‘Guyana building judicial architecture that can withstand every storm’ - President Ali says, commends local judiciary bodies for delivering systems that will endure time

PRESIDENT Dr Irfan Ali has underscored the importance of building strong institutions as the foundation of national development, praising the Office of the Director of Public Prosecutions (DPP) and the Judiciary for their focus on long-term systems.

Speaking on institutional resilience, during the swearing in of Senior Counsel Rafiq Turhan Khan as a Justice of Appeal on Tuesday, the Head of State said, “Once we build strong, resilient systems, we will be able to build an architecture that can withstand every storm, and I want to compliment the office of the Department of Public Prosecution (DPP) and the Judiciary for focusing heavi-

ly on system, because that is what we’ll all leave.”

President Ali emphasised that public officials are temporary, but the systems they establish endure beyond their time in office.

“All of us leave office, we leave the system, and the system is what ensures the survival of the product that we deliver,” he added.

While addressing the nation from the Arthur Chung Conference Centre (ACC) last week, President Ali said Guyana’s judiciary, which has upheld stability and the principles of good governance, is poised for a new era of consistent excellence, signalling a commitment to strengthening the country’s judicial system.

“My government welcomes the judiciary’s effort

to ensure accountability by pursuing evidence-based data management across all levels of the court system.”

He noted that the government will introduce disposal and clearance rate standards, leveraging the use of technology for all court operations.

To this end, case management, human resources, maintenance of stores for the payment of maintenance, bail and fines electronically will be the main areas of focus over the next five years.

“This administration holds an unflinching commitment to the rule of law, to the sanctity of our legal institutions, and most of all, to you, the people of this land. Justice must work for the people of this land,” the

President Dr. Irfaan Ali President said.

In addition to this, legislative changes will be made to make judges, magistrates, as well as legal practitioners

more accountable.

Further, the government will be launching the revised edition of the laws of Guyana, updated from

2012 to December 31, 2021.

The government will be launching the law reports of Guyana from 2008 to 2021.

“These initiatives will make our laws easier, accessible and more user-friendly to all our citizens,” the president said.

President Ali also noted that the Judicial Service Commission (JSC) is expected to fill key vacancies in the High Court and Magistrate Court, increasing the complement of commissioners of title in support of their rendering of timely decisions, and appointing more judicial research assistants who will be integral.

Life-changing Christmas gift: First Lady gives home to mother and five children

By Faith Greene IN a noble and thoughtful effort to bring Christmas cheer to a family of six, First Lady Mrs. Arya Ali handed over the keys to a brand-new house to a mother and her five children on Christmas Eve at Meten-Meer-Zorg, on the West Coast of Demerara (WCD).

This special gift shows the willingness of the First Lady to give back to the community, and support families in need, providing the family with their own space to celebrate this festive season.

Tea sha Sp e lle n, the mother of five children,

between 14 and three years old, was moved to tears by the simple yet impactful act by the First Lady to provide her with a furnished home, complete with enough yard space for her children to play in.

The concrete flat is valued at approximately $14 million, and includes the cost of developing the land, fencing the yard, constructing the building and furnishing the home. This was made possible by the Office of the First Lady, with support from Courts Guyana Inc., Comfort Sleep, and Guyana Breweries.

In her remarks, Mrs. Ali reflected on her own personal challenges growing

up in a single parent home, and said, “This new home provides you with a safe, stable, and dignified environment to ensure all of you have a better quality of life, and your children have a brighter future. I was raised in a single parent home so I know of some of the challenges. But today you and your little ones have a place to call yours, so I want you to recognise how blessed you are,” Noting that Christmas is all about caring and giving, the First Lady said that there is no better way to give to the family of six than this.

She encouraged Spellen to ensure that she continues to prioritise her children’s

education and support their endeavours.

“I just want to give you all my blessings, and I hope that this house means a lot to you and your family,” Mrs. Ali said.

A first-time homeowner, Teasha and her children- all of whom are enrolled in school- had previously lived with relatives. They shared a single bedroom, which posed significant challenges for them daily.

She described this new home as life-changing for her family, and expressed gratitude for the opportunity to have a safe and comfortable place to call home.

“First of all, I want to thank God Almighty for

this new home. And I want to say thank you to the First Lady and everyone who made this possible for us.

This is life changing for my family because we’ve had it very, very hard,” Spellen said indicating that she will immediately move in to ensure her family spends Christmas in their new home.

The woman also shared her vision of using the remaining space in the yard to start a kitchen garden.

Along with the house, First Lady, joined by the youngest member of the first family, Ilan Ali, distributed gifts to the children.

Giving back is more than a nice gesture during the

holidays, especially for the First Lady’s Office, where it is a core principle, alongside advocating for women’s empowerment. This is the fourth home Mrs. Ali has handed over to families in Region Three since assuming the role of First Lady, underscoring her continued commitment to the upliftment of families in vulnerable situations.

Just in time for Christmas day, this initiative by Mrs. Ali has not only provided a safe physical structure for the family, but offers hope and stability to a family in need. This in itself reinforces the spirit of giving that characterises the festive season.

- says Christmas lights should guide us toward unity and hope PRESIDENT Dr Mohamed Irfaan Ali extended warm Christmas greetings to all Guyanese today, urging citizens to embrace the season’s message of hope, compassion and unity.

In his annual Christmas message, the President reflected on the symbolic significance of Christmas, describing it as a celebration of light piercing darkness and a reminder of humanity’s capacity for renewal.

“The Christmas story is not one of faith alone, but a profound lesson for all mankind,” he said.

“It relays to us that within our shared humanity lies the capacity for renewal, for compassion, and for hope.”

President Ali highlighted the importance of tradition, noting that Guyanese at home and abroad continue to keep Christmas customs alive through shared meals, festive songs, and acts of kindness toward neighbours and the less fortunate. “Through these acts of goodwill, we strengthen the very bonds that unite our harmonious, beautiful, and diverse society,” he said.

The President also reflected on Guyana’s current trajectory, emphasising the country’s unprecedented opportunities.

“Guyana is shining brighter than ever. The country is experiencing its best days. We stand on the threshold of unparalleled op-

portunity,” he stated, while underscoring that prosperity must be shared: “The true measure of our light is not in its intensity, but in how far it reaches.”

Just days ago, President Ali unveiled a comprehensive fiveyear national vision aimed at driving inclusive growth across all communities. He framed this plan as a continuation of the hope inherent in the Christmas story: “From the hope of Bethlehem to the hope of a thriving Guyana, the message is the same: we are builders of a better tomorrow.”

While celebrating, the President reminded citizens to prioritise safety during the holiday season. He encouraged vigi-

lance on the roads, mindfulness in celebrations, and care for family and community. He also urged Guyanese to extend compassion beyond their immediate circles, offering comfort to the sick, solace to the grieving, and hope to those living in hardship.

Concluding his message, President Ali called on citizens to embrace the spirit of the season: “The greatest gift is to be found in a humble heart.

This Christmas, let us renew our hearts. Let us choose love over indifference, unity over division, and hope over despair.”

So, we are excited to produce our ideas and to add to the

intention to further develop Guyanese talents, including artists, designers, and cultural practitioners, and as the minister outlined, the tourism sector serves as a catalyst in the acceleration of the OE. The OE spans multiple sectors and activities, including but not restricted to tourism and cultural heritage, sports, film, television and visual media, arts and crafts, music, the performing arts, literature and publishing, fashion and design, and nature.

During a recent address, President Ali announced the government’s ambitious and comprehensive plan to position Guyana as a regional leader in the creative and cultural industries, declaring that the OE is a “deliberate pillar

of economic diversification.”

Speaking on the government’s development agenda, Dr. Ali said that the major plan will detail investments which will accelerate these industries and demonstrate how the OE is going to be in-

tegrated into the wider economy.

“There has been no better time to be a member of the creative sector in Guyana.

The past five years saw the highest direct investment in the creative industry sector across several initiatives,” he said.

Already, there has been much support towards Guyanese talents, and the President cited several initiatives to highlight this, including the Creative and Cultural Industries grant and the Guyana Prize for Literature Festival, and the Origins Fashion Festival, along with the government’s full support for the participation of Guyanese creative artistes at events around the world.

The President expressed optimism with the development of the local creative industry and did not mince his words, affirming that “Guyanese creative artistes continue to shine on the global stage.”

President Ali said, “Over the next five years, as we work to integrate culture and creativity into the wider

economy, our continued investment in these industries will see Guyanese artistes reaching their true potential, creating jobs and generating income.”

He also pledged commitment to building a new National Museum and a National Art Gallery to showcase the best and brightest local visual artists, including digital infrastructure to both market their output at home and abroad.

There will also be a digital gallery to catalogue and showcase Guyanese visual artwork over the years, along with a digital marketplace for local artwork.

“We're committed to investing in fashion, film, music and literature, focusing on incentives, talent development and commercial infrastructure like our planned grand cultural market at Palmyra,” he said, while also pointing to the restoration work already on the way at locations such as the Lamaha railway embankment in Georgetown and other areas in the city in collaboration with the King's Foundation.

Dr. Ali went on to say that the aim is not only to deliver on every single one of his administration’s promises but to go beyond them to the deliberate development of a “self-sustaining, globally comparative, culturally cultural and creative industrial sector.”

“Our government's mission is to bring a clear and coherent policy framework, institutionalised support, infrastructural development, innovation, integration, and investment to the creative sector,” the President said.

Beyond its economic potential, activities within the OE serve as an important unifying force in Guyana’s uniquely diversified society, he said, noting that “our industry one resource or one episode of prosperity cannot determine a nation's true strength for the long term,” outlining a future where no talent is left behind.

“Economies that diversify are stronger, more resilient, more balanced and more inclusive,” the President said.

from early-morning church services to the aroma of pepperpot and garlic pork, from masquerades to the rhythms of Christmas music filling our streets.

and those experiencing hardship.

Looking at Christmas in Guyana over time I AM not a fan of Christmas for a number of reasons. One- I grew up with Hindu culture. I grew up enjoying Hindu holidays. For me, I cannot turn my back on what my “genetic” culture is. Two—I have been married almost 50 years to a practicing Muslim woman. Because of love, I share her sentiments about Muslim holidays.

Three — I am deeply resentful of colonial narratives, colonial cultural impositions, and colonial brainwashing

by European empires, and I see Christianity as such an imposition.

F or me , E m anci pation Day should be a two-day affair. FourChristmas brings back not just bad memories but horrible memories of an existence based on poverty that every Christmas in Wortmanville made that existence unbearable.

But the reality is that Christmas is a pro-

digious affair in Guyana, celebrated across religions and cultures.

Hi ndu f am ilies and Muslim families go for Christmas in the same big way they celebrate their national holidays.

I am close to several Muslim and Hindu fam ilies that are strict devotees of their respective religions, but they are fully into Christmas decorations.

I participate in the merriment of Christmas because my wife does too. She likes Christmas.

This year, Christmas will be big, and I mean big. The economy is sim ply climbing, as I like to say; “where the stallion meets the skies” (a phrase I took from the Barry Manilow hit song, “Could it be Magic.”). From what I see of the presence of people in the streets and the spending that accompanies it, this will be a huge Christmas.

Comparing Christ-

mas to the ones forty years ago, Guyana is a brand-new country. I returned home in 1984 to a cou ntr y w here Christmas celebrations were almost non-existent. Guyana’s shops, not just in Region Four but in the totality of Guyana, were empty.

Unemplo ym ent w as massive. Money was nowhere to be found.

To un de rsta nd how brand new Guyana is today at Christmas in 2025, you had to live in that era. The economy had simply collapsed, and it took Christmas with it.

I came hom e and lived at my mother-inlaw’s place at the junction of Hadfield Street and Werk-n-Rust. Two corners aw ay going north was a dying supermarket named J. P. Santos at the junction of Cummings Street and Charlotte Street, in the district of Bourda.

That was one of the famous supermarkets in Guyana from the 1940s

to the 1980s.

I remember during the Christmas season in 1985, I went into J.P. Santos, and the shelves were literally empty. All I found on one particular shelf was preserved carambola in a beautiful box wrapping made by Ms. Vashti Warner, who headed the quality food section of the government-owned Guyana Pharmaceutical Corporation (GPC) where the Marriott Hotel is now located. It was while liming on the seawall at the Luckhoo Swimming Pool, opposite GPC, that I first met the lady who became my wife.

Vashti Warner’s preserved carambola was as good as any dates or prunes or raisins you can find in Guyana today, and as a matter of urgency, the Guyana Marketing Corporation should resuscitate preserved carambola manufacturing. The years from 1984, when

I returned, were the years Guyana had to go without Christmas.

When you see how the Christmas season has been blossoming over the past 15 years in this country, then, when compared to 1984 onwards, Guyana is simply a brand-new country.

I marvel at what I have been seeing the past week during this Christmas season. It reminds me of the era of my boyhood days.

In those days, nocturnal visits to the showrooms of downtown stores were a must for Georgetown people.

There isn’t a person who is in his mid-sixties upwards that did not make that nocturnal trip at least one year.

There is no question in my mind that last year and now this year, the largeness of the presence of the Christmas season was/is due to our newly found oil wealth. I don’t doubt that there may be folks

out there who need some financial assistance, but this Christmas people have money to spend, and they are spending it.

I see downtown stores that are literally crammed. As you look at this scenario, there is the distinct feeling that takes over you that a future for Guyana has arrived at last. If ever a country needed a break to break away from its wretched existence, it was Guyana.

No one should envy this country as it showcases Christmas 2025.

The people of Guyana deserve a swashbuckling holiday season and they have it and are enjoying it.

‘Q-Man’ arrested over alleged $153M larceny at GTT POLICE have arrested a 37-year-old man in connection with an alleged larceny by clerk or servant involving more than $153 million belonging to telecommunications company GTT. The suspect, identified as Quincy Baird, also known as Quincy or “Q-Man,” of Herstelling, East Bank Demerara, was detained on Tuesday, December 23, 2025,

during an operation conducted by ranks from the Criminal Investigation Department (CID) Headquarters.

According to police, the alleged offence is said to have occurred over an extended period, between July 1, 2021 and February 18, 2025.

I nv e s t i g a t o r s a l l e g e that the sum involved totals $153,922,971 Guyana dollars.

Police said the suspect was contacted during the operation, informed of the allegation, and subsequently arrested. He was escorted to CID Headquarters, where he remains in custody as investigations continue.

The Guyana Police Force confirmed that the probe into the alleged larceny by clerk or servant is ongoing.

Executive and judiciary aligned on justice reform agenda - Legal Affairs Minister says

ATTORNEY GENERAL and Minister of Legal Affairs, Anil Nandlall, says the executive and judiciary are aligned on a shared justice reform agenda, noting that consultations have been held with more to come as part of the government’s vision for the country.

Speaking on his wee kly pr ogram me, Issues in the New s, Nandlall said the Presi-

dent deliberately avoided a unilateral approach in outlining a vision for the justice sector, noting that it was important to consult the judiciary and incorporate its recommendations into government policy.

Ac cording to th e Minister, this consultative process reflects sound governance and constitutional respect, particularly where relations between the executive and judiciary are

often scrutinised.

“By itself and without more, it demonstrat es goo d go vernance at work, and it is an illustration of democratic and consultative governance and government at play,” Nandlall said.

He noted that while it is common for executives to project their own priorities for independent institutions, President Ali chose a different path by en-

gaging the judiciary before articulating his vision during his recent address to the nation.

“Many leaders may have spoken on this very issue, but project what they, as the executive, would like to see take place in this agency over the next five years. But the President did not choose that unilateral approach,” Nandlall said.

He added that accusations of executive interference could not reasonably arise in this case, given that the judiciary itself contributed to the policy directions outlined by the Head of State.

“Those accusations cannot be levelled here because the president consulted with the judiciary, and in the main, articulated many of the concepts which the judiciary itself highlighted to the president in their consultation in the consultative process,” the Minister said.

“The common thread that ran through

the engag em ent be tween the executive and the judiciary in this regard produced important common trends, as both agencies are aligned in many significant respects,” he said, adding that “there should not be a collision course between these two important agencies.

He said this alignment has translated into tangible outcomes in improving access to justice across the country. Over the past five years, Nandlall noted, the executive and judiciary have collaborated on expanding and modernising magistrates’ courts, especially in outlying and hinterland regions.

“The judiciary itself recognises how import-

ant it is for it to make its services accessible to all,” Nandlall said.

As a result, courts across Guyana are now equipped with similar facilities and technological capabilities, regardless of location.

“So a court at Mahdia has the same facilities as the court in Georgetown, a court at Port Kaituma has the same facilities as the court at New Amsterdam,” he said.

Against this backdrop, he said, these developments reflect a shared commitment to delivering justice uniformly and efficiently, with more collaboration and consultations expected as reforms advance, including digital transformation of the justice system.

Housing Ministry warns public about fraudulent letters in circulation

THE Ministry of Housing has issued a public warning after becoming aware of fraudulent letters circulating that falsely claim to originate from the ministry.

In a statement, the ministry condemned the act of deception and urged members of the public to exercise caution if they receive any correspondence or communication purporting to be from the ministry that appears unusual or unsolicited.

Officials advised that such letters may be part of attempts

to mislead citizens, potentially for financial gain or to obtain personal information.

The ministry is encouraging anyone who receives suspicious letters, emails, messages, or phone calls claiming to be from its offices to report the matter immediately through official channels.

Members of the public were also advised to verify all information directly with the ministry using its authorised platforms and offices before taking any action.

The warning comes against the backdrop of increased reports in recent years of scams involving forged government letters, fake allocation notices, and fraudulent requests for payments linked to housing schemes.

Law enforcement agencies have previously cautioned that scammers often exploit public interest in land allocations, houselot distribution, and infrastructure projects to target unsuspecting citizens.

Tourism takes off as Guyana gears up for three million visitors - Minister Rodrigues encourages Guyanese to plan for high influx given massive opportunities abound

GUYANA’S tourism performance continues to chart bold territory, and the nation is now preparing to welcome three million passengers by 2030, according to Minister of Tourism, Industry, and Commerce, Susan Rodrigues.

Speaking during a live broadcast on Tuesday, the minister highlighted the high-volume of visitor arrivals: “…We are looking forward to welcoming 3 million passengers by 2030 and our economy and our people have to be ready to receive these 3 million passengers.”

She stressed that all Guyanese can “participate in the economy through tourism.”

Minister Rodrigues said, “From the moment a visitor touches down at the airport or any port of entry, jobs are created, opportunities are created in transportation, in food, in accommodation, in

She also pointed out that 2025 has already been

The minister noted that for the period January to October 2025, the total number of visitor arrivals for 2024 was surpassed. The projected figure for 2025 now stands at an impressive 20 per cent growth, the highest ever recorded in Guyana.

She further said that all Guyanese have a role to play in ensuring that the nation’s tourism sector grows and remains sustainable.

Guyana’s exceptional performance has even garnered regional recognition as the Caribbean Tourism Organization confirmed that the nation achieved the highest percentage increase in visitor arrivals in the entire region from January to July, she disclosed.

To accomm odate the surge in visitors, the government is continuing to accelerate investment in tourism accommodation and infrastructure, thus, resulting in its issuance of a request for proposals for the construction of eco lodges and resorts at 10 locations across the country, with the expression of interest period closing December 31.

Parallel to infrastructure expansion, the government continues to place emphasis on developing its human resources since 2020 and as such, the Guyana Tourism Authority (GTA) has trained 8000 persons in hospitality and customer service, food preparation among other areas.

Tour operators have also benefitted from training, the minister further disclosed.

has expanded significantly as 600 hotel rooms have been added through six new hotels over the last five years. Also, 15 major branded hotels are currently under construction and upon completion will add 2,000 rooms to the room stock.

Tourism growth, according to the minister, has been supported by increased airlift, with nine new airlines entering the market between 2020 and 2025.

She added: “And we will continue to expand our airlifts, those airlines that are operating here, and also will continue to add new routes, opening up new markets for the Guyanese traveller looking to explore and also to attract tourists looking to come to Guyana to experience our tourism product and even for trade and investment.”

The loans, valued at $500,000 each, are interest-free, require no collateral, and are intended to help

recipients launch small businesses in their communities.

“I think it’s a great initiative that the government implemented because persons living with disabilities find it very hard financially,” Lam said.

She plans to open a small grocery business in Mora Creek, Bartica, explaining that the venture will allow her to earn a living while providing a needed service to residents in the area.

Deputy Chief Executive Officer of the Small Business Bureau, Simon Pollard, said the initiative has grown steadily since its launch. He reported a

significant increase in participation over the past two years, highlighting its potential to continue expanding if beneficiaries meet their repayment obligations.

“This is a revolving fund,” Pollard explained. “Once loans are repaid, others can benefit.

That’s how we ensure the programme continues to grow and thrive.”

Mahendra Budhram, Coordinator of the Support Services for Persons with Disabilities Unit, said the entrepreneurship loans form part of a wider support framework offered by the ministry. This includes access to training, assistive devices, and public assistance, all aimed at reducing barriers faced by

persons living with disabilities.

In 2023, the ministry allocated $36 million to the SBB to administer the loans, with a maximum of $500,000 available per applicant. Repayment spans approximately four to five years, with monthly instalments averaging between $11,000 and $12,000.

For beneficiaries like Lam, the programme offers a practical route to self-reliance. By pairing financial support with training and guidance, the initiative seeks to address longstanding challenges around employment and income security, while enabling participants to contribute meaningfully to their communities.

No evidence of voter list inflation used for electoral manipulation - Commonwealth Observer Group says NO evidence has been found to suggest that voter roll inflation was leveraged for electoral manipulation in Guyana’s September 1, 2025, General and Regional Elections, according to

the Commonwealth Observer Group (COG).

The COG’s final report acknowledged that “positively, [the Guyana Elections Commission] (GECOM) responded to concerns relating to the

list and eligibility to vote through public information; however, these efforts could have been strengthened with a greater evidence basis for GECOM communications.”

The report highlighted The Commonwealth Observer Group (Commonwealth photo) that the Official List of Electors (OLE) was a recurring topic of discussion throughout the election process.

Stakeholders frequently described the list as “bloated,” noting that it included 757,690 electors compared with a population estimated in United Nations projections at roughly 826,353.7.

The report observed that “the reasons for the mismatch between the size of the list and the projected size of the population were not always widely understood,” reflecting ongoing public debate and speculation.

The Commonwealth Observer Group noted that the government conducted a Population and Housing Census in 2022, though the results remain unpublished.

According to the report, some interlocutors suggested that releasing this data “would have contributed to improving perceptions of transparency in the electoral system.”

It added that it could have supported “scrutiny, audit and deduplication” of the list, despite legal constraints on modifying the OLE. The COG report also explained factors contributing to the list’s size, including Guyana’s significant diaspora population.

“There are currently no legal provisions for diaspora voting, and proxies can be appointed only in very specific circumstances,” the report stated.

Court rulings were noted as another limitation, preventing the removal of registered voters on the grounds of non-residency under existing legislation.

Efforts to ensure the list’s accuracy included the removal of deceased voters. The report observed that “records from

the Registrar of Births and Deaths were shared with GECOM, which enabled the removal of names of voters who are deceased from the list.”

However, it added that legal safeguards continue to restrict the extent to which GECOM can remove names from the OLE through other pathways.

Interlocutors reported that operationalising legislation to allow death reports from the commissioner of police and chief medical officer “has yet to be finalised.”

Overall, the Commonwealth Observer Group concluded that concerns regarding the OLE, while persistent, were not indicative of electoral manipulation. The report commended GECOM’s proactive engagement with the public but highlighted that communications could have been further strengthened with a more substantial evidence basis.

‘Black Boy’ sentenced to over 20 years for killing Venezuelan cook - as court hears of second murder conviction

A HIGH Court judge has sentenced a convicted man to 20 years and 10 months to run c o nse cu ti ve l y. T he judge also ordered prison authorities to deduct the time he has already spent in custody and ensure that he completes an alcohol rehabilitation programme before the end of his sentence.

That was the ruling delivered by Justice Priscilla Chandra-Hanif at the Essequibo High Court. It came after the manslaughter conviction of 32-year-old Joshua Connell, also known as “Black Boy,” for the killing of 28-year-old Venezuelan national, Dimas Emilia Lezama Fermin, at a mining camp in Region Seven

In sentencing Connell, the court also took into account a probation report which outlined his background and personal circumstances.

Connell was born on September 18, 1993, at the Georgetown Public

Hospital Corporation to Seon and Carol Connell.

He was raised primarily by his mother after his parents separated when he was about three years old and grew up in an extended family environment at Vryheid’s Lust, East Coast Demerara (ECD).

Financial hardship following his father’s abandonment reportedly

affected his education, leading him to leave school at Second Form to seek employment.

Fam ily members, neighbours and community residents described him as jovial, caring, hardworking and non-violent, with a strong interest in sports and church activities.

Prior to the offence, he worked in masonry, car-

pentry, farming, cooking and mining in the interior.

The report n oted that he had no previous criminal record at the time of the 2020 offence and was generally well-behaved while incarcerated, although he admitted to being placed in solitary confinement for several days following a prison altercation

in 2022.

Connell expressed remorse for the death, apologising to the victim’s family and acknowledging that his actions were wrong. He pleaded with the court for leniency, asking for a reduced sentence.

“I am very sorry for the life that was lost.

What happened was not right, and I apologise to the family who lost their loved one. I am asking the court to have some mercy and give me a lighter sentence,” he said.

However, the prosecutors also disclosed that Connell is already serving a separate 35year prison sentence for another killing committed in May 2022.

Investigators said he killed Rosella Smith, a 28-year-old businesswoman, following an allegation that she had stolen his raw gold.

Smith’s body was found in a pit at Three Miles in Karrau Backdam, Region Seven. An autopsy revealed that she died from asphyxiation due to drowning, compounded by compression injuries to the neck.

Prosecutors, attorneys Caressa Henry and Rodley Mathoo, highlighted as aggravating factors the brutal and deliberate strangulation of a vulnerable foreign woman in a remote mining area, the abuse of trust between co-workers, and the prevalence of vi ol en ce a gai nst women i n back dam communities.

They also pointed to Connell’s status as a repeat offender already serving a lengthy sentence for murder, along with his lack of genuine remorse, shown by his attempts to minimise responsibility and dispose of the victim’s body.

The defence, led by attorney L. N. Dindayal, cited the offender’s

age, his remorse, previously good character, and cooperation with the police as mitigating factors.

In handing down her decision, Justice Chandra-Hanif underscored the seriousness of violent crime and the need for accountability, while balancing the mitigating considerations raised by the defence against the aggravating factors presented by the prosecution.

I n de t e rm i n in g a starting sentence of 25 years, the judge considered the nature of the offence, including the level of planning, the concealment of the body, and the aggravating factors presented by the state.

Departing from the usual one-third reduction for an early guilty pl ea, Justi ce Cha ndra-Hanif granted the convict only a one-sixth reduction, amounting to four years and two months, and she made no deductions for mitigating factors.

The judge noted that during a short span in 2020, Connell had murdered two young women under completely unrelated circumstances, describing this as very alarming.

She emphasised that some people believe they can commit crimes in remote areas without consequences and stressed the need to send a clear message that society condemns all forms of killing.

She noted that he was fortunate not to re c e i v e ad d i t i o n a l years for aggravating factors. In the end, Justice Chandra-Hanif ordered that the 20 years and 10 months imposed for the manslaughter conviction run consecutively to his existing sentence, further extending the time Connell will spend behind bars.

The 28-year-old Guyanese, who turned out for the injury while playing against Abu Dhabi Knight Riders (ADKR) last week.

He has been replaced in the Vipers’ squad by former England batter Jason Roy. Hetmyer, who played
