RISING from the ashes after contending with the devastating effects of the novel coronavirus (COVID-19) and a protracted electoral process will not be easy for Guyana, but rejuvenating the local economy is not unattainable. It will have to be done in stages for there to be maximum success.

Many have argued that contraction in the local economy started in March, a month which saw Guyana taking a double hit, after the March 2 General and Regional Elections was “stretched” beyond its expected timeframe, and the country recorded its first case of COVID-19 about two weeks after Guyanese went to the polls.

Economic stability was hampered by political tension and was further exacerbated by the direct and indirect effects of COVID-19, which has so far hit over 213 countries and territories across the world.

While there is some level of control over the completion of the electoral process, there is no guarantee that the COVID-19 pandemic will “disappear” anytime soon because there is no approved cure or treatment for the disease.

Guyana has, so far, recorded 154 cases of the disease, but COVID-19 has not just killed and infected people, but has “suffocated” various sectors and by extension the entire economy.

Businesses and even public sector agencies have been unable to operate routinely because of the necessary containment measures, which are in place.

“It is, therefore, unquestionable that at some point we have to reopen the economy and this process must be done in stages. Also the timing is important. Before reopening, I think we need good information from the National Task Force on COVID-19 about what is happening on the ground in order to make a sensible

decision as to when we can start the reopening process,” said Head of the Department of Economics at the University of Guyana, Sydney Armstrong, in an invited comment.

Just recently, the National COVID-19 Task Force (NCTF) extended the COVID-19 Emergency Measures to June 17, 2020.

In a press release on Tuesday, the NCTF stated that the extension applies to the COVID-19 Emergency Measures (No.3) published in the Gazette on April 29, 2020. The emergency measures state that unless a citizen is conducting or visiting an essential service between the 06:00 hours and 18:00 hours, he/she is to stay within the enclosure of his/her home and yard. A number of social activities have also been prohibited.

These measures also speak sternly to specific working hours allotted to essential services, preferential treatment for healthcare workers, social and physical distancing protocols, religious worship and domestic and international travel.

“If you ask me, any reopening of the economy should be pushed back for another three weeks or so, simply because in the coming weeks you will have people returning home from different countries and there is a possibility of another wave of cases occurring and so this must be thought out properly. We all know that people can show no signs of having the virus but do have it and that’s the scary part,” Armstrong advised.

nation process should start simultaneously with the reopening process, and Armstrong suggested that government should immediately think about easing the tax burden on both individual income and business profits.

This, he said, will help to stimulate economic activity and also provide individuals and businesses with adequate financial resources, which can be used to help with the fight against the spread of COVID-19. In addition to reducing the tax burden, he encouraged government to examine the creation of a stimulus package for the economy.

The economist also advised that “market time” should be extended, but vendors should ply their trade under strict guidelines. In this time, government should look at reducing vending fees because commerce will be slow for a while.

“It cannot be only about the money. Good sense must prevail across the board,” Armstrong advised.

For the education sector, the focus should be on the National Grade Six Assessment and CXC examinations.

The school buildings need to be sanitised thoroughly and there needs to be a “shift system,” regarding class timing.

The Transport Sector is also important for the reopening, especially public transport. With the reopening of the economy, there will be greater demand for public transport, therefore, both passengers and transport op-

erators need to exercise good judgement.

Those adjustments must be considered in order for Guyana to progress properly. And, from the inception, the country was regarded as the “least prepared” in the region. But, in Armstrong’s estimation, the local economy has been doing better than other economies.

It was reported that as economies continue to contract, the Economic Commission for Latin America and the Caribbean (ECLAC) has predicted that the COVID-19 pandemic will lead to the biggest economic contraction in Latin America and Caribbean region, but despite the odds, there could be light at the end of the tunnel for Guyana, which is projected to recorded an economic growth of 56.4 per cent, this year.

With the exception of Guyana, ECLAC has projected that every other country in this region will record a contraction in economic activities, this year.

Guyana, being the only country that is projected to “weather the storm” was recently warned by the World Bank that the effects of an incomplete general and regional elections, coupled with the effects of the COVID-19 pandemic and falling oil prices, could stymie the country’s potential economic boom. The World Bank in its semi-annual report said, real gross domestic product (GDP) growth at constant market prices will be 51.7 per cent.

“Guyana’s economy expanded by 4.7 per cent in 2019, with anticipated oil revenues spurring an expansion in nontraded sectors.

Oil production is projected to boost GDP growth to unprecedented levels in 2020.

While this could transform Guyana, there are risks, as illustrated by a still incomplete election outcome, and compounded by falling oil prices and the COVID-19 epidemic. Weak public service delivery and monitoring systems constrain the development of policies to reduce poverty and protect the vulnerable,” said the World Bank.

The International Monetary Fund (IMF), in a report last year, had said Guyana’s $4B annual GDP is expected to expand to about $15B by 2024. The financial institution had said the commencement of oil production will substantially improve Guyana’s medium and long-term outlook. Guyana is projected to be among the world’s largest per-capita oil producers by 2025.

The oil sector is projected to grow rapidly, accounting for around 40 per cent of GDP by 2024 and supporting additional fiscal spending annually of 6.5 per cent of non-oil GDP on average over the medium term, which will help meet critical social and infrastructure needs.

ECLAC had also said the Guyana Government will receive approximately 14.5 per cent of all oil revenue in 2020.

Coalition disappointed with GECOM decision to count questionable ECD votes ... CEO to continue probe into missing documents

THE A Partnership for National Unity + Alliance for Change (APNU+AFC) has expressed disappointment over a decision of the Guyana Elections Commission (GECOM) to tabulate votes from 29 ballot boxes that had none of the statutorily required documents.

The documents were discovered missing on June 4 and 5 after the matter was brought to the attention of the Elections Commission by the APNU+AFC by way of letter. The APNU+AFC has since objected to the Statements of Recount (SORs) generated for those ballot boxes being included in the tabulation exercise.

Following a meeting of the Commission on Sunday, which was expected to give verdict on the 29 boxes, Commissioner Vincent Alexander said that a majority decision was made that the ballots should be tabulated. Meanwhile, the Commission will continue to investigate the matter.

Alexander said that the decision was made on the held position that the vote of no elector should be disenfranchised.

However, his position is that the said situation is much more complex.

He stated that the decision to tabulate the SORs contradicts other decisions taken by the Commission, whereby votes were disenfranchised not by the doing of an elector but that of GECOM’s Polling Day staff.

AGREE IN PRINCIPLE “In principle, I do agree, and I think the Commission agrees that no voter should be disenfranchised.

That decision was made in principle, but when one takes the position that no voter should be disenfranchised and applies it to the fact that in many instances and on to now, in the circumstance of 81 ballots in Sophia which were clearly… a part of a whole document --- the second half of which has two stamps and one half not having a stamp simply because the ballots were folded horizontally when they were being stamped rather than vertically --- and we can’t make a decision on that, and people are trying not to address the matter at all,” the Commissioner reasoned.

The missing documents from the 29 boxes include counterfoils (used and unused ballots), Poll Books, and marked Official Lists of Electors (OLE) among other statutory documents. The boxes came from the Ogle Community Centre, Lusignan, Montrose Primary School, LBI Primary School, Life Spring Ministries, and Chateau Margot Nursery and Primary Schools among other areas known to be People’s Progressive Party/ Civic (PPP/C) strongholds.

With the key documents missing, the GECOM Staff, Party agents and all other observers involved are unable to verify whether the votes were legitimately cast.

In a statement on Sunday, the APNU+AFC expressed its dissatisfaction that the 29 ballot boxes would be tabulated. It described the boxes as “clearly fraudulent”, and stated that GECOM needs to publicly state the rationale behind the decision.

“APNU+AFC wishes to make it clear that we do not accept a tabulated vote as a credible vote, since in the bundle of tabulated votes rests several votes which are fraudulent. Decisions on matters raised by APNU+AFC are awaited,” the letter expressed.

NOT ONE-SIDED On the other hand, Commissioner Sase Gunraj later told the media that GECOM Chair, Justice (Ret’d) Claudette Singh’s vote was not in favour of any one side, but in favour of enfranchisement of electors who legally participated in the process.

“I am happy that good sense prevailed in the meeting, and that a decision was arrived at on the side of enfranchisement as opposed to disenfranchisement…,” he said.

Questioned on Alexander’s proposal to set aside the boxes, Gunraj contended that GECOM does not have the responsibility to set aside ballots cast, as this falls within the remit of the High Court.

“GECOM, in all of its powers, is still limited by the law, and the law states the specific instances by which a ballot can be invalidated and we have been giving due credence to those tenets of the law,” he stated.

Gunraj disagreed with the sentiments that the Commission has displayed inconsistencies in the fairness of its decision-making in the referenced Sophia case, as the same treatment that was given to those ballots was applied to a Pindora ballot box in the PPP/C stronghold area.

DOCUMENTS STILL MISSING GECOM had initially decided that the 29 ballot boxes would be set aside pending an investigation but nothing has come out of the said investigation due to a failure to reach the requisite Deputy Returning Officers (DROs).

The DROs responsible for those areas were invited to a meeting by the Chief Elections Officer (CEO), Keith Lowenfield on June 6, 2020, and while they committed to being present, they were a no show. Poll bags were also checked but the documents were not found.

Questioned whether the Commission would consider reverting to the Statements of Poll (SOPs), Alexander said that GECOM is not dealing with the past

Added to that, he said that the said SOPs remain flawed because there has been sufficient cases highlighted during the process to show that persons have illegally voted on behalf of the dead or migrated.

While some persons have taken to the media and social media to claim that they have been wrongly highlighted as migrated or deceased, Alexander said that it is for these individuals to make their contention known to the Commission.

He said that the Commission has turned to the legal authorities --- General Registrar’s Office (GRO) and Immigration Department --- to get information it can rely on and it cannot rely on possibly politically-motivated claims in the media or social media rumours.

Meanwhile, Gunraj said that he hopes that the tabulation process will continue today [June 8] and within June 8-9, the tabulated results will be known.

Then, he said that his party will be eagerly awaiting the report of the CEO followed by the expected consideration amongst the Commission and the subsequent final declaration.

He reminded that the Gazetted Order only caters for three to elapse after the provision of the CEO’s report before the final declaration should be made.

George Floyd: New York and Washington see security ease (BBC) Security measures in the US have been lifted as unrest over the death in police custody of African-American George Floyd eases.

New York ended its nearly week-long curfew and President Donald Trump said he was ordering the National Guard to start withdrawing from Washington DC. The unrest has largely been replaced by largely peaceful worldwide protests against racism and police brutality.

Black Lives Matter protests continued on Sunday in European nations.

George Floyd died in police custody in Minneapolis on 25 May. Video showed him pinned to the floor, with a white police officer kneeling on his neck for almost nine minutes.

Officer Derek Chauvin has been dismissed and

charged with murder. Three other officers who were at the scene have also been sacked and charged with aiding and abetting.

Mr Floyd’s funeral is scheduled for Tuesday in

Houston, his home city before he moved to Minneapolis.

New York has seen its fair share of violence in the past week, with looting of luxury stores in Manhattan, scores of arrests and the burning of dozens of police cars.

There were also accusations against the police, including the beating of protesters. One patrol car was also driven into a crowd of protesters, sparking a row between politicians.

Many major US cities that saw unrest have now lifted curfews, including San Francisco and Los Angeles, although a few protests have still led to clashes.

WHERE ARE PROTESTS CONTINUING NOW? Sunday has seen more demonstrations taking place across Europe under the banner of Black Lives Matter.

In Madrid, thousands of people marched carrying anti-racism placards and wearing masks to observe coronavirus measures, although images showed

Similar protests were held in Rome, where protesters fell silent for roughly the same time that George Floyd was pinned down.

There have also been events in Brussels, Copenhagen and in several places in the UK. Protesters in Bristol tore down a statue of Edward Colston, a prominent 17th Century slave trader.

WHAT HAPPENED ON SATURDAY? Huge peaceful rallies took place across the US. Tens of thousands of people gathered in Washington DC, in the city’s largest protest so far, many of them at the newly renamed Black Lives Matter Plaza outside Lafayette Park.

There were also massive protests in San Francisco, Chicago and Los Angeles.

There was even a protest in the small, east Texas town of Vidor, once infamous as a Ku Klux Klan stronghold.

Dozens of white and black protesters carrying Black Lives Matter banners rallied in a place previously known as a “sundown town” because blacks did not venture out after dark.

Though the vast majority of protests were peaceful, both Portland and Seattle saw unrest on Saturday night, with projectiles thrown and arrests made.

Meanwhile, people paid their respects to Mr Floyd in North Carolina, where he was born, with a memorial service held.

Coronavirus: Hard-hit Brazil removes data amid rising death toll

(BBC) Brazil has removed months of data on Covid-19 from a government website amid criticism of President Jair Bolsonaro’s handling of the outbreak.

The health ministry said it would now only be reporting cases and deaths in the past 24 hours, no longer giving a total figure as most countries do.

Mr Bolsonaro said the cumulative data did not reflect the current picture.

Brazil has the world’s second-highest number of cases, and has recently had more new deaths than any other nation.

The Latin American country has more than 640,000 confirmed infections, but the number is believed to be much higher because of insufficient testing. More than 35,000 people have died, the third-highest toll in

the world.

The far-right leader has been criticised for rejecting lockdown measures recommended by the World Health Organization (WHO) and, on Friday, threatened to pull out of the body, accusing it of being a “partisan political organisation”.

The president has repeatedly joined supporters in protests in recent months, ignoring social-distancing advice.

WHAT DID BRAZIL’S AUTHORITIES SAY? O n S a t u r d a y, t h e health ministry removed from its official website the Covid-19 data it had been documenting over time and by state and municipality.

Instead, the ministry only stated that there were 27,075 new cases and 904 deaths in the

past 24 hours. It also said that 10,209 patients had recovered.

All are equal before the law

W

ITH the advent and proliferation of information communication technologies (ICT), the world is a mere global village. Very little, if anything, happens today — be it in private or public, in the domestic or foreign sphere — that persons external to the issue are unaware of. Where media, formal and social, have made the Internet a medium/source for sharing events, information, ideas and knowledge — internal or external — once placed on such domain, it can become one of global proportions, galvanising support in one direction or the other. Such is the situation that the group Black Lives Matter — which grew out of African-American concerns for protection of their right to life and an end to treatment dissimilar to that meted out to their white counterpart under the law — has become a global phenomenon. This evolving concern, whether real or mere perception, that there exists in the USA different treatment for whites vis-a-vis blacks, referred to as ‘white privilege’, has sparked a modern-day revolution to effect change in policies and actions; to topple discriminatory

laws, and to see enforcement of laws that would bring about equality in the system.

Evidence of police mistreatment and profiling of African-Americans that resulted in deaths-- the last being George Floyd-- and other human rights violations remain an angst in the black community. The right to life is sacred, and where a person may have committed an infraction, perceived or real, or regardless of how that person may be despised, it is the responsibility of the court, under the law, to dispense justice.

Black Lives Matter has taken its activism to the political arena, causing politicians to sit up, listen, and act. The USA, in declaring its independence from Britain, established a nation propounding this principle: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, and the pursuit of Happiness.”

That nation’s constitution enshrines the equality of humankind. And given that these tenets remain self-evident, then attendant laws, policies and programmes will have to be instituted to bring about equality in the system. And this

is the crux of the matter for African-Americans: All lives matter, including ours, and we are taking a stand in ensuring it happens. The race relations struggle in the USA is not only a struggle to maintain the soul of the nation and the principles under which it was founded. It is also testimony of what can be achieved when a stand is taken. Unmistakably, the activism of Black Lives Matter will be replicated in various forms in other societies, since, in this ICT era, this group has set the tone of action to achieve improvement in race relations around the world, including here.

The United Nations, established to bring about world peace after World War II, in giving due recognition to a world order built on Human Rights, adopted and declared on 10th December 1948, in Article 7, that: “All are equal before the law, and are entitled, without any discrimination, to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration, and against any incitement to such discrimination.”

Man will reach for what is so proclaimed.

GECOM must neither condone nor reward polling-station violations Dear Editor,

HARRAT JAGDEO, the PPP, and others at home and from abroad have been using every available medium to communicate their preferred outcome of our March 2 elections. But none of them, I think, would have advanced the same arguments if adherence to electoral democracy were their paramount interest.

Their mantra, before the recount agreement was reached, was that the tabulation has to be credible. It has since changed to a “credible recount”. To these folks, including sections of the media, it is of no importance or relevance whatsoever that mounting evidence shows that the numbers being tabulated are coming from votes of questionable validity due to egregious and irrefutable violations of the voting process at polling stations. So, they have by implication declared: “Let the statutorily-imposed voting process at polling stations be damned! No consideration is to be given to how and why votes got into the ballot boxes. Only a credible recount and a credible tabulation process matter. Democracy in the voting process needs nothing else!”

But do these self-proclaimed advocates of democracy really want us to believe that democracy in the voting process is now reduced to merely a credible recount and tabulation as opposed to the most important first step of confirming that the process that produced the votes was strictly adhered to, thereby ensuring that only valid votes are submitted to be tabulated? Have these folks invented a new form of democracy called Tabulation and Recount Democracy minus the verification of the validity of the votes cast?

The violations of our electoral process found in many ballot boxes are as clear and as irrefutable as the confirmation of vote differences between the SORs for some boxes and the first tabulations for the very boxes. So why should GECOM accept the SORs but ignore or reject the process violations being unearthed, many of which affect votes included on SORs? Isn’t it obvious that a process is in place to ensure that only valid votes are cast? And isn’t it also obvious that a violation of the process leads to invalid votes? And that no credible tabulation of invalid votes should be accepted as a credible recount? No less a person than the PPP’s Anil Nandlall said that acts of fraud nullifies the electoral process!

GECOM has full constitutional and legal authority to determine the validity of the votes it uses in tabulations to declare the winner of an election. So, it must faithfully exercise that authority without regard to the self-serving or for-hire comments of local or foreign persons.

Yes, GECOM must neither condone nor reward the polling-station violations. For though courts can later examine GECOM’s decision, they cannot stop GECOM from determining the validity of votes. So, Anil Nandlall’s threat of legal action to force GECOM to just count the votes is as empty as the space into which his threat was uttered.

But our courts may very well be needed in an unprecedented way if GECOM decided it could not determine a winner because too many votes were compromised by the aforementioned irrefutable and egregious violations of the voting process at many polling stations. I do not see this as being awful, because our courts are always asked to deal with unprecedented issues and make precedent--setting decisions in our precedential judicial system.

When APNU+AFC and their supporters rightly started

questioning the credibility of the elections and pointed out that observers can all witness tabulations but couldn’t visit all polling stations, they were asked if they had not said that the elections were credible. This seemingly reasonable but transparently self-serving attempt to hold persons to their prima facie statement that the elections were free, fair, and credible is as ludicrous as trying to convict or exonerate someone of a crime on the basis of a prosecutor’s or a defense attorney’s opening statements, even though evidence presented during the trial contradicted whatever was asserted in those opening statements.

Evidence found during the recount has contradicted the prima facie statement that the election was credible. So APNU+AFC has every right to amend that statement.

There is no need to emulate others in being head-in-thesand obdurate.

Whatever ultimately results from the ongoing recount, Guyanese will have been finally presented with incontrovertible proof that the PPP barefacedly rigs elections. Though it is often remarked that ‘the proof is in the pudding,’ the proof of the PPP’s rigging is in and outside the box. No wonder the PPP was more interested in retabulation than it was in recount. It is not true that recounting Region Four was the PPP’s first option. The PPP reluctantly agreed to the recount of all regions only after it had vehemently but unsuccessfully argued for a retabulation only of Region Four.

Now we know why. Our constitution must be upheld.

And Anil Nandlall’s solution for electoral fraud should be implemented.

OAS no impartial observer of Guyana’s electoral process Dear Editor,

T

HE recent statement on the recount process by the Organisation of American States (OAS) that, “ A declaration based on these results would lead to the installation of a legitimate government” is that organization’s opinion. However, it is another clear demonstration that the OAS is not an impartial observer of the Guyana election process but is instead an instrument for regime change as was seen in Bolivia. It is Guyanese and their institutions’ opinion which matters, not that of foreign interests.

While foreign observers have the right to express their opinion on the election they are observing, it is expected that it is done in a responsible and non-partisan manner; the OAS’s premature declaration that the process is credible to decide a winner in the elections even before the process is completed. And the Guyana Election Commission (GECOM) not determining how it would deal with numerous cases and evidence

of irregularities and anomalies which have been revealed from the examination of the ballot boxes. This is no small matter in the context of Guyana’s electoral history and is critical for the acceptance of the results of the recount.

In the current situation where the country’s unity and cohesion are threatened, the OAS is recklessly invoking the “unhelpful” position that no election is perfect, therefore, the results should be accepted. No foreign interest, political or otherwise, can decide what level of imperfections Guyanese are willing to embrace as acceptable in our elections. This is the solid right of Guyanese and their institutions. It is we who have to live with the decisions and their consequences. It is therefore our right to set election standards that are higher than the socall “international norm”.

This can be a profound contribution to our political culture and governance. In so performing, Guyana can contribute to global enhancement of elections practice and accountability. As an independent nation, we have the right aspiring to higher

electoral standards than that of many Western countries including the United States of America.

The children of enslavement, indenture along with our indigenous people, all victims of European exploitation and oppression, must rise to the historical challenges posed by our National and Regional Elections. We have the opportunity to demonstrate to the world that we have a sense of justice and nationhood that is bigger than “winners and losers” when that outcome is based on questionable and tainted elections. I am on record as early as the 1997 elections in contending that our elections are a racial/ethnic census, and that elections have the potential of aggravating political and economic competition to the point of destroying the nation. In this context, Guyana does not have the luxury to continue playing with fraudulent elections as we have been doing for a considerable time. I have made the point that periodic elections in Guyana, if they are not to be counterproductive, as have been for most of our election history, have

ITH all the revelations coming out about the irregularities in the ballot boxes, we are not hearing from those people who were quick to say the election did not have fraud.

The counting in the lower East Coast Demerara in the PPP strongholds is unearthing ballot boxes with votes and nothing else. This has affected thousands of votes. Strange.

Very strange. I would like to hear what Mr. Joe Singh, Ms. Supriya Singh, Mr. Jerome Khan, Mr. Ron Sanders and Mr. Shridath Ramphal and others think about this. Do they still think this was a credible election?

You see Mr. Editor, they spoke out before vouching for the integrity of the election.

Now that they have this new information at their disposal, we will like to know what they think now.

I would particularly like to ask Mr. Joe Singh, who Is a former Chairman of GECOM, if he would call this election credible based on what is being revealed from the boxes. What would be his view with the revelations coming out of the East Coast of Demerara? Does he still believe the comments he made or will he speak out now when there is credible evidence here of fraud? He owes the society this.

All races in Guyana have held Mr. Singh with maximum respect. Will he speak out now to demonstrate his credibility has no price and cannot be bought. He, of all the named, owes Guyana to speak out about the revelations in these boxes. You see Mr. Editor, where he spoke out before he cannot be silent now because people will see his silence as protecting partisan ethnic interest. Patriotic Guyanese await the voice of Mr. Joe Singh whose patriotism was never questioned. Had Justice Claudette Singh not insisted she was interested in credible results and would open the ballot boxes in order to achieve this, lots of the revelations coming out now would have remained boxed in. Many would have continued to be fooled by the PPP that they were playing a fair game, had no need to rig or was not seeking to rig the election.

Finally, Mr. Editor, I would like to hear these names identified above, particularly Mr. Singh, speak out about what is happening now. I really feel he owes us this.

We Guyanese must remind ourselves that post1992 elections ushered in new forms of refined methods of elections rigging by the PPP/C, aimed at ensuring a comfortable parliamentary majority. In these new forms of rigging, the PPP/C had the advantage in terms of numbers that allow them to cover their crimes; since it allows them to win the plurality. The rigging intends to achieve a

parliamentary majority large enough to pass a national budget without depending on the support of other parties. This form of election fraud falls within the socall international acceptable standards that the OAS has invoked that once the fraud is not enough to change the logic of the vote, the government emergent from those elections is considered legitimate. Our experience on this matter reveals to us the dangers in acceptance of governments coming out of election fraud before 2015.

It took 23 years of struggle to defeat the PPP/C. Over

those two-plus decades, rigged election occurred unabated with the blessings of international observers and the Western diplomatic community.

I end by reiterating that the decision of whether the March 2, 2020 elections and the recount process is credible enough to form the basis for a “legitimate government” is a matter for the Guyanese people and their institutions -and not foreign interests like the OAS. Regards Tacuma Ogunseye

Mining Syndicate body says no member contracted COVID-19 ―calls for urgent, large-scale measures to stimulate economy

MINERS have been listed among the high-risk population for the Novel Coronavirus (COVID-19), and although mining was listed as an essential service and operations are ongoing in the sector, the National Mining Syndicate Inc. has said that none of its over 1,000 members has contracted the disease to date.

Some 153 persons have contracted the disease locally, but the mining syndicate has said its members are not among those cases.

“Our Company (which represents over 1000 miners), thus far, has had no known cases of COVID-19 among our mineworkers in their respective districts. Therefore, as a result, our miners are not currently at a very high risk, given the fact that they seldom leave those districts,” said the syndicate in a press statement, on Saturday.

Instead of leaving the mining districts, miners have adjusted themselves to rely on goods and services, which are readily available and provided in nearby locations. Even as they leave their mining districts to procure goods and services in other regions or towns such as Bartica, Char-

ity, Linden or Georgetown, miners are trying their best to adhere to the safeguards put in place by the Ministry of Public Health, while also observing recommendations and guidelines by World Health Organisation (WHO) and International Labour Organisation (ILO).

“The National Mining Syndicate Inc., through our extensive membership, will continue to monitor the effects or presence of COVID-19 in the mining districts, while ensuring that our members are sensitised and continue to operate in a safe and responsible manner at all times.

“Many of our dredge operators have extended their mining camps and implemented shift systems, in an effort to impose social distancing, while managing to successfully retain their employees who are now supporting several households as a result of the current pandemic,” said the syndicate.

The company assured the nation that it will continue to operate amidst the current pandemic, and has taken a position to encourage and ensure that miners prioritise safety by adopting the recommended measures and guidelines

that have been charted by the MOPH and WHO. It was reported, recently, that the Pan American Health Organisation (PAHO) has joined forces with stakeholders in the local mining sector, to make the industry more resilient against the direct effects of the COVID-19 pandemic.

President of the Guyana Gold and Diamond Miners Association (GGDMA), Andron Alphonso, had said that the association is working closely with PAHO to establish “long-term” guidelines, which are industry-specific.

“These guidelines are being established with the aim of protecting staff and helping to protect against the potential spread of the virus as a consequence of us (miners) traversing through communities and operating near vulnerable communities,” said Alphonso.

Health authorities have time and again warned “mining regions” to be extra cautious because of the “heavy traffic” in and out of communities within those regions.

The traffic in those communities remain high because the gold and diamond mining sector remains “essential” and is fully operational.

The mining industry, however, continues to face numerous challenges caused by the COVID-19 pandemic.

CHALLENGES “Apart from our many challenges, in 2020, the industry has been confronted by a new challenge in the form of the coronavirus pandemic, which has seen industries such as tourism, entertainment, travel, and hospitality close its doors leaving a devastating trail of unemployment and new socio-economic problems for many families and communities across the length and breadth of Guyana,” said the national mining syndicate.

The economic and labour crisis created by the COVID-19 pandemic has undoubtedly increased local unemployment and underemployment drastically.

Only services classified as “essential” by the incumbent Government of Guyana are less impacted during this crisis. So, understandably, mining as an “essential service” has been impacted far less than other industries that help to sustain and keep the Guyanese economy strong.

Mining contributes di-

rectly to the Gross Domestic Product (GDP) of the country and is helping to sustain the local economy during this crucial time, since revenues would have dwindled significantly due to the fact that many businesses are now closed or operating partially.

The syndicate said that, considering the local and global situation, there is a need for urgent, large-scale, and coordinated measures across various pillars, including stimulating the economy, protecting workers in the workplace, safeguarding communities within the mining districts, and supporting employment and incomes.

“Notably, we acknowledge and respect the concerns of the various groups and organisations that are lobbying for the sector to be closed.

However, with regards to the containment and the economic challenges we are facing due to the lockdown measures in place, and the distinction of essential and non-essential services, many of our citizens (and members) who reside within the mining districts themselves are now faced with a new reality of challenges that are threatening their very survival,” said the

syndicate.

The relief efforts of the National COVID-19 Task Force and by extension the Civil Defence Commission (CDC) are, to date, not able to effectively reach all vulnerable communities because of inaccessibility due to the terrain, and the topography of some areas where many reside.

Consequently, mining has provided a much-needed safety net at this point since the industry continues to commendably retain and provide employment to those who are now directly supporting many households and numerous communities that are out of reach for the relief teams.

The syndicate acknowledged and applaud the efforts and commitment of its sister organisations GGDMA and the Guyana Women Miners Organisation; and all stakeholders and humanitarian groups which have provided relief supplies and aid to those communities that are far-flung, while working diligently with us to ensure that miners are functioning in a safe and responsible manner as they protect themselves and the communities where they work.

GPSU celebrates 97th Anniversary

Below is a message from Patrick Yarde, President of the GPSU

N the occasion of the 97th Anniversary of the Guyana Public Service Union, the organisation is most proud and committed to the theme – “Continuing the Journey for Social Justice - in Unity we can achieve.”

Rejuvenating and re-energizing our organisation for the continuation of this mission, necessitates introspection, honesty, sincerity, genuine togetherness - unity in purpose, and the highest quality of being dedicated to overcoming the shortcomings experienced in the past. While we focus diligently on building on our achievements, maintaining relevance and responding precisely, efficiently and effectively in a dynamic work environment, we must do so with focus on overcoming the hurdles ahead.

These are unprecedented times; we are faced with an obvious unstable political situation and must ensure that there is absolutely no implication for our members. We are also confronting a deadly coronavirus global pandemic and its escalation at our borders, in particular, with Brazil. We must take all possible measures to protect our members and the health and wellbeing of the citizenry.

We must ensure that the side effects of these undesirables do not compromise our targeted goals.

Reflecting on the past year, we had expected to achieve much more but, to our disappointment, many agreements were broken, not recognised or frustrated. The establishment of the High Level Committee to review wages, salaries and allowances did not happen; what was done was not comprehensive nor adequate. There were increases in wages and salaries which were imposed without consultation or negotiation. The Union signed a Recognition Agreement with the MMA/ADA in August 2019. We were also able to formally finalize and sign the Recognition Agreement to represent the staff of the Revenue Authority. However, this was a very arduous and painstaking process which took over two decades to complete. We entered into an agreement with the Government for the Restoration of the Sports Complex in February 2019; however, to date, no work has commenced.

We, therefore, must prepare and equip ourselves to do whatever must be done in our interest, that of our families and the future of our country wherever possible. We must correct the arbitrary changes in hard-won agreements like the doubling and tripling of meal allowances for nurses and we must pursue the enforcement of collective agreements. We must continue the

struggles for a living wage and adequate salaries and allowances, some of which remain unchanged for over twenty-five years, thus resulting in public servants having to subsidize their income from poorly-paid salaries. Our Agency Shop Agreement and other entitlements were removed by a ‘wicked and lawless’ government.

But, we cannot overlook the unfulfilled promises made to restore our Agency Shop Agreement and other entitlements, which shamelessly allowed free riders to benefit equally from the hardearned efforts of our members. We must pursue the enforcement of all collective agreements.

We must restore our Sports Complex facilities to its former glory to provide necessary healthy recreation exposure for our members, their families and acquaintances, by all means necessary, including seeking the fulfillment of the agreements entered into with the current government. We must vigorously demand, as a major stakeholder, that there is respect for inclusiveness.

We must never give way to increasing political attempts to undermine and replace the leadership of our union with misfits to compromise the union’s effectiveness and to keep our members vulnerable.

It is for these reasons and in the prevailing environment that we consider it absolutely necessary to commence our new year of existence with prayers. The Union caters for members of all religions who aim to commit their faith and purpose to our cause for justice, protection of the innocent and enjoyment of peace, fulfilment and comfort. In so doing, we shall begin by giving thanks to God Almighty as we always do, except on this occasion we would like to celebrate with our members all throughout our beloved country in thanksgiving services. We do believe that God’s richest blessings and support shall be motivating and inspiring to our success.

We have to be clear and of one purpose, jointly seeking our goals: Our pursuit is eliminating racism; Our pursuit is eliminating discrimination; Our pursuit is eliminating inequality; Our pursuit is good governance; Our pursuit is justice and fair play; Our pursuit is enlightened conflict resolution and Our pursuit is broad-based national harmony and acceptance. We must be prepared to face all challenges in unity and with absolute resolve for social justice.

It is therefore essential that we reinforce our foundation en-

suring that it is unmovable in the future. We must advance our mission starting with the identification of all that hinders progress and the accomplishment of our noble goals, and remove all evils that are being promoted to deter us from our achievements.

We must at the same time enlighten those who are not conscious of the virtues and values of our purpose and build confidence in those who are feeling insecure and uncertain of their decency, high moral standards, goodness and righteousness.

Our fight is to restore and enhance the strength of our organisation and promote the wellbeing and welfare of our members and, by so doing, provide a basis for the development of our communities and our nation. This would require the involvement of every member – all of our union branches must function efficiently; all of our members’ grievances must be represented; we must expand our membership base; we must ensure that our membership education programme is refined, relevant and accessible. We must enhance communication with the total membership including an efficient and effective feedback mechanism. We must ensure that all work environments are safe, conducive and worker friendly. We must ensure that they are treated fairly on the job and there is career training, upward mobility and succession planning. We must motivate all members to be professional, efficient and effective in discharging their duties.

We must be consistent in our approach and accommodative of all who share our values. We must strive for national harmony and vanquish all who seek to divide and spread evil. We have to accelerate our campaign and be careful of who we embrace.

Most of all, we must be certain that our errors in judgement are not repeated. We have paid a great price for not safeguarding ourselves from unprincipled conduct and indecency. We must shield ourselves from untrustworthy relationships.

As we proceed, we must maintain vigorously our independence as an organisation as we continue to enjoy our members’ confidence in our ability to protect them from all unwarranted attacks. As I have encouraged repeatedly over the years in messages and speeches, let us with open minds and clear objectivity consistent with this year’s Anniversary theme, pledge to fulfil our commitment to achieving the stated goals.

GECOM wraps up recount ... important task of validating votes, study of observation report to begin

THE Guyana Elections Commission (GECOM), on Sunday completed the national recount of ballots cast at the 2020 General and Regional Elections with the tabulation process of said ballots likely to be completed today.

Sunday saw the completion of recount of the remaining 74 ballot boxes adding to a total of 2, 339. Meanwhile, the tabulation process was pegged on Sunday at 2,325 for the general elections and 2,244 for regional.

When the tabulation is completed, the results will not be declared just yet. Based on the Order which legally triggered the recount, Chief Elections Officer (CEO), Keith

three-member CARICOM scrutinising team will present a report pertaining to their observations, recommendations and conclusions to the commission.

When the said reports are received by the commission, it will then deliberate on them and how they will be treated before a decision is made on whether the said data should be used or before a final declaration is made.

The amended Order states: “The commission shall, after deliberating on the report at Paragraph 12, determine whether it should request the chief election officer to use the data compiled in accordance with Paragraph 12 as the basis

The last recital of the Order provides that the conduct of the recount process is for the purpose of “…the reconciliation of the ballots issued with the ballots cast, destroyed, spoiled, stamped, and as deemed necessary, their counterfoils/ stubs; authenticity of the ballots and the number of voters listed and crossed out as having voted; the number of votes cast without ID cards; the number of proxies issued and the number utilised; statistical anomalies; occurrences recorded in the Poll Book”.

Even so, citizens will only know of the commission’s decisions on how it will treat with the matters

Political Parties leave the recount location at the Arthur Chung Conference Center (ACCC) Lowenfield must next submit a report of the recount to the commission. In accordance with the amended order, this report must be submitted no later than June 13.

The report will include a summary of the observation reports for each district. It is in these observation reports that the APNU+AFC, primarily, has highlighted over 6,000 cases which it believes are tied to electoral fraud.

These cases include: missing Official Lists of Electors, ballots for one region cast in another; ballots cast for the dead and persons who have migrated; persons voting without proper identification; persons voting outside of their districts without employment documents; large numbers of improperly stamped ballots at locations where disciplined services members voted; missing poll books and documents from one polling station being found in the ballot boxes of another.

It is also expected that the

for the submission of a report under Section 96 of the Representation of the People Act, Cap 1:03, provided that the commission shall, no later than three (3) days after receiving the report, make the declaration of the results of the final credible count of the elections held on the 2nd day of March 2020.”

There is already division amongst government-nominated and opposition-nominated commissioners with regard to what should be done about the claimed and observed irregularities. The People’s Progressive Party/ Civic (PPP/C) has argued that every election will produce margins of error and the ones discovered by the coalition are minimal. However, the APNU+AFC contends that there are “clearly linked” patterns amongst the irregularities which invalidated votes cast for the party. It is also steadfast in the position that fraudulent votes cannot be counted and that GECOM has the responsibility to de-

The national recount, which commenced on May 6, 2020, is being executed under Article 162 of the Constitution, and Section 22 of the Elections Law (Amendment) Act under the supervision of the elections commission, based on an agreement reached between President David Granger and Leader of the Opposition Bharrat Jagdeo following the intervention of the Caribbean Community (CARICOM).

President David Granger, while maintaining that he will accept the results of the General and Regional Elections as declared by the

commission, has stated that, from all indication, the electoral process was manipulated as he pointed to the countless irregularities unearthed.

“Everyone is aware of numerous reports of irregularities including unstamped ballots, deceased and migrant voters and missing poll books. Those irregularities appear to have been com-

mitted intentionally, not accidentally, and demonstrate a pattern of manipulation of the electoral process,” he said in an address to the nation on Saturday.

Even so, the Head of State has also iterated: “…I shall accept the declaration of the results by the Elections Commission, which will allow for a democratically elected

government to be sworn-in to office. I am committed to uphold the Constitution and the rule of law. I respect the integrity and autonomous nature of the Elections Commission.

I will abide by the declarations of the Elections Commission as I have abided by the rulings of the Court.”

Gentle sessions with Janine

TRAUMA is real for victims of abuse and counselling can help the healing process to begin.

Today we hear from Janine.

‘I MET him on Facebook, he in-boxed me because he liked my profile picture and it started from there’. The young girl sat in the Psychologist’s office wringing her hands together on her lap as she told her story. The Psychologist acknowledged her demeanour and leaned forward empathetically, meeting the girl’s eyes as she looked up. ‘Janine’ I know this is not easy for you but we are discussing something that happened in the past... we cannot change the past but we can do something about the present and the future. I want you to bring yourself into the present… so, here’s what I want you to do… close your eyes…take a long, deep breath… that’s right… and another…relax… find some space in your mind…okay? When you feel quite ready, then you can begin.’ Noticeably, the girl’s shoulders began to relax and the wringing of her hands eased considerably.

Ms Meena, the Psychologist had worked with many girls like Janine in the past, yet no two cases were the same. Survivors of sexual abuse, rape and sexual assault, handle the aftermath of such traumas in different ways.

The age of the victim, and the length of time over which the abuse had taken place, are always significant factors in discerning the amount of damage inflicted on the victim.

But there was always one thing for certain in every case; the damage had been done. If the survivor would ever have a ‘next to normal’ chance at adulthood, then the healing would have to start as early as possible.

Janine started again, “He ‘liked’ the photos that I posted and he posted some too, we became friends. I knew he was older than me and I thought if he knew I was 13 everything would stop so I didn’t tell him. I looked older in my pictures because I wore makeup and midriff clothes with my belly outside. I liked the attention; it was something I looked forward to every day.

“We chatted about things we liked and

had in common…we both liked basketball and we both had pets. We had fun talking about animals; he made me laugh…a lot. I told him personal things and he confided in me too. He was the first person to tell me I’m beautiful. He said he liked everything about me; my lips, my figure. He said he dreamt about holding me in his arms.”

Ms Meena recognised the artful skill of ‘grooming’ in Janine’s story, which Janine mistook back then, as an innocent friendship. Questions ran through her mind.

Where were Janine’s parents while this was going on? Why wasn’t Janine’s internet use being monitored? How many times during her career, had she counselled parents who had failed to supply the extra attention, advice and sense of direction and correction, needed so vehemently during pubescent and adolescent years? Still, she didn’t want to dwell too much on what hadn’t been done.

She too needed to focus on moving forward.

She waited for a lull of silence before she began, ‘Take me to the day of the incident?’.

Janine bowed her head as her confidence waned once again, then slowly she straightened up, took a long deep breath and continued.

“It was when my family went to the Friday night, Saturday morning market and he knew I was alone. He found out where I lived from photos taken outside my house and from things I’d told him. I never expected to see him at my gate; he lived ‘til up in the Corentyne River… but he came and I was excited to see him in the flesh, so I let him in.

He looked older in person, like 25 or so and he still didn’t ask my age. We sat and talked for a long time before he kissed me.

“Well… one thing was leading to another and before I realised, I felt his heavy weight on top of me. I pushed him off and asked

him to leave, I even lied and said my grandmother would be home soon, then he asked me… what I think he come for?

“I got really scared, I felt my blood run cold and I moved towards the door to get away but he caught me and dragged me on to the settee. I was crying and begging for him to leave and to let me go but he pinned my arms above my head with one hand and force himself on to me. He told me, ‘shut up,’ and he raped me.”

Janine added gentle sobs to the tears that were already streaming down her face. Ms Meena knew how much courage it took for Janine to recollect her ordeal and the fact that she got through it on this occasion reresented progress. She handed Janine a tissue.

“Thanks for sharing that with me Janine, I’m proud of you and the progress we are making. Remember, we have the past; we have the….’ Janine interrupts ‘…present and the future…and we are working towards the future.”

Education Ministry satisfied with hinterland students’ preparedness for July exams THE effects of the novel coronavirus led to the closing of hundreds of schools across Guyana, leaving thousands of students and teachers to find new ways of learning.

The Ministry of Education created an Alternative Plan Programme whereby, students were provided with home-based learning activities inclusive of electronic learning or e-learning.

Chief Education Officer (CEO), Ingrid Trotman, stated that while the Ministry used e-learning for students, such as radio, television, social media and the Ministry’s website, consideration was also given for students who were unable to gain access, especially vulnerable communities such as in the hinterland region.

“For the hinterland students, the Ministry of Education provided booklets for Grades 2, 4 and 6, along with the past papers and these were distributed to the region, which further had it distributed to each school and then unto the students,” the CEO stated.

This was done as part of preparations for the National Grade Six Assessment (NGSA), Caribbean Secondary Education Certificate (CSEC) and Caribbean Advanced Proficiency Examination (CAPE).

for secondary schools, June-Ann Gonsalves further explained: “The teachers themselves prepared worksheets and they were sent to the different villages for those areas that we could not have gotten contact with”.

Gonsalves also said that she is satisfied with the level of preparedness for exams and the engagement of students in hinterland regions, including Regions 1, 7, 8 and 9. “I feel comfortable with the engagement that would have been involved and the collaboration across,” Gonsalves said.

“It wasn’t just the Ministry as in the Central [Ministry], but the individual regions, we had meetings with our REDOs [Regional Education Officers] and the regions did their part to ensure that the learners were engaged to assist in whatever was absolutely necessary.”

ACEO for primary education, Carol Benn, is also satisfied with the work in primary schools in the hinterland and confirmed that past papers dating back to 2017, worksheets prepared by teachers and distributed to homes, as well as parent-teacher engagements were held.

NGSA exams are slated for July 1 and 2, while CSEC exams will be held from July 13-August 4 and CAPE during the July 13-31 period.

‘Tabulation is not validation’ ... Coalition says several other steps required before declaration

THE recount process has uncovered evidence of massive electoral fraud affecting over 84,000 votes, the ruling APNU+AFC coalition said on Sunday as GECOM wrapped the month-long recounting of votes for the March 2, 2020 elections.

“Tabulation is not Validation: once only valid votes are counted the coalition will win these elections,” APNU General-Secretary Joseph Harmon said. In a statement, the coalition added that “what was uncovered throughout the recount process and magnified on Thursday June 4th, Friday June 5th, Saturday June 6th and Sunday June 7th, nakedly exposed the smoking gun of the obscene People’s Progressive Party illegality on the East Coast of Demerara which is ‘the nest’ in perpetuating [sic] fraud on the March 2, 2020 General and Regional Elections.”

According to the coalition, numerous sealed ballots boxes, exclusively in

PPP stronghold areas, when opened, were missing all relevant documents legally required to legitimise the process. “The pattern is clear – where the APNU+AFC won, the documents are in the boxes, but where the PPP “won,” the documents are missing.”

The party said the votes which cannot be validated on the lower East Coast of Demerara alone, amount to tens of thousands. These votes are bogus, fraudulent and cannot withstand scrutiny. There is no option but for GECOM to reject all ballots, in all 10 districts, that cannot be validated. “What was uncovered in the ballot boxes from polling places on the lower East Coast Demerara was obscene and provides unequivocal and incontrovertible evidence that massive and systematic electoral fraud was unleashed on March 2nd. Not only were the March 2nd elections tainted, but we now know, with certainty, that electoral fraud was committed in an

effort to subvert the will of the Guyanese people. The perpetrators have committed a wilful, egregious and heinous act against democratic values of Guyana,” the coalition said.

The coalition said that as a result of these revelations and exposures, there can only be one legitimate conclusion following the recount process. “We now await to hear from the right-thinking people of Guyana and GECOM in that regard. GECOM is put on notice that it cannot use illegal and fraudulent votes to produce a valid and acceptable result.

Fraud cannot produce credibility.”

FOUR-STAGE PROCESS President David Granger on Saturday, while reminding the nation that the national recount was widely supported by the government and opposition, said an acceptable outcome is expected based on four sequential stages.

It was outlined that the

‘recount’ of ballots – the first stage – follows the decision of the elections commission, on April 3, 2020, that it would recount all ballots cast in the elections. The national recount commenced on May 6, 2020.

The second stage of the process, the President posited, will see the compilation of a report of the recount by the chief elections officer, and it is within that report that the irregularities, in addition to the tabulated votes, will be detailed.

“The chief elections officer (CEO), in the circumstances, is obliged to present a matrix of the poll results of each electoral district together with a summary of the ‘Observation Reports’ of each electoral district to the election commission,” President Granger detailed. Given the exceptional interest of the CARICOM Heads of Government and the leading role of the CARICOM scrutinising team, it is the President’s hope that their ‘report’ will be sent to the elections commission and receive the

fullest consideration.

The ‘review’ of the report by the elections commissioners – the third stage of the process – will follow,” the President further detailed, while noting that the elections commissioners will be expected to take into consideration all the evidence provided in the CEO’s ‘report’, both from the tabulation and observation, in their deliberations.

It is expected, also, that the elections commission will examine the CARICOM report at this stage. The ‘result’ of the General and Regional Elections – the fourth and final stage of the process – will be declared by the Chairman of the Elections Commission after she has studied the report of the chief elections officer and the Observation Reports, the President summarised. Iterating a long-held position, President Granger said he will accept the results of the elections as declared by GECOM. “…I shall accept the declaration of the results by the

elections commission, which will allow for a democratically elected government to be sworn in to office. I am committed to uphold the Constitution and the rule of law. I respect the integrity and autonomous nature of the elections commission. I will abide by the declarations of the elections commission as I have abided by the rulings of the court,” the Head of State told the nation.

With the recount near completion, the President called on Guyanese to await the completion of the four stages – the current recount, the reports of the chief elections officer and the CARICOM observers, the review by the elections commission and the declaration of the final results by chairperson of the commission.

It was President Granger who in 2019 met with the Chair of GECOM, the elections commissioners and the leader of the opposition, and offered a commitment to ensure that the General and Regional Elections would be free and credible.

More alleged cases of fraud detected on final day of recount

THE last day of the national recount of the votes cast at the General and Regional Elections went no different from the days before, as more irregularities and grounds for considering the elections fraudulent, were detected.

At the end of Sunday, several instances were disclosed to this publication. At Enmore/ Hope Primary School, ballot box number 4793, the number of electors on the Official List of Electors (OLE) was 331 and the amount of electors ticked on the marked list as voted was 258.

However, the total ballots issued was 330, which leaves 72 ordinary ballots unaccounted for, since there were no unused ballots in the envelope.

Box number 4792 of the same polling place had a copy of an OLE that belonged to another box. The box had six copies of OLEs of which one belonged to another station.

In addition, ballot box 4799, from Enmore Community Centre, had 18 oaths of identity.

However, none was recorded.

And there was an instance in the very box, where the ID number did not match the name on the oath of identity.

It was also disclosed that

there were missing statutory documents from ballot box 4833 at Clonbroek Primary School.

That box had no counterfoils and no poll book.

These irregularities took the numbers on the lower East Coast up, from 29 ballot boxes to 41, of which over 10,000 votes are compromised.

Writing on behalf of APNU+AFC, Elections Agents Joseph Harmon and Minister Amna Ally had said the lack of the critical documents will effectively affect the recount process. “There is no account and/ or explanation for the missing statutorily required documents.

This means that there is no way for the Commission to verify that the ballots were issued to this polling station. Consequently the validity of any count from this box is in question,” Ally told the Elections Commission.

She added: “Additionally, it cannot be substantiated that electors who cast ballot in these cases met the statutory requirements. In this circumstance the aforementioned Ballot Boxes should be set aside.”

The coalition, in the letter, also noted the limited ability of its agents to examine each and every ballot, and as such, they

could not detect with any certainty the issues at hand.

“We continue to call for investigations and action in these matters and since the complaint of fraud is so clear, it is suggested that the Guyana Police Force can help GECOM to bring a speedy resolution to the issue,” APNU+AFC urged.

Weighing in on the issue on Friday, Elections Commissioner Vincent Alexander told reporters that the discoveries were strange, while pointing to the fact that the boxes originated from People’s Progressive Party/ Civic (PPP/C) strongholds.

However, on Sunday, the Commission took the decision that regardless of missing documents, the ballots will be tabulated on the grounds that persons cannot be disenfranchised. The question of validity still lingers however, and the next phases of the recount will ultimately determine what final decisions will be made on these objections and observations recorded on the SORs. In a matter of days the country will know the final outcome when GECOM makes the declaration of the winner of the 2020 elections.

By Lisa Hamilton AS the COVID-19 emergency measures remain in Guyana as a means to flatten the local curve of the pandemic, businesses in Lethem, Region Nine (Upper Takutu-Upper Essequibo) are trying to do what they can to adapt and survive until he situation returns to normal.

A few business-owners spoke with the Guyana Chronicle recently, telling of their losses, alternative incomes and expectations on how their situations can be improved.

A DIFFICULT CHOICE Since 1993, Linda Khan retired from the post of Deputy Head Teacher of the St. Ignatius Secondary school and took up, fully, her supermarket business -- the Savannah Inn –- which has been in operation for the last 30 years.

The reality has led Khan to the crossroad of deciding whether or not she should let go of some of her staff. The businesswoman and former teacher has not been able to bring herself to do so.

“You don’t know who to send home because two of them are husband and wife, so if you send them home, both people suffer and there’s no income from any other place.

I didn’t send any [home] because if I send them, what will they do? I am committed to them. These workers started working with me from young,” she said.

As an alternative for survival, she relies on her farm where she rears chickens, ducks and fish and grows organic vegetables. Over at the supermarket, she does what she can to ensure that she and her staff are protected from the virus and is happy to note that 99 per cent of the persons who visit the supermarket wear face masks. She believes that

persons are not visiting her business as usual. The pandemic has cut off the town from Brazilian customers and shortened the pockets of locals.

“Because of the lockdown, you’re not having the customers that you normally would get on a regular basis. The Brazilians are not coming and the people from the Savannah outlying areas are not coming and, because of the time that

ADAPTING TO SURVIVE Lincoln Lamazon, who has been managing the Lincoln International Trading variety store for 13 years, said that he has had to cut down on 50 per cent of his staff as

a result of the pandemic. He averages that he has experienced a 30 per cent drop in sales, but noted that essential items, which would previously remain on the shelves for quite some time, are going much faster. Under the conditions, his business now experiences an average 20 per cent turnover.

“It has affected me greatly financially because, what you find now is that your turnaround time, in the case of you having to replenish your stocks and so forth, it is much longer. Even sales, I would say sales have declined by about 75 per cent on a daily

Lamazon has worked to make his business safe by sanitising often; installing hand-washing facilities; making hand sanitisers available; educating his staff about sanitary practices and providing them with masks. He was keen on noting that operating costs have increased.

“We can continue to work within the timing that was proposed to us opening and closing, for now. It still makes sense to work but, if things get more serious and they [extend the measures] then that will determine if we continue in business or not,” he said.

Lamazon understands that the COVID-19 pandemic is new to Guyana and the rest of the world and therefore hopes that persons adhere to the health protocols in place to eventually flatten the curve of the virus.

Over at C&T Variety Store, business-owner Carlton Beckles said that he has realised the need for a shift in his business into “survival mode” by restocking with necessities instead of luxury items such as the latest household appliances.

Like the others, Beckles said that his business has seen a decline in sales due to a drastic reduction in the number of persons traversing the region. He averages a 75 per cent decline in customers and also notes reduced spending capacity due to reduced household income. Mean-

“I have considered that this is a pandemic and this is how business is for me now and it’s not been bad,” he said. Noel is a student at the University of Guyana and an avid radio broadcaster, but with things slowing in those regards, his pizza business is an alternative for survival.

If we get a two months more like this, after that two months I don’t know what will happen.”

He also wants the National COVID-19 Task Force (NCTF) to examine the curfew and possibly extend it to 20:00hrs and also establish that a few other businesses may be necessary.

ALTERNATIVE OPPORTUNITIES

Meanwhile, others have turned to creative means to make a living. Shammah Noel started his pizza business, ‘Apizzall’ in 2018. He took a break but had reason to restart in 2020 following the pandemic. He told the newspaper that he capitalises on the fact that Lethem does not have many fast food avenues and those which were previously available are now closed due to the pandemic.

Not too far away, Peter Alves has been operating the Ori Hotel and Restaurant for the last 12 years. He said that the pandemic has “tremendously” affected his hotel which sees almost no customers at the moment.

Ali, told the media that the recount is showing exactly what his party would have said with their Statements Of Polls, that PPP/C won these elections by well over 15,000 votes.

He went on to say that “this is a moment for us to come together as a country, come together as a people

and embrace the future, learn from the challenges in building a more stronger and prosperous Guyana in which all of us can live and fulfill our dreams and aspirations.”

Ali said that the country has been in a challenging state since December 2018 when the no-confidence motion was passed in parliament. “We have been in a difficult position in this country since the no-confidence motion. Life was never the same, business was never the same. It is time Guyana gets that space to bloom and to move forward. Our country deserves this and the citizens of our country deserves this,” he said.

According to him, his party is prepared to deal with any eventualities.

GLARING EVIDENCE But while the PPP/C has downplayed the irregularities as mere claims, Commissioner Vincent Alexander has said that there is glaring evidence that the electoral process was manipulated – a position also held by President David Granger.

There are over 6,000 irregularities, which have resulted in more than 90,000 votes being affected, he said.

While the PPP/C has declared itself the winner, the declaration of the results is not automatic as suggested by the opposition.

Now that the count is completed, the next phase will be initiated, which entails the preparation of a

report on the process by the Chief Elections Officer, Keith Lowenfield, which will later be reviewed by the commission. The Elections Commission will then decide whether or not the data from the recount should be used for the declaration of the results of the 2020 General and Regional Elections.

Commissioner Alexander had said that even though the alleged fraudulent ballots were counted in the recount, the Chairman of GECOM, Justice (Ret’d) Claudette Singh had noted that the investigations will still continue to ascertain what decision to take at the end of the entire process.

At present, there is no certainty of what the end decision will be, and the public is advised to await the declaration of GECOM.

Fishing industry on Corentyne among hardest hit by COVID-19

By Nafeeza Yahya WITH close to 800 families no longer earning an income from their breadwinners as a result of a temporary ban on fishing due to COVID-19, the Upper Corentyne fisher folks are pleading for any form of assistance, even as they seek the intervention of the Guyana Government to get the Surinamese authorities to allow them to fish.

A boat that was damaged after it was seized by Surinamese authority

Ramnaresh Chanderdat Jainarine, in breaking down the math, explained that they have approximately 150 boats at three ports that would have employed around 750 persons directly as most boats carry a five-member crew while some carry six.

He noted that in addition to these fishermen, there are porters, cleaners and other auxiliary staff who would gain employment from the fishing vessels.

The boats and crew have been docked since early March when Suriname abruptly closed its border after recording its first case of the novel coronavirus.

As a result of the sudden closure, many fishing boats were seized and some $7M in losses were incurred. This was as result of the boats being left in the open docks

Apart from two engines that were completely damaged, the boats were also partially submerged in water, while fuel, groceries and other items such as batteries and the anchors were looted.

While the industry has not come to a complete halt, some one third of the over 150 boats are fishing in local waters. However the price for fish has dropped by as much as 50 per cent since the high demand from the regional and international markets are no longer there. This has now added salt to the wounds of the fisher folk, especially the co-op, as they reflect on their policies and what needs to be in place in tough times as this one.

“It is really heartbreaking to see people not having anything to eat and they would come by the fisheries hoping the can get a lil wuk or a fish to go home and cook for their families. Everyone is facing the same situation and them boys, whenever they get a lil extra they would help one and another but the prices drop for fish too. Snapper was 350 per pound we now getting 200; trout was 250, is now 100. There is no safety net to cushion the blows,” Jainarine explained.

He added that the policy of the co-op with a one off membership fee of $25,000 may have to be revisited and a revolving fund be made available from contributions of members so that in similar situations in the future, they can have monies available to

assist their membership.

Meanwhile, Ramnaresh Chanderdat, a former sugar worker, started fishing with his brother following the closure of the estate to make ends meet. He lost his wife a few years ago due to diabetes since he could not afford the treatment. He is now facing a similar situation with his 20-year-old daughter, who is also suffering from the same medical condition and is appealing for help.

Berbice cricket umpire killed in accident

AFTER losing his second son to an accident almost five years ago, a Corentyne father tragically died a short distance away from where his son met his demise under similar circumstances.

Gangapersaud Shivdyal called ‘Manchan’, 60 a pump operator and a First Division cricket umpire of Lot 7 Fyrish village, East Berbice Corentyne, died on Saturday June 6 after

he reportedly lost control of his motor cycle while in the vicinity of the Industry Public Road, popularly called ‘Nineteen Road’, at around 17:45 hrs.

At the time of the incident, Shivdyal was on his way back from New Amsterdam on his blue scooter motor cycle bearing registration number CF 2415 when he lost control and crashed into a utility pole. He was picked up in

an unconscious state and taken to the New Amsterdam Hospital where he succumbed to his injuries a short while after.

Speaking with this publication, one of the deceased man’s sons, Monilall Shivdyall, called ‘Kata’, was fighting to control his emotions as he explained that his dad was on his way back from New Amsterdam and was supposed to go to his home.

Several phone calls went unanswered after they realised he did not show up, eventually the phone call was returned but by a stranger who explained that the owner of the phone was involved in an accident on the ‘Nineteen’ Public Road’.

The family rushed to the scene and memories from five years ago began to flash back in their minds as they realised

the accident was a stone’s throw away from where they lost their then 27-yearold brother on the August 16, 2014.

Upon arrival at the scene, they were told the injured man was taken to the hospital and when they reached the hospital they were greeted with the dreaded news that their

He leaves to mourn his wife, two sons and a daughter. A post mortem is expected to be performed soon to determine the exact cause of death.

Like Chanderdat, many do not have any other skillset and are unable to land jobs to ease the financial burdens they face in taking care of their families.

The fishermen are asking for the government’s intervention in asking the Surinamese authorities to allow them to resume fishing with the condition that they remain on the water tops and only stop to purchase ice at the docks in Suriname. They are willing to make their trips shorter and less frequent while abiding by the guidelines and are also open to being screened before entry into the docks. They are hoping this can be facilitated soon since each day the struggle gets harder.

The co-op has since used its office to register the fishermen and their families to receive aid via the government’s online data collection site aimed at identifying and providing support for those affected by the COVID-19 pandemic.

Guyana has 64 active COVID-19 cases

–– no new case recorded GUYANA has gone 24 hours without recording a new case of the Novel Coronavirus (COVID-19), but there are 64 active cases of the disease.

According to health authorities, some 11 tests were conducted between Saturday and Sunday, but no new case was found.

Health authorities have so far tested 1,808 persons, of which 1,654 were negative and 154 were positive.

Of the total positive cases, 80 persons have recovered and 12 persons have died, but there are 62 persons in institutional isolation and two persons in the COVID-19 Intensive Care Unit (ICU).

Health authorities continue to work towards strengthening the healthcare system to respond to COVID-19 on a long-term basis. The potential and existing activities are part of a plan to have a comprehensive COVID-19 health network, whereby patients across the country’s 10 administrative regions will be able to access these services.

Region Four (Demerara-Mahaica) remains the epicenter of the disease, and there are a number of communities outside of Georgetown which have recorded cases.

Among communities on the East Coast Demerara (ECD) where cases have been recorded are: Atlantic Gardens, Friendship, Golden Grove, Good Hope, Lusignan, Plaisance, and Strathspey. Among communities on the East Bank Demerara (EBD) where there were cases are: Diamond, Grove, Land of Canaan, Providence, and Timehri.

Health authorities are also placing emphasis on the four hinterland regions, es-

pecially now that three of them have recorded cases of COVID-19.

The need for surveillance in those regions is also important, because Guyana’s South American neighbour, Brazil, is now rated as the COVID-19 epicenter of the Americas.

“We continue to plead with the residents of Regions One, Six, Seven, Eight and Nine to remain on high alert recognising that our neighbours, Brazil, Venezuela and Suriname are reporting new cases,” said Deputy Chief Medical Officer, Dr. Karen Boyle in her update on Friday.

“Residents of Region Seven, with the new cases in Venezuela, and the upsurge in your region, your vulnerability is increased. We are calling on the Toshaos and other authorities to ensure that residents do not cross borders, and that persons from those other countries are not entering your community.

Community members must report any migrant entering your community and anyone who has signs and symptoms, and immediately bring this to the attention of the health authorities,” Dr. Boyle advised.

As evident, COVID-19 remains a serious issue, not just here in Guyana, but globally as well. And, according to global statistics, there are over 6.6 million cases of COVID-19, with over 392,000 deaths. And, with no approved treatment or cure, there is no assurance that persons will survive after contracting the disease.

In the absence of approved medications, governments and authorities across the world have employed a number of preventive measures to contain the spread of the disease.

‘When we landed in Guyana, all I was thinking about was home, home and home!’ … returning passenger excited to be back from US after 81 days

EARLY in March this year, Mohamed Yasar Hussain, his sister, his father and sister-in-law went to the wedding of a relative in the United States.

Days later, as the family prepared to travel back to their home on the West Coast Demerera, they received news that Guyana recorded its first case of the Coronavirus and soon after, air travel between the two countries was suspended, a move that saw the family staying in Florida, months longer than they expected.

Mohamed, his sister Bibi Sheleeza Hussain, his father Saiyad Hussain and sisterin-law, Kimmey Buchoon, would spend the next 81 days in Coral Springs, Florida but the thought of his pregnant wife and the fact that he is the main breadwinner of his family, saw Mohamed growing worried as the days numbered.

The quartet were among 137 passengers who returned to Guyana aboard an Eastern Airlines flight on Saturday afternoon, the first group of returnees from the US on a commercial flight since March when the CJIA was closed to all commercial air traffic by the authorities.

Mohamed told the Guy-

ana Chronicle that the entire situation “was a very difficult experience.”

FLIGHT WAS OVERBOOKED He said that he promised his cousin months before, that he would be at her wedding and since the cases in the US were low in number, he and his relatives decided to travel for a minimum of 14 days.

He said that about 12 hours before they were expected to travel on a Caribbean Airlines flight back to Guyana, they were told that the flight was completely booked and that they would have to make other arrangements. Despite desperate attempts, he said that the family realised that they would be in the United States for a very long time.

Added to this, he said his father is hypertensive and as such he only had enough medication to last him a month. He said that since the situation in Florida was scary as that state recorded a high number of COVID-19 cases, it was difficult to find medication for his father. He said medicine was sourced from Trinidad and Tobago and was shipped to the US via FEDEX. This provided

relief to his father, who had only a three-day supply of medication when he arrived on Saturday.

Mohamed, who works in the private sector, noted that the expenses racked up by the family was enormous, adding that in order to return home on Saturday, the family pooled all their monies.

He said Eastern Airlines offered the four a deal and this was one of the many last minute arrangements, which had to be put in place before they boarded the air carrier on Saturday.

LATE DEPARTURE He said the Eastern Airlines flight was initially expected to depart at 08:00hrs on Saturday and since a curfew is in place in the area where the family stayed, they started making early arrangements to get to Miami International Airport.

He said that luckily for the family, when they were about to leave for the airport early Saturday morning, the air carrier representative called and informed them that the flight was rescheduled and this provided some time for them to travel and prepare. He noted that there entire flight was based on last

minute arrangements.

He explained that on Wednesday, the family was informed by the authorities here that they can travel to Guyana providing they met the requisite requirements. He said this included mandatory COVID-19 tests which had to be done 48 hours before travel.

He said some hiccups in the arrangements were ironed out by the group of passengers who worked to ensure everyone was on the flight, noting that persons travelled for five to six hours from as far as Minnesota, New York among other states to be on the flight. ”We all tried, we worked together,” he said. Sadly, he noted, four persons who did not have the COVID-19 test done could not travel.

Mohamed said, although he isn’t sure if he still has his job, he is happy to be at home with his family. He will be home on quarantine for the next seven days and the Ministry of Public Health will continue to monitor the situation while keeping in contact with the family.

Mohamed said, “I landed in Guyana and my phone was the last thing I was thinking about , all I was thinking about was home.”

Two in custody for alleged rape of Berbice woman THE police in ‘B’ Division have arrested two persons as they investigate an alleged rape of a woman.

According to reports, at approximately 20:00hrs on June 4, 2020, a 26-year-old woman was imbibing with a friend, who then asked her to accompany him to a

foreshore on the Corentyne, where two other males were waiting. It is alleged that as they arrived, one of the men placed a knife at the woman’s neck, while another committed the act.

A report was made to the police and a medical was done on the victim.

The friend of the woman, along with the alleged rapist, was arrested and remains in police custody. They are both assisting with investigation.

Meanwhile, the husband of the victim was subsequently arrested for wounding the perpetrator after

learning of the incident. The Guyana Chronicle understands the husband confronted the alleged rapist, chopping him in the process.

As investigation continues, the police are seeking the whereabouts of the person who placed the knife at the woman’s neck.

CHC, GWI and UNICEF to distribute hygiene kits in Region One THE Guyana Water Incorporated (GWI) on Thursday last received 1200 care packages/hygiene kits for distribution to Venezuelan migrants and locals of Region One (Barima-Waini) to help stop the spread of COVID-19.

According to a press release from GWI, this gesture comes on the heels of a collaborative effort among the Canadian High Commission (CHC) of Guyana, UNICEF and GWI to improve sanitation conditions in Regions One and Seven (Cuyuni-Mazaruni), through the construction of Ventilated Improved Pit Latrines (VIP) and hand-washing sinks.

also previously benefitted from sanitation training and a set of hygiene kits.

He also noted that the project among the three entities was recently expanded to cater

“We understood their needs and so we went beyond the scope of water services and decided to provide this,” Dr. Shako said, adding that they hope to meet other needs in the near future.

According to GWI’s Managing-Director Dr. Richard Van-West Charles, when UNICEF approached GWI to execute the works there was no hesitation, as the initiative coincided with the utility’s efforts and President David Granger’s call for equity between the coastland and the hinterland.

He noted that GWI has just completed a squatters’ analysis to improve water access

in those communities and is working on schools to ensure their water supply is in a state of readiness when school reopens.

The managing-director posited that GWI looks forward to working towards improving the living conditions of both the migrants and the local hinterland population.

The release said Canadian High Commissioner Lilian Chatterjee dubbed it the perfect collaboration. She noted that while the commission donated approximately GYD$7.2M, it relies on local agencies such as GWI and implementing agencies such as UNICEF for their expertise.

URP calls for shared governance as recount shows several anomalies

THE United Republican Party (URP) Leader and Presidential Candidate Dr. Vishnu Bandhu is calling on the two major political parties to put away the decades-long ‘winner-takes-all’ political tradition and establish a National-Front Government whereby shared governance will be the order of the day.

Dr. Bandhu in a letter to the Editor in Chief of the Guyana Chronicle called upon the leaders of the two major political parties to put an end to the racial segregation fuelled by politics.

“Racial strife has destroyed our country as it continues to destroy the world. How long must we continue to allow our citizens to become caught in the tangle of racial segregation and political greed?” he questioned.

Reflecting on the two major parties’ commentaries about the results coming out of the recount, Dr. Bandhu stated that it is obvious that Justice (Retired) Claudette Singh, Chairperson of the Guyana Elections Commission (GECOM) will have an angry commission to preside over when both sides meet to discuss

the various narratives that have been reported on in the media up to this stage of the recount.

Bandhu added that the A Partnership for National Unity + Alliance For Change (APNU+AFC) has been raising several anomalies in the various workstations and has charged that the March 2 elections were not credible.

He noted that the party has been raising concerns about deceased and migrated persons voting and missing statutory documents in ballot boxes in the March 2 general and regional elections, in areas known to traditionally support the People’s Progressive Party/Civic (PPP/C).

While on the other hand, the PPP/C has been maintaining that the Guyana Elections Commission (GECOM) has “no jurisdiction” to investigate the allegations of “electoral fraud” being levelled by the APNU+AFC Coalition; that such should be done via an election petition after the results of the election have been declared.

LET IT BE A VICTORY FOR ALL CITIZENS Dr. Bandhu further stated that both the APNU+AFC and PPP/C leaders have agreed that they will accept the results of the recount.

“Both of the major parties also said at the end of balloting on March 2, that the elections were free, credible and transparent. Now, as anomalies are unearthed on both sides, it is being said that the elections are null and void,” he wrote.

He added that the presidential candidates of the two major parties, Brigadier (Retired) David Granger and Dr. Mohamed Irfaan Ali should surprise Guyana and its people by appearing together at a press conference, with

hands joined in victory, not for any political party, but to show a victory for all citizens of Guyana.

He further wrote that all the other parties that contested the March 2 elections should join them in an act of solidarity for a safe and modern Guyana.

“All political leaders must exercise political maturity, and stop thinking about self and political alliance, and begin to think about the country.”

Bandhu further noted that unless an alliance that bridges the racial divide in Guyana is fostered, Guyanese will continue to feel marginalised, “If one of the smaller parties that contested the General and Regional Elections got only a single vote, it means that they have a constituent they are representing; therefore we must not allow sections of the electorate who have voted to go unrepresented because the party they voted for did not get a seat in parliament.”

Additionally, he noted that the country’s constitution must also be reformed to ensure that every constituent is catered for and must also focus on the elements of segregation and division that have destroyed the fabric of Guyana’s culture.

“Hate crimes must be prosecuted to the fullest extent of the law and persons guilty of such crimes must be subjected to jail time,” he added.

Bandhu also called on the ABCE countries to stop speaking about sanctions against Guyana and begin to speak of shared governance and a national-front alliance situation.

“Let us all begin a movement that will heal our country of the vicious act of self-aggrandisement,” he said.

US$3.5M COVID grant approved to boost Guyana’s Education Sector THE Global Partnership for Education (GPE) has approved a US$3.5M grant for the Government of Guyana to support its education sector amidst the COVID-19 pandemic.

The Guyana Chronicle was reliably informed that the said grant was approved by the GPE’s Board of Directors, following a request put in by the Government.

The GPE is supporting developing countries to mitigate the impact of school closures on children and to build the resilience of education systems.

Along with the sum, the GPE has also approved a 7 per cent agency fee for the grant agent – the United Nations Children’s Fund (UNICEF), in the amount of US$245,000.

According to the GPE,

the COVID-19 pandemic has triggered an education emergency of unprecedented scale. In developing countries, which were already facing a learning crisis before the pandemic, it estimates that 771 million children are now cut off from schools.

It has already mobilised over US$500M to sup-

port partner countries with planning and implementing their response to the pandemic.

GPE stated that it remains committed to working to promote coordinated responses that are country-driven, aligned behind government priorities and to share information and experiences.

GPSU celebrates 97th anniversary THE Guyana Public Service Union (GPSU) celebrated its 97th anniversary on Sunday (June 7, 2020), and is committed to its theme, “Continuing the Journey for Social Justice - in Unity we can achieve.”

President of the GPSU Patrick Yarde, in a press statement on the occasion, said: “Our fight is to restore and enhance the strength of our organisation and promote the well-being and welfare of our members and by so doing, provide a basis for the development of our communities and our nation.

This would require the involvement of every member – all of our union branches must function efficiently; all of our members’ grievances must be represented; we must expand our membership base; we must ensure that our membership education programme is refined, relevant and accessible.”

Further, he stated that the organisation is committed to working to overcome the hurdles ahead, stating that although the organisation was met with setbacks in 2019, that will not stop the leadership from continuing to

Man found dead in hammock at Granny Backdam, Omai POLICE are currently investigating the circumstances which led to the death of a 28-year-old miner at Granny Backdam, Omai, Region 7.

Dead is Alwin Daniels of South Ruimveldt Park.

The Guyana Chronicle was told that the lifeless body of Daniels was found in a hammock at a shop at Granny Backdam, on June 4, around 15:00 hours.

He was last seen alive on June 3, at around 17:00 hours.

When police visited the scene on June 5, there were no marks of violence seen on Daniels’ body.

Several persons were contacted and interviewed and information received by the police was that Alwin Daniels was a known ‘drug pusher’ in the area and also had underlying health issues.

Daniels’ body is currently at the Lyken Funeral Home awaiting a post mortem which is expected to be conducted today, (Monday, June 8).

Fisheries Dept. observes World Ocean Day AS World Ocean Day is observed today, June 8, 2020, the Fisheries Department of the Ministry of Agriculture is urging citizen to ensure that the oceans and waterways remain pristine and free of plastics and other debris that impact biodiversity, more so the many sea turtle species.

Celebrated under the theme ‘Innovation for Sustainable Oceans,’ the department wishes to recognise the contributions of the fisherfolk, employees and other industry professionals, who continue to ply their trade in an effort to ensure food security and environmental stewardship.

The conservation and sustainable use of oceans can only be achieved with collective efforts and collaborating at all levels and across many sectors, the Fisheries Department said in a statement.

The Fisheries Department remains committed to promoting the sustainable development of the nation’s fishery resources for the benefit of the participants in the sector and the national economy, it added.

Alluding to the importance of the ocean, its resources and the invaluable contributions by the Guyanese fisherfolk to the economy, it was noted that the fishing industry contributes significantly to the country’s GDP. Approximately 10,000 persons work directly and indirectly in the fishing industry with jobs including, but not limited to, boat building to fish processing and distribution.

Though not the largest natural resource sector, the fishing industry’s contributions are invaluable.

The department has, over the past year, made tremendous strides aimed at preserving

the state of fishery resources, from achieving marine stewardship council (MSC) certification, to ensuring the ecologically sound harvesting of our Atlantic Seabob.

As part of its vision to ensure proper management in the artisanal and industrial fishing sectors, new management plans were developed and approved with the assistance of the department’s partners and other ocean stakeholders. It is continually engaged in monitoring, control and surveillance activities in an effort to tackle Illegal, Unreported and Unregulated (IUU) fishing. This practice is responsible for the loss of marine biodiversity and negatively impacts the livelihood of our fisherfolk.

In addition, several innovative research projects have also been developed by the staff, ranging from sustainable feed development for aquaculture, to the rearing of alternative species and evaluating the sustainability of hook and line versus the trap-fishing methodology. The concept of integrated marine planning and management as a means of combating threats to the ocean space from marine debris and climate change was also investigated and presented at the first Fisheries Department Research Presentations, during Agriculture Month 2019.

Meanwhile, as part of the celebrations, today, the Fisheries Department recommends the viewing of ‘The End of The Line’ by Rupert Murray and ‘A Plastic Ocean’ by Craig Leeson, which look at the consequences of unchecked, unregulated sea fishing across the globe and the impacts of marine plastics and other debris on our oceans and waterways, respectively.

Yarde stated that in this present historical moment in the country’s his-

tory, the GPSU believes it is of utmost importance that it must take all possible measures to protect its members and the health and well-being of citizens and will work to ensure that the side effects of these undesirables do not compromise its targeted goals.

Further, Yarde explained some of the plans that the GPSU has for the year, saying, “We must restore our Sports Complex facilities to its former glory to provide necessary healthy recreation exposure for our members, their families and acquaintances by all means necessary, including seeking the fulfilment of the agreements entered into with the current government.

“We must vigorously demand, as a major stakeholder, that there is respect for inclusiveness.

We must never give way to increasing political attempts to undermine and replace the leadership of our union with misfits to compromise the union’s effectiveness and to keep our members vulnerable.”

Man City appeal to CAS against European ban begins today

MANCHESTER City head into one of the biggest weeks in their recent history, knowing their reputation, their Champions League place and, possibly, the make-up of their squad are on the line.

Today, their appeal to the Court of Arbitration for Sport (CAS) against their two-year ban from European club competition begins.

On 14 February, UEFA’s Club Financial Control Body (CFCB) banned City and fined the club 30m euros (£25m) after ruling it had committed “serious breaches” of Uefa’s Financial Fair Play (FFP) regulations between 2012 and 2016.

The CFCB also said City had failed to cooperate with the investigation.

City immediately signalled their intention to appeal to CAS. They believe the CFCB was not independent and ended up being distrustful of it, partly due to the amount of secretive information the club felt was leaked to the media.

They are adamant that what they consider an independent judiciary will clear them.

The appeal will be heard by three CAS lawyers, held in private on video conference and last for three days.

A verdict is not expected until later this summer.

Unless the club are successful, they will not be able to participate in Europe’s flagship competition next season and will be prevented from playing in the annual Uefa Super Cup if they won this season’s delayed Champions League.

For European football’s governing body Uefa, the outcome also holds huge significance.

La Liga president Javier Tebas, who in the past has accused City and Paris St-Germain of financial doping, is adamant FFP rules must be upheld across the game despite the financial fall-out from Covid-19.

Sources have told the BBC that if the current verdict is not upheld, Uefa’s FFP model will be wrecked.

HOW DID WE GET HERE? UEFA’s investigation began after publication of a series of emails, obtained by the Football Leaks organisation, in the German magazine Der Spiegel in November 2018.

Amid numerous claims, it was alleged City had inflated the size of sponsorship deals so owner Sheikh Mansour was able to invest more money into the club

than FFP regulations allowed.

It was also alleged former City boss Roberto Mancini was paid £1.75m - more than the salary he was getting from the Premier League club - to act as a consultant to Abu Dhabi-based Al Jazira Sports and Cultural Club, which is controlled by Sheikh Mansour.

City have always said the information was obtained illegally and represented “a clear and obvious attempt” to damage the club’s reputation.

Given the vehemence with which they have contested the charges levelled against them, City know a reduction in their European suspension will not be enough to clear their name and the stigma that they tried to cheat the system.

In addition, it will bring to an end nine successive years in the Champions League - with the Premier League’s fifthplaced team - currently Manchester United - set to replace them in next season’s tournament.

And, while manager Pep Guardiola has already said he “trusts” the club and will stay next season whatever the outcome, even warning former club Barcelona not to “talk too loud” about the situation after president Josep Maria Bartomeu welcomed the verdict, others, including star midfielder Kevin de Bruyne, have said they would need to consider their futures if City’s ban is upheld.

City’s defence Few City fans will have heard of David Pannick QC of Blackstone Chambers and Paul Harris QC of Monckton Chambers. But the barristers employed to lead City’s case carry a huge burden of responsibility.

Speaking to City’s own website in the days after the initial verdict was announced, chief executive Ferran Soriano insisted “the allegations are simply not true”. He added the club felt the whole process had been “prejudiced” against them and evidence used by the FFP chamber relied on “out of context, stolen emails”.

“All we are looking for is a proper adjudication from an independent and impartial body that is going to take the time to look at all the evidence without preconceptions,” added Soriano.

“The fans can be sure of two things. The first one is that the allegations are false. And the second is that we will do everything that can be done to prove so.” (BBC Sport)

He also had four seasons with Glamorgan at the tail end of his career, not arriving until he had turned 38.

By Ian Ransom MELBOURNE (Reuters) - Cricket Australia’s (CA) forecast of a near 50% plunge in the revenue that underpins player payments has been met with scepticism by the players’ union, who called for talks to “shine a light” on the board’s calculations.

The Australian Cricketers’ Association (ACA) said on Thursday that CA had forecast 2020/21 revenues would slump 48% to A$239.7 million ($165.20 million) from their previous forecast of A$461m due to the impact of the COVID-19 pandemic.

A reduction of approximately 20% was anticipated for the following season’s revenues to A$385.80 million from the previous estimate of A$484 million, the ACA added citing an email sent by CA on Wednesday.

“The ACA expresses a lack of confidence in these reforecasts,” the union said.

Players are paid just over a quarter of the revenues as per their deal in the collecting bargaining agreement with CA. CA Chief Executive Kevin Roberts said recently the board was facing a shortfall of about A$80 million in revenue due to COVID-19 and there was a high likelihood Australia would not be able to host the Twenty20 World Cup in October-November.

The bleakest scenario looks to have been avoided, however, with India’s lucrative four-test tour, worth an estimated A$300 million in revenue, set to go ahead in the home summer.

The ACA said the new forecasts did not “appear to be reasonable or consistent with an obligation of good faith”.

“From what the ACA has been able to determine so far, cricket is yet to suffer a significant adverse revenue event and the outlook for the game remains positive,” the union added.

“If cricket does suffer an adverse financial event in the future — a reforecast can be provided at this time.”

The ACA said a more formal process of due diligence was now necessary.

CA did not provide immediate comment when contacted by Reuters.

‘Deadly’ Derek Underwood, England left-arm spinner ...On this day: Born June 8, 1945

By Amlan Chakraborty (REUTERS) - The sight of England left-arm spinner Derek Underwood coming off his unusually long run with a batsman at the other end of a wet pitch surrounded by close fielders perfectly conjured up the image of a wily fox closing on its prey.

His mastery on sticky surfaces prompted a popular saying that England captains carried Underwood like an umbrella -- in case it rained.

While recognising his exploits on wet wickets, which earned him the nickname “Deadly” from his Kent team mates, this was somewhat unfair to England’s most successful test spinner.

For if Underwood was virtually unplayable on sticky pitches, he was also unrelenting on dry surfaces, probing tirelessly until the batsman wavered.

Underwood went wick-

etless in his 1966 Test debut against West Indies at Nottingham but was soon terrorising batsmen, spinning the ball nearly at a medium pace off a run-up of 10 yards.

“There are times when you really need to fire the ball in and there are other times when a little bit more flight is necessary to get whatever’s in the pitch out of it,” the leftarm spinner told ESPNcricinfo in a 2014 interview.

It was a combination of Underwood’s skills and mindset that brought him 297 wickets from 86 tests between 1966-82.

Such was his accuracy that a journalist wrote that Underwood could dig a hole in the pitch by dropping the ball on the same spot.

His precision was complemented by parsimony, proven by an economy rate of conceding an average of only 2.10 runs per over

K I N G S TO N , J a m a i c a , (CMC) – Batsman Jermaine Blackwood has welcomed his recall to West Indies colours for the upcoming England tour, and says he has resolved not to make the same mistakes which led to his ouster three years ago.

The 28-year-old became a virtual fixture in the Test side after making his debut in 2014 but despite a century and 10 half-centuries in 28 Tests, developed a reputation for rash stroke-play and reckless dismissals.

He helped West Indies to a historic win at Leeds on their last tour of England in 2017 but then managed only 15 runs from his next five innings and was axed.

“I’ve been out of the Test team for [almost three years], and getting back to the set-up I feel very good.

I worked very hard to get back,”the Observer here quoted the Jamaican righthander as saying.

“My goal is to try to [learn from] the mistakes that I made in the past. Now I’m older and have more understanding of what I need to do in terms of when I get to a half-century.

“I have a lot of half-centuries and the conversion rate is very poor so I’m looking to better that, if I get the chance.”

Case in point, with West Indies on 246 for four and chasing 322 for victory on the final day of the second Test at

Cognisant of the need to change his mindset, Blackwood curbed his natural ultra-attacking instinct during the recently concluded first class championship and reaped dividends, topping the run charts with 768 runs from eight matches at an average of 51.

The highlight of the season was his stellar career-best 248 against Leeward Islands Hurricanes – the seventh highest individual score in the history of the first class championship – and Blackwood said that new maturity

was one he hoped to display going forward.

“I’m looking to take this approach that I had in the four-day [tournament],” he noted.

“Everybody [has] always been telling me to just bat some balls because the way that I score fast, once I’m out there for hours I’m going to score. I took that approach in the four-day and I’m gonna take this right through my career.”

Blackwood will be heading to England with a history of an excellent record against the hosts, averaging 55 from six Tests. In addition, his only Test hundred has come against the English – an unbeaten 112 on the 2015 tour of the Caribbean.

Blackwood, who boasts a career average of 30, said he was not fazed by the prospect of returning against the likes of powerful England on their home turf.

“I’ve played in England a few times, so I know the conditions somewhat. England have a very great bowling attack but I’m just going there to do my thing,” he stressed.

“I’m just going there to put my best foot forward and to go out there and score runs. I don’t really care who I’m playing against, I’m just looking to score runs and spend some time in the middle.”

From the Vault: Ponting’s 120 & 143 no in his 100th Test match

THE start to Ricky Ponting’s 100th Test match could hardly have gone any worse.

First, Australia’s skipper lost the toss in the series-deciding Test against South Africa at the Sydney Cricket Ground (SCG) in 2006, meaning his bowlers would get no more time to put their feet up having completed victory in Melbourne just three days earlier.

Then, in the third over of the morning, Ponting did what he almost never did; he dropped a catch, an easy one too, to give a young Proteas batsman named AB de Villiers an early life.

Speaking to cricket.com. au earlier this year, Ponting concedes the occasion of his 100th Test match had got the better of him. With family and friends flying in to watch the milestone, he was feeling the

pressure and nerves more than he had over most of the previ-

ous 99 Tests.

“I thought to myself, ‘What are you doing? Why are you trying too hard? Just relax and get into it’,” he recalls.

And when Australia started the third morning of the Test at a shaky 3-54 in reply to South Africa’s imposing first innings of 9-451, their skipper did exactly that – he relaxed.

For the next three days, over the course of two innings, Ponting was imperious with bat in hand as he steered his side to a series win that affirmed their place as the official No.1 Test side in the world – despite a shock Ashes loss just six months earlier – and stretch his own lead on top of the world Test batting rankings.

After the Proteas had crawled along at less than three runs an over for most of the first two (rain reduced) days, Ponting defied both the

early batting collapse and an on-song attack to not only survive, but up the tempo.

He reached his half-century on that third morning from just 68 balls and later joined an elite group of six to celebrate a ton of Tests with a ton of runs, bringing up the milestone from just 143 deliveries.

When he was dismissed for 120, the score was just 5-222 and Australia needed a late-order cameo from Adam Gilchrist and a generous declaration from the desperate Proteas just before lunch on the final day to set up the second act of Ponting’s two-part show.

Needing 287 to win in a little more than two sessions, Ponting was even more destructive than he was in the first innings.

It was the second of three occasions that summer that he would score twin hundreds in a Test, and he remains the only man to do so in his 100th match.

And when he crunched his 16th boundary of the innings to seal an eight-wicket victory, that dropped catch on the first morning – and all the nerves and pressure he had placed on himself – were nothing but a distant memory.

HAMILTON, Bermuda, (CMC) – Bermuda captain Danté Leverock said he was confident of making a swift return to the professional ranks after racial discrimination forced him to cut short a brief but traumatic spell with a Polish club and return home Leverock, a 28-year-old defender, told the Royal Gazette newspaper he contemplated quitting the game because of racial discrimination at Radomiak Radom, a second-tier outfit based 60 miles from the Polish capital Warsaw.

The global coronavirus pandemic left Leverock alone and stranded in Poland. He spent March in lockdown before he managed to return to Bermuda last month on an air-bridge flight.

Leverock said: “I felt I dealt with the situation as well as I possibly could, being alone in Poland with little to no support from the team and having to find ways of travelling back home when the world was shut down. It was an experience I’ll never forget.”

But Leverock said he was optimistic he would make a quick return to action, adding: “I’ve had some interest from clubs, but given that the (Bermuda) airport is closed, it’s difficult to finalise anything in terms of a new team.

“I’m always open to try new countries. However, my next choice of team will be a careful one, as I will be looking to settle down and the country’s cultural ideals are a major factor for me now at this point.”

“It was a feeling of joy when I was selected, because I want to play Test cricket,” the Gleaner quoted Thomas as saying.

“Being home not doing anything and just getting this opportunity to be in England even if I am not playing, I will be training and keeping fit, and so I am really happy for this.

“I was called up in the England Test tour of the Caribbean, before, but I didn’t get to make my debut, but hopefully I will soon, or even this t i m e around, b e cause I definitely want to play Te s t cricket for the

West Indies.”

The 23-year-old Jamaican was last week named among 11 reserves which will act as support for a 14-man squad for the threeTest series against England, starting July 8.

However, Thomas has so far only featured in white-ball cricket for West Indies, taking 27 wickets from 20 OneDay Internationals and 15 wickets from 12 Twenty20 Internationals.

West Indies legend Michael Holding recently queried Thomas’s presence among the reserves, contending he should have been part of the 14-man squad.

Thomas, perhaps the fastest bowler in the region but who has played only eight first class matches, said he had already discussed the prospect of Test cricket with West Indies head coach Phil Simmons.

“Everyone kept beating it in my head that I can’t be bowling that fast a n d not playing Test cricket,” h e explained.

“Me and the coach (Simmons) have had a lot of conversations about playing Test cricket, and so he always tells me that ‘you have to be in my team because you can’t be bowling that fast and not in the team’.”

London (AFP) - David Gower has urged the rest of world cricket to follow the West Indies in demonstrating a “spirit of co-operation” as the global game looks to get back on its feet amid the coronavirus.

The West Indies are due to arrive in England this week, ahead of a three-match Test series rescheduled for July even though the pandemic has claimed at least 48,000 lives in Britain, according to official figures.

International matches are central to the financing of the game at all levels, with the England and Wales Cricket Board estimating it could lose £252 million ($316 million) if there are no fixtures at all this summer as a result of COVID-19.

“The West Indies have done us a favour,” former England captain Gower told Britain’s Press Association.

“It is a unique situation and one with huge pressures.

“It will be a huge relief for these games to happen because getting going again is the key.”

Gower, the newly-installed president of the Lord’s Taverners, a cricket-related charity that supports disabled and disadvantaged young people, added: “Let’s face it, last

year was extraordinary with the World Cup win (by England) and an exciting Ashes but the problem for any sport is that the public consciousness only lasts a short while.

“With the exception of football, probably, if you haven’t got live sport you’ve got nothing to pin tomorrow’s newspaper or the next five-minute clip on television or radio.
