–– The Bahamas firmly behind Guyana in border controversy –– areas of cooperation to be developed following President Granger’s state visit PRIME Minister, Perry Christie, of The Bahamas has reiterated emphatic and unequivocal support for Guyana, with regard to the Venezuela border controversy and supported President David Granger’s call for closer synergies and cooperation in the areas of tourism, industry and agriculture.

The Bahamian Head of State made these remarks at a State dinner at the Hilton Hotel hosted by Governor-General, Dame Marguerite Pindling, in honour of President Granger’s Official visit to that

country.

Speaking at the event, the prime minister said, “We stand in complete and utter rock solid solidarity with our brothers from Guyana in their international dispute with their neighbour Venezuela.

We have worked with them through CARICOM [Caribbean Community] as much as is possible to foster an imitable and equitable resolution to their dispute and we will continue to lend our best offices in this regard.”

Pointing out that Guyana and The Bahamas has a historical long and productive

relationship, starting with the close friendship between former President of Guyana, Forbes Burnham, and founding Prime Minister of The Bahamas, Sir Lynden Pindling, Prime Minister Christie said that there are significant areas of possible cooperation between the two states.

“I wish to adopt the view of President Granger that our region should explore synergies with the product of sun, sand and sea on the one hand and the wonder of flora, fauna and waterfalls of the continent on which stands Guyana, Suriname and Belize. The

President has articulated the differences that exist between our countries and the strength of the differences and being able to capture that as we market our region.

I pointed out to the business community at Grand Bahama that Guyana’s close cooperation should be of particular interest of the business community here in the Bahamas and I encourage exploration in this regard. The idea is to explore and establish contracts and synergies in as many areas See page 8

OPPOSITION Leader, Bharrat Jagdeo will return to Babu Jaan, Port Mourant, today to rally supporters at a memorial service to honour the late President Cheddi Jagan, but he will be doing so wary of a race-baiting charge still hanging over his head as Magistrate Charlyn Artiga makes moves to file a fresh appeal against the decision of a High Court judge back in 2015 to throw out the case.

An earlier attempt to appeal the case by Attorney General, Basil Williams, was denied by the Court of Appeal, which cited that the AG was not a proper party to the case- something which it said was also backed up by Deputy Solicitor General, Pritima Kissoon, who had represented Williams in the matter. Artiga filed her motion last week calling on the Court of Appeal to grant her an extension of time to file a Notice of Appeal out of time in the case against the Opposition Leader.

Artiga who presides at the Whim Magistrate’s Court in her Affidavit in Support of Motion said that she believes that it was as a result of an error in the drafting in the Notice of Appeal which resulted in the Court of Appeal striking out the said appeal by the AG on January 18. She said too that it is as a result

of the decision of the Court of Appeal that she has filed the motion seeking an extension in time for her to file her appeal out of time.

In April 2015, Attorney Christopher Ram had filed a private criminal proceeding against the former president accusing him of racial incitement on March 8, 2015, when he made statements at a public meeting held at Babu Jaan, Corentyne. According to Ram, Jagdeo said that the opposition speaks about racism consistently and pins it to the PPP but practices the same. He said too that the opposition beats drums at six in the morning and say “let us throw out these coolie people.”

In fact, Jagdeo said, “They shout about racism of the PPP, but they practice racism; the whisper campaigns. In the last elections they went to some of the Afro-Guyanese villages and beat some drums at 6 o’clock in the morning and say let us throw out these coolie people. Get up, go out and vote, throw out the coolie people.

That’s the kind of language they use. Anybody from our party who uses that sort of language, we will kick them out; this is our approach.”

He was subsequently charged at the Whim Magistrate’s Court in Berbice

by Magistrate Artiga but his lawyer Mursalene Bacchus moved to the High Court on June 23, 2015, to

filed a Notice of Motion with Affidavit in Support of Notice of Motion seeking an order that the appeal filed by the Attorney General be dismissed and or struck out as an abuse to the process of the Court.

The full bench of the Court of Appeal on January 18, 2017, ordered that the appeal filed by the Attorney General be dismissed. The

Attorney General Basil Williams challenge the decision where he filed an Originating Notice of Motion with Affidavit in Support of Motion seeking the writs of Certiorari and Prohibition against Artiga, the sitting Magistrate in the Corentyne District.

On June 26, 2015, Justice William Ramlal, granted the orders nisi certiorari and prohibition against Artiga and on December 11, 2015, Justice Navindra Singh made the orders nisi granted by Justice Ramlal absolute.

The following month, a Notice of Appeal was filed by the Solicitor-General on behalf of Artiga within the prescribed time but Attorney General and Minister of Legal Affairs Basil Williams was named as the appellant.

The Magistrate also contends that the Judge erred by applying sociological and anthropological theories to interpret the Act to determine whether the words used by the defendant disclose an offence under the said Act, that by ruling that she did not have jurisdiction when she overruled the submissions

Magistrate Charlyn Artiga Court of Appeal said that the appeal was dismissed on the ground that the Attorney General was not the proper party to be named in the case as Magistrate Artiga was the named respondent in the prerogative writ.

Additionally, Magistrate Artiga noted that the invalidity of an act must be established by the party who alleges and cannot be presumed and the court cannot assist an individual in establishing that invalidity.

She argues that the rulings of Justice Singh are premised on erroneous presumptions and conclusions that “even if a specific race or ethnicity of these groups can be established by evidence, which is doubtful, that would not change the fact that the charge would be defective.”

Justice Singh also ruled that without any particulars, a race or ethnicity cannot be attributed to the “opposition” much less a race or ethnicity from “coolie people.” He said too that “even if a specific race or ethnicity of the ‘opposition’ can be established by evidence, which is doubtful, that would not change the fact that the charge would be defective with respect to this statement (Jagdeo’s statement) since it does not disclose any facts that establish that second element… it is clear that…even if what is alleged in the particulars of the offence is proved that there cannot be no resulting connection since no criminal offence is disclosed.”

But Artiga said that the trial judge misinterpreted the provisions of the Act when he stated in his ruling that to constitute an offence, a charge, it must be shown that the applicant was calling for, , or encouraging the hatred of one group by another on race or ethnicity. Trump plans dramatic cuts to foreign aid

The White House budget director confirmed Saturday that the Trump administration will propose “fairly dramatic reductions” in the U.S. foreign aid budget later this month.

Reuters and other news outlets reported earlier this week that the administration plans to propose to Congress cuts in the budgets for the U.S. State Department and Agency for International Development by about one third.

“We are going to propose to reduce foreign aid and we are going to propose to spend

that money here,” White House Office of Management Budget director Mick Mulvaney told Fox News on Saturday, adding the proposed cuts would include “fairly dramatic reductions in foreign aid”.

Mulvaney said the cuts in foreign aid would help the administration fund a proposed $54 billion expansion of the U.S. military budget.

“The overriding message is fairly straightforward: less money spent overseas means more money spent here,” said Mulvaney, a former South Carolina representa-

billion or more each year on the Pentagon.

Several Republicans this week on Capitol Hill raised concerns about the planned

cuts to the State Department.

“I am very concerned by reports of deep cuts that could damage efforts to combat terrorism, save lives and create opportunities for American workers,” said U.S. Representative Ed Royce, the Republican

chairman of the House of Representatives Foreign Affairs Committee.

A U.S. government website said 20 government agencies plan to award $36.5 billion in foreign assistance programs in more than 100 countries around the world during the current budget year.

Senator Marco Rubio, a Florida Republican, tweeted earlier this week: “Foreign Aid is not charity. We must make sure it is well spent, but it is less than 1% of budget & critical to our national security.”

Mulvaney said the Trump administration will release its budget proposal on March 16.

Swimming pigs die from indigestion FOR many years the swimming pigs of Big Major Cay, also known as Pig Beach, in the Bahamas Exuma island chain, have been a major tourist attraction.

Amidst the finger-pointing, President of the Bahamas Humane Society Kim Aranha had speculated that the pigs’ deaths might have been accidental: “It could just be a horrible accident where they ate something poisonous. It could be malicious, but I don’t really see why someone would go out of their way to hurt those lovely animals.”

Although acknowledging that there were “silly sailors” who were known

to try to get the pigs drunk, she nevertheless insisted that tour operators out of Nassau treated the animals with respect.

Meantime, Nixon has sought support from the Bahamas’ Ministry of Tourism to restrict visitors from getting too close to the pigs.

He said establishing a safe viewing distance would still allow tourists to photograph the pigs, while protecting the remaining animals.

The friendly porkers have been a major tourist attraction of tourists and happily gobbling down the food and snacks they brought, the friendly porkers enjoyed a porcine paradise on their island in the sun.

But a mysterious wave of deaths swept the cay over the weekend. Initial investigations were unable to establish the exact cause of death of seven or eight pigs and the accusing finger was initially pointed at tourists.

But Minister of Agriculture and Fisheries Alfred Gray earlier this week reported that an autopsy performed on some of the animals revealed that eating sand was the problem.

“As you know, some people feed the pigs as they swim in the water,

not being able to be passed out by normal processes or digested had something to do with those animals having died…That’s the conclusion the veterinarian drew from his autopsy.

We’ve sent blood samples off to labs to be tested to see whether there is any other contributing factor but to him that was the main cause, preliminarily found to have affected the lives of those animals,” Gray told reporters.

Additionally, she contends that there is no admissible evidence on record to support the said Order Nisi of Prohibition granted by Justice Ramlal which said that she has no jurisdiction to inquire into or continue to inquire into the said charge which is fundamentally defective and legally invalid and that the continuation of the said criminal proceedings in and of the process of the court.

She noted that the legal issues which are the subject of the appeal are matters of “grave public interest” and is essential to the practice at

the criminal bar that there is clarity on the ingredients required to be established in relation to the offence of making statements contrary to section 139 (d) (1) (a) of the Representation of the People Act, Chapter 1:03.

“I am advised as aforesaid and do verily believe that there are arguable grounds for this appeal which this honourable court ought to address in order to ensure that there is clarity at the criminal bar in relation to the ingredients to be established in relation to the offence of making statements contrary to section 139 (d) (1) (a) of the Representation of the People Act, Chapter 1:03.”

Editorial

Women at the helm of the judiciary LAST WEEK we could not help but notice and applaud the appointment of two women to the two highest offices in the Judiciary. This is a major achievement in the advancement of women, taking their equal place in every facet of society. The appointment of acting Chancellor,Yonette Cummings- Edwards,and acting Chief Justice,Roxanne George-Wiltshire, though not the first time a woman has held such position, the notable nature of it is the filling of the two top positions by this gender.

These appointments coming after Justice Desire Bernard, who held both titles which marked a first for Guyanese women, and later serving as the first female Justice on the Caribbean Court of Justice which marked a first in the Caribbean, and where historically women have been discriminated against in public life, any advancement in erasing the sordid legacy cannot be ignored.

Historically in our society,women have stood beside their men folk. During this nation’s evolution from slavery, through indenture-ship, to colonialism and even today, women have held their own in the various struggles to bring about equality and justice for themselves and others. There is no denying,even today,that during street protests this gender is usually the most vocal, very visible, often times out-numbered by men, pushing to advance a cause or improve the standard of living. Unfortunately,our history, from slavery to now, has not accordingly documented and given deserving recognition

to the contributions of women and this is an area worthy of examination with the aim of correcting the deficiency.

An undeniable strength women bring to a society’s body politic is their perspective on issues. This may probably be informed by socialisation in the home where more attention is directed to this gender, from childhood, to play the nurturing role. This expectation carries with it the cultivating of home economics practices at an early age, developing the skills to multi-task, and looking out for others within the family and community. Where these inform a sense of compassion and judicious decision-making, when taken into work life they help to shape and influence a more humane society.

In 2015,Winnie Byanyima, Executive Director of Oxfam International, presented the case that women’s participating in decision-making is highly beneficial. In an interview with Inter Press Service, as she made clear the input of women in improving society, which should not be seen from that of gender contestation, “there is evidence to show through research that when you have more women in public decision-making, you get policies that benefit women, children and families in general.”

The judiciary is a branch of government and its role of adjudicating should also include ensuring that laws are consistent with modern standards. And oftentimes it takes the convincing knack of women to make such a case. Our judiciary not only cries out for strengthening its independence through

financial autonomy, but also modernisation in infrastructural development, and a cadre of personnel that aids its credibility as the force of justice necessary to a nation’s growth and development.

There are laws in our statues that are archaic and fall short of human rights, while some are too draconian, and others need revisiting consistent with what is now considered socially acceptable conduct.

Forging relations between the branches of governmentexecutive, legislature and judicature- to bring our judiciary into the 21st century would redound to the good of all. In a society where justice has not been served as in instances where case jackets have disappeared, the state’s representation poorly prepared and defended, and too many delayed hearings, all put a damper on the judicial system and the people’s confidence in it.

Madames George-Wiltshire and Cummings-Edwards come to the offices at a time when confidence in the judiciary is not at its peak, but with the freshness they bring to the offices, the society will repose confidence in them to steer an archaic, dysfunctional, and under-performing system into effectiveness and modernity.

Kumar has exposed himself

Dear Editor,

The retirement of the Chairman of the Elections Commission and its public announcement has occasioned another flurry, about GECOM, in the Media. Joining that flurry was one Mr Neil Kumar who made three assertions, among others.

He asserted that: 1. “the election results were by law supposed to be verified by the Information Technology tabulation and the corresponding manual tabulation.

However none of this was done”. 2. “Guyanese must now demand that GECOM tell us how many fake SOPs were discovered. This information must come forward

so that we could know the specific areas and the Presiding Officers that were involved in the rigging of the 2015 elections.” 3. “ the former Chairman and the Chief Elections Officer of the Guyana Election Commission should be held responsible for their actions in allowing fake SOPs to infiltrate the system.”

The first observation which I wish to make is that who so ever attempt it was to corrupt the system with fake statements of poll, did so on the heels of Mr Boodhoo’s and the Commission’s misappropriation of a Linden Constituency seat in 2006 (an AFC seat was appropriated to the PPP/C) and Mr Boodhoo’s attempt to

pass off a fictitious result in 2011( he sought to allocate the one seat majority to the PPP/C rather than to the opposition to which it rightfully belonged). 3. The fake statement of polls in 2015 continued the corrupt trend of 2006 and 2011.

Of interest is that the now vocal Kumar and his comrades in-arms were deafening in their silence in 2006 and 2011. That attitude defies any claim that their interest is free and fair elections. It clearly shows that their singular concern is being declared the winner at all cost.

That contention is further fortified by Kumar’s three concerns. The fact of the matter is that GECOM’s

IT division, which was fully operational in 2006 and 2011 when electoral fraud was perpetrated and attempted on the respective occasions, was shut down in 2015 when it was discovered that fake statements had found their way into the system and into the IT unit for the tabulation of the results. What nails Kumar’s fabrication is that in addition to the manual calculations, the CEO resorted to other computers for the purpose of computing the results as required by law and in so doing met the legal requirement, which Kumar falsely or maliciously claimed was not met.

By requesting information, on which statement of

polls were faked, as the basis for identifying the “specific areas and the Presiding Officers that were involved in the rigging of the 2015 elections”, it is logical to conclude that Kumar knows at which stage in the process the fakes entered the system, although his party would have collected statements at every polling station and did not challenge any of the statements used for tabulating the results at the district counting centres, yet he concludes that they were from specific polling stations.

If the statements entered the system at the points that Kumar contended that they did, how could he accuse Surujbally and Lowenfield of actions that allowed the

infiltration, which by his contention took place at polling places where Surujbally or Lowenfield was not present nor in direct control.

Let it be known that the discovery of fakes was done at the Central Command Centre after the statements would have been included in the tabulation of the IT unit. Kumar has successfully spun his own web, which in turn has entrapped him and exposed his fabrications, which he purports to be the truth. He however seems to be a stranger to the truth.

Broomes salutes appointment

of top female jurists Dear Editor All of Guyana ought to be proud of the milestone realised by our judiciary on account of the simultaneous recent elevation of two of our outstanding female legal luminaries: the Honourable Justices Yonette Cummings-Edwards and Roxanne George-Wiltshire to the positions of Chancellor of the Judiciary (ag.) and Chief Justice (ag.), respectively.

I truly believe that the honour bestowed on these

two distinguished women, simultaneously, will resonate beyond the confines of the judicial system and find its way into the consciousness of our womenfolk as a whole. If it is true that women have long broken through the proverbial glass ceiling as far as elevation to high office is concerned, the simultaneous occupation of these two exalted positions in the judicial system, by two women is an accomplishment which, in all likelihood, is not emulated anywhere else in the world.

I believe, as well, that the elevation of two women to these distinguished positions is a reflection of the determination of the administration of President David Granger to enrich the lives and enhance the profiles of Guyanese women. I believe that the elevation of these two women of distinction is but the beginning of the opening up of new avenues of opportunity under this administration.

My own wish, and, I hope, the wish of every

Guyanese, is that this development impacts meaningfully on both the consciousness and confidence of all Guyanese women, causing them to become increasingly aware of the fact that gender equality is much more than a mere chimera. My hope, as well, is that the elevation of these two outstanding Guyanese women will create a renewed sense of confidence in the fairness of our justice system.

Sugar workers and communities must not be abandoned

Dear Editor

The Indian Action Committee (IAC) is extremely concerned with the distressed state of the sugar Industry in Guyana especially in light of the anxieties oppressing the minds of thousands of sugar workers whose livelihoods are in jeopardy as reports of the closure of a number of sugar estates permeate the society.

The IAC, nevertheless, feels strongly that the organization must raise its voice in defence of all those sugar workers and their families, and their dependents, and all other persons who will be indirectly adversely affected by their dislocation.

The IAC is of the opinion that the sugar workers of the recently closed Wales Sugar Estate have been abandoned, and the organization is fearful that this pattern of abandonment will be repeated as the sugar estates are closed down.

The IAC believes that the time has come for sugar workers and the nation as a whole to be told in clear language what is the plan to safeguard the livelihood of the workers and the communities, which are predominantly populated by Indo-Guyanese.

This matter cannot be postponed any longer and the IAC, on behalf of the Indo-Guyanese sugar workers, and others, de-

In reflecting on its intention to implement a process of “reusing envelopes”, I wish to suggest that our Government goes even further by reducing/removing the use of envelopes altogether through the following: • Increase the use of ‘soft-mail’/ e-mail which would not only obviate the need for envelopes, but save

paper and time and the cost of hand-delivery; • Consider the pros/ cons of phone calls versus written mails; this might not go down well in a civil service culture of CYA, but we should never resist cultural shifts.

• In those cases where ‘paper’ must be used such ‘papers’ can be stapled with the addressees ‘label-pasted’ appropriately.

Veteran trade unionist laid to rest

The pallbearers carrying the casket of the late Kenneth Joseph at NAACIE for viewing on Saturday

VETERAN trade unionist Kenneth Joseph, 65, was laid to rest on Saturday at the Plaisance Cemetery, East Coast of Demerara (ECD).

The body was taken firstly to the office of the National Association of Agricultural, Commercial and Industrial Employees (NAACIE) trade union at High Street, Kingston, for viewing before proceeding to the Plaisance Cemetery.

At NAACIE, many trade

unionists adorned in their red and black attended the final viewing of Joseph which lasted from 11:10 to 11:40 hours, to pay their respects to the veteran and offer their condolences to his grieving family.

Joseph, a former General Secretary of NAACIE and executive member of the Federation of Independent Trade Unions of Guyana, died on February 23, after suffering a stroke attack on February 1.

It means that we see our self as the hinterland of the Caribbean. Belize, Guyana and Suriname together are bigger than Germany, we are bigger than Japan but we are one region and if we realise our strength, if we recognise how

peace. He noted that despite the relatively small size of the countries that make up CARICOM, when those states speak with one voice, it forces the world to listen.

“We came here with open minds to look and to learn; learn from this wonderful archipelago of islands and particularly, the impressive strides it has made in its economy. It is now no longer merely a small island developing state. It has made remarkable economic strides. It is ranked as one of the leading economies in the Caribbean. It is a major financial sector in the Caribbean and a success story for us all. Its tourism product attracts over six million tourists per year. It has become a global powerhouse in athletics. It has demonstrated that smallness does not translate to weakness. It has proven that a small state could be a big player in the financial services, tourism and sport.”

Bahamian Foreign Minister, Mr. Frederick Mitchell emphasised this point, noting that the visit “is an example of visible support and the people get to see who our neighbours and friends are and get to understand the countries in region with which we operate.”

Speaking on the reaction of the Guyanese diaspora to the visit by their Head of State, Minister Mitchell said, “I was very moved last night at the Guyana dinner to see how your own citizens responded to your presence here in The Bahamas. They turned out in their numbers. They flew the flag. They sang the

National Anthem and many of the students of the school this morning, I am sure they knew vaguely that their teachers were from Guyana and what that meant and your presence today help to put that special interest on their minds of the country from which they have teachers who arrived in The Bahamas.

President Granger said the region is stronger as a unified block and if this strength is recognised, the states of the region will move much faster and further along the road to development.

“Guyana and Bahamas are integral members of the Caribbean Community. The Bahamas is the northernmost English-speaking country in our community and Guyana is the southernmost English speaking country. We, therefore, view this visit as an opportunity to strengthen our ties; ties which embrace the entire region. We are one Caribbean family. We are convinced that it is only by deepening regional cooperation that we can find solutions to our common challenges. We are small countries but we want to ensure that all of our citizens enjoy a good life,” he said.

‘Georgetown Connect’ hits home 9

RECEIVING a glimpse of the exurberant spectacle promised later this year, patrons visiting the ‘Georgetown Connect’ were on Saturday treated to an afternoon and eve-

day event started three years ago, and in an effort to attract more persons to the event, the Georgetown Connect show was envisioned this year.

He noted that many persons are under the perception that this Georgetown Connect was just another ‘evening’ show, but he related that it is a grand exposition of culture and music and a precursor to grand Rupununi show.

He explained too that the music, craft, dance, comedy and the spoken word and of course lots to eat and drink, are merely a small part of what visitors can expect from the the Rupununi festival.

“What we’re actually interested in is getting more locals to attend this event and experience the festival which encompasses worldwide talents,” Ramdhanie said.

cased some of our finest local talents, including the renowned Dave Martin, Gavin Medonca, the Feed the Flames Band and cultural groups such as the Surama Indigenous Cultural Group and the Nachganna Dance Academy.

Regional talents were not left out. Barbados’ youngest Calypso Monarch, the “Mighty Gabby” and spoken-word artiste from St. Vincent Phil Nanton also entertained the crowd.

Cayman Automotive Company supports Guyana’s green economy drive A LEADING distributor of electricity-driven vehicles in the Caribbean has expressed interest in supporting Guyana’s green economy programme.

Cayman Automotive’s Chief Executive Officer (CEO), John Felder, in a press statement, expressed his company’s interest in facilitating green energy development through the exports of electricity- driven vehicles to Guyana.

The company has donated a Nissan Leaf SUV to the Guyana Embassy in the Republic of Cuba, valued US$25,725.

The Cayman Automotive CEO met with Guyana’s Ambassador to Cuba, Halim Majeed, in May through a meeting facilitated by the President of the Guyana Foundation, Supriya-Singh-Bodden.

and strengthen Guyana’s economy by making it less dependent on fossil fuel while protecting the country’s bio-diversity and developing eco-tourism among other things.

The Cayman Automotive CEO indicated that he plans to visit Guyana soon to engage the government and private sector.

Cayman Automotive is expected to begin the export of electricity-driven vehicles to Cuba shortly. According to the automotive broker’s website, Cayman Automotive first introduced electric vehicles to the Caribbean in 2009. It is also the first to introduce solar panel charging stations in the Caribbean.

The broker company sells new and preowned vehicles manufactured in the United States.

PPP observes Dr Jagan’s death anniversary today

THE People’s Progressive Party (PPP) will today commemorate the 20th anniversary of the death of its founder, Dr. Cheddi Jagan.

Dr Jagan, Guyana 3rd Executive President, died on March 6, 1997. His life and works are celebrated annually with thousands flocking the Babu John Crematorium, Corentyne, Berbice, where his memorial is held.

Over the years, the month of March has been set aside to remember and reflect on the invaluable contributions he made to the development of Guyana and Guyanese.

Chairman of the Commemoration Committee and PPP Executive Secretary Zulfikar Mustapha said it is important that these events are held given the relevance of Dr. Jagan’s work today for both Guyana and the world at large.

He pointed out that the PPP will not

relent from its responsibility in representing Guyanese to free them from oppression.

“Dr. Jagan led the struggle and it will continue by our party until Guyanese and Guyana can return to progress. They are some who are bent on distorting our history in a calculated effort to diminish the outstanding contributions made by this Guyanese hero but his work will live on and its relevance will remain firm in the hearts and minds of our people,” Mustapha added.

General Secretary and Opposition Leader Bharrat Jagdeo will deliver the feature address at Babu John today. Presentations will also be made by representatives of the Women’s Progressive Organisation (WPO) and the Progressive Youth Organisation (PYO) among others.

A few cultural items are also slated.

Help us fill our library with books

NOW that St. Joseph’s High has a brand new library, thanks to the timely intervention of the Rotary Club of Stabroek and other wellwishers, all that’s left to be done is fill it with books.

With that in mind, Rotarians on Tuesday called on past students and other interested parties to help out where they can, as the newly-refurbished facility is woefully short on stocks.

Giving an insight into how they became involved with the restoration project, Rotary’s Luana Falconer said she’d gone to the school three years ago to take them some books, and found that

“These needs and expectations are often extensive and the services are invaluable. It is the lifeline to our students, teachers and all those who use it,” Raghubansi said.

He said while classroom-based instruction alone is not adequate for the learning needs of students, the newly refurbished library would help them go “beyond the safe harbor of text books where they would be pushed to navigate the open waters of a new and increasingly complex sea of information.”

“A school library plays a very important role in promoting progress of knowledge. There are many students that need books whether for a leisurely read or for assignments and SBAs but can’t afford to buy books because the prices of books are very high,” he said.

He said “in this digital age it is even more important to invest in libraries as spaces where students encounter, explore, and experiment with

ideas, whether these ideas are found in the pages of books or are circulated by digital content platforms,” he said. **The donation of the art room comes at a time when art is being treated as a side subject instead of one of the mainstream areas.

“However, a report by Rand Corporation, argues that visual arts can connect people more deeply to the world and open them to new ways of seeing things. Other studies have recognized that involvement in the arts is associated with gains in maths, reading, cognitive ability, critical thinking, and verbal skill,” he stated.

The arts also improve motivation, concentration, confidence, and teamwork, and he said the organization recognizes the need to

focus on different cognitive learning environments and is optimistic that the art room would be beneficial to students who are more inclined to the arts.

“The library and art room are both safe spaces that will enable students to prepare themselves for taking part in the various curricular and co-curricular activities of the school… these facilities have immense potential to help students develop cognitive abilities; and offer great alternatives to delinquent activities,” Harrilall said.

The library is also equipped with eight computers. Sponsors for the project were Scotia Bank, Food For the Poor, Trinidad Cement Limited (TCL), DeSinco Trading, Center for Policy Analysis and Starr Computers.

Do suh nah like suh… a disturbing leadership quality THIS WEEK I continue examination of the debased pervasive political culture, where leaders today, when the shoe is on the other foot, would do unto others that they would not have liked

done to them. Last week attention was paid to the PPP/C government’s disparate treatment in handling the sugar and bauxite industries and their communities.

The PPP/C moved ruth-

lessly to address the challenges in bauxite. They took away bauxite workers’ negotiated tax free overtime-which was achieved through their sweat, and extended to sugar workers under the Desmond Hoyte

administration-but kept it in sugar. All bauxite workers were fired, their approximately $3 billion Pension Plan was dismantled, repeated public calls for stakeholders engagement were ignored, LINMINE was sold to a foreign investor for $1.00, and the well-being of workers and their communities were placed on life support.

Today the same uncaring PPP/C, now in opposition, is calling for a compassionate approach to sugar, and this is only because these workers are seen as their support base. Sugar workers must also remember the poor treatment meted out to them under the Bharrat Jagdeo regime, and the Guyana Agricultural and General Workers Union served with a letter of de-recognition which conflicts with the Trade Union Recognition law. Managers were imposed on the industry without consultation and agreement with the Guyana Sugar Corporation (GuySuCo) Board.

Sugar workers are within their right to be concerned about their future given the problems of GuySuCo and the uncertainty about the way forward. Sugar has had problems for years. When during the Hoyte administration, the Booker Tate management firm was invited in 1990 to manage the company, the other crops division did not rank in primacy of interest.

The PPP/C assumed office in 1992 and the continued relegation of the other crops division worked to the perils of the company.

To his credit the Forbes Burnham government sought to address the economic problems by seeking to diversify the company. These efforts were resisted by others and the opposition political forces, including the PPP and Working People’s Alliance. Ideas of diversifying and creating a Diversification Plan, as now

being floated, though appear new, were applied in the past and many who today advocate for these worked against them. This is indicative that our debased politics is of such that emphasis is not placed on programmes and messages, but on the messengers.

On entering office the APNU+AFC commissioned a public inquiry into the performance of GuySuCo. The PPP/C refused to appear before the commission and let its views be known, including recommendations to make the company viable, content to stand on the side line and shout that the company must not be closed. The commission has completed its work but its report remains a secret and the National Assembly has not deliberated on it.

The government has subsequently chosen to establish a special committee, and it must be said this came after much public agitation for the inclusion of stakeholders. The committee is headed by Minister Khemraj Ramjattan who was at time of its commissioning Leader for the AFC. The PPP/C participated in these meetings but failed to submit a proposal, and as it calls for the industry not to be closed, it is also calling for a needs assessment before closing it.

Asking for a needs assessment is not without merit, but PPP/C failed to do exactly this during its 23 years in office, even as it was fully aware sugar was in crisis and such an assessment would have been important in making decisions on the industry’s future. This instance serves as another reminder how politicians treat the people and their business with contempt.

In the absence of Ramjattan Committee’s Report stating its findings and recommendations, the government announced that it would not be closing GuySuCo but privatising three estates in the

immediate future, and will determine what it will do with the remainder. The question that has not been answered is what this decision means.

And just as the parties in government would not have accepted this secrecy when in the opposition they shoulder a responsibility to treat the society with no less respect.

The Wales estate was closed last year and it entailed a process that treated the workers and their unions as beast of burdens not stakeholders who must be accorded due respect and deserving to be involved in the decision-making processes. This is a serious indictment on this government, the Board of Directors, and management of GuySuCo. The PPP/C mistreatment of Diamond workers and the bauxite workers does not make what the APNU+AFC did to Wales’ workers acceptable.

When the sugar and bauxite companies were nationalised it was predicated on widespread consultation with stakeholders, including the opposition PPP and the trade unions who had a seat at the table. These matters were debated in Parliament, and the opposition under the leadership of Cheddie Jagan supported the legislations to make them possible. Back then Burnham said his government was pursuing “consultative democracy” to bring about a socialist society.

Today the Guyana Constitution (Article 13) mandates “inclusionary democracy” and expressly stipulates involvement of individuals and groups in the management and decision-making processes that impact their well-being. The APNU and AFC who rightly castigated exclusion when in the opposition, now in government, must not be seen as stomping on inclusionary democracy.

Indentureship and the Indian Guyanese Narrative of Suffering and Victimisation I JUST READ Demerara Wave’s news report of the launch of the activities to mark 100 years since the end of indentureship in Guyana. I was not surprised at the comments attributed to the Indian Rights activists and leaders who spoke to the gathering. The narrative of suffering and victimization was very much part of the presentations—it was the central theme. The guilty party was identified—the government, which draws its support from African Guyanese.

According to the report, there was not any pointing of fingers at the other party, which held government for 23 of the last 25 years. Government policies, from sugar to rice to Asset Recovery, were deemed to be aimed at Indian Guyanese. The latter, if we are to believe one speaker, are leaving Guyana for North America because of the pressures they face here. Sections of the Demerara Waves report is worth quoting: “Author and pro-Indian activist, Ryhaan Shah—one of the names rejected by Head of State David Granger for the chairmanship of the Guyana Elections Commission (GECOM)—was among the presenters to tackle the question of state of affairs of the Indian population in Guyana. She surmised that Guyana is in fact a transit point for Indians and reasoned “we came here on ships and we are leaving on jet planes.”

Shah told the sparsely populated auditorium of the National Cultural Centre that the future and security of Indians in Guyana is uncertain and that the country remains afflicted with the politics that came with self-rule.

The politics that came with self-government deepened the divide between the Indian and African commu-

nities and this spilled over into violence, according to Shah, who argued that this plight still obtains. She said for many Indians, Guyana has become a stopover on the voyage out of India onward to places such as the United States of America or Canada. ““For many Indians in Guyana this place has unfortunately become a stop-over of the voyage out of India, they now travel to New York and Toronto to the safety and security and prosperity they feel are denied them here…” said Shah.

Shah argues that the Indian population in Guyana has been marginalized and lamented that in marking what should be a revered occasion, there is little optimism. “Right now, rice faces an uncertain future, more sugar estates are to be shut down,” she told those gathered and reminded of the hundreds of workers to be sent home and the concomitant effects on the families.

She drew reference too, to the recent Value Added Tax to be maintained on private tuition fees in addition to the shrinking business sector. Shah has since asserted that the Indian Guyanese community feels that it is the intended target of these administrative policies being pursued by the ruling A Partnership for National Unity, Alliance For Change (APNU-AFC) Administration.

Opposition Member of Parliament (MP) Adrian Anamayah—representing Opposition Leader Bharrat Jagdeo—was even more frontal in his accusations, pitting government against the local Indian population. Anamayah told the gathering the administration was rolling out a raft of legislation including the State Asset Recovery laws which he said was meant to target successful Indian businessmen in Guyana.

“Indian businessmen are

being penalized for their success,” according to Anamayah, as he argued that it is members of that ethnic grouping that will be feeling the brunt of the ‘draconian’ legislation. The Member of Parliament also pointed to the sugar industry and repeated charges by the political opposition—sentiments that did not find favour with every member of the gathering since he was heckled piercingly by at least one patron, much to the chagrin of others.

“My Indian brethren, I tell you this is the time to stand firm and resist,” Anamayah charged.

Another of the presenters to echo similar sentiments was politician and Indian activist Ravi Dev. Deviating from his presentation tracing the Indian journey to Guyana, Dev said: “We cannot talk about celebrating the end of indentureship when last December 1,700 persons were thrown out of work.”

Dev was at the time referring to the displaced workers at the now closed Wales Sugar Factory, arguing that the circumstances Indians found themselves in was not of their own making, and that every gain made was done through struggle. It was against this backdrop that the politician/activist called on the Indo-Guyanese population to honour the struggles of their fore-parents by putting up a resistance and “to rise up and do what is necessary to protect what we have built.”

I have been to and participated in many such gatherings on the African side where there is similar rhetoric. There is always the narrative of suffering and victimization; a similar identification of the guilty party as the one representing the other group. I have spoken to that sense of African Guyanese victimhood on many occasions and have without fail been accused of racism

by some of the very forces which were most vocal at the event on Friday.

On one occasion, the Ministry of Home Affairs under my friend, Clement Rohee, issued a statement accusing a group of us who spoke at a Cuffy250 Forum of publicly hatching a plan to destabilize and overthrow the then government.

Ethnic insecurity and fear are real in Guyana and in similar ethically divided societies. Anyone who says and think otherwise is ether dishonest or has a political agenda aimed at buying some votes from the opposite side or is just being politically correct. Whatever the motive, such a denial of the obvious is ultimately unhelpful.

After reading the Demerara Waves report on the Indian Indentureship Centennial event, I went back to the four daily newspapers to see if I missed their reports of it. Of the four dailies, only the Chronicle reported on it and that report focused entirely on the Prime Minister’s address—not a word on what the other speakers said.

Surprisingly, the Guyana Times, the Indian Guyanese and PPP paper, did not report on the event—at least not in the online edition.

The other two papers may not have had reporters there.

This is most unfortunate because this is an event that brought together the representatives and leaders of half of Guyana’s population and the country’s largest ethnic group. It is an event marking an important milestone in our country’s journey. What was said there should have been front page headline in every newspaper because the country needs to know how people feel about these matters.

A few weeks ago, when President Granger said that Guyana has achieved national unity, I cringed. I think, in keeping with what he sees

as the responsibility of his office, he was being politically correct. But, we have not achieved national unity; that’s is why he has created a Ministry of Social Cohesion to work on that aspiration.

As an ethnic community, we are living side by side and we have our moments when we find common ground or near common ground. We agree on Hooper and Chanderpaul but not on Burnham and Jagan. Our politics do not create our insecurities, fear and animosity as some would have us believe. Rather our politics are the occasions for our extreme manifestations of our insecurities, fear and animosity.

What we heard from those speakers are Indian Guyanese insecurities, fear and animosity. They are being heightened by their party’s recent loss of political power. They will highlight the loss of employment by sugar workers as we try to diversify out of sugar which has long been a drain on our economy.

They would never say that a high percentage of those workers at Wales are African—that the burden is shared across the ethnic divide. They would never say that at another time hundreds of mainly African public service workers were retrenched to facilitate government’s acceptance of the IMF Structural Adjustment medicine. They would never say that there was a time when bauxite was downsized leading to almost 80 percent cut in employment at Linden—an act that has left that town in permanent stress.

They would never say that this very government, which they blame for targeting Indian workers, has carried blows to African vendors and keeps African public servants on an unlivable wage regime. Whatever you think about this government, it is an equal opportunity actor

when it comes to sharing out blows to the population. The speakers at the event on Friday would never say that the so-called businesses which they think would be targeted

by SARA were recipients of unfair privileges under the PPP government; that the economic system was rigged in their favour.

They will conveniently forget that when David Hinds, in the wake of State murder at Linden in 2012, called on African Guyanese to stand up and prevent such murders from spreading, they all condemned him and the government of the day sent the police after me and the Office of the President informed my workplace that I called for a coup in Guyana.

They will never think that their call on Indians to rise up is a form of national destabilisation.

No, that’s not their business. Their concern is to highlight the suffering of the Indian community in the darkest of terms. And that must be understood, even if one does not agree with the picture painted. What it says, however, is that we, all of us, must pay attention to what comes out of the bowels of our ethnic enclaves.

Ethnicity is not going away from Guyana anytime soon. We can’t wish it away or pretend it’s not there; we have to engage it. There will be the usual condemnation of some of the rhetoric and the racist labelling, but that would change nothing. That narrative of victimhood would be the theme for the next year.

Internship for UG pharmacology graduates begins month-end

THE 2016 batch of pharmacy graduates of the University of Guyana (UG) is unable to fully practise their profession because they are yet to complete their

mandatory internship with a medical institution in Guyana.

Some of the students, who spoke to Guyana Chronicle under the condition of anonymity to avoid victimization, believe that the Pharmacy Council of Guyana is slow on the internship

programme, a charge the Council has denied.

This publication was told that the students, on completion of their studies last July, were told that they have to complete a one-year internship with a medical institution to obtain their degree.

According to the UG website, “with a Degree in Pharmacy at University of Guyana, along with the required skills necessary to practise as a pharmacist, you will have completed work placements in hospitals and community pharmacies

Guides call for tour offices in all regions

STAKEHOLDERS, in an effort to position and promote the Rupununi as a tourist destination, have launched a Rupununi Tour Guide.

Hailed as a major marketing tool, the guide which was created by Visit Rupununi and the Guyana Tourism Authority (GTA) is expected to promote the wonders of both North and South Rupununi, through colourful pages.

Director of the GTA, Indranauth Haralsingh, says it will be used at local and international trade shows to attract tourists and develop Guyana’s tourism industry at a time when diversification and utilisation of resources are critical.

Its ability to attract tourists is due to the fact that the guide includes scenes from the Rupununi, a list of the tour operators in the area, lodges and a number of other facts about the tourist hub.

The GTA Director pointed out that the North Rupununi was an extraordinary natural area in southern Guyana that for the last 30 years had been isolated from the public. The North Rupununi extends from the Siparuni River to the Kanuku Mountains and from the Essequibo River to the Brazilian border.

The Rupununi website outlines that the area was well known in the 19th and early 20th

centuries, when it received visits from David Attenborough, Gerald Durrell, Evelyn Waugh and Charles Waterton; all of whom wrote eloquently of their experiences.

Added to that the recent upgrading of the Georgetown-Lethem road and the completion of the Takutu Bridge, these open new economic opportunities that may bring rapid change to the savannahs, forests and eco-systems.

The guide says: “Over the coming years, it will be important to effectively marry development and conservation interests in the Rupununi to ensure culturally, socially and ecologically sustainable development that builds on the unique natural and social capital of the area. This will only be possible if all involved parties work together towards the same shared dream of the future.”

In order to keep up with the rapidly changing society, Haralsingh said that they have been providing training for tour guides, boat captains and relevant residents of the communities.

It is a step in making the area a worldwide name known for its features such as fishing, cattle ranching, rodeo and the renowned music festival and North and South Rupununi Safaris. And, the hunt is still on for potential opportunities that can be exploited.

PM lauds contributions of Indians to Guyana’s development PRIME MINISTER, Moses Nagamootoo, on Friday expressed the hope that the foundation for the erection of the Indian Arrival Monument would be unveiled soon.

“We hope, on March 15, that we would be able to unveil a foundation for the erection of the monument, which I understand has been in Guyana for some time,” the Prime Minister said while delivering remarks at a reception held to celebrate the 100th Anniversary of the Abolition of Indian Indentureship in Guyana. The dinner was hosted by the Indian High Commissioner to Guyana, Venkatachalam Mahalingam, at the Aagman Restaurant.

While applauding former Minister of Youth, Sport and Culture, Dr. Frank Anthony, for championing the need for a monument to recognise the contributions of Indian indentured

labourers, Prime Minister Nagamootoo said he had the privilege of meeting the sculptor.

“When I was in India last year, I was privileged and honoured to meet the sculptor. I am sure this would be the realisation of one of his best pieces of sculptures,” he said. The Indian Arrival Monument which is a gift from the Indian Government will be erected at Palmyra Village in Berbice. The $35M bronze-sculpted artistry will decorate a oneacre plot of land at the ‘T Junction’ at Palmyra Village just off the eastern end of the Berbice River Bridge. The monument will be a tribute to the ancestors who came to the then British Guiana from India.

“The abolition of Indian indentureship is recognised as an important event in Guyana. In fact it reminds us of an end to a period that was characterised by

cruel exploitation in the worse form, and bondage on the sugar plantations,” the Prime Minister said.

He said the East Indians that came as indentured labourers made signification contributions towards the foundations for the economic, infrastructural, social, cultural and all-round development in Guyana.

“A few days ago I was at the Cove and John Ashram and I commented that one of the precious gifts that Indian indentured labourers brought to Guyana was their culture, their spirituality, their religion. And Hinduism and Islam as well as Christianity contributed to the rich cultural heritage of our country,” he posited.

The Prime Minister said Guyana would be in a better place if it had held fast to the values of the Indian indentured labourers. “Today we are better off, if I may say so, and would be better off,

if we follow the precepts of these philosophies and rituals and beliefs that could lead us to becoming a society that is less divisive, less deformed with corruption and malpractices of one type or the other and with criminality that seem to have infected even our schools.”

He noted that Guyanese must be cognizant of the fact that the past was not simply the past; it can influence the present and mould the future.

In observance of the 100th Anniversary of the Abolition of Indian Indentureship in Guyana, the Social Cohesion Minister, Dr. George Norton, in partnership with a number of civic organisations, religious bodies and the government, is hosting a number of events to commemorate certain hallmarks that would be associated with Indian indentureship.

Several in custody for illegal guns, ammo A 38-YEAR-old man said to be a miner is in police custody after an unlicensed .32 Taurus pistol with 10 live matching rounds was found on his person following a search by police on Friday evening.

A release said the man was apprehended by police ranks on a mobile patrol in the vicinity of the North Ruimveldt Market after they observed him acting in a suspicious manner.

The 38-year-old suspect, who resides in Safari Street, North Ruimveldt, is being processed for court.

The police also reported that on Wednesday, March 1, ranks in ‘A’ Division, acting on information received,went to Long Creek, Linden Highway, and carried out a search in two farm houses and found in excess of 11 kilograms of dried cannabis, an unlicensed shotgun and five cartridges.

Lindon Gordon, Artlain Menture, Devin Sandwell and a juvenile were arrested and charged with possession of narcotics for the purpose of trafficking and possession of firearm and ammunition without licence.

They appeared before Magistrate Sherdel IsaacsMarcus on Friday at the Providence Magistrate’s Court and pleaded not guilty and were remanded until March 10.

So far for this year, ranks of ‘A’ Division have seized six illegal firearms.

‘We are better off now’ ––PM says Indians better off 100 years after the abolition of indentureship

By Ravin Singh FED with milk of courage and resilience which has caused them to never surrender in the face of adversities, East Indians in Guyana are better off than they were 100 years ago.

This was the view of Prime Minister (PM) Moses Nagamootoo, who himself is of East Indian ancestry.

He shared this view on Friday evening at the National Cultural Centre where the

Guyana Indian Indentureship Abolition Association (GIAA) held a programme to observe the centennial anniversary of the end of indentureship in Guyana.

“If we were to ask the question if we were better off today, I would say we are better off because we were fed with the milk of courage, of resilience and we never surrendered,” the PM told the largely Indian gathering.

According to him, there is no doubt that Indo-Guyanese

today are proud of their roots, just as they are proud of their nationality.

But this proud spirit, he said, was shaped by an eventful past which cannot be re-written. He reflected on the lives on Indentured servants who came to Guyana from India in 1838 to work on sugar plantations.

“Lives of indentured servants were afflicted with the darkness of oppression, the darkness of being bond servants, the darkness of being

unrecognized for who they were and being paid measly and miserable wages while they worked for long hours.

They were sent to jail for minor offenses and whipped quite often by the plantation owners,” he reminded the gathering.

Fast-forward one hundred years after Indentureship was abolished; the PM related that this is the year when Guyanese should reflect on those sacrifices. He added that there should also be reflection on

In a world marred by catastrophic events, the Prime Minister noted that there are countries that are making every effort to become rich while its citizens are fleeing and are being deemed refugees. He reasoned that there are also countries being afflicted by all types of scourges including poverty and hunger, others which are not divided along ideological barriers that are now being divided by physical walls.

In the context on Guyana though, he was keen to note that its long history of slavery and indentureship, as inhumane as those systems were, bred in Guyana what eventually became a nation state that has held itself in the arena of the world with pride and independence.

This oneness, he added, is credited to the struggles of those slaves and indentured

workers who would have revolted, rebelled, and staged strikes which paved a way for them to enter the political arena.

He referenced the fact that it took a multi-ethnic and multi-racial coalition to transcend the aspirations and dreams of ancestors to push Guyana towards independence.

“We have much to celebrate after 100 years. We have much to celebrate because Guyanese who have become the offspring’s of indentured servants have excelled in all endeavours. We have become proud citizens of an independent country and we will build on the dreams and aspirations of our ancestors,” an optimistic PM said.

The ceremony featured several other speakers including Indian rights activists Ryhaan Shah and Ravi Dev, Peoples’ Progressive Party (PPP) Member of Parliament (MP) Adrian Anamayah and Indian High Commissioner to Guyana, V. Mahalingham.

Rocking start to Dharmic Sabha’s Phagwah celebrations

SCORES of persons were treated last evening to an Indian cultural show at the Pandit Reepu Daman Persaud Dharmic Sanskrit Kendra, Prashad Nagar, as the Guyana Hindu Dharmic Sabha (GHDS) ushers in the colourful festival of Holi.

According to GHDS President, Dr. Vindhya Persaud, the Phagwah Mela and Bazaar was the first in a series of

events planned by the sabha to celebrate Phagwah, which the GHDS will be celebrating on Monday, March 13.

“This is the kickoff for a number of other activities we have planned,” Dr. Persaud said.

She also said that the sabha will be having chowtal sammelans across the country starting tomorrow, a youth Holi festival and the Grand

“These are all traditions that have been with the Dharmic Sabha for over 40 years,” she said, noting: “We have sustained these traditions, expanded them and [we] have definitely included a lot of young people.”

The event featured Guyanese Indian singers Rekha Singh, Sookrane Bookdhoo and Mona Gowkarran, alongside the top performers, Vidya Ram, Karamchand Sugrim, Shivanand Singh, Elizabeth

Wong, Ritesh Tularam, Altaf Hamid and Tejyas Singh,of the recently concluded E-networks Emerging Voices competition.

The crowd was also treated to an old Indian style of singing known as the Biraha,

by Trinidadian guest performers who were all backed by the Dax New Generation Band.

The Dharmic Nritya Sangh also executed well choreographed dances by Dr. Vindhya Persaud and had the crowd dancing in their seats

to a number of popular Indian songs.

There was also a special dramatic presentation written and directed by Travez Piaralall, who is a graduate of the Anupum Kher Institute of acting in Mumbai, India.

Sweet meats and vegetarian foods were also on sale, in addition to the games and other attractions, making the event a perfect family event.

Meanwhile, in attempt to rectify the constant confusion over the dates for Hindu re-

ligious festivals, Dr. Persaud said she met with other Hindu organisations and proposed that an independent astrologer from India (the homeland of Hinduism) be employed to calculate these dates for future holidays.

“We at the GHDS believe that having such a person would eliminate all confusion surrounding these dates,” Dr. Persaud said as she urged all Hindus and Guyanese to put aside their differences and have a funfilled Phagwah.

Keeping Guyana safe The Guyana Fire Service – 60 years of service

By Neil Primus FROM the moment an emergency call is received of a fire in progress, a standard operating procedure clicks into gear. A general alarm is sounded and firefighters move into action. The operator puts the information into format: Address or location of fire, type of fire, any or all relevant information The closest unit to that location is dispatched. If it’s a building on fire, two units from the nearest stations are sent. They complement and support each other. This can be elevated depending on what firefighters encounter when they arrive at the fire. Once it’s a building, the GPL, GWI and Guyana Police Force are immediately informed. Each plays a vital role in every such emergency.

Every fire is different and different skills and tactics have to be employed to fight it.

The temperature in a room after ignition can in five minutes elevate to over 1800 degrees. Everything burns but each at different temperatures. When they burn they each react differently. Some burns quickly others slowly.

At any given time, many different things are in a room at the same time that a fire occurs. A living room for example have many different materials TV/DVD (plastic and electrical), chairs/sofas (foam, fabric, varnish, wood). Each would burn and burn differently.

Each will have a different reaction when they ignite.

A firefighter therefore must be equipped with a series of special skills in order to effectively tackle the many different fires he/she will encounter during the course of their duty.

SKILLS OF A FIREFIGHTER A firefighter is trained in a number of different disciplines. Following are some of these disciplines:1. Firefighting 2. Fire Chemistry 3. Construction 4. Fuels and flammable substances 5. Rescue 6. Road Traffic Accidents 7. Basic Electricity 8. Principle of Rural Fires (Farms and Open lands) 9. What tactics to use to control different fires e.g. Oil fire, Electrical Fire, Wild Fire 10. How to interpret what he sees into Fire Science.

Common Causes of Fires There are many causes of fires but the most common are: a) Cooking equipment b) Heating equipment c) Careless Smoking d) Children playing with fire e) Electrical equipment f) Candles g) Poor or inadequate wiring h) Flammable gases i) Christmas trees/lights/decorations j) Lit fires used to burn garbage/grass etc. k) Arson l) Fireworks m) Lightening strikes

UPGRADE PLANS Plans are on the way to upgrade Mahdia, Lethem and Mabaruma to full-time Fire Service. The Auxiliary will still offer support to these new stations.

According to the fire statistics, most fires occur during our two dry spells.

These are general just after Christmas and the August to November period. Ninety percent of the fires in Guyana are residential. Most of them occur due to human error.

FIRE CHIEF According to the Fire Chief, Marlon Gentle- who will this year mark 33 years as a firefighter- most fires are as a result of human activity. He explained that many of the fires that affect dwelling places are caused by somebody doing something that creates a hazardous situation. He gave examples of electricity theft, overloading of circuits, vandalism and arson as a few such causes.

He disclosed that the Guyana Fire Service will soon be acquiring a much needed piece of equipment; a Fire Boat. “It has been included in this year’s budget so by mid-2018 we hope to have it,” he concluded. “There is tremendous risk along our waterfront and the boat will act as a force multiplier to supply water in case of fires.”

The Fire Chief explained that they were in close collaboration with GWI to have the network of hydrants rehabilitated.

This very tedious process is ongoing. He called for a strict building code that would dictate and regulate how we construct/ build, spacing and electrical requirements.

- Gasoline, propane and other flammable substances must be handled with care - Storage/hoarding poses a serious risk of fire - Medical oxygen, portable generators and portable fireplaces also are potentially at risk of causing or support ing a fire.

Fire Chief Marlon Gentle GUYANA FIRE SERVICE On the 12th October 1957, the British Guyana Fire Brigade was formed. At that time, it was separated from the B.G. Police Force. In that same year it expanded its coverage from one station in Georgetown and one in New Amsterdam, to three in Georgetown, one in New Amsterdam and a fleet of Fire Boats, tenders and other vehicles. It became the Guyana Fire Service in 1966 when we gained our independence. An ambulance service and the Atkinson Airport was also introduce at that time.

The Guyana Fire Service will in October 2017, celebrate 60 years of sterling service to the nation. A current staff of 620 , plus a number of volunteers, help to keep our national assets, human and material safe.

FIRE STATIONS NATIONWIDE The coverage of the Guyana Fire Service is from Charity to Crabwood Creek. THE HINTERLAND AUXILIARY STATIONS There are a number of Auxiliary Stations in the interior. These are run by volunteers who are called out in the event of a fire. They are trained by the Guyana Fire Service and have some amount of firefighting equipment.

AT RISK Those mostly at serious risk in the event of a fire are the elderly, people with disabilities, children, the sick and those under the influence of alcohol or other drugs. Public education is necessary in order to prevent fires. People need to know the danger that fire (smoke) pose and how to survive them. The use of smoke alarms and sprinklers inside buildings could be the difference between a completely destroyed structure and one that is partially damaged.

EMERGENCY MEDICAL SERVICE In collaboration with the Ministry of Public Health, the Guyana Fire Service has begun Phase I of their Emergency Medical Service. This would ensure that there is a trained medical personnel present in every ambulance. The goal of the EMS is to provide efficient emergency services for the public and equip ambulances with trained emergency Medical Technicians (EMT) to respond to public emergencies.

In five years they hope to achieve the following:1. Provide national coverage 2. Have a minimum of 18 ambulances 3. Have a minimum response time of fifteen minutes 4. Effect Air and Water Medevac

Marchant de Lange to join Glamorgan THE raft of international cricketers joining English counties from South Africa is set to continue with Glamorgan close to signing 26-yearold fast bowler Marchant de Lange on a long-term deal, despite him not qualifying under the controversial Kolpak ruling.

Seven recent internationals have already joined counties as Kolpaks this close season, but De Lange is not eligible to play as one, because he has played an insufficient amount of international cricket in the last two years.

Kolpak registrations require the player to have played one Test match or 15 limited overs internationals in the 24 months before signing. In that period, De Lange has played just one ODI and one T20i.

Instead, pending the awarding of a visa and ECB approval, he will be registered as a local player as his wife has a British passport.

The ramifications of this are more severe than for a Kolpak registration. While, like a Kolpak, he would be ending his international career to make the move, he would only be eligible to play as a local player in one country’s domestic competitions.

Thus if he wants to continue playing South African domestic cricket, it would have to be as an overseas player.

The CONCACAF delegation will follow hot on the heels of FIFA’s Director of Member Associations and Development for the Caribbean and Africa,Veron Mosengo-Omba, who spent two days in George-

town last month to show support for the work of the GFF and to meet with government.

“As part of our One CONCACAF vision, it’s important to visit and encourage our member associations,” CONCACAF President Montagliani said. “To that end, I look forward to my visit to Guyana, a federation that has shown significant progress in developing the game at all levels over the last year through its leadership.”

Montagliani was elected as CONCACAF President in May 2016, with a mandate to reform foot-

ball across the region.

“We are delighted that CONCACAF’s president Montagliani is coming to Guyana,” said GFF president Wayne Forde.

“The Guyana Football Federation is fully committed to working with CONCACAF to reform and develop football, both at home and regionally.”

Guyana is one of the 41 member associations of CONCACAF, which is responsible for competitions, governance and football development in the region, as part of FIFA’s global structure for the administration of football.

From back page NEW York -based Guyanese boxing promoter,Seon Bristol,has confirmed that his Briso Promotion company will be staging a boxing card in Guyana on December 26th.

The card will be in conjunction with the Guyana Boxing Association (GBA)and is expected to see some of the top fighters in the region participating.

“My intention is to make sure that there is a fight-card on Boxing Day. It used to happen but for some reason has not in the recent past. I am not going to point fingers but intend to rectify the situation,” Bristol declared from the USA yesterday.

He disclosed that his company had attempted to host a similar event last Boxing Day but was persuaded against it after being informed that there was a professional card planned for the same day.

The former amateur boxer recently collaborated with the GBA to stage this year’s first International ‘Nuff Cuff’ tournament.

“I have spoken to the GBA president and have been given the green light. I have said before that I am willing to do whatever it takes to assist in moving boxing forward. The card will have an international flavour and brings down the cur-

tain on Guyana’s boxing activity for 2017, Bristol said.

Once held, the Boxing Day card should take the total international amateur competitions held in Guyana to four for 2017.

The GBA is scheduled to follow up on the February 19th ‘Nuff Cuff’ with the Caribbean Schoolboys and Juniors tournament in early May. A total of 12 countries are expected to participate. That would be trailed by the first ever Inter-Guianas Boxing tournament in October.

French Guiana, Suriname and the host country will partake.

(REUTERS)-Faf du Plessis successfully reviewed an lbw decision against him before guiding South Africa to a series-clinching six-wicket victory in the fifth and final one-dayer against New Zealand at Eden Park on Saturday and.the tourists regaining top spot in the ICC ODI rankings in the process.

Du Plessis was initially given out on 27 when trapped in front by Jeetan Patel but had the decision overturned on review. He went on to finish unbeaten on 51 as the Proteas made 150-4 after bowling the hosts out for a paltry 149 in 41.1 overs.

Lyon tears India apart with career-best 8-50

By Sudipto Ganguly BENGALURU,(Reuters)-Off-spinner Nathan Lyon claimed career-best figures of eight for 50 to help Australia bundle out India for 189 on the first day of the second Test at the M. Chinnaswamy Stadium on Saturday.

It was the third batting meltdown in a row for the hosts, who were dismissed for 105 and 107 in the opening Test in Pune during a 333-run loss inside three days. India had posted three consecutive totals of 600-plus before this series.

In a 16-over spell either side of lunch, Lyon dismissed Cheteshwar Pujara, India skipper Virat Kohli and Ajinkya Rahane on a pitch that had offered extra bounce and turn for the slow bowlers.

The 29-year-old returned for his second spell after tea and added five more wickets to finish with the best figures by a visiting bowler in India, whose hopes of levelling the series suffered a big setback.

Renshaw then piled on the misery by staying unbeaten on 23 and 15 respectively to take their side to 40 without loss at the close.

Warner was dropped on nine by Rahane at gully off paceman Ishant Sharma to complete a wretched day for the world’s top-ranked test side.

Kohli made a good start when he won the toss and opted to bat but paceman Mitchell Starc soon had the hosts on the back foot when he dismissed Abhinav Mukund, a replacement for injured Murali Vijay, in the third over.

Playing his first Test in almost six years, Mukund’s scoreless innings lasted eight deliveries with the left-handed batsman missing a full toss from Starc to be given out lbw.

India lost their last five wickets for 15 runs - all to Lyon - including that of Rahul, who holed out trying to hit a big shot in his quest to get to his hundred.

British anti-dopers condemn leaks to media over Farah (REUTERS)-British anti-doping authorities condemned the leaking of information “which only serves to fuel rumour and innuendo” on Saturday after the latest media report surrounding athlete Mo Farah and his American coach Alberto Salazar.

“UKAD continues to strongly condemn the leaking of information which only serves to fuel rumour and innuendo and has the potential to undermine the principle of confidentiality which is crucial to robust and thorough anti-doping investigations,” UK Anti-Doping said in a statement.

UKAD was responding to a report in the Daily Mail which said that American anti-doping authorities have asked their British counterparts to release Farah’s drug-test samples so they can be retested for blood-boosting substances.

UK Anti-Doping did not confirm whether this was true or not but said “national anti-doping organizations can quite legitimately disagree” over issues surrounding testing and analysis and pointed out the problems associated with retesting.

“All British elite athletes who are part of UKAD’s whereabouts,

testing and/or reanalysis program will be under the jurisdiction of UKAD even if they are overseas training or competing,” it said.

“Their samples will be

tested and potentially reanalyzed by UKAD based on intelligence received and improvements in detection methods. Each time a sample is reanalysed or sent to another location, the

amount contained within a sample can be reduced or has the potential to degrade which limits the possibility to test again in the future.

“Decisions as to testing and analysis therefore require careful consideration, and national anti-doping organizations can quite legitimately disagree in this regard,” the statement added.

“We do not comment on our testing strategy or ongoing investigations, as has been made clear in recent investigations. Status is no barrier to thorough testing or potential investigations. UKAD treats all athletes in the same way.”

UKAD is conducting

a joint investigation with USADA into allegations, first aired in a 2015 TV documentary, that Salazar breached anti-doping rules.

Last week, British newspaper the Sunday Times said it had obtained what it described as a leaked 2016 USADA report alleging that Salazar broke doping rules to boost the performance of his athletes.

The Unites States Anti-Doping Agency (USADA) was not immediately available for comment. Salazar and Farah, the double Olympic 5,000 and 10,000 metres champion, deny any wrongdoing in terms of doping.

ST JOHN’S, Antigua, (CMC) – Two Twenty20 Internationals have been added to Pakistan’s tour of the Caribbean later this year, with the two sides now set to face off in four-match series.

Kensington Oval in Barbados will host the first T20 on March 26 with the Queen’s Park Oval in Port of Spain now hosting three games instead of two, on March 30 and April 1 and 2.

“Twenty20 is an exciting format and this is another opportunity for our fans to indulge in the thrilling atmosphere that surrounds these matches,” said WICB cricket operations manager, Roland Holder.

“We look forward to fans in Barbados and Trinidad coming out and cheering our team on to victory.”

The additions to the itinerary comes after the West Indies Cricket Board snubbed an offer from the Pakistan Cricket Board to play a two-match T20 series in Pakistan later this month.

Head coach says West Indies Leicester City let down by fielding register backto-back wins ST JOHN’S, Antigua, (CMC) – New West Indies head coach Stuart Law has lamented his side’s effort in the field in Friday’s opening One-Day International against England.

Leading the Caribbean side for the first time since his appointment last month, the Australian watched as they succumbed by 45 runs at the Vivian Richards Cricket Stadium after failing to overhaul a challenging 297.

But while praising both the batting and bowling efforts, Law said the Windies had let themselves down in the field.

Captain Eoin Morgan was let off twice during his top score of 107 while Jason Roy (13) was also put down early on.

“One thing we showed, we did show good fight. It didn’t all go our way in the field but I thought we stuck to

our tasks,” Law noted.

“We probably lost it a bit in the last 10 overs – we lost a bit of focus in the field. A couple of very important catches that went down and it just goes to show that catches do win matches and they dropped two of the best players going around. You can’t afford to do that.”

Morgan received great support from opener Sam Billings who scored an effortless 52 and all-rounder Ben Stokes who stroked 55.

In reply, West Indies slumped to 39 for three before recovering through Jason Mohammed’s maiden one-day half-century of 72 and Jonathan Carter’s robust 52. However, with the run rate climbing, the hosts lost their last six wickets for 61 runs in the space of 54 balls to crumble quickly.

Law was quick to reiter-

ate the value of the missed chances in the field while also ruing the fact neither Mohammed nor Carter went on to three figures.

“They all bowled reasonably ok. It wasn’t so much the bowling, it was more so the couple lapses in the field,” Law pointed out.

“And then with the bat, Jason Mohammed played beautifully for his 70 and Jonathan Carter again for his fifty so it would have been nice if one of those two had gone on to get a big score.

But with the way the game was, we were always up against it once the run rate hit at around 12.”

West Indies take on England in the second ODI on Sunday at the same venue and Law said he was hoping his side could make the necessary adjustments.

Dominoes enthusiasts will have the chance to show their skills when the Lions club of Bell-Air, in collaboration with Beepats through the Supligen brand,hosts a two- day tournament on March 25-26.

The tournament, which was officially launched on Friday at the Lions’ headquarters in section K Campbellville, was initially slated for 32 teams, but organisers say they have in excess of that figure.However,they said that provision will be made to accommodate those additional teams that are interested.

The tournament will be run under the auspices of the Guyana Dominoes Association and according to vice-president,Rodwell Phillips,his entity was happy to be on board once again.

Phillips added that the tournament fits hand-in-glove with their plan to decentralise the sport and have it spread throughout the country.

WEST Indies Cricket Board (WICB) president Dave Cameron, will have to wait another month before the post he holds with thre region’s cricket governing body is ratified.

The ratification should have taken place this weekend at the WICB’s Annual General Meeting in Antigua, but that event was postponed because of the unavailability of a number of directors.

It was apparently difficult to get flights into Antigua for all the directors in time for the AGM because of the number of

tourists who flocked to the island for the OneDay International series between the West Indies and England.

Last month, the WICB had indicated that Cameron and vice-president Emmanuel Nanthan were unoposed ahead of the AGM where an election was to have taken place.

Michael Muirhead, outgoing WICB CEO, who was replaced y Englishman Johnny Grave, was also to have spoken at the AGM. Muirhead has already taken charge of the Coolidge Cricket Ground, formerly, the Stanford Cricket Ground. The WICB will now hold its headquarters at the facility.

The meeting, which will now take place at the end of this month, was also scheduled to discuss scheduling for the West Indies senior team for the remainder of 2017 as well as proposed tours outside of the International Cricket Council’s Future Tours Programme.(Sportsmax).

Stage set for Kares Fitness Challenge 2017

THE fittest men and women will kick their performances up a notch when the Kares Engineering Fitness Challenge gets going at the National Park today.

Rain or shine, athletes are going to be pushed to the brink,according to organiser Jamie Mc Donald, who told Chronicle Sport, “All things are ready and fans are in for a treat come today.”

Dillon Mahadeo will have to stand his ground against the fierce challenges in the male division,while the defending ladies champion is Candace Lynch.

The first event of the Challenge will see the con-

testants running two miles around the national park with a 300m carry at the end for the females and a 400m carry for the men.

Event two will see the men doing 33 deadlifts at 225lbs, while the women will have to do the same number at 155lbs. This will be followed by 33 box jumps at 30 inches for the men and 24 inches for the women. 33 Kettlebell swings at 55lbs for the males is another part of stage two with the women having the same number with a 35lb weight.

They will close the round off with 33 pull-ups for both men and women and 33 overhead squats at 75lbs for the men and 55lbs for the women.

Wijnaldum seals Liverpool win over Arsenal (REUTERS)-Liverpool rediscovered flashes of their most vibrant attacking form to repel an Arsenal fightback at a jubilant Anfield on Saturday and leapfrog Arsene Wenger’s men in the battle for Champions League places.

Goals from Roberto Firmino, Sadio Mane and Georginio Wijnaldum put Liverpool into third place in the Premier League as they completed their double over the Gunners with the sort of elan -- especially in the first half -- that they had displayed regularly before the New Year.

Wenger was presented with another difficult evening as his decision to leave top scorer Alexis Sanchez and Theo Walcott on the bench hardly seemed justified amid Liverpool’s first-

Event three will see each athlete having to complete a lift of increasing weight over a one minute period, with the men starting at 165lbs and going all the way to 255lbs,while the ladies will start at 65lbs and move all the way to 135lbs.

Event four will be a 10 minute workout with points being scored for as many reps as possible. In the odd minutes (minutes 1,3,5,6,7,9), the competitors will have to use the wallballs at 20lbs for males and 14lbs for females. On the even minutes (2,4,6,8,10), competitors will have to do as many reps as possible in the toes to bar exercises.

Event five will be unveiled on the competition

day,according to organiser Jamie McDonald, with the Director of Sports, Christopher Jones, expected to pick said event from a bag full of challenges.

Mohammed says Windies still threats despite loss in first ODI

ST JOHN’S, Antigua, (CMC) – Jason Mohammed believes West Indies have sent a strong signal to their detractors they can compete against world class sides like England, despite their defeat in the opening One-Day International of the three-match series.

The 30-year-old right-hander was the stand-out performer at the Vivian Richards Cricket Stadium here with a maiden ODI half-century as West Indies went down by 45 runs in the encounter on Friday after being asked to chase 297 for victory.

“I thought we played a very good game of cricket,” the Trinidadian told reporters.

“I know probably not much people gave us a chance before this game but I think we played really well and showed that as a young team coming in, that we can compete with England and most importantly, we can win games.”

England captain Eoin Morgan stroked an excellent 107 to rally his side, after fast bowler Shannon Gabriel had stunned the visitors with two early strikes to leave them on 29 for two in the eighth over.

In reply, West Indies fought back from 39 for three in the 12th over courtesy of Mohammed’s top score of 72 off 91 balls.

He put on 69 for the fourth wicket with Shai Hope (31) and a further 82 for the fifth wicket with Carter, to steer West Indies to 190 for four in the 39th over.

But once Carter perished in the deep, the innings lost energy, and the Windies were all out for 251 in the 48th over.

had been the turning point in the run chase especially since the lower order failed to fire.

“We were in the game right through. I think with myself and Shai and then Carter, we had a really good partnership and then losing the both of them kind of pulled back the momentum … so that was the changing point in our chase,” Mohammed explained.

“I think we had a good chance at chasing but the two guys (Hope and Carter) coming and getting out and then our power-hitters – the captain (Jason Holder) and Carlos (Brathwaite) – didn’t get off so I think that was a crucial part in the game.”

The personal achievement for Mohammed came in only his third ODI and his first international appearance in two years, and he said he was still feeling in good nick from last month’s Regional Super50.

“We just came off our regional tournament and I had a very good one. [I was] coming in here with a lot of confidence knowing I had some good form and some good innings behind me,” the Trinidadian said.

“But they are world class bowlers and it was always going to be a tough job but I think I played pretty well in the end and that’s the reason I got 50-odd.”

The League leaders’ competition is a precursor to the start of the 2nd half of the GFF/Stag Elite League where the number one team clash with the number two for a place in the final while the loser will have a second ‘bite at the cherry’ in the semi-final when they meet the winner of the meeting between the number three and four teams.

Today’s action at Tucville kicks off at 16:30hrs with an East Coast derby featuring 3rd placed Devcon Victoria Kings against 4th placed Buxton United. This match-up has always brought out the

best in these two teams and today’s encounter will be no different.

The Devcon Kings’ unit go into the game with a psychological edge having won the first round encounter by a 2-1 margin, but Buxton’s coach ‘Dan’ McPherson has

vowed to avenge the narrow loss today.

His opposite, Denzil ‘Hunky Brains’ Thompson who has been in charge for 5 weeks now, while not totally pleased with the preparation of the team, is cautiously optimistic of coming out victorious this afternoon.

“The entire club and team is in transition, we are rebuilding and to get to where we want to be will take time. Presently the team morale is high and once we make fewer mistakes will come out on top”, the former national goalkeeper told Chronicle sport.

It will be the first official game for the Kings side since securing sponsorship from Devcon Construction and today they will appear in their new outfits and several new players inclusive of brothers Tichard and Pierre Joseph.

BATTLING Tony Bellew shocked the boxing world by flooring David Haye at London’s O2 Arena on Saturday night.

The Hayemaker was the overwhelming favourite to claim the victory but a painful ankle injury halfway through the fight proved crucial.

Bellew took full advantage and eventually put his opponent with an eleventh-round stoppage in the capital.

A lifelong Evertonian, Toffees fan Bellew walked to the ring to the famous Z-Cars theme tune as the excitement built in London.

Bermondsey boy Haye opted for 1970s disco classic Ain’t No Stoppin’ Us Now and Bellew played to the crowd with a little dance in the ring.

Hayes unified the cruiserweight division in 2008 before moving up to heavyweight and went into the fight as the clear favourite with the bookmakers.

Nobody seemed to be giving Bellew even the slightest of chances in the lead up to this one.

That’s despite a run of 28 wins and a draw from 31 contests, including the triumph that secured him the WBC world cruiserweight champion last May. The Bomber made a positive start, catching the challenger with a right, before the second round became something of a standoff.

Haye was widely thought to be looking for an early knockout and started to take command of the fight by round four as he landed a powerful left hook.

But everything changed at round six.

The Hayemaker appeared to injure an ankle and was limping around the ring before hitting the deck not once, not twice, but three times.
