‘Turn up the volume’ of your contributions to Guyana ‒ UG Berbice valedictorian urges fellow graduates to be catalyst for growth in Guyana

THE University of Guyana Berbice Campus Saturday evening held its graduation exercise, with educator Lori Lee Farley, the valedictorian, urging graduates to share their knowledge; for teachers especially, she said it was their duty to help children succeed spite their (teachers’) lack of adequate resources.

“We owe it to our nation’s children to help them succeed beyond test and examinations.

We may not have all the tools, resources or facilities to fulfil our mandate, but let us try to be the kind of teachers we would like for our own children,” she passionately stated to resounding applause.

It marked the 15th convocation ceremony for the Tain Campus.

A total of 225 students graduated from various faculties. Acting President Moses Nagamootoo delivered congratulatory remarks to the graduating class of 2016.

He said that the graduates had every right to be proud of being students of the University of Guyana.

He reminded them that when they look at the leader-

ship of the country, they can see that the majority of the Cabinet, including President Granger, were students of the University of Guyana.

By Ariana Gordon PRESIDENT David Granger remains optimistic that outgoing United Nations’ Secretary-General Ban Ki-moon will hold to his commitment to give “an assessment” of the next step to be taken in the Guyana-Venezuela border controversy, and refer same to the International Court of Justice (ICJ) for a final and definitive ruling, thereby ending this controversy that has deeply affected Guyana’s development over the past 50 years.

Foreign Affairs Minister Carl Greenidge is currently in New York, meeting with incoming Secretary General of the United Nations (UN), His Excellency Mr. Antonio Guterres, in a process designed to secure the promised

recommendation.

During a radio interview with Gordon Moseley on 94.1FM Radio on Friday, even while in Morocco attending the UN Climate Summit, President Granger had this to say: “We have to hold Mr. Ban Ki-moon to his own words. The word he used was ‘an assessment’, of course, [and] November is quickly passing, so we expect Mr. Ban Ki-moon to fulfill his obligation to let us have ‘an assessment’.”

Guyana had approached the outgoing Secretary-General of the UN to act in accordance with his obligations under the Geneva Agreement -- to choose another means of settling the border controversy between the two countries, in accordance with Article 33 of the UN Charter; and Mr. Ban had indicated that he would

Medical training provided in Cuba is of high standard –– Medical Council says in rejecting assertions by columnist Freddie Kissoon

THE Medical Council of Guyana has rejected the attack on Cuban-trained doctors by Kaieteur News columnist Freddie Kissoon, who, in his November 18, 2016 column, had called the Cuban-trained doctors “Guyanese messengers of death.”

“Following guidelines set out by law, the Council registers all doctors, including those trained in Cuba.

“It is aware of the contents of the syllabus used to train doctors, and is satisfied that the medical education provided to Guyanese doctors in Cuba is of a high standard,” the Council stated in a release on Saturday evening.

The Council has said the conclusions drawn by Mr. Kissoon in his article are false, and his attacks on young Guyanese doctors and the Cuban system of medical learning, where they were trained, are entirely unjustified.

Since Cuba does not have a system of internship training similar to Guyana’s system, all doctors who seek registration after medical education in

Cuba undergo an additional 18-month period of supervised rotation before becoming fully registered to practise medicine, the Council has stated.

The Council noted that during this period of supervised rotation, scrutiny is exercised over the standard and quality of the medical knowledge and the practical medical skills learned by those doctors.

“They are also graded by heads of department and other senior doctors practising in various medical specialties,” the Council stated.

It added that the period of supervised rotation must be completed to the satisfaction of the supervising doctors, some of whom are, or have been, members of the Council; which is aware of the rigorous nature of the rotation programme and is confident that doctors who successfully complete it are at least competent in the medical knowledge and skills required of a doctor.

“The rotation programme serves as an additional learning experience for Cuban-trained doctors, and is a com-

prehensive introduction to medical practice in Guyana under supervised conditions.

“The Council is aware that, as with every other profession, the competence and experience of junior doctors is enhanced by working under the guidance of more senior colleagues, to whom referrals are made in appropriate cases.”

In addition to these safeguards, the Council said, it exercises statutory powers of discipline over any doctor who misconducts himself or herself professionally, or commits malpractice.

“If Mr. Kissoon is aware of particular instances of misconduct or malpractice, the Council encourages him to cause complaints to be made to it.”

If this is done, the Council has said, each case can be investigated individually on its merits in a manner which is more responsible and effective than a broad, unnecessary, and unjustified attack on an entire section of young Guyanese professionals.

More eco-tourism initiatives for hinterland in 2017

GREATER emphasis will be placed on advancing eco-tourism in the hinterland as part of an overall effort to exploit Guyana’s tourism potential, according to Director-General of Tourism, Donald Sinclair.

Sinclair told the Government Information Agency (GINA) that previously, focus on eco-tourism had been limited. He explained that eco-tourism is the fastest-growing segment of the tourism industry because of Guyana’s diverse flora and fauna, and beautiful waterfalls, rivers and creeks.

The Tourism Ministry recognises that Guyana’s tourism products are based on nature, culture and adventure, and these can boost the country’s economic growth.

“It will be a means of generating revenues for small communities, generating money for persons in remote locations, once they are trained, once there is a product that is market-ready, a product that is viable and is a means of keeping Guyana as a green destination that offers nature to visitors who are looking for that kind of experience,” Sinclair explained.

Guyana must become a country where high standards of environmental policies are applied to all aspects of its natural resource utilisation, and management for significant eco-tourism development, especially in the hinterland, Sinclair pointed out.

“Given the rate at which deforestation is taking place in other countries, given the way there seems to be a global anxiety with what is happening with nature, about the disappearance of species, we in this part of the world, the

Amazon, can highlight and promote that aspect of our green destination; birds, wild life and biodiversity for our advantage without destroying those products,” the Director-General explained.

Support from Indigenous communities is essential for eco-tourism development. It is equally necessary that social partnerships are encouraged between the Indigenous peoples and private investors, so that these communities can foster their own direct involvement in the industry.

“Before tourism can benefit Indigenous people, there must be fundamental institutional strengthening.

This requires a participatory approach that must be applied through direct discussion, education and practical training programmes.

Amerindian groups should also be empowered financially and otherwise, to start their own tourist ventures in a small and manageable way.”

The national protected areas system has been implemented to protect Guyana’s tourism products, while the tourism policy will be completed soon.

The latter will facilitate the licensing of tour operators, and the building of eco-tourist resorts, among other aspects.(GINA)

Defending our laws, our nationhood THE Bauxite Company of Guyana Incorporated (BCGI) was last Wednesday invited by the Ministry of Social Protection to a shared meeting with the Guyana Bauxite and General Workers Union (GB&GWU). A release by the Government Information News Agency, accompanied by a picture, advised that Ministers Volda Lawrence and Keith Scott, staff of the ministry, and union representatives turned up for the meeting but the company failed to show up.

Aside from the BCGI’s management discourtesy to the Government of Guyana and GB&GWU representatives, what is at stake here for us as Guyanese is the treatment of us and our institutions. Our elders often warned that if you don’t stand for something you will fall for anything. The scenario being played out here by BCGI, who has as Labour Consultant one who had served longer than any other as Chief Labour Officer, is telling.

The BCGI has had a running dispute with the GB&GWU, which marks seven years on 29th November, in its refusal to accept the workers’ choice for representing their interest. It is presumptuous on the part of those who have been granted work permits under the Laws of Guyana to disregard the said laws that equally protect the right of Guyanese labour to be organised and represented.

The laws of Guyana, which identify who we are as a nation, people, how we live our lives and conduct our day-to-day business, are clear. Whether BCGI’s management is being advised to stomp on these sacred institutions or ignoring the advice to respect same, what is evidently clear is the continued disregard for them.

The history of Russia Aluminium (RUSAL), who is the major shareholder in the BCGI with the Government of Guyana having 10 percent, is known. Information about RUSAL’s treatment of local workers and host governments is legendary for its infamy, and can be verified on reputable search engines at the click of a mouse.

In August, the Ministry of Labour in Jamaica, where RUSAL operates, had cause to intervene, at the request of the Union of Clerical, Administrative and Supervisory Employees (UCASE). This request was made after wages negotiations that had started

The barriers at Kaieteur Falls Dear Editor, K I N D LY a l l o w m e some space in your newspaper to vent my frustration about the way Kaieteur Falls is being managed. Presently I have no bones to pick with the ruling Government of Guyana, but right is right.

First of all, I am from the Indigenous village of Chenapau, the only Indigenous village on the Upper Potaro River that is closes to the Kaieteur Falls.

From time immemorial, my ancestors have been traversing this wonderful waterfall and never encountered any manmade barriers preventing humans from visiting this magnificent waterfall from the top.

For us, Kaieteur is sacred. In our indigenous Patamuna nation’s language, we pronounce this marvellous falls Kayik Tuwak meaning “Old Man falls” not “Kaieteur Falls” and we don’t know

anything by that name.

To prove me right we have a rich history, heritage and culture about this sacred waterfall.

Mr. Editor, during my visits to Kayik Tuwak this year, I noticed two man-made barriers built from wood to prevent humans from visiting key areas on top of the waterfall. I would like to elaborate more about this prohibited area. It is considered the viewing area for tourists, due to its pristine beauty; it is also considered the best they have ever seen. The overhanging rock is the best spot for photos too.

All the above- mentioned areas are now deemed to be prohibited. What a sad situation.

I spoke to one of the park wardens about whose idea this was.

“Management” was his reply. It is said the reason for such barricade was to prevent people from committing suicide by jumping off the falls.

Somehow I believe that

since November 2015 hit a snag. Within two days the ministry acted. The union has also denounced the company’s move to issue contracts to the workers without regard for the collective bargaining process.

What must be of concern to Guyanese, irrespective of whether working in the bauxite industry, know someone who does or not, is what can be called barefaced disrespect for our laws and fellow citizens. As we stand in the face of Venezuela’s aggression and say not a blade of grass, not one carass, BCGI’s disregard for our nationhood poses a similar threat and carry similar consequences.

Compounding this disregard, after failing to attend the meeting at the ministry the company has since moved to create an association that they want the workers to join. This constitutes an imposition on the workers, whose relationship with any association in the workplace to represent their interests should be of their choosing.

Whatever informed the disrespect in 2009 and allowed for by the Government of Guyana, we as an independent people should not countenance it.

Whereas during the Donald Romatar administration Minister of Labour Dr. Nanda Gopaul instituted compulsory arbitration, and the APNU+AFC parties when in opposition brought a parliamentary no-confidence motion against Minister of Labour Manzoor Nadir, who served during the Bharrat Jagdeo administration,

the present management doesn’t have godly love for nature and treat humans like cattle. I wonder how the Kaieteur National Park management will treat Prince Harry when he visits? Will the Kaieteur National Park management treat him like cattle too? I hope not!

What about Johnson’s view, Scout’s View and Rainbow View? All of these viewing areas have high drop- offs, but still humans are allowed to go there without any barricade(s) in place. For some reason this convincingly proves that the management for Kaieteur National Park is incompetent - square pegs in round holes. It is time for them to wake up and stop day-dreaming.

Here are some of the things they must pay attention to: the deplorable guesthouse walls that are falling apart; leaking toilets; lack of proper cooking utensils. The trails also need cleaning and

must have safe walking paths for the elderly and the incapacitated.

Recently I’ve had the opportunity to read the management plan for Kaieteur National Park and the village of Chenapau. To my surprise, it was not strong enough for meaningful participation in decision- making. Having us employed as boat captains, tourist guides, administrative clerks and senior wardens is not enough. I strongl y re c o m m e n d t h a t the village take part in the decision- making process, such as having members from Chenapau village sit on the Board of Directors.

What about that? For me, that is what I call meaningful participation in decision-making.

What needs resounding assurance is that the laws of Guyana are sacrosanct and will so be treated by all, domestic and foreign nationals. Should there be any doubt as to what action the Government of Guyana must take to ensure this, Angela Merkel, Chancellor of Germany inThursday’s shared press conference with United States (U.S.) President Barack Obama, said it best in addressing the issue of trade and globalisation.

She advised that while the world cannot go back to a closed society and globalisation is imperative, it must be done with a “human face.”

Speaking after, Obama in representing the U.S. while at the same time seeking to assure the world that U.S. Foreign Policy under a Donald Trump leadership will not threaten trade agreements, too has some choice advice. In advising that his administration’s domestic policy influenced its foreign policy, he said while the U.S. is not without failings, it has striven to govern by the rule of law, respect its citizens and people around the world, and eschew corruption, and in seeking to ensure these he has always sought to do the right thing, even though at times it may not be the popular thing to do.

There are several experiences and widespread support to draw strength from in addressing the disregard for Guyana’s laws and workers.

Universal Children’s Day

A wake-up call on child rights violations From UNICEF DESPITE enormous progress realised for children since the adoption of the Convention on the Rights of the Child in 1989, the rights of millions of children are being violated every day, UNICEF said today as it marked Universal Children’s Day. “With conflicts, crises, and crushing poverty putting millions of children’s lives and futures at risk, protecting child rights is more urgent than ever – and a critical key to building stronger, more

stable societies,” said Paolo Marchi, Representative (a.i.) of UNICEF in Guyana. “We need to stop these violations by investing more in reaching the most vulnerable children, or pay the price in slower growth, greater inequality, and less stability.”

Guyana ratified the CRC on 14 January, 1991. The world’s most rapidly and widely ratified human rights treaty, the CRC sets out a basic, universal standard for a healthy, protected, decent childhood for every human being.

Since ratification, Guy-

ana has made significant progress for children in the areas of access to quality education, healthcare, reduction of child mortality and the impact of diseases on children’s lives. However, despite important progress, there are still disparities which should be addressed. Violence and abuse continue to be areas of concern, and can significantly affect the well-being of children.

Despite marked progress for children globally in recent decades, nearly six million children still die every year from preventable

causes – and children from poor households are twice as likely as children from wealthier homes to die before reaching their fifth birthdays.

Nearly 50 million children have been uprooted - 28 million of them displaced by conflict. Children trapped in besieged areas – including Syria, Iraq, and northern Nigeria are at greater risk of having their rights violated, with their schools, hospitals and homes under attack.

Globally, around 250 million live in countries affected by conflict. Almost 385 million children live in extreme pov-

erty and over a quarter of a billion school-aged children are not learning. Nearly 300 million children live in areas with the most toxic levels of outdoor air pollution – six or more times higher than international guidelines.

Next month UNICEF will mark 70 years of working to bring life-saving aid, long-term support and hope to children whose lives and futures are endangered by conflict, crises, poverty, inequality and discrimination.

In Guyana, UNICEF will continue its partnership with the Government of Guyana

to support National Strategic Plans and Programmes in the areas of safety and justice, life-long learning and social inclusion and child rights monitoring, with emphasis on equity, and on reaching the most vulnerable children and their families.

Continued emphasis will be placed on Child Protection, to ensure that violence, abuse and neglect of children are sufficiently addressed, including a multi-sectoral approach to violence prevention, and stronger child-protection systems.

The day that Freddie Kissoon went low Dear Editor, MY father always told me that there are three types of people in the world - those who are great, those who imitate and those who hate.

He also believed strongly that the difference that existed among those who form these three groups was easily recognisable: Great people rise above effortlessly and take others on the journey with them; those who imitate struggle and fight and try anything and everything to become great; and the haters, well they have no interest in being great based on merit, their only concern is to demean, defame and discredit those who do have a legitimate claim to greatness.

Today, Mr Editor I will leave it up to you and your readers to categorise the infamous columnist Freddie Kissoon and the many fallacies presented in his outrageously seditious article published in the Kaieteur News on 18th November, 2016, titled “Guyanese messengers of death from Cuba have returned.”

Mr. Editor, I believe in the freedom of speech as a basic and fundamental human right, but I also believe that with every right we claim there are responsibilities attached, that are just as fundamental.

Journalists in particular have a huge responsibility to the masses that depend on them for timely, honest, factual and evidence-based information that can ultimately guide decisions and influence behavioural patterns. Mr Kissoon failed miserably in this task when he published that article berating both Cuba and Cuba-trained doctors, claiming among other vile and repugnant things, that we “have killed many poor people.”

I’ve read many of the ramblings of Mr. Kissoon and I dare say there is nothing impressive about his constant criticism of others (anyone can be a critic). His feigned bravado (hiding behind a pen is an act of cowardice) and his facade of equanimity (Sir, the entire nation saw you engage in an unsavoury verbal exchange with a certain embattled female ex-minister of government sometime ago, and no, Mr Kissoon make no mistake, no self-respecting public figure and lecturer would engage in such a terribly quotidian act), and you, Mr Kissoon sir, think somehow you have the moral high ground? That you somehow have leverage to try to discredit the hard work and sacrifice made by us all with your grossly inaccurate mass generalisations? On what grounds? To what end? What have you gained from this vicious and manic attack? How has this improved your already derisory public image?

Mr Editor, we have grown accustomed to the constant

attacks - by our government, by our minister, by random strangers, by patients, and so many others. Frankly, it feels as if it’s targeted, personal and vehement. It can be intimidating and many times we feel helpless and we retreat into a state of apathy, because many of the so-called inadequacies that so many talk about are not due to lack of knowledge or appropriate skill sets, rather these are largely due to lack of resources.

We have the knowledge, but knowledge alone is useless if the tools needed to adequately apply it are missing. We are willing, but willingness alone doesn’t cut it, we have to be able to do.

But how can we when the tools needed are not provided.

I cannot in good conscience do a laceration repair if I have no gloves or sutures or iodine, no matter how willing I am or knowledgeable I am.

But as Michelle Obama said, “When they go low, we go high.” And going high and rising above by no means signifies that we will be silent in the face of their onslaughts. It by no means signifies that we will ignore how irate and under-valued they make us feel, instead we will unite and respond with pride, dignity, joy and laughter in the face of their ignorance.

We will turn up to work every day and continue to do what we have always done - work 72- hour shifts, go without meals, climb mountains, walk across rivers in scalding sun or in rain to deliver care.

We will continue to treat patients door to door, continue to deliver twin babies thousands of feet in the air on aircraft, to diagnose cancer in the deepest darkest jungles of Guyana without any imaging or labs, We will continue to be social workers, and counsellors, teachers, good neighbours and friends.

We will continue to break barriers and push boundaries... we will continue to go high! And Mr Kissoon will be floating around in his same bubble of mediocrity, writing his same articles desperately trying to inflate an ego that has obviously been stretched to its limit.

As I close I choose to reflect on the words of Mya Angelou, who said: “You may write me down in history With your bitter, twisted lies, You may tread me in the very dirt But still, like dust, I’ll rise...

You may shoot me with your words, You may cut me with your eyes, You may kill me with your hatefulness, But still, like air, I’ll rise.”

As I reflect on these inspired words, I encourage all my Cuba-trained colleagues on this day that Freddie Kissoon went low. Let us all go high! High above his lies and halftruths, high above his prejudice, high, high, high above his ego!

Towards a Good Life in a Green Economy Key ingredients in determining Climate Change Adaptation Funds finance for small developing states Part 2, Section 1: The International Climate Change Financing Regime

Best Presidential Advisor on the Environment IN PART 1, we looked at the International Climate Change Regime, focusing on key environmental shifts from the 1940s leading up to the United Nations Framework Convention on Climate Change in 1992. The objectives of the Convention, articles that detail obligatory financing for developing states, a broad overview of the Convention’s financial architecture, along with efforts in mobilizing the US$100 billion by year 2020 were also highlighted.

In Part 2, we examine the climate change financing regime.

In order to maintain cognitive consonance, we repeat the problematic.

THE PROBLEMATIC NOTWITHSTANDING decades of conferences and summit and embedded financial provisions in conventions and pledges, SDS, as a whole, has been unable to access sufficient CCAF to meet their CCA needs. In the result, their nation states and economies have become more susceptible to sea level rises and vulnerabilities exacerbating their economic, social and environmental development.

THE INTERNATIONAL CLIMATE CHANGE FINANCING REGIME: QUANTIFYING CLIMATE CHANGE ADAPTATION FUNDING In quantifying climate change adaptation funding (CCAF), the Organisation for Economic Cooperation and Development (OECD) acknowledged that adaptation funding provision ranges between US$100 and US$200 million per year, in contrast with the US$14 to US$21 billion per year required. Even this is a conservative figure by many other standards. In the result, a large number of climate adaptation projects go unfunded due to financial shortfalls.

There are various opinions on the amount of funds needed for climate adaptation. According

to the Integrated Regional Information Networks (IRIN) of the United Nations (UN), no one is really sure what amount is really needed for climate adaptation.

The UNFCCC has estimated that, by 2030, poor countries would need between US$28 billion and US$59 billion a year to adapt.

The World Bank thinks that a sum between US$20 billion and US$100 billion should do it. The European Union Commission put the amount between US$10 billion and US$24 billion a year by 2020; and the African Group of climate change negotiators arrived at a sum of more than us$67 billion a year by then.

Notwithstanding this uncertainty, IRIN posits that only five per cent of the funding needed for climate adaptation is being realised. Meanwhile, the OECD has recognized that mobilizing US$100 billion per year by 2020 requires funds from private, public, multilateral and bilateral sources.

Moreover, the recent UNFCCC (GCF) text proposes the GCF as the mechanism for coordinating total financial flows from the diverse sources.

SUFFICIENCY OF ADAPTATION FUNDS AND GENERATING OPTIONS Though Kate Miles acknowledges that the Global Environmental Fund (GEF) is a significant source of funding for global response to environmental protection, she posits that GEF

funding is insufficient to ensure sustainable financial flows to meet incremental costs of agreed global environmental benefits.

Additionally, Miles argues that Agenda 21 recognizes the need for additional funding and makes a case for innovative financing to supplement the funding deficit because of inadequate funds.

These innovative financial ventures include: debt-for-nature swaps, conservation trusts funds, tourism-related taxes and fees, tradable quota systems, private sector payment for environmental services, right-of-way and access fees and fish catch levies. Miles calls these initiatives “a development tax for global environmental damage”.

Importantly, Lord Nicolas Stern, supported by Global Green Growth Institute’s (GGGI) Chairman Lars Rasmussen (GGGI), echoed the need for increased funding for climate adaptation at GGGI’s side meeting at the Eighteenth Meeting of the Conference of the Parties (COP 18). He posited that additional funding beyond the Green Climate Fund (GCF) would be necessary, and international institutions must use their “power of example” to garner increased funding support for climate finance.

However, in the context of Guyana’s green economy pathway, these innovative ideas reflect fiscal and financial options on both sides of a green economy equation -- that equation being that increased human well being + social equity = (equal to)/function of reducing environmental risks + ecological scarcities.

NEW AND ADDITIONAL FUNDING? However, some developed countries insist that climate finance should be counted as overseas development assistance (ODA), which some developing

states argue represents payment for implementing specific climate measures, and therefore should not be counted as ODA. Even though, under the Copenhagen Accord, developed nations were to provide new and additional resources under the ‘fast start ‘mechanisms up to the tune of US$30 billion, there are no means to determine if indeed such funds would be new and additional, and there is additionally no agreement on which agency should disburse these funds.

The World Bank (2009), in a discussion paper on monitoring and reporting on financial flows relating to Climate Change, highlighted that official development assistance (ODA) is tied to developing countries meeting their Millennium Development Goals (MDGs), and funds allocated to climate change are not part of the ODA commitment.

However, several OECD countries see a close connection between climate change and development financing, and argue for their non-separation.

In contrast, developing countries see climate financing as an entitlement for environmental damage done by developed countries, and argue for their separation. Further, the Bali Action Plan emphasised the need for climate finance flows to be to new and additional funding that is verifiable, reportable and measurable.

This difference in opinion, however, makes it difficult to effectively track and record funding for climate adaptation. The World Bank paper (2009) suggests that climate change financing needs should be recorded in a systematic manner, allowing for tracking, analysis, and monitoring of progress made in the Copenhagen and post-Copenhagen decisions.

It is in Guyana’s interest to treat ODA as separate from adaptation funding, in order to

track developed countries’ financial contributions in accordance with their obligations under the UNFCCC. THE ADAPTATION FUNDING MECHANISM There are four adaptation-related funds that were established at the international level. There are three under the UNFCCC: the Least Developed Countries Fund (LCDF) in 2001, the Special Climate Change Fund (SCCF) in 2005, and the GEF Trusts Fund’s Strategic Priority on Adaptation (SPA) in 2004. The Adaptation Fund (AF) was the fourth to be set up under the Kyoto Protocol to the UNFCCC in 2007 (Haegstad et al, 2009). The AF will finance implementation of concrete adaptation projects in non-Annex I countries, including activities intended at avoiding forest degradation and combating land degradation and desertification (Bouwer and Aerts, 2006:49).

Of critical note is the fact that all three of these funds are undersubscribed by the developed countries, for reasons that include lack of confidence in accounting procedures and mechanisms in developing states (Ayers and Huq, 2008). One disadvantage to most developing countries lies in the fact that parties to the Kyoto Protocol have access, and possible influence over, the AF; contrastingly, developing nations were able to establish an independent GEF Board comprising a majority of members from the developing nations under that GEF arrangement. The Fund is not donor-dependent. It is funded through a 2% levy on CDM transactions. However, it is difficult to predict quantities, as the fund depends on the CDM market and the price of CDM credits, which is very unpredictable.

In Guyana’s context of achieving a green state through a green economy pathway, adaptation financing is just a part of the quantum required for a green state. But, more importantly, climate financing must be accessible, predictable and quantifiable.

In the next article, I will examine the coordination and integration, high transaction accosts, and determining adaptation costs.

New contraceptive implant best way to prevent pregnancy ‒ could help reduce unsafe abortions

By Svetlana Marshall OF the estimated 211 million pregnancies that occur worldwide on an annual basis, 87 million are unintended, 46 million of which end in induced abortions, according to the World Health Organisation (WHO).

Of the 46 million abortions, approximately 21.6 million are unsafe and at the end of each year, it is further estimated that 47, 000 women die from complications of unsafe abortions.

According to the Center for Disease Control and Prevention, the high number of unintended pregnancies is directly linked to the unmet need for contraception (birth control) and family planning.

Here in Guyana, the Public Health Ministry, through its Maternal and Child Health (MCH) Department, is on a mission to expand the available family-planning options with the aim of bringing the large numbers of unwanted pregnancies down, and by extension, abortions.

Earlier this month, the Maternal and Child Health Department headed by Dr. Ertenisa Hamilton announced the introduction of a long-acting, reversible contraception for women, which goes by the brand name, Jadelle (levonorgestrel).

Jadelle is a contraceptive implant, which when placed under the skin of the upper arm slowly releases a hormone called progestogen that prevents pregnancy. For a period of five years, the implants can stop the body from releasing an egg each month, while thickening the mucus in the cervix so as to prevent sperm from travelling to the egg.

Dr. Hamilton, in an exclusive interview with the Guyana Chronicle, said while the contraceptive implant is new to Guyana and by extension Latin America and the Caribbean, it has been in use in other parts of the world.

In fact,the Jadelle Implant system was developed in the 1980s by The Population Council and had succeeded Norplant – the first implantable hormone delivery system developed by The Population Council.

The implant, Dr. Hamilton said, is more than 99% effective in preventing pregnancy.

“The implant is the most effective contraceptive that we have today,” Director of the Maternal and Child Health Department stated, noting that current trends indicate that “a lot of modern-day women prefer to have the implant because of its efficiency.”

In addition to the newly introduced Jadelle, there are a number of other contraceptives available in Guyana, such as the oral contraceptives, injectable birth control method mainly Depo-Provera and Noristerat, in addition to the Intra-uterine Device (IUD) which is also a long-term reversible contraceptive. Condoms are also widely used in Guyana; however, if not used correctly, pregnancy can occur.

can occur as well.

However, in the case of Jadelle, if a woman is desirous of becoming pregnant within the period of five years, Dr. Hamilton said the implant can be easily removed.

“Once you take it out your fertility returns, and within a month or two you can become

pregnant, so it is reversible in that sense,” Director of the Maternal and Child Health Department explained.

This five-year, two-rod implant allows for effective family planning and significantly reduces the risk of having an unintended pregnancy, she emphasised.

Less than two weeks ago when the first batch of Jadelle implants were done at the Georgetown Public Hospital (GPHC) by trained personnel, approximately 30 women have opted for this form of contraception.

“The youngest woman was a 19-year-old, but many of the women were very young – approximately 30%,” Dr. Hamilton pointed out, while noting too that the majority of the women had no children.

It was noted that before and after the implants were done, all of the women who opted for the implant were tested to determine whether they were pregnant and were also counselled.

rods were inserted beneath the skin, and it was subsequently discovered that a woman is pregnant, they are removed, with no effect on the baby or mother.

During the counselling sessions, women who had had breast cancer or experienced hypertension were advised not to do the implant. It is during the counselling sessions too that patients are informed of the side effects of Jadelle which include irregular bleeding and no bleeding.

In December, the department is expected to conduct another batch of implants at the GPHC. According to Dr. Hamilton, the implants will be conducted on a monthly basis at the public hospital. However, she said the department is currently devising a plan to have this method of contraception offered countrywide.

In addition to the GPHC, Jadelle is also available at the Guyana Responsible Parenthood Association (GRPA).

Minister within the Ministry of Public Health, Dr. Karen Cummings, said steady progress in contraception research has been made over the years.

“Contemporary contraceptive technologies have resulted in hormonal and non-hormonal modern contraceptives that have improved the lives of many women by reducing different health conditions that contribute to considerable morbidity. However, one must note very carefully that not all contraceptives available today are suitable for all users, therefore, the need to expand contraceptive choices still exists,” Minister Cummings said.

At the time Minister Cummings was addressing a group of health care professionals who recently underwent training in implants under the theme: “Training in Implants and other new Contraceptive Technologies in ZIKA Times.”

The healthcare professionals were urged to acquire the requisite theoretical knowledge and practical skills needed to correctly, safely, and with minimal undesirable outcomes, insert the contraceptives into women desirous of utilising this method of contraception.

‘D’ and ‘E’ Fields Sophia residents now getting tap water FOR the first time in years, residents of ‘D’ and ‘E’ Fields in Sophia, Greater Georgetown, now have access to tap water in their homes, the Guyana Water Incorporated (GWI) announced on Saturday.

More than 20,000 residents are now benefiting from this project, which entailed extending to Sophia transmission lines from newly rehabilitated wells in North Ruimveldt, Georgetown and from Turkeyen, Greater Georgetown, GWI explained.

A statement issued by GWI has said residents are in

high praise of the water-providing entity. “Some residents have contacted GWI to express their appreciation in being able to gain access to water in their homes after such a prolonged period,” GWI has said.

Councillor of Constituency Six, Lyndon Hilliman, welcomed the new service connections. “We waited a long time, but it was worth the wait. The service is great in terms of the pressure, and quality is better than before…. It is also less time-consuming, because now we are getting easy access from our taps,”

he explained.

He also said: “Parents no longer have to worry about the safety of their children, who used to go to the blacka (canal)… Now they can go to the tap and get water right away.”

Hilliman explained that he has been able to reduce his electricity cost, since the water is flowing with a pressure that does not require a pump to fill his tank.

Another Councillor, Andriea Marks, said: “It is a pleasure having the new Government in power. They bring a great relief to Sophia residents, who haven’t

had water for about three years now. It’s a great relief to wake up in the morning and there is water, and it is proper.”

Ms. Marks further noted, “I think I am speaking on behalf of all residents when I say I must give praise and thanks to the new Government and the CEO at GWI for working so hard at a very ‘molesting cost’, because when I couldn’t get water I pressured him a lot.”

GWI will be laying one and a half miles of pipeline to improve water supply in ‘A’, ‘B’ and ‘C’ Fields, Sophia, and will be erecting stand

pipes in areas of Sophia that have not yet been regularised, so as to avoid breakage of lines.

Sophia residents are expected to commence paying for water services from January, 2017.

Thus far for 2016, GWI has provided access to water to a number of communities for the first time. These include Lamaha Park in Georgetown, Little Diamond Squatting Area on the East Bank Demerara; Hill Foot and Back Street in Soesdyke/Linden Highway; Liverpool Middle Walk Dam Squatting Area; Number One Road, Fyrish; Auchlyne; Tar-

logie; Grant 1780 Crabwood Creek, all Corentyne communities; Glasgow Village on the East Bank of Berbice; Sandvoort Village in West Canje, Berbice; Canfield New Area in East Canje; and Number 72 Village, Corentyne, Berbice.

GWI is also in the process of installing service connections in communities such as Andy Ville in Linden; Timehri North on the East Bank of Demerara; and Angoy’s Avenue in New Amsterdam, Berbice. These initiatives are part of GWI’s drive to ensure equal access to potable water for all citizens.

Continued conversation on Labour Policies in the Green Economy

TWO Sundays ago, I dealt with the issue of Labour Policies as a pillar in the green economy, with the promise of continuing this conversation. There are issues that currently permeate the society that have negative image on the country’s thrust in respecting issues of labour consistent with international policies.

One such issue is the imposition of wages and salaries by the Government of Guyana on public servants, teachers, and other categories of Government employees. The respect for collective bargaining is a sacred tenet in industrial relations, which is guided by International Labour (ILO) Conventions Nos. 87 and 98, which speak to freedom of association and the right to collective bargaining respectively.

In the specific case of the public servants, collective bargaining is guided by ILO Convention No. 151, which was ratified by the Government and is expected to be observed to the letter. The Government, as an employer and enforcer of the rules and laws, cannot be seen departing

from the machinery that has been agreed upon between itself and the trade union for the avoidance and resolution of disputes.

In negotiations with the Guyana Public Service Union (GPSU) under the rules and international principles that guide the establishment of those rules, it is wrong for the Government to say to the union that its offer is “final”, and the workers will be paid based on that, and not as a result of an agreement between the parties. Such an act goes contrary to collective bargaining and is an imposition that flies in the face of internationally accepted industrial relations practices.

The Government’s action can be taken to the ILO by the GPSU, in collaboration with the Public Service International, where the administration can be condemned or censored. In either case, the Government’s credibility comes into question, since its conduct violates a principle in the labour policies that is fundamental to the green economy.

Guyanese workers have, for

the last seven years, been subjected to the most egregious violation of their rights by the Bauxite Company of Guyana Incorporated (BCGI), a company owned by Russia Aluminium (RUSAL) and the Government of Guyana. This company, with support -- tacit and implicit -- of the Government, is being allowed to trample Section 23 (1) of the Trade Union Recognition Act by refusing to treat with the workers’ union, the Guyana Bauxite and General Workers Union (GB&GWU). Non-compliance with the law is a violation of ILO Conventions Nos. 87 and 98, and is a clear contempt for the Guyana Constitution and Laws, and the rights and freedom of workers.

That the Government is aware of BCGI’s lawless conduct, yet refuses to enforce the law, is an act we must question. On one hand, the Government treats the 2012 High Court ruling with contempt; on the other hand, it refuses to charge and place before the court the BCGI management -- for being in breach of the trade union recognition law

-- as it does for other employers. If, for any reason, the bauxite that is mined under the exploitative arrangement that exists at BCGI is being sent to ports in Europe and North America, the trade union and other agencies can move to have this product rejected at these ports.

Then there is the problem in the sugar industry. The management and some policy makers of GuySuCo continue to believe that they can make decisions that impact the livelihood of the workers without engaging and arriving at agreement with the unions in the industry.

Last week, President David Granger opened the Guyana Trades Union Congress’s 4th Triennial Conference, held under the theme “Labour Policies - a prerequisite for the creation of a green economy.” It was instructive to hear Government’s thinking on this policy. The trade union community has an abiding interest in knowing what will be the role of Labour as a stakeholder as the Government moves to crystallise the philosophy and put in place programmes

that would see respect for workers, the environment, and sustainable development.

The point being made here is that lip service will not see conformity to the green economy.

Government has to walk the talk. It either embraces or rejects the policy; it cannot be half way in or out.

In the national decision-making forum, Labour has a role to play.

This role is, from an international perspective, consistent with the tripartite structure of the ILO, which requires that Government, Employer and Trade Unions work together for the achievement of national development.

Domestically, Labour’s role is assured in the Guyana Constitution, which outlines its responsibility for economic development (Article 38) and involvement in the management and decision-making processes of the State on matters that impact the wellbeing of workers - past, present and potential (Article 149C) Next week, I shall conclude this discourse.

Withdraw Hamilton Green’s Pension Bill ‒ GHRA THE Guyana Human Rights Association (GHRA) on Saturday called on the APNU+AFC coalition government to refrain from tabling the Prime Minister Hamilton Green Bill No. 23 of 2016.

The Bill seeks to provide pension benefits to Green, who served as the country’s Prime Minister from 1985 to 1992 under the People’s National Congress (PNC) government.

In a statement to the media, the GHRA said the Bill should be withdrawn on the ground that it is an insult to taxpayers of this generation who are “prominently wageearners” to shoulder the burden of excessive pension for people who have “so curtailed this generation’s life chances.”

Additionally, the human rights body believes that the government has no justification for the Bill beyond cronyism, while noting that Hamilton Green who also served as Mayor of the City of Georgetown for in excess of 10 years has“never apologised for the humiliation, hardship

and violence to which the Guyanese people were subjected during his harrowing term of office.”

Moreover, the GHRA believes that the notion of former presidents and senior politicians being treated as “Princes of the City” with “excessive pensions and benefits reinforces rather than undermines the repugnant notion that the purpose of politics is to enrich politicians.

The body argued too that the personalised Bill to allow Green to be rewarded for a “lifetime of politics marked by incompetence and divisiveness is provocative,” given that the administration is attempting to curb corruption.

“The Guyanese Parliament is still to distinguish itself for the quality of its contribution to public life. If the Bill under discussion is entertained, its reputation would be further eroded by the ridicule it would justly attract. The Guyana Human Rights Association (GHRA) is calling for the non-submission of this ob-

noxious Bill,” the statement added.

On Friday, Prime Minister Moses Nagamootoo told reporters that Green’s name should not be on the Pension Bill, but instead it should be given a generic name to cater to all former prime ministers.

The Prime Minister said there should be a review of the draft legislation.

“It may be an issue we would want to re-look at, as to why [the Bill has been named] ‘Hamilton Green Pension’ and not Former Prime Ministers’ Pension Bill,” while stating that a broader rubric would allow for a futuristic legislation rather than to attempt to correct an anomaly.

The Prime Minister argued too that the issues have to be seen in context, noting that there is only one former Prime Minister that is available for any benefit. He said looking at the matter historically, a person who held the office of Prime Minister should not be given a parliamentarian’s salary.

He stressed the need for equity, noting that it is only fair for Green to receive a Prime Minister’s pension.

The Prime Minister also called on citizens to put aside their bitterness and think about the situation rationally. “This nation has to be able to put aside its own bitterness, [which] has contaminated all of us and become part of our political culture of hate and being judgmental and being angry when we deal with people who have held offices in this country,” Nagamootoo told reporters.

But his reasoning was not accepted by the GHRA; that body argued that the Bill provides for Green to be paid a pension based on the salary paid to the Prime Minister “as though he actually earned the said salary, taking into consideration his record of service as a legislator.

“It also provides for Green to receive all benefits provided for by the Former President (Benefits and Other Facilities) Act 2015. The value of these benefits are an annual pension

of G$20,580,000, other benefits to the value of G$3.1mn annually, two vehicles provided and maintained by the State and two first-class annual airfares [plus] free transportation provided by the State,” said the human rights body.

Additionally, the statement noted that Green also qualifies for an ex-parliamentarian’s pension along with whatever benefits he would have accrued from his period as Mayor.

“The Prime Minister Hamilton Green Pension Act 2016 on the Order Paper is utterly shocking. His entire political career reflects the attributes that have kept Guyana ethnically polarised and, for this reason, securely anchored at the bottom of all Caribbean indicators of social and economic progress in the modern era. As a young and ruthless politician in the early 1960s, his name figured prominently in the violence from which this society has still to recover,” the statement added.

The GHRA has also ac-

cused Green of being partly responsible for what has been described as the “mass exodus of Guyanese” during the 1970s and 1980s.

“Those years saw bizarre hardships imposed on the Guyanese people, including being criminalised for possession of onions and garlic, blocks-long queues around gas stations due to gasoline shortages and outbreaks of beri-beri.”

Citing Green’s leadership of the City Council over the years and his appointment as Chairman of the Board of Directors of the Central Housing and Planning Authority (CH&PA), the body believes that he is undeserving of the pension. “…it is ironic that Guyanese of the same age group as Hamilton Green are now condemned to live on old-age pensions of G$17,000, while he complains of having to eke out a living on his pension of G$100,000 plus his benefits from being Mayor,” the statement added.

Opposition writes Gov’t on new GECOM chairman

THE Opposition People’s Progressive Party (PPP) has officially written Government about the appointment of a new Chairman of the Guyana Elections Commission (GECOM).

In a letter to Minister of State Joseph Harmon, dated November 15, 2016, the Parliamentary Opposition Chief Whip Gail Teixeira informed that Leader of the Opposition, Bharrat Jagdeo, wanted to know whether President David Granger would formally write to him, inviting him to submit his six nominees as required by Article 161 of the Constitution, or whether the President would initiate a preliminary formal meeting with him to discuss the appointment of a new Chairman.

Drunk driver knocks down three elderly persons ...one victim loses leg An intoxicated 20 year old resident of Grant 1805 Crabwood Creek Corentyne Berbice struck down three elderly persons one of whom had his legs amputated, police have said.

According to police the young man who struck down the three sexagenarians about 17:10 hrs. at C.W.C and escaped, was shortly afterward arrested.

Enquiries disclosed that the victim George Beramsingh c/d Quarter, 66 years; Harrinarine Lakhan c/d Ranal, 60 years; and Vidyawattie Adhari c/d Granny, 60 years; all of C.W.C, were sitting on a bridge rail situated about 20 feet off the public road at Deen’s Sawmill Access Road, when Motor

car PNN 7746 which was proceeding north along the western side of C.W.C Public Road , allegedly at fast rate, attempted to turn east into the Access Road and in the process lost control of his vehicle and struck down the senior citizens, after which he locked his car and fled.

The trio who received multiple injuries to their lower limbs and body was rushed to the Skeldon Hospital in a conscious state, and were transferred to the New Amsterdam Hospital where Beramsingh and Lakhan were admitted and Adhari treated and sent away. Beramsingh’s left foot had to be amputated.

A breathalyser test was conducted on the driver and his blood alcohol level was above the legal limit. Investigation into the accident is ongoing.

Extension granted for probe into discovery of foreign aircraft PRESIDENT David Granger has approved a request to extend the time for the submission of the final report of the Commission of Inquiry (CoI) into the discovery of the foreign aircraft at Yupukari in Region Nine, Upper Takutu-Upper Essequibo.

A release from the Ministry of the Presidency noted that the request was made by Head of the Commission, Brigadier (ret’d) Edward Collins. The Report, which was due to be handed over to the state on November 16, 2016, will now be handed over on November 25, 2016.

Brigadier Collins was commissioned to investigate, examine, advise, and report on the circumstances under which the foreign aircraft, discovered on September

13, 2016, entered into the country.

by Superintendent Hugh Denheart of the Guyana Police Force is conducting investigations, and will peruse and probe the area, an exercise that goes beyond the scope of the Terms of Reference of the Commission.

Minister of State, Joseph Harmon, who received the preliminary report last month, had noted that the administration is looking forward to the final document and its findings and recommendations.

The plane, bearing registration number N767Z, was first brought to the attention of officials on September 13, 2016 by a resident of the

area. The following day, a joint army and police team, including CANU ranks, was dispatched to the location to conduct investigations.

One week later, the Government announced that a CoI would be set up to probe the discovery of the aircraft in Guyana’s territory.

Preliminary findings reveal that the aircraft originated from Colombia -- a country that reputedly is a major producer of illicit drugs. The twin-engine Cessna also bore a bogus United States (US) registration, and the area where it was found was on the radar for the illicit drug trade.

It was found that the registration number N767Z – was actually that of another aircraft that is active in the United States.

Bandit robs Queenstown fruit vendor SHIEK Sadik, popularly known as “Iky,” a fruit vendor who operates his business in Queenstown, was on Friday afternoon robbed at gunpoint.

The 29 year-old vendor who runs the fruit stall with his mother, Jamilla Sadik, at their home, was robbed of an undisclosed sum.

Speaking to the Guyana Chronicle, Sadik said that around 16:34 hrs Friday, with the aid of a regular customer of the store, he was packing up some goods when a bandit approached him, placed a gun to his chest and grabbed what

was in his pocket.

Subsequently, the bandit fired a shot in the air before making good his escape through Forshaw Street, Queenstown, said the fruit vendor.

Sadik’s mother explained that at the time of the robbery, she was attending to their dog at the back of the yard.

Footage seen by the Guyana Chronicle showed the man executing the act within a matter of 12 seconds before taking off on foot.

said that the family was attacked before.

“It is is not the first time bandits targeted us; three years ago Iky got stick up by a bandit right outside the store, but he fought off the bandit that time,” lamented the victim’s mother.

Asked whether this matter was reported to the police, Sadik said she had lodged a number of complaints, but to no avail.

Nevertheless, the robbery is being investigated and according to police sources, no one has been held for the robbery as yet.

Thinking about May 2015: Will somebody make a liar of me?

THIS morning I woke up in a state of anxiety about Guyana and the Caribbean. I thought about Grenada where a referendum on constitutional reform has degenerated into a partisan fight. I thought about our cricket, our jewel, and the circus it has become.

I thought about my fellow Caribbean scholars and our refusal to use our scholarship to bear witness for the powerless. I thought about America’s unravelling and how its democratic myth is exploding by the minute. And then my mind went back to

May 2015 in Guyana.

Eighteen months ago Guyana was a scene of euphoria largely because the country had changed governments for just the second time in 51 years. There was a sense of relief and expectancy. Half of the country celebrated in typical West Indian fashion—they went the extra mile. From the inaugurations to the victory parties and doses of triumphalism, Guyana breathed new air-- or so it seemed.

Yes, it was half of the country doing its thing, but that is the reality of our Caribbean. We have, as a region,

wrapped our destiny in the winner-loser framework. In the process, the winner acts as if it is the country—the loser is rendered insignificant and invisible. It is one of the tragedies of our post- plantation, post-independence existence.

And so it was in May 2015. The losers of 23 long years of wilful, vengeful, authoritarian governance had become the winners.

Their “carnival of misery” was transformed into a carnival of relief and hope.

The so-called winners of the preceding two decades suddenly had to come to grips

with being losers again. Our Guyana, our Caribbean in their most naked selves—the loser gives way to the winners and the winners become the country.

For me, May 15 was a moment of mixed emotions. I come out of the critical-radical tradition of the Caribbean which has long been suspicious of elections and their outcomes as agents of transformation. But given the decline of revolution in our Caribbean, we radicals have had to embrace elections as vehicles for change more than we did before. In the process we, in the eyes of the reformers, had become normative. The Caribbean Radical Left surrendered their ideological identity and became mainstream, often with the “national interest” as the justification.

Here in Guyana, the remnants of the formal and informal WPA joined their nemesis in a partnership— the APNU. They didn’t get there without weeping and gnashing of teeth, but their nationalist streak soothed the pain. The APNU was formed and the rest is history. The WPA became part of the new dispensation and we

all went for the ride.

So, there we were in May 2015 cheering the defeat of the PPP, but some of us were not too sure we should be cheering the rise to power of the new coalition. My own study of our history in Guyana and the wider Caribbean had alerted me to the fact that no post-independence government, including the PRG in Revolutionary Grenada, had managed to balance socio-political transformation and democratic governance. So why would this one be any different?

I have wrestled with that question since May 15. You see, I talked myself into believing that my type-- the non-conformist, radical, nationalist—had a stake and a role in the new government—do we? I talked myself into believing that the political praxis of the old PNC was a thing of the dark past; that the WPA—our WPA -- would never sit down and shut up in exchange for a seat at the table; that the unknown quantity—the AFC—would find an ideological soul. So I have gone along for the ride, still believing that this is Guyana’s time to show

our Caribbean how to craft a governance praxis to correct plantation wrongs.

Eighteen months later, I watch the government of 2015 hope govern as if it is not aware of its historic task. I don’t judge governments by scandals, so that’s not part of my angst.

If this coalition government fails to inspire some minimum transformation in Guyana, the idea and practice of coalition will decline in the Caribbean and the winner-loser praxis would continue to hold sway. The human beings who took to the streets in May/June 2015 and put their love on this government have returned to their customary state of victimhood. As for me, I continue to despair. I borrow from David Rudder’s classic calypso, “1990”--Will somebody, please make a liar of me.

Thief attacks, robs church members

FOUR persons were on Friday robbed during a prayer meeting at a Kaikan Street, North Ruimveldt church.

In a post on Facebook, one of the victims, Juanita Critchlow, expressed the fact that “thieves getting very desperate.”

“I had a knife plunged

at me but it missed. I was robbed of valuable possessions in a church during a prayer meeting,” she stated.

It was also stated that there were four persons in the church at that time when the man, bearing a knife, walked in and robbed all of them.

During a visit to a church

which Critchlow is a part of, the EDGE Youth Ministry in Cooper Street, Albouystown, her colleagues who were not present at the Kaikan Street church disclosed that no one was physically harmed.

Persons also said that the matter has been reported to the police.

Fire Service now equipped to provide emergency medical services

By Shirley Thomas A MISSION which has been resolutely sought after in Guyana for the last several years has finally been accomplished. A much-needed Emergency Medical Service, (EMS) has been launched under the banner of the Guyana Fire Service and aims to guarantee the public swift and easy access to ambulance service in times of emergency.

A joint initiative of the Ministry of Public Health and the Ministry of Public Security, the project was launched last Thursday at the home of Project Dawn at Liliendaal, East Coast Demerara.

With Director of the Accident and Emergency Unit of the Georgetown Public Hospital, Dr. Zulificar Bux as head, the service is staffed with more than 90 specially trained Emergency Technicians (Responders) and is equipped with three ambu-

lances which will at all times be based at the Guyana Fire Service, between emergency calls.

When calls are made to the service, persons can expect to see an ambulance appearing on the scene in record time, equipped with uniformed, qualified and professional emergency responders who will be able to stabilise and render life-saving emergency intervention if needs be, pending arrival at the Accident and Emergency Unit of the hospital.

Under this novel arrangement in Guyana, the emergency lines 913 and 912 will be merged into one, that being 911 alone. So persons requiring the service should dial 911.

Dr. Bux explained that the Ministry of Public Security has been tasked with the administration of the whole process and will be executed by the Guyana Fire Service.

The GFS will ensure that the ambulances are run efficiently and the service rolled out in a positive and meaningful way.

In the interest of effi-

ciency and security, Dr. Bux said, only Fire Officers will be allowed to drive the buses.

Phase One of the national EMS project will see ambulances based at the Central Fire Station at Stabroek, Alberttown, Diamond and Mon Repos Fire Stations, along with EMTs available on a 24hour basis. It is anticipated that this phase will extend over the next five years.

Chief Fire Officer Compton Sparman recalled that in earlier years, the Fire Service would be called upon to respond to emergencies dealing with properties and life, using the ambulance service.

That response was subsequently removed, he said.

“I don’t know for what reason [it was removed] but what I can tell you is that it has come back home to where it belongs. Today our greatest wish has been accomplished, [by being restored with] a profession that we know best to operate in Guyana.”

standard. He said that from 1982 to 2010 it was more of a dormant service with sporadic responses for immediate help, with no coordinated mechanism in place.

Then between 2010 and 2012, he started a pilot project targeting ranks of the Police Force who are basically first responders in time of medical emergencies.

Thankfully, Vanderbilt Medical Centre, which is a pioneer of EMS development in the United States, started specialty training here.

Dr. Bux recalled working to get a proposal going for EMS development in Guyana. Even though some training was done in 2014, under a pilot programme, the project did not get very far with the previous administration. He however had the support of Chief Fire Officer Marlon Gentle, who had been involved during the training of fire officers in 2014.

But by the next year, the administration had changed, and with Dr. George Norton’s ascension to the position of Minister of Health in 2015, Dr. Bux submitted the proposal to him for perusal and that was the turning point.

considerations, including certification, ensuring they stay within the demands of medical practice and ensuring that there is safe and effective patient-care communication within the system.

Minister of Public Health, Dr George Norton, noted that those trained under the pilot programme in 2014 have so far responded to over 5,000 calls and made three deliveries en route to the hospital.

Minister Ramjattan expressed great satisfaction that the effort has come to fruition.

The minister recalled that in conversation with the Fire Chief that lasted for about six to seven minutes, he was impressed and gave his affirmation to the proposal. And considering it to be a good thing for Guyana, Minister Ramjattan said: “The world is becoming more complex and Guyana too, has to become a little more complex and sophisticated.”

Meanwhile, Dr. Norton, who said that the launch

had significant, far-reaching implications for the development of Guyana, noting that the Liliendaal venue would serve as the hub of the national emergency medical services of Guyana. He gave the assurance that the EMS- trained staff will be responding to public calls for emergency assistance, and expressed pride in this development.

The minister also disclosed that just a few days ago, an ambulance was handed over to the Ministry of Public Health at Ituni to be used specifically for the Ituni community, adding, “This shows that we are moving in the direction of extending emergency ambulance services right across the country.”

And Dr. Bux gratefully acknowledged that “the EMS system has been proven in all areas of medicine that it is helping to save people and bringing them faster to the hospital, so that we can take care of them.”

STRESSING the need to end corruption and abuse of powers, Prime Minister Moses Nagamootoo has made it clear that pressure should be placed on certain national governments that are deemed native sources of conflicts and violence.

Dr. Gandhi said the leading judges were invited to attend the conference so as to focus on world peace as he believes that only judges could impress world leaders to extend the jurisdiction of the world court and to codify international law and make it binding on all countries.

Berbice man tied up, beaten and robbed by bandits

AN East Bank Berbice man was tied up, beaten and robbed by three masked

men on Friday evening at his Glasgow Village home.

According to a police release, the armed robbery took place at approximately 19:45hrs when 24-year-old Jason Hussein was home alone at his one-storey house.

This newspaper understands that Hussein observed a masked male entering an eastern window and he immediately ran to his front door in a bid to escape, but was confronted by two masked men, one with a handgun, from which he discharged a round in the house.

According to the police release, the bandits then bound the victim’s hands

behind his back, dealt him several cuffs and kicks about his body and demanded he hand over all his valuables.

They then ransacked the house and carted off several cell- phones, pieces of jewellery and an undisclosed amount of cash. The matter was reported and Hussein was taken to the New Amsterdam Hospital, where he was treated and sent away.

Investigators have retrieved a warhead fragmentation from a fridge door in the house, as well as a spent shell of a small-calibre weapon. No arrests have been made and investigations are continuing.

Guyanese arrested Venezuelan for allegedly stabbed to death stealing from at Eteringbang Venezuelan

POLICE have arrested a 30-year-old male resident of Rubber Dam, Charity, Essequibo Coast on an allegation that he robbed a Venezuelan at a hotel in Charity on Saturday at about 03:00hrs.

The Police Public Relations Department say that 32-year-old Alexander Gregorio, called “Alex”, of Puerto Ordaz, Venezuela, was standing in the hotel’s lounge when the

suspect approached him and relieved him of the brown wallet he had in his front pants pocket. That wallet contained US$5,200, his passport, and a Galaxy cellular phone.

Having relieved Gregorio of his belongings, the Charity resident made good his escape, but quick response by the police resulted in his capture and all of the stolen items being found in his possession.

VENEZUELAN national Henry Mendonca and a Guyanese male friend who resided in Venezuela had a misunderstanding while imbibing at Eteringbang Landing on Saturday morning at approximately 01:00h.

Police report that the Guyanese broke

a bottle and stabbed Mendonca twice to his abdomen. The injured man was pronounced dead on arrival at the San Martin Hospital in Venezuela, while the suspect is in police custody as investigations continue.

Barbados Pride take first innings points PORT OF SPAIN, Trinidad, (CMC) – A dashing Roshon Primus half-century was not enough to prevent Barbados Pride from dominating Trinidad and Tobago Red Force on the second day of their Regional Four-Day contest here yesterday.

The 21-year-old slammed a stroke-filled top score of 65 as the hosts, responding to Pride’s first innings of 242, were dismissed for 168 in the second round encounter at Queen’s Park Oval.

Ashwin and Kohli put India in complete control (REUTERS)-Virat Kohli hit a belligerent fifty to consolidate India’s position after Ravichandran Ashwin picked up another five-wicket haul to help bundle out England for 255 and give the hosts a first-innings lead of 200 in the second Test yesterday.

After opting not to enforce the follow on, India lost three quick wickets but captain Kohli and Ajinkya Rahane combined in an unbroken stand of 58 to take the team to 98-3 at the end of the third day, an overall lead of 298.

The 28-year-old Kohli, who hit 167 in the first innings, hit six boundaries in his unbeaten 56 and looked in no trouble on a surface which has tested all other batsmen with the turn and variable bounce on offer.

Stuart Broad dismissed India openers Murali Vijay and Lokesh Rahul cheaply after overturning umpire Rod Tucker’s not out decisions on both occasions.

James Anderson, England’s most prolific wicket-taker, then got a ball to swing in late to breach first-innings centurion Cheteshwar Pujara’s defence, reducing India to 40-3.

Off-spinner Ashwin is the world’s top-ranked test bowler at the moment and his 22nd five-wicket haul in only his 41st Test earlier helped bring an end to some stout resistance from the tourists.

“I haven’t had a

Ashwin, who has won the man of the series awards in India’s last four test series, wrapped up England’s innings by dismissing Broad and Anderson lbw in consecutive deliveries.

“It isn’t really special until you’ve seen the game off so I’m not counting the chickens,” Ashwin added.

“I thought Virat batted beautifully ... and I think we find ourselves in a good position.”

Entries for GSCL Premier League closes tomorrow ENTRIES for the inaugural Georgetown Softball Cricket League (GSCLl) Premier tournament is scheduled to close tomorrow.

Boult strikes late after Wagner achieves milestone

(REUTERS)-Trent Boult grabbed three late wickets after Neil Wagner collected his 100th Test victim to put New Zealand firmly in control of the first match against Pakistan at the close of the third day’s play yesterday.

The visitors were reduced to 129 for seven in their second innings, a lead of 62 runs, with Asad Shafiq on six and Sohail Khan on 22 at Hagley Oval in Christchurch.

Until the last 45 minutes on play, the visitors had taken the day’s honours by inching into the lead and setting themselves up to build on today.

Boult, however, took the catch to dismiss Pakistan captain Misbah-ul-Haq (13) then got the wickets of Azhar Ali (31), Sarfraz Ahmed (2) and Mohammad Amir (6), giving his side the chance to finish off the test on Sunday and take a 1-0 lead in the two-match series.

The 30-year-old Wagner had earlier become the second fastest New Zealander to the 100-wicket mark, achieving it in his 26th Test. Richard Hadlee, the country’s most prolific wicket taker with 431, took 25 tests to reach 100.

Pakistan’s seamers had dragged their side back into the game when they captured seven wickets in the first session to bowl the hosts out for 200.

Sohail (3-78), Rahat Ali (4-62) and Amir (3-43) shared the wickets after the hosts had resumed on 104 for three only to be bundled out with just a 67-run lead.

Pakistan were content to slowly chip away at the deficit, losing opener Sami Aslam for seven just after lunch.

Azhar and Babar Azam continued to grind away until well into the final session before Wagner’s short-pitched tactics paid off when Babar gloved a ball down the leg side to wicketkeeper BJ Watling to become the left armer’s 100th Test wicket.

Wagner then captured the prolific Younus Khan (1) with a perfect bouncer that he was unable to avoid and the ball flew through to Watling to leave Pakistan in trouble at 64 for three.

Azhar, who scored a triple century against West Indies in Dubai last month, guided Pakistan into the lead when he deflected Wagner past gully for a boundary before he and Misbah looked to consolidate.

Misbah, however, was caught in the deep by Boult off Tim Southee for 13, before the left armer took three wickets in three successive overs.

Agard sweeps field to win Team Alanis 20-lap feature cycle road race SHAQUILLE Agard returned one hour 55 minutes 15 seconds in winning the feature Team Alanis 20lap feature cycle road race yesterday which was staged around the outer circuit of the National Park.

After going head to head with Alonzo Greaves after two laps of the 3.2 miles circuit and being caught by the peloton four laps later, Agard stayed focused and never dropped from the main pack after being wheeled in.

One lap later, Agard once again broke away in company with Team Alanis’ Paul Cho-Wee-Nam but the duo was not able to open a big lead as the peloton, headed by Orville Hinds was hot on their (leading duo) back wheels and they were eventually pulled in with four laps remaining.

broke from the peloton and was followed by junior rider Raphael Leung and the two were joined by Cho-WeeNam.As they passed for the signal of the final lap, ChoWee-Nam accelerated and Leung responded and overtook him (Cho-Wee-Nam) and rolled home a comfortable winner, finishing almost 100 metres ahead of second place finisher, Leung.

Cho-Wee-Nam was a distant third, while Hamza Eastman was fourth, Alonzo Greaves fifth and Orville Hinds sixth.

In other results, Leung, by virtue of placing second overall was named winner of the junior category ahead of Andrew Hicks and Deoraj Garbarran,respectively.

In the veterans’ category over the same distance, Cho-Wee-Nam came out the winner ahead of Warren

McKay and Junior Niles respectively.

Sherwin Sampson won the BMX boys’ 12-14 years sprint from T. Garbarran.

Sampson also won the BMX Boys’ 9-12 sprint ahead of Jared Barrington who won the boys 6-9 years sprint event.

The mountain bike race was won by Sean Budhan.

Second was Ozia McAulley and placing third was Ray Niles.

Meanwhile, the country’s top pedal pushers will be in action once again today from 07:30hrs when cycle coach Hassan Mohamed stages the 17th annual Diamond Mineral Water 55-mile cycle road race which begins at Ocean View International Hotel and concludes at the place of origin after turning back at Mahaica.

West Demerara Secondary dethrone Patentia to win WBD zone Berbice High and New Amsterdam Secondary off to winning starts

WEST Demerara Secondary School dethroned Patentia Secondary School in their zone final encounter recently when the 2016 edition of the Guyana Cricket Board (GCB) National Secondary School Cricket League (NSSCL) continued.

Playing at Belle Vue ground, West Demerara were bowled out for 78 in 17.4 overs. Ryan Seecharran with 18 was the principle scorer. Hemraj Persuad had impressive figures of 6-18, while Wazim Rohaman claimed 2-13, bowling for Patentia.

Patentia in reply fell for just 51 in 12.5 overs. Peter Williams was the only batsman to reach double figures for the defending champions. Daneshwar Kowlessar was the pick of the bowlers, claiming 5-17 to spur his team to victory. Aaron Seepersaud had 3-14.

In the New Amsterdam/Canje zone, Berbice High School thumped Tutorial Academy by ten wickets at BHS ground.

Tutorial Academy batted first and were dismissed for 94 in 17 overs. Joshua Singh top scored with 38. Alex Algoo took 4-12 and Bryan Mahadeo claimed 3-17.

Berbice High then raced to 96 without loss off just seven overs, with Algoo returning with the bat to smash a pugnacious 72, with four fours and five maximums, while Mahadeo contributed 17.

At Rose Hall Canje ground, New Amsterdam Secondary registered a comfortable eight-wicket victory over Vryman’s Erven. Vryman’s Erven were restricted to 67 all out in 24.3 overs. Reuben Latcha took 4-13. He received support from Jayden Narine (3-20) and Nicholas Haywood (2-24).

New Amsterdam Secondary then replied with 68-2 in 12.4 overs to complete an easy victory.

The NSSCL will continue on Tuesday.

Several schools receive sports gear SEVERAL schools and communities were the recipients of sports gear compliments of the National Sports Commission (NSC) on Friday at the NSC building on Homestretch Avenue.

The La Grange Primary School, Mahaica Community, Central High School, Festival City Community, Ptomeley Reid School of Rehabilitation and Avocado Square were all on the receiving end. The donations were in keeping with the NSC’s desire to fulfill its mandate to ensure sports

for all.

Speaking at the handing over was Assistant Director of Sport Brian Smith who stated that NSC would continue to provide gears and technical assistance for sport around the country.

SA 10km title up for grabs as Peruvians not expected THE race for the men’s title of the Guyana-leg of the South American 10km Classic has been blown wide open with the news that defending champion Peruvian Yerson Orellana, and his compatriot Luis Ostos, will not be here for the race which gets underway today at 16.00hrs.

This news comes on the heels of Guyana’s top distance athlete and champion of the Suriname-leg of the race, Cleveland Forde earlier this week revealing that he will not be a part of today’s line up vying for the title.

According to president of the Athletics Association of Guyana (AAG) Aubrey Hudson,the Peruvian contingent was unable to secure flights to get to Guyana in a timely manner, so instead decided to forgo the race.

“They won’t be here.

Flashback 2015: Peru’s Yerson Orellana crossed the finish line just ahead of his countryman Luis Ostos to win the South American 10km Classic on time so they opted not to take part.When they looked at the travel time to get here, and when they would have had to leave, and when they were getting flights if they

came,they would have gotten here sometime midday [today], and it would have been too hard for them to compete right after that.” Hudson related.

It was only last year that Orellana and Ostos overwhelmed Guyana’s ’Little Kenyan’ when they placed first and second respectively,thereby ending Forde’s

eight year dominanace of the event. Forde ultimately ended up finishing fourth after he was also unable to overcome Trinidad and Tobago based Kenyan, Kenneth Rotich. Rotich will also not be here.

With all these leading athletes absent, it now leaves the race wide open for other top athletes like Trinidad’s Curtis Cox, who lost to Forde at the Caricom 10km back in July, as well as local boys Cleveland Thomas and Winston Missigher, who have continuously been hindered by Forde in their quest for a 10km title.

Thomas and Missigher recently placed second and third respectively at the Suriname-leg of the Classic.

The Classic is a three-part event with races in Guyana, Suriname and Panama. Today’s episode will mark the final leg of the race.

Both Thomas and Missigher are confident ahead

of their performance today, more motivated than ever at the thought of perhaps claiming their first title. Both are sorry at not having the kind of competition that Forde and the Peruvians would have brought to the table but as always are still working toward a title.

“I put a lot of work into preparing for this race so I’m going into this race very confident and looking to do well,” said Thomas.

Meanwhile, on the distaff side, Suriname’s Tonya Nero is back and will try to defend her title.However, Guyana’s Euleen Josiah-Tanner will not be there to challenge Nero.

However,there will be others from Guyana like Ashanti Scott,who could perhaps take the opportunity to step up to the plate;there will also be Surinamese Genelva Dika.

Today’s event is expected to have the participation of over 50 athletes.

Jeremy Garrett ready for his SCOREBOARD big chance at Sporting Lisbon

By Daniel Haynes AT the age of 16, footballer Jeremy Garrett has been given an opportunity that most Guyanese athletes go their entire lives without seeing.

The Guyana National football player will shortly be travelling to Portugal for a tryout at the number one football academy in the world at Sporting Lisbon.

“Initially I wasn’t even thinking about an academy” said Jeremy while talking to Chronicle Sport. According to the Phenom, he was just focused on going to college in the United States and trying to attain a scholarship.

“I was thinking about getting a scholarship to go to college in the States because I have some friends there who told me some things that were very encouraging,” he added.

However, that is not what God had in store for Garrett, who is a firm believer in God. His first brush with destiny came during a community game at the Fruta Conquerors

Jeremy Garrett bound for Sporting Lisbon ground where he was spotted by Canadian Hall of Fame inductee Alex Bunbury,who offered him that golden opportunity.

“I was playing a community game and he came up to me at half time and told me he liked how I was playing and I had a lot of skill… he asked me my age and when I said I was 16 he

was like woah, I’ll make something happen for you,” stated Garrett.

After that game, there were to be more games that Jeremy would have his skills admired;and it wasn’t long before it was confirmed to him that he will be given the opportunity to try out for Sporting Lisbon.

According to Garrett,he had always had a plan he would follow.

A plan which included writing 8 subjects at CSEC and passing all (which he did), playing for the senior national team (which he also did) and of course winning the Digicel Schools’ Football Championshipsomething he did in fine style for his team at the National Stadium earlier this year.

“I believe good things happen to those who wait, but I didn’t know this would happen after I decided to wait to apply to college next year,” said Garrett.

He credits the support of his family and the system at the Fruta Conquerors club for where he is

today. “My family is very supportive and at Fruta Conquerors I’ve been playing since I was 6 and I believe they have one of the best junior programs in the country.”

While he awaits his departure to Potugal,Jeremy is training twice a day and hitting the gym in order to be in top shape. He has his eyes set on succeeding at the tryout but is also prepared for any eventually.

“Whether or not I make it I’ll have learned new things and given knowledge for the betterment of myself and team. But I definitely want to make it because it will create opportunities for other young Guyanese who could look up and say if Jeremy Garrett did it, I definitely can,” he quipped.

He travels this week with enormous pressure on his shoulders, but with an entire football community praying for his success, coupled with his faith in God and obvious skill and love for the game, Garrett can seize the opportunity of his young life.

Jaguars take control on rain-hit second day BASSETERRE, St Kitts, (CMC )– Out-of-favour West Indies opener Kieran Powell hit a solid half-century but his Leeward Islands Hurricanes struggled against two-time reigning champions Guyana Jaguars on the rain-hit second day of their second round Regional Four-Day clash here yesterday.

Replying to Jaguars’ first innings of 293, the hosts closed on 157 for nine – still 136 runs adrift heading into the penultimate day at Warner Park.The left-handed Powell played a captain’s hand, carving out a well-compiled top score of 79, his 23rd first class half-century.

He faced 191 deliveries in nearly 4-1/2 hours at the crease and struck five fours and a six before he was seventh out, caught and bowled by left-arm spinner

Motie did the damage, claiming three for 43 while left-arm seamer Raymon Reifer picked up two for 22.

Resuming the day on four without loss, Hurricanes made slow progress as they battled rain interruptions which accounted for the loss of 90 minutes all told.

Jamaica Scorpions bowled out for 151 KINGSTON, Jamaica, (CMC) – Devon Thomas hit a defiant half-century but rain once again made life difficult on the second day of the Regional Four-Day Championship game between Jamaica Scorpions and Windward Islands Volcanoes here yesterday.

Only 25.2 overs were possible at Sabina Park as the hosts, resuming the day on 83 for six, were dismissed for 151 with Thomas hitting 51.

In the one over possible before the close, Volcanoes were one without loss.

Wet conditions ruled out any chance of play before lunch in the second round contest but Thomas capitalised once play resumed, gathering his 13th first class half-century.

The Antiguan right-hander faced 137 deliveries in just under four hours in the middle and counted three boundaries.

Thomas extended his overnight seventh wicket partnership with Damion Jacobs to 53 to add respectability to the Scorpions’ total.

Jacobs, unbeaten on one at the start, made 23 from 67 balls in an hour-and-a-half.

Zimbabwe snatch tie after Windies …Shai Hope hit 101 collapse from 120 balls (REUTERS)- ZIMBABWE seamer Donald Tiripano bowled a superb final over to help his side earn a dramatic tie in their Tri-Series one-day international against West Indies in Bulawayo yesterday.

The visitors lost three wickets, including two run outs, in a desperate last five balls as Tiripano gave them nothing to hit with a succession of full deliveries that restricted the West Indies to 257 for eight.

Zimbabwe celebrated as if they had won the game and well they might after the visitors had seemed sure of victory.

West Indies batsman Shai Hope hit 101 from 120 balls, his maiden ODI ton in his second match, and added 162 for the third wicket with Kraigg Brathwaite (78).

When he was dismissed West Indies needed 38 runs from 32 balls with seven wickets remaining, but they could not get over the line due to tight bowling and poor shot selection.

Zimbabwe won the toss and made 257 all out in exactly 50 overs.

Their innings was built around the third-wicket stand of 144 between Craig Ervine (92) and Pakistan-born Sikandar Raza (77), but petered out as they managed only 67 runs from their final seven wickets in 11.2 overs.

With all three sides having played two matches, West Indies head the Tri-Series table with seven points from Sri Lanka (five) and Zimbabwe (two).

West Indies take on Sri Lanka in their game next Wednesday at the same venue.

GuyanaNRA marksmen battle again at Timehri Ranges

THE Guyana National Rifle Association (GuyanaNRA) is set to continue competitive shooting at the Timehri Rifle Ranges after resuming target hitting over the past two weekends.

The rivalry among members of the reigning Caribbean Long Range champion team has been heating up over the past two weekends and today’s action is expected to be keen with the likes of Ransford Goodluck, fullbore captain Mahendra Persaud,

Lennox Braithwaite and Dylan Fields (Vice Captain) all expected to hold their own.

Winners of the past two weeks of Recorded Shoots were Persaud and Goodluck.

Persaud, who missed the first Record Shoot,won on Sunday last by dropping only one point for the three ranges as he totalled 104 points and 6 V-bulls.

Ransford Goodluck, who won the first Record Shoot one week earlier, fell be-

hind his captain by just a single point, totaling 103 points and 10 V-bulls,with Lennox Braithwaite one point back in third with 102 points and 8 V-bulls.

Goodluck, in winning the first competition,did so by a single point ahead of Braithwaite, 101.9 to 100.5. Vice -Captain Fields placed third. With the recent cutting of trees in the vicinity of the ranges, the wind conditions have changed somewhat.

Double-header to start GFF-Stag Elite League today

By Ras Wadada THE long-delayed season two of Guyana’s top flight football competition – Stag Elite League – will kick-off this afternoon with a double-header and march past of the six competing teams at the Demerara Cricket Club (DCC) ground in Queenstown.

After over two months of waiting, while four original clubs attempted to dictate the direction of the league in its second season, fans can now breathe a sigh of relief as the Guyana Football Federation guided by CONCACAF, the governing Confederation of FIFA for the region, will finally get the ‘Beautiful Game’ in motion.

The failed efforts of the

four clubs have also resulted in their withdrawals from the competition and consequently the League has been reduced to a sixteam challenge that includes two first-timers who will both appear in this afternoon’s opening games.

The three teams being talked about in football circles as the leading contenders for the title will all be on show this afternoon as well, but only two can walk away with the maximum three points.

The opener is expected to be full of excitement as the Guyana Defense Force under the guidance, for the first time, of Coach Bilaal Nantambu will be going all out for a winning start.
