Minister Norton apologises …says contract should not be revoked

By Ariana Gordon VISIBLY nervous, Minister of Public Health, Dr. George Norton, appeared before the local media to issue an apology for inaccurate utterances he had recently made in regard to the storage bond issue before the National Assembly.

Facing mounting calls for him to be relieved of his portfolio, Dr. Norton, in his apology, accepted total responsibility for his blunders, and said he was misled in some instances. He, however, opted not to tell the media who had misled him.

“I gave answers based on knowledge…and information presented to me,” he said, making reference to his statements before the House

on August 8 in response to the payment of money owed to the New GPC, the pharmaceutical company whose bond the Ministry of Health had rented in the past; and the acquisition of the storage bond belonging to Larry Singh of Linden Holdings Inc. Minister Norton said he does not believe the contract for the rental of the controversial Linden Holdings Inc. bond at Sussex Street should be revoked.

“I offer my sincere profound regret to President David Granger, Dr. Barton Scotland, Prime Minister Moses Nagamootoo, my parliamentary colleagues, the parliamentary opposition, and all others,” Dr. Norton declared. “As Minister of Public Health, I know a high

standard of duty is expected of me…I take full responsibility, and you have my commitment that it will not recur.”

Asked whether he believes an apology is sufficient to erase the incorrect statements made in the National Assembly, Minister Norton said that while the statements may not be erased, he has confronted his mistakes as a man should, and has taken responsibility for his actions.

He said he does not believe his mistakes warrant his resignation from office.

He noted that he has been a health caregiver for approximately three decades, representing all of his professional life.

“I have admitted (that) I have made a mistake, which I take full responsibility for…

Every effort will be made for it to not recur,” he promised, while defending the staff of the Ministry of Public Health.

ancy between the Ministry of Public Health and Linden Holdings Inc., which according to Dr. Norton was signed by his Permanent Secretary Trevor Thomas and Larry Singh of Linden Holdings.

The minister explained that in copying the document for release, the last page of the agreement was not included.

“I immediately sent the page to the Clerk,” he said.

Minister Norton was not in a position to state who had signed as witnesses to the signing of the document, but he promised to have the information readily available to the press. Additionally, he was not in a position to explain why the contract speaks to the use of the Sussex Street location as a “professional office” space, as opposed to a bond.

“That may be a technicality that I may not be able to answer at this point,” he explained. What he was prepared to say, nevertheless, was that the Ministry of Public Health was in dire need of storage space but was not in need of the amount provided by the New GPC. “We needed more storage space, but we do not need

that amount we were asked to pay for since April… We were making every effort to save money by searching for a less expensive bond,” he told the media corp.

Dr. Norton said he had visited the storage facility at Sussex Street and was pleased with what he had seen. He could not state when the issue of the bond was discussed with his Permanent Secretary, but said, “I depend on him for advice.”

As questions increased in frequency, the minister became increasingly uneasy, especially since he was, for the most part, not in a position to respond readily.

“Minister, could you say who told Larry Singh about the need for the bond?” asked one journalist. The minister said he could not speak on the matter.

“Are you the fall guy, as the People’s Progressive Party (PPP) is suggesting?” asked another journalist. Dr Norton responded, “I don’t know anything about that.”

The Public Health Minister does not believe the existing three-year contract with Linden Holdings Inc. should be rescinded, and told the media that for the contract to be rescinded, there must be a collective response on the part of cabinet, “not a oneman decision.”

He asserted that no decision has been made to retender the contract. “I do not think there is a need to redo the contract,” said Dr. Norton, who admitted he is comfortable with the bond, but not with the entire situation that has landed him in proverbial ‘hot water’.

Director of Public Information (DPI), Imran Khan, who accompanied the Minister to the engagement with the media, made it clear that any rescinding of the contract

may have legal implications for the Government. He also said the way forward is being assessed by the Government.

Asked whether he believes those who had misled him should be disciplined, the minister said, “I accept full responsibility.” He said he would use this experience as a stepping stone to ensure due diligence within the Ministry of Public Health.

“One has got to do due diligence …take every effort to evaluate contracts…I will go into details (for everything), even if I would be guilty of micro-managing,” he said, admitting: “I don’t know it all…I am willing to accept advice”.

Dr. Norton made it clear that being in opposition for 23 years cannot compare to being in government. In effect, he was stating that there would be some glitches along the way.

The People’s National Congress Reform’s (PNCR) Congress opened on Friday, and Dr. Norton has said he believes his political future is intact. “I have given my best to the PNCR…for 23 years. I have worked for the party… my track record will show my comrades my intentions are noble,” said the Public Health Minister, who also serves as co-Vice Chairperson of the PNCR. The Ministry of Public Health has agreed to rent the Sussex Street bond from Linden Holdings Inc. for $12.5M monthly. The contract may be terminated with due cause by either party twelve months ahead, once notice is provided in writing.

Additionally, the Ministry of Public Health has agreed to pay $37,500,000, representing two months’ rent in advance, together with the equivalent of one month’s rent as a security deposit which would be refunded at the end of the tenancy minus deductions made

by Linden Holdings for all or any damages occasioned by the Ministry of Public Health.

The Ministry of Public Health is also responsible for maintaining the aesthetics of the premises; pay the monthly utilities on the premises, which include the Guyana Power and Light (GPL), the Guyana Water Incorporated (GWI) and the Guyana Telephone and Telegraph Company (GTT).

Moreover, the Ministry of Public Health is responsible for its own security arrangements.

BY Ariana Gordon EMPHASISING national unity as an imperative for the development of Guyana, President David Granger has flayed race-based politics and has urged greater unity among the Guyanese people.

Delivering remarks at the Peoples National Congress Reform’s (PNCR) 19th Biennial Congress, held at the Party’s headquarters at Congress Place in Sophia on Friday night, The President said, “The PNC is proud of its ideology of inclusivity; proud to be part of APNU, (and) is proud to be part of the APNU+AFC coalition Administration.”

In the presence of his cabinet members, including Prime Minister Moses Nagamootoo; Vice President Khemraj Ramjattan; and Minister of Public Infrastructure, David Patterson -- all AFC members -- the President referred to the history of the PNCR and said that five years ago, in July 2011, the party, in pursuit of its promise to provide a good life for all citizens, established a partnership with four other parties -- the Guyana Action Party (GAP), the Justice for All party (JFP), the National Front Alliance and the Working People’s Alliance (WPA).

President Granger, also leader of the PNCR, said the objective of forming the partnership was to give institutional life to that party’s ideological faith and move towards transforming the country’s confrontational and winner-takes-all political culture.

and Joseph Latchmansingh, has always believed in inclusionary democracy, President Granger said.

In contesting the November 2011 general and regional elections, he said, the APNU+AFC gained 139,678 votes and won 26 seats in the 65-member National Assembly. Five years later, the PNCR reaffirmed its commitment to the partnership, which has not only become a household name, but is also “a beacon of hope” to thousands of Guyanese.

The idea of the partnership, President Granger said, was not a political experiment, but was an act of faith, “an expression of our party’s belief that our partnership is the best example of how Guyanese can work together for the common good.”

He made it clear that the coalition’s objective is not to oppose the Opposition People’s Progressive Party Civic (PPPC), but to propose a new approach to governance.

“The coalition is the boardwalk against cronyism, corruption and criminality; the misgovernment which dragged our country to the edge of catastrophe and into the pits of human underdevelopment,” said President Granger, who noted that Guyana’s record for criminal activities was so bad that the administration is “now trying to clean up the mess.”

That aside, he reminded, the PNCR has also been a party that has been inspired to make Guyana a nation of unity, security and prosperity. He noted that the country’s celebration of its 50th independence anniversary ought not only to remind cit-

izens of the past, but should serve as an opportunity to renew commitment to the future of the country, as was the case on May 26, 1966.

NO PLACE FOR RACISM The President sounded a clear warning that there is no place for racism and division in Guyana. He noted that the coalition government he leads is working assiduously to ensure there is social cohesion.

He acknowledged that there remains within the country “social erosion” that can trigger civil violence, as was evident in the past under the former administration.

“We can still see how easy it is for the ranting of a few persons to rekindle racial animosity; a retrograde step which has no place in modern society. It is a shame! The PNCR is alarmed at the vocal efforts by those persons to promote social division,” he said.

“We want to warn that such inflammatory tirades run the risk of degeneration; degenerating into social instability; degenerating into the fostering of distrust, into the fermenting of disorder; and we can see what…impact those words have had in other regions of the earth today,” President Granger continued.

He stressed that there is no place for racism here, and urged party supporters to “exhibit the spirit or social cohesion”, which he reminded is premised on combating exclusion and marginalization.

divided; we need to build cooperative relationships at all levels of society. Among our religions, ethnic groups, our political parties, among our communities in the hinterland and on the coastland,” he added.

President Granger reminded that discord arising out of economic, political, religious or other differences has the potential to spawn hatred, as was the case in 1964 and 2002. He said the memories of those disturbances have not been erased from the minds of supporters, and he emphasized that the coalition has vowed to never have such incidents recur.

He called on the party’s partners to work together to repair the damage done to the nation, and rebuild the bases of a moral community.

“We are a multi-religious, multi-ethnic and

multi-cultural country, and we always will be. When you mix, you mix forever.

Our diversity is an asset, not a liability. We are proud of belonging to a society of many faiths and cultures; we are proud of the mosaic of ethnicities in our country,” remarked the president.

Meanwhile, Chairman of the PNCR, Basil Williams, noted that the significance of the Congress is inescapable.

It is the first time in 23 years that the Leader of the party is the President of the Cooperative Republic of Guyana.

“It is also the first time in 52 years that the Prime Minister in these hallowed Halls is from another Party and Coalition partner, the AFC; this is without question a good augury,” said Williams.

He noted that, as a party in Government, “the nature of our approach to its busi-

ness and operations must perforce change. It must, in the first instance, be a supportive role; be the eyes and ears of the Government”.

The Party, he argued, must be on the ground, at the grass roots and all areas of society; an effectively functioning Party machinery would be an invaluable adjunct, he added.

The Chairman urged that the mandate of the coalition government be continued to remove divisions between the coast and hinterland.

Williams paid tribute to those who struggled for the party’s cause over the past 23 years. “They did not live to see the change, but I know that all they would ask is for us to be steadfast. Debbie Bakker; Sabrina and Sonia Nedd; Veronica Delph “Polo” and Robert Waddle to name a few; I salute you!”

French towns warned on ‘burkini’ ruling

(BBC) - Mayors of French towns who banned the controversial “burkini” swimsuit have been warned they must heed a court ruling suspending the action. Human rights lawyer Patrice Spinosi said if any mayors did not comply, he would take each case to court.

At least three mayors have said they will keep the bans on their beaches.

On Friday the Council of State found the ban in one town, Villeneuve-Loubet, “seriously and clearly illegally breached fundamental freedoms”.

The decision is expected to set a precedent for all the 30 or so French resorts, chiefly along the Riviera, that issued similar bans. The burkinis were not mentioned by name in the bans, with the order simply saying beachwear must be respectful of

Authorities said they were concerned about the public order implications of the religious clothing,

especially after attacks in Nice and Paris carried out by people influenced by Islamist extremism.

But while opinion polls suggested most French peo-

The controversy deep-

ened when images circulated showing police on a beach appearing to enforce the ban, and a woman removing an item of clothing. The council of state will make a final decision on the ban’s legality at a later date.

Mr Spinosi represents the Human Rights League (LDH) which, along with the anti-Islamophobia association (CCIF), took Villeneuve-Loubet to the highest administrative court in the land.

“It is a decision that is meant to set legal precedent,” Mr Spinosi said to reporters outside court. He said people who had been fined could claim their money back.

CCIF head Marwan Muhammad praised the ruling but said it “cannot take back the harm which was caused”, However, town hall authorities in Nice and Frejus,

as well as in the Corsican village of Sisco, have vowed to keep the bans in place. The far-right mayor of Frejus, David Rachline, told the AFP news agency that his ban was “still valid” and there was “no legal procedure” against it.

A spokesperson for Nice town hall said it would “continue to fine” women wearing full Islamic coverings on the beach. In the town of Sisco in Corsica, mayor Ange-Pierre Vivoni said the ban would remain “for the safety of property and people in the town”.

Mr Sisco said it followed clashes this month between villagers and Muslim bathers. French PM Manual Valls wrote on Facebook in support of the bans, saying burkinis were “the affirmation of political Islam in the public space”.

Day of mourning for Italy quake dead (BBC) - A day of national mourning has begun in Italy for the almost 300 people who died when a powerful earthquake hit mountainous central regions.

Prime Minister Matteo Renzi is due to attend state funerals for victims from Arquata, one of the worst-hit towns. A state of emergency has been declared in affected areas and €50m (£42m) in funds pledged for rebuilding.

The official death toll stands at 278 and no survivors have been found

since Wednesday evening.

Despite this the authorities say they will continue the search until they are certain no-one is unaccounted for. Rescue efforts have been hampered by hundreds of aftershocks, with one severely damaging a key bridge into Amatrice.

The 6.2-magnitude quake hit in the early hours of Wednesday, 100km (65 miles) north-east of Rome.

Italy’s government has been criticised for failing to prevent deaths after the 2009 earthquake in nearby L’Aquila left 300 dead.

Historic towns do not have to conform to anti-quake building regulations, which are also often not applied when new buildings are put up.

In addition to the funds, Mr Renzi cancelled taxes for residents and announced a new initiative, “Italian Homes”, to tackle criticism over shoddy construction.

But he also said that it was “absurd” to think that Italy could build completely quake-proof buildings.

Bolivia minister killed by miners

(BBC) - THE Bolivian government says its deputy interior minister has been kidnapped and killed by striking miners.

Rodolfo Illanes and his bodyguard were seized earlier on Thursday at a roadblock in Panduro, south of La Paz, official said.

Mr Illanes was beaten to death at about 18:00 local time (00:00 GMT), La Razon newspaper quoted Defence Minister Reymi Ferreira as saying. The authorities could not for the moment retrieve his body, the minister said. More than

100 arrests had been made, he said.

President Evo Morales had been “profoundly affected” by Mr Illanes’s death, Mr Ferreira added. While he was being held, Mr Illanes told Bolivian radio that a condition for his release was that the government negotiate with miners over new legislation.

The miners have been blocking a highway in Pan-

duro since Tuesday. The National Federation of Mining Co-operatives of Bolivia, once strong allies of President Morales, began what they said would be an indefinite protest after negotiations failed.

Protesters have been demanding more mining concessions, the right to work for private companies, and greater union representation.

US$1.4 allocated to eGOV Jamaica (Jamaica Observer) - A sum of US$1.4 million has been allocated to eGov Jamaica Limited for institutional strengthening, in becoming the implementer of Information and Communications Technology (ICT) solutions for the Government.

The money has been drawn from the US$37.6-million Strategic Public Sector Transformation Project, which seeks to strengthen public resource management and support selected public-sector institutions in facilitating a more enabling environment for private-sector growth.

The initiative was formalised during a signing ceremony at the Ministry of Finance and the Public Service, Heroes Circle office, in Kingston. The Memorandum of Understanding was signed by Minister of Finance and the Public Service, Audley Shaw; Minister of Science, Energy and Technology, Dr Andrew Wheatley; and Chief Executive Officer, eGov Jamaica, Herman Athias.

Shaw informed that the components and estimated costs are strategic positioning and operational strengthening, US$610,000; governance and management, US$140,000; training, US$434,000; and tooling, US$216,000.

He said the institutional strengthening of eGov Jamaica Limited will be undertaken to provide medium to long-term support of the Public Financial Management systems under Component Three of the Strategic Public Sector Transformation Project.

Component three is the adaptive public-sector approaches to promote fiscal sustainability. This component will support activities that will contribute to the sustainability of the Government’s reform process in public administration, fiscal sustainability and growth.

Shaw said the modernisation seeks to ensure that the requisite governance, organisational structure, processes, methods and standards are in place and are consistent with modern ICT

2030 outcome of achieving an enabling business environment through improvements in ICT. It also aims to proliferate and promote the delivery of first-class, easily accessible and secure e-Government services.

“We have been and remain committed to transforming Jamaica into a digital and knowledge-based society while at the same time driving better ICT governance throughout Government to make it more efficient,” he said.

Wheatley said the initiative demonstrates the Government’s commitment to the increased use of technology in the public sector. He thanked the partners, such as the World Bank, Department for International Development (DFID), and the Ministry of Finance and the Public Service for their contribution.

Executive power sharing THE issue of Executive power-sharing has been in the national sphere for years. Leader of the Opposition, Bharrat Jagdeo, responding to the USAID Report on Guyana, has said that no proposal has been put to the People’s Progressive Party/Civic (PPP/C) by the A Partnership for National Unity + Alliance For Change (APNU+AFC) Government, neither is the PPP/C going to “beg” to share power.

There has been no clear and acceptable national definition of what constitutes power-sharing or shared governance. In the meantime, the society has been left to deduce what either term means from who is speaking to the matter. This presents a problem where, in the absence of definition, decision-making would be tantamount to flailing around in the dark.

The Guyana Constitution makes provision for an Opposition and Government, and under the Executive section of the constitution, the Leader of the Opposition is represented. This has its influence in the Westminster system of government, parts of which Guyana has adopted in our unique model of government. The Opposition, in addition to serving as a check on the Government, ought to shadow and work collaboratively with it on matters such as constitutional appointments and issues of national import.

That aside, politics carries a competitive element. Politicians vie for the votes of the electorate based on ideas, programmes, and track record. In our society, it has been argued that race has been the overriding factor in determining support. At the same time, the people’s thinking on political support has been evolving, though not as quickly as some would have liked, but is hoped that this factor is not lost on society.

The race card is not the answer

Dear Editor,

I SAW in the Stabroek News publication of August 24, 2016 the PPP picketing the High Court for that court to expedite the hearing of the elections petition. The party is claiming that the elections were fraudulent and rigged, and that they had won the elections.

I can remember hearing Mr. Bharrat Jagdeo openly admitting that the PPP had lost the 2015 elections because the organisers did not do their ground work and some ministers of the Donald Ramotar minority government weren’t delivering the goods to the people, which caused the people to vote otherwise.

The PPP should accept that they had lost the elections in a fair race between themselves and the APNU+AFC coalition, because the PPP had taken for granted that no matter what they did to Indians, the Indians would vote for them; but they were dead wrong. People, especially the young voters, tend to move away from the par-

ty they had voted for if they were not treated fairly and with respect. This can happen to APNU+AFC coalition if they operate like the PPP. Corruption was the key focus on the campaign trail by the coalition at every meeting and rally I had attended. This message had sent the crowd into a frenzy. The main target grouping at these meetings and rallies was young urban and rural people, many of whom were voting for the first time. With the voting age at 18, many of them had good memories of 23 years of corruption under the PPP, and they wanted a change, so they voted for the change.

All the coalition meetings and rallies were impressively attended by multi-ethnic crowds, thus the PPP lost those elections. There is no doubt in my mind that the elections were free and fair; and, like everything else, when a cricket team loses the match, they will cry foul that the umpire gave them bad decisions.

The PPP had pinned its hopes on a race and demo-

gional Elections and the 2016 Local Government Elections have seen a shift away from what has been deemed the norm. Though fledgling, this needs to be nurtured and allowed to blossom, not contained. That being said, where groups prefer to identify with their own race, the argument being made that such does not grant immunity to the Executive to deny the racial other should be nurtured, not suppressed.

Another concern about power-sharing is addressing the issue of checks and balances, considered a valuable component of government. People would understandably want to know what would become of a constitutional opposition; what action would be taken to nullify the opposition and amend the constitution; and if this should happen, does it mean that the society would technically become a ‘one-party state’, where groups come together as one to share political office.

Jagdeo said the PPP/C will not “beg” to become part of a power-sharing arrangement, and this begs the question whether such is or would be a requirement.

At the level of politicians, there exists concern about agreement to act and support each other’s conduct, even though inimical to the State and the people’s well-being.

None can ignore public expressions that there exist similarities in actions, condemned when in the Opposition,

graphic strategy based on assumptions of a drop in the Afro votes, mainly due to the problems within the PNC arm in APNU, and crossover of AFC votes because of a coalition with APNU. It is also evident that going into the elections with Donald Ramotar as president for a second term was the PPP’s fatal mistake; he was all time unpopular within the rank and file of that party. To be honest, I like him, but he was never a suitable candidate or presidential material in the party.

The 2011 elections’ results had showed that Donald Ramotar barely scraped home with the winner takes all system.

Now having been defeated, the PPP seemingly has a fallback plan in discrediting the conduct and the results of the 2015 elections. Political analysts feel the PPP is trying to destroy the credibility of the results. Some hostile PPP media and television were key players in recklessly portraying that the elections were rigged and the PPP had won. Many people still actually believe

the continued media lies planted mainly by anti-APNU+AFC propaganda manipulators that rigging had taken place, ballot boxes were missing, and calling for recount of some ballot boxes.

The release of reports from the Commonwealth, OAS and IFES international observer groups testifying to the fairness of the polls, and support messages from the US, UK and Canadian ambassadors and Western and other governments insisted that the elections were free and fair.

If the PPP wants to win another election in Guyana, that party’s personnel have to regroup and give the youths a chance; and it must be those who were not tainted with corruption and who can appeal to all cross-sections of the political divide. Using the race card is not the answer to win an election; people who were marginalised for the past 23 years do not forget easily.

It is not untrue in saying that the Leader of the Opposition condemns in the APNU+AFC government what his government was equally culpable of. And whereas citizens may be appreciative that he is holding the Executive to account, there exists skepticism that such condemnations may be more that of who should be the beneficiary. The medical supplies bond issue, aside from the stories surrounding it, Mr. Jagdeo’s friend, Dr Ranjisinghi ‘Bobby’ Ramroop of the NEW GPC, lost out on the contract.

Government and proponents of power-sharing will have to address the perceptions and issue soonest via national conversations that would facilitate the widest possible consultation. Power-sharing needs to be clearly defined: How power-sharing will work, including what will become of the system of checks and balances; the role and function of the Legislature vis a vis the Executive; and what mechanism would be put in place for the people to express their will to change the present constitutional form of government. These issues cannot be overlooked. It is not an unfair assumption to say the people would want foolproof assurances that any new form of government would not only benefit the elected, but the entire society.

Suicide and the young Dear Editor,

BY NOW, the general consensus globally is that suicide prevention is a holistic endeavour, and any missing link in the chain would certainly significantly impede efforts to save lives. Within this context, the work done in schools and among the 15-25 age group must be supplemented, so that the endeavours reach every school -- at least high schools and youth entities.

Thus The Caribbean Voice (TCV) urges the Ministry of Education, in collaboration with other stakeholders, to follow the lead of the New Jersey Arya Samaj Mandir (NJASM) and organize a nationwide campaign to reach remaining schools with the workshop on self-esteem, self-acceptance, self-forgiveness; and dealing with stressors.

Feedback from workshops held by NJASM and TCV (in collaboration with our partners, especially GIVE Foundation), has been disturbing, as, across the board, we have learnt that young people suffer from sexual abuse and, to a lesser extent, physical abuse; and as well, many have suffered/suffer from depression, while some have even been suicidal.

Also, drugs and alcohol are creeping into the school system. No wonder the highest suicide rate is in the 15 to 25 age group.

This trend makes it urgently critical for guidance counsellors to be posted to schools as soon as possible.

So, once again, we call on the Minister of Education, Dr. Rupert Roopnaraine, to fulfill his promise made months ago to effect this measure.

Also, we strongly suggest that the mentoring programme launched by students of Queen’s College -- whereby senior students take junior students under their wings and mentor them -- be implemented in all high schools.

Furthermore, we note that North Ruimveldt Secondary has taken the

lead in suicide prevention awareness activities, and we strongly urge other high schools to follow suit.

Finally, we urge massbased and community-based organizations, especially churches/mosques/mandirs, trade unions, political parties and Parent-Teachers Associations to organize forums on empathetic communication, self-empowerment, dealing with stress, and developing coping skills. The fact is that these youngsters spend more time at home than at school, so it is critical to ensure that the home environment is also addressed so that school supports home, and vice versa.

In fact, over the last year or so, a number of calls have been made for parenting sessions to be held to help tackle suicide; and those calls have been repeated at the various community outreaches held by various stakeholders at which The Caribbean Voice has participated. This is an absolute necessity, not only because suicide affects families, but also because families are in the best position to identify warning signs and seek help for at-risk members. But it is also necessary because lack of empathetic communication, especially as it relates to parents and teenagers, is quite clearly a huge factor in suicide.

Contrary to what some have expressed, the issue is not that parents do not love their children; but, rather, that parents do not have the requisite skills to deal with family conflicts and problems in general. In fact, far too many parents fall back on the socialization process that informed their childhood and growing up years, as well as prevailing misinformation and myths.

Besides, lack of parenting skills also impact violence, especially among the youth, as well as ethics and morality.

Given this reality, we urge parents to always be alert to what’s happening in the lives of their teenagers, and especially to be aware of any problems teenagers

face. Parents should always find out how their teenagers are doing, and if anything’s bothering them. And in addressing any problems, parents must choose their words very carefully, since words can, and often do, take on lives of their own.

Regardless of what the issues are, parents must let their teenagers know that they are loved, and that they can always depend on the help and support of their parents. The lives of children are more important than anything else; and whatever the issue, it must be dealt with in an atmosphere of care, concern, understanding and forgiveness.

Thus parents must not use language that would alienate their teenagers, make them feel unloved and unwanted, make them act in anger and/ or haste, or make them feel alone and lonely.

And while parents can and must draw on their own experiences as teenagers to better understand their own teens, they should not impose their views about how things should be on their teenagers, since the issues parents faced when they were growing up and the environment of that time are not quite the same as what exists today.

Most importantly, parents need to understand any pain and agony their children suffer, and let them know that with their parents’ love, care and help, things will get better. As youth leader in the Caribbean Voice, Rayon Mantoos, puts it, parents have to work towards the following: Cutting down -- if not eliminating – nagging and lecturing, which generally cause children to stop listening to what is being said and become resentful as well. Instead, keep conversations brief; don’t repeat things too often; and, if necessary, develop a set of consequences with children so they take ownership for their behaviours and actions and embrace the consequences. Parents should also desist from interrupting when their children are expressing themselves, so that

children feel that what they have to say is given value; Do not be directly critical of children. If necessary, enter into a discussion about behaviour and/or actions, and work with children to understand where they may have gone wrong and what would be better options. Absolutely do not keep dwelling on the past, as children need to know that they can start over with a clean slate.

If a pattern develops, then maybe have a supportive and caring family intervention. Desist from trying to control children through guilt, because this is a sure way to negatively affect relationships and children’s self-esteem as well. Do not use sarcasm, as this can have negative effects on children in many ways.

Work with children to help them solve their problems, instead of imposing solutions, as this can lead to resentment. Instead, offer guidance and scope for them to find solutions, as children need to learn by themselves and know that they are capable and trusted.

Never put down children, even as a joke. This can lead to children feeling rejected, unloved and inad-

equate. Never use threats, as these can lead to children feeling powerless and resentful. With respect to relationships, especially if pregnancy is involved, parents must reach out for assistance to ensure that their teenagers are safe.

The bottom line is that we all make mistakes as part of the growing up process. In fact, even as adults, we still continue to make mistakes.

So when our teens make mistakes, we must understand that it is not the end of the world, or even the end of life. Life goes on and, as parents, we must first help our teenagers deal with the consequences of mistakes made, and then help them learn from those mistakes and move on in life. And when necessary, we must reach for help if we feel that we are not fully capable of providing the help needed by our teenagers.

While the focus here is on parents/children relationships, it must be noted that empathetic communication is also an important tool in all relationships, and can be a critical difference in adult relationships. Thus the same strategies mentioned above can be adapted to suit these

adult/adult relationships as well.

The fact is that empathetic communication is a great way to diffuse anger, create scope for dialogue and problem solving, and allow for mutual respect, understanding and trust. It enables each partner in a relationship to self-express in a context free from fear, threats and eventually violence.

The bottom line is that the time and efforts invested in these measures will save lives, lives that may very well be those of our loved ones. So we all need to do what’s necessary and make suicide and violence prevention everybody’s business. Suspected fake land title certificates given to indigenous villages

‒ Gov’t launches investigation ATTORNEY General (AG) and Minister of Legal Affairs, Basil Williams, is looking into the legality of a number of certificates of titles issued to several indigenous communities, just before the May 2015, General and Regional Elections.

According to a release from the Government Information Agency (GINA), residents in a number of these villages now find themselves having titles which were handed out by the previous administration, and they claim that the titles have no legal standing.

GINA noted that the matter was raised with Minister of Natural Resources, Raphael Trotman, at the National Toshaos Council (NTC) Meeting and again in Imbamadai by Mr Austin, Vice-Captain, Omanaik-Kambary Village, Region Seven.

“The issue is with our land title certificate,” Austin

said. “We understand that it is not recognised by the GGMC, (Guyana Geology and Mines Commission) and we often wondered if this certificate is valid, and why it is not public or gazetted, and none of the GGMC officers could recognise it,” Austin asked of the minister.

In responding, Minister Trotman said that the Government has found many villages that were issued certificates of titles, just before the May 2015, General and Regional Elections, but have no records to show that the certificates are valid.

“Yesterday [Wednesday], I spent all afternoon with the National Toshaos Council and some of the very things that you are saying, that just before elections a set of documents, in law, you say purporting to be titles were handed out, but when we checked the records, there is a missing gap between the process and the signatures,” the minister

told the vice-captain.

According to the GINA release, the Natural Resources Minister explained that the government is seeking to unravel what really happened.

“Many of them are with the Attorney General’s Chambers now to see if somebody should be charged for fooling the people… because it’s mischief…it is cruelty to come and lie to you and fool [you], to try to get the vote, I’m not sure,… but we are investigating these things and we would have had to pass them over to the police actually,” the minister said.

The Omanaik-Kambary Village, Region Seven certificate of land title was issued on March 10, 2015 by the PPP/C administration. Minister Trotman on Thursday, visited Region Seven and met with the residents of Imbamadai and other surrounding indigenous communities, on issues of community development.

COMMUNITY Development Councils (CDCs) in hinterland communities have been advised to engage regional governing bodies to have their needs addressed.

This advice came after the CDCs queried how they can access resources for communities.

Minister of Communities, Ronald Bulkan, told Indigenous leaders at the National Toshaos Council (NTC) Meeting on Wednesday that CDCs must engage the Regional Democratic Councils (RDCs).

The Minister said, “Whatever CDCs are currently in place, I believe that what you need to do is what-

ever concerns you have, you would have to seek to engage your RDC and to convince them to bring attention and to bring relief to whatever issues and concerns affect the residents of the respective communities.”

Minister Bulkan further explained that the CDCs are a result of a regime that was not legally implemented. He added that the Amerindian Act does not make provision for such a group.

“Under the Amerindian Act, there is provision for (an) Amerindian Village Council. That is the only council, to the best of my knowledge, that they provide for… It (CDC) is one that was created probably out of

expediency, and which is something we have inherited… There is no provision at the level of central government that it can provide central government resources directly.”

With regard to the possibility of a CDC acquiring some form of legal status, the minister said this is perhaps “one of the considerations that can be advanced in this process of the revision of the Amerindian Act, but I think it will come back to the same situation -- that the body that is responsible, that has the responsibility and authority for the management of our respective hinterland regions, is the RDC.” (GINA)

Executive Secretary of the National Commission on Disability, Beverly Pile

THE National Disability Commission (NDC) will in September commence a house-to-house survey to gather information on persons with disabilities in Region Six. This was disclosed by Beverly Pile, Executive Secretary of the NDC at the National Toshaos Conference (NTC) Meeting, at the Arthur Chung International Convention Centre, Liliendaal.

A release from the Government Information Agency (GINA) noted that due to the remoteness of indigenous communities, Pile said that it is difficult for people with disabilities to be properly catered for. The survey according to Pile will be done in every region, but, “it

will take some time in which we will do it.”

The NDC Secretary added, “We are situated in Georgetown, and if we don’t come out of our offices and come to places like these, to meet the toshaos and the persons who are very close to those persons with disabilities in the indigenous areas, we wouldn’t get them.”

According to GINA, Pile noted that the NDC grabbed the opportunity to participate in the NTC to get close with the leaders of the various communities and to collect valuable information on what is happening within. Once the information is gathered, the needs of the people can be catered for efficiently, Pile asserted.

Additionally, Pile said that the survey will help the NDC craft policies which would attend to the needs of persons with disabilities.

These include “the right to

employment, the right to education, to right to health, the right to recreation and sport, the right to housing and water,[and] the right to [be involved in ] political issues,” Pile explained.

Members of the NTC asked about the systems in place to assist persons with disabilities, who have to travel to collect their public assistance. The secretary explained that the NDC works in collaboration with the Ministry of Social Protection to assist such persons.

Further, the toshaos raised concerns about parents who work and leave their disabled children with overseers. The toshaos noted that it is costly and asked that something be done to ease the parents’ burden.

Pile told the toshaos that while nothing is currently in place, she will be taking up the issue with the Ministry of Social Protection.

Serious crimes down by 52 percent in Police ‘F’ Division Serious crimes in Police ‘F’ Division – Regions One, Seven, Eight and Nine -- are down to 52 percent for the current period, compared to the corresponding period for 2015.

This is the lowest recorded for 10 years. Divisional Commander, Senior Superintendent Ravindradat Budhram, told the Government Information Agency (GINA) at the Arthur Chung Convention Centre during the National Toshaos’ Council (NTC) meeting that murders have been reduced by 29%, robbery by 67%; sexual offences by 14%; break-and-enter and larceny by 82%; and

robbery-under-arms by 67%.

The Divisional Commander said, “The enhancement of resources contributed tremendously to the reduction of crimes in ‘F’ Division.”

Tasked with policing the vast hinterland areas, the ‘F’ Division has seen an increased number of ranks being sent to locations.

“For this year”, he said, “we have gotten a boost with ranks in terms of manpower; 68 persons, new police or recruits, came to the division.

We were able to beef-up all the other stations with more ranks,” the Divisional Commander explained.

Budhram further said the division has received vehicles critical to policing the vast terrain.

“We have more ATVs (all-terrain vehicles), more boats, more outboard engines.

We have seen the increase of resources at Lethem with horses. The Mounted Branch is now reintroduced to Lethem. They have a four-byfour pickup now, which they will use to do patrols. At Bartica, Region Seven, we have boats, additional boats and engines to patrol the Mazaruni /Cuyuni, Enachu, Issano and Kurupung areas, he said.

“In Mabaruma, we have

beefed-up there as well, with two more small boats attached to the Tamakay base which is at the Waini mouth.

They have been doing a lot of patrols,” the Divisional Commander explained.

Questioned about challenges faced by the police in the hinterland districts, Budhram cited language barriers as one. There are Brazilians in the backdam (mining area), and Amerindians speaking their own dialect, he explained.

“In order to make contact with persons in the hinterland, we have to travel long distances to get to some villages; and even though the police

are there, we cannot make contact with persons because of lack of radio signals,” Budhram explained.

pledged their continued support for the work of the police, and expressed their concerns about the use of illicit drugs, especially around mining camps.

15 cops sacked for corruption, rape SOME 15 ranks of the Guyana Police Force (GPF) have been dismissed this year on allegations of corruption and rape, acting Commissioner of Police, David Ramnarine has said.

Speaking at a news conference on Friday, Ramnarine said that for 2016, fifteen ranks were dismissed on allegations ranging from corruption to rape; and for 2015, twenty-one ranks had been interdicted for offences such as conspiracy to commit murder and assault.

For 2016, he noted, there has been an increase, as 24 ranks are already before the courts for offences such as attempted murder and assault. “Years ago, there was a big hue and cry as to whether we were competent; whether we were willing;

whether we had it within us to investigate, charge and prosecute our own. That has also changed. In 2015, there were 12 ranks dismissed: seven for corruption, two for firearm-related offences, and two for narcotics-related

offences, another one for assault,” Ramnarine said.

Ramnarine disclosed that 35 investigative officers from the Office of Professional Responsibility have benefited from the British-sponsored International Criminal Investigative Training Assistance Programme (ICITAP), which has resulted in adaptation of a series on anti-corruption measures.

ICITAP works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism. ICITAP provides international development assistance that supports both national security and foreign policy objectives.

ICITAP programmes are designed in partnership with the host countries, and program implementation methods include on-the-ground, pre-program assessments; program planning, management and review; curriculum development; classroom training, seminars, and workshops; internships; equipment donations; donor coordination; and on-thejob training and mentoring provided by embedded longterm advisors.

The commissioner also touched on the accessibility of the police to the public, noting that at present more senior officers are interfacing with citizens.

He said the Force is more of a public force, as previously senior officers were inaccessible to members of the public.

Min. Hughes leads high level telecoms team to China PUBLIC Telecommunications Minister Cathy Hughes is on her way to China, leading a team for talks with the principals of Huawei Technologies Ltd., the entity that constructed the US$32M E-Government network in coastal Guyana.

A release from the Ministry of Public Telecommunications noted that Floyd Levi, Head of the E-Government Unit, is accompanying the delegation, which will also participate in a three-day global integrated conference in Shanghai.

It was noted that “Huawei Connect 2016” is designed to shape the digital transformation of industries, among other things.

Minister Hughes and her team will meet with Huawei’s principals at their Shenzhen headquarters and at their factories and installations in Beijing and Shanghai. The main objectives are to secure the long-term viability of Guyana’s telecommunication networks, and to acquire technical assistance and training capacity. The latter is to push forward the GoG’s plan to expand the ICT networks into all

unserved areas, including Bartica, Linden, Kwakwani, Port Kaituma, Mabaruma, Annai and Lethem.

According to Levi, the unavailability of the severely damaged fibre optic cable is the reason for the expansion initiative. According to the release, this cable was supposed to have been laid subterraneously along the Linden to Lethem corridor, and it should have had the capacity to provide Internet services to all hinterland

communities in most administrative regions. The newly crafted ICT expansion programme is the best alternative.

“In the meantime, with the creation of competent technical skills being so integral to the entire national programme, Huawei will be asked to provide in-country training of more than fifty (50) ICT engineers in the immediate future. Only four (4) ICT engineers had received adequate training under the

previous administration,” the release noted.

The existing network consists of a fibre optic system in Georgetown, and a 4G LTE (Long Term Evolution) network that extends from Skeldon in Berbice to Charity on the Essequibo Coast.

This is the system that is currently being utilized to provide Internet access to schools and government’s agencies on the coastal plain.

“It is a work in progress, and the inter-connectivity programme is progressing well. The ultimate objective is to have every single public entity connected to the national network”, the release detailed.

Taxi driver found dead in car TAXI driver Carl Johnson of Lot 9 ‘D’ Nimrod Street, Two Friends Village, East Coast Demerara was on Friday found motionless in his vehicle on the Railway Embankment Road in the vicinity of Vryheid’s Lust, East Coast Demerara by two public-spirited citizens who are known to his family.

His wife Karen told the Guyana Chronicle that based on information she had received, two persons known to Johnson’s family had seen his car parked close to a utility pole on the embankment road at about 13:00h on Friday, and decided to inves-

tigate. Recognizing that the 63-year-old was motionless, the couple drove the vehicle with Johnson inside to the Plaisance Health Centre, where a doctor informed that he was dead. By that time, Karen said, the police had already been informed.

Karen said Johnson’s body bore no marks of violence, and all of his belongs were intact. “The people handed over his two cell phones to the police,” she added.

Grove Primary School access road rehabilitated STUDENTS of the Grove Primary School will benefit from a rehabilitated access road when they return to school in two weeks’ time. The Ministry of Public Infrastructure’s Special Projects Unit recently upgraded the road from loam to an asphalted structure.

Speaking with the Government Information Agency (GINA), Head of the Ministry of Public Infrastructure’s Special Projects Unit, Lawrence Mentis, explained that rehabilitation work on the road came in light of Government’s plan to provide schools, hospitals, public offices and courts with proper access roads “to bring them (up) to standard.”

Residents of this East Bank Demerara community will also benefit from the road which serves as an access to the entire community.

Mentis further explained that the road is, “now fully surfaced with asphalt, and is expected to last a life expectancy of a minimum of 15 years, once the shoulders and drains are maintained and the weight limit is adhered to.”

The rehabilitated road will also reduce dust pollution, since the dust from the loam road was affecting residents. Other roads in Grove will undergo rehabilitation shortly, Mentis said.

The Special Projects Unit recently rehabilitated roads in the nearby Diamond community. The Ministry of Public Infrastructure, through the special Projects Unit, has been rehabilitating and maintaining roads and bridges across Guyana.

In the 2016 Budget, the sum of $1.425B was allocated for miscellaneous roads and $1.164B for urban roads.

Man guilty of unlicensed gun, ammo TWENTY-FOUR-YEAR old Daren John, who was caught with an unlicensed .38 revolver and six matching rounds, was Friday found guilty of the crime by a city magistrate, who postponed sentencing pending a probation report.

John of Lot 141 First Street, Alberttown, was found guilty by Magistrate Judy Latchman for the offence, which alleged that on September 28, 2015 at

Brickdam Police Station, he had in his possession a gun and ammunition without being the holder of a firearm licence.

Additionally, John was also charged for having four 9mm rounds and two .32 rounds, but these charges were dismissed by Magistrate Latchman after she ruled on a no-case submission by defence lawyer, Charles Ramson Jr. During her ruling on the no-case submission re-

garding the cache of ammunition, which was found under the back seat of car PRR 7001, the magistrate said that the defendant was not the owner of the car, neither did he have knowledge of the ammunition since the seat had to be lifted up by police officers for the ammunition to be found.

Nevertheless, a prima facie case was made out against John for the .38 revolver and six matching

rounds and was called on to lead his defence. John, during his testimony on the witness stand, explained that on the day in question he had received a call from a friend to pick her up at the seawall.

“My car was not working, so I borrowed a vehicle from one of my relatives,” the defendant said as he explained that he had picked up his friend and was intercepted by the police at Kitty Public Road.

The man further told the court that he was ordered by a police officer to produce his driver’s licence and was later subjected to a breathalyzer test.

John noted that he complied but was harassed by the police officer who later searched his car and found nothing.

“The officer was pulling at my hat while another

was taking photos with a phone,” the 24-year-old disclosed to the court, as he explained that he got into his car and drove away to report the matter to the nearest police station.

John was intercepted by the police, who had taken him to the Brickdam Police Station and further searched his car. The .38 revolver with the six matching rounds in its chambers was found concealed inside of the tape deck of the car while the ammo was found under the back seat.

Magistrate Latchman found John guilty after placing weight on, the motorist was stopped by police officers along Kitty Public Road to conduct a breathalyser test when an officer saw a shiny object at the defendant’s waist.

threatened to kill the ranks and drove away. However, he was later intercepted by ranks on patrol. He was taken to the Brickdam Police Station and the illegal gun and ammunition were discovered in his car.

John, during the search, had allegedly told the ranks that about 15 days before he had found the gun and ammo in Albouystown and was planning to hand it over.

Magistrate Latchman was about to make her ruling when John’s attorney requested that his client be subjected to a probation report.

The attorney’s request was granted and the matter was adjourned until September 7 for presentation of the report. John was remanded and placed into the custody of the state.

Rupert Douglas, 26, of Soesdyke, East Bank Demerara (EBD), was found not guilty of the charge, which stated that on January 30, 2016 at Coverden Public Road, EBD, he drove motor car PTT 1892 in a manner dangerous to the public, thereby causing the death of Ann Mohamed.

However on Friday, Magistrate Daly dismissed the case against Douglas after she found that there was insubstantial evidence presented by the prosecution.

The prosecution’s case was that Mohamed had just left work at the Prairie International Hotel and was awaiting a minibus when she was struck down.

Top cop says probe was 'unprofessional' A REVIEW of the infamous Monica Reece case has found that there was an “unprofessional” investigation on the part of ranks of the police force, who were unable to solve the 23-yearold murder.

This is according to Commissioner of Police (ag) David Ramnarine who told a press conference on Friday that the review of the cold case “clearly indicated that an unprofessional course of action was taken in that year and that period when that matter was under investigation.”

ger serving members of the police force. Meanwhile, police sources are optimistic that the case can be solved since it was recently re-opened by Crime Chief Wendell Blanhum.

“The evidence is alive,” one senior police source noted. The Reece case is perhaps the most sensational of the cold cases, following reports that there were aspects of the crime which were not properly probed by investigators back in April 1993, when she was killed and her body dumped on Main Street, Georgetown.

On April 9, 1993, the body of 19-year-old Reece, who was a security guard, was discovered on Main Street. The autopsy report by forensic pathologist Dr Leslie Mootoo had established that Reece had suffered a savage beating, which left her with a broken jaw and other injuries, before she was unceremoniously dumped in Main Street.

The autopsy also showed that she had had sexual intercourse some hours before she was slain. Dr Mootoo had also collected pubic and other hair samples from Reece’s remains. These, and samples from the pick-ups police had impounded, were reportedly sent overseas.

Several weeks after she was killed, Reece’s body was exhumed and more samples taken. These, too, were reportedly sent overseas. The results, according to police, were all “inconclusive,” leaving detectives no closer to catching the killer.

Reports had revealed that a 22-year-old Tiger Bay resident claimed to have seen

when the killer dumped Reece’s body from his vehicle.

Another report made by an eyewitness had claimed that around 22:05hrs on the day in question, she was walking along the Avenue of the Republic when she saw a dark-coloured 4×4 vehicle going north along Main Street.

One of the right doors was ajar and the foot of a passenger was protruding from the vehicle. When the pickup reached the area near Geddes Grant Limited, she saw someone fall out of the vehicle. The woman then went to the scene where she saw Reece’s body.

Meanwhile, on April 13, 1993, four days after Reece’s murder, detectives, acting on the woman’s information, detained a 27-year-old man from a prominent family.

They also impounded a 4×4 pickup that was owned by the suspect’s father.

Denying knowledge of the crime, the youth told detectives that he had used his vehicle on Good Friday night and returned home around 19:30hrs, accompanied by his girlfriend.

According to the suspect, he did not leave home again that night until shortly after 22:00hrs, when some friends of his went to his home and said that a woman had been thrown from a vehicle and someone said that the vehicle registration was similar to his. He had also denied ever knowing Monica Reece. Further, on April 15, 1993, the son of a prominent businessman was detained and a pickup owned by the family impounded.

His alibi was that he was at the Georgetown home of an attorney between 19:00hrs and 22:00hrs on the Good Friday night of Reece’s murder. According to him, he visited his girlfriend in Kitty around 22:30hrs and returned home around 23:30hrs.

Detectives showed him a photograph of Reece and he too said that he did not know her and had learnt of her demise only after reading the newspapers.

Conservation body and Toshaos ink agreement for capacity-building THE National Toshaos’ Council (NTC) and Conservation International Foundation Guyana Inc (CI-Guyana) have signed a Memorandum of Understanding (MoU) to design and test tools needed to support the sustainable development of villages through the incorporation of REDD+ (the UN’s forest-saving initiative) and Free, Prior and Informed Consent principles.

Though there were varying views and a clear need for further clarification on the functions of CI-Guyana and the benefits to be derived from the MoU, NTC Chairman Joel Fredericks and Head of CI-Guyana Dr David Singh signed the agreement after it was endorsed by a majority of the toshaos attending the NTC at the Arthur Chung Convention Centre.

The MoU was inked in the presence of Vice-President and Minister of Indigenous People’s Affairs, Sydney Allicock, and the Vice-Chairman of the Council, Lennox Shuman.

Under the MoU, CI-Guyana will strengthen the ability of NTC to fulfil its mandate through effective organizational, decision-making and other relevant capacities. Additionally, the parties will collaborate to identify and secure funds to finance implementation of the agreement.

Minister Allicock, in his address, said he was pleased to have witnessed the signing of the MoU, which will hopefully “break new grounds” for villages across the country.

“I think it is an opportunity that we should not take

lightly,” he told the Toshaos present, noting that the cooperation will create opportunities for villages to be more effective in their planning and execution.

Amid the concerns raised by several Toshaos, the Minister of Indigenous People’s Affairs, said it is important at times to take chances. “Sometimes you would have to take chances, and this is one of them…so let us look a bit at the positives,” he said.

However, prior to the signing, several concerns were raised regarding CI-Guyana, the purpose of the MoU, and the confidentiality clause included in the agreement.

Nicholas Fredericks, Toshao of Shulinab, in making his contributions, said “it is not what we do, but how we do it.”

Fredericks said that while he was in support of the agreement, Toshaos were not furnished with a draft copy of the MoU in a timely manner, and as such many were unable to weigh the pros and cons of the agreement.

Citing cases from the past, the Toshao said there were times when documents were signed by Toshaos at previous conferences, and their villages were in “uproar” because villages were unaware of the objectives and benefits of the agreements. He reiterated, “It is not what you do, it is how you do it.”

Nigel John, Toshao of Apoteri, told the conference that CI-Guyana said it will help villages to preserve their natural resources as it had done in the past.

operating in Guyana since the late 1980s. “We started work on the Harpy Eagle conservation, and after that we then started to work on the establishment of biodiversity conservation,” he said.

Since then, he said CI-Guyana has worked in many villages promoting sustainable development.

CI-Guyana was established with the main purpose of assisting the government in creating a national system of protected areas. CI-G’s vision is to establish Biodiversity Corridors in Guyana, incorporating the anchors of a National Protected Area System, while developing trans-boundary corridors across

the Guiana Shield.

CI-G has been working with the Government and residents of indigenous communities to develop long-term and sustainable management for the establishment of protected areas, helping to develop protected areas legislation and actively working with the Government to endow and establish a protected areas trust fund to finance management of the country’s protected areas in perpetuity.

As such, it was closely involved with the development of the Low Carbon Development Strategy and the Readiness Preparation Proposal.

Burrowes School of Art wants … exhibition underway at Umana Yana more support ADMINISTRATOR of the Burrowes School of Art, Ivor Thom, says the institution is not an alternative and should be respected just as any other prominent educational institution in the country.

During the launch of the school’s annual art exhibition at the Umana Yana, Thom told the Guyana Chronicle that the event will give graduates a chance to showcase their artistic pieces.

But Thom is concerned that the school does not receive the requisite attention and support it requires.

“Students use our institution as an alternative, in case they drop out of school or even if they finish school and are still unsure about their future ventures…persons with a real interest in the arts should be the ones coming to the school and utilizing the resources to develop their talent.

“We have a lot of students who rush to Burrowes and see the school as an alternative, but we are not an alternative to the other institutions…however, if we are allowed to, we can influence the CSEC grades by training teachers

and so forth,” he said.

Thom further noted that the school intends to work in sync with the education system to produce good artists.

“Art in Guyana is lacking the support of the private sector, while also more is needed of patrons in the art,” said Thom.

He further noted, “Art should be involved in everything, and persons should appreciate the role of the artists and not see it as an alternative… we need to see it in it’s true form, then we will know it has a great role to play and

realise that it is considered the mirror of society.”

The school is one which is geared at training people to become professional artists, through courses such as, painting, drawing, ceramics, sculpture, textile designs, photography, jewellery and leather craft.

Students, he said, are afforded the chance to pursue a certificate or a diploma in the various areas, noting “this year, the nine potential graduates are all girls, whose pieces showcase what the instructors are capable of.”

During a ceremony held on Friday at the Police Officers’ Mess Annex at Eve Leary, each of the 86 students awarded received bursaries based on their performance. This, according to Commissioner of Police (ag.) David Ramnarine, is part of the Force’s tangible contribution towards the development of youths in Guyana.

Ramnarine said crime is a “social problem,” which emanates primarily from youths and from masculinity.

He noted that youths must be led on the right path, and these behaviours must be stamped out. The Top Cop said this is primarily why the

all of their experiences, and to adopt a habit of “very serious reading.”

-- Chief Constable countermands directive to facilitate ‘Flea Market’ APART from the stern rejection of vendors at the Parliament View Market to conduct a flea market at Bourda, Mayor Patricia Chase-Green has chided officers of the City Constabulary for not ensuring that the area was properly cleaned and cordoned off

for business last Sunday.

The Mayor and City Council (M&CC) had made a decision to have the flea market opened on Sundays to facilitate vending between Alexander Street and Orange Walk on Regent Street.

Vendors at Parliament View Market, however, had

resented the idea, complaining that, among other things, it was too costly to move their items from the old Royal Castle site to the Bourda location. Last Sunday was the first day that the market was expected to be opened, and Mayor Patricia Chase-Green thought she would turn up

She was “amazed” to see the unsightly conditions that existed at the intended location, and was angry that despite orders were given to have the street cordoned off, the traffic wardens on site would report to her that Chief Constable Andrew Foo directed that this be done only when it became necessary.

“There were cars parked on both sides of the street; there were social rejects still sleeping on the pavements at 10:30 in the morning outside of the Bourda Cemetery,” the mayor said, adding, “I saw the traffic wardens and asked them why the street was not cordoned off. I was informed that they were instructed by the Chief Constable to only cordon off the street if necessary, or as the vending built up.

“Now, I don’t know who could have changed the directive. If the Town Clerk instructed the Clerk of Markets and the Chief Constable about the decision, then the market area to be cordoned off should have been done either by 5 or 6 in the morning and the area properly cleaned...”

Noting that what obtained when she turned up Sunday morning were unacceptable conditions to ask people to go and vend under, Mayor Chase-Green said: “By what standards? I don’t know who could change any decision; it gotta stop somewhere; it shows some disrespect that a decision could automatically be changed to suit anyone.”

A BETTER LOCATION When this publication visited vendors of the Parliament View Market, just south of Public Buildings, many expressed that they welcomed the idea of a flea market, but only at a different location.

Wendy Jordan and Errol (only name given) both said that the concept of having the

market is “a good initiative” to help boost their sales.

They argued that at their current location, persons in the front row receive most of the sales, while the rest of the vendors at the back rows are left without sales. As a result of this arrangement, many of the vendors claim to have seen a drop in sales.

Wendy noted, however, that moving her supplies from this area and taking it to the proposed flea market area would add to her already heavy expenses. She also claimed that this location is not visited by many customers. Another vendor, Corwin Thomas, said that having the flea market at that proposed location “ain’t really make no sense.”

He proposed that the market be set up on the tarmac in front of the Stabroek Market, and reasoned that the vendors could be there for the same period; that is, between 07:00hrs and 15:00hrs. He also reasoned that it would be much easier for the vendors to transport their supplies from the Parliament View vending area to the tarmac and back.

Meanwhile, president of the recently formed Guyana Market Vendors Union (GMVU), Eon Andrews, told this newspaper that the M&CC failed to engage the union in making this decision. Andrews also noted that decisions such as these need to be made only after consulting all stakeholders involved, and should have “very intense planning.”

The flea market is a pilot project introduced by the M&CC to allow vendors, preferably those from the Parliament View vending area, to sell school supplies until school reopens in September. Last Sunday was the designated day for the commencement of this project, however, no vendors showed up for business on that day.

(REUTERS) - U.S. swimmer Ryan Lochte landed a new endorsement deal on Thursday days after losing all his major sponsors even as the fallout from the Rio Olympics continued as Brazilian police recommended he be charged with falsely reporting a crime.

(REUTERS) - THE Russian Paralympic Committee (RPC) will appeal in the Swiss Federal Court on Monday against the Court of Arbitration for Sport’s (CAS) decision to uphold a blanket ban on their athletes for next month’s Rio Games.

“The appeal has been launched in the Swiss court,” the Interfax news agency quoted RPC president Vladimir Lukin as saying yesterday.

Earlier this week the Lausanne-based CAS, sport’s highest tribunal, rejected an RPC appeal against the suspension that was handed out by the International Paralympic Committee (IPC) because of a state-sponsored sports doping programme.

The decision to exclude Russia’s team means at least 260 competitors from the country are now set to miss the September 7-18 event.

All systems in place as Boyce/ Jefford Classic starts today ALL systems are ready for the annual Boyce and Jefford Track and Field Classic VII which begins today.

The event will see athletes from five of Guyana’s leading athletics club take on their Caribbean and United States counterparts at the recently improved Mackenzie Sports Club ground.

According to chairman of the Boyce and Jefford Committee, Colin Boyce, all the international athletes for the meet have arrived and are ready to participate at the two-day meet. Boyce is particularly impressed with the condition of the facility where the meet will be held, noting the recent upgrading that has taken place at the ground.

The Sports Club facility recently underwent a much-needed upgrade, compliments of a $2M grant from the government of Guyana, through the National Sports Commission. The upgrade included 15 flood lamps and 10 bulbs that were erected at the facility to support the existing fixtures.

“I must commend the ground staff for the shape the ground is in and it can now be compared to probably Eve Leary or Providence, it is fully grassed and even if there is a bit of rain it will not be as water-logged as before,” Boyce said, during a press conference held at the Regency Suites yesterday morning.

The international athletes set to participate include Ashton Gill, Recardo Prescott, Shikyla Walcott and Joanna Rogers from Trinidad, Jamaican’s Keno Burrell and Davion Reid, and Grenada’s Kenisha Pascal.

The international athletes are here with a focus of participating in the profitable ‘international’ events, eight in all, which marks an increase from last year’s six international events.

By Joe Chapman THE third-seed Victory Valley Royals captured the second edition of the ‘King of De Ring’ GT Beer Open basketball championship last Saturday night at the Mackenzie Sports Club hard court.

The Royals, through their forwards Orlando Glasgow and Trevor Profitt, overcame a 13-point deficit going into the final quarter against top-ranked Retrieve Raiders.

Playing before a fair-sized crowd the Royals began their title chase leading 13-9 after the first quarter ended.

But Raiders recovered well in the second quarter and with a 2411 run were up at the break 33-24, hinging on an 11-point performance from former national shooting forward Neil Marks and current guard Keon Cameron who scored eight.

Raiders continued to play well and when the third quarter ended they were leading with a 13-point cushion 47-34.

However, the Royals were not to

be written off and their challenge was spearheaded by the duo of Glasgow and Profitt who combined well to dislodge the Raiders in the final stretch, outscoring them 27-10 for a thrilling 61-57 final score.

The dangerous Profitt with timely penetrations had a 14-point second half showing for his efforts, while Glasgow, who had a brilliant tournament, netted 10 points in the last two quarters for a top score of 15 points.

The Raiders’ Marks had 17 game-high points while Cameron netted 16 and Omally Sampson 10 for the losing finalists.

Victory Valley Royals copped the winners’ trophy and $100 000, while Raiders came away with $75 000 and a trophy as Half Mile Bulls, who gained a walkover win when Kwakwani did not show for their third-place playoff game, collected $25 000 and a trophy.

WICB meets WIPA, Players (WICB) - WITH two years left in the current Memorandum of Understanding/Collective Bargaining Agreement (MOU/CBA) with the West Indies Cricket Board, West Indies Players Association and players; the WICB took a proactive move to host a players’ symposium in Florida last Wednesday (August 24) to address some of the pressing issues.

Among the issues discussed openly were: MOU/ CBA – WICB, WIPA and players, Future tours, ICC events, Finances of WICB and World Cricket and Life during and after cricket.

Umpire Leslie Reifer Jr to make international debut in Paytm T20 Series UMPIRE Leslie Reifer Jr is set to make his international debut when he stands in the second Paytm Twenty20 International between West Indies and India on Sunday.

The 26-year-old from Barbados will become one of the youngest umpires in international cricket history during the Paytm T20 Series.

BJ Watling provides the lower-middle order muscle with the tail starting at No.7, something Kane Williamson explained can’t be helped.

“We always pick the best team we can, the best balance we can,” New Zealand captain Williamson said. “It’s always nice to have a seam-bowling all-rounder that is so sought-after in any international side but it’s a luxury we don’t really have at this stage but if you don’t have that, you compromise.”

He hoped Doug Bracewell, who is likely to keep his place, unless New Zealand go into the match with two specialist spinners, could fill that role in the future. “Someone like Doug Bracewell is looking to try to play that all-rounder role and improve in it going forward. He can bat and bat well so it’s just experience at this top level will continue his improvement with that bat.”

For Williamson, the immediate focus, though is on the other side of the game. “What’s most important for us is that we pick a team that can take 20 wickets,” he said.

To that end, New Zealand have opted for the extra bowler in each of three matches they have played in sub-Saharan Africa this winter. In Zimbabwe, they fielded three seamers and two spinners, in Durban they went with four seamers and a spinner. The core of both compositions is the three quicks who played in both countries - Tim Southee, Trent Boult and Neil Wagner - who each offers something different.

Southee and Boult make use of swing and seam movement while Wagner extracts bounce. In what will be Wagner’s first Test on what used to be his home ground, Williamson is hopeful he will do most of the damage.

“Wags has been outstanding for a long period of time, particularly on surfaces that don’t offer a huge amount in terms of swing movement or seam,” Williamson said. “He creates opportunities through creative bowling tactics.”

This much was revealed to Chronicle Sport by vice-president of the Business Development of the Marketing Organisation, Aleem Hussain.

According to Hussain, a born and bred resident of Hunter Street, Albouystown,

who still resides there, NextGen Global has over the past nine months contracted 10 boxers with the potential of being world champions.

The ten boxers contracted by NextGen Global are Dexter Gonsalves, Imran Khan, Kieve Allicock, Rondell Singh, Anthony Narine, Mark Whyte, James Walcott, Ryan Ali, Romello Norville and Mitchell Rogers.

Hussain said his organisation’s immediate plan for the boxers includes getting them accustomed to performing on the big stage in front of large crowds, accustomed to the treatment usually meted out to fighters appearing on a top rank card such as a `Golden Boy’ (Oscar de la Hoya) promotion card or one supported by ESPN. He said that Gonsalves, who already had a taste of the VIP treatment for his fight against Clive Atwell

last October when he secured a 10th round TKO victory, has been afforded a similar treatment this time around.

Hussain said Gonsalves has been booked into the Marriott Hotel Georgetown and will be escorted to the Giftland Mall, Liliendaal, East Coast Demerara, by a contingent including Police ranks in an attempt to prevent him being “a cat in a strange pantry when he gets on the big stage.”

The cost, Hussain said, will be in the vicinity of $300 000 and will be paid by the NextGen Global Marketing official, to ensure his fighter has a travel-free journey to his destination for his WBC FECABOX lightweight title fight against United States-based Marcus `Chop Chop’ Corley when the two meet tonight in a 12-round brawl.

Mark Gafur to manage all national teams in 2017

THE Guyana Baseball League (GBL) has announced that Mr Mark Gafur has accepted an offer to manage all national baseball teams in 2017.

Mark, whose playing career included time in the Minor leagues, has been coaching baseball for twenty years and lists the Florida Marlins and the prestigious Harvard University among institutions he has worked with to develop players.

He is a long-serving vice-president of the GBL and was asked to fill the role of International manager following the GBL’s initial

foray into international competition at Baseball Canada’s Women’s 21U Invitational.

President of the GBL, Robin Singh, expressed his gratitude to Mr Gafur and said, “It became obvious during the tournament in Halifax that our technical work was not up to the standard required. Mark has that knowledge and the experience imparting it to players.

We are overjoyed that he has been able to find time in his schedule to commit to managing our international teams and also to running coaching education courses in Guyana in the near future.”

various divisions. The men’s team will be heading to Florida in December to prepare for International competition beginning 2017, and players will be recruited from Guyana and the Diaspora.

In Guyana, Open tryouts days are September 3 and 11, at the Georgetown Cricket Club Bourda. Players are asked to wear appropriate sport clothing. No other equipment is necessary.

Open tryout daily schedule of events includes the Catch Play, Timed 60yard Sprints, Infield/Outfield Fielding Drills and Batting Practice.

Eagles lead point standings

By Joe Chapman EAGLES United are current leaders of the Upper Demerara Football Association’s (UDFA) Guyana Football Federation (GFF)/NAMILCO Flour Power-sponsored Under-17 League championship, underway at the Wisburg Secondary School.

Following their latest win against Net Rockers, Eagles,

who won the recent U-17 championship staged by the UDFA, have three wins and a draw for an unbeaten 10 points. The Eagles had wins over Silver Shattas (2-0), Hi Stars (4-0) and Net Rockers (3-2) while being held to a 0-0 draw by Amelia’s Ward Panthers.

They are followed by Topp XX who have two wins against Net Rockers (3-1) and Amelia’s Ward (6-0)

but went down to Mileorck (1-4).

Third are Milerock who beat Topp XX, but were held to a draw by Botafago (1-1) for four points.

Net Rockers whose lone win is against Hi Stars (7-0) follow on three points from that one win and two losses, while Amelia’s Ward Panthers and Silver Shattas also have three points from three draws and one loss each.

Botafago are next with two points after two draws while on the carpet are Hi Stars with no points after losing two matches.

The competition continues at the Wisburg Secondary School ground next Wednesday when Botafago and Hi Stars clash in the first game at 13:00hrs. The second at 15:00hrs brings together Milerock and Silver Shattas.

Turbo Hard Court Championships …

Ravens pluck Eagles; Colts pull team DYNA’S Ravens plucked their Eagles counterparts’ wings when action in the Turbo Hard Court Championships continued at the Plaisance hard court on Wednesday.

Winning with a 50-42 scoreline in their U-23 fixture, the Ravens were led by Sebastian Luke who was the top scorer for both sides with 16 points and nine rebounds. He was assisted by Nduko Horatio and Murtland Ward who poured in nine points apiece.

On the Eagles side, Lyndon Wilson led the way with 10 points while Darroll Williams was the next highest scorer with nine.

The game was tied 10-10 at the end of the first period. However, Ravens took control and outscored Eagles 14-12 to lead 24-22 at halftime.

Their lead was extended in the third quarter by 11 points while they restricted their opponents to seven points entering the final stanza, ahead at 35-29.

Ravens sealed the hard-fought contest as they outshot Eagles 15-13 in the fourth period. Action in the event is set to continue today at the same venue.

The overall divisional winners of the event will be the teams who win two of the three stages. Winners of the opening stage held at the Burnham Court were Ravens and Pacesetters in the Open and U-23 sections respectively.

Meanwhile in the second game of the night Plaisance Guardians U-23 were awarded a walkover against Bounty Colts.

Colts at the start of play had 4 players, and were in need of a fifth, so club president Michael Singh lobbied to have Road to Mecca 3 MVP Stanton Rose suit up.

Rose, a member of Colts, was disbarred from playing due to the rules of the tournament, which stated that teams could not make any changes to their game lists after finishing three games in the tournament.

According to Guyana Amateur Basketball Association president Junior Hercules, Singh pulled his team from the tournament after finding out Rose could not play.

“The rules of the tournament clearly stipulate that teams are not allowed to make any additions or subtractions from their lists after playing three games. Even if players are overage or injured, the fixed list remains the same,” stated Hercules.

“Rose’s name was not on the list and he could not play. When informed of this fact, Singh stated if Rose could not play his team would not be competing in the tournament,” Hercules added.

However, according to Singh, he simply asked for Rose to replace an overage player on the list so that the game could proceed.

“My team had several injuries as well as three overage players, and at the start time of the game, there were only four players at the game with one player on the way. I enquired if Rose could play and I was told that no provisions could be made,” stated Singh.

Singh then told Hercules that was not in the best interest of basketball and the rules were hurting teams, preventing teams from participating and it would make no sense continuing in the tournament.

“I only have 6 players, 3 players are 23 and told they cannot play. However, the rules did not state anywhere that at 23 you were ineligible to play. The same three players that are over-aged played earlier games.

“The walkover sees not only Colts U-23 out of the tournament but also the first division side who were pulled out after Wednesday night’s incident.

Caribbean Regional Badminton Championships 2016 … Guyana strike gold, bronze

MEMBERS of Team Guyana at the Caribbean Regional Badminton Championships 2016 were among the medallists when individual action got going in Aruba.

Guyana’s Priyanna Ramdhani won two gold medals while her brother Narayan copped bronze at the Centro Deportivo Sports Hall in Aruba.

In the Under-15 Girls’ category, Priyanna thrashed the hosts’ Lyeene Schareir 21-3, 21-4 in the semi-final before taking on Suriname’s Abigael Hing and trouncing her 21-5, 21-4 for the gold medal.

She returned to team up with Daniela Acosta of Dominica to crush Hing & Faith Sariman of Suriname: 21-6, 21-7 for her second gold medal of the evening.

Earlier, the Ramdhani/Acosta team overwhelmed Johanna Lebron Ortiz & Karianet Morales Mercado of Puerto Rico: 21-8, 21-7 in the semi-finals.

Meanwhile in the Under-19 Boys’ singles, Narayan copped bronze after losing at the semi-finals to the Dominican Repub-

lic’s Cesar Dominican Republic. Ramdhani earlier went through the quarterfinals by beating Joshua Smith of Trinidad & Tobago.

The Guyana Badminton Team are now playing in the Caribbean Regional Championships which is the third part of the CAREBACO Events at the Centro Deportivo Sports Hall in Aruba. The play-off action took place on August 24 & 25 The CAREBACO championship consists of three phases with the first being the CAREBACO Junior Under-19 International Individual Championships open to all countries, the second being the CAREBACO Junior Under-19 Team Championships.

The third event is the CAREBACO Regional Junior U-11, U-13, U-15, U-17 & U-19 Individual Championships open to only Caribbean countries and members.

The 8 countries taking part are Guyana, Barbados, Trinidad & Tobago, Suriname, Dominican Republic, Jamaica, Puerto Rico & Aruba.

Khan bowls ECD in commanding position

By Rajiv Bisnauth EAST Coast Demerara spinners combined for eight wickets on day one of their Jaguars Franchise League Three-day game against West Demerara yesterday at the Enterprise Busta Sports Club.

Leg-spinner Amir Khan was the chief destroyer with 5-25, as ECD rattled the visitors batting line-up for just 111 in 36 overs on the stroke of lunch.

In reply the hosts closed on 137-5, a first-innings lead of 26.

Asked to bat first on a two-pace wicket with a sluggish outfield, the West Demerara side found themselves in early trouble and never recovered.

They lost both openers Tagenarine Chanderpaul (0) and Ronaldo Renee (4) to pacers Paul Wintz (1-7) and Gavin Morian (1-15), at 25-2.

AMIR KHAN would have hoped to move ahead without further damage, but the introduction of the spinners immediately made inroads.

Savory failed to make

the most of a good start and was dismissed by off-spinner Vivian Albert for 18.

However, despite another dogged effort from Persaud and Raymon Reifer, Khan and fellow leg-spinner Steven Sankar (2-31) then claimed the last seven wickets.

Persaud made 18, while Reifer hit a composed 32.

The hosts then made a sluggish start, losing Test opener Rajendra Chandrika, Chanderpaul Hemraj and Kame Yadram within the first ten overs to left-arm pacer Reifer.

The Barbadian had opener Chandrika caught at the wicket for one while Hemraj (0) and Yadram (3) were both trapped leg-before-wicket.

Fellow opener Gavin Boodwah and Bhaskar Yadram joined forces and took the hosts to the tea interval, with some solid stroke-play.

After the interval the right-handed pair continued their sensible approach at the wicket, with both youngsters reaching half-century.

They then took the fourth-wicket stand to 120 before Yadram was dismissed by Richie Looknauth for 56, inclusive of five fours and two sixes.

Boodwah went soon after, leg-before to Mahendra Dhanpaul for 50.

Ramnarine Chatura and Albert will resume today on eight and one respectively.

Reifer has so far claimed 3-18 off 13 overs.

Meanwhile, summarised scores from the other three games are as follows: Georgetown 65-3, replying to East Bank Demerara’s 192.

Upper Corentyne 54-1, in reply to West Berbice 222 and Lower Corentyne 173-2, replying to Essequibo’s 101.

Guyana score highest points at Centrobasket U-15 Championships … fall to Trinidad 60-107 THE Guyana Under-15 team have completed their third and final game in the 2016 Centrobasket U-15 Championships in Puerto Rico with some positives to take away from the experience.

Despite losing to Trinidad and Tobago 107-60, the team managed to score their highest point total of the tournament.

The first quarter saw Guyana with a slow start with Trinidad jumping out to an eleven-point lead going into the second quarter 17-8.

The second quarter saw much of the offensive power of Guyana with the local boys scoring their highest quarter in the tournament with 23 points.

Jermaine King was a beast in the paint scoring most of his points in this quarter en route to finish with 20. Trinidad and Tobago, however, put up 30 points in the quarter to close out the half at 47-31.

Coming out of the half both teams had a dip in offensive output with Guyana putting up 13 points and T&T finishing the quarter with 17. At this point of the game, T&T led by 20 going into the fourth.

In the fourth quarter the game was blown wide open, Guyana lost some of their poise and ran out of steam with Trinidad scoring 43 points.. The 16 points of Guyana took them to their tournament-high 60 points while T&T finished on 107.

The final game saw Guyana score more than their first two-game combined 36, showing vast improvement. The offensive pattern of Guyana was seen in flashes owing to the fact that the team had settled and had experience under their belt.

The Championships finish on Sunday and Guyana will return home with hard-learnt experience.
