A MULTI-MILLION dollar mining operation in the Middle Mazaruni River just below Itaki was halted on Thursday morning after it was discovered that permission was never granted by the Guyana Geology and Mines Commission (GGMC) for the dredge owner to operate in that area. As such, the operation was deemed illegal and an order was issued for all work to cease with immediate effect.

The cease work order was issued by GGMC’s Mines Division Manager (ag), Dianne McDonald and the Deputy Chief Mines Officer, Kerwin Josiah, who were part of a team of GGMC of-

ficials led by Minister within the Ministry of Natural Resources, Simona Broomes.

Minister Broomes and her team came across the illegal operation, while conducting a sweep of the Middle Mazaruni corridor in Cuyuni-Mazaruni District –, an exercise which included more than 12 hours of travelling by river amid a host of rapids, falls and heavy showers.

The mining operation, situated just below Itaki, was the second of several operations inspected by the team to ensure that they were operating in keeping with regulations governing the extractive industry. Additionally, the team sought to ascertain the challenges faced by miners in the area

In fact, at the time of the visit, the GGMC officials could not ascertain the owner of the property; however, according to Mattis it is

owned by Ricky Ramnarine, to whom he pays a percentage of his gold. Mattis told the officials that the property is an “alternative”.

PRESIDENT David Granger warned police officers on Friday that this country must not go through another period like the ‘decade of troubles,” when more than 1400 citizens,including several lawmen, were murdered.

Speaking on the second day of the annual Police Officers’ Conference, President Granger explained that in order to combat crime, law enforcement must first determine and understand causation. Here he spoke of the secondary impact of criminal activities on communities. The President believes that the country is

That period spawned the emergence of drug cartels and phantom squads, who themselves, were involved in the murders of more than 1400 citizens between 2000 and 2009. “Police officers need to understand this period, because at no other time in the history of the Guyana Police Force were so many police officers killed on duty… It must not happen again… We know that there were problems, but let us not assume that those problems have gone away or that they cannot recur,” President Granger said.

numerous attempts were made at reforms in the GPF, but those plans were never conscientiously implemented and as a result, Guyanese paid a heavy price.

The earliest attempts at initiating reforms started back in 1999,when the United Kingdom’s Regional Advisor, Mr Paul Matthias, visited to discuss security assistance from Britain. This was followed by the Symonds Report and the establishment of the National Security Strategy Organising Committee in 2000. In 2002, the Border and National Security committee, the National Consultation on Crime and the National Steering

Committee on Crime, were established.

In subsequent years, legislation was passed, more crime-fighting bodies were established and the initial version of the SSRP was signed, but was later scrapped by the then Government. “This is not the time for coulda, woulda and shoulda. We know what we have to do.

We now have in 2017 to move forward. It is a time for what we will do. It is a time to introduce real reforms that will transform the Force. The past should offer lessons for the future.

Mistakes, which have been made, must be corrected and avoided in the future,” President Granger said.

Trump signs ‘extreme vetting’ Concerns raised over order to limit immigration Commonwealth leadership

US President Donald Trump has announced new vetting measures to “keep radical Islamic terrorists out of the US”.

He signed the executive order at the Pentagon after a ceremony to swear in Gen James Mattis as defence secretary. In a TV interview broadcast on Friday, he said Christians would be given priority among Syrians who apply for refugee status.

He has also vowed to curb entry for people from six other Muslim countries.

During Friday’s Pentagon ceremony, Mr Trump said: “I’m establishing new vetting measures to keep radical Islamic terrorists out of the United States of America.

We only want to admit those into our country who will support our country and love deeply our people.”

The text of the order was released several hours after it was signed. Among the measures are: ?Suspension of the US Refugee Admissions Programme for 120 days ?A ban on refugees from Syria until “significant changes” are made “consistent with the national interest” ?A 90-day suspension on arrivals from Iraq, Syria, and countries designated “areas of concern” ?To prioritise refugee claims in future “on the basis of religious-based persecution” if the person is part of a minority religion in their home country ?Immediate suspension of the Visa Interview Waiver Programme, which allowed immigrants to renew their visa without attending an

interview However, a mention of creating “safe zones” within Syria, seen in an earlier draft, was removed from the final order. The draft also only suspended entry from Iraq, Syria, and four other nations for 30 days - which has now been expanded to 90. He also signed an executive order aimed at rebuilding the military by “developing a plan for new planes, new ships, new resources and new tools for our men and women in uniform”. Last year, the administration of then-President Barack Obama admitted 10,000 Syrian refugees into the US. Neighbouring Canada - whose population is a ninth of that of the US took in 35,000. (BBC)

The government has drafted in senior officials to support the Commonwealth amid concerns over the way it is being run, the BBC has learned.

The Department for International Development (DfID) said last month the secretariat in London was “underperforming” and needed “urgent reform”.

Senior diplomatic and political sources - speaking to the BBC off the record - have accused the secretary-general, Lady Scotland, of “poor leadership”. But her spokesman said she had backing from all 52 Commonwealth countries that had elected her.

Mr Hitchens, a former assistant private secretary to the Queen, will be based in the Cabinet Office and will report directly to the prime minister. Sir Simon Gass, a very senior official who retired from the Foreign Office last year, has been made acting chief operating officer at the Commonwealth Secretariat.

He was appointed at the suggestion of the Foreign Office which is funding his salary. He is working directly with Lady Scotland at the secretariat’s headquarters at Marlborough House in London. The appointments are being seen in Whitehall as an attempt by the government to shore up a troubled organisation at a crucial time.

Ministers are keen to ensure that a meeting of Commonwealth trade ministers in London in March is a success and shows how Britain after Brexit can do more trade with countries outside the European Union. They also want to guarantee that the secretariat is capable of organising the heads of government summit next year that will be hosted by the Queen, who is head of the Commonwealth. Senior ministers will meet next week to discuss the agenda for the summit for the first time.

Last week, Theresa May spoke of the “unique and

proud global relationships” the UK has through the Commonwealth. The secretariat helps run the group of 52 mostly former British colonies that make up the Commonwealth and that are home to some 2.3 billion people, more than a quarter of the world’s population.

In a highly critical report in December, DfID threatened to withdraw its funding from the organisation unless it improved its performance. “The Commonwealth Secretariat continues to under perform,” the multilateral aid review concluded. “Improvement is essential if DfID is to continue to fund the organisation’s Commonwealth Fund for Technical Co-operation.”

This is worth about £20m per year.

The report added that the secretariat needed particularly to focus on improving “transparency, results measurement, human resource management, risk management, financial management, and budget discipline”. The secretariat said the review related to the period before Lady Scotland took up the post of secretary-general last April. “Since taking office on 1 April 2016, the Secretary-general has been focused on helping Commonwealth countries to achieve the United Nations Sustainable Development Goals, working towards the delivery of international climate change goals set out after Cop 21 in Paris and Cop 22 in Marrakesh, and to uphold The Commonwealth Charter.”

South-South cooperation hailed --at India’s 68th Republic anniversary

By Ravin Singh AS India observed its 68th Republic Anniversary on Thursday, the growing South-South relations between the two countries were given the spotlight.

Held by the Indian High Commission at the Pegasus Hotel, the observance was graced by the presence of many high-ranking dignitaries including acting President Moses Nagamootoo, Ministers of Government, Members of Parliament, ambassadors and other officials.

And fitting was the occasion for the acting President to laud the South-South relations that Guyana and India have been sharing for the past 50 years.

According to Mr Nagamootoo, this relationship is based on the principles of mutual respect, cultural/historic ties and non-interference in the internal affairs of sovereign states.

He said this special and mutually beneficial friendship has been characterised over the years by frequent, reciprocal high-level visits, which date back to a time when Guyana was a newly independent state.

The acting President noted that over the years, bilateral relations have remained strong and Guyana’s leaders have also been received and welcomed in India, on many occasions.

He referenced trips made in November of last year, when he travelled to India, twice, to attend the third World Tamils Economic Conference, in Chennai and the World Conference of Chief Justices in Lucknow, where he shared time with India’s Government officials as well as potential investors.

“On both occasions, I reaffirmed the Government of Guyana’s commitment to working together with the Republic of India for the common good of both of our countries. Moreover, at the United Nations General Assembly, our foreign ministers met in the spirit of strengthening our relationship, both at the multilateral and bilateral levels,” the acting President said.

He also took time to congratulate India on what he described as “leading transformation” over the last 68 years. “… as India celebrates its Republic Day, your Government and

the people of India should be immensely proud at the leading transformation that India has experienced over the past 68 years,” he said.

Mr Nagamootoo also pointed out that the seven per cent economic growth trajectory India’s Prime Minister Narendra Modi has envisaged and pursued is ample testimony to the fact that the country is on the right path of development.

“It is indisputable that India enjoys the reputation of being one of the fastest growing economies in today’s world,” he added.

Sharing similar views were High Commissioner of India to Guyana, Venkatachalam Mahalingam, who spoke of the commonalities the two countries share.

He pointed to the fact that both countries had the same colonial master – Britain – and share similar multi-cultural characteristics.

Teen boy stabbed by cop A FOURTEEN-year- old boy, David Peters, is presently battling for his life at the Georgetown Public Hospital after he was allegedly stabbed to his stomach by a police officer on Friday afternoon.

Reports are that the lad, who hails from Chelsea Park, Mahaica, East Coast Demerara (ECD), had visited a wellknown store in his village to purchase bicycle parts when the incident took place.

The Guyana Chronicle understands that around 13:00hrs on Friday, the young police rank, who is attached to the Operations Room at the Brickdam Police Station, was also in the vicinity of the store when he came into contact with the teenager.

According to witnesses,

the duo began to argue over their sisters, and it is unclear at this point who issued the first verbal jab. However, the policeman subsequently drew a knife which was on his person and stabbed the 14-year-old just below his navel (belly button).

Persons who witnessed the incident telephoned the Mahaica Police Station to report the matter and also to offer assistance to the injured boy. He was rushed to the Mahaicony Cottage Hospital then transferred to the GPHC for emergency treatment due to the extremity of his wound. Meanwhile, police ranks from the Mahaica Police Station are said to have arrived promptly at the crime scene and arrested the alleged perpetrator.

was told by a police source that the alleged assailant ,who lives in Hope village, ECD, is currently in police custody at the Tactical Service Unit (TSU), Eve Leary, Georgetown.

The source also stated that the boy is “in a serious condition, but is presently stable.”

A family friend of the injured youth told the Guyana Chronicle that he is scheduled to undergo minor surgery within the next 24 hours to ascertain that there was no rupture to any of his vital organs.( the boy’s name is David Peters and the police rank is said to have been only on the job a few months to date.)

Following both speeches, toasts were made to the success and prosperity to the Republic of

India and her citizens. A dance by a woman and a child dressed in traditional Indian wear was the lone cultural item featured on the relatively short programme.

Dinner brought the curtains down on the evening’s proceedings.

Pres Granger to chair NCDs board

HIS Excellency President David Granger has been appointed Chairman of the Board of Commissioners for the National Commission for the Prevention and Control for Non-Communicable Diseases (NCDs).

The Board of Commissioners were approved during a Cabinet recent meeting.

Minister of Natural Resources, Raphael Trotman, told media operatives today at a post-Cabinet briefing that, “the Board of Commissioners for the National Commission for the Prevention and Control for Non-Communicable Diseases is for the period February 1, 2017 to January 31, 2019.” The president’s appointment to chair the board is the first of its kind in the history of Guyana. Trotman said that this indicates the level of government’s commitment towards combating the scourge of NCDs in Guyana.

Membership of the commission will consist of representatives from a number of agencies and government ministries

These ministries and agencies are expected to identify their representatives shortly.

The National Commission for the Prevention and Control for CDs was established to monitor the implementation of the National NCD Prevention and Control Strategy 20132020. The Commission will also evaluate the impact of NCDs in Guyana diseases and collaborate with government ministries, the private sector and communities to address the major risk factors of NCDs. Meanwhile, Minister Trotman added that, “Cabinet has also approved (the)Board of

Strengthening our parliamentary system

CECIL Dhurjon, Senior Counsel (SC), CCH who has given yeoman service to Guyana as its Chief Parliamentary Counsel, has retired and his deputy for many years, Charles Fung-a-Fat, SC, has succeeded him.

The newly minted Senior Counsel brings to this important portfolio more than three decades of experience in the field. With such institutional memory and acquired competence, the possibilities exist for the creation of a new era in our parliamentary democracy.

Fung-a-Fat’s appointment comes at a time when the APNU+AFC Government has put in place an architecture, not only to strengthen the Parliament, but also to protect its day-to-day activities and give it its deserving independence in accordance with the Guyana Constitution.

Recent decisions by the Government to make Parliament financially autonomous has put Guyana on a progressive path. This path positions the legislative branch of government to secure its supremacy as the nation’s highest decision-making forum, consistent with Article 51 of the Constitution. In this environment, the new Chief Parliamentary Counsel will note a departure from recent times when the parliament was subsumed by the Executive.

The inherited status of subsuming the administrative activities of Parliament into the Executive has hindered the House working at full capacity and consistent with Article 171. This article allows for any member to bring a bill to parliament, but such has been hamstrung due to the absence of technical assistance and intrusion of the Executive. Coupling the two branches of government has proven to be challenging to our democracy, in that it obscures the delinking of their distinctive roles and inherent checks –and-balances structure.

Currently, the office of the Chief Parliamentary Counsel operates under the aegis of the Attorney General, who is the Chief Legal Advisor to the Executive. In the quest to make Parliament independent in its true sense, it may require examining the utility of placing the legislative draftsmen within the structure of parliament, physical and organisational. Parliament comprises the Opposition and Government benches. Our history has been one where the opposition, bar none, has complained of limitations in drafting legislation. Accusations and counter-accusations have marked relationships between the two sides on this aspect of legislative business and have proven unhealthy for our polarised politics and for securing inclusion.

There can be no doubt our parliamentary system stands to benefit from capacity-building. Building capacity can see the establishment of a new unit comprising legal draftsmen to assist our lawmakers in putting in place laws that can strengthen articles in the constitution.

Articles in the constitution are considered declarations of intent and require laws to flow therefrom to give them true meaning.

The year 2016 has been a significant year for the continuous development of China-Guyana relationship with frequent high-level visits, a productive year for the cooperation in economy, trade, health and many other areas and also a fruitful year for the educational and cultural exchanges between China and Guyana. These fully testify that deepening mutual understanding and promoting China-Guyana friendship have become our common wishes.

Just weeks ago, H.E. president David Granger designated January 12th as Chinese Arrival Day, recognizing significant contributions Chinese have made to the growth and development of Guyana. I wish to express my appreciation for this designation which acknowledges the long-lasting friendship between our two peoples.

As we look forward, China and Guyana will commemorate the 45th anniversary of diplomatic relationship in 2017, and it will be a milestone in the bilateral relationship between our two countries. 45 years may be a brief moment in human history, but they mark a significant development of our relations. Over the past 45 years, the two countries have been achieving new accomplishments continuously with concerted efforts.

This could not have been possible without the support and hard work from our two governments and peoples.

But I am hurt and grieved to see that marijuana smokers continue to be discriminated against. Marijuana accused are not afforded the same pre-trial liberties as other offenders. I am of African descent and when I checked the ethnicity of all those men remanded to prison for the charge of possession of cannabis,

90 percent are young black men.

It is time, it is way past the time that Caribbean governments generally and the Government of Guyana especially, follow Jamaica’s bold step and remove these racist, colonialist, apartheid and slavery laws from the backs of young black men.

We are turning our young black men into criminals.

Marijuana accused suffering

TODAY, January 25, 2017, I am again hurt and saddened when I read the various newspapers in Guyana. The courts continue to deny bail to those accused of possession of marijuana.

This is even more glaring when compared to the handling of other cases by the same magistrates. I have included a few in today’s papers to highlight my point.

There is significant contestation about the powers and immunity of the President under the constitution. Another school of thinking contends that this cannot be so, given that the president has sworn to an oath to uphold the constitution and one cannot be above what one has sworn to uphold. Only laws will settle these conflicting positions.

Within the society there are persons with the institutional memory and competence to train a cadre of lawyers to become legal draftsmen. In our midst names that readily come to mind

Attracting attention too can be the Sir Michael Davies’ Report on Parliament. In this report, where attention was given to policy and management, recommendations were made for institutional strengthening and in some regards by the way of laws. The creation of an independent unit comprising a cadre of draftsmen will help in bringing realisation to critical areas in this report, which was solicited with the aim of strengthening our parliamentary democracy. Frank and honest evaluation over the years will show that there has been a decline in parliamentary performance.

Advancing the nation’s growth and development requires reassessment and realignment in a progressive direction.

Give unto the cultural industry the crumbs of the billions cast on sugar Dear Editor

THE question of the sugar industry has taken up more media space, both print and electronic than any other industry in Guyana over the past twenty years, and possibly further back through Headliners, letters, columns and articles. That worldwide, sugar nations like Cuba and recently Hawaii have moved away or diversified into other areas as the evolution of economic forces demand. In Guyana, cane cutters are captive votes to the PPP, and we must conclude that they, the PPP, present no evidence that as a political group they can see beyond the facades they have erected.

I will demonstrate another sequence of behavioural policy in credit to Freddy’s

article. I am an artist /writer; about 24 years ago many creative persons were initiating a new legalised cultural industry. We were using precedents from across the Caribbean and the U.S.A to form ourselves into positions for Banking and contractual engagements. We were breaking new grounds, throwing every available dollar into equipment and trade literature. We were learning the hard way in many areas losing money, but there was optimism, many private sector entities were trading social connections for better creative productions.

It took the change of Government in 1992 to convey to us that the livelihood of some citizens can be viewed with indifference and contempt, if they did not

represent political assets. We had all begun to feel individual hiccups that derailed ground covered, the creative arts association of which I was a member had entered a relationship with the Department of Culture through the late Denis Williams. As a result, we would bring the arts to the then vacated Castellani House. We launched it with an exhibition, Omowali a fellow artist, a Guyanese of American roots invited Janet Jagan. That was it, we were detached from the facility, our ideas hijacked, we were not even sent a thank you note for initiating the Idea, the 10th Anniversary of the National art gallery, and we were not even mentioned in its publication.

Tidy up infrastructural works in Sophia Dear Editor, IN the past 20 months, there has been a flurry of infrastructural works in the sub-urban area comprising sub-sections Sophia, Pattensen, Lilliendaal, South Turkeyen and Cummings Park, commonly referred to in general as Sophia.

Asphalted roads have been constructed where tracks and dams once existed and street lights installed under what I think is called the Sophia Ring Road project.

Habitation of this vast area on the eastern outskirt of Georgetown, with an estimated population of 30,000, was encouraged by the late Dr. Cheddie Jagan even prior to his ascension to the presidency in 1992. It saw the evolution and transformation from what was likened to a huge squatter settlement to a modestly

regularised housing area.

Regrettably, Dr. Jagan’s successors virtually forsook this section of the capital in the last 20 years prior to 2015. Any infrastructural work done during that period was of a shoddy nature by disreputable contractors, who seemingly disappeared leaving incomplete works behind. I know of a particular street that developed potholes and erosion in less than a month of its construction.

The recent infrastructural works by the current APNU-AFU coalition government has been timely, and particularly good, given the high density population comprised of a mainly youthful lower to middle class component. It gives the inhabitants a sense of belonging and inclusivity.

Notwithstanding the improvements, the infrastructural works seem to have

come to a sudden halt without explanation.

The stretch of road, commonly called ‘B-Field’ road, running north to south from Dennis Street to the Lamaha Canal, which was resurfaced has deteriorated significantly due to the load of traffic detoured from other access-ways previously under construction. Erosion is at its worst closer to the 10th field. This is just one of the many motorways without revetment, sandwiched by parallel canals, where high volumes of traffic impacts deterioration over time. The ‘B-Field’ road undoubtedly has the highest volume of traffic since it is also used as alternative by motorists from the East Coast to access South Georgetown and vice versa.

Lighting of streets has also been a positive feature, but the distribution is somewhat mind-boggling. Some

sections are so heavily lit that you can find a fine-pin on the road at nights, while other sections have no lighting installed, period. A good example is the D-Field road, where darkness stretches from the Dennis Street junction with the ‘Red Shop’, past the Turkeyen Police Station for about 1,300ft or 1/4mile going south. On that same stretch of road however, lights prevail from the Mosque going south into Cummings Park. If the lights allocated are limited then the spread should have been broader to allow for greater coverage.

I believe that tidying up of this infrastructural project is imperative if the current government wishes to score full points for the developmental works at hand.

I compare Cultural Industries because we are the only group in this country that have not merited or received the support of the state, support which is petitioned for by every other institution, even from the super-rich for debt write-offs.

Though we are not invisible our work is applauded, but we remain undervalued, and the poorest group of professionals. Our condition

is, we too need a shot in the arm, because we exhaust our resources outside of the relationship with the state that our forbearers have had across cultures for a thousand years.

In January 2012, ACDA housed a Symposium on economic issues; I headed the one on Cultural Industries; out of it a draft paper was compiled, given to every political party and to the PPP’s Ministers of Culture and Finance – neither of the two even acknowledged receipt of the document. A more comprehensive document has been delivered recently to a current authority with a much more cordial response.

Elderly man gets three years on causing death charge A THREE-YEAR prison sentence was on Friday handed down by Chief Magistrate Ann McLennan to a 58-year-old man, who was arraigned at the Georgetown Magistrates’ Court for causing the death of a motorist in March, last year.

At the conclusion of the trial Magistrate McLennan commended the prosecution, which was spearheaded by Inspector Neville Jeffers, noting that she was satisfied with the strong case it presented.

Andrew Alder of West Ruimveldt, a former driver attached to the Guyana Oil Company (GuyOil) was found guilty of driving motorcar PMM 3981 in a manner dangerous to the public, thereby causing the death of Denesh Bissoon on March 6, 2016 at Houston Access Road.

Magistrate McLennan recapped the prosecution’s facts, as well as Alder’s testimony, which she deemed as ‘not logical’. She highlighted that Bisson died from the injuries sustained due to the accident which caused his death.

During her address, she stated that the court was satisfied that he had caused the

death of the man. “The court is sure that you failed to exercise care, caution, common sense, courtesy and consideration on that day. You fell below the care and caution necessary for competent driving. The court hereby finds you guilty as charged,” the Chief Magistrate said.

Alder’s lawyer, Patrice Henry, attempted to plea during mitigation. He asked the Magistrate to consider granting his clients non-custodial sentence considering Alder’s age.

However Magistrate sentenced Alder to three years imprisonment.

Businessman kills bandit

A CG bandit was gunned down after trying to rob a businessman in Mc Doom, East Bank Demerara, on Friday.

Dead is Gary Koster, 38, of Norton Street, Bagotstown, East Bank Demerara (EBD).

According to reports, the robbery occurred at 14:45hrs when a 48-yearold businessman of Anna Catherina, West Coast Demerara, who is a licensed firearm holder of a Taurus .32 pistol was attacked

on the Mc Doom Public Road.

Reports indicate that the businessman was a passenger of motor truck GTT 5907 which was driven by Safraz Alli, 35.

At the junction of Houston, EBD, the driver stopped to let another vehicle exit the access road when two males rode up on a black and grey CG motorcycle bearing registration number 2167.

The pillion rider dismounted, pulled a gun from his waist and dealt

The businessman then pulled out his licensed firearm and discharged four to five rounds in the suspects’ direction, hitting one of them who fell on the roadway while the other ran south along Mc Doom Public Road and escaped.

Police processed the scene and found three .32 and one 9 mm spent shells.

The bandit was picked up and escorted to the Dia-

mond Hospital where he was pronounced dead.

The body had a gunshot wound to the left temple and one behind the neck.

The pick-up was examined and a bullet hole was seen on the left side of the windscreen.

The businessman and driver gave statements to the police as investigations continue. The motorcycle was taken to the West Ruimveldt Police Station.

Just over the Mazaruni River from Mattis’ camp, there were several illegal shops operating. A wooden shack divided into four smaller rooms was also visible but most of the rooms were locked.

sought to explain the absence of the other women who are usually on site.

According to Stewart, she has been “running” one of the shops for the past five months.

However, Minister Broomes was informed by the GGMC officers that the owners of the illegal shops were given marching orders since last year.

In fact, in 2012, GGMC had dismantled the illegal shops in the area, but they have since been rebuilt and there are signs of expansion.

Not far from that location, the team came across a dredge camp owned by Bibi Mohamed and her brother Nicolas Mohamed – a property held under a mine permit.

Though that operation was legal, the deputy chief mines officer noted that the mining conditions were unsafe.

“The danger there is if mining should continue, then, you can end up having fatalities in terms of loss of limbs and life, because when the water is high, it would flood and carry away the whole place,” Josiah explained.

He said before mining recommences on that property, a mining plan should first be initiated. Additionally, there was the issue of pollution, which appeared to

be widespread in that part of the mining district.

MORE TO BE DONE Based on the areas inspected, the Mines Divisional Manager concluded that there is much more to be done by GGMC to ensure that the regulations are upheld.

“It is clear that we at GGMC, we have a lot of work to do, because as you would have noticed, we came across some non-compliance in some of the areas where we stopped,” she told Guyana Chronicle. McDonald said mine operators must recommit to operate in keeping with the regulations governing the sector.

Minister Broomes said based on the areas visited in Middle Mazaruni, a recommendation would be made to have a GGMC branch office set up in Issano to assist in the monitoring of the area in a quest to eradicate illegal mining.

Secondly, she noted that a report will be submitted to the Minister of State on the state of the environment in the mining district. Throughout the visit, she had expressed serious concerns about the water pollution, erosion and deforestation in the mining district.

Free parking for teachers

TEACHERS in the public school system, who drive, can now breathe a sigh of relief since they will not be required to pay for parking while on the job.

This was announced by President of the Guyana Teachers Union (GTU), Mark Lyte, following intense discussions with the Georgetown Mayor and City Council (M&CC) and Smart City Solutions (SCC), the company that is operating the meters.

Immediate rejection of the parking meters placed outside of schools prompted the two bodies to meet to discuss the way forward for teachers.

And on Friday, Lyte informed the public, via a Facebook post that “no teacher in the public school system will be required to pay for parking their vehicle, while they teach the nation’s children.”

Parking meters which were recently introduced to the city have been placed in front of the Bishops’ High School and the Ptolemy Reid Rehabilitation center. It is estimated

that more than 10 teachers from the Bishops’ High School drive and those who spoke with this publication lamented that the $200 per hour rate was too “burdensome.”

However, in addition to teachers not having to pay for parking, the GTU President said that those meters which have already been installed in front of schools, will be removed, while no other meter will be mounted outside of any public school. Lyte took the opportunity to express appreciation to the M&CC and Smart City Solutions – the company contracted to manage and regulate the meters - for granting the union’s request to have the parking meters in front of schools removed.

“The GTU also wishes to thank its members for standing with us during these difficult times, also to the Prime Minister and Deputy Mayor for their intervention” he said.

Meanwhile, the SCC

continues to allow a grace period of free parking, indefinitely, although paid parking in the city has commenced. On Friday, members of the City Constabulary were out in their numbers policing the streets, looking for vehicles which were parked in the demarcated spots without the drivers paying for those spots. Those vehicles were wheel-booted, but according to the officers, this was just an “exercise” to demonstrate what will happen when the paid parking system is fully introduced.

The introduction of these meters has been met with staunch resistance from drivers, who are refusing to park on the streets.

On Tuesday, when it was believed the meters were introduced, streets around Georgetown, where payment is needed for parking, were visibly clear.

The Finance Minister, who signed the agreement on behalf of Guyana, explained that by adopting the “Delivering as One” approach, Guyana is now poised to reap the benefits of the combined ideas, skills, capacities, and institutional experiences to be provided by the UN family and the Caribbean.

He posited that development framework is designed to provide member states with the necessary tools, partnerships and resources needed to achieve national and sub-regional priorities in an inclusive and equitable manner.

He said very soon, the Government will pilot a green development programme for multi-dimensional poverty reduction in Regions One, Five, Nine and 10, and already, the UN Country team has been engaged at the various levels.

The MSDF will cover the UN System across Barbados and the OECS, Belize, Guyana, Jamaica, Suriname and Trinidad and Tobago and their participating governments. It is based on the Common Multi-Country Assessment (CMCA) which is an analysis of regional and national priorities, within the context of the SDGs.

New Amsterdam Town Council to up the ante in addressing town needs for 2017 Despite a four percent reduction in tax collection for the year 2016, the employees of the New Amsterdam Mayor and Town Council has been hard at work ensuring that residents benefit from rehabilitative works and other improvements to their town of New Amsterdam. Town Clerk, Sharon Alexander, during an interview with the Guyana Chronicle, reported that tax collection decreased from 51 percent in 2015 to 46 percent in 2016, while overall revenue collection increased from 73 percent in 2015 to 77

percent in 2016.

But the town has also seen several projects completed during the year such as the clearing of overgrowth from parapets, cemetery and parks and the desilting of the drainage system. The town also benefitted from the construction of a $13 million ‘back market’ which was funded by the UNDP. Currently stalls, cameras and other amenities are being built within the facility which will also accommodate vendors who ply their trade on the road.

Further, Alexander said that several training ses-

sions were conducted for the Elected Council by the Caribbean Local and Economic Development Project (CARILED) through the Ministry of Communities.

The purpose of these training sessions was to enable the Elected Council to better understand their roles and functions. Sessions were also conducted with Council staff and residents in order to establish a Municipal Development Plan.

For the year 2017 the Council will be rehabilitating several streets within the town while rehabilitation works will also be conduct-

ed to the Municipal Stores and parts of the Town Hall building.

Alexander said that several training sessions are planned to build capacity of the Municipal workers, enhance customer service and computerise the tax collection system.

She encouraged that all property owners who are indebted to the Council, honour their obligation as soon as possible as the Council is striving to develop every community within the municipality and to do this, they require the input of all stakeholders.

Alexander noted too, that solid waste management continues to be a great challenge for the municipality, since indiscriminate dumping is prevalent. For 2017 the Council plans to institute fines for persons found guilty of littering, while also looking to source equipment to help to deal with the problem.

She said that all residents must have garbage receptacles to dispose of their waste and that if domestic waste is not collected in a

timely manner, then citizens are advised, to call the Mayor and Town Council.

Additionally, she advised that approval must be granted first by the Council in writing and signed by the Town Clerk for construction of proper-

ty, which includes fencing and access (bridge/footpath) or any area which includes the Council reserve. Anyone who fails to comply with the Municipal and District Council’s Act, Chapter 28:01 as it relates to the above will be fined.

Pharmaceutical shortage in Region Six to be addressed, Regional Director of Health Services

While acknowledging that there is a shortage of pharmaceutical supply within the Region, Regional Director of Health Services, Jevaughn Stephens has reported that the number of persons accessing outpatient services has significantly increased, from 74,000 in 2015, to 103,000 in 2016.

However, he acknowledged that such an increase, therefore warrants that the shortage

be addressed as soon as possible and that plans are being put in place to do so within the coming year.

“During 2016, we have estimated based on our regular patient load, but we have found that more persons are utilising the public health services. There are some shortages, but when there are, we try our best by using the Procurement

Amerindian Hostel to be renamed ‘Student Hostel’ as it opens its doors to students from other communities FOLLOWING a $9 Million investment in rehabilitative works, the Amerindian Hostel in New Amsterdam will soon be renamed and will expand its accommodation to students from nearby communities.

Prior to its rehabilitation, the building, located at Mudflat, New Amsterdam housed primarily Amerindians.

Now, Regional Chairman Mr. David Armogan, during a press briefing, said that the edifice will also accommodate students from the Canje Creek riverine community and will be renamed the ‘Student Hostel’.

Over the years, the New Amsterdam Amerindian Hostel has been transformed from a residence which was intended for secondary school students from the riverine and Hinterland areas, to a building which now houses per-

manent families.

First constructed in the early 1980s, the building was managed

by New Amsterdam Lions Club, under the presidency of Mavis Smith for four years, before it was handed over to the Regional Administration.

Subsequently, a captain was appointed to manage its affairs, before the selection of House Mothers, during which period parents had the responsibility to pay for their respective children’s upkeep.

That money was intended to pay a salary to the House Mother.

But, some parents failed to honour their responsibility, and their children were sent home. Other students were forced to return home due to a ‘spiritual attack’ at the hostel, and yet others sought alternative living arrangements in the township.

Although, the upper flat was designed to accommodate twelve students , along with a House Mother, the population has exceeded the expected amount, resulting in rifts amongst families.

However, she welcomes the idea of opening the hostel to students from other communities, and is optimistic that the need for house mothers/ house fathers, and security, will be urgently addressed.

I have been visiting the medical clinic at the New Amsterdam Hospital for over 50 years. There is no arrangement for the elderly. We have to arrive early at the clinic, but have to wait as persons will allow their associates to access the doctors before us. After a long wait, I would experience dizziness. Then,

after visiting the doctor, I have to go to the pharmacy. That’s where the wait will continue .But that’s not all; I get to the pharmacy counter only to be told that there is no Isodil or Vitamin B complex. The Pharmacy Assistants will advise me to go and purchase the needed medication from a popular pharmacy in the town. If I had money I would not have gone to the hospital, I would have gone to a private health institution.

As a result, the doctor had instructed that she use an inhaler during the attack. For weeks the inhaler has not been available, and to buy it at a popular drugstore at the mall is too expensive as I have to do

so from my pension because her parents are dead.

Further, my nephew has some wounds under his arm and neck. He was hospitalised on and off during last year. Many times his wife has to buy the dressing. Sometimes there is no gauze and at other times, the nurses say the dressing is not sterilized. There are other times, they don’t feel like doing dressing and they simply say come back tomorrow, because they are overheard saying there are no gloves.

It is reported that the hospital offers free medication but as long as you go elsewhere to make a medical purchase it means you can afford to do so.

My contention is there are poor people who would visit the New Amsterdam Hospital, and would be asked to buy their medication from a pharmacy.

They have to pay from the little earnings that they have. The relevant Min-

isters need to visit communities where persons in need reside and find out how they are getting their medical supplies.

I am asking that if the government is not getting to procure medication for the poor they need to start looking at making concessions or have a special place which would accept pensioners and the needy,

Citizens warned to clear overgrown bushes, fogging exercise to commence soon

THE New Amsterdam Municipality is set to improve its vector control services following the purchase of a fogging machine, which will be used to commence a fogging exercise within the Berbice township.

However, Environmental Health Officer Mr Ackloo Ramsudh has said that as this exercise is about to commence, persons who have overgrown bushes in their yards and an accumulation of solid waste in their surroundings are advised to desist from entertaining such conditions as they serve as potential breeding grounds for mosquitoes.

“Although this is a tropical country, we want to ensure that we can control the new arising vectors and

mosquitoes as much as possible,” he said.

Inspection of premises, Ramsudh said, will continue especially those owners who disregard notices sent out by the Municipality.

Apart from solid waste, the town’s biggest problem is overgrowth on buildings and within yard spaces. Although notices were served on defaulters, many persons are reluctant to comply, he said.

Meanwhile, the Anglican Church at Stanleytown, which closed its doors more than 12 years ago, was singled out as being a building which continues to have overgrown bushes, although the religious body had received notices to have the building cleared.

“The church will have

no exception. Notices were sent to them. But to date, they have not complied and so we will be targeting them aggressively,” he said.

The municipality has implemented a fine of $3,000 per month for failure to comply. This sum will be attached to the taxes.

Even though you are given a card with a number, many times persons come from behind and access the services, even though it is not an emergency.

There are times there are fights, as each person wants to see the doctor.

I feel that numbers need to be given to persons as they wait to be registered, so as to avoid confusion. I have seen women with babies in their arms, sitting and waiting for hours. I have seen school children dressed in uniforms and still have to wait for lengthy periods. I have seen senior citizens visit the hospital, by looking at them you know they need urgent assistance.

But they too, have to wait for hours outside the Accident and Emergency Unit.

The medical staff, in my

opinion, are not working for the people, but for themselves.

For working people to visit this hospital, they cannot ask for time off, they have to give up a day so as to seek medical services, as the lines are always long.

On several occasions, I was told by the medical personnel to go and purchase my medication at a private pharmacy. This has been going on for a very long time. It’s unfair, as many times when a person visits the hospital, they just have their passage, and sending them to a private pharmacy incurs additional cost which was not catered for, and the patient can be embarrassed.

It’s time that these issues be addressed.

Sometimes, the nurses are openly annoyed with you. Why should it be so? The job calls for patience and if they do not have it, then they should leave the job.

Taxi driver granted $800,000 bail for causing death of pedestrian

FIFTY-FOUR-YEAROLD Noel Dé Freitas appeared before Chief Magistrate Ann McLennan on Friday charged with causing the death of a pedestrian by dangerous driving, two days ago along Mandela Avenue.

It is alleged that on January 24, at Nelson Mandela Avenue, Georgetown, Dé Freitas drove motor car HC 4295 in a dangerous manner, which caused the death of Murices Nurse.

Dé Freitas’ lawyer, Marcel Bobb, in his application for reasonable bail explained that his client suffers from high blood pressure and diabetes. He also pointed out that Dé Freitas had offered Nurse assistance and took the

injured man to the hospital where he later succumbed.

Police Prosecutor Deniro Jones strongly objected to the defendant being released on bail on the nature and gravity of the charge and also the fact that a life was lost.

Jones further pointed out that on the day in question Noel Dé Freitas drove his car along the Nelson Mandela road at a fast when he collided with Nurse, who was walking along the road.

The Chief Magistrate however overruled the prosecution objections and released the hire car driver on $800,000 and suspended his driver’s licence. Dé Freitas will return to court on February 13.

Hundreds to get jobs at manganese operations MINISTER of Natural Resources, Raphael G.C. Trotman Wednesday gave his consent to an agreement reached between Bosai Minerals Group and Reunion Gold Corporation which paves the way for manganese mining to recommence in Matthews Ridge, Region One (Barima-Waini) after several decades.

While mining operations are slated to begin in about two years, preparatory works in Matthews Ridge will commence during the second half of 2017.

This approval comes two months after Bosai Minerals Group – the Chinese company involved in bauxite operations in Linden – penned an agreement with Reunion Gold Corporation to acquire the latter’s rights in the Matthews Ridge Manganese Project.

On November 4, 2016, Reunion Gold Corporation announced that it had entered a Definitive Agreement

to sell its Matthews Ridge Manganese Project to Bosai Minerals Group. The agreement stipulates that Reunion will transfer to Bosai the four prospecting licences (which make up the Matthews Ridge project), the March 2011 Mineral Agreement between Reunion, the Co-operative Republic of Guyana and the Guyana Geology and Mines Commission and capital assets, pursuant to the agreement.

Reunion’s exploration programme on acquiring the licences in 2010 was designed to identify and measure the manganese resources in the four Prospecting Licences. The exploration programme confirmed the occurrence of manganese mineralisation. Since then, Reunion Manganese Inc., a subsidiary of Reunion Gold Corporation, has spent over US$50 million to define what it described as a worldclass manganese deposit in Matthews Ridge. There is an initial 10 million tonnes

of concentrate with the potential to double with the addition of the satellite site of Pipiani.

Further, Reunion has conducted environmental and social baseline studies in anticipation of a complete project Environmental and Social Impact Assessment (ESIA) in conformity with international and local standards. Significantly, no issues have been identified that would hinder project development.

Bosai will mine using conventional open-pit methods with minimum blasting and the mine will have a life of 15 to 35 years; depending on the rate of extraction.

A construction period of approximately two years is envisaged, with work encompassing: Construction of Wharf facility at Port Kaituma to receive supplies for the mine and mill; Construction and upgrading of roads from Port Kaituma wharf to Matthews Ridge and Pipiani; Mine development work

including stripping and pit work for ore extraction; Construction of tailings management and water supply facilities and milling plant for treatment of manganese ores to concentrate and building of additional infrastructure at the mine to support the operation.

Bosai expects that employment numbers can reach as high as 1,200 during the peak of construction and then stabilise at 300 to 400 during normal operations. Once in production, the company intends to ship 350,000 tonnes of manganese per year.

The Ministry of Natural Resources and the Guyana Geology and Mines Commission commits to supporting the new Bosai-controlled manganese in the execution of its exploration and extraction activities and likewise expects it to conduct its operations in a manner that is respectful to the rights of workers, to the country’s laws and to the environment. THE Parliamentary Drafting Division of the Attorney General’s Chambers and Ministry of Legal Affairs has been strengthened with the appointment of Justice Abdullahi Zuru as a consultant.

According to a release, Justice Abdullahi Zuru, who is a national of Nigeria, holds a number of qualifications, academically and as a professional in the law field.

Justice Zara’s experience includes working at the CARICOM Secretariat as a consultant in the Legislative Drafting and Law Revision Unit. He has also operated as a consultant to CARICOM member states.

He has also corrected errors and omissions made in the 2010 revised Laws

of Guyana and he has supervised the revision of the Laws of Grenada, done by LexisNexis.

He also undertook the revision of the Laws of Belize, which are being published by the Regional Law Revision Centre, Anguilla.

Justice Zuru has also prepared a preliminary law revision format for the Commonwealth of Dominica, pending the permission from the Commonwealth Secretariat to commence the revision exercise in that State.

He has revised the Laws of Antigua and Barbuda up to 2015.

In addition to his regular scheduled Law Revision duties, he participates in facilitating and providing the legislative drafting needs of CARICOM

member states, as well as providing manpower training to the personnel of member states in legislative drafting and law revision.

Justice Zuru received both his secondary and university education, then graduated in 1977 with a Bachelor’s Degree in Law. LL.B (Hons) in Nigeria, and in 1978, he was called to the Nigerian Bar and enrolled as a barrister and advocate of the African country.

A year later he served in the Nigerian Compulsory National Youth Service Corps, a quasi-compulsory military service for any Nigerian graduate.

In 1981, he proceeded to the University of Ottawa and obtained a Diploma in Legislative Drafting.

Relatives link ‘Warlock’ killing to AK-47 seizure … say wrong man was gunned down

THE relatives of an arcade vendor who was gunned down in ‘Warlock,’ East Ruimveldt, Thursday night, are adamant that it was a case of mistaken identity and that the dead man’s cousin might have been the intended target.

Dead is 30 year-old Andrew Fraser known as “Zeggy,” a Water Street Arcade vendor of 565 East Ruimveldt. The other man, who was injured during the shooting, was identified as 26-year-old Junior Abrams.

Reports indicate that occupants of a heavily tinted vehicle opened fire on the two men resulting in one being killed and the other injured.

According to eyewitnesses, the shooting occurred around 20:15 hrs in front of a food stand on Genip Lane, as the victims were buying porridge.

One resident said that he saw two suspicious ve-

hicles, a Toyota AT 212 and a Toyota Allion pass by the shop and circle the area. He said that the two vehicles returned and the occupants opened fire as the cars drove by. Another resident said he noticed two other vehicles had blocked off the entrance of the street at the time of the shooting.

Meanwhile, Dawn Sampson, the aunt of the dead clothes vendor, said the gunmen were looking for her relative, who was the intended target of the gunmen. The woman said the police had arrested and questioned her son in relation to the rental of the house in John Street, Campbellville, where the arms and ammunition were found. On Thursday, the three men who were arrested at the house in Campbellville, Georgetown, last weekend, were charged with illegal possession of firearms and ammunition. They were

‘Quinoa’ – Next major crop in Guyana

QUINOA (pronounced keenwah) is an organic seed that is natively grown in Bolivia, Peru, Argentina and Southern Chile in South America.

The grain which has major health benefits promises to be the next major crop grown in Guyana.

Based on research carried out by scientists at the National Agriculture Research and Extension Institute (NAREI), there is consideration to venture into farming the grain in Guyana.

Chief Executive Officer (CEO) of NAREI, Dr Oudho Homenauth, told the Government Information Agency (GINA) that the “health food” is gaining worldwide prominence since important health benefits are attached.

“We are looking at a crop that was mentioned, I think it was mentioned by His Excellency, I believe the president would have mentioned it, Quinoa.

Quinoa is one of those health foods that are gaining prominence worldwide. We have been working with the (Food and Agriculture Organisation) FAO in this regard and very shortly we will get some seed material from Peru that we can utilise here and it will be done in hinterland areas.” Dr Homenauth explained.

The Dr Homenauth added that this crop was never planted in Guyana and several variety samples will be acquired to determine yields and to have indications for a way forward with the food type. Quinoa is an herbaceous, tiny, bead-shaped, with a slightly bitter-flavoured coating, nutty flavour with a

firm texture. It has more than 200 varieties which can be mainly classified on the basis of the areas in which it is grown.

Unlike wheat or rice, quinoa is a complete protein ,containing all eight of the essential amino acids. Although there are hundreds of cultivated varieties of quinoa, the most common versions available are white, red, and black .

It has been recognised by the United Nations as a ‘supercrop’ for its significant health benefits.

It is also gluten-free and easy to digest. Quinoa provides all nine essential amino acids, making it a complete protein. Quinoa contains twice as much fibre than any other grain and also has iron, magnesium, Riboflavin (B2), and a high content of manganese. While quinoa is usually considered to be a whole grain (similar to regular white rice, brown rice and other grains such as wheat and barley), it is actually a seed, but can be prepared like whole grains such as rice or barley. When cooked, its grains quadruple in size and become almost translucent.

The whole grain is commonly used by vegetarians and persons practising healthy lifestyles. Consuming quinoa can reduce the risk of cardiovascular disease; type two diabetes, high blood pressure, colon cancer and obesity. This legume that is both of starch and legume nutrients, may not be a household name just yet, but after its cultivation and promotion, it can be used as a substitute for rice and other whole grains. Lethem Hospital gets ambulance service

RESIDENTS of Upper Takutu/Upper Essequibo (Region Nine) will now benefit from improved emergency health services as the Regional Democratic Council (RDC) has secured a new ambulance to be used by the Lethem Hospital.

The emergency vehicle was procured at a cost of

$8.8M under the 2016 capital works programme with the requisite budget approval, the Ministry of Communities said in a release.

The council had initially intended that the ambulance be used in the Karasabai district, South Pakaraimas, due to its mountainous and remote terrain. However,

during a meeting with officials from the Ministry of Public Health, the RDC decided that the ambulance would be better placed at the regional hospital.

“As a result, we can expect to be dealing with more emergency cases and so the ambulance will be used to service these areas,” Parker said.

The REO explained that if stationed at the Lethem Hospital, the ambulance will service a wider cross-section of the population of about 40 communities as against six communities in the Karasabai area.

He noted that the Lethem Hospital has a minibus ambulance, but this is inadequate because of the rugged landscape which requires a four-wheel drive vehicle.

“We expect that during the rainy season, when some of the communities are cut off, the ambulance will be able to

provide coverage to those areas as well,” the official stated.

He detailed that the region already has a driver in place and as such, the vehicle will be driven to its destination once it has been registered and the relevant documents have been processed.

Parker revealed that two additional ambulances have been budgeted for, however, no approval has been yet granted.

“However, we will not stop. We will continue to press for it.”

When the vehicle arrives in Lethem, Regional Chairman, Bryan Allicock, is expected to host a formal ceremony during which the ambulance will be handed over to the regional health officer.

Canadian teen charged with cocaine trafficking A 19-YEAR-OLD Canadian resident who was recently busted at the Cheddi Jagan International Airport, Timehri with over nine pounds of cocaine in her suitcase was Friday remanded to prison.

Anastacia LaRose, mother of a six-month old baby, appeared before Chief Magistrate Ann McLennan and denied that she, on January 24, at CJIA had 4.178 kilograms of cocaine in her possession for the purpose of trafficking.

LaRose attorney, Glenn Hanoman explained to the court that the teenager suffers from a mental illness, which affects her physically, allowing her to be easily influenced by others.

Hanoman further explained that this was the young woman’s first time in Guyana to which she was in the county visiting a friend. However, police prosecutor, Deniro Jones strongly objected to bail being granted to LaRose since her lawyer failed to raise any special reason for his client to be granted pre-trial liberty. The Chief Magistrate ruled in the prosecution’s favour and remanded LaRose until February 3, during which time she was ordered to undergo a psychiatric evaluation.

According to reports, police ranks of the Narcotics Branch stationed at the Cheddi Jagan International Airport (CJIA), Timehri, at 06:30hrs on the day in question arrested the woman, who was an outgoing passenger on a flight to Toronto, Canada. She was arrested after four parcels of cocaine were found in her suitcase.

GRDB audit

$48M missing from Moco Moco Rice project account IN September 2010, history was created when 82 acres of rice was being harvested in the village of Moco Moco , Rupununi, for the first time. However, five years later the stalled project’s bank account had a mere G$5,413.

This was one of the financial irregularities which were uncovered by Nigel Hinds Financial Services in a forensic audit of the Guyana Rice Development Board (GRDB) for the period November 2011-May 2015.

The firm has recommended a full investigation into the project and its associated expenditures.

The ambitious rice project, which was spearheaded by former Deputy General Manager of the GRDB, Madanlall Ramraj, was viewed at the time as a transition from subsistence agriculture to commercial agriculture, moving the farming methods in the area to another level. It was part of a multi-million dollar Hinterland Rice/Bean project adopted by the Ministry of Agriculture under the previous government.

The $128M undertaking was done in partnership with the Spanish Agency for International Cooperation for Development and Government of Guyana, the Agriculture Ministry and the Guyana Rice Development Board (GRDB).

For three years duration post -2010, it was aimed at developing savannah agriculture in an effort to increase crop production and enhance economies in the villages.

The plan was to use the project as a means of providing support to indigenous communities of the Rupununi.

However, the project fell by the wayside following several challenges, including weather.

According to the audit report, funds credited to a Republic Bank Account were not clearly documented and as such the monies were assumed to be from the Spanish Government Assistance Programme. The initial funds amounted to G$43.7M, and this sum was in line with the first tranche as stipulated by the memorandum of understanding (MOU) for the project which was signed between the Governments of Guyana and Spain for the sum of US$220,570 allocated for the project.

According to the auditor, “There were no further monies paid into this account {Republic Bank Account } after August 2010 , despite GRDB charging a 1% levy as from May 2012 on all rice exported to the Venezuela market , which was supposed to support the Moco-Moco project”.

The auditor went on to state that the second tranche as stipulated in the MOU, in which the sum of G$49.8M, which translates to US$249,064, was allocated but has not been accounted for in the Moco Moco project bank account. The auditor noted too that spending from the bank account continued beyond the expiry date of the MOU. “The balance as at July 31, 2015, was G$5,413, the auditor stated.

The rice venture at Moco Moco started in 2009 as part of the Hinterland Rice and Beans Project. Last year, reports from the region suggested that equipment failure, coupled with the El Nino dry weather conditions negatively hit the project. At the same time, villagers continued in their attempts at planting the staple.

In October 2016, the GRDB via the Ministry of Agriculture’s website noted that it plans to facilitate the increased production of rice in the Rupununi from approximate 25-30 acre cultivations, gradually to 50 acres and then 100 acres. To achieve this goal, GRDB said that it will adopt a two-pronged approach; install the necessary infrastructure, then proceed in actual increased cultivation.

Shutdown kaimoos to help stamp out TIP

IT is the belief of medical workers involved in

a research on the impact on mining by the Guyana Human Rights Association, that Guyana’s fight

against human trafficking, particularly the trafficking of young girls into the interior locations can only

be brought to an end with the closure of ‘Kaimoos’a colloquial term used to describe makeshift hotels

in the mines.

In many of these Kaimoos’, young girls, who were trafficked into the in-

terior under the impression that they will be earning money in a decent manner, often end up selling their bodies.

Several organisations including the Guyana Women’s Miners Organisation (GWMO) have been involved in the fight against human trafficking especially in the mining territories and while there are several recorded successes, the fight has not completely ended.

Medical workers who treat these girls, even those who ply their trade consensually, are of the opinion that the most effective action to stop trafficking is to, “close the ‘kaimoos’,” the report titled ‘Sexual Harassment and Violence’ concluded: “Health workers believe that the most effective action to stop trafficking is to close the ‘kaimoos’, as long as the ‘kaimoos is there, teenagers will go”.

The report also alluded to the many cases where mature women who are shop owners, recruit women to work in their shops, but once business goes bad, the women are lured by the façade that prostitution is a lucrative job, end up plying their trade in the ‘kaimoos’ as well. This practice has resulted in the increase in young teenage pregnancy and in most cases the girls do not even know who impregnated them; an increase in sexual transmitted diseases; increase in abortions; as well as the stigma and discrimination attached to the mining industry. These unfortunate phenomena, according to the report are most evident in Regions Seven, Eight and One. The ‘kaimoo’ life has also attracted many Brazilian women, who have become the main market for pork knockers. According to the report, one source claimed that Brazilian university students have been known to spend long vacations working as prostitutes in Guyana to avoid taking loans for educational expenses. The source speculated that they would earn $G40, - $50,000 for each sexual encounter in the ‘kaimoos’.

The medical workers are adamant that once the operation of ‘kaimoos’ continues in the mining districts, the fight against human trafficking will not end and the stigma attached to the mining industry will continue.

Even as the various organisations fight against human trafficking, the fight against other unfortunate social phenomena will continue, such as the high rate of school dropouts among young girls in Regions One, Seven and Eight.

Nagamootoo pulls out of contest PRIME Minister and Vice Chairman of the Alliance For Change, Moses Nagamootoo had declined nominations for the top posts at his party’s congress which opens today.

In a statement the Prime Minister said he will however accept nomination for the National Executive Committee and will serve on this body if elected. “I have been nominated for the top AFC party positions but wish to announce that I will not contest for election as Leader, Chairman or Vice-Chairman. I however, accept nomination for the National Executive Committee (NEC), and will serve on this body if elected.”

Additionally, the PM said he had informed the party’s leaders two weeks ago of his intention not to contest for these positions. “It is unfortunate that what I had said was misinterpreted as my complete withdrawal from the AFC’s leadership. I am not quitting the AFC. I am just shedding party leadership titles and status,” the prime minister said.

“I want to say this: I am fully involved in the AFC. I want to see the party grow and become stronger. I want the party to reform and broaden its structure to bring on board the young generation of fighters, the so-called “Second Eleven” as we gear for 2020. I have spent 52 years in active party-based politics. I have served in senior leadership positions in the PPP since 1976 and, after I resigned, I became Vice-Chairman of the AFC since 2012. I have decided that it is time to make political space in party leadership for a new generation of leaders,” the PM said.

He thanked the party members who have nominated him but assured them of his continued service. “The AFC holds a strategic place in the governance of Guyana. It ought to be credited with making history when it sought a strategic parlia-

On Thursday incumbent Leader, Khemraj Ramjattan said he is optimistic about returning as leader at the helm at this weekend’s congress. The AFC’s congress, which is slated for Saturday at Vreed-en-Hoop, West Coast Demerara, will see Ramjattan running against Trotman for the post of leader.

When questioned on Thursday about his chances, Ramjattan said that he has been a good leader and has led the party well, thus he believes that he will be returned to the helm.

“There is no exclusionary rule that prevents me from running again and that is why we did what we did in the formulation of it. But if that was to be made, 12 out of the 16 names would have to come off,” said the AFC’s leader.

He indicated that it would be an undemocratic move to prevent the membership from having a leader of their choice, Ramjattan stressed, noting that there will also be election for a new Chairman, which he has also been nominated for.

The nominees for this post also include Catherine Hughes, Ramjattan and Trotman. The position was previously held by Nigel Hughes.

For the Vice-Chairman position, AFC delegates have nominated, Valerie Garrido-Lowe, Catherine Hughes, Audwin Rutherford and Trotman.

Meanwhile, Trotman,

the current Minister of Natural Resources, told reporters on Wednesday evening at a reception at the Chinese Embassy on Mandela Avenue, that the AFC will remain united, despite the outcome of the elections. He said that he has been nominated by several persons and he plans to represent them to the best of his ability.

The founding member noted that he will serve in whatever capacity he is elected within the party, noting that his nomination provided him with added confidence to serve the AFC. Trotman said that the elections will capture the vision of the AFC, noting that the party brings strength and value to the Coalition government. “And we meet the people’s expectations, the people expect us to be a strong and vibrant party,” he said.

Trotman added that the AFC‘s vision is not premised on race but rather a “commonality of purpose,” noting that whoever presents the best possibilities to the party will become eventual winners.

Hughes for her part told the Guyana Chronicle that the elections will provide the party with an opportunity to regroup and “get back out on the road”. She said that she is honored to be nominated for the Vice-Chair and Chairmanship of the party. She described the AFC as “a baby,” noting that she is committed to the development of the party.

Hughes said the party has an important role to play in the political landscape of Guyana, as she noted its 11 years in existence. She said the elections follow a democratic process, and the results will be up to the membership to decide.

Hughes noted that the philosophy of the AFC is to bridge the racial divide,

noting that there is a history in Guyana of looking at race during elections processes. “I would like to think we represent a wide cross section of Guyanese,” she said, noting that competency and commitment is of more value to the AFC. She also refuted suggestions that the AFC has “died “or is “swamped” by the APNU. Asked what she brings to the table for Saturday’s elections, Hughes believes that there are not many women participating at the political level in Guyana. She said the constant negatives and personal attacks could be a factor, noting that politics here has not really matured.

She noted that certain situations require a woman’s perspective.

According to Hughes, the party is young and its members sit around a table and discussions are open for anyone to make an input. Hughes said it has not been easy

Miners plan country-wide protest –– want urgent meeting with President Granger

WITH plans to shut down their operations and protest in the country’s mining districts over “stringent” taxation and financial reporting measures, miners on Friday afternoon issued a call for an urgent meeting with President David Granger to air their grievances.

The miners voted unanimously on Friday afternoon on their proposed action which is expected to commence next week.

They made their intentions known when the Guyana Gold and Diamond Miners Association (GGDMA) held an impromptu meeting at its headquarters on North Road, Georgetown.

The miners are in disagreement over a proposed 20 per cent tributors’ tax in which tributors, another term for employees who work with mining operations, are expected to pay the proposed sum from

their salaries.

This, along with financial reporting measures which the Guyana Revenue Authority (GRA) plans to institute, including the filing of tax returns, are being seen as “burdensome” by the mining community.

Recently, GGDMA President Terrence Adams received a letter from President Granger. In the letter, dated January 16, the Head of State asked Finance Minister Winston Jordan to prepare an explanatory note for members of the association to gain a better understanding of the tax measures.

The President said that he would meet with the GGDMA to address the specific issues raised by the association as soon as his busy schedule permits.

On Friday afternoon, GGDMA Vice-President Andron Alphonso noted that there were several options which the mining body and its membership agreed to discuss.

These included filing an injunction in the courts regarding the proposed tax measures; penning a correspondence to President Granger calling for an urgent meeting with the miners with an ultimatum; and lastly, to mobilise themselves across the country and take protest action on the streets.

The miners voted unanimously on the last two options and they plan to immediately craft the correspondence intended for the President, and according to the executives of the GGDMA, the document will be copied in the print media and will include a two-week ultimatum.

In addition, the association commenced discussions following Friday’s meetings on the planned protest actions across the country’s mining districts.

The miners expressed dissatisfaction at the outcome of the meeting, noting that their immediate concerns could not be addressed by Statia.

Gold declaration for 2016 peaked at a record high of 705,000 ounces at the close of business on the last Friday of last year, surpassing the 700,000 target.

ister, Raphael Trotman, had praised small and medium- scale miners, pointing out that they delivered the majority of the gold, along with the Guyana Goldfields and Troy Resources, which contributed 70 per cent of the gold declared.

The 700,000-ounce mark has been set this year as the production target of the precious metal.

MIAMI-based fast food restaurant Pollo Tropical on Thursday opened a second branch in the food court of the Giftland Mall, Liliendaal, East Coast Demerara.

This move to expand, according to Senior Manager, Mauro Leder, is as a result of Guyana’s growing economy and the restaurant sees it very profitable to expand its services. This expansion came a little over a month after the restaurant opened its first branch at Camp and Robb Streets, Georgetown. “We look at Guyana as a thriving economy I think it is growing, it has a lot of opportunities, that’s what see opportunities,” Leder posited.

According to Leder, Guyana has a great market for business and they have customised their services to suit the Guya-

nese culture and cuisines.

“It’s a great market, people love to eat chicken here, but mostly people love to eat fried chicken so we are a healthier option to fried chicken, all of our proteins, pork

and chicken are grilled, it is healthy food and our brand is a very tropical brand so it goes well with the Caribbean and Guyanese people,” he said.

In addition to the food

being a healthier option, scores of local farmers also benefit from the operations as all of the ingredients, except for the seasoning and spices are sourced locally.

This too is in an effort to

provide fresh and natural meals to the customers.

Man jailed for felonious wounding

A MAN was on Friday sentenced to 40 months imprisonment after pleading guilty to a charge of felonious wounding back in April

last year.

It is alleged that on April 25, at William Street, Kitty, Kerry Dick, 21, of 15 Pike Street, Kitty, unlawfully and mali-

ciously wounded Donald McKenzie.

The matter was heard by city Magistrate Faith McGusty and was prosecuted by Police Prosecu-

tor Sean Blackman, who called 10 police witnesses to testify. According to the police’s facts, on the day in question, Dick went to McKenzie’s home

looking for him and he opened fire on him. Fortunately, McKenzie was hit only to his right hand and he managed to escape from Dick.

Dick was also charged with robbery under arms, escaping lawful custody and smoking an illegal substance.

Nadal edges Dimitrov to set up dream Federer final

By Nick Mulvenney | MELBOURNE, Australia (Reuters) - Rafael Nadal had to be at his battling best to outlast Grigor Dimitrov 6-3, 5-7, 7-6(5), 6-7(4), 6-4 at the Australian Open tennis yesterday and set up a mouthwatering ninth grand slam final meeting with his great rival Roger Federer.

The Spaniard looked every inch a 14-time grand slam champion as he slugged it out with his 25-year-old opponent over nearly five hours on Rod Laver Arena to reach his first major fin a l since t h e 2 0 1 4 French Open and 21st overall.

“Grigor was playing unbelievably, it was a great match,” the 30-year-old said.

“I think both of us deserve to be in that final, it

have prevented Dimitrov from fulfilling the potential promised by his nickname ‘BabyFed’ as he went blow-for-blow with the powerful left-hander.

The break points continued to come thick and fast in the third set, Nadal converting his third and Dimitrov his fourth to keep the set on serve.

There were chances for both men in the fifth but, with midnight long past, Nadal came to the net to punch a backhand into the back court, break for 5-4 and earn the right to serve for the match.

Still Dimitrov would not lie down, though, and Nadal needed three match points to win his 12th straight grand slam semi-final and reach his fourth Australian Open final.

“It’s special to play Roger again in the final of a grand slam, I cannot lie,” Nadal added.

“I need to go back to the hotel, to rest well, and to recover.”

Williams sisters add another chapter to great sibling rivalry

By Ian Ransom | MELBOURNE, Australia (Reuters) - An Australian Open, electrified by the revivals of seasoned champions, will bathe in the warm glow of nostalgia today when the Williams sisters contest the women’s final at Rod Laver Arena.

Melbourne Park was where Venus and Serena Williams first clashed in a tour match in 1998 and nearly 20 years on, the Americans will add another chapter to tennis’s greatest sibling rivalry.

In 1998, they were teenagers with cornrows and coloured beads in their hair sharing in an awkward second-round encounter that 17-year-old Venus won in two sets.

Venus hugged her sister, younger by a year, at the net and apologised for having to “take (her) out”.

Today, 35-year-old Serena will bid for a record 23rd grand slam title in the professional era while Venus will strive for her eighth, and first in almost nine years.

Serena drew level with Germany’s Steffi Graff on 22 when she claimed her seventh Wimbledon title last year but her crowning moment was delayed when, as top seed, she was upset in the U.S. Open

semi-finals by Czech Karolina Pliskova.

Serena no longer cares to talk about the record and stiffened when asked about it after her semi-final victory over Mirjana Lucic-Baroni, as if the weight of such an achievement might prove too heavy.

RIVALRY SHAPED GAME As tempting as it may be, to see the Melbourne Park decider as a last flickering of a rivalry that shaped the women’s game for a decade may be premature.

Eras have come and gone but Serena has never left the stage, winning nine grand slam titles since turning 30.

Venus spent four years in the wilderness from 2011-14, a period in which she was unable to surpass a fourth round at any of the majors.

But since a drought-breaking quarter-final at the 2015 Australian Open, Venus has risen again.

It took her sister to end her run at Wimbledon in the fourth round that year and again at the U.S. Open in the quarter-finals a few months later.

Her semi-final run at Wimbledon last year was further evidence that Venus still has the hunger and the game to trouble the best.

“I think people realise this is an amazing job, so it’s best to keep it,” she said of her longevity.

Whether she can still beat the best will be decided today, where she will bid for her first Australian Open title, 14 years after her only other final at Melbourne Park ended in a three-set loss to her sister.

Maturity and skill driving hockey player Kareem McKenzie to the top

MANY persons are encouraged by the level of maturity that 16-year-old hockey player Kareem McKenzie displays – both on and off the field.

“He has great maturity for such a young player. He is so calm and composed under pressure and has great control and deceptive acceleration that get him past opponents easily,” said Guyana Hockey Board (GHB) president Philip Fernandes, who truly admires Kareem’s character.

The Christ Church Secondary School student plays for the Bounty GCC men’s team. He’s also a part of the national senior men’s team, and the national Under-19 team. He has represented Guyana at the Men’s Pan American Challenge in Chile, and Junior Pan American Championship in Canada.

His maturity, coupled with his skill, gives Kareem all the right ingredients to continue on his path to become one of Guyana’s greatest hockey players. Kareem already has his sights set on representing even higher on the international stage, including at the highest stage - the Hockey World Cup. “I want to make it to the Junior and Senior

Also, apart from Kareem’s own aspirations, he wants to see hockey in Guyana developed, particularly in the area of better infrastructure. Kareem lamented

that Guyana still does not have the right playing turf and this puts players at a disadvantage when they play in tournaments overseas.

“I’m hoping that the GHB gets a water-base turf for hockey players in Guyana to get experience

on a turf so the Guyana men’s and women’s national teams, and the club teams can get used to the speed of the turf,” Kareem pointed out. He also talked about wanting to see more in terms of sponsorship.

“Funding and commit-

ment are two major issues, because the Guyana male and female national teams can go to many tournaments around the world, but we lack funding,” he noted.

Kareem had his first experience at an international tournament when he

represented Guyana at the Pan American Challenge in Chile. He added experience with the Junior Pan American Championship last year.

At the Junior Pan Am Kareem was faced with the struggle of balancing his preparations for that tournament and his academic obligations, as he was in the process of writing his CSEC examinations concurrently.

Kareem even had to travel for the tournament a few days after his other teammates, to accommodate his exams and still develop his hockey.

“The preparation for Canada I think I did balance it well, but I wasn’t 100% prepared for the competition because most of the practice sessions were in the evenings and Sunday morning when I had lessons,” he recalled.

But he’s glad he was still able to be a part of the tournament, because he really loves getting to experience what the competition outside of Guyana is like.

“I like to travel and play against other clubs and countries. I get to explore around different countries and play high, intense hockey which allows me to play at a high level and with good composure.”

England retain same squad for Windies ODI series ENGLAND have named an unchanged squad, minus the injured Alex Hales, for March’s one-day international series in the West Indies.

Opener Hales fractured a hand as England lost 2-0 in their series in India earlier this month.

England will play two matches in Antigua with a third in Barbados before the teams face each other again

in England in the summer.

The West Indies are ninth in the one-day standings, four below England.

Sam Billings replaced Hales for the final ODI in the three-match series in India, and also opened the batting in the first of the Twenty20 matches against the same opposition.

commentator Lindy Delapenha dead at 89 JAMAICAN football legend and sports broadcaster Lloyd Lindberg ‘Lindy’ Delapenha has died at the age of 89 years.

Widely regarded as a pioneer of the sport, Delapenha was among the first black players to play in the English top division and the first Jamaican to play football in the country’s professional league.

After serving with the British armed forces in the Middle East, Delapenha joined Portsmouth in 1948 and went on to win the league title in the same season.

Limited appearances in a fixed starting line-up saw the player leave the club to join Middlesbrough in 1950.

It was there that the Delapenha really made a mark, forming a notable partnership with Brian Clough. Playing from the inside left position, Delapenha became Boro’s leading scorer in the 195152, 1953–54 and 1955–56 seasons. In total he scored 93 league and FA Cup goals in

All-City semi-final cast set for STAG Nations Cup play this weekend THE Guyana Police Force (GPF) and the East Bankbased Riddim Squad recorded 3-0 and 2-1 wins over East Bank’s Grove Hi Tech and West Demerara’s Den Amstel to complete an all-City semi-final line-up, when quarter-final play was completed in the STAG Nations Cup knockout football championship last Wednesday night at the Tucville ground.

The fit GPF side were aggressive and potent enough in the first half when all three goals were scored against Grove Hi Tech to knock out the two-time defending champions - their first defeat in the three-year history of the championship, which attracted three associations in the first two editions.

Despite being reduced to 9 players as a result of two red cards being issued to Trevor Jones in the 43rd minute and Delroy Dodson in the 81st minute, Grove were not able to breach the Police defence as they

were arrested and locked away from penetrating the attacking third in the second half.

The speed and robust play of the GPF in the opening half quashed the ambitions of Grove even though they looked a more potent unit in the second half. Attio Wallace who scored a double for the lawmen opened proceedings with a well-directed header with only seven minutes on the game clock.

The Police side, one of the favourites to win the championship, made their speed work for them as they nullified the East Bank champions’ efforts, which looked ragged in the first half of the match. By the 21st minute, the advantage was doubled when Kester Dundas capitalised on poor work by custodian Seon Simpson to nail their second goal.

It was also poor judgment on the part of Simpson that accounted for the opening goal, even as the defenders looked out-of-sorts. The Po-

lice side showed admirable superiority in the area of fitness which triggered the downfall of Grove.

The third and final goal was scored with two minutes to the half-time whistle, Wallace again stepping between the defenders to hammer home.

It was after the goal that Jones was red-carded for allegedly using foul language to one of his colleagues which the assistant referee overheard; summoned the standing referee who then issued marching orders to Jones, even as his captain and fellow colleagues protested.

The second half of the match saw a more solid performance from Grove who threatened to reduce the scoreline on numerous occasions but lacked the killer instinct in front of goal.

LANCASHIRE have signed former West Indies batsman Shivnarine Chanderpaul and South Africa wicketkeeper Dane Vilas, both as non-overseas players.

Only Brian Lara has scored more Test runs for the West Indies than Guyanese-born Chanderpaul, 42, who scored 11 867 runs and 30 centuries in 164 matches.

He has agreed a one-year contract, while 31-year-old Vilas has signed a two-year deal with the Red Rose county.

A WICB release said Law would be charged with gaining “improved team results while providing leadership to players and team management”.

West Indies currently languish at number eight in the Test rankings and ninth in ODIs. Law is one of three top-level WICB appointments announced this month, with former West Indies captain Jimmy Adams named Director of Cricket and Englishman Johnny Grave replacing Michael Muirhead CEO.

THE Guyana Olympic Association (GOA) has thrown its support behind the Guyana National Rifle Association (GuyanaNRA) as they continue to prepare for the 2018 Commonwealth Games set for the Gold Coast, Australia.

President of the GOA, K.A Juman Yassin on Thursday presented a cheque worth $1.5M to the GuyanaNRA captain Mahendra Persaud at a simple ceremony held at the GOA office in High Street, Georgetown.

Yassin, in remarks, stated that the donation was made through the Commonwealth Games Federation to help the GNRA with their

preparations for the Commonwealth Games next year.

“The GNRA has been doing exceedingly well and with this we hope to see them on the podium,” he said. He indicated that another donation will be made shortly.

He made special mention of Mahendra Persaud and Lennox Brathwaite for their performances over the years, adding that the executive of the GNRA has been working very hard to make the nation proud and he hopes to see the results in Australia.

Persaud expressed gratitude to the GOA and said its input will assist them with their training

for the Commonwealth Shooting Federation Championships which is a pre-run to the Commonwealth Games set for the said venue. He said that the assistance will help them to get acclimatised to the conditions as compared to previous championships.

Persaud noted that this will be the first time any Guyana team will be present at the championships and they hope to medal.

“Our shooters have always held their own but we have been a little off in terms of medals and hopefully with this assistance we can land a spot on the podium,” he posited.

NORTH SOUND, Antigua, (CMC) – Out-of-favour West Indies opener Kieran Powell sent a strong signal to selectors with a strokefilled hundred which helped Leeward Islands Hurricanes easily dispose of West Indies Under-19s by 88 runs in the Regional Super50 here yesterday.

The talented left-hander made 105 off 122 deliveries as Hurricanes raised 245 all out off their 50 overs at the Vivian Richards Cricket Ground.

The 26-year-old struck seven fours and three sixes and shared three productive stands, adding 47 for the third wicket with Samuels, 65 for the fourth wicket with Hamilton before posting 37 for the fifth wicket with Chesney Hughes (13).

Chanderpaul backs winless Jaguars to qualify for Super50 semis

BRIDGETOWN, Barbados (CMC) – Veteran lefthander Shiv Chanderpaul has backed the slumping Guyana Jaguars to quickly turn around their form and qualify for the semi-finals of the Regional Super50.

The 42-year-old former West Indies star was speaking after scoring a superb hundred in a losing effort, as Jaguars crashed to a 41-run defeat to Jamaica Scorpions in their second match of the tournament, at Kensington Oval here Thursday night.

Jaguars are now winless after suffering a heavy 145-run loss to Barbados Pride at the same venue last Tuesday. “(It’s) definitely (disap-

pointing) but you still have a lot of games in the tournament to play so we have to try and put this behind us as quickly as possible,” Chanderpaul said.

“We have six more games to play, we have to try and play as well as we can and we know we can, win them and hopefully we can still get out on top (of this group).”

Chasing 250 for victory against Scorpions, Jaguars were tottering on 14 for four before Chanderpaul performed a now-familiar rescue effort with a brilliant 101 from 96 deliveries.

He staged half-century stands for the fifth wicket with Raymon Reifer (25) and for the sixth wicket

with wicketkeeper Anthony Bramble (29), which handed Jaguars a lifeline.

Chanderpaul struck 12 fours and a six but was one of the last four wickets to fall for 19 runs, in a late-order collapse.

“It’s a very good wicket to bat on, always batting in Barbados. There’s good bounce, good pace, (and) the ball came on nicely,” Chanderpaul explained.

“We lost some early wickets and there were conditions for me to go out and play the way I played. We were taking it easy but it’s just we ended up losing too many wickets in the process.

“If we had wickets at the bottom end we would have probably pulled off the

match.”

Chanderpaul, axed by West Indies selectors 19 months ago following a stellar career that saw him garner 11 867 runs from 164 Tests, said he was still highly motivated.

“The hard work you’ve put in over the years, the love for the game, the passion and everything is still there and you want to go out and perform,” he stressed.

“The people in the stands were shouting and cheering you on and you go out there and hope you can give them something to cheer for.
