, Ms. Gay Mc-

Dougall, a United Nations independent expert on minorities, declaring, based on her findings, that there was a stigmatisation of young Afro-Guyanese males and entire communities, many of whom reported feeling excluded, discriminated against and victimised. She also said, “Ethnically-based divisions and politics have created two separate and conflicting narratives and perceptions of reality in Guyana.”

On the part of Afro-Guyanese, McDougall said, there is a widely-held belief that they are discriminated against by an Indian-dominated and supported government that puts Indian interests to the fore, particularly in resource allocation, government contracts and employment.

McDougall also reported that ethnically-divided political and administrative structures and failed political processes had created deep frustrations and distrust in the institution of government. She further highlighted a bitter and destructive political environment that had infected the wider society, and was failing the people of Guyana. Further, in 2003, Doudou Dienne, the UN Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance, found that every

level of the Guyanese society was permeated by a profound moral, emotional and political fatigue, arising out of the individual and collective impact of ethnic polarisation.

In 2008, McDougall said she witnessed a continuing societal malaise that showed evidence of the same, having deepened and transformed in some instances into despair, anger and resistance.

Even after these revelations by the United Nations representatives, Jagdeo’s subsequent actions reflected the PPP’s "unchanging ideology of racism". He just didn't care what anyone had to say; his arrogance was unmatched.

The utterances and posturing of Jadgeo remain and reaffirm the points posited then and now in his usually wild and reckless assertions that have no validity in truth or fact, which is not surprising, but his underlying racist undertone could not be camouflaged. It was as if he was suggesting, in the presence of several media outlets, that Afro-Guyanese, who faced the worst atrocities of our six peoples, whose ancestors came and built this country as slaves, are not deserving of land in the country of their birth. This is the man who, as president, gave away State lands, be it in the forestry sector, mining, agriculture or

housing sectors to a few of his friends, cronies, etc., but, most interestingly, to foreigners who are far less deserving than his fellow Guyanese, like the very individuals who he had on display in his Church Street office.

This is the man whose Party, while in government, also denied the Indigenous Peoples of this country "real" titles to their lands.

Thirdly, Mr. Editor, his press conference also revealed that disrespect for the rule of law and the court's ruling is a hallmark of his tenure, in and out of office.

The very information he paraded on his wall are supposed to have been of a confidential nature, and those who participated in this breach of confidence should be placed before the courts.

Fourthly, what was also revealed, as was suspected by some and known by others, is that in the ministries, and many government agencies/ departments, there are individuals who operate in an unethical and unprofessional manner. Those individuals who leak information that are supposed to be of a confidential nature to the Opposition are doing a disservice to the ministries and agencies they represent. They are knowingly, or unknowingly, aiding the Opposition's political shenanigans to stymie the

government's developmental programmes and create an unwelcome behaviour in the society. But, any attempt or efforts to disrupt the peace and stability of our society "shall" be dealt with condignly to the fullest extent of the law.

Finally, Mr. Editor, what was also recognised was a frightening reality of what some media houses and their reporting is all about; that is, "to be the first" to break the news.

They couldn’t care less if what the Leader of the Opposition is saying is credible or not, or if the information is laced with truth to withstand scrutiny. As a matter of fact, no one saw the need to do some investigative journalism. "Google"; do something to put out credible news, and, moreover, force the man to be honest.

Guyana, under the David Granger-led Coalition Government is better equipped to continue serving this nation for the benefit of all Guyanese.

Guyana played a decisive role in the founding of CARICOM Dear Editor, The Guyana Agricultural and General Workers Union (GAWU) joins in extending to all Guyanese, and moreso the citizens of the Caribbean, warmest greetings and best wishes as we once again observe CARICOM Day. This important day, which has been set aside to celebrate the unity and fraternity fostered by CARICOM also, is yet another representation of its member states assertion of their independence and their unstinted goal to promote a Caribbean identity proudly.

We should not fail to rec-

ognise that our nation played a decisive role in the foundation of CARICOM. Our contribution, in this regard, cannot be delinked from the strong stance by our nation’s leaders in promoting and advocating the integration of the Caribbean. The late Ambassador Odeen Ishmael, at a presentation he gave at the Cheddi Jagan Research Centre in March 2004 pointed out that former President Dr Cheddi Jagan“from the time he entered the political arena in the early 1940s… became a vocal supporter for West Indian unity, and backed the decisions of the 1943 Montego Bay Conference which determined how

the proposed West Indian Federation should be shaped and developed.” We saw, too, Former President, Forbes Burnham in August 1967 speaking at a regional conference, pointing out, “[either we weld ourselves into a regional grouping, serving primarily Caribbean needs… [either we integrate or we perish, unwept, unhonoured.”

Indeed, when we consider that today, CARICOM stretches from the Bahamas in the north, to Guyana and Suriname in the south, it remains a critical voice on behalf of the 6.5 million Caribbean citizens. The GAWU recognises recent press reports which brought once

again into focus the current state of our efforts to foster closer co-operation and collaboration. Considerably, the time-span since the Caribbean Community was launched 46 years ago, we feel that at this point in time, we should be further along the road than we currently are.

Though the Region has faced obstacles in its quest to become more integrated, we hold, too, that we have also come a far way. Today, our people are able to move more freely; several barriers to intra-regional trade have been broken down. We celebrate our achievements in togetherness and unity; and we stand together in tough

and difficult times. When we consider from whence we came, the GAWU believes we have moved a great way.

We continue to recognise the importance of integration today, especially, too, as we face several new challenges and continue to face up to those persistent difficulties. There is also now greater need to redouble our efforts to reach the goals our leaders of the past envisioned. This is ever important as we confront a harsher world which, for many, is looking more inward. We are aware that differences will be ever-present; that our conditions may not always

be the same, and that circumstances continue to evolve which sometimes push us in other directions.

At the same time, we should recall that we stand stronger together, and we record our greatest successes when we speak with one collective voice in a democratic environment. The GAWU again extends sincere wishes as we observe CARICOM Day. Regards, Guyana Agricultural and General Workers Union

Guyana tells OAS of impact of Venezuela crisis …urges greater collaboration on climate change AS the regional crisis created by Venezuela’s collapsing economy took centre stage at the Organisation of American States (OAS) General Assembly last week, Guyana’s Minister of Foreign Affairs, Dr. Karen Cummings, highlighted the impact the crisis has on Guyana, while also stressing the need for continued multilateral cooperation on issues such as climate change.

The General Assembly, which is held annually, saw representatives from the OAS’ 35 member states convening from June 26 – 28 in Medellin, Colombia to discuss and form policies on challenges facing the hemisphere – chief among them being the Venezuela crisis.

Minister Cummings in her address reminded that like many other countries, Guyana, as a continental neighbour to the Spanish speaking state, remains “seriously affected” by the influx of Venezuelan citizens seeking relief from the situation in their homeland, and gave Guyana’s commitment to seeing a solution to the issue. “The Government of Guyana, shares the concerns of OAS member states and of the international community over the continuing political, economic and humanitarian problems in the Bolivarian Republic of Venezuela,” the Minister noted.

“My Government has assisted Venezuelans who have sought refuge in Guyana, through the implementation of systems to monitor their entry and the provision of social and health care services. We are not indifferent to the worsening political and constitutional crises in Venezuela and wish to reiterate Guyana’s disposition to continue participating in efforts to bring about a lasting solution that would be beneficial to the people of Venezuela.”

Over 10 percent of Venezuela’s population or some

four million people are said to have fled the country over the past few years, fleeing hyperinflation, unemployment, violence and shortages in food and medication. The UN projects the number to reach as much as five million by the end of this year. Millions have fled to Colombia, Chile, Peru, Ecuador, while thousands still are taking refuge in Guyana and Trinidad and Tobago. Minister Cummings noted that while the number of migrants in Guyana may be comparatively small, the impact on the country is relatively significant. “I ask you to consider the phenomenon not in absolute terms but in relative ones, to count not the numbers of migrants and refugees but to measure the impact, especially on a small country such as ours, with limited resources and facilities to provide the assistance required,” Cummings pointed out.

A recent survey by the United States Agency for International Development (USAID) of 1100 Venezuelan migrants in Guyana indicates that 17 per cent of that population, which is schoolaged, is attending school here. It is estimated although the figures may have since risen, as of February this year, Guyana hosted approximately 36,400 Venezuelan migrants.

Although USAID did not differentiate how many persons have stayed permanently and how many came as a means of moving on to another country, the figures are likely to be higher since boatloads of Venezuelans have been coming here this year.

USAID posted on its website its second fact sheet for the year regarding Washington’s response to the issue and the data illustrated the broad efforts of the agency to the blooming migration issue; the agency reported that regional nations continue

to adapt to the influx of Venezuelan migrants.

According to USAID, this country’s public healthcare system has been “strained” by the influx of the migrants and this report was attributed to United States Department of State officials who travelled to the western border region of Guyana in late March this year.

With US$550,000 in funding this year, the US will support UN partners in Guyana through activities providing multi-sector assistance to vulnerable Venezuelans, including activities to combat gender-based violence, the report said.

Guyana has been making moves to accommodate the children of re-migrants into the school system here.

Over the past several weeks, an advertisement was published on multiple occasions in the Guyana Chronicle in which the Min-

istry of Education has made note of an examination which will be conducted on July 25, 2019 for re-migrants, private and public school candidates.

USAID said that its partners are working with the Government of Guyana to address education needs among Venezuelans, including launching a safe-school initiative to increase service delivery in host communities.

GUYANA RESERVATIONS Meanwhile, Dr Cummings established Guyana’s reservations over the appointment of Julio Borges, who was appointed by Venezuela’s opposition leader Juan Guaido, as Venezuela’s permanent representative to the OAS. In April, the OAS permanent council approved the Guiado delegation. Last Friday 20 of the 35 member states voted to recognise Borges. “That process was

flawed. This General Assembly needs to arrive at a more acceptable solution, within the parameters of our Charter and Rules of Procedure,” Cummings posited.

Early in her speech the Minister noted that: “We are all governed by the same rules and we must all abide by them. The end, no matter how noble, can never justify the means, if these fall short of the highest standards of probity and legality.”

She called for the strengthening of the body’s institutional framework, referencing the draft Resolution of the Institutional Strengthening Proposal for the OAS which was deliberated upon at the General Assembly.

“Much more work remains to be done in this area but let us not lose sight of the fact that much good work has been done, with valuable contribu-

tions by all Member States, and a very worthwhile process is under way, on which the General Committee of the Permanent Council is charged with taking forward, especially in light of some of the proposals for reform of which we have been hearing,” she noted.

The OAS was established in 1948 with the signing in Bogotá, Colombia, of the Charter of the OAS, which entered into force in December 1951. Guyana became a member in 1991. The Organisation was established in order to achieve among its member states "an order of peace and justice, to promote their solidarity, to strengthen their collaboration, and to defend their sovereignty, their territorial integrity, and their independence."

Retymeyer blasts Jagdeo’s false claims …says PPP running scared of probe into oil blocks, Pradoville lands

DEPUTY Director of the State Assets Recovery Agency (SARA), Aubrey Heath-Retemeyer, has cautioned People’s Progressive Party (PPP) leaders not to confuse his character with theirs of large scale corruption, as he blasted them for seeking to tarnish his name in recent land-grabbing claims.

In a media release on Monday, the Deputy Director joined the list of several individuals who have had to put their personal information into the spotlight to prove, false, the recent statements by Opposition Leader, Bharrat Jagdeo.

Jagdeo, at his last press conference on June 27, 2019, claimed that the Guyana Lands and Surveys Commission (GLSC) had illegally distributed almost 20,000 acres of land to a few persons between last year and now.

Using maps which he stated were received from persons within the Commission, he named individuals such as well-known Geotechnical Engineer and Groundwater Hydrologist, Charles Ceres; State Assets Recovery Agency (SARA) official, Eric Phillips; Businesswoman, Muriel Allen; Chief Elections Officer, Keith Lowenfield; Project Management Officer (PMO) at the Ministry of the Presidency, Marlon Bristol; the company Great Wall Inc.; a Member of Parliament and Heath-Retemeyer as being involved in a “massive land grab” facil-

itated by the Ministry of the Presidency.

Just one day later, Chief Executive Officer of the Guyana Lands and Survey Commission, Trevor Benn was able to rubbish Jagdeo’s claims with documented proof to support his statements. Benn informed that the individuals highlighted had applications in GLSC’s system long before 2015 and the Commission was instructed by the Court to restore, to individuals, lands wrongfully taken away by the former Administration.

Apart from Benn’s response, individually, Ceres has brought forward his documents to media to prove his transactions above board; the Ministry of the Presidency has defended Bristol’s land transactions as following all protocols and Heath-Retymeyer also chose to defend himself on Monday.

acres of land on the Linden/ Soesdyke Highway and one acre of land in Mocha, both in 2019, which he linked to some ulterior motive following the passage of the no-confidence motion on December 21, 2018.

Meanwhile, the GLSC has since stated that it will make a formal report to the Guyana Police Force (GPF) for an investigation to be launched into the leakage of unauthorised maps to Leader of the Opposition.

Security sector continues to be strengthened …Ramjattan tells Leguan residents RESIDENTS of Leguan were assured by Minister of Public Security, Khemraj Ramjattan, during a meeting in the community on Sunday, that Guyana’s security sector has been strengthened over the past four years.

Minister Ramjattan noted that the Guyana Police Force (GPF) is much more robust in its delivery of service, thanks, in large measure, to regular capacity building. According to the minister, close to 500 officers have, thus far, benefited from international training. He said that prior to 2015, such training for police officers was non-existent.

Citizens, he said, can make complaints against errant members of the force and be assured that the matter will be investigated and due process followed.

“What this administration has done is ensure that people like you can speak out,” Minister Ramjattan told the

residents. He emphasised that the government places importance on listening to the people.

He pointed out that the force has been boosted with the construction of 12 police stations across the country with another 12 receiving massive upgrades.

The minister reminded that Guyana was once drug infested. However, through collaboration with the Drug Enforcement Agency and the United States Embassy, that situation no longer exists. Also, the Customs Anti-Narcotic Unit (CANU) is now better equipped and is “cutting the profits of those involved in the drug trade”.

The United States Government in its 2019 International Narcotics Control Strategy Report said the Government of Guyana has demonstrated political will to combat the scourge throughout the country. Washington

said that, during the first nine months of 2018, authorities seized 164.9 kilograms (kg) of cocaine and 889 kg of cannabis. “Guyanese authorities initiated 358 prosecutions and convicted 24 individuals for drug trafficking,” the United States said.

The report noted that cocaine is concealed in legitimate commodities and smuggled through commercial and private air transport, maritime vessels, human couriers, “gofast” boats, and various postal systems. The United States also said it enjoys strong cooperation with Guyana in advancing mutual interests against the threat of international drug trafficking. Guyana, the US said has shown strong interest in furthering collaboration under Caribbean Basin Security Initiative.

“The United States looks forward to tangible progress on investigations, prosecutions, and extraditions; expanding

security sector capacity; engaging at-risk communities; and enforcing laws against money laundering and financial crimes. To advance cooperation, Guyana should take steps to implement the 2001 counterdrug bilateral agreement with the United States to suppress illicit trafficking by sea and air. Guyana should seek to enhance its anti-corruption initiatives and fully pursue prosecutions for drug trafficking in accordance with its laws.”

Additionally, the report said the United States sup-

ports a wide range of efforts designed to address crime and violence affecting Guyanese citizens, primarily through the CBSI. CBSI is a security partnership between the United States and Caribbean countries that seeks to substantially reduce illicit trafficking, advance public safety and citizen security, and promote justice. Efforts to increase law enforcement capabilities, protect borders, air and seaports, strengthen workforce development, and promote anti-money laundering effectiveness directly ad-

He noted that it is imperative that residents reflect on all the development that has occurred in the past four years as compared to the 23 years of the opposition rule. With oil production set to commence in mere months, the residents were assured by Minister Ramjattan of further massive development throughout the country.

CHAIRPERSON of the Education Committee for Regional Democratic Council (RDC) Region Ten, Denise Belgrave, has declared that the Region is making significant positive strides in its development. Belgrave made this disclosure, while speaking to councillors of her RDC recently.

Expressing congratulations and best wishes to the Regional Education Officer (REdO) and several of the Education Officers, she disclosed that a number of achievements have been made thus far. “We here in Region Ten are making significant strides in educational development and I would like to express the Committee’s happiness about this as we are confident that the growth being made thus far will continue,” Belgrave said.

She pointed out that education is alive and well in Region Ten, noting that the education department and a team of officers, whom she said seemed determined in their pursuits, are making inroads in a number of areas. This she noted continues to result in several achievements being made by the education department, adding that the region under its current leadership will continue on this path. Belgrave said that 65 of the Regions’ schools have been rehabilitated, stating that Mackenzie Hugh School which is viewed as the premier secondary school has been

given a major facelift. She pointed out that the facelift was executed recently to the tune of $40M. She went on to state that the school’s computer laboratory was rewired, with there being a significant general working environment being improved with new water facility. This facility she said has been providing improved water quality to those that it serves.

The Education Committee Chairperson went on to state that the Christianburg-Wismar Secondary School was given a $100M improvement. This school, Belgrave pointed out has seen tremendous strides within the last four years declaring that it’s a testimony that the current committee continues to work exceptionally hard in bringing about holistic development. Belgrave went on to point out that the school has also added a Sixth form class, thus being the second school within Linden to have a sixth form. “We are very excited and proud to announce that this school is the second school in Linden to have a sixth form and I would like to state that this shows improvement and development,” she said.

The school is now adequately staffed by trained teachers; the Education Chairperson went on to state that, this will certainly help in continuing to improve the academic results produced by the school. She pointed out that

with regards to Kwakwani and Amelia’s Ward there are two fully supported student hostels, stressing that it universalises the access to education within the Region. “I would like to state that the Amerindian Hostel on Burnham Drive also houses students from the hinterland attending the Linden Technical Institute (LTI),” Belgrave pointed out.

However, she added that a breakfast programme at Amelia’s Ward, Dalawalla and Kwakwani will be added to the juice and biscuit programme that has already been in existence. This, she stressed will help students who are from economically challenged homes to perform much better.

She declared that ensuring children have a meal will certainly help them in continuing their education. “The breakfast programme I would like to say is a great initiative and we are seeing excellent results, as certainly there are some students who are certainly economically challenged and I am happy to see that the children are given an opportunity to have a breakfast which will help to boost their academic pursuits, because of this initiative the evidence is clear that the average performances in Linden continue to rise steadily, she said.

She pointed out that the buses have been servicing a number of communities like Coomacka, Moblissa and Kwakwani adding that the ‘David G’ boats have been transporting children from Dalawalla. She continued that the fuel for boats are given, so as to help pupils commute at Malali, Sand Hills, Hururu and Develdt.

Belgrave said that the Ministry of Education in its 2019 budget allocated some $2.2B to the region pointing out that this represents 60 percent of the Region’s total allocation.

It was also revealed that the Christianburg primary, which, according to Belgrave was transferred to St. Aidan’s was also slated for construction in the last quarter of this year. “We are

very excited with the growth and development thus far, and, as the Chairperson, I am happy to boldly say that our education sector would certainly be the envy of every other region,” Education Committee Chairperson Denise Belgrave stated.

She concluded that she was very pleased with the significant progress being made, declaring that the education sector within the region will continue achieving significantly in its developmental path. This, the Chairman said has helped in further boosting the educational sector within the Region.

CH&PA looking to source more hinterland clay bricks for affordable housing

THE Central Housing and Planning Authority (CH&PA) is looking to re-engage the village council of the North Rupununi village of Annai to source more clay bricks for the construction of low-income homes, since the material makes the homes

cheaper to build.

CH&PA Chief Executive Officer, Lelon Saul, explained that using the clay bricks instead of the conventional concrete bricks could ‘shave’ as much as $1 million off the cost of building one of the 400 square foot low income

“The houses built with the bricks are much cheaper and we recognize that. For example, if we are looking at the starter homes constructed that are 400 square feet, using the con-

Two pilot homes have already been built with the clay brick material and were on display at the “Open House Exhibition” at Prospect earlier this year. Aside from the price, using the clay bricks as the building material for the homes also offer other advantages.

“It is somewhat better because with the clay blocks the building is much cooler. And with the starter homes when you use the clay blocks you would reduce the amount of steel you are using in the construction of the home, and it is durable. Notwithstanding that, it re-

duces the amount of steel, it’s durable and all of that would make the price go down,” Saul said.

The homes were recently given an approving nod

by President David Granger, when he visited the Prospect Community late last month and personally inspected one of the homes.

However, notwithstanding the advantages of using the locally made materials there are some challenges to the supply of the material.

“These blocks, they have to be transported from the Rupununi and can only be made during the dry season. So when it’s the rainy season in the Rupununi it is difficult for them to make these blocks, because these blocks are basically baked and not baked in an

electric oven. As well the clay is being sourced from along the river banks and during the rainy season the river is overflowing,” Saul explained.

Nonetheless, CH&PA is looking forward to using the clay bricks more widely in its building initiative, and believes sourcing the bricks in larger quantities could bring down the price even further.

“We believe that we can benefit from economy of scale, if we are to build a large amount of houses the price could eventually go down. We hope to re-engage them to bring more bricks to the coast as we continue our housing drive,” Saul said.

making housing as affordable as possible, the Agency has been actively pursuing cost cutting measures for low-income housing. CH&PA decided to begin using the material to build homes on the coast land, after seeing how well the material worked while being used in the interior.

“We have the Sustainable Housing for the Hinterland Project, and

we were building houses for the Amerindian communities and in the Rupununi they were using these burnt bricks to build houses and we looked at the stuff and decided it would be a good thing if we can use the same thing on the coast. We asked the people in Annai to supply the bricks, and what we did is start with the constructing of the low-income houses,”

Wakenaam healthcare facilities to be assessed MINISTER of Public Health, Volda Lawrence, on Sunday, announced plans for a scoping team to visit and assess the health facilities on the Island of Wakenaam.

This commitment was made during a community engagement held at Maria Johanna in Wakenaam.

The minister explained that the team’s visit was to determine “where the deficiencies and the gaps were, and whatever projects we can have revisited by the Ministry of Finance in our half-year review. We’re going to take on that to ensure that

we can address as many as we can.”

In an invited comment, the Public Health Minister spoke further about the healthcare facilities on the Essequibo island. “Wakenaam is one of those areas where people are asking for upgraded services. We are aware that the health facilities that were built and exist now… there was no futuristic plan within the building,” Minister Lawrence explained.

This has resulted in the buildings not being properly equipped with a reliable power supply.

Furthermore, the minister highlighted transformative plans for the Wakenaam Cottage Hospital. “We want to do a whole re-arrangement of the hospital. We would like to see the hospital having In-Patients. They cannot do so now because they do not have any electricity.”

The scoping team is expected to visit the island during July. After an assessment is done, not lasting more than

three days, a report will be submitted to the Minister of Public Health.

Wakenaam is one of the largest islands in the Essequibo River. Its main economic activity is agriculture. Rice, coconuts and vegetables are popularly grown on the island. More house…applicants lots allocated to Onderneeming Sandpit residents were awaiting house lots since 2010 BRIGHT smiles were once again seen on the faces of many Essequibians as their issues concerning housing were addressed on Wednesday by Housing Minister, Annette Ferguson during a public consultation held at the Regional State House.

Minister Ferguson who has responsibilities for the Housing Sector in Guyana said that she had promised residents of Region Two during the Government outreach recently that she will return to address their concerns. During the public consultations, approximately 33 persons were allocated with a house lot in the Onderneeming Sandpit area. These persons had applied for house lots since 2010, 2011 and 2013.

Addressing applicants, the minister said that at the last Government outreach which was held in May at the Anna Regina Car Park there was a plethora of housing issues which needed to be addressed. She also told the gathering that at the last outreach approximately 20 persons received house lots on the spot- another promised fulfilled by the Government.

“My team and I are here to pick up from the last outreach we had, I had made a commitment to return and as such I am here today, to address all the issues you have, if I cannot address the same, I have my team with

me who will’” Minister Ferguson said.

Minister Ferguson said prior to 2015 the Ministry of Housing had in excess of 40,000 applications in the system with 15,000 alone being inactive. Of the 40,000 only 25,000 were active and encouraged persons to keep checking with local offices on the status of their applications once someone applies for a house lot.

Minister Ferguson told the gathering that she visited the Onderneeming Sandpit area Wednesday morning to get a first-hand view on what needs to be done. She mentioned while the Onderneeming area is developing and has available house lots, the Ministry of Communities through the Central Housing and Planning Authority (CH&PA) is working closely with major stakeholders such as the Guyana Lands and Surveys Commission and the Local Neighbourhood Democratic Council (NDC) offices to look at other areas where there may be lands available.

In the coming month also, she said that an enforcement team will be in Region Two to do some verification in the Charity area. “My vision for housing is not just to give people a piece of land with bush, I want to be able to provide a proper land with basic amenities in place such as water, light and accessibility, so that your life can

be comfortable- this is what the Government of Guyana is committed to” Minister Ferguson said.

Speaking to the gathering of applicants also was Central Housing and Planning Authority Chief Executive Officer, Lelon Saul. Saul said that it is a mandate of the Government of Guyana to provide housing for working class people. He, therefore, said that the CH&PA is committed to providing the appropriate housing solution to residents across the country.

He also mentioned that the CH&PA is soon be heading to Region 8 to address housing concerns of the residents in that area. “We’re not only providing house lots but we are aiming to build cohesive communities regardless of differences and ethnicity, our vision is to build cohesive, empowered and sustainable communities” Saul said.

Also attending the Public Consultation was CH&PA Director of Operations Denise King and Region Two Housing Officers, Suean Sewnaryan and Ruben Henry.

Applicants who were presented with titles showered loud praises on the Minister and her team for reaching out to them and addressing their numerous housing complaints.

Police probe death of inmate in station’s lock-up THE sudden death of 39-year-old Lallbacchan Bacchan of lot 21, Maria’s Lodge, Essequibo Coast, on Monday morning, has raised much concerns surrounding his death. The taxi driver was discovered lifeless in the Suddie Police Station lockups around 06:10 hours.

This newspaper understands that the man was arrested on June 28, on two arrest warrants for driving under the influence of alcohol. The police, however, in a statement, said his body bore no marks of violence.

Mother of the deceased, Maharanie aka Data, said she last took food for her son at the station on Sunday afternoon.

She said that the police were not allowing any relative to see him. She also mentioned that Friday evening her son told her that he wanted to go to the doctor but the police refused to take him. He was also the lone prisoner in the lock-ups at the Suddie Police Station.

Controlling her tears, the mother said the deceased was her only son and he was caught two times for Driving Under the Influence. The mother said he was supposed to attend court on Friday but was afraid to do so. "My son didn't attend, he was told by a cousin not to, prior to that a police contacted him to give he G$100,000 dollars to settle the matter; my son was scared of the court, but I had advised he to go; if the magistrate want take his licence, let

The deceased wife, Samantha Bacchan, said her husband was injured. The wife said that her husband was in high spirits and she is clueless over his sudden death.The mother said that her son did not murder anyone to receive the treatment he did at the station. "How I carry the food, it returning same time; I don't know why they didn't give he the food; I don't know what they did to my son." the mother further stated.

Bacchan‘s body is currently at the Suddie Mortuary awaiting a post-mortem examination. The deceased left to mourn his wife, mother and four children. The deceased was described as a caring and loving person.

China's opening-up Interview: China proves socialism is feasible, says pledge at G20 summit benefits world economy, Cuban sinologist experts say

HAVANA, July 1 (Xinhua) -- Seventy years after its founding, the People's Republic of China under the leadership of the Communist Party of China has proven that its socialist road opens a path for social, technological and economic prosperity and development, a senior Cuban sinologist has said.

Jose Luis Robaina, a 72-year-old researcher at the Havana International Policy Research Center (CIPI), made the remarks in a recent interview with Xinhua on the progress of the Chinese society he has witnessed since 1963.

Robaina can speak perfect Mandarin and still retains the fondness for dumplings and the memories of the Spring Festival shared with a family in Beijing.

In September 1963, Robaina arrived in China on his 16th birthday to learn history at Peking University and since then his life has been anchored indissolubly to China, where

he visited later in different circumstances. Robaina went to the Chinese capital in 1980 as a correspondent for the Prensa Latina News Agency, an assignment that allowed him to observe, from a privileged perspective, the beginning of the reform process.

"The China that I find in the 80s is the one that begins the path of the accelerated development, based on a group of economic reforms that gave weight to the market, but based on a regime of the state control over the main means of production," he said, taking a long puff on his worn pipe.

The policy "allows for tremendous leaps and by 1984, that is, four years after my arrival, the basic food problem had been solved and the reform effort had been put on the economic structure and planning, the price system and the wages", he said.

In 1999, Robaina went to China as the Second Chief of the Embassy of Cuba in Beijing, a position from which he could appreciate the

progress of the country, which was turning into a world power with economic, industrial and technological development. At that time China follows its traditional foreign policy based on the Five Principles of Peaceful Coexistence, and began to move with more dynamism in the international arena, he said.

Now as a CIPI researcher, Robaina does not stop learning about China. On the Belt and Road Initiative, Robaina said that the project respects the international standards, the characteristics of every country, and their governments because when there are contradictions that are inevitable, they are resolved through dialogue and negotiation. "The overall assessment is an absolute success in terms of economic and social and technological development and in terms of a new alternative or platform for the global, political and economic governance," he said.

China will further open up its market, proactively expand imports, continuously improve its business environment for foreign enterprises, and press ahead with negotiations on economic and trade deals, Xi said.

"What was striking was that, even though China is under various external pressures, President Xi powerfully and publicly reaffirmed China's commitment to further reform and opening up in the new era," said Robert Lawrence Kuhn, a leading U.S. expert on China.

"The Chinese president confirms the road to keep developing reforms of gradual opening up, and expanding spaces for foreign firms' participation in China's market," said Fabio Massimo Parenti, a professor of international studies at the International Institute Lorenzo de' Medici in Florence, Italy.

"Xi has announced the new reform that China will adopt to give its proactive contribution to the world economy's development and to reducing world imbalance, and has called for a global action in order to address together the new challenges, starting from WTO reforms," said Francesco Maringio, a China expert based in Italia's Bologna.

Xi's remarks reflect China's resolve to push forward free trade

and marketization, further open up, and enhance its exchanges with other parts of the world, said Chen Gang, assistant director of East Asian Institute, National University of Singapore.

China has played a positive role in promoting cooperation between nations and between regions, said Gu Qingyang, associate professor of the Lee Kuan Yew School of Public Policy at the National University of Singapore, noting that Xi's remarks on China's new opening-up measures demonstrate the country's willingness to contribute to the world development.

Xi indicated that China "would be more open to investment, would be playing more of a role in terms of world policy," said William Jones, Washington bureau chief of the U.S. publication Executive Intelligence Review.

Xi in his speech called on countries to work together so as to jointly find the solution to some of the major challenges facing the world, he said, adding that what the Chinese president has proposed could be a guideline for the future of global development and better cooperation between countries.

China has been "translating Xi's words into actions," broadening international access to its market in manufacture and finance, creating a more attractive investment environment for foreign companies, strengthening protection of intellectual property rights, and reducing tariffs and expanding imports in multiple categories, said Kuhn, also chairman of the Kuhn Foundation.

“There could never be a justification…the Private Sector would never show sympathy for anyone of our companies and any private sector company for that matter. NIS is a very serious issue. It has to do with the healthcare and welfare of our workers and our staff and it protects us and the employees,” Gouveia stated. He also told the Guyana Chronicle that the same goes for businesses that fail to pay their taxes to the Guyana Revenue Authority (GRA). He said: “The Private Sector fully supports the responsibility of citizens and companies to pay their taxes but I also would say that just like the NIS would do I think the GRA needs to also ensure that people pay their taxes and if they don’t the GRA needs to deal with that.”

Back in 2016 NIS had said that delinquent businesses

and employers collectively had owed the scheme $1.3 billion. During the presentation of the 2016 Budget, Finance Minister Winston Jordan had told the National Assembly that the NIS had faced several challenges over the years, including lack of compliance by both employers and employees combined with unprofitable investments. Jordan said then that the management of NIS will work diligently to ensure greater compliance through the enforcement of the laws. “This year (2016), management will be targeting delinquent businesses and employers, in order to recover the $1.3 billion in arrears owed to the Scheme,” he declared.

Injured cop found unconscious on roadway A THIRTY-two-yearold Police Constable was found unconscious early Monday morning and was taken to the Georgetown Public Hospital nursing severe injuries to the head.

According to a police press release, Police Constable # 24045 Winston Cooper of East Ruimveldt, Georgetown, is a member of the Presidential Guard.

He was found with injuries to the head at about 05:30hrs on the Mandela Avenue Public Road. Police said they did not know the details surrounding the incident and a “further update will be given later as no other detail is available

Dr. Singh said, going on to explain, “A strategy that lasts only for a political cycle is far too short-sighted to actually get the commitment of State agencies.”

He related that State agencies are mandated to commit to long-term plans which guide their work, usually over increments of five or ten years.

And as such, he posited that it is important for any government to have a “multi-cycle strategy” so that those State agencies, which fall under government, will also be guided on how their work should be implemented, and what targets should be set and thereafter achieved. **Based on his knowledge of the GSDS and its creation, the Former CIG head noted that a “green

paper” was supposed to be developed and taken to Parliament.

In simple terms, a “green paper” precedes a policy, and basically details an idea or vision the government has.

That paper is presented to the National Assembly, debated, and seeks to amalgamate the views of stakeholders. Subsequently, a “white paper” is formed, which will then

move forward to become law, once it has been passed by a majority vote.

The GSDS, Dr Singh said, is a proposal that should be put to the National Assembly for debate, and in some way should be fashioned into a part of Guyana’s legislation. What this safeguards against, he said, is that should there be a change of government, the policy should not be scrapped and redone easily.

Instead, it would have to go through the legislative process once more.

“Any strategy, by virtue of development of it and the actions related to it, creates a certain momentum of activities so that, regardless of what comes after, even if that strategy is redone, the elements of that strategy are maintained,” Dr. Singh explained.

This was the case, he said, with the previously

done Low-Carbon Development Strategy (LCDS).

In 2018, Head of the Office of Climate Change (OCC), Janelle Christian noted that the OCC continues to implement and execute projects articulated in the LCDS, mainly since these are tied to the bilateral agreement between Guyana and the Kingdom of Norway.

The GSDS is a 20-year strategy that details that Guyana will use its expected oil revenues to fund its sustainable development trajectory. As Dr. Singh explained, in some countries, national strategies become part of the legal framework of the country.

“I would advocate that the key elements of the GSDS be presented to Parliament, and has that legal standing to make it work,” he said in closing.

However, with 57 runs required from 36 deliveries, West Indies suffered a catastrophic blow when Allen was run out with the momentum of the match having shifted from Sri Lanka. He turned a delivery to short fine leg, belatedly accepted a call for the quick single with Pooran already bearing down on him, and was run out by nearly half-length of the pitch.

His dismissal proved the turning point and the Windies demise was confirmed when Pooran was caught at the wicket in the 48th over, flashing at medium pacer Angelo Mathews’s first ball in one-dayers in a year-anda-half.

All told, Pooran belted 11 fours and four sixes off 103 balls.

Veteran opener Chris Gayle helped carry West Indies early on with a patient 35 while Shimron Hetmyer chipped in with 29, and captain Jason Holder, 26, reviving their side after speedster Lasith Malinga (3-55) had reduced the innings to 22 for two in the fifth over.

None carried on, however, leaving West Indies short on 315 for nine off their 50 overs, and with their fifth straight defeat in as many games – their worst ever showing at a World Cup. Fernando had earlier put Sri Lanka in control of the encounter, gathering 104 from 103 balls as the Asians ended on 338 for six off 50 overs – their highest ever ODI total against the Caribbean side.

Sent in, Perera and Karunaratne gave Sri Lanka a splendid start when they capitalised on loose bowling to put on 93 off 92 deliveries for the first wicket.

Perera’s knock was a breezy one, striking eight fours off 51 deliveries while Karunaratne counted four fours in a 48-ball knock before slashing at a wide one from Holder and edging to wicketkeeper Shai Hope in the 16th over.

Three overs later, West Indies claimed their second wicket when Perera was run out at the non-striker’s end, failing to make his ground after being sent back by Fernando in mix-up over a second run.

However, Fernando then took the game away from the Windies in an innings containing nine fours and two sixes, while anchoring three successive half-century partnerships to put Sri Lanka back on top.

Playing in only his third match of the World Cup, the 21-year-old posted 85 for the third wicket with Mendis, 58 for the fourth wicket with Mathews (26) before adding a further 67 for the fifth wicket with Thirimanne.

He reached three figures in the 47th over off exactly 100 balls before falling in the next over, caught at long-off off left-arm pacer Sheldon Cottrell.

The Windies hopes of a solid start were then dashed as Malinga removed opener Sunil Ambris (5), gloving a pull behind in the third over and Hope (5), dragging on two overs later.

Gayle and Hetmyer came together to add 49 for the third wicket in a rebuilding

effort but the partnership was a slow one, requiring 62 deliveries and built pressure on the innings.

Left-hander Gayle tried to loosen the shackles but succeeded only in skying seamer Kasun Rajitha to Jeffrey Vandersay running back at gully in the 16th over, after facing 48 balls and hitting one four and a couple of sixes.

And Hetmyer, who counted two fours in an unusually humdrum 38-ball knock, perished two overs later via the run out route after he was sent back in a mix-up over a quick single with Pooran.

Staggering on 84 for four, West Indies steadied themselves through the efforts of Pooran who put on 61 for the fifth wicket with Holder before dominating a 54-run, sixth wicket partnership with Carlos Brathwaite (8).

The 23-year-old blossomed from a slow start – he managed just 16 runs from his first 27 balls – to reach his second half-century of the tournament off 57 deliveries by smashing the first ball of Karunaratne’s solitary over of slow medium over long on for six.

Pooran required only another 35 balls for his century, reaching the landmark in the 45th over with a couple to deep mid-wicket off left-arm seamer Isuru Udana.

Along the way he lost Holder, lazily lifting leg-spinner Vandersay to substitute Jeevan Mendis at mid-on in the 29th over and Brathwaite six overs later, run out at the non-striker’s end after a firm drive touched Udana’s fingers on its way to shattering the stumps with the batsman backing up too far.

Durant will now team up with fellow All Star Kyrie Irving, who will depart Boston after just two seasons, leaving behind a Warriors franchise he helped lead to three con-

On paper, Golden State had more to offer Durant than any other team.

James’ new running mate, Anthony Davis, forced his way from the New Orleans Pelicans in order to join the Lakers. Even reigning NBA Finals MVP Kawhi Leonard could soon be choosing a fresh destination over Toronto. Durant previously made a splash in free agency by moving from Oklahoma City to the Warriors three years ago.

The decision will perhaps leave the Warriors with a question mark hanging over them as they enter the 201920 season.

In response to Durant’s move, the team on Sunday acquired All Star guard D’Angelo Russell in a signand-trade deal with the Nets that will send championship stalwart Andre Iguodala packing. With shooting guard Klay Thompson also missing considerable time with a knee injury, for the first time in a long time the Warriors may not be calling the shots in the new season.

Djokovic starts Wimbledon title defence with win

TOP seed Novak Djokovic started his defence of the Wimbledon men’s title by beating Germany’s Philipp Kohlschreiber in straight sets as the pair opened up the tournament on Centre Court.

Inside the 15,000-seater arena, the 32-year-old Serb was never in serious trouble during a 6-3 7-5 6-3 win.

Djokovic is aiming for a fifth Wimbledon title and a 16th Grand Slam.

Gauff, 15, stuns five-time winner Venus Williams in massive upset FIFTEEN-year-old American qualifier Cori Gauff caused a stunning upset by defeating five-time Wimbledon champion Venus Williams in the first round.

World number 313 Gauff beat Williams - 24 years her senior at 39 - 6-4 6-4.

Fellow American Williams had won four Grand Slam titles - including two at Wimbledon - before Gauff was born.

“It’s the first time I have ever cried after winning a match,” said Gauff, who previously said Venus and sister Serena were her “idols”.

“I don’t know how to explain how I feel.

“I definitely had to tell myself to stay calm, I had to remind myself that the lines are the same lines, the courts

are the same size and after every point I told myself ‘stay calm’.”

Gauff will play Slovakia’s Magdalena Rybarikova - 15 years her senior - in the second round.

Williams turned professional 10 years before her opponent was born, with Gauff being the youngest player to qualify for the main Wimbledon draw since the Open era began in 1968.

She previously said the Williams sisters inspired her to first pick up a tennis racquet.

DESPITE damp ground conditions due to heaven rains on Friday evening, highly spirited golfers took to the Lusignan Golf Course in the usual effort to ensure they were in the Winners Row, as the LGC Executive kicked off its Caricom-weekend tournaments on Saturday.

In the Winners Row were Aasrodeen Shaw, Troy Cadogan, William Walker, Lekhnarine Shivraj and the greatly-improving Eureka Giddings.

The LGC’s second tournament – CARICOM Day tournament – is set for today from 9:00hrs.

Returned unopposed was President Avery Trim while he will be having Aubrey 'Shanghai Major as 1st vicepresident and Robert Langevine the second vice president.

Taking up the new General Secretary's position is Joseph Chapman who previously held the assistant secretary's position while Ms. Kellyann Quow is the new Treasurer and Norris Simon will function as the new Assistant

Secretary/ Treasurer.

The new Public Relations Officer is Keith Semple while the Commiittee Members are Nelson McKinnon, Johnny Trim , Troy Roberts, Audwin Rutherford, and Compton London.

However, the new General Secretary, Joseph Chapman; Public Relations Officer Keith Semple and Johnny Trim were not at the meeting but did send letters indicating their willingness to serve, as they are both overseas at the moment.

The new Management Committee of the MSC will meet on Thursday for their first meeting.

Wayward Osaka sent packing from Wimbledon

By Toby Davis LONDON (Reuters) - World number two Naomi Osaka’s hopes of a third Grand Slam title were shredded on Centre Court as she was dumped out of Wimbledon in the first round, losing 7-6(4) 6-2 to Kazakhstan’s Yulia Putintseva on Monday.

The Japanese, who had nervelessly battered her way to Grand Slam success at the U.S. and Australian Opens, failed to find her range on the slick lawns of the All England Club, tumbling out amid a flurry of unforced errors.

Putintseva was far from an unknown quantity for Osaka, having recently knocked her out in Birmingham, and again proved a resolute obstacle for the Japanese, fighting back after an early break to take the

first set on a tiebreak.

She broke the Japanese second seed twice in a dominant second set, wrapping up victory in an hour and 36 minutes when her opponent sliced a backhand into the net, becoming the first top-two seed to lose in the women’s first round since Martina Hingis in 2001.

Despite Osaka’s lofty ranking following her rapid rise to the sport’s summit, this was always going to be a potential banana skin for the Japanese, whose form since winning her second major in January has been patchy.

She had made only one semi-final since winning the Australian Open, had suffered a third-round exit at Roland Garros and had entered Wimbledon on the back of a second-round defeat by Putintseva in Birmingham.

Six of her seven defeats

in 2019 had been to players ranked outside world’s top 20 while the 39th-ranked Putintseva was looking for her third top-five win of the season.

If the omens had appeared to be conspiring against Osaka, she did herself no favours on court.

Things begun well when she broke in the third game, but it was not long before momentum swung towards her opponent, who broke back for 3-3 before claiming the first set on a tiebreak.

WHEN the Guyana National Rifle Association (GuyanaNRA) Smallbore Section held the Orinduik Development Inc.-sponsored Four Stage Action Pistol Shoot on Sunday last at the Timehri Ranges, Chad Melville, Stefan John and Jason Cox emerged as the respective A, B and C Class champions.

All four stages of the shoot were contested with a fixed time frame and limited ammunition. Melville accumulated 253 points, made up of 67, 76, 50 & 60 from the four

stages, to take the top spot in the A-Class.

In second, a mere two points behind was Azaad Hassan (69, 80, 39, & 63) with the third place being occupied by Satya Dayaram on 231 points (57, 74, 47 & 53).

RIHANNA made a surprise appearance in the crowd for the Sri Lanka v West Indies match at ICC Cricket World Cup 2019 in Durham on Monday.

The Work singer, pretty much startled the world – and Londoners – when she announced she has been secretly living in the capital for the last few months.

And in case we did not believe her, the 31-year-old made a surprise appearance at the cricket match to prove to us that she is really truly soaking up the UK culture – and rare sun.

The actress even posed for photographs inside the Riverside Stadium which the West Indies cricket team’s Twitter page then posted.

The singer from Barbados, where cricket is already a popular sport, cheered on from her seats with a friend as she wore a large white jacket which she paired with a matching crop top and high-waisted white trousers.

Adding on a truly large pair of rockstar shades, Rihanna completed her look with a bright red lip.

A brace each from Ishmael Pulsaram, Captain Shannon Samnauth and Tyrel Khan piloted Timehri Panthers to a comfortable 7-0 win over Mocha Champs when the 2019 edition of the GFF/NAMILCO Thunderbolt Flour Power U-17 League, East Bank Football Association leg kicked off on Sunday at the GFF Facility, Providence, EBD.

Following a brief opening ceremony and official opening remarks from National Milling Company of Guyana (NAMILCO) Finance Director Fitzroy McLeod, Timehri Panthers wasted little time in registering their first win.

Pulsaram netted the first goal in just the 2nd minute and from that moment, it was all Panthers. He was again on target in the 37th minute.

Captain Samnauth rocked the nets in the 9th and 24th minutes with Khan following suit in the 58th and 63rd minutes. The other goal came off the boot of Joseph De Freitas in the 17th minute.

West Coast Warriors stay unbeaten in Commonwealth Cricket League

WEST Coast Warriors romped to their seventh consecutive win when they rolled past Pasban Cricket Club by a whopping 142 runs on Sunday at the Van Cortlandt Park in New York in the Commonwealth 30-over Cricket League.

The Warriors, who are on top of the points table in the 24-team league, won the toss and opted to take first strike in a clash reduced to 25 overs, due to a late start.

Led by Zeeburg Sports Club cricketers, Balbinder Shivpersaud and Yutesh Avi Dhanpaul, the Warriors raced to 254-7 from their allotted overs. The in-form Shivpersaud registered his fifth consecutive half-century with a top score of 56.

Dhanpaul, who scored a century earlier in the league, finished with 49 runs, while V. Dhaniram added 40 and Rajendra Khan 33.
