By Lisa Hamilton TEACHERS at some 100 secondary schools, beginning by the end of the last quarter, are to be trained to identify early mental health issues in adolescents.

Director of the Public Health Ministry’s Mental Health Unit, Dr Util Richmond-Thomas, told the Guyana Chronicle on Sunday that having trained other professionals, the unit believes that it is time for teachers to get on board.

“We’ve trained a number of health care workers all the time, we’ve trained doctors and nurses and so on, but the next group we aim to move to are the teachers, because we feel that the teachers should know how to identify the children who are in distress early, so that they can get the intervention early.

“Then we can teach them the necessary coping skills, we can intervene with the necessary treatment early, so that our children can have a bright future and can develop the resilience that they need to develop before they actually go out into the world and actually need it,” Richmond-Thomas said.

Without waiting for the child to approach teachers about their mental issues, Richmond-Thomas hopes that with the right training, teachers would be able to observe these challenges though a trained eye.

We have mental health workers who are actually deployed to hospitals and as these persons come in with self-harm, we ensure that they get the help that they need while our social workers follow up with them in communities on a longterm basis until they’re no longer at risk.

We ensure they’re keeping their commitments with the psychologist and psychiatrist and so on. So, this is what has been significantly contributing to our successes and that’s going to continue for a long time as it becomes a part of the system,” Richmond-Thomas said.

Sudan’s President Bashir dissolves government KHARTOUM (Reuters) - PRESIDENT Omar al Bashir dissolved the Sudanese government on Sunday, a move aimed at fixing a crisis-hit economy battered in recent months by shortages of bread, fuel and hard currency.

The announcement included a cut in the number of ministries to 21 from 31, a presidential statement said late on Sunday, without an-

nouncing any new government appointments.

The move came just after Bashir called an emergency meeting of ruling party officials in the presidential palace.

The government has been trying to slash expenditure as it grapples with record high inflation, the hard currency shortage and growing concern over low levels of liquidity at commercial banks.

Long queues outside commercial banks have become a fixture around Khartoum in recent weeks as the liquidity of the local currency has dwindled and ATMs have been emptied of cash.

Withdrawal limits in some places have been set as low as 500 Sudanese pounds ($27.85).

The statement said the measures were necessary to solve “the state of distress

and frustration faced by the country during the last period”.

Sudan’s economy has been struggling since the south seceded in 2011, taking with it three-quarters of oil output and depriving Khartoum of a crucial source of foreign currency.

The lifting of 20-yearold U.S. trade sanctions last year was expected to usher in a more prosperous era for

a country that had long been isolated.

But economic woes have only deepened as a black market for U.S. dollars has in effect replaced the formal banking system, making it more difficult and expensive to import essential supplies such as wheat.

The dollar has risen to about 47 pounds on the black market in recent months, against an official rate of

about 30 pounds. This helped to push annual inflation to around 64 percent in July.

A doubling of the price of bread in January, after the government eliminated subsidies, triggered demonstrations.

Sudan has been without a central bank governor since June, when Hazem Abdelqader died after suffering a heart attack while on a trip to Turkey.

Russian police detain hundreds protesting against pension reform

MOSCOW (Reuters) RUSSIAN police detained more than 800 people protesting against planned increases to the pension age on Sunday, a rights group said, disrupting demonstrations against an unpopular change that has hurt President Vladimir Putin’s approval rating.

The protests, organised

by jailed opposition leader Alexei Navalny and his supporters, were a challenge to the authorities who were hoping for a high turnout at regional elections also being held on Sunday, despite anger over the pension move.

Footage of the protests, which were held in more than 80 towns and cities, showed the police sometimes using

force to disperse rallies, beating participants with batons and dragging them away.

The authorities refused to authorise most of the meetings, declaring them illegal.

OVD-Info, a rights organisation that monitors detentions, said 839 people had been detained by police on Sunday in 33 cities, including some of Navalny’s closest aides.

It said most of the detentions - 354 - had been made in St Petersburg where authorities had initially authorised a rally before reversing the decision. The interior ministry was cited by the In-

terfax news agency as saying police had made around 100 detentions in St Petersburg and “several” in Moscow.

The proposed pension changes, which are currently going through parliament, have shaved around 15 percentage points off Putin’s popularity rating and are the most unpopular government measure since a 2005 move to scrap Soviet-era benefits.

Navalny, barred from state TV and prevented from running against Putin for president earlier this year, hopes to tap into public anger over the reform.

He had planned to lead Sunday’s protest in Moscow, but a court last month convicted him of breaking protest laws and jailed him for 30 days. Navalny said the move was designed to derail the protests.

In Moscow, where the authorities had rejected an application from Navalny’s supporters to protest, around 2,000 people gathered in the central Pushkin Square, the authorities and Reuters reporters estimated.

Some of them chanted “Russia will be free” and “Putin is a thief.” Riot police ordered them to disperse or face prosecution. Some of the protesters then marched through central Moscow before riot police halted them with metal barriers and sometimes rough detentions.

Despite the nature of the protest, many of those who took part were young.

“I have come here to protest against the pension reform, I have to live in this country and I want to have hope for the future and a good old age,” said 22-yearold Nikolai Borodin.

Another protester, Katya Shomnikova, 23, said: “They (the authorities) stole my future life, we will have to correct what’s been done. I want a better life for myself and my children.”

After being amended by Putin, the reforms envisage raising the retirement age for men to 65 from 60 and to 60 from 55 for women.

Average life expectancy for men is 66 and for women 77.

Brazil’s far-right presidential contender improving after stabbing SAO PAULO (Reuters) - THE health of Brazil’s far-right leading and poll-leading presidential candidate Jair Bolsonaro was markedly improved after he was stabbed last week at a campaign rally, the hospital where he is being treated said on Sunday.

in intensive care as the perforations of his intestines keep doctors watching for any internal infections. In a written statement, the Einstein Hospital in Sao Paulo said he was spending more time out of bed, but still receiving food intravenously.

Thursday’s knife attack against Bolsonaro further complicated Brazil’s most

unpredictable election in three decades. Corruption investigations have jailed scores of powerful businessmen and politicians in recent years, infuriating voters.

Bolsonaro has for years angered many Brazilians with extreme statements on race, gender and sexual preference, but is also seen

by his many supporters as an outsider who could clean up a broken system.

Police have a suspect in custody and say only that they are continuing the investigation and that no clear motive was yet known, though the assailant told police he stabbed Bolsonaro on Thursday on “orders from God.”

Surveys consistently give Bolsonaro, a member of the Social Liberal Party, around 22 per cent in simulated first-round votes. However, those polls find he would badly lose to most rivals in the likely event of a runoff, which takes place if no candidate wins a majority in the first ballot.

Venezuela denounces U.S. military interference after NYT report CARACAS (Reuters) VENEZUELA’S foreign minister accused the United States of seeking an intervention and supporting military conspiracies, following a report U.S. officials had met with Venezuelan military officers to discuss a coup plot.

The Trump administration held secret meetings with rebellious military officers over the last year to discuss their plans to overthrow President Nicolas Maduro, the New York Times reported on Saturday.

The article cited unnamed American officials and a former Venezuelan military commander who participated in the talks.

“We denounce the inter-

vention plans and support for military conspirators by the government of the United States against Venezuela,” Jorge Arreaza wrote on Twitter on Saturday. “Even in U.S. media, the crass evidence is coming to light.”

Garrett Marquis, a spokesman for the National Security Council, did not deny the report, but said in a statement that the “U.S. policy preference for a peaceful, orderly return to democracy in Venezuela remains unchanged.”

U.S. President Donald Trump last year said the United States was considering all options with respect to Venezuela, including the “military option.”

Drug bust: LIAT supervisor charged ANTIGUA Observer - A flight operations supervisor at LIAT has been busted for the alleged importation and possession of drugs.

Daren Leslie Dunnah, the airline employee, was arrested sometime this week after the police and Customs department discovered two pounds of marijuana hidden in a microwave which had been brought into the country on September 5.

The law enforcement officials were doing a routine search of packages at Deep Water Harbour when they found the drugs in the electronic appliance.

The bust was made with the help of specially trained K-9 dogs.

Dunnah’s home was also searched after the bust.

Police sources say he has been charged with four drug offences and making a false declaration to Customs.

The flight operations supervisor is quite popular for his courier service business which he operates from his Cassada Gardens home.

Honouring Stephen Campbell

T

ODAY, Guyana will honour the memory of Stephen Campbell. Almost all Guyanese know that our country is celebrating Indigenous Heritage Month.

If one were to ask, though, why was September selected for recognition of Indigenous Heritage?

Few persons may know that the answer to that question may be summed up in the name of one man: a National Hero of the Cooperative Republic of Guyana named Stephen Esterban Campbell.

So, who was Stephen Campbell?

Stephen Esterban Campbell was the first Indigenous politician to become a member of the British Guiana Legislative Council (that is now Parliament).

He entered the Council on September 10, 1957; hence, September was chosen to honour the national contribution of Indigenous Guyanese. But, Stephen Campbell was much more than the first Indigenous ‘Member of Parliament;’ his life was remarkable, as he spent many of his years in the service of Indigenous persons while fighting for the rights of Indigenous Peoples.

On December 26, 1897, in Santa Rosa Moruca, British Guiana, Maria dos Santos and her husband Tiburtio Campbell gave birth to the baby who would become a major part of our history and a hero to all Indigenous Peoples. Of Arawakan birth, neither parent lived to see him become a living legend. Following the death of his parents, he was raised by his grandmother. As a student of the Catholic Santa Rosa

Primary School, his early education put emphasis on religious teachings.

Campbell was a man of many jobs. He was a teacher at various villages and settlements, from the Pomeroon to the Rupununi. This allowed him to interact with persons of various cultures and beliefs.

He was a clever man, but circumstances dictated that he often take menial or unskilled employment.

He worked in bauxite mines and he did farming. His work with common labourers, and the difficulties he endured, certainly shaped his views, and influenced his later activism for education for Indigenous Peoples.

Throughout his travels, beginning in the 1920s, Campbell was known as a political activist. He was passionate in his fight for equal opportunities for Indigenous Peoples. Believing in empowerment and self-sufficiency, he was particularly enthusiastic in his struggles for educational opportunities and land rights for hinterland dwellers.

Campbell entered party politics when he was almost 60 years old, joining a party called the National Labour Front (NLF). After winning the only seat for that party, he became a member of the Legislative Council in the event that made history.

He later became part of the pre-independence United Force (UF). He continued his activism in the Chamber of the Legislative Council, where he won numerous victories. He fought for the rights of Indigenous Peoples from the Chamber of the Council

It is pure greed Dear Editor,

AHATMA Gandhi once said, ‘There is a sufficiency in the world for man’s need, but not for man’s greed.’ This was the thought that came immediately to mind when I read the releases through the local newspapers that the Georgetown municipality was pressuring the Private Sector Commission (PSC) to agree to a fixed fee for the unloading of shipping containers in the city.

One has to remember that there is no law, ordinance, statute, regulation or charter that obligates the shipping companies nor the receiver of containerised goods to

pay the City Council a single cent. If they wish to impose a container tax, then they have to go to Parliament to amend the archaic colonial laws that govern the Council on such matters, particularly for imports that enter Guyana at privately operated wharves.

All that has happened was that one day some rapacious municipal official had an epiphany that here was another way that the Council could impose on the already overtaxed citizenry, another burdensome and unjust levy, so that they can fill their pockets even more.

It was merely out of the goodness of the hearts of the PSC particularly the shipping companies that they offered to give them Five Thousand Dollars per container. It seems as though the Council has mistaken this kindness for weakness that they could further exploit.

Campbell became ill and travelled to Canada for medical attention, he died there on 12 May, 1966, and was laid to rest on foreign soil.

Stephen Campbell was declared a Hero of the Cooperative Republic of Guyana during the presidency of Dr. Cheddi Jagan, who recounted that many persons in the People’s Progressive Party objected to the declaration, because Campbell was not a member of the PPP. September was designated as the month during which Indigenous Heritage would be observed.

It is unfortunate, though, that so few Guyanese may know that a man named Stephen Campbell once walked, worked, and fought in our country.

A country that has come a long way, becoming an independent state only days after Campbell died. A country that now has a Ministry of Indigenous Peoples’ Affairs. It is saddening, too, that as Guyanese, we pay such scant attention to the memories of our heroes, and frequently give such little thought to those who have battled to earn us the rights and privileges which we often take for granted. It is fitting that government has renamed the building that houses the Ministry of Citizenship in honour of Mr Campbell.

To imagine that the Council has capriciously earned $57 million in 2016 since the decision by the PSC to help them out in August of that year, earned another $183 million in 2017, and over $40 million for 2018 so far, of free money and yet hungering for more is just simply mind-boggling.

This $280 million-dollar container windfall the Council should be grateful for, instead of being usurious and demanding five times that amount. They will not earn a fraction of that through their notorious parking meter scheme, nor from their other unscrupulous programmes.

The Council sounds like the famous story of the life of a hustler named Joe, who wakes up every morning broke, hustles as much as US$10,000 during the day and then loses most of it by the time he goes to bed.

Convenient, hypocritical, and illogical reasoning Dear Editor,

A

S would have been expected, during the teachers’ strike, there were a number of references to the coalition government’s 50 per cent pay rise in its very early days of assuming the reins of executive responsibility.

Such was expected, since it has become a means of scoring what are really cheap political points by the critics, especially the parliamentary opposition party.

But how justified have these critics been? Maybe, one can question the timing of the government’s announcement of such an increase, given the fact that there were not any increases allotted before such an announcement, to the nation’s public service; as well as Minister Trotman’s prior denial that such had not been in the making, when questioned by the media.

Reading the views of some of these critics, there is definitely an unfair and prejudiced line of understanding as far as the practicality of the 50 per cent hike is concerned. Not surprisingly, these very critics of the 50 per cent increase seem somehow to have forgotten the unexplained triple-digit per cent increase given to Bharrat Jagdeo, before he demitted the presidency.

First, not every minister of government benefitted from

this increase. This had been clearly explained by the government. Secondly, given the reported anomalies that had been reported to be existing ever since as regards the Cabinet in the former PPP/C government, then it was only logical that adjustments be made at that time; for how could there have been the illogical situation where both senior and junior ministers in some instances were at the same level of earnings? Thirdly, though I do support the view that becoming a Cabinet member was a matter of service to the nation, and of choice, and that it should not be a matter of how much is earned, one should be realistic that these men and women still have to live, and tend to their families’ needs, particularly where there are financial commitments.

Editor, we live in a society that continues to exude a brand of hypocrisy that is driven by the factors of political affiliation and, of course, race. Thus, it becomes mentally laborious to read, much less to understand the twisted logic and unfair arguments applied to seminal issues which the nation continues to face. The teachers’ strike represents this point of view.

I am convinced that the last situation that this current government would have wanted on its daily governance agenda is an industrial action, particularly in such a

key sector as education -- the education professionals. And though it has been reminded in some of those criticisms, particularly from those which said that government has the ability to meet the pay demands of the educators, they failed to take into consideration the fact that any wages increase has to be first applied, to the means of sustaining its payment.

No one has had the moral courage or decency of mind to mention the painful subsidy of $32B that averted what would have been socio-economic crises of untold proportions, because of the criminal mismanagement of the sugar industry.

It was particularly instructive that the very past leaders who bear both an official and moral responsibility for what is certainly the destruction of a once mighty industry, were among the principals attacking the government over the unpaid half of the severance pay to those terminated workers whose package is in excess of $500,000. They have conveniently forgotten that the coalition has had to find the astronomical sum, at taxpayers’ expense, to re-float a key state economic earner, and employer, which they had sunk.

Of course, one does recall the promises to teachers made by the coalition when they had campaigned as an opposition

party. Of course, they do deserve better financial rewards.

However, given the crisis that faced the sugar industry and the threat to the livelihoods of so many thousands of sugar workers, it became evident that expectations in that direction of the education sector, especially, had to be lowered.

One does not have to be a mathematician to calculate

what that multi-billion dollar, given to avert the human crises among the nation’s cane harvesters, could have done to sectors such as the medical professionals, police, and of course, educators.

GuySuCo has been rescued, as the government is in the process of re-positioning its management and critical production sec-

tions; however, the process of re-alignment has been at the expense of other critical state sectors. A fact which those who have criticised the government for not acquiescing to the teachers’ demands have ignored or conveniently forgotten.

ICT hub for Ogle Community Centre

THE Ministry of Public Telecommunications’ E-Government Department is set to establish an Information and Communications Technology (ICT) hub at the Ogle Community Centre, East Coast Demerara.

The development is expected to benefit scores of students and residents in Ogle and neighbouring communities.

The community centre’s Public Relations Officer Lalta Gainda, said before year-end, the hub is expected to become reality.

He told this publication that aside from providing much help for students, the hub will provide free computer training to interested residents.

According to the public relations officer, although the centre receives no subvention or government aid, it was able to execute several developmental projects through sponsor-

One of those include an all-weather cricket practice area that is in the first phase of development.

“This will be developed into an international practice area with the requisite shed and facilities.

The financing for these projects comes from the people within the community, since the current fees to run the centre are nominal,” he explained.

Gainda, who is a busi-

nessman by profession, said it is a challenge to find the time to develop the centre to its full potential, but he is always willing to work with others to achieve set goals and objectives.

“I have a personal interest, because this is where I born and grow up, I was at the age of seven when I was part of the boys club; this is more of a pleasure for me than it is anything else. I want to see this place develop into its full potential,” he said.

Since membership fees are nominal and cannot sustain the club as utility bills and basic services consume much of the funds, the businessman claims that many times he has contributed personal funds to the centre, so that the youths benefit.

Currently, a section of the bleachers is being refurbished from wood to concrete to ensure longer

life and less cost for maintenance.

He explained that three of the club’s cricketers represented Guyana at the Under-15 level this year, while another made the national Under-17 squad, also this year.

During the recent August school holiday, the centre hosted a youth cricket academy which attracted over 70 participants from the community.

Still ambivalent, still complex

–– but a shrewd businessman in the making HE’S never been particularly bright, says 18-yearold Kayshav Tewari. For that matter, he barely made enough marks to get into Queen’s College.

And even after he made the cut, he just couldn’t care less about books and studies; he was too caught up being a teenager.

But somewhere along the line, reality kicked in, and today, he is one of two local students who did so well at both CSEC (Caribbean Secondary Education Certificate) and the CAPE (Caribbean Advanced Proficiency Examination), he was awarded a full presidential scholarship to study wherever and whatever takes his fancy.

Thing is, Kayshav told the Guyana Chronicle, he didn’t even know what he wanted to become in life, or what specific career path he hoped to take. It was this uncertain-

To his way of thinking, Sociology allows for far more critical thinking than the other subject areas; it allows you to have better reasoning power and understanding of people.

As he explained, he has this passion for working with people and making a difference; and he feels that he can do that without getting into politics.

But that doesn’t mean that politics is completely out of the picture, as he has plans of exploring a few avenues and opportunities through which he can work with and serve the populace, especially those right here in Guyana.

Said he: “I wanted to work with people, so I decided on sociology, as it allows critical

That done, the next hurdle was deciding whether to do CAPE or ‘A’ Levels, but torn though he was, he chose the latter, as he felt it was more internationally recognised.

Looking back, Kayshav said that never in his wildest dreams did he expect to do that well at CSEC; and not only in the sciences, but in the arts and business as well.

He said that had he only known, he would have written a lot more subjects. Just for the heck of it!

And according to his teachers, his performance at ‘A’ Levels was equally exceptional, as he aced all four of the subjects he wrote.

“At this time,” he said, “I want to do business administration; business is always a way to accumulate wealth.

Wealth gives you power and influence; and that is how you can help others.”

Asked what message he wanted to send other young people like himself who may be looking to make a difference in the lives of others and wanting to also excel at what they believe in, Kayshav said: “My message to young people is this: You don’t need to have the best of grades to be smart; or to be good at Maths to be happy or excellent in grades to engage others. Everyone have their own strengths and that is what defines us and we have to find our strengths and

weaknesses, our strength is what makes us who we are.”

Asked how was it he was able to balance academics with a hectic social life, Kayshav said intelligence is not just about being able to read books and memorise them, but about being weighty, smart, funny and being able to read people’s body language as well.

Parents making children vulnerable

A FAMILY, on holiday from England, were walking through Stabroek where they saw a young boy (aged about nine) selling on the roadside.

The mother turned to her son, who was about the same

age and said, ’You see that little boy, he’s around your age and he is selling fruit for a living, if he doesn’t sell, he doesn’t eat; I want you to remember this and realise how privileged you are.’ Although morally, she

aimed to teach her son a lesson, basically the little boy should not have been on the road selling in the first place.

This is child exploitation; In Guyana it is against the law for children to be selling, begging or finding any other

way to acquire funds from the public. Providing for children is an adult’s responsibility.

When children are sent out to sell goods or beg, or wash car windscreens, sell water to motorists, or take

people’s weight, they are being exploited. This is not what ‘children’ should be doing; fending for themselves is not part of a healthy or productive childhood. The Ministry of Social Protection has measures in place to help families who are in need of assistance.

So, when you see a child begging or being used in any of the ways mentioned above, call the Childcare and Protection Agency (CPA) Hotline and make a report (227 0979). By doing this you will be helping to put an end to the problem, by being part of the solution.

Many people do not see a problem with children begging, they feel, because they do not know the child’s circumstances they should not judge, but give willingly; but the mere fact that we do not ‘know’ the child’s circumstances is the main reason why we should not give.

When a child is begging, there is usually an adult somewhere in the background living off the proceeds, or encouraging (forcing or even threatening) the child to go out and beg.

The more the child receives from begging, the more the child will be sent to beg.

When a child is made to live like this as part of his/ her childhood, what type of adult will he/she grow into?

Remembering of course that our childhood is the foundation on which our adulthood is formed: how is a child meant to grow into a worthy, confident and productive individual when during his/her childhood, he/she learnt to beg for what he/she needed.

What type of self-esteem or sense of self-worth will that child have as an adolescent or an adult?

But this is what some adults do; they have children and then pave a negative path for them to follow from childhood into adulthood, and this is why we have the Child Protection Agency Act, (2009) in order to help these children (and their families, if they comply) to venture down a more favourable and constructive

avenue, for a beneficial outcome.

The CPA has managed to help many families in this way over the years.

There are cases where children have been taken off the streets and placed in an environment where they are able to attend school, eat three meals a day and make some valuable progress in their development. Families too have worked alongside the CPA to provide better facilities and means for their children, so they could stay together. There is of course, along with successes, some failures, because for some people, putting their children to beg on the streets is a way of life and regardless of what the CPA says or does, ultimately they just go somewhere else and continue to exploit their children.

The worst thing about having children selling or begging on the streets is the level of vulnerability to which they are being exposed. Who knows when they might be in the wrong place at the wrong time and cross paths with a paedophile who might drag them into his/her van and take them away? Predators come in different shapes and forms, even adults are fooled by seemingly ‘nice’ adults, therefore children who are begging or selling, could easily be beguiled or fooled into doing ‘something’ for money, that could cost them their lives.

In Guyana, it is so easy to speak about all the things that are wrong, but when we get a chance to put things right, let us take it.

GECOM readies for LGEs –– chairman encourages all to vote

By Vishani Ragobeer TRAINING of officers to work on the day of Local Government Elections (LGEs) has commenced as the Guyana Elections Commission (GECOM) prepares for the big day on November 12.

From the moment the Minister of Communities Ronald Bulkan indicated when the elections will be held, GECOM’s Public Relations Officer (PRO) Yolanda Ward said the commission had certain statutory requirements to follow.

“On the training side of things, we started with the training of trainers’ workshops,” Ward said, pointing out that persons were trained intensively

of 8,000 persons are required to work on elections day and the commission has to go into the constituencies nationwide to recruit those persons.

Ward however highlighted that an average

“It is very important that all who are of age and have the eligibility should vote… not only in the national elections, but in the Local Government Elections,” the GECOM chairman said.

He reminded that there were no LGEs held for about 20 years prior to the 2016 elections and stressed: “We have got to be civic-minded.”

In addition to training, Patterson highlighted that GECOM has a voter education department and

while it is not fully staffed, there are personnel in the department who endeavour to educate the public.

“GECOM’s pursuit and the heart of our pride is to see that these elections continue in their best way and are pronounced free and fair,” Patterson said, adding: “We do not care who you vote for, just exercise your franchise.”

The teachers noted that what is provided by the Ministry of Education to aid child-friendly classrooms is very limited. One Linden teacher, who goes above and beyond to make her classroom a colourful display of learning, is Jenaicia Halley- Holder, of the Watooka Day Primary School.

Halley has been teaching Grades One and Two. She noted that for this new academic year, her classroom preparation costs her over $100, 000, all from her pockets.

Holder, who has participated in protest action for increased remuneration, believes that teachers, like herself, who go beyond what is required of them to make learning fun and easy for their students, should be significantly compensated for their dedicated service.

Holder went as far as painting the furniture in her classroom and even constructing a partition wall for her classroom, all in transforming what she described as a dull atmosphere to one that brings life, brings a renewed feeling of zest for teaching and learning.

“The building was very dull and so I had to first cover the entire wall with bond paper, before placing the visual aids on it; most of the aids I had to make myself, while some were readymade and I also placed learning mobiles in the classroom,” she related.

When asked why she goes the extra mile to make her classroom full

of colours, numbers and words, she said, “When the children come in the classroom, the atmosphere must automatically put them in the mood to learn and most importantly, it helps with the actual execution of the lessons. It now becomes sight words, numbers and lessons, because they are seeing it every day and it is embedded into their memories.”

Describing the process of making the aids, she noted that she started in July, sourcing all the materialsl and stationery and then spending long hours during the day and nights preparing them, giving each manually created one her personal touch.

Some years, she normally uses a colour theme, but this year she opted for an array of bright colours as it would catch an eye from a distance. “It takes a lot of patience, the cutting, carving, pasting, writing, colouring and designing; in fact, it is as if there is no holiday time at all, but in the end, it is worth it.”

Her satisfaction comes when she sees her children perform well at their end-of- term examination, or at the National Grade Two Assessment, especially in the area of reading.

Apart from making her classroom child-friendly, Halley also takes time to redo topics with the weaker children, giving them that individual attention they deserve to excel.

She noted, as many of her colleagues have, that teachers are selfless and caring, giving their all to see their students succeed in more ways that academics.

THE Guyana Bank for Trade and Industry (GBTI) has awarded 15 successful students at the recent National Grade Six Assessment (NGSA) examination, who are part of the bank’s Early Savers Account Club.

The youngsters were presented with their awards on Friday at the GBTI Kingston office, a release from the bank stated.

Among them was the country’s perfect scorer Naila Rahaman, now a student of Queen’s College.

The other awardees included Virenda Dookie, Queen’s College; Brendon Prince, Brickdam Secondary; Mariah Ellis, Friendship Secondary; Sameya Khan, St. Stanislaus College; Deviani Ram, Annandale Secondary; Malina Khan, Diamond Secondary; Jazzmin Roopchand, St. John’s College; Ziya Haniff, Queen’s College; Sayid Stuart, Annan-

dale Secondary; Mikayla Hamer, Bygeval Secondary; Joel Benjamin, St. Joseph High; Elijah Rajak, Queen’s College; Muhammad Baksh, St. Joseph High; and Tiffany Regis, St. Ignatius Secondary.

Assistant Chief Education Officer (ACEO) Primary Owen Pollard, encouraged the students to stay focused in their new endeavours for continued success and commended GBTI for recognising the awardees.

He also expressed admiration for the parents, who encouraged their children to save from an early age.

Five ‘known characters’ for ID parade today –– police given extension to detain suspects

THE police have been granted a 72hour extension as charges are expected to be laid later this week against the five “known characters” who were arrested Thursday last, following the discovery of a bag containing guns and ammunition along with several other items in a car at Samatta Point, Grove, East Bank Demerara.

The men will be placed on an identification parade today, since many other robberies may have been committed by the gang.

Reports indicate that the police on an intelligence-led operation, commanded by a senior police officer, resulted in the

interception of a white Toyota Fielder Wagon at Samatta Point with five males, ages 27, 28, 29, 30 and 33. The men reside on the East Bank of Demerara.

Police said a search of the men revealed nothing.

However, in the vehicle, the ranks found a red and black haversack hidden under the back seat, containing several items including an unlicensed .45 Colt Pistol with four live rounds, an unlicensed 9mm Ruger Pistol with nine live rounds, a pair of ‘paste-on’ number plates, a black jersey, a knife, a camouflage cap, a door lock and a screwdriver.

RELATIVES of an accident victim who were told that their loved one had only one hour to live are calling on the Ministry of Public Health to launch a thorough investigation into the operations at the West Demerara Regional Hospital (WDRH).

Their call came after a female doctor who attended to accident victim, Bisham Ramkishore, 24, on July 21 following an accident, allegedly resorted to her phone for a game of ‘Candy Crush’ and reportedly did not return to the patient after she had informed relatives that the young man was not going to live the night out.

Today, Kishore continues to breathe the air of life while recovering from injuries he sustained in the crash and for which he was treated after his relatives took a decision to transfer him to a private hospital.

Speaking with the Guyana Chronicle on Thursday last, the young man’s grandmother Bibi Haleema Khan, related that after they saw three hours pass

and the young man was still alive and crying out for pain while at the WDRH, they decided to summon an ambulance from Georgetown and had the 24-year-old transferred.

“And me and my daughter just stand up waiting for him to pass away, because she said that he is not going to make it and he blowing hard, hard and she ain’t doing nothing and we just stand up around him looking at him and then my son-in-law come and say let’s take this boy away from here, because this doctor ain’t doing nothing and then my son-in-law call the ambulance from Balwant Singh and we take him over there,” the grandmother explained.

The woman said the treatment of her grandson was uncaring, as the health workers only provided the grim prognosis and all family members were left to do was stand over the badly injured young man awaiting his demise.

She continued: “I feel if I had left my grandson there he would have died for true, because they are not doing anything there… they need to pull them-

An aunt of the recovering accident victim also spoke about her experience on the same night at the West Demerara Regional Hospital.

Most of the time she was there playing ‘Candy Crush,’ while my nephew was on a stretcher hollering out for pain and I keep going to her,” said the aunt.

According to the relatives, as soon as they arrived at the Balwant Singh Hospital, medical attention was swift and continuous until the point where the young man began to regain consciousness and was subsequently discharged some 10 days after.

Bisham Ramkishore was the driver of a car which lost control along the Vreed-en-Hoop New Road and careened off the road, shattered a concrete median and brought down a sign board in front of the

That accident resulted in the death of one of his friends and the hospitalisation of another, who was in the vehicle at the time.

That friend was admitted to hospital for a few days before being discharged after he was treated for lacerations about the body.

Ramkishore suffered a broken jaw, damaged brain cells, lost his hearing in one ear and had surgery done on the other.

No charges have yet been laid against Ramkishore for the death caused in the accident, even as relatives of the dead man reportedly indicated to the Ramkishore family that they wish not to have charges laid against the still traumatised young man. It was also relatives of the deceased and the other injured friend who assisted the family of Ramkishore with his hospital bills and have been constantly checking on him to ensure his full recovery.

Outstanding Indigenous persons to be honoured today

THE Ministry of Indigenous Peoples’ Affairs will honour its fourth set of outstanding persons today at the Umana Yana while celebrating the life and work of the late Stephen Campbell.

The honourees are persons who have made outstanding contributions to their particular fields or communities.

FAO Food Price Index holds steady in August

THE FAO Food Price Index remained stable in August, as cereal prices rebounded, while those for

vegetable oils and sugar declined.

The monthly index, released today, averaged 167.6

points in August, virtually unchanged from its revised estimate for July and 5.4 percent below its level in

August 2017.

The FAO Cereal Price Index rose 4.0 percent during the month, with wheat prices

rising twice as much due to deteriorating crop prospects in the European Union and the Russian Federation. International maize quotations rose by more than 3.0 per cent, while rice prices eased during the month.

The FAO Vegetable Oil Index declined 2.6 per cent from July, nearing a threeyear low as palm, soy and sunflower oil quotations all fell amid favourable production trends and, in the case of palm oil, weak global import demand.

The FAO Dairy Price Index posted its third consecutive monthly decline in August, falling 1.5 per cent amid relatively thin seasonal volumes. While droughts

The FAO Meat Price Index was broadly unchanged on the month, as pig meat and ovine meat quotations rose on strong import interests from China, offsetting declining poultry and bovine meat prices, with the latter under pressure by high export availabilities from the United States of America.

FAO now forecasts global cereal production in 2018 to reach 2 587 million tonnes, a small upward revision from July but a threeyear low and 2.4 per cent below last year’s record-high level.

The latest Cereal Supply and Demand Brief, also re-

FAO raised its forecast for world cereal utilization to 2 648 million tonnes, largely due to greater use of maize for feed and industrial use and the robust rice harvest.

Cereal stocks are also being reduced -- especially in China, the European Union and the Russian Federation, and the global cereal stockto-use ratio is expected to slide to 27.3 per cent, a fiveyear low.

The forecast for world trade in cereals over the 2018/2019 season has been revised up to nearly 414 million tonnes, about 1.5 per cent below the previous year’s record high.

MINISTER of Public Health, Volda Lawrence, spearheaded a team including advisers from the ministry to have a first-hand look at the working conditions of the medical staff of the Kwakwani Hospital and the Ituni Health Centre.

These visits wrapped up an overarching trip by the minister and her team, who, along with the recently installed health committee of the Linden Hospital Complex examined and took note of what was needed at Region 10 health facilities in order to strategically address them in the shortest possible time.

After a brief tour of the Kwakwani Hospital, Minister Lawrence met with staff who highlighted existing issues and how they affected their day-to-day duties. Attention was paid to the availability of drugs and medical supplies, working and accommodation conditions for staff, staff capacity and expansion of services provided at the hospital.

Minister Lawrence noted that there were some “low hanging fruits” that could be dealt with immediately, while others can be treated as priorities to be addressed in the near future.

Among other things, nurses asked that an administrative structure and body be set up for the hospital – personnel, accounts and finance and senior clerks were requested. This will eliminate the need for staff to travel to Linden or in some cases to the Ministry of Public Health

to address outstanding matters.

Some staff also suggested that the newly installed health committee focus on upgrading the Kwakwani Hospital to function as a district hospital, providing specialised services to the community.

Doctor in Charge of the Hospital, Dr. Delesia Inniss, highlighted that the staff at the hospital from time to time experience challenges during the process of medivacs and transfers to Linden.

She suggested that once the Kwakwani hospital is upgraded to provide primary health care, medical technology (laboratory) and specialised services, the need for continuous medivacs and the high number of transfers to the Linden hospital will be significantly reduced.

Giving a preview of the Health Ministry’s plans for the sector, Minister Lawrence emphasised that the integrated health service delivery network is expected to bridge gaps that exist within the system, especially in Region 10.

Minister Lawrence informed the staff that the Linden Hospital Complex Health Management Committee will be looking into matters affecting health care delivery at LHC, Wismar Hospital and Kwakwani hospital.

She added that the committee will be reporting directly to her and will, therefore, be responsible for the oversight of and public health-related initiatives and ongoing work at these facilities.

New Kingston drug bond 65% completed – to be completed ahead of schedule

THE construction of a new $250 million drug bond at Kingston is 65 per cent completed, said Minister of Public Health, Volda Lawrence, adding that it is expected to be completed before the scheduled time.

According to the minister, the contractor is “way ahead” of time in terms of percentage of work that has been done so far.

“It was built off of the ground, so that flooding won’t be an issue… because it is new we will also alleviate the leaking of the roof, which was an issue in the old bond,” said Minister Lawrence in an invited comment on Sunday.

The facility is being built in various sections, so that it would be easily accessible and would provide for better storage of medical drugs. The new bond will also include accommodation for staff.

Over at the Diamond,

East Bank Demerara (EBD) drug bond, the expansion project is moving apace, said the minister, noting that the entire framework has been completed and the enclosure done.

Williams fined $17,000 (£13,156) for code violations (REUTERS) - SERENA Williams has been fined $17,000 (£13,156) for the code violations she received during the U.S. Open final, the United States Tennis Association (USTA) said on Sunday.

During Saturday’s match, which she lost 6-2 6-4 to Japan’s Naomi Osaka, Williams, was handed a coaching vio-

lation and a point penalty for breaking her racquet before a heated argument with umpire Carlos Ramos ended with her losing a game.

The tournament referee’s office fined the former world number one $10,000 for the “verbal abuse” of Ramos, $4,000 for being warned for coaching and $3,000 for smash-

ing her racket.

Williams, who was seeking a record-equalling 24th Grand Slam singles title on Saturday, vigorously disputed each of the violations during the match.

She demanded Ramos apologise for handing her a coaching violation and later called the umpire a “thief” for giving her a point penalty.

Djokovic racks up 14th Grand Slam (BBC) - NOVAK Djokovic produced an impeccable performance to beat Juan Martin del Potro in the US Open final and win his 14th Grand Slam title.

The 31-year-old Serb won 6-3 7-6 (7-4) 6-3 to earn his third triumph in New York and equal American great Pete Sampras’ haul of major trophies.

Djokovic, who won Wimbledon in July, will climb to fourth in the world after back-to-back Grand Slam victories.

Only great rivals Roger Federer (20) and Rafael Nadal (17) have won more.

Argentine third seed Del Potro, 29, was playing his first Grand Slam final since winning the 2009 US Open, having almost quit the game in 2015 because of multiple wrist injuries.

It was a fitting finale to a superb tournament, as Georgetown and national heavyweight Sparta Boss, battled Uprising of Golden Grove in a clash worthy of the championship.

Hetmyer, Rutherford seal Amazon Warriors second spot

By Rajiv Bisnauth THE Guyana Amazon Warriors won their final regular season match of the Hero CPL against Trinbago Knight Riders last evening by six wickets at the National Stadium, Providence.

The win took the Amazon Warriors to 12 points, equal with the Jamaica Tallawahs.

However, the Amazon Warriors cemented one of the top two spots based on a better Net Run Rate (NRR) than the Tallawahs.

The result means that the Amazon Warriors will play the Knight Riders, who finished on 14 points, and atop of the standings, in the first qualification playoff on Tuesday.

The winner of that game

will move straight into the September 16 final.

The Tallawahs and St Kitts and Nevis Patriots will square off on Wednesday in the second playoff match.

However, it was Shimron Hetmyer and Sherfane Rutherford, who both scored at equally brisk pace, spearheading the run chase.

The 21-year-old Hetmyer bossed his way to a 30-ball 59, while Rutherford was also ruthless, joining the party and slamming a 13-ball unbeaten 45, to seal the deal for their team.

It all began in the 10th over of the chase, and thereafter, the pair plundered 79 runs in four overs.

It was a tricky run chase upfront for the Amazon Warriors. They had to overhaul the target of 155 in 15.3 overs to make the top two teams.

Cameron Delport started the fireworks, before Hetmyer and Rutherford took centre stage.

Rutherford hit a four and six sixes, while Hetmyer struck three fours and five sixes in their knock.

DRS for CPL THE Hero Caribbean Premier League (CPL) will be introducing the Decision Referral System (DRS) for the semi-final and final of the tournament.

The last two matches of the tournament will take place on September 14 and 16 at the Brian Lara Cricket Academy in Trinidad.

Each team will be allowed one unsuccessful review per innings and they will be able to review all methods of dismissal.

Speaking about the introduction of the system for the last two matches of the tournament,Pete Russell, COO of the Hero CPL, said: “The final matches of the Hero CPL are so important and it is vital that all decisions are as accurate as possible. We are reviewing the possibility of making DRS available for all matches in 2019.”

Tiwari credits Goodluck, Archer for impeccable Canadian performance THE 150th Anniversary of the Dominion Canada Rifle Association (DCRA) yielded many positives for rifle shooting locally by inviting a team from here.

But none was more positive than the performance of Roberto Tewari, the youngster who made his debut in the West Indies Fullbore Shooting team at the event.

According to Tewari, “This trip was by far the best I’ve had so far. There were many factors that allowed me to shoot to the best of my potential.”

“One very important factor was the fact that we were able to reload our ammunition. Ransford Goodluck did an excellent job reloading my ammunition and that, coupled with the fact that the wind conditions were constant most of the time with very little changes, made it easy for me to just focus on the basics,” he continued.

Tewari, who finished finished 2nd in the outlander match, 1st in the Canada match and 1st in the America’s match, contended that without the support of Goodluck, his mentor Mahendra Persaud, Paul Archer and Omkaar Sharma, the event would not have been such a success.

“I finished second on the grand aggregate for the West Indies. I was 3 points behind Lennox Braithwaite and I dropped a total of 7 points overall and missed the Governor General’s final by 2 points.”

He added, “Overall the West Indies team had a great tournament with each shooter having amazing totals.

Lennox Braithwaite made it into the Governor General’s final. I missed the cut by 2 points.”

The Guyanese noted, “We also received some timely coaching from Australian Jenni Hausler and her partner, who exposed some of our weaknesses and helped to strengthen them in time for the America’s match.”

The other Guyanese that were part of the team were, Sherwin Felicien, and the US-based duo of Sigmund Douglas and John Fraser.
