In delivering the keynote address, the Head of State said the establishment of the Diamond-Grove Magistrates’ Court in the Demerara-Mahaica Region was another step in the direction of providing easier access to justice for persons living in Guyana. “Access to justice is a fundamental and foundational principle of the rule of law. It is characteristic of a democratic state and considered as a hallmark of modern civilisation. Equality before the law can exist only where there is access to the law,” President Granger reminded the distinguished men and women of the judiciary and residents of the community

The new court will improve access to justice for the estimated 70,000 residents of the entire East Bank of Demerara,” he further reported.

Collectively, there are more than 35,000 people living in the Diamond and Grove Housing schemes.

From cane fields, the Diamond and Grove Housing schemes have emerged as thriving communities with banking services, religious halls, commercial enterprises, hospital, insurance companies, police station, schools and other necessities spread-out across them. The community, deservedly, now has its own magistrates’ court, the Head of State said as he took stock of the rapid developments taking place within the communities and along the East Bank of Demerara (EBD) corridor.

Legal rights The Attorney General, while acknowledging the efforts of the judiciary to expand the reach of justice, said the importance of access to justice cannot be overstated.

“When people get access to the justice system, they are empowered as it is one of the prime mechanisms for persons to exercise their legal rights. These legal rights are enshrined in our Constitution, found in our statutes and declared in the various international instruments to which Guyana is a signatory,” Minister Williams noted.

Wuhan: Virus-hit Chinese city to shut public transport

(BBC) Wuhan, a Chinese city of nearly nine million people, is to temporarily shut public transport as it tries to halt the outbreak of a new virus.

Those living in the city have been advised not to leave, in a week when millions of Chinese are travelling for the upcoming Lunar New Year holiday.

The airport and train stations will be closed to

outgoing passengers.

Bus, subway, ferry, and long-distance transport networks will shut down from 1000 local time on 23 January.

Those living in Wuhan had already been told to avoid crowds and minimise public gatherings.

Dr Tedros Ghebreyesus, the director-general of the World Health Organization, said it was a “very strong measure” that

would “not only control the outbreak, they will minimise spread internationally”.

Meanwhile, after a day of discussion the WHO’s emergency committee has not yet decided whether to declare a “global emergency” over the virus. Talks will continue on Thursday.

The outbreak has killed 17 people, and there are more than 500 confirmed cases.

However, calculations by scientists at the MRC Centre for Global Infectious Disease Analysis at Imperial College London suggest there are 4,000 people sick with the virus in Wuhan.

The virus originated in a seafood market that “conducted illegal trans-

actions of wild animals”, authorities said.

There is also evidence of human to human transmission with the novel virus spreading to family members and healthcare workers.

But understanding how easily and how often the virus spread between people is one of the major outstanding questions in this outbreak.

Beyond Wuhan, it has spread to several Chinese provinces, the US, Thailand, Japan and South Korea.

Late on Wednesday, Chinese authorities confirmed the number of dead had almost doubled - from nine - in the space of a day. All fatalities so far have been in Hubei, the

province around Wuhan.

Officials in Hong Kong also reported the territory’s first two cases.

Known for now as 2019-nCoV, the virus is understood to be a new strain of coronavirus not previously been identified in humans. The Sars virus that killed nearly 800 people globally in the early 2000s was also a coronavirus, as is the common cold.

A global emergency is the highest level of alarm the WHO can sound and has previously been used in response to swine flu, Zika virus and Ebola.

Dr Tedros Ghebreyesus, the director-general of the WHO said more time was needed to reach a decision. “This is a complex and evolving situation,” he said.

“The decision about whether or not to declare public health emergency of international concern is one I take extremely se-

riously and one I am only prepared to make with appropriate consideration of all the evidence,” he added.

Chinese officials said the country was now at the “most critical stage” of prevention and control.

“Basically, do not go to Wuhan. And those in Wuhan please do not leave the city,” said National Health Commission vice-minister Li Bin in one of the first public briefings since the beginning of the outbreak.

The virus infects the lungs and symptoms start with a fever and cough. It can progress to shortness of breath and breathing difficulties.

The first US case was confirmed on Tuesday.

President Donald Trump said the situation was “totally under control” and that he trusted the information being provided by Chinese authorities.

Mexican butterfly activist’s disappearance: 53 police detained (BBC) In Mexico, 53 local police officers are being questioned over the disappearance of environmental activist Homero Gómez.

Mr Gómez, who manages a butterfly sanctuary in the central town of Ocampo, was last seen on 13 January.

Prosecutors said they had detained the entire police forces of Ocampo and neighbouring Angangueo for questioning.

Prosecutors have not said why they suspect the local police officers of involvement in Mr Gómez’s disappearance.

It is not the first time the police force of Ocampo has been detained for questioning. In June 2018, 27 officers were arrested on suspicion of involvement in the murder of a local politician who was running for mayor.

Ocampo is located in Michoacán

state, a region that is notorious for its violent criminal gangs, which often bribe or intimidate local police into working for them.

Relatives of Mr Gómez told local media that the conservationist had received threats from an organised crime gang.

Rights groups had earlier said they feared that Mr Gómez may have been targeted because of his fight against illegal logging, one of the activities that criminal gangs in the area are involved in.

Mr Gómez is a tireless campaigner for the conservation of the monarch butterfly and the pine and fir forests where it hibernates.

Scientists have been fascinated with the orange and black monarch butterflies because of the vast distances they fly each year to hibernate in Mexico - the longest migration of

any insect.

The sanctuary Mr Gómez manages near Ocampo opened in November as part of a strategy to stop illegal logging in the area, which is a key habitat for the monarch butterfly.

In a video posted on his Twitter account shortly before his disappearance, he invited people to visit the sanctuary.

He was last seen in person attending a meeting in the village of El Soldado on the afternoon of 13 January and his family reported him missing the next day.

A search which was joined by 200 volunteers has so far yielded no clues. Since 2006, 60,000 people have disappeared in Mexico, many of them are believed to have fallen victim to criminal gangs who kill anyone who could interfere with their illegal activities.

(TRINIDAD GUARDIAN) Attorney General Faris Al-Rawi is backing claims made by his colleague National Security Minister Stuart Young that the police are investigating sitting Members of Parliament with ties to the criminal underworld. He said he was present at the meeting of the National Security Council when the police and other law enforcement officers shared that information.

The AG, who spoke with reporters at the media launch of Prestige X at 519 Lounge, C3 Centre, San Fernando on Tuesday night said: “Do you believe someone is fueling crime? I am a member of the National Security Council. I was present at the National Security Council when the Trinidad and Tobago Police Service and other law enforcement agencies came to us and told us what Minister

Young said and it is recorded in the minutes of the National Security Council exactly what Minister Young said.”

The Opposition has called for Young to appear before Parliament’s Joint Select Committee (JSC) on National Security to explain his claims. Al-Rawi said he is confident that Young will be vindicated.

“Commissioner Griffith, wasn’t he a member of a previous government? For Commissioner Griffith to be in the line-up of a Joint Select Committee to tell the population what Minister Young said is not a small deal.

“Minister Young had an obligation to put forward the information that he did.

I accept that it may appear to be a political twist. Many people can say that Trinidad and Tobago is tired of the talk but at that Joint Select Committee, I am confident my colleague Stuart Young

will properly acquit himself in the best interest of the confidence of managing crime and halting it.”

The AG said he supports the call from the T&T Chamber of Industry and Commerce for Government to ensure that technology infrastructure—drones, air support, digital fingerprinting, the CCTV cameras with facial recognition—are fully operational and utilized.

Decentralisation and good governance THERE is no question or doubt that a maximally decentralised system of governance is the best approach. After all, such a system allows a wide cross-section of citizens to participate in the political system that affects their day-to-day lives.

In contrast to the People’s Progressive Party’s (PPP) power-hoarding regime, President David Granger has committed his administration to decentralised governance. In fact, the PPP’s approach was in direct contravention of the constitution; while President David Granger’s policy demonstrates respect and reverence for the supreme law of the land, which mandates an inclusionary, democratic, decentralised system of government. One may therefore conclude that for years, decades, in fact, the PPP had disregarded the law, stifled the will of the people, disrespected democratic norms, and made a mockery of governance. Fortunately, that state

of affairs was brought to an end with the election of Brigadier David Granger to the presidency.

Article 13 of the Constitution of the Cooperative Republic of Guyana mandates that, “The principal objective of the political system of the State is to establish an inclusionary democracy by providing increasing opportunities for the participation of citizens and their organisations in the management and decision-making processes of the State, with particular emphasis on those areas of decision-making that directly affect their well-being.”

In other words, the main purpose of government is to include Guyanese in the processes of government.

Article 71 (1) instructs further that, “Local Government is a vital aspect of democracy and shall be organised so as to involve as many people as possible in the task of managing and developing the communities in which they live.” Article 74 (1) sets out the main duty of local

government. It states, “It shall be the primary duty of local democratic organs to ensure in accordance with law the efficient management and development of their areas and to provide leadership by example.”

Evidently, the Granger administration has honoured the constitutional mandates of inclusionary democracy and citizen participation; as required by the law, two local government elections were held within the four years that President David Granger has held office.

This, after the PPP regime had brazenly flouted the constitution and denied the Guyanese people the right to elect their local representatives for over 20 years. Clearly, President Granger has made good on his promise to place power into the hands of the people where it belongs. That is one aspect of the coalition’s policy of decentralisation of power.

Another aspect of His Excellency’s programme of decentralised

governance is the policy of establishing capital towns in each region.

President Granger has said that such towns are intended to be engines of growth and development, while ensuring that citizens throughout Guyana have ready access to public services. So far, four new towns have been established by the David Granger government. And, even though fewer than four years have passed since the setting up of the first town, there is already undeniable evidence of the benefits of the president’s transformative initiative.

For example, Bartica has constructed Guyana’s most picturesque riverside boulevard; it has installed more than 700 street lights as it is in transition to becoming a ‘green’ town; it is developing a green park and rehabilitating the town’s market as part of its drive to become a ‘green’ town. Mabaruma has transformed the Kumaka waterfront; building concrete-based roads and installing street lights as

part of its drive to create a better town. Lethem is fast becoming the business hub of the Rupununi. Lethem is upgrading its infrastructure, including drains, roads, bridges and schools. Mahdia, Guyana’s newest town, has effected improvements to its internal roads and bridges and is expanding public services as it rebounds from the effects of flash floods.

Of course, the process of decentralisation is an ongoing one; President Granger has said that regional administrations should be weaned from financial dependence on central government. In this way, regions will feel free and empowered to pursue their own developmental agendas. Additionally, the establishment of capital towns will continue, and, with such ongoing programmes, Guyanese can move forward together.

Seepaul needs to stop spinning; he is doing a poor job Dear Editor: RESPONSE is hereby made to GAWU General-Secretary Seepaul Narine’s letter, “All workers must be treated justly, equitably and fairly” (KN 22nd January 2020). There is full agreement; all workers must be treated justly, equitably and fairly, but the man whose stewardship is under review never embraced nor practised this universally acceptable principle.

Seepaul’s deception that “Mr Jagdeo accepted [Hoyte and Corbin’s] proposals and went on to implement them” has to be laid to rest. Leaders of the Opposition Desmond Hoyte and Robert Corbin were able, through dogged pursuit and militancy, to extract an agreement (2001) and communique (2003) with President Jagdeo to attend to matters affecting workers, which included the beleaguered bauxite workers and their communities. Jagdeo NEVER implemented those agreements, though history will record that Hoyte and Corbin fought and succeeded in bring-

ing him to the table. As leader of the opposition, he never fought to bring the Coalition Government to the table to discuss the sugar industry and these workers’ welfare.

In the absence of being briefed (publicly or otherwise) on the exchanges among the President, Minister of Agriculture and GuySuCo with regard to an October 2019 petition by sugar workers for pay increases, there cannot be a definitive pronouncement. If Seepaul is willing to share the totality of those exchanges with the public or me, an informed comment will be forthcoming. This notwithstanding, what still stands is that in December 2019, the Minister of Finance Winston Jordan “stressed that the union must sit with management to come up with a deal for satisfactory pay packages.” This is two months after the October petition!

GAWU and/or the PPP is/ are yet to respond to my question: why Jagdeo refused to use his political privilege and muscle to work with the minister, GuySuco and GAWU to ensure

collective bargaining and arriving at “a deal for satisfactory pay packages?” In the presence of this fact it cannot be understood the reason for arguing that “even when the industry couldn’t have afforded to offset pay increases to the workers, [Jagdeo] stepped in [to] ensure that the sugar workers…benefitted from some improvement in their pay levels.”

GuySuCo, which is now controlled by NICIL via shares, comes under the Minister of Finance. Cheddi Jagan would not have failed to reach out to the minister and/or publicly hold him to account for his statement and would have sought to bring management and union to the table. Jagdeo continues to fail in this regard.

I remain unbothered and unmoved by the effort to bring Ramjattan into a matter that has no bearing on Jagdeo’s leadership on sugar, as President and leader of the opposition. It is his stewardship that is under question and must be accounted for. If holding him to account is deemed “incomprehensible” and a “preoccupation,” that’s

a matter for Seepaul, but him (Jagdeo) having held these two premier constitutional offices, and as one who pays his emoluments and a trade unionist, I’d be darned if I fail to hold he who has responsibility unaccountable.

Seepaul needs to stop spinning because he is doing a poor job. The fact that GAWU took legal action during the Jagdeo and APNU+AFC administrations to ensure workers receive their benefits under the Termination of Employment and Severance Pay Act means both administrations flouted the law.

It matters not that in the instance of the PPP the court case was withdrawn before payment and the Coalition moved to pay after the court ruled. In both instances, workers were not paid promptly as expected under the law and sought judicial recourse.

Further, I am not going to accommodate his game of twisting my words to divert attention from the germane issue.

My stated position on the matters of solidarity and collective bargaining are clear and could

be understood by any Standard Two child. Likewise, is the mischief to give the impression there is opposition to GuySuCo, which is state-owned, having to rely on support from the Consolidated Fund.

The fact remains that it was under the Jagdeo administration that the sustenance of GuySuCo became increasingly reliant on the Consolidated Fund, which underlined a financial problem and his inability to address same. Further, where both opposition (now government) and government (now opposition) supported the release of funding validates the point that Jagedo’s refusal to try to secure pay increases for sugar workers through engagement with the government was deliberate.

The face-saving attempt

by Seepaul on management of the over US$200M Skeldon factory does not hide the fact that in 2013 Roger Luncheon, the government’s spokesman, said it was a “letdown” (KN, 29th March 2013- US$200M Skeldon Sugar Factory seen as a letdown). In that said article Tony Vieira blamed the PPP

government for the decline of the industry. Vieira went further to say, “Beginning in 2006 the EU had started paying the development funds to Guyana which was our compensation for loss of the preferential price for sugar in the EU markets… and the money was never released to GuySuCo.” Luncheon confirmed this!

Nothing Seepaul said moved the needle to support his position “that during the Jagdeo administration sugar workers were treated with respect and dignity.”

They were not! In fact, the more he writes the more he allows for the exposure of Jagdeo’s mismanagement of the industry and betrayal of sugar workers and their communities when they were and are at their most vulnerable. The preponderance of evidence continues to show that he failed these workers as President and leader of the opposition.

STOP DOMESTIC VIOLENCE!

Dear Editor

VIOLENT, aggressive behaviour within the home, typically involving the violent abuse of a spouse or partner, is common in some societies. Both men and women are victims of abuse by their spouses or part-

ners. In most cases though, men are the perpetrators.

Abusive men, ask yourselves: is it something to be proud of when I abuse my partner with hurtful words or physical violence? What joy comes from slapping, pushing, boxing, kicking, or hitting my partner with

my hand or with an object?

Would I love to be treated in an abusive way? How does the Most High God, Jehovah, and His Son Jesus feel when they see me abusing my partner verbally, physically, or otherwise? Psalm 83:18; Luke 1:31, 32.

No doubt they are not

pleased! Do I really respect Jehovah and His Son? If we respect God and His Son, then we would NEVER practise domestic violence! Instead, we would treat our partner in a loving way. Colossians 3:13, 14 urge us to be willing to put up with one another, even if some serious

disagreement or a quarrel should happen. Be willing to forgive and avoid harbouring resentment against your partner. Show love. Speak calmly with each other to settle the problem and keep peace between yourselves. Matthew 5:9. Being violent to one’s partner is very selfish and

stupid! Stop domestic violence! Show respect for Jehovah, the one who gave us life, by following the best advice in His Holy Word, the Bible.

Kaieteur News should acquire reliable sources Dear Editor I AM deeply concerned that Kaieteur News has hosted a YouTube video on its website which originates from a questionable source. The documentary is credible, because one of the directors was Brad

Pitt. However, the YouTube channel which is hosting the video is not affiliated with the copyright holders, and has an ulterior motive for spreading division.

The YouTube channel where the “Big Men” video

is hosted contains pro-imperial tropes and divisive sentiments under the guise of uploading social documentaries. The caption of the “Big Men” uploaded on YouTube disparages Africa, while casting blame on the locals for being exploited by the First World.

Furthermore, the YouTube channel’s profile picture shows a Photoshopped image of Canadian Prime Minister Justin Trudeau wearing an Islamic veil and brandishing a military weapon. This is one anti-immigrant trope used

by Canadian nationalist movements. Therefore, the YouTube channel is acting as a dog whistle to promote hatred against identifiable groups. In conclusion, Kaieteur News has not screened their Third-Party content to ensure that it’s coming from reliable sources, including

checking that the YouTube channel is not divisive. Kaieteur News should acquire reliable sources.

Promoting natural pesticides can reduce pesticide suicide and over time eliminate it Dear Editor THE Caribbean Voice (TCV) is thrilled that natural pesticides are being encouraged in the agri sector. While we are aware

that the purpose of this initiative is to foster healthy lifestyles and healthy eating and to get farmers to stay away from the synthetic fertilisers and pesticides, TCV recognises that as agri poisons become less and

less used, pesticide suicide will also be reduced, since the means would not be available.

While over the years TCV has been pushing for the Shri Lankan Hazard Reduction Model to be adapted and

implemented in Guyana, and for all farmers to be provided with strong boxes to store agri poisons, we believe that fostering natural pesticides will negate the need for these two measures. And so we

appeal to the Ministry of Agriculture to please make the video of this lecture available in all farming areas and to all farmers, and to work with farmers towards ensuring that natural pesticides are as

widely available as possible so they can phase out the agri poisons.

Tribute to Fr Joachim D’Mello, SJ Dear Editor ALLOW me to express my sincere sympathies to the Catholic Diocese of Georgetown on the passing of Fr Joachim D’Mello, SJ. It is fitting to acknowledge in appreciation for his relentless service in Guyana for about 18 years. He

hails from India. He has been serving throughout the length and breadth of this country. People will remember him as a ‘priest for all’ or ‘a jolly-good priest.’ He served as priest in the Rupununi for several years where he started honey-culture and carpentry.

He encouraged the people in Lethem to do the same. This was his unforgettable contribution besides being an inspirational pastor. As a director of the Guyana Human Development Centre in Port Mourant, Berbice, Fr Joachim encouraged the students to take up vocational skills

training such as cooking, cake- baking, pedicuring, computer skills and so on.

He also persuaded the local boys to be trained in basketball and personally trained a team at the centre. This centre trains school dropout students in various skills and hence, they are better equipped to take up jobs or

start small businesses.

In these small ways, he touched many hearts. Fr Joachim has also served in St. Pius X parish Church and Jesuit headquarters in Queenstown. Most persons will relate to him as ‘a priest for all’ because of his service to all. He also had a pleasant and

soothing personality that won many friends. He preached with conviction.

I have lost a good friend and I pay tribute of gratitude for all the service he rendered to the people of Guyana.

US Congressional team holds talks with President, others on elections PRESIDENT David Granger, on Wednesday, met with three members of the United States (US) Congress at the Ministry of the Presidency, where discussions were held on Guyana’s General and Regional Elections set for March 2.

The visiting delegation comprised Congressmen Albio Sires, Chairman of the Western Hemisphere, Civilian Security, and Trade Subcommittee; Gregory Meeks (D-NY) 5th District and Congresswoman Yvette Clarke (D-NY) 9th District. The Congressmen and Congresswoman were accompanied by US Ambassador to Guyana, Sarah-Ann Lynch. Congressman Gregory Meeks serves as the U.S. Representative for New York’s 5th congressional district, which is home to a large population of the Guyanese diaspora.

President Granger, who was accompanied

by Prime Minister Moses Nagamootoo, Minister of Foreign Affairs, Dr. Karen Cummings; Minister of State, Dawn Hastings-Williams; and

Minister of Social Protection, Amna Ali, said the meeting was cordial.

During the high-level meeting, the Head of State assured the US Congressional team that the elections will be free, fair and credible. “I was able to assure the US Congressional team that all the preparations that need to be made, are being made by the Elections Commission in accordance with the law and that the Executive Branch of Government has been compliant with the Constitution, and that we are working to ensure that the elections are indeed free and fair. We will continue to cooperate with the Elections Commission to do so,” President Granger was quoted in a statement released by the Ministry of the Presidency Press Unit.

The President said the Congressional team was assured that there would be no disorder or lawlessness and could look forward to Guyana playing a key role in the Western Hemisphere.

The Congressional team also met with Leader

of the Opposition, Bharrat Jagdeo, and members of the Private Sector Commission in two separate meetings. At the time of the meeting, the Opposition Leader was accompanied by Executive Members of the People’s Progressive Party/Civic (PPP/C) including its Prime Ministerial candidate, Brigadier Mark Phillips. Presidential Candidate, Dr Irfaan Ali was reportedly unable to attend the high-level meeting.

Meanwhile, Executive Members of the Private Sector Commission expressed their commitment to encourage an environment conducive to free, fair, inclusive and participatory elections on March 2nd, 2020.The meeting was attended by President of the Georgetown Chamber of Commerce and Industry (GCCI), Nicholas Deygoo-Boyer; Chairman of the Private Sector Commission, Captain Gerry Gouveia; and President of the American Chamber of Commerce of Guyana, Zulfikar Ally.

RUSAL “lays off” over 142 workers

By Tamica Garnett THE Bauxite Company of Guyana Incorporated (BCGI), owned

by Russian company RUSAL, on Wednesday informed 142 employees that they were being laid off effective from Thursday, 23 January, citing the reason as “reduced operations” due to “shortage of fuel”.

The list accounts for almost half of the company’s 300 plus employees and is said to cover employees from the Mines Department, Workshop and Geological Department.

Signed by the company’s Managing Director, Genadii Derevyankho, the notice is said to have been placed, around late afternoon, on notice boards at the company’s Kurubuka Mines and Aroiama Settlement Community.

It comes at a time when talks between the company and the employees’ Union, the Guyana Bauxite and General Workers Union (GBGWU) have been stalled for weeks during discussions on salary agreements.

Reports are that the company has been dismantling and removing equipment from the work site for some time now. “We wish to advise that we are forced to reduce operations and lay off employees due to shortage of fuel. Unfortunately, the employees listed below are affected by the reduced operations and have to be laid off effective from 23rd January, 2020, and to be recalled as soon as the situation stabilises,” the notice read, before going on to list the 142 employees by name and job title.

When contacted last evening, GBGWU President, Lincoln Lewis, noted that the Union was in the process of engaging workers, and will be making a statement later today.

Lewis established that the Union was never engaged by the company on the situation. However, last week Tuesday, the Union had gotten word that the company held a meeting, where department heads were asked to put together a list of employees to be retrenched. “The company has not informed the Union. They said nothing to us. We have not heard

from them for a good time,” Lewis said. Some employees are calling the situation disrespectful.

“Personally, I am very angry about the situation. What I do know is that we as the workers are not just going to lay back and allow these people to walk all over us again,” expressed one employee. “This company continues to disrespect the workers and continue to show no regard for the law of this country. They are sending home over 100 workers without informing the workers’ union or and the government.”

Branch Union Representative, Garfield Brutus, shared similar sentiments. “These Russians doing as they please; the company doesn’t tell workers anything. All we know is that mines guys just going to work and only a few days some of them working, some days they not working at all. Apparently [the notice] put up today sometime this afternoon. Is almost the entire mines [department] they lay off,” Brutus reported.

one per cent salary increase. The strike action ended in March, with a small victory for the Union, with the company reinstating all fired employees, and finally agreeing to recognise the Union, something it had fought for years. However, notwithstanding that agreement, the Union has been

having difficulties engaging with the Union to have a new Collective Labour Agreement (CLA) signed.

The company and the Union began conciliation talks, last August, after salary negotiations ended in a stalemate between the two sides over salary negotiations after the union rejected a three per cent pay increase offered by the company.

Several conciliation meetings were held, at the Department of Labour, presided over by Chief Labour Officer, Charles Ogle.

However, no meeting between the two sides has been held for some time now. Earlier last month, two employees of the company were hospitalised after being electrocuted while on duty. Employees were not pleased with the lack of attention the situation was given by the company’s management, which did not summon the company’s ambulance for the injured employees. Relations between the Union and the company have been frayed since 2009 when the company dismissed 57 employees, in a situation that was never resolved.

Young construction worker remanded MAGISTRATE Faith McGusty, on Wednesday, January 22, 2020, remanded a 22-year-old man accused of possession of an illegal gun and ammunition.

Dextroy Skeete, a construction worker, of Victoria Sideline Dam, East Coast Demerara,

appeared at the Georgetown Magistrates’ Court and denied the charges, when they were read to him.

Particulars of the first charge stated that, on January 19, 2020, at Bourda Street, Georgetown, he had, in his possession, one .32 pistol,

without being the holder of a firearm licence.

The second charge stated that, on the same day, and at the same place, he had three .32 ammunition, without being the holder of a firearm licence.

Attorney-at-law Lammy Singh, who represent-

ed Skeete, asked the court to grant his client reasonable bail. He added that the firearm was found in a bag, on the floor, in an area where many persons were standing at the time.

He stated that his client had no knowledge of any gun and ammunition and they were not found

in his possession.

Police prosecutor objected to bail being granted to Skeete, based on the nature of the offence and the penalty it attracted. The prosecutor added that Skeete was seen acting in a suspicious manner.

Police then asked to

conduct a search on his person and the gun and ammunition were found in a one-strap bag that was around Skeete’s neck. He was arrested and later charged.

Magistrate McGusty remanded Skeete to prison until February 12, 2020.

Courts, like the Diamond-Grove Magistrates’ Court, allow for the prosecution and defending of charges; and resolve conflicts in an environment that allows for fairness, due process and protection under the law.

“At the Attorney General’s Chambers and Ministry of Legal Affairs, we are doing our part to remove the barriers to access to justice under the “Support for the Criminal Justice System” programme, which is an IDB-funded project that is executed by the Ministry of Legal Affairs,” he said. The programme is aimed at reducing the prison population by encouraging the use of alternative sentencing.

President of the Guyana Bar Association, Attorney-at-Law Teni Housty, while referencing to Article 144 of the Constitution of Guyana, also underscored the importance of equitable access to justice. “What we are celebrating here today is a realisation of meaningful access to justice,” Housty told those present. He said the Guyana

Bar Association supports and endorses continued and sustained improvements in the administration of the Justice System in Guyana.

Meanwhile, the Chancellor of the Judiciary, in providing an overview of the multimillion-dollar project, said that the Diamond-Grove Magistrates’ Court will attend to the judicial

needs of persons residing along the East Bank of Demerara (EBD) corridor with focus on summary offences, with the exception of traffic matters, thereby enhancing the delivery of justice along the corridor.

All traffic matters along that corridor will be dealt with by the Providence Magistrates’ Court.

a decision to establish the Diamond-Grove Magistrates’ Court. It was Justice (Ret’d) Singh, who, while as Chancellor, had secured the plot of land on which the court sits but the project was executed under Justice Cummings-Edwards.

“It is no secret that Providence [Magistrates’ Court] is one of the busiest Courts in Guyana,” Justice Cum-

compound of the Providence Police Station. But those measures, Justice Cummings-Edwards said were not enough.

However, she said with the establishment of the Diamond-Grove Magistrates’ Court, the building will be returned to the police, and three magistrates will now preside over the two courts along the East Bank Demerara corridor

– one at the Providence Magistrates’ Court and two at the Diamond-Grove Magistrates’ Court.

“All traffic matters will be dealt with at the Providence Magistrates’ Court, and I have seen the statistics, which informed our decision, the traffic matters are numerous; and Providence Magistrates’ Court then will become a specialised court; and all other summary matters will be dealt with at this court,” the Chancellor explained.

The Diamond-Grove Magistrates’ Court was built by PD Contracting at the cost of $132.2M, however, engineering services, which were provided by E & A Engineering Services, and other fees totaled $11M, thereby, bringing the overall cost of the facility to $143.5M. The court boasts modern equipment and technology such as Skype equipment, and court recording units for the taking of evidence. It also caters for persons with disabilities. As such, the modern edifice has a wheel-chair ramp, an elevator, washrooms to accommodate wheelchair access, and soon a parking area will be designated for persons with disabilities. It also has a Domestic Violence Unit, Holding Facilities and a Police Outpost.

At 13:00hrs on Wednesday, Magistrate Weever heard the first case at the Diamond-Grove Magistrates’ Court.

…Judiciary explores creation of new magisterial district

THE Supreme Court of Judicature is exploring the possibility of another Magisterial District within Region Four, Chancellor of the Judiciary, Justice Yonette Cummings-Edwards disclosed on Wednesday.

In the presence of President David Granger, Justice Cummings-Edwards, during the commissioning ceremony of the Diamond-Grove Magistrates’ Court, said the Judiciary was in discussion with the Guyana Police Force, the Lands and Surveys Commission and the Director of Public Prosecutions (DPP) on the establishment of another magisterial district.

Based on discussions thus far, the new district will likely span from Eccles on the East Bank of Demerara to Timehri and would include riverrain communities and parts of the Soesdyke-Linden Communities. According to the Chancellor, the district would more than likely be termed the ‘Lower Demerara Magisterial District.’

Boundaries for Magisterial Districts were established in 1951.

Additionally, she said that as the Judiciary moves to extend justice and its accessibility throughout Guyana, two new magistrates’ courts will be commissioned within months. The Bartica Magistrate’s Court, in Region Seven, is likely to be commissioned within another two months, followed by the Mahdia Magistrate’s Court in Region Eight.

President Granger, in applauding the Supreme Court of Judicature, said the decentralization of the magistracy conforms to the Government’s policy of extending public services countrywide. Decentralizing judicial and other services, he said, is critical given the country’s geographical layout, which makes communication and transportation, in some cases, challenging.

He noted that the establishment of the new Upper Demerara Magisterial District in 2017 and the Rupununi Magisterial District in 2018 brought the administration of justice more in line with the current regional system and coincides with the recently-adjusted policing divisions.

“The regionalization of public services – including access to justice – is imperative in light of the relative vastness of our regions, the remoteness of many hinterland communities and the

(Photo by Adrian Narine) diverse landscapes in which they are located. Every citizen, everywhere, is entitled to the protection of the law. He or she can benefit from this protection only if the services of the country’s legal system are accessible,” the Head of State explained.

Guyana has a total of 54 functional magistrate courts - including the Bail Court, Drug Treatment and Rehabilitation Court, Juvenile Court and the Sexual Offences Court. In commending the Chancellor and the Chief Justice for continuing the programme of establishing magisterial courts throughout the country, President Granger pointed out that magistrates’ courts are now found in every region: Barima-Waini, at Acquero, Mabaruma and Matthew’s Ridge; Pomeroon-Supenaam, at Anna Regina, Charity and Suddie; Essequibo Islands-West Demerara, at Leguan, Leonora, Vreed-en-Hoop,

Wakenaam and Wales; Demerara-Mahaica, at Cove and John, Georgetown, Mahaica, Providence, Sparendaam, Vigilance and, now, Diamond-Grove; Mahaica-Berbice, at Blairmont, Fort Wellington, Mahaicony and Weldaad; East Berbice-Corentyne, at Albion, Mibicuri, New Amsterdam, No. 51 Village, Reliance, Sisters, Springlands and Whim; Cuyuni-Mazaruni, at Bartica and Kamarang; Potaro-Siparuni, at Mahdia; Rupununi, at Aishalton, Annai, Karasabai and Lethem; and Upper Demerara-Berbice, at Kwakwani and Linden.

“The entire country will be covered in due course by a network of Magistrates’ Courts to dispense justice and respond to the needs of all Guyanese, everywhere. Magistrates’ Courts are spread across all ten administrative Regions, albeit unevenly. This emergent system reflects, more closely, the

policy of regionalisation of administration adopted by the Public Service and, most recently, the Police Force,” President Granger said.

These courts are presided over by a small corps of only 23 magistrates.

Cognizant of the need for more magistrates, the Head of State said the Executive supports the appointment of a sufficient number of magistrates to adequately man the timely dispensation of justice.

That aside, the Head of State iterated the Executive branch’s respect for the independence of the Judiciary. “It has never sought to interfere with, or to direct, the administrative policies of the judicial branch of the State. It has supported the efforts of the judiciary in improving the country’s legal system,” he said.

He outlined that the Executive branch provided for the financial autonomy of the Judiciary by approving the Fiscal Management and Accountability (Amendment) Act of 2015; and appointed judges to both the High Court and the Court of Appeal, in accordance with the provisions of the Constitution and an acting Chancellor and acting Chief Justice after consultation with the Leader of the Opposition.

He noted too that the Executive also restored the independent offices of the Ombudsman – which provides administrative justice to citizens – and the Public Service Appellate Tribunal which protects the rights of public servants. It also supported the establishment of new buildings for the Land and Commercial Registries, a new wing for the High Court, the opening of a Juvenile Court, the activation of the Family court and the creation of the Upper Demerara Magisterial District and Rupununi Magisterial District.

“The Executive Branch supports the independence of the legal profession by promoting greater respect for its members through the restoration of the time-honoured convention of regular and meritorious appointments of Senior Counsel,” he iterated.

As Guyana embarks on a Decade of Development, President Granger said the Executive Branch will continue to lend its support to initiatives by the judiciary. It is confident that by the end of the ‘Decade’ in 2029, access to justice would have been improved considerably and magistrates and judges will be working in a much-improved judicial system.

$219M budget, 50 events planned for 50th Republic Anniversary WITH the 50th Republic Anniversary to be celebrated under the theme, “Guyana Together; Reflect, Celebrate and Transform,” a calendar of some 50 key events cutting across all Guyana’s areas of culture has been planned by the Ministry of Social Cohesion, for the country’s significant Golden Jubilee Republic Anniversary celebrations.

Speaking on Wednesday at a press conference about the events, Melissa Tucker, permanent secretary for the ministry, Melissa Tucker, explained that the Ministry is expending some $219 million for the celebration, which will culminate with the grand annual Mashramani Costume and Float Parade on February 23.

The celebration comprises events pertaining to chutney, soca, calypso, masqueraders, arts, craft, sports, religion and so much more.

Several long-standing sponsors such as Banks DIH, Ansa McAl and Republic Bank have continued their support for the celebrations, while several new sponsors

and collaborators, including a number of entertainment companies, are on board for the events.

Two of the main events are set for this weekend: there are the much-talkedabout two-day Youth Village, which comprises several components, and will be held at the D’Urban Park; as well as the Chutney Explosion, Duck Curry Competition and Car Show at the National Track and Field Centre at Leonora, West Coast Demerara.

Scheduled for 24 – 25 January, the Youth Village is free, running from 10:30hrs – 23:00hrs on Friday, and on Saturday running from 14:00hrs to 02:00hrs (Sunday). It will feature displays in talent and fashion aimed at showcasing up-and-coming young Guyanese. There will also be a component focused on bringing awareness to young Guyanese entrepreneurs on how they can source funding through grants and loans, as well as booths pertaining to job opportunities.

The Chutney Explosion, which begins at 12:00hrs, is free until 19:00hrs, after which time the entrance fee

will be $1000; all 17 of the Chutney Monarch semi-finalists are scheduled to perform, as is renounced international chutney singer KI from Trinidad.

Planning for the Golden Jubilee Republic Anniversary has been in progress since October 2019, when an inter-Ministerial Committee was put together to ensure that a celebration befitting the milestone is organised.

At Wednesday’s press conference, Minister of Culture, Youth and Sport, Dr. George Norton, emphasised the significance of Guyana celebrating 50 years as a republic.

He noted that one of the underlying aims of the event is to give Guyanese an appreciation for the differences between the country’s independence anniversary and republic anniversary.

“As Guyana prepares for 50 years as a republic, we are tasked to envisage an outstanding celebration highlighting the significance of this milestone. Many people do not understand the distinction between independence and our obtaining republican

status. Becoming a republic was in fact more meaningful, as it signalled that we had severed ties completely with our colonisers, and was [sic] ready to embark on a path of self-determination,” Norton pointed out.

Norton stressed that the celebrations remain a non-partisan one, belonging to all Guyanese citizens who are encouraged to come out and show their support and enjoy the celebrations.

Some of the events have already began, such as the 50 days of Prayer, and several of the “Mash Pop-Up Concerts” being held across the country, whereby many of the competitors from the chutney, soca and calypso competitions get a chance to showcase themselves and build anticipation ahead of the finals in their respective competitions.

Prizes for several of the competitions have been significantly increased: the first prize in the Carib Soca Monarch competition is now $2 million, while for the Chutney and Calypso Monarch competitions, the top winners are set to pocket $1.5 million apiece.

Prize money will be given out for up to fourth place.

The Junior Calypso and Soca Monarch competitions will see a mixture of monetary and other prizes, with first

place walking away with $600, 000. The Chutney Dance competition has a total of $1.2 million across two categories up for grabs.

Aside from the annual Chutney, Carib Soca, Banks DIH Calypso, children’s competitions, and the costume and float parades, this year’s celebration also sees a number of additions to mark the grandeur of the momentous occasion.

A commemorative stamp from the Guyana Post Office Corporation is scheduled to be launched shortly, as is a commemorative medallion produced by the Ministry of Natural Resources.

There will be a National Film Festival at the Arthur Chung Conference Centre from January 30 – February 2; a Republic Jubilee Exhibition at the National Museum from February 3 – 28; a folk festival on February 16 at D’Urban Park; a rum and food festival on February 17 also at D’Urban Park; a jazz festival at the Theatre Guild on February 20; and a gospel concert at the Cliff Anderson Sports Hall on February 23.

The event’s Facebook page, “Guyana Republic Jubilee 2020,” contains the entire calendar with dates and locations.

The department has partnered with Hits and Jams promotions for two Super

Concerts, one on February 13 and another on February 18.

Caribbean Airlines has also come on board, offering a five per cent discount to persons travelling to Guyana during January – February for the celebrations.

Tucker named and thanked many of the sponsors that have come on board to be a part of the massive celebrations.

“While the department has the mandate to offset the budget, it would be remiss to say it’s an important opportunity for corporate sponsors to come on board.

For the jubilee celebrations we have partnerships with Hits and Jams, the University of Guyana, we have Plus One Promotions responsible for the gospel concert; Dream Team Productions hosting the jazz festival,” Tucker noted.

Mashramani Coordinator Wesley Tyndall encouraged other sponsors to come on board, noting that even though events have begun there is still time to be a part of an event.

“We encourage companies to see Mash as an opportunity to promote your brand; it’s the largest cultural festival in Guyana. The costume and float parade attract about 80,000, with an additional 40,000 – 45000 in D’Urban park, one of the largest captive audience [sic]. We will work with you to bring you on board to be part of this grand celebration and get your brand out there,” Tyndall noted.

At Wednesday’s press conference, Communications Officer for Banks DIH, Troy Peters, and Corporate Communications Officer for Ansa McAL, Treiston Joseph, noted how grateful their respective companies were to continue their support of Mashramani activities.

Guilty ‘slapper’ to spend five months in prison MAGISTRATE Faith McGusty, on Wednesday, January 22, 2020, sentenced a 50-year-old man to five months in prison, for slapping his reputed wife.

Wayne Johnson, a labourer of Waterloo Street, Georgetown, appeared at the Georgetown Magistrates’ Court and pleaded guilty to one of two charges.

Particulars of the first charge stated that, on January 17, 2020 at North Road, Georgetown, he unlawfully and maliciously assaulted Carlann Smith.

The second charge stated that, on the same day, and at the same place, he used threatening language towards Carlann Smith.

“We had a discussion and she run up in my face. She mek she mouth come close close to mine so I box her. I very much sorry,” Johnson said.

“He hands get spring, this is not the first time nor the second time he hit me. I fed up, I am totally fed up. When he box me, I ran by my friend and he came and cuss me out.

I just run and go by the station and report the matter” Smith told the court.

Magistrate McGusty, after listening to both parties, sentenced Johnson to five months in prison in relation to the first charge. With respect to the second charge, Johnson is expected to return to court on February 5, 2020.

INDIA High Commissioner to Guyana, Dr. K. J. Srinivasa, on Sunday, told a large gathering of Essequibians that the first step in staying connected to India is to learn the language of their ancestors, Hindi.

He was at the time delivering the feature address at the Guyana Hindi Prachar Sabha, World Hindi Day Celebrations held at the Cotton Field Secondary School.

According to the diplomat, Hindi is one of the first languages spoken in India and it is being taught in many countries across the globe, including Nepal, Fiji, Trinidad and neighbouring Suriname.

World Hindi Day is officially celebrated on January 10 and the high commissioner thanked the Guyana Prachar Sabha for organising the event outside of Georgetown. The High Commission

of India, he said, is honoured to reach out to an outlying region to celebrate this significant day.

The high commissioner was also heartened by the performances of the young talented local artists in Essequibo and for a moment thought he was in his homeland, India.

He said teachers as well as resources will be dispatched to the different regions to help propagate the Hindi language as well as the Indian culture.

“Hindi helps you learn other languages, from Hindi other languages derived.

Today, we still used some of the Hindi words that are part of English such as karma, jungle, chutney, among others,” Dr. Srinivasa said.

The India high commissioner also read a message in Hindi that was written by India’s Prime Minister, Narendra Damodardas Modi, to celebrate the day.

He was happy to learn that the descendants of Indians who set foot on these shores more than 180 years ago, still preserve the rich Indian culture of their forefathers and presented books and certificates to organisations and participants of the World Hindi Day celebrations.

Man allegedly rapes granddaughter

-- file sent to police legal adviser A MAN who allegedly raped his eldest daughter decades ago is now in police custody after being accused recently of raping his six-year-old granddaughter while viewing pornography.

The 54-year-old Mahaicony, East Coast Demerara (ECD) resident is expected to be charged soon after a medical examination confirmed that the child was sexually assaulted.

District Commander Superintendent Yonette Stephens told the Guyana Chronicle that the file has

been dispatched to the police legal adviser for advice.

The matter has also been reported to the Child Care and Protection Agency.

Reports indicate that the child was left with her fiveyear-old brother in the care of their maternal grandparents since the death of their father almost two years ago.

The children’s mother reportedly does not live with them.

It was reported that the heinous act was discovered by a neighbour who overheard the child cry-

ing out in pain and went to investigate. The neighbour climbed onto a roof and caught the 54-year-old man viewing pornography while sexually assaulting the child.

The mother of the child had related to police that her daughter told her that the grandfather had interfered with her over a dozen times.

“I believe my daughter,” the mother told the police.

“He should spend the rest of his life in jail.”

The children have since been removed from the home.

New surgical techniques conducted at LHC FOLLOWING the successful completion of two complex surgical procedures, one of which was done for the first time, the Linden Hospital Complex (LHC) has now placed on record that it is well on its way to conducting advanced surgeries.

A complete vaginal hysterectomy was performed by Cuban Gynecologist Specialists: Dr. Marlenis Esteris Plutin, and Dr. Yanara Salas. They

were assisted by Guyanese General Medical Officer (GMO), Dr. Faith London, and anesthesiologist, Marlievys Naranjo.

While it is common for hysterectomies to be performed on women suffering various gynecological conditions, such as uterine cervical elongation, uterine prolapse or uterine fibroids, the patient on which the procedure was performed suffered from all three of the above, thus there was

need for a complete vaginal hysterectomy.

Public Relations Officer of LHC, Toshanna Allicock, related that the patient is 46 years old and has been suffering from the above conditions for four years. Her symptoms began to worsen over time, leading to several episodes of anemia and urinary incontinence. Rather than to refer her to the Georgetown Public Hospital or a private hospital, where there

may be advanced surgical equipment to deal with it, the Cuban Specialists at the LHC, took a decision to take her under their management.

The surgery took approximately two hours and was deemed successful, since it was free of complications. The patient is now has the chance to experience a better quality of life.

In the second instance, Consultant Dr. Li Quing, of the 15th China Med-

ical Brigade, conducted a Caesarian Section and an appendectomy surgery simultaneously, utilising a combined spinal and epidural anesthesia (CSEA), for the first time in the hospital’s history.

Dr. Li Quing related, “at the LHC, this kind of operation is usually performed under half body aesthesia (single spinal anesthesia), but the maintenance time of this type is limited. The patient needed emergency C-Section to be performed simultaneously with an appendectomy. The operation time is longer.”

While the technique is known to be conducted in China and other medically-developed countries, Quing said he is happy to have conducted the procedures for the first time at LHC and that it was done while the patient was awake and felt no pain during the entire process.

PRO Allicock related that the patient did testify that she did not feel any pain until two days after, and what she did feel was bearable. She also related that due to the appropriate concentration of drugs added to the extradural cavity, it did not affect the motor function of the lower limbs at the same time, as is normally the case with the single spine anesthesia.

The patient was also able to breast feed her baby.

“Because no intravenous or muscle analgesic drugs were added, it did not affect the breastfeeding of the baby.

These are moments that demonstrate the level of care that we have for our patients. It is always a proud moment when our teams can work together to successfully perform such tasks to ensure the mission statement of the hospital is manifested.”

Ex-soldier accused of drug trafficking remanded ACTING Chief Magistrate Sherdel Isaacs-Marcus, on Wednesday, January 22, 2020, remanded a 47-year-old ex-solider to prison for trafficking cocaine and possession of narcotics.

Joseph George appeared at the Georgetown Magistrates’ Court and pleaded guilty, with explanation, to the charges, when they were read to him.

Particulars of the first charge stated that, on January 21, 2020 at School Street, Seven Mile, Mahdia, he had, in his possession, 4.3 grams of cocaine for the purpose of trafficking.

The second charge stated that, on the same day, and at the same place, he had, in his possession, two grams of cannabis.

George told the court that, “I have five kids to maintain so give me a chance and two months ago I come out from prison after serving four years for robbery. I come out prison and I deh working for my five sons. I even spend three years for assaulting a man. If me ain’t get weed or cocaine I does can’t work. I use cocaine and weed all my years in the army and I was still able to serve and protect this country”.

“Yuh boy is a smoker, me ain’t buy it for sell, I does use it. I using coke and weed for years now cause I’m an addict but I don’t trouble nobody,” George added.

Police prosecutor told the court that, on the day in question, around 18:15 hours, police, acting on information, made contact with George. A search was conducted on his person and the marijuana was found in his pants pocket.

Further search was then carried out and the whitish substance, suspected to be cocaine, was found in the crotch of his pants. He was arrested and taken into custody. While in custody, he allegedly told the ranks that they should give him a chance because he had five children to maintain.

Acting Chief Magistrate Isaacs-Marcus remanded George to prison and adjourned the matter until January 24, 2020, for sentencing, after the presentation of a probation report.

CPCE opens centre in Kwakwani IN an effort to tackle the shortage of trained teachers in the Sub-Region Two District of Region Ten (Upper Demerara-Upper Berbice), particularly at schools up the Upper Berbice River, a branch of the Cyril Potter College of Education(CPCE) has been established in Kwakwani, to serve those desirous of becoming trained teachers. Former Regional Vice Chairman, Elroy Adolph, who had responsibility for Kwakwani, related that the courses will run during the school term breaks (Easter, Christmas and August) so that the teachers would not abandon the schools during the term. “So instead of training lasting two years as usual, it will last three years because some of the teachers are already attached to schools in the Berbice River and we don’t want to close the schools for them to come out to Linden,” Adolph explained.

The establishment of the branch will also open up avenues for youths residing in those villages and even Kwakwani, to access the training, since it will be more convenient for them.

Many youths, Adolph explained, found it difficult to attend training in Linden, given the financial constraints and other commitments to remain in the sub-district. This will also be one of the first means of tertiary education in Kwakwani and youths who have a desire of remaining home after completing their secondary education, can do so and become trained teachers to serve their own communities. “We have always had an issue with trained teachers, many times they have to get from Linden and other parts of the country to come into the Berbice River, but now our own youths have an opportunity to serve their community with the establishment of the branch.”

Parent and teacher on wounding and assault charges granted bail MAGISTRATE Faith McGusty, on Wednesday, January 22, 2020, granted $50,000 bail to two women on two separate charges.

Youlanda Jackson and Forty-two-year-old Charmain Mendonca of 330 Grove Housing Scheme appeared at the Georgetown Magistrates’ Court and denied the charges, when they were read to them.

Particulars of the first charge stated that, on November 27, 2019 at Winfer Gardens Primary School, East Street Georgetown, Charmain Mendonca unlawfully and maliciously wounded Youlanda Jackson.

The second charge stated that, on the same day, and at the same place, Jackson assaulted Mendonca so as to cause her actual bodily harm.

According to information, on the day question, at around 08:30 hours, Jackson reported for duty and she was approached by Mendonca who accused her of hitting her child in school.

It was reported that Jackson denied having any knowledge of the incident which the parent was enquiring about.

Jackson then attempted to walk away from Mendonca and it is alleged that Mendonca picked up the board eraser and dealt her several lashes to her forehead.

The two then began to scuffle and was ‘parted’ by other teachers. The injured teacher was taken to a city hospital where she received several stitches to her wounds. The matter was then reported and both Jackson and Mendonca were charged for assaulting each other.

Police Prosecutor Delon Sullivan did not object to bail being granted to the women.

Magistrate McGusty after listening to both sides granted Mendonca on $30,000 bail and Jackson $20,000 bail and adjourned the matter until January 29, 2020.

THE Guyana Elections Commission (GECOM) is seeking to discuss with all political parties contesting the General and Regional Elections, regulations which guide the allocation of seats in the National Assembly, for parties who have joined lists.

On January 18, 2020, the Liberty and Justice Party (LJP), A New and United Guyana (ANUG) and The New Movement (TNM) entered into a joiner of lists which will see their votes being counted collectively after elections.

In an exclusive interview with the Guyana Chronicle, TNM Presidential Candidate, Dr. Asha Kissoon, stated that the parties had worked out an agreement for the allocation of seats should they gain three or less, GECOM wants something concrete to guide the process.

Kissoon had explained, “Basically, which ever party in the three has the most votes has their seat and the extra votes will be put together for another seat.”

Questioned on whether the arrangement made between the three parties for the allocations of possible seats can be used, Alexander said that this may not be final. “I don’t think that anything is final in that regard but I would say that it is understood that in coming up with whatever they come up with that the parties would be integral to that determination. They will not be left out and it would not only be the parties who have joined but all parties that are contesting will be a part of the consultation so we have a mutual understanding as to how we implement that which is new to us,” he stated.

“The question of who becomes the picked candidate has to be determined in a manner that is not conflictual. GECOM has to give some guidelines in that regard and I think GECOM has undertaken to ensure that before we get to that point, those guidelines are developed.”

GECOM wants seat-allocation guidelines for joiners However, GECOM Commissioner, Vincent Alexander, stated that this is the first time that Guyana’s elections will see a joiner of lists and the commission must have some standard guideline on the same.

“The joiner is provided for under law and, therefore, we have no option but to accept the joiner. What I think is required is for us to have some regulation that would ensure how the joiner is administered after elections. We know how it is administered before [elections], the normal electoral process, [but] how it’s administered after is the question,” he said on Tuesday.

Commissioner, Bibi Shadick agreed: “There are no regulations to deal with joiners; it never happened. So, they have to look at the law…usually it’s the head of the list that identifies the person to take the seat but now it’s three heads so we don’t know what will happen there but that is being looked at.”

Attempted murder accused sentenced to time served HIMCHAND Kenswim, called ‘Papcorn,’ who admitted to lashing a man to his head with a piece of wood, thereby causing injuries, was on Wednesday sent home after spending 19 months on remand for attempted murder.

High Court Judge Sandil Kissoon ordered that Kenswim be released on time served after the attempted murder accused opted to plead guilty to the lesser count of causing grievous bodily harm.

Kenswim, 25, admitted that on April 14, 2017, at Durban Backlands, Georgetown, he caused grievous bodily harm to Trevor Spence.

Satisfying the requirements of the Financial Action Task Force Recommendations (FATF) requires the FIU cooperate and collaborate with all relevant stakeholder agencies and demonstrate effectiveness in sharing its intelligence product with law enforcement agencies and other appropriate authorities.

Effectiveness will be tested based on the quality and usefulness of the FIU’s intelligence product in furthering investigations for effective prosecutions, convictions, confiscation and forfeiture (both criminal, civil or administrative processes) of assets which are derived from illegal activities, including but not limited to drug trafficking.

According to NANA, drug trafficking is one of the most common money laundering offences committed in Guyana.

“CANU is one of the key agencies involved in the fight against the trafficking of illicit drugs and psychotropic substances in Guyana, and hence this MoU is seen as a significant and important development in the country’s fight against drug trafficking, money laundering and terrorist financing,” NANA stated.

He made the call on Tuesday at the Theatre Guild during a presentation at the Youth and Oil Association’s (YOAs) inaugural symposium themed: ‘Empowering our Future, Developing our Resources, Strengthening National Policies’ Hughes stated that this context is not only “insulting” but it underestimates Guyanese with a very broad brush. “It is as if the people, collectively, who happen to be Guyanese at this particular point in time in the history of our country, we are incapable of managing our resources. I’m afraid I do not subscribe to that view,” he told an audience of youths.

H e stated that while the country has made its mistakes in the past and has not delivered the “most sterling” performance post-independence, Guyana has the ability to move forward on better footing. However, in improving, he noted that Guyanese must first be willing to acknowledge that there is a problem.

“As Guyanese we need to say: I am a citizen and we have failed to deliver our full potential in the last 50 years. The good thing about that is that it doesn’t matter which political party, collectively, we have been unable to take advantage of the good fortune that we’ve got,” he began.

“The question we should really be asking ourselves as Guyanese is not whether we’ve got the best contract; whether or not Exxon is the best partner to have; whether or not next week we’re going to have local content, [but] the real question we should be asking ourselves is whether we have it in ourselves to take advantage of the opportunity we have.”

Hughes said that he is very confident and hopeful about the country’s future and wants to

“You’ve got a tiger by the tail. There is no way that the initial phase of exploration in this basin is over. You have many discoveries to look forward to; the play is going to be expanded in Guyana…the future is Guyana’s for the asking,” he said.

Applebaum encouraged the youths to expose themselves to the array of opportunities available in upstream, mid-stream and down-

stream production.

Founder of YOA, Dennon Lewis, stated that his association believes in formal and informal education as the way to collective national development which is needed as young Guyanese head into a future of oil.

He stated that what happens next is based on the decisions taken today and encouraged the youths present to use the information learnt to turn their mindsets to

how they can benefit.

During the symposium, several persons asked questions which were all answered by the guest speakers.

The YOA is a non-governmental, nonprofit organization with the main aim being to empower young entrepreneurs and professionals to take advantage of the direct and indirect opportunities from the oil and gas sector.

Four held for murder of Strathspey ─ charges expected soon pensioner

FOUR persons are in police custody as investigations continue into the murder of a 72-year-old pensioner of Strathspey, East Coast Demerara.

Dead is Deochand Ramsahoye, 72, of Lot 109 Pump Road, Strathspey, East Coast Demerara.

He was beaten at home, Sunday night, and succumbed to his injuries in the wee hours of Monday morning, at the Georgetown Public

Hospital.

Deochand received injuries to the head and about the body. It is alleged that he was beaten in his head with a mop stick and a music amplifier.

The pensioner had suffered a stroke, leaving his entire right side paralysed. An autopsy is expected to be done this week, as investigations continue.

The pensioner lived in the community for over 20 years with his family and worked

as a police constable at the La Bonne Intention sugar estate.

Reports indicated that one of the pensioner’s four sons, Rajwant “Navin” Ramsahoye, allegedly stole cash and a gold chain from his employer who went with others to retrieve same.

The family said they have not heard or seen Rajwant since he left home on January 15, 2020.

At the time of the beating, Deochand was at home with

his wife, two sons, his daughter-in-law and his grandchild.

Police reported that, at around 02:45hrs, Ramsahoye’s daughter-in-law, Taijwattie Bhawanie, woke to the sound of a window being smashed.

Upon investigation, she saw four identifiable men hurling objects at the house.

The man’s wife said the suspects broke the gate and entered their yard, after which they pelted and

smashed windows. She then placed an iron bar at the door to prevent them from entering.

She said the suspects subsequently gained entry.

The man’s grandson, Randy Deochand, explained that the beating stemmed from allegations that one of the man’s sons had removed an undisclosed amount of cash and a gold chain from his employer.

The suspects subsequently gained entry to the upper

flat where the elderly Deochand and his family resided and proceeded to ransack the home, forcing her and family to flee the premises.

The men then proceeded to destroy many of the valuables in the upper and lower flats of the house.

When the men left, Ramsahoye Deochand was discovered covered in blood with lacerations and bruises to his face and about the body.

The attackers had previously thrashed one of Deochand’s sons, after accusing him of stealing the cash and gold chain.

This beating reportedly forced the young man into hiding and his employer commenced an intense search for him. They were said to have raided several of his relatives’ homes in Berbice, Linden and Mon Repos.

Not being satisfied, however, the men made their way to his father’s home in an attempt to get him to reveal his son’s location.

But this did not happen, so the men proceeded to thrash the pensioner and ransack his house.

GECOM’s Draft Media Code of Conduct in the works

A DRAFT Media Code of Conduct (MCC) is being finalised by the Guyana Elections Commission (GECOM), which will eventually guide the media on their coverage of the upcoming General and Regional Elections.

While he could not say when the same would be rolled out, GECOM Commissioner, Vincent Alexander, told the media on Tuesday that a negotiation period with the media for their voluntary signing on to the code is expected.

He also stated that the Private Sector Commission (PSC) has forwarded to the Commission, GECOM’s 2015 MMC, as a suggestion of what can be used in the 2020 elections.

Over the years, the Commission’s Media Monitoring Unit (MMU) has observed and reported on coverage of the media during the elections season and their breaches of an established MCC. In earlier years like 2006, this scrutiny had only come to the traditional media of radio, print and television.

However, with the expansion of social media, GECOM’s Public Relations Officer (PRO), Yolanda Ward, has stated that the form of new media would be incorporated into the 2020 MCC. The media can significantly influence information and the atmosphere of the coming elections and therefore, an MCC was established in 2001— and recently revised in 2015 — as the standard of media performance expected, especially during the elections period.

The unit prepares and disseminates periodic reports of its findings on the local media’s performance and submits these to interested stakeholders such as GECOM and the United Nations Development Programme (UNDP).

…but party now criticises the CEO’s use of Roysdale Forde THE People’s Progressive Party’s (PPP’s) objection to attorney Roysdale Forde representing the Guyana Elections Commission (GECOM), due to him being named as a candidate of the APNU+AFC, appears hypocritical as, for several years, some of its top lawyers, including Senior Counsel, Ashton Chase, and Doodnauth Singh, represented that body without any issue.

In fact, Chase’s longstanding arrangement with GECOM ended only in 2015 when former Chief Elections Officer, Gocool Boodhoo, was not rehired when his contract had expired.

A top official at GECOM told this newspaper that, also in 1997, Doodnauth Singh had represented GECOM in the well-known Esther Pereira Elections Petition case of 1998 brought against GECOM by Georgetown resident and People’s National Congress (PNC) supporter, which saw the 1997 elections being vitiated “null and void”.

Singh later became chairman of GECOM and then Attorney General and Minister of Legal Affairs for the PPP government.

For his part, Chase had benefitted from millions of dollars in contracts, having been retained for years as the Commission’s lawyer.

Coming out of Tuesday’s statutory meeting and mimicking the sentiments of Opposition Leader, Bharrat Jagdeo, Opposition-nominated Commissioner, Robeson Benn criticised the involvement of Forde in the case, challenging the High Court’s decision to block the removal of persons from the National Register of Registrant (NRR) Database. Forde is representing the Chief Elections Officer (CEO), Keith Lowenfield. Benn contended that the decision for Forde, as well as Attorney-at-Law, Stanley Marcus, to represent the Commission, was never agreed to by the Commission.

He told the media, on Tuesday, regarding the representation of the lawyers that - “It was never examined; the information was never brought to us and we never agreed to this position. The matter is closed for the moment but the problem is we have said that since Mr. Roysdale Forde is on the List of Candidates for the APNU+AFC and the fact that Mr. Marcus was not identified to take part in this matter by GECOM….it appears to be a return to partisan actions by the Guyana Elections Commission either directly or perversely.”

The case in question has been brought against Chartered Accountant, Christopher Ram, the GECOM and Lowenfield in the Court of Appeal by the Attorney General and Minister of Legal Affairs, Basil Williams, S.C. However, whether the matter is truly linked to “partisan actions” is under question as in 2015, still under the guidance of Lowenfield, a contract was awarded to Ashton Chase Associates of 217 South Street, Lacytown by the Commission for legal services in representation of GECOM in a Full Court action filed by attorney, Saphier Husain Subedar.

Chase was contracted to provide “consultation, instructions, appearance pleadings representation, urgency consultation, oral and written advice” for the sum of $365,000.

The payment was made subsequent to the approval of the National Procurement and Tender Administration Board (NPTAB). “Please be advised that approval has been given for the contract for Legal Representation to be awarded to Ashton Chase for the tendered sum of G$365,000,” an approval letter signed by the NPTAB Chair, Donald De Clou stated on July 14, 2015.

Teachers continue protest against violence …urge better security in schools

THE recent stories of violence inflicted upon teachers across Guyana have sparked a much-needed conversation, to address the security and well being of the educators of this country.

Coretta McDonald, the General Secretary of the Guyana Teachers Union (GTU) stood once again in solidarity as she protested outside of the Georgetown Magistrates’ Court on Wednesday morning to support another teacher who was brutally assaulted by a parent.

“We are here to stand in support for our teachers; we are going to give our teachers the fullest support, as a matter of fact we will send the message to parents that no more, never again that a teacher should be assaulted by a parent… those parents who want to assault teachers they are unruly and indiscipline,” she stated.

Yo l a n d o J a c k s o n , a teacher at the Winfer Garden Primary, was attacked last November by an angry parent who believed Jackson had used excessive force while disciplining her child.

Jackson had told the media that she was approached by the child’s parent who had seemed to come with the intention of brawling.

She added that she tried to avoid an altercation but was assaulted.

“She approached me, she didn’t come to talk it

out, she came to fight…I tried to walk away but she grabbed me from behind and she started the assault,” Jackson stated in a previous interview.

Jackson had sustained injuries about her body during the altercation and was rushed to a city hospital where she received stitches to her wounds.

Handing over the new musical instruments to the schools were Dr Nicolette Henry, Minister of Education, and Lorraine Barker-King, administrator of the Unit of Allied Arts.

Minister Henry said that the Ministry of Education, through the Unit of Allied Arts, sought to enhance the arts, in a bid to promote holistic learning to develop well- rounded individuals.

She said the Government of Guyana was adamant in its quest to ensure educational opportunities encompassed all aspects of development.

Guyana had begun its Decade of Development and Dr Henry said teachers and

students will continue to see significant investment in the education sector.

The minister said it was important that students from all geographical locations were exposed to equal educational opportunities.

She added that the distribution of steelpans to schools was an activity that was being done in all education districts because the ministry recognised that there were disparities in the education sector. “We are correcting that. We are minimising the disparity, reducing the gap,” Minister Henry noted.

The students at both schools were told by the minister that education was not just about academics but also doing things which made them happy. On that note, she urged the students to show respect and love for others.

Addressing the gathering of young enthusiast at the Umana Yana, Change Guyana’s Presidential candidate, Robert Badal, vowed to put a high premium on vocational training and to address all social issues by stimulating economic development.

He stated that Guyana is blessed with many skilled young persons; however, many of these persons tend to migrate to foreign countries because of the lack of opportunities in Guyana.

“We will put a high premium on vocational training …we will put a premium in ensuring we expand, support and fund science, engineer-

ing, mathematics, all the sciences, technology…to develop this country we will need a lot of skills, we will need welding, plumbing, electrical, robotics and engineering,” he stated.

He added that he will implement a system where students will have an internship for six months to a year before they graduate, to ensure that they can com-

prehend the ethics in the work environment, so that students will be prepared for the world of work.

Additionally, Mr. Badal stated that politics was never his cup of tea, however because of the political thuggery and undermining of the youths by the two dinosaur political parties, he decided to join the political race to be a voice for the people,

In November 2014, Michael Anthony Persaud was sentenced to 83 years imprisonment by Justice Navindra Singh at the High Court after being found guilty by a 12-member jury.

However, in May 2019, after moving to the appeal court his conviction and sentence were set aside and a retrial was ordered.

When Persaud appeared before Justice Sandil Kissoon on Wednesday, he opted to plead guilty to the lesser count of manslaughter. He confessed that on December 23, 2011, at Sophia, Georgetown, he unlawfully killed Padumdeo.

Persaud was represented by attorney-at-law Glen Hanoman, while the state was represented by prosecutor Tuanna Hardy, Tiffani Lyken, and Nafeeza Baig.

According to the attorney, at the core of the crime is a triangular love affair, and at the apex of the triangle was his client, a man who loved dangerously.

Hanoman told the court that Padumdeo was involved in an intimate relationship with her employer and Persaud had found out.

The attorney explained that his client had dropped out of school at age 13, but was able to gain an education while behind bars through courses offered.

MoPI slams ferry report in Suriname

Suriname newspaper comment on Canawaima operations is a surprise - MoPI

STATEMENTS in a January 09, 2020, article published in the Times of Suriname, a newspaper in the bordering country, in particular charging that Guyana has not `upkept’ its side of the agreement, has surprised the Guyana Manage-

ment for the Canawaima Management Company J.V. and, by extension, the Ministry of Public Infrastructure (MoPI).

It was the Embassy of Guyana in Suriname that had drawn to the attention of the authorities here, the article headlined, “Canawaima mid-January operational

again”, according to a release from the MoPI. In addition to refuting the allegation, the MoPI sought to set the records straight as regards the M.V. Canawaima and it operations, as the Suriname article falsely insinuated that, “the boat never underwent a thorough renovation since its 20 years of

service…This was long overdue, because the Canawaima is a joint-venture of two countries and Guyana was unresponsive in contributing to maintenance expense as is stipulated in the agreement”.

Highlighting the responsibilities assigned to the Management of Guyana Canawaima Ferry Service,

the MoPI stated that from 2004 to 2019, Guyana has been funding the expenses for fuel, lubricant and batteries supplied to the M.V Canawaima/M.B Sandaka as well as salaries for the Sandaka crew.

The M.B Sandaka is a Transport and Harbours Department (T&HD) vessel currently operating the Moleson Creek, Guyana to South Drain, Suriname route under contract, with the Canawaima being unserviceable.

The total expenses, according to the T&HD records, amounted to G$110, 982, 794 (one hundred and ten million, nine hundred eighty-two thousand and seven hundred ninety-four dollars), the release stated.

Furthermore, Guyana was not required to pay the cost for the docking of the vessel, it added.

The MoPI release further stated that Guyana has all of its documentation, receipts and files to prove its positions and accountability on the subject matter, so as to nullify the insinuation from the Surinamese representatives.

It added that with all that has been written, the GoG has been willing on every end to keep the Canawaima Ferry Service operational for the benefit of both Guyana and Suriname. This is evident because on every occasion of the Canawaima vessel being inoperable, Guyana has in every situation provided a substitute vessel to continue the relations between the two counterparts, as well as the full charter cost.

As a consequence of this, a decision was made between the parties that Suriname will undertake all docking cost associated with the vessel.

In the good spirit of 2020, we wish that the Canawaima Ferry can go into dock and have the necessary repairs and maintenance executed so that the vessel can resume its operations in the shortest possible time, the release concluded.

In December 2019, a source on the Guyana side and close to the ferry’s operation, had told this publication that their Surinamese counterparts had communicated

that all the needed repairs on the vessel were completed.

Also, that the vessel was to have embarked on a trial-run before resuming its schedule on December 01, 2019.

That resumption date did not materalise.

Subsequently, a team of local engineers from the T&HD and the Maritime Administration Department (MARAD) conducted a `spot visit’ to South Drain where the vessel is moored on the mudflat. To their dismay, they found that the report given was totally untrue, also that the ferry was “far from ready” to resume operations, the source said.

“I cannot understand how it was reported that the vessel was ready to be taken on a trial-run, when, among other things, the engineers found that the foot of the engine is not even bolted down. Also, they found no evidence of some other repairs being undertaken was done,” the source had said, adding that it was the first time that repairs were being undertaken on the MV Canawaima without the involvement of the Guyanese engineers, the source explained.

The source had opined, too, that the type of work needed to be effected on the engine should see the vessel being taken into a dockyard and hoisted to allow for the proper aligning of the engine foot, before it is secured.

Under the joint bilateral agreement, all costs incurred by the vessel would be jointly shared, and the source had revealed that Guyana had conducted these audits up to 2018.

However, there is no documentation to show that such an inspection had ever been done at the Suriname end.

Also, whenever repairs are done on the vessel, Suriname would forward bills without much details to Guyana for their contribution to the cost.

“If we are talking of progress, everyone needs to be involved and all aspects must be consolidated; not one side doing an audit of their operations and the other having nothing to show for years,” the source had said.

African champions Algeria get favourable draw in World Cup qualifiers

CAIRO, Egypt (Reutesr) -African champions Algeria will begin their bid for a place at the 2022 World Cup against tiny Djibouti in October after the draw was made for the qualifying group stage in Cairo on Tuesday.

Only the top team in each of the 10 pools advance to the final knockout stages, where they will play home and away for a place in Qatar, and Algeria will be confident of advancing from Group A that also contains Burkina Faso and Niger.

Senegal also have a favourable draw in Group H along with Congo-Brazzaville, Namibia and Togo, the latter a shadow of the side that qualified for the 2006 World Cup in Germany.

Nigeria are in Group C along with Cape Verde Islands, Central African Republic and Liberia, which should cause few alarms.

One of Cameroon and Ivory Coast will be eliminated at this stage after they were drawn together in Group D along with Mozambique and Malawi.

Ghana and South Africa headline Group G, having also been paired together in the qualifiers for the 2021 Africa Cup of Nations, so will be regular combatants over the next 18

GUYANA Jaguars batting coach Shivnarine Chanderpaul said yesterday players are looking to make amends for their batting errors coming out of the previous round, as they prepare to tackle table-leaders Trinidad & Tobago Red Force at the Guyana National Stadium, Providence.

Today’s 3rd round encounter shifts to the champs’ backyard where they will be seeking to rebound from their 7-wicket loss suffered at the hands of Barbados Pride in the previous round.

During their pre-match practice session yesterday, Chronicle Sport spoke with the legendary Guyana and West Indies batsman, who highlighted ‘soft dismissals’ as something the Jags batsmen will need to fine-tune.

“You want guys to be more responsible when batting because in the last match we had too many soft dismissals.

Hopefully we could correct those mistakes, go to this match and make people work hard. If you get out you get out with a good ball, but don’t give your wickets away,” Chanderpaul charged.

Although Guyana’s batting has been looking promising with a number of half-centuries as well as good partnerships being achieved within the last two rounds, no batsman has scored a century since the season began.

Regarding the conversion rate of batsmen and their ability to make use of their time in the middle and their starts, the exGuyana skipper-turned-coach said responsibility and patience were among the areas discussed heading into the third round.

“We spoke about that (conversion); it is one of our plans that batsmen should carry on and make big

hundreds. We had starts; we had a couple of fifties in Barbados and a few also in Antigua. I think we were playing a little bit loose so we need to dig in and stretch out the innings to get big scores,” said the ex-Windies Test captain.

Meanwhile, over in the visiting camp, spirits were high as Red Force skipper Darren Bravo said his team were bent on continuing their exceptional batting which has been the franchise’s mainstay over the last two rounds.

The Red Force have been ruthless in their approach of acquiring runs this season, racking up 460 in their first game and a mammoth 552 in the last round, solidifying their status as the best batting team thus far.

Prior to their final afternoon practice session Bravo, who was one of the centurions in the Red Force’s crushing innings and 168-run win over the Leeward Hurricanes in round two, pointed out that it was important for the team to maintain their good performances.

The stylish West Indies lefthander believed that Red Force were playing, “their brand of cricket”, adding that it has been a while since the Twin Island Republic had been so dominant in 4-Day cricket.

Guyana, meanwhile, will need to up the ante with regard to their scoring should they return to their winnings ways, especially against a batting-heavy side like Red Force.

Also, having slipped to 4th place after finishing round one on top, the 5-time defending champs will want to win this home encounter handsomely and hopefully knock the Red Force off the number one spot which they currently own.

Mathews’ maiden double-century puts Sri Lanka in control in first Test

HARARE, Zimbabwe (Reuters) - Angelo Mathews scored a maiden Test double-century as Sri Lanka took control of the first Test against Zimbabwe at the close of day four at the Harare Sports Club yesterday.

Mathews was unbeaten on 200 from 468 balls after batting for exactly 10 hours to lead the tourists to 515 for nine declared and a first-innings lead of 157.

Zimbabwe weathered a difficult period before the close to go to stumps on 30 without loss, with openers Prince Masvaure (15) and Brian Mudzinganyama (14) at the crease.

Ambassador Lynch gives blessings to Regal team ahead of upcoming USA tour AHEAD of their tour to the United States of America (USA) which bowls off in March, softball giants Regal were given moral support from United States Ambassador to Guyana, Sarah-Ann Lynch.

Ambassador Lynch had her first interaction with softball cricketers last Sunday at the Everest Cricket Club (ECC) where she was presented with a souvenir bat, signed by members of the Regal All Stars, Regal Masters and Regal Legends cricket teams.

The Diplomat then gave her best wishes to the Regal team who will be winging out in March for assignments in Florida and New York, Regal will set off for Florida in March for the Orlando Cup and will then travel to New York for the Independence Cup later in July.

In response, Ambassador Lynch expressed her gratitude for the gift and the invitation.

“I am very grateful for this opportunity to be involved and though I attended CPL cricket twice, this is the first time I’ve been this close to the game. I intend to give this gift prominence in my office,” she said.

YBG inks partnership with Edison Chouest Offshore Company

IN what was described as a simple but significant occasion in the development of the game of basketball in Guyana, Edison Chouest Offshore, a United States of America offshore operating company which also operates in Guyana, yesterday morning signalled its commitment to partnering with Youth Basketball Guyana (YBG) for activities in 2020 onwards.

The ceremony was held at the company’s Secretariat on Quamina and Carmichael Streets in the presence of Mr Cory Jarreau, Country Manager; Mr Daniel LaFont, Business Development Director and Mr Rayad Boyce, Co-Director of Youth Basketball Guyana (YBG) and media representatives.

LaFont, in briefly outlining his company’s involvement,

noted that in the USA the company is big into basketball and some of the owners have played the game at high school level, thus creating a huge interest in the game wherever the company operates.

He highlighted that coming to Guyana he felt that basketball as a sport hasn’t been given as much attention as cricket and football and saw the need for basketball to be supported since he knows of the benefits and talent he experienced as a player and coach.

Hooking up with YBG through an associate of the operations in Guyana, LaFont said that he brought some nets for the Burnham Court after he saw the game is played there and he offered to help with some balls and other equipment in assisting to develop the game at the grassroots in Guyana.

Speaking with the directors of YBG, Boyce and Bowman, he committed to an ongoing relationship in the development of YBG as his company will be operating here for a very long time.

He emphasised that he truly loved what he saw at the YBG organisation and extended assistance in coaching and other technical areas.

YBG Director Boyce, in his response, thanked Edison Chouest Offshore (G-Boat) for the partnership as he highlighted Youth Basketball Guyana’s celebration of its 15th Anniversary in 2020 and the growing amount of schools participating across Guyana.

47 local and overseas players shortlisted for U-20 Women’s World Cup Qualifiers

… We have a very talented pool of players to choose from – Lady Jags head coach HEAD coach of Guyana Women U-20 side, Dr Ivan Joseph, is anticipating an uphill task in naming his final list of 23 players for the upcoming FIFA U-20 Women’s World Cup qualifier in the Dominican Republic.

Guyana are drawn in Group D, where they were placed alongside Mexico, Puerto Rico and Nicaragua.

The Guyana Football Federation (GFF) recently announced a list of 47 players, made up of mostly overseas-based players, who are currently being scrutinised on the training pitch. The best-possible squad will be selected to create history and be one of CONCACAF’s representatives July 3 – 23 at the FIFA World Cup in Costa Rica and Panama.

Dr Joseph related that at his disposal, there’s “a very talented pool of players to choose from and that will make our decision very difficult. However, at the end of

the day my primary responsibility is to always select the best possible squad from all players available to me for the final team.”

In an earlier interview with Chronicle Sport, the Canada-based coach related that he was “lucky enough to have several of our players playing football in the United States universities and a few in Canadian universities and a few who have been playing year-round with their clubs.

On top of that, what we’ve done also is put together several of our top players in an indoor league, so they’ll have a continuity of our system.”

Stressing on the difficulty of putting together a squad worthy enough of not only competing at the Championship, but also qualifying, Dr Joseph opined, “I would be lying to you if I said it was an easy task, pulling together a national team that’s from multiple countries, from the diaspora, but the good news

However, with the absence of any meaningful and continuous female football programme in Guyana, Dr Joseph said, “I’m nervous that our Guyana-based players, who don’t have the same level of playing meaningful
