Tempers flare at Mon Repos over allegations of voter fraud ---PPP/C accused of issuing fake ID cards at Mon Repos, other communities

By Navendra Seoraj A PEACEFUL start to the electoral process on the East Coast of Demerara (ECD) ended with tension on Monday, as supporters of the incumbent A Partnership for National Unit and Alliance for Change (APNU+AFC) coalition and those of the People's Progressive Party/Civic (PPP/C) clashed near a polling place at Mon Repos.

Despite comments about a smooth process, there were accusations of attempts to "interfere" with the electoral process at the Mon Repos Primary School polling place and at polling places at LBI and Strathspey, during the General and Regional

Elections, on Monday.

The APNU+AFC's agent for the ECD, Attorney General (AG) Basil Williams, noted, in an invited comment, that there were complaints from Mon Repos about a known politician handing out Identification (ID) cards. This matter, he said, was reported to the police and it was being investigated. In a video posted on the APNU+AFC's Facebook page, AG Williams and Minister of Social Protection, Amna Ally, were seen visiting a polling station at the Mon Repos Market Tarmac, where they confronted the PPP/C's ECD agent, Anil Nandlall, about the issue of "handing out" ID cards. Ally could be heard telling Nandlall that he was named as one

of the persons distributing ID cards to persons.

Nandlall during the confrontation, however, denied engaging in such an act and was advised by AG Williams to let GECOM officials deal with the matter. Supporters of the APNU+AFC coalition upon hearing about the issue, made their way to the railway embankment road at Mon Repos, just a few yards away from the polling place, to observe the process and ensure that the alleged, illicit issuance of ID cards did not persist.

porters said they were told that the tent was set up to aid with “verifications,” but they observed questionable practices. After recognising the “questionable practices,” the APNU+AFC supporters called for the tent to be removed. While speaking out about the practice, the coalition supporters attracted the attention of PPP/C supporters and residents of Mon Repos, who started to

verbally rebel against the coalition supporters.

A clash between the supporters of the two parties ensued, but officers of the Guyana Police Force (GPF) and members of the Mon Repos Community Policing Group quickly stepped in to quell the situation. Although the lawmen managed to keep the supporters apart, there were still verbal exchanges.

…GECOM says working to make final declaration as 'early as possible'

AS the Guyana Elections Commission (GECOM) work through last evening to tabulate the ballots from Monday’s regional and general elections, the declarations from the Returning Officers (RO) should be ready by midday today.

This is according to Chief Elections Officer, Keith Lowenfield, who told reporters at GECOM’s media centre at High Street that the commission is working to have the results released as early as possible.

While he could not commit to a date and time as to when the final results will be made available, Lowenfield, who was flanked by GECOM Chair, Retired Justice Claudette Singh and PRO, Yolanda Ward, explained that, after the polls were closed last evening at 1800hrs, counting commenced at all polling stations across the country.

“It is our hope that that count will conclude in good time to allow for the statements of poll to be placed first of all at conspicuous locations outside the polling stations,” he said.

He said the next step will see the statements being uplifted by the Deputy Returning Officers and the Returning Officers. He said

last night, statements which were received by the ROs will see the commencement of a “public verification process” which includes the public display of each statement in every district and that will continue until all the statements for each district are concluded. Ward said that 2339 polling stations across the country were operated by GECOM on Monday and according to her, some 660,998 persons were listed on the Official List of Electors (OLE).

She gave a breakdown, for each administrative region including Region One where 99 polling stations operated and 18,952 were listed on the OLE. In Region Two, there were 135 polling stations with 37,979 eligible

persons listed to vote while in Region Three, 355 polling stations operated and 100,758 electors were listed to vote. For Region Four, the largest in terms of figures, there were 879 polling stations with 285,618 electors listed to vote, while in Region Five, there were 158 polling stations with 44,663 electors listed to vote there.

In Region Six, there were 378 polling stations and 99,131 persons were listed to vote while in Region Seven, there were 83 polling stations and 14,887 persons were listed to vote. In Region Eight, there were 55 polling stations with 7431 persons listed to vote.

Region Nine had a total of 73 polling stations and 17,771 were listed to vote.

In Region 10 there were 125 polling stations and 33,808 persons were listed to vote. GECOM will share information on the website www.guyanaelections. com where it will provide periodic updates on results and it will also post same on the commission’s Facebook page. The commission will provide another briefing today around 09:00hrs.

Coronavirus: World in ‘uncharted territory’ (BBC) The world is in “uncharted territory” on the coronavirus outbreak, the World Health Organization (WHO) has said.

Its chief, Tedros Adhanom Ghebreyesus, said it had never seen a “respiratory pathogen

capable of community transmission which... can also be contained with the right measures”.

Deaths globally have passed 3,000. Most are in China but there are far more new infections outside China than in-

side.

However, Dr Tedros insisted: “We can still push this virus back”.

He said the development of the Covid-19 disease globally was not a “one-way street” and could be combated if countries acted quickly and effectively - starting with containment measures.

“There is no choice but to act now,” he said.

One of the countries worst affected outside China - Italy - on Monday saw a jump in its death toll from 34 to 52.

What else did the WHO say?

Dr Tedros’s main advice was that each country had to look at their own situation as there was no one-wayfits-all means of tackling the outbreak.

“Each country must have its own approach but it must start with containment,” he said.

This was a “unique virus with unique features” and the WHO would have expected wide contagion by now, but containment measures had appeared to work, the doctor said.

Of the 62 countries reporting cases of infection, 38 of them had 10 or fewer, he added.

“Around eight countries have not reported new cases for two weeks and have been able to contain the outbreak,” he said. China had also shown containment was possible even in countries with a large number of cases.

The WHO would continue to monitor whether the outbreak should be called a global pandemic, Dr Tedros said.

South Korea, Italy, Iran and Japan remain the greatest concern. A WHO staff member has tested positive in Iran, although the symptoms are mild, Dr Tedros said.

What is the situation globally?

There are now almost 90,000 cases worldwide in about 70 countries, although the vast majority - just under 90% - remain in China, and most of those are in Hubei province, where the virus originated late last year.

Of the nearly 8,800 cases outside China, 81% are in four countries - Iran, South Korea, Italy and Japan.

The WHO said that over the past day there were almost nine times more new infections outside China than inside.

Italy raised its death toll by 18 on Monday, with 1,835 confirmed cases, most of them in the Lombardy and Veneto areas of the north.

Iran reported another 12 deaths, taking the total there to 66.

They included Mohammad Mirmohammadi, a high-ranking adviser to the country’s Supreme Leader Ali Khamenei, Iranian media reported.

Health officials in the US state of Washington said on Monday that four more people had died, bringing the total there to six. They are the only deaths in the US so far.

President Donald Trump said he had told pharmaceutical companies to accelerate work on a vaccine, while New York’s governor, Andrew Cuomo, warned it was “inevitable” more people would test positive in the city.

In the UK, where there are 39 confirmed cases, Prime Minister Boris Johnson said the virus was “likely to become more significant in the days and weeks ahead”, after holding a meeting of the emergency Cobra committee.

Portugal, Iceland, Jordan, Tunisia, Armenia, Latvia, Senegal and Andorra also reported their first confirmed cases on Monday.

East Coast youths ‘vote like a boss’ …taxi drivers show compassion, pool resources to take elderly, disabled out to vote

By Naomi Parris AMIDST the enthusiastic throng of youths who came out in the wee hours of the morning on Monday, ringing bells, blowing horns, and calling for residents to come out and vote were several older folks, who, having beaten them to the punch, showed up in their numbers to cast their ballots.

Hamilton said she and the members of her household got up very early to make their way to the polling station. “We woke up since four o’clock this morning to be on the move to come and cast our ballots,

pleasing to see young people taking up the mantle from the older folks.

“I had no problem; no issue. Everything was okay,” Mayers said, adding: “While I was coming out, I see a lot of young people finish voting and coming back home. So everything is smooth so far.”

And though Shivraj Jagdeo’s right hand was in a sling, the Cove and John resident made sure that was present at his polling station to cast his ballot. As he told the Guyana Chronicle, “I was not about to let a little injury prevent me from voting.”

Colin Hope, of Victoria Village, stated that while the current voting process is relatively simple, it is high time that it is updated, given the technology that is now available. “The process is the same as always; they got to change the system, so you know when you come to the polling place, you don’t have to check your name,” Hope said. “We must

owner, so I went around and mobilised a couple of drivers who volunteered to take the elderly to the various polling stations.”

Brian Smith, another vehicle owner from the Belfield, noted that he came out early to vote, so that he could later go around his village and other neighbouring communities to assist a few elderly persons to polling stations. “Well, I realise that it is important that we take the older folks and those who cannot afford transportation to the polling stations. So I offered my vehicle,” Smith

said.

Meanwhile, ‘Eldon’, a minibus driver, opted to use his vehicle to transport as many elderly and disabled persons that he could. The young man stated that the initiative was just a little volunteer work to ensure that persons who were not able to move on their own were still given the chance to exercise their democratic right.

Additionally, another volunteer who gave his name as 'Bruce' related that he knew of a few persons in his community who were only able

independently move on their own and opted to take them to and from various polling stations free of charge.

International Cooperation GUYANA is a member of the international community, and, as a young nation, has played a significant role in influencing principles and decisions at various fora; not forgetting that it has given leadership to the conceptualising and building of the regional integration process upon which CARICOM has been established.

Guyana’s role and influence in the Non-Aligned Movement during the Cold War needs to be remembered. The nation’s presence in that body assisted in shaping the diplomatic message on the world stage, and aided the protection of this country’s sovereignty, in that it was not wedded to the geopolitical dynamics between the East and West, but secured cooperation on issues and principles.

It was this relationship that enhanced the country’s image and brought with it solidarity on several issues that were in our national interest. This positioning resulted in Guyana acquiring significant support in the defence of its borders against claims made by our neighbours, Suriname and Venezuela. The country also benefitted from technical support, aid and trade from places such as the ABC countries, Eastern Europe, Asia and Cuba.

Our participation in the liberation struggles of Southern Africa was clearly defined by us and effectively articulated at the international level, and this played a significant role in bringing an end to apartheid. That was the period when foreign policy was defined and driven by a proficient group

of Foreign Service cadres of the ilk of Rashleigh Jackson.

Even though Guyana was a young nation, small in size, population and economy, our intellectual prowess was of such that the nation was able to hold its own among others in influencing and developing major strategies on the world stage. International cooperation is premised on universal principles and practices, and the practices will shift, based on a nation’s developmental thrust, guided by principles at the international level.

In recent years reference has been made to the Green Economy, which has its genesis in a White Paper prepared by a group of British experts in the 1990s. This has since morphed into an international position which describes growth in an economy based on the Human Development Index (HDI).

This new model of development has impacted on Guyana.

The Green Economy is shaped by three pillars, namely: (i) The Environment, (ii) Labour policies consistent with the International Labour Organisation’s (ILO) Core Labour Standards, and (iii) Sustainable development.

Prior to the world embracing this new philosophy, Guyana had distinguished itself as a forerunner. Under the leadership of President H Desmond Hoyte, Guyana sought to address environmental issues by making Iwokrama available as a model for addressing extraction of our forest and its impact on sustainable development. As the nation continued to play a role in leading the way in defining what the Green

Economy ought to be, during the Bharrat Jagdeo presidency the Low Carbon Development Strategy (LCDS) was introduced as another element.

The full implementation and sustainability of the Green Economy is dependent on all international institutions not only publicly recognising the elements of the Green Economy, but beginning the process of measuring growth and development based on the HDI. The nation needs to advocate and agitate that the International Monetary Fund (IMF) should change its tools of measuring development. Whereas the growth in the Green Economy must be measured by the HDI, and the international financial institutions continue the practice of measuring growth by a country’s Gross Domestic Product (GDP), Guyana is once again presented a scenario to influence and win cooperation to have the measurement changed.

Measuring growth in a Green Economy has to address issues such as education, health, jobs created, how many persons have been brought above the poverty line, respect for international labour policies and laws, management of the environment both in the extractive sector and solid and liquid waste, etc. While international institutions and countries engage in cooperation with Guyana consistent with specific interests, this nation, too, shoulders a responsibility to make sure that our national interest is advanced and embraced in shaping international policies and laws.

The effects of Coronavirus Dear Editor, OVER the past year there has been no shortage of looming disasters that pose a serious threat to humanity, including uncontrollable wild fires and forest fires precipitated by climate change, and the dangers of an accidental plunge into nuclear war as a result of miscalculation and brinkmanship. The recent outbreak of a novel coronavirus, known as COVID-19, is now likely to become the pandemic that we have been fearing for some time. Although much is still unknown about the virus, what experts do know is that it is extremely contagious, like the infamous 1918 Spanish flu that infected approximately one third of the world’s population and killed between 20 and 50 million people, and that the new virus’ likely mortality rate is 1% to 3% of those infected.

While the threat to human life is already engendering fear and anxiety, knock-on impacts to the global economy are likely to be just as severe. To contain the virus borders are being closed, flights cancelled, whole towns locked down, factories and schools closed, and sporting, entertainment, tradeshow, and other large events cancelled. In

a world as interconnected as ours is, such restrictions disrupt manufacturing and retail supply chains, with the dual effect of threatening access to supplies and potentially causing a global recession.

It is no wonder that our typical response is either to feel fearful, helpless, apathetic, and sink into despair or to feel angry, frustrated, and quick to blame someone else -- the people of some other country, health officials, or even our neighbours and friends who unwittingly carry the infection and expose the rest of us to it. While such reactions are understandable, given the level of risk associated with the spread of the coronavirus, and the many uncertainties that accompany its spread, in reality both reactions are destructive and do not serve us.

Moreover, when we feel helpless or angry and blame others, our perceptions of the options available to us tend to be blinkered.

When we need to be most creative and energetic in crafting constructive responses and solutions, we become apathetic, depressed, and anxious. We also become more prone to a fight-or-flight response and to conflict with others. All of these emotions ultimately lead either to inaction, delayed or half-baked action with too little done, too late, or to endless blame-games that, in the end, also

do not help us meet the challenges at hand.

What if instead of viewing these same events, including the spreading coronavirus, as looming disasters, we were to view them as a supreme opportunity for humanity to finally learn to communicate in a spirit of goodwill and transparency, and to cooperate and collaborate on finding workable solutions that benefit us all? What if instead of viewing other nations and their actions as enemies and threats, we viewed them as indispensable and valuable allies with whom to join forces in the fight against a global threat? Commentators such as David Ignatius of the Washington Post and experts such as the editors of Nature Medicine are starting to suggest that the coronavirus presents us with a unique opportunity to do just this.

For this to happen we need to change our perspectives on social reality from seeing disparate nations, each concerned exclusively and foremost with its own well-being, to seeing a single global organism, a single global community that is interconnected in much the same way that the limbs and organs of the human body are connected.

Just as it would be nonsensical and futile for the liver to claim that it was not concerned about the health of the kidneys because it was focused first and foremost upon its own

well-being, and just as the heart could never be truly healthy in a body where the lungs were riddled with disease, so, too, is it nonsensical and futile for individual countries and social groups to claim and act solely or even primarily without regard for the consequences and benefits to other countries and groups. What if we understood that the only way to guarantee the well-being and health of any one of our nations requires ensuring the well-being of all nations? Such a shift in perspective would reveal new ways of organising our global community, of decision-making and behaviour that open up new and effective pathways to addressing the seemingly intractable challenges of our time.

Such a shift in perspective requires both awareness and acceptance of the reality of our unprecedented interconnectedness as a global community of nations and of the imperative to act together collaboratively in order to solve collective challenges. It also requires us to acknowledge that we have the power to make different, more empowering choices.

Four steps to managing ‘Election Anxiety Stress’

By Pastor Richard Avert James MOST Guyanese know that the electoral process in Guyana is a somewhat significant source of anxiety or stress in their lives. The stress and anxiety levels hold true regardless of if you are a supporter of the two major parties APNU+AFC and PPP/C or one of the other smaller political parties.

Every election in Guyana is stressful, but the 2020 General and Regional Elections is particularly more stressful.

This is especially so because of the prolonged contentious political discussions as regards Guyana’s oil industry and the fiscal terms of the 2016 agreement with ExxonMobil. And, the December 21, 2018, no-confidence motion with its related constitutional differences and discourses, to mention two of the more dominant topics. The stress and anxiety associated with the 2020 ELECTIONS have been compounded by the hours of television and radio coverage, the print media, especially newspapers, posters and banners and social media that make the stressful discourses and comments ubiquitous.

Fortunately, there are steps we can use to manage and overcome election stress and anxiety. As a former President of the Guyana Conference of Seventh-day Adventists, having served two terms as an elected president from 2011 May to 2019 April, I am well acquainted with election anxiety or uneasiness about something with an uncertain outcome. What I am recommending works not only for religious or spiritual election anxiety, but also for secular election anxiety as well. Here are some of the related steps I have uncovered that are suitable to help ease stress and anxiety on E-Day March 2, 2020.

Step One: STOP worrying about who will be elected the next president of Guyana. This is usually one of the main sources of election stress. It is normal to worry, but often what you worry about might never even happen.

When you have an obsession or you are continually preoccupied about who will

be elected president, you are likely to become nervous and anxious on E-Day and especially as you await the election results. Quit worrying, because that would not change the outcome of the election. Rather, it can cause you to suffer emotionally.

Step Two: START praying for yourself, for the people employed by GECOM, for political leaders, for the election observers and the entire electorate. When you start to pray you will realise that you will stop worrying.

Election times can be very challenging times for every one of us involved in the electoral process. But praying can make a big difference. Prayer can help us to cope with the challenges associated with election anxiety disorder.

Prayer can help us function with integrity and honesty! Pray earnestly!

Pray agonising prayers! Pray to God for Guyana! Pray that our election process will be peaceable and in all godliness and honesty (1Timothy 2:1,2)!Prayer for the respected GECOM Chair, (ret’d) Justice Claudette Singh S.C.! Pray for the credible GECOM Chief Election Officer, Keith Lowenfield! Pray for the competent GECOM Public Relations Officer, Yolanda Ward! Pray for GECOM Commissioners! Pray for the party agents, presiding officers, deputy returning officers and returning officers, and all other polling stations officials!

Pray for the 2,339 polling stations! Pray that GECOM staffers and party agents will operate with integrity at all times and in all places and polling stations!

Pray for the political leadership of ANUG, CG, PRP, TCI, TNM, URP, APNU+AFC, PPP/C, OVP, LJP and Fed-UP! Pray for the Commissioner of Police, Leslie James and the Guyana Police Force! Pray for the Chief of Staff, Brigadier Patrick West and the Guyana Defence Force! Pray for the EU Observers, CARICOM Observers, Carter Center Elections Observers, OAS Observers, the Commonwealth Observer Mission and local observers groups!

Pray that all observers will adhere to the strict code of conduct for international and domestic observers! Pray that they will maintain strict neutrality and im-

partiality in the course of their work at all times!

Step Three: SHOW or demonstrate that you are willing to contribute to easing of election anxiety and stress, by going out and exercising your right to vote in a manner that will ensure that the election process will produce free, fair and credible general and regional elections on E-Day. This is one of the best decisions that every eligible voter can make to lessen election stress by exercising his or her franchise in a manner that is incorruptible and encouraging others to do the same thing.

We can reduce or ease election anxiety by ensuring that we do what we can to support an election process that reflects transparency, accuracy and integrity at every polling place.

Step Four: STAND still! After you would have exercised your right to vote, it is time to go home and wait for the final results. In Guyana that can be a very stressful time and besides, that unfavourable election news can give many of us anxiety. Consequently, control the election talk with family and friends and change or adjust your social media habits while you wait on the final results.

Remember what Paul the Apostle said, “Do not be anxious about anything, but in every situation, by prayer and petition, with thanksgiving, present your requests to God. And the peace of God, which transcends all understanding, will guard your hearts and your minds in Christ Jesus” (Philippians 4:6-7 NIV).

Pray that God will help you to accept the results, especially if it doesn’t go according to your expectation or desire. And, remember if we all do our part faithfully, we will definitely ease the normal election stress that Guyanese experience at election time and eliminate much abnormal election stress.

Voting in Madhia was a ‘smooth’ process

INTERNATIONAL OBSERVERS The international observers also oversaw the voting process.

Two observers from the Carter Centre and another two from the European Union (EU) travelled to various sections of the town to observe the voting process.

Italian national, Lorenzo Scirocco and French national, Pascale Le Hel, who represented the EU, spoke to Guyana Chronicle.

“So far we observed some polling stations in Madhia and the surrounding regions.

We are not authorised to refer any problems or troubles because any kind of observations we have will be reported by our team in Georgetown,” Scirocco said.

Le Hel added: “We are just here to observe and there will be a press conference next Wednesday in Georgetown.”

SMOOTH ADMINISTRATIVE PROCESS Returning Officer (RO) for the region, Dwayne Marco, said the process went smoothly.

The RO explained that from observations, persons went through the process very smoothly.

POLICE ‘HAPPY’ All in all when the sun set on the quiet Election Day in Madhia, the police were happy.

Superintendent Ashram, the Commander of the Division said he was pleased with the process, noting that it went smoothly and quietly.

“There were no reports of anything going badly or any issue regarding any challenges persons are facing,” he told this publication.

Some 7,210 persons are registered to vote in Region Eight, the least compared to the other nine administrative regions.

A total of 660,998 persons are registered to vote in these elections at 2,339 polling stations across the country.

A total of 34,594 persons were eligible to vote in the Upper East Bank District starting from Diamond Primary up to Silver Hill on the Soesdyke-Linden Highway. According to the Guyana Elections Commission (GECOM) over 600,000 Guyanese were eligible to vote across the country.

and bicycle or on foot voters turned up at their respective polling stations some as early as 04:30 hrs and waited outside until the official opening of polls at 06:00 hrs.

With shops closed, for the most part, the roads were partially empty too. There was a heavy police presence and also community policing groups at the different polling stations in the district. Local and international observers were also indicating smooth polls with voters in the district.

Ramjattan predicts four seats clear

PRIME Ministerial Candidate of the A Partnership for the National Unity + Alliance for Change (APNU+AFC), Khemraj Ramjattan, said based on the overwhelming support the coalition has been receiving, it is likely to secure a landslide victory in the General and Regional Elections.

Ramjattan, the country’s Public Security Minister, and his wife, Sita Ramjattan, voted at the Rama Krishna Primary School, on Monday, when more than 600,000 Guyanese headed to the polls to determine their next government.

In the 2015 General and Regional Elections, the coalition secured 33 seats in the 65-Member National Assembly while the Opposition – the People’s Progressive Party/ Civic (PPP/C) – received 32 seats. However, according to Ramjattan, the APNU+AFC will more than likely rake in an additional five seats in the National Assembly. “I think we are going to win by 4 to 5 seats. That’s my projection based on what as experience, as a politician for some 40 years and also from surveys we have done and the hype that we have seen by the rallies.” Ramjattan told journalists. According to him, he is “pretty

confident” that the APNU+AFC has dominated the elections. If Ramjattan’s prediction is on point, the coalition would be in line to receive 38 seats in the House.

He said PPP/C, having lost touch with thousands of its supporters, is now feeling the consequence. Ramjattan said the PPP/C has been going downhill. In 1997, the PPP/C secured 220,000 votes; in 2001, 210,000 votes; in 2006, 182, 000 votes and in 2011, approximately 164,000 votes. According to Ramjattan, this trend is likely to continue.

“I have been to Port Mourant. I have been to some very stronghold areas of the PPP, and the people have indicated that yes, we are going to support the APNU+AFC, they like the achievements and they like the quality of the leadership as against that which we have in Irfaan Ali. So I am pretty hyped up,” the APNU+AFC prime ministerial candidate said.

today; however, according to the APNU+AFC presidential candidate, the APNU+AFC and PPP/C would have a clear understanding of the voting pattern by this morning.

Even as GECOM prepares to release the results as they become available, Ramjattan called on Guyanese to be calm. “Please be calm, let there not be any provocations from opposing voters, voters with an opposing view, just be calm,” he urged.

Questioned over the alleged case of voters’ suppression, Ramjattan, in rejecting the allegations, said the decision to suspend travel between Suriname and Guyana via ‘backtrack route’ was as a result of the increasing spread of the coronavirus. The move, he noted, was a cautionary one and would likely to remain in place for more than a week. Meanwhile, at the St. Mary’s Primary School, Noel Archer at the age 68 said it was the first time he was voting. The block-maker of Den Heuvel, EBD explained that he was unable to vote in the previous elections due to him working in the interior, however, he came out and exercised his franchise and stressed the process was “fast and smooth” He was followed by a 73-year-old man who suffered a stroke to the left side of his body and can walk today with the

Despite dusty roads and blistering sun, a 50-year-old Timehri housewife came out and voted at the Prisons Staff Club in her neighborhood. The woman explained that with the interest of her family at heart and her community she found it necessary to do her civic duty. By midday, at Red Ground Pavilion, Timehri, 61-year-old Ovrial Johnson voted. She stressed that the process was quick since most people came out at the opening of polls and voted.

A Kuru- Kururu Secondary, Soesdyke/ Linden Highway Fitzroy January voted in the afternoon, which he explained would be a quicker process. By late afternoon most of the polling stations were empty since more persons had voted earlier in the day.

The Guyana Chronicle also caught up with assistant election agent for the People Progressives Party/ Civic (PPP), Region 4, Manzoor Nadir, at the Diamond Primary School, who explained that the first two hours of the opening of polls was a bit chaotic. He noted that there was a problem with the stamps at polling stations. His party had managed to set up tents, outside of polling locations in the district which had helped persons to verify that their names were on the list.

No major hiccups as East Bank Demerara residents cast votes

THE Guyanese electorate took to the polls on March 2, 2020 to choose a government of their choice for the next five years, in what was dubbed `The Mother of All Elections’.

On the East Bank of Demerara (EBD) corridor, between Plantation Houston and Little Diamond, a total of 22, 179 voters were expected to cast their ballot at 59 polling stations. The polls opened at 06:00hrs and closed at 18:00hrs and no major glitches were reported at those polling stations where there were several first time voters.

From as early as 05:30hrs, long queues of voters were observed at the Providence Primary School, with a similar trend occurring when this publication checked the Houston Secondary at 07:00hrs. The steady trek of people to the polling stations is welcoming sign that Guyanese are taking their civic duty seriously.

APNU+AFC Campaign Manager Minister Winston Felix for the East Bank Demerara(EBD) corridor, in an invited comment told the Guyana Chronicle that as at mid-morning the voting process

was generally smooth and that the turnout of voters was satisfactory.

“There has been little or no problems so far, the turnout is smooth and constant, we have had a fair turnout so far at all the polling stations I have visited. Based on the number of voters at the polling stations we have a good turnout of young and old voters. It was a welcome sight to several senior citizens and other voters with disabilities, being assisted by relatives and friends so that they can cast their ballots.

Around mid-morning on Monday, President David Granger who earlier had voted at Pearl Village, also on the EBD visited the Mocha Primary and Peter’s Hall Primary. At the former, the villagers many of who were awaiting their turn to cast their votes, were ecstatic upon hearing that the Head of State was expected to visit.

Upon his arrival President Granger was greeted with shouts of `Granger’, `Granger’ and `Don’t Stop the Progress’ reverberated around the school and compound. Many of the villagers took the opportunity to

get a handshake or a hug.

Presidential Candidate of Change Guyana, Robert Badal who voted at the Houston Secondary School, had media operatives waiting for one hour beyond the scheduled time of 7:00 hours.

Displaying his inked finger, Badal in an invited comment longed for a peaceful voting and was optimistic that his party would give a good showing of itself at the polls.

Karen Forest, who is physically challenged and has been living in Mocha for 49 years, remarked as she hobbled along on her crutches, that her disability would not deter her from doing what she should rightly do. She too was elated with the President’s visit.

Imam Toric Cave of the mosque in the community and his wife, Maureen, were also part of the action and a perfect example of inter-racial union. On the day’s activity the Imam said he was very excited and longing to see our president back at the helm in a few days. As it relates to the youths in the village, the Imam said that after 2015 he has seen a drastic change, adding that it is welcoming to see

that they too are excited and are a part the day’s activity.

Vashti Robertson who had returned to Providence from Kitty where she now lives to cast her vote at Providence Homes Polling Station, said the polling exercise went exceptionally well. “I thought it would have been a little more difficult but it was fine. The officers were all accommodating, “she added. Ms. Robertson, who have been living in the United States for some 40 –plus years said, as a re-migrant of just one year, her expectations are not high and that she will anxiously wait to see what will play out.

Her assistant who said he voted at South Ruimveldt Nursery where he lives said the process was reasonably smooth, with no reason for people to get angry.

An eighteen-year old first time voter of Meadow Bank, said the process was very smooth with the officials at the polling station being very polite as they guided her through the process.

She admitted being very excited to exercise her constitutional right.

GECOM probing E-day woes DESPITE efforts of the Guyana Elections Commission’s (GECOMs) to facilitate smooth elections, there were several reported cases in which electors felt that there was hindrance to their democratic right to vote.

The gravest result of these reports was realised in Mon Repos on the East Coast of Demerara (ECD) where it was alleged that an individual had attempted to vote twice.

A standoff ensued with high emotions that afternoon and police were called to the scene as supporters from each side refused to leave the particular polling place until the declaration of polls.

At a press conference at around 20:30hrs, GECOM informed the media that it has launched an investigation into the matter in collaboration with the Guyana Police Force (GPF). Added to this, five men were arrested on Monday with arms and ammunition near a polling place in Ambrose Village. However, Chief Elections Officer (CEO), Keith Lowenfield, said that he hadn’t received any reports about the matter.

“I’m aware that in District 3, police were called out and there again I was advised that there was a standoff at Sisters Village in District 3,” the CEO said. “At another point in time we were told that there was a build-up of individuals at Patentia. Our investigations revealed that this was not so.”

Region Two that someone may have wrongfully voted in proxy for another person. Lowenfield said that such a matter was not reported to him. There were also reports coming out of Region 3 that persons were turned away from polling stations because they were wearing political party colours.

While noting that she had received no reports of the same, GECOM Chair, Justice Claudette Singh, said that a colour without a party symbol/ slogan remains just a colour.

“The law is silent on colours,” she said. “We have asked the political parties to be responsible because they signed a Code of Conduct… [but] we have now 11 parties and it would be difficult to identify. The colours that people would identify quickly are yellow, green and red but they’re not so au fait with the other colours. But, if somebody goes into a polling station with those colours it

would just be a colour.”

However, she noted that canvasing is a completely different act even as she reminded that the law prohibits campaigning within 200 feet of a polling place on E-Day. The CEO also responded to the fact that a “handful” of persons would have been affected by incorrect information regarding

their place of address and polling place due to cross-matching issues following the recent house-to-house registration exercise and Claims and Objections (C&O).

Although some cases were alleged on E-Day, Lowenfield assured that the Commission had dedicated post-elections day efforts to remedying situa-

tions highlighted to them.

“Yes, there were instances of displacement,” he told the media. “In the case of 660,000, 25 is a handful… they’ve approached our office and indicated that we’ve displaced them and we made arrangements to ensure that they exercised their franchise.”

In some instances, persons were affected when GECOM staff notified them that their names were not on the Official List of Electors (OLE). Earlier in the day at Selman Fraser Nursery School in Georgetown, a physically disabled man by the name of Omar Cooper told the newspaper that he had visited his polling station since 05:00hrs but was being given the royal run around up and down the stairs of the building as the staff told him his name was not on the list.

Both of the man’s legs and one arm were broken in 1991 which left him somewhat disabled. It wasn’t until the

Guyana Chronicle sought the help of a GECOM staff to meet the man outside of the polling station where he sat, about to give up, that the situation was rectified.

“Voting is important and I go by instruction but when I come here now, downstairs said upstairs, upstairs said go the other section. When I go there, they can’t find my name.

I can’t walk all over the place,” he said.

Another elderly woman with her great grandson at the same polling station, told the newspaper that she was told that her Identification (ID) Card was too old and her name was not on the list.

“I have a bad leg and I can’t [stand all day], she said. “This is madness.” Over at Diamond Secondary, GECOM Commissioner Desmond Trotman responded to queries of reporters as to whether it was okay for members of the electorate to cast their ballots with a pen.

This is following reports coming out of Friendship, East Bank Demerara (ECD) that an individual had visited a polling booth with a pen and left it there which saw many persons unknowingly using the said pen instead of the pencil provided. “I don’t think that even if those persons voted with pen it would have spoiled their votes,” Trotman said. Still speaking to concerns, he mentioned the report of Presiding Officers (POs) that some ballot stamps were not working as they should.

Bartica experiences peaceful elections ― many first time voters happy to cast their ballots

The residents came out in their numbers and placed their mark at the government of their choice. Guyana Chronicle visited several polling stations accessible by road, and there were no complaints from any of the voters.

In fact, everyone engaged said the voting was a simple and smooth process.

The two major parties had their representatives touting at each polling station, engaging residents as

Turnout high in Georgetown

In Georgetown, there was a massive showing of voters during Monday’s General and Regional Elections, with the elderly and persons with disability beating the odds to exercise their franchise.

In Region Four (Demerara-Mahaica), 285,618 electors were expected to vote at 879 polling stations – the majority were drawn from Georgetown – the town’s capital city.

At the F.E Pollard Primary School on David Street, voting commenced promptly at 6:00hrs, but though there were lines of persons at the various polling stations, the process was “quick and easy” according to Bibi Alimon.

“The process was good. I had no difficulties,” she told Guyana Chronicle. Alimon, who is no stranger to the electoral system, said spent less than 10 minutes in the line.

Balli also reported that the process was smooth. Balli said it was important for him to vote as his contribution to the electoral process would impact the development of the country. 35-year-old Abigail Charles said she was excited to cast her ballot. “I am very excited to vote and I am hoping for the best. I have been praying for the nation of Guyana that God would restore us back to a place of reconciliation where other nations would depend on Guyana for help,” she told this newspaper.

At the South Ruimveldt Secondary, a family of six voted. The relatives included Sivasaran Singh, Kishar Ramdial, Ganesh Ramdial and Geeta Ramdial. Ganesh Ramdial told Guyana Chronicle that he was pleased to have been given the opportunity to assist his brother Kishar to vote.

Kishar Ramdial has not been well for some time.

“Today I am very pleased because this is the very first time that I get to help my brother vote and I am happy about that that,” he explained. The family said they are hoping to have the preliminary results today.

TWELVE men were arrested on Monday night by the police after they colluded with an election agent to remove statements of polls from a polling station in Alberttown, Georgetown.

Police Commander Edgar Thomas confirmed the arrest but did not get into details of the allegation of removing statements of polls from the polling station. The men were also found to be in possession of arms and ammunition, while multiple sources have indicated those arrested were licensed to carry firearms, it is unclear if their actions were sanctioned by the Guyana Elections Commission.

Within minutes of the allegation against the men, several residents of Alberttown and other wards converged on the scene and voiced their disapproval.

Meanwhile, officials of the Guyana Elections Commission (GECOM), when questioned at a news conference, said they had no knowledge of the incident.

One senior police source indicated that the men have been working closely with the Opposition’s People’s Progressive Party/Civic. In fact, they were seen at several polling stations earlier in the day accompanying a number of senior PPP officials into polling venues. On Monday night, the men were also reportedly moving around the city in vehicles which carried fake number plates, one police source indicated. They are currently being held at the Criminal Investigation Department where the Police Major Crimes Unit has taken over the investigation.

President confident of victory – satisfied with electoral process

… says ‘few’ anomalies being investigated

By Navendra Seoraj AS voters across the country turned out to exercise their franchise, President David Granger was confident of a victory for the incumbent A Partnership for National Unity and Alliance for Change (APNU+AFC) coalition, which he leads.

The President, who visited several polling stations to observe the electoral process on Monday, said: “The turnout is heavy to moderate but I would say the emphasis on heavy…people know what to do and polling agents are efficient and they are briefing the voters on procedure so there is no reason for me not to believe that the process would be smooth.”

When asked if he is confident of victory, President Granger said: “I am very confident, even before today.”

Over 600,000 Guyanese are eligible to vote in the 2020 General and Regional Elections. And, there are some 2,339 polling stations across the 10 administrative regions. Nine political parties are competing in the general elections and 11 in the regional elections.

Subsequent to observing the process at the Beterverwagting Secondary School polling place, President Granger said he had observed that there was tremendous enthusiasm on the part of the electors at all of the polling stations that he visited.

“Everything was in order, the staff was in place, and they had all their materials… I have not received a single complaint in all of the stations I visited and I have been visiting stations for nearly three hours… the staff is aware of their duties and they are performing their duties efficiently,” said President Granger.

These sentiments were echoed by other voters, who said the only concern was the pace at which the lines were moving.

Speaking about their observations at the Betervwagting polling place, Chief of Organisation of American States (OAS) Observer Mission, former Prime Minister of Jamaica, Bruce Golding, said his team observed the preparation for the poll in all five polling stations at the polling place, and it seemed to have gone well.

Talking more about the process, he said: “We stayed behind to see the actual commencement at the station and that seems to be going well…the process tends to be a little slow because of verification of identification and a concern would be whether or not you will have long lines which may cause frustration…other than that it started out well and I hope it continues like that.”

This complaint was replicated by electors at other polling stations along the ECD, but persons hailed the process and commended GECOM for the arrangements in place to ensure the smooth conduct of elections.

Electors at the Lusignan Primary School, Annandale Secondary School and St. Paul’s Retreat Centre polling places said the lines leading to the polling stations were slow, but the process was simple.

The long lines and crowded polling stations, however, could not be seen after lunch, as many persons said they chose to vote early and even encouraged their family members and colleagues to do the same.

…Corentyne youths IN what was described as a smooth and quiet day in East Berbice-Corentyne, many young voters turned up in their numbers to help elect their next government with the hope that the many promises made during the campaign will be fulfilled.

The youths were seen queuing from as early as 06:00hrs at the polling stations, while many others, even after they finished voting were seen trying to mobilise their peers to get to the polling stations early.

At the Kildonan Primary School, the first person to vote at 06:00hrs was 23-year-old Colin Moore. The young man, no stranger to politics having held the position of Chairman for the #28/Bush Lot Adventure NDC District, explained that he wanted to get his vote in early so that he could demonstrate to his peers the importance of voting.

He continued that the entire process was smooth, simple and empowering; as such, he can now go out and explain to his peers

what to expect when they go out to vote. “I felt empowered to be a part of history and want my fellow youth to have this same feeling. I now can safely say the whole process took less than two minutes and is very simple.

I am going to help ensure all the youths who are registered in my community to come out and do the same as early as possible.”

There were 482 electors on the list at the Kildonan Primary school and by the end of the day over 90 per cent had exercised their franchise. Two first-time voters, Alex Persaud and Omar Tulsie, both 18 and 19 of Moleson Creek were very excited to be part of the process and are hoping that whoever wins, they will be able to deliver to the people on their promises.

out of the polling station at the Berbice Islamic School. She explained that her parents have for the past few months been talking non-stop about the elections and now that she was able to vote for the first time, she finally understands the overwhelming feeling they described.

“I now understand what my parents were talking about; I was so nervous and excited I felt like I was going to make a mistake and spoil my ballot, but I held my nerves and I voted like a boss. I am so happy I can’t stop smiling, I feel like I won something, I can’t really describe how I feel but I know I can’t stop smiling and looking at

my finger.”

The young lady like the other younger voters is optimistic that her party of choice will win and all Guyanese will be able to benefit from their policies. The elderly were not to be left behind nor outdone by the youths as they too came out in their numbers to vote. Many came with their spouses and other family members as they took to the polls early. Merle and Patrick Robeiro of Adventure village, 63 and 70 years respectively, came out at the crack of dawn and were done by 06:30hrs. The couple said they have been voting together for the past 42 years and said they will continue to do

so as long as life permits.

“We have been doing this together for over 40 years now and we know that whoever we voted for is the best candidate for us.

We hope that they win and we as Guyanese will enjoy the benefits of the oil and other resources. We are urging all families to come out and vote together and help elect their leaders.”

Over at Number 48 village, Roshinie Ramjattan, 79, the mother of Minister of Public Security and prime ministerial candidate for the APNU+AFC, Khemraj Ramjattan, said she went early in the morning to cast her ballot along with other family members and came back home to relax. When the Guyana Chronicle visited in the afternoon she was busy interacting with her son who had stopped briefly.

She expressed optimism that

the coalition will be returned to power. Meanwhile, the minister expressed satisfaction at the electoral process that he witnessed in Region Six and is confident that the coalition will emerge victorious at the end of the polls.

“I know the support here in Region Six has traditionally been with the PPP, but I can say from what I have seen that the verve with which they had is not seen anymore. I am still confident that we can win by a four-seat majority. The process was smooth, calm and orderly and I am anxiously awaiting the results later in the evening.”

Meanwhile, throughout the day, a number of observers were seen at various polling stations across the region; those who spoke with the Guyana Chronicle commended the voting process in the region.

While there were scores of youthful first timers, there

were also scores of overseas-based Guyanese such as Andrew Giddings and Quincy Woolford, who insisted that their ballot would make a difference to return the government to power.

“Returning home came with a cost, but it’s my duty and civil responsibility to the country of my birth’, said Giddings.

That aside, some persons had complained of having their names listed to vote at other polling stations and within districts outside of the township, and were adamant to cast their ballots.

Ms Claudette Allen complained of not receiving the proxy letter which would have allowed her to vote on behalf of her bed-ridden mother, Inez Seepaul. According to her,

after returning from overseas in October, she made a proxy vote application, but was recently told by GECOM it was not approved.

“My mother’s name is listed and although she is 85 years she is making a lot of noise. The woman wants to vote,” she said.

In the meanwhile, representatives of the various observer missions were seen entering and leaving the places of poll within the districts.

Among the observers were members of the European Union, OAS, United States Embassy, Although the voters turned out early in large numbers, the visits to the places of poll during the day was steady.

URP, Change Guyana fret over systems

…as thousands cast ballots in Region three JUST over 100,000 voters were scheduled to vote in the Essequibo Islands-West Demerara Region at Monday’s elections, an increase of 16, 240 voters from the 2015 polls when the region recorded a 73.5 per cent voter turnout.

Of the 13 parties contesting in the elections across the country, only eight contested the general elections and five contested the regional elections, in this region. The voters were scheduled to vote across 355 polling stations stretching from Vive-La-Force on the West Bank Demerara to Parika on the West Coast, it also included voters at the Wakenaam and Leguan Islands in the Essequibo River.

Among the 100, 758 voters was presidential candidate for the People’s Progressive Party Civic (PPPC) Irfaan Ali, who was reported to have voted at the Leonora Technical Institute on the West Coast Demerara, early in the day, accompanied by his wife. Despite several attempts by the Guyana Chronicle to speak with Ali during the course of the day to get his perspective on voting in the region, the presidential candidate continuously informed that he was too busy to speak with the newspaper, notwithstanding continuous promises to do so eventually. A final attempt was made at 20:00hrs when a representative informed Ali was on a call.

Also voting in the Region was presidential candidate for the United Republic Party, Dr. Vishnu Bandhu, who, during an interview with the Guyana Chronicle at his Vreed-en-Hoop headquarters, shared that he had some concerns with certain systems put in place by the Guyana Elections Commission (GECOM) both in Region Three and across the country. Bandhu was among the early voters when he voted at the Vreed-en-Hoop Primary School, where he did not feel enough thought was given to the arrangement of polling stations, and provision of adequate staff at the polling place.

“I am very dissatisfied with seeing the way GECOM arranged things.

The downstairs in a big school was empty. They sent these people upstairs to vote and you have a vacant flat downstairs. Going upstairs, the girl checking the name had everyone flocked around her, there was no order, and she complained that she was alone there to do it. I went in the section where you have

to vote, it took ten minutes for one person to vote,” Bandhu complained.

With 1278 voters scheduled to vote there, the Vreed-en-Hoop Primary School was one of the Region’s busier polling places.

It was divided into four polling stations. Voters, for the most part throughout the day, were peaceful and upbeat about exercising their democratic right, with many first-time voters and senior citizens excitedly turning out. “The vote very nice today, everything was so peaceful and quiet. They treat me very nice, can’t complain. I get assistance from the policeman and so to go up the steps. Came out with my wife, family them and all, we came out and vote together,” shared

At the Tuschen Primary School, 83-year-old Sumintra (only name) also needed some assistance to get to her polling station, but was determined that she would.

First-time voters, 20-yearold, Deckye Marshall, and 19-year-old Naresh Jagmohan from Crane on the West Coast, were happy to be out at the Crane Primary School to cast their votes, and shared their hopes that other young people across the country were ensuring that they did same. “I feel nice. It was easy, easy,” Marshall expressed.

Regional polling agent for the A Partnership of National Unity+ Alliance for Change (APNU+AFC), John Adams, reported that he was satisfied, for the most part, with how voting went in the Region.

“Well, the process started very smoothly, with minor hiccups. Voter turnout in APNU strongholds were high but as the day got older, the PPP was up to their dirty tricks and that caused some confusion. The people mobilized. Voting is now closed and we are awaiting tabulations,” Adams shared.

Though voting was mostly peaceful throughout the day in the Region with moderate lines at most polling stations, in the early afternoon protest broke out at a polling place in Goed

Intent on the West Bank of Demerara, as allegations spread of a situation where a representative for Change Guyana, Demitrios Howard, reported that while there were some instances during the day where observed certain situations which GECOM could improve on as they allow citizens to carry out their franchise.

“There is room for improvement in a few areas.

I am not totally satisfied but I am confident that if we come together to sort out certain issues, it can be handled in a professional manner. I don’t think enough was done for pregnant and persons who had children with them. A little bit more preference should have been given,” Howard shared.

Change Guyana, APNU+AFC, URP and the PPP/C, along with the People’s Republic Party (PRP) were the only parties in Region Three that contested both the general and regional elections, being the only parties that contested in the regional elections. The Citizen’s Initiative (TCI), A New and United Guyana (ANUG) and The New Movement (TNM) contested the general elections only in this region.

TCI and TNM reported that they did not have any party agents in this Region.

By Rabindra Rooplall in Mabaruma THOUSANDS of persons voted on Elections Day in Mabaruma, Region One, as voters lined polling stations before the commencement of balloting on Monday.

For 89-year-old Angela Bradford, who was among the first group of voters at the Mabaruma Nursery School before the opening of polls, it was an exciting moment.

Bradford explained that she awoke at 03:00hrs on Elections Day and could not sleep again since she wanted to head to the polls as early as possible.

“Since 1953, I have been voting, and I just sat down, made some hot tea and waited until the polls open, before voting was a priority for me today. I want the government to do everything that is good for us since I have been a resident of Mabaruma since 1953,” the mother of 10 children and grandmother of 16 said.

She said that everyone in her family voted.

Rosa Justina Thom, 88, of Mabaruma, said she has been a voter for several decades and cannot recall the first time she ever voted but knew the tradition must be continued and she completed the process at the Mabaruma Nursery School.

The mother of six said she has “a lot of grandchildren” and she needs the leaders of society to provide them with opportunities to develop their lives in the future.

Victor Boyer, 64, of Wanaina, started voting since 1973 and has been continuous in all election-related matters.

Further, Boyer, who describes himself as a jack of all trades, said farming is essential for the development of all communities in Region One and the youths have shunned farming and are looking for an easier way to earn a living.

“Youths are not going into farming and are looking for the easy way out, you see if you get the farming going, then industries can start up and that would be good, but a lot of people are school dropouts so their hope of getting a job with anybody is bleak,” he explained.

He noted that everyone has a small garden and farmers have no sustainable market for their crops but farming on the large scale is needed to bring back the region to prosperity.

“Years ago, farming made us prosperous, but that was the good days of Venezuela, but now with the situation in Venezuela, everyone coming back to Guyana is old and looking for us to rescue them,” the father of eight said.

With a smile on his face, he said he only has 10 grandchildren since his daughters are taking a rest.

Reflecting on raising his children, Boyer said his eldest son died and he was an excavator operator.

Underscoring that he ensured that his children made use of all their opportunities, he said his children are in the teaching, civil and geological engineering professions.

President, First Lady vote early

AS the sun rose behind the trees at Pearl, on the East Bank of Demerara, a crowd of media operatives turned in the direction of President David Granger, his wife, First Lady Sandra Granger and their daughter, Afuwa, as the trio walked towards the nursery school at the corner to cast their votes.

Being the disciplined person he is, the President was a bit early; five minutes to be exact. He stood calm next to his family members, nonchalantly entertaining trivial chit-chat from social activist Mark Benschop, who asked the President if he had a good’s night rest; about the song, ‘Slow Hands’, and generally about his well-being.

of the Guyana Elections Commission (GECOM) signaled that it was time to open the polls of the 2020 regional and general elections at the Pearl Nursery School, and the media operatives sprang into action, trying to get the best shot of the man seeking re-election to lead the country into the Coalition’s plan, termed ‘The Decade of Development’.

The President commenced the voting process briskly, and some GECOM staffers, who may have been nervous, were still standing as a mark of respect when the Head of State was being walked through the process of casting his ballot. As members of the media jostled to get the best shot, the President calmly voted, and,

accompanied by his wife, exited the polling station minutes later.

“The process was very efficient; the staff were courteous, and the voting was

without incident,” he said, noting that the only slight problem was that the cap for the ink bottle was stuck.

He said that he anticipated a “smooth and suc-

cessful” process during the course of the day, and noted that not only was it a democratic right and duty to participate, but asked those who had second thoughts about voting to ensure they partake in the process, regardless of their political persuasion.

Noting that he was confident that the APNU+AFC would be re-elected, the President also expressed confidence that the voting process would be efficient, as that observers were on hand to oversee it.

He said he planned to visit other polling stations to ensure that the process was smooth and without incident, and later said he would then quietly await the results.

The president said from the time he entered office, he ensured that Local Govern-

ment Elections(LGE) were held, noting that the ‘Coalition’ is totally committed to the democratic process.

He said economic issues such as the oil industry, has no bearing on the democratic process, and that he is confident that the Caribbean is looking on at Guyana as not only “a beacon of economic development,” but also one which leads in ensuring democracy.

Before he walked back to his home, the President chuckled as he almost forgot to pose and display his inked-finger for the numerous cameramen who continued to jostle each other to get the best shot of the incumbent President.

Shulinab resident, 66, votes for first time IT was a bitter sweet moment for Linda Christina, who voted for the very first time in her 66 years.

She was ecstatic and smiling when Guyana Chronicle caught up with her, just as she had finished voting.

Christina added that the voting process was simple and she followed the instructions.

“The process was guided and I was pleased I had no problem with the process,” she said Christina told Guyana Chronicle that recently she got registered and was able to get her national identification card.

Finally, she could vote and she was quite happy to even journey from the far-flung village of Shulinab, a Macushi community.

“I do a little gardening, tailoring; I even used to be in the mines and anything worthy of work. I am a jack of all trades,” he smilingly said.

Bernadine Daniels, of Hosororo Stretch, said she and her family gathered early at the Hosororo Primary School to vote since she sees it as an important process for Guyana’s development.

The mother of five said she ensured that everyone in the family voted and the process was smooth.

Daniels explained that there are many things that need to be done in her community, starting with the roadways and she expects that the government of the day will not waste time in developing Mabaruma.

Desmond James, 73, of the Wauna District, said this is his third time voting in general elections.

“I came out to vote because my community needs help and there is need for many things to be done. We have a chairman, like he isn’t even ready for the work. We have a lighting plant and months now we are expecting lights and there is no lights,” James said.

The father of seven said all members of his family came out to vote in the elections.

Ann Williams, of Kumaka, said she voted several times before and the process was smooth and she expects that the party of her choice wins the elections.

Victor Hernandez, 65, of Bunbury, said he grew up in the village and has voted on many occasions.

The pastor said at the Bunbury Nursery School, the voting process was smooth and because there are almost 200 persons living in his community, the pace was rapid. “I just came and I am finished already.”

“First of all, whoever is the government, they need to listen to the people. People in this community need a proper road to start with; the housing in this community needs urgent development because more than one family live together under the same roof; that is very bad, sometimes over three families live in one house. This is because there

are no resources to build their own houses, jobs are scarce and people don’t get enough income to build their lives, much more houses. People do subsistence farming just to keep them up,” the father of eight children and 24 grandchildren, said.

Dwayne Ombermuller, 19, of Hosororo Stretch said he came out early with his family to vote and expects development to continue in the region.

The teen said this is his first time voting in the general elections and he visited GECOM website to locate his polling station.

“My expectations are that whoever wins, they should continue development in Region One across the various

sectors. Everybody in my family voted early,” he said.

According to a mother of seven, Unita Marcellino, she has been living in Mabaruma for the past 18 years and the government has been doing well in the community and she would like to see things continue to develop. This is the main reason she voted.

Some of the polling stations visited by this publication included the Wauna Primary School (Barima-Waini) where 388 persons were listed to vote; Bunbury Nursery School where 138 persons were listed to vote; the Hosororo Primary School where there were two polling stations with 303 and 337 persons listed to vote respectively; the Sheba Nursery School

where there were also two polling stations with 406 and 389 listed to vote; the Mabaruma Primary School where 238 persons were listed to vote and the Mabaruma Nursery School where there were two polling stations with 289 and 306 respectively listed to vote.

Additionally, at the Kumaka Polling Station, at NAREI Waterfront, Mabaruma building, there were 317 persons listed to vote.

In the region, there were observers from the British High Commission and the European Union who described the process as peaceful and quiet.

‘Guyana future is in our hands’ …says first-time voters

By Alisa Lashley The East Coast Demerara came alive at the wee hours of Monday morning as the mother of all elections emerged in all her glory, with varying villages, experiencing a parade of collaboration between the young and the old , who anxiously sounded their horns while chanting well known proverbs and also reminding fellow residents to cast their votes and to do so correctly.

However, although thousands of elderly Guyanese turned out Monday to elect a new government of their choice it was the young people who took the fore front, in large numbers to exercise their democratic right. The Guyana Chronicle caught up with a few of those young people along the East coast of Demerara who were eager to share their experiences during the voting process and the reasons they deemed their votes pivotal.

Ahmad Ishmael Parkes , a 20-year-old, first time voter from Victoria, expressed that his experience at the polling station was a hassle-free and a great one. He stated: “My experience this morning was great. the voting process was made easy by the GECOM officers who ensured that I followed the correct process.” Parkes ended by stating his hopes for the electoral process to continue smoothly.

Meanwhile, 26 year old Youth leader, Anthony Samuels, noted “the voting process was very efficient, fast and basically smooth. The staff were very courteous and the entire experience was fantastic . People were up since 4 am this morning preparing to vote . I am very pleased with the turnout overall in regards to the youths”.

Another first-time voter 22-year-old, Jamala Benjamin stated that at first she had no interest in voting.

She said her mother and other family members however encouraged her to turn out to vote.

“Voting this morning was simpler than I had expected and all the officers were very helpful. It was my first time voting.

I chose to vote because I have learnt that it is my right to vote” Benjamin further stated.

Zoe Frank recalled her experience voting as an amazing one. She was excited as she was exercising her democratic as a citizen.

She said “the fact that I cast that ballot, just gave me an entitlement to what’s happening in my country.

Guyana is on the rise and I like where we are currently as a country. It is really not about race for me, but about the development and trust in a political party“.

Second time voter, Tricia Rogers detailed: “ the voting process was very smooth and not a difficult one. Voting is my constitutional right and It is my voice, it is me deciding who I want to make decisions at state level for myself and family at large.”

Roger’s further expressed that she hopes every other young voter like herself voted, “because Guyana’s future is in our hands and we’re offered the opportunity during elections to set the pace for the future of our nation.”

Close to 80% voter turnout in Region 10 … young voters, regional officials were early birds

Arrindell said she is optimistic that if the APNU+AFC Government returns to power, development will continue to be given priority in her township. “APNU+AFC will ensure that development continues, and this is my hope and prayer,” Mayor Arrindell said.

Former Member of Parliament Vanessa Kissoon commented on the voter-turnout in Central Mackenzie, saying it is overwhelming to see such a large gathering of both youth and the elderly at the polling stations. She voted at the Regma Primary School, and was on observer mission at the Mackenzie High School, the Mackenzie Sports Club Ground, and the Linden Technical Institute.

“I like that the early-bird caught the worm. By God’s Grace, the results will be declared, and the country will continue to move forward,” Kissoon said. “We will accept the victory, and we will move Guyana forward,”she added. Other officials that voted in Linden include Regional Chairman Renis Morian, and former Member of Parliament Audwin Rutherford.

The man was charged with 23 counts of sexual penetration of a child, while the woman was charged with: • 16 counts of causing or encouraging the seduction, prostitution or sexual penetration of a child • Three counts of prevention of cruelty to children • Four counts of failing to report abuse of a minor The man and woman are to answer to the chargers before a Chaguanas Magistrate today.

In another incident, on Saturday 29 February, officers of the Southern Division CPU arrested a 75-year-old man for one count of kidnapping and one count of sexual touching of a 12-year-old female victim. The accused will appear before a Rio Claro Magistrate today, to answer to the charges.

And in the Tobago Division, CPU officers arrested a 28-year-old woman in connection with a report of physical abuse to a two-year-old boy.

The woman, who was intoxicated at the time of the arrest, remains in custody.

Charges in this case are also imminent.

Observers pleased with voting

…urge timely results by GECOM

INTERNATIONAL Observers, while applauding Guyana for conducting an almost seamless General and Regional Elections, underscored the importance of the delivery of timely results by the Guyana Elections Commission (GECOM).

Monday’s elections, in which more than 600,000 Guyanese were listed to vote, was observed by five International Missions – the Carter Center, the European Union (EU), the Organisation of American States (OAS), the Caribbean Community (CARICOM), and the Commonwealth, in addition to 13 Local Observer groups.

OAS Chief of Mission, former Prime Minister of Jamaica, Bruce Golding, while observing the conduct of elections at the South Ruimveldt Secondary School in Georgetown, Region Four, said the electoral process was “good” and “smooth” but noted that there were a few hitches. At the time, he had already visited almost 40 polling stations.

“There was one polling station, for example, where they discovered that no poll book had been provided and the presiding officer there was very innovative. What she was doing was making notes of the issues that would go into the poll book on some other piece of paper with the intention of transferring it into the poll book whenever that was delivered,” the OAS Chief of Mission explained.

More than one hour before the opening of polls at 06:00hrs, long lines of electors were seen at polling stations countrywide. Once the polling stations were opened, the lines grew longer particularly for the first three hours. This, Golding said, was a major concern for the OAS, explaining that a number of voters had become impatient due to the extensive waiting time. He said those mostly affected were persons with disability and the elderly.

Additionally, it was observed that at some polling stations, across the country, the verification process and the issuance of ballot papers to electors were time-consuming when compared with others.

Golding reasoned that this may have been as a result of the varying levels of experience acquired by polling day staff. “Some of them have been doing this job repeatedly for several elections, some of them are new and therefore it was taking a little extra time,” he explained while noting that the OAS Observer Mission will more than likely include recommendations in its report to enhance voters’ experience

Overall, Golding said that based on reports that came in from across the country, the electoral process was pleasing. “I was encouraged, however, to see the level of turn out,” he posited while noting that at some polling stations by mid-day more than 50 per cent of the electors had cast their ballots.

Those were positive signs, he emphasised.

“Generally speaking things have gone well. At none of the stations that we visited, did we encounter any disruption; people were very peaceful, they were very orderly. I didn’t detect any tension from the persons waiting to vote although I am sure they are supporters of different parties,” the OAS Chief of Mission further added.

He noted that while the lines were long at certain locations, it was clear that the electors were determined to exercise their franchise in a dignified manner. “I think that is all to the credit of the Guyanese people; I think that they have a great deal of investment in this process, in this election, and for their sake I hope that what we have observed this morning, continues throughout the day and I hope that that same level of civility, tolerance, conscientiousness will govern the process of tabulating of the votes after the polls have closed, so that we can get results that would command the confidence of all of the people of Guyana,” he said.

elections result. “It is not good to have an election on Monday and several days can pass before the people of Guyana can know what the outcome of those elections is. That is courting mistrust; it is providing fertile ground for rumours and conspiracy theories and in our discussions with GECOM we certainly urged them to do everything possible to complete the tabulation and to have the results declared as early as possible,” he said.

However, Golding said the OAS Elections Observer Mission is cognizant of the impact Guyana’s geographical layout has on the delivery of results of elections. At Eteringbang

Golding said in those instances, time will have to be allowed for the transporting of the ballot boxes and statements of polls to ensure that they are carefully protected and their integrity, preserved. But he reasoned that while ballot boxes and statements of poll are being acquired from far flung communities, the Elections Commission can release preliminary results

by the OAS Mission that was here in 2015, and even the one that was here in 2011, those are still languishing and we find ourselves in a position where this mission would have to restate these recommendations because they are still valid,” he disclosed. Nonetheless, he said Guyana’s Electoral System, which is governed by the Constitution of Guyana, the Representation of the People Act Cap. 1:03, and the Election Laws (Amendment) Act, is a very robust one with the necessary checks and balances.

Meanwhile, over at the New Campbeville Secondary

School, the officials from the Carter Center, which has more than 40 observers from 15 countries spread across the country’s 10 administrative regions, were seen keenly observing the electoral process.

The Delegation led by former Prime Minister of Senegal, Aminata Touré; and Jason J. Carter, Chairperson of The Carter Center’s Board of Trustees said Monday’s election was a strong indication of Guyanese commitment to democracy.

“This is a big day for Guyanese democracy,” Touré said while underscoring the importance of voting. The former Prime Minister of Senegal also used the opportunity to call for Guyanese to demonstrate patience. Carter told journalists that the centre’s observers are busy assessing the elections and collecting valuable information on the process. “In a next few days we will be collecting those reports and we will be issuing recommendations with respect to this election,” he noted.

Both Touré and Carter indicated that the Centre would not disclose its findings until Wednesday, March 4, when it is expected to deliver a preliminary report. They said it was important to have a holistic view of the elections before a report is made public. This is the 5th Carter Centre Observation Mission since 1992.

Over at Six Head Gym, Russel Street, Albouystown, Head of the EU Observer Mission Urmas Paet told journalists that the EU had been monitoring the electoral process long before E-Day, and will conduct post-elections analysis now that the election has been held.

The EU has approximately 53 observers in the 10 electoral districts. He said based on his analysis, voting went well for the masses. “Polling stations I visited everywhere I saw very professional attitude, and the process, so far was very smooth,” he posited. Like the Carter Center, the EU Mission will be offering its analysis of the elections on March 4. He said the EU has taken up the mantle of observing the elections in the interest of strengthening the country’s democracy and the rule of law.

The General and Regional Elections were also observed by the Guyana Public Service Union, Ebenezer Congregational Church Foundation, AMCHAM Guyana, Private Sector Commission, Georgetown Chamber of Commerce and Industry, Canadian High Commission, Cuffy 250, The Bar Association, Transparency Institute Guyana, the US Embassy, British High Commission, Ethnic Relations Commission, and Youth Challenge Guyana.

GUYANA’S General Elections 2020 saw, like never before, a massive turnout of youths within District 10, who were eager and thrilled to exercise their constitutional right to vote.

At the commencement of voting on Monday morning, a great number of youths were spotted waiting in line at polling stations to vote, with a large portion of them being first-time voters.

Michael Brac, a first-time voter, of Christianburg, Wismar, Linden, told Guyana Chronicle that for him, the process of voting was simple and all instructions were straightforward. The 18-year-old noted that he decided to vote because he would like to play a part in the selection of the government that will bring development in Guyana.

Eighteen-year-old Carlisa Pitt was also a first time voter and she stated that her experience was thrilling and exciting. Pitt who is a resident of the Wismar Hill community in Linden noted that her decision to vote came from the thought of being a part of change in Guyana. Pitt added, “whether you like it or not people are going to say, ‘whoever deh in the government, I still gotta go out and work’, but we still need the government because at the end of the day the government will have

Resident of Coomacka, District 10 and ‘newbie’ to the electoral system, Alliyah Dey, described her voting experience as “very good and smooth.” The 19-yearold added, “It is my right and my choice to vote and I decided to vote because I am voting for my future.”

vous; however, that changed as soon as he stepped into the polling station where he was greeted by friendly GECOM staff.

The 19-year-old added, “It was important that I come out to vote so I can support the party I like and make sure my future is in the right hands.”

“I was so excited to come out to vote to show my rights because it is my right to vote and to put persons in there who I think is best fit to govern Guyana,” were the words of 19-year-old Olesha Alexander, a hyped first-time elector.

Alexander who is of West Watooka, Wismar, Linden, said that she was very excited to vote and she described her voting experience as “exhilarating.”

She added, “it was very peaceful, I was expecting a quarrel but it was very peaceful and smooth this morning so I am positive that my party will win.”

According to 65-year-old James Rutherford, Monday would have been the first time, in all his years of voting, that he would have seen so many young people turning out to vote. He called the sight satisfying.

At Guyana’s General and Regional Elections 2020, District 10 had a total of 125 Polling stations where a total of 33,808 electors were scheduled to vote.

Residents erupt at Goed Intent after man accused of distributing fake ID cards

Police on Monday responded quickly to calm the chaos that erupted at the Toevlugt/ Patentia Neighbourhood Democratic Council building following reports that a man was distributing fake National Identification (ID) cards to persons to vote.

Regional Commander of District Three (Essequibo Islands-West Demerara), Assistant Commissioner, Simon Mc Bean, briefed the members of the media on the situation, stating that the GPF acted, based on the information received and explained that upon interviewing the person in question, the GPF was able to ascertain information.

Mcbean stated, “There was a report by the crowd that the individual was seen assisting persons with voting with what they suspected to be fake ID cards, and there was a minibus parked somewhere along the road there containing fake ID cards. The individual that they fingered, said that he was in the polling station. When he was interviewed, he indicated “that he was merely assisting someone to find their name on the list.”

Mc Bean said that since there was little to no actual evidence to support the claims that were made against the man identified only as Simon, he was warned that his actions were not within his legal parameters since he was not a representative of the party, or an official local observer. Simon was then escorted from the polling station by members of the GPF. GECOM officers on the ground were unable to provide the media with clarification on the issue.

Several local as well as international observers inclusive of representatives of the European Union, CARICOM, and the Carter Center, made their way to the polling station to assess the situation.

Ali, also made a brief appearance where he tried to ascertain information. He explained the reason he visited the area saying “I’m just here to ensure that my supporters right to exercise their franchise is protected.” Ali claimed he was not allowed to enter the polling station and said he was unable to enter the building to gather any information.

The residents, who were visibly upset, reported that they wanted to see free and fair elections and lamented that they should never have been made to feel any underhand activity was taking place. The residents further said that they believed in a democratic process and they feel that that process was being undermined by Simon, along with others who have ulterior motives.

They also made claims of similar activities taking place in several other villages along the West Bank.

The residents remained close to the polling station as they said that they needed to protect their rights.

Queenstown residents take voting seriously

HUNDREDS of residents of Queenstown, Region Two, flocked the polling stations in their areas to vote. Some 900 residents were expected to cast their votes at the Queenstown nursery and primary schools.

A drive along the Pomeroon-Supenaam region revealed that the polling stations, especially in the Queenstown community were crowded, more than any other station along the coast. Voters were seen as early as 05:30hrs forming lines at the Queenstown Primary School. When this newspaper visited, the Queenstown Primary School, around 07:30 hrs, there were long lines with persons checking for their names and others waiting patiently to vote.

Residents related that March 2 was their chance to contribute to changes in Guyana, and as such, they did not hesitate.

“We were told on different occasions to come out early and vote; for me, I don’t care how long the lines are, I will wait even if it’s till 18:00 hours to vote. This is my democratic right,” Telma Johan said. He also used the opportunity to display his inked finger to the media.

Investigation revealed that the deceased and the suspect are related and reside opposite each other.

On Sunday, March 01, 2020 about 21:30hrs, Haslyn Williams and his brother James Dublin were imbibing when an argument ensued among them and they attempted to fight each other, but were separated by James Dublin’s spouse, Mellisia Garraway.

At the same time, the suspect, who is Haslyn Williams’ brother, entered the yard and had a confrontation with James Dublin after which he (suspect) left and returned with a cutlass and knife and broad-sided James Dublin several times with the cutlass.

Mellisia Garraway intervened and the suspect wounded her on her left hand causing injuries to her fingers.

Daniel Akeem Amore (Deceased), who is the son of the injured Mellisia Garraway, confronted the suspect who dropped the cutlass and exited the yard, but was pursued and apprehended by Amore. During that scuffle, the suspect allegedly stabbed Amore in the centre of his chest and escaped.

Amore was escorted to the GPHC where he was pronounced dead on arrival.

DESPITE a few hiccups, the voting process in Lethem, Region Nine (Upper Takutu/Upper Essequibo) went smoothly on Monday, when hundreds showed up to vote in the Regional and General Elections.

Most schools and community centres were utilised as polling stations.

Although some people were unsure where they had to vote, before the close of polls, this matter was sorted out.

More mature and elderly people turned up to vote in Lethem.

Pockets of young people came out to vote at the various polling stations that were scattered in Central Lethem.

Most people were excited to vote, some said they waited hours

in a line to vote and were pleased to cast their votes.

People were mobilised, transported to and from their homes to polling stations by political party agents in Lethem.

A sense of calm and peace permeated the atmosphere in Lethem and people voted calmly and went about their business.

It was observed that most people went out early to vote while others went during the day.

Voting in Lethem was organised and done in a professional manner even as people queued up in long lines for their turn to vote.

Some said there was no voter-education done, and, as such, some people were not sure which polling station they had to go to vote.

The atmosphere at Queenstown remains calm despite the rush.

Several women injured during Quamina St. brawl FOUR persons have been injured during a brawl among women on Quamina Street, Georgetown, Monday morning.

In a release, police said they are investigating the unlawful wounding of Shavel Accra, 35, a hairdresser of Block ‘E’ South Sophia; her cousin Toshawn Jiles, 25, unemployed, of Lot 28 Holmes Street, South Cummingsburg; Niketa Lewis, 21, a sales girl, of Lot 12 ‘A’ Queens Street, South Cummingsburg and her sister Stacyann Chandra, 24, a clothes vendor- all of whom sustained various injuries about their bodies.

The incident occurred at Quamina Street, between Carmichael and Holmes streets, Cummingsburg on Monday, March 2, 2020 about 11:45h.

Investigations revealed that the women are known to each other from the South Cummingsburg area (Tiger Bay) and that they have an on-going feud which started about a year ago. About 11:45h, on Monday, Stacyann Chandra and Niketa Lewis, along with their mother Marilyn Chandra, went to The Bishops’ High School where they cast their ballots, and, while on

their way home, they were approached by Shavel Accra and Toshawn Jiles, who earlier, voted at the said school.

Shavel Accra then allegedly assaulted Marilyn Chandra, and, following an exchange of words, Marlyn and her daughters left and went home.

However, Niketa and Stacyann armed themselves with knives and they proceeded back to where the incident started and confronted Toshawn and Shavel who were also armed with a cutlass and knives respectively. As a result, they reportedly got into a physical confrontation during which they were injured. They were escorted to the Georgetown Public Hospital Corporation and, while being attended to, Niketa Lewis and Stacyann Chandra departed the institution and went to the Woodlands Hospital where they were treated and admitted. Toshawn and Shavel received medical attention and have been admitted at the GPHC. The condition of each combatant is considered serious but stable.

Berchman voted at the Arapaima Primary School in the Municipality of Lethem and it was her second time voting.

She had her newborn and two other children with her at the time.

The 37-year-old told Guyana Chronicle that she got out early to vote because she wanted that out of the way.

She had some errands to run before returning home, that is a short distance away, beyond the football field.

“I feel good I voted and the process was smooth,” she said.

ERIC Ferreira and Shania Thomas were very eager to vote early Monday morning at their respective polling stations.

Ferreira told Guyana Chronicle that he went to the Culvert City Polling Station and put his ‘X’ beside the political party of his choice, early before the place got crowded.

He said the voting process was well organised and hassle-free.

“I feel really good to finally be able to vote and now that is out of the way, I can work for the rest of the day.”

Ferreira, a father of one, said he used to work in the interior but has relocated to Lethem. Meanwhile, Thomas said voting for the very first time was a nice feeling.

“I feel relieved and pleased at the same time,” she said.

She voted at the St. Ignatius Secondary School.

The process took her a few minutes, and after, she rode off on her motorcycle, towards home, some distance away.

T&T company sues GUYOIL for $84.2M

COMMISSIONG and Company Limited (CCL), a Trinidad and Tobago firm, has slapped the Guyana Oil Company (GUYOIL) with an $84.2M lawsuit for breach of contract after the local oil company allegedly failed to pay for the fabrication and erection of two 10,000-barrel storage tanks at its terminal at Providence, East Bank Demerara.

The court action was filed by prominent attorney-at-law Anil Nandlall on behalf of his client, CCL, a limited liability company duly registered as an external company under the Companies Act of Guyana. The address of the company’s principal office in Guyana is Lot 217 South Road, Lacytown, Georgetown, Guyana.

The defendant in the case is GUYOIL, a company duly registered under the Companies Act of Guyana whose registered office is situated at 191 Camp Street, South Cummingsburg, Georgetown, Guyana.

The CCL is claiming the sum of two hundred and ninety-one thousand and fifty-five United States dollars (US$291,055.05) being the sum due, owing and payable for works done according to the agreement dated May 24, 2019, for the fabrication and erection of two 10,000 barrel storage tanks at the GUYOIL terminal, Providence.

Additionally, the company is claiming damages for breach of contract and special damages in excess of twenty-three million five hundred and forty-two thousand, eight hundred and eighty-six Guyanese dollars ($23,542,886.)

According to the claimant, sometime in February 2019, an Invitation to Bid to supply, fabricate and erect two 10,000-barrel storage tanks at GUYOIL Providence Terminal East Bank Demerara was advertised. Under the advertisement, an agent of the CCL visited the site where inquiries were made by the said agent as to whether international and/or foreign bonds would be accepted by the GUYOIL, since most contractors equipped to undertake this scale of works would be not locally based.

An agent of GUYOIL had assured the claimant’s agent that international bonds would be acceptable and further, even the Standard Bidding Document for Procurement of Works Data Sheet did not exclude

international bonds. Acting on this representation, CCL submitted a bid for the said contract on February 22, 2019, which was supported by a bid bond dated February 21, 2019, issued by the Furness Anchorage General Insurance Company Limited, in the sum of two thousand five hundred United States Dollars.

However, on April 25, 2019, a letter of acceptance by Ilissa McTaire-Jones, Company Secretary/Legal Officer of GUYOIL was issued to the Claimant notifying them that the bid dated February 22, 2019, for the execution of the supply, fabrication, and erection of two 10,000-barrel storage tanks at GUYOIL’s Providence terminal, E.B.D., for the contract price of one hundred and ten million, two hundred and eighty-five thousand, nine hundred and thirteen dollars ($110,285,913), VAT included, within eight (8) months was accepted. The letter further requested that the claimant furnish the defendant with a performance security bond for an amount equivalent to Guyana Dollars three million, three hundred and eight thousand, five hundred and seventy-seven (GY$3,308,577) within fifteen (15) days. The performance security was to be in the form of a bank draft or bank guarantee in favour of GUYOIL, or an insurance bond which would be valid until the end of the defects-liability period.

Finally, the letter stipulated that with the issuance of the said acceptance letter and the furnishing of the performance security, the contract for the said works would stand concluded. Under the stipulations outlined in the said letter, CCL provided GUYOIL with a performance bond in the sum of fifteen thousand, eight hundred and fifty-seven and eighteen cents United States Dollars ($15,857.18), sealed and dated April 30, 2019.

The said performance bond was accepted by GUYOIL and on May 24, 2019, a written agreement was entered into between the two companies for the execution, fabrication, and erection of two-barrel storage tanks at a project cost of GY$110,285,913.

Following the expressed terms of agreement, the claimant commenced work under the agreement. On May 31, 2019, under the CCL’s expressed contractual

obligations, the Tank Construction Material List was submitted to the defendant via email and was received. That according to the said agreement, the claimant began purchasing materials to fabricate the said tanks.

After the contract was entered into and the performance had begun, the claimant was approached to supply and erect a third storage tank. An email dated July 5, 2019, was sent to Mr S. Nascimento, with quotations for the supply and erection of a third storage tank. On July 8, 2019, under the CCL’s contractual obligations, construction drawings for the supply, fabrication, and erection for two 10, storage tanks at Providence E.B.D., were emailed to S. Nascimento, S. Norvill and B. Persaud, all agents of the defendant.

On July 18, 2019, the CCL Director received a phone call from Mr. Nascimento who indicated that he was informed by GUYOIL’s CEO that the advance payment guarantee submitted by the claimant would be rejected and that the claimant must submit local bonds. Against this background, on July 23, 2019, the claimant sent a letter to GUYOIL stating the funds spent on the project thus far. The claimant never indicated that it would cease construction for works if the advance payment was not made. At this point, construction drawings were already approved by the defendant, materials for the construction of tanks were purchased by the claimant and prefabrication of the tanks had commenced. However, on October 7, 2019, the defendant issued a letter to the claimant stating that the three contracts would be terminated for convenience under clause 59.4 of the said agreement.

Nevertheless, on November 14, 2019, the claimant’s attorney wrote the Company Secretary and Legal Officer of GUYOIL and threatened to file legal proceedings if his client was not paid the money owed.

Further, as a result of the defendant’s premature termination of the agreement, the claimant was prevented from completing the contract and has thereby suffered loss and damage, including the profit that it would otherwise have earned on the balance of the agreement.

But for one woman, things could have gone a little better when it came to the provisions in place for the elderly to vote; they were given special treatment in the sense that they did not have to join the line. She was of the opinion that the process at this location could have been completed faster had a special line been designated for the elderly.

Another voter here observed that while it was a very easy process, it was slowed down somewhat

CHRISTCHURCH, New Zealand (Reuters) - New Zealand romped to a seven-wicket victory over India in the second Test in Christchurch yesterday for an emphatic 2-0 series sweep of the number one side in the world.

The Black Caps dismissed the tourists for 124 in the first hour of the third day before chasing down their 132-run victory target with half of the Test to spare for the loss of three wickets.

Henry Nicholls hit the winning run after his openers had done most of the heavy lifting as New Zealand drove home a dominance that was only briefly challenged over the two matches in the series.

“Outstanding,” said New Zealand captain Kane Williamson.

“I don’t think the end

result reflected how tight that match was. As we know, there’s a fine line.

Clarke backs Cummins as all-formats captain FORMER captain Michael Clarke has long been calling for Pat Cummins to become Australia’s next Test captain and now he wants the superstar to lead his country in all three formats.

Clarke has suggested the end of 2020-21 might be an ideal time for Tim Paine, who alongside Justin Langer have led Australia’s recovery since the Cape Town ball-tampering scandal, to step down.

Clarke also declared the end of this year’s T20 World Cup could be the right time for Aaron Finch to hand the reins over to Cummins.

Langer has previously backed Paine to lead until at least the final of the world Test championship, at Lord’s in mid-2021, and Finch’s position is not considered in any jeopardy.

The merits of Steve Smith reclaiming the captaincy have been publicly debated over the past year, with his leadership ban expiring at the end of this month.

As Euro 2020 looms, UEFA ‘in hands of authorities’ over coronavirus

AMSTERDAM, Holland (Reuters) - European soccer body UEFA says decisions over whether to cancel matches, including playoffs for the upcoming Euro 2020, due to the coronavirus, will be made by governments and health authorities and not the game’s ruling organisations.

UEFA executives met yesterday but spent only a few minutes discussing the spread of the flu-like disease, which has seen sporting events cancelled around the world.

It has played havoc with domestic soccer in Italy where Sunday’s clash between Juventus and Inter Milan was among six weekend games postponed. Last week, Inter played Bulgarian club Ludogorets in the Europa League behind closed doors at their San Siro stadium.

“We’re in touch with the authorities, we’re in the hands of the local authorities, and we’ll deal with whatever they tell us,” a UEFA spokesman said.

“There wasn’t much discussion about it because there is not much we can do about it ... it’s in the hands of those people who are experts in the situation.”

National teams from across the continent are scheduled to feature later this month including playoffs for UEFA’s Euro 2020, which is scheduled to be held in 12 cities.

The playoffs on March 26 and March 31 feature 16 teams battling for four spaces in the 24-team finals.

Outside Europe, two rounds of World Cup qualifiers are also scheduled for the same period in Asia and South America while friendly matches are planned globally.

As well as the Euro 2020 playoffs then the tournament finals in June and July, UEFA also has high-profile Champions League and Europa League games this month.

“We’re in constant contact with the WHO (World Health Organisation) and the authorities dealing with the matches that are being staged, and then we’ll deal with that when the situation arises,” the spokesman said.

Sturridge said the FA’s case was “overblown and misconceived” and that he gave an innocent explanation for text messages to his brother.

Submissions on his behalf said he did not have the type of personality that is drawn to adrenaline or the risk of wrongdoing, and had no real interest in gambling.

Pollard bemoans inconsistency following series whitewash

KANDY, Sri Lanka (CMC) – Captain Kieron Pollard has praised West Indies’ efforts despite losing the final One-Day International here Sunday and suffering another embarrassing series whitewash to Sri Lanka, but says consistency needs to become key to his side’s approach.

Bidding to avoid a clean sweep after losing the first two matches in Colombo and Hambantota, West Indies failed to chase down a challenging 308 here and slipped to a six-run loss in a dramatic finish at the Pallekele International Cricket Stadium.

CAF has not yet approved any of Infantino’s plan and the sources close to the African organisation say Ahmad, who is also a FIFA vice-president, is on a collision course with Infantino.

“I would like to warmly thank president Ahmad Ahmad for giving me the opportunity to serve the football of our continent at such a level of responsibility,” Hajji said in a statement.

Ahmad said Hajji’s work had been invaluable in driving the CAF reforms.

“I would like to salute a committed, loyal and above all passionate football player, and wish him all the success he deserves in the rest of his career,” the CAF statement quoted Ahmad as saying.
