THE Ministry of the Presidency has said the decision to reassign Dr. Rupert Roopnaraine as Minister of Education to Minister of Public Service was a critical, administrative one and slammed a Stabroek News editorial on Sunday which among other things deemed the move insensitive.

In a statement calling for the retraction of the editorial the Ministry of the Presidency said it “rejects outright, the misrepresentations and obvious discrepancies, which appear to be designed to damage the reputation of President David Granger and, by extension, the Coalition Government, in the Stabroek News Editorial published on Sunday, June 18 regarding the reassignment of Dr. Rupert Roopnaraine.” Stabroek News Editor-in-Chief, Anand Persaud has since taken to his facebook page declaring: “No...there will be no retraction of the Sunday Stabroek

The ministry said on Tuesday, June 13, the Ministry issued a release announcing the adjustments in ministerial responsibilities, which saw Minister Nicolette Henry now holding the post of Minister of Education, while Dr. Roopnaraine, who held that position since 2015, was reassigned to the Ministry of the Presidency. “These adjustments were made in response to the findings in the preliminary report of the Commission of Inquiry into the Education sector, which prioritised the need for reform and innovation.”

PAC suggests GPHC seek U.S. help – locating ‘shell’ American pharmaceutical company THE Public Accounts Committee (PAC) on Monday urged the Georgetown Public Hospital Corporation (GPHC) to seek U.S. help in recovering the $1.883M spent on procuring 68 X-ray cassettes.

The advice was directed to the Corporation’s newly-appointed Acting Chief Executive Officer (CEO), Brigadier George Lewis, based on PAC’s discovery during the perusal of the Auditor General’s Report of the GPHC for 2015 that the cassettes were unaccounted for.

The finding has prompted PAC Chairman, Mr Irfaan Ali to warn against relying on foreign companies that continue to be awarded contracts for the procurement of items but fail to deliver.

It has also caused a written request to be sent Finance Secretary, Dr. Hector Butts and Cabinet, through the Minister of Public Health, for a write-off of the $1.883M as the GPHC, despite the best efforts of the police here, has been unable to locate the principals of the company.

The company at reference, AJ Med X-ray, which ostensibly operates out of Florida, USA, reportedly received payment, via wire transfer, through the Guyana Bank for Trade and Industry (GBTI) for the procurement of the cassettes. The transaction was reportedly done on November 22, 2010.

Brigadier Lewis, in response to a number of questions posed by PAC member, Bishop Juan Edghill, disclosed Monday that the hospital is yet to receive a

refund of the money, some six-and-a-half years after payment would have been made.

“This company no longer exists, and was a ‘shell’ company,” Lewis told the PAC, adding that the GPHC was advised to seek a write-off for the amount expended.

Edghill then asked if the contract for the procurement of the cassettes was solesourced, to which Lewis replied that he was advised that the contractor was selected through the quotation system.

That response prompted PAC member, Mr Charrandas Persaud to question who signed the agreement on behalf of the company.

“We need to do something about these American companies; seek the assistance of the embassy… We need to pursue it from that angle,” Ali suggested.

In response to a query from PAC Coalition member, Ms Valerie Patterson as to why it has taken so long for the purchase to be written off, Lewis explained that it was the police who suggested that the GPHC do so. “I don’t think for the next period under review we would have this item reflected in the report,” Lewis said.

He disclosed that the police became involved with the matter on January 27, 2015; he also committed to being more diligent in the selection of companies which provide services to the Hospital.

whether they are associated with any other company currently supplying services and products to the Guyana Government. He said those recommendations must be heeded before the GPHC approaches the Finance Secretary for a write-off.

AN OLD ISSUE Meanwhile, Brigadier Lewis was asked to tell the Committee of the impact the non-delivery of the cassettes have on the operation of the GPHC. In his explanation, Lewis, who recently took charge of the GPHC following the sacking of former CEO Allan Johnson, said: “It is an old issue; it has no impact on the organisation in terms of performance; in terms of value for money.

“Yes, we have acquired other cassettes, and that department continues to function.”

The issue of overpayment of salaries totalling $1.368M for 2012 to 2015 and related deductions total-

ling $84,252 not being recovered also formed part of the discussion during Monday’s hearing.

The Audit Office has recommended that GPHC continues to follow up on the matter, with a view to recovering the overpaid amounts, as well as engage the deduction agencies towards retrieving same.

It was noted that for the Year 2012, $59,217 was recovered, leaving a balance of $514,993, and that for 2015, the sum of $91, 668 was recovered, leaving $756, 773 outstanding. Notices have since been sent to former employees, and legal advice sought.

Lewis explained that the overpayment was as a result of employees abandoning their posts without informing the Hospital. He accepted during questioning that there is a time-frame of three days without notification, which indicates abandonment of post. This prompted Edghill to query: “Could I conclude that these overpayments made are no more than one or two days per person?”

In responding, Lewis said: “Sir, that conclusion I don’t support, because, when salaries are paid, they are done in its entirety; not in parts… Once the money gets into the Bank, it is challenging to prevent the employees from accessing it.”

Cocaine mule in custody, excretes 72 pellets A MAN was arrested on Sunday at the Eugene F Correia International Airport at Ogle, East Coast Demerara (ECD) by a vigilant rank of the Customs Anti-Narcotics Unit (CANU).

According to a CANU release, Randolph Muir, also known as “Roach” of Enterprise, Mahaicony, was on a flight scheduled for Barbados when he was apprehended.

He was escorted to a city hospital, where he reportedly excreted a total of 72 cocaine- filled pellets between Sunday evening and Monday.

The excreted pellets weighed a total of 592 grams, and Munir is currently in custody pending further investigations.

He is expected to be placed before a magistrate on Wednesday.

At this, Lewis reminded Figueira that he recently assumed duty at the GPHC. “I have not concluded my review of operations of GPHC as yet, and, by extension, I was unable to properly review the system to see if there is need for improvement along the way,” he said, adding: “The DPP and Police are involved in the operation...

It was on this note that PAC member, Mr Persaud requested that a letter be sent to the DPP, enquiring what the decision on the matter is.

In the 2015 audit report, it was also found that 31 payment vouchers for 2014, valued at $66.169M, could not be located. As such, the Audit Office has recommended that the GPHC properly secure its records and present same for audit when requested.

However, Lewis disclosed that all outstanding vouchers were presented to the Audit Office and the matter has been concluded.

OTHER DISCOVERIES It was also discovered that there was a quantity of expired drugs located at the Pharmacy Bond, Central Stores and the New Guyana Pharmaceutical Corporation (GPC) bond at Ruimveldt in July 2016. PAC Chairman Ali requested to know the value of the expired drugs that were disposed of on November 22, 2016.

The Acting CEO told the Committee that the drugs fall under two categories--namely donations and procurement, and noted that most of the expired drugs were drugs received from donors. Lewis disclosed that the GPHC is working with donor agencies to encourage them to donate drugs that at the very least have a minimum shelf life.

“Secondly, our policy, in terms of purchasing drugs, was to ensure we have an 18 months period shelf life, and we are looking at the computerisation of the system…to ensure we get alarms,” added Lewis. There are currently three functional bonds and

Lewis told the Committee that at this point it would be difficult for him to foresee the need for privately managed bonds.

“Are you preparing for a centralised bond?” asked Ali to which Lewis replied, “We are prepared to operate within the system the parent ministry introduced; at this time we have not received any policy directions on the matter.”

Lewis disclosed that the GPHC has not yet cleared debts owed to the New GPC but noted that the entity is in the process of doing same.

Meanwhile, the Auditor-General has noted in his report that the staff of the Pharmacy Bond was reluctant to identify drugs that had a short shelf life. When asked what may have been responsible for the reluctance, by Edghill, Lewis said he too finds the action of the staff surprising.

“I am worried as to why the staff wasn’t cooperative.

They should have been…” he said. His response prompted Edghill to ask whether it “Would it be safe to conclude that there is no system in place to monitor drugs with short shelf life.”

Lewis noted that a number of systems have to be put in place to correct the situation and among those systems includes the monitoring of the shelf life of the drugs that have been supplied through donation or purchases.

The acting CEO said too that there were monthly checks in place but noted when the computerised system takes effect it would be much easier to monitor the drugs.

The issue of non-observation of the Stores Regulations of 1993 relative to log books not being written up in a continuous manner, was also raised by the PAC. Log books for fifteen vehicles were not presented for audit examination. However, Lewis explained that there was a case where log books were allocated to drivers and not to vehicles. “That has been changed; that was an unhealthy system. It has been corrected,” he said, adding that there is currently a transport officer who monitors the log books, and ensures they are properly filled out.

It was however noted that some drivers are challenged. “We are working with them to ensure they are properly filled out,” Lewis said.

New life for Integrity Commission

YEARS after being dormant, the Integrity Commission will be reconstituted, and equipped with an expanded Code of Conduct which forms part of the Integrity Commission Act. In an interview with the Guyana Chronicle on Monday, Prime Minister Moses Nagamootoo said now that the Integrity Commission (Amendment of the Code of Conduct) Order 2017 has been gazetted Government will be forging ahead with plans to reconstitute the commission.

In the past, the functioning of the Integrity Commission has been a controversial issue, though the previous administration had sworn in members in 1999, the Commission’s Chairman, Bishop Randolph George, resigned in 2006, and the commission has since been headless.

Russia responds...

Warns US-led coalition of possible retaliation

--after downing of Syrian military plane RUSSIA has warned the USled coalition fighting in Syria that it will view its aircraft as targets, after a Syrian military plane was shot down on Sunday.

The coalition said the Syrian Su-22 had bombed US-backed fighters battling so-called Islamic State in Raqqa province.

Russia, the Syrian government’s main ally, also said it was halting communications with the US aimed at preventing such incidents.

Syria’s army said the “flagrant attack” would have “dangerous repercussions”.

It comes at a time when the US-led coalition and the fighters it is supporting on the ground attempt to oust IS militants from the city of Raqqa, the de facto capital of the “caliphate” they proclaimed in 2014.

RUSSIA’S RESPONSE “Any aircraft, including planes and drones belonging to the international coalition oper-

ating west of the River Euphrates, will be tracked by Russian anti-aircraft forces in the sky and on the ground and treated as targets,” the Russian defence ministry said.

However, it stopped short of openly saying it would shoot down coalition aircraft.

Reuters news agency quoted a US military spokesman as saying it was repositioning aircraft over Syria in the wake of the incident, to ensure the safety of American crew members.

Russia also denied the US had used a communications channel before the Su-22 fighter bomber was shot down, and said it was ending a memorandum of co-operation with the coalition aimed at preventing air incidents and guaranteeing flight safety.

But the chairman of US military’s Joint Chiefs of Staff, Gen Joe Dunford, said it was seeking to re-establish the “deconfliction” communications line with Russia, adding that it had remained in use “over the last few hours”.

It is not the first time communications have been suspended between the two sides - in April, the hotline was shut down after the US launched 59 Tomahawk cruise missiles at Syria’s Shayrat airbase in response to a suspected chemical weapons attack on a rebel-held town in Idlib province.

The US and Russia had agreed to resume communications last month.

UK Prime Minister, Theresa May called on Russia to continue using available measures to “reduce the chance of misunderstandings over what is a crowded airspace”, Reuters reported.

US ON THE DOWNING The Su-22 fighter bomber was engaged by an F/A-18E Super Hornet after it dropped bombs near the town of Tabqa in Raqqa province on Sunday afternoon, the Pentagon said.

It is believed to be the first air-to-air kill of a manned aircraft by a US military jet since the

Kosovo campaign in 1999.

The US-backed Syrian Democratic Forces (SDF), an alliance of Kurdish and Arab fighters who are leading the offensive on Raqqa, were operating in the Tabqa area.

A statement from the coalition’s Operation Inherent Resolve said pro-government militiamen had attacked SDF units, driving them from the town of Ja’Din. The coalition conducted what it said was a “show of force” - a reported buzzing of the pro-government troops by jets to stop the attack and then called Russia to try to “de-escalate the situation and stop the firing”.

However, the Su-22 dropped bombs on SDF positions a few hours later, the coalition said, and “in accordance with rules of engagement and in collective self-defence of coalition-partnered forces [the plane] was immediately shot down”.

Attempts to warn the plane away using an emergency radio frequency failed, the US military’s Central Command said.

Both Russia and Syria say the warplane was on a mission against IS about 40km (25 miles) south-west of Raqqa, when it came under fire.

Russia said in its statement that the Syrian pilot had ejected over IS-controlled territory and “his fate remains unknown”.

AIR COMBAT KILLS Despite Hollywood blockbusters showcasing close-range aerial battles, they have almost vanished from modern warfare.

“The era of dogfighting is largely over,” says Justin Bronk, a research fellow at the Royal United Services Institute, specialising in combat airpower.

“After the totally lopsided kill-to-loss ratio attained by the US Air Force and US Navy during the First Gulf War, it is a very rare thing for regimes under attack by the US and its allies to send fighters up in defence since they know how it will end.”

New Yorkers honour ‘GT’ child designer --for exemplary humanitarian service

By Shauna Jemmott BUDDING fashion designer and entrepreneur, nineyear-old Sapphire Autumn Rose was on Friday awarded the ‘Golden Arrowhead of Youth Award of Achievement and Distinction’ during Guyana’s 51st Independence Anniversary Celebrations in New York.

The event, held at the Brooklyn Borough Hall on Joralemon Street, Brooklyn, also saw the child prodigy receiving two citations, one from the celebrated Mathieu Eugene, the first Haitian native to be elected to the New York City Council, and the other from Hon. Eric Leroy Adams, President of the Brooklyn Borough.

The New York City Council’s citation presented to the young designer and humanitarian reads: “Whereas a great city is only as great as those persons who give exemplary service to their communities, whether through participation in voluntary programs, through unique personal achievement in their professional or other endeavors or simply through a lifetime of good citizenry; and whereas, such service, which is truly the lifeblood of the community and the city, so often goes unrecognized and unrewarded; now therefore be it resolved, that as duly elected member of the New York City Council, we recognize that in Sapphire Autumn Rose, we have an outstanding citizen, one which is worthy of the esteem of both community and

Rose was the only child among 11 persons honoured at the prestigious awards ceremony organised to commemorate Guyana’s 51st Anniversary of Independence.

The ceremony followed a cultural presentation, and a ‘Taste of Guyana’ reception held in the Rotunda of the municipal building.

The ceremony was reportedly organised by the Guyana Tri-State Alliance (GTSA), under the patronage of Brooklyn’s Borough President and Councilman, Dr.

Mathieu Eugene of the 40th Council District of Brooklyn.

The lead paragraph of a feature article on the child and published in a special magazine by the GTSA for Guyana’s Independence anniversary reads: “Sapphire Autumn Rose was born to design! She has inherited her skill from both parents, Guyanese-born fashion icons Michelle Cole and the late Trevor Rose, and now, at nine years old, her star has risen.”

The young designer’s work was first recognised

when she was featured in the January 7, 2017 edition of the Sunday Chronicle Pepperpot Magazine, in an article detailing how she moved from simply setting a goal to becoming a young professional designer, humanitarian and entrepreneur while still working to achieve excellence in education.

Just last month she was honoured in the USA by the international KiddiePreneur brand as a successful child entrepreneur.

When contacted by the Guyana Chronicle, Sapphire’s mother, Michelle, said they were both honoured and excited about this latest development in the child’s life.

Describing her eldest as a “focused child” in whom she has always had high expectations, Michelle told the Guyana Chronicle on Monday: “Well, she told me a long time ago that she will be better than I am. My response was, ‘I expect nothing less, since I am your teacher.’ I expected her to do well. She is a very focused child; almost a perfectionist at times. She will try and try until she gets it right.”

Nicolette Henry, Minister of Education A storm has arisen over the recent decision by President David Granger to reassign Education Minister, Dr. Rupert Roopnaraine to the post of Minister of Public Service within the Ministry of the Presidency, and to effectively promote the Junior Minister of Education, Ms. Nicolette Henry to the substantive post of Minister of Education.

Our editorial yesterday dealt with the political ramifications of the reshuffling – today, we speak to the more important aspect, the implications for education.

In her previous post, Minister Henry has made some unfortunate public gaffes, her most recent and egregious being her reading verbatim what was clearly a recycled prepared speech, one that she failed to adequately correct via ad lib when she would have noticed the speechwriter’s error of mixing up two religious holidays.

For her ‘crimes’, she has received an alarmingly disproportionate amount of criticism, derision and ridicule, a situation that cannot be said to be a fair and objective reflection of what she has actually been there to do – run a ministry in the interest of people. What has not been, but should be, taken into consideration in the most scathing critiques (notably including one published in the editorial column of a leading private paper) is that over the past two years under her watch there has been no taint with regard to accountability coming out of the departments under her purview. She has not been subject to Parliamentary censure, there has not been any danger of her being brought before the Committee of Privileges, and the political opposition has had little to offer with regard to criticising her actual management of the ministry.

In contrast, her far more media-friendly predecessor presided over a situation in which almost annually there was some new scandal, large or small. When the current administration came into power, roughly half of the original state audits or probes covered activities run by the then Ministry of Culture, Youth and Sport – the Cricket World Cup 2007; Carifesta X (2008); the Sports and Arts Development Fund, an audit that only covered three of the fund’s seven years of existence, 2012-2014; the National Synthetic Track; and

the Olympic swimming pool. And this does not take into account the failure to develop and implement policy in a single portfolio area.

What has not helped with quelling controversy over the reassignments and establishing public confidence in Henry’s appointment is that the administration has been somewhat vague in what its post-reshuffle plans are, but the practical reality is clear – Ms. Henry is in fact the Minister of Education, serving with the confidence of a President who has underscored education as a key pillar of his national development platform, and building upon a policy framework established by Dr. Roopnaraine, one of the great intellects of the Caribbean region. She will not be likely removed or reassigned before 2020.

As Minister of Education, she has two primary tasks ahead of her. The first is to understand that her professional and academic competence in her field of specialty notwithstanding, her job is a political post and that two years into the public spotlight, she cannot ignore that there is a critical public affairs dimension to its execution, including engagement with what can be at times an acrimonious media. This means establishing an efficient, proactive public affairs unit at the ministry and personally mending bridges with the press. The second has to do with bringing her international standard internal systems management skills to bear in executing the policy vision as established by both President Granger and Dr. Roopnraraine, a vision that she as former junior minister should be completely au fait with. This means that her familiarity with programming strategies and monitoring and evaluation mechanisms, honed during her work in the international system, the US Center for Disease Control in particular, is going to be invaluable in the recovery of what has been recognised as a critically ailing education system. While much has been made of what has been said to be a supposed incongruity between Ms. Henry’s portfolio responsibilities and her professional/academic background (a charge never leveled against her immediate predecessors, Ms. Manickchand a lawyer and Dr. Anthony, a medical doctor),

her public health management training is arguably what the public education system needs at this juncture, both practically and symbolically. Her appointment comes at a time when the ministry is involved in several critical measures that will define its programme over the next few years, most notably mid-term review of the Education Strategy Plan and examining and implementing the recommendations coming out of the Commission of Inquiry into Education.

Finally, the idea to place a mechanism for education innovation and reform under the President’s portfolio is not in fact a diminishing of the efficacy of the Ministry of the Education, as has been bandied about, but a capacity-building initiative. The Ministry of Education is the agency tasked with reforming education but part of the quandary has been the ministry itself has to be subject to administrative and operational reform as part of that process. It is therefore natural and fitting that oversight responsibility for the reform and innovation process be external to the ministry, and the only qualified agency to take on responsibility for that component of the strategy is the Office of the President.

The path ahead for Nicolette Henry, Minister of Education will not be an easy one–as Dr. Roopnaraine’s mantra goes, “If education fails, Guyana fails.” While her blunders have been very public, the reaction to them are by no measure an accurate reflection of what she has so far done, which is to take in two short years a scandal-ridden former ministry and to restore it to some sense of operational normalcy. Let’s hope she can do the same at the Ministry of Education as a first step in what will be a great and arduous journey towards fixing public education in this country.

Cultural policy and political will

TWENTY years ago, I found myself at a curious personal juncture. While I had drifted towards the Arts stream when I was compelled to make a choice in fourth form, any sort of stellar achievement I had previously earned was curiously enough in the area of sports; track and field in particular. At some point in sixth form, I gradually decided that I would be this thing called a writer and leave my athletics behind. In the years to follow, I would be relatively fortunate in that quest–Christmas Annual, Cropper Foundation Workshop, Guyana Prize for Liter-

ature. But as quickly as I rose, I just as quickly found myself stagnated.

Only years later would it occur to me, during research consultancy with an initiative called the UWI-CARICOM Project, that I did not exist in an environment in which true growth was possible for a promising young artist and what was missing in Guyana, and much of the region, was policy to encourage and stimulate creative industry development.

This year makes the 30th year since the formation of the Regional Cultural Committee for example and there remains no central support mechanism for cultural policy development in CARICOM. As my research both wid-

ened and deepened, with particular focus on Guyana, I would come upon the one critical factor that was stymieing cul-

tural policy development – the deliberate absence of political will. I can give some examples of where that absence previously made itself manifest, all taking place around the year 2013. During his presentation at the UN High Level Thematic Debate on Culture and Development, held in June of that year, then Minister of Culture, Dr. Frank Anthony offered the following insight: “As we examine the merits of reflecting this theme in the post 2015 developmental agenda, I take this opportunity to underscore the high importance that the Government of Guyana places on culture as an integral part of the development of the Guyanese society. It is a natural reflection of the diversity of our

peoples and a testimony of the individual strengths that have combined to realize a proud and progressive society” Anthony’s speech was so thematically sound that the UN News and Media site did an article on it and has it available for download. However, the reality on the ground in Guyana was that, even with Anthony at the time the longest serving cabinet member in a single senior ministerial post, nothing in the then Government of Guyana’s actions reflected those words. For example, the key recommendation at the time for meaningfully addressing the issue of culture in development – according to CARICOM, UNESCO and UNASUR – was the creation and implementation of national

cultural policies developed out of a consultative process.

At the time Anthony was making the speech at the UN, he had been sitting for five years upon a Draft National Cultural Policy created by a very small group of people, and which has never been made publically available. Indeed, the document was so secretive that the Ministry’s strategy for 20142017 called for the creation of a national cultural policy; the drafters of said strategy clearly unaware that a draft did in fact exist.

ble commitments to the ideals expressed in that speech was about to expire and would eventually. It had to do with the principle framework under which the United Nations was treating cultural policy development, both nationally and internationally, the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expression. Having acceded to the Convention in 2009, Guyana was obligated to produce its first four-year documentation of measures taken in line with the Convention – what is called a Quadrennial Periodic Report (QPR) – by the end of June of 2013, the same month Anthony was addressing the UN on culture. Guyana failed to submit that report, significantly holding back technical and financial aid that a successful QPR submission would have entitled us to.

Last June, I was assigned to give a preliminary report on behalf of the Government of Guyana, before our scheduled submission this year. Realising that this would just have been our first report, instead of our second, I queried the absence of a 2013 report from a senior cultural bureaucrat installed under the former political administration. I received no answer.

When I consulted my research and investigation files conducted while the previous political administration was in power, there was correspondence from the UN reminding Guyana of its obligations. It was therefore a conscious and deliberate default

These are just two examples, out of literally dozens, where there was a deliberate absence of political will in establishing a national cultural policy as a basic tool for mainstreaming culture in development. This administration is objectively different. A national cultural policy was championed by no one less than the President, HE David Granger himself in the National Assembly, as early as six months before Anthony’s speech at the UN, when he noted, in arguing for a resolution on a national cultural policy as then Leader of the Opposition, that: “Guyana needs a cultural policy in order to explain that our heritage is fundamental to our identity as a nation and to our success as a society. That policy must be based on an understanding that an integrative nation fosters an inclusive society and a confident citizenry. We need a national policy that recognises the important positive part that culture and heritage play in national integration. It is because culture does have a role to play that serious consideration should be given to promulgating a policy rather than pursuing the present higgledy-piggledy approach. No one benefits from the absence of a national youth policy; no one benefits from the absence of a national sports policy and no one will benefit from the absence of a national cultural policy.”

Although this resolution

did not receive the support of(the) then government, his commitment to a national cultural policy was carried into the APNU+AFC’s manifesto for the 2015 elections, and found concrete expression in the appointment of yours truly as Advisor on Cultural Policy in June of that year.

For the past two years, as the officer responsible for policy development, there have been absolutely no barriers established in the Ministry of Education, either by Dr. Rupert Roopnaraine or the subject Minister for Culture, Nicolette Henry. With the former, himself no stranger to cultural policy having been engaged by Jamaica as expert in their own efforts over a decade ago, I’ve always had the sort of grand ideas guidance that could only come from someone his caliber.

With regard to the latter, an anecdote would sum up her attitude to the work of cultural policy development and best practice measures. Just after the elections, I saw an ad announcing Guyana’s participation in Carifesta and wrote a letter saying that it cannot be business as usual with regard to the usual lack of transparency in the selection of Carifesta delegations.

Although then not employed by the Ministry, I was immediately called in and appointed as a member of the planning committee and while the process was not perfect, for the first time in years, Guyana’s contingent membership for Carifesta was decided on the basis of audition

and application. This weekend, I sat with the members of the literary arts contingent, no one above their mid-twenties, all who went through a process in which they submitted applications which were independently judged and selections made.

In contrast, fourteen years ago, having just won the Guyana Prize for Literature, I joined the staff of the Guyana Chronicle around April of 2003. One of the first things I did was to protest political interference in the editorial department.

Carifesta was held in Suriname later that year, and Guyana fielded a contingent under the leadership of then Minister of Culture, Gail Teixeira – I was noticeably not on the contingent. It would take years for me to connect my internal protest at Chronicle with what effectively became a Carifesta blacklist throughout the life of the former administration.

Why this is important to note in the context of this piece is that not only is political will critical to the development and implementation of cultural policy, but also political will (as was the case for far too long) can also be deliberately, viciously hostile to not only cultural policy in its broadest sense but in fostering related things like transparency in cultural support, freedom of expression, and the rights of the creative individual. The environment

with regard to the development of young writers has changed clearly from 2003. Indeed, one of the writers selected for this year’s Carifesta is a columnist, writing in the state paper, who frequently criticizes government policy in her columns.

In brief, as a precise result of a policy directive on transparency and accountability by Minister Nicolette Henry, young creative talents finally have a fair shot at representing their country on the basis of merit.

All this change notwithstanding, because of how decisively previous political will had dwarfed cultural policy development in Guyana, the political will that currently exists at the level of senior government is not enough as is. In June of 2013, when Anthony was delivering his empty rhetoric in front of the United Nations, Guyana’s failure in its submission of its first scheduled QPR under the 2005 Convention was a result of zero political will in furthering culture. Four years later, the reality is that the danger of us passing a second deadline is imminent.

If this happens, the fault is mine. When, due to the absence of a national cultural policy, I started the Janus Cultural Policy Initiative in June of 2014, with the generous support of the Prince Claus Fund for Culture in Development, one of the principal action areas I developed was a strategy for advocacy, both in the public

arena and in the political realm.

I’ve spent the past two years interacting with citizens stakeholders convincing them of the need for their involvement in the creation, implementation and assessment a national cultural policy and the measures it would engender. Where I became complacent was in reinforcing in the minds of the senor political leadership the urgency of a national cultural policy, both in an off itself, as well as in keeping with deadlines like the QPR submission.

With a week now before the final deadline, and with tangibly greater political will and with many examples of advances in the cultural environment, we may very well still be at the same place in 2013 because of my failure to lobby and convince senior government outside of the Ministers of Education that far swifter action needs to be taken, particularly at the level of cabinet, in supporting the development of the infrastructure needed for efficient and timely cultural policy development and implementation. That sort of support, that enhanced, enlightened political will, is the critical element in ensuring that we do not fail our obligations to the international community, miss opportunities for much needed technical and financial assistance, and hence continue to fail our cultural legacy and our creative future.

We do not have a sense of entitlement –WPA – calls for greater inclusion of coalition partners in gov’t

By Ravin Singh ONE week after one of its members was reassigned at a ministerial level, the Working Peoples’ Alliance (WPA) – one of the coalition parties in government has said that it does not believe it is entitled to any particular ministry.

This was expressed by executive member of the party, Dr David Hinds, on Monday at a press conference at the party’s Queenstown headquarters. As part of the education reform process, the government announced last week that Dr Rupert Roopnaraine was reassigned from the Ministry of Edu-

cation to the Department of Public Service, under the Ministry of the Presidency.

However, he would remain a minister. Dr Roopnaraine is the WPA’s representative at a ministerial level, as is the case with all of the other coalition parties in government.

Asked about the reassignment of Dr Roopnaraine from the education sector, which was allocated the largest amount of money in the 2017 budget, Dr Hinds said he does not believe the party has a sense of entitlement.

“We do not feel there is a particular ministry in government that we are entitled to. I think we do feel that if we are going to be assigned

The WPA has often been described as the party comprising a high number of academics and intellectuals. Without inferring same though, Dr Hinds said that the party has over the years contributed “immensely to the shaping of policies,” and remains committed to doing same even now.

However, he noted that the party has not been able to contribute to the development as it would like, and that it remains ignorant as to what its role in government is, since the A Partnership for National Unity (APNU) coalition has not met since securing executive office in 2015.

“The WPA was not consulted after the coalition won. There was no meeting between the WPA and the

coalition or the President…

We want to be meaningfully engaged. We want to play a meaningful role in shaping policy and shaping the vision of the government” he said.

However, one opinion shared by political commentators is that more could have been done and achieved at the Education Ministry under the stewardship of Dr Roopnaraine – an internationally recognised scholar. Having been the WPA’s representative in government, the WPA was asked about Dr Roopnaraine’s performance at the ministry and whether the party is satisfied with what has been achieved under him.

Dr Hinds explained though that the party had not been monitoring the performance of the ministry and would not be in a position to provide a definitive answer. He noted too that: “We [WPA] feel that Dr

Roopnaraine had ideas about reforming the education sector and he did put some of those in the public domain. I think he begun to bring about some of those changes in the ministry. It’s a delicate and important ministry.”

Dr Hinds was also asked about his party’s contribution to the education sector, having expressed an interest in wanting to contribute to the government content and policy. However, he

told reporters that the party was never involved in the day-to-day operations of the ministry nor the policy which guided it.

“As a party, we did not have a voice in the day-today working of the ministry nor policy. We were not part of the policy making in the ministry. We have a lot of ideas in education, but as a party we were not involved” he said.

Dr Hinds made it clear too, that the WPA remains committed to ensuring the coalition government works, despite some level of dissatisfaction. “We are firmly committed to making this government work. We have been in the trenches for the last 40 years trying to bring about some change in this country. The government has a unique opportunity to bring about change. We worked hard to put them in power and we do not want to bring them down” the executive member said.

State closes case – in Old Year’s Day 2009 murder trial THE State on Monday closed its case in the 2009 Albouystown murder trial in the Georgetown High Court before Justice Navindra Singh and a 12-member jury.

The accused, Steve Allicock, allegedly murdered Wendell Tappin, 23, called “Wendell Keyco” of 88 James Street, Albouystown at about 16:00hrs on December 31, 2009.

Tappin was reportedly involved in an argument with another man who then stabbed him in his chest and escaped.

Tappin, a father of two, was taken to the Georgetown Public Hospital where he was pronounced dead on arrival. He was stabbed to death during a row over a cell-phone battery.

Closing addresses were made by both the defence and the State, and the summing-up of the case is scheduled for Tuesday after which the jury will return with a verdict.

by Maxwell McKay and Debra Kumar.

In leading his defence, Allicock elected to remain in the prisoner’s box where he gave a statement.

He said, “I was nowhere near at the time; I was in Suriname, and when I came back, I heard about the incident.”

One of the two final witnesses who testified on Monday was Dr. Vivekanand Bridgemohan who performed the post mortem on Tappin’s body on January 4, 2010.

He gave as the cause of death “shock and haemorrhage due to a stab wound to the heart.”

Dr. Bridgemohan told the court that besides several abrasions, Tappin’s body bore multiple stab wounds to the chest.

After testifying, the doctor, who is the pathologist assigned to Region Six (East Berbice-Corentyne), told the judge that he would like to

say something.

That “something” was to apologise for not showing up in court on Friday.

It transpired that when the police went to Dr. Bridgemohan’s home to escort him to court that day, he barricaded himself in his house and refused to come out, which caused the trial to be stalled.

His action caused Justice Singh to issue an arrest warrant for him and the sister of the deceased, Natasha Tappin, who reportedly jumped through a window when the police went to her house to inform her that she had to attend court on Friday to give evidence.

Tappin told the court on Monday that around 15:30 to 16:00hrs on the day of the murder, she saw her brother, Wendell, lying in a pool of blood in front of a parked truck on Hill Street, Albouystown.

She related that she called out for help after she saw the condition he was in, and helped put him in a car and accompany him to the

GPHC. The witness recalled seeing a crowd around her brother’s bloodied body, but could not say how many persons were there, since she was crying and was not paying attention to such details.

When asked if she knew the accused, the witness replied in the affirmative, saying that he was a friend of hers and her sibling; that she used to see him often, but that since the incident, she was now seeing him for the first time. As she spoke, she pointed to Allicock, who was seated in the prisoner’s box.

Allicocks’ father, Leonard, and his uncle, Randolph, were also charged with Tappin’s murder, but were both freed.

PAC hears of missing track and field equipment …Min Lawrence slams poor supervision

THE disappearance of a Seiko Track and Field Electronic System and one Start Gun RG valued at US$2,985 and US$159 respectively from the Ministry of Culture, Youth and Sport (Department of Culture) was on Monday brought under the microscope by the Public Accounts Committee (PAC).

Permanent Secretary, Melissa Tucker, was called upon to explain how $1.614M was expended for consultancy fees and $2.511M for airfare for which no evidence of tender board procedures was seen in the case of the missing items.

The Audit Office in its 2015 report noted that there was no evidence that the aforementioned items were received. As such, the Office recommended that the Ministry takes all necessary steps to bring closure to the matter.

A copy of a police report as it relates to the missing items was presented to the Audit Office in April 2017.

faan Ali questioned whether the Ministry was ever in possession of the times, to which Tucker replied in the affirmative.

She told the PAC that the items were not entered into an asset register. “When did you receive this item?” asked Ali. Tucker informed him that she was not in possession of the document which resulted in Ali warning those appearing before the Committee about being ill- prepared. Tucker was not the Permanent Secretary of the Ministry during the Audit Report period.

“I understand you are new, but these paragraphs beg this information, and you are not prepared…When did you receive it, where was it entered, where was it stored?” he continued.

Tucker in a bid to ensure the PAC is provided with clarity, called on Mr Haywood, the Supplies Officer to answer questions.

…calls on sugar workers not to fall prey to attempts to incite PRIME MINISTER Moses Nagamootoo has refuted claims that he had promised sugar workers 25% wage increase, saying that the statements are all part of efforts to incite sugar workers.

In a statement, the Office of the Prime Minister (OPM) said Opposition MP, Anil Nandlall who made the claims, has descended to an all-time low against the Prime Minister and has fabricated a litany of lies in his desperate diatribes published in Monday’s edition of the opposition newspaper, Guyana Times as an “Op-Ed”.

Nandlall is reported to have stated that in 2011 the Prime Minister, then in opposition, had promised sugar workers 25% increase in wages. “This is a crude invention for which Nandlall can give no proof. It is clear that Nandlall was unleashed by his handler against the Prime Minister after his devastating exposure

of the Bharrat Jagdeo regime for bankrupting the sugar industry during the June 15th sitting of the National Assembly,” the OPM statement read. “The Opposition Leader had fallen into a trap when he insisted on speaking after the Prime Minister, only to receive a brutal verbal thrashing and bludgeoning by Minister of Natural Resources, Raphael Trotman, the footage of which has since gone viral under.”

According to the OPM, the Prime Minister has consistently exposed the Jagdeo-led PPP for bringing the sugar industry to its knees.

The OPM said Nandlall is resorting to typical vendetta politics, in a lame attempt at getting at the Prime Minister for Jagdeo’s inept attempt to avoid blame for the crisis in the sugar industry, and for trying to sidetrack the $82B indebtedness of GuySuCo and the colossal waste of $50B on the failed Skeldon factory. Jagdeo could not shrug off claims that his regime had started to close sugar estates and that sugar lands were hived off to PPP cronies. “Nandlall is also peddling the gargantuan lie that the Coalition Government had blocked bailouts for the sugar industry. On the contrary, the Coalition Government, even while it was in opposition, voted for

every bailout package for sugar workers.”

Further, after it took office, the Coalition Government voted for over $32B (2015-2017) to further help the sugar industry stay afloat, and to pay wages to sugar workers whilst it worked on a plan to make the industry profitable.

The Coalition Government has tabled in Parliament ideas to do so through the merger of operations and diversification. “The Office of the Prime Minister condemns Mr. Nandlall and the PPP for attempting to exploit the situation in the sugar industry by making it into a political fun-game, and for kicking the fate of sugar workers like a football. Sugar workers must not allow themselves to be fooled by opportunistic, political hustlers like Mr. Nandlall, and must not fall victim to their desperate campaign of stirring racism and division.”

But his attempt to cast blame on the appointed officers did not sit well with PAC member, Volda Lawrence, who called him out immediately on the matter. “I want to differ with PS King… the stores officers are being blamed here… [But] the system provides for the checks and balances…supervisory check offs,” said Lawrence, who then asked when the stock count and labeling of the items were done.

“Based on information received, the coding and marking was done during the period May-June 2016 after the stores would have been in place at the track,” said King who added that the items were received in February of the same year.

However, his statement was immediately corrected

by Haywood who, said the articles arrived late 2014 or

early 2015. He said the stores was “set up in June or July 2015.” “That is when everything was taken into stores. A caretaker signed as receiving all items. I saw them. Mr October signed all documents as receiving,” said the Supplies Officer. This prompted the PAC Chairman to caution senior officers against “the passing of the buck.” “I don’t think we have accurate information. PS, by the end of this week provide accurate information,” instructed Ali. Meanwhile, Lawrence noted that it is unacceptable for officers of the state to act in a callous manner. She said she hopes the said situation serves as a lesson to all within the public service. “Too often there is little or no emphasis on security of billions of dollars in items,” she said noting that often emphasis is placed elsewhere but not on storage and accountability.

She questioned why all mechanisms were not put in place from the time the items were procured. Additionally, PAC member Jermaine Figueira questioned whether the Department of Culture possesses adequate storage facilities. He was told by PS Tucker that there is sufficient storage at her Department.

Woman caught on camera stealing gets bail A FEMALE Tucber Park, New Amsterdam resident who was caught on surveillance camera stealing a purse containing a $100,000, was granted $ 60,000 bail when she appeared at the Reliance Magistrate’s Court, before Magistrate Marissa Mithelholzer, in East Canje on Monday.

Initially, she pleaded guilty to the charge of simple larceny, but changed it to not guilty moments after. Police Corporal Winston Poliah, prosecuting, said that on June 10, last, the defendant, Keane France went into the Kassim Poultry and Grocery shop at Main and Kent streets in New Amsterdam, where Donette Hinds was concluding a business transaction.

But the virtual complainant was seemingly in a hurry, and was seen picking up her handbag from the shop counter, leaving the purse behind. France was seen looking at the purse as the complainant exited the building, before picking it up, placing it into her bag, concealing it with a black plastic, before exiting the store.

However, after realising that her purse and its contents were missing, the complainant returned to the store and thereafter reported the matter to Central Police Station.

Following the report, the police uplifted the images from the surveillance camera, which was circulated via social media. Subsequently, France was identified, arrested and charged. The matter has been transferred to the New Amsterdam Magistrate’s Court for hearing on June 26.

Don’t fear the Bill …PAHO, gov’t tell citizens tobacco legislation good for them PAHO/WHO Country Representative, Dr. William Adu-Krow is anticipating the passage of the Tobacco Bill in the National Assembly.

Last Thursday, the Tobacco Control Bill was read in the National Assembly for the first time before the House by Public Health Minister, Volda Lawrence.

Describing it as a historic move, Dr. Adu-Krow said the bill was long in the pipeline dating back to 2008. It was conceptualised by the former Health Minister, Dr. Leslie Ramsammy.

In its current form, the bill provides for the adoption and implementation of tobacco control policies in accordance with the World Health Organisation’s (WHO) Framework Convention on Tobacco Control. The legislation will also serve as the legal reg-

ulator for administration, inspection and enforcement, while providing legislative protection from exposure to second-hand smoking by eliminating public smoking.

It will clear the way for the establishment of a National Tobacco Control Council.

Speaking briefly on the bill, while at the Occupational Safety and Health Workshop on Monday, Dr. Adu-Krow said while some persons are objecting to the clause which paves the way for smoking to be prohibited within private homes once persons are employed therein, there should be no trespassing of people’s rights.

“For me the answer is clear.

My rights end where someone’s rights begin. There should not be any overriding of rights,” he posited.

Meanwhile, Minister within the Ministry of

Public Health, Dr. Karen Cummings, reminded that Government is committed to preserving its greatest resource: its human capital.

“It is an indisputable fact that a healthy population positively impacts on the wealth of a nation. Therefore, we must constantly seek ways to further protect, preserve, and enhance the health and wellbeing of our citizens in every sphere of life,” she posited while underscoring the importance of the Tobacco Bill 2017.

The legislation, she underscores, will significantly reduce the exposure of citizens to tobacco smoke.

“One great element of this Bill will be the banning of smoking indoors. As simple as that sounds, banning indoor smoking will immediately create a plethora of safe spaces. The reduction in the

exposure of our citizens to harmful second-hand tobacco smoke will surely, in a large measure, preserve their lungs and ultimately their lives, especially since research has conclusively revealed that tobacco kills,” she explained.

“The implementation of this Bill is a major concrete way of protecting our citizens, while maintaining clean healthy work spaces,” Minister Cummings added.

Tobacco control has been a worrying issue in Guyana. No data has been made public on how many persons die from smoking every year locally, but according to the WHO, tobacco kills more than half of its users globally. Worrying was the fact that the Global Youth Tobacco Survey found that 21 per cent of students aged 13-15 smoke or had smoked in Guyana.

Pathologist jailed for one night – for failing to testify in court GOVERNMENT Pathologist, Dr Vivekanand Brijmohan, was arrested on Friday last and made to spend a night at the Georgetown Prison after he failed to turn up at the High Court in Georgetown to testify at an ongoing trial.

The Guyana Chronicle was reliably informed that the arrest was executed at the practitioner’s home at Number 64 Village, Corentyne, at approximately 15:00hrs on June 16 by

Berbice Divisional Deputy Commander, Senior Superintendent of Police, Errol Watts.

This newspaper understands that Dr Brijmohan was ordered to testify in the case of the State versus Steve Allicock, which is an ongoing trial at the Georgetown High Court, but he failed to show up and forced Judge Navindra Singh to issue a bench warrant for his arrest. The warrant was addressed to the Commissioner of Po-

lice, all police officers and constables of the Guyana Police Force (GPF), informing them that the doctor had breached his order, in that he failed to attend court on June 16, 2017 at 13:00 hrs.

According to the warrant, “This is therefore to command you to apprehend the said Vivekanand Brijmohan and bring him before the court of the said County. And if the Court shall not be sitting at the time of the execution of the warrant, then he shall be safely delivered into the

custody of the keeper of the…Georgetown Prison, and they are required to keep him until he shall be delivered by due course of the law…”

Meanwhile, following his arrest, Dr Brijmohan was taken to the Criminal Investigation Department (CID), Eve Leary , Georgetown, where the contents of warrant was read to him personally, before he was further escorted to the Camp Street jail. The government pathologist was released the following day.

The report indicates that there are numerous competitive advantages for Aquaculture as a key diversification venture and as a business opportunity for GuySuCo in the short, medium and long term. The main products considered in the report were Tilapia and Shrimp. However, the study concluded that Tilapia was more suited to the Wales Estate project site than shrimp

that required a relatively saline environment. The study highlighted that Guyana’s climatic conditions and soil types are ideal to support high growth rates for Tilapia throughout the year.

On the operational side, the study proposes that the capacity of the Corporation will have to be built from an organisational perspective – systems and retraining of employees – as well as recruiting appropriate skills and expertise for technical and operational management. Market opportunities for this venture are, to a small extent, local and regional.

However, the main targeted markets would be in the United States. Brazil also appears to be market of unexplored potential.

Yarrowkabra labourer killed in Soesdyke-Linden Highway accident POLICE are investigating a fatal accident that occurred over the weekend which left a 27-year-old labourer dead on the Soesdyke-Linden Highway in the vicinity of Marudi.

Dead is Mukesh Tobin of Yarrowkabra, a predominantly Amerindian community some two hours from Georgetown on the Soesdyke-Linden Highway.

The police say they were summoned on Monday following the discovery of the body, a cursory examination of which, as well as the scene, revealed that Tobin was a victim of a hit-and-run accident.

The body was positively identified by Tobin’s wife before being taken to the Lyken Funeral Parlour to await the customary post-mortem examination.

Two years jail for miner busted with illegal gun, ‘ammo’

AN ELDERLY miner was on Monday jailed for two years and fined $100,000 after he pleaded guilty to the illegal possession of a firearm and matching ammunition.

Michael Green, 63, of Duncan Street, Kitty, Georgetown was sentenced

by Chief Magistrate, Ann McLennan after he admitted that on June 17, 2017 at Iruma Backdam, Cuyuni River, he had a 9mm pistol when he is not a licensed firearm holder.

The man further confessed that on the same day and location, he had 23 rounds of matching ammunition. Green, who did not have legal representation, was sentenced to two years imprisonment on each charge. However, the charges will run concurrently.

Meanwhile, Green was also charged for threatening behaviour towards Vanessa Samuels on June 17, 2017 at Iruma Backdam, Cuyuni River. He pleaded guilty

and was fined $30,000, and if in default, will serve six weeks imprisonment.

Police Prosecutor, Arwin Moore told the court that on June 17, 2017 at about 19:30 hrs, the police went to a campsite at Iruma Backdam, Cuyuni River following a report of threatening behavior made by Samuels.

While at the campsite, ranks observed Green sitting in a hammock and putting a silver and black object in a carton box next to him.

The police contacted the defendant and carried out a search during which the gun and ammunition were found.

The prosecutor disclosed to the court that the defendant is in the habit of abusing Samuels, who is a cook attached to the camp. The court heard that Green had discharged several rounds in the air in an effort to scare the woman.

Green however told the court that the gun was bought to protect his camp, since he was previously robbed.

Guyana tightens visa issuance process in India

THE Guyana High Commission in India has taken steps to tighten up its visa issuance process to guard against possibility of human trafficking and other unsavory acts.

This was expressed by Deputy High Commissioner to the eastern state, Forbes July, when the Guyana Chronicle caught up with him during a brief visit to the Guyana on Monday. In an update on the Guyana/ India relationship since the seating of the coalition government, July mentioned that one area addressed by the Commission, is the strengthening of the visa issuance process.

The High Commission, according to the deputy, is responsible for the issuance of visas and the monitoring and maintenance of that process.

These visas are given for example, for business purposes, school, or visit.

July said that like other Caribbean and Latin American countries, Guyana too

has increased scrutiny in terms of the visa process, but of course not with the intent of making it difficult for persons to access Guyana, but to ensure the efficiency of the process.

When put to the diplomat that there were accusations in the past that Indian nationals were having easy access to Guyana, with some even attaining official Guyanese documentation and going on to vote in the country’s elections, July said that the Commission is responsible for issuing visas, and have no control over what happens when the foreigners arrive in Guyana. The deputy however reaffirmed that cases were found where foreign nationals were accessing Guyanese visas easily.

On the other hand, July said, the potential of Trafficking in Persons (TIP), was also a good reason to tighten the visa process, since this phenomena seems to be growing in many countries.

He said given his experience with the issue of TIP and its ramifications during his stint at the Washington, US mission, he is well aware of its potential and the Commission too saw it fit to look into that area. “…part of that increase in scrutiny (for visa issuance) would pertain to the fact that there are new officials assigned to India, the natural process we would go through, is to see what was happening before, where there might be loopholes or where things can be tightened up a bit more,” July stated. Prior to the coalition government entering office, former Home Affairs Minister and attorney-at-law, Ronald Gajraj, served as Guyana’s High Commissioner to India under the previous administration. Gajraj was accused of allegedly setting up a death squad here that killed hundreds of Guyanese.

‘Ghost teachers’ found …working in other departments in the ministry

By Zena Henry A number of teachers who were initially deemed non-existent, yet collecting salaries from the Ministry of Education have been located.

A list of at least 12 names was presented to education officials following a probe into what was described as the existence of ‘ghost teachers’ within the system.

The matter was brought to light during the handing over of the Commission of Inquiry’s preliminary report into the education system by its Chairman Ed Caesar, just over a month ago. Caesar had explained that in Regions Five (Demerara/Mahaica) and 10 (Upper Demerara/ Upper Berbice), for example, it was found that teachers were registered under the name of different schools, but checks showed that they were not employed there.

The implication was that fake names were registered with the school, while other persons were falsely collecting their salaries.

A closer look into the matter proved however, that the missing teachers were simply working in other parts of the education system although their names were registered as being employed under a particular school.

This is to help with the efficient use of staffers, recently appointed Chief Education Officer, Marcel Hutson, told the Guyana Chronicle on Monday.

Hutson explained to the newspaper that following checks into the missing teachers’ issue, the Regional Education Officer (REO) of Region 10 provided him with a list of those educators that could not be located and they were found to be performing duties in different locations, with some even working at city education offices.

Hutson explained that the education ministry has a placement unit that would help to distribute teachers and other relevant education staffers in the places where their services would be needed, and in some cases, urgently. As such, even if a teacher’s name is registered under a school that teacher could be relocated to perform duties elsewhere. Another reason why the teachers were not immediately located, the CEO continued, is because in the Berbice River, where ‘ghost teachers’ were also identified, there continues to be an issue with accommodation for teachers. Because of this, teachers facing this accommodation issue may be registered with a school in the area, but working in

another location.

In another scenario, Hutson said that retired teachers returning to provide services to the education system may also be registered under a school, but their service is being utilised elsewhere.

“Sometimes we need to expedite our services,” Hutson told the newspaper, referring to cases where teachers may have to be immediately relocated. “So again, you might see that teacher registered at a school, but is in a different location,” the CEO clarified.

Technical Advisor on Education, Vincent Alexander, had told the Guyana Chronicle weeks ago that initial checks into the ‘ghost teachers’ issue had already proven to be less alarming than it was appearing. He told the newspaper that a certain degree of authority is delegated to the regional Education District Offices where they can move teachers around, based on where they are required.

Alexander had made it clear at that time that even if one were to make ground checks at a school for a teacher and not find them it did not mean they could not be located. He said that the ministry’s records would be able to locate the staff and make the necessary verifications.

Linden-Lethem Road Receptionist jailed re-opened to for embezzlement vehicular traffic WITHIN two days of the Ministry of Public Infrastructure (MPI) announcing its temporary closure, the Linden to Lethem road has been reopened to vehicular traffic.

The road was ordered closed because of a damaged bridge between Mabura and Kurupukari which rendered it well nigh impassable.

According to MPI Permanent Secretary, Mr Geoffrey Vaughn, while the repairs are not of a permanent nature, the ministry took “quick steps” to return the road, which is the main artery to several interior locations in Region Nine (Upper Takutu-Upper Essequibo),

to normalcy.

The repairs, temporary though they are, he said, have resulted in little or no inconvenience to businesses in the region at reference.

He, however, hastened to acknowledge that despite the repairs that have been affected, the condition of the road continues to be a major concern to drivers who ply the route, who can’t wait for the commencement of Phase One of the proposed Linden to Lethem Road Improvement Project.

That project will see the upgrade of approximately 122.5km of road (inclusive of drainage) between Linden and Mabura Hill, and the construction of a new

single or dual-lane fixed bridge across the Essequibo River at the Kurupukari ferry crossing, a distance of approximately 600m.

Vaughn said the ministry is currently advertising for consultancy services for a feasibility study and design for both the road and Kurupukari Crossing.

The objective of the consultancy, he explained, is to upgrade the most recent feasibility study that was done for the said Phase One of the project, which is to be funded by the British government, through its UK Caribbean Infrastructure Partnership Fund (UKCIF) programme.

A receptionist was on Monday sentenced to 36 months for embezzling monies from Midas Enterprise. Ronella Tashanna Junior, 28, appeared before City Magistrate Judy Latchman and confessed to the fraud charge.

She admitted that between March 1, 2017 and June 16, 2017 at Charles Street, Charlestown, while being employed as a clerk or servant at Midas Enterprise, she fraudulently embezzled $219,000.

Prosecutor, Shawn counsellor told the court that Junior was an employee at Midas Enterprise and also worked at Hotel Princess Raven as a receptionist and at Giddings Payday & Pawnshop, all owned by one person.

The prosecutor further added that the woman was in charge of collecting monies from the hotel. However, when the owner checked the log books, he discovered that monies were missing.

The owner then reviewed the hotel’s CCTV footage and saw when the woman took the money. When questioned by the police, Junior reportedly admitted taking the cash and apologised for her actions.

In court, the owner, Paul Giddings, explained that he gave Junior several chances to change her ways since he had caught her

stealing before.

“Based upon my own investigation she’s thieving the monies to mine a man, who has five children,” the businessman told the court.

The Magistrate imposed a 36 months jail sentence on Junior and told her, “Don’t ever do it again.”

EU vows to ensure Paris Agreement implemented

“THE EU and all its Member States will not only implement the Paris Agreement, but are building strong global alliances to make sure [it] will be implemented, even after Trump’s decision to step back,” EU High Representative, Federica Mogherini, said on Monday.

Ahead of the Foreign Affairs Council, the EU official noted that combatting climate change is a question of security, not a luxury.

The Paris agreement on climate change is “fit for purpose and cannot be renegotiated” EU foreign affairs ministers stated in Council Conclusions adopted in Luxembourg. The EU “deeply regrets the unilateral decision by the United States Administration to withdraw from the Paris Agreement” and welcomes the strong show of support for the deal by other countries around the world.

“The European Union and its Member States remain united and absolutely committed to full and swift implementation of the Paris Agreement”, read the Conclusions, recalling also “the particular responsibility of major economies, accounting for some 80% of global emissions” to deliver on “our collective responsibility towards the entire planet, for this and future generations”.

“The world can continue to count on the EU for leadership in the global fight against climate change”, the ministers affirmed, noting the EU’s commitment to mobilise its share of the USD 100 billion per year for climate action in developing countries by 2020, as well as its quest to build and strengthen partnerships to combat climate change, including with a variety of stakeholders in the US. “We see in the United States

many, from businesses to local authorities, who are determined to live up to the commitments taken in Paris,” noted Mogherini, adding that the EU would support all those international partners who understand the reality and priority of tackling climate change.

Only recently the Guyana Government said it remains committed to the Paris Agreement on Climate Change which it signed on to in 2016 and maintains that Climate change remains a high priority for government. The Paris Agreement is an agreement within the United Nations Framework Convention on Climate Change (UNFCCC), which deals with greenhouse gas emissions mitigation, adaptation and finance starting in the year 2020.

ro/Siparuni) two weeks ago.

“For many people in our hinterland (climate change) is a way of life. They’ve actually come around to understanding that climate change will affect their daily lives and their livelihood.”

In 2015, Guyana was among 195 countries which committed to fighting the effects of climate change and adapt to its effects by signing onto the Paris Agreement under the UNFCCC. Guyana was the 17th country to deposit its instrument of ratification of the Paris Agreement on Climate Change. The Paris Agreement has been hailed as providing a historic opportunity for the global community to respond to the challenge of climate change in an appropriate manner. Efforts to combat climate change and its impacts are of particular importance for low-lying coastal developing states like Guyana. The early rati-

fication of the Paris Agreement is consistent with the stated commitment of the Government of Guyana to strong action towards the mitigation of, and adaptation to, climate change.

Meanwhile, Harmon had described the withdrawal of the US from the Agreement as “unfortunate,” while noting that “the rest of the world is going in a certain direction.”

He said going forward the international community will now have to “regroup and have a fresh look” at their commitments under the Paris Agreement.

In keeping with its pursuit of a low carbon and green growth trajectory of sustainable development, Guyana’s contribution will be especially focused on the preservation and sustainable management of its forests, and increased reliance on renewable sources of energy.

Lindeners want ‘call centre building’ freed up …NICIL says no feasible business plan presented

By Vanessa Braithwaite THE Guyana Stores building that formerly housed the Toucan Connection Call Centre in Linden in which scores of young Lindeners were employed before closure in 2015, remains empty and while many investors have expressed interest in setting up shop at the building, Region 10 officials are blaming the National Industrial and Commercial Investment Limited (NICIL) for holding up progress.

Lindeners were calling for Qualfon to establish a branch in Linden since recent announcement of its expansion and aggressive recruitment campaign.

Regional Chairman, Renis Morian, however said that while Qualfon has not expressed interest, several other investors have done so and have put forward their business plans but to date, nothing has materialized, while the business centre continues to be dormant.

Speaking to Guyana Chronicle on the issue on Monday,a top Linden Enterprise Network (LEN) official who asked not to be named, said a section of the building has been handed over to LEN, which currently houses a car dealership and a security firm. The official told the Chronicle that several investors have seriously engaged LEN in renting the other sections and have presented extensive business proposals.

“Nothing has been realized, however NICIL is holding the building hostage while awaiting payment from the Ministry of Finance (MoF) for extensive repairs that were done.”

The official explained that the section LEN became custodian for underwent extensive repairs to the roof, while the other section remains exposed to the elements as a result of that side of the roof that is in a state of disrepair. “The roof needs changing, there are computers in there, furniture in there that is left to

wet every day and you know what I am hurt about; people in Linden need jobs even if it is minimum wage,” the official said, adding “there are several correspondences to show that LEN expressed interest in engaging NICIL in the matter since investors are being turned away, while Linden continues to suffer, despite in dire need of development.

Mayor of Linden, Carwyn Holland, in an invited comment said that the municipality is more than happy to see the building utilised since he personally engaged persons who have expressed interest but nothing has materialised. “I believe that there is some difficulty; I want to know why persons cannot access the facility, I want to know why?” Holland asked.

Chief Executive Officer of the NICIL, Horace James, however rubbished the claims that NICIL is holding the building hostage, but in fact said that the investors who have visited the facility and expressed

interest have not presented feasible business plans thus far that can be passed by both the Ministry of Business (MoB) or GO INVEST. James said that NICIL has written the MoB informing them that the building is one of the few available in Linden for investment and has even organised visitsthe latest being last week to the facility.

The CEO confirmed that NICIL had requested reimbursement from the MoF for funds utilised on the building but this is in no way hindering the process.

“Anyone of those investors has to come up with a feasible business plan that will be passed.Up to Saturday we had a small group; two youngsters who started a call centre in Linden. I had made arrangements for them to visit but they have to come up with a plan,” James stressed, while adding that the onus is not on NICIL to decide which type of business should occupy the building but it’s up to

the MoB. In September of 2015, 90 employees of Toucan Connection Incorporated, a St Kitts-based company, were abruptly sent home after the company closed doors without even paying

them severance packages.

Many of those workers are still unemployed and were given many promises that they would be given first preference when another firm invests in the building.

National workers’ health policy being drafted OCCUPATIONAL Safety and Health (OSH) workers from across the country are currently meeting in Georgetown to draft a National Outlook of Workers’ Health Policy which will ultimately lead to the formation of a Plan of Action.

The Sustainable Development Goals (SDGs); Non-Communicable Diseases and Workers’ Health; Global and Regional Action Plans on Workers’ Health; and a National Outlook on Workers’ Health were among areas high on the agenda when the Occupational Safety and Health forum opened on Monday at Cara Lodge.

In delivering opening remarks in the presence of PAHO/WHO Country Representative, Dr. William Adu-Krow, Minister within the Ministry of Public Health, Dr. Karen Cummings said Guyana is currently in the process of aligning its work in the area of Occupational Safety and Health with the guidelines outlined by the World Health Organisation (WHO).

WHO’s global Plan of Action on workers’ health 2008–2017, encourages an inter-sectoral and inter-disciplinary approach between its member states to partner with workers and employers to formulate policies that protect and promote workers’ health.

Dr. Adu-Krow, for his part, explained that the establishment of a National Outlook for Workers’ Health will act as a catalyst for the development of a National Action Plan on Workers’ Health.

Dr. Adu-Krow said though Occupational Safety and Health is very important, many cases are not brought before the authority with some victims opting to settle the matter with their employees.

However, he said this trend is changing. “People are beginning to exercise their rights.” To the employees of companies and businesses, the PAHO/WHO Country Representative, said special efforts should be

made to ensure that workers’ health is safeguarded.

“Provide what they need and leave the final decision to them. So that if they don’t wear the protective gear and they fall ill or they die, it is there choice not yours to put on the protective gears,” he posited.

“As employees we must do the right thing, and we must demand the right thing,” Dr. Adu-Krow added.

In Guyana, the health and safety of workers are protected by the Occupational Safety and Health Act. At the end of the five day forum, it is expected that “very innovative and practical solutions” will be placed on the table for the establishment of the Plan of Action.

‘Fun Park Rentals’ to launch innovative ‘piggy-bank’ drive ENTERTAINMENT company, Fun Park Rentals, will later this month launch an innovative drive called “Teaching Children Smart Money Habits for a Lifetime”.

The initiative, which is being realised with the help of the Small Business Bureau and Tech Pro Security Products Guyana, will be incorporating the “Money Savvy Piggy Bank” system, universally known as a variation of the traditional “Oneslot Piggy Bank”.

According to Fun Park Rentals Manager, Athalyah Yisrael, the objective here is to teach children throughout

Guyana how to be financially independent, and call on parents, teachers, guardians and policymakers to get on board to transform the coming generation into a money-savvy one.

“We would agree,” she said, “that there is a need for more financial education for children. This lack of education eventually results in adults who suffer terribly with money management issues.”

Through the drive, Yisrael said, it is hoped to empower children with the aid of the “Money Savvy Piggy Bank”, which is essentially a money-management tool that

teaches them how to grow and multiply money from as young as four years old.

Noting that its essentially a 21st Century twist on the traditional “piggy bank”, Yisrael said the new system deploys four slots, called chambers, instead of one, each of which is labelled in accordance with the child’s money-management project of choice, namely: Save, Spend, Donate, and Invest.

“We strongly believe that if you teach your children to budget and save when they’re young, they will develop good money habits when they’re adults,” Yisrael said.

Essequibians respond favourably – to law enforcement-led Career Day Fair HUNDREDS of youths turned out to the Career Day Fair hosted on Saturday at Anna Regina, on the Essequibo Coast.

The event, which was held at Damon Square, attracted well over a dozen government agencies and several private sector entities, all of which presented job opportunities to the many

unemployed Essequibians.

Regional Chairman, Mr Devanand Ramdatt, praised the initiative, which was organised by Divisional Commander, Senior Superintendent of Police, Stephen Mansell.

Commander Mansell used the occasion to encourage the young adults to take advantage of the opportu-

nity, since being gainfully employed can create many avenues for further development in life.

Among public sector agencies at the Fair were: The Guyana Lands and Surveys Commission; the Guyana Forestry Commission; the Guyana Energy Agency; the Ministry of Public Health and Ministry of Education;

Republic Bank; the Guyana Elections Commission; and the Guyana Defence Force, the Guyana Police Force and the Guyana Fire Service.

According to the commander, there are a number of ways law enforcement officers actively give back to their communities, the most successful of which involve interaction with the people therein.

Said he: “Youths are one of the most at-risk groups

there is when it comes to crimes committed against people. Whether they witness or experience violence, it has a lasting effect on them.

If their interaction with the police under these traumatic circumstances is not positive, they run the risk of developing a lifelong distrust of the police.

“There are numerous programmes and training opportunities for children, parents and educators to prevent and

curb violence against children. Interaction with law enforcement in these safe environments often serves as a beginning to developing this lasting trust.”

Of course, the goal, he said, is for these youths to grow up to be productive individuals in their communities, and to continue to help foster positive relationships between their communities and law enforcement.

ference will be held under the theme, “National Rastafari Unity for Recognition, Justice and Development”.

She said President Granger confirmed that he will be the keynote speaker, and that the objective of the conference is to discuss reparation, repatriation and restoration

within the International Decade for People of African Descent 2015–2024, which was proclaimed by the UN General Assembly in a Resolution adopted on December 23, 2013. The theme of the International Decade is “People of African descent: Recognition, justice and de-

velopment”.

She said African groups need to come together under one umbrella to craft a plan for the remainder of the decade, and that overseas delegates and panelists are expected from Ethiopia, Jamaica and St Lucia. Also expected to be here for the conference is Ras Bunny Wailer of the CARICOM Reparations Commission.

“All are invited, especially families and relevant stakeholders are advised to attend since we want to promote developmental projects in our respective communities,” Gittens said, adding that of the 16 national holidays here, only one has been set aside for the African community.

“We are asking for a national holiday for Rastafarians, and we want to be recognised as a cultural religious movement,” Gittens said.

Green Machine to host USA South on July 1 for RAN 15s title

TWO years ago, Guyana’s National Rugby team, popularly known as the ‘Green Machine’, etched their names in the history books after edging the mighty USA South to claim their maiden Rugby Americas North (RAN) (formerly North American and Caribbean Rugby Association) 15s title with a come-frombehind 30-27 win.

It was a last second penalty kick from Ryan Gonsalves which was ‘on the money’ that saw the ‘Green Machine’ win the trophy and now, Guyana will have a chance to not only reclaim the title that was won by Mexico last year, but also do something that several teams in RAN have never done; beat the USA twice.

classed Trinidad and Tobago 24-17 on June 10, they were preparing for a trip to Mexico City to face Mexico who were tipped to beat the Cayman Islands.

However, the game proved how unpredictable sports could be, since the Cayman Islands emerged winners 39-17 over the Mexicans, which means that the Americans were crowned RAN’s North Zone champions.

“Guyana will be ready to host USA South on July 1,” explained the Guyana Rugby Football Union (GRFU) secretary Terrence Grant, while speaking to Chronicle Sport yesterday.

According to Grant, while he’s not at liberty to divulge certain information at the moment, he insisted that the GRFU is looking forward to the match and that

at present, a committee was already established to ensure that all ends are covered for a successful hosting of the biggest Rugby game ever held locally.

The visit by the USA will mark their first in Guyana, and their second in the Caribbean after travelling to Trinidad and Tobago in 2013 where they left with the RAN 15s title; winning 26-18.

The Americans will want to exact revenge for their 2014 defeat to Guyana in Atlanta Georgia, in rather dramatic fashion.

The good thing for Guyana is that their squad of players who had beaten the USA are still playing together and had improved in the 15s format.

He added, “I know South Dakota pretty well, better than I know Jamwest for sure and I was able to pick up a second there, so there’s no doubt that I’ve set myself the goal of bettering the two thirds I had last November.”

He is not, however, taking the July 2 event lightly, especially considering that the fact that he plans to continue improv-

ing his race craft.

“From next Thursday I am going up to the track to get some more work in, try and get faster and improve the bike setup. At the moment I am comfortable but at the same time, I want to get better and you can’t get better by sitting at home and turning up on race day only.”

Sarfraz named captain, as Pakistan dominate Champions Trophy team-of-the-tournament (REUTERS) - Victorious Pakistan players dominated the Champions Trophy team-of-the-tournament which was announced yesterday with their captain Sarfraz Ahmed named captain of the side.

Fakhar Zaman, who scored a match-winning 114 in Pakistan’s 180-run victory over arch-rivals India in the final, was picked alongside the tournament’s top scorer Shikhar Dhawan of India.

Bangladesh’s Tamim Iqbal was slotted in at number three after driving his side to their maiden semi-final at a major global tournament.

Joe Root represented semi-finalists England for his aggregate of 258 runs while Ben Stokes was rewarded for his all-round contribution.

The bowling lineup was led by Pakistan paceman Hasan Ali, who finished with 13 wickets, and his teammate Junaid Khan. Bhuvneshwar Kumar, who claimed seven dismissals for India, was also named.

Wins for Dartmouth FC, Henrietta FC in NAMILCO Under-17 football

By Elroy Stephney THE NAMILCO/ GFF-sponsored countrywide Under-17 football tournament began in grand fashion with a double-header at the Anna Regina Community Centre ground on Sunday.

After a formal opening ceremony with officials of the ECPFA and witnessed by a large gathering; there were emphatic wins for Dartmouth FC and Henrietta FC, following hat-tricks from Ridley Williams and Joel Caesar respectively.

In the opening match, Dartmouth FC humbled Good Hope FC 4-0. Three goals were netted in the first half, all of which came off the skilful boot of Ridley Williams in the 14th, 29th and 42nd minutes of the game to register the first hattrick of the tournament.

Warm-up match cancelled due to WIPA venue snub

PORT OF SPAIN, Trinidad (CMC) – A scheduled practice match between West Indies and a Trinidad and Tobago XI set for today seems to have been scuppered because the choice of venue was not given the thumbs-up by players union WIPA. In a statement Sunday, the Trindad and Tobago Cricket Board (TTCB) said Cricket West Indies (CWI) operations manager Roland Holder wrote TTCB chief executive Suruj Ragoonath to indicate the game could not proceed because of the choice of the National Cricket Centre (NCC) as the venue instead of the previously agreed Brian Lara Cricket Academy.

“CWI is unable to approve the WI team playing at the NCC,” the TTCB said Holder wrote in his communication.

“The game was agreed on the basis of it being played at the Brain Lara Cricket Acad-

emy and that West Indies Players’ Association has not approved of our international team playing at the NCC.” Bizarrely, the NCC is a regular host venue for matches in the Regional first class championship and Super50 tournament while the Brian Lara Stadium, only opened in March, is yet to host a regional match.

The TTCB said, however, that the Brian Lara Stadium was unavailable because of ongoing work on the pitch and outfield at the newly-completed facility.

“In the circumstances the match is being called off,” the TTCB statement said.

“The TTCB wishes to thank the players for making themselves available for the match in particular Sunil Narine, Samuel Badree, Lendl Simmons and Darren Bravo.”

CSA names owners for T20 Global League

(REUTERS) - Cricket South Africa (CSA) launched its new T20 Global League in London yesterday, announcing the host cities and owners of the eight teams ahead of the player draft on August 19.

The owners include film actor and producer Shah Rukh Khan, who also has a stake in the Indian Premier League side Kolkata Knight Riders, and the GMR Group, who own the Delhi Daredevils.

The competition, hoping to emulate the success of competitions such as the IPL and Australia’s Big Bash, is set to start in November, with the final to be played on December 16.

“We are certain that our final eight owners have the perfect combination of strategic insight and passion needed to make the first T20 Global League a complete success,” said CSA president Chris Nenzani said.

Teams will be hosted in eight centres around South Africa – Cape Town, Durban, Johannesburg, Pretoria, Bloemfontein, Port Elizabeth, Stellenbosch and Benoni.

Winning the toss, and electing to field, the Port Mourant bowlers proved too much for the visiting Police team, as the lawmen were bowled out for 74 in 30 overs.

GOA sends out request for PASO proposal

AFTER a lacklustre response to a call for proposals for the Tokyo 2020 Olympics, the Guyana Olympic Association (GOA) is now calling on its 23 affiliated sporting associations and federations to submit another proposal this time one to be presented to the Pan American Sports Association (PASO) next week.

GOA president K.A. Juman-Yassin is expected to be in Miami, USA next week, and according to him the associations have been asked to submit proposals. The deadline for the PASO proposals is tomorrow, June 21.

“I’ve asked all the major sports to give us their plans and then we will compile it … because I have to go up to Miami to present our proposals to PASO to see what they would be able to give us.

“We can’t get everything but I’m waiting to see what they (Associations) submit,

so we can move forward, and when we put it to PASO to see what we can get.” Yassin admitted that only “four or five” of the associations submitted the previously-asked for ‘Tokyo 2020’ proposals for their athletes, which the GOA had requested since January.

Proposals still haven’t been submitted by most of the associations, including major associations like athletics, whose president Aubrey Hutson admitted that the Athletics Association of Guyana (AAG) had not submitted. However, Yassin was tight-lipped on naming any of the tardy associations.

Aside from athletics the other 22 sporting fraternities under the GOA are badminton, baseball, basketball, bodybuilding, boxing, canoeing, cycling, fencing, football, hockey, judo, karate, netball, rifle-shooting, rugby, weightlifting, table tennis, taekwondo, lawn

tennis, swimming, squash and volleyball.

Badminton, judo and boxing have all confirmed that they were among those fraternities that submitted their Tokyo proposals. The Tokyo 2020 proposal was expected to include plans of what each respective discipline wished to see happen to help prepare their athletes, from now, in the hope of having them qualify for the 2020 Olympics.

However, the problem wasn’t just with the errant non-submitting associations.

“A lot of the plans were not very good in detail,” Yassin said. He however is more optimistic about the PASO proposals.

With the PASO proposal, he hopes for better submissions, as it asked specific questions and addressed specific areas. The PASO proposals are for support in the lead-up to the 2019 Pan American Games in Lima,

This PASO proposal is expected to work in tandem with the Tokyo proposal, with Pan Am being just one year before the Olympics, and PASO being a subsidiary of the governing International Olympic Committee (IOC).

“All of this will work in conjunction to that (the Tokyo 2020 plan) because this will go towards the Pan American Games in 2019 and then the following year

is the (Tokyo) 2020,” Yassin explained.

However, as it pertains to the Tokyo 2020 plan, up to late last month when contacted several of the associations appeared to have no knowledge of the request for the proposals.

“Well, too bad for them.

It’s a poor excuse,” Yassin remarked.

“I’ve been sending the information to them. The office would have sent the information to them. Mr (Hector) Edwards would have sent the things to all the associations. And when we have council meetings every month we tell them, look we haven’t received it; please send in.”

Yassin, however, admitted that not all of the associations have been up to date in attending the council meetings, which are held on the last Thursday of every month. That responsibility falls on the associations.

Many of the associations themselves also ad-

mitted that their lack of attendance may have played a role.

President of the Guyana Amateur Swimming Association (GASA) Ivan Persaud knew nothing of the plan last month. However he says he has since had an arrangement with the GOA to submit their proposal after they hold their Goodwill Swim Meet in August. Hockey and tennis, and rugby were also not aware.

Bodybuilding president Coel Marks, noted that a recent change of executive left that fraternity in a bad position. Last month was the first GOA council meeting that the new executive attended.

“We took over in February. The transition did not happen smoothly. So we now had to piece together a lot of information.

So things are coming in bits and pieces, and now filling in the gaps. So I’m aware of it now and I will be sending a representative on the way forward.”

Pouderoyen, Wales winners on WDFA NAMILCO opening day

THERE were big wins for Pouderoyen FC and Eagles FC as the NAMILCO U-17 football tournament rolled into the West Demerara area for the opening round of matches.

In the first set of games at the Leonora Facility Pouderoyen FC trounced Crane Rovers 10-1 thanks to five goals from Keanu Lawrence, who netted in the 10th, 22nd, 29th, 68th and 76th.

He was assisted by Akeem Pinder who netted a hat-trick 66th, 68th and 71st while single strikes each from Stephon Fraser (4th)

Guyana climb Rugby World Rankings GUYANA’S ‘Green Machine’, following another successful outing and defending another title, are now ranked at 50 by World Rugby, the game’s world governing body.

The rankings which were updated on Sunday shows the ‘Green Machine’ moving one place up from 51, and are now

the Caribbean’s highest-ranked nation.

The move comes after Guyana’s 24-17 win over Trinidad and Tobago on June 10 when they retained their RAN South Zone 15s trophy.

Guyana also enjoyed success in the Rugby Americas North (RAN) ranking, positioned at nine, behind Columbia

(8), Paraguay (7), Brazil (6), Chile (5), Canada (4), Uruguay (3), USA (2) and Argentina (1).

Trinidad and Tobago are now ranked 55 by World Rugby and one place behind Guyana in the RAN rankings.

Mexico, who suffered a shocking 39-17 defeat at the hands of the Cayman Islands slipped down to 12

in the RAN rankings and were 56 by World Rugby.

The Cayman Islands by virtue of their win, moved one place above Mexico in both the RAN and World Rugby rankings.

Guyana will play USA South on July 1 for the RAN 15s overall title and a win will see them climb further up the World Rankings.

Pakistan success sees Windies World Cup hopes fade further LONDON, England (CMC) – Any hopes West Indies harboured of overhauling Pakistan and clinching the crucial eighth spot in the International Cricket Council (ICC) one-day rankings have all but disappeared as the Asian side have surged to sixth position following their capture of the ICC Champions Trophy here Sunday.

In the latest rankings released yesterday by cricket’s world governing body, Pakistan gained four points to jump from eighth to sixth on 95 points, now ahead of seventh-placed Bangladesh on

94 and Sri Lanka, who have slipped to eighth on 93 points.

Pakistan, who had lingered at eighth in the world rankings in recent times, convincingly beat powerhouse India in the final at the Oval by 180 runs to lift the title regarded as the mini World Cup. With the success, Pakistan have further enhanced their chances of automatic qualification for the 2019 World Cup in England while West Indies slipped further behind in their quest to also seal a direct spot at the tournament.

Gracious Kohli says Pakistan worthy winners

VIRATt Kohli paid tribute to victors Pakistan and acknowledged India had been outplayed in all departments in a one-sided ICC Champions Trophy final.

Reigning champions India went into Sunday’s showpiece as strong favourites after thrashing Pakistan in the group stage, but found themselves on the receiving end of a crushing 180run defeat at The Oval.

After Fakhar Zaman’s flamboyant hundred helped Pakistan to 338-4, India slumped to 158 all out in 30.3 overs and would have been beaten by an even greater

margin if not for Hardik Pandya’s 43-ball 76 from number seven.

“Cricket is not about doing well in every game that you play,” reasoned India captain Kohli in his post-match news conference. “You will have failures, and one team has to lose on the day, and today was our day to lose because the opposition played much better than us.

“We give our best every time we go out on the field, and I’m really proud of the way the team has played in this tournament. The cricket is played between two teams. There’s

no one team on the box, so you have to accept losses, you have to accept that the other team has outplayed you and they’ve shown better skill than you, they’ve shown better composure in pressure situations than you.

“I congratulated them [Pakistan] in the post-match [presentation]. I would do the same here because they deserved to win. They certainly played really good cricket.

Skipper Taylor places high premium on Windies two warm-up matches LEICESTER, England (CMC) – Captain Stafanie Taylor has placed a high premium on her side’s two official warm-up games as West Indies Women chase form and confidence ahead of their crucial opening match of the ICC World Cup against reigning champions Australia next Monday.

The Caribbean side clash with Pakistan Women at Grace Road here today in the first of those official warm-up matches, hoping to turn the page on some pretty ordinary form that has seem them lose three preparation games in the last two weeks.

“The good thing about the World Cup is that you have warm-up games where you basically get a feel of your team and you move on from there,” Taylor said here yesterday.

“We have our first warmup game today and we will be

basically looking at getting ready for our first game on the 26th.”

She added: “We played two practice games (in Southampton) and the results didn’t come the way we wanted but we have (these) two warm-up games where we definitely need to improve and win both games leading into the first game against Australia.”

West Indies lost to a strong England XI and a Southern Vipers side – the Twenty20 outfit based at Hampshire Cricket Club’s home of Ageas Bowl.

More recently last Friday, the Windies crashed to a five-wicket defeat to India Women in another disappointing outing.

With their opening game of the preliminary round fast approaching, Taylor said her side needed to pay attention to fundamentals if they were to succeed in the tournament.

“I think we need to do all three components well – bat, field and bowl – if we definitely want to win,” the Jamaican pointed out.

“And we have to keep the support going whether we win, lose or draw. We have to stay together as a team.”

West Indies have been installed as one of the favourites to win the tournament, especially after being good enough to reach the final of the last showpiece four years ago in India.

And Taylor said with three weeks of preparation having been already put in, it was now time for West Indies to execute.

“It’s all about belief. A couple of our players played in these conditions before and we know what it is like,” she said. “We did all the hard work so I think it is about going out there and executing.”

But when he was striking it well, I think he felt and everyone in the changing room also felt that if he can go on for a bit more, then things could become interesting. Unfortunately that didn’t happen.”
