Elections 2020: AG maintains CCJ has no jurisdiction to hear PPP/C’s appeal

By Svetlana Marshall THE Attorney General and Minister of Legal Affairs, Basil Williams, remains resolute in his position that the Caribbean Court of Justice (CCJ) has no jurisdiction to hear an appeal to the Court of Appeal’s decision on the interpretation of Article

177 (2) (b) of the Constitution, and on that basis is objecting to any decision that grants special leave to the People’s Progressive Party/Civic.

The PPP/C, through its General Secretary, Bharrat Jagdeo and Presidential Candidate, Irfaan Ali, earlier this week, moved to the CCJ to challenge the Court

of Appeal’s decision that the words “more votes are cast” in Article 177 (2) (b) are interpreted to mean “more valid votes are cast.”

But Ocelisa Marks, a Legal Officer attached to the Office of the State Solicitor, in an Affidavit filed on behalf of the Attorney General, said the CCJ must first determine whether it has jurisdiction. “…it is the first duty of this Court to satisfy itself on its jurisdiction and, if the

Court is of the opinion that it does not possess jurisdiction, it is the duty of the court, whether the question of jurisdiction is the subject of a formal appeal or not, of its own motion to pronounce accordingly,” the Legal Officer submitted.

Marks submitted that it is the contention of the Attorney General that the CCJ lacks jurisdiction. In support of this position, the Legal Officer pointed out that Article 177 (4) of the

Constitution indicates that any decision made by the Court of Appeal thereunder shall be final. “This article empowers the Court of Appeal to adjudicate matters of the type described in Article 177 to the exclusion of all other courts including the Caribbean Court of Justice, which is the final appellate court of Guyana,” Marks submitted in her Affidavit.

Further to that, it was submitted that while the Caribbean Court of Appeal

Act Cap 3:07 was enacted pursuant to Article 123 of the Constitution, it is limited in some regards. “Despite the jurisdiction conferred on the Caribbean Court of Justice under Part II of the Caribbean Court of Justice Act, Section 4 (3) of the Caribbean Court of Act, Cap 3:07 expressly limits the appellate jurisdiction of this Court. Section 4 (3) states that ‘Nothing in this Act shall confer jurisdiction on the Court to hear matters in relation to any decision of the Court of Appeal which, at the time of entry into force of this Act, was declared to be final by any law.’”

The explanatory memorandum of the Caribbean Court of Justice Bill No 15 of 2004, Marks said, was pellucid in its explanation that the CCJ would have no jurisdiction in relation to any decision of the Court of Appeal, which at the time of commencement of the Act, was declared to be final by any law.

They must be credible, absolutely credible,” asserted Prime Minister, Moses Nagamootoo, on Wednesday, in response to the calls for the Guyana Elections Commission to declare the results of the General and Regional Elections based on the votes tabulated during the National Recount, though thousands were reportedly compromised due to widespread anomalies and cases of voter impersonation.

As widely publicised already, Chief Elections Officer (CEO), Keith Lowenfield, submitted his elections report to the Chairman of the Guyana Election Commission (GECOM) on June 23, utilising only valid votes as ordered by the Court of Appeal.

His report showed victory for the A Partnership for National Unity + Alliance For Change (APNU+AFC) by more than 5,000 votes and the rejection of over 100,000 votes which were tainted with irregularities, anomalies or voter impersonation.

The three-member CARICOM Scrutinising Team sent to observe the National Recount had concluded in its report that the outcome of the recount of votes cast on March 2, 2020 was “reasonably credible”. The team had only observed 423 ballot boxes out of 2,339 which represents a mere 18 percent.

And so, the Chief Elections Officer, on whom the Constitution places the responsibility to pronounce on the credibility issue, in compiling the report for the results to be announced, said… ‘I cannot conclude that these elections have been fair and credible’,” the Prime Minister explained.

He added: “In some areas, there were so many multiple frauds committed that you had to be able to come to a conclusion that those votes that have been impacted by fraud ought not to be counted and that is the Constitutional role of the Chief Elections Officer and only the Chief Elections Officer.”

ADHERENCE TO LAW Nagamootoo said that the recount of ballots cast on March 2, 2020 proved to be true the position long held by the APNU+AFC that the PPP/C has a hand in electoral fraud.

He said that while the findings within some boxes might seem to be miniscule to some, when tabulated in their total sense, amount to a grave injustice to the Guyanese people.

“We have written letters and letters, some 60 letters to the Chairman of the Elec-

tions Commission, and the Elections Commission itself, about these abnormalities and instances of fraud,” he said.

He pointed to the CEO’s report, which confirmed that illegal acts did in fact take place, and to the ruling of the Court of Appeal that directed the Commission back to the Constitution and its National Recount Order, which states that GECOM must only declare valid votes.

“We have laws and we have institutions. All the laws so far and institutions that have pronounced about the elections in our country have given clear direction.

The direction is that valid votes must be used in the calculation of the results and those valid votes have been calculated. Those valid votes have been submitted to the Chairman of the Elections Commission. I believe that, based on the law and based on the sovereignty of our institution, the results should be declared on the basis of those valid votes,” the Prime Minister stated.

He said that, in such elections, the quality of ballots must take precedence over the quantity of ballots as it is the quality of ballots cast that will give the elections its credibility.

“It is clear from the explanatory memorandum of Bill No. 15 of 2004, that clause 4 provides the CCJ with both an original and appellate jurisdiction. However, it is the clear intention of section 4 (3) to restrict the jurisdiction of the Caribbean Court of Justice. Section 4 (3) preserves the jurisdiction of the Court of Appeal and has an overriding effect over any other provision in the Act,” the Legal Officer submitted.

She added: “The Parliament of Guyana would have considered Article 177 (4) of the Constitution which gives an exclusive jurisdiction to the Court of Appeal. Both the

Act and the Bill state that the Caribbean Court of Justice Act shall have no appellate jurisdiction in relation to decisions which at the time of the Act was declared to be final by law. One such law is Article 177 of the Constitution which was already in existence at the time of the Caribbean Court of Justice Act was enacted by the Parliament of Guyana in 2004.

In fact, this Article has been in the 1980 Constitution from its inception and continues to be a part of the laws of Guyana.”

Marks submitted that the application of Section 4 (3) of the Caribbean Court of Justice Act would result in

the Caribbean Court of Justice having no jurisdiction to hear the case brought by PPP/C Officials.

On Tuesday, the CCJ blocked the Guyana Elections Commission (GECOM) from declaring the results of Guyana’s 2020 General and Regional Elections pending its decision in the case brought by Jagdeo and Ali. The CCJ ordered that: “The Guyana Elections Commission and its officers and agents take no step to prejudice the fair hearing of this Application, including, but not limited to, issuing a declaration of the results of the elections held on 2nd March 2020, until this Court issues

final orders following the hearing and determination of the questions raised before this Honourable Court in the said Application” In issuing that and other orders, the CCJ relied on Section 8 of the Caribbean Court of Justice Act, Cap 3:07 of the Laws of Guyana but Marks, in her submission to the CCJ on behalf of the Attorney General, said Sections 6 and 8 are subject to Section 4 (3) which is the substantive provision under the rubric “Jurisdiction of the Court.” “….section 26 of the Caribbean Court of Justice Act cannot be relied on to confer jurisdiction of the Caribbean

Court of Justice in these circumstances. This section requires all laws, including the Constitution, in force in Guyana or otherwise having effect as part of the laws of Guyana immediately before the commencement of this Act, to be interpreted in a manner consistent with the provisions of this Act. These provisions include section 4 which defines the parameters of the Court’s jurisdiction,” Marks explained.

It was further submitted that the lack of jurisdiction is also supported by Article XXV of the Agreement which established the Caribbean Court of Justice. The Legal Officer pointed out that

paragraph 5 of the Article limits the jurisdiction of the CCJ in a manner similar to section 4 (3) of the Caribbean Court of Justice Act. That paragraph states: “Nothing in this Article shall apply to matters in relation to which the decision of the Court of Appeal of a Contracting Party is, at the time of the entry into force of the Agreement pursuant to the Constitution or any other law of that Party, declared to be final.”

Today, when the CCJ sits to conduct a Case Management Conference, it is likely that the issue of jurisdiction will be raised.

Coronavirus: US cases at highest level for two months (BBC) New Covid-19 cases in the US have risen to their highest level in two months, according to Johns Hopkins University, which is tracking the outbreak.

On Tuesday the US reported 34,700 new cases - the third highest daily tally since the US outbreak began, according to AP news agency.

Some southern and western states have been reporting record numbers of cases.

On Wednesday New York, New Jersey and Connecticut said they would quarantine people coming from hard-hit states.

Currently, those states are Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Texas, Washington and Utah, the governor of New York state Andrew Cuomo told reporters.

"This is a smart thing to do," New Jersey's Governor Phil Murphy said.

"We have taken our people, the three of us from these

three states, through hell and back, and the last thing we need to do right now is subject our folks to another round."

Health officials say the coming weeks will be crucial to stem the outbreaks.

On Tuesday America's top infectious disease expert Dr Anthony Fauci told lawmakers there was "a disturbing surge of infection" and "increased community spread" in many southern and western states.

"A couple of days ago there were 30,000 new infections" in a single day, he said.

"That's very troubling to me."

He told Americans to take social distancing measures, saying: "Plan A, don't go in a crowd. Plan B, if you do, make sure you wear a mask."

GWI installing new pipeline Leguan man dies after along Cemetery Road crashing into koker

FOLLOWING a rupture of a 14-inch water transmission line on Cemetery Road last Saturday, the Guyana Water Incorporated (GWI) has begun the installation of a new pipeline along the Cemetery Road carriageway.

The laying of the approximately 700 feet of pipes is expected to be completed by Friday.

The company noted that, due to the proximity of the rupture to the cemetery, and the risks associated with working in the conditions of a flooded cemetery, the decision was taken to abandon a section of the pipeline, and install a new line along the carriageway of Cemetery Road.

“It’s [the pipeline] much more into the cemetery [than previous ruptures] so for that reason we will not be able to repair that main. The cemetery is submerged right now and the main and the tombs are at the same level so what we’re doing now is re-routing that line and moving that line along Cemetery Road and

abandon that line within the cemetery,” explained GWI Executive Director of Operations, Dwayne Shako, after assessment of the rupture was done last Saturday.

The affected pipeline runs along the Le Repentir Cemetery.

GWI Regional Manager (acting), Eson Pearson, noted that, initially, the tombs were not as closely located to the pipeline.

“The pipe is run not more than three feet from the tombs. Originally the tombs weren’t as far in front here but as they didn’t have enough space the tombs started to come more out to the front and closer to the pipe now. So we’ve decided to relocate the pipes,” Pearson explained.

Works on the project have been going along smoothly except for a few hiccups.

“We did have some obstruction with GTT, because they have their lines, and we had some setback with that and we had to divert a little,” Pearson explained.

The project also encountered some issues with sourcing the requisite materials.

“We were supposed to start earlier but we had some problems getting some fittings to fit the pipes. Because a lot of people don’t have this 14-inch pipe in the country, muchless to have the fittings, so we had to wait until that came before we could go on with the work,” Pearson said.

“For the last 1.5 – 2 years we’ve been doing a lot of work here because it ruptured on several different occasions, about six times. The pipelines have reached their limit, they’re rotten and can’t take the pressure of the water any longer,” Pearson related.

THE close-knit community of Leguan Island, in the Essequibo River, was plunged into mourning and deep shock when a 25-yearold resident crashed into a koker and died early Wednesday morning.

Dead is Phillip Sooklall, a father of two, of La Bagatelle Village, who attended a birthday party and was heading home at the time he met his demise.

His wife, Ashma Sooklall, is six months pregnant with their third child and is so broken up by the tragic turn of events that nurses have had to caution her about her health and that of the baby.

The accident took place just after midnight on Tuesday at the Blenheim Koker, where Sooklall reportedly lost control of the motorcycle and crashed.

manners. He worked as an attendant on a mobile shop in Leguan.

Sooklall’s mother, Indranie Sooklall, told the Guyana Chronicle that her son was a humble, kind individual, whom everyone on the island knew, owing to his work on the truck.

She said even strangers have been pouring in at their home to offer their sympathy.

The Recent Lowenfield Report IN the wake of the Court of Appeal’s ruling that the declaration of a president must be premised on “valid votes” the Chief Elections Officer, Keith Lowenfield, has submitted his report to GECOM’s Chair for consideration by the Commissioners. This is the second report submitted by the CEO within the last few days. The first report was rejected by a majority of the commissioners on the grounds that it did not utilize the numerical report of the recount. He was subsequently asked to prepare another report based on the latter. But before he could comply with that request, Eslyn David moved to the Court of Appeal to ask the court to find that only valid votes could be used for a declaration of the president.

The court, last Monday, ruled in David’s favour and, in the process, ordered GECOM to consider only valid votes in its determination of the winning candidate.

While the court did not explicitly define

what is a valid vote, it drew attention to Order 60 or what is popularly known as the Recount Order. That order explicitly defined the validity of a vote within the context of the election’s credibility. A valid vote therefore is a credible vote based on the criteria set out by the Order.

As the Order States in part “ And whereas the Guyana Elections Commission, in exercise of the authority vested in it under Article 162 of the Constitution and pursuant to Section 22 of the Elections Laws (Amendment) Act, No. 15 of 2000, seeks to remove difficulties connected with the application of the Representation of the People Act, Chapter 1:03, in implementing its decisions relating to the conduct of the aforementioned recount of all ballots cast at the said elections, including the reconciliation of the ballots issued with the ballots cast, destroyed, spoiled, stamped, and as deemed necessary, their counterfoils/ stubs; authenticity of the ballots and the number of voters listed and crossed out as having

voted; the number of votes cast without ID cards; the number of proxies issued and the number utilized; statistical anomalies; occurrences recorded in the Poll Book.”

So, Lowenfield has now produced a report based on the ruling of the Court of Appeal— it is based on valid votes. The report gives the APNU+AFC a one seat majority (33 seats), with the PPP/C (31 seats) and the three smaller parties (1 seat) sharing the remainder of the 65 seats. This new report differs from the previous one in two ways. First, unlike the first report which could only validate approximately 40% of the votes cast, this new report validated 75 per cent . Second, whereas the first report asked GECOM to consider annulling the elections, this report suggests the declaration of a winner.

The basis for the difference between the two reports is the Court of Appeal ruling which has changed the dynamics. The ruling provides a level of clarity that was not there before. Towards this end, it dis-

cards the suggestion that a declaration can be made based solely on the quantitative aspect of the recount. It therefore empowers the CEO to take into consideration the qualitative aspects of the outcome of the recount.

Finally, the report appears to have removed only those votes that can be easily invalidated such as those which cannot be reconciled by the necessary statutory documents and those that involved voter impersonation. This in turn eliminates the charge that he has removed votes that are based on allegations and that are not investigated. The cry that the report disenfranchises 25 per cent of the votes does not hold water. It is not a case of disenfranchisement; it is one of validity of the votes. Removing votes that cannot be reconciled does not logically lead to disenfranchisement. Rather, permitting invalid votes logically leads to disenfranchising a large section of the electorate of the government.

Remembering ‘Big Six’

RECENTLY, I read with keen interest an article in the local press entitled, "The Execution Of Big Six. "The missive recounted the slaughter of police constable 15418 Adrian Williams, called Big Six, on Saturday, July 6, 1996. The article brought back memories of Big Six, his murder and some important developments that followed. Please permit me to share them with your readers.

I knew Big Six well. As the Force Training Officer, I interviewed and recruited him. He told me that since

he was a little boy he wanted to become a policeman.

I was responsible for his initial training as a recruit.

During that period of training, I discovered that he was well disciplined, very active and had a perpetual smile. He had a very serious addiction for learning the job of a policeman. He graduated with high marks and excelled in the field of drill and weapon training.

His instructor wrote, " A well-disciplined trainee. He has the potentials to become a very senior police officer.

"We developed a strong father/son relationship.

We had numerous confab-

ulations on various topics.

After graduation, he was posted to Brickdam Police Station and then to East Ruimveldt Police OutPost.

Flashback! On Friday July 5, 1996 I chaired a closing ceremony for a Supervisors' Course at the Felix Austin Police College, Georgetown. Commissioner Laurie Lewis delivered the feature address. In his address to the participants, he posited "Whenever a policeman leaves his home to go to work, he does not know whether or not he will return home alive.

"Those words would come back the next evening to

haunt the Commissioner.

During the evening of Saturday July 6, 1996, while Big Six and Rural Constable Sean Jack were responding to a report in their station district, they came under attack by armed bandits.

The gunmen riddled Big Six with bullets. He died at the scene. He was the only child for his mother who, by then, had passed child-bearing age. R.C. Sean Jack dropped his bicycle and bolted faster than Usain Bolt. He survived unscratched. He later migrated to Berbice.

During the preparation for the wake and the funeral arrangements, I spoke with

Commissioner Lewis. I reminded him of the words he uttered at the Felix Austin Police College and requested of him not repeat them again. He agreed, although he still held the view that no matter how routine the assignment might seem, a police officer’S life is often at risk. Death lurks around the next corner.

The compensation approved by the government was equated to that paid out to the famalies of policemen 4412, Inspector Whittington Brathwaite; 4590 Sergeant James Anderson; 5611 Constable James Mc Kenzie; and 5691 Constable William Norton, who were killed during the 1969 Rupununi Uprising. Wills was ashamed to offer it to the mother. Commissioner Laurie Lewis was perturbed but, as usual, he saved the day. He went outside of the box and brought sanity to the sad state of affairs.

PM Mottley violates sacred tenet of her legal profession … called on to harness her behaviour Dear Editor It is disappointing that none other than the sitting head of CARICOM, a Queen’s Counsel in law, choses to make comments subjudice even as the Caribbean Court of Justice (CCJ) is yet to hear a case brought before it on the recent elec-

tion. Evidently forces are at work not to have us conclude this election in a lawful and orderly manner.

Guyana continues to struggle to conclude its election amidst legal challenges, international interference as to the credibility of the results, and the most recent

ruling by the Appellate Court that only valid votes must be counted.

The opposition has approached the CCJ to pronounce on the Court of Appeal decisions. It is their right to so do. They and the respondents are entitled to due process to aid clo-

sure in our election and this must be respected. Guyana is no less deserving than any CARICOM member-state or any member within our diplomatic community fold to seek resolution through judicial process. All parties in Guyana, inclusive of government, are entitled to pursue legal justice.

Prime Minister Mia Mottley of Barbados, by speaking to an issue before the court,

in violation of the sacred tenet of her profession, has sought to compromise herself and the process. In this regard she is either deliberately setting out to influence judicial ruling or public opinion. Some may consider her interference as an insight to her judicial integrity and an impartial leader in CARICOM when such leadership is required.

This is not the first in-

stance, since Guyana’s electoral struggle, that Ms. Mottley has put her foot in her mouth. The last time she displayed contempt for a Guyanese right to judicial recourse she completely ignored that the first CARICOM team played a part in seeking legal review as to the scope of their mandate in the recount exercise.

The article 177(4) of the constitution states; “The court of appeal shall have exclusive jurisdiction to hear and determine any questions as to the validity of an election of a President in so far as that question depends upon the qualification of any person for election or the interpretation

of this constitution; and any decision of the court under this paragraph shall be FINAL.” Remember, I stated that only a fool wouldn’t know the meaning of final. Apparently Bharrat and the PPP are, since they made an appeal to the CCJ. Can you remember our Chat-3 stating “fraud is fraud?” Let me share this with him. Final is final. What part of that you don’t understand?

After three months, I have had enough. Where is Vincy Ralph when we need him? I guess I have to do it. Bharrat take your licks like a man! And you Irfaan, please take down those victory billboards. Years later, Commissioner of Police, Seelall Persaud, took a page out of the book of Commissioner Laurie Lewis.

He engaged the business community and members of various religious bodies and formed the Fallen Heroes Foundation Inc. which is intended to provide financial and other support for the children of the police ranks killed in the line of duty.

During the crime wave, popularly called 'The Trou-

bles’ President Bharrat Jagdeo established a fund whereby the families of each police rank killed in the line of duty were awarded GY$1M. Several policing establishments have similar facilities for their ranks. In the United States of America, there is the Public Safety Officers' Benefit Program.

The recount process showed beyond a shadow of a doubt that tens of thousands of votes could not be deemed valid or credible because of fraud, discrepancies and irregularities. There were multiple cases of dead persons and migrated persons documented as having voted, which is voter impersonation. These are clearly not valid votes. In addition, there were missing ballots, unstamped ballots, missing poll books, unsigned and missing oaths of identity, more ballots than electors, among other irregularities.

As we await the final declaration and swearing of President David A. Granger as leader of the country for a second term, we take this opportunity to laud his excellent leadership and that of his team which has guided us as-

tutely through these last five years of extreme challenges.

During this period, he has guided us safely through the NCM betrayal and the yet-tobe concluded 2020 electoral process, where forces within and outside of Guyana has been unsuccessful in their efforts to thwart the will of the Guyanese people in their continued struggle for social equity, social justice and to safeguard our fledgling democracy.

The stated mission of COPS is to provide resources to assist in the rebuilding of lives of families of law enforcement officers killed in the line of duty as determined by federal criteria. Perhaps, the Guyana Police Force can learn a few things from the American System to broaden and strengthen their benefits package.

Big Six did not live long enough to realise his true potentials. Bandits abbreviated his innings.

However, his death influenced Commissioner Laurie Lewis to establish the much-needed Police Disaster Fund or Benovolent Fund . As alluded to above, Commissioner Seelall Persaud replicated the work of Commissioner Laurie Lewis by establishing the Fallen Heroes Foundation Inc. These packages are play-

ing a great role in bringing some amount of relief to the dependants of police ranks who were killed in the line of duty or who died while serving as members of the Force. When I remember Big Six, tears will not come to my eyes, but a smile will emerge on my face. May he continue to rest in peace.

Guyana may not be affected by Sahara dust ANOTHER bout of the dust plume called the Saharan Air Layer (SAL) that was experienced in neighbouring Trinidad and Tobago and other Caribbean islands earlier this week, is expected again this weekend.

But according to Lyndon Alves, a meteorologist attached to the Hydrometeorological Department of the Ministry of Agriculture, with lots of rains forecasted for Guyana it has not yet been determined whether Guyana would be affected.

On Sunday and Monday, a massive cloud of dust settled over Trinidad but it passed Guyana, Alves recalled.

The Sahara dust, as it is commonly called, is described as a mass of dry and dusty air that travels from Africa across the Atlantic toward the United States. It forms in the Sahara Desert

in the spring, summer and early fall and moves over the tropical North Atlantic.

When it makes landfall, it descends like a thick gray cloud or haze over land, thus making sunsets appear even more vivid, the US National Ocean and Atmospheric Administration stated in an article.

While dust plumes from the Sahara are said to be normal at this time of the year, the recent one that started in western Africa last weekend made headlines as one of the most extreme in recent history, appearing much clearer in satellite imagery than others, due to its massive size, CBS reports state.

The main impact will be particularly colourful sunrises and sunsets, as well as hazy skies, it added.

Meanwhile in neighbouring Trinidad, unhealthy levels were recorded in Tobago among the vulnerable group and among those cautioned were persons suffering from respiratory illnesses and

heart disease who may potentially suffer premature death.

Additionally, persons with increased aggravation of respiratory symptoms in sensitive groups such as older adults; children and people with respiratory ailments and allergies; increased aggravation of heart

and lung disease and premature mortality in people with lung disease; increased respiratory effect in a general population; heart or lung disease; older adults, children and people with respiratory ailments or allergies were warned to avoid prolonged or heavy exertion.

The Sahara dust is, however, known to be a natural feeding source of minerals to the western Atlantic coast where it contributes to soil fertility and is nutrient to the rainforests in South America.

Nature lovers admire its vibrant effect on colourful sunsets and environmental physicists appreciate its protective effect from solar radiation and its marine bio-geochemical cycling.

Nevertheless, its intrusions have been a cause of global concern in recent times, owing to air pollution and its associated health risks.

Kaieteur News silences David Hinds, Lincoln Lewis Dear Editor, I write this letter to demonstrate and expose the duplicitousness of the Kaieteur News, and its questionable commitment to democracy and freedom of speech. Having noted the absence of David Hinds’s column, “Hinds Sight” from the Sunday 21 June 2020 edition of that newspaper, I became suspicious of my long-held fear that Hinds’ column was in danger of being “axed” and was on the cards. On checking the Sunday issue, my fears were unfortunately confirmed.

I was informed that both David Hinds and Lincoln Lewis were told by the owner of Kaieteur News to desist from writing columns which conflicted with newspaper’s political stance on the March 2 General and Regional Elections. What followed was the

non-publishing of the Hinds’ column. In my opinion, this is political oppression by the rich and powerful on the behalf of the PPP/C and is a demonstration of the use of Indian economic power in the political equation. Kaieteur News’ position amounts to “rigging” the post-election discourse in favour of the PPP/C. It is a clear indication of the disadvantage the African community, its political leadership and their allies have experienced throughout the election period. It is the consorted effort of Indian power in the media industry to crush the APNU+AFC into defeat by managing the political narrative to the advantage of the opposition PPP/C. The private media is 90 per cent Indian-owned and controlled and when it uses its enormous power to shape public opinion in a partisan manner, “ talk of free and fair elections becomes a joke”.

It is now clear to all that the owner of Kaieteur News, who had criticised the Guyana Chronicle for removing Hinds and Lewis as columnists from that newspaper for their independent stand on government policies, is now in a strategic alliance with the very same policies his newspaper previously condemned.

It is now clear that Glen Lall, when he had extended an open hand to those rejected columnists, giving them access to the pages of Kaieteur News, did so not out of love for democracy and freedom of expression, but mainly for financial reasons, more specifically the enhancement of sales. And now in this election cycle, he is working for the political opportunity of strengthening his paper’s anti-coalition credentials, in support of the PPP/C. Kaieteur News owes its success to African talent though its former Editor in

Chief. Adam Harris, whose commitment and dedicated work and his long-standing links with the African community led to the massive African support of that newspaper. The recent developments in Kaieteur News as it relates to the Hinds and Lewis columns, confirm the rumours surrounding Mr. Harris’s unceremonious departure from the Kaieteur News. It concords with the now known demand from its owner for his newspaper to support the PPP/C at any cost – even at losing its renowned Editor in Chief. I have no doubt that the well informed Freddie Kissoon is aware of these developments in Kaieteur News, but the self-proclaimed defender of democracy and fighter for the free press has found himself compromised and so dependent on the Kaieteur News that he can't take a stand against wrongdoings in that

media house. This testifies to how hypocritical Kissoon can be when it comes to his survival. He Kissoon has even gone further, his writings are now bereft of any pretense of objectivity, and reflects rabid and abject support for the PPP/C at every level.

I have long come to the position that given the race/ political divide in the country, Indian economic power and consequent power in the media, and the partisan use of that power, is determining what will be published and from who. Consequently, contributors to these media houses are open to being manipulated when it comes to important and critical discussions, whether it is social, economic or political matters in the country. My conviction on this matter was developed having witnessed the deliberate exclusion of the WPA from the pages of Kaieteur News for many years despite

our multi-racial history. As an African political activist, I am keenly conscious that in being critical of the African leadership, and or the APNU+AFC Coalition, you run the risk of deliberately being manipulated. And this reality forces one to engage in self-censorship.

I end by observing the deficit in the country of African-owned and controlled media houses that are committed to counterbalance Indian domination in this area of national life.

This on my part may be wishful thinking given African marginalisation in the economy with little business enterprises to support media houses.

When the election is over Guyana can survive without CARICOM, Barbados cannot. This statement is made in light of prior threat of former CARICOM leaders that Guyana can be expelled from CAR-

ICOM and other international organisations. The disrespect of Prime Minister Mottley, Prime Minister Ralph Gonsalves or any other Caribbean leader will not be tolerated by Guyanese. Not at this juncture.

We will not tolerate this political interference, diplomatic bullyism and our right to resolve our conflicts judicially.

We remind Prime Minister Mottley that though she feels safe today secured

in her office she, like Prime Minister Gonsalves, also faces political opposition.

Whereas her government functions with a pseudo parliamentary opposition, Guyana is a true democracy where people have choice

of leadership and are not subjected to one-party rule as she presides over. Guyanese have choices. We have a genuine opposition and genuine government collectively representing the people of this country.

Caribbean can benefit during pandemic

--- former CDB Director Dr. Ram says

By Lisa Hamilton FORMER Director of Economics at the Caribbean Development Bank (CDB) Dr. Justin Ram has said that notwithstanding the COVID-19 pandemic, which has rendered the Region financially challenged, there still abound opportunities for investments which can keep the Caribbean on its feet.

He shared his ideas on the topic as a guest on the Guyana Economic Development Trust (GEDT) webinar on Wednesday, which was centred on ‘Caribbean Resilience: Planning for Post-Pandemic Recovery.’

Dr. Ram said the Caribbean has always been vulnerable and while this is well established, the COVID-19 pandemic has caused the Region to further recognise its vulnerabilities in the areas of health and the economy.

“The problem in the Caribbean is that any time some-

thing happens, we seem to have these challenges impact us in a negative way, in the worse possible way, and that really just means that we’re already vulnerable and we need to think about how we can turn our vulnerabilities into investable opportunities,” Dr. Ram said.

OPPORTUNITIES EXIST In order to do so, he said that there are key areas that must be considered. One of these is macroeconomic, through which governments balance their accounts and save for future emergencies.

Another area is through private-sector growth which aims to ensure that countries’ business environments, through their private sectors, are engines for growth.

Dr. Ram said that the Caribbean needs to move up the ranking of ‘Doing Business’ as the Region currently averages at 125 out of 190

countries.

“That’s not good enough when you think about some countries in conflict around the world have a better Doing Business environment than the average Caribbean county,” he posited.

The former CDB Director who is now the Chief Executive Officer (CEO) at GSec, said that there are also opportunities for investment in equalisation of opportunities.

This, he noted, should begin by ensuring that all students, no matter where they live or what economic class they fit into, have access to quality education. All persons should also have equal access to health care and transport, to name a few.

However, to achieve this, he said that countries must possess a competitive economy which not only provides persons with access to equal opportunities, but allows them to turn this into “tangible rewards.”

Added to this, Dr. Ram noted that the Caribbean has the opportunity to invest in resilient infrastructure.

“That resilient infrastructure must be able to withstand the effects of hurricanes or other types of natural events that frequent our Region from time to time,” he advised.

THE Private Sector Commission (PSC), on Wednesday said it was appalled by the report of Chief Elections Officer (CEO) Keith Lowenfield, which was submitted to the Chairman of the Guyana Elections Commission (GECOM), Justice (Ret’d) Claudette Singh using only “valid votes” cast at the General and Regional Elections.

Though the CEO said that he acted on the guidance of the Court of Appeal, the PSC views the report as a “direct defiance” to the direction given by GECOM Chair, Justice (Ret’d) Clau-

dette Singh on June 16, in which, he (the CEO) was instructed to submit a report using the results of the recount.

The PSC contended: “The Court of Appeal has, in fact, given no such guidance nor has it given direction to the chief elections officer.

Mr. Lowenfield had also presumed to act on a decision of the Court of Appeal which had been stayed and [is] of no effect.”

It pointed out that the CEO’s report seeks to disenfranchise some 115,844 or 25 per cent of the persons who legitimately cast their

votes on March 2, 2020.

The PSC therefore termed the report as “fraudulent” and a “criminal attempt” of the CEO to manipulate the elections results.

BASIS OF REPORT The Court of Appeal on Monday in establishing jurisdiction to adjudicate solely on the interpretation of the Constitution, ordered that the words “more votes are cast” be interpreted to mean “more valid votes are cast” in relation to the General and Regional Elections. The court had taken into consideration Order

No. 60, which was used by GECOM to facilitate a national recount in its quest to determine “a final credible count.”

It was on that basis that Lowenfield submitted his elections report to the elections commission using only valid votes cast.

“I have taken note of the guidance of the Court of Appeal in Eslyn David v Chief Elections Officer et al in the preparation of my report under Section 96 of the Representation of the People Act and providing advice as required by Article 177 (2) (b) of the Constitution of the Cooperative Republic of Guyana,” Lowenfield said in his report to Justice Singh.

Even so, the PSC stated: “The Private Sector Commission condemns in the strongest possible terms this most recent act of Mr. Lowenfield, which we believe to be tantamount to criminal malfeasance. The Private Sector Commission urges upon GECOM immediate action to suspend the chief elections officer from any further participation in the election process until such time as a full and independent investigation can be held into his conduct.”

“From year in and year out, we come up with very lovely, glossy, medium-term development strategies or vision documents, but when

you look back, many of the things that were so well articulated within those glossy pages have not been implemented and that is simply because we don’t pay enough attention as to how you go about implementing,” he said.

Dr. Ram has also cautioned governments in the Region to take a closer look at how they go about financing their development. He said that methods should be considered which give persons an equitable stake in economies.

He stated: “It is time for us to democratise investment.

Everybody must now have a stake in the economy as it goes forward and that includes not only those who are living within these countries, but how can we also get the diaspora to start putting some of their resources.”

For example, he said that remittances which the Caribbean largely benefits from, can also be placed into investment so that the diaspora can have ownership in nations they are from.

According to reports, on Tuesday around 16:30hrs, the child’s father, Ram Alban, a 36-year-old farmer of Phillipai Village, Upper Mazaruni, was

with his 31-year-old wife, Carolina Alban, and five other persons inside of a canoe heading towards the family’s farm when the accident occurred.

Ram Alban and his wife reportedly made every effort to rescue their daughter but were unsuccessful while the others managed to swim ashore.

A search was launched to recover the child’s body.

GTI to launch online course in July –– applicants will be able to enter without needed CSEC passes

THE Government Technical Institute (GTI) will on July 6 be launching a six-week virtual preparatory course for prospective diploma or certificate programmes on for students who would have not met required grades at the Caribbean Secondary Education Certificate (CSEC) level for admission.

According to the institution the course, which will begin in a few weeks will cater only to persons who gained a grade for or five in Mathematics, English Language, Physics

or Chemistry at CSEC, but have applied and have had their applications processed.

Nevertheless, candidates will be expected to write a qualifying examination which will guarantee entrance into the institution once they are successful.

Additionally, GTI’s Welfare Department will be providing certain welfare services including online mentoring/counselling, resume and interview preps, health talks etc, to support students during this epidemic.

CARICOM chair concerned about CEO’s report --- says elections stalemate in Guyana brings Region “great sadness” --- urges political maturity

CHAIRMAN of the Caribbean Community (CARICOM) and Prime Minister of Barbados, Mia Mottley, has expressed concern, on behalf of the Region, that some 115,000 votes were invalidated by the Chief Elections Officer (CEO), Keith Lowenfield, and as such, were not included in his report to the Guyana Elections Commission (GECOM) on Tuesday. “…we must ask on what grounds and by what form of executive fiat, does the Chief Elections Officer determine that he should invalidate one vote, far less over 115,000 votes, when the votes were already certified as valid by the officers of the Guyana Elections Commission in the presence of the said political parties,” Mottley questioned on Wednesday.

At the time, the Barbadian Prime Minister was delivering a statement to the Re-

gion, and more so Guyana, in her capacity as Chairman of CARICOM. According to her, Guyana’s prolonged electoral process is not only unbecoming of the political parties involved but portrays the entire Region in a bad light.

As such, she called on political parties that believe that there is evidence of fraudulent or improper conduct during the elections to take the route of an elections petition.

The CARICOM Chair reminded that the CARICOM Scrutinising Team which observed Guyana’s national recount process travelled to Guyana despite the COVID-19 pandemic and concluded that the will of the Guyanese people was expressed on March 2nd and is reflected in the physical recount.

Mottley therefore stated: “We must remind all that if there is any evidence of fraudulent or improper con-

duct, then there is a clear and well-accepted route to deal with these matters. It is through an election petition to an election court. Any attempt to provide numbers different from those certified by the

staff of the Guyana Elections Commission has left many in shock and wondering what next will happen to frustrate the will of the Guyanese people.”

ILO warns of COVID-19 migrant ‘crisis within a crisis’ 24 June 2020, GENEVA (ILO News) – TENS of millions of migrant workers, forced to return home because of the COVID-19 pandemic after losing their jobs, face unemployment and poverty in their home countries, the International Labour Organization has warned.

As containment measures ease, millions of migrant workers may be required to return home to low and middle income countries where labour markets, which were fragile before the COVID-19 outbreak, are now further weakened by the additional strain of high levels of unemployment and serious business disruptions due to the pandemic. In addition, their families will suffer financially from the loss of the remittances normally sent to them.

Meanwhile, other migrant workers have found themselves stranded in host countries without access to social protection and little money for food or accommodation. Even those with jobs may be taking reduced wages and living in cramped worksite residences where social distancing is impossible, putting them at greater risk of contracting the virus.

While many migrant workers, particularly women, are doing essential jobs for their host societies during the pandemic, particularly in the

care or agriculture sectors, those in other sectors have lost their jobs or have continued to work informally.

“This is a potential crisis within a crisis,” said Manuela Tomei, Director of the ILO’s Conditions of Work and Equality Department.

“We know that many millions of migrant workers, who were under lockdown in their countries of work, have lost their jobs and are now expected to return home to countries that are already grappling with weak economies and rising unemployment. Cooperation and planning are key to avert a worse crisis.”

It is estimated that there are 164 million migrant workers worldwide, nearly half of them women, comprising 4.7 per cent of the global labour force. While not all of these workers will return home – after losing their jobs or for other reasons – informal ILO research in more than 20 countries indicates that many millions are expected to do so.

Most of their home countries have very limited scope to reintegrate such large numbers, and often do not have policies and systems in place to ensure effective labour-migration governance and smooth reintegration plans, including for skills development and recognition. Governments in Asia and Africa, in particular, expect millions

of migrant workers to return, whether through compulsion or voluntarily, as their job prospects evaporate.

A package of ILO briefing and policy documents focusing on the effects of the COVID-19 pandemic on workers who are migrants, refugees, or forcibly displaced persons, draws attention to the potentially serious social and economic impact if returns occur over a short period of time and if migrants are not included in social-protection measures or given help to reintegrate into national labour markets.

The research also shows how returning migrant workers bring skills and talent that can help their home economies rebuild better after the pandemic. However, the key to unlocking this potential is the establishment of rightsbased and orderly return and reintegration systems, access to social protection, and proper skills recognition. This can facilitate better skills and jobs-matching, thereby increasing productivity for national industries.

In addition, migrant workers may bring knowledge and capital to open new businesses that can help to improve employment opportunities.

Helping returning migrants reintegrate will also reduce tensions in their home countries, where some com-

munities may fear that returning migrants may bring the virus or take jobs away. Rebuilding the livelihood strategies of returning migrants will allow them to pay any debts related to their original recruitment abroad, avoiding the risk of forced labour and human trafficking, or re-migration through irregular pathways.

“With the right policies, the return of these workers can be converted into a resource for recovery,” said Michelle Leighton, Chief of the ILO’s Labour Migration Department. “These migrants will bring with them talents and new skills, and in some cases capital, that can support efforts in their home countries to build back better. We must help these countries grasp the opportunity.”

The ILO publications include assessments of the impact of COVID-19 on migrant workers in Jordan, Lebanon and the ASEAN region, on seasonal workers’ schemes, and on refugee workers and other displaced persons. There is also guidance on policy responses to help maximise the benefits of the returning wave of migrants, including procedures for recognising skills acquired, ensuring fair recruitment, extending social protection coverage, and help with finding new jobs or re-migrating safely.

the actions of political parties involved in Guyana’s elections and do not believe that they are acting in the best interest of the people.

“Regrettably, we have seen a level of gamesmanship that has left much to be desired and has definitely not portrayed our Caribbean region in the best light. This is definitely not our finest hour and we must not shy away from that reality,” she said, later adding: “The role and focus of political parties must be useful and not obstructive in embracing and promoting the clear and expressed will of the people. And when we confuse and frustrate that will is when we begin to sow the very seeds of discord and acrimony that we are sworn to dissuade and discourage.”

Mottley nonetheless assured the public that CARICOM remains committed to the people of Guyana and remains resolute that the report of its observer mission was very clear in its conclusions.

She thanked the Guyanese people for their patience and further urged that they be committed to the fact that no electoral process can replace the life of anyone and, therefore, there must be room for all, regardless of who wins and who loses.

Human skeletal remains found in abandoned High Street building

THE skeletal remains of an unidentified person were discovered in an abandoned two-storey building at High and Princes Streets, Georgetown.

The Guyana Chronicle understands that the remains were discovered on June 3,2020, but the police released the report to the media only on Wednesday, June 24.

On June 3, around 07:30hrs, the remains were found in the abandoned building by the police after a security guard stationed at a nearby building reported a strong stench coming from the opposite building.

A party of police officers along with a team from the Crime Lab, Eve Leary, went to the location which is a plot of land owned by a Subryanville, Georgetown businessman. There is a two-storey wooden and concrete building facing east on this plot; the building is unsecured and unoccupied in a completely fenced yard. The officers entered the building through an open door to the northern side of the lower flat and saw what appeared to be the skeletal remains of a human lying on the ground. The scene was processed and the remains were escorted to the Lyken Funeral Home, where it is awaiting identification.

Several persons in the area were questioned but no useful information was received. An investigation is underway.

On Tuesday, a joint statement came from Ambassador of the United States (U.S.) of America, Sarah-Ann Lynch; the British High Commissioner, Greg Quinn; the Canadian High Commissioner, Lilian Chatterjee and the Ambassador of the European Union (EU), Fernando Ponz-Canto.

The four diplomats said that they are concerned that more than 100 days have passed since the elections and a declaration of the results has not be made.

While applauding Guyanese for remaining patient and peaceful during the ongoing electoral impasse, the diplomats upheld the position of the CARICOM Observation Team that nothing witnessed during the physical recount warrants a challenge and that “the recount results are acceptable and should constitute the basis of the declaration of results of the March 2, 2020 elections.”

“It is important in our view that every vote, cast by every voter, be reflected in that declaration, in order to ensure that the will of the people of Guyana is respect-

trust GECOM to meet its constitutional duty to issue a declaration on the basis of the results of the Recount as confirmed by CARICOM, to ensure the democratic choice of the people is fulfilled.”

The most recent development in Guyana Elections includes an order by the CCJ, on Tuesday, instructing GECOM to halt the electoral process pending its decision on whether or not the Court of Appeal had jurisdiction to interpret Article 177 (2) (b) of the Constitution to mean “more valid votes are cast.”

Following the Court proceedings, Chief Elections Officer (CEO), Keith Lowenfield and GECOM will have clear guidance on how they are to treat with the declaration of the elections.

Apart from the contention on whether the Appellate Court has jurisdiction, the country’s main Opposition, the People’s Progressive Party/Civic (PPP/C), is contending that the ballots as counted during the first phase of the recount process should be declared and any alleged or evident irregularities or anomalies should be taken up by election petition after the

declaration.

On the other hand, the governing APNU+AFC coalition is contending that the Order which paved the way for the national recount mandated that the ballots issued be reconciled with ballots cast based on a number of statutory documents. The absence of many of such documents during the physical count has resulted in the party’s argument that over 200,000 ballots have been compromised and cannot be validated.

Also commenting on Guyana’s electoral process, which has been paused, the OAS said that it believes that GECOM is already in possession of “valid votes” as cast on March 2, 2020 and those who wish to challenge this should do so by way of election petition.

In a release on Tuesday,

justice, it believes that there is a fine line between the right to redress and the use of the courts to “stall the electoral process.”

“GECOM is therefore already in possession of a result based on the valid votes cast on March 2, 2020, through a recount exercise that was approved by all stakeholders. In these circumstances, the OAS General Secretariat expects that anyone who wishes to challenge the validity of any of these votes should do so through an election petition filed in the High Court, after GECOM declares the election result based on the recount data,” the OAS stated.

It believes that Guyana’s

2020 elections have been reviewed repeatedly and extensively by both national and regional courts and OAS observers were also present for the determination and tabulation of the total valid votes cast in each Region.

The OAS added: “It is undeniable that this election has gone on long enough.

The process in Guyana must be brought to an end, based on the results of the national recount, and with respect for the will of the majority of the electorate. The OAS remains committed to the strengthening of democracy in Guyana, hoping for a just and fair conclusion of the current process.”

…President tells cadets GDF will play bigger role in protecting Guyana’s patrimony AT the Commissioning Parade of the Standard Officers’ Course (SOC) Number 51, on Wednesday, President David Granger, attending virtually, welcomed the newest batch of officers to the Guyana Defence Force (GDF), hailing them as the newest “guardians of Guyana’s patrimony”.

The service was held at the Colonel Ulric Pilgrim Officer Cadet School (CUPOCS) Lecture Hall at Base Camp Stephenson, Timehri, and it is traditionally hosted to ‘bless’ the new badges of rank which are to be worn by the graduates of the course. Relatives of the graduates participated in the service via an online platform, due to the COVID-19 pandemic. Present too was Chief of Staff of the GDF, Brigadier Patrick West, Senior Officers and ensigns.

SOC 51 commenced in

June 2018 with 54 students, 25 of whom withstood rigorous training and will officially become Officers following the completion of all commissioning activities which will end on Friday. Two of the potential Officers are from the Antigua and Barbuda Defence Force, one from the Belize Coast Guard and one from the Jamaica Defence Force.

President Granger congratulated the graduates on their completion of the SOC stating: “You are the scions of a legendary lineage of servicemen who have protected our territory for generations and, today, you have become the heirs and successors of that heritage, proud guardians of Guyana’s patrimony.”

The Head of State reminisced on his time as a cadet standing on a parade ground in Aldershot, Hampshire, 54 years ago, in June 1966. He

said that he considers his commissioning ceremony to becoming a military officer as one of the dearest and proudest moments of his life.

“I received my State Commission from the hands of our first President, Arthur Chung, when Guyana became a Republic,” the President said. “I shared the same aspirations and ambitions then as most of you do today. I looked forward to a career of service to my country and to my fellow Guyanese. I understand the pride and satisfaction that you must be feeling today – your last day of cadetship and your first day of officership in your country’s Defence Force.”

He said that as Guyana moves forward into greater economic development, the GDF will be playing a greater role in protecting the country’s patrimony, Independence, sovereignty and territorial in-

He noted that the graduating cadets will be among the

leaders helping to influence defence policy and to build a more professional Force and, at the same time, should expect to continue their studies at higher military schools and at the University of Guyana in other complementary fields such as science and technology.

The President said that, over the years, the Force’s reserve – the Guyana People’s Militia – has been expanded and equipped to become a citizens’ army to be of greater service to the people.

These improvements, he noted, have come to the Force’s technical corps, the Air Corps, the Signal Corps, the Intelligence Corps, the Engineer Corps and the Force’s training regime. Regarding the latter, he said that training remains indispensable for the development of professionalism and proficiency and will be intensified at all levels during the next ten years.

“Your personal education and expertise are essential to improving your leadership and stewardship,” the President told the cadets, further assuring: “All of you will be provided with opportunities to upgrade your qualifications and skills. Emphasis will be placed on improving expertise in the technical corps – Air Corps, Coast Guard, Engineer Corps, Intelligence Corps and the Signal Corps – deployment of para troops and the employment of artillery.”

He stated that the Defence Force is charged with preserving, protecting and safeguarding Guyana’s patrimony, political independence, territorial integrity and sovereignty and

must be equipped to do so.

As they fulfill their duty, he noted that officers continue to benefit from education and training scholarships in the People’s Republic of China and in the Federative Republic of Brazil.

“This cooperation is providing training opportunities for all ranks, improving the Force’s capacity – human and material – to deter aggression, defend national sovereignty and build a safer, stronger and more secure state,” he said.

Meanwhile, the SOC has been improved to include an enhanced academic programme and intensified jungle, paratrooper and equitation training.

Addressing, directly, the graduating cadets, he emphasised that the Force is not a stage for showmen or a theatre for lone rangers but is built on groups and is guided by solidarity among all servicemen and women through its values and standards.

As such, he admonished: “This is an exciting time to be a military officer in our country. Your graduation today is not only a personal achievement but an institutional celebration of the maturity of our Defence Force and the recognition of Guyana’s integration with the Caribbean, the continent and the hemisphere.

You are heirs of the Force’s illustrious legacy of service.

I charge you to ensure continued adherence to your professional values and standards in the enhancement of the Force’s capabilities and in your service to our citizens, to our country and to the Caribbean.”

91-year-old among four to recover from COVID-19 at the Palms A NINETY-ONE-YEAROLD female resident of the Palms Geriatric Home has defied the dreaded effects of the novel of coronavirus (COVID-19), and along with three other colleagues, was medically cleared by health authorities, on Wednesday.

The quartet - Rosaline Hamilton, 91; Kaysonauth Sager, 76; Meyrle Thomas, 87; and Carmen Hopkinson 78 – have fully recovered, but will be transferred to the home’s infirmary for two days before being relocated to the general ward, said the Ministries of Social Protection and Public Health in a joint press statement, on Wednesday.

There are, however, three infected patients, who are being monitored by the Palms’ medical team and will be retested on Monday, June 29, 2020.

Just last week, the Palms celebrated the recovery of three patients: Zorie De Mattos, 105; Sheila Gill, 78 and

All visits to ‘The Palms’ have been suspended since March 30, and since then, persons, particularly staff of the facility, have been screened twice daily.

Tanner assured the Guyana Chronicle that the Ministry of Social Protection has been doing everything possible to reduce the spread of the disease at ‘The Palms’, and at other such facilities, to the extent that the ministry has also been partnering with local health authorities from the Ministry of Public Health.

Fabien also asserted that as the Region looks to recover from the effects of this pandemic, regional integration must also be one

of the foremost concerns.

She was supported on this point by former Director of Economics at the Caribbean Development Bank (CDB), Dr. Justin Ram. Unfortunately, Caribbean integration has remained largely elusive. Dr. Ram highlighted that this is because some countries are more interested in regional

integration than others.

Dr. Ram explained that individually, Caribbean countries have small populations, and to promote greater intra-regional development, the Caribbean needs to be considered as a “single economic space.”

This is just one important reason for regional integration.

Caribbean Airlines saw increased earnings in January and February REGIONAL carrier, Caribbean Airlines reports that the airline’s performance for January and February of this year surpassed performances for the corresponding months in the previous year.

In a statement, on Wednesday, the Trinidadian company said that it experienced a 2.5 per cent increase in earnings before interest and taxes and a 5.3 per cent increase in revenues. The statement did not state the net income for the months listed.

“This increase in revenues was resultant from better passenger numbers of 5.8 per cent or 21,112,” a statement from the company said.

The company said that it did not provide overall figures for its first quarter, as March figures were affected by the abnormal impact of the COVID-19 lockdown.

Guyana records three new COVID-19 cases

-Moruca becomes epicentre for Region One; repatriated persons violating agreement THERE continues to be a consistent increase in the number of novel coronavirus cases here, as health authorities reported that the country has recorded three new cases within the past 24 hours.

The new cases were discovered after health authorities conducted 78 tests between Tuesday and Wednesday.

Health authorities have so far tested 2,222 persons, with 2,017 proving negative and 209 positive. Of the positive cases, 107 persons have recovered to date, while 12 persons have lost their lives. But health authorities are still monitoring 90 active cases, of which 89 are in institutional isolation and one in the COVID-19 Intensive Care Unit (ICU).

Local authorities remain cautious about the prevailing situation as persons continue to return home from abroad.

“Fellow Guyanese, yesterday [Wednesday] we addressed the issue of the repatriation of our nationals and the misinformation you are providing to our health officials on your arrival.

This irresponsible and selfish act is putting your life and the lives of our citizens at risk and placing undue pressure on our health workers and health system,” Dr. Persaud lamented during a virtual COVID-19 update on Wednesday.

In view of this situation, the CMO reminded repatriated Guyanese that they signed an agreement which stipulated that they must remain in home quarantine for a specified period of time.

Arriving home with a negative COVID-19 test does not prevent persons from contracting COVID-19 while travelling or on arrival in Guyana, said Dr. Persaud. He noted that it is, therefore, important that persons subject themselves to quarantine and surveillance by medical professionals.

“It is disappointing to learn that when health officials try to follow up with you, either you are not at home or they are unable to contact you because the information you provided is inaccurate and you are not at the stipulated location,” he lamented. He added that persons are deliberately defying the terms of the repatriation agreement and making it difficult for persons who are waiting to return home.

The safety of every Guyanese is dependent on the compliance with control measures, which were implemented by local health authorities to contain the spread of the disease.

Region Four (Demerara-Mahaica) is still the epicentre of the disease, and there are a number of communities outside of

Georgetown which have recorded cases. The CuyuniMazaruni region, notably Aranka, has the second highest number of confirmed cases. It is a mining community, which means that there is continuous movement in and out of the area, making it extremely easy for the disease to spread.

Among communities on the East Coast of Demerara (ECD) where cases have been recorded are: Atlantic Gardens, Friendship,

Golden Grove, Good Hope, Lusignan, Plaisance, and Strathspey; among those on the East Bank of Demerara (EBD) are: Diamond, Grove, Land of Canaan, Providence, and Timehri.

REGION ONE IS EPICENTRE There is, however, a worrying development in Moruca, Region One (Barima-Waini), where over 20 cases have been recorded in a short space of time. This has prompted health author-

ities to label the community as the epicentre for Region One. Considering the situation, Dr. Persaud said residents of the community need to “be on guard” and take all necessary precautions in order to prevent further spread of the disease.

“We are urging you to support the health team in this area by coming forward for testing if you have been in contact with anyone who has tested positive, by staying home unless it is necessary for you to come out, and if you must come out ensure that your noses and mouths are covered.

“We ask that there is no congregating of persons, and that all passenger vehicles adhere to the guidelines that were provided,” the CMO advised.

The Ministry of Public Health has called on toshaos and village councillors to work along with health officials to ensure that guidelines are followed.

“We wish to also remind you of the runaway situation in neighbouring Brazil that has climbed to the position of being the second country in the world to have reported cases with an alarmingly high number of deaths registered,” said Dr. Persaud.

EXTREMELY VULNERABLE “Residents in Regions One (Barima-Waini), Sev-

en (Cuyuni-Mazaruni), Eight (Potaro-Siparuni) and Nine (Upper Takutu-Upper Essequibo) are extremely vulnerable because of this situation, and need to be vigilant and stop all cross-border movement and stop migrant persons entering your community.

“The mining community is now one of the most vulnerable groups for the spread of this disease…

Residents in Region Seven, I wish to make a special appeal to you as the situation in your community is of grave concern to the ministry,” Dr. Persaud lamented.

COVID-19 remains a serious issue not just here in Guyana, but globally as well, and according to global statistics, there are 8.9 million cases of COVID-19, with over 469,000 deaths. And, with no approved treatment or cure, there is no assurance that persons will survive after contracting the disease. In the absence of approved medications, governments and authorities across the world have employed a number of preventive measures to contain the spread of the disease.

Global growth projections contract even further - World Economic Outlook Report illustrates greater-than-anticipated impact of COVID-19 pandemic

THE global growth projections from the International Monetary Fund (IMF) have contracted even further as the COVID-19 pandemic has had a greater-than-anticipated impact on global economies.

According to the World Economic Outlook (WEO) report released on June 24, global growth is projected to be negative 4.9 per cent in 2020, a further 1.9 per cent below the projections given in April.

In January, global growth was projected to rise by 3.3 per cent, however, the adverse effects

of the COVID-19 pandemic resulted in the revised projection in April. In the April WEO report, it was highlighted that the global economy was expected to rebound by 2021, and the economy would grow by 5.8 per cent in that year.

That projection was based on the assumption that the pandemic would fade in the first half of 2020. However, that is not the case.

“The COVID-19 pandemic has had a more negative impact on activity in the first half of 2020 than anticipated, and the recovery is projected to be more gradual than previously

forecast,” the June report said, however. Growth is projected to be 5.4 per cent by 2021.

For the Latin America and the Caribbean economy, growth is now expected to contract by 9.4 per cent, a further 4.7 contraction that what was reported in April.

In April however, the IMF reported that Guyana was expected to be the only country in the Latin America and Caribbean Region to have a positive outlook for 2020.

In April, Guyana’s economy was projected to grow by 52.8 per cent, a revision to the prior 86 per cent

growth projection. That revision came as a result of the less-than-usual global demand for oil due to the COVID-19 pandemic and the oil price war between Russia and Saudia Arabia.

The IMF has not yet released figures specifically for Guyana in its new, June report.

The June WEO report dubbed, “A Crisis Like No Other, An Uncertain Recovery”, also stated that the projections also imply a “particularly acute” negative impact of the pandemic on low-income households worldwide. This could significantly raise inequalities,

according to the report.

Furthermore, the report noted that pandemic is likely to reverse the progress made on poverty reduction in over the past few decades as more than 90 per cent of emerging market and developing economies projected to register negative per capita income growth in 2020.

These economies are further strained by their lower healthcare capacity, larger informal sectors and tighter borrowing constraints. Therefore, the IMF suggests that strengthening healthcare should remain a priority. Social distancing measures should still con-

tinue.

“As the great lockdown begins to ease in several parts of the world, fiscal policies will have to adapt to country circumstances, balancing the need to protect people, stabilise demand, and facilitate recovery,” the IMF said.

“Where the pandemic remains acute and stringent lockdowns continue, fiscal policies should accommodate healthcare services to save lives and provide emergency lifelines to protect people.”

New York, Berlin Marathons cancelled

Kenyans Geoffrey Kamworor and Joyciline Jepkosgei won the men’s and women’s marathons in New York in 2019.

(BBC) - The New York City and Berlin marathons have been cancelled because of the global coronavirus pandemic.

This year’s New York City Marathon, due to take place on November 1, would have marked the 50th running of the event.

It is the world’s largest marathon, with 53 640 finishers in 2019.

The Berlin Marathon was due to take place on September 27, but has been cancelled because the “fun, joy, health and success” of participants cannot

be guaranteed.

Michael Capiraso, president and CEO of New York Road Runners - the New York Marathon’s organisers - said: “Cancelling this year’s New York City Marathon is incredibly disappointing for everyone involved, but it was clearly the course we needed to follow from a health and safety perspective.”

Earlier in June, London Marathon organisers said they have “not given up hope” of holding the event on October 4.

Norwich sink to loss against Everton (BBC) - Norwich suffered a third straight Premier League defeat as they lost to Everton and are running out of time to prevent an immediate return to the Championship.

Daniel Farke’s side remain rooted to the bottom of the table, six points adrift of safety, but they retain hope as the three sides above them West Ham, Bournemouth and Aston Villa - all failed to win on Tuesday and yesterday.

Toffees defender Michael Keane scored the winning goal in the second half, leaping highest at the near post to flick home Lucas Digne’s corner at an empty Carrow

Road.

The Canaries could have broken the deadlock in the first half but Onel Hernandez’s deflected shot bobbled off the foot of the post.

Dominic Calvert-Lewin forced Canaries goalkeeper Tim Krul into a couple of saves, with victory for Carlo Ancelotti’s side lifting them up to 10th in the table.

Norwich boss Farke sprung a surprise by opting to leave out his two most potent attacking threats in Teemu Pukki and Todd Cantwell, who have contributed 17 of the side’s 25 league goals this season.

Though Hernandez made

some early darts forward and also struck the post, the Cuban drifted out of the game while fellow attackers Ondrej Duda, Lukas Rupp and Josip Drmic offered very little.

With just two goals among the quartet this season, the performance from the forward line showed why Norwich are the league’s lowest scorers this season.

Everton goalkeeper Jordan Pickford was a spectator for the second half, and the closest the home side came to scoring was when Drmic headed wide of the post in stoppage time.

Though they still face trips to Arsenal, Chelsea and

Manchester City, Norwich have huge games coming up against fellow strugglers Brighton, Watford and West Ham. Results in those will go a long way to determining their fate at the end of the campaign.

Everton signalled their ambitions with the appointment of three-time Champions League-winning boss Ancelotti in December to replace Marco Silva, who was sacked after a string of poor results.

When the Italian took over, Everton were 15th in the table and staring the wrong way - just four points clear of the relegation zone

- but their latest victory sees them looking in the opposite direction, four points behind seventh-placed Tottenham.

The thought of clinching a Europa League spot at Christmas would have been wildly unrealistic but is now a real possibility with match-winner Keane telling BBC Sport “it is definitely in our grasp”.

The Merseysiders created few clear-cut openings but took the big chance that fell their way as Keane headed in his second of the season to end a run of four games without a win.

The clean sheet was welcome too, having not man-

aged a shut-out in their 14 previous away games, backing up the point they collected against rivals Liverpool on their return to action.

Ancelotti said: “What we needed from this game was three points, the three points arrived and now we can dream to climb up the table. The players satisfied me a lot.”

Ahmad to Warriors as CPL franchises begin signings for 2020 season (ESPNCricinfo) - Australia batsman Chris Lynn, Afghanistan spin twins Rashid Khan and Qais Ahmad, and South African batsman Rilee Rossouw have been picked up by various franchises as overseas signings ahead of the CPL 2020 players’ draft which was scheduled for yesterday.

The draft, which will be a virtual event due to the COVID-19 pandemic, has attracted 537 players. The CPL is scheduled to be played between August 18 and September 10 behind closed doors in Trinidad & Tobago, subject to the permission from the local government.

ESPNcricinfo understands Lynn has been signed by St Kitts & Nevis Patriots, while Rashid has been snapped up by defending champions Barbados Tridents. Rashid’s Afghanistan

team-mate Ahmad will play for Guyana Amazon Warriors while Rossouw has been hired

by St Lucia Zouks.

These signings were possible only because for the first time the CPL allowed the six franchises to sign overseas players outside of the draft.

Other foreign players who have been signed include New Zealand wicketkeeper-batsman Tim Seifert (Trinbago Knight Riders), South Africa wrist-spinner Tabraiz Shamsi (Jamaica Tallawahs) and his national team-mates Anrich Nortje (Zouks) and Rassie van der Dussen (Patriots).

It is understood that some of the names like Rashid and Ahmad were originally supposed to be part of the draft.

However, once the Pakistan Cricket Board (PCB) decided to send an enlarged squad for the upcoming England tour,

there were issues over the availability of some of the original picks like Shoaib Malik, Wahab Riaz and Shadab Khan.

While Shadab and Malik were meant to represent Warriors, it is understood that Riaz had been initially signed

by Tridents. Another Tridents signing that did not eventually go through was South Africa white-ball captain Quinton de Kock, who was meant to be the marquee player for the franchise.

Both Warriors and Knight Riders have the least number of slots to fill - three each.

In contrast, Tallawahs have 11 vacant spots, Patriots six, while Tridents and Zouks have five each.

As for the draft itself is concerned, players from 23 countries, outside of those from the Caribbean, have reg-

istered, including two names from India.

Forty-eight-year-old Pravin Tambe, the former Mumbai leg-spinner, is the oldest player in the draft. He had recently played the T10 league in 2018 for the Sindhis and was a regular in the Rajasthan Royals line-up between 2013 and 2015.

More recently, Tambe was picked up by Kolkata Knight Riders at the 2020 IPL auction, but was forced to withdraw later after the BCCI pulled him up for playing in unsanctioned cricket leagues like the T10.

Asad Pathan a hard-hitting batsman, who had played for Royal Challengers Bangalore in the IPL, is the other Indian in the draft. The 36-year old is part of the cluster without a base price.

Former Pakistan captain

Shahid Afridi is the only player listed in the highest base price bracket of US$160 000 while England’s World Cup-winning captain Eoin Morgan features in the US$130 000 bracket. Morgan’s England team-mate Tom Banton, New Zealand seamer Tim Southee, and Australia all-rounder Ben Cutting have been slotted in the US$110 000 bracket.

Some of the other noteworthy players that have registered for the draft include South Africa batsmen Faf du Plessis and David Miller, Afghanistan all-rounder Mohammad Nabi, Australia batsman D’Arcy Short, Nepal leg-spinner Sandeep Lamichhane, Afghanistan spinner Mujeeb Ur Rahman (all US$90 000).

Former West Indies T20 captain Carlos Brathwaite,

who had captained the Patriots in the 2019 CPL, features in the US$70 000 bracket with England batsman Alex Hales while South Africa strike bowler Kagiso Rabada, along with Pakistan’s left-arm fast bowler Shaheen Shah Afridi, is listed in the US$60 000 bracket.

As for availability, the only question mark remains over the players picked to feature in the series between England and Pakistan scheduled between August and September. Those players have notified the CPL that international cricket would remain their preference.

The CPL has told all franchises to assemble their squads August 1 with the players and support staff having to undergo two-week period in quarantine before the tournament gets underway.

Bangladesh postpones tour of Sri Lanka (ESPNCricinfo) - Twenty-four hours after the postponement of its home series against New Zealand, Bangladesh has deferred its upcoming tour of Sri Lanka. The teams were scheduled to play three Tests in the July-August period.

The BCB informed SLC of its unpreparedness yesterday, which means both Bangladesh and Sri Lanka will remain out of action due to the COVID-19 pandemic.

The BCB has not yet commenced any form of training of its cricketers with

the Shere Bangla National Stadium, cricket’s headquarters in the country, well within a virus “red zone”.

Bangladesh’s count of those infected by the virus has crossed the 100 000 mark, with 1 502 officially counted dead as of June 23.

So far, this is Bangladesh’s fifth postponement since March, following the second Test against Paki-

McLaren poised to secure loan (BBC) - McLaren is poised to secure a loan from a Bahraini bank to solve its cash-flow problems, BBC Sport has learnt.

It will help McLaren solve a liquidity shortfall that meant it needed new funds to be injected by mid-July.

The loan, which is set to be approved by the McLaren board, will come from the National Bank of Bahrain (NBB).

NBB is part-owned

by Mumtalakat, the Gulf state’s sovereign investment fund, which is the majority shareholder in the McLaren Group.

A McLaren spokesperson declined to comment on the development.

The move, first revealed

by Sky News, does not preclude McLaren continuing with the legal action it has launched against a group of creditors this month.

McLaren said in documents lodged for its court case against the bondholders: “The pandemic has had a massive and detrimental effect on the group’s trading performance.

“The start of the F1 sea-

son has been delayed. Car dealerships have temporarily closed; supplies have been interrupted; manufacturing has been suspended or impeded; customer orders have declined; sponsorship revenues have fallen and additional costs have arisen from health and safety measures.”

This has meant that £291M injected into the business by McLaren’s shareholders in March this year has already been spent.

McLaren is also pursuing the possibility of selling a minority stake in the F1 team as it seeks to put the outfit in the best position to be competitive following the introduction for the first time of a budget cap next season.

McLaren last month announced plans to cut 1 200 jobs - the majority in its road-car division, known as Automotive.

About 70 employees will also be made redundant from the F1 team.

Martial scores hat-trick as United beat Sheffield (BBC) - Anthony Martial scored Manchester United’s first Premier League hat-trick in more than seven years as Ole Gunnar Solskjaer’s men eased past Sheffield United at Old Trafford.

Robin van Persie was the last United player to score a treble in the league.

And while there was nothing to compare with the Dutchman’s brilliant volley against Aston Villa that helped seal the 13th and final title of Sir Alex Ferguson’s illustrious reign, Martial did complete his own milestone with a delightful chipped finish over Simon Moore after collecting Marcus Rashford’s return pass.

The result moves United to within two points of fourth-placed Chelsea, who entertain Manchester City today.

However, for Chris Wilder’s visitors it was another disappointing day. The Blades have now picked up just one point from three games since the resumption and are yet to score.

Martial benefiting from Fernandes’ arrival United’s decision to sell Romelu Lukaku and Alexis Sanchez to Inter Milan in August and not buy an attacking replacement has been a talking point for most of the season.

And for most of the campaign, it looked like a poor move.

But, just as United’s fortunes have changed markedly since the arrival of Bruno Fernandes in January, so Martial has profited too. In seven league games since Fernandes arrived from Sporting Lisbon for £47M, Martial has scored six goals.

He now has 19 for the campaign - his best return in five years at Old Trafford. And while

he has a bit to do before he matches Lukaku’s 27 goals from two seasons ago, it is three more than the Belgian managed last term.

Even more satisfying for Solskjaer, the Frenchman’s first-half strikes were exactly the kinds of goals he has been imploring him to score.

Both were runs to the near post, the first took him a bit nearer to the goal than the second. But on each occasion, Martial found the net with a clinical first-time finish to convert low crosses from first Rashford and then Aaron Wan-Bissaka.

“I am very happy for Anthony,” said Solskjaer. “We have worked with him getting in the box. The first goal, I think that’s a vital goal with the way he turned and got himself into a position to score from Marcus’ cross.

“He’s getting into those positions more and more. He is in good form.”

Martial is not known for his smiling but even he managed one after scoring his third, his delight obvious after previously scoring twice in a game for United five times in five years without ever going on to complete his treble.

However, to put it into context, Manchester City striker Sergio Aguero has scored 11 hat-tricks in the time United have managed two.

It was the first time Paul Pogba and Fernandes had started a game together and there were signs the pair could be a potent midfield combination.

Pogba operated in a slightly deeper role, closer to holding midfielder Nemanja Matic but evidently with licence to go forward.

Had Rashford not fluffed his first-time volley as he latched on to a brilliant chipped pass from Pogba at the end of a move Fer-

nandes did much to influence, it would have ended a superb passage of play.

“Paul and Bruno showed quality and it’s exciting for us to be working with talent like this,” added Solskjaer.

“Paul is still a bit away from his best form. That’s natural on his first start since September and he’s been working hard, so hopefully it won’t be too long, but I thought he controlled the game.”

With Matic as well, there was a synergy about the home side in the middle of the field that, in the second half in particular, the visitors found it difficult to contain, judging by the rather blunt messages being delivered by the Blades’ players.

Pogba was mesmeric at times. One run through the visitors’ defence involved close control with both feet, balance on both sides and delightful close control. The pity was Martial stepped in to take the shot - which he missed - rather than let his fellow Frenchman try to find his own way to goal.

Disappointing restart for Blades It has not been a great restart for the Blades. One point with no goals from three games in a week has ended the optimistic talk about a Champions League place.

The loss of goalkeeper Dean Henderson - not allowed to play against his parent club - John Egan through suspension and Jack O’Connell to injury meant there was reduced chance of the visiting United recording a first Old Trafford success since April 1973.

However, they looked tired at the end and need to pick themselves up quickly if they are to secure a top-half finish, which would be their first in the top flight since 1974-75.

Wolves hand Bournemouth another loss

Traore’s passing accuracy was 92.3% and he delivered eight crosses from open play, twice as many as any other player.

Adama Traore was recalled

It was the 10th time they have combined for a league goal this season - more than any other pair in the top flight.

That was enough to keep Wolves level with fifth-placed Manchester United - 3-0 winners over Sheffield United on Wednesday - and move to within two points of fourth-placed Chelsea, who host Manchester City today.

Traore steals the show again Having been man-of-thematch on Saturday despite playing only 26 minutes, Traore was not a surprise inclusion for Wolves’ 50th game of an arduous season.

Although the hosts took a while to get going, with neither side managing a shot on target

in a disjointed first half, Traore ultimately stole the show.

The 24-year-old lit the game up by holding off one man in his own half before going on a blistering run past another three to earn a free-kick 25 yards out.

He also fired narrowly over from the edge of the box, while whipping in teasing crosses either side of the break.

But then he found his target, taking Matt Doherty’s ball wide and getting down the right before standing up a cross for Jimenez to power into the roof of the net.

After Traore was replaced in the 73rd minute, substitute Pedro Neto burst forward and dragged a shot wide.

The clean sheet was Wolves’ 10th in the league this season, and sixth in the past seven games.

Cherries with work to do After resuming their season with a lack-lustre home defeat by Crystal Palace, Bournemouth made a bright start, with the returning Philip Billing providing more attacking thrust than usual.

But the midfielder hobbled off early in the second half and the Cherries must find a solution to the absence of winger Ryan Fraser, one of their main attacking threats in recent years, who chose not to sign a short-term contract extension and will not be available after June 30.

Despite chasing the game, the only shot Bournemouth managed in the second half was a late effort by Arnaut Groeneveld which curled well wide.

There is much work to be done at the back too as Jimenez leapt above Steve Cook and Jack Stacey to head home, meaning Bournemouth have failed to keep a clean sheet in 14 league games.

BMF confirms staged restart of motor sport behind closed doors THE Barbados Motoring Federation (BMF) yesterday) confirmed that the green light has been given to restart motor sport, which has been on hold since the onset of the coronavirus pandemic.

With guidance from BMF, the island’s seven clubs are drawing up plans for a staged return to competition next month, while Bushy Park Circuit Inc. (BPCI) has announced a Track Day at the St Philip facility this Sunday (June 28).

In line with government protocols on mass gatherings, however, no spectators will be allowed, while the BMF has prepared detailed guidance for organisers and competitors to mitigate any risk of spreading COVID-19.

These procedures are based on six key principles: government guidelines, good hygiene, social distancing, restriction, monitoring and education, training and resources.

BMF vice-president Mark Hamilton said: “We are very pleased to be able to confirm that we are back

in business, although in a limited way at first. Motor sport plays an important role in island life and everyone is keen to restart.

“But we must manage its resumption in a responsible and risk averse manner in the ongoing COVID-19 environment; so no spectators will be allowed for the foreseeable future and there will be limitations on the number of personnel allowed to accompany each competitor.

“The BMF will be working with all stakeholders in the sport in the coming weeks to determine when a full return to spectator participation might be possible, given ongoing changes to protocols, as government reacts to local, regional and international developments. We will publish further dates once the fluid situation becomes clearer.”

Motor sport ceased with confirmation of the first COVID-19 case in the island shortly after the opening round of the Radical Caribbean Cup at Bushy Park on March 15.

Before that, only three events on the BMF calendar had been run – the Barbados Association of Dragsters & Drifters (BADD) co-promotion at Bourbon with the St Lucy We Gatherin’ committee and the opening rounds of Barbados Rally Club (BRC) Autocross and Barbados Karting Association (BKA) Championships, both at Bushy Park.

The BMF’s revised calendar lists a further 27 events, although it is not certain that all will run.

After Sunday’s Track Day, which BPCI management hopes will attract a healthy turn-out of competitors eager to shake the rust off their machinery – and themselves – the first four events on the revised BMF calendar are: Sunday, July 5 – BKA; Saturday, July 18 – BRC Autocross Championship; Saturday/Sunday, July 25/26 – BRC MudDogs Safari Championship; Sunday, July 26 – Bushy Park Motor Sports Inc (BPMSI) Race Meet.

Hamilton added: “The BMF

consulted widely with our member clubs and the Ministry of Health and drew on guidelines prepared by the world governing body, FIA, and the National authorities in Australia and the UK. We acknowledge that, subject to ongoing restrictions, some disciplines will suffer longer delays before restarting.

“Beyond that, those events which involve Regional and International competitors will be at the mercy of travel restrictions not only in Barbados, but also in each participant’s home country.”

The BMF’s Event Organiser Toolkit includes signage promoting social-distancing and hygiene requirements, guidelines for competitors and officials, emergency response plans and checklists detailing mechanisms for deployment of equipment and personnel.

All paperwork will be dealt with online, organisers of larger events will be required to submit COVID-19 venue plans outlining the maximum number of

people permitted in buildings, individual offices and spectator areas, while arrangements are also under discussion to facilitate the media to ensure social-distancing requirements can be met.

Sinclair shot to superstardom internationally after snatching up 4-20 and hitting a crucial 28 in the final of the 2019-20 Regional Super50 tournament, that helped the West Indies Emerging Players (WIEP) earn their rank as a legitimate championship team, after shocking the region and winning their maiden title; at first attempt.

Since his regional success, the off-break spinner has transitioned nicely into the Guyana Jaguars 4-Day team as one of their many utility players. After COVID-19 forced the 2019/20 Regional 4-Day tourney to be called off, like it did many other sports,

Sinclair ended with 12 wickets from the 8 matches played and a best of 4-28.

Glimpses of his class as a batsman peaked as he put together a few decent string of scores with his best of 43 being against the eventual champions Barbados Pride.

The right-hander ended with 130 runs after the tournament was stopped in round 8 by the pandemic; but not before earning his selection for this summer’s possible Hero Caribbean Premier League (CPL), where he will represent Guyana Amazon Warriors as their emerging player.

Chronicle Sport caught up with Sinclair after he secured his new season contract and the young all-rounder said that it was the trust and confidence in himself, coupled with that of CGI who put their faith in him for yet another season with the Jaguars, that helped him to protect his spot with the 5-time champs for another year.

been impacting more youths’ careers over the years so to speak. Having said that myself, I, as well, have benefited from being in the academy and by moving up and now being contracted; so I’m grateful because it is my first time being so and I think this will allow me to get going forward,” said an assured Sinclair.

Looking back at his rookie year with the Jaguars, who at one point were well on their way to a 6th straight title before encountering a few minor hiccups, including COVID-19; the former Guyana U-15 player said he has learnt much and his time away from the game has allowed him to focus more on upping his cricket whenever the season resumes.

Downtime training during the pandemic has also kept the Berbician of Patrick Dam, New Amsterdam in great shape, ahead of both CPL and the Regional season - current-

ly under COVID-watch - which are huge tournaments in Sinclair’s career.

“I’m still working at it (my cricket), last year showed that I wasn’t at my best but I strongly believe I will be much better as a player this year. I won’t say that I’m satisfied but I’m putting in most of the work I can put in, at home but I’ve been eager to get back on the field,” he stated.

Regarding his team’s chances this season once it is played, the 20-year-old was very confident. During his closing remarks, he backed the former 5-time champs to play to their usual high-level of intensity with the aim of winning.

Also, with the experience, youth and talent in the 15-man squad it is easy to see why Sinclair as well as others will fancy the Jags to have a great season.

“Looking at it (the 15 players) this year, I’m confident on the squad doing well this season, mainly because it’s a balanced unit,” Sinclair concluded.

Pan Am Sports launches first free Virtual Training for high-performance coaches AS the world celebrates a new Olympic Day with countless talks, online classes, seminars, trivia and demonstrations, Pan Am Sports has chosen this day to launch for the first time in history a free Virtual Training course for high-performance coaches in the Americas.

The objective, according to a release shared yesterday, is to continue supporting and guiding our coaches and technicians. Organising this interesting virtual course will undoubtedly be very helpful for the professionals who are in charge of the development

of our athletes.

With the name ‘Course in Sports Psychology for High-Performance Coaches’, the course will be led by Spanish psychologist with vast experience and world recognition, Jose Maria Buceta. He has worked with various Olympic representatives as well as Real Madrid.

This 16-hour total online course will be absolutely free and will be presented in Spanish with simultaneous translation into English. It is made primarily for coaches, technicians and fitness trainers who work in high-performance and are recognised

by their National Olympic Committees.

There will be four sessions, with one airing each week throughout the next month. The live classes will be on July 8, 15, 22 and 29.

In addition, reading and supporting documents will be used throughout the course and a Certificate of Participation from Pan Am Sports will be delivered following its conclusion.

Sammy says Gayle’s absence will be felt (CMC) – St Lucia Zouks captain Darren Sammy says Chris Gayle has left some big shoes for the franchise to fill, with his sudden decision not to play in the upcoming Caribbean Premier League (CPL), and it will be a task to find his replacement.

However, the former West Indies captain said, the show would go on.

The 40-year-old Gayle, who was earlier this year signed as Zouks’ marquee player following his falling out with Jamaica Tallawahs, has pulled out of the regional T20 tournament be-

cause of a desire to spend more time with his family.

The development was first reported in the media on Monday, two days before the players-draft.

Speaking to the Jamaica Gleaner a day later, Sammy admitted that it would not be easy to find someone to take the place of the most successful T20 batsman in history.

“It’s always going to be difficult to replace a player of Chris Gayle’s calibre, especially the Zouks team, which was so excited to have Chris who would have brought his expe-

rience and match-winning abilities,” he said. “The show still has to go on and, hopefully, we can find someone who can come in and have an impact for us.”

The CPL is scheduled to be played from August 18 to September 10 in Trinidad and Tobago.

Despite the disappointment of not having the T20 star in his squad, Sammy said he understood the reason for his decision.

Due to the restrictions put on travel because of the COVID-19 pandemic, the Jamaican big hitter – who has

amassed over 13 000 runs and 22 hundreds in T20 cricket – had been unable to fly to St Kitts where his family, including a young child, lives.

“I support and respect his decision. Especially as athletes, we hardly get time to spend with our families. It is even more important in this COVID situation where Chris has not seen his family for a while. I would definitely give him my blessings and support and, hopefully, he gets the quality time with his family that I have been getting with my family here in St Lu-

cia,” Sammy said.

Gayle and Sammy were among eight Caribbean players signed or retained by Zouks, with Andre Fletcher, Kesrick Williams, Obed McCoy, Rahkeem Cornwall, Kimani Melius and Kavem Hodge also included. They were expected to complete their roster after yesterday’s draft.

After it was announced that he was joining Zouks in this year’s CPL, Gayle had accused Tallawahs of “playing games” with him and had launched a scathing attack on coach Ramnaresh Sarwan in a series

of YouTube videos, accusing the former West Indies captain of “vindictiveness”. However, he escaped sanction over the incident.

Although neither Zouks nor the tournament organisers have issued an official statement about Gayle’s abrupt departure, ESPN Cricinfo, quoted a CPL spokesman: “We understand that Chris has decided to not take part in CPL for personal reasons. We wish Chris all the best for the rest of 2020 and hope to see him back at CPL in 2021.”

Reifer blitz puts Holder XI in trouble

(ESPNCricinfo) Left-armer Raymon Reifer seized his chance to impress with five wickets in the space of 11 balls on day two of the West Indies’ intra-squad match at Emirates Old Trafford.

The all-rounder produced an inspired spell in the afternoon session as Kraigg Brathwaite’s XI took a dominant position over the side led

by Test captain Jason Holder.

Holder’s team were set fair on 95 for 2 when Reifer ripped their middle-order out in quick time, leaving them 111 for 7 and, eventually, 193 all out.

In just a few minutes’ work he removed Nkrumah Bonner, Joshua da Silva, Holder, Sheyne Moseley and Rahkeem Cornwall, paving the way for an 82-run first-innings lead.

That had stretched to 181 at stumps, opener John Campbell making up for his day-one duck with an attacking 49 in a score of 99 for 3. It was Reifer who gained most from the outing, though, making up for his lack of express pace by zeroing in on the perfect length and using his angles well.

Three of his victims nicked to slip or gully - Bonner, Da Silva and Moseley all feeling for contact in the channel - while Cornwall hacked unimpressively to mid-on to seal the five-for.

But in terms of advancing his outside chance of an appearance in the series opener against England on July 8, the most notable scalp would have been Holder, pinned lbw

for a golden duck.

The Bajan commands huge respect among his squad and is increasingly one of the most respected voices in the global game but that did not stop the fielding side whooping in the loudest celebration of the day as he was given first ball.

Holder also declined to bowl himself for the second day in a row, inviting further questions over the niggling ankle injury from which he has been working his way back.

Reifer, who won his only Test cap in 2017 against New Zealand, finished with 5 for 60 as Kyle Mayers added a bright 45 to bring down the arrears. He was last man out to Marquino Mindley, who also dismissed Roach.

rooted Jermaine Blackwood’s middle stump as he auditioned unsuccessfully as a top-order rival for Campbell.

Blackwood is one of 14 players in the official 14-man squad - with Shannon Gabriel set to be added - while the others in the 25-man party are listed as reserves.

It was two of those standbys who did the bulk of the scoring for Holder’s team, Moseley eking out 40 and Sunil Ambris riding his luck on his way to an unconvincing 52.

Campbell and Blackwood returned to the crease for the evening session and raced to their 50 stand in just 7.4 overs. There were a few thick edges but also plenty of clean hits and good running, with Gabriel taking the brunt of

the pain with 38 off his first four overs.

Campbell was not always secure, and was dropped at mid-off on 29, but moved within a single of his half-century before Alzarri Joseph set him up lbw.

Joseph bowled a wonderful spell late on, winning another lbw when he went full and straight to Shai Hope, who was dropped on nought and gone for two.

“You can always give yourself a chance with the Dukes ball in England,” Reifer said at the close.

“If you’re able to get a bit of shine on it there is always some movement to be found in these conditions. If the ball is seaming around then it is favourable for me.

“I was pretty pleased with the five wickets, I just put the

ball in the right areas and it started to bite.”

Reifer, cousin of batting coach Floyd, has not worn the West Indies whites since his debut against New Zealand in 2017, but did feature in a pair of one-day internationals in Ireland last summer.

“The ultimate dream is always to play Test cricket and to play as many Tests as possible,” he said.

“I made my debut three years ago and haven’t played since, so if the opportunity presents itself I’ll be looking to play.

“I’m not thinking too far ahead, we have another day in this match and potentially another chance with bat and ball then a four-day game coming up, but I’m pretty pleased with how it’s gone.”
