VP Jagdeo to lead high-level team to West Africa in October

VICE-President Bharrat Jagdeo is scheduled to lead a high-level team to West Africa during the first week of October, to advance discussions on potential and existing areas of cooperation between Guyana and Ghana.

The proposed visit stems from a discussion between

President Dr. Irfaan Ali and the President of Ghana, Nana Addo Dankwa Akufo-Addo, on the sidelines of the 76th United Nations General Assembly (UNGA) in New York on Tuesday.

The two presidents discussed several matters of mutual interest, among them oil and gas, climate change and

the environment, capacity building, and training.

Both leaders agreed that Tuesday’s meeting would result in greater collaboration to address matters of common interest at the global level.

It was reported in June that with more than 40 years of friendship, Guyana and

signed an agreement to abolish visa requirements for citizens of the two States.

And, in January, Presidents Ali and Akufo-Addo committed to advancing and deepening the agenda for cooperation between the two countries, including in the oil-and-gas sector, and on environmental issues.

At the most recent meeting in New York, President Ali was accompanied by the Minister of Foreign Affairs and International Cooperation, Hugh Todd; Ambassador and Permanent Representative to the United Nations, Carolyn Rodrigues-Birkett, and Foreign Secretary Robert Persaud.

POISED for massive transformational development and modernisation, Guyana’s potential as a global powerhouse has not evaded the attention of the international community.

As a matter of fact, President Dr. Irfaan Ali said that, based on the feedback received from the ongoing 76th United Nations’ General Assembly, being held in the United States, Guyana’s profile has undoubtedly “risen tremendously.”

“There’s a great interest from private entities, major CEOs [Chief Executive Officers] and other countries on what is happening in Guyana,” Dr. Ali related in an update on Guyana’s participation at the General Assembly.

The Head of State, who is representing Guyana for the first time at the iconic UN General Assembly, said that, from all indications,

increased interest in Guyana, also coincides with increased expectations.

“More is expected of us globally on issues of climate change, energy security, renewable energy; these are all issues that the world is looking for us to provide leadership [on],” Dr. Ali said in his update.

He indicated, too, that Guyana’s delegation at the high-level UN forum is also speaking on matters relating to democracy and the rule of law.

However, over the past few days, President Ali said that his team would have had many engagements, which centered mostly on addressing and advancing Guyana’s developmental priorities; addressing opportunities for investment in the country; strengthening bilateral relations with other countries; opening up new avenues and

areas for the development of the country’s human resource capacity; as well as unlocking new areas for financing.

President Ali said the forum provided the opportunity for Guyana to recommit to a number of international goals, including a world that is free from terrorism and intolerance.

“It was very important for Guyana to be part of that, especially given the fact that we are a diverse community; a land of many different ethnicities, and we present an opportunity of building a model for the rest of the world,” Dr. Ali posited.

In providing a breakdown of his engagements, President Ali said that he was able to meet with a number of Guyana’s international partners, including the Inter-American Development Bank (IDB) the Organisation of American States (OAS), as well as

the Organisation of Islamic Cooperation (OIC), among others.

In relation to the OIC, Dr. Ali said that the engagement allowed Guyana to outline its long-term priorities.

“The OIC was very responsive, and they are going to work on an aggressive front, not only with the Islamic Development Bank, but by looking at other opportunities within member states of the OIC where Guyana can collaborate,” Dr. Ali said.

In addition to a number of organisations, the Guyanese Head of State also hosted one-on-one engagements with a number of other world leaders, including Barbados’ Mia Motley on matters relating to coordinated strategies and efforts to tackle climate change, climate financing, and the protection of the environment.

“These are important areas for CARICOM [Caribbean Community],” Dr. Ali reminded.

In addition to his regional counterpart, Dr. Ali and his team also engaged the President of Ghana, Nana Addo Dankwa Akufo-Addo, on a number of bilateral topics.

“As you know, they have experience in the oil and gas sector, so we spoke about training of Guyanese, we spoke about technology transfer, we spoke about best practices, and we spoke about sharing of best practices, and we spoke about sharing of experiences,” President Ali related.

He also pointed to the fact that in October, a high-level delegation from Guyana will also be travelling to Ghana to “consolidate” areas of collaboration.

In his meeting with the President of the IDB, Mauricio Claver-Carone, Dr. Ali said that Guyana’s portfolio was examined, and discussions centered on the country’s priorities going forward, as well as the reduction of bureaucratic hurdles.

Dr. Ali also had separate engagements with President of the Republic of Austria, Alexander Van der Bellen, who signalled the country’s intention to assist in building a maternal and children’s hospital.

Dr. Ali said that the country also spoke of its private sector, and potential collaboration with Guyana’s business community.

President Ali is expected to deliver his very first address to the massive world forum before it concludes on Monday.

Business as usual for Trudeau after Canada status quo election (Reuters) IT was business as usual in Canada on Tuesday after Prime Minister Justin Trudeau fell short of winning a majority in a tightly contested parliamentary election, leaving him, once again, dependent on opposition legislators to govern.

Provisional results showed virtually no change from the 2019 election. Roughly 850,000 mailin ballots are still to be counted, which could affect the final tally in some seats.

“Canada’s political landscape looks remarkably similar after this election to the way it did before - almost as if Canadians spelled out ‘we don’t want an election now’ with their votes,” said Doug Porter, Chief Economist at BMO Capital Markets, in a note.

The Canadian dollar was trading nearly unchanged at 1.2830 to the greenback, or

77.94 U.S. cents, after giving up its earlier gains. The Toronto Stock Exchange’s S&P/ TSX composite index (GSPTSE) was up 121.25 points, or 0.6 per cent, at 20,275.79.

Trudeau, 49, was re-elected to a third term late Monday after calling a vote two years early. His hopes of securing a majority, which would give him a free hand to legislate, were dashed and he will once again rely on the support of the smaller left-leaning New Democrats to govern.

“You have given this parliament and this government clear directions,” he told supporters in Montreal early Tuesday. Just hours later, he greeted commuters outside a metro station in his constituency, continuing a post-election tradition.

UN General Assembly

THE 76th session of the United Nations General Assembly opened on Tuesday, September 14, 2021. The high-level General Debate will go until Monday 27, September.

Participating in the deliberations are leaders from across the globe including Guyana’s President, Dr. Mohamed Irfaan Ali. This is the first such engagement since the election of Dr. Ali as President of Guyana. He graced the international stage with the view of advancing the cause of Guyana and the rest of the developing world, especially in the context of the COVID-19 pandemic which is having a devastating impact of several countries, especially in the underdeveloped world.

The President, in his contribution, has made a convincing case for a more equitable distribution of vaccines which is so critical if the virus is to be effectively managed and controlled. Because of the pandemic, the size of delegations into the

General Assembly Hall has been limited and UN Member States were encouraged to provide pre-recorded statements in lieu of having to travel in person to the UN Headquarters.

That in itself is a reminder, if any at all is needed, of the dire situation the world has found itself in as a consequence of the COVID-19 pandemic and it will take nothing short of a global response if the battle against this scourge is to be defeated.

Guyana is also championing the cause of debt relief and rescheduling, especially as it relates to the underdeveloped world.

This burden of debt had been an albatross over the neck of Guyana for much of its post-independence years, thanks to reckless borrowing by the then PNC regime.

Because of economic mismanagement and high levels of incompetence, the PNC Government was forced to resort to borrowing from the multilateral financial institutions including the IMF and the World Bank. It also borrowed from any

country that was willing to lend. By the end of the 1980s, the debt burden had reached unsustainable levels with the IMF refusing to do business with the country after having deemed the country ‘uncreditworthy’.

In fact, the situation had reached a point where the debt burden was consuming more than 90 per cent of revenues which was extremely unsustainable and precarious.

It was not until the PPP came to power in the elections of October 1992 that efforts were made to reduce debt payments to more manageable levels. Under the Highly Indebted Poor Country Initiative (HIPIC) Guyana benefitted from significant debt rescheduling and write-offs, but the pain of that period still remain fresh.

It is the above context that President Ali has placed on the international agenda the issue of debt rescheduling. Fortunately, the issue of debt rescheduling is no longer a big issue for Guyana but there are several other countries where the debt burden con-

tinues to be a drag on their developmental potential.

The President took the opportunity to also raise the issue of Climate Change which continues to be an existential threat to humanity. Guyana has been pursuing a low carbon path to development and Guyana certainly has some ideas worthy of sharing with the international community.

It was a hectic period for the President in New York, just off from a Conference in Mexico. But, with characteristic outburst of energy, President Ali took the opportunity to meet with several Guyanese individuals and groups in the United States where he updated them on developments in the country. He also took the opportunity to participate in a commemorative activity for those who perished in the 9/11 attack on the World Trade Center.

Guyana is gaining prominence on the international stage for which President Ali and his administration must be given credit.

A commendable response to second wave of COVID-19

Dear Editor,

LAST April and May, Prime Minister Modi was severely criticised by a Guyanese newspaper and a few critics, to the point of the criticisms coming across as a personal attack on the leader for his handling of COVID in India.

Prior to that and since June, the PM was/ has been praised for his handling of COVID with the lowest global infection and mortality rate per hundred thousand people. Because of India’s generosity in donating anti-COVID materials, Guyana and so many other countries were able to limit COVID infections and deaths. Yet, India was criticised for local COVID policy and the sudden increase of COVID. Guyanese and other critics failed to understand India’s federalist system of governance or what those of us who study India’s politics calls “cooperative federalism”.

When the PM assumed control of the battle on COVID last year, he was attacked for what critics described as usurping the power of the state governments or Chief Ministers who was the elected executive of the states. The PM felt humbled by the critics. Modi backed off. Fighting COVID was placed on the shoulders of state governments.

Some handled it well; others did not.

Each state was given control over its COVID policy and vaccination drive and to procure its own vaccines. Funds were given to the states to combat COVID. The states proved to be inept in fighting COVID and in acquiring vaccines as the dreadful disease

took an unfathomable and devastating toll across India. Millions of cases of infections were recorded daily. COVID swarmed the states; thousands died from COVID daily. No doubt, India was unprepared for the second wave that hit in April and May. After India’s low rate last year and through March of this year, the country was lax and the government felt it had ‘conquered’ COVID with its lockdown. The country let its guard down.

During that period, India supplied the world with oxygen ventilators, PPEs, masks, etc., and later vaccines. India didn’t expect a second wave and did not prepare for it. So when the second wave came, India experienced shortages in equipment and vaccines. Modi was blamed for taking care of the needs of the world in vaccine diplomacy. And while happy to receive India’s vaccine, PPEs, etc, to combat COVID, some of the very recipients in Guyana blamed and attacked Modi for the rise of COVID in India and for shortage of equipment in his own country.

Instead of blaming the Chief Minister of the states for the record infections and deaths, the PM was blamed for neglecting his people and for focusing on international vaccine diplomacy. Yet a month earlier, the very critics were praising the PM for helping poor countries, including Guyana, to combat COVID, something the wealthy countries had failed to do. Modi wanted the world to be vaccinated and protected from COVID and committed to helping them. So he supplied the world with vaccines, including wealthy countries. Some seventy countries benefited from India’s vac-

cine generosity. Modi was also very generous in doling anti-COVID equipment handouts to many countries. Guyana and other Caricom members were beneficiaries receiving millions of vaccines. That assistance helped Guyana and other Caricom countries to control COVID and limit infections and fatalities.

After the PM was blamed for the rise in COVID casualties in May, the PM re-assumed control over COVID policy, securing vaccines, ventilators, PPEs, etc. and the infections drastically fell.

Even when it was at its peak in April and May, India was among the countries with lowest infection and mortality rate from COVID in April and May, lower than Guyana and the US. Today, India has the lowest infection rate globally among major economies.

In addition, while most countries, including Guyana, experienced a third wave of infection, it appears that the third wave has skipped India where it has been very mild.

Today, India is praised for its handling of COVID by the leaders of all the major countries. This COVID is the biggest problem the world is facing in 100 years. It is the biggest pandemic, and hence efforts made in India to tackle the coronavirus are commendable.

As the Indian PM stated some time ago, handling COVID has been most difficult for humanity. He did his best managing problem of state power versus national control.

Misunderstanding of India’s governance structure led to monstrous condemnations of the PM. People didn’t understand Indian’s system of governance – a federalist structure

with each state having control over education, health, etc. It is similar to the US where each state has control over its COVID policy.

When the PM intervened nationally, COVID was under control. Had he maintained control of COVID during the 2nd wave, perhaps infections would have been curtailed and deaths reduced. And had he not sent us vaccines, perhaps our COVID infection and mortality rate would be much higher than what it is currently.

Last Friday, India administered more than 25 million vaccines, unprecedented in the globe, a record for the issuance of any vaccines globally in one day.

In preceding days, India administered record breaking vaccinations of 10, 14, 17, 21 million vaccines daily. So far, some 800 million vaccines were administered as compared with just over 300 million by the US and 400,000 in Guyana.

This is unprecedented handling of COVID-19.

India has been able to control the third wave of COVID- 19 and limit its spread. The Indian PM should be praised for his handling of COVID. Unlike what critics claimed in April and May, Modi has done a remarkable job since then to reduce COVID infections not only in India but in other countries as well, including Guyana that were/are recipients of India’s anti-COVID assistance.

Some suggestions for re-draft mental health bill

Dear Editor,

PICTURE for a moment: you have a physical illness and your doctor tells you your treatment will be based on archaic, out-of-date guidelines and principles, rather than modern procedures based on international standards.

You have no choice; you will be deprived of your liberty and your rights taken away if you don’t comply. Imagine the outcry, protest from the public and professions, and using all means necessary to challenge what is being done to you.

Yet, there has been a deafening silence from the public, professionals and advocates over the years, when it comes to mental health. Even the Attorney-General in a press report in Guyana Times, August 28, 2021 has reiterated that mental health prior to incarceration must be assessed. That’s the reality of psychiatric care for many in

Guyana, today. You can be detained without an assessment.

To understand what is happening today, we must reflect on the inactions of past, the failure of various authorities and a lack of vision by policy makers to reform the mental health legislative framework – The Mental Health Ordinance of 1930.

Thirty years ago, The Pan American Health Organization (PAHO) and the World Health Organization’s (WHO) (1990) adopted the Declaration of Caracas. This Declaration states that national legislation must be re-drafted if necessary, so that the human and civil rights of mentally ill patients are safeguarded. This should be applied without any discrimination of any kind, to all persons who are admitted to a mental health facility.

Countries should implement these principles through appropriate legislative, judicial, administrative, educational and other measures, which they shall review periodically.

Thirty years later, after people with mental health conditions have been stigmatised, labelled and described as deranged and idiots.

The Ordinance of 1930 is being re-drafted by [the] Guyana Government.

So what of the future? I am hopeful the re-drafted bill will include the voice of the user, people with mental ill health who have experience in using mental health services.

That the re-drafted bill has: * A charter of mental health rights to counter the discrimination, inequality and stigma prevalent in Guyanese society today; * A mental health commission is created to supervise, monitor and carry out audits on detained mental health patients with an easily accessible appeals process. * A safeguarding agency to protect rights, preserve safety and promote best practice in terms of assessment, treatment and rehabilitation of people with mental ill health both in hospitals, community resi-

dential services, in the public and private sectors. * A centralised training analysis and matrix developed to ensure people are supported by staff and agencies that have the appropriate and relevant knowledge and core skills to do the job for which they are employed.

Aside from the re-drafted bill, Chapter 801 Section 96 of the Criminal Offences Act needs reform too, as it criminalises people with mental ill health who attempt suicide.

It’s ironic that by seeking help you are potentially committing a crime on a Government-sponsored hotline. That is why mental health in Guyana needs root and branch reform, and the re-drafted bill is a good place to start.

If a sugar worker lunch bowl falls into a canal, PNC would encourage a protest Dear Editor, KINDLY permit me to share a few lines with the public.

FIRST, like every other worker in this country, sugar workers have a right to protest peacefully for better working conditions, better management, better wages and salaries and better representation. Sugar workers are very hard workers, they deserve a lot more and we would all agree to that without a doubt.

But betterment can only come when we all take the same stand for the same cause and not for some gimmicks and political gains that have been happening for the past few days as sugar workers in Berbice take a sudden strike action against their employer-- GuySuCo. Yes, the workers made some demands and it is known that the employer and the union representing the sugar workers had a negotiation and came up with what is best at this time for all parties. Thanks to those involved in making that negotiation happen.

Many will recall that over the years while the PPP was in power prior to 2015, I wrote letters after letters in the media in support of sugar workers and I speak up for better representation from their union and overall betterment within the industry.

As a former member and executive of the then AFC (please note AFC is no more and has become PNC), I did the same for the sugar workers within the then AFC. The then AFC backbone was sugar workers. The Then AFC fight was for the betterment of the sugar workers and all Guyanese.

The then AFC took to the stage with PNC who they now wed and told sugar workers of the better life they would give them when they get into government and there are monies within the industry that the PPP was hiding from them. Moses Nagamootoo, who became the PM candidate for the then AFC in 2015, cried at the feet of the workers for their votes because he knows their struggle and would better their life as long as he gets into office. The then AFC Khemraj Ramjattan continued on the trend of Nagamootoo and did the same to sugar workers all over this country.

Low and behold, when the PNC (yes, PNC because APNU is PNC and AFC is PNC) got into government and I continued to highlight the plight and fight for sugar workers within the then AFC meetings and other places that I had the opportunity to, I was told that you (Abel) have to stop supporting those sugar workers and more over the people because we are in government now and there are no monies for that industry.

I continued to fight but it was an inner fight with myself because those who we thought had this country at heart for the betterment of the people, all they were doing was thinking about themselves and their families. I cannot say the PNC members did [what was] promised to the sugar workers in 2015, all because the PNC seems clueless of what was happening or taking place in the sugar industry in this country.

A while after taking his PM position, Nagamootoo sat in the Cabinet and allowed the PNC to close down a few estates. Ramjattan was clueless why Nagamootoo would allow that and then he stopped coming to Berbice and started to send

Ramjattan to defend the closure of the estates.

Sugar workers lost their work and thousands suffer when the day is up, had no income for years all because Nagamootoo and the PNC closed the estates which they promised never to do as long as they get political power.

Today, those opposition MPs are taking to the social media and media telling us the Guyanese people that the PPP government doesn’t care for the sugar workers and the government needs to provide better wages now for the workers.

Those MPs should take a head check because they are the ones in government who sent home those workers without thinking if they can earn to live and provide. The PNC did not think of any of those workers when they sent them packing and today they want to lecture on the rights of sugar workers’ wages, when they took the same away from them. Shameless people.

It was the PPP that re-opened the estates and ensured those workers who want to return to work do so. Many of the workers returned and are earning a wage when the week is up.

I will want to agree it is not the amount they used to take home that they are taking home presently but they should also understand that re-opening the estates to ensure they earn wasn’t an easy task. It had to take a government that cared for the people to do the same in less than a year in office.

Within five years the previous government almost crippled this country. I can recall when the PNC government did that to sugar workers, I stood up under the shed at the RDC compound

in Region Five and told several members of the PNC in front the PPP Vice-Chair that the PNC cannot and will not return to office because what they are doing to the people of this region and the sugar workers going to send them packing.

I constantly repeated the same day after day.

So, my brothers and sisters in the sugar industry, don’t be fooled by those opposition MPs that they care for you when they were the ones that voted to send you home without any proven valid reason(s).

The estates are now reopened by the PPP government under the strong leadership of a man that knows your struggle that heads the Ministry of Agriculture, Hon. Zulfikar Mustapha (MP).

I am sure that this minister who is a very hardworking one is going to ensure that as time goes by you are given the betterment that is deserving.

Sugar workers stop following those who want to put you on the breadline again by encouraging you to protest because all they care for now is protest after protest.

I am sure if one of you, the worker’s lunch bowl falls into the canal and those opposition MPs hear about it, they are going to encourage you to call a protest for that bowl. That is how they are.

The PNC want to use you the sugar workers so that when you protest they can ‘cuss up’ the government and little they know they all had wanted to destroy your livelihood.

Sugar workers do not be used by those people.

No agreement reached on reopening of Guyana, Brazil border

–– authorities remain engaged in bringing resolution to existing issues, says Prime Minister Phillips IN response to “patently false” reports circulating on social media, Prime Minister performing functions of President of Guyana, Brigadier (ret’d) Mark Phillips has said that there is no agreement on the reopening of the Guyana and Brazil border crossing.

According to a statement from Prime Minister Phillips, the information being circulated on social media seems to suggest that the Lethem/Bonfim border crossing has been reopened.

However, the Prime Minister related that those reports are “patently false”.

Minister of Health, Dr. Frank Anthony, who is performing the duties of

Minister of Foreign Affairs and International Cooperation, led a delegation to meet with Antonio Oliverio García de Almeida, Governor of the State of Roraima in Boa Vista, Brazil.

According to a press statement issued by Guyana’s Foreign Affairs Ministry, Friday’s engagement, initiated by Dr. Anthony and his team, was intended to address the protests and blockade on the Brazil side of the border “by certain members of the Lethem and Bonfim communities”.

“Despite Ministers of the Government of Guyana holding talks with the Governor of the State of Roraima on September 17, 2021, no agreement has been

reached on the reopening of the border crossing,” Prime Minister Phillips confirmed.

He went on to say: “I wish to assure residents of Region Nine and others who depend on the border crossing being opened for their livelihoods, both parties on either side of the border remain fully engaged in bringing a resolution to the issue, as soon as it is safe and reasonable to do so.”

Minister Anthony had said he understands the position of the members of both communities, who have been advocating for a full reopening of the border to allow for the movement of commerce and people.

Notwithstanding the challenges, Dr. Anthony

pointed to the fact that the arrangement put in place to restrict the movement of goods to one day per week worked satisfactorily over the past year, and as such the border will remain closed until further notice.

He noted that although it was Guyana’s desire to have the border between the two countries opened as quickly as possible, this had to be done safely, given the continuing rise in COVID-19 cases here, and the threat of the spread of the Delta variant across the communities.

“This situation was compounded by the unfortunate position being taken by some persons in Guyana not to be vaccinated,” Dr. Anthony conceded. The

Health Minister said that ensuring the safety of citizens remains a priority.

He also said, pointedly, that the Government of Guyana “will not put citizens of any country at risk during this pandemic, and, as a result, will continue to enforce measures, in keeping with national and international protocols.

The government further encourages all citizens and the private sector to support these initiatives.”

The border with Brazil has been closed for more than a year. As it is, Brazil has one of the highest COVID-19 death rates in the world, with 21.1 million cases, and 590,000 deaths.

Guyana reaffirms commitment to Rule of Law for settlement of border controversy –– President Ali tells OAS Secretary-General

GUYANA remains committed to a peaceful conclusion to the ongoing border controversy with Venezuela, as the country will be guided only by the court, and the Rule of Law in this matter, Pres-

ident Dr. Irfaan Ali said during a meeting with Secretary-General of the Organisation of American States (OAS), Luis Almagro.

During the meeting, held at the Office of the Perma-

nent Mission to Guyana in New York, on Tuesday, the President said that Guyana does not promote the use of violence or threats to settle disputes, but will look towards the court and the Rule of Law.

President Dr Irfaan Ali; Vice-President Bharrat Jagdeo; Guyana’s Permanent Representative to the United Nations, Ambassador Carolyn Rodrigues-Birkett; and Foreign Secretary Robert Persaud engage a team from the OAS, which was led by the bloc’s Secretary-General, Luis Almagro On the settlement of Venezuela’s internal political differences, President Ali reaffirmed that while his government welcomes efforts to bring about domestic harmony within Venezuela, agreements that defy international law and processes can form no basis for mediating such harmony.

At a meeting in Mexico City on September 6, 2021, the Heads of Delegation of the Venezuelan Government and the opposition Unity Platform of Venezuela agreed to ratify Venezuela’s purported rights over Essequibo, Guyana’s territory, and signed an agreement to that effect.

This agreement was, however, rejected by the Government of Guyana, which, through the Foreign Affairs and International Cooperation Ministry, stated: “That agreement is an overt threat to the sovereignty and territorial integrity of Guyana; Guyana cannot be used as an altar of sacrifice for settlement of Venezuela’s internal political differences.

“While the Government of Guyana welcomes domestic accord within Venezuela, an agreement defying international law and process is not a basis for mediating harmony.”

Guyana’s position, as stated before, is that the controversy with Venezuela is properly before the International Court of Justice (ICJ), and will remain there for peaceful resolution.

In a 1966 Agreement

signed in Geneva, both countries consented to the UN Secretary-General deciding on a means of settlement of the controversy if the countries could not settle the matter on their own.

In January 2018, UN Secretary-General António Guterres decided that the ICJ would settle the matter.

Since that decision could have only been overturned by a joint agreement by both countries, the ICJ was established as the governing body for the matter, and both parties were bound by the Court’s jurisdiction and ultimate decision.

Guyana is seeking to obtain a final and binding judgement that the 1899 Arbitral Award, which established the location of the land boundary between the then British Guiana and Venezuela, remains valid, and that the Essequibo region belongs to Guyana and not Venezuela.

A report from energy company, S&P Global Platts, however, related that Venezuela, in its agreement, rejects the ICJ’s declaration of jurisdiction over the issue, and urged Guyana to engage in direct negotiations.

“We will call on Guyana to resume the path of negotiations, in order to reach an agreement on the territory,” representative of Venezuelan President Nicolas Maduro, Jorge Rodríguez, was reported as saying.

Venezuela has said, for the longest while, that it is not interested in having this

matter resolved by the court.

At a recent outreach in Region Two (Pomeroon-Supenaam), President Dr. Irfaan Ali said: “The international community is clear; CARICOM is clear that the International Court has jurisdiction to hear the matter. So, the propaganda that the court does not have the jurisdiction, we’ve gone past that.”

The President said that the government will focus on the Rule of Law, and continue to respect it.

“The Court has already ruled that they have jurisdiction, and that is where all of our efforts are concentrated.

There is no sideshow; there is no propaganda. None of that matters. What matters is the Court, and that is where Guyana is,” the Commander-in-Chief of the Armed Forces said.

At the meeting on Tuesday with the OAS Secretary-General, President Ali reaffirmed his position on this matter.

He was joined by Vice-President Bharrat Jagdeo; Ambassador and Permanent Representative to the United Nations Carolyn Rodrigues-Birkett; and Foreign Secretary Robert Persaud.

In addition to the border issue, the Head of State and the Secretary-General also discussed the strengthening of democracy in Guyana through electoral reform and technical support to advance the country’s development agenda.

Construction of $152M well at Lusignan almost completed

WORKS on the new water well at Lusignan, East Coast Demerara, are progressing as planned despite some minor setbacks, according to Minister of Housing and Water, Collin Croal.

Upon completion, approximately 4,000 residents within a catchment area between Good Hope and Annandale will be accessing water at a desired level.

Minister Croal and Chief Executive Officer (CEO) of the Guyana Water Incorporated (CEO), Shaik Baksh,

visited the location where they interacted with the contractor and inspected the ongoing works.

The works are being executed by S. Jagmohan Hardware Supplies & Construction Service at an approximate cost of $152 million and is expected to be completed by the end of October.

Minister Croal expressed his satisfaction with the pace at which the work is progressing, as he called for residents to be patient.

“There has been a lot of complaints about the level of

service along the East Coast, following the collapse of the old well…so the cluster of communities that will see improved services include Annandale, Lusignan and Good Hope,” he said.

He added that GWI remains committed to raising the level of services, even as the ministry forges ahead with its housing drive. The expansion of water services will cater to those new housing developments.

Man accused of discharging loaded gun remanded A CONSTRUCTION worker, on Monday, appeared before Chief Magistrate Ann McLennan for allegedly discharging a loaded firearm at three men and was remanded to prison.

Renard Caesar, 24, of South Amelia’s Ward, Linden, appeared at the Georgetown Magistrates’ Court and was not required to plead to three charges.

According to the particulars of the charges, Caesar allegedly discharged a loaded firearm at Orlando Joseph, Kurt Fiedkou and Darius Frank. He was remanded to prison until October 11.

On September 17, Caesar along with two others

were arrested during a high speed chase with police at Speightland, Linden.

During the chase, the police were shot at by a man in the front passenger seat of the black motor car. The car subsequently crashed into the fence of the Mackenzie Sports Club ground and turned turtle.

The said male then exited the car and attempted to run away while an identifiable female was seen crawling out of the car.

The ranks gave chase and managed to capture the male who was found hiding in some bushes.

Another identifiable male, who was also an occupant of the said motorcar, made good his escape.

A representative from the contracting service, Suresh Jagmohan, noted that they are optimistic of completing the project within the specified timeframe. Construction of the well is slated to begin before the end of the week, after which the well will be connected to the distribution lines.

Minister Croal also announced the drilling of six new wells in the region under GWI’s 2021 work programme.

Five wells will be drilled to serve residents of Swan, Long Creek, Kairuni, Moblissa and Kuru Kuru along the Soes-

dyke-Linden Highway. The other well will be drilled in Providence, East Bank Demerara, and this will also benefit Herstelling and its environs.

Additionally, over $200 million is being invested to increase water service along the East Coast of Demerara.

Minister Croal noted that this expansion is imperative for sustainable housing development along the East Coast corridor and advancing Sustainable Development Goal (SDG) Six to ensure safe drinking water and sanitation for all. (DPI)

sponded to an armed robbery report at Leopold Street, Werk-enRust on Tuesday morn-

Investigations revealed that a party of policemen responded to an alleged

robbery under arms committed on a 68-year-old man at around 10:00hrs.

The elderly man was robbed of one artificial gold hand band, and one gold chain by two identifiable men armed with a handgun.

In the process of arresting the suspects, aged

20 and 24, a scuffle ensued between them and one of the policemen.

“One of the suspects held on to the policeman’s firearm, trying to disarm him. The firearm dislodged, and the policeman was shot in his left thigh, and one of the suspects also received a gunshot

wound to his left thigh.

Both injured persons were escorted to the Georgetown Public Hospital Corporation (GPHC), and are presently receiving medical attention, while the other is in custody,” police noted in a statement.

Investigations are in progress.

Persons in denial could cause widespread outbreak of COVID-19 –– Health Minister says

THE Minister of Health, Dr. Frank Anthony, has asserted that persons in denial of having contracted COVID-19, can be a threat to the country’s healthcare system.

Dr. Anthony, while delivering his daily COVID-19 report on Tuesday said: “If persons are in denial, then we will have serious problems.”

He related that while all healthcare facilities across the country have the capacity for mass testing, it has been reported that persons with symptoms of the deadly virus are refusing to take the test to confirm whether or not they have contracted it.

According to Dr. Anthony, the situation has worsened since many of those who may be infected, may need treatment. He noted that if their health deteriorates, they would not be able to access the care that is needed.

As such, he encouraged persons to get tested, es-

pecially if they believe that they might have been exposed to someone who has the virus.

“If you think you have been exposed to someone that has COVID-19, then the idea is to make sure that you come and get tested,” he pleaded.

Additionally, the minister noted that there are persons who have tested positive for COVID-19 who are not observing the home isolation rules.

Generally, once an individual who is not displaying severe symptoms test positive for COVID-19, they are placed in institutional isolation or home isolation. However, not many people have been obeying this rule and this is placing even more people at risk of contracting the virus.

“Once you have tested positive you have to be in home isolation and once you are out of home isolation you have to be cleared by one of the doctors in the region,” Dr. Anthony said

adding: “Some people observe it in a very strict manner, others don’t. If they are not observing, then we can have more spread so if people are irresponsible and don’t abide by the rules, we will have an increase in spread.”

The minister reminded that persons who are found in breach of the COVID-19 rules can be charged and placed before the court.

“Under the orders we have specified that if you are not obeying these rules then you can be prosecuted.”

He also urged people to get vaccinated after emphasising that there have been an increased number of unvaccinated and partially vaccinated people being hospitalised after experiencing severe and life-threatening symptoms of the virus.

Up to press time on Tuesday, 348,534 people or 67.9 per cent of the adult population had received their first dose of a

COVID-19 vaccine. Of that number, 179,967 or 35.1 per cent have received their second dose.

Meanwhile, some 20,896 or 28.7 per cent of children aged 12 to 17 years have received their first dose of the Pfizer COVID-19 vaccine.

New EITI multi-stakeholder group launched

THE second 12-member multi-stakeholder group of the Guyana Extractive Industries Transparency Initiative (EITI) was launched on Monday at the Main Street office of the Ministry

of Natural Resources.

The group is responsible for implementing the standard of the global EITI, ensuring Guyana’s extractive sectors are managed transparently.

The appointees from civil society are Nicholas Fredericks, Larry Carryl, Gomin Camacho and Vanda Radzik.

The alternate appointees are Diane Khan, Mike McCormack, Kerry-Ann Cort-Kan-

Minister of Natural Resources, Vickram Bharrat charged the newly-appointed multi-stakeholder group to work in the interest of all Guyanese.

He said: “As a govern-

ment, we’re committed to ensuring there is transparency and accountability in all sectors, moreso the revenue earning sectors, which are referred to as the extractive sectors, oil and gas, mining, forestry, fisheries.

“And I want to say, too, that every single member of the MSG and the Secretariat is important to this process.

There is no one that is less important than the other one, whether you’re from civil society, industry or government. We are all in this together as a team, and we hope that we can work together.”

Minister Bharrat said Guyana is quickly approaching the deadline for the submission of the third EITI report, which is December 31, 2021. This submission is the responsibility of the new MSG. The minister noted that an extension was granted due to the COVID-19 pandemic, and urged the members of

the MSG to make themselves available when called upon.

Minister Bharrat said he discovered, upon assuming office, that there was some confusion about the roles of the MSG and the Secretariat.

So, he sought to clarify this matter.

“The multi-stakeholder group is the decision-making body for the GYEITI… and the GYEITI Secretariat is the executing agency or body or arm, and I want to make that clear… There was some kind of misunderstanding as to how the role should be,” the minister said.

The minister said he received an offer from the international EITI Secretariat to train the new MSG, and encouraged National Coordinator for the GYEITI, Dr. Rudy Jadoopat to take up the offer.

Logger charged for murder of Wiruni youth

A 26-year-old logger, who is accused of the gruesome murder of 24-yearold Kevin Hercules of Wiruni Village, Berbice River, was, on Monday, remanded to prison by Chief Magistrate Ann McLennan.

Marlon LaRose of Maria Henrietta, Upper Berbice River, was not required to plead to the indictable charge during his appearance at the Georgetown Magistrates’ Court.

It is alleged that he committed the offence between September 12 and 13, 2021, at Wiruni.

He was remanded to prison until October 15.

On September 14, Hercules’ body was fished out of the Berbice River. His face was mutilated and there was a slit to his throat.

LaRose was arrested on September 17, and reportedly confessed to killing Hercules during an altercation.

FIVE more persons have died after contracting COVID-19, taking Guyana’s overall death toll to 738, the Ministry of Health has reported.

According to the ministry, the latest fatalities are three persons from Region

Four (Demerara-Mahaica): a 92-year-old male, and two females, aged 85 and 78 years; a 43-year-old male from Region Six (East Berbice-Corentyne) and a 74-year-old female from Region Two (Pomeroon-Supenaam).

All of those patients were unvaccinated and succumbed while receiving care at a medical facility.

Meanwhile, the Ministry of Health recorded 141 new cases within the past 24 hours. Region Four

accounted for 73 of those new cases; Region One recorded five new cases; Region Two recorded four cases; Region Three recorded 30 cases; Region Six recorded 20 new cases; Region Seven recorded seven new cases, and Re-

gions Nine and 10 recorded one case each.

The country has now recorded a total of 29,824 confirmed cases since the first COVID-19 case was reported in March 2020.

Of the active cases, 30 persons are in the COVID-19 Intensive Care Unit (ICU) at the National Infectious Diseases Hospital, Liliendaal; 155 are in institutional isolation, 3,525 are in home isolation, and two persons are in institutional quarantine.

Many of the persons infected with the virus are said to be asymptomatic, that is, they are not exhibiting symptoms.

The updated COVID–19 Emergency

Measures are in force until September 30, 2021.

They may be extended or amended by notice of the Minister of Health, after an assessment of the prevailing public health conditions of the pandemic.

As per the current measures, all persons are required to wear face masks when leaving their homes, and physical distancing and adequate sanitisation are recommended.

The duration of the current curfew is 22:30hrs to 04:00hrs.

Persons with symptoms of COVID-19 are asked to call the COVID-19 hotline numbers: 231-1166; 2267480; or 180/181 for assistance.

Jury in Kescia Branche murder trial discharged due to ‘time constraints’ The 12-member jury that was empaneled at the Demerara High Court to sit in the murder trial of young teacher, Kescia Branche, was, on Tuesday, discharged because the judge is presiding over another case and will thereafter be posted to Berbice.

Last month, the alleged killer, 51-year-old taxi driver Matthew Monroe, was arraigned before Justice Sandil Kissoon and pleaded not guilty to killing Branche on November 7, 2017 at Georgetown.

Before the trial could commence on Tuesday with testimony from some of the 43 witnesses, Justice Kissoon indicated that due to some time constraints, he would not be able to hear the case since the current sitting of the Demerara Assizes is almost finished.

The judge also told the court that he is currently presiding over another murder trial which he must complete before the session ends and come next month he will be sitting at the Berbice High Court.

As a result, he discharged the jury and further remanded Monroe to prison where he will remain until he can stand trial at the next prac-

tical sitting of the Demerara Assizes.

Branche, a mother of one, who resided in Cummings Lodge, Greater Georgetown, was last seen alive on November 4, 2017, when she left for a night out with her friends. She was found in an unconscious state in the vicinity of Princes Street and Louisa Row in the city the following day. Her left leg was broken and there was evidence that she had sustained multiple head injuries.

The Richard Ishmael Secondary School teacher died at the Georgetown Public Hospital Corporation (GPHC) two days later. A post-mortem examination revealed that she died as a result of brain haemorrhage.

During the investigation, three suspects who were being questioned, were released. At the time of the trio’s release, the police were seeking to contact the taxi driver whose cell phone number appeared repeatedly on Branche’s mobile device.

The taxi driver’s car was impounded at the Brickdam Police Station, subsequent to his reported departure from the country, after Branche was found in an unconscious state.

Investigators are of the opinion that the driver may have been the last person to see the teacher alive.

NSC 'powers' Carlos to World Classic Powerlifting Championships THE National Sports Commission (NSC) yesterday covered totally the cost for Carlos Peterson-Griffith to attend the 2021 World Classic Powerlifting Championships in Halmstad, Sweden, from September 23 to October 1.

Considered one of the strongest men in the South American and Pan Am regions, Peterson-Griffith will be the lone Guyanese to compete at the event which brings together the best powerlifters in the world.

“Our budget is not infinite. With our limited resources, we try to see as best we can to spread it out to all sport disciplines,” Director

of Sport Steve Ninvalle said at the simple presentation which was held at the National Sports Commission (NSC).

According to Ninvalle, NSC and Ministry of Culture, Youth and Sport listed ‘Carlos’ as an elite athlete, making him eligible for substantial funding.

“Mr Peterson-Griffith is an elite athlete; he has been making this country proud. He had just done that a month ago, breaking several records and we feel that it’s just appropriate that we assist him and continue to assist him in his climb to becoming one of the best in the world,” the Director of

Sport added.

Ninvalle was keen to highlight: “This is not our final round of assistance to him and to the sport of powerlifting and we do hope that he can bring back several records and medals when he gets to Sweden. We would like to say congratulations and we know that he will do his best. If his best warrants a medal, then that is what we want.”

Meanwhile, the country’s ‘strongest man’ thanked Minister Charles Ramson Jr and the NSC for their unwavering support and putting him in a position to focus only on competing.

The sense of anger in Pakistan is understandable – Michael Atherton … tears into ECB for withdrawal from Pakistan tour FORMER England cricketer and current commentator Michael Atherton has lambasted the England and Wales Cricket Board (ECB) for its decision to withdraw from the Pakistan tour this year.

Atherton opined that if the ECB had stated ‘security’ as the reason behind the withdrawal, it is at least understandable.

Adding that the ECB has stated COVID-19 fatigue as the reason, the 53-year-old Atherton feels that the ECB has forgotten what the Pakistan players went through when they toured England as the pandemic was raging.

Afghanistan cricket chief executive Hamid Shinwari fired HASMID Shinwari has been fired as chief executive of the Afghanistan Cricket Board (ACB).

The Taliban-controlled board has appointed Naseeb Khan in his place. Earlier this month Shinwari urged cricket-playing nations not to abandon Afghanistan after the Taliban takeover of the country in August.

Cricket Australia (CA) has said it will cancel the men's Test with Afghanistan in November if women are banned from playing.

Callender finishes as top Guyanese chess player in Barbados tournament NATIONAL chess player Jessica Callender led Guyana’s attack over the weekend in the Margaret Prince Memorial Rapid Online Female tournament.

The invitational event, which was hosted by the Women’s Sub-Committee of the Barbados Chess Federation saw the participation of 58 female players from across the Caribbean.

Callender, who played above expectations at last month’s FIDE Online Olympiad, finished with 4.5 points after she claimed victory against fellow Guyanese national player Nellisha Johnson (lost on time) and against Jamaican Victoria Powell, Barbadian Rashida Corbin and Trinidadian Kayla Martin.

Overall, the reigning University of Guyana female champion placed 15th in the seven-round tournament.

PAKISTAN cricket has been jolted with two body blows in the last four days after New Zealand and England backed out from playing bilateral series in the Asian country.

Back on September 17, the Black Caps abandoned their tour moments before the start of the first ODI at the Rawalpindi Cricket Stadium.

The visitors cited ‘security concerns’ as a reason for their withdrawal from the tour.

On Monday, the England cricket team backed off from their tour of Pakistan in the month of October. The England men’s and women’s teams were scheduled to take part in ODI and T20I series.

However, the England and Wales Cricket Board (ECB) released a statement, mentioning that the teams won’t be travelling to Pakistan next month.

“Now, this (England) was expected but this is a lesson for us because we go out of our way to accommodate and pamper these sides when they visit. And when we go there, we undergo strict quarantines and we tolerate their admonishments, but there is a lesson in this.

That is, that from now on we will only go as far as is in our interest,” he added.

CONCACAF launches major expansion of its Champions League MIAMI, Florida (CMC) CONCACAF unveiled yesterday, a major expansion of its Champions League as part of a new calendar of regional club competitions.

Starting with the 2024 edition, the CONCACAF Champions League (CCL) will be expanded to 27 participating clubs – including three from the Caribbean – and additional knockout rounds.

Three regional cup competitions – including a Caribbean Cup – will take place before the final five rounds of the CCL are contested in a new ecosystem, which the governing body said, “will deliver more official regional club football that fans want to see”.

“This is a hugely significant development for CONCACAF and for leagues and clubs in our region,” CONCACAF president Victor Montagliani said. “The CCL has consistently grown in recent years and this new

format will provide a major boost to the competition.“Working collaboratively with our stakeholders, we have been able to create a new calendar that grows and enhances our CCL and fully incorporates regional cup competitions.”

Montagliani added: “This will elevate clubs and leagues from CONCACAF and provide even more compelling regional rivalries.

“It will also provide more international relevance to our club competitions, and a very competitive pathway as clubs strive to qualify for the FIFA Club World Cup and succeed on the global stage.”

From 2023 onwards, the three regional cup competitions will be played in the fall of each year and will qualify clubs into the CCL. Following the conclusion of the three cup competitions, an expanded CCL will be played in the spring to crown the region’s best club.

and will be composed of five rounds.

The first four stages will include home and away matches, while the final will be played as a single leg match on a weekend date.

Of the 27 clubs that will participate, 22 will begin play in the first round and five will receive a bye to the round of 16.

For the Caribbean, clubs

will qualify through a new Caribbean Cup that will include a group stage and a knockout stage.

At the conclusion of the Caribbean Cup, three clubs will qualify for the CCL, with second and third entering the first round and the champion entering at the round of 16 (second round).

Cup will be determined by domestic league play for the professional Caribbean leagues and the new CFU Cup. CONCACAF said more details on the new Caribbean Cup will be communicated in due course.

“The current format of the CCL will remain in place for the 2022 and 2023 editions,” the CONCACAF website said. “In 2023, it will be a transition year with the last edition under the current format played in the spring, prior to the new regional cup competitions commencing in the fall.”

The final of the 2021 CCL between CF Monterrey and Club America is scheduled to be played at BBVA Stadium in Houston, Texas.

The winner will replace Tigres UANL of Mexico as the CONCACAF’s champion and will represent the confederation at the 2021 FIFA Club World Cup to be played later this year.

The victory ensured that the home team carried home, the Rose Hall Town 51st Anniversary 20/20 Trophy.

The township, Guyana’s smallest, attained the status pf township on September 20, 1970 and the Rose Hall Town Youth and Sports Club MS is assisting the Town Council to coordinate a series of activities to mark their anniversary.

Rose Hall Canje won the toss and elected to take first strike on a pitch holding its first competitive match in just under six months.

for the 3rd wicket but when Andrews was dismissed by off-spinner Junior Sinclair in the 14th over, the rest of the batting folded.

20 overs, RHT Namilco lost West Indies player Kevin Sinclair second ball, stumped off the bowling of veteran left-arm spinner Mark Sampson for nought without a run on the board.

Former Windies Under-19 player Kevon Anderson joined opener Junior Sinclair and together they added 24 for the second wicket before Sinclair was

trapped lbw by meduim pacer Zahir Hussain for 12.

Veteran Jason Sinclair joined Anderson, who was already flowing with several attractive strokes.

The pair added the required 62 runs for victory in just eight overs, Anderson ending on 51 not out with four boundaries and four massive sixes while Sinclair was unbeaten on 15 with two delightful maximums; Hussain 1 for 18 and Sampson

1 for 34 were the successful bowlers for Canje.

Anderon received a trophy for being named the Player-of-the-Match while the runners-up carried off a trophy and a box of red cricket balls, compliments of RHT Namilco cricket team.

The champions received the Championship trophy and a cash prize compliments of West Indies player Kevin Sinclair.

West Indies T20 legend Chris Gayle turned 42 yesterday.

KEVIN Pietersen and Sunil Gavaskar expressed their disappointment and shock as Punjab Kings left out Chris Gayle from their XI for their first game of the second phase of the IPL 2021.

Kings opted for Aiden Markram, Nicholas Pooran, Adil Rashid, and Fabian Allen in their XI against Rajasthan Royals in Dubai yesterday, September 21.

What also didn’t sit well with the two former cricketers was the fact that Gayle wasn’t picked on his birthday.

The West Indian legend turned 42 yesterday. He was part of the Punjab Kings side in each of the matches during the first leg in India. However, he wasn’t in the best form.

Even during the recent Caribbean Premier League, (CPL) he failed to score a single score above 50 runs.

Former English batter Pietersen said that the legendary cricketer shouldn’t have been left out on his birthday.

“There will be some questions asked. I don’t understand why you would leave Chris Gayle out on his birthday. If there was one game you were going to play him, it was this one. If he fails then you say ‘ok, you can have a bit of rest’. So I can’t understand the thinking at all,” Pietersen said on Star Sports.

SUNIL GAVASKAR Former Indian legend added that he was ‘astonished’ at the decision of dropping Gayle for the XI. He further said that the four players whom the Punjab Kings have picked might well win them the game. But, the former cricketer, who is currently serving as a commentator in the IPL 2021 broadcast, felt it wasn’t right to leave him out on his birthday.

“The fact remains that on your birthday, you are leaving one of the stellar players of the T20 format. Not just in the IPL – the CPL, the Big Bash. You name it, every single T20 league he has dominated. And you drop him for this game on his birthday, it makes zero sense,” said Gavaskar.

Speaking of Gayle’s place in the side, the South African batsman Aiden Markram and England spinner Adil Rashid’s entry to the squad as replacement players seemed to have played a part.
