Authorities up surveillance at ports … as Jamaica records first case of Coronavirus LOCAL health authorities will be looking to establish 24/7 surveillance at the various ports of entry, as the country continues to improve its capacity to guard against the 2019 Coronavirus (COVID-19), which has now been recorded in Jamaica.

This was according Deputy Chief Medical Officer (DCMO), Dr. Karen Boyle, in an invited comment, on Tuesday. “Eight additional Medex have been deployed to various ports of entry to supplement the staff who were there before…we are trying to get to the point where we have 24/7 staff at each point,” said Dr. Boyle.

She said the Ministry of Public Health is working closely with immigration officers, to intensify screening of passengers who are coming from countries where there are high rates of Coronavirus transmission. Persons, who have already arrived from highrisk countries, are already being monitored by the Chief Medical Officer, Dr. Shamdeo Persaud’s office.

Guyana is augmenting its efforts at a time when Caribbean counterpart, Jamaica has confirmed its first imported case of COVID-19, in its capital, Kingston. According to the Jamaica Observer, the patient is a Jamaican female who had travelled from the United Kingdom, which has cases of COVID-19.

She arrived in the island on March 4, presented herself to the public health system on March 9, and has been

in isolation since then.

Based on the patient’s travel history and symptoms, health professionals suspected COVID-19.

The patient’s infection was travel-related. However, Jamaican authorities said steps are being taken to prevent the risk of community spread. The New York Times reported that more than 114,000 cases of infection have been reported globally, and more than 4,000 people have died.

But the global count of at least 114,000 cases also includes more than 64,000 people who have recovered, according to Johns Hopkins University in Baltimore. In China, where the virus was first detected late last year, the number of new infections continued to dwindle.

It was reported early this year that, in response to the global epidemic, Guyana has strengthened its monitoring systems at the various ports of entry and has even instituted travel restrictions on persons coming from China.

According to the Caribbean Public Health Agency (CARPHA), Coronaviruses are a large family of viruses that cause illness ranging from the common cold to more severe diseases such as Middle East Respiratory Syndrome and Severe Acute Respiratory Syndrome (SARS-CoV). The coronavirus outbreak originated in Wuhan, China, and has since spread to many other countries, including some in the Americas.

Common signs of infection include respiratory

symptoms, fever, coughs, shortness of breath and breathing difficulties. In more severe cases, infection can cause pneumonia, severe acute respiratory syndrome, kidney failure and even death. Some persons who recently returned to Guyana from China, were placed under “home monitoring,” but have not shown symptoms of the Coronavirus. While Guyana has remained resilient against the global outbreak, Minister of Public Health, Volda Lawrence had said persons must be cognisant that the World Health Organisation (WHO) has listed the Coronavirus as “level three.” “When they speak of level three, this is the maximum level of severity,” said the minister, noting that it shows the global state of emergency.

Guyana Chronicle, in a previous report, had quoted Minister Lawrence as saying: “Let me assure the Guyanese pubic that all efforts to maintain vigilance and monitoring of the virus are in place. “We have put several measures in place and have increased surveillance at the country’s ports of entry with strengthened specialised training in all categories of workers.”

Since the outbreak, port health authorities at the main, official points of entry had commenced screening of all travellers from high-risk countries.

Among the menu of measures put in place by the MoPH officials was to conduct follow-up assessments via telephone calls and through daily visits over

a two-week period on all persons who travelled from China to Guyana over the last month to check on their state of health.

“While this virus started off in China, as a Region, we are flagging all high-risk countries,” Lawrence said.

The public health ministry had advised Guyanese to avoid travelling to highrisk countries and maintain established hand-washing and hand-hygiene measures and to report to the nearest health facility should you experience any respiratory (breathing) problems.

The Maritime Administration Department (MARAD), in view of the Novel Coronavirus, had also stipulated that international vessels, calling in at the Port of Georgetown and Berbice, will be required to provide a crew list and their nationality; the vessel’s last port of call; and the shore leave of the crew within the last 21 days, to the administration.

“Ship crew who feel unwell, experience respiratory symptoms or feel feverish should inform the

master of the ship immediately. The master of the ship should then contact his ship’s agent and make the necessary arrangements to seek medical attention,” said MARAD. Crew with recent travel history in Hubei, Wuhan, or with People’s Republic of China (PRC) passports will not be allowed entry into Guyana. Also, vessels that refuse to comply with the aforementioned instructions may be denied entry into the country’s waters.

In the interim, MARAD intends to continue monitoring the evolving situation and work closely with the industry to implement additional measures if needed. Regionally, CARPHA had announced that its Medical Microbiology Laboratory (CMML) is fully equipped and ready to test samples of suspected cases of the Coronavirus.

“The agency is equipped to investigate and manage communicable diseases. In the event of the suspicion of an outbreak in the region, member states have specific protocols to follow

The reference laboratory is accredited by the Jamaica National Agency for Accreditation (JANAAC) to the international standard for medical laboratories, ISO 15189:2012.

AMID the row over Statements of Poll following last week’s general and regional elections, accusations are being levelled against the main opposition- PPP for distributing dubious SOPs and at least one small party has admitted to receiving their copies from the Bharrat Jagdeo-led outfit.

Presidential Candidate of the People’s Republican Party (PRP), Phyllis Jordan, has come out to state that the Statements of Poll (SOPs) presented “very kindly” to her party by a larger political party does not match the SOPs collected by her own party agents.

Jordan’s disclosure was made on Monday evening in a live video on her Facebook page and comes at a time when the People’s Progressive Party/Civic (PPP/C) has been vehemently arguing that the votes from its own SOPs collected do not match the official votes from the SOPs of the Guyana Elections

Commission (GECOM). The main opposition party therefore concluded that there was some form of “rigging” involved at the Commission --- the official body for the collection and pronouncement on SOPs. Currently a case against GECOM brought by the Opposition is before Chief Justice, Roxane George-Wiltshire, at the High Court and will determine whether there must be a re-verification of the votes of Region Four which is currently under contest.

Several small parties have also teamed up with the opposition requesting that GECOM conducts a re-verification of the votes. At the sidelines of the court matter on Sunday, the media had asked A New and United Guyana (ANUG) Executive, Timothy Jonas, how his party had received its total count of SOPs of the Region but he refused to answer. It is generally known that small parties do not have the manpower to collect SOPs from the 879 polling stations in Region Four much less the over 2,000 polling stations countrywide.

A few days ago, Presidential Candidate of The Citizenship Initiative (TCI), Rondha-Ann Lam, told the media that her party was only able to secure a little over 200 SOPs for Region Four.

Nonetheless, small party representatives, like Jonas, have been crying foul play on GECOM’s part stating that the SOPs in their [ANUG’s] possession show discrepancies.

Bringing a new dimension to the anomaly, Jordan admitted that her party had been presented with “the SOPs” it was incapable of retrieving itself. “We would not have gotten the Statements of Poll for every polling station. To be honest, the People’s Republic Party has only a handful of Statements of Poll. The people who will have Statements of Poll for all the polling stations would be the large parties which would be the coalition and PPP/C because they would have been able to send scrutineers to all the polling stations,” she explained.

handouts with collated versions of the SOPs. We were very kindly given because when we said we didn’t have because we didn’t have scrutineers at all the stations, I can tell you that one of the big parties very kindly offered us copies of a handout that had collated the results from the SOPs.” The PRP head said that it was only until later, when she and others were comparing the SOPs her party gathered and the SOPs given to them by the larger party that she noticed blatant discrepancies. She said: “Now, let me tell you, in the spirit of transparency, that as the Presidential candidate for the PRP, I had a look at those results. It wasn’t an in-depth look because our elections agent has that collated copy that we got from one of the big parties in her possession but I can tell you this much. When I had a look at it, I was surprised because I saw results on it that did not bear out the results that I had from the smattering of SOPs that we collected at the polling stations where we had scrutineers.”

Jordan has not yet named the specific main party in question but has stated that she will make this known in due time. Efforts to contact her by this media house on Tuesday were futile.

Meanwhile, speaking to the verification process at GECOM’s centre, TCI’s Lam had stated online: “…parts of Georgetown had been completed and the Sophia SOPs in question. I asked for images to be sent for me from folks in that area. The ones being read out and what the opposition was claiming were miles apart. They reflected an unusually high voting pattern for the opposition to benefit.”

She told the newspaper on Tuesday that the TCI has created a website to which persons can post photos of SOPs collected countrywide and the party is then conducting a verification process by visiting these polling stations to see a reflection of the same. TCI will also begin cross checking SOPs issued by the PPP/C. She stated: “Now we’re entering data as is and the next thing after is that we’re going to do a cross reference of the ones that the PPP posted on their page and of the ones

She stated that TCI will stand by the court’s decision and GECOM’s final pronouncement despite whichever party wins but it wants to ensure that it adds its voice to the matter by doing its own investigation.

The PPP/C is the only party to have accused GECOM --- the body empowered by law to declare the elections results --of “working to create fake statements of polls”. On the other hand, the Opposition maintains that its own tabulations done in-house are correct and the commission’s false.

Prime Minister warns against neo-fascist plan … ties PPP to sectarian group pushing economic sabotage

PRIME MINISTER, Moses Nagamootoo, has called on all Guyanese to condemn what he described as a rise of neo-fascist views here and tied a divisive group to the People’s Progressive Party.

The PPP has since denied the claims and has written the Commissioner of Police complaining about the matter. “I have seen on social media what appears to be an insurrectionary and bloody plan to “shut down the country”, and to cause widespread acts of terrorism and economic sabotage,” Prime Minister Nagamootoo said in a statement. He said the plan was issued by an apparent PPP front calling itself “1953movement” which is advising the PPP/C to “take full control over all six regions they won”. “This is a call trea-

sonable for secession, which includes foreign invasion of Guyana by invitation under the guise of “a peace keeping force”. “This plan aims at isolating and starving the people of Georgetown, the capital, which comprises the single largest section of Guyana’s mainly Afro-Guyanese population.” “No agricultural produces should reach the city”, one of several terrorist manuals stated. Another urged closure of businesses in the city, especially bakeries. This, Mr Nagamootoo said is the latest in what appears to be a wicked, criminal, cold-blooded neo-fascist plan whose manuals have been posted on social media. “It is clear that this seditious exercise is to destabilise the country and to promote an armed and racist insurrection in Guyana. I call on the Guyanese

people and their organisations to immediately condemn this plan which, if implemented, could be tantamount to waging an undeclared war of genocide against the urban population.

They must call for national dialogue.”

The Prime Minister said too that the PPP has to distance itself from this “plan”, and to publicly urge its mainly Indo-Guyanese supporters not to play any part in this racist scheme, and not to allow criminal acts to be executed in their name or on their behalf.

“The Jagdeo-Ali PPP already has the blood of one person on its hands, as a result of its violent post-polling protests. Those involved attacks on police personnel, injuries to school children, terrorism against commuters, arson of state properties, looting and widespread

intimidation of government supporters.”

Prime Minister said it is unfortunate, if not tragic, that contesting political parties which have arrayed themselves against the APNU+AFC have not condemned those acts of violence, nor have observer groups done so. “I urge all of our peace-loving Guyanese people not to be provoked by the pro-PPP conspirators, not to be intimidated by their divisive tactics. Guyanese should remain calm, and keep the peace. They should allow all disputes over the outcome of the March 2 elections to be adjudicated by the constitutional court and the Guyana Elections Commission.

I urge you to be vigilant and to guard our democracy from all trouble-makers,” Prime Minister Nagamootoo asserted.

Italy in coronavirus lockdown as deaths soar and economy fades

ROME (Reuters) - Shops and restaurants closed, hundreds of flights were canceled and streets emptied across Italy on Tuesday, the first day of an unprecedented, nationwide lockdown imposed to slow Europe’s worst outbreak of coronavirus.

Just hours after the dramatic new restrictions came into force, health authorities announced the death toll had jumped by 168 to 631, the largest rise in absolute numbers since the contagion came to light on Feb. 21. The total number of confirmed cases rose at a much slower rate than recently seen, hitting 10,149 against a previous 9,172, but officials warned that the region at the epicenter, Lombardy, had provided incomplete data.

The government has told all Italians to stay at home and avoid non-essential travel until April 3, radically widening steps already taken in much of the wealthy north, which is the epicenter of the spreading contagion. “Our civic duty is the only thing that can save us,” said Marzio Tonilo, 35, a teacher

from the northern town of San Fiorano, which was placed under quarantine last month.

Prime Minister Giuseppe Conte unexpectedly expanded the so-called red zone to the entire country on Monday night, introducing the most severe controls on a Western nation since World War Two. The move shocked many small businesses, which feared for their future. “It looks like an apocalypse has struck, there is no one around,” said Mario Monfreda, who runs Larys restaurant in a smart Rome residential area. Under the government order, all bars and restaurants will now have to close at 6.00 p.m. “It is a total disaster. This will reduce us to nothing ... More people are going to die as a result of the economic crisis that this lockdown is going to cause than the virus itself.” However, the prosperous northern region of Lombardy, centered on Italy’s financial capital Milan, called on the government to introduce even more stringent measures.

“I would shut down all the shops. I would certainly close down public transport and I would seek out all businesses that could be shut without creating excessive damage to the economy,” said Lombardy Governor Attilio Fontana. While Lombardy accounts for 74% of all the fatalities, the disease has now touched all of the country and the government is worried that if it worsens, the health system in the less developed south will collapse, causing deaths to spike.

ECONOMIC HIT Rome landmarks including the Trevi Fountain, the Pan-

theon and the Spanish Steps were largely empty on Tuesday, while the Vatican closed St. Peter’s Square and St. Peter’s Basilica to tourists. Police told holidaymakers to return to their hotels. For at least the next three weeks, anyone traveling in Italy will have to carry a document declaring their reasons.

Outdoor events, including sports fixtures, have been suspended and schools and universities are all shuttered.

A former Treasury chief economist predicted that the lockdown measures were reducing Italy’s economic output by around 10-15%, with the tourism and transport sectors down about 90% on their normal levels. Looking to mitigate the impact on ordinary Italians, the government is considering making banks offer customers a pause in their mortgage repayments. It also called for the European Union to relax its rules to allow more state spending. “We will ask for the rules to be changed, it is a necessary condition, otherwise people will die,” Industry Minister Stefano Patuanelli told Radio Capital.

The Milan stock exchange fell a further 3.3% on Tuesday, meaning it has now slumped 29% since Feb. 20. Italy’s borrowing costs are also shooting up, reviving fears that an economy already on the brink of recession and struggling under the euro zone’s second-heaviest debt pile could be plunged into crisis.

In the wake of the clampdown, neighboring Austria said it would deny entry to people arriving from Italy, Malta and Portugal cut all travel links to the country, while British Airways and Easy Jet canceled their flights to and from Italian airports.

Spain also banned flights from Italy.

The coronavirus first emerged in China last year and the country’s foreign ministry said on Tuesday its top diplomat, Wang Yi, had called his Italian counterpart, Luigi Di Maio, to offer his condolences for the situation in Italy. He said he would increase efforts to send Italy more masks, and medical equipment, and also offered to send a medical team.

Government projects billions in losses following latest oil price drop

PORT OF SPAIN, Trinidad, Mar 10, CMC – The Trinidad and Tobago government Tuesday said it expects a TT$3.5 billion (One TT dollar=S$0.16 cents) shortfall in oil and gas revenue this year as it reacted to the latest decline in the price of a barrel on oil on the global market.

But Finance Minister Colm Imbert told a news conference that the Keith Rowley administration “had been down that road before” and he expects the country will be able to deal with the situation as a result of the measure that had been implemented in the past to deal with the billions of dollars lost in oil and gas revenue.

“We have done a projection going forward for the rest of fiscal 2020. Up to now we were fairly on target with our revenues….we

achieved an oil price of just over US$60 and together with the production volumes we were achieving we were more or less on target in terms of fiscal operations for the first four months of the year,” Imbert said.

The latest oil price decline followed the price war between Saudi Arabia and Russia sending crude prices into one of the steepest falls in history on Monday, compounding depressed global demand from the coronavirus (COVID-19).

Moscow’s refusal to cut its oil output by a half-million barrels a day shattered the unusual threeyear marriage of OPEC, led by the Saudis, and major non-OPEC producers, led by Russia, as oil producers scrambled to find a way to respond to weakening global demand resulting from the deep-

ening crisis over the novel coronavirus. Saudi Arabia, angered by Moscow’s position, said Sunday that it would open its spigots and drive down prices, making this oil price cycle the only one in nearly a century to combine weak demand with a global price war. Imber told reporters that Trinidad and Tobago had started to feel the pinch of the loss in revenue from February when oil prices started to drop off “and obviously now it is every serious.

“So we have done our projections and we are using now an average price for the year of US$40 dollars (per barrel of oil) and a well head price for gas…(when) used three dollars for the budget, we are now using a well head price of US$1.80 cents.

“We are assuming a sort of

a worst case scenario. So we are saying oil will average US$40 for the fiscal year and gas will average US$1.80 cents. Our calculations tells us that this will result in a loss of revenue of somewhere in the vicinity of TT$3.5 billion for the year.”

Imbert told reporters that energy sector revenue in 2014 was almost TT$28.5 billion dollars and by 2016 that had dropped to TT$7.5 billion. So TT$21 billion had dropped out of the energy sector revenue between 2014-16. He said last year, the revenue jumped to TT$17 billion “ so we were able to increase it from TT$7.5 billion to TT$17 billion which is almost a 10 billion dollar increase and that’s based on a combination of things (and) as I said we reformed the energy taxation regime to give us

more revenue for the hydrocarbon that belongs to us and the people of Trinidad and Tobago and we also did some restructuring of the tax regime.”

“So we are estimating a loss of revenue of TT$3.5 billion. What I can tell you thought is that in 2017 we had a fall off of between 2014 and 17 of 20 billion, so this is why I said we have been down this road before and we have been able to successfully come out of it by very careful management of the economy. “Right now we are formulating strategies of how we deal with this loss of revenue of TT$3.5 billion, but as I said we have gone this way before and we came out of it very successfully,” Imbert said, adding that the mid-year budget review will still take place in April.

Millions spent on Hurricane Dorian debris cleanup NASSAU, Bahamas, Mar. 10, CMC – Six months after Hurricane Dorian slammed into the islands of Abaco and Grand Bahama,, the Managing Director of the Bahamas Disaster Reconstruction Authority, Katherine Forbes-Smith says US$20-million has been spend on debris cleanup in the affected areas.

Forbes Smith, gave a detailed report at a press event held on the weekend to mark the six month period.

“Hurricane Dorian produced an unprecedented amount of debris in Abaco and Grand Bahama. Such debris accumulation in a matter of days has never been experienced in The Bahamas,” she said.

Hurricane Dorian hit Abaco and Grand Bahama in September. With maximum sustained winds of 185 miles per hour, it was the strongest storm to hit The Bahamas. It is estimated that the storm caused US$3.4 billion in losses and damage.

She noted that despite the vast efforts to clear the disaster zones, much cleanup work is still required. “Since mid-February the DRA (Disaster Reconstruction Authority) has been reviewing existing collection contracts, preparing to augment collection in areas not covered by those contracts,” ForbesSmith explained.

“We are making steady progress on the mainland of Abaco and Grand Bahama.

We will be increasing our focus on collection efforts throughout the Abaco Cays.”

“Additionally, we will be in-

vestigating and implementing solutions for the debris management sites in Spring City and Treasure Cay, as well as improving the landfill facility at Snake Cay.” She noted that Dorian has exposed the need for a comprehensive waste management plan in the country.

“With the dozens of inhabited islands in the archipelago, the plan must be applicable to the local level. This plan should also be easy to implement and execute within each community based on local capacity and knowhow.” She revealed that there are currently open-air dumps across the islands and cays that are managed in various ways.

“Some of the open-air dumps in Abaco sit close to,

on, or near critical ecosystems and natural aquifers and blue systems that lead to the sea,” she said. “Municipal solid waste that is disposed of in the open-air dumps are composed of mixed waste, and often contain waste streams that could easily be removed and composted, reused or recycled.

Instead, the waste is burned.

“This is dangerous and not good for the environment.”

Due to the large amount of debris in Abaco and Grand Bahama, Forbes-Smith added, the Authority will have to establish a rational waste plan for these islands, institutionalising some of what is beginning to take place.

Dorian also swept a large

amount of debris into the sea.

The Authority has received survey information on marine debris in the East Grand Bahama area. The marine areas in and around the Abaco mainland and cays have to be surveyed. “Once done we will issue marine cleanup RFPs. This will be a major cleanup effort.”

With tens of millions of dollars worth of reconstruction work under consideration, John-Michael Clarke, Chairman of the Authority, pledged fairness in the process. “The Authority is

presently busy developing policies and procedures to ensure that all reconstruction work, present and future, will take place in a fair and transparent manner,” he said. The Authority works in partnership with other Government agencies, NGOs, multilateral agencies, businesses and individuals toward reconstruction.

The Chairman said the combined team must keep focused on their common goal. “This is going to be a slow progress. We’re going to make some mis-

takes. But we’re going to learn from those mistakes,” said Clarke. “We’re going to have some good days.

We’re going to have some bad days. We’re going to miss some telephone calls.

Some meetings are going to go on longer. Some things are not going to get done in our timeline. “But what we want to remember is we are all committed to doing the same singular thing: recovery and reconstruction in a way that is bigger, that is better, that benefits us all,” the chairman said.

In praise of our servicemen and women THE relationship of Guyanese with law enforcement has always been complex and strained. This is due to a number of reasons, the most prominent being longstanding allegations of corruption against members of the Guyana Police Force (GPF) and the resultant fallout between them and the citizenry.

Before we condemn the GPF however, we must remember the context in which the organisation had been accustomed to operating. Guyana’s long and sordid history of institutional corruption, extra-judicial killings and phantom death squads are all remnants from an era of Guyanese history that we would all wish to forget. The GPF developed a negative reputation owing to their alleged involvement in all manner of scandals varying in degrees of criminality, during the time when chaos ruled Guyana.

When the tide finally started to change over the last couple of years, the GPF, has been at the forefront of a campaign to clean up its image, rebuild stakeholder trust and confidence and deliver a service befitting of Guyanese. The government instituted a campaign to reform and modernise the GPF in order to rebuild the broken relationship

between the people and law enforcement.

To that end, the government has invested heavily into the development of the GPF, not only by providing more equipment and hiring more ranks, but also by investing in better training programmes for ranks of the GPF. A new, young generation of police officers are now operating in an entirely different context and they should be given the chance to prove their mettle. As always though, more work needs to be done in order to fully train, update and modernise the GPF, its ranks, policies and procedures.

That said, this past week, the GPF’s capacity has been tested on an unprecedented level and they should be lauded for their response to the pockets of civil unrest emanating from our nation’s political impasse.

Since the 2 March 2020 elections, members of the GPF have been on duty, working to maintain the peace and to protect people and property from reckless and intentional damage.

The GPF’s response to incidents stemming from protests, mainly by Opposition People’s Progressive Party/Civic supporters, has been commendable. From the close of polls on Monday 2 March, citizens have

taken to the streets in protest for various reasons. There are those who have had ulterior motives and mainly took to the streets to create discord and fuel a negative and damaging narrative of the current political situation.

Nonetheless, ranks have been working arduously and impartially to maintain law and order in Guyana.

A great number of our servicemen and women have been working away from home since the March 2 Regional and General Elections. They have not slept in their own beds, seen their children, wives and husbands in over a week. Needless to say, the GPF does not have 40,000 beds for its officers to occupy and even if they did, the pace of operations has been relentless and ranks have been working around the clock to respond to incidents as they arise.

Like many of Guyana’s institutions, much more investment and development is required in order for them to truly operate at the desired standard and the GPF is no different. However, we cannot ignore the human cost of the sacrifice that many ranks are making to their personal lives, in order to ensure that peace and order are maintained during this uncertain period. Much of what

is said about the GPF could be said for the Guyana Fire Service, which too, has been working around the clock to respond to incidents and situations as they arise. The work that these servicemen and women are doing in the current environment should be highly commended. We are often quick to attribute blame and offer criticism, constructive or otherwise; however, citizens should be cognisant of the sacrifices that these men and women make every time they put on their uniforms and go off to work. On any given day, a police officer or fireman could be killed in the line of duty. How many of us can say that we risk our lives on a daily basis as part of our jobs and in order to build a life for ourselves?

As we have seen, situations sometimes escalate and the people who are supposed to protect and keep us safe are unable to do so.

The incident at Bath Settlement where officers were attacked and injured by citizens is deeply lamentable and should be condemned in the strongest possible terms. We must praise and encourage our servicemen and women, who, despite numerous obstacles, contribute to making Guyana a safe and peaceful nation.

We need a more inclusive system of governance Dear Editor IT is clear that our current Proportional Representation (PR) system of governance is not working. In fact, it has failed us and so should be thrown out in a garbage bag.

The current system is very toxic and is only tearing us apart as a people. It brings out the worst in us as it pits one ethnic group against the other. I have seen and heard people say things which I never expected from my fellow brothers and sisters. Yet, I forgive them as I believe that the system is to be blamed. We are all in this together and we can only move forward as a nation if we are united as a people. We depend on each other now, and we need each other to build a better, brighter Guyana tomorrow.

Our current winner-takes-all system of governance is highly untenable. It generates a lot of hate and distrust and we need

to arrest this situation before it reaches a point of no return. It is naïve to think that because one ethnic group slightly outnumbers the other(s) that they have total authority to rule over the other(s).

We cannot have a system of governance that makes one ethnic group the winner and the other the loser and expect it to be business as usual. No one wants to feel like a second-class citizen in their own country or subservient to their fellow Guyanese with whom they do not share the same ethnicity. We all have our dignity and pride; we need to recognise and respect that. They say when a man loses his dignity and pride, he has nothing to live for.

We need a new system of governance that allows us to fully utilise the skills and talents of all Guyanese regardless of ethnicity. I strongly believe that we need to pursue a first-past-the-post system, where the party that wins a region forms

the government for that region. We do not necessarily have to have 10 regions, it can be less – maybe six or so. Each region will have its own budget and government.

The regions will manage their own affairs – health care, education, the utilities, infrastructure, tender boards, judiciary, etc.

Each region will be responsible for its own development and have the power to engage foreign investors and grant tax holidays as they deem necessary. There should also be a federal government that will be responsible for things such as national security, foreign affairs, federal laws, federal taxes, etc. This way although one party wins the federal government, all is not lost for the other parties. This system would provide the platform for us to utilise the talents of all Guyanese irrespective of their ethnicity.

It will also help to bring us closer together as we move forward in love and unity.

I think for the next five years we should have a government of national

unity, comprising all political parties. We should use this period to work together to set up this new system of governance under which we will have new elections in 2025. Each province in Canada has its own provincial government, and each state in the U.S. has its own state government. This system has worked well for both of these countries and I think it will work miracles for Guyana. I am sure that we can seek help from the international community to help us in this process.

I do not speak here for the PNCR as I have no authority to so do.

I speak in my personal capacity as a Guyanese citizen who wants what is best for Guyana, and all my fellow Guyanese brothers and sisters. I pray that our leaders will put their differences aside and put Guyana first.

Coalition human rights record speaks for itself

Dear Editor

LET us compare two instances of police actions, set in two different periods of governance, in 2012 during the PPP/C regime; and in the post-2015 era of a new dispensation, led by the David Granger’s coalition A Partnership for National Unity government.

Beginning during the brutal years of the PPP/C regime, in which peaceful protests were met by state brutality. *A perfect example of this is the peaceful nurses’ protest in 1997, within the surroundings of the High Court, when tear gas shells and pellets were fired into the crowd of health workers, causing injuries and other physical discomfort. In fact, this had been a period marked by protest marches against the government, and the response had been heavy-handed state retaliatory action. *The scene next shifts to the 1999 general strike, when peaceful marches for increas-

es in salaries and wages and improved working conditions, were met with state retaliation. *Another graphic illustration of state response under the PPP/C regime, was during the massive 2012 strike in the bauxite town, when state security was ordered to fire their guns into the huge crowd of peaceful protesters that resulted in the death of three persons. *The 2012 St. Sidwell shooting incident, when a police contingent fired pellets into a crowd of peaceful marchers, resulting in injuries to some prominent citizens, including a former chief of staff, an attorney-at-law and a Member of Parliament.

We now advance to governance and state responses to protest under the President Granger administration. *The unique aspect of this particular period is that there has been the absence of the state resorting to heavy-handed methods such as police action in response

to extremely provocative situations, as when Bharrat Jagdeo and his MPs disrupted the president during one of his addresses to the National Assembly, in a very riotous manner; an invasion of the Pegasus during an invited address to the GMSA

by President Granger; and PPP/C thugs, led by Irfaan Ali, virtually holding a coalition government minister hostage in her motor vehicle as they sought to overturn the latter, again in the precincts of the Pegasus.

No one could have faulted state security had they decided to deploy offensive actions in all three situations, since, first, it involved very disruptive and disrespectful behaviour that impeded the president from delivering an address in the nation’s Parliament, in which instance, the chamber should have been cleared of the malcontents.

Secondly, at the Pegasus, it involved strict security considerations with regard to the safety of the President, and

the minister of government, especially given the fact that the latter’s physical safety was under serious threat. In all three instances, there had been restraint.

However, last Friday’s incident at Bath Settlement has to be recorded as the first and only time, when given the circumstance of a detachment of policemen sent to maintain law and order, being recklessly attacked by armed residents. In this instance, despite the devious lies peddled by PPP/C supporters, some of them part of the mob that attacked the lawmen, the police fired their weapons into air before their ammo was finished. This became the signal for the attacks on the lawmen to continue, causing them to take evasive action, seeking refuge in nearby yards.

There is no jurisdiction in which this more-thanlenient action shown by the police, when their personal safety was imperilled, would have continued without direct offensive action. No law enforcement, given the

pre-meditated attack on its contingent last Friday would have failed to resort to the necessary action, lawfully required within its Standard Operating Procedures.

The bottom line is that those brave men, including Sergeant Ibaran, who was almost killed during the cutlass attack and has suffered very serious injuries to his person, answered the call of duty to protect citizens, in the capacity as one who represents the law. In such circumstance, he is apolitical.

Therefore, for him to be described as ‘traitor’ and other dirty derogatory names, reflects a mindset of its authors as being seriously misplaced and dangerously unhinged, as well as being agents of lawlessness, and purveyors of mindless violence. They should be ashamed of themselves, for attacking a very important category of public servant whose job is to protect even them.

However, the main thrust of this letter about human

rights record, the coalition has shown in every way an understanding of the sanctity and right to life, since there have been no extra-judicial killings; with respect for the rights of its citizens, irrespective of political affiliation, a core feature of its stewardship.

It has shot no one, teargassed no protest marches, or has any citizen been abducted and disappeared during its tenure.

Friday’s incident in which a resident lost his life was an exception rather than the norm, albeit in very threatening and grave circumstance which can be defended.

For the PPP/C when in government, such attributes had never been a part of its consideration in dealing with challenges.

The Linden and St Sidwell’s incidents are just two of the more numerous examples of how the PPP/C dealt with human rights issues in Guyana

the throat.

First, they ask us to gullibly accept that the GECOM and coalition riggers can distribute 24,000 votes across 450 SoPs (using approximate numbers) in a manner that can escape detection or suspicion. That is an average of 53 to 54 votes per SoP. These numbers come from the following simple reasoning. Should we accept the PPP/C bogus claim of a 17,000 victory margin as a truth, and should we take the

GECOM-declared 7000 victory margin for the coalition as a fraud, then to arrive at the “true” result of a 17,000 PPP/C win, the imagined riggers would need to perpetrate a turnaround of 24,000 votes (17,000 +7,000).

And if all SoPs for all regions except Region Four have been verified as untampered as they have. And if 430 SoPs for Region Four have been verified as untampered as they have, then the purported fraud could only

be executed with the remaining unverified 450 SoPs for Region Four. So, according to the conspiracy theorists, the fraudsters have to mastermind the concealment of 24,000 votes within these 450 SoPs, a task that is impossible to achieve as it is stupid to attempt. We can therefore spit that pill out.

As regards the second oversized pill, the conspiracy theorists, led here by ANUG, claim that the roughly 51,000-vote advantage that

the PPP/C enjoys over the coalition when the votes of all the regions (except Region Four) are summed cannot be surpassed by the Region Four input. On the contrary, that advantage could easily be wiped out and surmounted. In 2015, the coalition won Region Four by roughly 43,000 votes. In 2020, with a demonstrated larger turnout of coalition supporters (for instance, 3000 more votes in Region 10), overcoming a 51,000 vote deficit is well

within striking range. No need here for phantom voters, as ANUG ridiculously asserts. Higher registration and higher turnout among coalition supporters in 2020 can easily explain the 7000 margin of victory for the party. That conspiracy pill too we can spit out.

Let’s complete the verification and put an end to these wild conspiracies.

Dear Readers, GUYANA has suffered its first 2020 election death because our leaders failed us.

Some may choose to debate this statement and cast blame, but the fact remains that one of our sons died because restraint and refusal to follow the rules were not encouraged. Instead of continuing down this road, we must put the elections in perspective.

The main parties (PPP/C and the coalition) have won the majority of the votes, and they will be the government of Guyana.

Regardless of who gets the presidency, Ali or President Granger, we must have only one government for all of Guyana. We will have a parliament, and all the members will all be from the PPP/C and the coalition. This snafu recount should not prevent us from seeing our future with a single government that includes both the PPP/C and the coalition.

During the United States’ 2000 elections, the court resolved the question of Florida’s votes (one of its states/regions), and Gore graciously accepted the court’s ruling that gave

Bush the presidency. Hilary Clinton, in 2016, received the popular vote (majority votes), but Trump received the needed electoral votes and became president. The rules must be followed, even though they go contrary to our desires and expectations.

The business of government is awaiting these two winning parties -- the PPP/C and the coalition. It is time each of these parties adjusts its vision of being the opposition and focus on being one government of Guyana for our entire nation. If they choose to be opponents and divisive in their governance, how will we properly negotiate, monitor and utilise the dividends from Foreign Direct Investments? We must not be rabid animals that fight each other for the morsel or millions that truly belongs to Guyana and its people.

We, for the sake of our country, people and future generations, must work together by embracing the better angels of our nature.

All international observers must know that a large section of the Guyanese people are uncomfortable with their pronouncements on matters of Guyana’s internal political situation, specifically the just concluded National and Regional elections.

Pronouncements that are premature, uninformed and lack the basic understanding of Guyana’s electoral laws are likely to be more harmful than helpful. Observers should therefore take care to preserve their impartiality by refraining from making lopsided statements or comments, especially if one party feels that those comments are adverse to it or are done deliberately to affect its image. During this time of heighten political tensions, Guyanese can ill afford to have any kind of foreign meddling in their domestic politics. Guyanese, like the USA and other sovereign nation’s reject the notion that any external agency or personnel can simply insert themselves into their politics. While Guyanese welcome international observers they expect those accorded observer status should do exactly what they were expected to do “observe”. Guyana is an emerging democracy and

therefore external actors must, as of necessity, take precautions to ensure that their own actions do not stymie the democratization process.

Observers should therefore, refrain from making comments or issuing statements that may exacerbate the tensions that already exist in the country. Many Guyanese attribute the recent violence and attack on Afro-Guyanese, children, police, nurses etc, by some Indo-Guyanese supporters of the PPP to statements and actions of the international observers. Observers are therefore, encouraged to take actions that may heal the nation rather than divide it. Guyana has a history, only Guyanese can fully understand!

Any perceived foreign interference in the Guyanese elections is likely to cause more mayhem and division in the country! I am quite sure you, observers, would not want to see Guyana retrogress! Guyanese, regardless of their differences, are a peace loving people however, there is a bitter past!

A past that ignited sharp racial divide and mistrust, but the nation has been healing.

Please allow Guyanese to heal!

We as a people are good enough to solve our problems Dear Editor EVENTS over the last week have opened my eyes to many things and what I have observed is quite saddening. It is quite saddening because as a country, our independence leaders fought for our self- directed control because they recognized that as a proud people we should be able determine our own future. This we achieved on 26th May 1966. And we went further to republican status on 23rd February, 1970. Numerically, this year we have been 50 years a republic.

I can go back centuries and remind Afro-Guyanese of the struggle of their ancestors to have us a free people. This freedom should not be underestimated. While our independence was mostly political, our ancestors fought for both physical and mental freedom, without which we were considered sub-humans. The pressing question I need to ask today is if we as a nation are really free, I would argue that we are physically free but not mentally free. I put forward this postulation not based on a solitary observation albeit, I will highlight it based on one observation.

Jason Carter is presently the head of the Carter Center, which was formed by his

grandfather, President Jimmy Carter. Jason Carter is a 44-year-old American who is a one-term Senator of the state of Georgia and a failed gubernatorial (governor) nominee, also for the state of Georgia. Therefore, by no stretch of the imagination can Jason Carter be considered a political heavyweight. In my opinion, he is both a political novice and lightweight. I am absolutely certain that the vast majority of Americans would hold this position. Frankly speaking, I am certain that the vast majority would not recognise him in the streets or on television. Jason Carter was invited as an observer to Guyana’s elections. This observership status is a privilege and not a right. I rather not insult your intelligence by informing you what is the meaning of the word observe. Suffice to say that observation is basically visually with little auditory. Observation is never oral. An election observer is akin to an examination invigilator. They look at what the candidates do but never instruct them what to do. An election observer is expected to do the same and at the end of the process, use established channels to communicate their observations and recommendations.

During this election process I have witnessed events that saddened me deeply. We should be a proud people. Hold our heads up

high. We should be a confident people like our Jamaican brothers and sisters. Sadly, we are still in mental chains. I saw Bharrat Jagdeo going to Jason Carter, who is 11 years his junior, to complain on a variety of issues.

This did not occur on a single occasion, but on multiple occasions. Each time, Jason Carter, who has never been the President of his country, a one-term senator and a failed candidate for governor, would instruct Bharrat Jagdeo, a two-term President then send him along is way like a toddler who is dependent on his parents. And it was not only Bharrat Jagdeo: many in the PPP’s higher echelon were seeking advice from the failed American gubernatorial (governor) candidate. Where is the pride for those in the PPP? I am not saying to be haughty, but you should not bow to anyone. And the madness continued. The media were rushing to Jason Carter to get his opinion on our electoral system. He would arrogantly say, let’s wait a few minutes so that others can come hence avoiding me repeating myself. We have elevated him to presidential status. Then he would pronounce on our elections as if he has a deep understanding of our politics. He took on the role of political scientist. He said a truckload of nonsense but I was irritated by this statement. “The declaration of Region

Four is illegal.” First, it is not his place to make that pronouncement since he is not au fait with Guyana’s electoral laws. If our esteemed judge of over 30 years, Justice Singh does think it is legal, so then what qualifies him to make that pronouncement? In my opinion, that is a decision for our esteemed and well qualified judges to make. Secondly, he is invited as an election observer to use his eyes and ears and not his mouth. Finally, there are established channels for him to communicate his concerns, the media is not one of them. Finally, he is a guest and should know his role as a guest. Trump kicked out a British ambassador for less than that.

I read a letter a few months back authored by Mr Hamilton Green. He was reluctant to have electoral observers; I now understand why. Let us solve our problems as a CARICOM bloc, the descendants of slaves and indentured labourers. We may fight amongst ourselves but let us sit down like brothers and sisters and solve our problems.

Don’t request western societies’ assistance. They have their own problems. Let them solve those.

Let democracy and harmony conquer PPP election fraud and racism Dear Editor GUYANA held general elections on March 2, 2020, but results are in abeyance.

Elections are administered by six bipartisan commissioners, plus a consensus chairman. They constitute the autonomous Elections Commission (GECOM). The Chief Elections Officer (CEO), under the direction of the Commission, supervises the elections.

Guyana’s 10 administrative Regions constitute Elections Districts, which are managed by a Returning Officer (RO). Each polling station is manned by a Presiding Officer (PO) who reports to the District RO. The election law, Chapter 1:03 (93) – Representation of the People Act, mandates the PO of each polling station to, at the close of poll, count and record each ballot cast for the respective political parties on a tally sheet called a Statement of Poll (SOP). The vote count is conducted in the presence of party representatives, who sign off on all SOPs, and observers. POs are then required to transmit the SOPs and sealed ballot boxes to the Election Division RO. Chapter1:03, Section 95 (1) mandates that: “As soon as practicable after the receipt of all the ballot boxes and the envelopes and packages delivered to him in pursuance of

section 93 (10), the Returning Officer shall, in the presence of such of the persons entitled under section 97(1) to be present as attending, ascertain the total votes cast in favour of each list in the district by adding up the votes recorded in favour of the list in accordance with the Statements of Poll, and thereupon publicly declare the votes recorded for each list of candidates.”

The RO’s responsibility is to add up the votes recorded on the SOPs for each party and make a public declaration of those results, then transmit his declaration to the CEO who then makes a combined declarations from all 10 Regions. The declarations from the 10 Regions show that the ruling APNU+AFC coalition won the elections. However, the Region 4 (Demerara Mahaica Region) results have been stymied by PPP obstruction.

Region 4, which includes Georgetown, is the most populous Region with over 250,000 voters. Afro-Guyanese dominate the population.

It is the most formidable base of the ruling APNU+AFC coalition.

PPP agents continually disrupted the District 4 vote tallying exercise. PPP leaders, some with guns, stormed GECOM’s office and demanded access to computers. They used guerrilla warfare tactics to try to strongarm GECOM officials to supplant correct re-

sults with PPP invented numbers to diminish APNU+AFC votes. Two small parties have attested to this fact. When the RO proceeded with the legally mandated vote tallying and declaration, PPP produced an injunction from High Court Judge Navindra Singh, barring GECOM from acting on the Region 4 results.

The mater is now subjudice before Chief Justice Roxanne George.

Overseas observers, including Western Diplomats, joined the PPP to denounce the results and bandied about allegations of fraud. In clear coordination with the PPP, Western Diplomats demanded that GECOM abandons the lawfully declared District 4 results, and adopt an extraconstitutional vote “verification” process insisted upon by the PPP. In arrogating the mandate of Guyana’s courts to themselves they declared that “We call on President Granger to avoid a transition of government which we believe would be unconstitutional.”

These incendiary statements exacerbated tensions and incited racial violence. East Indian supporters of the PPP in Region 5 (Mahaica Berbice) commenced a riot. They set fires to the main highway and brandished guns at innocent Afro-Guyanese citizens.

They severely assaulted an Afro-Guyanese police woman and chopped two other police

officers with a cutlass. Worst, they ambushed a school bus of Afro-Guyanese children and beat them up. Two Police officers and six children are hospitalised. The cutlass-wielding criminal was shot dead by police. Neither the observers nor the PPP have condemned the violent, racist attacks.

Guyana is a beautiful country with beautiful, diverse people. We have the capacity to live together in unity, peace and harmony.

Our country is rich with natural resources.

The expatriates who Bharrat Jagdeo and the PPP have enlisted to divide and destroy our country, don’t care about our country, peoples or future. Like Jagdeo, their only concern is Guyana’s oil resource. Their strategy is to tear us apart by stoking racial fears and violence.

While we fight each other, they will make off with our resources and our nation and we will be left impoverished and divided. Will we let them? This matter is before our courts. Our history of respecting the decisions of the court is what has enriched our democracy. Let unity and tranquility prevail.

Let democracy and the will of the people prevail now and forever. Guyana will rise again!

Top CARICOM leaders in Guyana for election talks

CHAIRMAN of CARICOM, Prime Minister of Barbados, Mia Mottley will be leading a delegation of regional leaders to Guyana, today, to discuss the current impasse following last week’s general and regional elections.

According to a report from Barbados’ Nation News, Mottley made the announcement during a national address from the Hilton Barbados where the Social Partnership met to discuss the 2019 Coronavirus (COVID-19).

Meanwhile, Prime Minister Dr Keith Mitchell says that he will also be part of the team of regional prime ministers who will be accompanying the chairman of the Caribbean Community (CARICOM) “I am one of those asked to lead a delegation of leaders to Guyana tomorrow (Wednesday) to attempt to bring some semblance of peace and order to Guyana at this particular time,” he said while reminding reporters in 1997 he was part of a similar undertaking while he was chairman of

CARICOM. ‘We had a similar situation in Guyana where the result of the election was accepted by the opposition and there was upheaval in the country at the time and I had to go in there and try to bring peace and we were able to resolve the issue as CARICOM,” he recalled.

The other Prime Ministers are Ralph Gonsalves of St Vincent and the Grenadines and Roosevelt Skerrit of Dominica. “Three of us are considered three of the oldest serving leaders in the region, so we have been asked to join the Chairman of CARICOM on that mission to Guyana,” Mitchell said.

The electoral process is not yet completed because the matter is tied up in the High Court, after an injunction was filed by a supporter of the main opposition People’s Progressive Party/Civic (PPP/C) to block the Guyana Elections Commission (GECOM) from declaring results.

In a recent statement, Mottley had said CARICOM stands ready to facilitate

Over 600,000 Guyanese were eligible to vote in the March 2, 2020 General and Regional Elections and there were some 2,339 polling stations across the 10 administrative regions. Nine political parties contested the general elections and 11, the regional elections.

There has since been civil unrest and political tension following the declaration of results for Region Four (Demerara-Mahaica), by the region’s Returning Officer (RO), Clairmont Mingo.

According to those results, the incumbent A Partnership for National Unity and Alliance For Chance (APNU+AFC) Coalition received 136,458 votes and the PPP/C received 77,329 votes.

“The Caribbean Community calls on the electoral officials in Guyana and the representative political parties to work together to achieve a peaceful and lawful completion of the electoral process in Guyana by ensuring the tabulation of the results in all regions using the Statements

of polls in a transparent manner in the presence of the representatives of the political parties and the electoral observers,” said Mottley, noting that every vote must be made to count; and transparently so. The CARICOM Chair has noted that all sides of the political divide have been making “serious allegations” against each other, but believes that it is critical that good sense prevails.

“The preservation of law and order is paramount and all parties must work hard to ensure that there is peace on the roads and in the communities across Guyana.

There has already been one death reported overnight (Friday).

That is one death too many,” Mottley asserted.

In breaking her message down further, she said: “In simple language, we ask the parties to recognise that the primary consideration must not only be who will be President but, more so, who will be alive come next week or next month, for there cannot be tolerance for any further loss of life.”

…GECOM lawyer argues that elections law on verification directory not mandatory

By Svetlana Marshall THE electoral laws governing the tabulation of Statements of Poll for General and Regional Elections are directory and not mandatory, Senior Counsel Neil Boston argued on Tuesday, even as he maintained that the Returning Officer for Region 4, Clairmont Mingo, did not err when he declared the total number of votes for each Candidate in his District.

According to him, the Returning Officer resorted to a spreadsheet for the final count after there was ruckus and confusion in the Guyana Elections Commission’s (GECOM’s) Command Centre. However, on the flipside, Trinidad and Tobago’s Senior Counsel Douglas Mendes argued that Mingo failed to follow the correct procedure outlined in Section 84 of the Representation of the People Act. At 14:00hrs today, Chief Justice Roxane George-Wiltshire will decide whether the Returning Officer adhered to the Electoral Laws before issuing his declaration last Thursday (March 5, 2020).

Oral arguments in the case – Reeaz Holladar vs the Returning Officer; the Chief Elections officer and GECOM – were heard on Tuesday in the High Court by the Chief Justice. In his submissions, Boston - the attorney representing the Returning Officer, the Chief Elections Officer and GECOM told the Court that the Representation of the People Act empowers a Returning Officer to choose his method of tabulating the Statements of Poll during an electoral process. “He can sit with persons, who are invited to be there, and he will go through the Statements of Poll or he can prepare a spreadsheet from the Statements of Poll and thereafter, he can declare the amount of votes received by the List of each Candidate,” the Senior Counsel submitted.

Senior Counsel Mendes – the lead attorney representing Holladar on behalf of the People’s Progressive Party/Civic – has argued that Section 84 of the Representation of the People Act stipulates that the tabulation be done in the presence of agents from the various political parties and observers, but Boston, in debunking that contention, submitted that Section 84 is directory and not mandatory. “The Returning Officer is duty-bound to rely on the Statements of Poll that were remitted to him from the various stations in District 4. He does not have to go through a period of resolving discrepancies that arise in relation to the Statements of Poll that he has received from the various stations,” he further submitted. Boston told the Court that despite PPP/C’s disruptive behaviour in the Command Centre on March 5, 2020, Mingo declared the total number of votes secured by each List of Candidates, having completed the final count.

presence of observers and candidates from the People’s Progressive Party/ Civic (PPP/C) and the A Partnership for National Unity + Alliance for Change (APNU+AFC). The Returning Officer noted that though he took ill at around 11:00hrs on March 4, and was rushed to the hospital, the process continued, in his absence, under the supervision of a Senior Clerk, Michelle Miller. The entire tabulation process, according to him, was completed at around 19:30hrs on March 4. “At that point, I was ready to make a Declaration in accordance with Section 84 of the Representation of the People Act, cap 1:03 but a request was made by the representatives of certain political parties for reconciliation between matters extracted from Statements of Poll in my possession and inputted into the spreadsheet and in about 3 or 4 of the Statements of Poll held by those representatives,” Mingo explained in his Affidavit in Defence. According to

him, the request was accommodated and minor discrepancies were addressed. Mingo noted that while preparing to make the declaration on March 5, 2020, Miller was interrupted by a large contingent of PPP/C representatives, who were demanding “verification” of the entries made into the spreadsheet from the Statements of Poll in GECOM’s possession. Mingo said he found no merit in PPP/C’s request and proceeded to make the declaration of the total number of votes secured by each List of Candidates.

BREACH OF THE ACT But Senior Counsel Mendes, in his oral submissions, argued that based on the affidavit submitted by Mingo, the final count of the Statements of Polls was not done by him but rather Miller, and as such there was further breach of the Representation of the People Act. But Boston rubbished the argument. “There is

no evidence that he did not do the final count before the declaration of made,” Senior Counsel Boston said, while noting that Miller merely inputted the data onto the spreadsheet.

Asked by the Chief Justice to point to the evidence where Mingo tabulated the votes before his declaration, the Senior Counsel said while it is not expressly stated in Mingo’s Affidavit in Defence, the Court must accept the presumption of regularity.

Maintaining that the final count was made by the Returning Officer, Senior Counsel Boston said the correct procedure was applied. He said it was not for the Returning Officer to be back and forth with the political parties on perceived discrepancies.

“I don’t think that there can seriously be any complaint that there was not a substantial compliance,” he posited while alluding to Section 84 (2) of the Representation of the People Act. “There was compliance,” Senior Counsel Boston maintained.

Meanwhile, Mendes, in his submissions, argued that while Mingo reported that the process was completed on March 4, the Affidavits of the Deputy Chief Elections Officer, Roxanne Myers and Nicola Trotman stated that the tabulation of the Statements of Poll was suspended the very night. He said according to Myers, the use of spreadsheet was also suspended on March 4, and a decision was taken to use the Statements of Poll due to an objection.

He argued that while 421 of the Statements of Poll for District Four were verified during the initial stages of the tabulation process, 458 of the Statements of Poll remain unverified, as the data inputted by Miller and later declared by Mingo was not verified in the presence of representatives of the various political parties and observers. He said the actions of Miller and Mingo contravene the laws of Guyana as he pointed to Section 84 (1) of the Representation of the People Act. Section 84 (1) states: “As soon as practicable after the receipt of all the ballot boxes and the envelopes and packets delivered to him in pursuance of Section 83 (10), the Returning Officer shall, in the presence of such of the persons entitled under Section 86 (1) to be present as attend, ascertain the total votes cast in favour of the list in accordance with the Statements of Poll, and thereupon publicly declare the votes recorded for each list of Candidates.”

TRANSPARENCY Senior Counsel Mendes said due to the absence of party agents and observers, the transparency of the process comes into question. “The failure to require that the process be done strictly in accordance with Section 84 (1) will lead to distrust in the process, would lead to suspicion in the process, and would lead to a lack of confidence in the results that eventually declared,” the Trinidadian Senior Counsel submitted to the Court.

While Senior Counsel Mendes sought to suggest that the votes declared by Mingo vary from the carbon copies given to the PPP/C by the Presiding Officers, he was cautioned by the Chief Justice, who made it clear that she will not be treating with counts or data produced by any other person. Justice George-Wiltshire reminded him that the Court’s primary concern is whether the addition of the Statements of Poll was done in the presence of those entitled to be there.

Holladar, through the PPP/C is seeking to have the Statements of Poll recounted in the presence of agents from the various political parties and observers. If the orders sought by Holladar are not granted by the CJ, her ruling would effectively clear the way for GECOM to declare the final results for the General and Regional Elections. The Chairman of the Elections Commission, Justice (Ret’d) Claudette Singh would then write the Chancellor of the Judiciary, Yonette Cummings-Edwards for the President to be sworn-in.

GECOM Chair anticipates ‘compromise’ from Commissioners moving forward --says Commission understands the ‘sense of urgency’

CHAIRMAN of the Guyana Elections Commission (GECOM), Justice (ret’d) Claudette Singh, anticipates that there will be a “greater level of compromise” from commission members in their decision-making following the decision of the Chief Justice on the 2020 elections matter.

In a letter on Wednesday, she stated that the commission is cognisant of the “sense of urgency” in which it must complete its work as it is now nine days after E-Day and overall results have not yet been declared. “…as such, it is anticipated that there will be a greater level of compromise by the six commissioners in agreeing on the next steps, following the decision of the Chief Justice,” Justice Singh stated.

After the December 2018 no-confidence motion against the government and long before the March 2, 2020 elections, the six members of the commission have seldom been able to see ‘eye to eye’ on numerous matters reaching their attention.

Three of the commissioners are nominated by the government and another three by the opposition. The line has often been drawn squarely between the six leaving matters to be decided upon by the Chair.

Nonetheless, Justice Singh said that GECOM is aware that it must follow the laws of the country and will not make a final declaration on the overall elections results until the court decides on the next steps forward.

“It is important for all relevant parties and members of the public to note that while GECOM is a Constitutional agency, it is still subjected to the Laws of Guyana; hence the mandatory injunction granted against the commission and Chief Elections Officer on Thursday, March 5, 2020, has affected the finalisation of the commission’s work at this point,” she stated.

Driver in Letter Kenny hit-and-run granted bail A TRUCK driver who ran into a motorcyclist last Sunday night has been slapped with three charges, as in failure to stop at the scene of an accident; to report an accident; and to renderassistance.

Trevor Narain, 40, of Whim Village, is also expected to face a cause-of-death-by-dangerous-driving charge, the file for which has not yet been completed.

Narine appeared before Magistrate Alex Moore at the Springland’s Magistrate Court on Tuesday where he pleaded not guilty to the three charges at reference.

It is alleged that on March 7, while driving motor lorry GJJ 649 on the Letter Kenny Public Road, he struck down 25-year-old Shawn Smith, an electrician of Fingal Street, Rose Hall Town.

Narine reportedly fled the scene, leaving Smith lying on the roadway. At around 22:55hrs, his motionless body was found by police on patrol where receiving treatment.

Police Prosecutor Orin Joseph, in objecting to bail, told the court that the driver, while admitting to having caused the accident, told investigators that all he knew was that he felt and heard the impact but still proceeded to drive away. He also had the rail of the truck repaired and went into hiding.

The vehicle was found later on Sunday and impounded. On Monday, Narain, accompanied by his lawyer, Rohan Jagmohan, surrendered at the Whim Police Station.

On Tuesday, however, Adrian Anamayah, who held for Jagmohan, asked the court to be “mindful” when considering bail, that not only has his client been cooperating with the police since he surrendered, but that it was the first time he had ever been placed before the court.

Magistrate Moore, after listening to both the defense and prosecution, placed Narain on $300,000 bail, on condition that he surrenders his travel documents and report to the Whim Police Station every Tuesday and Friday.

A post-mortem done on Smith gave as the cause of death multiple injuries consistent with that of a motorcar accident.

The matter has since been postponed to April 28, 2020, and transferred to the Whim Magistrate’s Court.

FAO prioritises staff wellbeing in fight against COVID-19 THE Food and Agriculture Organisation of the United Nations (FAO) has over the last five weeks implemented a series of precautionary measures to protect its employees and their families against the threat of the novel coronavirus disease (Covid-19).

These measures have been implemented in accordance with guidelines and protocols set by the World Health Organization (WHO) and the Italian authorities.

The latest measure taken

by FAO Director-General QU Dongyu is teleworking from home himself this week. This follows an announcement by the Vatican that one of its employees who participated in a conference organised by the Pontifical Academy for Life from February 26 - 28 in Rome has tested positive for COVID 19. In line with WHO protocols, Director-General Qu and seven FAO colleagues who attended the conference on February 28, will work from home for the remaining five days of the 14-day period, until 14 March. They will monitor their health and take temperature daily with the support of the FAO Medical Service.

The FAO has been proactively monitoring and responding to the evolving situation for weeks. Since the beginning of February, guidelines have

been in place for enabling employees to telework from home for a 14-day period upon returning from regions of high novel coronavirus risks, as defined by the WHO and Italian authorities.

When widespread outbreaks occurred two weeks ago in Italy, where the FAO is headquartered, a taskforce, convened by Qu on January 29, 2020, and coordinated by

a Deputy Director-General, kicked into action immediately, liaising with Italian authorities and other Rome-based UN entities closely, and meeting daily to assess the situation and develop precautionary measures.

For example, the Organisation conducted daily temperature screenings of about 1,000 participants attending an international biodiversity experts conference at its headquarters for

over a week in late February.

With the support of the Italian Red Cross, the screenings were extended to cover all employees and visitors, and were made mandatory for all last week. To date, no incidents of concern have been recorded.

At the same time, the FAO has been progressively postponing or cancelling large gatherings scheduled for late February and the month

of March; meetings, workshops, training, group visits, fairs, exhibitions and film screenings. The planned observance of the International Women’s Day last Friday was turned into a virtual one, with no live audience but people following it on webcast.

FAO employees have been encouraged to maintain social distance in the office, lifts, cafeterias and other common

areas. Seating in the cafeteria has been reduced, and the hours extended. Vendors and service providers have been advised to adopt precautionary measures.

Guidance was given to FAO offices around the world to review all travel plans and limit travel to the most essential and safe. Following closure of all schools in Italy last week, employees who were parents were able to choose to work from home. The option was also made available to expectant mothers. All the measures were developed with constant engagement with staff representatives.

FAO also reviewed its business continuity arrangements and following successful pilots last week, has implemented a teleworking by rotation plan.

Subsequently, FAO activated its business continuity plan, deploying only skeleton staff at its headquarters. Other employees will work from home, ensuring delivery of services and smooth functioning of the Organization.

As the COVID-19 situations continue to evolve in Italy and around the world, FAO remains vigilant, with its Crisis Management Team working around the clock assessing risks and adjusting measures. FAO holds the wellbeing of all its employees paramount.

Two years behind bars for man who ‘Try ah thing’ LESLIE Cush, who has a number of offenses before the court, found himself tangled in an unlawful web once more when he was charged with robbery with violence committed on Rasheed Yusuf.

The incident occurred at Number 79 Village where it is alleged that Cush hired Rasheed, a taxi driver, to make some purchases.

However, he instead robbed the driver of a Blu cellphone valued at $30,000 and $10,000 cash. During the incident, the accused also chopped the virtual complaint in a bid to escape.

Rasheed also bit Cush on nose and arms as he tried to defend himself.

Prosecutor, Orin Joseph, while objecting to bail, explained that the accused was found with the property of the victim. Cush has previous and similar matters before the court. He also noted that during the scuffle between the two, public-spirited persons rendered assistance which led to Cush’s arrest.

Magistrate Alex Moore, on Tuesday, in reading the charge at the Springland’s Magistrate Court, told the defendant of the seriousness of the allegations and Leslie Cush the fact that he is wellknown to the police and have pending criminal charges. As such, he was unable to grant bail.

Cush, in his defence, told the court that he did not commit the crime but instead “attempted to try ah thing but did not get anything”. He also told the court that the victim recovered all of his items and he even offered him and additional $10,000.

He mentioned he was of the opinion that the matter was over and he was unsure “why he was in court”.

He then questioned the maximum penalty for such an offence. The magistrate explained that a robbery with violence carries a maximum of five years.

Cush initially pleaded not guilty to the offence and explained it was more of an attempted robbery. After a few minutes of explaining, the magistrate accepted the plea of guilty for an attempted robbery. The prosecution also had no objection to the charge. As such, a two-year sentenced was handed down.

Cush then placed his hands over his head in an act of surprise and began sobbing as he was being led from the courtroom.

Wife reports husband who hid drugs in chair AN Orealla resident was placed on $35,000 bail after he was found with six grams of cocaine.

Roberto Jabar, having been charged with possession of narcotics for the purpose of trafficking, appeared before His Worship, Alex Moore, at the Springland’s Magistrate Court on Tuesday.

The charge alleged that, on March 5, in Orealla Village, Corentyne River, Jabar was seen hiding the illicit drug in a chair at his home. He pleaded not guilty to the charge.

Prosecutor Orin Joseph had no objection to bail but told the court that Jabar’s wife observed him stuffing an item into the cushion of the chair.

She made a report to the Orealla Police Outpost and a search of the said chair by the police unearthed the drugs which weighed six grams. Jabar was arrested and told of the offence.

The young man will return to court on May 21, for report.

The popular businessman operated a grocery shop at Lot 11, East Side Line Dam, Portuguese Quarter, Port Mourant. He was discovered in a clump of bushes, on a farm, a short distance from his home, On February 27, 2020.

The 49-year-old was last seen alive at around 19:30hrs on the night of February 26, as he went out for his usual evening jog.

Stern warning issued to Town Clerk –– on status of suspension of John Douglas, City Treasurer (ag)

THE Local Government Commission (LGC) has issued a stern warning to the Town Clerk, stating that the City Treasurer (ag), John Douglas, be sent on suspension with immediate effect.

This was the information received by and related to the Mayor and City Council at the M&CC’s statutory meeting on March 10, 2020.

According to councillor Oscar Clarke, Town Clerk (ag) Sherry Jerrick, received a letter from the LGC stating their position which concluded that there would be action taken against her if the matter is not resolved following the LGC’s decision.

The LGC had approved one month’s suspension for Douglas along with a

host of other officers of the Mayor and City Council (M&CC) for the respective roles they played in the controversial issue surrounding money found in the former chief constable’s vehicle.

The council had moved a motion seeking to have the suspension be deferred asking that Douglas is allowed to proceed on his one month no-pay suspension in March, on the basis that budget discussions had already started.

Town Clerk (Ag) Sherry Jerrick wrote to the LGC asking for that period up to when all budget preparations were expected to be concluded.

Mayor Ubraj Narine, said that the council will move in the direction of setting up a meeting of the LGC with

a committee of the commissioners on a way forward, stating that the Town Clerk cannot be instructed by the LGC. He explained that the Town Clerk is a part of the council and as such the request was made by the council.

During the statutory meeting, several other matters were discussed by the council.

Mayor Narine made the announcement that two major waste management contracts, one which the council has with Cevons Waste Management Services and the second with the Puran Brothers Inc., will end on October 5 2020. Narine invites agencies and persons to put forward their proposals for these contracts.

Cop killer gets life imprisonment

FOUR years after police sergeant Leonard La Rose was killed in the line of duty, his killer was on Tuesday sentenced to life imprisonment.

Dennis Marks, a farmer of Matthews Ridge, North West District in Region One, was on trial for the murder before Justice Sandil Kissoon and a 12-member jury at the Demerara High Court.

However, the jury after deliberating for two hours found Marks not guilty of murder. He was however found guilty on the lesser count of manslaughter.

According to reports, LaRose and a party of policemen at Matthews Ridge, went in search of Marks, who was wanted over an allegation of rape.

However, when the police approached Marks, he allegedly whipped out a knife and attacked them. During the ordeal, he reportedly stabbed LaRose to the neck and three other ranks to their chests and hands.

cape on foot and the injured policemen were rushed to the Matthews Ridge Hospital, where La Rose was pronounced dead on arrival.

Marks was later arrested and charged.

State Prosecutor Tuanna Hardy told the court that LaRose was killed in the life of duty and also stressed that it has become a norm whereby persons attack men and women of the law.

Hardy told the court that Marks’ actions did not only result in LaRose’s demise, but he had also injured three police officers during the incident.

According to the prosecutor, Marks becomes abusive when he is intoxicated.

She urged the court to send a strong message to Marks and likeminded persons who would contemplate similar crimes and urge respect for law enforcement officers.

Justice Kissoon stressed that the court has the responsibility to have zero tolerance for the killing of a law enforcement officer

which only alternative is life imprisonment.

The judge told Marks that he will spend the rest of his natural life behind bars.

Acute food insecurity hotspots need urgent attention

WHILE global attention has focused on the swarms of Desert Locusts attacking crops in East Africa, a number of other countries and regions are also confronting serious food security threats and require support, according to the Food and Agriculture Organization.

In a funding appeal released today, FAO is asking for $900 million to reach 43 million vulnerable, agriculture-dependent people at risk of increased acute food insecurity in 22 countries including Burkina Faso, Chad, Ethiopia, Libya, Myanmar, Syria and Yemen.

This represents the FAO component of the UN system’s consolidated 2020 humanitarian appeal. It does not include the additional $138 million that the Organization is seeking for countries in East Africa affected by the ongoing Desert Locust upsurge.

“The majority of people facing acute food insecurity globally - due to conflicts, the impacts of climate change or economic constraints - rely on agriculture for their livelihoods,” said FAO Director-General, QU Dongyu. “We need to provide them with the necessary tools to cope with these challenges, enhance their resilience and bounce back.”

FAO’s 2020 appeal outlines a range of initiatives aimed at boosting local food production and enhancing nutrition, while strengthening people’s resilience to shocks like conflict and insecurity, pests and extreme weather.

Investing in risk reduction and building the ability of vulnerable people to withstand shocks before they occur is a more humane, effective and cost-efficient approach than responding to the aftermath of disasters.

Taxi Driver remanded on robbery charge A 31-year-old taxi driver of East La Penitence was, on Tuesday, March 10, 2020, remanded to prison by Chief Magistrate Ann McLennan.

Nicholas Chung appeared before the Georgetown Magistrates’ Court and pleaded not guilty to the charge, when it was read to him.

Particulars of the charge stated that, on Friday, February 28, 2020, at Lamaha Street, Georgetown, Chung, armed with a dangerous weapon, robbed Neil Dutchin of $500,000 cash, a cellular phone valued at $20,000 and a knife valued at $500.

According to reports, on the day in question, February 28, 2020, Dutchin and his friends were at Blue Martini Night Club at Lamaha Street, where Chung and Dutchin had a misunderstanding. The accused, Chung, left and returned with two accomplices, one of whom was armed with a handgun. Dutchin was shot to the abdomen and his right leg, The accused and his accomplices proceeded to rob Dutchin of his property and made good their escape.

The incident was ‘captured’ on the CCTV camera. An investigation was launched and the accused was arrested.

The prosecutor objected to bail based on the grounds that Dutchin was still hospitalized and that Chung was charged for a similar offence.

Chief Magistrate Ann McLennan remanded Chung to prison until March 25, 2020.

Interior excavator operator found guilty of larceny

PHILBERT Cush, a 53-year-old man of Broad Street, who works in the interior as an excavator operator, was, on Tuesday, March 10, 2020, sentenced to 18 months in prison, having been found guilty of larceny.

Cush admitted that, on Wednesday, February 26, 2020, on Robb Street, Georgetown, he stole, from Rhonda Harry, an iPhone 11 Pro Max valued at $260,000.

According to the report, on the day in question, February 26, at 48 Robb Street, Georgetown, Harry was at her clothing store cleaning and had the phone on a table when the accused entered and began to inquire about clothing prices. After his inquiries, Cush picked up Harry’s cellular phone and went away. Harry reported the matter and an investigation was launched.

On Friday, March 6, 2020, the accused was seen on High Street by officers on patrol. He was arrested and taken to the Brickdam Police Station. He was identified by Harry. The allegation was then put to him and he admitted. He was then placed in custody and charged for the offence.

The prosecutor informed the court that the phone was not found in Cush’s possession. He added that the accused sold the cellular phone at Stabroek Market.

When Cush was asked to explain his act by Chief Magistrate McLennan, he stated to the court that he was in great need for the money because he had his two children to take care of. He also mentioned, that because he was diagnosed with malaria for a while, it affected his receipt of income from the interior.

Cush was questioned about the sale on the phone. He stated to the court that he sold the phone for $8,000.

Cush, in attempt to defend himself, mentioned to the court saying “I really don’t steal and dem thing. I does wuk very hard. I get two chiren fuh mine.”

Chief Magistrate Ann McLennan, after hearing the case, sentenced Cush to 18 months in prison.

Bangladeshis, Sri Lankans fined for illegal entry into Guyana

ON Tuesday, March 10, 2020, 15 foreigners were placed before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Court, having been charged with illegal entry into Guyana.

Four of those charged were from Bangladesh. The group of four included Sirajul Islam, Ashraful Alam, Ohiduzzaman and Abul Hossain.

The charge alleged that, the four, on Sunday, March 8, 2020, at Springlands, Corentyne, entered Guyana by sea and disembarked without the consent of an immigration officer.

The Bangladesh nationals pleaded guilty to the charge.

According to the report, on the day in question, March 8, 2020, the immigration ranks attached to the Lethem Immigration Department, stopped route 94 minibus, transporting defendants, at the Kurupukari Checkpoint. The ranks checked the defendants’ passports and it was discovered that there were no entry stamps. An investigation was carried out and it was further discovered that the defendants legally landed in Suriname before entering Guyana via Springlands. As a result, the defendants were questioned and they revealed that they had entered Guyana from Suriname and had not presented them-

selves to immigration. They were arrested and carried to the Criminal Investigations Department Headquarters where they were charged for the offence.

The defendants’ attorney, Adrian Thompson, informed the court that his clients came from Suriname and intended to go to Brazil.

The attorney further stated that the person who was transporting the defendants ought to have taken the foreigners to the immigration officer instead of proceeding on the journey to transport them to Lethem. Attorney Thompson further mentioned that this misunderstanding had emanated due to there being a language barrier.

When the defendants were asked about their alleged act, they expressed that they came to Guyana to go to Brazil and that they had no knowledge that permission was required in order to go forth with their action.

Attorney Thompson, requested Chief Magistrate McLennan to allow the defendants to be transported back to Suriname, since it was there they came from before entering Guyana.

Municipal abattoir remains closed

GEORGETOWN Mayor, Ubraj Narine, has lamented that the Mayor and City Council (M&CC) is losing a lot of revenue from the municipal abattoir that continues to be out of operation, since its closure on February 28.

The facility, located at Water Street, South Cummingsburg, is closed until further notice following an accident that damaged several sections of the building.

On February 27, at approximately 14:50 hours, a crane belonging to John Fernandes Company Limited fell onto the roof of the abattoir. The roof, walls and windows of the kitchen area were severely damaged. The roof of the slaughtering chambers was also damaged.

On Tuesday, the mayor told this publication that he will be meeting with representatives of John Fernandes on Friday to discuss the way forward and present to them his estimates.

According to him, he does not want to accept money from the company to finance the repairs, but prefers for them to complete everything. “I don’t want a temporary fix, because temporary turns into long term,” he said.

Narine also plans to request that the company pays City Hall the money that it has been unable to garner in revenues over the period that the abattoir remained closed.

At the moment, the meat and food inspectors are engaged in on-site inspections; no slaughtering can be done at Water Street due to health concerns.

The food hygiene section of the municipal abattoir falls under the Ministry of Public Health, Medical Officer of Health Department. The functions of the section include the slaughtering of bovine, porcine and ovine animals; inspection of animals for communicable diseases; and disposal of unsound meat.

The City Council has said it views this accident as unfortunate and regrets any inconvenience this causes to the business community and persons who use the facility.

‘Retreat from the naked aggression’ –– WPA urges PPP THE Working Peoples Alliance (WPA) has called for a restoration of cohesion here and has urged the main opposition, PPP, to retreat from its “naked aggression.”

In a statement the WPA said it notes with much concern the developments in our country since March 2 when Guyanese went to the polls to elect the next government. According to the party, even for a party that is well aware of the dangers of elections within a winner-takes-all framework, “we are alarmed at the turn of events.

As things stand, what is at stake is the very survival of the multi-ethnic covenant that has held our country together since emancipation.”

The WPA said the signs of dislocation are too evident to be ignored, but, in the circumstances it will deliberately refrain from commenting on the matters before the court.

The party said a fair comment must await a comprehensive observation and analysis of all the evidence from all sides of the political spectrum. It is against that background that we pledge to abide by the ruling of the court and let the rule of law guide us to safer territory.

WPA has, throughout its long life as a political party and actor, advo-

cated for a political solution to our historical problems in the form of a power-sharing Government of National Unity which guarantees our major ethnic groups protection against domination by the other. It is the foremost reason for our initial and continued membership of the Coalition which we view as a steppingstone towards such a government. We renew that call now in this hour of desperation.

“It is unfortunate that the narrow branding of the Coalition both from within and without has partly resulted in the ongoing election being perceived as a straight ethno-political fight between the two major parties.

WPA’s attempts to alter that narrative were clearly not as successful as we wanted it to be. Our considered view is that the situation warrants a radical intervention to restore some semblance of cohesion.” “But even as we advance that idea which seems to be coming from several quarters, we must implore on the major actors, particularly the PPP to retreat from the naked aggression that has characterized the events of the past week.

The storming of GECOM’s command centre was a form of “militaristic” intervention that has compromised that party’s claim as an untainted actor.

We are appalled that those, including the diplomatic community and the international and local observers, who are seemingly fixated on the purity of the elections have ignored that grave incident.”

The WPA said the orchestrated protests by the PPP which followed that action at GECOM cannot be dignified as demonstrations in defence of democracy. There is nothing democratic when schoolchildren, law enforcement officers and other innocent citizens are intentionally targeted for extreme violence. WPA is convinced that those mindless attacks were not the outcomes of spontaneous action—they are part of a well-planned campaign of intimidation.

“It is why the WPA urges the international community and other observers to do everything in their power to avoid the trap of being played to engage in overt and covert partisan entanglement. It would be helpful, in the long run, if these international observers confine themselves to the internationally accepted role of neutral observers.

National reconciliation cannot be easily achieved if one side feels a sense of victimhood,” the WPA statement added.

‘Choka Ball’ gets 18 years for manslaughter A FISHERMAN was on Tuesday sentenced to 18 years imprisonment by High Court Judge Sandil Kissoon for the 2017 fatal stabbing of his co-worker at the Meadow Bank wharf, Georgetown.

Sharief Bacchus, called “Choka Ball,” formerly of Fifth Street, Albouystown, was indicted for the capital offence of murder, but opted to plead to the lesser count of manslaughter.

Bacchus admitted that July 20, 2017 at the Meadow Bank wharf, he unlawfully killed Chan Wong, called “Chiney Man.” According to reports, the two men knew each other, as they had worked together as fishermen at the wharf.

On the day in question, an argument erupted between them and Bacchus allegedly pulled out a knife and stabbed Wong.

Wong collapsed and was rushed to the Georgetown Public Hospital where he was pronounced dead on arrival.

Global Employment Trends for Youth 2020: Youth exclusion from jobs and training on the rise

GENEVA (ILO News) – The number of young people currently not in employment, education or training (NEET) is rising, and young women are more than twice as likely as their male counterparts to be affected, according to a new International Labour Organisation (ILO) report.

Young people (ages 1524) who are employed also face a greater risk than older workers of losing their jobs because of automation, and those with vocational training are particularly vulnerable, the report shows.

“This reflects how the occupation-specific skills imparted by vocational training tend to become obsolete faster… than general education skills,” the report says. It calls for vocational training

programmes to be revised and modernised so that they meet the changing demands of the digital economy.

The latest Global Employment Trends for Youth 2020: Technology and the future of jobs (GET Youth 2020) shows that, since the previous GET Youth report in 2017, an upward trend in NEET status has emerged. In 2016 there were 259 million young people classified as NEET, which rose to an estimated 267 million in 2019 and is projected to continue rising to 273 million in 2021. In percentage terms the trend also upwards – from 21.7 per cent in 2015 to 22.4 per cent in 2020. These trends imply that the target set by the international community to substantially reduce the

NEET rate by 2020 will be missed.

20 years jail for man who killed son THE father, who in 2018 stabbed his son to death at Foulis, East Coast Demerara (ECD) during a family dispute was on Tuesday sentenced to 20 years imprisonment.

Mohan Sookdeo, called “Wine”, 46, appeared before Justice Sandil Kissoon at the Demerara High Court for the capital offence of murder, but opted to plead guilty to the lesser count of manslaughter.

He confessed that on September 8, 2018, at Foulis, ECD, he murdered his son, 21-year-old Satesh Kevin Sookdeo.

Mohan was represented by attorney-at-law Maxwell McKay, while the state was represented by prosecutors Tuanna Hardy, Nafeeza Baig and Tyra Bakker.

According to reports, Mohan Sookdeo and his wife had an argument during which he grabbed her by the neck and began choking her at their of Lot 217, Fifth Street, Foulis, East Coast Demerara home.

“He is my father and I love him, but he have [sic] to face the consequences,” the woman told the court.

Justice Kissoon said that the case was particularly disturbing, since it was a father who had taken his own beloved son’s life.

The judge also stressed that Satesh stood up and defended his mother, but was killed for his courageousness.

Finally, Justice Kissoon sentenced Mohan to 20 years imprisonment and ordered that the prison authorities deduct from the sentence,the time Mohan had spent on remand.

THE Guyana Trades Union Congress (GTUC) notes, with deep concern, the tsunami of misinformation permeating our social space and its impact on public opinion threatening to destabilise the Guyana Elections Commission’s (GECOM’s) declaration of which party will form the next government.

It also threatens Guyana’s democracy, credibility of our institutions of governance, the rule of law and community relationships at a time when this small nation’s oil-rich potential is being exploited. It is not lost on us that the spread of a misinformation campaign can have far-reaching and long-lasting impact on not only Guyana, but also the Caribbean Community, and further afield.

Moved by this understanding, GTUC seeks the support of Guyana and all concerned to have us navigate these challenges by supporting the call to all persons, organisations and countries with interest in our well-being to respect the internal mechanisms embedded in our judicial system and the independent constitutional office of

GTUC recognises that whereas our laws may not address issues of this nature and it is the right of any party to use such means to advance its position, these should not come at the expense of allowing the process to work within the framework of the law i.e.

Representation of the People Act. Credibility of the Statements of Poll (SoPs) – The question of the credibility of the verification process has surfaced with several parties lending support to the issue as raised by the Opposition PPP/C. One presidential candidate, Ms. Phillis Jordan of the People’s Republic Party (PRP), in a video circulating on social media, has since informed the nation that all of the small parties, none of which had its own SoPs in all the 10 Districts/Regions, were issued collated figures from an unnamed

major party. Hence the credibility of claims made by these parties in support of the major opposing force raises questions.

Derailing the GECOM process – GTUC is of the opinion that the carefully-orchestrated misinformation and derailing of the GECOM process was also used to advance unrest by opposition supporters in a country that is known for its ethnic tensions during elections. These unrests when carefully analysed serves one major group only, and does not work for the good of the beguiled people. Transition- Democratic transition from this phase to another should not be dictated to outside of the Representation of the People Act and GECOM’s constitutional right to so declare which party/group has won the Executive and apportion the seats in the National Assembly. GECOM is the authority to likewise state which party/ group has won at the ten Regional Democratic Councils and apportion the seats on the councils based on the votes received.

Historical Reference - Guyana situation is not dissimilar to that of the United States’ (U.S) 2000 presidential election which resulted in George W. Bush being declared President. In said election the U.S Supreme Court was asked to pronounce on the tabulation (hanging chads) between allotment of votes for candidates Bush and Alfred Gore.

The process of tabulation awaited the judicial outcome. Guyana’s law allows for judicial review and resolution of our current challenges and we expect the U.S and other countries of the world to treat with our circumstance with no less respect than they treated with that of the U.S in 2000.

Eastern Airlines pushes back launch of JFK-GEO flights to March 19

REBRANDED carrier, Eastern Airlines, will commence service between the Cheddi Jagan International Airport (CJIA) and New York’s JFK Airport from March 19, 2020.

Previously, the carrier had set March 5, 2020 for it launch.

Eastern Airlines said its nonstop flights, at the lowest fares, make it possible for more people to fly than ever before. “The liberal bag policy begins with one free checked bag up to 70 pounds.

The flights will be operating twice weekly, with service on Thursdays and Sundays and capacity for 200 passengers,” the carrier said.

Last year, the authorities noted that Eastern Airlines is mandated to lodge two bonds totalling US$450,000 before it commences operations here in Guyana. The airline had submitted an application to the Guyana Civil Aviation Authority (GCCA) to operate scheduled flights between the JFK and the CJIA using its Boeing 767 200/300 series aircraft.

At a press conference at the Ministry of the Presidency last November, Director General, Joseph Harmon, said while Cabinet approved Eastern Airlines’ application to conduct scheduled air services between New York, United States of America and Georgetown, Guyana, the bonds are a prerequisite given the history of the airline here.

“Cabinet approved the application submitted by Eastern Airlines LLC and has agreed that the airline can commence operations on or before December 08,

2019 subject to the posting of a bond of US$250,000 to the Government of Guyana and a separate bond of US$200,000 to the Guyana Revenue Authority,” the Director-General told reporters.

Eastern Airlines, under its former brand – Dynamic Airways, had filed for bankruptcy in 2018. It was as a result of its financial challenges, that the Guyana Government had taken a decision earlier this year to decline its application to re-enter Guyana’s market. Approximately six months after rejecting the airline’s application, the government has granted its approval but under strict conditions.

Previously, Eastern Airlines, which was headquartered in Miami, operated a charter service between Guyana and New York through an arrangement with Travel Span and One Guyana. However, Eastern Airlines folded in 2017 and was bought over

by Swift Air. Following a range of investment maneuverings, a document seen by this newspaper indicated that Dynamic International Airways had applied to the United States Department of Transportation to operate its Boeing 767 aircraft under the Eastern Airlines name.

The document, filed with the U.S. authorities, stated that Kenneth Wolley, a 38 per cent shareholder of Swift Air, became the 100 per cent owner at Dynamic Airways after it declared bankruptcy earlier in 2019.

As a result, Dynamic Airways is able to use the ‘Eastern’ brand.

Once again the Commissioner of Police extends wishes for a speedy recovery to the ranks.

KINGSTON, Jamaica (CMC) – Minister of Health Dr Christopher Tufton yesterday announced that Jamaica will not participate in next month’s prestigious Penn Relays in the United States, as he disclosed that the island has recorded its first case of the new Coronavirus (COVID-19).

A decision is also to be taken on the staging of the annual Boys’ and Girls’ Athletics Championships, set for later this month at the National Stadium here, he added.

Minister Tufton made the announcements at a press conference where it was disclosed that a Jamaican woman who returned from the United Kingdom last week, had tested positive for the virus yesterday.

“I have confirmed that in terms of the Penn Relays, the Ministry of Education, through Cabinet instructions, has advised schools about not participating in the Penn Relays this year,” Minister Tufton said yesterday.

“We will comment further on the Boys and Girls champs and any other gathering in the days coming.”

The local schools championship is set for March 24-28.

The 126th staging of the Penn Relays, the largest

relay meet in the world, is scheduled for April 23-25 in Philadelphia, United States.

But on Monday, organisers of the three-day event, which usually attracts more than 15 000 athletes and 110 000 spectators, said they were uncertain if it would be held this year because of the COVID-19 outbreak which has touched more than 100 countries and has affected international sports events, some of which have been cancelled, postponed, or held without spectators.

They said in a statement that the University of Pennsylvania was consistently monitoring the global outbreak and was “working with experts across campus and coordinating with the Centres for Disease Control and Prevention (CDC) and other government agencies”.

“Penn Athletics has not cancelled any home events or enacted any spectator restrictions due to the current novel Coronavirus concerns at this time. Travellers and visitors to campus are always encouraged to practise good hand hygiene to limit the spread of germs and illnesses. As conditions evolve, the University will continue to review, update, and publicise its travel and event policies,” it added.

Haye: Fury vs Joshua would be ‘biggest heavyweight fight ever’ DAVID Haye believes the potential bout between Anthony Joshua and Tyson Fury would be the biggest fight in the history of heavyweight boxing.

The former heavyweight champion fought Wladimir Klitschko for the WBA, WBO, IBF and IBO titles in 2011 – losing on a points-decision in what was a hugely anticipated bout at the time.

However, despite experiencing some big fights of his own, the 39-year-old revealed there is no better time to crown the first undisputed heavyweight champion since Lennox Lewis beat Evander Holyfield in 1999.

“I believe the fight with AJ and Tyson Fury will happen in 2021, and it will be the biggest ever heavyweight championship fight. Numbers-wise I can’t think of a bigger fight,” said Haye, speaking as a SportsAid ambassador at an event dedicated to championing the parents and guardians of talented young athletes.

CAS clears American Lawson of doping, quashes ban (REUTERS) - The Court of Arbitration for Sport (CAS) on Monday annulled the four-year ban imposed on Jarrion Lawson by the sport’s governing body World Athletics, following an appeal by the American long jumper and sprinter.

“When you read about it or when you watch it on TV it looks horrifying but when you see the real devastation up close, and how vast the land is, it’s even more heartbreaking,” he said in a video posted on his social media channels.

“Knowing over, I think, 1.5 billion animals perished during that time as well, it was really important for me to try and support some of the people out there who are trying to look after them and rescue the animals.

“I wanted to come out here and see it. It’s been a really amazing experience.”

He added to his 14.6 million Instagram followers that “it was one of those days that really put things into perspective” after being shown recovering koalas, baby kangaroos and wombats.

The fires, which killed more than 30 people and destroyed thousands of homes, began in September and were only put out in February.

Scientists say they were fuelled by drought and unfavourable weather conditions that were exacerbated by climate change.

Women’s T20 World Cup: record attendances and investment grow game

By Amy Lofthouse BBC Sport in Melbourne SEVEN years ago, England and Australia’s women played at the Melbourne Cricket Ground (MCG) to a crowd consisting mostly of friends and family.

This was the Women’s Ashes, the first oneday international of the multi-format series, and the G was all but empty.

On Sunday, Australia lifted their fifth Women’s T20 World Cup title at the same ground, cheered on by 86 174 persons, a record attendance for a women’s sporting event in Australia.

The tournament organisers dreamed big with their #FillTheMCG campaign and it paid off.

Here, BBC Sport looks at what we learnt from the tournament and how it reflects the development of women’s cricket.

THE GAME IS GROWING Thailand’s inclusion, South Africa beating England and Pakistan stunning West Indies would have been unthinkable a few years ago.

But there is more strength in depth now - although the gap between the top three teams and the rest is still wide.

Australia have dominated this tournament, winning five of the six finals they have reached, losing to West Indies in 2016.

England have reached the final four times, beating New Zealand in the final of the inaugural tournament in 2009 to register their sole victory.

However, teams no longer go into a tournament expecting England and Australia to make the final, and it makes for a better contest.

Thailand may have left Australia without a win, but they have shown what happens when there is genuine investment in the game.

India’s appearance in the final, and their unbeaten run in the group stages, is also heartening, but their lack-lustre performance shows that more investment is needed.

A Women’s Indian Premier League has been held for the past two years but there are only four teams, and in order to attract the world’s best players, the tournament will need to grow quickly. … BUT AUSTRALIA ARE STILL DOMINANT

Australia are reaping the benefits of continued investment in the women’s game, and a marketing campaign that put them front and centre of the home summer.

An investment of $4.23M in 2016 made cricket a viable career for women in Australia, which in turn allowed them to train together, work together and ultimately form a world-beating team.

Since then, Australia’s women have won the T20 world title twice and retained the Women’s Ashes with relative ease.

A recent pay dispute between Cricket Aus-

doubly costly as India, who finished top of their group, progressed without a ball being bowled.

But there were plenty of positives for England. Spinner Sophie Ecclestone ended the tournament as the world number one bowler.

The 20-year-old impressed with her maturity and control, taking eight wickets and was one of only two bowlers to have an economy rate of under four runs per over.

Leg-spinner Sarah Glenn, also 20, took six wickets and, together with Ecclestone, is forming the basis of a world-beating team.

Tennis legend Billie Jean King, who was at the MCG on Sunday, said that Australian cricket was sending “a great message” in terms of gender equality.

“The men and women are supporting each other. Why not? What is the big deal? It’s fabulous,” King said.

ENGLAND ARE CATCHING UP England arrived at the tournament with a new coach and the scars of a terrible home Ashes series.

However, they have reaped the benefits of Lisa Keightley’s influence. The players are relaxed, enjoying their cricket, and they grew in stature throughout the tournament.

The increased investment from the England and Wales Cricket Board will also help. Mirroring Australia, it has announced a £20M investment which will fund 40 full-time professional contracts.

With Australia pulling away - they have, after all, dominated the last two women’s ashes series - the increased money should help grow the pool of players available to England.

AMBITION PAYS OFF The initial plan for the women’s final was to hold it at the Sydney Cricket Ground, which has a 48 000-capacity.

But the International Cricket Council (ICC) decided to be ambitious. They instead opted for the MCG, a huge cauldron of a stadium in the heart of Melbourne.

Of course, not every game attracted such big crowds and with larger stadiums, attendances felt smaller, but they were still healthy. More than 2 000 persons went to watch England play Thailand in Canberra for example.

Posters and banners were everywhere in Australia, from signs at the airport to players doing meet-and-greets in the city centres before the tournament.

Signing up Katy Perry to perform at the final was a risk - and some cynics said this would be the only way they would break the record attendance for a women’s sporting event - but it paid off as the final ultimately became a celebration of women of all ages and backgrounds.

This success should encourage other governing bodies to aim higher - the interest is there, with the women’s game now more commercially viable than before.

The Hundred, which is set to take place in England this summer, has taken a step towards that by offering equal prize money to the men and women’s teams, although there is still work to be done with the pay gaps.

POWER HITTING IS AT A PEAK One of the biggest criticisms of women’s cricket has been that the play is too slow; that the batters are unable to clear the ropes in the way the men can.

The 2020 tournament saw 76 sixes hit - the most at any Women’s T20 World Cup - with Alyssa Healy hitting the biggest of the tournament in the final game at 83 metres.

Every team now has players who can clear the ropes which feat makes for a better and more competitive game.

WHAT’S NEXT? With tournaments such as the Women’s Big Bash League and the Hundred more visible than before, female players are now becoming role models for young girls and boys.

The players that have shone in the tournament, such as Australians Healy and Meg Lanning - will be competing in the inaugural Hundred tournament, with Beth Mooney expected to join them.

The Hundred, which runs from July 17 – August 15, will be covered extensively across the BBC’s television, radio and online platforms.

The next global tournament will be the 50over World Cup in 2021, where England will attempt to defend their title in New Zealand.

Such competitions allow players to develop, let fans get closer to the game and, crucially, strengthen the depth that is already there in women’s cricket.

Teneze Ferme crowned Region 2 female softball champions A CLINICAL display by Teneze Ferme in the final saw them crowned Champions. In observance of International Women’s Day which was commemorated on March 8, the Department of Youth and Culture in Region 2 held its 4th annual female cricket competition at Imam Bacchus ground in Affiance on Saturday.

Four teams participated in the 10 overs-a-side fixture. In their first encounter, Teneze Ferme disposed of Queenstown by 8 wickets. After winning the toss and batting, Queenstown mustered 48-7 from their 10 overs to which Teneze Ferme replied with 51-2 from 8 overs. In the other knock-out match, Marlborough had the better of Red

Marlborough then made light work with the target reaching 44-3 from just 5 overs. The final was then contested between the two hinterland villages. Batting

by Queenstown Village.

Teneze Ferme received the

winners’ trophy and other incentives. Trophies were also presented to the other teams. In the individual performances, Aleia Moses was adjudged the highest run-scorer and Kenesha Walcott the highest wicket-taker.

“It’s been pretty timid the whole series starting with the first game against Thailand when you had a score of 70-odd to get and it took 16 overs to get it,” said Logie, who watched as his side started with a seven-wicket win over Thailand before being blitzed by Pakistan and then England.

“That tells me, at the end of the day,

while the players have some batting ability I think there’s a fear factor in the middle to play their natural game. It’s unfortunate that they wait until they get to the highest level of the game, in a World Cup, to show that lack of courage,” he said.

“Batting is an individual thing; you play as well as you can, you have to back yourself. Some of the balls these ladies are patting, you bowl those balls in the nets and they go way, way out of it. It’s not to say they can’t play the shots, I think it’s about believing in themselves under pressure.

“Over the years, we’ve always had good performances, but if you look at the scores they’ve always been about 120-130. We’ve had good bowling performances and defended it in the field. I don’t think we have scored 160s and 170s as regularly as we want to.”

Shutdowns and lockouts as coronavirus impacts top soccer leagues

Serie A has been left in limbo with the Italy in lockdown in an attempt to stem the spread of the virus that has infected more than 9,000 people and killed 463 in the country.

On Monday the government said all sporting events would be cancelled until April 3, leaving Serie A on hold and with serious doubts as to whether a gripping title race between Juventus, Lazio and Inter Milan will even be completed.

In Spain, where cases have risen dramatically in the past few days, La Liga announced that the next two rounds of fixtures would be played behind closed doors.

The French League followed suit, announcing that all Ligue 1 and Ligue 2 matches will be played without fans until April 15.

Germany’s Bundesliga is also being impacted with this Saturday’s eagerly-anticipated derby between Borussia Dortmund and Schalke 04, to go ahead without a crowd.

“It is not a joke or about spoiling the game. This is about life or death,” Dortmund mayor Ullrich Sierau told a news conference of the decision.

Borussia Moenchengladbach and Cologne will on Wednesday be the first teams to play in a empty stadium in the Bundesliga.

In Portugal this weekend’s games will go ahead but behind closed doors. The Swiss League is on hold until March 23.

Concerns regarding the spread of the deadly COVID-19 virus has led the postponement of April 4 Grenada Invitational, organisers said in a release yesterday.

According to reports, in recent weeks, the Coronavirus has spread to 111 countries and has infected more than 100 000 persons across the globe, killing more than 3000.

It is against this background that the Local Organising Committee of what has become one of the Caribbean’s most-talked-about track and field events, have made a decision they described as difficult.

“I think it was a good idea for them to do that (postpone the event), especially since
