GECOM gets cracking for national recount

By Svetlana Marshall THE secretariat of the Guyana Elections Commission (GECOM) is actively preparing for the highly anticipated national recount and today it will up the tempo as it conducts a training session detailing the procedures that will be employed during the tabulation process.

Chief Elections Officer (CEO) Keith Lowenfield on Wednesday briefed the commission, chaired by Justice (Ret’d) Claudette Singh, on the secretariat’s preparedness to facilitate the national recount of the votes cast at the March 2020 General and Regional Elections.

assigned, inclusive of four GECOM personnel, while the other two workstations will have no more than 10 persons.

According to the plan, the votes cast in District Four will be tabulated simultaneously with other districts. Of the 10 work stations, three will be assigned to District Four – the country’s largest electoral region. At each workstation, the process will be initiated with a checklist to ascertain the contents of a ballot box. Once that is done, the ballots would be counted in a manner similar to the process employed at polling stations at the close of poll.

The votes cast in favour of each List of Representatives will be recorded on Statements of Recount as against a Statement of Poll.

PRECAUTIONARY MEASURES In view of COVID-19, it is expected that major emphasis will be placed on the precautionary measures that are expected to suppress the spread of the disease. The NCTF, based on inspections done by health experts, provided the Elections Commission with 14 guidelines that ought to be followed.

Including in those guidelines is a recommendation that persons involved in the recount at the centre should have their masks changed every 30-60 minutes; however

Alexander, while noting that the Task Force’s recommendations have been accepted, said the issue with regard to the masks was not raised at Wednesday’s meeting.

“I think basically the recommendations are being accepted, but I cannot speak specifically to that one which says changing masks every half an hour,” the commissioner said, while iterating that the issue was not raised.

Based on the commission’s decision to have no more than 132 persons operate at the 10 workstations for a period of 11 hours daily for 25 days, it is likely that the GECOM secretariat would require 36,300 masks, should it decide to adhere to the recommendations of the health officials to prevent the spread of the coronavirus. That is, however, if the masks are changed every hour. However, should the secretariat decide that persons should change their masks every 30 minutes, then 72,600 disposable masks would be needed.

The other recommendations include the need to sanitise frequently and for all involved to remain hydrated.

Last week, the Chair of GECOM, indicated that the Region Four Returning Officer Clairmont Mingo should not be involved in the recount, given challenges that had erupted under his watch.

By Navendra Seoraj GUYANA has recorded three new cases of the Novel Coronavirus (COVID-19) disease, taking the total number of confirmed cases to 78.

As the number of cases continue to climb, Central Georgetown remains the epicenter, with positive cases coming from Kitty, Alberttown, Cummingsburg, Bourda, South Ruimveldt, and Lamaha Park.

Cases were also recorded at Sophia, Turkeyen, Liliendaal, Cummings Lodge and Thirst Park.

“Fellow Guyanese, you would note from the areas listed that the Coronavirus Disease is in several of the densely populated areas in our city.

“We need to stop and take stock of this situation; you must adhere to the guidelines provided or we will be in a situation that we cannot control (repeat). Many of you have read the article of the Spanish Flu and how Guyana suffered during that period. And certainly, we do not want a repeat of this,” said Minister of Public Health, Volda Lawrence, during a virtual update on the COVID-19 pandemic, on Wednesday.

As the infection rate continues

to climb, there still seems to be a glimmer of hope in the fight against the deadly disease, as three more persons recovered and were medically cleared by health authorities, on Wednesday.

So far, 18 persons have won the battle against the deadly disease, but the country has also lost eight precious lives. And, three persons continue to battle for their lives in the COVID-19 Intensive Care Unit (ICU), said Minister Lawrence.

As it is now, 52 persons remain in institutional isolation, while some 18 persons are in institutional quarantine.

Health authorities have so far tested 519 persons, with 441 of those persons testing negative for the disease. Of the number of confirmed cases, health authorities had said men account for the majority.

Globally, there are over 2.9 million cases of COVID-19, with over 200,000 deaths. And with no approved treatment or cure, there is no assurance that persons will survive after contracting the disease. In the absence of approved medications, governments and authorities across the world have employed a number of preventative measures to contain the spread of the disease.

No date for arrival of CARICOM recount team A commencement date for the National Recount is hinged on the arrival of a high-level team from the Caribbean Community (CARICOM), Elections Commissioners said on Wednesday but the arrival date of the team is unknown at the moment.

It was earlier reported that the CARICOM officials were due to arrive in Guyana today April 30) but when the Guyana Elections Commission (GECOM) met on Wednesday, the Chairman, Justice (Ret’d) Claudette Singh indicated that she had no such information.

Guyana Chronicle was reliably informed that the officials were not scheduled to arrive today, since it is today that they are expected to receive their results from their polymerase chain reaction (PCR) tests for COVID-19. Outside of GECOM’s Headquarters on Wednesday, Commissioner Vincent Alexander assured reporters that once the Secretary-General of CARICOM, Ambassador Irwin LaRocque communicates the team’s arrival date to the Elections Commission, a commencement date

will be set and order issued to trigger the process.

Commissioner Sase Gunraj, in an interview with reporters, said from all indication the commencement date is firmly hinged on the arrival of the CARICOM official. “Once we have that, I believe that we can move very quickly to insert the start date into our procedures and have that,” Gunraj posited.

The high-level CARICOM team is expected to scrutinize the National Recount.

On Monday, GECOM Public Relations Officer (PRO), Yolanda Ward disclosed that Ambassador LaRocque sought approval for the departure of a chartered flight from Guyana to collect the high-level officials, and for its return the very day. The CARICOM Secretary-General has also asked that a similar arrangement be put in place for the return of the officials upon the completion of the exercise. Those requests were approved by the NCTF. Permission to enter and depart Guyana is needed in light of Emergency Measures instituted by the Government to prevent the spread of the novel

Coronavirus (COVID-19). The country’s international airports –Cheddi Jagan International Airport and the Eugene F. Correia International Airport – have been closed to regional and international travel since March 18, 2020.

Ambassador LaRocque, in his communication with Prime Minister Nagamootoo, also indicated that the high-level officials will undergo the World Health Organisation (WHO) approved polymerase chain reaction (PCR) tests for COVID-19 before arriving in Guyana.

He noted that arrangements would be made for the officials to be tested in their respective country, however, he requested that the WHO approved PCR COVID-19 test also be administered to the team before they depart Guyana. Nonetheless, even as it awaits an arrival date from CARICOM, GECOM’s Secretariat is putting all systems in place to facilitate the National Recount of the March 2 votes.

As the country wages war against the deadly disease, President David Granger is on record as saying that the efforts of the country’s frontline workers, in particular those within the medical field, should not go unnoticed.

“I ask you… to think tenderly of our public health professionals and service providers; that is to say, our doctors, nurses, respiratory therapists and all other supporting staff, medical and non-medical, who are providing the required care for those in distress,” President Granger said, adding: “Public health practitioners are on the frontline of protecting those stricken by the disease; they have been working tirelessly, through this very difficult situation, to provide quality healthcare to those who have been infected and afflicted. Everyone in the public health system has played a vital part in the fight against this disease.”

According to the World Health

Organisation (WHO), COVID-19 is an infectious disease caused by the newly-discovered coronavirus.

The WHO said most people infected with the COVID-19 virus will experience mild to moderate respiratory illnesses and recover without requiring special treatment.

Older persons and those with underlying medical problems such as cardiovascular disease, diabetes, chronic respiratory disease, and cancer, are more likely to develop serious illness.

The WHO believes that the best way to prevent and slow down transmission is to be well-informed about the virus, the disease it causes and how it is spread.

“Protect yourself and others from infection by washing your hands or using an alcohol-based rub frequently and not touching your face. The COVID-19 virus spreads primarily through droplets of saliva, or discharge from the nose when an infected person coughs or sneezes, so it’s important that you also practise respiratory etiquette (for example, by coughing into a flexed elbow),” the WHO has advised.

Brian Tiwarie mulls legal action against Randy Deepoo, contacts lawyers

The inclusion of his name in a list prepared by Randy Deepoo for sanctions by the United States has incensed Chief Executive Officer of BK International, Brian Tiwarie.

In two sections of the news media, on Tuesday, Deepoo, a Trinidad-based Guyanese reportedly filed a petition signed by more than 6,000 people with the United States Embassy in Georgetown.

Among those included are President David Granger, Chairperson of the Guyana Elections Commission, Justice Claudette Singh, Director General in the Ministry of the Presidency, Joseph Harmon, and Minister Amna Ally. The basis for the petition, according to Deepoo, is the contention surrounding the March 2 General and Regional elections.

Mr. Tiwarie said that to link him to issues relating to the elections is not only a figment of Deepoo’s imagination. It is also a blatant contention that Mr. Tiwarie is influencing the outcome of the elections.

Far from being dishonest, Mr. Tiwarie said, he has always sought to uphold the rule of law. He said that Deepoo cannot make such a claim since he has proven to be dishonest and dishonorable in times past. Mr. Tiwarie said that he cannot speak for the present.

He said that he was aware of the approach to Deepoo by businessman, Peter Morgan. At the time Morgan was seeking to have his US visa reinstated.

Morgan said that he had travelled with his family to the United States in January 2001.

Morgan said that soon after his return to Guyana the United States embassy in Georgetown revoked his visa.

He said that he met with Deepoo who claimed that he had inside connection to people in the corridors of Washington. He also said that Deepoo told him that he had to go to Washington.

For US$10,000 Deepoo promised to have Morgan’s visa reinstated.

Morgan paid the money. He never got the visa and Deepoo did not return his money. Morgan said that the US$10,000 was not the only money that Deepoo got from him.

He said that when he was arrested in Trinidad again he reached out to Deepoo. He paid money to recruit Deepoo. He said that he also had to pay Deepoo for every letter the latter wrote to officials in the United States. In the end Morgan had to fire him for lack of proper representation. Meanwhile Mr. Tiwarie has contacted his lawyers over Deepoo’s libelous inclusion of his name in the list for sanctions.

Coronavirus: Europe grapples with lifting limits on travel (BBC) Half a million masks were being handed out on Wednesday in stations around Paris, with France set to ease public transport restrictions next month.

But although Europe’s leaders want to kickstart economies hit by the Covid-19 pandemic, how to resume movement of people remains a difficult issue.

Unions expressed fears at the French plans to let people move freely with a mask from 11 May on trips up to 100km.

And Germany extended a warning against global travel until 14 June.

That means no decision has yet been taken on families taking their children on summer holidays.

other EU states, Germany closed some of its land borders last month to try to curb the spread of coronavirus and repatriated 240,000 German travellers from abroad.

Tourism accounts for 10% of the 27-member bloc’s economic output and EU ministers this week proposed possible tourist corridors between member states.

Neighbouring countries are also trying to handle cross-border workers. Germany has relaxed a quarantine on Polish commuters but Poland has not yet followed suit. Hundreds of people staged protests in Polish border towns last week.

While Poland said it would reopen hotels and shopping centres from 4 May, there was no indication when it would reopen its borders.

What is France doing?

France’s decision to require masks on trains and buses follows Germany’s move this week.

Prime Minister Edouard Philippe said there would be no unrestricted travel from 11 May but France would be divided into red zones, where Covid-19 was still circulating, and green zones where it was less of a risk.

There would have to be social distancing on the metro in Paris and services would be ramped up from

30% capacity now to 70% after 11 May. Train operator SNCF has urged employers to continue home-working and offer flexible shifts to prevent a surge in the rushhour.

In France, you currently need to print out a document before you leave the house. That will only be necessary after 11 May if the journey is more than 100km (62 miles), which will be allowed “solely for compelling family or professional reasons”.

Outside the EU, Serbia plans to restart public transport next week but the transport workers’ union in the capital Belgrade has warned that there are not enough drivers or vehicles to ensure social distancing of passengers.

Is anyone opening up beaches?

Several European countries are still hoping to reopen their beaches in time for the summer tourist season.

France has said no beaches will be open until at least June and Spanish Prime Minister Pedro Sánchez says reopening beaches at the end of June is part of his government’s four-phase plan to return to a “new normal”.

Travel from one part of Spain to another will also be restricted until June.

In Belgium, mayors from towns along the North Sea coast have agreed to reach a decision by 8 May on how to restrict beach access and “save the summer of the Belgians”.

Croatian Tourism Minister Gari Cappelli has called for “tourist corridors” to be created between separate EU countries, with epidemiologists deciding the necessary rules for movement.

Much of Southern Europe relies on tourism for a considerable part of its economic output and there have been reports that Czech tourists could be allowed into Croatia in July and August.

PPP/C plans to challenge recount in court

EVEN as the Guyana Elections Commission (GECOM) is putting systems in place to facilitate a National Recount, the People’s Progressive Party/ Civic (PPP/C) is planning to challenge the process for a fourth time in the Courts, a reliable source has said.

Since the conduct of the March 2 General and Regional Elections, the PPP/C, under the leadership of Bharrat Jagdeo, has filed at least three legal proceedings in the High Court, and according to the source, if its demands to the Commission are not met, the party will move to the Court at some stage of the recount.

On Wednesday, Executive Member of the PPP/C Anil Nandlall wrote the Chairperson of the Elections Commission, Justice (Ret’d) Claudette Singh, requesting a meeting to discuss the National Recount of ballots. The letter was written on behalf of the General Secretary and Leader of the PPP/C, Bharrat Jagdeo.

In the letter, Nandlall indicated that the PPP/C is hoping to solicit clarification on the live streaming of the recount; the sequence by and manner in which the recount will be done, in terms of the Electoral Districts; and thirdly, whether or not, the method of counting will be done in accordance with

Section 87 of the Representation of the People Act. “It is our hope that this meeting is facilitated soonest and before the finalisation of the procedures that will govern the recount process,” Nandlall said in the letter.

The letter to the GECOM Chair comes days after the Elections Commission rejected the majority of 10 motions tabled

by Opposition nominated Commissioner Sase Gunraj, including motions which addressed live streaming and the tabulation process.

In his motion, Gunraj sought approval to have the entire National Recount live streamed on traditional and or social media but the motion was overturned on the grounds that such a decision would be in breach of Section 90 of the Representation of the People Act. Section 90 of the Representation of the People Act states: “Every person attending at the counting of votes shall maintain and shall not communicate any information obtained at the recount as to the list of Candidates for which any vote has been given.”

Justice Singh, in making her decision, had belaboured the point that to live stream the National Recount; particularly the tabulation of the votes within the ballot boxes, would be to violate

the Representation of the People Act. That Act, the GECOM Chair, emphasized speaks to the secrecy of the tabulation process. “Because of the secrecy, they cannot show the ballot but what they can do, they can show the results after it would have been tabulated, I have no problem that,” Justice Singh explained.

Given the charged political atmosphere within Guyana at the moment, the GECOM Chair, in making her decision, submitted that it would be unwise to expose those involved in the tabulation exercise to the public. However, Justice Singh noted that during the tabulation process, those persons who are entitled to be there, in accordance with Section 86 of the Rep-

resentation of the People Act, will be allowed to observe the process. Those persons include members of the Commission, duly appointed candidates, counting agents and observers.

In relation to the manner in which the recount will be done, in terms of the Electoral Districts; the Elections Commission has long indicated that the votes cast in Region 4 will be tabulated simultaneously with other Regions. There are a total of 10 Regions. However, Gunraj has repeatedly objected to such a method. He had proposed that Regions One and Four be tabulated first, and once those results are declared, the Commission can proceed to count other Electoral Districts but this proposal did not receive the support of the Commission.

LEGAL CHALLENGES It was the PPP/C, through one of its supporters – the late Reeaz Holladar, that first moved the High

Court on March 5, 2020 to block the declaration of the results for the General and Regional Elections on the grounds that the votes declared for Region Four (Demerara-Mahaica), on March 4, were not completely verified. And though the High Court ruled in its favour on March 11, the PPP/C two days later on March 13, returned to the High Court after finding contempt proceedings against the Guyana Elections Commission, the Region Four Returning Officer (RO) Clairmont Mingo and the Secretariat.

Though the Court had ruled that the tabulation process was not entirely done in accordance with Section 84 of the Representation of the People Act, the Chief Justice (ag) Roxane George-Wiltshire had made it clear if candidates were dissatisfied with the Returning Officer, in terms of what was recorded, it was not for them to challenge the figure at that point in time, so as to

cause disruption or chaos.

But though the Returning Officer, according to the Chief Elections Officer, had complied with the ruling of the Court, and had tabulated the Statements of Poll in the presence those persons entitled to be there, PPP/C on the night of March 13, again alleged that the process was flawed. The very next day, it moved to the Court again, however, the matter was shelved, following an agreement by the President David Granger and the Leader of the Opposition Bharrat Jagdeo to have a national recount.

Subsequent to this decision, the PPP/C asked the Court to set aside the second declaration made by the Region 4 Returning Officer but the High Court ruled that it had no jurisdiction to hear the application filed by Jagdeo and Holladar.

Electoral fraud and rigging by the PPP/C

THERE is irrefutable evidence that the PPP/C assisted voter-fraud, including multiple voting and vote-buying in hinterland communities and coastal Guyana.

Some of these areas include Toevlught/Patentia, Diamond, Mon Repos, Lancaster, Mahaica, Ann’s Grove and Parika. It appears as though the PPP/C had hoped to sabotage GECOM and claim collusion between GECOM and the incumbent coalition government. The PPP/C banked on international pressure resulting from lobbying work; it had hired Mercury Public Affairs, a United States-based entity of questionable repute (Mercury is listed by the FBI as a co-conspirator in Russian interference in the 2016 USA elections), to undertake lobbying on its behalf.

The PPP/C’s attempts to prevent a recount may be understood if one accepts that a recount and forensic audit of the results of the March 2, 2020 elections will reveal the PPP’s attempts to rig the process, sabotage GECOM and undermine Guyana’s democracy and by extension, its sovereignty.

There was unprecedented transparency during the last elections. GECOM has twice tabulated the results for Region Four and the other regions. On the second occasion, the SOPs for Region Four were displayed on a screen, while the results were entered into the spreadsheet in front of party and other observers. Still, the PPP/C and its proxies claimed a lack of transparency when they realised that they were losing.

In the last weeks, everyone would have observed numerous PPP/C attempts to frustrate the preparation of the national recount, aided by some civil society organisations and friendly media outlets. Those attempts include propaganda; unreasonable demands for live-streaming; removal of senior officials; arbitrary starting of the recount with Region Four; requests for expensive observers, etc. Obviously, any party claiming it has won the elections would welcome a full

recount and not attempt to stop it. Perhaps the PPP/C prefers to frustrate the recount and audit because evidence of their rigging attempts will be found.

The PPP/C have been the real riggers since 1997. In that year, the PPP/C held a parliamentary majority. They voted to make possession of a valid ID card a requirement to vote, contrary to the Constitution. The High Court received an Elections Petition by Ester Perreira, a PNC supporter. After two years of hearings, the court ruled that the ID card requirement was unlawful. The court found that about 30,000 persons, some one-tenth of Guyana’s eligible voters, were disenfranchised by the illegal requirement.

Before Mrs. Janet Jagan was sworn in as President, an injunction was sought by the PNC to: (a) prohibit the swearing in of Mrs. Jagan, and (b) prohibit Mrs. Jagan from assuming office, and/or assuming the duties of office. The injunction could not have been heard by the court because the PPP/C had already secretly sworn in Mrs. Janet Jagan, even as a recount was in progress. After the 2006 elections, the Alliance For Change (AFC) discovered that the results had left out thousands of votes. When they presented the evidence to the then disgraced Chief Elections Officer (CEO) of GECOM Mr. Gocool Boodhoo, he wrote to the press alleging that, “the Presiding Officers made a lot of mistakes and that the AFC must not worry itself, everything will be alright.” The AFC never received their due parliamentary seat.

In was also in 2006 when the first fake SOP was found in the IT Department of GECOM by officials and an opposition commissioner. At the time, the Chairman of GECOM Dr. Surujbally requested an investigation, noting that it will require empirical analysis to determine how and where the fake SOP entered the system.

In 2011, Mr. Boodhoo again attempted to rob the AFC of a parliamentary seat by giving the seat to the PPP/C which

gave that party a parliamentary majority. Mr. Boodhoo, attempted to pass this off despite results showing that the AFC and APNU had received a combined 9,000 votes more than the PPP/C. Some six months after the 2011 elections, Mr. Steve Surujbally remarked that Mr. Boodhoo made a “human error.” What Surujbally did not say was that this was not Boodhoo’s first “human error.”

On to 2015. Several fake SOPs got into the electoral system and into the IT department of GECOM. Those fake SOPs were discovered by Mr. Vincent Alexander, a GECOM Commissioner. The IT Division was shut down after the discovery, but remember the department had been fully operational during the 2006 and 2011 elections. The fake SOPs discovered in 2015 continued the corrupt trend of 2006 and 2011.

And, we get to March 2, 2020. While GECOM was still undertaking tabulation of results, the PPP/C began publishing election results of its own. The PPP/C also published some SOPs the party claimed its agents had photographed at polling places, some even before the close of polls on Election Day; how is this possible when SOPs are posted outside polling places after completion of all procedural tasks at the place of poll? Sometimes this takes several hours. This was evidently an attempt to influence public opinion, and call into question GECOM’s credibility in the overall results, and those of Region Four in particular. Incredibly, PPP/C representatives carrying partially concealed and visible firearms stormed the GECOM Command Centre at approximately 2:30am on the night of March 4, 2020. An even larger group invaded the Command Centre in the afternoon of March 5. Clearly, the PPP/C are the actual riggers and fraudsters with over 20 years of experience; the evidence is unequivocal, conclusive, and final.

The nation awaits a recount of Regions One to 10 Dear Editor: ATTENTION is drawn to the letter of Charles Ramson, Commissioner of Information (Stabroek News 29th April- ‘Refusal of Chief Elections Officer to hand over SoPs is violation of law’). In that letter Ramson attempted an argument that the law requires of the Chief Elections Officer to release the Statements of Poll (SoPs) in his possession. What he failed to do is reference and quote the law (s) that so requires of this statutory officer and GECOM. Absence of hard evidence feeds the perception that some are desirous of promoting a narrative not based on truth but bias, not

wanting peaceful resolution but revelling in conflict. One would assume at Ramson’s level of public office he would recognise the responsibility to elevate public discourse and understanding based on facts and truth.

Thus, he is being called on to provide the public with the specific law(s) to substantiate the claim he has made.

The above notwithstanding, at this stage of the electoral process, regardless of what some desire or think, we’ve passed the stage of the SoPs and about to conduct an exercise that will produce Statements of Recount.

And whereas some see Region Four as the only district with controversy, it is inaccurate to state that there is nary a controversy in the other regions. It is a matter of public

record, admitted by GECOM, that some regions where recounts were requested, such were denied, aborted or stalled. The party or group in those regions who had made this request and was unable to see the fruition of this exercise will now have the opportunity.

If we are to create a level playing field and foster an environment of equity and respect, the concerns of all are equally important and deserving of attention. Further, the ongoing penchant to attack Chairperson Justice Claudette Singh and some commissioners for things, including those contrived and particularly those conjured to create divisiveness, is an exercise in distraction.

A new chapter has been opened and new opportunity presented to prove or disprove.

Maturity must be displayed in grasping this opportunity and allowing it to work.

If there was anything within recent times that President David Granger and Mr. Bharrat Jagdeo could be credited for, it is the agreement they signed on 15th March to comply with the Constitution and Laws of Guyana guiding GECOM’s conduct and having a national recount. The nation awaits a recount of Regions One to 10 . GECOM, having put systems in place to proceed with a national recount, must be allowed to do its job without interference or subversion.

Breaking its own rules for high mischief and undemocratic ends Dear Editor TO describe the conduct of the several International Elections Observer Mission teams, which had come to observe the March 02 national and regional elections, as professional, would be grossly misplaced, as well as undeserving. In fact, all the parties in this important category, both local and overseas, gathered for the March electoral exercise, sunk to a level of inexplicable and unprovoked bias, high prejudice and shameless partisanship, which had been a clear departure from the ODIHR’s Mandate for Election Observation, Handbook Rules which govern the operational conduct of these missions. The OSCE Office for Democratic Institutions and Human Rights (ODIHR) provides support, assistance and expertise to participating states and civil society to promote democracy, the rule of law, human rights and tolerance and non-discrimination.

Surely, what had occurred during the presence of this now infamous and discredited collective, with a single exception, did not, in any way, synchronise with, or even came close to, or resembled in both spirit and the letter, the Handbook’s Rules for Election Observer Missions. A juxtaposition of the Observer Missions’ total pattern of behaviour, as against the rules, unfolds the total criminality of a group of personnel, who were not only desecrators of their own guiding principles, but which, in the conclusive process, really came to effect regime change.

•Rule one, which speaks of: ‘’Observers will maintain strict impartiality in the conduct of their duties and will at no time publicly express or exhibit any bias or preference in relation to national authorities, parties or candidates…”

Not only was this rule totally trampled upon, with its open and often gaping scenarios of international observer stakeholders, visiting the political party headquarters of the PPP/C opposition; mission heads who had been

the house guest of the leader of the opposition, and was even seen in the company of the opposition leader at one of his party’s political rallies – but totally thrown in the waste basket, because of the dismissive manner in which it had been broken.

• Rule two, which states: “Observers will undertake their duties in an unobtrusive manner and will not interfere in the electoral process. Observers may raise questions with election officials…but they must not give instructions or countermand their decisions.’’

This particular rule became the ugly face of the international observer missions, crudely overstepping their own bounds of conduct, DURING THE POST- BALLOTING PROCESS WHEN, THEY, along with their local counterparts, and led by the opposition PPP/C AND THEIR ARMED THUGS, INVADED THE GECOM COMMAND CENTRE, BECOMING OPENLY INVOLVED IN THE HARASSMENT, THREATENING AND INTIMIDATION OF ELECTORAL STAFF PERFORMING THE CRITICAL PROCESS OF VOTER TABULATION; BEING PRESENT WHEN THE DOOR TO THE OFFICE OF THE CONSTITUTIONAL BODY WAS BROKEN DOWN, WITH THE PHYSICAL PERSON OF THE CHAIRPERSON BECOMING THREATENED. IN FACT, THEIR PRESENCE, DELIBERATE, AND A PARTY TO THE CONTRIVANCE OF THE DEVIOUS PLOT BY THE PPP/C, LED TO THE CURTAILMENT OF THE TABULATION PROCESS, FURTHER GIVING STRENGTH TO THE OPPOSITION PARTY’S GRAND DESIGN OF BRINGING THE GECOM INTO DISREPUTE. IT WAS A PLOT MOST FOUL. Add the unceremonious and uninvited entry of the Canadian envoy into a scheduled meeting of the GECOM Commissioners, where that high representative sought to dictate to the gathering what should be done, and one will understand that this had

been a collective that had a completely different mission at hand, instead of just being observatory in DEED AND IN FACT. • Rule Three, which states: ‘’Observers will base all conclusions on their personal observations or clear and convincing facts or evidence. ‘’ Emerging evidence has revealed that the perfidious lobby firm Mercury Public Affairs, that well-known bastion of fake news, misinformation and disinformation, had been actively engaged by the equally treacherous PPP/C opposition, in an exercise of distortion against the government, being fed to those very international observer missions’ headquarters, and other influential sections of the government of the United States, and even that of Great Britain.

Thus, their arrival in Guyana had already been biased, particularly shockingly against a constitutional body which independent functions and right to be autonomous have been punctiliously respected and observed by the coalition government, the main object of their dark plot. Therefore, the ability of these especially international missions, to be impartial and objective with regard to their laid-down observatory role, had already become compromised. In other words, they came to be partisan participants in a process which action had been clearly out of their remit in terms of the OSCE/ODIHR rules.

• Rule Four, which speaks of: “Observers will not make any comments to the media on the electoral process or on the substance of their observations.”

This particular rule suffered daily abuse. It became a shameless spectacle of a category on an important mission of neutrality, becoming the additional, open media mouthpiece of an opposition party, well-known for its chronicled record of formerly leading a criminal state, with a current presidential candidate on 19 criminal charges for fraud and dubious academic certificates. In this scenario of outright deceit, and vile conspiracies, these co-conspirators became an unambiguous part

of the local clique which continued to pedddle dangerous distortions through an equally perverse media.

• Rule Five, which speaks of: “Observers will not take any unnecessary or undue risks. Each observer’s personal safety overrides all other considerations.

It was no longer about their “personal safety’’; for had it been such an important imperative, none of them, particularly those from the other jurisdictions, would have been readily a part of such an invasive mob, inclusive of armed mobsters. In such environment, tragedy could have occurred, since their safety could have been compromised. Any such occurrence would have been unfair for the host government to be responsible for, much less answer.

• Rule Six, which clearly spells out: “Observers will comply with all national laws and regulations.”

Their conduct, was never meant to ‘’respect the nation-

al laws and regulations’’ of Guyana, not when they came with a prejudiced agenda, determined by being fed a diet of filthy lies which were clearly meant to discredit and undermine the incumbent executive, the GECOM, and even disregarding the nation’s judicial decisions.

Rule Seven, which unambiguously stated what these international observers cum interlopers and intruders should have done, and which departure from such principles, and open campaign on behalf of an opposition political party, bent on subverting the constitutional process, while paying lip service to democracy, did not honour or adhere to: “Observers will exhibit the highest levels of personal discretion and professional behaviour at all times.”

This has been every bit a violation of the very rules which SHOULD ALWAYS GUIDE THE CONDUCT OF these so –called neutralists and non-partisan deceivers.

For how could they have

claimed the high ground of impartiality, when they were in fact willing servants of an undemocratic political party and its local clique of vested- interest agents, and a thorough accessory to its plot to undermine the democracy of the state? Their more than unprofessional conduct was as immoral as could have been.

These people have made a mockery of democracy; have throttled the dictums of non-partisanship and neutrality, as if cutting the neck of a hen, while kicking the whole idea of election observer missions in its face. One hopes that with the impending recount if they are accredited, they will respect and observe the OSCE/ODIHR handbook rules. It is my fervent hope that other jurisdictions elsewhere would have taken a note as to the travesty that such a group had committed in Guyana.

In the face of claims from two articles published in the Guyana Times, contending that the region has not been complying, the task force has refutted every allegation. It said that their team is working feverishly and has been achieving 98% compliance thus far. The 2% accounts for those who have not been sensitised, and those who for various reasons, ran a little late.

THE Private Sector Commission (PSC) has made public a range of measures suggested to the National COVID-19 Task Force (NCTF) to “cushion” the economic effects of the coronavirus on Guyanese citizens, businesses and employees.

The recommendations were made by way of letter to Chairman of the NCTF, Prime Minister, Moses Nagamootoo, on March 25, 2020, back when Guyana reported five cases and one

Following the publication of that article, I deliberately breached the lockdown procedure to take a drive from Patentia to Parika to see for myself and there were no such things as the article contends. So I can say confidently, that the regional task force is well on top of this with the guidance from the national task force and the Public Health ordinance, and we are implementing those measures to the best of our ability,” Mahipaul said.

Additionally, he said they are also conducting weekly sanitisation of hospitals and government buildings as part of their fight against the deadly virus.

It also recommended the removal of Value Added Tax (VAT) from all food items, detergents and all household and medical and other cleansers and essential services including data.

Specifically, to assist businesses, the PSC said that there is need for a 100 per cent deduction of taxes for items given to the national effort; rescheduling of loans and mortgages; a relaxing of overdraft facilities and of regulations to classify loan as non-performing.

Other measures which it said the NCTF could consider are liquidity support for banks - interest subsidy; filing of Income and Corporation Taxes until September 30, 2020 provided that the current COVID-19 situation is brought under control by then; loans and financing for

businesses, administrative relief on statutory obligations and direct payment to citizens - unemployment payments or payroll subsidy.

For the health sector, the commission suggested a removal of taxes on personal protection equipment (masks, gowns, gloves etc.); allowing hospitals to bring in ventilators without taxes and allowing labs to bring in test kits and PCR machines without taxes.

The PSC also pointed to the need for measures for job creation; incentives for the promotion of the use of technology and tax measures to lower material cost for sanitisation and food.

Other measures include: that the Ministry of Finance consider offering the GBA a tax rebate in part of full for interest lost as a result of the banks lowering their interstates; a reduction in fuel prices by removing the tax component so that the public transportation can benefit

also with a corresponding reduction on fares and that utility companies defer payments and/or reduce by 50 per cent.

LET’S TALK Speaking with the Guyana Chronicle on Wednesday, PSC Member, Ramesh Dookhoo, said that the commission wishes to sit down with the NCTF to discuss the measures proposed.

He said that the recommendations were made over a month ago and there was no response, save for one from the Ministry of Finance questioning whether the commission had done its research prior to sending in the recommendations. Dookhoo said that the PSC is aware that some of the recommended measures have been put in place but more must be done --- especially for small businesses--- as they cannot survive for much longer on their financial

reserves.

“We know that some of the things that are on that list have now been introduced but at least call us in, let us have a discussion, let us tell you what is going on in the business world,” he said.

Dookhoo said that he is unsure that the questionnaire sent out by the Ministries of Business and Finance would have reached the desired population and the PSC is open to bridging any possible information gaps.

He said that the PSC is aware of the elections impasse which affects finances and believes that a discussion had with the NCTF/ Ministry of Finance would go a far way in helping both the private sector and government to understand the challenges and possibilities at hand.

“We would really like to have this discussion with a wide cross section of the private sector people and the government,” he said.

Linden Town Week to go virtual --as mining community celebrates its Golden Jubilee

By Vanessa Braithwaite THE mining town of Linden has successfully made it to see half-a-century, and will be celebrating this auspicious milestone with their usual pomp and flair, despite the current social-distancing and other life-saving measures implemented by the government in its bid to keep the deadly novel coronavirus COVID-19 in check.

On Wednesday, Lindeners took to various social media platforms to express their elation at having lived to see this day, in spite of all the adversities they would have endured in those 50 years.

The official 50th Anniversary logo has been widely shared by a patriotic and proud townspeople, and the event itself is being celebrated under the theme, “Reclaiming our strength through unity”.

In her feature address to her fellow Lindeners, Linden Mayor, Waneka Arrindell, urged that they use the opportunity, while in the comfort of their homes, to reflect on the many memories, good or bad, they hold dear, to try to understand the history of the town, and to cherish the township’s many achievements and journeys over the years.

“This was to be the greatest celebration in our history, and regardless of the current circumstances we face as a town, nation and world, we stand proud and tall on the 50th Anniversary of the establishment of the township of Linden!” she said, adding: “Today, I value all who are sharing this special occasion with us; it is rightly said that it doesn’t matter where you go in your life, but what matters the most is who you have beside you all the way.”

MEMORY LANE Fifty years ago, in this very month of April, Linden was declared a town by the enigmatic President Forbes Burnham. Formerly known as Christianburg, Wismar and Mackenzie, and managed by the then privately-owned Demerara Bauxite

Company Limited (DEMBA), today, it’s still fiercely independent, and boasts an ever-growing population of approximately 35,000 residents at the last count.

Its first Mayor was Mr. Egbert Benjamin, which makes Mayor Arrindell his ninth successor.

Speaking directly to the issue at hand, Mayor Arrindell said: “These past 50 years can be defined as a rollercoaster of tough and happy times that produced the best memories of our lives, all the while creating new friendships and relationships. Lindeners have worked day and night to make it possible for me to stand here and deliver these humble words of gratitude to those who came before, struggled, fought the good fight, and left us with the foundation upon which we stand to peer into the future!”

She opined that socially and economically, Linden would have achieved much in those 50 years, with the blood, sweat and tears of the many who toiled to make it the unique community it is today. As such, she feels that it is only fitting that those persons are honoured and remembered for their yeoman service, whether through political office, at the bauxite company, social activism or otherwise.

HONOURING THE STALWARTS Noting that the Linden Mayor and Town Council (LMTC) plans honouring 50 of those stalwarts at reference during the upcoming celebrations, Mayor Arrindell said: “We have undergone massive changes over these years, like restructuring, expansion, globalisation etc., but our family and cultural bonds have become stronger and efficient more than ever before. I thank our people who were, are, and will always be our intellectual assets that have always set us apart from the rest.”

She went on to say that at this very important juncture in the town’s history, she will continue to serve with her usual

zeal, and with the town’s best interest aforemost in her heart.

And while on the subject of service and best interest, Mayor Arrindell revealed that 2020 was her best year ever, as it is the year in which she saw the formidable strength of Lindeners at work, as they rallied to each other’s support in their hour of need. This same fortitude, she said, was also evidenced in the role Lindeners in the diaspora played in partnering with the township’s leaders to provide much-needed support for the community’s development.

She used as a case in point, the current COVID-19 situation, whereby residents both at home and abroad, collaborated with the officials to render the support and cooperation needed to keep their community, and by extension, the country at large safe.

Noting that this spirit of oneness is unique to Lindeners, and speaks volumes of who they are as a people, Mayor Arrindell said: “Saying thank you to them is not enough, but at this time, it is what we have. And so, on behalf of the residents of this great

town, we say ‘Thank you; we are grateful, and we are proud.’

“In this our Golden Jubilee Year, we are all one; I am not leading alone, but I have the benefit of an entire town of people leading with me, in a million different ways. For this, we can all be proud, as we are all now involved and consumed.

This is the greatest step at this significant milestone, and it must never be forgotten, nor should we regress.”

BE MORE MATURE She also used the opportunity to urge residents that as they move on, and go about their daily business, they become even more mature than they already are, and consolidate a holistic vision for the future of the town beyond this Golden Jubilee year.

That said, she pledged to continue petitioning Central Government to designate Linden as Guyana’s second most important town, and to expand its boundaries to incorporate neighboring communities so that they, too, may fully benefit from its many resources.

Pastor discontinues battle with Charity nurse over mother’s house lot

Forever the optimist, Mayor Arrindell urged Lindeners that despite the challenges of COVID-19 may seem to be getting the better of the LMTC presently, as it finalises its strategic vision for the town, to remain positive, as their brightest and best days are ahead of them.

Customarily, Lindeners celebrate the town’s birthday with the annual Linden Town Week activities, which normally last 10 days. This year, however, the celebrations will be done virtually, so that Lindeners can still participate in the celebration. The events on the calendar are billed to commence tomorrow, and culminate on Monday, May 4. They will be streamed LIVE, via either Facebook, 104.3FM, or Zoom.

Among some of the events this year are ‘Reggae on the Beach’; an international concert; the usual ‘Colour Party’; a Black and Gold Party’; the opening church service; and an economic and agricultural conference.

INDOMITABLE SPIRIT Meanwhile, Minister of Communities Ronald Bulkan

in a message said while the COVID-19 pandemic has curtailed social interactions, the 50th anniversary of the township of Linden will not go unnoticed.

“Lindeners, 50 years ago, Guyana’s second-largest and your beautiful township was birth.

This is a significant milestone that ought not to go unnoticed even as we grapple with the prevailing challenges.”

The Communities Minister commended the “indomitable strength, courage and tenacity displayed by Lindeners over the years that has brought the township to this point and expressed the hope for “a better and prosperous Linden, even as we rise above the present obstacles.”

He recalled the discovery of bauxite that made the town a highly sought-after destination for internal migration and “coupled with other factors laid the foundation for the birthing of a town of rich and diverse cultures as persons seeking to turn around their economic fortunes settled there blending their culture, religion and beliefs.”

He noted that with the return of local democracy in 2016, “the undemocratic imposition of an interim management committee was ended” as Lindeners elected their 10th mayor and a new council.

The full potential of the town, as the engine of growth and development of Region 10, the minister observed, can be realised once differences are shelved and all work together.

Minister Bulkan congratulated the residents on the historic milestone, “may your community bind together to attain unimaginable success for the benefit of the people of Linden and Guyana as a whole... Let not the significance of the occasion obscure our focus during the time of COVID crisis. Stay safe Linden!” he state

His decision, persons in the Charity Extension Housing Scheme noted, was also tied to commitments by officials of the Central Housing and Planning Authority(CH&PA) to the young nurse, Natusha DeFreitas, that all systems will be exhausted to ensure that she is able to rebuild

her mother’s house on the lot.

Since the matter was highlighted, officials of the CH&PA visited the site and erected signposts, dissuading persons from trespassing.

The Guyana Chronicle reported recently that the pastor was battling with the young nurse over the house lot on which her mother’s house stood. The young woman lost her father when she was six-years old ; the man was fatally stabbed in 2006 at the Charity Waterfront by a businessman.

Later, when she was 13 years-old, ill-luck came her way once more when her mother Stacy Benn perished in an accident, along with a man, aback BuckHall, Essequibo River, when the

vehicle in which they were travelling overturned. DeFreitas’ has three brothers but they are said to have moved on with their lives.

Reports are that since February this year , the pastor started works at the site and recently residents who are familiar with the young nurses’ misfortunes, expressed outrage over the issue.

As such, a resident highlighted the issue on Facebook and this newspaper was able to contact an official at the CH&PA office at Anna Regina, who noted that the pastor was ‘bullying’ the authorities over the property.

Since the Guyana Chronicle highlighted the matter last week, a number of persons, including legal luminaries, voiced concern over the issue. Several persons

also made contact with the nurse and offered to assist her in sorting out the matter.

This newspaper was told that at least two other persons , who are said to be pastors on the Essequibo Coast, were promised the house lot in question, a move which residents noted points to widespread corruption in the manner in which persons are able to obtain house lots in the area.

DeFreitas told the Guyana Chronicle on Friday that she is moving ahead with her plans to secure the house lot. She told the Guyana Chronicle recently that the house lot is the only memory she has of her parents and she was determined to ensure that she is able to rebuild her mother’s home.

~teen forced to put kidney transplant on hold due to COVID-19 JAMAICY BROOMES was a perfectly normal 17-year-old girl, focused on school and on the finer things of life. However, the young teen’s life changed drastically when she fell ill and was diagnosed with end-stage renal disease (ESRD), also known as kidney failure, in February 2019.

Broomes was in dire need of dialysis and an immediate kidney transplant and was appealing to the general public for assistance.

Her appeals were heard, and the Management of Sheriff Security Services came across the post and offered to take full responsibility of her treatment, which is extremely expensive.

According to the young woman’s older sister, Keisha Curry, the family had made several posts to various social media websites, seeking

assistance, and their appeals were answered by the Sheriff Security Services for which her sister and the rest of their family are grateful.

“The service has started and will continue issuing a monthly cheque to her treatment centre and in the future to take care of her dialysis,”

she stated.

The teen’s sister further revealed that she opted to donate her kidney to her sister but was unable to do so since she was not a match.

“God knows, I pray for [her] every day and night I wanted to give [her] one of my kidneys but the doctors

said I could not. This hurts me because your life hasn’t gone nowhere my dear little sister and I wanted you to have a chance at it,” she said in a Facebook post.

However, soon after the post went viral, a potential donor came forward who was a match. Things were looking bright for Broomes; however her entire life has been placed on hold due to the rapidly-spreading COVID-19 virus.

Broomes was scheduled for surgery soon after finding a donor. However, after news broke of the country’s first confirmed case of the novel coronavirus, the teen’s life, like many others, has been placed on hold.

According to the young lady’s older sister, doctors advised them to put a hold on the teen’s surgery, as she is already at risk and can be placed at an even higher risk, if they should follow through with a surgery during the current pandemic.

However, she is still continuing her dialysis treatment and hopes are that Broomes will be able to have her surgery done early next year.

Efficient and effective plans are necessary to allow persons living with HIV and AIDS to cope THE Joint United Nations Programme on HIV and AIDS (UNAIDS), Pan American Health Organization (PAHO) and Pan Caribbean Partnership against HIV and AIDS (PANCAP) call upon Caribbean countries to ensure that people living with HIV have reliable access to treatment, healthcare and human–rights based social support services, during the COVID-19 pandemic.

Regular access to essential care and treatment for people living with HIV may be challenged at this time due to the burden of COVID-19 response on health facilities.

However, it is vital that HIV programmes develop contingency plans to meet demand for the care and treatment of people living with HIV, as well as HIV testing, antenatal care and other essential sexual and reproductive health services.

“During the implementation of quarantine, social distancing measures and stay-at-home orders, alternative modalities for remote or virtual clinical care may be explored, for example via

telephone or on-line portals.

It is also critical that countries now implement HIV treatment guidelines from the World Health Organization (WHO) for multi-month dispensing (MMD)” the joint union said in a public release.

This the joint union said would ensure that people living with HIV, who are stable on antiretroviral treatment, are given three to six months of their medications at once.

Such action will help alleviate the burden on health facilities and allow people to maintain uninterrupted treatment regimens without risking increased exposure to COVID-19 when retrieving their medicines.

“Countries with HIV Pre-Exposure Prophylaxis (PrEP) programmes should also ensure a minimum threemonth supply for users. Alternative treatment access options which may be considered include community pharmacy dispensing, community-based pick-up points or home delivery. Health services should also prioritise ongoing care for people living with HIV who have a higher COVID-19 risk due to

low CD4 counts, tuberculosis and other underlying conditions, as well as individuals recently diagnosed with HIV infection who need to start treatment as soon as possible” the union stressed.

It was also pointed out that community organizations, including those made up of people living with HIV, should play a key role in supporting treatment adherence and mental health during this time. These organizations should be included in contingency planning and implementation processes to ensure continuity of treatment and care.

It was further stated that the HIV response has learnt many lessons that can be utilized in the COVID-19 response. This includes complying with a human rightsbased approach that puts communities at the centre and respects the rights and dignity of all.

A primary lesson from the AIDS response is that stigma and discrimination are counter-productive to ensuring good individual and public health outcomes.

COVID-related stress comes in variety of ways

--Psychologist says, but coping mechanisms are a great help

By Navendra Seoraj THE Novel Coronavirus (COVID-19) pandemic continues to unfold worldwide, and while not everyone has been affected directly by the disease, the stress associated with this period is manifesting itself in different ways.

It’s an observation that holds true for us here in Guyana, as some persons, while not necessarily being infected by the disease, have been dealing with a “mental burden”, says Psychologist, Dr. Util Thomas, because they have been forced to adjust their lives, and even make sacrifices, which have all taken a toll on their mental health.

Speaking in her capacity as Director of the Ministry of Public Health’s Mental Health Unit, Dr. Thomas said Wednesday: “Guyana is in the midst of the COVID-19 pandemic, and all of us are affected in some way or the other. We have been forced to adapt to a new lifestyle to protect ourselves and our loved ones; staying at home with our families, wearing a mask, washing our hands regularly, and finding new hobbies and routines have become the new norm.”

She said many persons are finding it hard to adjust to these changes, and that the stress associated with this COVID ‘lockdown’ period is manifesting itself in different ways for some.

Among those manifestations of which she speaks are: Lack of sleep; constant fear; anger; confusion; frustration; anxiety and depression.

COPING MECHANISMS Drawing on her wealth of experience on such matters, Dr. Thomas shared with her audience a number of what, in her line of business, are called ‘coping mechanisms’ one can draw on should the need arise.

“First and foremost, ensure that you are talking to someone you trust about your problems, your thoughts, and your feelings. Even if that person cannot solve the problem, just talking sometimes is enough. A problem shared is a problem halved,” she said, adding: “When we talk about a problem, our brain releases chemicals which ease the symptoms of stress. Vice versa, we must be ready to listen to others, so that they, too, can have the same benefits. Listen without being judgmental or forcing persons to talk.”

This method also includes staying in touch with family, friends, workmates and whatever clubs, organisations or social groups you may be associated with.

She also encouraged persons to avail themselves of information about avenues of assistance available in their communities and by extension the country.

Some of the available help may be found in religious groups, non-governmental organisations, healthcare facilities, ministries of government and other governmental departments, clubs and so forth.

Existing problems are going to feel much more manageable, and persons will feel much more hopeful and confident about getting through this pandemic, once they are well informed of available supports.

Confidence will help persons realise their strengths and even find the ability to overcome these trying times.

In giving additional advice, Dr. Thomas said: “In your day-to-day routine, do not fill your time with unrealistic tasks that you may not be able to accomplish; instead, prioritise focus on those that can be easily completed, so as to reduce the size of the ‘to-do’ list. This

will reduce stress, and increase our sense of achievement, giving you the opportunity and drive to focus on the larger tasks.”

MAKING ME-TIME Persons were also advised to set aside time for themselves every day, because when you neglect your personal time, everything else suffers. Exercise, sleep and eat healthy every day, because these are powerful “stress busters”, and natural anti-depressants.

“Do not use alcohol and other substances of abuse, such as marijuana and cocaine to deal with stressful situations,” Dr. Thomas said. “This only adds to the problems by worsening behaviour, and adding to issues of misuse, and can also affect your immune system, making it easier for you to become infected with the coronavirus,” she added.

She encouraged persons to find the time to look after themselves and use to time to restart or start hobbies such as reading, cooking, sewing, playing a musical instrument, knitting, board games, art, decorating, gardening, keeping pets, listening to music among other things.

While spending time on social media is also a pastime, she said persons should limit the time they spend on those applications because it increases the feeling of hopelessness and panic. Instead, persons should seek information from the Ministry of Public Health and Pan American Health Organisation (PAHO)’s website and Facebook page, which are credible sources.

Persons, who feel they are overwhelmed and need help, were advised to seek help from the Mental Health Unit or any other healthcare worker.

Mayor and City Council warns against crimes of solicitation

THE Mayor and Councillors of the City of Georgetown have issued a strict warning against crimes of solicitation.

This was revealed by the council’s Public Relations Officer, Debra Lewis, in a press statement to the media on Monday.

The statement read, “The Council wishes to state that, contrary to news being reported in sections of the media, the Council is neither involved in nor has it granted permission to anyone for the collection of

monies to enter its markets or for the use of hand-washing sinks placed there.”

Additionally, the council stated that the unauthorized collection of monies by unknown individuals is a crime punishable by law. The Council encouraged the culpable persons to desist from this dishonest act.

It said actions to solicit funds in the name of the organisation, from citizens in this regard, should be reported immediately to the City

Constabulary Headquarters, City Hall Compound, Regent Street, Georgetown or to the Guyana Police Force.

Also, the Town Clerk (ag) Sherry Jerrick, has instructed the Chief Constable (ag) Peter Livingstone, to carry out a full investigation into this matter.

The council stated nevertheless that it remains steadfast in the fight against the spread of COVID-19 and is urging members of the general public to remain calm and be resilient in the fight against the deadly

virus.

“Let us join in the effort to flatten the curve by practicing good hygiene, social distancing and the use of a face mask if we must leave our homes. Otherwise, let us remain within the confines of our homes, it can save our lives,” the council stated.

Several traffic signal systems vandalised THE Ministry of Public Infrastructure is seeking the assistance of the general public, in identifying the perpetrators who vandalised the cabinets for several traffic signal systems.

On Tuesday, in a statement, the ministry stated that on four occasions, over the last eight days, batteries were removed from the cabinets for the traffic signal systems installed at the following intersections: Sheriff Street & Garnett Street, Camp Street & Lamaha Avenue, Conversation Tree & Railway Embankment and UG Road &

"This has been a recurring event, and the ministry wishes to notify the perpetrators, and the persons purchasing the batteries, that, once found guilty of theft and vandalism, by the rule of law for destroying government’s property, they shall be prosecuted accordingly" the ministry said.

Stable number of persons utilising COVID testing at Herstelling

By Lisa Hamilton AN average of about six persons per day, who believe they may have been exposed to the coronavirus, are utilising the screening/ sample-collecting centre established at the Herstelling Health Centre on the East Bank of Demerara (ECD).

On Wednesday, Guyana Chronicle visited the location to determine its progress and met up with Supervising General Medical Officer (GMO) for the East Bank corridor, Dr. Joanna Sealey.

Sealey said that all persons who visit in relation to the virus are being screened to determine whether they have symptoms of the virus and whether they may have come into contact with a high-risk person or area through travels.

When this newspaper showed up, the medical team had already conducted four tests for the virus inclusive of two non-Guyanese nationals.

Meanwhile, a woman and her child were seen nearby being assisted in answering a string of questions, a part of three questionnaires.

Should the individual meet the requirement for testing, the entire process takes about 20-30 minutes.

A separate and sealed off compartment has been constructed at the health centre just for COVID screening and testing. When a person enters, if he or she does not have a mask, they are provided with one. They are then asked to wash and sanitise their hands at a nearby sink.

The individual is then asked to take a seat at the waiting area where the chairs

are set at a specific distance apart. There are two triage areas where medical workers are seated at tables where they go through a list of specific questions with the individuals.

The medical workers are well covered in Personal Protective Equipment (PPE) and are equipped with medical devices such as thermometers and a blood pressure testing sphygmomanometer.

Stabroek Block Co-Venturers support COVID Fight EXXONMOBIL Guyana and its partners, Hess and CNOOC, have provided the Civil Defence Commission (CDC), Salvation Army and Rotary Guyana with over GY$60 million to support COVID-19 relief programmes.

The funds were facilitated through a programme established collaboratively with the Department of Energy to support social projects.

In a media release on Wednesday, the company stated that it has been assisted by the Department of Energy in identifying programmes that were in greatest need of COVID-19 funding and could reach the greatest number of persons.

The CDC received $40 million to support the Min-

istry of Public Health for additional quarantine facilities, food, sanitation items and equipment, including personal protective equipment for staff at the quarantine facilities.

CDC Director General, Lieutenant Colonel, Kester Craig, said the funds will also be utilized to supplement the humanitarian efforts designed to bring hampers of relief supplies to the people most vulnerable to COVID-19.

Hampers will include food, cleaning and sanitation supplies, cloth masks and educational material on protecting against COVID-19, which will be distributed to senior citizens, children’s homes and the economically disadvantaged.

“We continue to develop

the most effective mechanism to ensure that the vulnerable population receives the most appropriate relief, since the levels of impact vary and can have short, medium and long term effects,” Lt. Col. Craig said.

Meanwhile, the Salvation Army received $10 million to support hamper distribution in the regions, in coordination with the CDC, as well as for hot meals for the homeless in Region Four.

Divisional Commander of the Salvation Army, Major Matignol Saint-Lot stated: “The Salvation Army is working hard to be there for vulnerable people at this time and we are pleased that this contribution will help us to carry out this mission.”

was Rotary Guyana for medical supplies including procurement of N95 masks, oxygen tanks and personal protective equipment for hospitals and clinics throughout Guyana.

Also commenting was Director of the Department of Energy, Dr. Mark Bynoe, who said that the assistance is timely.

“In these challenging times, the Department of Energy, Ministry of the Presidency, is pleased to be as-

sociated with this national effort to bring some level of relief to our vulnerable communities and those on the frontline in the battle against the COVID-19 pandemic in conformity with the ideals of shared sacrifices,” he said.

Meanwhile, ExxonMobil Country Manager, Rod Henson said: “It is important that we support each other during these unprecedented times.

We support first responders who are working hard to help Guyana confront this pandemic as well as those who need additional assistance.”

Hess Vice President of Exploration, Tim Chisholm, stated that Hess is committed to helping address the health, safety and economic challenges posed by this pandemic wherever it does business.

“As part of the Stabroek Joint Venture, our focus is on providing hospitals and clinics with the medical supplies and equipment needed for the fight against COVID-19, and on helping the populations most vulnerable to its impact with food and other necessities,” he said.

Similar sentiments were shared by Executive Vice President of CNOOC International, Liu Yongjie, who said that CNOOC International stands with Guyanese during these challenging times. The Company hopes that the contribution will make a positive difference in the country.

COVID medical team on high alert in Port Kaituma -- volunteers distributing free masks to remote locations

By Telesha Ramnarine A MEDICAL team comprising eight members operating under four tents screens every individual passing in and out of Port Kaituma (PK) on a daily basis.

While no positive COVID-19 cases have been reported at the Region One (Barima/Waini) location so far, those on the health team are working hard to help residents adhere to social distancing and other safety measures.

Marissa Mendonca works as a rehabilitation assistant at the local health centre, but her duties lately have come to include traveling to the various health tents to do screening.

One of the tents has been set up at the toll gate, which sees in the vicinity of 300 persons being screened daily.

Mendonca’s mom, Sheila Thomas, and her team sews about 50 masks whenever they get together in the week and use a canter to go out to the far-flung areas to distribute them.

Mendonca, who works Monday to Wednesday in the field and Thursday and Friday with her patients at the health centre, believes that the team has a strong grip on the COVID-19 situation at PK. The farthest tent is four miles away, and the team members would each have to travel that distance to and from work when they’re working at that tent.

“We have a really good grip on the situation here and we are working very hard, especially in helping persons with social distancing. While

Bodies of father, son among four recovered in boat accident ... relatives suspect murder, five held

By Jeune Bailey Van Keric THE bodies of four relatives, including a father and son, were recovered in the vicinity of Friendship Village, several hours after their wooden boat collided with a much larger motorized vessel, in the Berbice River on Wednesday night.

The search party, looking for the bodies, used hooks and seine in their attempt to recover the bodies before they become decomposed.

The faces of the men bore severe injuries and their relatives claimed that they were murdered, as their bodies were being removed by undertakers.

Around 14:00hrs, the bodies of Romario Denhart, 24, of Lot 41 Stanleytown, New Amsterdam and his cousin, Julian Mackenzie, 56, of Sand Hills, were transported by a Coast Guard vessel from the riverine community to the Berbice township.

The bodies of Godfrey Denhart, known as “Freeman”, 50, of Heartburn Village, East Bank Berbice, and Kidman Lindie, of Sand Hills, followed just under two hours.

According to relatives, the face of the older Denhart was disfigured.

The remains were transported to the New Amsterdam Ferry Stelling, prior to being taken to the New Amsterdam Hospital where doctors confirmed their death.

The bodies are currently at the Bailey’s and Arokium Funeral Homes, respectively, awaiting post-mortems.

At the scene, relatives screamed for their loved ones whose heads were battered, from injuries sustained. It is believed that their death was instant.

Reports revealed that the wooden boat, motored by a 75 HP outboard engine, was moving at a great speed, on the darkened waterway, when it collided with the smaller vessel.

During the impact, the smaller boat was shattered while the propeller, which is a radiating blade, caused severe head injuries to the victims.

The collision was heard

some distance away and when residents ran to the waterfront, they saw a lime green and grey vessel with its occupants. The smaller vessel was not seen.

When questioned, the occupants claimed that all was well.

But, after pieces of the wooden boat, along with the footwear of the missing men, were seen floating in the river, it was realised that something was amiss.

Meanwhile, Denhart, fondly referred to as “Mario”, worked to achieve every goal, recounted his mother Paula Soloman, as tears streamed down her face while seated at her Lot 41 Stanleytown, New Amsterdam home.

“Mario was my brace. He never failed me! He was my last son! Just a few days ago he urged me to open an account at his bank, so he can transfer, on monthly basis, money from his account to mine,” she said.

One of the persons arrested had sustained injuries to the forehead. Some 81 pounds of cannabis sativa were also recovered from the detained persons.

Farmers reaping harvest from lands given by NICIL -- says farming, agriculture will bring relief to current economic bind

By Naomi Parris A NUMBER of farmers who would have received lands from the former Wales Estate have indicated that they are reaping their harvest since being issued lands last year. This was disclosed by some of the farmers who pursued cash and cattle farming at the estate’s lands.

The farmers noted that the distribution of lands has been a great relief, particularly now that the COVID-19 pandemic is around. It will enable them to provide for their families and respective communities.

One farmer, Dhanpaul Samaroo, who had worked with the sugar estate for several years, revealed that he was disappointed when he lost his job, but upon reflection, he is better off than he was when the estate was functioning.

“The great thing is that I got into farming and maximised the opportunity that was presented to us. When the President said that land was being offered, I decided that, with my love for agriculture, and the fact that I have family to take care of, I was going to apply for some of the land. Today, while many persons have lost their jobs and many

more uncertain as to what will happen, I am benefitting in a major way from this very land, as I am feeding my family and my community,” Samaroo said.

The former employee stated that, while there are evident challenges with the current COVID-19 pandemic, he, like many other persons, is seeking to adjust to it.

Nevertheless, he added that farming, and more so agriculture, is one avenue that will help Guyana and the rest of the world to get out of the current economic bind, as a result of the current widespread coronavirus.

“The challenges and difficulties will be significant as we are beginning to see it but what we know is that agriculture is the best way to go,” Samaroo stated.

Another farmer, Mahadeo Deokarran, who has been mobilising villagers and others to aggressively pursue agriculture for years, especially during the current pandemic, revealed that he had been seeking to access the lands since 2012.

despite encountering several difficulties.

The farmer further noted that while he does not consider himself a politician, owing to his strong Christian views and beliefs, he is satisfied that the government acted when they did to offer the land to farmers.

“The land was distributed at the right time as today many persons are able to feed, not only themselves and

families, but communities and others because food is available in abundance,” he said.

Deokarran noted that such initiatives will assist greatly in advancing and promoting food security. He stressed that he hopes many will capitalise on the opportunities that are available through agriculture.

He noted that there is definite progress being made in strengthening food security, adding that while several sectors will take much longer than others to get back rolling, food production and its benefits will continue to be emphasised in many ways.

Deokarran stated that with the current COVID-19 pandemic ruining a number of Caribbean countries, Guyana should take pride that its opportunities are numerous and should be exploited for revenue generation.

“There are obvious challenges, but, with the increased number of persons that are getting into agricultural activities, our food security, in my mind, remains steadfast and solid. ...Jamaica Tallawahs weigh in on Chris Gayle issue

(Sportsmax) - The Jamaica Tallawahs have claimed that the decision to not retain Chris Gayle for the 2020 CPL season was strictly business.

The Jamaica-based Hero CPL franchise on Wednesday refuted claims made by Chris Gayle on Monday, that politics and Ramnaresh Sarwan were behind their decision to let Gayle leave for the St Lucia Zouks for the coming season.

Russell to quit Tallawahs at the end of CPL season ON the eve of his 32nd birthday, Russell, perhaps the most dangerous player in T20 cricket globally, in a rambling speech on Instagram Live on Tuesday night, accused the team’s ownership of poor communication and continued disrespect that helped create the impression that he was part of a conspiracy to get rid of Chris Gayle.

“I have another year’s contract with the Tallawahs and I am going to play and try and win because that is all I play for, but this will be my last because I have been getting mixed up with all these (expletive) that is happening,” he said, “and I can’t be playing cricket and I am not comfortable.

“And I think another franchise that has been coming last and fifth and fourth in CPL will appreciate me more. I am not getting it here.”

Well into their fifth donation, the club late last week donated hampers for patients of the Oncology and Nephrology departments as well as to the COVID 19 unit of the Georgetown Public Hospital.

According to reports, the club has been seeking the assistance of its members via monetary or other contributions to prepare the hampers for the persons of the various units.

“We continue to help in the fight against this dreaded Pandemic, COVID-19,” the club said in a statement.

“They communicated with my agent. My agent agreed. I agreed with my agent, ‘okay, let we sign’. The only time the CEO (Jeff Miller) or the only time the Jamaica Tallawahs contacted me was to ask me how soon will I sign,” he revealed. “The deadline is that time and can you sign please.”

Russell said when he asked who the team planned on retaining he did not get answers.

“Who you guys planning on buying, I don’t get no answers on that. So I just leave it,” he said.

He said he read the newspaper report before he called Gayle and it made him nervous when it said that Floyd Reifer was going to be the head coach.

Reifer had messaged him, he said, indicating that he might be the head coach for the Tallawahs and mentioned plans they have for the upcoming season. However, Reifer suddenly ceased all communication and Miller still was not communicating with him.

During that time, Russell said, rumours began to circu-

late that Gayle was leaving for the Zouks.

He said his respect for Gayle made him fearful to even approach the ‘Universe Boss’ about whether the rumours were true. So when Gayle messaged him with the newspaper article asking if he knew anything about it, he was stunned.

“I called Chris instantly and I addressed the situation.

I said to Chris that the only thing I heard was that Floyd Reifer was potentially going to be the coach.”

However, Russell believes that the fact that Rovman Powell and Reifer are friends and the perception that he knew what was going on behind the scenes, it creates the impression that he was part of a conspiracy to get rid of Gayle.

“Up till now I know nothing that was going on but now it looks like me, Rovman and Floyd Reifer plan up and a get of Chris. Why would I get rid of Chris? Chris has a three-year contract, you’re not supposed to breach your contract,” he said. “I had to address the situation because things don’t look good right now.”

However, this was something Russell said that was a feature of the ownership from the start.

He said when he signed to the Tallawahs in 2018, he had just returned from a oneyear ban. The ban was for whereabouts violations after he had missed three doping tests within a calendar year, which under the WADA Code is equal to a doping violation.

He was made captain but, according to Russell, “the way they go about things kinda allowed me to dress back a bit”.

He said when he was made captain he gave the owners a list of the players that he wanted them to sign for the team. “Overseas players, local players, players from inside the Caribbean. It wasn’t about friends. It wasn’t about Jamaicans,” he said. “I am a guy that plays to win and I have won 13 championships, maybe the only player that has done that, so I don’t play to lose.”

He said he tried to reach out to the owners on the day of the draft and got no reply.

However, when the draft was completed they reached out and asked him if he was happy with the team they selected.

He said it took him a while to reply because he was disappointed that they did not communicate with him when he reached out to them. However, his agent urged him to reach out to them and indicate that he still wanted to be captain and that he was happy with the draft.

He concedes that they did pick a good team but it lost in the playoffs to St Kitts and Nevis.

However, Russell believes the owners of the Tallawahs need to change if they are to remain viable.

“We have to do things better for the future,” Russell said, who seemed genuinely disappointed and upset about what transpired between Gayle and Jamaica Tallawahs.

“To deal with Chris Gayle the way that they have dealt with the situation is nothing to do with cricket. It’s more personal.

“This is going to be an awkward dressing room.

It’s going to be an awkward CPL but no one will actually see that when I step out to bat or to bowl while I am on the field because I play to win.”

By Clifton Ross Hero Caribbean Premier League (CPL) Public Relations Head, Peter Miller said the hosting of this year’s tournament is still being monitored due to the covid-19 pandemic.

Miller, via social media on Tuesday told Chronicle Sports that the situation surrounding the 2020 edition, which is expected to bowl off from 19 August to September 26, has not changed from the last time the tournament issued a statement regarding the outbreak.

According to the CPL team, tournament planning was being carried

out as per normal with eyes set on alternative measures should the need arise.

“The situation with regards to the tournament and COVID19 hasn’t moved on since the statement from a few weeks back” Miller stated.

When asked on the recent issues regarding the drama-filled Jamaica Tallawahs, who apparently fired former captain and two-time CPL title winner, Chris Gayle and the franchise’s management; the PRO said no statements will be made following the franchise releasing an official state-

ment on the situation.

The star Windies opener went public via social media a few days ago and accused Tallawahs owner Kris Persaud and Guyanese Ramnaresh Sarwan, the coach for being the reasons for axing from the franchise.

Gayle said that Sarwan and others were the reasons behind his ousting from the Tallawahs in the middle of his 3 year contract, forcing the lefthander to take his skills to the St. Lucia Zouks.

Following Gayle’s accusations, the Tallawahs released a statement refuting all claims of the

The former TTFA boss said that given the ongoing legal challenge, he would not be assisting the Hadad-led committee in carrying out its work.

When FIFA appointed the normalization committee, it said the body would have up to two years to carry out its work, during

which time it would be mandated to create a debt repayment plan for the TTFA, review the local governing body’s statutes and ensure their adherence to FIFA regulations, and oversee new elections.

Wallace said that as far as he was aware, Hadad had been getting all the information he required.

He stressed, however, he would not be assisting in any way “at this point”.

“If I have a matter before the court, there is no way that I can…support anything that I am actually going up against. It just can’t work,” Wallace
