‘Small man’ feeling the good life –– laud government’s targetted budget measures for housing sector

making housing affordable for more Guyanese by introducing another host of measures that will directly

impact the cost of construction and making owning a home much easier.

The new measures were revealed on Friday by Senior Minister with Responsibility for Finance, Dr. Ashni Singh, in his budget presentation before the National Assembly on Friday.

The move is expected to benefit the entire construc-

tion sector and will see the cost of building being more affordable for all. Those in the construction industry are praising the measure.

“That would be very good for me. As it is right now, the price for everything raise so it’s very costly on the small man. So at the moment if they can zero rate those materials, or construction materials on the whole it would benefit everybody, especially the small man that doing construction right now,” commented Kurt Lindo, a building contractor.

In addition to being a building contractor, Lindo is also in the process of building his own home, so while the reduction will help him to provide cheaper services to his customers it also means he is able to do more on his own home.

“It would be a great blessing for me. Right now TCL cement is $1,800, I used to buy TCL for $1,500. So now if the price drops, if I’m going to buy five cement, instead I could buy an extra one or two to do something else with on my home. So that would be a real blessing,” he related.

Suresh Jagmohan, owner of the S Jagmohan Hardware Supplies and Construction Services, sees this as a big move that he says will trickle down through the system and impact everyone as the price of construction decreases.

“Definitely, it’s a very good initiative at the moment. It’s going to be a relief for the entire country, bringing down the cost for consumers,” Jagmohan shared.

He noted that measures such as these will also go a far way in encouraging him to expand his business.

“For me, this means that I would not hold back on any new construction.

It would also help directly with our banking fees and so on, especially with our overdraft. If we are doing purchasing and our prices increases, that can limit your spending, so when we have a lower price you spend less from your overdraft and you pay less interest,” he related.

MUCH-NEEDED RELIEF Jagmohan noted that shipping costs had increased in December, which had put some strain on the business, and as

“The prices rise mainly because of the shipping cost and we were having a lot of impact with that, because the shipping cost went up actually double from December to present. So reducing the taxes bring down the price back to make it affordable to the consumer. So now it will be close to what we were paying before,” he explained.

These new measures are added on top of several measures that were already introduced in the 2020 budget, which included the removal of VAT on several categories of building materials.

“The ones this year is straight forward. These are specific in terms of what will be zero-rated, and these are big imports that we use a lot in the housing industry. Last year measures spoke to the steel structures and the PVC ceiling, and now stone and other things are covered, so it’s an opening up and widening the bracket of materials covered,” Housing and Water Minister, Colin Croal, said in an invited comment.

He explained that the move will mean more disposable income for persons while they are building.

“It’s making more resources available and giving persons more options when building. These are major input in construction, and when we have a reduction in this it goes back to the person who wants to construct,” he noted.

Contract for Leguan Stelling terminated –– efforts to recover monies to be pursued

AFTER two years of delays, the Ministry of Public Works has moved to terminate the services of S. Maraj Contracting Services, the company contracted to rehabilitate the Leguan Stelling.

In a statement to the media on Friday, subject minister, Juan Edghill, said that a thorough review of the project has determined that the company is “incapable, unable, and does not possess the wherewithal to successfully execute this project valued at $413,259,260.”

Since the contract was signed on September 20, 2018, under the previous administration, the contractor received payments totaling $199,435,000, which is almost 50 per cent of the overall contract sum. “[This] is outside of normal procurement practices and a breach of the Fiscal Management Accountability Act that can be best described as a corrupt transaction,” the minister noted, adding that actual works and materials on site are estimated at just about $100 million.

“A contract that should have been completed in six months, signed on Septem-

ber 20, 2018 received an advance payment on September 26, 2018 but the contractor only received his order to commence works on December 6, 2018,” Edghill lamented.

He further decried the fact that the Contractor was in possession of “tens of millions of tax payers’ dollars” for almost three months before he was required to begin work.

“This contract was expected to be completed by June 7, 2019. It is now 20 months beyond the completion date. By April 19, 2019, the advance payment bond as well as the performance bonds had expired,” the minister noted.

He said that by October 30, 2019, the contractor, having received the contract to build the stelling, used the argument of a faulty bill of quantities and earned himself an additional $20,650,000 for the supply and delivery of piles for the same Leguan stelling.

“It is inconceivable that a contract for the building of a stelling will not include the piles, one of the most important components for the construction of the stelling,”

Edghill posited.

He noted, too that the Auditor General has informed that at the time of the audit, the contractor was paid for measured works but there was no measured works break down were attached to the payment certificates.

Additionally, the Public Works Minister complained that variations and change of scope of works could not have been measured and quantified since no documents were available and submitted. “It was clear that there was poor contract administration and oversight.

The Auditor General has indicated that payments made in some instances were in breach of the Fiscal and Management Accountability Act,” Edghill emphasised.

He said that prior to contract termination, the contractor was engaged on four separate occasions. “I have therefore ordered that in keeping with the contractual terms that this contract be immediately terminated and any adverse consequences resulting from this must be placed squarely at the feet of the David Granger APNU+AFC administration

Singh pointed to the fact that sugar estates usually have three critical functions – to plant and maintain healthy cane stalks, to ensure that the harvested cane gets to the factory in a timely manner, and the efficient processing of the cane, at the factory level.

He noted that one of GuySuCo’s biggest downfalls has been the failure to get the sugarcane from the fields to the factory in a timely manner. He explained that once the cane stalks are left beyond 48 hours, the product

loses much of its viability. With the operation of a punt dumper, each punt of harvested sugarcane will be transported to the factory in a more efficient and timely manner.

In the coming weeks, cane harvesters and machines will be dispatched across the estate to harvest 3,900 hectares of land. Albion Estate, one of the three estates that survived the previous administration’s closures, is the largest sugar-producing entity in the country, and, from all indications, this is expected to continue in the near term, as the output from the 3,900 hectares of land is anticipated to be 261,000 tonnes of cane.

A notice from the Ministry of Public Works indicated that the ferry will operate every Sunday, Wednesday, and Friday until further notice.

Diplomat residents in Guyana and in Suriname will be facilitated upon request through the Ministry of Foreign Affairs of both countries. More importantly, every passenger who wishes to travel must produce a negative Polymerase Chain Reaction Test (PCR test) to confirm that they do not have the novelcorona virus. The test must be taken within 72 hours of travel.

Edghill said that he regrets this abhorrent waste of tax payers’ money, and that the Attorney- General would be engaged to ensure the recovery of every dollar.

GuySuCo to construct $400M punt dumper THE Guyana Sugar Corporation (GuySuCo) has big plans for how it intends to spend the $6 billion it was allocated over the past five months.

One of the big ticket items on GuySuCo’s agenda includes the construction of a $400 million punt dumper for the Albion Estate.

This was disclosed by the Corporation’s Chief Executive Officer, Sasenarine Singh, during a press conference hosted at the Albion Estate on Friday. Singh told reporters that given GuySuCo’s delicate financial status, projects and spending are being prioritised and executed in a cost effective manner.

The Moleson Creek crossing was slated to be reopened on December 12, 2020, following its closure in March 2020, owing to the emergence of the novel coronavirus that had quickly developed into a pandemic.

But even with the reopening of Guyana’s major airports and borders, the resumption of the Guyana-Suriname ferry service was stalled after it was reported that a number of Cuban refugees had been camping out at the Suriname end of the border, waiting to travel to Guyana. It is believed that the Cubans had intended to use Guyana as a trans-shipment point to the United States of America. That matter is still being addressed.

For years, the Guyana-Suriname ferry service served as a critical and legal link between the two countries, mutually improving economic and cultural relations. Without the ferry service, scores of persons in Suriname and Guyana usually resort to the alternative “backtrack” routes.

Only recently, three Guyanese met their demise while attempting to return to home via the backtrack route. Reports are that the three were dropped off in waist-high waters and left in the dark of the night to maneuver their way to land, which was nowhere in sight. The trio eventually drowned. The bodies of two of the victims were subsequently recovered.

A taxi driver and two fishermen in Suriname have since been taken into police custody, and investigations are continuing.

Beepat wants public apology, Mayor Narine says no

By Naomi Parris ONE day after it was reported that the Giftland Mall was not indebted in taxes to the Georgetown Mayor and City Council,

the mall’s proprietor, Roy Beepat is insisting that an apology be issued by Mayor Ubraj Narine or else legal action will be taken against him.

Beepat, during a press

conference on Friday at the Giftland Mall, stated that, given the remarks made by the City Mayor during the ‘contentious tax issue’, his company had come under severe public scrutiny and had suffered losses.

“Giftland has been terribly wronged by the Mayor and all his public utterances,” he said, adding that “Giftland has been singled out to this treatment and myself, and as a result, the company has had tremendous losses, with damage to our reputation, public confidence as well as being looked at as tax cheats.”

Given the extent of his losses, Beepat said that he

is requesting an apology to be made by the Mayor in person by Monday, February 22 and if he fails to do so, he will take court action and sue the Mayor in his personal capacity for $200 million for defamation of character.

Speaking directly to the Mayor, he said, “We are saying to the Mayor you need to come down and we are giving him up until 2 o’clock on Monday and if he is not here by 2 o’clock on Monday with a full apology to the Giftland Group, and to me personally, I will sue him personally… and I will sue him for $200 million dollars for the damage which he has done to me

and my company because what he did was personal.”

Beepat also noted that he is still interested in working with the Council.

“Giftland is a very serious corporate, responsible entity so therefore we will be reaching out to the Mayor and City Council to see how we can put in place arrangements to have our taxes paid.”

After repeatedly insisting that it was owed over $100 million in taxes by Giftland Mall and dragged before the court, the Georgetown Mayor and City Council (M&CC) had an order requesting payment from the mall quashed

When contacted on Friday, Mayor Narine said that he has no intentions of apologising to Beepat since the Chief Justice has not yet made a ruling on the case.

Mayor Narine is also maintaining that the mall is in debt to the City and now has to do a reevaluation to determine how much is owed to the City.

“I am not the owner of the Mayor and City Council, I am acting upon my oath I took upon entering office and there is no ruling on this matter until the March 1st 2021,” he said adding: “What Mr. Beepat has to do according to the Chief Justice, he has to go now and do a reevalu-

Narine said until Beepat is able to produce receipts showing that he has paid taxes to the City Council then he will consider issuing an apology.

“If Mr. Beepat produce such a receipt that he paid the Mayor and City Council I will apologies to him, let him show that he paid the City Council from since his mall come in existence, let him show the public that and then the Mayor will apologise to him,” Mayor Narine said.

India’s vaccine diplomacy wins friends in Caribbean, draws global praise

INDIA is winning praise for making thousands of vaccine shots available to poorer nations even as several rich nations are being accused of hoarding supplies.

India is now supplying tens of thousands of free COVID-19 shots to Caribbean countries left behind by rich nations in the race to procure vaccines, according to a Bloomberg report.

The Indian Government has already “gifted” or sold millions of doses to neighbouring countries including Bangladesh, Ne-

pal, Sri Lanka, Myanmar, Seychelles and the Maldives. The Indian-made shots offer poorer countries an alternative to Chinese vaccines, which Beijing has been pushing across the region.

The External Affairs Ministry said it plans to supply vaccines — mostly free of charge — to 49 countries in Latin America, the Caribbean, Asia and Africa.

So far, India has distributed 22.9 million doses under its “Vaccine Friendship” programme out of which 64.7 lakh doses have

been supplied as a grant.

On Thursday, Dominican Republic Interior Minister, Raquel Pena, said that India had donated 30,000 doses to her country.

That’s on the heels of the 70,000 doses India donated to Dominica — enough to vaccinate the whole population — and 10,000 it provided to Barbados earlier this month.

India has also promised to gift 200,000 doses to UN peacekeepers around the world.

GLOBAL PRAISE India’s vaccine diplo-

macy has garnered widespread praise from international media as well as several global leaders.

“India has emerged the surprise leader of the global vaccine diplomacy race. It has exported three times more doses than it’s given its own citizens and can spare even more without hurting its own rollout”, Eric Bellman of Wall Street Journal said in a recent tweet.

The New York Times said in a report, “India, the unmatched vaccine manufacturing power, is giving away millions of doses to neighbours friendly and estranged”.

“It is trying to counter China, which has made doling out shots a central plank of its foreign relations. And the United Arab Emirates, drawing on its oil riches, is buying jabs on behalf of its allies,” NYT said in a report.

“India had stood by Bangladesh during the (1971) Liberation War, and today, when the pandemic is rattling the world, India again came with gifts of vaccines,” Bangladesh foreign minister had said after receiving the shipment from India.

Nepal’s Minister for Health and Population, Hridayesh Tripathi, had said that India has shown goodwill by providing the vaccine in grant.

Mohamed Nasheed, Maldives’ Speaker of People’s Majlis (Parliament), had thanked India for its “gift”, adding that New Delhi has always been Male’s first responder and dependable friend.

MADE-IN-INDIA JABS Last month, Prime Minister Narendra Modi announced that India is planning to make available many more COVID-19 vaccines to other countries.

“Today by sending vaccines to various countries... we are saving the lives of citizens in other countries also,” Modi had said in his address to the annual World Economic Forum in Davos.

“In the future we will have many more vaccines. India’s upcoming vaccines will help other countries to fight the pandemic.”

BILLIONS OF SHOTS Indian companies have promised to produce billions of COVID-19 shots this year alone.

The world’s biggest overall vaccine producer,

India has approved for emergency use Bharat Biotech’s COVID-19 vaccine developed with the state-run Indian Council of Medical Research, and Covishield, developed by Oxford University-AstraZeneca and produced locally by Serum Institute of India (SII).

About 60 per cent of global vaccine production comes from India, making it the largest producer of vaccines in the region.

The SII, the world’s biggest vaccine maker, is producing the AstraZeneca vaccine for low and middle-income countries and will soon start bulk-manufacturing the Novavax shot.

Irresponsible utterance

HOW could this country cultivate a public environment whereby people who step out to speak on national concerns exercise good sense, sombre-minded consideration for the full welfare of society, and make a reasonably conscious effort to be objective, responsible, and professional in sharing their opinion with the nation?

People who take on the role of public leadership, especially those positioning themselves as experts, need to be aware that their utterances on the national stage have multifaceted, far-reaching, and potentially damaging impact, that their words and choice of language could damage the public good and national progress.

A disturbing news story made the rounds in some sections of the national media and internationally on social media highlighting the strange, incomprehensible, outlandish remarks of Dr. Vincent Adams, the former Director of the Environmental Protection Agency (EPA), with headlines in two daily newspapers screaming a tantrum, concerning ExxonMobil’s operation, that were he head of the EPA today, he would move to temporarily shut down ExxonMobil’s work.

Dr. Adams served this country as head of the EPA, and therefore his comments take on a decidedly expert tone, and as a member of the Alliance For Change (AFC), he also speaks with a political overtone. Indeed, the AFC touts him as the country’s leading petroleum engineer, and hypes his career experience in the United States before returning to Guyana.

Given such an elevated perch in the oil

and gas sector, how responsible and sensible is the utterance of Dr. Adams?

Guyana is a small country now working its way out of decades of poverty and socioeconomic struggles, and found great favour with the oil and gas find, but lacked the capital and human resources and skills to develop these oil and gas fields and to convert them to national wealth. ExxonMobil came in, and started pumping massive amounts of financial capital into extracting the oil and gas from beneath the Atlantic Ocean, not a mean feat, not at all a small thing. Here is one of the world’s biggest multinational corporation, coming to this country whose economy generated a national budget then of less than US$1B, injecting enormous amount of capital and skills in building out the infrastructure to extract the oil and gas, oil platforms in the ocean to work from, and training thousands of Guyanese in the sector, many on the local front but several on overseas stints. ExxonMobil generated over the past year billions and billions of dollars of business across the local economy. Because of ExxonMobil, Guyana now sits atop a Natural Resources Fund of US$200 million.

One is not bowing to this multinational as a great saviour that showed up and made magic and therefore deserves to be left alone to do as it pleases. But any responsible Guyanese leader would be fully aware of the role ExxonMobil is playing in lifting this country to its potential.

In considering all factors, from every angle, is it responsible and good sense for a supposedly national leader of some expertise in the sector, with ties to a political

party, to come out on the public stage to call for ExxonMobil to halt operations?

How responsible is such a statement, to ask a company that has expended enormous amounts of financial and other resources to set up its operations, to shut down and lose productivity?

Of course, ExxonMobil must also exercise leadership responsibility in its operations, and whatever challenges it faces with machines or if there’s a mistake that could adversely affect the environment, surely the Guyana Government would be on top of the issue. The current leadership of the EPA would be the oversight body to make sure the oil and gas sector functions with full regard to taking care of the natural environment. Both the Government of Guyana and the EPA would not sit by idly and watch the oil and gas sector impact this society negatively. For any public person to suggest that the Guyana Government and the current leadership of the EPA are negligent in their oversight of the oil and gas sector, is a serious accusation, and seems pregnant with irresponsible assumptions.

This is not to say that this nation would not entertain critical analysis of the performance of ExxonMobil, the government, or the EPA, but such analysis must be based in fact, in a full conversation that involves every side of the issue, including government and the EPA, and must be conducted with responsible consideration for the national well-being. One cannot just throw out a conversation with harsh words and abrasive language that generate panic in the private sector, among foreign investors, and within the hearts of citizens.

For Dr. Adams to make such an outlandish comment, and find entertainment for it to be published and broadcast across local and international media, one supposes that this expert would have had to decide several frightening things in his own mind, being, one, that the Government of Guyana is negligent, lacks responsible oversight of the oil and gas sector, and is allowing this multinational corporation to operate with absolute freedom to do as it will, with no governance over its work, and two, that ExxonMobil itself is irresponsible and does not care how it affects the environment, and three, that his views embody the total wisdom of the issue at hand.

It is easy to exercise one’s political clout on the opposition front to scapegoat the government. It is quite another ball game to make these public comments against a multinational corporation that is working to develop this country’s new oil and gas sector, especially without seemingly considering that the Guyana Government is looking after the interests of citizens.

It seems that this public figure may have set out to scapegoat the government, which is his democratic right, but to irresponsibly make comments that could cause panic among foreign investors, that is not a way to care for this country’s development and progress.

Of course, the media houses that latched on to the comments and published and broadcast those words with such wanton zeal, also cannot be proud of themselves as guardians of the public good.

Recapturing the beauty of kitchen garden KITCHEN garden was a small plot of land created in the family yard for vegetable cultivation.

Produce from the garden was mainly used for home consumption. Kitchen gardens were mostly prevalent in countryside. Families would pool their physical and mental resources to produce food for their self-satisfaction. Historically kitchen gardens were embraced by almost every family. Especially by those whose earnings were insufficient to facilitate their basic needs. Kitchen gardens were also done competitively to exhibit family skills. The pride of every home was the kitchen garden. Notwithstanding the fact, the flower gardens were also prevalent. What was

interesting, all the excesses produced by the families were shared, bartered or sold to increase revenue for the families. Kitchen garden was grown in a traditional way i.e.it involved manual labour and fertilifation of plants were done by the application of pen manure. Pests were controlled in an organic way, by the use of neem leaves and other non-systemic control. Seeds and other planting materials were termed as creole or natural plants. The produce from the garden were more healthy since they were not genetically modified nor were there any chemical intervention to accelerate growth and production. There was a natural process of evolution since everything was compatible with nature. Kitchen garden

supported the social fabric of the family.

All members who were physically adequate were involved in gardening process. Kitchen gardens subscribed tremendously to village markets through production and employment. As kitchen garden became profitable gardens were expanded to commercial grounds. This enhance agriculture as a business thus creating employment for members of the communities. The Kitchen garden always produce a pleasant atmosphere and a conducive environment for all to dwell.

‘Smart classrooms’ were never set up, operationalised by Coalition Gov’t

MINISTRY of Education (MoE) Systems Development Coordinator, Godfrey Munroe, has said that the tendering for the remodeling of the necessary classrooms at the 11 schools which Cathy Hughes, a former minister in Coalition Government, said on Wednesday were installed and operationalised went out only late last year, as part of works under the 2020 budget.

So some [schools] are ongoing and some would’ve been completed by now,” Munroe related.

Munroe revealed that though the equipment was procured and remains in the possession of the NDMA. It was not handed over to the Ministry of Education or the schools since the requisite infrastructure was not in place.

As such, the smart classrooms at the schools were never operationalised.

“Part of the agreement is that the ministry was supposed to do the structural work to accommodate the equipment, and provide security,” Munroe explained in an interview with the Guyana Chronicle on Friday.

Munroe’s revelations bring clarity to recent claims

“We’ve completed now with furnishing New Amsterdam Multilateral, Skeldon Line Path, President’s College, Leonora, and as we speak e-gov is actually installing the equipment at these schools to ensure that these rooms become functional,” he stated.

At New Amsterdam Secondary, Headteacher, Vanessa Chisholm, confirmed that works had only recently begun on that school’s smart classroom, and on Thursday two flat screen monitors were installed while on Wednesday the fibre optic-cables were placed and other infrastructural works are ongoing.

BOOST “It’s a boost to any subject area in terms of the teaching/ learning experience, and our children would have access to so much information. It will benefit us in a lot of ways in our teaching/learning process and we can give support to other schools in other subject areas,” Chisholm said.

Works at the school is expected to be completed by next week, following which

REVOLUTIONARY Primarily the initiative is being touted as a revolutionary medium to bridge the differences in education delivery between the coastland and the hinterland. The project to set up the smart classrooms at the 11 schools would have been parcel to a US$37.6 million agreement signed in 2018 between Guyana and Chinese company, Huawei.

ry. Calls made on Friday to Henry for a comment proved futile. The Guyana Chronicle was also unable to contact Hughes for a follow up comment.

Hughes’ made her comments on Wednesday during her party’s press conference and was later posted by her on her social media page.

Hughes was at the time rebutting a statement by current Minister of Education, Priya Manickchand, who recently announced that the MoE has commissioned the second smart classroom in the public school system in the country, with the first being set up in 2014 at the North Ruimveldt Multilateral Secondary, and none being set up between 2015 – 2020 under the APNU+AFC Government.

Manickchand has since called on Hughes and other members of the APNU+AFC party to provide proof of any of the 11 smart classrooms which Hughes claims were created and operationalised between 2015 – July 2020.

Aside from the 11 classrooms, Hughes had also alleged that a smart classroom was set up at Kato Secondary in Region Eight.

Munroe also disclaimed knowledge of any smart classrooms that were previously set up in Regions One and Nine, under the MoE, while he noted that the Kato Secondary does not have a full smart classroom.

“Region Nine we are now putting in one at the St Ignatius School. At Kato Secondary there’s a smart board, and an IT lab there, but it’s not a smart classroom,” he told the Guyana Chronicle.

In addition to the smart classrooms being established at the 11 named schools, the ministry is also moving forward to add another 17 classrooms at varying schools, with work having already commenced on Santa Rosa, St Ignatius, Bygeval, Mahaicony, Parika Salem and West Demerara Secondary schools.

Floor It Guyana launches new showroom

A wholly Guyanese company, ‘Floor It Guyana’, has made an $11 million investment to expand its efforts in promoting the ‘made in Guyana’ brand by launching a new showroom which will display its line of authentic Guyanese products.

The new showroom, located at 249 Oronoque and Foreshaw Streets, Queenstown, Georgetown opened its doors on Friday and will see an additional seven persons gaining employment with the company.

Speaking at the ribbon-cutting ceremony on Friday, Chief Executive Officer of ‘Floor It Guyana’, Andre Cummings, explained that the birth of Floor It Guyana was in response to customer feedback and filling a gap in the local market.

Floor It Guyana falls under the umbrella of its parent company, ‘Cummings Wood Products’ which was established in 2008, and specialises in providing lumber locally and internationally.

He explained that a local customer would have purchased some lumber from ‘Cummings Wood Products’ and was unsatisfied with the quality; however, upon inspection of the lumber, the fault resided with the method the contractor used for installation.

“As I walked back to my vehicle, I felt empty. I felt

as though it turned purpose into pointlessness, because we got paid but the customer was not happy … right there and then I noticed a gap in the market and I said to myself Guyanese do not deserve this” Cummings told invitees at the ceremony.

Acting upon that thought, he made an investment to send his team to the United States to acquire training and certification in sub floor preparation, installation, sanding and finishing; an investment which was able to match the local standard with international quality and launch Floor It Guyana.

Responding to his customers for a second time Cummings, moved from providing kiln dried and hard wood flooring solely, to expanding the company’s portfolio to include kitchen cabinets, closets, doors and a wide range of other wooden products.

“But then we ended up with another roadblock, when we sold customers a beautiful door they had to go outside to source premium quality hardware so there again was another opportunity, so we started Hardware Solutions Depot,” he said.

Apart from tailoring his business to ensure his customers are 100 per cent satisfied, Cummings explained that while his company has international reach, it is 100 per cent Guyanese.

Cocaine in ornaments seized, one arrested ONE person has been arrested after anti-narcotics agents uncovered cocaine hidden in a box with ornaments, at a shipping company, on Thursday.

Acting on information, ranks of Customs Anti-Narcotics Unit (CANU) carried out searches on a box that was being shipped out of the country and discovered almost 300 grammes of cocaine in the false bottom of the box.

The box contained a local tourism booklet and multiple Guyanese-made craft pieces and ornaments.

Additionally, on Thursday, a 36-year-old labour-

er was sentenced to four years imprisonment and slapped with a $1.7M fine for smuggling cocaine in fudge, while his 46-yearold reputed wife was freed of the same charge.

Shaka Nunes and Vanica Williams appeared before the Chief Magistrate, Ann McLennan, at the Georgetown Magistrates’ Court where Nunes pleaded guilty and told the court that his wife was innocent.

The court heard that, on February 15, 2021, between Lot 31 Maxwell Ally, Christiansburg, Linden; DHL Express at Lot 34 ‘B’ Republic Avenue, Linden and DHL in Georgetown, they traf-

ficked 3,692 kilograms (8,139 lbs) of cocaine.

Following his guilty plea, prosecutor attached

to CANU withdrew the charge against Williams.

According to reports, on the day in question,

DHL received a suspicious package at its Georgetown location from Linden and summoned CANU ranks.

The ranks examined the package which contained local snacks, including fudge.

A field test was done on the snacks and the fudge tested positive for cocaine. The package was reportedly expected to be shipped to the United States.

As a result, CANU ranks visited the mailing address in Linden and contacted Williams, who told them that Nunes gave her the package to post.

Nunes, a father of five children, begged for leniency and noted that he did not want to waste the court’s time.

GWI to purchase rig to dig wells in the Pomeroon By: Indrawattie Natram THE Guyana Water Incorporated (GWI) will soon purchase a small rig which will be used to drill water wells in riverain communities in the Pomeroon.

This disclosure was made by Minister of Housing and Water, Collin Croal, on Wednesday, during an open-day event at Charity.

of the ministry’s efforts to improve water quality and increase water pressure throughout Guyana.

The minister informed residents that money for the purchase will come from GWI’s capital budget and is the fulfilment of a promise made to the people of Pomeroon by President Irfaan Ali during an outreach in October, 2020.

GWI has a strategic plan which includes increased coverage of treated water countrywide. He explained that Region Two is included in this plan.

In the meantime, there is continuous maintenance work being done to the region’s water system. This is expected to result in an improvement of water pressure in Charity, Walton Hall, and Capoey.

According to Minister Croal, engineers and a technical team from GWI are conducting an assessment on the water well at Somerset and Berks with the aim of increasing water flow.

The team would then visit Walton Hall before heading to Capoey.

The minister assured residents that the Government of Guyana is doing everything to improve their lives. He spoke of the steps taken by government to remove VAT on water and also to provide a water subsidy to pensioners. Additionally, the tariff for water has been reduced by five per cent across the board for all residents.

Residents, who attended the meeting were very thankful for the ministry’s efforts. Many of them indicated that within recent days, the water quality was unacceptable.

Tremors still ‘rumbling’ in Region Nine —residents concerned, though assured occurrence is ‘normal’

THOUGH it has been about three weeks since a 5.7 magnitude earthquake struck Guyana and was felt across the country and in parts of Brazil, tremors are still ‘rumbling’ in Region Nine and causing concerns with the residents there.

The recent earthquake struck Guyana on January 31 and its epicentre was reportedly somewhere in the South Rupununi area of Region Nine (Upper Essequibo- Upper Takutu). While it was felt for a few seconds in most places across the country,

those persons in the South and Deep South Rupununi communities of Aishalton, Katoonarib and Sawariwau felt it for much longer.

The Guyana Chronicle understands that tremors have not ceased since. The most recent tremor, reportedly, occurred on Wednesday night.

“I was resting in my room after reading and I heard one loud rumbling (on Wednesday night),” Larry Johnson, a resident of Katoonarib, told this newspaper. According to him, it sounded as though a large stone was thrown on his roof and that stone was tumbling down.

Meanwhile, Johnson explained that many of the villagers are living in a state of perpetual concern since these tremors have not ceased, albeit their frequency and intensity have been decreasing.

In simple terms, an earthquake is caused by sudden movement of the material that makes up the earth’s crust. The shaking that is felt is caused by the energy that is released in waves which travel through this crust following a sudden release of ‘stress’ caused by the continuous movements of the earth’s tectonic plates (which are pieces of the earth’s crust).

the earthquake, Lynch said, adding that the area experiencing the ‘stress’ would have some aftershocks (the tremors) spreading throughout the space. It is common for these aftershocks to gradually abate. Lynch, however, noted that the gradual decline is not an absolute occurrence; it is possible for the tremors to become stronger.

Following the earthquake, a local team visited the Deep South communities on a fact-finding mission.

During that visit, Geologist Leandro Pires also highlighted that the aftershocks were a common occurrence.

“It is supposed to happen for another couple of weeks, and then after that, it should finish. It is a very rare event for an earthquake to happen inside a stable plate like where the whole of South America is located, except for the Andes Mountains,” the geologist said.

Thomas, who has been travelling to Katoonarib and Sawairaru often, noted that despite the reassurance given by the local team, residents still have concerns.

“They just have this fear that despite the scientific perspective, they have these questions about whether it will happen again,” Manley highlighted. He advocated for a communications plan to be crafted to educate Indigenous Peoples on how they can prepare for and deal with natural disasters.

87 Region Two frontline workers vaccinated against COVID-19 –– mild symptoms experienced

By Indrawattie Natram REGION Two Health Officer, Dr. Ranjeev Singh, has disclosed that a total of 87 frontline workers took the first dose of the COVID-19 vaccine earlier this week and thus far, only instances of mild symptoms have been reported.

Doctors and nurses working on the region’s COVID-19 Task Force also received the vaccine. They are expected to receive the second dose on May 12.

Dr. Singh told the Guyana Chronicle that the vaccination process was smooth with no reports of any severe reaction.

The RHO, who was first in line to take the vaccine, said he experienced mild symptoms which included a mild fever and pain in his arm.

Other doctors and nurses who took the vaccine related that they too had pain in their arm the following day. However, the workers told this publication that they are feeling better and are much more confident while at work.

The Oxford-AstraZeneca vaccine arrived in Region Two on Wednesday morning. It was accompanied by Medex Renota Singh, and Nurses Shonette Jonas and Cedella Frazer of the National COVID-19 Task Force.

The vaccine was administered by Community Health Worker, Lashana Peters, and Midwife, Diane Sandy.

North Pakaraima communities get $161M for ICT hubs, other projects

Teixeira: Race is used opportunistically to fan fear, tension PARLIAMENTARY AFFAIRS Minister, Gail Teixeira, has decried that too often ethnic insecurities, real or perceived, and race are used opportunistically in the political arena to deliberately manipulate issues in a manner that promotes and fans sentiments of fear, tension and racial feelings.

Minister Teixeira made the observation during an address to the United Nations Economic and Social Council (UN ECOSOC) on behalf of the Guyana Government on Thursday.

The Special Meeting of the UN ECOSOC was held under the theme ‘Reimagining Equality: Eliminating racism, xenophobia and discrimination for all in the decade of action for the SDGs (Sustainable Development Goals)’.

“Despite some advances made over decades of struggles, racism, racial discrimination, ethnic insecurities continue to be sources of conflict and inequalities among people of all regions around the world. These inequalities are evident in the levels of disproportional poverty rates among different ethnic groups, unequal access to power, justice, education, health, social services, jobs and promotions.

“In Guyana, we speak proudly of being a nation of many peoples and celebrate our diversity. In fact, our people seamlessly participate in each other’s religious and cultural festivals and traditions. In many ways we have the potential to be a wonderful example in the world,” the minister told the UN forum.

She added: “… unfortunately, too often ethnic insecurities, real or perceived, and race are used opportunistically and expediently in the political arena… social media whilst a powerful tool to inform the people has been added to the arsenal of those who want to exploit ethnic insecurities and racial discrimination.”

Teixeira stressed that it is only with collective will and commitment that the scourge of racism can be eradicated, while emphasising that “the Government of Guyana will continue to do its part.”

Teixeira assured the meeting that “…efforts will continue to be made nation-

ally to prohibit all forms of racism, racial discrimination and to address ethnic insecurities by fighting poverty and marginalisation and ensuring that there is inclusive development with equal access and sharing in Guyana’s wealth.”

ONE GUYANA COMMISSION The UN ECOSOC Special Meeting was informed of President Dr. Irfaan Ali’s ‘One Guyana Commission”, which was announced during his address to Parliament on February 12, 2021.

“The work of the commission would be countrywide, and it would listen to the free expressions of all voices, concerning ways in which every Guyanese can honour their ancestral heritage while giving the highest regard to our uniquely blended Guyanese civilisation,” the President had said.

Teixeira pointed out that in addition to strengthening Guyana’s Ethnic Relations Commission, one of four constitutional rights bodies, the establishment of the One Guyana Commission will commence an innovative measure towards building trust and confidence and removing the divisions caused by race and politics.

She pointed out that a day later the President initiated a “Corridor of Unity” between villages comprised of different ethnic groups along one part of the country, which has historically suffered over the decades with ethnic tensions, insecurities and violence.

She concluded that the UN ECOSOC Special Meeting was a timely reminder that the Sustainable Development Goals (SDGs) and the overarching objectives of eradicating poverty, protecting the planet and building a peaceful world cannot be achieved without confronting all forms of inequality.

“This year, 2021, is a very significant year as we begin the decade of action for accelerating efforts towards achieving the sustainable goals in the midst of the devastating effects of the COVID-19 pandemic on every nation of the world,” the minister stressed.

The ECOSOC Special Meeting was intended to

address the links between structural racism, inequalities and the SDGs. The Council focussed on policy responses to the COVID-19 pandemic and its impacts.

It is also expected to

contribute to the thematic reviews, by the UN’s High-level Political Forum, of SDG10 on reducing inequalities and SDG16 on peace, justice and strong institutions.

Chief Education Officer, Dr. Marcel Hutson, on behalf of Education Minister, Priya Manickchand and staff of the ministry, met with Osborne and made the presentation at the St. Rose’s High School where Osborne’s son is a

student.

Dr. Hutson said that though the contribution cannot replace what was lost, it is a stepping stone towards rebuilding.

He said the gesture is in keeping with the ministry’s culture of empathising with Queen’s College teacher, Johan Osborne, receives the donations from Chief Education Officer, Dr. Marcel Hutson its partners and stakeholders not just with words but with actions.

The Chief Education Officer encouraged Osborne not to lose hope and that the staff of the ministry will keep her in their prayers.

The mathematics teacher, on February 13, lost her Lot 204 19th Street, Dazzell Housing Scheme home to fire of unknown origin.

Her 12-year-old son, mother, father and four siblings also occupied the home at the time of the fire.

According to Osborne, the two-storey building became engulfed in flames between 03:00hrs to 04:00hrs.

The fire reportedly started in her brother’s bedroom, located at the front of the

house.

Her brother was awoken to the fire which led to him sounding an alarm, awaking the rest of the household.

She explained that her family tried to douse the flames with water; however, the smoke became unbearable to the extent where they could not breathe and they were forced to retreat.

Osborne and her family suffered millions of dollars in losses as they were unable to save anything.

Businessman shot, robbed at Eccles LOCAL businessman, Nandkumar Bahadur, was shot and allegedly robbed of GY $500,000 and personal documents as he and an employee stopped at the traffic light on the Eccles Public Road, on Thursday.

Bahadur, the owner of Kumar’s variety store, located at the De Willem Public Road, West Coast of Demerara (WCD), told the Guyana Chronicle that he and an employee were travelling home on Thursday evening when the alleged robbery occurred.

He said that two male suspects on a motorcycle suddenly stopped alongside the driver side of the vehicle, pointed a gun at him and demanded his belongings.

The businessman said that he handed over his haversack with the cash and documents and the two suspects, after shooting him, rode away while he nursed his wound. He was subsequently taken to the Georgetown Public Hospital Corporation (GPHC), where he was awaiting surgery when he spoke to the Guyana Chronicle on Friday morning.

The Guyana Chronicle was informed that investigations into the shooting and robbery are ongoing.

Additionally, this newspaper was informed that there has been a spate of robberies in and around the community of Eccles over the past few months.

Pizza Hut outlet opens at CJIA THE eighth branch of the Pizza Hut res-taurant franchise opened on Friday with a new location within the departure terminal at the Cheddi Jagan International Airport (CJIA).

The business will cater to both outgoing passengers and staff at the CJIA. Minister of Public Works, Juan Edghill, welcomed the move by Corum Group Guyana.

“We are extremely delighted that Pizza Hut Guyana has expanded its brand to the Cheddi Jagan International Airport. We believe that this investment is an expression of confidence in our economy,” he said.

Minister Edghill added: “It is also an indication of what is to come, as the government looks to increase the passenger experience by adding additional food and dining options.”

Sanichar’s wife, Hemwantie Balram, the mother of the children, died tragically in February, after being hospitalised for a few weeks. Since then, Sanichar has taken a leave of absence from his work as a security guard to take care of the three young children, aged two years, one year and two months old.

Alleged ganja trafficker gets $100,000 bail ESAUN Ruse appeared at the Georgetown Magistrates’ Court, on Friday, charged with ganja trafficking and was granted $100,000 bail by Magistrate Leron Daly.

Ruse denied the allegation when it was read to him.

It is alleged that, on February 17, 2021, at Laing Avenue, he had in his possession 158 grammes of cannabis for the purpose of trafficking.

The court was told that on the day in question at about 11:30 hours, ranks on patrol duty visited Ruse’s house after receiving some information.

Ruse, on seeing the ranks, allegedly threw a black plastic bag he had in his left hand over the fence.

He was immediately apprehended and the bag retrieved.

When checked, it was found to contain leaves, seeds and stems suspected to be marijuana.

Ruse denied any wrongdoing and was escorted to the Ruimveldt Police Station where the seeds, leaves, and stems were weighed in his presence. He was subsequently charged.

The matter was adjourned until April 23, 2021.

Alleged motorcycle thief gets $200,000 bail LOUIE Lewis of West Ruimveldt, who allegedly stole a man’s motorcycle, was, on Friday, granted $200,000 bail by Magistrate Leron Daly when he made an appearance at the Georgetown Magistrates’ Court.

Lewis denied that he, between June 5, 2020 and June 6, 2020, at West Ruimveldt, Georgetown, stole one black Yamaha 1000cc motorcycle registered CF8564, valued at $2,000,000 from Viashawly Kandasammy.

According to the facts, Lewis and Kandasammy are known to each other. On June 5, Kandasammy secured his motorcycle in his yard. When he woke up the following day around 05:30 hours, he discovered his motorcycle missing. A report was immediately made to the East Ruimveldt Police Outpost.

During September 2020, Lewis was standing on the main road at Success, East Coast Demerara when he heard a sound that was similar to the sound his motorcycle makes. He immediately looked and saw Lewis riding his motorcycle at a fast speed rate.

He chased behind Lewis but was unable to catch him. Police, after conducting further investigations arrested Lewis. He was later charged for the offence.

However, the motorcycle was not recovered.

The matter was adjourned until April 9, 2021.

Students with disabilities complete STEM robotics training

TWENTY-SIX children with disabilities have graduated after completing a Science Technology Engineering and Maths (STEM) Robotics training, facilitated by the Guyana Council of Organisations for Persons with Disabilities in partnership with ExxonMobil Guyana.

A simple ceremony was recently held at the

auditorium of the David Rose Special Education Needs (SEN) school.

Each participant was presented with a certificate of successful completion of the programme, while the outstanding participants were presented with “3D” printed medals.

The participants also displayed the robots they built during the pro gramme. Another cerGCOPD Programme Coordinator, Ganesh Singh (left) with the participants and others during the simple ceremony emony is scheduled for the remaining 27 persons who participated in the programme.

Speaking at the event, Ganesh Singh, programme coordinator of GCOPD, expressed gratitude to ExxonMobil Guyana for funding the programme which has been in the pipelines for more than two years. He also expressed gratitude to the members of the University of Guyana Robotics Club (UGRC). Also speaking at the graduation was Karen Matusic, ExxonMobil Guyana’s Senior Director of Public and Government Affairs, and Farnaz Baksh, coordinator of the UGRC.

The STEM programme for children with disabilities was piloted in five Special Education Needs (SEN) schools in Region Four.

Through the fourmonth programme, the children were exposed to the STEM subjects using robotic technology. Additionally, the children were taught complex concepts using the technology which helped them to develop critical-thinking and problem-solving skills.

The participants also developed a higher level of environmental awareness, since the robotic kits were solar powered and utilised recyclable materials for

the construction of the robots.

Each participant was given a tablet computer and a robotic kit. Currently, plans are in place to replicate the programme in the other SEN schools across Guyana using virtual means.

The Guyana Council of Organisations for Persons with Disabilities (GCOPD) is the umbrella body that represents the majority of Disable People Organisations (DPOs) from across Guyana, working in the areas of advocacy and capacity-building.

Minibus driver remanded on ganja trafficking charge A THIRTY-NINE-yearold minibus driver, who was allegedly caught with almost nine kilogrammes of ganja, on Friday, appeared at the Georgetown Magistrates’ Court and was remanded to prison by Magistrate Leron Daly.

Jason Carmichael of Lamaha Park Squatting Area, Georgetown, pleaded not guilty to possession of

narcotics for the purpose of trafficking.

It is alleged that on February 16, 2021, at Lamaha Park Squatting Area, he had in his possession, 8.832 Kilograms of cannabis for the purpose of trafficking.

Reports are that at about 11:15 hours on the day in question, ranks from the Narcotics Branch, CID Headquarters, acting on

'Con woman' charged A WOMAN, who alleged conned persons out of money by pretending that she could facilitate the construction of low-income houses, on Friday, appeared at the Georgetown Magistrates’ Court and was granted $180,000 bail by Magistrate Leron Daly.

Nazia Persaud pleaded not guilty to eight fraud-related charges.

It is alleged that with intent to defraud, she collected a total of $265,000 from Monica Wills at Sandeman Place, Brickdam by falsely pretending that she was in the position to construct a home for the said Monica Wills. The offenses were allegedly committed on November 12, 2019; November 29, 2019; December 23, 2019; February 4, 2020 and February 29, 2020.

It is further alleged that on December 10 and December 13, 2019 at Sandeman Place, Brickdam, she collected a total of $122,000 from Quincy Nelson by falsely pretending that she was in the position to construct a home for his mother, Karima Nurse.

On November 26, 2019, at Sandeman Place, Brickdam, with intent to defraud, she allegedly obtained 200,000 from Deborah Caesar by falsely pretending that she was in the position to construct a home for the said Deborah Caesar. She allegedly collected an additional $40,000 from Caesar on January 20, 2020.

According to the facts, on the dates mentioned in the respective charges, Persaud was able to convince the virtual complainants that the Eclectic Foundation, of which she is a member, was building low-income houses and that they could benefit.

The complainants handed over sums of money to her to complete the transaction. However, after the payments were made nothing was done. A report was made to the police and an investigation was launched.

Persaud was contacted and she admitted receiving the monies. It was further revealed that the organisation is not registered to build low-income houses. As a result, the present charges were laid against Persaud.

This matter was adjourned until February 26, 2021.

the house, ranks discovered a black plastic bag containing 15 parcels of cannabis on the floor. They then proceeded to conduct a search on a motor car that was parked outside the yard, on a dam in front of the house which he claimed belong to him.

The police were handed the keys to the car and when they entered, 16 parcels containing cannabis

were found concealed in the four door panels.

Carmichael was told of the offence committed, arrested and cautioned.

He submitted a written statement under caution claiming ownership of the narcotic found in his shop.

He also mentioned that the narcotics found in the car belonged to someone else who used the car and returned it shortly before

the police arrived.

Investigations were conducted and the present charge was laid against him.

Carmichael has narcotics and firearm-related charges pending at the Weldaad Magistrates’ Court.

He will make his second appearance at the Georgetown Magistrates’ Court on March 19, 2021.

Medvedev ‘‘man man to beat beat’’ after disposing of Tsitsipas (REUTERS) - Russia’s Daniil Medvedev lived up to Novak Djokovic’s praise as the “man to beat” at the Australian Open when he charged into his first Melbourne Park final with an impressive 6-4, 6-2, 7-5 win over Stefanos Tsitsipas yesterday.

The rangy Medvedev wrapped the Greek fifth seed in a blanket of pressure at a floodlit Rod Laver Arena, capturing his 20th successive victory and 12th straight over top 10 opponents to earn a shot at ending Djokovic’s dynasty in tomorrow’s decider.

Fourth seed Medvedev served like a machine until broken in the third set, which revived the Greek fans in the terraces as Tsitsipas roared to a 5-4 lead.

But the Russian silenced a hostile crowd with the decisive break in the 11th game then smacked a forehand into the corner on his first match point to seal it.

“I’m happy to manage to keep my nerves because still I didn’t make so many bad shots,” Medvedev said on court of his anxious third set.

“I just tried to hit aces and winners or put the ball in the court. That’s the only way to

do (it). That’s how I stayed in the match.”

Wo r l d n u m b e r o n e Djokovic, who beat Russian qualifier Aslan Karatsev to reach the final, will be a formidable opponent for Medvedev in his second Grand Slam showpiece match.

Serbian Djokovic is bidding for a record-extending ninth Australian Open title and has never lost a final in Melbourne.

For Tsitsipas, the defeat was not as bitter as his 2019 semi-final demolition by Rafael Nadal.

Yet he paid the price for another slow start, with Medvedev doing what Nadal could not in his five-set quarter-final loss to Tsitsipas this week - slamming the door on the Greek’s revival.

Tsitsipas has now lost three Grand Slam semis, including a five-set loss to Djokovic at last year’s French Open.

After his taxing win over Nadal, the Greek said he felt beaten after two sets against Medvedev, and was not sure winning the third would have helped.

“Let me tell you that he’s a player who has unlocked pretty much everything in the

game,” the 22-year-old said of Medvedev.

He closed out the match with a 208 km/hr second serve that Tsitsipas could only chop short, allowing Medvedev to jog forward and fire the winning forehand.

Russian athletes to compete under ROC acronym E-Networks live stream confirmed (REUTERS) - Russian athletes will compete under the acronym ROC at the Tokyo Olympics this year, as part of sanctions for several doping scandals, the International Olympic Committee (IOC) said yesterday.

The full name of the Russian Olympic Committee (ROC) could not be used and team flags would bear the logo of the committee, it said.

If the word Russian could not be removed from team uniforms, the term ‘Neutral Athlete’ must be added.

“All public displays of the organisation’s participant name should use the acronym ‘ROC’, not the full name “Russian Olympic Committee”, the IOC said in a statement.

The logo of the Russian Olympic Committee consists of three flames in the national Russian flag colours with the Olympic rings below them.

Russian athletes have been banned from competing under their national flag and anthem at the Tokyo Olympics as well as the Beijing winter Olympics in 2022 and world championships in all sports in 2021 and 2022 as part of sanctions issued by the World Anti-Doping Agency (WADA).

WADA had originally banned Russia from the world’s top sporting events for four years in December 2019, but the duration of the sanctions was halved to two years by a Swiss Court last year.

“The Russian Olympic Committee will submit a proposed musical score to be played for all ceremonies,” the IOC said.

“This musical score will be subject to the IOC Executive Board’s approval.”

Russia’s doping woes have snowballed since a 2015 report commissioned by WADA found evidence of mass doping among the country’s track and field athletes.

Many Russian athletes were sidelined from the past two Olympics and the country was deprived of its flag at the 2018 Pyeongchang Winter Games as punishment for state-sponsored doping at the 2014 Sochi Games in southern Russia.

Russia, which has in the past acknowledged some shortcomings in its implementation of anti-doping policies, denies running a state-sponsored doping programme.

The Tokyo Olympics, delayed from last year because of the COVID-19 pandemic, will run from July 23 to August 8.

“Fans will not miss the action at the South Dakota raceway as the event will be streaming via the club’s Facebook page as well as broadcasts on several local and cable channels.”

“This move represents a great step forward in the sport because it’s something we’ve

As it relates to spectators, the GMR&SC boss added, “We may allow a limited number of spectators into the venue but that is still in its discussion phase and we don’t want to speak more about that just yet.”

Meanwhile with just over a week remaining for the February 28 event, track preparation is in continuing.

The track is being prepped daily to ensure that come race-day, complaints over the surface will be a non-issue.

Meanwhile the club reminded that the event will be held under the COVID-19 guidelines with masks and sanitisation mandatory for all drivers, marshals and persons entering the venue.

GCB elections set for February 26 … Time to restore pride, decency and dignity, says Perreira

By Rajiv Bisnauth THE governance crisis affecting Guyana’s cricket over the years will finally be put to rest on February 26 when the elections of a legitimate Guyana Cricket Board (GCB) will be staged at a venue and time to be announced.

This move followed yesterday’s Demerara Cricket Board (DCB) elections where Bissoondyal Singh was elected as president.

The GCB has been embroiled in controversy for nearly a decade now. Elections have not been held since 2012 and only last month the persons holding themselves as executive members of the body were deemed illegal by the Guyana government.

The announcement for GCB’s election was made by Minister of Culture, Youth and Sport Charles Ramson Jr in a public notice as follows: With the Demerara Cricket Board election just concluded as directed by Order

of Court of the 15th February, 2021 by Justice Navindra Singh in Action number 2018-HC-DEM-CIV-FDA-622 and having just consulted with Cricket West Indies (formerly known as West Indies Cricket Board) pursuant to the requirements of the Guyana Cricket Administration Act, I hereby make the following appointments: - That the 26th February, 2021 as the day for the first election of the Guyana Cricket Board; and - That Kamal Ramkarran, Attorney-at-Law, is the Cricket Ombudsman.

The Cricket Ombudsman will hereinafter advise as to the next steps in accordance with the Guyana Cricket Administration Act according to the Minister’s statement.

The Cricket Administration Act was restored to its original condition last September. It clearly states that the first elections of the Guyana Cricket Board (GCB) by law should be called by the Minister of Sport in consultation with the West Indies Cricket

Board (now Cricket West Indies).

A section of the Act also addressed the issue of phantom voting for the election of persons for administrative positions and at the same time will give limited power to the Minister of Sport.

The role of the minister under the legislation will be only to appoint the Ombudsman and his role ceases.

The Act, as a previous article in Chronicle Sport had pointed out, also provides for better financial accountability with the cricket board being required to present timely audited financial reports to the National Assembly, as well as the National Sports Commission (NSC).

Meanwhile, in an invited comment last evening, veteran sports commentator Joseph ‘Reds’ Perreira said it’s time to restore pride, decency and dignity into the administration of the game locally.

“I think it good to have a democratic election to install a Guyana Cricket Board

after so many years in turmoil. I hope this leads to a free and fair elections,” Perreira said.

He added, “As a Guyanese cricket fanatic, I welcome the news that national cricket elections will be held after such a long impasse and uneasiness, concerning cricket administration in Guyana. I looked forward to this election to be held under a free and fair manner, and I hope it will be accepted by all.

“The formation of an elected GCB will be highly received, not only by the Caribbean countries, but also the international cricketing world because we have produced so many great and outstanding players.

“I am sure that Ricky Skerritt (president of Cricket West Indies), and CWI executives will welcome the announcement, and it might further enhance the chances of Guyana hosting either Pakistan or South Africa here when the tour is finalised,” Perreira concluded.

Singh heralds ‘new beginning’ after elected DCB president

EAST Coast Cricket Board (ECCB) president and businessman Bissoondyal Singh, was unanimously elected president of the Demerara Cricket Board (DCB) yesterday, ending a decade of cricket turmoil that had engulfed the game both on and off the field in the county.

Singh was nominated to head the DCB by vice-president of the Georgetown Cricket Association (GCA) Roger Harper and it was seconded by the other vice-president of the Georgetown Cricket Association, Azad Ibrahim.

The election of Singh, an experienced cricket administrator with a reputation for impartiality and competence, has raised the hopes for a complete turnaround of the game in Demerara.

Observers described the elections as a “way station” to administrative stability and full equality of all stakeholders, since they believe that Singh is a man perceived to be popular and performance-oriented.

For the last several years, the administration of the game was thrown into turmoil. In fact, ever since the board’s 2009 elections, a number of legal actions have prevented the proper administration of the game.

The prolonged absence of a legitimate DCB had certainly stymied the development of cricket in the county more so after January 2011, where an

Following those elections, the factions failed to recognise the eligibility of each other’s event and this was followed by a number of Court matters, leaving the administration of the board in jeopardy.

after the Full Court quashed an application that was made by Anand Sanasie, president of the West Demerara Cricket Association (WDCA), to prevent the holding of a free and fair election of executive members for the DCB. In light of the unanimous decision by the Full Court last Wednesday to disallow Sanasie’s application to further stymie the process, the election

went ahead unhindered under the supervision of the court.

However, at yesterday’s elections three of the five associations affiliated to the DCB took part in the process.

The GCA, ECCB and Upper Demerara Cricket Association (UDCA) – were in full compliance, provided their list of delegates to registry to the High Court, and as such were allowed to exercise their voting rights.

The five associations were mandated to submit their delegates by Wednesday afternoon to the registry of the High Court.

Harper and president of UDCA, Bradley Fredericks, were elected vice-presidents, while Ibrahim was elected treasurer and Pretipaul Jaigobin, assistant treasurer.

Ronald Williams are secretary and assistant secretary respectively; Barry is the Marketing Manager and Raymond Barton Chairman of the Competitions Committee.

Raphael has been elected to serve as Public Relations Officer (PRO), while the trustees are Troy Khan and Fazal Ishak.

The DCB election was first made possible following the restoration of the Cricket Administration Act to its original condition last September.

With DCB election now done and dusted, all attention will now turn to the elections of the Guyana Cricket Board.
