ONE day after the Government of Guyana stated that it had received credible information related to a potential domestic threat, the Joint Services assisted the Guyana Prison Service (GPS) in security searches of the New Amsterdam and Camp Street Prisons early Saturday morning.

At the Georgetown Prison 21 improvised weapons and knives, 20 razor blades, 558 grams of marijuana, 22 cellular phones and five gallons of homemade wine, along with a number of other banned items were found. A lesser number of items were found at the New Amsterdam prison. That operation was concluded at 11:30hrs.

“Of grave concern to the security forces is that the Georgetown Prison was last searched on September 23, 2016, which means that the contraband items haul had accumulated in just under two months. The Govern-

ment will continue to work closely with the Guyana Prison Service and the Joint Services to address on-going security weaknesses at the nation’s correctional facilities,” the Ministry of the Presidency stated.

Thousands march in U.S. cities against Trump presidency (REUTERS) Demonstrators marched again on Saturday in cities across the United States to protest against President-elect Donald Trump, who they say will threaten their civil and human rights, a day after a protester was shot in Portland, Oregon.

Rallies were scheduled throughout the day in New York, Los Angeles and Chicago, where organizers said they hoped to continue the momentum after several nights of demonstrations triggered by the real-estate mogul’s surprise win in Tuesday’s presidential election.

Chanting slogans including “Not my president!”, several thousand protesters marched peacefully up New

York City’s Fifth Avenue past its glitzy store fronts before filling the streets around Trump Tower, the president-elect’s skyscraper home.

“We’re horrified the country has elected an incredibly unqualified, misogynist, racist on a platform that was just totally hateful,” said Mary Florin-McBride, 62, a retired banker from New York who held a sign reading, “No Fascism in America.”

There were also demonstrations in Chicago and Los Angeles, where several thousand protesters gathered beneath MacArthur Park’s palm trees holding placards including “Dump Trump” and “Minorities Matter,” before marching toward downtown.

Since Trump’s victory, demonstrators in several cities have decried the Republican’s campaign promises to restrict immigration and register Muslims, as well as allegations that the former reality-TV star sexually abused women.

The demonstrations so far have been largely peaceful, although in Portland protesters smashed store windows,

sprayed graffiti and damaged cars as they clashed with police who used tear gas and rubber bullets to disperse crowds.

Dozens of protesters have been arrested and a handful of police injured.

The demonstrations since the election have been impromptu affairs, quickly organized by young Americans with a diverse array of backgrounds and agendas.

Protesters were at their most numerous and intense in the rallies immediately following the election before getting smaller in scale. Saturday’s protests, however, were expected to be bigger

As activists look to the next four years with Trump in the White House while his party controls both houses of Congress, some are preparing for what they hope will be the nation’s most enduring demonstrations since the Occupy Wall Street movement.

Tr u m p i n i t i a l l y d e nounced the protests and said they were “incited” by the media, but reversed course on Friday and praised the demonstrators’ “passion for our great country.”

“We will all come together and be proud!” Trump said on Twitter.

Many voters were shocked by the result, after opinion polls failed to predict a win for Trump.

Some 60.3 million people voted for Trump, fewer than the 60.8 million who cast ballots for Clinton. But Trump’s strong showing in swing states, including Michigan, meant he triumphed in the Electoral College that ultimately picks the president.

The president-elect’s biggest support base was the broad middle of the country, from the Heartland through the Rust Belt, with voters in states that had long supported Democrats choosing Trump after he promised to end corruption in Washington D.C., and bring back jobs by renegotiating international trade deals.

Scared by Trump, some migrants on Mexico border give up American dream

(REUTERS) Donald Trump's election victory and his plans to crack down on illegal immigration is so troubling for the groups of men gathered just south of a rusty, towering fence on the U.S.-Mexico border that some are even considering going home.

For most poor Central Americans and Mexicans at travelers' shelters in the desert town of Nogales, Trump's threats to build a wall along the whole border and deport millions of illegal immigrants have not made them abandon their harrowing journeys and hopes of a better life in the north.

But for some like Juan Alberto Lopez, the prospect of living in a country they believe will become more hostile to people like them no longer holds enough appeal to make the risky crossing across the desolate Arizona borderland.

"Now everything's changed," said the despondent Lopez, 25, as he sat staring blankly at the ground in outside one migrant center, under a cobalt sky.

Lopez hails from the southern state of Chiapas, Mexico's poorest, and lived for two years in Arizona and Utah working in construction before being deported in January. Under one of Trump's proposals, he would face a twoyear federal prison sentence for returning after deportation.

He had decided to go back to the United States when Democratic candidate Hillary Clinton was projected to win the election. Now, he plans to seek work in Nogales instead, or go home.

"They're going to detain all the migrants, and if it's like that, it's better to stay here with your own people, be happy, and just endure it," he added, echoing the sentiments of a third of more than a doz-

In running for president, Trump promised to deport millions of illegal immigrants as well as build a wall along the border to stop others entering the United States, and make Mexico pay for it.

His uncompromising stance helped drive a rush over the U.S. border as some migrants calculated it was better to cross over before the election in case Trump won.

That could continue in coming months even as some like Lopez decide they no longer want to live in the United States.

During fiscal year 2016, which ended in September, the number of people detained along the U.S.-Mexico border surpassed 408,000, a 23 percent jump from last year, although it was less than in 2014, official U.S. data published last month showed.

"I really don't care about

President Trump. I'm always going to cross regardless of any walls he wants," said Alexi Solano, 20, a migrant from El Salvador, whose wife and young son are already in Los Angeles.

"That doesn't matter to us.

What we want is to be together with our families."

Mexico's deputy interior minister for migration, Humberto Roque Villanueva, said he expected that flow to peak in 2016 as Trump will ramp up already tough deportation policies applied by President

Barack Obama.

"A certain radicalization of the North American immigration policy is coming," Roque Villanueva said.

THUGS AND SNAKES In Nogales, a city of 230,000 dotted with factories of multinational firms like Motorola and B/E Aerospace, migrants say people smugglers typically charge $4,000 per person for a oneway ticket across the border.

As with long stretches of the 2,000-mile (3,200-km)

border, a 25-foot-tall fence already exists along the international boundary here, built in 2011 and made up of thick rust-colored metal beams that follow the rocky terrain for miles to the west and east of the city.

Beyond the fence on the U.S. side, a parallel set of wooden posts are topped with cameras and sensors. In the distance, U.S. immigration vehicles slowly patrol the border.

Some 25 miles (40 km) to the east of town, the towering fence comes to an end and is replaced with a waist-high barrier that mainly serves to stop trucks plowing through the desert.

While some migrants trudge around the barricade, risking weather exposure on foot through rugged terrain menaced by drug cartel thugs and poisonous snakes, others opt to ride hidden in trucks that drive through official crossings, a route made possible, several said, by bribes.

Maria Engracia Robles, a Roman Catholic nun who runs El Comedor center for deportees and migrants within sight of the border fence in Nogales, thinks Trump's victory will likely bring more hardship and worries about the challenges that mass deportations would bring.

"More anguish, tears, laments, and lots of people in Mexico without work, without

anything to do and no place to go," said Robles, whose center provides free meals, clothes and basic medical care.

Braced against the dry wind, dozens of hungry migrants line up around El Comedor's entrance for breakfast each morning. On Thursday, two men just inside the shelter could be overheard on mobile phones asking for a coyote, or human trafficker, to attempt another crossing.

"Here there is no work, and salaries are terrible," said Robles.

The U.S.-Mexico border is home to the largest per capita wage differential of any land border on the planet, with average U.S. wages about five times higher than Mexican wages.

Further south, in Central America, incomes are even lower, and crime worse, fueling a surge of migration in recent years. More Central American migrants were apprehended on the U.S. southern border than Mexicans this year.

Jose Flores, 19, a Honduran migrant who set out for the United States three months ago, ticked off the perils posed by violent gangs and dismal job prospects in his home country.

"I imagine it's going to get a lot harder to cross," he said. "But what hasn't changed is we're looking for a better life."

Youth role in nation-building

WITH approximately two-thirds of its population being 40 years and under, Guyana has a wealth of human capital to tap into and propel the nation’s growth and development.

The continuous high levels of unemployment and under-employment hinder this progression, and therefore require deliberative thinking and actions. Harnessing our human capital for production and productivity requires having policies and programmes that can be accessed by all across the country.

Failure of previous governments to implement a National Development Policy that includes programmes for the youth continues to adversely impact the people and country’s development.

Those who have not left are hoping to leave, depend on the benevolence of loved ones overseas to supplement their incomes, live with their parents, struggle to make ends meet, or turn to a life of crime.

Our nation’s growth and development require working to avoid the aforementioned.

Present programmes such as the Technical Vocational Education and Training (TVET) and a promised National Youth Policy are laudable and deserve to be expanded through learning and benefiting from the past, looking at the opportunities presented in the world today, thinking big, and acting outside the box. Major General (ret’d) Joe Singh offered interesting perspective on a new form of national service, which can contribute to alleviating the unemployment crisis.

Guyana has vast forest. It should not only be seen as offering eco-tourism and economic opportunities for foreign businesses; but to be policed, peopled, and developed for the benefit of the people. The young can be tapped in to meet these goals.

The forest creates work opportunities for those who are willing and able to work. The presence of a legitimate workforce protects our land from drug trafficking, destruction of the forest, and illegal entry. The threat to our borders can be managed by creating opportunities for the young to solidify our boundaries, such as effective border patrol.

In order for Guyana to be competitive and relevant in the 21st century, we need to prepare our youth to get caught up, starting now; or we can fall way behind in comparison to other countries. The

THE Guyana Police Force (GPF) traffic ranks took several persons into custody last night for driving above the prescribed alcohol limit during the first White Knight campaign.

The White Knight campaign is a collaborative effort of the Guyana National Road Safety Council (GNRSC) and the GPF. The aim of the campaign is to team education awareness with enforcement during strategic roadblocks across the country.

The youth remain our best and greatest resource.

Their potential is limitless because they are more informed and more educated, but need guidance and a sense of purpose. It is at this stage in human growth that people are very optimistic, progressive, and have limitless energy. Also, with the inherent less emotional attachment to a specific means -- job or career -- they tend to take greater risks and are also more entrepreneurially-minded.

There are, in the world, more millionaires and billionaires under 30 years old than ever in human history. We are in the technological age, which allows the individual to flourish; unlike the industrial era, which allowed for industries and companies to flourish. In the information age, we have an exponential increase of access to wealth and information; there are no boundaries, borders or time limits to making money. The young generation is brought up and built for this age.

Guyana has the resources and land space to be a rich country, which requires focus with the aim of living up to our potential of being the breadbasket of the Caribbean. We have everything that we need, but what we need to do is invest in the raw talent that is being

Doorgen said that the drivers her team interacted with have been “very receptive” to the campaign and the efforts of the GNRSC to make the roads safe.

People are never too young to learn. The more persons are deprived of mentorship and leadership opportunities, the more errors we will have, given that that generation will be ill-equipped to govern.

If this generation of leadership does not allow the next generation to develop in the ranks of leadership, our country will have a void of leadership in the next generation. The consequences borne from not being given opportunities to develop in the leadership rank will mean that, with the lack, the young will suffer in terms of preparation for what the future holds for them: when the time comes, persons would be incapable of performing. Mentorship to take over leadership means preparation to lead, and this reduces the chances of leadership being placed in bad hands.

The father whose son was shot to death while entering another man’s premises called for attention to be paid to the young to assist them in leading a productive life away from crime. This father’s call brings attention to the cliché that the devil finds work for idle hands. When the young have nothing to do, they will make only bad choices; thus keeping them preoccupied allows them to use their efforts and energies productively.

‘As you go to eat the fruit, don’t forget who planted it’ –UG graduating class told

AGAINST the backdrop of recent oil discoveries, University of Guyana (UG) graduates were on Saturday afternoon told that they must think as “generalists” who are now equipped with the tools to propel the country forward.

Dr. Vincent Adams, Deputy Field Manager in the US Department of Energy, also reminded the 1628 persons on the graduation list that they should grasp every educational opportunity available because it is crucial to further success.

He made the call while delivering the keynote address at the 50th Convocation ceremony of the university, held at its Turkeyen campus, where graduands, their families and others gathered.

President David Granger; Acting Prime Minister and Minister of Foreign Affairs, Carl Greenidge; and several government officials and members of the Opposition were on hand to witness the event.

Dr. Adams, who graduated from the Turkeyen Campus 43 years ago, and was among the first who graduated with a Bachelor’s Degree in Civil Engineering at the time, called on the graduating class to continue to educate themselves.

“Learning is an attitude, not a destination,” he said.

He noted that the persons

being hired today for jobs are those who have the desire to succeed.

He described a formidable education as a basic human right and a basic equalizer, noting that education is something he holds close to his heart. He recalled that his mother had not known

“As you go to eat the fruit, don’t forget who planted it,” he told the graduates, noting that they are each representatives of their respective communes, and that they would now be viewed “differently than you were before”. He stressed hard work as a key factor, noting

that giving up is never an option, even after disappointments.

The ceremony saw hundreds of relatives converging at the campus to witness the graduation of their loved ones, leaving long lines of traffic leading to UG. Under the fading sunlight, the ceremony got off to a brisk start, and after the official introductions, students screamed and shouted in joy as their colleagues stepped on stage during their conferral with their respective honours.

Valedictorian Kibwey Peterkin received a loud round of applause when his name was called among the graduates, and also during his speech. Peterkin received the President’s Medal for the Best Graduating Bachelor’s Degree Student, and he also won the Prime Minister’s Award for the Best Graduating Student in the School of Medicine.

On Saturday, special mention was made of the outstanding achievements of Ganesh Mithra Singh, a visually impaired student who graduated with distinction after reading for a Degree in Social Work.

Persons graduated with masters and bachelor’s degrees, associate degrees, diplomas and certificates. The class of 2016 studied all academic programmes in the seven faculties at UG, including Agriculture and Forestry, Earth and Environmental Sciences, Education and Human-

Nine students, including UG staffers from the Facilities Maintenance Division, were

conferred with Diplomas in Industrial Engineering.

The institution’s newly formed choir, led by Ms. Sandrene Abrams, performed its jubilee song while being backed by the Guyana Police Force Band. The song, composed

by Canada-based Guyanese Ms. Liane Dewar, was the winning entry in the UG-sponsored song competition.

The American election ‒ Lessons for the APNU+AFC Coalition DONALD Trump is the next president of America, and America and the world have to get used to that fact.

However nauseating it is, Trump was elected by half of the electorate. Despite losing the popular vote, he won all the key white demographics — white women, white men with college degrees, and white working class men.

Clinton got less white votes than Obama did in 2008 and 2012. More white voters voted for a clearly racist and sexist platform than for its alternative. Those outcomes suggest that the majority white response to their economic frustrations and their disdain of Washington was constructed within the context of race.

In other words, the majority of white Americans weaved together race, class and gender in a way that advanced the survival of White Privilege.

There are lessons to be learnt from this election of Donald Trump as the president of the USA. The first big lesson is that politicians and political strategists have to know the political pulse of their countries; or if they happen to know that, they need to be more honest about that reality.

America, like all societies,

is multifaceted — a combination of various political and cultural tendencies, some backward and some progressive. Yet, when one listens to the leaders and commentators, more often than not, one gets the impression that the country is devoid of backward tendencies.

ILLUSION Americans and the world are fed constant doses of American exceptionalism, while very little emphasis is placed on the not-so-uplifting aspects of the society. Over a period of time, this illusion becomes reality, and citizens begin their analysis of the society with this assumption.

This is what is partly responsible for Trump’s election. As I observed in last week’s column, it is this illusion of what America is that allowed Donald Trump to rise to the top of the political ladder. The elites in both the Democratic and Republican parties dismissed him as an anomaly that would ultimately fade away before he got near to the presidency. What this election result showed is that he is far from being an anomaly.

In fact, Trump is very

much part of the mainstream of American politics. It is not that all those who voted for Trump are racists and misogynists, but clearly they do not feel that racism and sexism are disqualifiers from high office.

My point is that the Democrats did not believe that American reality; they believed that that tendency represented a tiny minority of America. They chose to forget that the majority of white voters have not voted for the Democratic Party since 1964.

They took for granted their core constituencies — young people of all races, African Americans, Latinos, and other minorities. There were no direct conversations and messages aimed at these groups.

They dismissed as nonsense the idealism and radical critique that Bernie Sanders excited.

Republicans have long learned how to win elections with a white majority —the Southern Strategy. Obama showed Democrats how to win with a large minority of white voters and a super majority of non-white voters. The Clinton campaign appeared not to believe that reality. They engaged an America that was not the majority America. This is

another stunning statistic that is worth noting: approximately 43% of eligible voters did not cast their ballot. The Democratic Party ran a candidate who was badly out of step with the party’s base.

LESSONS FOR GUYANA What can we in Guyana learn from what happened in the USA? First, we have to accept that our country is sharply divided along ethnic lines, both among the elites and the masses. There is a tendency on all sides, including multiculturalists, to project a Guyana that is not ethnically divided. Well-meaning people speak about Gender, Class and Youth outside of that ethnic divide. Much emphasis is placed on the “douglarization” of the electorate and the “cross-over” vote, both of which do not represent any definitive shift from the larger architecture.

Second, the APNU+AFC coalition has to determine what is the coalition of voters

that would give them another victory. While their core base cannot by itself deliver victory, to not aggressively court that constituency is suicidal.

I am not convinced that the Coalition has paid enough attention to that constituency, either at the level of policy or political attention.

Black people all over the world tend to be more independent than other groups, on account of their history of resistance and because they are not invested in the status quo in the same way as others. For the Coalition to win the next election, it has to pay much more attention to its core base.

The USA election shows that an election campaign is not the time to begin to convince your base to vote for you.

Third, there is a tendency among the Coalition leaders and supporters to dismiss Mr. Jagdeo as a mad man whose politics is out of step with the PPP constituency. I have argued before that Jagdeo’s

views and political attitude are not out of step with those of his followers. He speaks to, and for, that constituency, and he has struck an emotional relationship with them. The Trump election shows that what is perceived as racism by a candidate’s detractors is either endorsed or ignored by his or her supporters.

Finally, the Coalition has to quickly unveil an economic programme that addresses the economic stress among the working people of all races.

The reliance on the IMF-like structural adjustment measures simply does not cut it.

Economic praxis has to have outcomes, and those outcomes have to be felt by real people, especially the poor.

Six robbed in Bagotstown house TWO young masked and armed bandits, presumably in their twenties, invaded a home at Lot 2, Water Street, Bagotstown, East Bank Demerara at approximately 22:50hrs on Thursday, and Businessman Anthony Snow, the presidential candidate for the Fundamental Support Group at the 2011 General and Regional Elections, was among six persons robbed at gunpoint.

Reports are that the two bandits invaded the building and assaulted and robbed six persons of cell phones, cash and valuables, before fleeing the scene on foot.

Ganesh Kissoon, a victim of this robbery, said he and friends were playing cards when the owner of the home left to use his outdoor washroom. The front door was left unlocked after his exit; and shortly after, two gunmen who had their faces partially covered with kerchiefs entered the yard and began

to assault the man as he was outside.

Kissoon recounted that one of the gunmen went into the home where the five other men were, and pointed his gun at them while demanding that the men place their valuables on the table. At first the friends thought the bandits were playing a prank on them, but they quickly re-

alized that this was no prank when a gun was cranked and they were commanded to lie on the floor.

Kissoon said he was intoxicated and refused to hand over his valuables. He also started arguing with the bandits about the need for a robbery. He said the bandits gun-butted him to the head and demanded what was in his pockets.

“These men had two .45 pistols and they appeared to know what they were coming for; but no one didn’t really dress in their jewellery or had anything much on them at the time. The night before, though, we were dressed, so I don’t know if they peeped us,” he told Guyana Chronicle.

The bandits locked the men inside the house before fleeing with the key. A report has since been made at the Providence Police Station, and according to police sources, one of the bandits has been identified.

Bachelor’s Adventure youth makes history at UG ‒ Dr. Kibwey Peterkin is first Health Sciences student to graduate as Valedictorian ‒ raised in single-parent family and persisted despite many challenges in helping to shape his life.

In fact, during the first four years of his time at UG, he was actively involved in his church mentorship programme which seeks to empower underprivileged and /or disadvantaged youths.

By Ravin Singh THIRTEEN years ago he was skipping school to play marbles with friends in the countryside.

But on Saturday, Dr. Kibwey Peterkin, 23, made history at the University of Guyana (UG) where he became the first Health Sciences student to graduate as valedictorian, after having read for his Bachelor of Medicine/Bachelor of Surgery (MBBS) degree.

The success story of this “country boy” as he so often refers to himself is one which is deeply humbling and highly motivating.

For most of his life, Dr. Peterkin grew up in a single-parent home in the relatively unknown village of Bachelor’s Adventure on the East Coast of Demerara (ECD). He would later move to Non-Pareil, ECD, where he currently resides with his mother – a Registry Clerk at the CARICOM Secretariat - and two younger siblings.

“I didn’t come from a family that was financially stable. We [my siblings and I] weren’t born with gold spoons in our mouths. For most of my life I lived with my single-parent mother.

But the importance of education was instilled in us from an early age.”

He attended Paradise Primary School where, despite being distracted in school, he managed to obtain enough marks at the then Common Entrance examinations to attend Queens’ College (QC) – the country’s highest ranked secondary school.

“I wouldn’t say I was 100% into books. I always found myself being distracted in school when I was younger. At that time I didn’t see myself achieving this. I remember the week before Common Entrance [exams] I skipped classes to play marbles with friends, because these were the games we enjoyed in the countryside,” he says with a light chuckle.

Once at QC, young Peterkin underwent a transition, having to adapt to an urban environment which he knew very little of. But his stay at this prestigious institution featured numerous success stories of him excelling academically and in extra-curricular activities.

Uncertain of what to expect, he then made his entry into the University of Guy-

ana in 2011, where he registered to pursue his Bachelor of Medicine/Bachelor of Surgery (MBBS) degree.

“I was like a fish out of water when I started UG. I didn’t know what to expect, because I kept hearing that it was very different from school,” he says.

Determined to make excellence his mantra, the young man registered for this programme although he was told on numerous occasions that medicine was the “hardest programme” one could possibly pursue at UG. He recalls having a few hiccups during his first semester ,due to the fact that the learning environment was new to him.

“It was a progressive journey for me. There were challenges and I accepted the fact that there would be challenges along the way.

But I used them to help build my life. I reminded myself constantly that I need to overcome these challenges to excel and be a better individual,” he said.

Similarly, in his domestic life, Dr. Peterkin had another factor motivating him: His family. He said that this was the nucleus on which his

life was centred and his successes are credited to them and God. “My mother has been the fuel which drives me. Most of my achievements are not as significant to me as it is to them [my family], and while I am proud of what I have been able to achieve, the joy it brings to them is what continues to give me that drive.”

But his life was never framed within a purely academic and domestic context.

His spiritual life, he says, has played an integral role

Having completed five demanding years at UG, Dr. Peterkin graduated with a Grade Point Average (GPA) of 3.9; missing a perfect GPA by 0.1. For the five years, he received straight As except for one B in a course.

Dr. Peterkin will commence one year of clinical internship, after which he is likely to take a clinical or non-clinical route in his career. He said that he has not made a definitive decision as yet, but will await the Almighty’s guidance in making his next step.

“The possibilities for me are endless. And there

constantly remind yourself why you need to achieve it.

“You have to be willing to walk through doors of opportunity which are open.

You cannot allow your bad or challenging experiences in life to bring you down.

You have to be able to use them to your advantage; build on your strengths and learn from your mistakes.

“You are going to face challenges in life in whatever you do, and nothing good will be handed to you.

So you have to be mentally prepared to accept that and constantly remind yourself what is it you want to achieve.”

Towards a Good Life in a Green Economy

Key ingredients in determining climate change adaptation finance for small developing states The international Climate Change regime (Part 1)

Best Presidential Advisor on the Environment THIS series sets out to determine why climate change adaptation finance (CCAF) is not available to meet the climate change adaptation (CCA) requirements of small developing states (SDS). We believe that, given the numerous conferences that focused on SDS over the decades, the recognition that climate change is a development SDS negative and real possibilities that some SDS are at risk of losing their entire economies lend to the conclusion that the difficulties surrounding CCAF flows to SDS merit continuous research to identify solutions. I propose to explore this question of climate change financing for SDS through a series of articles.

THE PROBLEMATIC Notwithstanding decades of conferences and summits, embedded financial provisions in conventions and pledges, SDS, as a whole, have been unable to access sufficient CCAF to meet their CCA needs. In the result, their nation states and economies have become more susceptible to sea level rises and vulnerabilities, exacerbating their economic, social and environmental conditions.

It is important to recognize some important shifts over the period leading up to United Nations Framework Convention on Climate Change (UNFCCC) 1992. In the 1940s, international environmental emphasis focused on preserving the resources of the natural environment (Sands).

However, by the 1950s, the focus had changed to preserving the oceans’ resources (Sands). In the 1960s, 70s and 80s, the emphasis was on preserving living

and non-living resources in the earth’s biosphere, with particular attention to ozone depletion (Birnie and Boyle). By the time of the UNFCCC in 1992, the international environmental scientific community had solidified its position that the danger to the earth’s climatic existence lay in preserving the biosphere. Hence UNFCCC’s focus on reducing greenhouse gas (GHG) emissions from fossil fuels, which damage the earth’s atmosphere, and negligible emphasis on reducing emissions from deforestation and forest degradation (REDD+).

The objective of the UNFCCC (the Convention), adopted in 1992, is to stabilize GHG concentrations in the atmosphere at a level that would prevent dangerous human interference with the climate system (UNFCCC 1992: Art 4). A key principle under the Convention is the provision of new and additional financing that would flow from developed states to developing states to combat climate change, in accordance with their common but differentiated responsibilities and respective capabilities (UNFCCC 1992, Art 3 & 4). The principal instrument determining the obligations of the Parties to the UNFCCC in relation to emissions’

reductions is the Kyoto Protocol (1998). Under this Protocol, developed states listed at Annex 1 of the UNFCCC (1992) agreed to quantified emissions’ limitations and reductions (stipulated at Annex B of the Protocol) in order to promote sustainable development (Kyoto 1998). Consequently, developed and developing states agreed to hold the increase in global temperatures below two degrees Celsius, or one point five degrees Celsius above pre-industrial levels (FCCC/ Decision 1/ CP.16).

However, according to International Panel on Climate Change (IPCC), the concentration of GHG emissions in the earth’s atmosphere continues to rise over the past three decades, and will continue its upward growth, despite current mitigation actions (IPCC 2007) that also allow monitoring and measurement of emissions’ reductions across some nations. Nonetheless, the IPCC (2014) projects, with high confidence, an increase in global temperatures beyond 2o Celsius (IPCC 2013).

Under the Convention, financial institutions serve to coordinate the activities relating to the provision of climate change financing (CCF). In this regard, a Standing Committee on Finance (SCOF) assists the COP in coordinating the delivery of climate finance within and outside the Convention. The Global Environmental Facility (GEF), the Green Climate Fund (GCF), and the Adaptation Fund (AF) are the principal financial institutions established to provide

CCAF to SDS. The Conference of the Parties (COP) guides the activities of the GEF, which is the only operating fund within the Convention. The members of the Development Assistance Committee of the Organization for Economic Cooperation and Development (OECD) replenish the GEF every four years. However, most of this funding targets calculable mitigation projects, as opposed to adaptation measures (OECD 2012).

According to Kate Miles, GEF funding is insufficient to ensure sustainable financial flows to meet incremental costs of agreed global environmental benefits (GEF 2011). Additionally, Miles op cit argues that Agenda 21 recognized the need for additional funding and makes a case for innovative financing to supplement the CCAF deficit. These innovative financial ventures include debt-for-nature swaps, conservation trust funds, tourism-related taxes and fees, tradable quota systems, and private sector payment for environmental services.

Further, there is an international call to provide funding beyond the GCF, in order to drive green growth (GGGI 2012).

Even though developed nations were to provide new and additional resources (UNFCCC 1992: Art 4) using the ‘fast start 'mechanisms (Copenhagen Accord), to the tune of US$30 billion, there are no means to determine if indeed such funds would be new and additional, let alone which agency would manage such funds (GGGI 2012).

Meanwhile, OECD (2012) has

also recognized that mobilizing US$100 billion per year by 2020 requires funds from private, public, multilateral and bilateral sources. Moreover, the GCF, which is intended to operate as a coordinating mechanism for all financial flows from diverse sources (FCCC/2010 Decision 1/ CP.16), is now operational, and details relating to size, governance, powers, rules and members are still being completed.

The Least Development Countries Fund (LDCF), managed by the GEF, is a fund for adaptation measures geared towards supporting projects that attend to urgent and immediate adaptation needs of the least developed countries (OECD). In addition, the GEF also manages the Special Climate Change Fund (SCCF), which finances activities such as adaptation measures and transfer of technologies that are complimentary to those funded by the GEF. On the other hand, An Adaptation Fund Board supervises the Adaptation Fund, which receives its revenue from a 2% levy of certified emissions’ reductions (CERs) earned for clean development mechanism (CDM) projects. However, revenue provided for adaptation depends on the quantity of CERs issued and the price they attract (OECD). Consequently, there is a connection between financing adaptation measures and the efficiency of mitigation efforts through the CDM. There is no doubt that Guyana, like many other SDS, is anxious to tap into convention-obligated financing to drive its green growth, green economy and its green state.

A stranger to mediocrity ‒ Nkechi McPherson is the best graduating student from the Faculty of Technology

By Ravin Singh AT the age of 21, Nkechi McPherson knows what it feels like to stand among the top academic performers in the country.

On Saturday, she became the youngest person to be awarded best graduating student in the Faulty of Technology at the University of Guyana (UG).

Born in the county of Berbice in 1995, this young scholar began her academic career at Stella Maris Primary after she moved to Georgetown with her family.

Nkechi sat the then Common Entrance examination and was awarded a place at St. Joseph High School.

“My parents were always stern with our education, especially my dad. Mediocrity is unacceptable in our household. My mom is very nurturing. Had it not been for her I wouldn’t be where I am. I even remember the days in high school when she’d have to get up so early to send us off for lessons at 6:00 am,” she recalls.

And this paid off. In 2011, when she wrote the Caribbean Secondary Education Certificate (CSEC) examination, Nkechi secured

11 grade ones and a grade two.

At the tender age of 16, having just completed high school, she would commence the first of two years at UG reading for her diploma in Geological Engineering.

At the time, Nkechi was a Guyana Geology and Mines Commission (GGMC) scholar and so the programme was paid for by that agency.

She said she was also guided by her father before applying to UG, since she was uncertain what she wanted to pursue.

“My father guided me.

Had it not been for his wisdom, I wouldn’t be where I am. Your parents know what’s best for you. You may not see it now, but you’ll appreciate it in the future.”

Upon completion of her diploma, which lasted two years (2011-2013), she was awarded the best diploma student for the Faculty of Technology. For her outstanding performance, she was awarded the Guyana Association of Professional Engineers (GAPE) award.

After completing her diploma, she worked at the GGMC for one year on industrial attachment. It was

during that time that the agency recognised a need for Civil Engineers. As a result, she registered for the Bachelor of Engineering in Civil Engineering.

However, she was faced with a minor hurdle. According to the young scholar,

it was difficult pursuing a degree when she hadn’t the prerequisite diploma. However, she persevered and was not just able to successfully complete her degree, but receive the best graduating student award.

Nkechi earned a 4.0

Grade Point Average (GPA) which translates to her receiving all As during the duration of her programme.

“Through it all, my UG experience has been great.

Putting aside the hard work and the countless hours of studying, practically living at UG, I can say I’m grateful for it.”

She credits her successes to her family, whose support she could not have done it without.

“I’m so grateful for my family. They were always so encouraging and because I was at UG I could get away with certain things.

Some Saturdays I’d go to the library to study just to get away from chores, so I’m indebted to my sister for doing my chores,” she said with a laugh.

But for her, UG did not only offer her academic successes in life. She shares that during her first year at the institution, she met her boyfriend Sultan Dinool, who would become her best friend and study mate.

“When I met my boyfriend in my first year of UG, people said it would be a distraction. But here we are, four years later, both graduating future engineers

of Guyana” she said, adding that Dinool is also graduating with a distinction.

Academic achievement though is not unique to Nkechi’s family. Her brother studied Forestry Engineering in Cuba, while her sister, Soyini McPherson – a former UG student – is now in Edinburgh, Scotland, completing her Masters. Soyini is a Chevening Scholar.

As of now, the 21-yearold says she is not sure what she wants to do, but that she intends to do something to contribute to Guyana’s development.

“I intend to do something the country requires, because I want to see my country develop. Possibly oil exploration… who know?” she laughs.

Nkechi hopes that her simple story will encourage other students to reach for the stars and never settle for mediocrity. She believes that one does not have to be the richest (financially) or even the smartest among the lot to achieve academically in life. Rather, it is about application and dedication, which can propel that person to achieve what they never thought they could.

Tenant on the run after Granger heads to Morocco for UN climate summit shooting landlord

‒ was accused of selling ganja on the premises A THIRTY-YEAR-OLD tenant who allegedly shot his landlord at Melanie Damishana, East Coast Demerara (ECD) Friday night is on the run, police said; the landlord had objected to him selling ganja on the premises.

The man was identified as Roswell Browne called “Asif”. His girlfriend was arrested and is in police custody.

Reports reveal that the 66-year-old landlord, Basil Murray, of 89 Melanie Damishana was shot multiple times to his legs because he warned the tenant over allegations that he was selling marijuana on his premises.

THE Government of Guyana remains committed to working along with the United Nations Conference of Parties (COP 22) to reduce the rate at which global warming is taking place.

President David Granger is slated to participate at the annual conference of the United Nations Framework Convention on Climate Change, which is being held in Marrakesh, Morocco until November 18, 2016.

“Generally, we are parties to various conventions and agreements and we will continue to commit parts of our forests, our waterways, our wetlands and to keep those parts of our country green,” President Granger told journalists during his weekly television programme, “The Public Interest.”

“We’ve already made commitments for the reduction of global warming and internally in Guyana; we’re now working on our budget.

“We’re going to move more closely to adopting green energy and to reducing the possibility of warming inside Guyana; doing away with plastics, doing away with fossil fuel, energy generation and also keeping our forest intact.”

Meanwhile, Granger is confident that newly elected President of the United States Donald Trump will change his mind as it relates to climate change and the impact it has on the world. Trump does not accept scientific evidence that climate change is real and wants to dismantle the Paris Agreement, which is a global agreement on the reduction of climate change.

“He is being briefed by

the technical and political leaders in the Obama administration. I reckon in the next two months he will become more aware that global warming is a reality. I think there is abundant evidence to show what is taking place in the world is not normal and that the generation of greenhouse gases….I’m quite sure that once he’s in office and gets the benefit of the advice of technical people in the U.S. administration, there may be some modification of his views,” President Granger said.

Guyana can be severely affected if climate change is not taken seriously, since most of the population and businesses are located along the coast which is approximately six feet below sea level at high tide, which makes it vulnerable to rising ocean levels.

Donald Trump’s election is bound to impact us A DIVERSION is being taken this week from continuing the conversation on the Green Economy -- which I’ll return to next week -- to address the election of Donald Trump as the 45th President of the United States (U.S). Last Tuesday, the electorate went to the polls. While the majority voted for Hillary Clinton, Donald Trump won the presidency on a system where each state has been assigned Electoral College (EC) votes. The presidency of the U.S. is not determined on the popular vote, but on the acquisition of the minimum 270 EC votes.

From the utterances of Trump during the campaign, though in part they provided comedic relief, some were downright shocking and would give rise to speculation as to the state of global affairs under his presidency.

Trump’s comments on the campaign were inflammatory and polarising. He also demonstrated a cavalier attitude in his paucity of knowledge on issues that impact the U.S. and its international relations.

Watching reactions in the election aftermath we see daily protests across the country based on what was

said during the campaign and his treatment of women and minorities. People are concerned and fearful.

Democratic lawmakers, civil society, and media that are shifting their focus from Trump’s coverage based on ratings, are too addressing the possibilities under his presidency and sending a clear message. It is a message that while he will be given the space to govern, he will be held accountable and confronted as needs be.

What happens internally will have an impact on Trump’s style of governance. Similarly, it cannot be ignored that the Republicans control the three branches of government, given the likelihood that the vacant Supreme Court seat will be filled by a conservative judge, tilting the court in their favour. This is tremendous power, at least in the next two years, that could embolden decision-making that would ignore holistic reality and the welfare of all.

For instance, if the White House (Executive), Legislature (Congress) and Supreme Court (Judicature) decide to deny women their reproductive rights, it can have global implications for women, family-planning,

and poverty. It is public knowledge that the Republicans’ position on this issue and the acts Republican-dominated state governments have taken to this end. The denial of this right means the criminalisation of certain choices and services. In addition to stripping women of their dignity, U.S. historical financial support in this area would be withdrawn, and this can increase global poverty in which family-planning plays a role in averting.

On war and terrorism, Trump made known his support for water-boarding, which was practised during the George W. Bush administration, and outlawed under the Obama administration. Water-boarding, which is a technique used to extract information from perceived enemies of the U.S., not only violated human rights but energised extremists to hate the West and its allies. The world today in addition to witnessing terrorist acts by governments and organisations, see persons operating on their own based on the ideology promoted by extremists.

suring justice for the perceived wrongs done to the U.S., though it may be seen as weak on the part of some, for the advancement of human rights and world peace it remains the best approach. You cannot violate the rights of some in the hope of protecting the rights of others, because such approach doesn’t bring positive results, it inflames, ignites and divides.

The world faces the issue of climate change and its threat to the ecosystem and human existence. These threats are not driven by gut-feelings but hard scientific evidence. Trump is dismissive of this clear and present danger to the future of our planet, calling it a hoax. They are Republicans in the legislature who do not believe in climate change and have engaged

in various acts of obstructionism to Obama’s efforts to provide leadership, internally and externally.

The Climate Change Agreement signed this year saw the U.S. committing significant support -- technical and financial -- to avert the threats to our existence. For the sake of the world we have to hope Trump’s view is idle chatter and he would pay attention to scientific evidence in informing decisions on this issue. Otherwise we have to brace ourselves for the U.S. either not honouring its commitment to the agreement, or moving to having it squashed.

The Obama administration has undoubtedly advanced the entrenching of human rights around the world and moved to improve governance through

a more people-centred approach which entails respecting human rights and being subject to the rule of law. We are not sure if a Trump presidency will see continuity.

We have to be concerned, very concerned, should the things said by Trump on the campaign trail represent his true thinking and will shape his policies and programmes, internally and externally.

With a legislature to back him, equally as the people in the U.S. will stand up to his government, we too have to position ourselves to lend support in bringing about an equitable world, respecting the rights of all, working for our collective development, and protecting the environment for the benefit of future generations.

Granger believes Trump will modify stance on immigration with advice PRESIDENT David Granger believes that Donald Trump, president-elect of the United States, will change his mind in relation to his threat to deport the 11 million undocumented immigrants in the United States, Guyanese included.

“It is too soon to tell; the man has only been elected a day… You may see, when he receives advice from his policy makers in Washington, you will see a modification in some of those policies,” President Granger said during his appearance on the weekly televised programme, ‘The Public Interest.’

“I think that the Caribbean should aim at looking at its resources and developing a type of economic policy which makes better use of its talented human resources,” President Granger opined.

“I wish some of them would return and help to develop the country. The Caribbean will benefit from them returning,” he said.

“He is a businessman, he is known as a tycoon, as a magnate. If he can help to stimulate business in the Caribbean, in Guyana, I am for it. I would like to see more United States/ North American investors come in to Guyana to help us in our green energy programme, in our mining, in manufacturing. If that is the type of businessman he is, I would welcome that investment from the United States,” President Granger said.

THE Department of Culture, Youth and Sport of the Ministry of Education on Friday handed over three recreational grounds to communities within Georgetown.

Two new recreational grounds were commissioned in Guyhoc Park and North East La Penitence respectively; while one in Freeman Street, East La Penitence was rehabilitated and re-commissioned, all to the tune of $4.5M. Minister within the Ministry of Education, Nicolette Henry, told residents who gathered at the Guyhoc Park ground that the projects may appear simple, but they are significant and symbolic.

“The idea really is to provide a space (wherein) persons can come together for purposes such as meeting space, whether you’re young or whether not so young. It’s also an area that can be used for sport…to ensure that young people in particular have safe communities in which they can meet, and they can play, and they can understand the principles that really govern sports,” the minister said.

She also noted that the recreational facilities serve to enhance social cohesion.

Noting that $1.5M were spent on each ground, the minister said works done included land-filling and installation of lights and proper seating.

Speaking with the media after the commissioning ceremony, she said the project is part of a broader initiative which was started years ago to enhance all

grounds across the country.

“It is my expectation and my understanding that the bigger grounds will be opened before the end of the year,” she said, as she noted that $8M have been spent on the larger grounds that are to be fully prepared by yearend in Regions 4, 5, and 6, as well as in some hinterland communities.

In the case of hinterland projects, the Ministry of Education will be partnering with the Ministry of Indigenous Affairs to ensure the needs of those communities are addressed.

The project is being done on two levels, since some grounds already have basic infrastructure while some are just undeveloped open spaces.

“Before you begin to improve on the quality of the ground, once they have reached the minimum standard, we want to ensure that the grounds that are below the minimum standards are addressed; and once we are able to get all the grounds that we recognize that we will be working on to minimum standards, we will go beyond that to do upgrading of those,” Minister Henry told the media.

Minister Henry welcomed partnerships in executing the projects, noting that through collaborative work much more can be achieved.

“We’re happy to partner with any agency, any ministry that is aligned with our programme,” she stated.

The Ground Enhancement Project will provide improvement in facilities throughout Guyana, with

described the ground as “a beautiful transformation,” while stating: “I’ve lived here for years and I’ve never dreamed that one day this area would have turned to something like this.”

AG urges robust enforcem ATTORNEY General Basil Williams is urging a more robust enforcement of the Anti-Money Laundering and Countering the Financing of Terrorism regime (AML/ CFT), even as this country cleared the last hurdle to become fully compliant with international and regional standards in the fight against financial crimes.

Williams made the comments on Saturday, two days after he formally took up the position of Deputy Chairman of the Caribbean Financial Action Task Force (CFATF). Guyana successfully exited that body’s watch list last week, just about a month after it had also been cleared by the global watchdog -- Financial Action Task Force (FATF).

Williams returned late last week from the CFATF Ple-

nary and Working Group Meeting in Turks and Caicos, where he had been accompanied by Legal Advisor of the Financial Intelligence Unit (FIU), Alicia Williams, and Director of that agency, Matthew Langevine.

In May 2014, CFATF had handed over Guyana to the Financial Action Task Force due to the country’s

then failure to meet the agreed timelines in its Action Plan.

However, significant progress has since been made, resulting in the country being removed from the FATF watch list last month. Minister Williams had said that Guyana’s removal from FATF’s Compliance Document had paved the way for a similar removal from CFATF’s monitoring process this month.

Though the country has made significant progress in its fight to combat money laundering and the financing of terrorism under the APNU+AFC Coalition Administration, it will have to ensure that persons in the business of money laundering, terrorist financing and theft of state assets are convicted ahead of the Fourth Round of Evaluation.

ID of woman who rented getaway car in robbery of Rohee’s home found

THE National Identification Card (ID) belonging to a fema who had reportedly rented motor car PRR 514, used to drop and pick up three bandits who robbed the home of former Hom Affairs Minister Clement Rohee at Eccles, East Bank Demerar has been retrieved from the said vehicle, which was found Wednesday abandoned on Croal Street, Georgetown.

According to sources within the Force, a wanted bulletin is like to be issued for the woman soon.

Investigators have dusted the vehicle for fingerprints, and a matching those with prints found at Rohee’s home.

“This was no easy task, but involvement in this process as well as at the FATF has given us a fundamental appreciation of the importance of the need for all countries to be extremely robust in their obligations to ensure that the AML/CFT deficiencies identified in their respective Mutual Evaluation Reports are expeditiously rectified,” he said.

He urged all CFATF members to prepare Action Plans which would help to guide national efforts.

“Throughout this week, we have been reminded of the human and resource challenges for the Fourth Round, and the need for all stakeholders around the Caribbean Basin Region: at the Secretariat, our Assessors, Reviewers, and national public and private sector officials and representatives, to continue to develop and strengthen their understanding of the requirements of the FATF recommendations and the methodology. This is in support of our core work, The Mutual Evaluation Programme.”

He pledged to provide his fullest support and that of the Government and people of Guyana to the Chair, Braithwaite Knowles, and all members of the CFATF throughout the coming year.

Police treating Mazaruni River body as accidental death

A POST-MORTEM has revealed that Timothy Fraser, whose decomposing body was fished out of the Mazaruni River, Region Seven (Cuyuni/Mazaruni) on Sunday last died of blunt trauma to the head which is consistent with

hitting of the head by rocks from the Mazaruni River.

Commander of ‘E’ Division, Rabindranauth Budhram, said so far they are treating the matter as an accidental death since from all reports the welder fell overboard while sitting in

a chair at the landing. Fraser, 44, of Savannah Park Housing Scheme, New Amsterdam, was at the time of the incident employed with a mining company.

However, details surrounding his death are still not clear, since police are

conducting a probe to ascertain how he met his demise.

Relatives of Fraser reported that they have received several reports of how their loved one met his end, but they are of the opinion he was murdered and thrown overboard.

One report indicated that Fraser was dressed in his welding outfit waiting on a boat to collect him at a landing, but decided to go for a swim. When the boat arrived, only his clothing was seen at the landing after he had gone missing. Another theory is that he had gone to a different location, but police said their investigation points to an accidental death, since Fraser was seated when he reportedly fell into Mazaruni River.

Cousins busted with 87lbs of marijuana TWO cousins are in police custody after 87 pounds of compressed cannabis sativa (marijuana) was found in their apartment on Friday morning.

According to a police release, ranks acting on information found the illegal substance on the two cousins ages 20 and 36 at their Turkeyen, East Coast Demerara, apartment.

The drugs were stored in 26 taped parcels, in a bag, hidden in a plastic barrel in one of the rooms of the apartment.

THE 2016 graduating class of the Carnegie School of Home Economics Craft and Design Division have been urged by First Lady Sandra Granger to value education, stressing that it must be a life-long pursuit.

They bring a level of thought, planning and order, not only to their own lives, but will add value, too, to their families and the communities, which they inhabit,” the First Lady said at the ceremony, which was hosted under the theme: “Dream big, reach higher, serve purposefully for the enhancement of our communities,” said Mrs Granger at the graduation ceremony held on Thursday at the Arthur Chung Convention Centre, Liliendaal.

She said in an ever-changing world, graduates should view their recent qualifications as the first step to success. She said the certificates and diplomas which were received were primary steps in making their personal and professional aspirations become reality.

“For you have worked hard to be exactly where you are today. You have recognised that you can reach

higher and that you will fulfil your dreams if you educate yourselves,” she said.

The First Lady also noted that while some members of the graduating class intend to use their newly gained knowledge to focus on home improvements and others may plan to advance their studies, there are others who may be thinking about establishing businesses.

“This is why you must know the value of what you are doing and making because if you make a dress no store will have it and that is what you can tell your customers. Our tourism industry is expanding. It stands to reason that those who work in the service and tourism sectors must know all the international standards and norms, so that they can compete in the market… An excellent product, a competitive price and good customer service will guarantee you return customers,” declared Mrs Granger.

Meanwhile, Valedictorian Gizzelle Lopes, told her colleagues that they should be proud of their achievements as all “the pain, tears and frustration, hard work and dedication” have paid off. She also reminded them

Woman with unlicensed gun remanded to prison THIRTY-SIX-year-old Jeanette James of Saint Ignatius Village in Central Rupununi, Region Nine, appeared on Friday before Chief Magistrate Ann McLennan charged with having a .38 special revolver in her possession on November 9 at Manari Village, Central Rupununi, when she was not the holder of a firearm licence.

The mother of four pleaded not guilty to the charge, while her lawyer, Jerome Khan, made an application for reasonable bail. Khan explained that his client is the sole breadwinner for her

family, and is in charge of the D&B Ranch, which has more than 45 acres of land.

The attorney further pointed out that several persons are employed at the ranch, where cattle, horses and poultry are reared.

The lawyer argued that bail should be granted to James because no ammunition was found, multiple persons occupy the ranch, and his client was pressured by the police to admit to the charge.

However, Police Prosecutor Corporal Shawn Gonzales strongly opposed bail being granted to the woman, citing the seriousness of the offence,

its prevalence in society, and the penalty attached to the charge. According to Gonzales, police ranks acting on information went to the ranch and conducted a search on James’s apartment in her presence, and the gun was found on top of a cupboard.

James, the prosecutor noted, had told the ranks that the firearm belonged to her, and

that she uses the said gun for her personal protection.

The magistrate ruled in the prosecution’s favour, since the lawyer failed to raise a satisfactory reason for bail to be granted. Thus, James was remanded to prison until November 28, and the matter was transferred to the Lethem Magistrates’ Court.

‘Brother bandit’ appears in court A TWENTY-EIGHT-yearold Mocha, East Bank Demerara resident accused of stealing from his brother to gain his attention on Friday, appeared before Chief Magistrate Ann McLennan at the Georgetown’s Magistrates’ Court.

Joseph Smith, a construction worker, is accused of breaking into the storeroom of Andre Dowling between October 8 and October 9 at Nelson Street, Mocha and stealing a generator and pressure washer, which together value $180,000.

“Your worship, I just steal the thing to get my brother attention,” the unpresented Smith said as he pleaded guilty to the charge.

He explained that he took the items from his older brother because he had refused to give him “lil wuk and ain’t paying him no attention”.

However, his older brother Dowling, who was also present in court, explained to the magistrate that he would often take his bother with him, since he is a self-employed carpenter, but Smith would often wander away.

“He can’t focus! Because when I carry my bother to work with me, he always wandering away from the worksite… soon as I turn my back, he missing,” the frustrated older brother said.

The chief magistrate scolded Smith about his actions and told him “Before you make a decision, you must sit down and think it through…. You’re a young man, you need to focus.”

McLennan discharged the matter against Smith and ordered him to complete eight weeks of community service or spend six months in prison.

Speaking after the run,Jeffrey said, “I’m actually surprised I got pole, the conditions were bad. The track was very slippery while we ran. I had a lot of break issues and the engine seems to have some issues with low oil pressure. We have to rectify that.

“The plan is the same as usual. Every time I go to the track, I want to give it my all but it’s man versus machine all the time. However,I’ve

been doing some karting because I’ve got a race in Vegas;so physically I’m fit; I’m ready and let’s see if the cars hold up,”he added.

Meanwhile, Paul Vieira (36.105) will head the group,three ahead of Danny Persaud (36.667) and Ravi Singh (36.755) with the battle for bragging rights still very much alive.

Proteas lead by 86 after Aussies routed for meagre 85

(REUTERS)-South Africa routed Australia for 85 and then weathered a batting crisis of their own before pushing to a lead of 86 runs after a bowler-dominated opening day of the second Test in Hobart yesterday.

Hameed and Cook give England healthy lead DEBUTANT Haseeb Hameed made an unbeaten maiden Test half-century as England built a sizeable lead over India on day four, but a Rajkot run-fest appears destined for a draw.

Lehmann concerned about Aussies batting line up (REUTERS)- COACH Darren Lehmann has voiced concern about Australia’s batting lineup after a catastrophic display in which the hosts were bowled out for 85 by South Africa on the first day of the second test in Hobart yesterday.

cast skies and a moisture-laden pitch, picking up eight wickets between them to wrap up Australia’s innings in less than two-and-a-half hours.

Lehmann, who indicated that radical changes to the team may be needed, was asked by reporters if he thought Australia were in a batting crisis.

“When you get bowled out for 85, it probably is, isn’t it?” he said.

Only two Australian batsmen reached double figures, pace bowler Joe Mennie making 10 and skipper Steve Smith a gritty 48 not out.

Lehmann said it was time the selectors reassessed their options.

“We believe this is the best squad we’ve got to play. On today’s performance you’d say we’ve got to change,” the former left-handed batsman added.

“We had seen it all before, but that didn’t make it any easier to believe it was happening again, this time on home soil.”

formance brought back memories of the fourth Ashes Test of 2015, when tourists Australia were bowled out for 60 in their first innings

Saturday’s debacle represented Australia’s second-worst start in a home test when batting first since they lost six wickets for 31 against

Mexico record hard-fought 2-1 win over USA RAFAEL Marquez headed in a dramatic late winner to see Mexico to a 2-1 victory over the United States in their World Cup qualifier in Columbus on Friday.

The Mexico captain headed in a Miguel Layun corner in the 89th minute at Mapfre Stadium.

Juan Carlos Osorio’s visitors were dominant early and took the lead through a deflected Layun strike.

They also hit the woodwork through Jesus Corona and Carlos Vela in the first half, and USA improved after the break.

Eight races carded for Kennard’s Memorial annual Boxing Day Race Meet THE Kennard’s Memorial Turf Club will stage its Annual Boxing Day Meet with an eight-race card at the club’s facility, Bush Lot farm, Corentyne, Berbice on December 26, starting at 13:00hrs.

According to a release, eight races are carded for the day’s programme with the feature event being a nine-furlong race for horses classified `B and Lower’ and will carry a total prize package of $2.258M. The winner of the event will carry home $1.2M, while the other top three f i n i s h e r s w i l l re c e i v e $600,000, $300,000 and $150,000 respectively.

Two seven-furlong races are also slated to be contested, with the first being for horses that are West Indian bred maidens and Guyana bred H and Lower class. The winner will earn $250,000, while the other top three finishers will take

McKinnon wins GSSF/B.M. Soat Costume Steel Challenge match

RYAN McKinnon was declared winner of the Guyana Sports Shooting Federation/ B.M. Soat Costume Steel Challenge shooting competition which was held last weekend at the Timehri Rifle Range, Timehri.

According to a release, Ryan finished first with an average of 66.19 percent to finish ahead of Mohamed Qualander (74.58) and Vidushi Persaud-McKinnon (97.66) in the Limited category, while in the Wild Cat category, Jagmohan Bassoo (34.82) was first.

Second was Rajiv Latchana (160.58). Placing third in this division was Roberto Hochand (281.46).

The release stated that the competition was once again safely staged and was organized by the GSSF. The GSSF said in its release that it is committed to continuing to promote the safe use of firearms in the sport for its members as well continuing to host such competitions fol-

lowing international sport shooting regulations while upholding all regulations for firearm use in Guyana.

The annual costume match seeks to give local shooters a chance to experience the sport from a fun based outlook while at the same time being competitive and upholding stringent safety rules. There is something about dressing up in a costume and undertaking any serious task which results in laughter.

The recent match was no different, shooting three stages simultaneously setup on the range with steel plates,with competitors enjoyed the afternoon in cloudy skies over the Timehri range, breaking the silence repeatedly with the sound of gunfire and metal hitting metal to make the musical pings on the various steel plates.

Bravo sent home ahead of Tri-Nations over tweet

BRIDGETOWN, Barbados, (CMC) – West Indies cricket was once again rocked by controversy yesterday when batting star Darren Bravo was controversially sent home ahead of the Tri-Nations Series in Zimbabwe, after the West Indies Cricket Board sensationally cancelled his match/tour contract over a contentious tweet deemed “disparaging” to president Dave Cameron.

And in a letter to the player dated November 11, the board also gave Bravo until 4 pm (Eastern Caribbean time) on Saturday to apologise for his actions and to remove the offending tweet from his Twitter account.

Failure to do so, the WICB said, could result “in further disciplinary action, including referral to the WICB disciplinary committee.”

Bravo, who was part of the camp in Potchefstroom, did not travel to Harare with the remainder of the squad on Saturday and instead headed for his native Trinidad and Tobago A subsequent WICB release yesterday said Bravo had been dropped “due to inappropriate and unacceptable behaviour, which is contrary to his contractual obligations to the WICB.”

This was in reference to Bravo’s outburst via online social networking service, Twitter, when he slammed Cameron for comments critical of his recent batting performances.

Speaking on regional sports channel, SportsMax, earlier in the week, Cameron said Bravo had been offered only a Grade C retainer contract because of his “poor performance” and declining averages.

“I ask that you also note that any further such action on your part, including failure to comply with our request above by 4 pm, Eastern Caribbean time on November 12, 2016, may result in further disciplinary action, including referral to the WICB disciplinary committee.”

Bolt brushes off doping insinuations –I know I’ve done it clean NINE-time Olympic gold medallist Usain Bolt is unfazed by insinuations that he is guilty of drug use because he knows he is clean.

Bolt burst onto the scene by taking gold in the 100 metres at Beijing 2008 with a world record time of 9.69 seconds, prompting some to claim he did so by illegal measures.

The Jamaican has since trimmed that world record to 9.58secs and went on to complete an unprecedented 100m, 200m and 4x100m treble for the third successive games at Rio 2016, achievements he says will not be cheapened.

“I really don’t let things like that bother me. It’s because, over the years, you know that’s going to happen. That’s what they’re going to ask,” Bolt told The Guardian.

“I’m going to enjoy this, no matter. When you work so hard for what you have done, and it finally comes, it should feel good.

“I’m not going to let somebody else rob me of that moment. I feel good because I know I’ve done it clean.”

Bolt overcame long-term rival Justin Gatlin to take gold in the 100m at Rio, the American getting booed as he lined up at the blocks for the final.

That reception came as a surprise to Bolt, though he struggled to feel sympathy following the mudslinging that has occurred between the two.

“I was really shocked. In all the years I’ve been doing track, I’ve never seen somebody get booed at a championship,” said Bolt. “[I felt sorry for him] a little bit. But then, after all the talking that was going on all season, not that much,” he added with a chuckle.

Given Bolt’s superiority in their head-to-head record, he would like to see Gatlin challenged whenever he claims to be capable of winning a race between the pair.

“The one thing that always annoys me is when Justin Gatlin always says: ‘Oh, I’m going to beat Usain Bolt, blah, blah, blah.’,” said the Jamaican.

“I’m like, why don’t interviewers ask him, why should we believe you? I really want an interviewer, one day, to ask him that question – to say, ‘You guys have got up 10 times, you’ve won one of them. Give me a good reason why we should write that Gatlin’s going to beat Usain Bolt?’

England end South Africa jinx in style

By Mitch Phillips LONDON, (Reuters)-England ended their 10-year winless rugby streak against South Africa in emphatic style yesterday as they outclassed a desperately limited Springbok side for a 37-21 Twickenham victory that made it 10 wins out of 10 under coach Eddie Jones.

Two tries in each half, from Jonny May, Courtney Lawes, George Ford and Owen Farrell, were a fair reflection of England’s dominance against a team they had not beaten since 2006.

While England can celebrate ending a run of 11 defeats and a draw in the fixture, South Africa know they have a lot of rebuilding to do after slumping to their fifth defeat in six matches and never looking remotely like doing anything else.

The only time they were in the game was in the opening 20 minutes as Pat Lambie’s boot cashed in on England’s indiscipline.

“There’s plenty to work on, so that keeps us grounded,” said England captain Dylan Hartley.

“We conceded six penalties in the opening 20

minutes and that isn’t good enough. But we’re very happy to get that monkey off our back and I’m very proud of our guys.”

England claimed the opening try after 12 minutes when May, whose last Twickenham outing in December ended with a knee injury that ended his season, showed he had not lost any of his explosive pace as from

“We just couldn’t put any pressure on the England team and we felt it the whole game,” South Africa captain Adriaan Strauss said.

“We’ll have a hard look at ourselves on Monday and we’ll fight back.”

Primus outshines Smith as Red Force hold edge PORT OF SPAIN, Trinidad, (CMC) – Debutant fast bowler Roshon Primus’s six-wicket haul turned the tables on a fighting half-century from veteran opener Devon Smith, as Trinidad and Tobago Red Force took honours on the opening day of their day/night first round Regional Four-Day contest here Friday.

The left-handed Smith stroked 11 fours off 131 deliveries in just under 2-3/4 hours at the crease while Johnson was cavalier, belting a four and three sixes off 36 balls.

When Johnson was eventually bowled by Imran Khan at 123 for nine, Kenroy Peters helped add a further 19 runs for the last wicket with Smith, before departing lbw to off-spinner Jon-Russ Jagessar for five.

Hope, who struck seven fours in an 88-ball knock, added a further 26 for the second wicket with Yannic Cariah

Even then, Red Force seemed in control with Mohammed and Cariah involved in a 22-run stand for the third wicket.

However, Shillingford’s introduction changed the course of the innings as he knocked over Cariah, captain Yannick Ottley (10) and Imran Khan (0) in quick succession, to haul his side back into the contest.

Outgoing WICB Chief Executive to run Stanford facility WEST Indies Cricket Board CEO Michael Muirhead is to manage the Stanford Cricket Ground and Sticky Wicket Restaurant once he demits office.

The facility is to be expanded to house the new headquarters of the West Indies Cricket Board as well as the players’ academy.

Muirhead will be in charge of identifying funding as well as the overall expansion programme.

Panama edge Honduras 1-0

PANAMA kicked off play in the final round of CONCACAF qualifying for the 2018 FIFA World Cup with a 1-0 win over host Honduras on Friday at the Estadio Olimpico Metropolitano.

Fidel Escobar scored the only goal in the 22nd minute, when his right-footed free kick from 22-yards out took a slight deflection off Honduras’ Romell Quioto before hitting the back of the net.

Although other chances were hard to come by in the first half, both sides were more dangerous after the break and were unlucky to not generate additional goals.
