Priya Manickchand, has contended in her defense of the government’s fiscal plan, which includes measures to continue the local recovery of the education sector from learning losses suffered

over the past two years.

In a passionate presentation to the National Assembly on Wednesday, Minister Manickchand affirmed her support for Budget 2022, and outlined the wide range of

initiatives that will be rolled out to enhance and improve the education sector.

“Real data confirms that students have incurred substantial learning loss. We cannot afford to lose this generation of kids, our future depends on it. The cost of closing schools outweighs the risks of keeping schools open.

“Our reopening is very consistent with how the world behaved during the pandemic. We had to be resolute, close our minds to the noise [from opposition members] and do what was best for our children. We are heading towards the 100th week of education disruption around the world. School children have lost an estimated two trillion hours and counting of in-person learning,” Minister Manickchand posited.

She said that Guyana has already begun to feel some of the effects of the massive learning loss, which is evident in the rate of school dropouts and even some female students becoming pregnant.

To cushion the effects of the pandemic on learners and even households, the ministry plans to increase the education grants from $19,000 to $30,000, present a 30-seater bus to the regional administration in Region Seven and expand the school feeding programme, which is ongoing in 902 schools across the country, among other things.

Minister Manickchand related that this forms part of her ministry’s strategic recovery plan.

The minister who took over as Minister of Education from now Opposition Parliamentarian Nicolette Henry, in August 2020, reminded that when Henry closed schools in March 2020, learners and teachers went for months without structured guidance on a way forward.

“When [Henry] stands there and says she wants a plan, the plan has been defined and outlined in many documents. It was under her ministry, the first time the country went without a published education sector plan. We published it last year, five years after you couldn’t do it,” Manickchand said.

Manickchand defended the worth of the $30,000 grant and other measures, which outweigh the former government’s “David G 5Bs” programme. The coalition had used the 5Bs programme to defend its cancelation of the Because We Care cash grant initiative in 2015.

However, Minister Manickchand revealed that when she assumed office, a lot of the initiatives under the 5Bs programme, particularly the provision of transportation, were only available to a few learners and did not benefit majority of

the almost 200,000 persons in the public school system. This, she argued, pales in contrast to the “Because We Care” cash grant and uniform vouchers, which will be going to each learner.

She also reminded that the former APNU+AFC government had maintained that it did not have enough money to fund the “Because We Care” cash grant, although the Education Ministry, in 2017, returned $2 billion to the National Treasury.

“That $2B could’ve done that cash grant and more,” Manickchand said.

Henry, in her address, called for the creation of a “Human Capital Scheme” and for emphasis to be placed on learners with special education needs and Technical and Vocational Education Training (TVET). Those areas are, however, all catered for in Budget 2022.

Over $3.6 billion has been budgeted for the development of various areas in TVET, while measures for learners with special education needs include the creation of a national autistic classroom. Further, the Education Ministry has over 2,200 teachers who are trained to provide appropriate instructions to such learners.

Manickchand also set the opposition straight on their call for citizens to not be given scholarships unless they are tied to working back in the public service.

“The barefacedness of it is that the APNU+AFC will come here having awarded themselves scholarships and not serving in the public sector, but saying unless people can serve back they shouldn’t get the scholarship,” she said.

Minister of Natural Resources, Vickram Bharrat THE latest oil find by CGX Energy Inc., offshore Guyana, is expected to serve as a springboard for development and massive investments in Region Six (East Berbice-Corentyne), according to Minister of Natural Resources, Vickram Bharrat.

It was reported that less than two months after encountering hydrocarbons at the Kawa-1 well in the Corentyne Block, offshore Guyana, CGX Energy Inc. announced that its drilling campaign has produced greater results.

The company, in a press statement on Monday, announced that the Kawa-1 well encountered approximately 177 feet (54 metres) of hydrocarbonbearing reservoirs within Maastrichtian, Campanian and Santonian horizons based on initial evaluation of Logging While Drilling (LWD) data.

Those intervals are similar in age and could be correlated using regional seismic data to recent successes in Block 58 in Suriname and the lucrative Stabroek Block offshore Guyana. The Kawa-1 well was drilled to a depth of 21,578 feet (6,578 metres) and targeted the easternmost Campanian and Santonian channel/lobe complex on the northern section of the Corentyne block.

As reported by the Department of Public Information (DPI), Minister Bharrat said: “This oil find

will be a breath of fresh air for that county, and I am sure that we will see a number of investments going east as we move forward in the oil and gas sector.”

In his view, this is even more significant because the former A Partnership for National Unity and Alliance For Change (APNU+AFC) government had “suffocated” Region Six, especially with the closure of the Skeldon and Rose Hall sugar estates. In addition to this closure, the region was reportedly starved of new investments.

Minister Bharrat said that the government thinks positively and welcomes the announcement by CGX Energy and its partner in the Kawa-1 well in the Corentyne Block. Minister Bharrat also shared his excitement over the discovery which was made outside of the globally prolific Stabroek Block.

“We have always been supportive of exploration activities being done by all of the operators across the blocks including the Corentyne Block. We knew that the Corentyne Block has significant potential because of its closeness to the discoveries in Block 58 in Suriname,” the minister said.

He said the announcement by the company indicates that there might be large reserves of hydrocarbons present in the Corentyne Block.

“As government, we have to await on the logging and the further appraisal of the well information and other wells so that we can try to quantify the hydrocarbons present in the Corentyne Block.

But as it is right now, we are very delighted on the information and the news,” Minister Bharrat said.

On the deep-water port that is being constructed

by CGX Energy, Minister Bharrat called on CGX Energy to ensure that the completion of the facility is done in a timely manner. This timeliness, he pointed out, will create opportunities and jobs for Berbicians.

In light of its discoveries and considering its additional plans, the company is assessing several strategic opportunities to obtain additional financing to meet the costs of its

drilling programme.

The company, in November 2021, managed to accumulate US$59 million to further develop and expand its operations both offshore and onshore Guyana.

At that time, the company had said that it intended to use the funds raised for the exploration and development of the Corentyne and Demerara Blocks offshore Guyana, and the Berbice Blocks onshore Guyana, and for the development of the Berbice Deep-Water Port in Guyana.

POSITIVE MILESTONE Executive Co-Chairman of CGX’s Board of Directors, Professor Suresh Narine, was quoted as saying: “Results from the Kawa-1 well represent a positive milestone in the CGX journey as a pioneer oil and gas explorer in the

Guyana Basin.

Together with our partner Frontera, CGX looks forward to continuing our socially and environmentally conscious approach to development of Guyana’s oil and gas industry and port infrastructure. We are proud of our long partnership with the Government and People of Guyana and of our reputation as Guyana’s Indigenous Oil Company.”

His comments were followed by remarks from Chief Executive Office of Frontera, Orlando Cabrales, who said: “We are very pleased to have successfully drilled the Kawa-1 well with our partner CGX. I commend the significant efforts of all the talented employees and contractors involved and their dedication to helping this partnership achieve this important milestone.

We now have the ability to focus our efforts on potentially transformational opportunities and to continue

our positive relationship with the Government and People of Guyana.”

Building on its recent find at the Kawa-1 exploration well, CGX anticipates spudding its second commitment well, called Wei1, in the north-western part of the Corentyne Block, in the second half of 2022.

The company has exercised its option to use the Maersk Discoverer semisubmersible mobile drilling rig for the Wei-1 well.

“This is an important step from a health and safety, efficiency, and operational perspective and will maintain both continuity in the exploration programme during a period of high demand in the region and consistency in working with a team familiar with the rig,” CGX related.

The Wei-1 exploration well will target Campanian and Santonian aged stacked channels in the western fan complex in the northern section of the Corentyne block.

Guyana’s infrastructural transformation set into gear - with Budget 2022, says Minister Indar

By Jared Liddell MINISTER within the Ministry of Public works, Deodat Indar, has described the milestone $552.9 billion budget “peoplecentred”, noting that each project being implemented is designed to directly impact the lives of all Guyanese.

Budget 2022, he said, has several indicators of initiatives that will provide improved quality of

life to all Guyanese.

The government has allocated the largest portion of Budget 2022 to the Ministry of Public works. A total of $96.1 billion has been allocated to the ministry, which is responsible for the country’s infrastructure.

Speaking directly to the ministry, Minister Indar noted that the allocation will ensure government improves the public infrastructure in the country, which will directly

benefit individuals and the business community.

Some $29.4 billion has been allocated to the energy sector to rapidly accelerate Guyana’s transition to cleaner sources of energy while boosting capacity to meet the growing demand for affordable and stable electricity over the next five years.

This allocation, according to the minister, is set to see a major transformation in access to energy and electricity across the country, including the hinterland areas.

Region Nine, in particular, is set to see increased energy production with the construction of a 1.5 MW hydropower plant at Kumu, and rehabilitation and upgrade to 700 KW capacity of

the defunct Moco Moco hydropower plant in Region Nine. Over $600M is budgeted for the construction of both projects in 2022.

Included in the allocation is $20.8 billion for the gas-to-energy project which will allow the government to phase out the use of expensive and carbon-intensive heavy fuel oil.

This project, which encompasses the establishment of a power plant to generate 300 megawatts (MWs) of power as well as a Natural Gas Liquids (NGL) plant, will cover domestic demand and enable the government to reduce costs substantially, below the current levels.

The project also includes the construction of a 225 km 12” pipeline to transport the guaranteed

minimum of 50 mmcfd of natural gas from offshore Guyana to the Wales Development Authority.

Currently, ongoing geotechnical and geophysical works for both offshore and onshore operations are advancing with several portions already completed.

“This project is designed to cut electricity by half. But they came to this House, the opposition, to block that very project denying Guyanese people cheaper energy, denying businesses cheaper energy, people should see what the APNU is doing, they are trying to stop development in this country but we will not allow it in the PPP/C Government,” said Minister Indar.

Some $1.4 billion is also allocated for 33-megawatt (MWs) solar farms for Berbice, Essequibo, and Linden.

ROADS Minister Indar also noted that the budgetary allocation for this year will play a pivotal role in the government’s plans to modernise the infrastructure and provide a more accessible commute to and from communities One of the larger road projects being undertaken by the ministry in 2022 is the $8.3 billion rehabilitation of the Corentyne Main Road from Palmyra to Crabwood Creek. Minister Indar noted that this project will not just provide ease of commute, but will also provide a significant number of jobs for the region.

“Mr Speaker that will employ a lot of sand, you have to get a lot of sand, a lot of loam and stone, a lot of workers, machine operators; a lot of people in Region Six will benefit from this project, it’s a massive project and it’s a big spend and it will increase the road and reduce the travel time.”

Other road projects in the 2022 budget include the $6 billion construction

of the Linden-Mabura Hill Road; $3.4 billion for hinterland roads; $2.6 billion for the rehabilitation of the entire Soesdyke-Linden Highway; $2.3 billion for the East Bank-East Coast Demerara Road linkage between Ogle and Eccles and $1.1 billion to complete the Sheriff Street – Mandela Road Network and Expansion Project.

Significant monies were budgeted for 32 bridges in hinterland communities including $4.1 billion for the reconstruction of several bridges along the Kurupukari to Lethem corridor that will support the phased construction of the LindenLethem Highway.

Minister Indar disclosed that another major undertaking by the ministry in 2022 is the construction of the new, fixed four-lane high-span Demerara River Bridge for $21.1 billion.

He noted that this project which has been conceptualised for some time will significantly reduce the traffic time for persons traversing between Regions Three and Four, as well as along the East Bank of Demerara (EBD).

“If anybody is to calculate the amount of wait time people have when they come in the morning and have to go back in the afternoon, the economic loss to the country is huge.

This bridge is not just fixing travel problem; it’s fixing other social problems. The time you take an hour and a half to get home, you could spend it teaching your child some homework,” he told the House.

Some $946 million has been budgeted for the rehabilitation and maintenance of the existing floating bridge.

Additionally, some $15.2 billion will go towards the construction and rehabilitation of additional urban and community roads.

President Ali shares ‘One Guyana’ vision with foreign religious community

- informs them of their vital role in creating a unified nation

President Dr. Irfaan Ali PRESIDENT Dr. Irfaan Ali has said that his government’s “One Guyana” vision is about promoting greater inclusion at the legislative, political and social levels.

The Head of State said this during a virtual address to more than 50 religious leaders from North America, on Wednesday.

“No government has all the answers. It is my

wish to be able to benefit from the viewpoints of all, including our political parties, trade unions, private sector, workers and social organisations. One Guyana is, therefore, a social contract of inclusion,” Dr. Ali said.

The President reiterated that the One Guyana vision is about creating a more equal society, guaranteeing that everyone is afforded the opportunity to lead productive and happy lives as well as reducing inequality in access to education, health, employment, income and justice.

“One Guyana vision, in this regard, aims to ensure that every citizen is accorded a dignified exist-

ence and with due respect for their rights and with equality before the law,” the Head of State related.

Important to realising the vision, he added, is building an environment of trust. He further said that the One Guyana Commission, which will be established, seeks to give voice and recognition to all social groups in Guyana’s society regardless of political affiliation, race, religion, or gender.

During the interactive session, President Ali emphasised that while the vision encompasses the entirety of Guyana, the diaspora is also included.

$500M budgeted for CPCE to go fully online

THE education sector’s budget includes an allocation of over $500 million to enhance the capacity of the Cyril Potter College of Education (CPCE) to go fully online with its teachers’ training programme.

Minister of Education, Priya Manickchand, made this announcement during her presentation on day three of the national budget debates.

Minister Manickchand said that the initiative will allow for thousands of teachers across the country to access training, as part of the government’s plans to improve the quality of learning outcomes in all educational institutions.

The aim, she said, is to achieve 100 per cent trained teachers or teachers in training by 2025.

“We were able to move our intake at CPCE from 536 to 3,000, giving the Amerindian teachers a chance to get degrees in education and not just trained teachers’ certificate,” she said.

The minister said when the government was elected to office in August 2020, there were no plans in place to reopen the CPCE. This year, the teachers’

training college produced its largest batch of trained teachers.

Principal of CPCE, Dr. Viola Rowe, was reported as saying: “The January 2022 graduating class now holds the record of the largest graduating batch with its 843 trained teachers, of which 198 are early childhood trained, 404 primary trained, and 241 qualified for the secondary level.”

She added that, of the 843 graduates, 198 pursued the Trained Teacher’s Certificate (TTC) Programme and 645 pursued the Associate Degree (ADE) in Education Programme.

Dr. Rowe said that during the reporting period, the college experienced an astronomically high demand for teacher education with an enrolment of 2,664 first-year applicants.

The Principal said that before the 2021 reporting period, the online application was unavailable, and this perhaps restricted knowledge and applications for potential applicants.

Further, she said that enrollment size was restricted due to physical space and

dormitory capacity for preservice learners.

She said that the college experienced the effectiveness of technology as a contributor to the number of applications received online for the reporting period.

Dr. Rowe said that the increase in teacher demand is also credited to the clarion call by the Minister of Educa-

tion, Priya Manickchand, for all untrained teachers to register at the college in keeping with the strategic plan to have 100 per cent trained teachers in the education system.

She said too that the college continued to operate its 19 centres across the ten administrative regions with some programmes being expanded.

To this end, the Head of State said: “You are the custodians of morality, and you can help people to appreciate their moral

and social obligations. The religious community also must lead the way in promoting social harmony, particularly through encouraging greater tolerance and understanding and through respect for our multicultural diversity.”

He also told the religious leaders that he would continue to engage with them and would look to address any concerns that might arise.

The religious leaders assured the Head of State that, as a community, they will make their contributions and stand behind the vision of One Guyana.

Following the discourse, an outcome document will be prepared and shared with the President to guide further discussions.

Technical and Vocational Education

AS Guyana prepares for the new oil and gas dispensation, several new training opportunities are being created which will help the country to take maximum advantage not only of the oil and gas resources but also all the other accompanying opportunities that will emanate from an expanding and modern economy.

In this regard, over 1, 000 workers are earmarked for training in a variety of skill areas relevant to the petroleum sector within the next few years. President Dr. Mohamed Irfaan Ali has recognised the importance of skills training relevant to the sector and, during a visit to Region Six had identified the former GuySuCo Training Centre at Port Mourant as the country’s new National Oil and Gas Institute. The centre had over the years trained hundreds of young people in a variety of skills with particular relevance

to the sugar industry but with the closing down of a number of grinding sugar estates by the APNU+AFC administration, training programmes at the centre were scaled down.

According to President Ali his administration has already commenced discussions on having a world class, world rated Oil and Gas Institute and Training Centre in Guyana. The institute, the President said, will not only train Guyanese but also oil and gas workers in the Caribbean.

This development is now given a major boost with an allocation of $420.5M in the 2020 Budget Estimates to train Guyanese for jobs in the country’s rapidly expanding oil and gas sector. Under this programme, training and certification will be provided to welders, stevedores and heavy vehicle operators among others. The programme will initially provide training for one thousand

Guyanese and is expected to continue into the medium term which will see roughly 5,000 persons trained over the next four years.

And according to the Finance Minister, Dr. Ashni Singh, government will be partnering with the private sector to establish the Guyana Technical Training College at Port Mourant where several new courses will be offered relevant to the developmental needs of the country including oil and gas, tourism and the hospitality sector. This training institute is all the more necessary given recent discoveries of new oil fields.

A further $2.5B is allocated in the 2022 Budget to strengthen Technical and Vocational Education and Training programmes, all across the country at postsecondary levels. This will equip approximately 4,500 young people currently enrolled with the skills to pursue entrepreneurship

and ensure employability.

Additionally, nine secondary schools will complete a pilot of the Level One Caribbean Vocational Qualifications (CQV) programme across various skills including crop production, furniture making, electrical installation and masonry. This will create the opportunity for students to access the technical institutions that offer Levels Two and Three CQV, qualifying them as independent workers capable of managing their own their own business operations.

The Board of Industrial Training has been doing an excellent job in taking vocational training opportunities to all the 10 regions of Guyana. The National Youth Empowerment Programme was initiated by the PPP/C administration with the objective of providing opportunities for out of school and disadvantaged youths, but it has now been expanded to include a wider range of

offerings. This year’s budget will make available another $448.5M to continue training programmes under the Board of Industrial Training (BIT). Over 90,787 persons have benefitted from training since the commencement of the programme.

Among the several skill areas offered by the board were small engine repairs, shade house farming, refrigeration and air conditioning repairs, introduction to photovoltaic systems-solar installation, maintenance and repairs, electrical installation and computer repairs.

Last year alone, under the National Youth Programme, 254 youths completed training in areas such as data operations, welding, plumbing, refrigeration and airconditioning repairs, masonry among other skill areas at the Kuru Kuru, Sophia and the Vryman’S Erven Training centres and these trainings will continue in 2022. Additionally, hundreds

of young people graduate each year from the more established technical and vocational training including the Georgetown Technical Institute, the New Amsterdam Training Institute and the Guyana Industrial Training Centre. It was under the PPP/C administration that new training centres were opened in Corriverton, Linden, Anna Regina and Mahaicony to cater for the training needs of youths from rural communities.

Guyana is well on the way to developing the right mix of skills to respond to the developmental needs of the country, especially at this time when the country is poised for rapid transformational changes. The importance of skills training cannot be overemphasised and full credit must be given to the PPP/C administration for putting such training as a top priority in the country’s transformative agenda.

Coalition has no intellectual or moral standing to criticise Budget 2022

Dear Editor, Whatever the real or imagined ills of our economy or plight of the poor are, the APNU+AFC, whether in government or as the political opposition, lacks the intellectual fortitude, integrity, and moral standing to chastise Budget 2022 as was presented by the PPP/C Government.

Many individuals, families, small businesses, and corporations were placed in dire constraints as a direct consequence of APNU+AFC’s mismanagement and corrupt handling of the economy which only benefitted a small group of super-wealthy businessmen, party officials, and loyalists, much to the displeasure of

their core supporters made up of predominantly AfroGuyanese.

I view with disbelief the APNU+AFC’s theatrics during these budget debates as they champion a menu of socio-economic measures, which they say is necessary for Guyanese to live a “good life” but none of which they implemented while in office. One question could not escape my thought and that is: “Are these people for real?” Never have I ever witnessed a group of people as profoundly dishonest and two-faced as the political opposition during these budget debates.

By now most Guyanese ought to understand the nature of the beast that is the

APNU+AFC. They are an uncaring group of people who would say and do anything out of desperation.

They have lost all relevance and connection with the Guyanese people in a nascent oil and gas economy. To this day, not a single individual of APNU+AFC could account for the US$18 million signing bonus received from ExxonMobil, but one thing is certain: this huge sum of money never made it to any national budget passed by the Granger administration. So then, how was the US$18M spent? Surely, it is not in the pockets of “poor Guyanese” or else we would be better off under an APNU+AFC Government.

It is hypocritical for the

political opposition to stand in Parliament claiming to be arguing on behalf of the poor and vulnerable for increased wages and pensions and improved living standards when they themselves, while in office, imposed a host of taxation measures ranging from VAT on water, electricity, education and medical services. It is also hypocritical for them to be doing so now when it was them who stopped the ‘Because We Care’ and ‘School Uniform’ cash grants. Which category of persons was impacted negatively by these actions of the APNU+AFC? Isn’t it the same persons on whose behalf they claim to be arguing?

To be fair, Budget 2022 was not intended to be an

election year budget with the bells and whistles and as such, it is easy for the political opposition to chastise and make all sorts of promises to the people. It is easy for one to say give auntie $10M and give uncle $6M when they do not have to account for it.

Fortunately, for this country, President Ali exists in the real world with real-world consequences should his administration mismanage our economy and resources in an APNU+AFC-like manner.

So, therefore, we should remain steadfast and confident in the PPP/C Government, knowing that our freedoms are secure and our future has never been more promising.

The Ali administration, along with past PPP/C

Governments have many times proven their ability to generate and equitably distribute wealth amongst the nations’ poorest and most vulnerable, to startup and complete massive housing projects geared towards the provision of thousands of new homes, to open new areas of opportunities and job creation in the ICT sector for its young people were accomplished in the absence of oil revenue or so-called ‘Oil Budget’. It is clear that under PPP/C governments we have moved forward as a nation without any revenue from the oil and gas sector.

A big help for persons who require dialysis Dear Editor, Generally, I don’t like to express my views publicly when it comes to anything political. However, I felt compelled to write to you today to publicly thank the Government of Guyana for Budget 2022.

This budget not only means a lot to me personally, but also to hundreds of thousands of people throughout the length and breadth of Guyana. I say this confidently because

I have taken note of the budget allocations that were announced and I can see every single citizen benefitting in some way or the other from this budget. Personally, I would like to express just what this budget means to me as an individual.

As someone with a family member who is suffering from kidney failure, I can’t put into words how strenuous it is to provide financially for the treatments needed.

For those who may not be aware, hundreds of people across the country are suffering from kidneyrelated illnesses and are in need of dialysis treatments. What a lot of people do not realise is that in many cases, treatments are needed at least two to three times per week. The cost for one session is approximately $12,000. So, taking that into consideration, that amounts to anywhere between $24,000 to $36,000 per week in

Dear Editor, THE GAWU has taken note of Mr Khemraj Ramjattan’s contribution to the 2022 Budget debate in respect of the sugar industry. According to media reports, Mr Ramjattan used the parliamentary platform to continue his jaundiced criticism of the government’s support to the industry. One report indicated that Mr Ramjattan had justified the Coalition’s miniaturisation of the industry as he went on labelling State support as throwing monies into a black hole.

It is unfortunate that Mr Ramjattan continues to operate apparently with blinkers. For the erstwhile gentleman who hails from the Corentyne Coast where sugar is one of the predominant economic activities and makes a major contribution to that part of the country, it appears that Mr Ramjattan has clearly lost touch with reality and lives seemingly in an ivory tower disconnected from the truth. So far, the

Opposition MP, despite his huffing and puffing, cannot advance any plan to address any displacement brought about by the closure of estates.

Certainly, one would have expected him and his colleagues to have developed such a plan when, like peacocks, they strutted down the corridors of power. Such plan it appears may have suffered a still birth. But yet Mr Ramjattan continues to bellyache.

Of course the importance of the sugar industry has been re-emphasised by the socio-economic study conducted by the ILO. That report, empirically demonstrated that hardships that were spawned when Mr Ramjattan and his colleagues heartlessly closed four estates and placed 7,000 of our Guyanese brothers and sisters on the breadline. It demonstrates that miserableness these Guyanese faced and underscored the importance of the industry not only to the workers but entire communities. But Mr Ramjattan is unbothered

by such facts and chose to live in his own wonderland.

It seems Mr Ramjattan rather than considering the contributions of the sugar industry and its potentials for viability has doubled down on his caustic attitude towards sugar. We remain at a loss as to why anyone who holds themselves out as a leader would seek to advocate that our ordinary people be made jobless and forced into miserable lives. For us it says a lot about the character of Mr Ramjattan and his colleagues who spare no opportunity to denounce the government’s support to the sugar industry.

The GAWU, as the major voice of the workers in the industry, cannot allow such highly irresponsible statements to go without challenge.

We remain strong in our position that sugar remains simply too important to fail.

dialysis treatment. As you can imagine, it is very hard to find $100,000 per month to ensure that your loved one survives.

Putting that into context, Budget 2022 provides an allocation of approximately $180M to provide assistance to every patient in need of dialysis across the country. This means that every dialysis patient could receive $600,000 annually. This is basically like saying that the government is taking away half of the burden on those families with loved ones in need of dialysis treatments. For many of you, it may seem like something small. But, for those of us experiencing it, words aren’t enough to express how grateful we are to the government for providing

such assistance. It is almost as saying that the allocation is life-changing.

In addition, the budget also seeks to reduce the cost of fuel by reducing the excise tax on gasoline and diesel from 20 per cent to 10 per cent. This is another area where I will personally benefit and I am sure it will be beneficial to every single vehicle driver. The budget also seeks to increase disposable income by increasing the ‘Because We Care’ and ‘School Uniform’ cash grants. This again will be taking a lot of pressure off of the shoulders of parents with school-aged children as the provision of $30,000 in total will mean $30,000 less will be coming out of the pockets of parents. It is also important

that I mention that the budget will also increase the income tax threshold to $75,000 monthly. This would assist a great deal as individuals would be paying less taxes on their salaries every month.

These are just some of the benefits of this budget on my personal life. But, a simple examination of all the other allocations would show that every citizen will benefit in some way or the other. I thank the Government of Guyana for this budget, in particular, the allocation for assistance to dialysis patients, and I look forward for what else is to come as we progress under the PPP/C Administration.

I happened to be working in Guyana when Omai and CGX came, both energised and driven by their research findings largely unknown to the host country mired in debt and struggling to both survive and revive -- and today Omai, the biggest player in the metal trade has found more gold; and CGK has hit on more oil.

And while pipelines are shutting-down elsewhere after being drained by big oil, most are shipping rigs to Guyana, the world’s new international oil frontier, where their profit margins are expected to skyrocket and the government is working to ensure revenues from royalties and related taxes are spent to also progressively turnaround the nation’s developmental fortunes and make life better for all in a nation still-very-divided, politically.

precedented seven-year high globally, with OPEC production at an all-time low, but with prices speeding towards US $100 per barrel, big OPEC producers that together cut production by ten million barrels per day in 2020 are now rushing to rush production increases, starting March 2022.

Oil and Gas is also in crisis in Europe, where energy prices are now at alarming rates and despite the USA pressing Germany to stop the Nordstream pipeline from Russia, the Germans and Europeans know that more than 40 per cent of their gas comes from Russia -- and they can’t afford to have Moscow turn-off the tap.

Europe is so boxed-in with Nordstream that the International Energy Agency (IEA) is advising that with complications and uncertainties about nations changing energy sources, the only way out is to make another cleanenergy switch, this time to nuclear fuel.

Washington’s old hunt for new markets for new US gas supplies saw then Vice President Joe Biden – back in 2015 as VP to President Barack Obama – summon Caribbean Community (CARICOM) nations to Washington

to invite them to pullout of the PetroCaribe agreement with Venezuela.

Biden promised the Caribbean leaders better term if they switched to private US natural gas, without even once considering that PetroCaribe was supplying fuel at more-than-favourable terms no American company will agree to.

CARICOM Heads promised to respond later, but within months Biden and Obama were no longer at the White House.

Guyana, Venezuela and Suriname belonging to the gushing Guiana Shield, Washington will also want to ensure no neighbourly bilateral, trilateral, multinational or multilateral deals are arrived at that would threaten US economic interests -- meaning the interests of US companies in their oil sectors or within the Shield.

The upcoming energy conference may not address this sensitive question as its objective is not to spark or flare-up problematic issues only the political directorates can solve, but amicably re TURN TO PAGE 9

Duo in Black Bush triple murder case change plea to guilty

Carlton Chaitram called ‘Lieman’ and Rakesh Karamchand called ‘Go-To-Front’ THREE weeks after pleading not guilty to the gruesome triple murder at Black Bush Polder in July 2016, Carlton Chetram called “Lieman” and his employee, Rakesh Karamchand called “Go to Front”, have decided to change their plea.

The trial of the two men and their co-accused, Ta m e s h w a r J a g m o h a n ,

called “Guana” commenced, on Wednesday, before Justice Sandil Kissoon and a 12-member jury at the Berbice High Court. They were charged for three counts of murder.

However, after listening to the testimonies of the state witnesses, Carlton and Karamchand opted to plead guilty to manslaughter. The murder trial for Jagmohan

will continue.

Carlton and Karamchand admitted that, on July 21, 2016, at Mibicuri Creek Savannah, Black Bush Polder, they unlawfully killed Pawan Chandradeo, 37, called “Suresh” and “Jug Up”; his son Jaikarran Chandradeo, 16, called “Kevin” and his brotherin-law Naresh Rooplall, 35, called “Teeka Bai” and

The judge ordered that probation reports be prepared for both Carlton and Karamchand. He then adjourned the matter until February 17, 2022, for the presentation of the report and sentencing.

On January 24, 2022, Carlton’s son, Jairam Chetram called “Ryan” who was also charged in connection with the crime, pleaded guilty to murder before Justice Kissoon. He is expected to be sentenced on February 10, 2022.

The Guyana Chronicle had previously reported that, on the day in question, the three victims had gone on a fishing trip in the Black

Bush Polder backlands in an area called Cookrite Savannah, some three miles from Mibicuri, where they were allegedly gunned down by the quartet.

The men, each with a single gunshot wound, were found lying in a rice field belonging to Sudama Jagmohan, who made the gruesome discovery.

The youngest victim was found next to his father. He had a gaping hole to the back of his head and a ‘salt bag’ with fish and a fishing net strung around his neck.

Rooplall’s body had a hole in the neck and the fishing net was strung over his shoulder, while the older Charandradeo had his fish-

ing net in his hand.

It is alleged that the men, while on their fishing trip, stumbled upon “Lieman” and his crew who were allegedly stealing diesel fuel in the said field.

It was reported that Jairam, who was armed with his father’s firearm, fired two shots in the air and the fishermen ran towards the dam and fell. Jairam then shot the victims to their heads at point blank range.

When arrested, Jairam told police that he killed the men to get rid of the evidence. “Meh na been want leff no evidence so I shoot them,” Jairam had said in his caution statement to the policeman.

IADC Director visits GDF in collaborative partnership

C H I E F - O F - S TA F F Brigadier Godfrey Bess and other members of the Guyana Defence Force’s leadership, on Tuesday, hosted Director of the Inter- American Defence College (IACD), Major General James Taylor, for a collaborative discussion at the Officers’ Club, Base Camp Ayanganna.

Major General Taylor was accompanied by his Executive Director, Major Greg Carter.

The IADC is an international educational institution operating as an element of the Organisation of American States (OAS) through the InterAmerican Defence Board.

It provides a professionally oriented, multidisciplinary, graduatelevel course of study for senior military officers as well as government officials. Several past and serving officers of the GDF have completed training at the college.

The college is located

in Washington DC, USA and its training is open to countries of this hemisphere.

Brigadier Bess, in brief remarks, welcomed Major General Taylor and thanked him for visiting the GDF as well as for his passion to collaborate.

The two officials had met last year and during preliminary talks, examined possibilities for training and continued partnership.

Brigadier Bess emphasised that the complex security landscape called for countries like Guyana to rely on the support of partner nations.

Major General Taylor, in remarks, said he was elated to finally come to Guyana, a country which he said he has always longed to visit.

He indicated his intent to work with the GDF in training and building capacity in the Officer Corps. He pointed out that the IADC essentially seeks to educate leaders to

solve complex problems.

Touching on the many complex security issues facing countries, he noted that in order for them to be fixed, countries must recognise their complexity, address them as they exist in each country and work together in order to do so.

As such, he said, the Guyana perspective is necessary so as to ensure that the hemisphere stays a safe environment, where democracy can thrive and prosperity can flourish.

During the formal but interactive meeting, the senior officers explored several pertinent issues in military training, particularly with regard to improving capacity at the senior officer level.

Prime Minister, Brigadier (ret’d) Mark Phillips is among a number of officers who completed studies at the IADC. Colonel Ronald Hercules is currently at the college undergoing training.

Motor vehicle registration series ‘PAC’ to ‘hit the streets’ soon

THE Guyana Revenue Authority’s (GRA) Licence Revenue Office will soon commence the registration of motor vehicles in the “PAC” series, as the “PAB” series comes to an end.

The current “PAB” series began on June 23, 2021, and with less than 180 motor vehicle registration numbers

remaining, this will be the first series completed in just over seven months.

The “ZZ” series was completed a few days shy of 10 months. The registration series that lasted the longest is the HH Series, which commenced in June 2000 and ended in September 2003.

The current trends indicate that more vehicles are being bought and registered over an increasingly short period of time.

The GRA is reminding the public that registration of new motor vehicles is currently being facilitated at the GRA’s Railway Embankment location. Payment of the registration fee, physical examination of motor vehicles, and change of motor vehicle registrations are also being facilitated at this location.

Budget 2022 ‘a landmark for building Guyana’s future’ - says Gov’t MP Williams

By Naomi Parris AS the budget debate continued on Wednesday, government Member of Parliament, Lee Gendre Williams, stood before the National Assembly and defended the $552.9 billion National Budget.

In rebutting comments made by several A Partnership for National Unity+Alliance for Change (APNU+AFC) members in their presentations, he emphasised that Budget 2022, which was presented under the theme, ‘Steadfast Against All Challenges, Resolute in Building Our One Guyana’ is a “a landmark for building Guyana’s future.”

Williams posited that the People’s Progressive Party/ Civic (PPP/C) Government has presented a budget that will achieve the goals that are outlined in its manifesto.

“The People’s Progressive Party/Civic is for all Guyanese, one Guyana. Re-

gardless of your gender, religion, ethnicity and affiliation, we are [a] one Guyana government,” he said.

Williams, in responding to the criticism coming from the opposition members, stated that the PPP/C government has already delivered on several of its manifesto promises. She referenced the increase of the school children’s cash grant and uniform allowances and old age pension since government took office.

“We the PPP/C in 2020 restored [the] school children cash grant to [15,000] per child and $4,000 [for] uniform allowance to school children and extended it to private school children. And because we care, we have increased the school children cash grant in 2022 to 25, 000 and $5,000 [for] uniform allowance and so Mr. Speaker, 30,000 per child will go directly into pockets for all Guyanese children.”

Williams stated that

“Opposition members on the other side are so concerned about the pensioners but Mr. Speaker less we forget that the same APNU+AFC government who is now trying to show concern increased pension for the elderly by $1,000 in

He reminded the House that the PPP/C regime increased the old age pension to $25,000 and in 2022 it will be $28,000.

“We have already delivered to Guyanese, commitments within a short 18 months…and because we care, we will do more as stated in our 2020 to 2025 plans,” Williams added.

Alleged attempt to escape police ends in death of young couple AN alleged attempt to evade the police has resulted in the death of a young couple, who lost their lives after the motor car they were travelling in collided with a canter truck.

Reports are that the driver of the motor car PNN 8852, 21-year-old Christopher Bhagwandat of Mon Repos, East Coast Demerara (ECD), and his girlfriend, 16-yearold Sheereda Persaud of Bath, West Coast Berbice, were attempting to flee the police, who initially stopped them for a routine inspection, on Wednesday.

The Guyana Chronicle understands that Bhagwandat had travelled to Bath to pick up his girlfriend and return home to celebrate his mother’s birth anniversary.

While travelling back to Mon Repos, the couple encountered a routine police road block at Perseverance, ECD. Reports are that Bhagwandat, who would have celebrated his 22nd birth anniversary later this month, initially complied with the police but sped away after being asked to present his driver’s licence.

The Mahaicony Police Station was alerted of the incident and three officers quickly joined a patrol van PAB 3143 and gave chase.

In the vicinity of the Mahaica Bridge, the motor car collided with the canter truck, which was travelling in the opposite direction, and the police vehicle crashed into the car immediately after.

As a result of the impact, the truck toppled onto another car.

Added to the fatalities, three law enforcement ranks, including a female officer, were injured. The occupants

Omesh Persaud, 46, of Leguan, Region Three, was the driver of the canter truck.

Opposition Member of Parliament, Coretta McDonald BENEFITS FOR ALL Reiterating that Budget 2022 caters for all Guyanese, MP Williams stated that the budget makes way for the further development of all Guyanese, especially those who were forgotten by the APNU+AFC. He noted that the hinterland communities have seen and will continue to benefit from major projects which will better the lives of residents.

“I want to inform the house that Amerindians development is on the move in all Amerindian villages; presidential grants have been increased by the PPP/C government.”

He noted that the sum of $999.4 million has been budgeted for the supply of water systems for several hinterland communities. He noted that several communities have already benefitted and more hinterland communities can look forward to having water supply in 2022.

“As we know, water is life. In our manifesto, the PPP/C government has planned access and [to] enhance quality water systems in the hinterland. Mr. Speaker as I speak now, Kamarang and Jawalla now enjoy the flow of water in their yard under the PPP/C government,” he said adding: “In 2022, $999.4 million is budgeted for the hinterland water supply programme which will make provision for the water supply system to be installed at Wowetta, Phillipai and Isseneru.”

MP Williams also highlighted that the 2022 budget will see works being done on

several hinterland airstrips that were abandoned by the previous government.

“Air transportation is very critical in the hinterland villages especially Regions Seven and Eight where they rely on air transport for their food and medical supplies… and so as I speak, there are food items and medical supplies lying at the airport but cannot be transported due to the airstrip condition,” Williams lamented.

Further, he said: “Mr. speaker these airstrips were reported to the then Honourable Patterson as [the] subject minister but he failed to improve those airstrips. Mr. Speaker, today I want to commend the Ministry of Public Works for allocating $600M for airstrips in the hinterland communities that will improve the lives of Amerindian communities.”

Meanwhile, opposition MP Coretta McDonald, in her presentation, claimed that the budget was an “antipoor” budget that does not cater for the lower workingclass people of the country.

McDonald stated that the budget which many had hoped would aim to help the Guyanese people, was not what was presented to the National Assembly.

McDonald continuously argued that the budget was not people-centred.

However, in responding to her claim and that of several other opposition MPs, Williams reiterated that the PPP/C government was doing and will continue to do more for the people of Guyana.

Nicolette Henry ‘walks out’, Aubrey Norton prepares to ‘step in’

OPPOSITION Member of Parliament (MP), Dr. Nicolette Henry, on Wednesday, announced her exit from the National Assembly. Her removal makes way for Leader of the People’s National Congress Reform, Aubrey Norton, to take up a seat in Parliament and ultimately become Leader of the Opposition (LoO).

It was at the end of delivering her contribution to the 2022 budget debate, a ‘choked-up’ Dr. Henry asked to express gratitude to individuals who supported her during her time in the National Assembly.

“Allow me to place on record a few thank you(s) in light that this is my final budget presentation in

this Honourable House,” she stated She went on to say: “I am forever grateful to the people of this country who afforded me the opportunity to serve them, with professionalism, dignity and accountability.”

During her address, she thanked former President, David Granger; former Opposition Leader, Joseph Harmon and AFC Leader, Khemraj Ramjattan for their “unwaverig support” during her time in the House.

However, Henry appeared to have brokered a deal to at least be allowed to give her last presentation before resigning, and ended up returning to her seat when the sitting resumed. Nadir announced that she would be speaking after all.

It was since last Sunday that a source within the PNC/R party, had shared that Norton would be meeting with the opposition MPs to see who

would be willing to resign voluntarily, so as to avoid having to forcibly remove someone.

A reshuffling of the makeup of the parliamentary opposition had been imminent for some time now, since the PNC/R had made it clear, weeks ago, that it would be lobbying for Norton to become the LoO, after Norton became leader of PNC/R in the December elections.

Moving towards that aim, Harmon resigned at LoO last month while also resigning as GeneralSecretary of the APNU. Granger resigned as the Leader of the APNU, and Norton took up that post. Norton is expected to be sworn in shortly.

The jury, after deliberating for almost two hours, found Robinson not guilty.

POLICE are investigating the circumstances surrounding the death of a 19-year-old miner, Renaldo Rampersaud, who lost his life on Monday, when the boat he was travelling in purportedly sank after it started to take in water.

According to police reports, the incident occurred around 16:00 hours between Luw Luw Island Point and Banana Landing, Middle Mazaruni.

In outlining the specific details of the incident, the police said Rampersaud and another male, who both worked on a dredge at Cashew Creek Backdam, left the backdam around 15:00 hours in a woodskin boat (canoe) and went to Banana landing, where they purchased

some items from a shop.

Police said while the men were paddling the canoe on their way back, in the vicinity of Luw Luw Island Point, it began taking in water and subsequently sank.

R a m p e r s a u d ’s c o l league managed to swim to shore, but he reportedly went under and never resurfaced.

A search party was launched and at about 16:50 hours, the body of Renaldo was recovered by his brother Joshua Williams within the same area he went under.

The body is currently awaiting transportation to Bartica then to Georgetown for autopsy, as investigations continue.

Rehab needed for some persons with ‘Long COVID’ – Minister Anthony

KNOWLEDGE about ‘Long COVID’, the phenomenon experienced by some recovered COVID-19 patients, is growing with more research on the subject, but what is clear at this point, according to Health Minister Dr Frank Anthony, is that rehabilitation would be necessary for some of these patients.

The COVID-19 virus can affect any part of the body, but the most common symptoms have been linked to nose, throat, and lungs, Dr Anthony said during his daily COVID-19 update on Wednesday last.

“Most people are aware of COVID pneumonia, and that’s what a lot of people were having especially when we had the Delta Variant circulating.”

COVID pneumonia would prevent you from breathing properly, and that’s why we had to put a lot of people on ventilators,” Dr Anthony explained.

He said there were some hospitalised patients with complications which lead to shock ultimately resulting in the deaths of those patients.

Explaining that COVID is not only limited to the

parts of the body that support breathing, Dr Anthony said the virus can also affect kidney functions.

“We would have seen persons who have recovered from COVID, they have some form of kidney damage,” the country’s top health official noted.

He said with persons experiencing after-effects of the virus, they “would have recovered from COVID would have to go through a period of rehabilitation to make sure that they can breathe properly and that they can walk distances, climb up steps without panting and blowing. So, this would take some time to recover.”

The COVID-19 virus first emerged in late 2019 but was first recorded in Guyana by the end of the first quarter of 2020.

Since then, researchers around the world have worked aggressively to learning more about the virus, while also building a vaccine that could reduce the effects of the virus on the population which has led to the death of millions of persons globally.

Dr Anthony said that with ‘Long COVID’, some persons have presented with

heart problems, which is being monitored by health authorities.

The virus has also accelerated the progression of diabetes in some persons who were pre-diabetic before contracting the virus, Dr Anthony added, noting that these things must be monitored.

Turning attention to the brain, the Health Minister said some recovered persons have complained of temporary loss of memory and “brain fogs” which could commonly be seen as a person who loses their train-ofthought mid-sentence.

“That is generally caused by inflammation in the brain and because of that inflammation, these types of symptoms would appear… We have to monitor and make sure that we treat these conditions,” Dr Anthony indicated.

The Health Minister has long touted the establishment of a special unit at the Georgetown Public Hospital Corporation (GPHC) which investigates and treats persons with ‘Long COVID’.

GPHC to support the work of understanding ‘Long COVID’, according to the Health Minister. Patients would be treated by any member of the team based on the specific symptoms they present.

COVID-19 vaccination numbers continue to rise, as 424,702 persons have received the first dose of one of the available vaccines, according to Dr Anthony’s figures, which represents 82.8 per cent of the adult population. He said 314,960 of those persons have received their second dose, representing approximately

61.4 per cent of the adult population.

Additionally, 32,703 adolescents between the ages 12 to 17 have received their first dose of the COVID vaccine, with 23,000 of those adolescents receiving their second dose.

With the health authorities already administering COVID-19 booster shots across Guyana, the number of booster shot recipients has climbed to 40,220 since the commencement of the programme late last year.

CDB projects 9.1 per cent regional economic growth this year

THE Caribbean Development Bank (CDB) is projecting gross domestic product (GDP) growth of 9.1 per cent across its 19 Borrowing Member Countries (BMCs) in 2022, accelerating the region’s economic recovery which started in 2021.

This favourable outlook is anchored by an expected surge in the GDP of commodity-exporting economies

by an estimated 17.5 per cent on account of strong growth in Guyana (47.5 per cent), emanating from increased oil and gas production, and a resurgence in energy production in Trinidad and Tobago as supply-side constraints are alleviated. Higher international prices for crude oil should translate into revenue windfall.

Service-exporting BMCs are forecasted to gain momentum, growing at an average rate of 4.8 per cent, reflecting the continued inflow of international visitors. It is anticipated that this rebound is likely to strengthen during 2022 as restrictions ease, on account of strengthened protective health measures.

However, the return of

international passenger arrivals will depend on the acceleration of vaccination rates; effective management of the pandemic without resorting to full and lengthy lockdowns; and continued confidence in protocols established for safe travel to the region.

“A key lesson from the impact of the pandemic is that those countries entering the pandemic on a strong macro-fiscal footing fared better in weathering the headwinds. As such, countries are redoubling efforts to achieve debt sustainability despite extant challenges.

“Many countries are implementing programmes to achieve sustainability with support from the international

financial institution community, including from CDB. Others are doing so outside of supported programmes but have established explicit fiscal anchors to function as platforms for macroeconomic policy frameworks,” CDB Director of Economics, Ian Durant, said at the Bank’s annual news conference held virtually on Tuesday.

The growth predicted for 2022, is also underpinned by expectations of accelerated implementation of several large infrastructure projects across the region.

“Despite being a challenging year for the region, 2021 witnessed the continuation of a nascent regional recovery that began in the latter part of 2020,” the CDB Director of Economics highlighted, adding: “The combination of easing of border controls and internal lockdown measures and the continued implementation of fiscal stimulus programmes in some BMCs helped regional economies in recovering some of the lost ground in economic activity.”

In 2021, service-exporting economies expanded by 3.2 per cent, which was due to a rebound in two sectors, hotels and restaurants, and

wholesale and retail trade, buoyed by an almost 10 per cent increase in tourist arrivals between January and September, compared with the same period in 2020.

Belize recorded growth of 10.9 per cent while Saint Lucia’s economy grew by 6.8 per cent. The economies of Grenada, and Antigua and Barbuda advanced by 4.8 per cent and 4.7 per cent respectively while the Bahamas gained 3.1 per cent and Barbados grew by 1.4 per cent.

Among commodity-exporting countries, the average growth rate of 2.7 per cent was driven by Guyana (19.9 per cent), reflecting an increase in crude oil production, along with growth in the non-oil segment.

Conversely, GDP in Trinidad and Tobago contracted by 2.9 per cent, due to lower natural gas production with effects on downstream industries, along with mandated closures in the service sector. Similarly, in Suriname GDP declined by 3.5 per cent, as the ongoing fiscal, economic and health crisis continued to weigh heavily on economic growth.

After a sharp rise in regional debt-to-GDP in 2020

by 17.7 percentage points, largely because of the unparalleled contraction in regional GDP and to a lesser extent increased borrowing to respond to the COVID-19 crisis, average debt-to-GDP fell by 2.0 percentage points to 80.5 per cent in 2021.

Durant related that the impact of the pandemic exposed the structural weaknesses that have caused the region’s acute vulnerability to global economic shocks.

Consequently, while the pandemic had an impact globally, there is no doubt that the high level of export concentration, which is a direct result of the structural weaknesses in the region, amplified the impact of the pandemic across the Caribbean.

Stressing that recovery efforts need to be consistent with the longer-term repositioning of the region’s economies, the CDB Director of Economics said this was necessary to reduce these vulnerabilities.

‘Spin and Kill’ freed from murder charge due to insufficient evidence

TRAVIS Archer, called ‘Spin and Kill’, who was on trial for the 2017 murder of Sophia resident, Jamal Munroe, was, on Wednesday, freed after Justice Simone Morris-Ramlall upheld a no-case submission made by his attorney, Latchmie Rahamat.

Archer was on trial at the Demerara High Court for the capital offence which alleged that, between November 3 and 4, 2017, at ‘Black-andWhite Bridge’, in ‘C’ Field, Sophia, East Coast Demerara, he murdered Munroe.

He had pleaded not guilty to the charge.

After state prosecutor Lisa Cave closed her case, Archer’s attorney, Latchmie Rahamat made a no-case submission, calling for the indictment to be dismissed on the grounds of insufficient evidence.

As such, the judge upheld the submission and stated

that the state had failed to establish a prima facie case against Archer for the offence of murder.

She then ordered the jury to return a formal verdict of not guilty.

Munroe, 24, reportedly died while receiving medical attention at the Georgetown

Public Hospital Corporation (GPHC) for injuries consistent with the gunshot wounds.

It is alleged that he was shot by a lone gunman, with whom he had a conflict. Archer was charged days after the incident and had spent the last four years on remand.

Shabazz impressed with ECDCB Names young Golden Jaguars at Under-15 Squad for Tri-Nation 'friendly' DCB Inter-Association

GUYANA went down 1 – 2 to Suriname on Tuesday evening in the neighbouring country’s capital of Paramaribo, where the Jamaal Shabazz-coached side had gone to compete in a Tri-nation series that also involved Barbados.

It was Shabazz’s first defeat since returning to the helm of the Senior Men’s National team and the start of Guyana’s preparation for this season’s CONCACAF Nations League in June.

Playing against each other for the first time since 2016, Suriname grabbed their 15th win over Guyana in a rivalry that dates back to their first meeting in 1976.

The home side, coming off a 1 – 0 win over Barbados in their opening match, registered their lead in the 13th minute of their contest against Guyana via a Jamilhio Fitgers goal.

Despite several good runs by both sides, the first-half ended with Suriname having a one-goal cushion heading into the second stanza.

Suriname would go ahead in the 52nd minute when Fitgers connected from inside the 18, beating Guyana’s Sese Norville in goal.

Shabazz is no stranger to the rivalry between Guyana and Suriname, having served as Head Coach during some of the Golden Jaguars most successful years as a footballing nation.

However, this time around, Shabazz restructured the outlook of the Golden Jaguars and played a side against Suriname that featured some players making their international debut and several of Guyana’s most talented young players “I thought we played against a well-organised, good tactical Suriname team, but we showed good energy and good skill on the wing... our kids are growing up.

They’re still babies. At times they rocked the Suriname defence, so I can only imagine what will happen as they grow up,” Shabazz said after the game.

With the CONCACAF Nations League on the horizon, Coach Shabazz pointed out that the Golden Jaguars will be engaged in several international friendlies until the right composition is figured-out ahead of the confederation’s tournament.

“We had two players who we wanted to see from North America. We’re building the squad in phases, so we’re using the local-based players and in March, we’re going to use the UK-based. But now, given COVID-19 and everything, we have to build from home,” The Trinidadian added.

Having first taken charge of the Golden Jaguars in 2005, the 57-year-old Trinidad and Tobago native will make his fourth stop as the Golden Jaguars Head Coach, after also serving in 2011 – 2012 and 2015 – 2016.

Shabazz departed in 2016 following a heart-breaking 4 – 2 defeat to the Reggae Boyz at the National Track and Field Centre in the 2016 Caribbean Cup Qualifiers, where the Jamaicans came from being down 2 – 0 at halftime to win.

Since then, the Golden Jaguars were led by Shabazz’s assistant, Wayne Dover, former Jamaica International Michael Johnson and recently, Brazilian Marcio Maximo.

Guyana will be placed in League B of the CONCACAF tournament and will play alongside the likes of Barbados, Trinidad and Tobago, Bermuda and French Guiana.

The second edition of the CONCACAF Nations League is set to start in June, with matches also being played in the September 2022 and March 2023 FIFA match windows.

Matthews rises to 11th in ODI rankings

(CMC) West Indies all-rounder Hayley Matthews’ exploits with the ball in the ongoing four match-series against South Africa has moved her to the fringes of the top 10 bowlers in the MRF Tyres ICC Women’s ODI Player Rankings.

The off-spinner moved up four places to 11th with a rating of 587, the highest of her career thus far, on the back of strong performances in the first two matches at the New Wanderers Sta-

dium here, according to the latest weekly rankings update from the ICC on Tuesday.

CWI pays tribute to McMorris CRICKET West Indies (CWI) today paid tribute to Easton McMorris, who passed away on Tuesday.

The former Jamaica captain and West Indies batter was 86.

McMorris made his Test debut for West Indies against Pakistan at Queen's Park Oval in 1958 in a team alongside Sir Everton Weekes, Sir Garry Sobers and Sir Conrad Hunte.

He played 13 Test match-

es and scored one century – 125 against India at Sabina Park in 1962.

CWI president Ricky Skerritt said: “I had the privilege to engage with Mr McMorris on a few occasions over the years. I found him to be an encouraging and selfless gentleman. On behalf of CWI, I want to send condolences to his family and the entire cricket fraternity in Jamaica. Easton was a true stalwart of the game and

contributed significantly at all levels, on and off the field.

“He was a leader at the Lucas Cricket Club, carrying on the legacy established by the great George Headley.

After retirement from playing, he gave yeoman service as a board member of the Jamaica Cricket Association and manager of the Jamaica cricket team.”

McMorris was an outstanding captain for Jamaica, including winning the much

coveted Shell Shield, and he was a steady performer for West Indies in Test cricket.

As a captain, McMorris led from the front.

He was an astute thinker of the game, a shrewd tactician and was respected by his teammates and opponents.

He was a very determined batter, who valued his wicket.

The region has lost a true and life-long servant of the game.

GABF to host FIBA/WABC Coaching programme February 15 – 16 THE World Association of Basketball Coaches (WABC) coaching instructor, Nelson Isley, through the Guyana Amateur Basketball Federation (GABF), is to conduct the FIBA-implemented “Start Coaching” programme for grassroots coaches and conduct a Level 1 Coaches Assessment Clinic for more advanced coaches.

The February 15 – 16 clinic will comprise grassroots coaching activities from the newly published Handbook which includes a coach workbook, activities book, practice plans and a facilitator handbook to support national Federations to promote and grow coaches at the grassroot level, including ex-players, new coaches, parents and physical education

(PE) teachers.

According to General Secretary of the Guyana Amateur Basketball Federation (GABF), Patrick Haynes, the International Basketball Federation (FIBA) was lobbied to get Isley to bounce off the coaching programme in Guyana as part of the Federation’s strategic goals to promote basketball coaching at the grassroots level.

“This is the key to making our sport stronger, more popular and enjoyable for all,” Haynes said.

He added that the programme is designed to give coaches starting in coaching practical tips on “how to make learning basketball fun and how to keep players active and engaged.

In reply, Australia were bowled out for 194 in 41.5 overs and will now face Afghanistan in the third-place playoff match.

Dhull opted to bat first but India copped two early blows losing both their openers Angkrish Raghuvanshi and Harnoor Singh inside eight overs. Dhull and Rasheed began the repair job and steadily began asserting themselves.

Dhull went on to become the third ever India captain to record a century at an U19 world cup and scored run-a-ball 110, an innings that featured 10 fours and a six. Rasheed though missed out on his own century

as he was caught on 94 after having struck eight fours and a six.

Together, Dhull and Rasheed added 204 runs for the third wicket.

India went ballistic in the final 10 overs as they added 108 runs in them including 27 runs from the final over to post a challenging target.

Australia were pinged early when Ravi Kumar trapped opener Teague Wyllie lbw on one in the second over of their chase.

However, Corey Miller and Campbell Kellaway led the recovery with a 68-run stand for the second wicket to bring the innings back on track.

However, once the spinners were introduced, India firmly took control of the contest with regular blows. Only Lachlan Shaw survived the carnage, hitting a fighting half-century - 51 off 66 - as Vicky Ostwal-led Indian spin attack ran through their line-up.

Ostwal took three wickets while Nishant Sindhu and Ravi Kumar chipped in with two wickets each. Raghuvanshi and Kaushal Tambe picked a wicket each.
