China Railway to build Amaila Falls hydro

THE Ministry of Finance has reported that Cabinet has granted its ‘no-objection’ for the Office of the Prime Minister to engage the China Railway Group Limited to construct the Amaila Falls hydropower station (AFHP) based on a Build-Own-Operate-Transfer (BOOT) model.

Under this model, the company will supply electricity to the Guyana Power and Light (GPL) Inc. at a cost not exceeding US$0.07737 per KWH and.

According to a release, this follows publication of a request for proposals by government in various national newspapers during the period July 25 to August 15, 2021. A total of four companies submitted proposals and the China Railway Group Limited was identified as the most ‘capable partner’ by the Evaluation Committee after a rigorous evaluation process, following which the National Procurement and Tender Administration Board (NPTAB) submitted

the relevant recommendation to Cabinet for ‘no-objection.’

The AFHP was first identified in 1976 by the Canadian company “Monenco’ during an extensive survey of hydroelectric power potential in Guyana. Various studies have since justified and strongly supported the construction of the AFHP. Recognising the suitability and attractiveness of the project, the pre-2015 PPP/C Government had advanced preparation of AFHP by conducting extensive technical and financial studies of the project, including an environmental and social impact assessment (ESIA).

The then PPP/C Government had also mobilised international investor interest in the project, and a major private international investor (the Blackstone Group) had expressed serious interest in undertaking it. Additionally, the then government had earmarked US$80 million earned by Guyana under the Guyana-Norway partnership within the Low Carbon De-

AS the Public Accounts Committee (PAC) convened on Monday, Public Works Minister, Juan Edghill, lamented the lack of documentation to outline the $1.88 billion transaction between the former government and local contractor, BK International.

The monies were paid to the company as settlement in a 2015 lawsuit where the company claimed to have had its services on the Haags Bosch Landfill project “wrongfully terminated” by the Government of Guyana.

It was the People’s Progressive Party/Civic’s Donald Ramotar-led administration that terminated BK International’s contract in February 2015 based on what it said were several breaches to the project contract, including missed deadlines.

By June, the Inter-American Development Bank (IDB) which funded the bulk of the Haags Bosch project, threatened to pull funding if the contractor, BK International was not removed.

Notwithstanding this, the company denied the allegations and filed a lawsuit against the government for wrongful termination, and the then Chief Justice, Ian Chang ruled in favour of the company. It was then agreed that the government would enter into an outof-court settlement, and in 2017, following negotiations with the Ministry of Legal Affairs, under the Coalition Government, payments to the company were made via three Inter-Departmental Warrants (IDWs).

On Monday, Permanent Secretary (PS) for the Ministry of Local Government and Regional Development (LGRD), Prema Roopnarine, was asked to provide documentations chronicling the transaction, but she could not do so.

McGarrell indicated that he too never saw the transaction documents but believes that they can be sourced from the Legal Affairs Ministry.

Consequently, Minister Edghill sought clarity as to why the payments were made by the Legal Affairs Ministry and not Local Government Ministry.

Similar questions were raised by Opposition PAC member, David Patterson.

At this point, the Accountant General intervened to explain that the issuing of settlement payments falls within the jurisdiction of the Legal Affairs Ministry.

With even more questions being raised in relation to the settlement, Permanent Secretary Roopnarine was instructed to track down and submit a number of docu-

ments to the PAC. Minister Edghill requested submission of the initial application filed in the court, along with evidence of not only the court hearing but the negotiated settlement as well.

Patterson on the other hand asked that details of the original contract signed in 2009 also be presented to the PAC. Added to that, Patterson wants to be furnished with a copy of Cabinet’s decision on the matter, along with the initially proposed settlement offer.

ance, Gail Teixeira added her voice to the argument, asking that the report explaining the IDB’s concerns be provided as well.

Teixeira wants a copy of the Cabinet decision which greenlighted supplementary funds to compensate the contractor.

Moreover, attorney-atlaw Sanjeev Datadin requested a copy of the settlement contract, along with a copy of the minutes taken during the settlement meeting with BK International.

PS Roopnarine and her team are expected to return to the PAC within two weeks.

US$118M plan devised for water supply improvement along the coast

By Navendra Seoraj COGNISANT that water remains an essential resource in any economy, especially at a time when the world’s fresh water resources are diminishing, the Government of Guyana plans to preserve this “liquid asset” and, at the same time, ensure there is equitable access to potable water through a US$118 million plan.

The plan, developed by the Guyana Water Incorporated (GWI), will see around US$118 million being expended on delivering treated water to approximately 90 per cent of the persons who reside along the coast of

Guyana.

According to a report commissioned by the Governments of Norway and Sweden as input to the Commission on Sustainable Development, society’s economic sectors, including agriculture, industry and services, rely on water resources and related services.

“Improved access to water services and improved management of water resources contribute substantially to economic growth through increasing business productivity and development. It also improves human health, productivity and dignity considerably,” the report from the European nations outlined.

Teenage girl sexually assaulted by relative

A 15-year-old girl, from Region Seven, was violently awakened in the wee hours of Sunday morning after a 19-year-old relative choked and tried to sexually assault her.

“She opened her eyes and saw it was the suspect, who is a male relative. A scuffle ensued which awoke other householders and he released her and fled the scene,” police said in a statement.

The matter was reported to the police who have since launched an investigation into the incident.

Guyana has been doing its part to utilise this scarce resource efficiently and effectively, with the latest initiative being the plan which was developed GWI. Speaking briefly about the plan during a press conference on Monday, VicePresident Dr. Bharrat Jagdeo said that over the next five years, 11 treatment plants and 13 ‘in-line’ improvement facilities, as well as several transmission mains, will be established across the country.

“We are not just working at a broad, strategic level, we are working on the detailed planning process,” VicePresident Jagdeo said.

On the topic of the level of water services across the country, he related that there is a map which outlines where the plants will go, and how the multimillion-dollar plan will be executed.

Already, the government has secured US$25 million from the Caribbean Development Bank (CDB), which will go directly towards the water sector. With some of the funds for this plan already secured, VicePresident Jagdeo said the attention now is on securing more money to fill the financing gap.

It was reported in June that more than 18,000 residents will soon be able to access potable water after the National Assembly approved $683.5 million for water service.

Minister of Housing and Water, Collin Croal was reported as saying that residents in 35 communities in Regions Three (Essequibo Islands-West Demerara), Four (Demerara-Mahaica), Five (Mahaica-Berbice), Six (East Berbice-Corentyne) and 10 (Upper DemeraraBerbice) would benefit.

In October, it was reported that the Housing and Water Ministry, through GWI, expended $1.6 billion of its allocated $4 billion, to improve access to potable water, countrywide, during the first half of this year.

Minister Croal said the distribution of clean water to unserved and underserved communities is a priority of the government.

This has led to the ministry reforming GWI to ensure treated water services are provided to citizens on the coast and in hinterland regions.

The minister said: “Delivery of safe water to communities is a priority for the PPP/C Government to enhance the livelihoods of Guyanese, irrespective of their geographical location.”

Brazilian admits forging Republic Bank ATM card, making withdrawals MARIEL Adriano Barbosa-Leal, a 52-year-old Brazilian businessman, on Monday admitted that he forged a Republic Bank ATM card and used it to withdraw money on two occasions.

The father of two appeared before Principal Magistrate Sherdel IsaacsMarcus at the Georgetown Magistrates’ Court and pleaded guilty to three fraudrelated charges.

Particulars of the first count alleged that between October 25-26, at Georgetown, he conspired with persons known and unknown to forge a Republic Bank ATM card, purporting to show the

same was issued to him by the bank.

The second count alleged that using the same forged ATM card, Barbosa-Leal stole $100,000 from the said bank.

The last count alleged that on October 26, at the bank’s Camp and Robb Streets, location, he attempted to commit a felony, that is to say he stole $30,000 from the bank.

According to details of the offence presented by a police prosecutor, BarbosaLeal arrived in Guyana via the land frontier at Lethem and was granted a threemonth stay.

Barbosa-Leal travelled to

Georgetown on October 25, and was at a casino. He then went to a Republic Bank ATM on Camp Street.

The prosecutor said that Barbosa-Leal used a fake ATM card and withdrew $100,000. The next day he returned to the said ATM and attempted to withdraw $30,000, but was nabbed by security officers attached to the bank.

The prosecutor disclosed to the court that the fake ATM card has an instrument attached to it which has the correct account holder’s information to trick the ATM. However, the bank made the discovery and put systems in place to catch Barbosa-Leal.

The court was told that the investigation is still ongoing and charges might be brought against others who acted in concert with Barbosa-Leal.

Barbosa-Leal addressed the court with the aid of an interpreter. He apologised for his actions and told the court that he was vacationing in Guyana when a friend gave him the ATM card to withdraw money.

Magistrate IsaacsMarcus ordered Barbosa-Leal to pay a fine of $310,000, or serve a default sentence of six months. She also ordered that he be taken to the nearest port of exit and be deported.

New oil blocks to be auctioned by third quarter of 2022

By Navendra Seoraj AS Guyana moves ahead with the development of its petroleum industry, VicePresident Bharrat Jagdeo has said that oil blocks, which remain untouched in some cases, would be up for auction by the third quarter of 2022.

As it is now, ExxonMobil is the operator of the Stabroek, Canje and Kaieteur blocks offshore Guyana.

Since 2015, the company has increased its estimated recoverable resource base in Guyana to more than nine billion oil-equivalent barrels.

Further, CGX, together with Frontera Energy Corporation, operates the Corentyne and Demerara blocks, and also has a share in the Berbice block.

And although the sector is already abuzz with activities, more opportunities are on the horizon, with plans to auction new blocks next year.

Speaking during a press conference at the Arthur Chung Conference Centre on Monday, Vice-President Jagdeo said the government intends to move first towards the enforcement of relinquishment provisions in all oil contracts before auctioning new blocks.

Simply put, relinquishment provisions are enforced when a party might no longer be able to deliver on a contract.

By adopting an approach which involves the enforcement of relinquishment provisions, authorities would be able to have not just virgin blocks but also relinquished areas for the impending auction.

had said, in April, that when the government is ready to award new oil blocks, the process will be done transparently to ensure that Guyana gets the best deal.

“We have made it very clear that the process in awarding new oil blocks will be very much different.

It will be an open, public process and when we get to that stage it will be a public, open bidding process. We will be looking for the best offer in an open public bid,” President Ali said.

In moving forward, President Ali said that the government has preliminarily discussed whether Guyana will retain some of the remaining oil blocks. “…Discussions are still ongoing… it calls for a lot of technical analysis on whether Guyana itself will retain some of those blocks for our own development and to manage by ourselves, but that is very preliminary,” he related.

The outcome of those discussions would form part of the overarching expansion of the oil and gas sector, which, according to Vice-President Jagdeo, remains important even as the country moves towards investments in ‘green’ initiatives.

ACTIVE PLAYER This is the case because the demand for fossil fuel, while projected to decline over the next few years, will remain fairly high and Guyana should be allowed to utilise the opportunity to be an active player in the market.

The direct benefits of the sector to the country are already visible, with Guyana earning US$436 million from the sale of 7,056,262 barrels

of oil.

Guyana sold its first one million barrels of crude on February 19, 2020, raking in nearly US$55 million. In its second million-barrel sale, the country received US$35 million, and another US$46 million as proceeds from the sale of its third million-barrel of crude, and US$49.3 million from its fourth oil lift.

In early March, Guyana also received US$61,090,968 (approximately G$13 billion) from the sale of the nation’s fifth oil lift. Further, it earned in excess of US$60 million from the sale of its sixth oil lift, and received US$13.9 million in royalties during the first quarter of this year.

It was reported in May that the country’s total revenue is expected to increase by 17 per cent, with earnings in the petroleum sector alone reaching well over US$500 million by the end of this year. With oil prices on a continuous rise, that figure could further skyrocket.

President Ali had said that the oil revenues must be used to strengthen existing opportunities in Guyana and to open new opportunities for investment, economic growth and social development, among other areas.

“In creating those opportunities, we have to ensure that there is equity and there is no widening between those who have and those who don’t have… the resources have to be used to close that gap. So, healthcare, education, food security, housing — these are all areas that are critical to closing that gap,” President Ali posited.

opened for ownership of land, farming and other agriculture, and for Guyana to realise its potential of becoming the prime supplier of food regionally.

A Global Development Model

GUYANA’S low-carbon development has caught the attention of several important players on the international stage. It is a strategy that is geared towards meeting the developmental aspirations of the Guyanese people while at the same time ensuring that such developments are done in a safe and environmentally friendly manner.

It is a model that Guyana is seeking to share with the rest of the world, especially those who are endowed with the same configuration of resources, both natural and ecological. In developing such partnerships, Guyana and Norway in 2009 entered into a partnership aimed at creating a model for economic incentives which would allow for a situation in which our forests would be ‘worth more alive than dead.’ For the period 2009 to 2015, Guyana earned $US212M in payments to be invested in the country’s low carbon

development strategy. Among the several benefits that accrued from that partnership were job creation, the titling of Amerindian villages, support for business ventures, and the rehabilitation of the Cuna canal, among others.

Regrettably, a significant part of the money was not utilised because of the decision taken by the previous APNU+AFC administration not to proceed with the Amaila Falls project which by now would have become a reality and in the process lessen the country’s dependence on fossil fuel. Guyanese would have benefited not only from cleaner energy, but cheaper energy as well.

This would have greatly enhanced our economic competitiveness and a better standard of living for the Guyanese people.

We have lost out a great deal due to the shortsightedness of the previous Granger administration,

but there is not much to be gained from belabouring that point, except to learn from such bad experiences which have turned out to be so costly to the Guyanese people. The country would have been better positioned to meet the goals set in terms of a low-development trajectory. Thankfully, the new PPP/C administration is once again on track and several new initiatives are being taken to build solar power capacity in Linden, Essequibo and Lethem, among other areas.

Guyana already is recognised globally as a country that has been a significant contributor to the forest conservation and preservation of biodiversity. The country has a forest cover of 85 per cent and its deforestation rate is among the lowest in the world with less than one per cent. As we are aware, the country is part of the Guiana Shield, one of the most pristine rainforests

in the world. It stores about 18 per cent of the world’s tropical forest carbon and 20 per cent of the world’s freshwater. Guyana alone stores about 19.5 billion tonnes of carbon in its forests. We are also blessed with high levels of biological diversity. We have four percent of known animal species and 2.4 per cent of plant species.

These are mere statistics, but they provides us as a nation with a valuable resource which, when combined with our other resources, including our rich agricultural and mineral riches, has put us in a favourable position to take advantage of a growing market demand for tropical products which, when combined with our oil-and-gas potential could catapult us from an underdeveloped to rich-nation status.

President Dr. Mohamed Irfaan Ali is currently in Glasgow, Scotland, where he will share with the

world Guyana’s model of the low carbon development strategy, which is currently being revised to take into account the country’s changing economic landscape, especially in view of our emerging oil-and-gas economy.

President Ali will no doubt join with other world leaders to call for a reduction of carbonemission levels that are realistic and fair, taking into consideration the country’s stage of readiness to transition fully to the use of alternative energy forms. Despite some significant progress made in terms of solar energy, it is a fact that our dependence on power is largely fossil-fuel based. This is likely to remain so for quite some time, especially in light of the scrapping of the Amaila Falls hydro-project by the APNU-AFC administration.

Back to the lands in Region Five

Dear Editor,

PLEASE permit space in your letter column so that I can share my views on what has been happening in Region Five (Mahaica-Berbice) that didn’t happen from 2015-2020 under the previous APNU+AFC (PNC) Government.

I will consider Region Five as the main and most important agricultural region in Guyana because of its wide variety of produce in the agri sector, be it, rice, sugar (Blairmont Estate, the home of Demerara Gold and which always meets its target), cattle rearing, cash-crop cultivation (plays a very important role), etc.

Region Five has potential to better agriculture in Guyana, but

under the previous government agriculture took a dip, especially in Region Five. Many could have hardly gone back or planted their lands because of the rise in rates for rice farmers, etc. With that said, I do not want to touch on rice further but on the small man farming their little pieces of land in various villages, be it their yards, in the backlands between rice field dams or elsewhere.

During the previous APNU+AFC(PNC) Government, those small farmers were taken advantage of in many ways, be it taken off their lands, no water, less resources being offered, etc.

Let me deal with the real issues that were affecting the small man planting cash crops. They were targeted by NDCs

with instructions from RDC officials (mind you not the council, but administration) in various ways.

I know many of those cash-crop farmers were planting on government reserves that weren’t used for years by any government and they invested a lot to get those lands into shape, so that they could have the best produce.

But the then regional top brass stepped in, branded himself an agricultural fanatic and started taking away the lands of some farmers in Fort Wellington and within various villages such as No.8, Bath, Paradise, Rosignol, Cotton Tree and other areas. I was given a spot on that regional agri farm committee after the taking away from farmers at Fort Wellington

to ensure that the lands are being used, but I also fought for farmers who were removed to be given spots at the northern half of said land. Some took it and some didn’t.

That entire agri project was the worst ever that was developed in Region Five, while hundreds of millions was wasted. I used to call it the milking cow for the agriculture fanatic. The real farmers who were employed were fired, because of race and almost 50 were hired who had never planted a bora seed or tomato plant, etc.

I stood up for those workers and after the produce was ordered to be taken to certain parts of Guyana and not sold to the locals in the region that would normally take cash crops to the city, I vented more concerns.

It wasn’t profitable to take those produce to that region, but the agri fanatic wanted to send a $25,000 worth of cash crops with an overall expense of around $50,000 and wants us to believe it was profitable. That’s when I stepped out of that so-called farm committee.

The many farmers suffered major losses and weren’t given any assistance. I begged the then agri minister to assist the farmers, but that was like throwing water on ducks’ backs. I kept begging, but nothing. The only assistance given to some farmers was when the PNC formed a party group in Bath Settlement; a few spades and shovels were given to a few.

In 2016 I organised many small farmers in Bath to put themselves

together and form a cashcrop group after a talk with the then minister of agriculture. The group had about 80 members and was growing. They registered and a weekly meeting was kept. I then approached the said minister to help the group with some agricultural tools, seedlings and other things needed, but again, yes to yes was given but it never happened.

I asked farmers in D’Edward and other areas to do the same and they too weren’t given help.

The only way help was given to some small farmers in Region Five is if the PNC ministers visited and they went to special areas where their party had groups.

CABINET has granted its noobjection for the Ministry of Public Works to engage China State Construction Engineering Corporation Limited to construct the New Demerara Harbour Bridge (NDHB), based on a Design-Build-Finance (DBF) model.

According to a Ministry of Finance release, the financial terms and conditions would be no less favourable than those submitted in the preferred bidder’s price proposals.

It also noted that the proposal by China State Construction Engineering Corporation Limited, under the DBF model, contemplates a construction cost of US$256.6 million, the lowest amongst all bidders.

Initially, the government, through the Public Works Ministry, pre-qualified nine firms to submit bids for the construction of a two-lane dual carriageway (four lanes) hybrid cable-stayed centre span bridge, with concrete box/T beam girder approach bridge structure with the following inclusions. These are: Bridge collision protection; navigation span to accommodate Handymax vessel navigation aids; lighting, signage, and all other ancillary works; access road with a minimum of 50 meters up to abutments; and a toll collection building and ancillary buildings on the West Bank of the Demerara River.

The release noted that the pre-qualified firms were invited to submit bids to construct the bridge, using a Design-BuildFinance (D-B-F) contract and Design-Build-Finance-OperateMaintain (D-B-F-O-M) contract.

The release pointed out that at the pre-bid meeting, held on June 28, 2021, it was agreed that the closing date for submission of bids would be October 5, 2021.

“Only five of the pre-qualified bidders submitted bids, of which four obtained the required minimum score for the technical proposal. The Evaluation Committee recommended that the Procuring Entity engage China State Construction Engineering Corporation Limited, using the Design-Build-Finance (DBF) model on financing terms and conditions no less favourable than those proposed by the highest-ranked bidder. The NPTAB subsequently submitted the recommendation to Cabinet,

and Cabinet granted its ‘no objection’,” the release said.

The NDHB comprises a critical component of the government’s drive to expand and modernise Guyana’s transport infrastructure. It aims to replace the aging Demerara Harbour Bridge with a modern four-lane structure that will facilitate greater traffic capacity, and dramatically improve commuter convenience.

The new bridge will offer easy connectivity to both the existing East Bank Demerara Road, as well as the new Diamond to Ogle bypass on the eastern side of the river, and to the existing West Bank Demerara Road, and the new Parika to Schoonord Road on the western side of the river.

The new bridge will also offer critical connectivity to the new Wales Development Authority, which will be a major centre of productive activity when it comes on stream.

Cuban state company interested in Guyana’s scrap metal industry CUBAN state company, DESEQUIP, which exports various types of scrap metal worldwide, invited Guyana’s Ambassador to Cuba, Halim Majeed, recently to view their operations in Havana.

Before the tour of the facility, Director-General of DESEQUIP, Alecmar Díaz González, explained that the company has a huge inventory of materials (steel, iron, copper, brass, lead, aluminum) and that they

were looking for serious, reliable importers.

Export of scrap metal, he said, contributed revenues to the local economy because it was well developed and organised.

Ambassador Majeed thanked DESEQUIP for the invitation and promised that he would reach out to the Guyana business community to inquire if there was an interest - and revert to DESEQUIP.

Body of miner found in abandoned shop

THE body of Christopher Abel, 62, a miner of Lot 18 Catherine, Mahaicony, East Coast Demerara, was found motionless on Saturday at Peesink Landing, Cuyuni River, police said.

Police Headquarters noted that Abel went to Peesink Landing, feeling unwell and without

money to take care of himself to travel home.

His body was later discovered lying motionless in the veranda of an abandoned shop. Police examined the body for marks of violence on the most exposed parts, but none was found.

The decomposed body was later transferred to Bartica.

Reports indicate that Allen and his two brothers were imbibing at a shop in the area when he got into an argument with one of his attackers.

According to Police

The victim’s brother, Harvey Allen, made an attempt to rescue him but received a chop to the back, which caused

him to seek refuge in the nearby canal where he watched the suspects continue to assault the victim.

The suspects then armed themselves with bricks and began to pelt at Allen who was raising an alarm.

Persons in the area summoned the police, but, upon arrival, the suspects had already made good their escape on foot, in different directions.

Police said, on arrival at the scene, Allen was seen lying motionless on the ground. The body was examined and investigators found five stab wounds to the abdomen and a chop wound to the forehead.

Allen was escorted to the Leonora Cottage Hospital where he was pronounced dead on arrival. His body was then escorted to the Ezekiel Funeral Home where it is awaiting a post-mortem as investigations continue.

It is only fitting that we continue to look for ways to increase the volume of tourism coming to our communities,” he said, pointing out that many indigenous communities rely solely on tourism to prop up their economies.

“Indigenous communities are looking at the industry as a key driver of their economies; they are looking

at ways they can improve their service and delivery... and we have to look for meaningful ways in which indigenous communities can be a part of this budding industry,” Deputy Speaker Shuman said.

Also speaking at the event, Tourism, Industry and Commerce Minister, Oneidge Walrond, said that, with a strategic plan in mind, the government is working to make Guyana a leading destination within the Americas for all things relating to leisure and tourism.

“We envision that visitors to Guyana will wish to spend an extra day, an extra week or even an extra weekend to unwind and to experience what communities like St. Cuthbert’s Mission have to offer to the world,” the minister told the launch.

She noted that Guyana is uniquely positioned as a premier destination for ecotourism with numerous ecolodges and camping sites, especially throughout the

interior regions.

“With an understanding of the still untapped potential, the Government of Guyana will soon publish expressions of interest for the development of new ecolodges and resorts offering attractive incentives.”

The minister added that a new approach means greater emphasis will be placed on intertwining relationships among tourism and culture, sport, religion and the fine and culinary arts.

“The ministry will be deepening our collaboration with other government agencies, cultural and religious groups to exploit the possible benefits of synergistic relationships.”

The month promises to be an exciting one with many fascinating activities ranging from tours in hinterland communities to scavenger hunts and funfilled competitions.

Several training programmes are also slated for the month’s activities.

CONTRACTORS who have outstanding works or who are late with providing critical supplies to several agencies that form part of the Ministry of Agriculture, were on Monday engaged on meeting their contractual obligations within the given time frame.

According to a release, during a meeting with representatives from several companies that have active contracts with the National Drainage and Irrigation Authority (NDIA), The New Guyana Marketing Corporation (New GMC), the Guyana Sugar Corporation (GuySuCo), and the Guyana School of Agriculture (GSA), Agriculture Minister Zulfikar Mustapha reminded the contractors of the government’s policy pertaining to delays in the completion of critical works geared at improving the lives of citizens.

“Contractors who just indicated that they will complete their works in the specified

time, please work towards that. We have a lot of programmes [that are] expected to come on stream next year and the ministry should not have to engage the Tender Board or the Ministry of Finance because contractors are not satisfying their end of the bargain. As a government, we are interested in getting these projects going so that we can get our programme off the ground. We are almost at the end of our expenditure cycle, so I want to urge you to ensure you complete these works. These works are considered critical for the improvement of the lives of our citizens. As a government, we do not want to have projects going on beyond their project lifecycle,” Minister Mustapha said.

Minister Mustapha also gave contractors up until the end of the week to renew their mobilisation bonds and submit them to the ministry.

Some of the contractors cited delays in shipments of critical materials or unfavourable weather for not being able to complete their projects and for seeking extensions. However, most contractors present committed to completing all outstanding works by the end of the year.

With the onset of the ongoing global pandemic, international shipping has seen a massive shortfall after countries such as China

Jagdeo labels SOCU a ‘disappointment’

“SOCU has just been a disappointment, because had it been the PPP [People’s Progressive Party], they would have probably been running us down,” he said.

In making his case, he stated that former Minister of Finance under the A Partnership for National Unity + Alliance For Change (APNU+AFC) regime, Winston Jordan, was involved in transactions where he breached Guyana’s financial laws, but he is yet to be charged.

“Winston Jordan has been in breach of our financial regulations, and also his fiduciary responsibility when he transferred large tracts of land worth billions of Guyana dollars to individuals without them paying a cent, although the agreement said they had to pay for these properties,” Jagdeo said.

While noting that he would have to seek an update on this matter from Attorney- General Anil Nandlall, S.C., he said: “You can go to jail for that; that’s a breach of the financial laws. I don’t see him even charged by now, and I wonder what’s going on.”

At a press conference on October 14, 2021, Nandlall had disclosed that there are a number of transactions which were conducted under the APNU+AFC administration that will be subjected to investigations, and from which charges are likely to follow.

Jordan was fingered in a number of these transactions, including the sale of several vehicles by the Guyana Revenue Authority (GRA), without due process, to persons who are allegedly closely related to him.

Additionally, Nandlall had disclosed that a number of State properties valued millions of dollars were sold below market value, without

Jordan, in his response to the allegations, has claimed that they are false, baseless, and repugnant. According to him, the allegations are designed to impugn his character, tarnish his image, and lower his esteem in the eyes of his family, friends, admirers, well-wishers, and the general public.

“I wish to reassure everyone that I, Winston Jordan, Former Minister of Finance in the Coalition Government, performed my duties in compliance with the oath of my office, and to the best of my abilities. This, I have done in my over 35 years of public service, in various capacities,” he said in a press release issued in October 2021.

Jordan was called in for questioning by SOCU in January 2021, to assist with investigations pertaining to the award of State lands at Peter’s Hall, East Bank Demerara (EBD), specifically to the vesting of the lands, in his capacity as Finance Minister.

Attorney-at-law James Bond, and former National Industrial and Commercial Investments Limited (NICIL) Chief Executive Officer (CEO), Colvin Heath-London, were also subjects of this investigation.

Bond was accused of benefitting from land deals emanating from the sale of State lands while purportedly looking after the interest of the NICIL, which was presiding over

the leasing of the said lands.

Two businessmen embroiled in the scandal, Life 1 Pharms Inc. Director, Avalon Jagnandan, and Director of A-Z Pharmaceuticals Medical Supplies and Equipment Inc., Eddie Doolal, were also arrested and, reportedly told investigators that it was Bond who facilitated the deals, which saw 30 acres of prime State lands being transferred to Chinese national, Jianfen Yu. The businessmen had reportedly disclosed to investigators that it was Bond who encouraged them to startup companies, and apply to NICIL for lands. They also claimed that it was Bond, and not they, who received a hefty payoff from both deals, amounting to more than $100M. Bond, reportedly, also received a US$1M payment from Trinidad logistics company, Lennox Petroleum, for the sale of 10 acres of land leased to ARKEN Group Inc. In that deal, ARKEN and its principal leased from NICIL 20.3 acres of land at Peter’s Hall on May 9, 2018, for a 20-year period at US$16,224 per year. ARKEN later sold the 10 acres of land to local logistics company, GLASS Holdings Inc. on October 10, 2019, for $200M. Bond and Heath-London were both charged with conspiracy to defraud the State on April 1, 2021. They appeared before Chief Magistrate Ann McLennan, at the Georgetown Magistrates Court, in relation to the sale of the State lands at Peter’s Hall. Doolal and Richmond were also charged.

the PM said last Sunday.

“It is at these times that our oneness truly shows, as we partake in the practices of other cultures, whether it be through food, dance, or even social events,” he added.

The Prime Minister made these remarks at the Seventh National Diya Light-up, hosted by the Hindus for Selfless Service at the intersection of Rahaman’s Park on the East Bank of Demerara.

Along with his address, the acting President also flipped the switch to illuminate a large diya displayed at the intersection, saying: “With every diya lit, we

are encouraged to search ourselves for the spark that lives within us, that we may realise our truest potential, and strive towards success and prosperity. All this while embodying a spirit of global oneness and cohesion.”

India’s High Commissioner to Guyana, Dr K.J Srinivasa, who also attended the event, said he is pleased to see the magnitude of Diwali celebrations in the country.

Passports from Regions One, Two now handled in Anna Regina RESIDENTS of Region One (Barima-Waini) and Region Two (PomeroonSupenaam) can now enjoy some relief from the hassle of travelling long distances as they can now apply for, and uplift, their passports at the Anna Regina Immigration and Passport Office in Region 2, according to a statement from the Guyana Police Force (GPF).

The press release said the new measure came into effect on Monday, November 1, 2021. The Anna Regina Immigration & Passport Office is located at the Anna Regina Police Station on the Essequibo Coast.

“Passport applications will be accepted from 07:00 hours to 12:00 hours and passports will be issued from 09:00 hours to 11:00 hours on working days,” the GPF statement added.

Services offered at the Anna Regina passport office include passport application, passport uplifting, submission of old age pension letters, ‘endorsement of obligation’, and ‘no longer obligated’ stamps in passports.

Renewed Passports Persons renewing their passports where an old passport has expired or the booklet is filled must submit their completed passport application form, original and photocopy of birth certificate, the old passport, one passportsize photograph, and $6000.

These requirements are also for persons applying for a new passport because of a name change through marriage, divorce, or deed poll.

For persons who have changed their name through any of the above mentioned, the GPF said the original and photocopy of the Deed Poll, Marriage Certificate, or Divorce Absolute would be required as proof.

First-Time Applicants

For first-time passport applicants who never owned a passport, the required documents for making the application include a completed passport application form, original and photocopy of birth certificate, national identification card, one passport-size photograph, and $6,000.

As it relates to the ‘Reference/Recommender’ section of the passport application form (Section 7), the GPF advises this can be done by “Any person of professional status, such as a Justice of Peace, Member of Parliament, Minister of Religion, Doctor, Lawyer, Teacher, Bank Officer, Police Officer, etc. in your country of residence.”

“The Recommender must affix his/her Official Stamp at the appropriate place on the Application Form.”

Lost, Damaged, Stolen Passports If a passport has been lost, damaged, or stolen, the police force noted that an official police report must be submitted during the application process, along with an affidavit signed before a Justice of the Peace, Notary Public, or Commissioner of Oaths to Affidavits stating

the circumstances causing the Passport to be lost, stolen, or damaged.

For applicants without National Identification Cards, the applicant can be identified by a parent, a sibling who is 18 years old or older (who shares one or both parents), or a legally married spouse. The GPF further clarified that the guarantor who recommended the applicant can also identify the applicant.

The Guyana Police Force

advises the public that, on all occasions, the person identifying the applicant must be in possession of his or her National Identification card and must accompany the applicant to the Immigration and Passport Office where the identification process will be conducted in the presence of the Immigration Officials.

Additionally, if the person identifying the applicant is a family member, a birth certificate or marriage certificate is required.

Teens escape death, flung from motorcycle in Canje accident

T W O 1 7 - y e a r- o l d s o f Corentyne, Berbice narrowly escaped death when their motorcycle crashed into a motor pickup causing them both to be flung in the air as the motorcycle then collided with another vehicle on the No. 2 Village Public Road, East Canje.

According to information from the Guyana Police Force (GPF), the incident occurred Sunday last at approximately 21:20 hrs.

The two teens, Ganesh Rajnauath of Guava Bush, Corentyne, and the pillion rider, Akash Ramnarine of Chesney Housing Scheme, Corentyne were reportedly proceeding west along the

southern drive lane of the public, at a speed of about 40 kilometres.

It was then that the speeding motor pickup, for which the owner was not identified, made a turn for the Cumberland Public Road and into the path of the motorcycle.

The motorcycle then collided with the motor pickup and both teens were flung onto the road, according to the police statement. The young men received injuries about their bodies.

The motorcycle then collided with motorcar PLL3900 driven by 26-year-old Romero Kisten of Sheet Anchor Village, which was proceeding east on the Sheet Anchor public road.

The police report that the motorcycle rider and the pillion rider were conscious when they were taken by public-spirited persons to the New Amsterdam Public Hospital. A medical examination was conducted and the teen boys were treated for their injuries and admitted for further observation.

Meanwhile, both the motorcar and the motorcycle have been lodged at the Central Police Station, while the motor pickup reportedly remained at the location up until the time the press statement was issued yesterday morning.

Police investigations are ongoing.

Diamond businesswoman’s killer to know fate today Colin Grant

COLIN Grant, who had confessed to fatally shooting businesswoman Sirmattie Ramnaress in 2013, is expected to be sentenced today by High Court Judge Jo-Ann Barlow.

Last month, Grant, who was initially charged for the capital offence of murder, opted to plead guilty to the lesser count of manslaughter.

Grant admitted that between August 30-31, 2013, in the county of Demerara, he killed Ramnaress called “Sabo” at her Diamond, East Bank Demerara home.

He is being represented by attorney-at-law Dexter Todd, while prosecutors Latifah Elliot, Sarah Martin and Nafeeza Baig are on record for the state.

Grant is expected to be sentenced this morning following presentation of a probation report.

His co-accused, Colin Bailey, was freed after the prosecution disclosed that it did not have any evidence linking him to the murder.

Justice Barlow directed the jury to return a not-guilty verdict and Bailey was freed.

Bailey, an ex-cop, was Ramnaress’ reputed husband.

The Guyana Chronicle had reported that the woman was found dead in her garage on the morning of August 31, 2013, with a stab wound and injuries to her head and body.

While petrol had been thrown all over her house, it was the bond at the back of the yard that was set alight and destroyed. The woman’s body was discovered after the fire service was called to the fire scene. Her attacker also removed the footage from surveillance cameras that were located around the house.

The police suspected that Bailey, who shared a 21-year relationship with the victim, was involved in her death.

However, he had told police investigators that at the time of his wife’s demise he was on active duty and therefore had a solid alibi.

The case was reopened in 2015 after police arrested Grant.

Berbice mother, new born died of health complications -husband expresses suspicion, says he was barred from PME

By Nafeeza Yahya WHILE it has been concluded that Berbice mother, Devi Samaroo died as a result of blood clots in the lungs, and her stillborn baby had a hole in her heart, relatives say they are suspicious as they continue to receive conflicting information and were barred from witnessing the post-mortem examination (PME).

According to reports, Samaroo died on Sunday, one day after her infant. She was admitted to the New Amsterdam Regional Hospital on Friday evening.

The woman’s husband, Sunil Partap, 28, of Lot 85 Bloomfield, on Monday expressed outrage at being unable to witness the PME of his wife and child.

“We were told two relatives; the two closest relative can see when them a get cut, but when the police come them nah allow nobody only

the police officer. So, we want to know now what they had to hide. We understand if we went in and could not stay because of how we feeling, but we nah even get that chance. This ah cause us more hurt and suspicion, ” he said during an interview with the Guyana Chronicle.

He said that as the family await answers, Director of Regional Health Services, Dr. Vishalya Sharma, has promised that a thorough investigation is underway.

Partap said he intends to hold her to that promise and as such will give the authorities ample time to ensure that this is done.

The grief-stricken man is contending that his wife was healthy and did not have any known issues with her lungs. He, however, is very perplexed with actions of the health officials from the time his daughter died to now, since there are conflicting reports about the circumstances of her death. Being barred from witnessing the

post-mortem has made him even more suspicious.

SADDENED Meanwhile, the hospital in a press release issued on Monday evening, expressed its sadness at what had happened.

It was disclosed that Samaroo was admitted to the hospital on October 29 in the evening and delivered a pre-term infant via a vaginal delivery the following morning, but died the next day.

According to the release, the post-mortem revealed the cause of death for Samaroo as a massive bilateral pulmonary thromboembolism or blood clots in both lungs, while the neonate suffered a congenital malformation known as Ventral Septal Defect or a hole in the heart.

The Guyana Chronicle was told that the post-mortem was conducted by Government Pathologist, Dr. Vivekanand Bridgemohan.

The hospital explained that the hole-in-the-heart condition is the second most

“The management and staff of the New Amsterdam Regional Hospital are deeply saddened by this event and express our deepest condolences to the family and friends of the deceased and as such, remain open to any

questions the family may have,” the release said, adding that the matter and the post-mortem results have since been referred to the Ministry of Health (MoH).

Shree Krsna Mandir spreads Diwali spirit THE Shree Krsna Mandir in Gay Park, Greater New Amsterdam, East Berbice, is now in its 17th year of bringing cheers to many in their annual ‘Diwali Seva’ hamper drive.

With a target of approximately 480 hampers for this year’s distribution, many needy families and individuals will be given the opportunity to ensure they have enough grocery during the auspicious Hindu holiday.

During the distribution drive on Sunday, Pandit Rajin Balgobin told the Guyana Chronicle that the idea is to reach out and spread cheer to as many people as possible.

“For sixteen years -- we are now in our 17th year on the occasion of Diwali -- a few days before, we try to reach out to as many families or single parents, elderly in various communities, sometimes 35-40 communities and distribute grocery hampers.”

The religious leader related to the Guyana Chronicle that support for the initiative has been overwhelming, pointing out that the Mandir has moved from distributing 120 hampers when they started to over 400 today.

Funds for the event come from donations, both locally and internationally. Notably, the overseas funding has been coming from Belgium and the Netherlands apart from the UK, USA, Canada and the Caribbean.

Aside from Guyana, Balgobin stated that the distribution is being done to 100 poor families in India as well. He expressed gratitude for the generous donations received and while they would like to assist more individuals, the recent increase in the prices of items have made the number smaller but nevertheless the hampers are filled with essential items that would bring a smile to the face of the persons receiving it.

The woman’s relatives are calling on the authorities to provide them with answers to their many questions as the incident has left them in shock.

Due to the inability to get closure, a date for the funeral has not yet been decided.

Samraroo’s mother, Mahendrawattie Sewnauth, expressed gratitude to the regional officials for visiting and said she felt somewhat appeased not only because of the visit, but given the assurances made that answers will be provided.

Trio accused of ‘ganja’ trafficking granted bail

THREE men, who were recently arrested by the Customs Anti-Narcotics Unit (CANU) for trafficking cannabis , were on Monday released on $120,000 bail each by Principal Magistrate Sherdel Isaacs-

Marcus Leon Bishop, a 35-year-old labourer of Duncan Street, Newtown, Kitty; Abinash Inshanally called Victor, a 29-year-old welder of l Diamond Housing Scheme, East Bank

Demerara and Kevin Simpson, a 35-year-old vendor of 8th Street, Diamond, all appeared

at the Georgetown Magistrates’ Court.

Bishop pleaded not guilty to the charge which alleged that on October 29, at Campbell Avenue, Campbellville, Georgetown, he had 46.3 grams of cannabis in his possession for the purpose of trafficking.

According to details of the charge presented by police prosecutor Richard Harris, Bishop was arrested by CANU ranks during a

raid. The ranks allegedly saw Bishop standing in a yard and acting in a suspicious manner. He was searched and ziplock bags containing cannabis were allegedly found in his pants pocket.

Meanwhile, the charge against Inshanally and Simpson alleged that on October 29, at 8 Avenue, Diamond Housing Scheme, EBD, they had 47.9 grams of cannabis in their possession for the purpose of traffick-

ing.

According to Harris, the accused were arrested during a CANU raid at 8th Street, Diamond Housing Scheme.

The men were allegedly intercepted with a quantity of small ziplock bags containing 47.9 grams of cannabis.

The magistrate placed the men on $120,000 bail each and adjourned their matters until December 13.

English Language teacher Bridget Craig moulded NGSA’s most outstanding writers -says her teaching career has been ‘fulfilling’

English Language teacher Bridget Craig

By Tamica Garnett BECOMING a teacher was not the first career choice for English Language teacher Bridget Craig, but in the end, it has been a fulfilling one. Moreover, she is happiest about her career choice when she gets to see her pupils excel and accomplish great things.

Recently, she became overjoyed after learning that two of her pupils excelled at this year ’s National Grade Six Assessment (NGSA). Gabriella Felix, who had the best NGSA narrative, and Makayla Spencer, who had the best letter, both attended Craig’s private lessons. Their parents have credited Craig for playing a major role in their children’s outstanding performance.

“Miss Bridget had a lot of confidence in Makayla,” commented Marlon Spencer, the father of Makayla Spencer.

He believes that the teaching methods and discipline instilled by Craig, went a far way in keeping Makayla in line and this eventually led to her excelling in her writing.

“She [Craig] was very consistent in making sure that Makayla did her homework and writing and being dis-

ciplined. I would overhear the Zoom lesson conversations sometimes and hear how she would pull her [Makayla] up sometimes when she isn’t doing her work, and I think that method really worked well for Makayla,” he noted.

For Craig, she was overjoyed when she found out how well the two did. She is very proud to see that all the hard work she had put in has paid off.

“That was a moment when I felt a sense of satisfaction. I was very pleased because finally the work I was doing behind the scenes was finally reflected. My pupils usually do well, but that was a high point.

They represent all of the other students who have the training that I give,” she noted.

She added that: “I would like to give the credit first and foremost to the creator, with whom I have a personal relation, to my husband, to the experience I have received over the many years and finally to the parents who entrust their children in my care.”

Even after pupils would’ve advanced to higher levels of learning, it still brings great joy to Craig when she can hear about how well they have developed.

“I like to say I teach for life, not just for them to pass now. So, when I meet students, I love to talk about how well they continue to perform,” she told this publication.

Craig has over 35 years of teaching experience under her belt.

She began her teaching career when she was just 18 years old.

Growing up in Plaisance, Craig had initially thought about becoming a lawyer. However, circumstances did not allow her to pursue that passion. Now, more than three decades later, she has no regrets pursuing

a teaching career.

“I would often say teaching actually called me, I didn’t go towards it. I was just sitting at home after my ‘O’ Levels, and one of my mom’s friends that [sic] was aware that I was at home said, ‘well let her go and teach.’ And I became connected to the love of teaching,” she shared.

Her love for teaching was nurtured when she took up her first post at the Sacred Heart Primary School. She credits the then head teacher of the school for what she has become today.

“What really got me into teaching was the headmaster at that school, Mr. Rodrigues.

He would have all the young teachers in his office during lunch and he would teach us the principles of teaching. What I would have learnt from him, I was able to apply throughout my years of teaching,” she told this publication.

After her time at Sacred Heart, she would go on to study at the Cyril Potter College of Education (CPCE) where she majored in English. She then pursued a bachelor’s degree in English at the University of Guyana (UG).

She would also go on to teach for approximately five years at the St Ambrose Primary School. She subsequently taught at the St George’s High, Queen’s College, Marian Academy, and Mae‘s Primary School before retiring.

She would’ve also done independent work with the National Centre for Education Research and Development (NCERD).

The fact that her teaching career led her to English was no surprise to Craig, who noted that English has been a love of hers from a young age.

“I’ve always had a passion for that since secondary school. When

i got to college [CPCE], I didn’t have to deliberate. I knew right away

that I wanted to do English. I had one language teacher in particular [who] played an important role in my growing to love the subject,” she

recalled.

Now, she is able to pass on the same love for the language that her teachers instilled in her, to her pupils.

PMTC wins PowerZone Volleyball Championship PORT MOURANT Training Centre (PMTC) came from a set down to defeat the Eagles Volleyball Club in the final of the PowerZone Volleyball Championship, which was played on Sunday at the Cliff Anderson Sports Hall, in Georgetown.

After emerging as the top two teams from the preliminary round, it was the Eagles who drew first blood with a

31-29 first-set victory in the championship clash.

PMTC made the necessary adjustments and stormed to a 25-20 second set win, but the Eagles did not give up and re-took the lead by a similar margin (25-20).

With Shemroy Ross and Ronaldo Bobb battling hard, the Port Mourant side managed to even the game at two each with a 25-14 victory in

the fourth set before they won the fifth by a score of 15-9.

Ross finished with 12 points, Bobb with nine and Andy Rohoman and Devendra Latchman with six points each.

Ross was also adjudged the Most Valuable Player and best hitter, while Akeem Bowlin was awarded the Best libero trophy; Levi Nedd Jr,

the Best Setter and Daniel Joseph, the Most Improved Player.

The Eagles were led by Adriel Moore, who finished with 15 points, Kristoff Shepperd, who ended with 14 points and Trevon McRae with 12 points.

Earlier, Youth Achievers Volleyball Club withdrew from the championships after they were disqualified in

their opener for playing with a player not on the official list.

Eagles opened the tournament with a 2-0 25-19, 25-20 win against Castrol Strikers before PMTC gained the disqualification victory.

In the third game, PMTC defeated the Strikers 25-15, 25-21 before the top two teams squared off in the final.

New Zealand's thumping win against India has put them in pole position to qualify as the second team from Group 2; Pakistan should top the group, given that they have two relatively easier games coming up.

The margin of defeat against New Zealand also means India's net run rate (NRR) has taken a beating, and they now depend on other results going their way.

Here is how things stack up for the three teams which are likely to be fighting for the second slot - New Zealand, Afghanistan and India.

Former Test leg-spinner Peter Philpott dies, aged 86 FORMER Australia Test leg-spinner Peter Philpott has died after an extended battle with illness. He was 86.

Philpott, who played eight Tests for Australia, suffered complications from a fall.

He took 28 Test wickets at an average of 38.46, while in 76 first-class matches, Philpott took 245 wickets at 30.31 and made 2889 runs at 31.36.

His death comes at a difficult time for Australian cricket as it also mourns the loss of former Test players Alan Davidson and Ashley Mallett in the past two days.

To be held under the theme of 'One Caribbean, One Sport, One People, One Love' signifying the importance of togetherness within the region and creating the necessary investment for the development of young cricketers, the tournament is also being held in honour of two of the region’s greatest cricket commentators, 'Reds' Perreira and the late Tony Cozier.

“We are seeking to honour Mr 'Reds' Perreira and pay respects to the late Mr Tony Cozier, who were very good friends and by extension, two of the greatest West Indian cricket commentators and writers that we have witnessed on this planet,” said Hamilton Lashley, the founder and director of the foundation.

“These gentlemen have been mentors and an inspiration to many youths and it is against this background we are seeking to stage this tournament on the Easter

According to Lashley, a former Minister of Social Transformation in Barbados, countries that have expressed an interest so far include Barbados, Guyana, Trinidad and Tobago, Jamaica, Grenada, St. Kitts and Nevis, Dominica, St. Lucia, Bermuda, Antigua and Bermuda, Bahamas, Grand Cayman, Saint Marteen, Canada and the United States of America.

The foundation is planning on playing matches at the famous 3Ws Cricket

Oval located at the University of the West Indies Cave Hill Campus and Briar Hall Ground in Christ Church.

It is expected that 24 teams will be part of this tournament and each team is required to bring 10 players per team. Seven players will play a game, six on the field with one super sub.

The deadline for registration is January 28, 2022, and there is a registration fee of US$500 per team.

The winner of the tournament will walk away with US$10,000 with the second and third-place teams getting US$5000 and US$2500, respectively. The fourth-placed team will get US$1,250.00 Those who wish to participate and are fully vaccinated will not have to quarantine once they have arrived in Barbados. However, those not vaccinated or who have only one dose of the vaccination will have to quarantine for five days as stipulated by the COVID-19 Monitoring Unit in Barbados.

Pollard suffering from thigh strain, to be assessed ahead of crucial Sri Lanka match on Thursday West Indies white-ball captain Kieron Pollard suffered a muscle injury to his left thigh in the match against Bangladesh and will be assessed ahead of their crucial T20 World Cup match against Sri Lanka on Thursday.

Re-elected TTCB president Bassarath to focus on youth development RE-ELECTED Trinidad and Tobago Cricket Board (TTCB) president Azim Bassarath will place primary emphasis on youth development in the opening phase of his new four-year term at the helm of local cricket.

Bassarath retained his presidential post after he bowled out lone presidential candidate Surujdath Mahabir 34-15 at Saturday’s executive elections.

The veteran administrator has held the board’s top post for the past 12 years and, in his fifth term as TTCB president, will continue until 2025.

The election was held at the Sir Frank Worrell Development Centre in Balmain, Couva saw 49 members voting for the new executive.

Incumbent first vice-president Arjoon Ramlal retained his post as he received 23 votes compared to former TT and West Indies leg-spinner, and ex-West Indies Player Association president Dinanath Ramnarine, who got 19, and Shareda Mohammed, seven.

Kerwin John ran uncontested for second vice-president while Parasram Singh will serve another term as third vice-president having trumped Sukesh Maniam 2919 at the polls. Maniam was the outgoing treasurer.

Additionally, the board received two new executive members as Altaf Baksh was elected general secretary while Kiswah Chaitoo was appointed treasurer.

Baksh eked out a narrow 25-24 win over Henry Chase, who contested for Bassarath’s slate, while Baksh bettered Richard Ramkissoon 28-20.

Meanwhile, Joseph Sam Phillip (43 votes), Stephen Ramkissoon (39), Kel vin Mohammed (31), Ann Browne-John (29) and Anderson Ramdath (29) were all elected as executive members.

On his victory, Bassarath said, “I want to thanks the elections committee. From the reports we got from members who voted, the process was very smooth and we haven’t had a single complaint.

“I want to congratulate the committee and thank members of the TTCB for the superb voluntary work that they did today. And also in putting things in place since they were appointed on October 2.”

Bassarath said the election results did not surprise him. He is however, ready to get down to business and welcomed the two new executive members to the TTCB board.

“The people have voted and we have to accept the results of the elections. We are looking forward with this new executive.

“I’m quite sure that we have very capable people who are on board and joined the executive; very experienced people. And I look forward to working with them for the next four years.

“The both (Baksh and Chaitoo) of them have already expressed their willingness to work with me and the executive,” he added.

Looking ahead, Bassarath said the sport’s progress remains highly dependent on the government’s decision to lift its restrictions.

There has been no domestic cricket since the pandemic hit in mid-March last year. But with public restrictions being gradually lifted, and the TT Football Association recently given the all-clear to host its first major sporting event – two women’s matches against Panama – in over 18 months, Bassarath remains optimistic.

After missing out on presidency, Mahabir, who also serves as Secondary Schools’ Cricket League president was still pleased with the process and congratulated the newly appointed executive.

Brathwaite: Sri Lanka tour excellent chance for strong finish ST JOHN’S, Antigua(CMC) – Captain Kraigg Brathwaite believes this month’s two-Test of Sri Lanka will provide West Indies with the ideal opportunity to close out a “strong” year in the longest format.

The Caribbean side are scheduled to arrive in the Asian country on November 10 and will play two Tests at Galle – the first starting 11 days later and the second carded for November 29 to December 3.

“Obviously Sri Lanka is a very strong team especially [at] home but as a team we look forward to the challenge,” Brathwaite said.

“It won’t be easy but last time we went down [there] we did decent as a team – obviously that was a couple years ago. But we look forward to the challenge.

“There are good memories there and obviously we’re looking to close off the year strong for West Indies.”

West Indies drew nil-all with Sri Lanka in a two-Test series in the Caribbean back in March and now have not beaten their opponents in 18 years home or away.

Buttler’s sublime century puts England on brink of semi-finals JOS Buttler scored a sensational maiden T20 international ton on a slow Sharjah surface as England beat a game Sri Lanka by 26 runs to all but secure a place in the World Cup semi-finals.

Buttler completed a 67ball century with a last-ball six to propel England to 163-4 from their 20 overs - after Eoin Morgan's side, batting first for the first time in the tournament, stuttered to 36-3 in the powerplay and 47-3 from 10 overs having been inserted

Britton, a former Caribbean U-21 and men’s singles champion, Caribbean championships Bronze medalist, men’s singles 2019 Guyana, and men’ singles under-21 Silver medalist, will be the lone Guyanese at the event which forms part of the ITTF World Contender Series.

The former Queen’s College and University of the West Indies Law student is a national men’s singles runner-up and

one of Guyana’s most talented players. He will be flying the Golden Arrowhead at the tournament which wraps up November 6.

The tournament, according to the Guyana Table Tennis Association (GTTA), will be a compact one with over 24 male participants with players from Belgium, India, Peru, Puerto Rico, Austria and Mexico.

“This offers a great opportunity for Britton to have great match practice in assessing where his game is after over an 18-months hiatus from competition due to the Covid -19 pandemic,” the GTTA said in a release.
