UG runs out of gowns for graduation today

By Ravin Singh THE University of Guyana on Friday announced that 104 graduating students will not be able to receive their graduation gowns for the graduation ceremony due to a shortfall in supplies by the maker.

The announcement was made via an email sent to graduating students just after lunch on Friday. The graduation is slated for this afternoon at the university’s Turkeyen-based headquarters. The email read: “The University regrets to inform you that all Bachelor degree gowns have been exhausted for this 2016 convocation exercise. Master’s degree gowns with the exception of Earth & Environmental Sciences and Health Sciences are also exhausted.”

As such, the university will be reducing the recently-implemented $10,000 graduation fee for these stu-

dents, who will now pay $7000. Further, the email states that “the absence of a gown, however, will not prevent a degree graduand from processing as part of the convocation ceremony.”

Addressing some of the graduating students on Friday evening at the University’s tarmac, UG’s Registrar Dr. Nigel Gravesande said that there are 104 students who will not be receiving gowns due to this shortage.

What was surprising to students was the fact that the university had been informed since last week that the supplier fell short on the amount the institution needed. However, it is unclear whether attempts were made after that to get these 104 gowns.

But this did not sit well with students who lamented the “disorganized state of affairs” at the institution.

According to one affected student who identified himself a Kevin, he strongly

believes that this kind of last minute practice is “unacceptable” given the fact that UG is the country’s premier tertiary institution.

“I strongly believe that it is unacceptable for UG to not have enough gowns to give 104 students. The administration implemented a graudation fee which covers a gown for each graduand. In announcing this, one would expect that UG had procured

enough gowns for its graduands.”

He said that this graduation “carries a lot of sentimental value” for students and to not have the total experience may take away from the moment.”

Another students, who spoke under the condition of anonymity said that, “For some people they are the first in their family to get a degree. How can the Uni-

versity be so insensitive to these issues? There can be no plausible explanation for this lapse in judgment on behalf of UG. All we can hope is that it is not a repeated mistake in 2017.”

She also expressed dissatisfaction with the way in which the announcement was made, and when it was made – one day before the graduation ceremony.

“What I find shameful

too, is the fact that the Registrar came on stage and explained why they were unable to get these gowns but offered no apologies to the students who will not receive their gowns and will, without a doubt, look odd. The excuse by UG has no merit because, as they said, they knew a week ago that they could not get these gowns and still today, one week after, students will be without.”

Man gunned down during bicycle row A QUARREL over the seizure of a bicycle early on Friday morning in La Penitence Street, Albouystown, Georgetown has led to the shooting death of 27-year-old footballer Michael Junior Payne, a father of one, of South Ruimveldt, Georgetown.

Police have apprehended 38-year-old Sherlock McKenzie, called “Beggar”, a

resident of Albouystown, Georgetown in connection with Payne’s death, but another suspect is at large.

According to reports, Payne, who for the past three months has been staying at a relative in Ketley Street, Charlestown, had an argument with McKenzie over “territory issues” within Albouystown, and this escalated after McKenzie seized the bicycle of Payne’s cousin and took it to his home.

When Payne got wind of what had transpired, he and an accomplice went in a Toyota Premio to McKenzie’s home and kicked down his door, and a scuffle ensued, during which Payne was shot. The police said several loud explosions were reportedly heard during this altercation, and the suspects

He was rushed to the Georgetown Public Hospital, but was pronounced dead on

arrival. The body was taken to the Lyken Funeral Home to await a post-mortem. At the scene of the shooting, scores of residents flocked the street.

“A man named ‘drugs man’ come to complain to me about some argument they had, but I was asleep; so my nephew talked to him, saying that the two of them are friends and they shouldn’t go down that road.

Then my nephew, Akeem, was going down the road and McKenzie brackle he and take away his bicycle and beat he,” one relative explained.

“Now Payne get mad and decided to go by McKenzie and ask for the bicycle; and like the man wasn’t opening the door, and he push the door and the man shoot he,” according to an aunt of the deceased, who gave her name as June.

She said Payne was not a trouble-maker, and he was a loving person, since he was his mother’s only son. She said Payne, who worked as a mason and plumber, was a helpful person, and police already know that the family is seeking justice, since the alleged perpetrator was apprehended.

Last month, Mark Ross, representative of the Ministry of Public Security, during a walk through Yarrow Dam, Albouystown, Georgetown, disclosed that over 4000 youths and adolescents are expected to benefit from a four- year Community Crime and Violence Prevention Programme. During his outreach, Ross explained that the programme is the first component of the Citizen Security Strengthening Programme (CSSP) of the Ministry of Public Security.

He noted that young people in ‘at risk’ communities would benefit from several training initiatives meant to improve their skill level and livelihood with the aim of reducing crime and violence in their communities.

THE Government of Guyana said it has received credible information related to a potential domestic security threat and will be putting troops in certain targeted areas starting from today to allay the fears of citizens and to help arrest the crime situation here.

The targeted operation will conclude within 48 hours, Chief-of-Staff of the Guyana Defence Force and head of the joint services, Brigadier George Lewis has said. “These operations will be conducted by the Guyana Police Force and the Guyana Defence Force (GDF),” the Ministry of the Presidency added in a statement. “Citizens can expect to see helicopters providing aerial coverage and an increased number of police officers, along with members of the GDF on the ground in certain areas. Citizens are asked not be alarmed, but to cooperate with security forces where necessary.

The safety of all residents and visitors to Guyana remains a top priority for the administration,” the statement read.

Asked which areas will be targeted during the operation, Brigadier Lewis would only say in more than one region. Asked why the operation will last for only 48 hours, when citizens are clamouring for a much more sustained programme, Lewis said: “the specific operation is not the police Christmas operation, this is a

Bandits rob Brickdam Secondary ROBBERS on Friday broke into Brickdam Secondary School in Georgetown, and stole two laptops and $40,000 in cash from the headmistress’s office.

Acting Commander of the Police ‘A’ Division, Calvin Brutus, told Guyana Chronicle that the break-and-entry and larceny took place between the hours of 04:00am and 08:00am.

He said the night guard reported hearing sounds coming from the upper-flat of the two-storey building located at Freeman Street, East La Penitence, and that upon closer inspection, he saw three men running from the school while the door to the headteacher’s office was open.

When Headteacher Chandrina Welcome-Lee showed up for duty, she conducted a check on her office and observed that two laptops were missing. She also told police that $40,000 which had been in her office were taken.

The money was donated to the school for its graduation ceremony to be held at month-end.

The door to the headteacher’s office has since been repaired. On a visit to the school on Friday, three guards were seen in the compound, and all were hostile to the Guyana Chronicle.

They prevented this newspaper from meeting with the school’s headteacher.

“You will have to leave, because the HM trying to sort out things and doesn’t want to meet anyone,” one of the guards told this publication.

Despite the robbery, school was in session as per normal.

Residents nearby could not say what happened, since they had heard nothing unusual, and learnt of the robbery only when police visited the school to take a statement from the headteacher.

Police have launched an investigation into the matter, but no arrest has been made thus far.

Students and staff of the Brickdam Secondary School were, on September 5, 2016, relocated to the East La Penitence Primary School at Freeman Street. The move happened after students and teachers in June protested the deplorable conditions of the Brickdam Secondary School.

Pupils from East La Penitence were moved to St Pius Primary School to facilitate the relocation.

She also participated in the night’s “rocking” programme, which included acts by singers Eddie Neblett, Charmaine Blackman, Courts Road Show Champi-

…nursing students protest re-sitting of ‘leaked’ exams NURSING students countrywide are up in arms against the Nursing Council, after being told that they would have to re-sit the State Final Examination amidst concerns that the exam papers were leaked.

Disgruntled students in Berbice took to the streets on Friday after receiving the news at about midmorning. Most of the students were angry and shocked by the directive, relayed to them by one of the senior tutors at the school, located in Vryman’s Erven, New Amsterdam.

Students explained that they had proceeded on a two-week post-exam break, which concluded last Friday. They were all on duty at the New Amsterdam Hospital since Monday of this week, when it was rumoured that they may have to re-sit the Nurses State Final because of an alleged leakage of the exam paper.

The students’ resolute stance was evident in the slogans on the placards the bore: ‘We need our results’, ‘We refuse to rewrite.’ Student Nurse Reniska Marrs-Warde expressed disappointment over the confirmation of this rumour,

and revealed that preparations over the three years demanded so much from students that it is unconscionable for students -- who are anxious for results -to be told that their papers were not assessed and the only way to move forward in this career is to agree to a re-sit of the exam. “…it’s not fair to us, and we will not re-sit the examinations,” Marrs-Warde said, as her colleagues consented to this position.

One of the spokespersons for the group, Mortimer Fraser, told the media that it is unreasonable to subject students to this arbitrary decision, and limit the direction of so many persons’ future to a concise timeframe due to a fault that lies squarely with the Council.

“I honestly don’t feel we should be the sacrificial lamb for sins committed by someone in the Council, and I stand firm (on this belief),” Fraser said. Fraser, who is among three males in the affected batch of the female-dominated profession, said it is not possible to re-sit these examinations before the month of November concludes.

Editorial GUYANA, in a move that is long overdue, has taken her rightful place among member states that are compliant with the Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) regulatory institution. The passage and assent this year of the AML/CFT (Amendment) Bill has seen Guyana being removed from the monitoring categories of the international Financial Action Task Force (FATF) and Caribbean Financial Action Task Force (CFATF) last month and this month respectively.

Congratulations are in order to the National Assembly and Government. At the same time, it cannot be helped wondering why, on the part of elected officials, they would engage in acts that would hurt the country’s reputation and development. According to the FATF’s website, Guyana’s removal has to do with the significant progress the country made in improving its regime to combat money laundering and terrorist financing. Guyana has, since 2009, been recalcitrant in complying with the regulatory institution, and was, in 2013, placed on the CFATF’s monitoring list.

In February 2014, when CFATF’s Financial Advisor Roger Hernandes visited Guyana, he informed that the country’s status was likely to remain for a minimum of two years, with removal contingent on implementation of AML/ CFT laws. When countries become members of international organisations, it is incumbent upon them to adhere to the agreements they have signed on to. That the Government in 2009 felt it could have gotten away with not honouring its commitment to these international organisations it hurt the society.

When the proverbial hammer hit, in 2014, and the business community reacted out of concern as to the additional requirements needed to trade at the international level, Guyana was four years behind in honouring its obligation.

What this highlights is that political grandstanding and inaction carry with them dire implications. It is reasonable to think that the government of any country whose formal economy was moving in parallel with the underground/ narco economy, which world governments would have been aware of, would be mindful of the security implications such would have on the people and the state, and its international integrity would move it to correct that situation. According to renowned economist Professor Clive Thomas, in a study done between 2001 and 2008, the underground economy was worth approximately $188B (US$940M).

The society was also aware that persons of questionable character interfaced with officialdom, of which the most notorious was Roger Khan, who in 2009 was jailed in the US. He took out a full page newspaper advertisement claiming that he helped the Government in crime fighting.

The Government never refuted this assertion. It would also be recalled then Cabinet Secretary Dr. Roger Luncheon was the first person to qualify the wanton shootings and mayhem across the country as that of phantom or death squads operating.

GuySuCo’s circumstances present both a challenge and opportunity Dear Editor,

THE Guyana Sugar Corporation Inc. (GuySuCo) hereby responds to Mr. Hydar Ally’s letter that was published in the Stabroek News on 2 November, 2016 under the title ‘The Government should reconsider its position re: the sugar industry’.

Mr. Ally’s letter was lacking in terms of bringing a scientific perspective and positing an approach that would enable GuySuCo to become a resilient and sustainable business.

In his letter, he urged the Government not to downsize the sugar industry in the interest of the workers, the economy as a whole, and for historical/sentimental reasons. His solution for the sugar industry was for the Government to continue to invest in the sugar industry -- to increase production and productivity, thereby reducing its unit cost and returning to profitability.

He further stated that it was the Government’s responsibility to rescue the sugar industry.

While Mr. Ally’s letter mainly addressed the Government, we wish to provide the following points of clarification.

First of all, the Corporation wishes to remind Mr. Ally that GuySuCo is a business; therefore, any analysis, strategic thinking/planning or conversation on the entity, going forward, has to be around how to make it resilient, sustainable and profitable.

Many persons who are a part of the conversation on GuySuCo are still very much at the emotional level, and are more engrossed with the sentiments of the sugar industry. However, the challenges of GuySuCo cannot be addressed with emotions and sentiments only. The following are real facts about GuySuCo, and areas that must be considered in re-organising the Corporation.

GuySuCo’s current cost of production is approximately US 37 cents per pound, while sugar prices are approximately US 20 cents per pound; this is an 85% disparity. Employment cost alone is in the region of US 21 cents per pound. Further, with the abolition of the European Union (EU) sugar quota on 30 September 2017, there may be a further decline in sugar prices, widening this disparity.

In order to overcome the foregoing, not only would significant investment be required in the industry to increase productivity and production, but a radical re-organization of its current structure is also necessary. The Corporation cannot expect to continue to carry on business as usual and expect better results.

With the abolition of the EU sugar quota, Guyana would have to dispose significant tonnages of sugar on the enlarged world market. The prices are uncertain, and as such, the returns are uncertain. This, in turn, would affect the planning for, and development of, the country as a whole.

This brings us back to the same point that Mr. Ally indirectly made -- of the time when sugar was profitable while the other sectors were not. Guyana therefore should not have all of its eggs in one basket. GuySuCo being a single crop entity, this has placed the business and its stakeholders in an extremely vulnerable position. Thus the diversification concept is an approach being implemented in the business strategy of the Corporation -- to ensure its resilience and to move towards a position of profitability.

The Corporation, in its short-, medium- and long-term strategic planning, has to build more predictability and a greater degree of certainty into both the business of sugar and the business which includes diversification. Sugar production is a very labour-intensive process and therefore requires a large workforce, specifically for planting, crop husbandry, harvesting, and factory operations. Over the years, however, the Corporation has been struggling with consistency in the workforce in these areas, particularly in agriculture operations.

If a full complement of planters and crop husbandry workers does not turn out, the number of hectares being cultivated and Gajraj, in the phantom squad. The Corporation has also found that during periods when there is a boom in the forestry or mining sectors, the attendance in the planting and harvesting areas decline significantly.

Another critical area in the conversation on re-organising the business of sugar is strike action and loss of man days in the Corporation. During the past ten years, strike action ranged from 160 to 250 per year. Up to September 30, 2016, there were 112 strikes in the industry. Over the period 2005 to 2015, the total man days lost due to strikes was 813,437. In 2009, the highest loss of man days was recorded -- 130,171; and in 2014, the lowest number of man days lost was recorded: 32,064. As at September 30, 2016, the total man days lost stood at 29,862.

Being a labour-intensive Corporation, the more than 150 strikes per year have, in no small measure, contributed to the decline of the Corporation, and have impacted significantly on its financial state.

The Unions, especially the Guyana Agricultural and General Workers Union (GAWU), have contributed to the high number of strikes, loss of man days, and therefore to the non-profitability of the industry. Therefore, moving forward, any discussion with the Unions must be on the premise of them evaluating their role as a stakeholder in contributing towards building resilience, sustainability, and profitability into the business. Downsizing the sugar industry and complementing it with other viable agricultural projects simply means that we are downsizing the source of the losses, reducing and eventually eliminating the dependency on the National Treasury, and sustaining employment, all for the benefit of the national economy. This is indeed in line with the responsibility of the Government.

While GuySuCo’s current circumstances present a real challenge, they also present a rare opportunity for a single industry to be the catalyst for reconfiguration of the Guyanese economy. Currently, the economy has a triangular shape -– a small group at the top representing the apex, a slightly larger group at the middle, and a huge group at the bottom. The aspiration of the Government is to grow that group in the middle.

If that happens, it would ultimately change the shape of the economy from triangular to diamond; with a small group at the crown or top, the largest group at the girdle or the widest part, and a small group at the pavilion, or the lower portion of the diamond-shaped economy.

Local banks are also expected to modify their policies in dealing with customers, to ensure both the integrity of money passing through them and the person or persons engaged in the transaction. This is a feature the banking institutions of all FATF and CFATF member states, and those who entered into FATCA agreement, would have to confirm to. And while Guyanese doing business with the local banks may be upset at having to provide needed authentication, it brings integrity to the process and safeguards our security.

Trade unions look forward to fruitful engagement with President Dear Editor,

FIRST, let me thank President David Granger for accepting the Guyana Trades Union Congress’s invitation and delivering the feature address at our 4th Triennial Conference (10th-11th November). In building on the President’s call for the trade unions to adopt a new model in seeking representation, this has not been lost on the trade union community.

Changing times require changing actions, albeit not requiring changing the principles and the foundational reason for one’s existence.

The trade union is a creature of conflict, having emerged in the international landscape as a result of the industrial revolution that saw the exploitation of the new concentrated workforce. In Guyana, when we began in 1905 under the leadership of Hubert Nathaniel Critchlow, it was in response to exploitation of dockworkers, and the movement later grew into an organisation of national character, organising workers in various sectors and looking out for their welfare in and out of the workplace.

It was the trade union that started the fight for internal self-government (1926), which we view as critical to the workers’ empowerment and knew this necessitated having universal adult suffrage (one man one vote).

Self-government brings with it the responsibility to advance, ensure and protect citizens’ rights to political, social, cultural and economic self-determination. This continues to be a work in progress.

The re-modelling of Guyana’s post-independence economy, in which the state was the leading economic force, most of trade union representation was in the state-owned entities. When

the Government re-modelled the state’s economy, and state-owned institutions were scaled back, such impacted our membership, but it did not find a trade union community not adapting to the change. Evidence of our adaptation can be seen in the private sector, and including what was then considered unconventional in the gold mining industry, where gold miners (e.g. OMAI) were organised. Three years ago, the minibus operators became organized; and this year, the vendors have organised themselves into a trade union.

The GTUC is also setting its sights on having the Police Force become organized, as seen in the United States and Suriname. Comparatively, those forces have better conditions of employment than what exist in Guyana. For instance, in the U.S., there exist healthcare plans which cover the police and their families, and insurance in the event of death, which include dying in the line of duty.

We look forward to working with the Government to make this a reality for our hardworking and under-served policemen and women.

The trade union, depending on perspective, confrontational approach can be viewed negatively, or as empowering. The world had shown that the masses never achieve progress without struggle. In the history of our country, what brought an end to slavery and indentureship, to securing independence, came using struggle as the major tool for empowerment.

With struggle there will be disagreement, given that it is from the failure to resolve disagreement across the table that struggle is necessitated in order to be heard and to achieve justice.

Similar method has been, and continues to be, employed by political parties.

Society will recall the struggle led by then Opposition Leader Granger in front the Office of President every Friday. The Opposition was confronting the Donald Ramotar Administration in order to bring about the changes it wanted, given Ramotar’s failure to have those issues addressed across the table.

The trade union operates no differently.

The trade union is determined to play its role to bring about an environment wherein each human being is treated equally and is ensured his/her dignity and respect, which are enshrined in international conventions, charters and laws. The Guyana Constitution so protects our right to existence (Article 147); specifies our role in helping to shape the economy, ensuring production and productivity (Article 38); and our involvement in national management and decision-making on issues that impact the welfare of our constituents -- past, present and potential (Article 149C).

We have reached out to the President to ensure this, given the role of Government in safeguarding and ensuring the Laws of Guyana for workers/citizens and country. By letter dated 22nd September, a request was sent to President Granger, seeking engaging.

The trade union is encouraged by the President’s response on 4th October, indicating that he is awaiting advice from the Ministry of Social Protection, after which he would engage us.

The unions look forward to such engagement and fruitful deliberations, more particularly in light of the new economic model (Green Economy) being pursued and our prescribed role in making it happen.

Why would Mr. Ally not be interested in supporting a programme that has the potential to move citizens from the base to a higher level, which could change the shape of the economy as well as so many other aspects of the society?

Salvation Army gets $10M to reform drug addicts

THE spirit of Christmas was on Friday ushered in with the traditional launch of the Salvation Army’s Christmas Appeal at the Umana Yana, Kingston, Georgetown, where scores gathered to celebrate the joyous occasion.

Among the distinguished gathering was Finance Minister Winston Jordan, who delivered the feature address and launched the Christmas Appeal, setting the Kettles boiling with the first donation of $50,000.

He also announced

that the Government has approved a subvention of $10M for the Army’s Drug Rehabilitation Programme, for 2017.

The second contribution made to the pot was a cheque of an undisclosed amount, representing a personal donation from Minister Jordan.

Other distinguished guests who graced the occasion were members of the diplomatic corps, private sector representatives, Major-General (retired) Norman Mc Clean, leaders and soldiers of the Guyana Division of the Salva-

tion Army, members of the Home League, the Guyana Police Force Steel Band and others.

However, while appreciative of the ambience of the newly-constructed facility, Minister Jordan noted the nominal turn out at the launch.

And he advised that in future, the launching of such an event attract more people, and hopefully a stronger presence, where more ‘prominent persons’ with their ‘prominent pockets’, can be gathered, rather than a select few.

MOST RECOGNISABLE ORGANISATION In fact, the minister, concurring with the former Finance Minister, Dr Ashni Singh, credited the Salvation Army as the most recognisable and important charitable organisation in Guyana.

“It’s crucial objective is helping the fight against hunger and poverty, and members of this organisation work tirelessly to assist those persons who are in need and/or are suffering. Besides satisfying the individual needs of the individuals, the Salvation Army also provides spiritual and moral support to persons who are broken in spirit; help them become reformed and re-integrated into society,” Mr Jordan said, as he made reference to the Drug Rehabilitation Programme of the Salvation Army which has been in existence for some 20 years.

This programme, which is strongly supported by Government, reforms individuals who have fallen by the wayside, and returning them to their rightful places as productive citizens capable of making meaningful contributions to society.

Mr Jordan also noted that the Salvation Army

must be lauded for the varied services it provides to communities.

These include feeding programmes, counselling programmes, spiritual programmes, home league, Missing Persons Bureau, senior citizens homes, poverty-relief programmes, distribution of Christmas hampers for the needy, crisis support, disaster relief programmes, prison ministry, and education and information programmes for young people, among others.

“As we prepare for the Christmas season, let us try to emulate the teachings of Our Lord Jesus Christ who advocated peace and love to all mankind.”

He said that donations to the Salvation Army are a critical part of its survival, especially the monetary donations that are used to fund its myriad programmes and projects.

‘KEEP IT BOILING’ “I therefore appeal to you to keep these strategically paced [sic] red kettles boiling, boiling, boiling, until they boil over. Your contributions will help to raise the much-needed funds that will provide special needs for needy individuals and families and further for financing the aforementioned programme which are beneficial,” he assured.

This is the season of peace and goodwill, Mr Jordan said, noting that Government is committed to fulfilling its promise of a good life for all Guyanese.

“Our Government is committed to reducing poverty; meeting the Sustain-

able Development Goals of the United Nations; of providing adequate social protection for our most vulnerable citizens – and human resources.”

He said this commitment is being accomplished through significant monetary allocations to the economic and social sectors each year to reduce poverty.

“I take this opportunity to remind you that since assuming office some 18 months ago, this Government has increased substantially, wages and salaries, Old Age Pensions and Social Assistance, recognising that these are critical components of attaining the good life,” the minister said.

Mr. Nicholas Boyer, who spoke on behalf of Chairman of the Advisory Board, (his father) Mr Edward Boyer, praised the work of the Salvation Army globally, and said that the Guyana Division has been responding favourably and dedicatedly to humanitarian needs.

“Your presence here today and your contributions will help us to provide support for the Army’s work in Guyana: To the elderly, less fortunate children, sick and needy,” Boyer said.

And Divisional Commander, Major Emmerson Cumberbatch, who welcomed guests, declared the programme open and introduced members of the Advisory Board.

The programme was richly spiced with the lusty singing of carols; entertainment by Divisional Timbrelists; and symphonious renditions by the Police Steel Band and Divisional musicians.

-Prince Harry’s visit could boost tourism in Guyana

IMAGINE the impact of an iconic photograph of Prince Harry standing on the ledge at one of the viewpoints at Kaieteur Falls.

Certainly, this is likely to boost tourism in Guyana by appealing to an international audience which longs for that eco-tourism experience.

And indeed, this will be one of the many impacts of the Prince’s visit to Guyana between December 2 and 4.

“I think so. I think the picture of the prince standing at Kaieteur, that iconic picture is something which cannot do any harm to tourism here. I think that is something which he is very happy to promote in any way that he can” said British High Commissioner to Guyana, Greg Quinn during a media briefing on Friday.

On Saturday December 3, Saturday, Prince Harry will be taken to Surama - an Amerindian village in the North Rupununi and Fairview (another village), after which he will make his way to Iwokrama. Iwokrama Rain Forest is one of South America’s bird watching hotspots with many of Guyana’s 800+ species on display.

Following the visit to Iwokrama, the Prince will then make his way to the famous Kaieteur Falls.

According to Quinn, the visit to Iwokrama was always something the commission wanted to happen, and it is very fitting for the prince, since his father, Prince Charles, is directly connected to it.

the hinterlands are doing to improve economic and social life in the hinterlands. In that regard, the trips to the indigenous villages were planned.

But the Prince’s visit will not be solely recreational, as he is scheduled for several “formal” engagements the day he arrives – Friday December 2.

The High Commissioner explained that Prince Harry will arrive around lunch time, and will visit President David Granger upon his arrival. He will then make his way to Brickdam, Georgetown to lay a wreath at the recently-renovated Independence Arch.

The Prince will then head to Camp Ayangana to meet officers of the Guyana Defense Force (GDF), after which he will lay another wreath at the Commonwealth War graves. On the evening of that night, a reception will be held at the British High Commission.

On Sunday, the final day of his stay in Guyana, Prince Harry will visit Joshua’s House – an orphanage – where he is expected to meet with children of that home.

“He [Prince Harry] loves children and is very keen that he should use his celebrity status to raise awareness about the problems about disadvantaged groups. So he would want to use the opportunity to flag up support for these organisations and remind us that we have a social duty to help those who are not as well off as we are,” Quinn said.

UG law student charged with stealing UNIVERSITY of Guyana law student Kevon Henry, of Ketley Street, Charlestown Georgetown, appeared on Friday before Chief Magistrate Ann McLennan, charged with stealing money from a man’s bank account.

After pleading not guilty to the simple larceny charge, the 26-year-old Henry was released on $50,000.

Particulars of the charge allege that on November 3, at Camp Street, Georgetown, he stole $90,000 from the Republic Bank account of Marlon Garner.

Court facts read by Police Prosecutor, Inspector Neville Jeffers, indicate that

the virtual complainant left his bank card in the possession of Henry’s girlfriend, and Henry allegedly stole the bank card from his girlfriend and went through her phone and got hold of the pin number for the card.

He subsequently went to the bank and withdrew the money from the ATM machine. Video footage reviewed from the bank showed Henry taking the money.

Inspector Jeffers made no objection to bail, and it was granted in the sum of $50,000.

The matter has been adjourned until November 28.

ExxonMobil explores new VISCOM location offshore Guyana Electronics

EXXONMOBIL this week mobilised drillship Stena Carron to another location offshore Guyana where it foresees oil reservoirs similar in prospects to its previous Liza well discoveries.

Results of the latest drilling exercise are expected in January.

According to a report published Thursday night by Upstreamonline,a global oil and gas source, the drill ship left for the Payara wildcat (area where there was no previous or historic finds), on Thursday, where the United States oil giant will test the third prospect on the same block as its massive Liza oil discovery.

The company’s partner, Hess Corporation, chief executive, John Hess said on a third-quarter conference call that Payara was a “very similar stratigraphic trap and same kind of reservoir sequence as the other Liza wells”.

The Stena Carron drilled Liza 3 , where discoveries

were announced last month , to a total depth of 18,100 feet in 6000 feet of water on a location about 2.7 miles (4.3 kilometres) from the Liza 1 discovery.

The Liza 3 well hit around 200 feet (61 metres) of net pay “in the same high-quality reservoirs” as the first two Liza wells, according to block partner Hess.

“Based on the Liza-3 results, we now expect the estimated recoverable resources to be at the upper end of the previously announced range of 800 million to 1.4 billion barrels of oil equivalent,” Hess said when announcing its third-quarter results.

All the wells are located on the giant 6.6 million-acre Stabroek block, which runs almost the entire length of Guyana’s offshore zone.

The Liza 1 was the first well drilled last year followed

by Liza 2 where a significant discovery was announced this year. Shortly after, the SkipJack, a well located in a different field was drilled and

that came up dry.

Late last month, Hess Corporation, during its third-quarter earnings on Wednesday, revealed that the Liza-3 well located in the Stabroek Block offshore Guyana has a world-class oil discovery. According to the company’s website, there are estimated recoverable resources for Liza now expected to be at the upper end

of the previously announced range of 800M to 1.4B barrels of oil equivalent.

GUYSUCO’S CEO, Errol Hanoman, has confirmed that the police are investigating a female staff member of the entity’s finance department in connection with a multimillion-dollar fraud.

The fraud, which involves missing sums

of money amounting to $34M, was uncovered during an internal audit of the entity.

There has been a spate of robberies around the country in recent months. In response, the government said on Friday that it has received information on a potential domestic security threat and this has resulted in additional security measures at targeted areas. The operations will commence today.

These operations will be conducted by the Guyana Police Force and the Guyana Defence Force (GDF).

GTT renews call for hike in rates … makes case before PUC

INCREASED cellular usage, coupled with a significant decline in the use of landline services here is making it difficult for the Guyana Telephone and Telegraph (GTT) Company to offer the latter, Chief Executive Officer (CEO) Justin Nedd said when the telephone giant appeared before the Public Utility Commission (PUC) in another attempt to increase its domestic rates.

The dire situation was painted on Friday by Nedd when a team of GTT officials appeared before the PUC chaired by Justice Prem Persaud at the commission’s New Garden Street office.

In 2014, GTT had filed an application to raise domestic rates for some of its services, but the PUC had rejected the application in 2015. Subsequent to an appeal, GTT has now applied to the Commission for the order to be reviewed in keeping with Section 77 of the Public Utility Commission Act. The telephone company is also seeking to have temporary rates approved in order to secure some amount of relief.

G T T ’s a p p l i c a t i o n , which still stands, proposes increases for services, such as installations, transfers, additional jacks, wake-up call, three-way calling, voicemail, call forwarding and reconnection. The company is also seeking to increase rates for intra-exchange calls during peak hours by 40 per cent and during non-peak hours by 60 per cent. The current intra-exchange call rate is $.60 (peak) and $.30 (nonpeak).

For inter-exchange calls (calls from one zone to another), it proposed increases by 20 per cent for both peak and non-peak hours.

The current rates for peak hours, per minute are Zone A-$3, B-$4, C-5$ and D-$7.

During non-peak hours the rates are $2, $3.6, $4.8 and $5, respectively.

On Friday, Nedd said the company’s key performance indicators have gotten worse since the application was initially made in 2014.

In re-establishing the case, the CEO said GTT’s rates for local landline ser-

vices have not changed in over 15 years, noting that from the initial stage they were below cost. These services, however, have been subsidised by high-margin, long-distance revenues or international calls since 1991. But the situation has become less desirable, Nedd

Nedd emphasised that throughout GTT’s history low-cost services have been supported by margins associated with the company’s exclusive line of business, particularly, the international bypass, but said international long-distance revenues have declined substantially due to illegal bypass and technological substitutes such as SKYPE and What’s Up Voice.

“These activities have and continue to substantially reduce billable international usage. International long distance could no longer be relied upon as a major profit centre for GTT, as such international long- distance service is no longer supporting the below-cost, domestic-wired dial tone service,” the CEO explained.

These rates, Nedd lamented, are 400 to 700 per cent times below existing rates in the region and even in the developed world.

“The rental rates for dial-tone services requested in

He noted that consumers choose cellular for convenience of mobility, although it is approximately eight to 10 times more expensive.

“The fact that cellular calling is this popular, despite being more expensive, shows that consumers have adequate incomes to purchase the telephone service and are not making rational choices motivated by affordability, but those choices are made by convenience,” he argued. Nedd urged the Commission to expeditiously approve the rates.

However, Chairman of the Guyana Consumers Association, Pat Dial, did not buy into GTT’s argument.

Wardens to help police in extractive industries sector

THE Ministry of Natural Resources will soon be recruiting a corps of wardens to support the compliance and enforcement policies and programmes within the mining sector.

Cabinet Secretary Minister Joseph Harmon has said that Cabinet on Tuesday approved a proposal made by subject minister Raphael Trotman for establishment of a group of wardens within the extractive industry to complement the corps of existing officers, because, with expansion of the sector over the years, there is need for its enhanced monitoring, as the number of illegal activities and those that are non-compliant with the laws and regulations have become the norm.

“This has resulted in the near collapse, in some cases and instances, of the rule of law within the sector, and (has) threatened Guyana (with) becoming non-compliant with (a) number of environmental agreements and protocols”; thus there is urgent need for a robust compliance and enforcement programme across the extractive industries’ sector.

When recruited, the wardens are to address issues of non-compliance with min-

ing-related environmental regulations; provide institutional capacity, to enable the enforcement of the various regulatory frameworks; coordinate action against illegal mining, drug trafficking, deforestation, and trafficking in persons; monitor increased levels of turbidity within rivers, creeks and streams, and the damage to river channels and ground water sources; and monitor improper chemical waste management.

Additionally, the Cabinet Secretary said, the wardens would also be expected to serve as an emergency rescue and disaster recovery unit within the natural resources sector.

“Cabinet approved the establishment of the corps of wardens, and noted that the agencies that will benefit from this activity included the Guyana Geology and Mines Commission, the Guyana Forestry Commission, the Guyana Gold Board, the Environmental Protection Agency, the Protected Areas Commission, the Guyana Wildlife Management Authority, and the Guyana Lands and Surveys Commission,” he told reporters on Thursday during his post-Cabinet press briefing held at the Ministry of the Presidency.

Minister of Natural Resources, Raphael Trotman Asked whether the recruitment of wardens will in effect phase out mines officers working with the Guyana Geology and Mines Commission, Harmon replied in the negative.

“Many of you know of certain levels of recklessness and lawlessness that take place in the hinterland, and we have to correct these things. Trafficking in persons is also another matter… All of these are issues which will be dealt with by this corps of wardens after they have been properly trained and equipped,” Minister Harmon said.

He said the wardens will support the work of existing

bodies within the natural resources’ sector, and will be trained in various areas. “… they will receive initially a certain level of police training, which is across the board; and therefore they will all have the necessary police training and the relevant policing powers that those entities would have.

That apart, depending on the specialty, there would be specialized training for those wardens in those areas.”

In the case of the GGMC, those wardens would be trained in matters related to gold and other minerals, along with the use of chemicals in the hinterland; while those in the forestry sector would be trained to deal with matters therein.

Harmon explained that there are within the natural resources’ sector persons who are already performing the functions of wardens, and he noted that those persons would be brought together for the training with new recruits.

“There’d be advertisements, interviews; and based on that, the persons would be selected for training before they are deployed… There are two levels: the fresh persons now coming in, and those already in, who will be brought together for upgraded training,” he explained.

Earlier this year, on his weekly television programme, “The Public Interest”, President David Granger had said

there needs to be more policing in the hinterland and forested regions. He had noted that the behaviour of persons there had led to a number of murders and fatal accidents.

“We already have a concept paper on the development of a corps of wardens who would be working mainly in the extractive industries and the tourist industry in the hinterland…

That will come on stream after they are trained and properly equipped. They will generally come under the Police Force, under the Police Act, but they will perform specialized functions in those areas,” President Granger had said.

BOSAI turns to manganese … acquires Reunion project for US$10M

DESPITE a volatile international market and other uncertainties, Bosai Minerals has expanded its operation here with the purchase of the Reunion Gold Corporation’s Matthews Ridge manganese project for US$10M.

Under the terms of the sales agreement, which was signed on November 4, 2016, Bosai will pay to Reunion a total of US$10 million, of which US$5 million are payable at closing and US$5 million are to be paid at the rate of US$2.00 per tonne

of manganese concentrate or ore shipped from Matthews’ Ridge following production.

The Ministry of Natural Resources and the Environment (MNRE) has congratulated the companies for reaching “the significant agreement with regards to

the sale of the latter’s rights and interest in the Matthews’ Ridge Manganese Project, and gives its commitment to support the investment.”

The MNRE has said that this development, occurring in the face of volatile international markets and other uncertainties, speaks to the renewed confidence that investors have placed in the country’s mineral resources sector.

“The Ministry of Natural Resources and the Guyana Geology and Mines Commission urge the principals of the new Bosai-controlled manganese entity to engage in their exploration and extraction activities in a manner that is respectful to the rights of workers, to the country’s laws, and to the environment.”

Bosai Minerals Group (Guyana) Inc., formerly known as Omai Bauxite Mining Inc., engages in bauxite mining. As a result of its acquisition by Bosai Minerals Group Co. Ltd., the name of Omai Bauxite Mining Inc. was changed.

The company was incorporated in 1992 and is based in Linden, Guyana. As of February 13, 2007, Bosai Minerals Group (Guyana) Inc. has been operating as a subsidiary of Bosai Minerals

Group Co. Ltd. Meanwhile, Reunion intends to continue to focus its exploration in the Guiana Shield of South America, and more specifically on early-stage gold projects.

The Matthews Ridge Manganese Project is located in the North West District of Guyana in and around the site of the abandoned Matthews Ridge Manganese Mine, which was operated by a subsidiary of Union Carbide Corporation from 1962 to 1968. In excess of 1.66 million tonnes of manganese concentrate were shipped from the mine site during that period.

The main project footprint consists of a 15 km-long series of nine hills contained within the Matthews Ridge Formation, which hosts the manganese mineralization and is known to extend for more than 40 kilometres of strike.

Prior to Reunion acquiring the project, previous mining operations were confined to hills 5 to 9, with little or no work done on the other hills.

Reunion commenced exploration in October 2010 with the objective of delineating substantial manganese resources in and around the Matthews Ridge deposits, and assessing the economic potential of the project with the help of modern exploration, processing and mining technology.

Reunion began work at Matthews Ridge in October 2010, with the clearing of old mine roads and access to old mine pits, doing topographical surveys, and laying out a line grid for trenching and mapping. Subsequent exploration work had included systematic trenching, pitting, diamond drilling, and reverse circulation drilling. The trenching and drilling programmes were designed both to evaluate the previously mined areas and to define the extent and characteristics of known but unexplored mineralized zones. Metallurgical testing has been conducted on the different types of ores encountered, and studies have been undertaken on geotechnical parameters required for the project infrastructure.

Trenches were dug across the strike of the geological units at 100m intervals, to expose the saprolitic mineralization in three dimensions and allow channel sampling of the mineralized beds and their detailed mapping. Reunion has excavated over 17 linear kilometres in 202 trenches.

Reunion said it had c o m p l e t e d m o re t h a n 65,000 metres of drilling, comprised of 47,570 metres of diamond drilling in 735 holes; 17,361 metres of reverse circulation drilling in 283 holes; and 217 metres of Banka drilling in 119 holes.

Gov’t debunks PPP’s claims of hijacking of Members Day

THE contention by Leader of the Opposition, Bharrat Jagdeo, that the government hijacked Members’ Day last Friday has been debunked by Government’s Chief Whip Amna Ally.

Leader of the Opposition, Bharrat Jagdeo On Thursday, Ally who joined Minister of State Joseph Harmon at his weekly post-cabinet press briefing told reporters that the accusations by the opposition are frivolous. She said Parliament is guided by Standing Orders and referenced Standing Order 24 (2) which speaks specifically to the sittings of the National Assembly.

That Standing Order outlines when sittings of the House are held and more specifically when the opposition is entitled to have precedence on those sittings. The Government’s Chief Whip also cited Article 55 of the Constitution of Guyana which

elucidates when and how the sittings of the National Assembly must take place.

“The first sitting of the 11th Parliament was held on the 10th June, 2015. Every fourth sitting of the Parliament except at budget time is what we call Members’ Day or the Opposition Day. November 4 which was the last parliamentary sitting was the day of Government Business and not opposition business as was being alluded to,” Ally told reporters.

She said the next Members’ Day is the 48th sitting which is not too far away.

However, she explained that during the budget debate period those sittings cannot occur “….and when we looked at the whole scenario it was discovered that the next Members’ Day will be until next year, sometime in January.”

“And so, at the behest of the speaker, the Opposition Chief whip and I had discussions with him and we conceded to have the next parliamentary sitting which is November 21 to be given to the Opposition to debate opposition matters,” Ally disclosed.

The Chief Whip argued that the Opposition Chief Whip, Gail Teixeira is more than au fait with the Standing Orders and the provisions of the Constitution, “so I don’t think it is a matter of misconception but I believe it is a deliberate attempt” to mislead the public.

The order paper issued by Parliament Office on October 31, stated that it was Private Members’ Business and outlined a number of motions to be tabled including the Commission of Inquiry into the Public Service of Guyana, the Parking Meter Project for the City of Georgetown, and the D’Urban Park Development Jubilee Project.

However, on the night

of November 1, Parliament Office reportedly circulated a Supplementary Order Paper which included a motion on President David Granger’s last address to the National Assembly and the way paved for it to be debated by virtue of a suspension motion approved by the Speaker Dr Barton Scotland.

Commenting on his weekly television programme, ‘The Public Interest’, on Thursday -- one day after the home of People’s Progressive Party/ Civic (PPP) General Secretary Clement Rohee was robbed -- the President said: “I am suspicious… that there are some persons who are committing crimes to show that the Police Force and Government are weak. We don’t know for sure what is taking place, but many of these crimes have their origin in the weakening of the Police Force in the early days, and so we have

a very serious problem on our hands.”

He pointed out that the GPF is not devoid of rogue elements, although he is satisfied that the Force has made some headway in regard to solving many high-profile and violent crimes.

“We reckon that the decision that we took to bring the British Security Sector Reform Programme here is the right one, because we cannot proceed in this country with an unreformed Guyana Police Force; and some of the actions which are taking place convince me that reform has to take place, and we are going to do that,” he promised.

Noting that his Administration remains committed to doing everything possible to ensure citizens’ safety, the President pointed out that reducing the high in-

cidence of violent crime continues to be a priority.

Police Commissioner Seelall Persaud supported the minister’s point, noting that it is important that licensing be carefully managed, since gun-related crimes are committed with the use of both licensed and unlicensed firearms.

“Licensed firearms, for example… We have had murders, domestic violence, and we have had licensed firearms being stolen, getting into the wrong hands and therefore becoming unlicensed.

There also might be persons who would have had large mining operations and a lot of security, but those operations have been shut down and they still have those firearms, even though (their mining entities) are no longer in operation. A firearm is a lethal weapon; it is designed to kill and maim people….

“As it is right now, we have a murder investigation going on, and one of the lines of inquiry is that the licensed firearm holder for a number of arms for a security company is renting those guns to persons who are not licensed or authorised to carry them,” Mr. Persaud said.

Also on the Government’s agenda is the increase of police street patrols, as well as the building of partnerships and the strengthening of community policing groups and neighbourhood democratic councils (NDCs).

Regularising Andy Ville … move afoot to fix squatters’ settlement

THE residents of the squatting community of Andy Ville, Linden,Region 10 (Upper Demerara/Upper Berbice), were recently assured by Commissioner of the Guyana Lands and Surveys Commission, Trevor Benn, that their community will soon be regularised. But he warned that they would have to make the necessary changes to accommodate the process.

The residents were faced with the harsh reality that for the community to be regularised, some properties had to be torn down to facilitate the process. Benn paid a visit to the community two Sundays ago after residents had complained of not being able to access potable water and electricity because the community has not been regularised. Benn reminded the community that their action of squatting is illegal and will bear the consequences. He stressed that the current layout of the community does not meet the minimum standards for regularisation and for that to be met, the residents need to agree to have their properties removed if needed. “ In order for a community to be established, you have certain minimum standards you have to have a certain road with sizes, sizes of houselots, etc etc; what we are seeing here on the ground to date does not allow for regularisation of the community. If we are going to be able to regula-

rise the community, some people will have to move, in order for us to have the roadway that is necessary to allow the Central Board of Health to clear this area as a community.

He asked the authorities to assist them in the process as was promised during the elections period. “We are simply asking the people of the higher authorities, to see how best they can help us. Humbly, we are not bombarding no one, we are not coming down on anyone we are humbly asking for assistance.”

Benn after receiving the agreement of the people, said that Lands and Surveys will commence an occupational survey which will be followed by the designing process. This he said will commence by December 1. He asked that the residents exercise patience as the process is a time- consuming one.

Benn also warned that no one should squat henceforth, as the process will be halted. It has been 20 years since the first person began squatting in the area and for many others it has been a decade long since they have been requesting these two necessities. To date, there are about 125 households and about 300 houselots in the area.

Linden Restoration Project launched IN an effort to transform and restore the mining town of Linden to its former glory, stakeholders recently joined hands in launching the Linden Restoration Project.

Several community leaders who held reputable offices in the former days, particularly in the bauxite company, in collaboration with the Linden Youth Leaders are on a mission to bridge the generation gap between young and old by sharing much-needed knowledge and expertise to give Linden the boost it really needs. The team consists of former General Manager of Guymine, Regional Chairman and entrepreneur Steve Bovell, former Regional Chairman Mortimer Mingo, former Interim Management Committee Chairman Orin

Gordon, Chief Executive Officer of Linden Electricity and Utility Company Emit Alves, Chief Executive Officer of National Industrial and Commercial Investments Ltd., Horace James, Mayor of Linden Carwyn Holland, representatives from the Linden Mayor and Town Council, Regional Chairman Renis Morian and several other persons from the diaspora.

Treasurer of the Linden Youth Leaders, Urlisha Obermulla, posited that the project aims to make Linden more attractive and to improve the educational, social and physical sectors of the town which will lure investors and thus create employment for youths. “We are happy that we can collaborate with mature minds, whereby we can come togeth-

er and put our thoughts and ideas together where we could bridge the gap between the two generations to brand and promote Linden once again.”

Former IMC Chairman Orin Gordon said that it is necessary to bridge the gap and for all participants to get involved for the project to succeed. “The various segments are fragmented and doing their own little thing in their own little way…information should be free and available so that the younger folks should be able to apply it.” Gordon alluded to several infrastructural developments that are being done in Linden without the input of the many old engineers available in Linden. Similar sentiments were echoed by MTC Councillor Wainwright

Bethune, who bemoaned the under-utilisation of many persons with the expertise in the technical field. “We have all of these qualified people who I think in my opinion are underutilised, we have all of these young people with great potential, but I think the hand of experience and qualification is needed…” he said.

Mingo for his part said that the town has taken its fair share of beating, but now has a government that is most receptive and friendly towards real and sustainable development in the region. “We must not squander that opportunity in putting forward proposals and to ensure that whatever you propose is being executed,” Mingo affirmed, adding that he does not want to be a part of another talk shop, but that

Former Regional Chairman and founder of Demerara Bakery, Mr. Steve Bovell, in his presentation stressed that Linden should not be poor as the town is fully endowed with vast natural resources, human resources and has geographical advantages being the gateway to the interior and being the capital of a region that is bordered by all three main rivers. Bovell said that Linden is ripe for investments, citing the advantages he derived in doing so. The entrepreneur contended that if more entrepreneurs invest in Linden, more money will be circulated in the town thus boosting the economy.

Tourism, he said, if developed, will bring in signifi-

cant income to the town as Linden has great potential in this industry. The youths were encouraged to bring back the annual Linden Arts and Music Festival, commence historical tours, develop a furniture- making industry and most importantly, expand the agricultural industry by growing our own food and getting involved in agro-processing.

The youths were further encouraged to create an action plan for the various projects to be embarked on and to review their progress every month. The Linden Youth Leaders will be embarking on several activities in the upcoming weeks. One of these is the investment forum that is slated for the 28th and 29th November.

70 years of educating Linden … Mackenzie High holds route march to celebrate milestone

AST students and present teachers and students of the Mackenzie High School (MHS) joined in a march last Sunday to celebrate the institution’s 70th Anni-

versary.

The march, which started from the Linden Technical Institute compound and ended at the Mackenzie High School saw participation from scores of persons who donned the school’s colours, blue and white, as they cheerfully gyrated through the streets of Linden in celebration of the school’s achievements over the past 70 years.

Former Head Teacher of the school Mr. Clifton Mc Donald, 94, who lives overseas, returned home to participate in the anniversary’s procceedings.

The march was led by former Head Mistress and Guidance Counsellor Gloria Britton, Mayor of Linden Carwyn Holland, who is also a former student and Deputy Head Teacher Miss Dion David. Miss Gloria Britton, who gave the inspirational charge, encouraged the students to remain disciplined as this would lead to success. Vanessa Kisoon, a teacher of the school, said the march also served as a reunion of former teachers and students. “They all sang the school song, repeated the school prayers, the school creed and it was really nice that even the head teachers remembered after so many years, it was a really nice atmosphere,” she said.

This march is only one of the many events on the calendar of activities for the 70th Anniversary celebration. Also held were a church service and an inter-house debating competition a concert and an Evening of Elegance. A student’s symposium will be held on November 15th followed by the debate finals and basketball competition on November 16th.

Wrapping up the calendar of activities will be the annual Thanksgiving Exercise on November 17th, followed by a teachers’ retreat on the18th.

tion (CAPE). The overall pass rate was 84%, and the analysis of the results shows that MHS has done very well despite facing several challenges. A total of 25 students received grade ones in Mathemtics, while the overall past pass rate stands above 70%. English A raked in a total of 39 grade ones with an overall pass rate of 90%. The school also raked in 100% passes for Agricultural Science, Building Technology, Clothing and Textile, EDPM and Food and Nutrition.

Over 90% of the students in the 2016 batch passed Economics and English A, while 80% passed Biology, Caribbean History and Geography. The school has also copped 8 of the 10 spots for the region’s top 10, with the top business student gaining seven grade ones. The Caribbean Advanced Proficiency Examination (CAPE), also saw noticeable success with 100% overall passes in several subjects. These include Agricultural Science, Caribbean Studies, Chemistry, Communication Studies, Environmental Science, Geography, Law Unit 1, Management of Business, Mathematics Unit 1 and 2, Physics and Sociology Units 1 and 2.

Given this exceptional performance, MHS was honoured with the 2016 Most Improved School award. The school also retained this year’s Inter-Secondary Track and Field Championships. According to Head Teacher Collete Nurse, Mackenzie High will continue to strive for excellence not only academically, but in sports .

The Mackenzie High School, formerly known as Echols High, was opened in 1945 to give students living up the Demerara River an opportunity to attend secondary school in their district as they were forced to attend schools in Georgetown.

The first principal was Mr. E. U. Wilson. On September 11, 1959, the school was renamed the Mackenzie High School after coming under the stewardship of the Ministry of Education.

Wild animals tearing up farms at Hururu … farmers reporting hundreds of millions in losses

CASH-CROP farmers in the small Amerindian community of Hururu up the Berbice River in Region 10 are at their wits end with the constant raid on their farms by wild animals and pests.

Hururu with a population of 600 residents is a primarily logging community, but the handful of men and women who prefer to plough the land to feed themselves and their community are regretting making such a choice after facing the reality that the animals are the ones reaping what they had sowed. Hansel Vandenburg is a large-scale farmer, who primarily focuses on cash crops. He told the Guyana Chronicle that he lost over $200, 000 in crops that were destroyed by pests last season, excluding what was lost to wild animals.

NO HELP FROM NAREI OFFICER Vandenburg in voicing his frustration said that the community was promised months ago a visit from an officer attached to the National Agricultural Research and Extension Institute (NAREI), but to date this has not materialised, though the promises were

made several times. The purpose of the officer’s visit is to disseminate knowledge and guidelines to the farmers to eradicate pests and also to provide them with the necessary chemicals to

These wild raiders include the monkeys, rabbits, jaguars and many more. “That is the greater pest, they destroy the papaws everything, everything...these savannah fox they eat the pineapples plenty, the monkeys destroy the pineapples, the rabbits eat all the pumpkins...we are just farming for the animals.

I could have gotten hunters to come and shoot down these things, but the council said you can’t shoot them,” Vandenburg stressed.

The farmer said that the significant losses are extremely frustrating, as it is his only means of income.

“Is only who feels it knows it, you are there to make rules and regulations and all kinds of things, but you never went in the situation; what about our children’s school uniforms, exercise books, college funds, exam

funds, whose providing that, we have to provide it,” he said.

The farmer recommends that the authorities visit the farm areas to see what could be done to assist them or to grant them firearm licences to protect their farms.

Demand on the low Another challenge being faced by the farmers is the diminishing of the markets as everyone is turning to subsistence farming to provide for their families, given the unavailability of jobs in the area. The farmers who previously tapped into markets in Hururu and Kwakwani say there is now a need to venture out, but transportation is an issue.

“Where is the steamer they promised us to buy this produce and to look out for the farmers in the river? The area here is not doing quite well because of the economy, so we need external markets, but what about the transportation?” Vandenburg asked.

The farmers, despite these challenges, are not planning to “throw in the towel” any time soon, but are calling on NAREI,the Ministry of Agriculture and the Government to provide the assistance they need to fully benefit from farming.

Founder and owner of the business, Steven Bovell, revealed to the Guyana Chronicle that the business

With weeks of an entire shutdown of the town, business was closed, but the entrepreneur in his selflessness and generosity continued to produce products on a small scale to provide free meals for the protestors. “Fire and so was burning right in front of the business, everything was shutdown and we lost tremendously,” Bovell reminisced, adding that he had to down-size on employment and some employees’ incomes were cut. During that same time, a plethora of external businesses started distributing their products in the mining town and Lindeners, he claimed, rushed for these new products, thus undermining their own local bakery. With a decrease in demand and production, things went downwards and got worse after two robberies in the space of three weeks.” We got robbed by the same person twice in three weeks and lost close to $300, 000.” Bovell said that the business did not fold, but picked up the pieces and continued to provide service.

SUPPORT YOUR OWN The local businessman said that it is paramount that Lindeners support their own businesses, not specifically his bakery, but all local businesses owned by their fellow Lindeners and providing employment for their fellow Lindeners. “We have to educate people, I am not saying buy Demerara Bakery, but you have to support your businesses just [as] how your busi-

He posited that many outside businesses are saturating the local Linden market and the money is leaving the town rather than circulating within for its own development.

Bovell said too that he is concerned about the state of affairs in Linden and has been collaborating with various stakeholders to restore the town to its former glory. He stressed that Lindeners should explore several avenues which will enable them to sustain themselves, thus boosting the economy.

GIVING BACK Marking the 21st Anniversary, the business will be embarking on several ‘giving back’ initiatives to further strengthen its purpose

of service to the community. “Every week for different communities, we will provide 20 meals which will consist of a fruit juice, a main meal and a dessert for the vulnerable homes in the area. Secondly, we are going to announce that at the end of every month, based on the community purchases on our product we will give back a percentage which will go towards community projects....thirdly, as a business twice a week we will prepare meals consisting of a fruit juice, main meal and dessert,” Bovell revealed.

This initiative he s a i d i s t o p ro m o t e healthy living and eating. He is calling on all Lindeners to support the business so that the entire community of Linden can benefit, especially the less fortunate ones.

Linden to get safe houses for abused women WITH numerous cases of elderly neglect, child abuse and domestic violence in the mining town of Linden and by extension Region 10, the Ministry of Social Protection is seeking out various solutions to address the problem and is considering building safe houses in the region.

This was brought out during discussions recently among Mayor of Linden Carwyn Holland, Deputy Mayor Waneka Arindell, Chairman of the Social Development Committee Keeran Williams,

representatives of various Non-Governmental Organisations in Linden, including For the Children’s Sake Foundation, Linden Youth Leaders and Linden Care, staff of various day care centres, staff of the Linden Mayor and Town Council, Director of Social Services Wentworth Tanner, his Deputy Abeka Benjamin and several staff members of the Department of Social Services.

Mayor Holland revealed that he recently held discussions with Minister of Social Protection Volda Lawrence,

during which the alarming cases of sexual abuse against children, especially in the riverine and outlying communities, were revealed. There were also complaints of cases of elderly neglect in Linden and the minister in promptly responding to the situation, sent a team to Linden to investigate.

Director of Social Services, Wentworth Tanner, said that the ministry will be establishing partnerships with the NGOs in the region so as to better tackle the issue. “We would like to start by

building capacity in those groups, providing people with information, [and] creating sensitisation and awareness, so that persons can identify cases of abuse and things like that,” he said.

The ministry is also looking at establishing another office on the Wismar shore so that persons would not have to travel to Mackenzie to benefit from social services. In addition, the ministry will be establishing an elderly home in Linden as there is a need for this. Tanner revealed that though the

ministry’s budget for 2017 has already been closed and an entire building cannot be built immediately, there is a possibility that a building can be rented or renovated to provide accommodation for the elderly who need same urgently. It was suggested that the Dorfolk Elderly Home located in Retrieve can be used as a home for the elderly, but will need extensive repairs. Another vacant government building located in Watooka was suggested to be used as a safe home for abused women and children.

Tanner encouraged regional officials to get involved in the ministry’s upcoming 16 days of activism, campaigning against gender based-violence. The activities will be held from the 25th of November to the 10th December. Mayor Holland revealed that Linden will however host its activism day on the 20th November, when there will be a ride- a- ton.

Everyone is expected to wear orange which is the official colour representing the fight against gender-based violence.

Bigger hospital needed at Kwakwani … residents, staff say facility too small to take off daily visits RESIDENTS joined with the frustrated nurses and staff of the Kwakwani Hospital in recommending that an entirely new building be constructed to serve the community as the current facility can no longer accommodate the daily inflow of patients.

This call was made in addition to many other complaints at a public consultation hosted by the Linden Hospital Complex on Wednesday. The consultation held at the Workers Union Hall in Kwakwani saw scores of residents and nurses present, who made it very clear that there is much to be desired as it relates to the services and conditions of the hospital.

Listening to the concerns raised were Chair-

man of the Linden Hospital Complex Board Mortimer Mingo, Medical Superintendent (ag) Dr. Steve Mark, Administrative Services Manager Mrs. Michelle Bollers, Chairman of the Regional Health Committee Dr. Gregory Harris, Public Relations Officer Shanteal Alleyne and other board members and staff of the Linden Hospital Complex.

One resident in her presentation recommended that when the hospital was built in the early 1900s, the population of Kwakwani was very small, consisting merely of bauxite workers. However,from then to now, Kwakwani has seen an overwhelming population growth and therefore the hospital should not be a district or a level three hospital, but a regional hospital. For this to be possible there is need for an entirely new facility as the current one-storey building can no longer accommodate the residents. She stressed that in addition to the residents, there is a mobile population consisting of miners, loggers and bauxite workers.

She was supported by the rest of the residents with loud applause and similar sentiments were echoed by staff of the hospital, who spoke of the daily pressures of working in a cramped atmosphere.

The issue of patient privacy was raised as the overcrowded wards do not allow for patients to enjoy the privacy they need as a result of insufficient space.

LIMITED SUPPLIES The authorities were told of the limited equipment and inadequate supplies available at the hospital, which force the nurses to improvise when the need arises.

One visibly frustrated nurse related the reality of having to work with one blood pressure apparatus, two thermometers, one nebuliser, three wheelchairs, one refrigerator to store supplies, etc. “We cannot carry out maximum care, we have been improvising for a long time because we have inadequate supplies... when persons come to the hospital they say the nurses taking long, but these are the conditions we are working under...we have one refrigerator that is not really working or functioning properly,[so] we have to make our ice packs by using gloves,” the nurse revealed. She added that the other nurses are planning to have a sit-out if these issues

are not expeditiously looked into.

The medex of the hospital however revealed that in the very hospital, these supplies were available in the pharmacy but could not explain why it was not made available for the nurses to use.

ADMINISTRATIVE BREAKDOWN Addressing the issues, Mingo supported the call for a new hospital to be built. Mingo however was disappointed in the unavailability and limited supply of basic equipment and supplies to the facility.

He said the situation could have been avoided if an administrator were present at the hospital.

“The hospital should have an administrator who coordinates all of the services and so we will be able to address those issues in a very timely way; with that responsibility, that person will be able to channel those issues directly to the CEO, Manager of Administrative Services to deal with those issues in a timely manner,” Mingo stressed. “I say we must cut the bureaucracy out because basically when we dwell on bureaucracy, basically what happens is the people suffer,” Mingo said.

Other issues that were raised at the consultation is the need for a medivac, an ultrasound machine, 24hour water supply, an ambulance, increase in nurses’ allowances and more resident doctors to decrease the amount of transfers to the Linden Hospital, thus allowing the nurses to take the trail to Linden late at nights.

Medical Superintendent Dr. Steve Marks, in his overview and projection, revealed that there are 20 nurses, two doctors, one medic, two pharmacy assistants, two pharmacy technicians, one audiology technician, one rehab assistant and one dentist. There are several clinics and services available at the hospital. For 2016, the hospital saw 519 outpatients, 174 admission, 45 successful deliveries, and saw 1244 medical patients.

Marks highlighted that there are several projections for 2017, which include the increase of the amount of doctors, a new operating room to commence surgeries and a resident x-ray technician.

The representatives stated that they are committed to equalising services at the Kwakwani Hospital and promised that things would get better.

(Reuters)-MURALI Vijay and Cheteshwar Pujara hit centuries and shared a stand of 209 to lead India to 319-4 in their first innings on the third day of the opening Test yesterday, trailing England by 218 runs.

WICB jumped the gun with 20 percent levy - Lorgat CRICKET South Africa chief executive officer Haroon Lorgat has suggested that the West Indies Cricket Board (WICB) jumped the gun in terms of the implementation of the proposed 20 percent levy.

The Windies recently announced plans that would require overseas boards requiring the services of West Indies players for Twenty20 tournaments to pay a 20 percent levy based on salaries

offered to players.

While admitting that the plan had been discussed at the Cape Town round of ICC meetings held in October, however, Lorgat insists the boards have been taken by surprise as the measures were never agreed upon based on preliminary discussions.

“It was a WICB proposal, but not supported by any other member at the time,” Lorgat said.

“It was the first time

the topic was raised and it was concluded by all that we should reflect on it as a part of all of the other reforms or regulations that we are presently working on to support the primacy of international cricket,” he added.

Earlier this week reports indicated that all-rounder Kieron Pollard had not been granted a No Objection Certificate as CSA and WICB had yet to agree on specifics

relating to the fee. Cricket Australia and CSA are among those strongly opposed to the decision.

“I was quite surprised by the approach of the WICB because we had discussed this concept in a very preliminary way at the last chief executives committee (CEC) meeting in Cape Town. As an isolated measure, we cannot support it at this stage.”(Sportsmax. com)

National Olympic bodies to get more than $500 million

(REUTERS)-THE International Olympic Committee (IOC) will distribute more than $500 million to national bodies over the next few years, it announced on Thursday.

The IOC said the amount was an increase from the $439 million dispersed over the 2013-16 period.

The funds, officially known as the Olympic Solidarity 2017-2020 Quadrennial Plan, represent a share of the broadcast revenue from the 2016 Rio Summer Games and 2018 PyeongChang Winter Games.

“This increase shows that the athletes remain at the heart of all our activity,” said Pere Miró, Deputy Director General for Relations with the Olympic Movement and Director of Olympic Solidarity.

The programme’s aim is to assist National Olympic Committees with athlete development, training of coaches and sports administrators, and to promote Olympic values.

Two new programmes have also been proposed -Refugee Athlete Support and Athletes’ Career Transition.

Bonner, Hamilton stabilise Hurricanes with half-centuries

BRIDGETOWN, Barbados (CMC) – Nkrumah Bonner and Jahmar Hamilton struck half-centuries to weather a robust Barbados Pride start, and stabilise Leeward Islands Hurricanes on the opening day of the first round of matches in the Regional Four-Day Championship.

Choosing to bat first at Warner Park, Hurricanes recovered from a precarious position of 39 for three to close on 210 for five, with Bonner unbeaten on 71 and Hamilton 65.

English County pro Chesney Hughes chipped in with 31 while captain Kieran Powell made 26.

Captain Kevin Stoute was the leading bowler, snaring three for 24 in a superb spell of right-arm seam.

Wicketkeeper/batsman Shane Dowrich was imperious in an unbeaten 41 off 28 balls while Shai Hope scored 32 and Jonathan Carter, 31.

West Indies were 55 for two after Kraigg Brathwaite (12) and Evin Lewis (0) fell cheaply but Charles put on 76 for the third wicket with Carter, to revive the innings.

While Charles blasted 11 fours and two sixes, Carter’s knock was a patient one, requiring 62 deliveries and including two fours.

Both fell within 15 runs of each other leaving Hope, Dowrich and Carlos Brathwaite (25) to provide the finishing touches to the

POPULAR night club Palm Court yesterday signed on to five competitors for this weekend’s Guyana Motor Racing and Sports Club’s (GMR&SC) international race meet.

The Main Street Georgetown business has renewed its sponsorship with Group 4 driver Rupie Sewjattan, Group Two and Three driver Rameez Mohammed and Super-stock competitor Steven Vieira.

Palm Court also gave sponsorship to Groups Three and Four competitor Danny Persaud and Sports-tuner driver Peter Morgan.

Vieira, currently in contention for the Caribbean Motor Racing Championship (CMRC) Super-stock title, was heartened by the donation and promised to use it to full advantage on Sunday.

“I’m very prepared but the competition is very strong so I have a lot of work to do.

The bike is decently prepared but we still have more to work on. This weekend I think the Guyanese people should come out and watch because I’m coming all out.”

Meanwhile, newcomers Danny Persaud and Peter Morgan each thanked the company for supporting them.

“I had a test run of the car yesterday, it feels solid and I think that we can defend Guyana come Sunday. All in all it’s been an up and down year for us, but we are still confident of going out on a high and preparing for the next year,” Persaud said.

Morgan, on the other hand, contended, “I think I stand a very good chance.

Only one car that I’m worried about is Bridget Singh from Trinidad, but otherwise we are good. I’d like to thank Palm Court for supporting me.”

Bravo’s poor performances did not merit higher contract - Cameron WEST Indies Cricket Board (WICB) president Dave Cameron has said Darren Bravo was offered a Grade-C contract because his “poor” recent performances did not merit a higher pay grade.

Cameron also revealed that of the 15 players who were recently offered WICB contracts until September 2017, only Kraigg Brathwaite and Marlon Samuels had received contracts higher than the C category. Along with Bravo, Carlos Brathwaite and Samuels, who was given a Grade-B contract, had declined the board’s offer.

offered. “It is explicit that if your averages are not above a certain level it tells you what contracts you get.

It is very, very explicit,” Cameron told SportsMax TV, a Caribbean television network. “His averages in the last

two years have been declining, so what do you do? Reward poor performance or do you encourage him to get better?”

Bravo is one of the most experienced players in the West Indies Test squad and when Cameron asked if it was demotivating for the batsman to be offered a low contract, he said: “If you continue to keep giving him an A contract then what is the motivation to get better? He has been on an A contract and he hasn’t done well.”

Bravo responded with a tweet saying he had never been offered a Grade-A contract.

“You have been failing 4 d last 4yrs. Y don’t u resign and

FYI I’ve neva been given an A contract. Big idiot @davec51,” he said on Twitter.

Bravo, 27, was West Indies’ second-highest run-getter in the recently concluded Test series against Pakistan in the UAE. Before that, he had a poor Test series against India at home, scoring only 139 runs in seven innings. Since November 2014, Bravo scored 1 089 runs in 17 Tests for West Indies, a tally that is second to Kraigg Brathwaite’s 1 258 runs in 20 matches. Bravo scored two centuries and seven fifties in this period, and was also the second-highest run-getter for the side in away Tests in this

period, with 391 runs at an average of 43.44. Bravo’s overall batting average in overseas Tests is 51.18.

The WICB retainers comprise five categories - A+, A, B+, B and C - and the eventual grades are based on a points system used for players. These points are calculated by an appraisal formula that compares the player’s performance over the last 12 months to his overall career figures.

In 2015, Bravo scored 644 runs in nine Tests at an average of 35.77, with his best

performances coming overseas. In Sri Lanka, he scored two half-centuries from four innings before racking up 247 runs in five innings at 49.4 in Australia. Bravo aggregated 300 runs in five matches at an average of 37.50.

Cameron did not provide the specifics of how many points Bravo had scored.

… Team Alanis stages 20-lap criterium around National Park GUYANA’S top pedal cyclists will be in action next Sunday (November 19) when Team Alanis stages a 20-lap road race around the outer circuit of the National Park starting at 11:00hrs.

The event, which is being sponsored by Team Alanis’ New York Chapter, will include several categories of cyclists, including seniors, juniors, veterans, BMX and mountain bikers.

Among the United States-based Guyanese who

have already contributed to the activity are: `Red man Gerry (only name provided), Monty Davis, Danny Chee and his wife Eunice, Onika Massy-Chung and Derick Sue Hang.

With over $100 000 in prize money at stake for the entire activity, it will be interesting to see if Alanzo Greaves will be able to maintain the momentum, after serving a one-year ban for the use of illegal substance during last year’s `Ride for

Life’ Five Stage road race.

Greaves made a heavy impact on his return to the local cycling scene. He placed second in the 65mile first stage road race behind Geron Williams then placed among the top eight finishers in the 3.5mile individual time trial, ending off with a win in the 50.5-mile (20 laps) final stage around the outer circuit of the National Park.

Apart from Greaves, Shaquille Agard will be

beaming with confidence after winning the overall title in last weekend’s three-stage road race.

Not to be outdone is Jamal John of Team Coco’s who won the previous weekend’s Digicel `Cancer Awareness’ 30-lap event around the same circuit.

Other riders are Raynauth Jeffrey, Orville Hinds, Raul Leal, Michael Anthony, Marlon `Fishy’ Williams, Akeem Wilkinson and Geron Williams.

TOPP XX will seek to move atop the points standings when they take on Silver Shattas in the first game of a triple-header card when the NAMILCO-sponsored Under-17 Upper Demerara football Association (UDFA)-organised championship resumes at the Wisburg Secondary School ground.

Topp XX currently are in second position with ten points after winning three, drawing one and losing one in the eight-team competition. Shattas are just above Hi Stars with two points from four outings so far with 2 draws and 2 losses.

That game is at 13:00hrs and will be followed by Amelia’s Ward Panthers facing Botofago. The Botofago are on five points from one win and two losses while the Panthers are on three points from three draws and one win.

Their clash at 14:30hrs will be followed by the final game of this week’s clashes when at 16.00hrs Milerock and Net Rockers collide.

Milerock are on 3 points from two wins and a draw, having been unbeaten so far, while their opponents Net Rockers have three points from one win and two losses.

TWO-TIME reigning regional champions, Guyana Jaguars, closed day one at the Guyana National Stadium, Providence in their West Indies Cricket Board (WICB) regional fourday round one match in a steady position at 279-7.

Steered predominantly by veteran left-hander Shivnarine Chanderpaul and opener Rajendra Chandrika, the home side had got off to the start that they needed and currently have Veerasammy Permaul (8*) and Eon Hooper (0*) at the crease.

The former West Indies captain notched up another first-class half-century in uncharacteristic style before just missing out on a century, ending on 91 after being caught at first slip with just one over remaining in the day’s play.

Chandrika had earlier set the trend with his 86, which included 12 fours, as the Jaguars looked defend

their regional title in the longest format.

The first wicket of the day to fall was that of lefthander Shimron Hetmyer (5), his stumps being unsettled by pacer Marquino Mindley which brought captain Leon Johnson to the crease.

The skipper partnered with his fellow West Indies batsman Chandrika to settle the innings and take the home side to 89-1 at lunch after 30 overs, moving it further past 100 before the skipper’s gates were broken on 19 by a `doozy’ from newcomer Derval Green.

The introduction of the Scorpions captain and leftarm spinner Nikita Miller bore some fruit as Chandrika, batting smartly, was duped by a delivery which broke the edge. The Jaguars were not sweating however, as Vishal Singh (16) and Chanderpaul partnered to push the total well past 150.
