$1B to rehabilitate connecting ECD roads

THE Ministry of Public Works will soon embark on a massive programme to rehabilitate a number of connecting roads on the East Coast of Demerara (ECD) to the tune of $1 billion.

A total of $560 million was saved from the $9.6 billion project to widen and improve roads on the ECD and a total of $440 million was allocated in this year’s budget for road works on the East Coast of Demerara stretch; it is these monies which will be used to rehabilitate 24 connecting roads.

Subject Minister, Juan Edghill, in an invited comment earlier last week, told the Sunday Chronicle that the road upgrades are part of the government’s primary plan to develop and upgrade infrastructure across the country.

The villages of Success, Triumph, Mon Repos, Lusignan, Annandale, Buxton, Friendship, Vigilance, Strathspey, and Enmore are set to benefit from this road rehabilitation.

Connector roads are those roads which go north or south from the main access roads and serve as an entrance and exit from those communities along the East Coast Corridor.

By Richard Bhainie SCORES of persons turned up on Saturday at the Guyana National Stadium, Providence, East Bank Demerara to be administered their first or second dose of the COVID-19 vaccines, during the novel and innovative ‘drive thru’ vaccination site which seeks to make the vaccination more accessible and convenient.

Even though the event was scheduled to be held from 9:00hrs to 21:00hrs, when the Sunday Chronicle visited the scene on Saturday morning, it was already being hailed a “success”

by Region Four (Demerara – Mahaica) Regional Health Officer, Dr. Gavinash Persaud, who reported that some 200 persons were already vaccinated within the

first two hours of the event commencing.

The process of receiving either the first or second dose of the Oxford-AstraZeneca or Russian-manufactured Sputnik V COVID-19 vaccines at the ‘drive thru’ began with persons entering the first entrance of the national stadium (heading in the southern direction) and then turning right onto the stadium tarmac.

Drivers then make their way through a series of tents; there were three lanes - two lanes for persons receiving their first dose and one lane for persons receiving their second dose. Those who ventured down either of the first two lanes were required to stop at the first tent to complete the necessary paperwork and then to the second tent where the shot was administered.

For persons taking the second shot, they travelled straight to the third lane and were only required to present themselves to one tent, where the shot was administered upon presentation of their COVID-19 immunisation booklet and their identification (ID) card.

Persons who received either their first or second dose were then required to wait for a 15-minute observation period to monitor if they exhibit any reactions to the vaccine.

Many of the vaccinated persons lauded the initiative, noting how convenient it was.

In 2014, the Government of Guyana and the People’s Republic of China signed a G$9.6 billion (US$45.5 million) concessional loan for completion of the widening of the road between Better Hope and Belfield; Guyana contributed some $2.7 billion to the project.

Minister Edghill disclosed that the Government of Guyana received approval from its counterparts in China to utilize the $560 million saved from the completion of the work last year to conduct work on the roads that will connect to the main access roads along the East Coast corridor.

Minister Edghill noted that the government’s vision is to ensure continued advancement and this was the basis for the

Further, he said the impending work will significantly improve the standard of living of residents who reside in the targeted communities.

“One of the most notable benefits of these and any road upgrades are that it will reduce travel time; persons can expect to get to and from their destinations more safely and with less hassle,” the Public Works Minister stated.

The project is currently ongoing and is expected to be completed by December 2021.

AS Guyana seeks to realise its transformative agenda and improve the lives and livelihoods of all Guyanese, President Dr. Irfaan Ali, underscored that members of the diaspora must be integrated in developmental planning efforts so that their knowledge, skills, resources and unique view of the global environment can be leveraged.

While providing the keynote address at the inaugural virtual diaspora engagement conference, held on Saturday, President Ali underscored that members of the diaspora have been integral in Guyana’s development over the years. He made specific mention of how their remittances (money sent as payments or gifts) have contributed to people’s wellbeing over the years.

Now, however, as Guyana seeks to advance developmental efforts, he said that the diaspora must be engaged so that members can aid in the country’s advancement.

As such, he stressed that Guyanese must benefit from world class education and health systems and that there must be adequate social safety nets incorporated in developmental efforts to ensure that all sections of society can move forward.

INCENTIVES FOR DIASPORA The creation of these world class services is not, however, limited to access by Guyanese living in Guyana.

In fact, the President noted that plans are in place to facilitate investment that would ensure that healthcare services, including specialised healthcare, are offered to members of the diaspora.

“The [members of the] private sector are already engaging in investment to meet your needs and it is true that this is happening in many other sectors too because we anticipate a high level of remigration,” the President highlighted.

The Head-of-State also related that improving the education, infrastructure and security sectors have been a keen focus of the government too, cognisant that the state of these sectors will influence remigration. Additionally, he indicated that there are many areas through which members of the diaspora can invest in.

Previously, this newspaper reported that the Minister of Tourism, Industry and Commerce, Oneidge Walrond, stated that the government would be providing business incentives and land to members of the diaspora who invest in Guyana.

Additionally, it was reported that Foreign Secretary, Robert Persaud, highlighted that the government, through the resuscitated ‘remigrant scheme,’ has started to develop a system to make re-migration easier and to reduce the level of uncertainty surrounding the process of returning to Guyana.

President Dr. Irfaan Ali Meanwhile, at the diaspora conference, Minister of Foreign Affairs and International Co-operation, Hugh Todd, indicated that the government is mindful of the “lasting impact” that the contributions of the diaspora can have on the development of Guyana.

“The diaspora has a key role to play in ensuring that Guyana can take advantage of the opportunities presented to it,” Minister Todd said, highlighting that Guyana is pursuing a path of unprecedented development.

But the Foreign Affairs Minister pointed out that diasporic contributions to Guyana’s development is not limited to direct investment in business opportunities. In fact, he noted the members of the diaspora can contribute to Guyana’s development.

Members of the diaspora can also play a vital role in Guyana’s development through philanthropy, mentoring, transferring skills and technologies and also, advocating for Guyana’s development while abroad.

The one-day conference is expected to kickstart the series of structured engagements that will be had with members of the Guyanese diaspora. The feedback garnered is also expected to help guide the work of the Foreign Ministry’s recently established Diaspora Unit, which is headed by Rosalinda Rasul.

I think this process works; I think the drive through process works instead of persons having to park, get out of their car, line up and all of that. restricted to a specific type of vehicle, and persons even turned up on their motorcycles to receive the jab. One such person is Renie Khemraj, who was pleased that the government contemplated the initiative.

“It was real fast and cool, you didn’t had to go line up nowhere, you just go and get vaccinated in your car or on your bike, was real amazing,” he said.

Nerissa Thornhill, 44, of Soesdyke, East Bank Demerara, told the Sunday Chronicle that she chose the ‘drive thru’ event for the

Meanwhile, Director of Primary Healthcare Services, Dr. Ertenisa Hamilton, who was present at the event, highlighted the importance of innovative ideas in the vaccination campaign, noting that this will ensure people have access to the vaccine to

protect themselves against the deadly virus.

“I think it’s important that we have activities like this, because we recognise that vaccination is not a stationary activity but we have to be able to be flexible enough to meet the needs of the people around the country,” Dr. Hamilton said.

Regional Health Officer (RHO) of Region Four, Dr. Gavinash Persaud, told reporters that his team analysed the low vaccination rates in certain localities, especially Region Four, which has the highest rate of COVID-19 infections, and as such, the ‘drive thru’ initiative was crafted to make vaccines more accessible.

Additionally, Health Minister, Dr. Frank Anthony, applauded the initiative.

“We have thought about this idea where people can, just in the comfort of their

vehicle, drive up, they would get someone come to the vehicle, take their information, then you drive to the next station and get your vaccine. So, we have thought about it and I am happy that it is working so effectively because, as of this morning [Saturday], we see a steady flow of vehicles which is a really good thing,” he said.

The Health Minister explained that this first ‘drive thru’ event serves as a pilot activity to test whether similar initiatives can be implemented throughout the country.

Persons who do not have access to a vehicle can still be vaccinated at these events.

‘Opportunities for investment in literally every sector’ –– Finance Minister tells diaspora

GUYANA is undergoing a period of transformation, prompted by massive oil and gas finds offshore Guyana, and Senior Minister within the Office of the President with responsibility for Finance, Dr. Ashni Singh told members of the diaspora that there are opportunities for them to invest in every sector of economic activity.

While addressing one of the breakout rooms during the inaugural virtual diaspora engagement conference on Saturday, Dr. Singh said that in addition to the developments occurring in the burgeoning oil and gas sector, there are “remarkable prospects” in the other sectors of the economy.

“We recognise the paramount importance of ensuring that there is a large, strong, competitive, growing non-oil economy, and our government is placing a lot of emphasis not only on oil and gas and facilitating what is happening in the oil and gas sector, but our government is placing a tremendous emphasis on ensuring that we put in place the conditions that would be conducive to, and facilitative of, a strong and vibrantly growly nonoil economy,” the Senior Minister said.

This focus on development in the non-oil econ-

omy, he explained, is due to the cognisance of other countries’ experiences with a nascent oil and gas sector, and how they succumbed to the devastating ‘Dutch Disease’.

The Dutch Disease, as explained by Trinidadian Senior Economist, Dr. Roger Hosein, is the relationship between the increase in the economic development of a specific sector such as oil and gas, and the accompanying decline in other sectors of its economy.

And with the focus on ensuring that the non-oil economy remains competitive, Dr. Singh said that there are many opportunities for Guyanese living abroad to come back and invest in.

“We see agriculture, agro-processing and agri-

business as an extremely important source of growth in the economy; an important sector in which we anticipate significant investment, and from which we expect significant growth in the non-oil sector,” he said.

He also indicated that the tourism and hospitality sectors, and those sectors closely aligned to them, as well as the transport, communications and logistics sectors are other areas with wide scope for development. There is also scope in value-added manufacturing, he said, outlining that the government aims to provide cheap and reliable energy, which has been a major impediment to the advancement of the manufacturing sector.

Supporting SMEs THE Small Business Bureau (SBB), having been established by the previous PPP/C administration, has an important role to play in Guyana’s long-term economic development.

The growth and development of small and medium-sized enterprises (SMEs) are of paramount importance in developing economies such as Guyana’s, to not only contribute to growth in GDP, but also the creation of employment and improved livelihoods for our people through the creation of wealth and prosperity, inter alia, sustainable development.

Access to financing is typically difficult for SMEs, owing to a series of limitations with respect to the businesses themselves and by extension the management and owners of the said enterprises. With respect to the technical limitations of businesses – most SMEs lack crucial expertise in the industry within which they operate -- such as sound financial management practices and particularly cashflow management. These, therefore, inevitably disqualify such entities from accessing financing through the commercial banks.

Moreover, this is even compounded in light of the underdeveloped nature of Guyana’s financial market as well.

The very nature of microfinancing and

that of venture capital firms, which are the ideal institutions that are structurally designed to propel the growth, emergence and development of SMEs are largely non-existent in Guyana, except for the Institute of Private Enterprise Development (IPED). It is this kind of institutional framework, therefore, that I envisage the Small Business Bureau can bridge in the form of a hybrid of these two types of institutional frameworks in order to achieve its mandate with a very high level of success – that is, to function both as a microfinance institution and a venture capital firm.

It is against this background that I am of the strong view that the SBB can be overhauled structurally and be repositioned.

As it is currently, the SBB administers a revolving fund of US$5 million through a local commercial bank, where that fund is used as partial security to incentivise the commercial bank (s) to lower the interest rates on loans extended to SMEs. However, this is not sufficient, given the limitations and lack of incentives by commercial banks to invest more technical resources to ensure the success of SMEs or more particularly new ventures.

It is this gap that the SBB needs to bridge and hereunder mentioned are some of my thoughts to strategically achieve these goals.

One, the SBB needs to do more in

terms of extending technical support to SMEs and applicants seeking to establish new business ventures in close, working collaboration with the banks. In so doing, it needs to develop its training and development capacity to entrepreneurs in the area of business strategy and decision-making, financial management and other key areas in management training.

This should be in the form of a mandatory six-week course and / or ongoing training and support.

Two, the SBB needs to work with all the chambers and business-support organisations across the length and breadth of the country to provide support, build capacity and offer its products and services to entrepreneurs throughout the country. Memoranda of Understanding can be established with these organisations in this regard.

Three, the SBB needs to obtain additional funding apart from the US$5 million revolving fund from the GRIFF funding mechanism to about US$20 million. Additional funding can be accessed through MSMEs funding programmes through the Caribbean Development Bank, Inter-American Development Bank and the World Bank.

Four, a larger percentage of the funding can then be allocated towards grants, so that

more potential entrepreneurs can benefit from grants after having undergone the requisite mandatory training in business, financial management and entrepreneurship by the SBB. Five, the SBB also needs to function as a venture-capital firm wherein for new ventures where grants and/or loans are being extended, to have a strong technical team to manage these portfolios in conjunction with the banks and to provide ongoing technical managerial oversight to ensure a higher success rate of new ventures benefitting from the SBB’s pool of funding, for at least one year. After this period, all SMEs can continue to benefit from other technical support as they pursue successful growth strategies; and finally, for now, more financial institutions need to come on board to administer the SBB funding programme for SMEs to achieve greater access and expediency.

It is good that the SBB is now working to widen its service across the regions by way of working with regional chambers.

The SBB as an institution now needs to evolve to play a larger development-financing role in order to successfully achieve its mandate and contribute to achieving equitable economic development within the framework of a wider spectrum.

I DECIDED recently to visit the Dharm Shala location in Georgetown, where I met the managing head of that institution, Ms. Kella Ramsaroop and her sister Pamela.

My sister was a resident of the Dharm Shala until her death in 2019 and for the sake of our privacy I will call her “Tia.” Tia’s life from her teenage years was turbulent, partly because she was likely bi-polar, and suffered a mental disorder, which was never addressed from the beginning.

I hired a taxi for the journey to the location in Albouystown. Mr. Roop, the taxi driver, arrived to pick me up and from the start was apprehensive about dropping me off and returning to pick me up at a later time. Instead, he insisted on staying while

I conducted my visit. I did not make a fuss.

This was not a monetary issue as far as I was concerned. I find it rather interesting that Albouystown, once a prime real estate location in Guyana, now has a fearful reputation; so much so, that people are reluctant to go there unless necessary.

I arrived at the Dharm Shala where the main building was displaying a 100-year anniversary signage outside. Not being a long resident of Guyana, I thought the Dharm Shala had only been in existence for no more than 10 years, so imagine my surprise. Anyway, I was directed across the street to Ms. Ramsaroop’s office/residence.

I arrived at the house, rang the bell, and probably got a visual inspection by the people inside via the security cameras.

Ms. Ramsaroop finally came to the door of this exquisite colonial building,

which should be designated as a UNESCO heritage site, if it is not so already. The first impression that struck me at the sight of this Indian woman was her poise and elegance.

I introduced myself and immediately told her that my visit was to thank her for taking care of my sister at her most desperate times. My sister died a few months after she was taken in by Ms. Kella Ramsaroop.

This did not come as much of a surprise.

Ms. Ramsaroop enlightened me about the daily lives of residents of the Dharm Shala. She emphasised that the aims and objectives of this institution from inception were to feed, accommodate and attend to the religious, social, educational and medical needs of all those who come within its ambit. This mission remains the same today; and this has continued without

cessation.

All services to beneficiaries at the Dharm Shala are provided free of charge.

The residents have come from all strata of society -- a mixture of the penniless, to previously well to do, to those fallen on hard times. Many have stayed for years and most have had the Dharm Shala as their last place of residence before departing this life.

Management over the years has encountered those residents in need of sympathy, and understanding, but equally has had encounters with diverse and dangerous personalities. Nevertheless, this work of humanity continues.

We must have Local Government Elections this year

THE constitutional mandate of the Guyana Elections Commission (GECOM), is that the institution must, at all times, be fully prepared to hold free and fair elections. Local Government Elections (LGEs) is due this year, and our people must demand that we have these elections.

The lack of a definitive position from GECOM on the LGEs certainly threatens our national development thrust, and further undermines the revered democratic principles on which we stand for national, regional and global recognition.

The evolved circumstance, whereby our citizens are required to petition this call, informs troubling concerns regarding GECOM’s commitment and delivery of its constitutional role. This is given the negative impact that GECOM’s failure to uphold this essential principle democratic pillar obtains.

Indeed, the LGEs serve to sustain a key countercheck mechanism on community development at the munic-

ipal, community, and village levels. Similar to those elected to determine national policies in leading our country for defined periods, it is paramount that leaders at these levels also be brought to a decisive review point, held accountable by the citizens they serve for delivery of essential services and in ensuring parallel development in partnership with the national plans.

It is of significant note that the People’s Progressive Party/Civic team has regained the confidence of the Guyanese people with the astute leadership, His Excellency President, Dr. Irfaan Ali; General-Secretary, Dr. Bharrat Jagdeo; and Prime Minister Brigadier (retd), Mark Phillips at the helm. Their exceptionally hard-working cadre of Cabinet members has quickly demonstrated collective policy approaches that have poised Guyana for swift development at the national level. No agency or political system must be allowed to suppress these positive developments for biased individual, sentimental, secular,

or otherwise power-driven aggrandisement.

We MUST, therefore, ensure a harmonised approach for the optimised delivery to citizens at the various levels, in which no community must be left behind in receiving the optimised resultant benefits as our economy thrives.

Essential to this ideal, is the key purpose of the LGEs, and one that GECOM is expected to recognise, support, and demonstrate in their expected timely assertion over their execution of this central role.

Editor, our nation’s greatest asset is our children and they are now setting the pace in this part of the world.

Amidst the threatening COVID-19 pandemic, their development prioritisation to become our future leaders at every level is recognised and now strongly supported by our new PPP/C government. In this respect, the revolutionised approach of the government’s education delivery support is much admired, given the roll out of the non-discriminatory scholarship programmes available to every child from every community or background.

As for the PPP/C government scholarship programme, mere words cannot adequately describe the success. So let us pause to congratulate our children/students who are a revelation in education which this government maintains is not a privilege, but a must.

Notwithstanding the positive success stories of the government at the national level, it is imperative for the local government mechanism in the urban/rural communities via the municipalities, Neighbourhood Democratic, and Village Councils to become bigger success stories as they work in partnership to advance essential community agendas. Stronger communities will naturally lead to better leadership at the grass root levels and this movement must not be suppressed by moves to deter the mechanism for its necessary review and advancement.

Hence, we must have regular LGEs so that we will have more disciplined and trained persons at the local level.

In this framework, electoral reform is a necessity for development at all levels.

Given the lethargy now evi-

dent in GECOM, the PPP/C and civil society must work towards the swift advancement of all the necessary electoral reforms. Resistance to the necessary interventions in this regard are heavily justified at the national and international levels, in particular, the revamping of GECOM. All those who are before the courts for fraud must be sent home immediately.

Of note is the resistance being put up by oppositionist PNC elements and their surrogates, who have sought to ethnicise their rejections to improvements in transparency and fair practices targeted in these reforms. In context, the recent launch of the “Labour for Electoral Reform” committee led

by GLU General-Secretary, Carvil Duncan, and its Secretary, the GAWU General Secretary, Aslim Singh is indeed admirable, given their representation of a wide conglomeration of workers’ support for these necessary reforms. The stifling of our democracy must never be supported. Cudos to labour for electoral reform!

Critically, the Commission at GECOM must be cognisant of its leading role and functions within the limitations of its granted autonomy to be prepared and hold LGEs this year. Our nation must not be held to ransom by fraudsters. We understand that there must be consultations and thorough discussions on the way forward. In addition, the rational parameters point to a need for international oversight and guidance of optional considerations in the process.

GECOM’s immediate agenda must be the purging of all the thieves and the preparation of the Register of all Registrants.

Adequate and appropriate changes must be operationalised to ensure that a smooth process takes place at the elections. All the naysayers must not be allowed to dictate the rigging process.

Guyana is on the rise and our people must understand the world is looking at us and we must transparently do things.

Without Lynch, Guyana would have been an authoritarian state, worse off than it was under Burnham Dear Editor, CONTRARY to what commentator GHK Lall penned (May 19) in another newspaper, U.S. Ambassador to Guyana, Sarah Lynch, will have a lasting legacy regarding her role in saving Guyana’s democracy.

Lall’s conclusions on Lynch’s legacy in Guyana is not in sync with most Guyanese. Almost every Guyanese I conversed with has praised her work in Guyana. Only a handful of Guyanese in Guyana and a few in the diaspora are upset with her role in saving democracy (free and fair elections), because it meant their party would be ejected from office. She has a near 100 per cent approval rating among Indians, Portuguese, Chinese and Amerindians. Some supporters of APNU are not pleased with her involvement in protecting democracy that led to

the ouster of the party they support. That is understandable! Riggers would always be opposed to champions of free and fair elections.

GHK sought to compare the U.S.’s poor record in introducing democracy in Iraq with its role in protecting democracy in Guyana. One can’t objectively (or appropriately) compare former Ambassador Paul Bremer’s record in Iraq with that of Ms. Lynch’s in Guyana – two different societies with different histories, though somewhat similar ethnic conflicts and authoritarian rule with a horrible fascist, racist dictator in the form of Forbes Burnham and Saddam Hussein. There was chaos and instability in Iraq when Bremer arrived and tried to impose a democratic order; the verdict on democracy is still to be delivered, given the sectarian conflict. Ambassador Lynch saved democracy in Guyana.

Bremer made a lot of mistakes after being sent to democratise a country with no history of democracy or good governance.

He did not understand the country. He was isolated in Baghdad seeking to protect a diplomatic security zone as though that was all of Iraq. Ambassador Lynch does not consider Georgetown as all of Guyana. She has travelled all over the country. She interacts with every party and leaders of influential organisations and businesses. Lynch is institutionalising a western value of respect for law and democracy in a western country that is embraced by the country. Bremer’s major blunder in Iraq was to de-Baathize Iraq. He did not pursue reconciliation after the war unlike Lynch who has sought to bring parties together. Reconciliation is always the hardest thing in any post-conflict situation and Bremer excluded the

Baath party on the question of reconciliation. Lynch has understood Guyana well.

She has not attempted to eviscerate any party and gives respect and recognition to all, regardless of size and influence. She has met the leaders of all parties.

It must be stressed that promoting democracy abroad has been one of the hallmarks of U.S. foreign policy. Promoting democracy abroad fosters economic development and reduces threats to people and other countries. Has it worked in Iraq? It is still an experiment. Will it work in Guyana? Yes, because conditions are different and the U.S. has strong influence in Guyana.

It is true that the U.S.’s role in promoting democracy in Guyana rang hollow during the 1960s as it sought to counter communism and toppled Cheddi Jagan from office. There was also anti-democratic intervention in

2015 to install the Coalition.

Communism is not a threat to U.S. interests in Guyana.

In 2015, the government was arrogant in relations with the U.S. and paid the price.

Ambassador Lynch has also been boosting trade and cultural links with and American investments in Guyana. She is also loved by almost every Guyanese.

GHK says our racial animosity has worsened.

The racial divide in Guyana is not a result of the U.S. or Ms. Lynch. Race conflict predates Lynch. In fact, it predates the U.S.’s presence in Guyana. Racial hostility will not be overcome anytime soon. That is why Ambassador Lynch is seeking to cement democratic values, so that the race issue can be resolved through democratic values. She has endorsed constitutional and electoral change so that genuine democracy can prevail.

As a Guyanese, I am so grateful that the U.S. is involved in Guyana’s affairs.

Guyanese like me see her as a God send; without her presence and the involvement of Ambassadors of the BCE countries, democracy would have been hijacked.

Sarah Lynch is not known in America. But she is a household name in Guyana and the diaspora as well as around the Caribbean and by those in countries that followed the attempt to steal the elections.

Guyanese, democratic loving ones like me, will remember Her Excellency for saving our democracy. Without Lynch, Guyana would have been an authoritarian state, worse off than it was under Burnham.

Understanding Energy

Environmental permit update increases accountability for flaring LAST week, the Environmental Protection Agency (EPA) announced that it had recalled and modified the environmental permit for the Liza Phase 1 offshore project to introduce

a payment mechanism for flaring offshore.

The EPA’s decision to place additional conditions on flaring for Liza Phase 1—which has exceeded original estimates due to equip-

ment failures and operational challenges—dramatically increases accountability for extended flaring.

The modified permit outlines the circumstances under which flaring is

permitted and additional circumstances in which a payment is required, further strengthening the already strict environmental policies that prohibit routine flaring.

The original Liza 1 Environmental Permit allowed flaring without limits for start-up, commissioning, maintenance and repairs.

Background flaring (sometimes called a “pilot flare”) is necessary and allowed to ensure safety onboard the floating production storage and offloading (FPSO) vessel, and higher levels of flaring are utilised for periods such as maintenance and repairs.

The modified permit still allows for flaring for these reasons, but it imposes a strict timeline and approval process. It also introduces a payment mechanism to increase pressure on operators to complete ongoing repairs.

Additionally, the Stabroek Block operator, ExxonMobil, would be required to seek approval to extend periods of increased flaring under the revised Liza Phase 1 environmental permit.

Over the last several months, ExxonMobil has been working to fix equipment failures on the Destiny FPSO, which became a more prolonged and complex issue than first expected. These ongoing maintenance issues in 2021 ultimately pushed the EPA to impose limits and determine costs for extended flaring.

The Liza Phase 1 En-

vironmental Impact Assessment estimated that the Destiny FPSO could flare approximately 14 billion cubic feet of gas up to May 13, 2021. In 2020, approximately 10 billion cubic feet of gas were flared from the Destiny, within estimated levels. This is a high number, but Guyana’s level of flaring is low relative to other oil producing nations like Nigeria and Algeria, where flaring surpassed 275 billion and 330 billion cubic feet of gas in 2019, respectively.

In an attempt to make sure that Guyana’s flaring does not drift higher and to demonstrate clearly that environmental performance will be a critical component of economic growth, the modified environmental permit for the Liza Phase 1 project includes a requirement for the operator to pay US$30 per tonne of CO2 that is emitted as a result of excess flaring.

While this may not seem like a large payment, it could quickly generate hundreds of millions of Guyana dollars over several weeks if flaring continues at current levels.

In fact, Vice President Bharrat Jagdeo, at a press conference on Friday, said that using the current flare level and the period to June 30 that ExxonMobil has applied to flare while it fixes the equipment failure would result in more than GY$250 million in payments.

This is a significant amount of money, and the EPA has said

that this money could be used to fund supplemental environmental projects.

Despite reduced production levels over the past few months, Guyana’s sixth lift of oil took place in mid-April and added approximately US$60 million to the Natural Resource Fund, which is now well over US$300 million, or more than GY$60 billion. The potential for more significant production cuts would have spillover effects for government revenues, businesses in Guyana and potential government spending. The new permit structure balances these financial realities with the need to ensure greater accountability for offshore flaring.

While additional payment mechanisms could harm production levels in Guyana, the outcome of this modified permit will be positive if flaring can be reduced, accountability increased and maintenance issues can be solved more quickly. It also shows that government agencies are capable of working cooperatively but decisively to regulate natural resource development.

As we continue to develop and think about the policies that govern growing industries, this could be a model for balancing the country’s needs, encouraging investment and ensuring accountability for responsible environmental management.

For years, farmers in this village have been suffering from flooding due to a number of blocked canals and internal drains. Myself and a few farmers met with Min-

ister of Agriculture Zulfikar Mustapha during a farmers’ meeting at his office and asked him to do some works in the area. He agreed and said that he would make a machine available to do the works soon. I am happy to report that the machine came and the works have been completed.

Guyana’s stage of development guiding conceptualisation of oil fund

–– President Ali says government considering Norwegian, Kazakhstan models THOUGH the use of a Sovereign Wealth Fund (SWF) is viewed as a necessary component of Guyana’s oil and gas infrastructure, wherein oil revenues can be saved for future use, President Dr. Irfaan Ali has noted that Guyana’s stage of development is what is guiding the conceptualisation of this fund.

While addressing concerns and questions from members of the Guyanese Diaspora during the inaugural diaspora engagement conference on Saturday, President Ali noted that there has been significant academic debate surrounding what model Guyana should use to develop its SWF. When asked if the government would fashion its SWF after the Norwegian model, the president said, “What we have to understand is that Norway adopted that model after the country has a certain level of infrastructure; a certain level of service, a certain level of development, and this is key.”

The Head-of-State reasoned that Guyana is in “dire need” of infrastructural development, as well as devel-

opment in the health, education and energy sectors. He also posited that a framework to expand into other sectors is important to create jobs.

As such, he said that Guyana is at that stage where focus is being directed towards making the local economy competitive, and towards providing world-class services and infrastructure to citizens. And he posited that this development must be pursued transparently.

Though the President noted that Guyana’s stage of development will guide the conceptualisation of the fund, he related that Guyana is currently looking at both the Norwegian and Kazakhstan SWFs. He, however, added that the SWF that will be created must also include the local development of ideas, befitting the local context, instead of being solely externally driven.

Guyana currently has a Natural Resources Fund (NRF), which is meant to be Guyana’s SWF, but the incumbent government indicated that it will either repeal or amend this fund, since the NRF Bill was passed and assented to in the post-No Confidence Motion period.

Already, however, the Inter-American Development Bank (IDB) has highlighted that the government has received US$267 million for oil sales and royalty payments through 2020 and March 2021.

Meanwhile, Vice-President Bharrat Jagdeo also added that while in opposition, the People’s Progressive Party/ Civic (PPP/C) was critical of the NRF, since the model gave too many powers to politicians. This is something he said the new SWF will change. Jagdeo also reminded his audience of his previous statements that there could be jail time for officials for the non-disclosure of oil funds received.

“If the Minister of Finance does not publish in the Official Gazette and notify the National Assembly three or six months after the receipt of any fund from any oil company, then the Minister of Finance and, maybe, the Secretary to the Treasury can go to jail,” the Vice-President said.

He also noted that with this system, any Guyanese can, at the end of any year, get a copy of the Official Gazette

and see the sum collected from oil companies. He emphasised that the government is committing to the transparent use of oil funds.

Like President Ali, Mr. Jagdeo also noted that consideration must be made for how those funds are invested, as it is important that people’s lives are improved, while considerations are being made to save these oil funds for future investments.

He added that the government subscribes to certain principles in the Norwegian model, specifically as it relates to transparency.

The International Monetary Fund (IMF) has recommended following the Norwegian model.

This model splits an SWF into two funds with different goals: One fund could prioritise safe long-term investments outside the country, and make sure future generations of Guyanese will enjoy the benefits of these funds long into the future, while another fund could try to address short-term needs like new hospitals, schools, roads and bridges.

Rajiv Ghandi University commissions new building … hosts second graduation ceremony

THE Rajiv Gandhi University of Science & Technology (RGUST) on Friday commissioned a brand new three-storey building at Third Street, Cummings Lodge, East Coast Demerara, in a bid to expand its campus.

Administrator and Secretary to the Vice-Chancellor at RGUST, Sheneeza Mohammed, told the Sunday Chronicle that construction began on the building in 2020 and was completed this year. She noted that the building houses 10 classrooms, laboratories, a library, a small auditorium, administrative offices and recreational facilities for students.

The university offers a Baccalaureate degree in Pre-Medical Studies through its School of Arts and Science, where the holder of an Associate or Bachelor’s Degree from a non-science background may join.

They also offer the fouryear Doctor of Medicine (MD) programme through the School of Medicine, to train prospective practising physicians.

Mohammed informed the Sunday Chronicle that while students of the university are currently taking classes through the university’s online mechanism, the new building will commence operations in June this year to accommodate staff and prepare for new student intakes.

RGUST is also hoping to further expand its operations, with preparations to build a multi-speciality teaching hospital capable of housing 500 beds, as they are aiming to increase ‘medical tourism’ in Guyana.

Meanwhile, on Friday, the university also hosted its second graduation ceremony which saw some 20 students of the university graduating.

Due to the COVID-19 pandemic, the graduation of the 2019 and 2020 graduating classes were postponed; they therefore graduated with the 2021 graduating class.

“COVID-19 has affected the world, but we here at RGUST are thankful to God that we didn’t have to terminate employees or Faculty. Our student intake is not what we expected, but we are still thankful because we have student intakes each new semester,” Mohammed said.

Deadline for GOAL applications extended to June 5 –– incentives available for teachers

THE deadline to apply for the government’s 20,000 online scholarships programme has been extended to Saturday, June 5, 2021 at 23:59hrs (11:59 p.m.). This has been confirmed by both Ministers of the Public Service, Sonia Parag and Education, Priya Manickchand.

In addition to the extended deadline, the Government of Guyana has announced that the scholarships, which are being facilitated via the Guyana Online Academy of Learning (GOAL), will also feature incentives for teachers.

“Government’s flagship, free online 20,000 scholarship initiative will reward teachers in public schools across the country who secure scholarships and successfully complete programmes and courses under this innovative project,” according to a press release issued by GOAL on Saturday.

It explained that teachers who are successful at their courses will receive monetary and other incentives, including points for promotion and graduate status among other considerations.

Further, the release encouraged teachers who fail to meet the entry requirement set out by the Cyril Potter College of Education (CPCE), to enrol for the Bachelor Preparatory Programme being offered at the Indira Gandhi National Open University (IGNOU).

“Successful completion of this programme will facilitate entry into CPCE,” GOAL noted.

The Sunday Chronicle was told that given the countrywide enthusiasm about the project, a decision was taken to extend the date, so that even more Guyanese are afforded the opportunity of getting their documents in order to be able to apply.

“All courses and programmes are fully online and accessible to students to down-

load material and assignments at their convenience,” the statement reminded.

In explaining the delivery of courses to students, Jacob Opadeyi, GOAL’s Director, noted that students are expected to inculcate personal study habits as there will be no daily, virtual online classes.

However, scheduled online tutorials will be held to offer clarification and guidance, as may be required.

This means that Guyanese residing in areas where internet connection is poor, can still benefit from the initiative and would still be able to complete the tasks set out as part of the respective courses.

Turning his attention to the application criteria for degree programmes, Caribbean Advanced Proficiency Examinations (CAPE), Opadeyi explained that, “applicants without CAPE’s certification, but who can provide evidence of a higher level education, academically or technical, including a certificate from The Cyril Potter College; any Technical Institute (TI) in Guyana and a Diploma from an accredited university in Guyana, will be eligible for consideration.”

Unlike the regular government scholarships being offered via Ministry of the Public Service, Opadeyi said that Guyanese benefitting from the GOAL programmes will have no contractual obligation to the Government of Guyana.

However, successful scholars will be asked to participate in a period of community service, which stems from one week for some courses, to less than three months for some other courses.

The 2021 best graduating student, Dr. Queen Wamungu Gaju from Rwanda, Africa, started her journey at the university in

2016. In her graduation speech she hailed the RGUST for its “warm welcome” and reminisced about her stay in Guyana.

“These past four years will certainly be memorable to me for a very long time.

We have seen and sacrificed a lot to get to this point. We have given up the best years of our lives, some of us have given up on relationships, held off on having children… to sit in classrooms, learning the nuances of the human body,” she said.

Shores west of Demerara River poised for massive development … as Jagdeo pledges reforestation of 'mined-out' lands AS Guyana remains on course for colossal transformational development, the government has committed to striking the balance between economy and environment.

At a press conference on Friday, Vice- President, Dr. Bharrat Jagdeo responded to criticisms relating to the removal of a stand of mangroves from a private plot of land in the vicinity of Versailles-Malgre Tout, West Bank Demerara.

“We had to give permission to clear 40 acres of mangroves, because there will be development along that fringe,” Jagdeo said. Reports are that the coastal vegetation, which primarily helps to cushion the impacts of the sea, was removed by a company named TriStar Incorporated, which is owned

by Guyana-born Krishna Persaud, who has the site earmarked for developing a $100 million wharf, and an oil-and-gas shore base.

Jagdeo told reporters that it has been made clear that “from the mouth of the Demerara River to Wales, there shall be development.” In underscoring the importance of shore-based facilities and waterfront development, Jagdeo said that he is particularly pleased that the West Bank Demerara project is being pursued by someone who is Guyanese born. “[It is] bringing back development for our people,” Jagdeo said, adding that once development of the West Demerara shoreline commences, it could easily boast of having the capacity to generate close to 30,000 jobs. The Vice-President made specific reference to the opportunities that abound with the construction of a new Demerara River Crossing, as well as its many interconnecting roads.

“When you go to the developed countries, both sides of their river are development,” Jagdeo noted, adding

that going forward, investors will have to adhere to all of Guyana’s environmental regulations. “It’s a rule-based country,” the Vice-President said.

He said that even though some mangrove stands are being disturbed, mitigating efforts are being executed elsewhere, and the plants are being replaced with adequate infrastructure to guard against flooding.

As yet another move to mitigate Guyana’s carbon footprint, Jagdeo pledged the government’s commitment to replanting some 6,000 acres of land that have already been mined-out.

“Our plan is to grow Guyana, maybe in the next decade, to US$30,000 per capita. That’s when people will stop migrating and move back to Guyana. We have to grow this country per capita, and we can do so, keeping our environmental credentials intact,” the former president maintained.

He reminded his audience that during his tenure as Head-of-State, the People’s Progressive Party/Civic (PPP/C) administration had partnered with the European Union (EU) to execute a massive programme to improve Guyana’s mangrove forest. He said, too, that under the Global Climate Change Alliance Plus (GCCA+), Guyana was able to benefit from €5 million to combat the effects of climate change along the coastland.

Nonetheless, Jagdeo maintained that Guyana has to maintain a healthy balance between economy and environment, in order to develop sustainably. “We have to move our country forward, and our people,” Jagdeo said.

Similar sentiments were recently shared by Minister within the Ministry of Housing and Water, Susan Rodrigues, when she said: “If we want to take Guyana into the new and emerging sectors, and we want Guyana to become a next Dubai or a next

Singapore, there are going to be tough decisions that we are going to have to make.”

She admitted that if one were to examine the recent “mangrove situation” in isolation, then it would be easy to consider it a disaster; however, she urged Guyanese to ensure that their opinions are formed within context.

“This is a 100 per cent locally-owned company that will be occupying that space; that will have the responsibility of ensuring the protection of our sea defence, and that we have enough sea defence. This is going to be somebody who is going to create hundreds of jobs and spin-offs from this investment,” Rodrigues posited.

“If we don’t create more shore bases here in Guyana, then the investors are going to look elsewhere,” she said, adding: “They are going to create those shore bases in the nearest locations; Trinidad, and then all of the work will go to the Trinidadian people, and once again, Guyanese will lose out. So, we have to do a balancing act.”

She reminded that Guyana’s future is dependent on the country’s ability to pursue economic modernisation in a manner that is sophisticated and sustainable.

“We have to protect our environment, but we [also] have to ensure that we can get cheaper electricity for our people. We want to bring in the gas pipeline; there may be some destruction in that, but we have to balance,” Rodrigues reasoned.

In “striking a balance” and making the “tough decisions”, Rodrigues assured that the wellbeing of Guyana and its people will remain paramount.

“Whatever decisions we make, will be carefully considered and we will balance the benefits with the sacrifices we have to make.”

The Bonanza Beechcraft has a Brazilian registration number, PT-SRR. Law enforcement authorities are checking whether the registration number is false, since the plane appeared to be destined for Suriname.

Reports are that the crew members, Brazilians, Isaias Luiz Pereira and Salem Nobrega De Alencar, claimed that they were on their way to Suriname to

deliver a shipment of magnesium.

Inspection of the aircraft found 453 packs of one kilogram of cocaine each, amounting to almost 1,000 pounds. The batch of drugs was seized, as well as, two GPS devices, a radio system, three smartphones, and two Brazilian identity cards.

The Guyana Chronicle was told that residents, who went to the scene after the crash, advised the two male occupants to remain at the site. However, the pilot and the occupant made their way into the village under the guise of seeking accommodation and fuel.

Toshao of Orealla, Lewis Devair, on Friday, stated that the situation has raised a security concern for the riverine community.

“When they touch down, residents raised the alarm. It wasn’t far; about a mile away from the village.

After the crash, a lot of people went there. These guys were afraid they would do something, so they walked through the village and said they needed fuel; that they came for fishing and some other adventure trips up the river,” Devair said.

Arrested: Isaias Luiz Pereira Police in Orealla were alerted about the situation and made their way to the site, where the suspected cocaine was discovered, wrapped, and stacked at the back of the plane.

Devair said that given the large quantity of narcotics that were found, it has raised an alarm, security-wise for the village. As such, the Toshao said he will be asking the Guyana Defence Force (GDF) to remain in the area so that residents can feel safer.

The two foreign nationals, the cocaine, and the aircraft remain in police custody as the investigations continue.

Guyana to receive US$1.3M from ‘Exxon’ for excess flaring

AS a result of the revised provisions in the environmental permit for the Liza Phase One development at the Stabroek Block, ExxonMobil will be required to pay Guyana US$1.3 million (approximately G$279.5 million) for the excess flaring of gas.

It was reported recently that owing to the flaring of a significant amount of gas at the Liza Phase One development offshore Guyana, the Environmental Protection Agency (EPA) has modified the environmental permit for this project, leaving the operator, ExxonMobil, to stand the cost of any excess flaring.

The modified environmental permit includes revised terms and conditions relating to emissions reporting requirements, technical considerations for flaring, timelines for flaring events, and an obligation on the company to pay for the emission of carbon dioxide equivalent (CO2e) as a result of flaring in excess of these timelines.

Based on the terms of the new permit, as calculated by the EPA, ExxonMobil will have to pay US$30 per tonne of CO2e. At a press conference on Friday, Vice-President Bharrat Jagdeo, in responding to a question on when ExxonMobil will start paying fees for excess flaring, said the oil giant will be required to do so from the morning of May 26, 2021.

The EPA, in a statement issued on May 14, related that ExxonMobil, as a result of its flaring activity, was projected to exceed the 14 Billion Standard Cubic Feet (Bcf) of gas estimated by the Environmental Impact Assessment (EIA) to be flared for the project, on May 13,

2021.

“They will start paying fees for excess flaring from the morning of the 26th of May,” Vice-President Jagdeo said.

As he went on to explain, “Exxon says they’re flaring about 15 million cubics [cubic feet of gas per day] now, so that will be equivalent to about 1,152 tonnes of CO2 equivalent, or just below.

And so, if you work out 1,100 by US$30 per tonne by 36 days, it should take us to about US$1.3M for the period they have applied for.”

On the question of whether fees charged for excess flaring would be recovered

by ExxonMobil as part of cost oil, Mr. Jagdeo said the government’s position is, “No.” It was reported that in Guyana’s case, oil companies are entitled to recover 75 per cent of their recoverable costs in a given month, as per the 2016 deal. Companies can only recover costs that are equal to the expenditures made to produce oil without any profit margin; it’s dollar for dollar spent. All of these expenditures are declared to the government regulator, and available for audit.

So, in relation to the excess flaring of gas, Jagdeo said the government has a method of disallowing it if the issue comes up for consideration among the stakeholders. Gas flaring became a cause for concern when the company resumed the activity recently, following intermittent periods of flaring since December 2019.

Draft amendments of election laws to be ready by June

A DRAFT of the amended Representation of the People Act is currently being prepared, and should be ready for consultation by the end of June, 2021, according to Vice President, Bharrat Jagdeo, who emphasised that all

Jagdeo also put to rest concerns relating to the involvement of the International Republic Institute (IRI), and its role in Guyana’s electoral reform efforts, explaining that the body will merely be supporting the process.

“They may provide consultants who may do the drafting for us, etc.”

Jagdeo assured that electoral reform rests solely on the lawmakers of Guyana, and not in foreign hands.

Vice President, Bharrat Jagdeo “When the debate takes place, it’s between the Guyanese who will decide what will finally be the amendments. It will be the Opposition and Government in the Parliament that will pass the final law and you will have a full-fledged debate,” the Vice President posited.

With Local Government Elections due for this year, Jagdeo said that the People’s Progressive Party/Civic (PPP/C) government will not go to the polls with persons such as Keith Lowenfield still being employees of GECOM. Lowenfield-- the Chief Elections Officer-- and the Returning Officer of Region Four, Clairmont Mingo, are both before the courts answering to matters relating to electoral fraud, allegedly committed during the 2020 elections.

“These are people who tried to steal the elections.

They can’t be there to conduct any future elections in this country,” Jagdeo said.

He also addressed recommendations for the restructuring of GECOM, in an effort to de-politicise the constitutional body.

“For a very long time, the international communi-

ty, after we had enshrined the Carter Center formula into the Constitution, had been advocating for a technical body – one that is devoid of political representation at GECOM,” Jagdeo said.

He noted, however, that the events surrounding the 2020 elections have made it even more important for political parties to maintain their representation as commissioners of GECOM. “I think there is a big reconsideration of this view because [of] what happened at GECOM. It was the technical body; the machinery, that tried to rig the elections on behalf of APNU+AFC,” the Vice President reminded, as he made specific reference to Lowenfield, Mingo, and the Deputy Chief Elections Officer, Roxanne Myers.

“Had it not been for the Commission being constituted as the type (currently) enshrined in the Constitution, we would’ve probably had a result very different from what we have today. And so, given that experience, there will be a huge rethinking of this position,” Jagdeo posited.

Truck driver dies in Port Kaituma accident

THE driver of a truck (GSS 4472) lost his life, while two passengers received injuries, on Saturday, after the vehicle experienced mechanical problems while travelling on the 26 Miles Public Road, Port Kaituma, North West District, in Region One. Dead is Sheldon Dainty, 37, of Parfaite Harmonie, West Bank Demerara.

Essequibo, who was seated next to the driver; and Kurt Hernandez, 34, of One Mile Port Kaituma, who was seated on the extreme left.

According to the police, the motor lorry was proceeding south along the eastern side, ascending a hill when the driver encountered mechanical problems.

This, police said, caused the truck to roll down the hill at a fast rate of speed.

As a result, the driver and Singh were pitched out of the vehicle and landed on the western side of the road and the truck them rolled over Dainty’s body.

Hernandez was fortunate to have jumped out of the vehicle before the collision.

Dainty received multiple injuries to his head and body. Dainty and Singh were picked up by public-spirited citizens - the driver in an unconscious

condition and Singh in a semi-unconscious condition - and taken to the Port Kaituma District Hospital.

The doctor pronounced the driver dead while Singh was admitted. He was referred to the Georgetown Public Hospital for further medical attention.

The body of the deceased is awaiting a post mortem examination at the Port Kaituma District Hospital Mortuary as investigations continue.

Discussion underway for ‘Men’s Virtual Hangout’ sister project

A SISTER project may be coming soon for the Men’s Virtual Hangout, hosted by the Ministry of Human Services and Social Security, according to Senior Gender Affairs Officer, Diego Alphonso.

During an interview with the Sunday Chronicle, Alphonso highlighted the

amount of interest the Men’s Virtual Hangout has garnered on its own. He noted that some women, who were interested in these discussions, would join the Zoom meetings without noticing that the programme was intended for a male audience, and would need to be reminded of the target audience.

It is this occurrence, he said, that inspired the conversation on creating a similar project for women.

“There is ongoing discussion about it. There has been a call for such a programme, so there are discussions in consideration of that,” he stated.

According to Alphonso,

the Men’s Virtual Hangout, the brainchild of the Minister of Human Services and Social Security, Dr. Vindhya Persaud, is aimed at creating a safe space for men, as there is usually emphasis placed on support systems for women and children.

“Every year, on November 19, we celebrate International Men’s Day. The last Men’s Day we had, November 19, 2020, we had quite a number of activities for the observance. Coming out of that, from feedback and interaction with men… we decided that men needed a forum, and a safe space where men could express themselves, ask questions, have their questions answered, and so on,” Alphonso explained.

He added that the programme is hoped to act as a guide in creating future projects and policies for the ministry, especially as it

pertains to men, their mental health, their sexual health, and other issues addressed within the meetings.

The topics that garnered the most discussion, Alphonso revealed, were “The Man and His Sex Life”, “Why Do Men Cheat?”, and “The Man and His Money Management”, among others.

While the ministry does keep records of what is discussed during each programme, Alphonso reassured that all information remains private, and was only disseminated among the relevant stakeholders within the ministry, who would use the information to help with the creation and implementation of developmental policies.

“Even when we make notes, we don’t mention names, as to who said what or so on,” he stressed.

Daly was arrested and placed in the police patrol vehicle, while Headley was placed in the front passenger seat of his vehicle. Reports indicate that one rank entered the driver’s seat, while another armed rank entered the back passenger seat before the vehicle

drove off.

During the journey, the ranks claimed that Headley reached under the seat and pulled out what looked like a gun. This, the police reports had stated, prompted

the rank sitting in the back seat to shoot Headley.

The ranks then reportedly drove the wounded suspect to the Diamond Diagnostic Centre, where he succumbed while re-

ceiving treatment.

An autopsy done on his remains on Monday last revealed that Headley had died of perforated lung from a single gunshot.

Four more die from ‘COVID’, 111 new cases

EVEN as the fight against the COVID-19 virus continues, the number of COVID-19 related deaths has increased to 355 after four new deaths were recorded on Saturday.

The ministry of Health disclosed that the latest fatalities are three males and one female; an 80-yearold male from Region 10 (Upper Demerara-Upper

Berbice), and a 35-yearold male from Region Five (Mahaica-Berbice), who both died on May 20; an 83-year-old male and one 59-year-old female, both from Region Three (Essequibo Islands – West Demerara), who both died on May 21.

They all died while receiving attention from a medical facility.

Meanwhile, there are

currently 1,955 active COVID-19 cases in Guyana, following the addition of 111 new cases as at May 22, 2021. Even as new cases were recorded, 165 persons were reported to have recovered from the virus, bringing the total number of recoveries to 13,710.

The 111 newly confirmed cases were recorded in nine of the 10 admin-

istrative regions, excluding Region Eight. Fifty-nine of the newly confirmed cases were females with the remaining 52 being males.

Region Four accounted for 62 of the new cases.

Regions One, Two and Nine recorded one new case each; Region Three recorded 13 new cases; Regions Five and Seven recorded four new cases each; and Region Six re-

corded nine new cases; while Region 10 recorded 16 new cases.

It was reported that the 111 new cases were recorded from a total of 1,052 tests. The country has now recorded a total of 16,014 confirmed cases since the first COVID-19 case was reported in March 2020.

Nineteen persons are in the COVID-19 Intensive Care Unit (ICU) at the National Infectious Diseases Hospital at Liliendaal, Greater Georgetown.

Currently, there are 117 persons in institutional isolation; 1,813 are in home isolation and six are in institutional quarantine.

Many of the persons infected with the virus are said to be asymptomatic, that is, they are not exhibiting symptoms.

The updated COVID–19 Emergency Measures are in force from May 1, 2021, until May 31, 2021. They may be extended or amended by notice of the Minister of Health, after an assessment of the prevailing public health conditions of the pandemic.

As per the current measures, however, all persons are required to wear face masks when leaving their homes. Physical distancing and adequate sanitisation are also important.

The current curfew time is 22:30 hours to 04:00 hours.

The 'Big Lie' syndrome

IN Guyana, it is very easy for some ordinary people to get caught up telling an ‘untruth or lie’ to justify a situation that they ‘can’t” seem to accept.

Also, if that ‘lie’ is repeated by influential personalities in the world of politics, public life, and public communications ad nauseum -- with no one challenging it -- it slowly borders on becoming an illusion of the truth.

Therefore, it can be reasonably said that the political opposition in Guyana is guilty of perpetuating a “big lie” about who really won the elections which were held on March 2, 2020.

They appear to be casting the blame on every one else except themselves for loosing the confidence of the public to lead this country forward. So far, the APNU+AFC and the propogandists in their circles have told the story of how they were cheated, robbed, and bullied out of government. No one with commonsense, who is big and intelligent, believes!

They have used the arguments of racial politics and political discrimination to pollute the waters of the minds of Guyanese, thereby appealing to their inner-most feelings and sensitivities. And, the opposition parliamentarians have taken the National Assembly hostage with their politics of spite and vindictiveness as they lead the charge against the government. A fact to note is that these politicians are now using the words “illegally installed”, “fraudulent” and “illegitimate” before the names of the President and his ministers when they are going out on their meetings with their constituents and even on their interviews with media folks here. Social media is being utilised as a weapon against the government and one section of the population as it carries the narrative forward of the opposition. They are now using the Facebook live, Facebook messaging, WhatsApp calling and messaging, You Yube live, podcasting services and

texts to galvanise the ‘big lie’. No one with commonsense, who is big and intelligent, believes!

Sadly, the opposition is on a mission to sell “the big lie” to the public without even having any quantitative evidence to back up their delusional mindset. The opposition can simply prove the conspiracy against them by releasing their SoPs and exposing the numbers for all to be the judge.

In any event, the public has rejected their leaders and the conspiracy theories that the election was grabbed from them. If the leaders want to be true to themselves, they would change course or jump ship because they are wasting their efforts on supporting the ‘big lie’.

Their post-election posture is falling and the ship is sinking because every single way they turn is beset with stories of the loosing-- just look at their elections petition cases that were filed in court. Any sensible Guyanese knew that argumentations put forward by the now-come legal minds were dead on arrival because they are not supported or based upon sound law.

And the government cannot be caught with their backside exposed when it comes to issues related to accountability, transparency and accountability because the public information machinery is hard at its work counteracting every single lie and misrepresentation that is thrown by the man and women who are secretly funding, aiding and abetting the ‘big lie’.

It is time that opposition recognises that they can’t win the public trust and confidence by engineering the big lie any longer. The regional and international communities, which they have disparaged in their quest for power, have moved on and are paying you back with deaf ears unless you can bring a truthful and serious issue to their attention.

The civil society, private sector and the masses have moved on.

But still no one is safe

from this bout of classical desperation and bankruptcy from the leadership of the Coalition. Their argumentations are not based on normal facts, truth, logic or rational thought.

If the opposition can’t

get over and past this loss, they will continue to be like nomads clutching at the elusive straws. Stop telling ‘the big lie” and regroup, revitalise and reorganise your strategy. Stop this shameful charade of po-

litical stubbornness! Lick the wounds of this political defeat and embark on a process of internal healing and reconciliation which can bring about a fresh and new way of political leadership.

Birthday-boy Jeffrey surges to time-trials victory at National Championships

… Fernandes wins Veterans, Hamilton Females, Leung Juniors TIME-trial specialist and favourite Raynauth Jeffrey emerged victorious on his 27th birthday at the National Time-Trials held yesterday on the Soesdyke/ Linden Highway.

The first leg of the 2021 National Championships also saw Steven Fernandes riding to a victory in the Masters division, while Suzanne Hamilton continued her dominance by winning the Female division and Alex Leung the juniors.

The seniors and masters competed over a distance of 10 miles while the females and juniors battled over five miles.

US-based cyclist Jeffrey clocked an impressive 28:55.48 in the senior division. Curtis Dey finished second in 30:07.88 and Christopher Griffith placed third in 32:16:28.

A few other senior cyclists did not compete in the event, including last week’s first- and second-place

finishers Briton John and Jamual John.

Fernandes, who won the Masters in 31:27.84, registered the third-best time overall. Second in the Masters division was Paul Choo-wee-nam (32:23.77), while Jaikarran Sukhai finished third (32:27.91) Segun Hubbard (32:55.45) placed fourth, Kwame Ridley (33:12.38) fifth, Kwame Fortune (33:20.72) sixth, Nigel London (33:27.00) seventh, Kennard Lovell (37:05.99) eighth, Monty Lewis (37:33.28) ninth and Desmond Patterson (39:33.80) 10th.

In the female division, Hamilton, who won the Independence Three-Stage Meet, surged to 19:59.20, way ahead of her other competitors. Second place was won by Clivecia Spencer in a time of 22:18.31, while Shenika Tiexeira finished third in 24:34.37. Alecia Crandon placed fourth in

25:16.06 and Selena Stephens fifth in 29:07:18.

Thirteen-year-old Leung won the Junior division in a time of 17:38.00, while Sherwin Sampson finished second in 17:49.78 and Aaron Newton (17:54:80). David Hicks placed fourth in 18:27.88s and Mario Washington (19:03.98) fifth.

OUTSTANDING RAYNAUTH It was Jeffrey’s eighth national time-trial win in Guyana. He told Chronicle Sport that he paced his race. According to information from his bike, which he shared online, his maximum speed was 65.9km per hour.

“You have to know how to maximise your effort and your time. A lot of people try too hard at the start, but you have to pace your ride, the average speed is what matters. It makes no sense starting fast and finishing slow.”

Jeffrey said that he was confident of a victory since he has been outstanding in the event in the past.

“I want to set a record that nobody can break.

Means a lot that I’m the only one that did like eight times.”

THE Athletics Association of Guyana (AAG) received a boost from the Guyana Olympic Association (GOA), with the Kalam Juman-Yassin-led organisation announcing it will sponsor the airfare for seven athletes and two officials to attend the May 28-30 South American Senior Championships in Ecuador.

At a press conference hosted at GOA’s Liliendaal headquarters yesterday, Yassin announced that Jasmine Abrams, Andrea Foster, Winston George, Emanuel Archibald, Quamel Prince, Noelex Holder and Jeremy

Johnny Gravesande was named as coach, while Kenisha Headley will double-up as the squad’s manager/assistant coach.

Aubrey Hutson, president of the AAG, told the media that they are “really heartened in the show of support, particularly to our sport and its future.”

The event in Ecuador will provide Guyanese track and field athletes with Olympics aspirations to make a push to compete at the 32nd Olympiad. Hutson stated that “the AAG would have set a task of increasing our numbers and performance at every Olympics”.

At the 2016 Games in Rio, Brazil, the Troy Doris, Brenessa Thompson (100m and 200m), Winston George (400m) and Aliyah Abrams (400m) were the athletes on show, and this time Hutson said the AAG’s objective “is to get at least six in Tokyo and at least one person in the finals. With the current crop of athletes that we have we know this is possible so it’s not anything far-reaching.”

Meanwhile, US-based 400m athlete Arinze Chance will be funded by the AAG, while the Guyana Defence Force (GDF) will fund high jumper Mark Jhalu.

MANNY Pacquiao posted a promo poster on his Instagram site on Friday saying that he plans on fighting IBF/WBC welterweight champion Errol Spence Jr on August 21 in Las Vegas, Nevada. The Pacquiao vs Spence fight will be taking place on PBC on FOX PPV. This fight will likely hit huge numbers regarding PPV buys on FOX, especially if they promote it well. The

undercard is meaningless when you have a fight as big as Pacquiao vs Spence.

Floyd Mayweather Jr could be fighting Pacquiao, and it would bring in massive numbers, but he seems more interested in protecting his unbeaten 50-0 record fighting YouTubers and MMA guys.

It’s sad how Mayweather is missing out.

Spence (27-0, 21 KOs) hasn’t said anything yet

to confirm or deny that he’s fighting the former eight-division world champion Pacquiao (62-7-2, 39 KOs), so we have to assume that the fight is actually going down.

Cody Girls win ‘Three the Hard Way Salute to Mother’s’ dominoes tourney IN what was a fiercely competitive two-round aggregate battle between mothers and prospective mothers, dubbed ‘Three the Hard Way salute Mothers’, Cody Girls came out victorious, last Thursday at Strikers Sports Club.

Six all-female teams took part in the tournament namely, Big Girls, In Time, All Season Angels, Turning Point and Big Boss Girls.

The theme being to honour mothers through sport and the organisers after much thinking, deliberating and consideration came to the conclusion that dominoes would be the best bet.

The aggregate tournament was based on a points system in which points - five, three and one - were awarded for first-, second- and thirdplaced teams respectively.

The first round which was played two Thursdays ago featured Big Boss Girls vs Turning Point and All Season Angels with Big Boss Girls coming out top with 87 games thus earning five points while All Season Angels mustered 77 games earning three and Turning Point 65 games with one.

The second matchup saw Cody Girls, who had a miraculous final sitting, registering 75 games, earning them five points in comparison to In Time’s 74 games with three and Big Girls in the cellar on 67 games with one.

The second round started fiery as all teams were in contention to win the coveted prizes that were up for grabs.

The first matchup brought Cody Girls, Big Boss Girls and Big Girls together. The superiority of the Big Girls was felt as they mustered 80 games with five points while Cody Girls, who only needed to occupy the second spot to win overall, tallied 71 games, thereby earning them three points and Big Boss Girls were left ‘bossless’ in the cellar with 64 games.

Match two saw Turning Point down the homestretch with a whopping 85 games earning them five points while All Season Angels, who were looking angelic up to the penultimate sitting, faltered with 77 games. In Time who

were way out in time mustered 66.

The final tally read: Cody Girls eight points, Turning Point six, Big Girls six, All Seasons Angels six and In Time four. Turning Point came in second-placed by virtue of an overall score of 151 games Big Boss Girls. who were the bookies’ favourites had a disappointing 149 games.

Cody Girls walked away with $50 000, hampers sponsored by Ansa McAl Trading and Dynasty Sports Club and a trophy sponsored by Mr & Mrs Stephen Thomas while Turning Point gleefully took home $30 000 and a trophy sponsored by Aubrey Henry.

Big Boss Girls werecomforted with $20 000 and a trophy sponsored by Junior James.

Most Valuable Player award went to Yonette Christmas of Big Girls with an overall 35 games while Lynette Springer of In Time was honoured with a hamper as the oldest mother.

She also took home an award for being the first mother to be at the venue. June Watts of Turning Point received a gift for being adjudged the mother with the most children and Onica Patterson of Big Boss Girls was the recipient of one hamper for sharing the first love of the tournament.

Each member of the six teams was awarded gifts for her participation in the tournament. Prizes were also given out at the end of each sitting at each table to the individual that made six games. WADA eager to work with U.S., dismisses U.S. doping agency threats

By Steve Keating (REUTERS) – The World Anti-Doping Agency (WADA) indicated on Friday it is eager to work with the United States on governance reforms but pushed back on demands from the U.S. Anti-Doping Agency (USADA) chief for faster change.

An outspoken critic of WADA, USADA head Travis Tygart warned this week that the world agency should take the fact that the United States has not yet paid its annual dues as a warning that it is prepared to follow through on threats to withhold funding until it sees action on reforms it wants implemented.

“Mr Tygart, as far as I know, he does not speak for the U.S. government,” said WADA president Witold Banka during a media briefing following a Friday meeting of the WADA Foundation Board. “We look forward to continuing to work with all stakeholders, including the U.S., on implementing governance reforms.

“We have made some important reforms in the recent times but our work is not finished yet.”

In 2018, a WADA Congress recommended 70 governance reforms, including the addition of more independent members in decision-making positions to eliminate accusations of conflicts of interest. An interim

report from a WADA working group said on Friday 49 of those had been fully implemented, 15 were ongoing and six were still to be addressed.

The U.S. Office of National Drug Control Policy (ONDCP) on Monday submitted a report to the Congress of the changes it wanted to see, which echoed many of those being implemented by WADA but which it felt had not gone far enough, such as more athlete representatives.

Regina LaBelle, the acting director of the ONDCP, took a less confrontational tone during Friday’s meeting, while still urging WADA to push on with reforms.

She said the United States wants to see a restructuring of the powerful 14-member Executive Committee by reducing

the number of Olympic movement representatives and public authorities and replacing them with athletes and anti-doping experts.

Tygart repeated that the United States, WADA’s largest single contributor, wanted to see more action before WADA sees any money.

“The U.S. government has spoken loud and clear in the recent Congressional report; they expect to see reform to make WADA independent and strong for the dues to be paid,” said Tygart.

USADA praised WADA’s announcement that it was ready to roll out a new process of dried blood spot testing that will allow authorities to target more athletes and collect more samples, particularly in

remote regions.

Dried blood spot testing is expected to be ready for routine use at the 2022 Beijing Winter Games.

WADA also provided an update on its investigation into doping among Russian athletes. It said it was still going through 50 cases described as high-priority, some of whom could be eligible to take part in the Tokyo Olympics in July and August.

“For sure those that concern athletes going to Tokyo Games would be dealt with before the Games, 100 percent,” said WADA director general Olivier Niggli. “This is being followed day-by-day by our investigations department and our legal department in conjunction with the international federations.”

ANTHONY Joshua has been ordered to defend his WBO heavyweight title against mandatory challenger Oleksandr Usyk after the apparent collapse of his bout with fellow Briton Tyson Fury.

Joshua, who also holds the IBF and WBA belts, had agreed to face WBC champion Fury in Saudi Arabia.

But an arbitration hearing ruled Fury must first face Deontay Wilder.

Joshua’s promoter had been given 48 hours to show why a fight with Usyk should not be mandated.

Eddie Hearn requested an extension until Monday to the “show cause” notice in order to “discuss the subject matter and other related affairs” with Joshua, but Usyk’s team objected.

“They’re some of the things we just need to work through. It looks good with the blinkers on, but does it actually work with some of the other opportunities?

“We would also be lessening the number of opportunities our players would get to play on our Test match venues (which aren’t available in the football seasons). Do the benefits of moving the domestic

season outweigh those?”

Roach admitted there were “valid questions” over the distribution of men’s talent around the country, with Chappell suggesting less populated states could benefit from an Australian Football League-style draft system.

But Roach pointed to South Australia’s renewed focus on interstate recruits, as recommended by a recent review into their high-performance program, as evidence there is a greater willingness than ever for players move for opportunities.

ANTHONY Joshua has been ordered to defend his WBO heavyweight title against mandatory challenger Oleksandr Usyk after the apparent collapse of his bout with fellow Briton Tyson Fury.

But an arbitration hearing ruled Fury must first face Deontay Wilder.

FOOTBALL’S world governing body FIFA is to launch a feasibility study into holding the men’s and women’s World Cups every two years instead of four.

The proposal, by Saudi Arabia’s football federation (SAFF), received backing at FIFA’s annual congress.

The study will also look at the qualifying competitions for these tournaments.

“We believe the future of football is at a critical juncture,” said SAFF president Yasser Al-Misehal.

“The many issues that football has faced have now been further exacerbated by the ongoing pandemic.

“It is important to review how the global game is structured, which should include whether the current four-year cycle remains the optimum basis for how football is managed both from a competition and a commercial perspective as well as overall football development.

“Having fewer yet more meaningful competitive national team matches could potentially address concerns regarding player welfare whilst at the same time enhancing the value and merit of such competitions.”

FIFA president Gianni Infantino called it an “el-

oquent and detailed proposal”, with 166 national federations voting in favour with 22 voting against.

The men’s World Cup has been held every four years since the inaugural tournament in 1930, except in 1942 and 1946 because of World War Two. The women’s tournament has also been every four years since it began in 1991.

Archibald wins JAAA ‘Olympic Destiny Series’ Long Jump

By Rawle Toney EMANUEL Archibald’s leap of 7.84 metres at yesterday’s Jamaica Athletics Administrative Association’s (JAAA) Olympic Destiny Series was good enough to see him take the top of the podium at the Jamaica National Stadium.

It was the first of three Olympic Destiny Series hosted by the JAAA with the aim of helping to identify athletes to represent the Land of Wood and Water in Tokyo, Japan.

Another Guyanese, Damon Williams, also competed and finished third, covering a distance of 7.35 metres.

Both athletes are in Jamaica as part of the Ricketts Performance Centre under coach Kerry-Lee Ricketts.

Archibald is the country’s national long jump record holder (8.12 metres) and had opened his season in February of this

year, with a-then world-leading jump of 8.10 metres.

Archibald also competed in the 100 metres, but despite winning his group, his time of 10.44 seconds was good enough for 10th overall.

Speaking to Chronicle Sport from the Island’s capital, Archibald explained that he has been working with coach Ricketts over the past two weeks on correcting his form in both the 100m and long jump.

“That’s why I had a slow time before we’re working on some new stuff. But everything is fine, just have to get a couple things right,” Archibald said.

Archibald is making a push for the Tokyo Olympics and will be on the Athletics Association of Guyana’s team at the May 26-30 South American Championship in Ecuador.

AMERICAN 17-year-old Coco Gauff clinched her second WTA title by beating Wang Qiang 6-1, 6-3 in the final of the Emilia-Romagna Open in Parma.

Third seed Gauff - ranked a career-high 30th in the world - needed just one hour 14 minutes to overcome Wang - a player 12 years her senior.

Gauff saved three break points at 5-1 before sealing the first set.

by Jamaica Tallawahs for the upcoming Caribbean Premier League(CPL ) campaign.

The 32-year-old, who has lost his place in the international side and has not featured in nearly two years, struggled in last year’s CPL with 60 runs from nine innings, while taking ten wickets with his medium pace.

However, Brathwaite flourished in the last Australian Big Bash, snaring 16 wickets from as many matches, and remains a potent player in the shortest format.

The Barbadian will be joined by West Indies superstar Andre Russell, one of the most sought after players in franchise cricket.

Jamaican Russell, recently recalled to the West Indies side following a protracted layoff, struck three

half-centuries in the last CPL campaign to finish with an average of 44.

Sri Lanka players refuse to sign new contracts after hefty pay-cuts SRI Lanka’s leading cricketers, led by Test captain Dimuth Karunaratne, along with a host of other senior players, including the likes of Dinesh Chandimal and Angelo Mathews, have apparently taken a bold stance to not sign the new central contract which is currently slashed by up to 40 percent.

The announcement made by the players comes at a critical juncture as the team is scheduled to play six whiteball matches against India in the month of July. The series is important from the Sri Lanka Cricket’s (SLC) perspective as the board is struggling financially with India offering a helping hand to them by agreeing to tour.

A statement from the attorney, representing the top players from Sri Lanka and several other players, stated the paycut is too much compared to other cricketing nations as per the Federation of International

Cricket Association (FICA) report. The SLC, this week, offered central contracts to its 24 players and has given its players a deadline of June 3 to sign the document.

The Sri Lankan players said in a joint statement that they were “shocked and dismayed” by SLC’s decision to go public with specific payment details of players.

“These disclosures amount to a grave security concern to each and every player,” it stated.

The Chairman of the Cricket Advisory Committee (CAC) of the SLC, Aravinda de Silva, told reporters that they had to take such a drastic step based on the team’s lacklustre performances in the past few years.

“We wanted to have a key performance indicator for the players so that we could evaluate them,” de Silva said adding that the new pay scheme was an incentive-based contract.

The players are clearly not happy with how the paycut episode has panned out, as they feel even the board is equally responsible for not managing its players properly.

The elite players in the team also added that structure and politics within the board are what actually brought the downfall of the team in the last two to three years.
