By Naomi Parris SEVERE flooding across Region Nine (Upper Takutu-Upper Essequibo) has affected over 15,000 persons, according to Chairman of the region’s Regional Democratic Council (RDC), Brian Allicock.

Allicock, during a telephone interview with the Guyana Chronicle on Wednesday, said that the relevant authorities have been monitoring this situation closely and the evacuation of persons has started to intensify.

“Well at the moment about 15,000 people are affected because it’s the entire region actually, from the lower line areas mainly,” Allicock said.

This seasonal flooding is said to occur when water from the Amazon Rainforest in Brazil travels through the Rio Negro River to the Brancho River and, eventually, makes its way to Region Nine.

According to the Regional Chairman, water is still rising in some parts of the region and evacuation exercises are ongoing to remove persons from communities that are severely inundated.

However, at the time of interview, Allicock was still receiving updates from the various community development officers (CDO’s) and as such, was unable to say exactly how many persons were displaced from their homes.

Despite the exact figure not being available at this time, there have been several

reports about infrastructure being severely damaged; this includes roads, cassava farms, and farine and bread-making shops. Access roads are still inundated so a complete assessment is unlikely at this time.

a week now,” Allicock said adding: “At the moment we are moving out some families from the flooded areas to shelters, and we have to start supplying water and other food items for those in the shelter… then we have to prepare for those who can’t prepare for themselves, so that is where we are at the moment.”

So far, the Culvert City Nursery, Arapaima Primary School and Tapachinga Sports Complex have been identified as potential shelters. Residents are being urged to secure all at-risk, personal effects so as to minimise damage to property.

As the battle against mother nature rages on Region Nine, other regions have not been exempted as there have been reports of flooding in

affected; they lost not just household materials, but also livestock and crops.

Assessments were conducted and distributions of 52 hampers were made in Ikuruwa and 107 hampers in Takuba.

Residents there are concerned that if the weather persists their losses will increase.

Meanwhile, in Region 10, cleaning hampers were distributed in the following areas: Block 42, Rainbow City, West Watooka, First to Third Alley, and Siberian

Village. Cleaning hampers were also distributed in Kara Kara, Ladernsville and Kwakwani.

The CDC received reports that Kara Kara, Blueberry Hill, Block 42, Siberian Village and Ladernsville all experienced flooding as a result of heavy and consistent rainfall, and overflowing of nearby creeks and rivers.

Approximately 100 households and farmlands of Kara Kara were impacted.

In Blueberry Hill and Block 42, numerous households were affected, and residents there indicated that flood waters will not recede in a timely manner because of improper channels.

At least 20 households were impacted in Siberian Village, but residents and members of the Community Development Council cleaned the clogged drains in the area allowing the water to recede quickly.

In Ladernsville, 10 households were affected and residents there indicated that there are insufficient drains to facilitate timely draining of the land.

CURRENT Chairman of the Police Service Commission and former Assistant Commissioner of Police, Paul Slowe, is required to present himself for questioning at the Special Organised Crime Unit (SOCU) and at the Gender Based Unit of the Guyana Police Force for conspiracy to defraud and alleged sexual assault.

According to a police release, it is alleged that Slowe, five former retired senior officers, one current Assistant Commissioner, one former female finance officer and a male officer attached to the Police Finance Office, conspired together with each other and other persons to defraud the Guyana Police Force of in excess of $10 million.

The money, the release said, was allegedly paid to revise the entire Guyana Police Force’s Standing Orders but Slowe and the others have so far failed to present to the Guyana Police Force with a completed revised Standing Order.

The release noted that the Guyana Police Force has a Standing Order which comprises 104 Standing Orders. The entire 104 Standing Orders were completely revised by civilian police analysts who work at the Force’s Strategic Planning Unit between July 2018 and March 2019.

Slowe and others were paid to do the same revision when it was already done, the release pointed out.

release said, conspired together and gave themselves a job that clearly should have gone to the Tender Board by law because of the quantity.

In addition, Slowe – be-

ing a member of the Police Service Commission which overlooks the Police Force as the disciplinary body of the Police Force – cannot take contracts and enter into

agreements that he is getting substantial monetary rewards for, the release said.

“It is further alleged that during the months of March and April 2019, a female Assistant Superintendent, who worked along with Mr. Slowe, was allegedly sexually assaulted by Slowe three times. These alleged sexual assaults were reported to an Assistant Commissioner who failed to take proper action.

He allegedly told the female Assistant Superintendent ‘… is I have to promote you,’” the release noted.

Since the commencement of these investigations, Slowe has left the jurisdiction, the release from the police concluded.

Meanwhile, the Guyana Chronicle understands that former Assistant Commis-

sioner, Clinton Conway, was arrested on Wednesday, along with four other former senior police officers as investigations continue into conspiracy to defraud the Guyana Police Force of $10,056,000.

The others in custody were identified as former Assistant Commissioner, Claude Whittaker; former Senior Superintendent, Mark Gilbert; former Senior Superintendent, George Fraser and former Senior Superintent, Michael Sutton.

Also being sought are senior superintendent, Marceline Washington; former GPF Public Relations Officer, Assistant Commissioner, Royston Andries-Junor and Assistant Superintendent, Markel Kelman.

Wanted man turns self in to CANU

OMESH Lakeram, who was wanted in connection with the recent discovery of $18.6 million in cannabis at Number 68 Village, Corriverton, turned himself over to the Customs Anti-Narcotics Unit (CANU) on Wednesday.

The 47-year-old man was accompanied by his lawyer, Bernard DaSilva to the CANU headquarters on Homestretch Avenue, Georgetown CANU had issued the bulletin for Lakeram following the drug bust. Prior to intercepting the narcotics, officers had a certain location in the village under surveillance for a number of days.

Things became rather interesting at around 04:00 hours on May 11, when they observed four individuals with flashlights walking through a track not too far from where they were positioned.

Their interest peaked when they observed two lights on a vessel off the shoreline. As the individuals drew closer, the CANU ranks came out of hiding, identified themselves, and called out to the men to stop.

According to CANU, the men dropped whatever it was they were carrying and hurried off in separate directions. The ranks made a valiant attempt to pursue the suspects, but, due to safety concerns, they decided to discontinue the chase.

On returning to the spot where the items were ditched, the CANU officials discovered four bags with several parcels inside. The bags were taken to CANU headquarters where ranks processed a total of 80 parcels of cannabis which collectively weighed 94 kilograms.

Improved pass rates recorded

DESPITE the debilitating conditions created last year by the COVID-19 pandemic, students were able to defy the odds and excel at the Caribbean Secondary Education Certificate (CSEC) exams and the Caribbean Advanced Proficiency Examinations (CAPE), as evidenced by the improved pass rates recorded for both assessments.

As announced by Chief Education Officer (CEO),

Dr. Marcel Hutson, Guyana recorded a marginal increase in passes at CAPE, with the pass rate moving from 93 per cent in 2019 to 93.16 per cent last year.

As for CSEC, the country recorded a pass rate of 75.99 per cent, a 2.99 per cent increase when calculated against the results of 2019.

Guyana’s full performance at both Caribbean Examinations Council (CXC)’s examinations was outlined by Dr. Hutson during a press conference at the National Centre for Educational Resource Development (NCERD), on Wednesday.

Specific to CSEC, Dr. Hutson said Guyana saw improved performances in 15 subjects, while pass

rates remained constant in nine subjects and declined in 11 subjects. Outstanding performances were noted in 12 subjects, for which 90 per cent of the students gained acceptable grades, that is Grades One – Three.

Some subjects with outstanding performances were Agricultural Science (Double Award) with a pass rate of 97.27 per cent; Industrial Technology – Electrical with 95.78 per cent; Information Technol-

ogy with 93.89 per cent; Physical Education and Sports with 99.9 per cent; Religious Education with 91.16 per cent; and Theatre Arts with 98.93 per cent.

For English A, the pass rate remained constant at 77.91 per cent compared to 77 per cent in 2019.

English B improved significantly, moving from a 58.1 per cent in 2019 to 78.03 per cent in 2020.

There was a noted improvement Mathematics,

for which there was a pass rate of 48.66 per cent in 2020 compared to a 43 per cent pass rate in 2019.

Additional Mathematics recorded a pass rate of 74.3 per cent in 2020.

Some 12,009 candidates were registered in 2020 for the CSEC examinations, an increase from the 11,467 persons registered in 2019. The students collectively wrote 70,710 subjects in 2020.

Speaking about the performance at CAPE, Dr. Hutson said several candidates recorded outstanding performance at that level.

Locally, across 15 centres, there were 853 students who wrote 4,393 subjects at CAPE 2020.

For this examination, candidates were offered 65 units in 35 subject areas, and each unit comprised three modules.

Based on a breakdown of the results, candidates

obtained 100 per cent passes - Grades one to five - in 33 units.

In another 30 units, the pass rate of candidates was 75 per cent or higher, with Grades One to Five passes.

Caribbean Studies and Communication Studies continued to record an over 95 per cent pass rate, while Digital Media and Animation & Gaming Design, which were written electronically, also saw 100 per cent passes.

Five of the ten centres where CAPE was written recorded increases in their overall pass rates. Those centers were the Berbice High School; Christianburg/Wismar Secondary School; Mackenzie High School; New Amsterdam Secondary and President’s College.

President’s College moved from 85.19 per cent in 2019 to 94.39 per cent in 2020, while Christianburg/Wismar had an increase in both candidate and subject entries in 2020 when compared to 2019, with an improved overall pass rate of 93.55 per cent.

St Joseph High School’s pass rate remained constant in 2020 at 92.99 per cent.

However, The Bishops’ High and Queen’s College recorded a decline in their pass rates for 2020. The Bishops’ High moved from 98.44 per cent in 2019 to 94.3 per cent in 2020, while Queen’s College moved from 94.44 per cent in 2019 to 93.13 per cent in 2020.

By Mesha Sealey FOLLOWING months of anxiety and anticipation, Guyana is officially the country that has topped the Caribbean at the 2020 sitting of the Caribbean Secondary Education Certificate (CSEC) exam and the Caribbean Advanced Proficiency Examination (CAPE), Minister of Education, Priya Manickchand, confirmed on Wednesday.

The minister provided this information at the announcement of the results which was held at the National Centre of Educational Resources Development (NCERD).

According to the minister, the announcement came directly from the Caribbean Examinations Council (CXC), the primary body responsible for examinations among CARICOM countries.

Bhedesh Persaud, the Queen’s College student who topped the region at the CSEC level, managed to get 22 Grade Ones and two Grade Two passes, while his colleague, Zane Ramotar, also of Queens’s College, secured the top place for CAPE in the region, with 14 Grade Ones and one Grade Two. Guyana has also received two of the five awards given

by CXC at the CAPE level, and four of the five given for CSEC. Zane Ramotar copped the awards for Best Student: Overall Performance and

Best Performer in Natural Sciences at the CAPE level; Bhedesh Persaud earned the awards for Best Overall Student and Best Science Student at CSEC; Anthony A. Sookram of the New Amsterdam Secondary School copped the Best Student in the Technical and Vocational Area award for CSEC, and Niron Seokenandan was named the Best CSEC Business Student for the region.

The Education Minister congratulated the students warmly, noting that while they wrote their examinations at a particularly distressing time, they still managed to perform well.

“This says to me two things, that you have a good foundation, you have good support, and that you have a very promising future. And today, I’m telling you that we will work very hard in the government, and in the Ministry of Education to make sure that you don’t, for want of financial resources or guidance—that you will not pursue your dreams or passions.

We will make ways available, and give you opportunities so that you can pursue all your dreams and all your passions,” she expressed.

Meanwhile, CAPE top performer, Zane Ramotar, at the event, urged current students, both young and old, to find a self-studying method that works for them, in order to work towards achieving good results.

“You can’t really replicate one particular topic… You have to sit down and figure out what you’re good at, what you’re bad at… some people require flashcards, and some require highlighters. You’ve got to figure out what works for you, build on it, and develop it,” the young man said.

After seven months of waiting, Ramotar and Persaud were, on April 23, 2021, confirmed as Guyana’s top students at CAPE and CSEC, respectively.

Coming a close second behind Persaud at CSEC, with 19 Grade Ones and two Grade Twos, was Anna Regina Secondary School’s Duvina Seurattan, followed by schoolmate, Swasti Saytoo, who secured 18 Grade Ones and three Grade Twos.

In fourth place with 18 Grade Ones, and one Grade Two, was Geveshwar Rajkishore, one of five students from Saraswati Vidya Niketan (SVN) which is located at Cornelia Ida, on the West Coast Demerara.

Also from SVN are the Chaitram twins, Shivnarine and Shivshankar, who both attained 17 Grade Ones and two Grade Twos to share the sixth spot. Their schoolmate, Atishta Seenarine, with 17 Grade Ones and one Grade Two came in at number eight.

Chaitra Singh followed with 16 Grade Ones, and three Grade Twos at ninth.

Convenient and opportunistic IN the AnglophoneCaribbean, democracy is fully embraced as a path to good governance and there are continuous efforts to strengthen and institutionalise it in member states of the regional grouping.

Outside the region or further afield, democracy is overwhelmingly accepted as a model system for good governance and there are great efforts to keep it intact through the process of reform.

Here in Guyana, it is no different and, given the dark period of MarchAugust 2020 when the world witnessed the most brazen attempts in modern day to rig a national elections by elements sympathetic to the then APNU+AFC government, electoral reforms to correct systems weaknesses and to strengthen the democratic

process in this nation cannot be more relevant now than at any time before.

It is against this backdrop that the announcement of the International Republican Institute (IRI), acting as a coordinator with India and Canada, to reform Guyana’s election laws under a USfunded 18-month project, could not be more welcome news to those who embrace democracy.

And, of course, for anyone who follows the statements and comments of senior leaders of the APNU+AFC since the 2018 no-confidence motion, their reaction to the reforms, but more particularly, the involvement of the IRI in the process could hardly be surprising.

The APNU+AFC, which consists of several tiny parties, including the Alliance For Change

(AFC), which, today, has been reduced to a shell party, is dominated by the People’s National Congress (PNC).

The APNU, from all appearances, is a cover for the PNC, sheltering it from its dark past. The PNC, as it is widely known, has never won a free and fair election in Guyana and perhaps holds the unenviable record in the Caribbean as the longest squatter in government, having occupied that seat illegally for close to three decades.

Being the dominant party, it cannot be a surprise to anyone that much of the views emanating from the APNU+AFC are driven by the PNC, which has always been convenient and opportunistic.

Their criticism of the IRI’s involvement in the electoral reforms stands

How then can any sane and rational Guyanese place their trust on elections matters on our Court of Appeal with such a dubious record?

The CCJ on the other hand, represents impartiality, unbiasedness, fairness, integrity, equality, ethics and morality in the

eyes of the law. It is our last refuge of hope in a country lurking with persons only to ready to commit rigging of elections given half a chance.

We have to ensure that the CCJ stays our apex court at all times and must be enshrined more indelible in our Constitution. To even ponder the possibility of Granger’s decadent proposal is a descent into untold darkness and dictatorship.

out as another example. It should be noted that the IRI is an organisation that is not new to Guyana as it is one of several organisations that have worked to support the democratic process here.

The APNU+AFC enjoyed a good relationship with the IRI during the 2011 elections, and in the 2015 elections, it supported t h e I R I - d r i v e n ‘ Vo t e Like a Boss Campaign’.

That campaign played an instrumental role in helping the Coalition win power, ending the People’s Progressive Party/ Civic’s (PPP/C) 23 years reign in office.

Then, the IRI was their hero – so why now the IRI has become the villain. The answer is very simple. The PNC, which is the driver of the Coalition, has never been too fond of democracy and would never hesitate to opportunistically or

conveniently enter any partnership or alliance in its quest to gain power.

IRI aside, the Charrandass Persaud matter also comes to mind. It was all good and great when Persaud was singing the praises of the Coalition and drowning out the sufferings of the sugar workers who were put on the breadline when the APNU+AFC government unceremoniously closed the sugar estates.

Persaud was a hero then but became an enemy immediately when he acted in accordance with his conscience and voted against the APNU+AFC, in a bid to end the sufferings of the sugar workers and the many ordinary Guyanese who were feeling the squeeze of burdensome taxes the Coalition introduced.

This appears to be the

nature of the APNU+AFC. It always seems happy to make frolic when a situation benefits them and then cry foul when the factors of the same situation are not in their favour.

It is never too late to change and it is time that they begin to act maturely, embrace and actively participate in the electoral reforms which are needed to strengthen the democratic process in Guyana.

They could even advocate for other reputable bodies such Caricom and the Commonwealth to be involved in the process, but petty griping would not help their cause. It would be worthy for the principals of the Coalition to heed the advice of Khemraj Ramjattan (one of its leaders), who sees the reforms as a step in the right direction.

Unattended animals on the road Dear Editor, THIS is not an unorthodox subject matter as this has been in the news a long time. It is disheartening to see animals criss-crossing on our busy roads. Most times the animals on our roads are unattended by their owners. It is inherently wrong in two counts, namely, it is unfair for the drivers to face this daily ordeal and some occasions it is fatal. On the other hand, it is unfair for the animals

to be in the dangerous zone and should they be killed, they die a painful death. Animals, such as, horses, cows, sheep and including dogs, obstruct traffic during the wee hours of morning and afternoon. Drivers have to maneuver in order to dodge these animals. It is detrimental and fatal at nights and on rainy days when visibility is low. As we know, some drivers speed but not all the road accidents are due to speeding. In

some instances, persons of goodwill do assist in corralling unattended animals off the road. As I appeal to drivers to be careful on our roads, I kindly urge authorities to take this matter seriously and human lives are protected and saved at all cost. I also kindly urge animal owners to keep animals off the road for the safety of the animals.

The Lurid Orientalism of Western Media

BY trafficking in images of death, suffering, and private acts of mourning, Western media coverage of the COVID-19 crisis in India has broken one of the first rules of journalism. And while a Western double standard is nothing new, applying it repeatedly does not make it more acceptable.

When reporting on any mass tragedy, a basic rule of journalism is to be sensitive to the victims and those who are grieving. Western media, which double as the international media, usually observe this rule at home but discard it when reporting on disasters in non-Western societies.

The coverage of India’s devastating second wave of COVID-19 is a case in point.

Western media have been filled with images of dead bodies and other graphic scenes that generally would not be shown following a similar disaster in a Western country. About half of global COVID-19 deaths have occurred in Europe and the United States alone, yet Western media have avoided

presenting harrowing images from those settings.

Even at the height of the pandemic in the US and Europe, it was unthinkable that television crews would barge into emergency rooms to show how overwhelmed the doctors and nurses were. Yet such scenes have been broadcast internationally from inside Indian hospitals, with little concern for how the intrusion could affect life-or-death decisions.

Television journalists have also swarmed Indian families who lost loved ones, turning their private grief into a public spectacle for Western consumption.

When covering grief in their own countries, the same media organisations are far more careful. For example, coverage of mass graves being dug to accommodate New York City’s early surge of COVID-19 fatalities featured sanitised images of misty tree-lined fields. By contrast, India’s pandemic experience will be remembered for the haunting images of bodies burning on pyres – images that the Western media beamed around the world.

The funerary fire is a classic trope in Western novels, travelogues, and paintings about India. By directing their cameras to the burning pyres, Western media outlets are satisfying their audience’s morbid fascination with the Hindu tradition of cremating the dead (even though this environmentally friendly practice is increasingly catching on in the West). Utterly ignored in this coverage is the fact that showing ghastly images of burning pyres is a grotesque and deeply disrespectful invasion of what is a very private affair in India.

This is hardly the first time Western media outlets have been insensitive in covering disasters abroad.

In the coverage of the 2011 Fukushima disaster, the victims were treated as a secondary issue to the more lurid story of radiation leaks.

Western reporting was also rife with cultural and racial stereotypes: the workers who stayed behind to deal with the accident-hit nuclear reactors were dubbed “nuclear samurai,” “human sacrifices,” and “nuclear ninjas on a suicide mission.”

In reality, no radia-

tion casualties occurred at Fukushima, owing to the preventive evacuation of the area’s 100,000 residents.

But that didn’t stop Western media outlets from feeding the hysteria with false and inflammatory comparisons to Chernobyl. As a result of this sensational coverage, cargo ships started avoiding Japanese ports – even those far from Fukushima – and several countries evacuated their citizens from Tokyo and elsewhere.

Western media bring a similar approach to Africa, portraying it as a continent of heathen hordes, unending disasters, and very few happy, smiling faces.

The 2014-16 Ebola epidemic that swept across Guinea, Liberia, and Sierra Leone ultimately killed 11,325 people, meaning that the death toll over two years was roughly the same as the two-day COVID-19 death toll in the US just three months ago.

Nonetheless, the Western media’s coverage of the Ebola story was all about body bags, traditional mourning practices, and West African burial rituals. The 2015 Pulitzer Prize for feature photography was awarded

to a freelance photojournalist who had followed body collectors and documented West Africans’ suffering, death, and despair for The New York Times.

Meanwhile, coverage of the COVID-19 pandemic – the greatest global health calamity of our time – did not feature in any of the 2020 Pulitzer Prizes or nominations. And when the 2021 prizes are announced in June, it would come as quite a surprise if any were to be awarded to journalists who documented the deaths from the pandemic in the West. The Western media’s unvarnished coverage of suffering, grief, desperation, and ineptitude is much more likely to come from distant lands. While images of dead American soldiers are rarely published, photographs of dead Afghans, Iraqis, and others are all too common.

True, Western media should not be regarded as monolithic – indeed, Anglo-American outlets dominate. Nor are Western media averse to offering sensational coverage of bad news when it happens at home.

But the overall pattern is clear: Western media cover-

age of tragedies elsewhere tends to traffic in cultural stereotypes and violations of privacy and dignity that would not be accepted at home.

This double standard has important implications.

International perceptions are shaped by how the dominant Western media organisations present the news. As the Ebola epidemic showed, sensational images and stories make us think that a dreadful tragedy is even worse or more widespread than it actually is. The Ebola cases and deaths were almost all confined to three West African countries, yet the virus became associated with Africa as a whole.

A journalist’s duty is to inform, not to exploit human suffering with intrusive, voyeuristic, ratings-driven coverage of tragedies in faraway lands. Good journalism rises above clichéd coverage and reliance on shock value. With the coronavirus rapidly mutating and spawning dangerous new strains, we urgently need more responsible, sensitive reporting of these issues.

Guyana re-establishes leadership on the environment –APNU+AFC continues its misinformation and lies

THE APNU+AFC Coalition continues to demonstrate that they have no regard for the people of Guyana or for the principle of truth. Their latest attempt to deceive was reflected by their missive to the international community, which sets out a series of lies about the PPP/C Government’s commitment to the environment.

It must be stressed that attention to the facts and the track record of the APNU+AFC Coalition on the environment cannot be diminished. Guyanese are fully aware of the following: · The Coalition undertook no major initiative for the protection of the environment, climate change, biodiversity or conservation. · The Coalition did not earn a single cent of revenue for environmental services while in government. · The Coalition inherited close to US$200 million earned by the PPP/C Government under the original Guyana-Norway Agreement, having tried to block the release of the same funds by writing to Norway when they were in opposition. Much of that money was then spent by the Coalition, who took credit for the activities funded by those resources. · The Coalition failed to establish a new Norway Agreement because of poor performance. · The Coalition replaced the Low Carbon Development Strategy (LCDS) with the Green State Development Strategy (GSDS), which took five years and millions of dollars to develop, but had no serious implementable deliverable and no one was clear on what it was about.

Further, despite a flurry of overseas trips, the APNU+AFC Coalition maintained an invisible presence internationally and showed no leadership on the global stage - thereby destroying the momentum and leadership that had been created by the former PPP/C Government.

At the United Nations and elsewhere, Guyana punched above its weight, and was invited to the top tables where real global influence is possible. Once APNU+AFC was in power, Guyana’s participation was lacklustre. The invitations, consequently, stopped coming.

Guyana deserves competent oversight of the environment through sound environmental policies and action – and the government should be held to account by responsible politicians, civil society and the citizenry.

This takes on even more significance now that the coun-

try is about to experience a period of unprecedented development. Fact-based and truthful debate can support progress that aligns with prosperity, equality of opportunity and good environmental stewardship.

The PPP/C Government welcomes such debate, and last week announced that a national consultation will take place on the updated Low Carbon Development Strategy, starting in July 2021.

As the government said last week, a draft LCDS will be released and “…at that point, all

organised labour and other stakeholders will be able to offer their ideas and suggestions, and to help shape the approach for how Guyana can achieve developmental goals that will benefit people across the country.

MANGROVE PROTECTION AND RESTORATION While further details will be set out before the national consultation begins, work is already ongoing across a wide range of areas, to set out draft

being done after the December 2018 No-Confidence Motion and, worse yet, after the March 2020 General and Regional Elections.

Despite this week’s feigned concern, the truth is that the former APNU+AFC Coalition Government did absolutely nothing for mangrove protection and restoration.

Additionally, all the initiatives currently in place – the National Mangrove Management Plan, Restoration and Management Programmes, etc. – were started by previous

Government ensured that the environmental permit for the Payara Project activities included robust and enforceable conditions on excessive flaring – the provisions in this permit are as strong as those in the United States and elsewhere.

The PPP/C Government also worked to correct the massive flaws in the Liza One permit, and last week, the PPP/C Government issued a new environmental permit which realised a US$30 per tonne payment for excess flaring.

Guyanese can be informed of potential proposals, examine the various options, express their opinions, and be part of the finalisation of a way forward that benefits everyone in this country.”

This will be a vital step in the PPP/C Government’s efforts to re-establish Guyana’s position as a country that leads on climate change and the environment – where global models to complex challenges can be found through practical experience. The government will restore ambition and momentum and build on previous efforts through the LCDS. As such, as part of the national consultation, the LCDS Multi-Stakeholder Steering Committee (MSSC) will be re-established to guide the LCDS as it did in the period from 2009 to 2015.

Representatives from all major civil society organisations, the private sector, conservation organisations, indigenous peoples’ organisations,

policies and strategies, including the Mangrove Protection and Restoration.

The PPP/C Government will establish and implement a national strategy for mangrove protection and restoration along Guyana’s coastline and rivers.

It has been noted that the APNU+AFC Coalition has been trying to misrepresent the managed clearance of an area of mangrove fringe along the Demerara River for development activities. This mangrove fringe in the lexicon of the Coalition has been transformed into a ‘mangrove forest’, seemingly, intended to excite attention.

The Coalition ignores the mitigation measures to prevent flooding in this area, which have been detailed by the Ministry of Public Works.

That said, this façade by the Coalition will not distract from the fact that they illegally handed out over 30 plots of land on the riverbank to their party’s funders and supporters – majority of the transfers

PPP/C Governments.

The PPP/C Government also understands the urgent need for a holistic strategy to maximise the protection that mangroves can give Guyana’s coastal and riverine communities.

This can be done in a way that expands the protection and expansion of mangrove forests while also ensuring that crucial development objectives can still be met, accompanied by appropriate mitigation actions.

FLARING Perhaps the most glaring example of APNU+AFC’s failure to act on the environment was their acquiescence in allowing 14 billion standard cubic feet of gas flaring from the Liza One project.

While they were busy giving away land and abusing the powers of government, they issued an environmental permit for Liza One that failed to address excess flaring in any way.

In contrast, within weeks of taking office, the PPP/C

RENEWABLE ENERGY Additionally, between 2011 and 2015, the APNU+AFC Coalition, then in opposition, used its one seat majority to prevent key projects under the LCDS from advancing, and, in particular, made great efforts to block the Amaila Falls Hydropower Project.

In 2015, the APNU+AFC, now in government, inherited the project, which was to be built in accordance with the Inter-American Development Bank (IDB)’s world-class social and environmental safeguards, and would have resulted in over 50 per cent reduction in the price of electricity for Guyanese citizens and businesses by 2020, with almost no government debt.

All they had to do was review the contract and work with Norway, the IDB and others to make it a reality. Yet they did nothing and by August 2020, Guyana’s electricity system was as unreliable and expensive as ever.

Despite this loss of time, the PPP/C Government is still committed to achieving most of Guyana’s electricity requirements through renewable energy, but now will use natural gas as a bridge, while renewable energy opportunities are pursued.

GUYANA-NORWAY AGREEMENT Of note as well is that in 2015, the APNU+AFC Coalition inherited the Guyana-Norway Agreement, with close to US$ 200million available and ready to be invested.

Moreover, the conditions were ripe for a new agreement – building on Guyana’s world-leading forest Monitoring, Reporting and Verification System (MRVS), which had been created over the previous seven years and was the subject of international praise for its quality.

First, the APNU+AFC Coalition took credit for the agreement, while ignoring that they had tried to destroy it for years, including sending missives to the Government of Norway that were totally devoid of truth (and which Norway, rightly, ignored).

Second, the APNU+AFC Coalition failed to actually make any progress with the money they had inherited – while earning not a single new cent in revenue under the agreement.

Finally, the APNU+AFC caused disbursements of over US$135 million to be suspended after the Caribbean Court of Justice ruled that the APNU+AFC was illegally hanging on to power, following the successful passage of the December 2018 No-Confidence Motion.

The PPP/C Government has since re-engaged Norway and commenced discussions towards a new agreement for forest climate services, while, once again, seeking opportunities to help international efforts on forest and climate.

The PPP/C Government will welcome the engagement of all interested Guyanese and consultation will provide the means for a fact-based and scientific discussion around climate change, including its relationship with oil.

The people of this country will, once again, be able to contribute to solutions to national and global problems, based on science, fact and reason - without being demotivated by the lies of those who believe that 32 is greater than 33.

No approval given to ‘hire cars’ in Region Six for fare increase

THE Ministry of Tourism, Industry and Commerce which has control over the increase of fares and rates for hire cars and other forms of public transportation, has stated that no approval has been given for an increase in fares for hire cars plying the New Amsterdam to Rose Hall, Region Six (East Berbice-Corentyne) route.

The ministry, in a press release on Wednesday, clarified that it has not been engaged by any hire car driver

nor any representative body on an increase in fares.

The ministry has said that consultations must be held among the stakeholders before a decision is taken and an increase instituted.

“The ministry wishes to stress that it has not been consulted by Berbice/Region Six hire car drivers or any association, on the matter of an increase in fares. The ministry has noted the concerns expressed by drivers justifying the increase in fares.

“However, the ministry is of the view that any change in the fare structure must be done after consultation with taxi drivers and commuters.

Those discussions must take into consideration the economic realities of all stakeholders,” the release stated.

The ministry reinforced its commitment to engaging all stakeholders, including residents of the New Amsterdam to Rose Hall area and taxi drivers, on a proposed fare increase. The idea behind any consultative

process is to determine an amicable solution.

“A team from the Department of Consumer Affairs has begun interactions with residents and will be meeting with taxi drivers and the taxi association to develop a plan of action based on consensus,” the ministry stated in its release.

In the meantime, the Tourism Ministry is encouraging commuters to continue paying their fares according to the familiar prices.

Four persons die of COVID-19

―push death toll for May to 50 FOUR more persons, who tested positive for COVID-19 and were admitted to medical facilities to be treated, have succumbed to the deadly virus, the Ministry of Health has said.

The latest fatalities are four men, a 54-year-old from Region Six (East Berbice-Corentyne), a 73-year-old and a 50-year-old, both from Region Four (Demerara-Mahaica), and a 37-year-old from Region 10 (Upper Demerara-Berbice).

They all succumbed to the virus between May 16 and 18.

Their passing pushed the overall number of deaths to 449, and the death toll for May 2021 to 50. The current number of deaths is reflected in the dashboard for May 19, 2021.

Additionally, the Ministry of Health has recorded 153 new cases of COVID-19 from 956 tests carried out for May

17, 2021.

Of that number, Region Two (Pomeroon-Supenaam) recorded three; Region Three (Essequibo Islands-West Demerara), 36; Region Four, 55; Region Five (Mahaica-Berbice), seven; Region Six, 10; Region Seven (Cuyuni-Mazaruni), 16; Region Nine (Upper Takutu-Upper Essequibo), eight, and Region 10, 18.

The newly infected persons were 73 males and 80 females.

Presently, 16 persons are occupying the COVID-19 Intensive Care Unit (ICU), while 106 are institutionally isolated, 1,777 are isolated at home, and six are institutionally quarantined.

Of Guyana’s 15,607 confirmed cases since the detection of COVID-19 here, 1,905 are currently active, while 107 of Guyana’s 13,359 recoveries were recorded within the past 24 hours.

All Guyanese are urged to observe the protocols of the COVID-19 emergency measures, which emphasise the need for correct and consistent use of a face mask when leaving home, the importance of maintaining the six feet physical distance from others, and the need for good hand hygiene to help curb the spread of COVID-19.

The Minister of Health has also urged persons 18 years and older to take the COVID-19 vaccine, to immunise themselves against the deadly virus.

Vaccination hours to be extended ―as local authorities ramp up efforts to achieve herd immunity against COVID-19 AS part of efforts to increase the rate of immunization against the COVID-19 pandemic, the Ministry of Health will be extending the hours during which persons can be vaccinated.

“This weekend, we will be implementing extended hours of work here in Georgetown… and we will start that, as an experiment to see whether or not we’ll get more people coming out,” Minister of Health, Dr. Frank Anthony, said during Wednesday’s edition of the daily COVID-19 update.

The idea, however, is not to have persons avoid the vaccination centres during the day

then flock to them during the evenings or at night, he firmly posited.

“We want persons to start coming out from eight in the morning. If you come early, once there isn’t a crowd, it doesn’t take a long time to get the vaccination, so just come, let’s do this.

Even if you have to take some time off, I think it’s important that you take that time off, come and get your vaccines.

“Because in the long run, it’s going to be better for you, it’s going to be better for the work environment as well, because if everybody in the environment is vaccinated, then that offers a protective effect in that particular

workspace,” Dr. Anthony said.

He urged persons who haven’t yet taken the vaccine to get their first dose, and reminded recipients of the first dose to return on time to receive their second.

“Check your vaccination card, ensure that you understand when you’re due for your second dose, and come and get your second dose,” Anthony concluded.

So far, 38,467 persons have received both their first and second doses of the COVID-19 vaccine, a figure equal to 7.9 per cent of Guyana’s adult population.

Further, some 172,311 individuals across Guyana have already received their first dose

of one of the three vaccines - the Oxford-AstraZeneca, Sinopharm, and Sputnik V; this number accounts for approximately 35.4 per cent of the adult population.

“I want to encourage persons to take advantage of the services that we are offering… Because we really want to immunize as much people as possible. We have those vaccines available, and if we can get more persons to come out to the sites, that would certainly help us to take up those numbers,” Dr. Anthony said.

GIPEX 2021 cancelled

--says Natural Resources Minister

By Rehana Ahamad MINISTER of Natural Resources, Vickram Bharrat, has confirmed that the Guyana International Petroleum Business Summit and Exhibition (GIPEX) 2021, which was slated for June 28-30, has been cancelled.

“The government will not participate in any conference/ seminar now,” Bharrat said in an invited comment.

GIPEX, which was first hosted in 2018, is a collaborative effort between a United Kingdom (UK)based company called Valiant Business Media (VBM), and the Government of Guyana.

This third edition of the conference was expected to be held virtually, featuring private breakout rooms, virtual facilities for one-on-one

meetings, integrated chat and video conferencing, and the virtual exchange of business cards and brochures. However, this will no longer be the case.

“We will hold all such activities after COVID-19, and ensure all parties benefit, especially the local business community,” Minister Bharrat said.

Meanwhile, President of The Guyana Oil and Gas Energy Chamber (GOGEC), Manniram Prashad, on Wednesday, issued a statement expressing concern that forums such as GIPEX seek to stymie efforts to promote local content.

“Participating companies are required to sponsor or attend at exorbitant prices and all these monies are taken out of the local economy. In some cases, a pittance is given, if is

Donkey cart owner charged with stealing construction materials

RAVON Clarke, of Rasville Housing Scheme, appeared at the Georgetown Magistrates’ Court, last Wednesday, on two counts of simple larceny.

Clarke pleaded not guilty to the charges which were read to him by Chief Magistrate Ann McLennan.

He was granted a total of $30,000 bail.

It is alleged that on May 14, 2021, at Hunter Street, West Ruimveldt, he stole from Mark Vieira eight angle iron, together valued $93,600 and three steel rods valued at $6,885.

According to the prosecution, Vieira is the owner of Vieira 66 Logistics, a constructing company. The company was contracted by the government to execute works on Hunter Street, between Front Road and Mandela Avenue. The

company left the construction materials secured at the work site.

On Friday, May 14, 2021, around 06:30hrs, Vieira’s son, Matthew Vieira, who works with the company, returned to work and discovered the items mentioned in the charge missing. A report was made at the Ruimveldt Police Station. Clarke was reportedly found with the missing items on a donkey cart which he used to escape.

He was later arrested and charged.

It is also alleged that Clarke, between May 13 and 14, 2021, at Mandela Avenue, Georgetown, stole 82 high tensile street rods totalling $98,400 from Errol Cush.

Clarke will return to court on June 2, 2021.

‘Striking the balance’ critical for Guyana’s development ―Ministers Rodrigues and Ramson respond to removal of mangroves

By Rehana Ahamad FOR Guyana to realise its true potential as a global powerhouse, the government has to be able to strike a critical balance between economy and environment.

This assertion was made

by Minister within the Ministry of Housing and Water, Susan Rodrigues, as she responded to the recent removal of mangroves on a private plot of land at Versailles-Malgre Tout, West Bank Demerara.

A section of the coastal vegetation, which primarily helps to cushion the impacts of the sea, was removed by a company named TriStar Incorporated, which is owned

by Guyana-born Krishna Persaud who has the site earmarked for a $100 million wharf, and oil and gas shore base.

Responding to criticisms that the project has attracted, minister Rodrigues indicated that the undertaking was carefully examined by the government, and that the benefits to the people of Guyana outweighed the negatives.

“If we want to take Guyana into the new and emerging sectors, and we want Guyana to become a next Dubai or a next Singapore, there are going to [be] tough decisions that we are going to have to make,” Rodrigues said on a virtual programme called ‘Let’s Talk Politics’ hosted by Edward Layne.

The minister admitted that if one were to examine the recent “mangrove situation” in isolation, then it would be easy to consider it a disaster; however, she urged Guyanese to ensure that their opinions are formed within context.

“This is a 100 per cent locally-owned company that will be occupying that space; that will have the responsibility of ensuring the protection of our sea defence, and that we have enough sea defence.

This is going to be somebody who is going to create hundreds of jobs and spin-offs from this investment,” Rodrigues emphasised.

She added, “If we don’t create more shore bases here in Guyana, the investors are going to look elsewhere; they are going to create those shore bases in the nearest locations – Trinidad, and then all of the work will go to the Trinidadian people, and once again, Guyanese will lose out; so, we have to do a balancing act.”

She reminded that Guy-

ana’s future is dependent on the country’s ability to pursue modernisation and sophistication in a sustainable manner.

“We have to protect our environment, but we [also] have to ensure that we can get cheaper electricity for our people; we want to bring

In “striking a balance” and making the “tough decisions”, Rodrigues assured that the wellbeing of Guyana and its people will remain paramount.

“Whatever decisions we make, will be carefully considered and we will balance the benefits with the sacrifices we have to make,” the minister said, as she referenced the government’s move to reopen schools amid a pandemic.

“That was a tough decision; it wasn’t easy to make.

We had to balance the interest of keeping our people safe, [while] making sure that our children are not left behind,” Rodrigues posited.

She maintained that “Guyana can get to that place where we are a fully developed country that will be the envy of the world,” but it requires a conscious commitment to prioritise and “make the tough decisions”. “…and the most important thing for us as a government is empowering and enriching the lives of our people and that our people are not left behind as Guyana transforms. While we transform the landscape, we have to transform lives as well,” Rodrigues concluded.

A MORE EXPENSIVE REPLACEMENT Her colleague, Minister of Culture, Youth and Sport, Charles Ramson Jr. shared similar sentiments. “It is very

Ramson said that much of Guyana’s development resets on the transformation of various ports, such as airports, wharfs, and deep-water harbours. “When you’re going into oil and gas development, as Guyana is now about to, the banks now are critical for the movement of goods and services,” Ramson Jr. noted.

He added too that “A lot of the activities, especially where the projects are, are off-shore. In order for you to be able to capture more business activity and economic activity in the country…they need to be able to offer the wharf services; the wharf space.”

Women in Oil and Gas elect high-profile executive board WOMEN in Oil and Gas Guyana (WIOGGY), an organisation created to assist women in the energy and mineral industry, on Sunday, elected its executive board as part of a formalised approach to securing participation in Guyana’s petroleum sector.

Founder of the Loncke group of companies, President of WeLead Caribbean and prominent businesswoman, Abbigale Loncke, was elected to serve as the first Chairwoman of the organisation.

Loncke is the Chief Executive Officer (CEO) of a business enterprise consisting of three companies.

Her fastest-growing firm is MBW Energy Support Services, a comprehensive oil and gas service company that is an industry-leading authority providing guidance to companies entering the local energy market.

She also recently joined Highland Poe, a company whose portfolio offers professional services in strate-

gic and diversity communications, federal government and regulatory affairs, and investor and capital markets consulting. Loncke is a senior member of the company’s leadership, and she has direct responsibility for its Guyana operations.

Loncke, in addressing the importance of inspiring women and girls, especially young professionals, said: “They too have a role in the development of this sector, not only as employees, but as owners of businesses, as service providers through leveraging their technical skills and through becoming the individuals who will follow in the footsteps of these first members of the board, to take the organisation way beyond these initial steps.”

21 soldiers become medical assistants

―after extensive 46-week training programme AFTER 46 weeks of training, 21 soldiers are now equipped with the knowledge and skills to function efficiently as medical assistants.

This new batch of medical assistants will add to the strength of the Guyana Defence Force (GDF)’s Medical Corps.

Officers were drawn from units across the force for the training programme, and were able to successfully complete the Grade Three Medical Assistant Course 2020-2021.

The programme culminated on Wednesday with a simple ceremony at the Base Office Lecture Hall, Camp Ayanganna.

Lance Corporal Lorris Crighton, who received two of three awards presented to outstanding participants, was the Best Graduating Student. He also won the prize for best student in medicine.

Meanwhile, Lance Corporal Akeem Jordon received the award as runner-up to the Best Graduating Student.

In his address to the graduands, Base Commander, Major Andre Cush, congratulated the learners and acknowledged their dedication and patience.

“You have demonstrated these qualities by completing your course although it was extended by 16 weeks due to the pandemic.

I expect you to efficiently and effectively employ that which you have learned at your various units.

“Be proud of yourselves. Being here means you have mastered the basics. You are now caregivers of the force. You must also remember that self-care is important. Never neglect your own health. Additionally, strive for better-

ment and continue to learn,” he advised.

Major Cush also charged the graduands to challenge themselves to set a personal standard of being the best caregivers.

In this regard, he said: “I look forward to hearing good things about you and I hope you take advantage of the COVID-19 vaccination drive to get vaccinated if you haven’t done so as yet.”

The course, which usually runs for 30-weeks, was extended due to the COVID-19 pandemic, and lasted for 46-weeks instead.

Training was divided into two terms, with the students being taught modules covering Basic Life Support/First Aid One, Human Anatomy & Physiology One, and Basic Clinical Nursing One. During term two, they were taught Basic

Pharmacology One, Basic Internal Medicine One, Field Sanitation One, and oral hygiene modules.

With this training, the new Grade Three Medical Assistants will be expected to provide quality nursing services to patients, apply their knowledge of the human anatomy and physiology, and administer lifesaving first aid.

The new medical assistants are also expected to demonstrate knowledge of diseases and microbiology, exercise correct medical management or prepare patients for referral, use their pharmacological knowledge in the administration of drugs when treating diseases and other illnesses, and apply correct field sanitation procedures whenever deployed on exercises or bases.

‘Don’t stop vehicles just to check documents’ – Traffic Chief

By Rabindra Rooplall TRAFFIC ranks must not stop vehicles on the road seeking drivers’ documents at random on the roadways and this goes for all other ranks, countrywide.

This was reiterated by Traffic Chief, Senior Superintendent Ramesh Ashram, during a radio programme on Voice of Guyana Tuesday titled “Police and You.” “I am sure that the officer who posted or dispatched ranks on the road brief them but you will find some of these rogue ranks will go out with one intention and continue with the corrupt behaviour,” the Traffic Chief said.

He is advising all drivers to come forward and give statements in order for condign action to be taken against such ranks.

Meanwhile, the Traffic Chief said regional traffic heads are tasked with the responsibility as it relates to the operational aspect of the Force’s policy.

“As members of the Police Force Traffic Department, we are to ensure that the road is safe to use by motorists, pedestrians, and pedal cyclists on a 24-hour basis. So you will find traffic ranks will be placed at specific areas to assist in the direction of traffic, assist persons in crossing the road, and ranks will be placed at strategic positions to ensure drivers do not speed,” he explained.

He acknowledged that the road users may have adverse comments pertaining to the traffic ranks’ operations and cases with merit will result in the disciplining of ranks.

“Since my assumption to my current position in August 2020, my policy is clear along with that of the force; traffic ranks are being instructed not to stop drivers and check for documents, not to arrest persons for minor offences, if the offences warrant a ticket, issue a ticket, and if you breach these simple Standard Operational Procedures (SOPs) you will be dealt with,” the Traffic Chief explained.

When questioned about issues of victimisation in the aftermath of reporting corrupt traffic ranks, the Traffic Chief said the administration of the force would not deal with such matters lightly.

He said before ranks are posted to their various duties and locations, they are fully briefed on the ‘dos and don’ts’ of their work.

Further, the Traffic Chief urged road users not to facilitate bribery and corruption.

“If any road user encounter police who are trying to extract money from them as it relates to traffic offences, the force’s policy is clear, that is a zero-tolerance for corruption and bribery, get the name of the police, come and report it to any of the senior officers of the force, you can go to the commander or the traffic office,” he advised.

The Senior Superintendent said that the Office of Professional Responsibility will then be called in to deal with the case and an investigation will be done.

However, he noted that on many occasions, the persons who make complaints and allegations do not want to give a statement and follow up with the case.

Meanwhile, in giving advice to traffic ranks, the Senior Superintendent said when confronted with a situation that may escalate in a negative manner, they should seek the assistance of senior ranks, via the radio set, for assistance.

He said this is especially important for confrontations with rogue drivers.

The Traffic Chief urged members of the public to support the police in their operations, noting that the police are there to ensure law and order prevail and law enforcement will not turn a blind eye towards lawbreakers.

Training planned for Region Two local government officials

CHAIRMEN, overseers, and staff attached to various local government organs in Region Two, will soon benefit from training and guidance sessions to ensure that they properly execute their duties.

This disclosure was made on Tuesday by the Chairman of the Local Government Commission, Julius Faerber, during an outreach held at the regional State House.

Those who will benefit from the initiative are chairmen, deputy chairmen, overseers and other staff of the eight Neighbourhood Democratic Councils (NDCs) and those attached to the Anna Regina Town Council. The NDCs are Charity/Urasara, Everygreen/Paradise, Good Hope/ Pomona, Annandale/Riverstown, Aberdeen/Zorg-enVlygt, Moruka/Phoenix, Kitty/Providence and Nile/ Cozier.

Faerber, in his address to the officials, said the commission intends to work with the various local government bodies in the region to ensure the staff under-

stands their functions and roles.

“Our task is simple and so we will be doing several pieces of training to ensure that you are being brought to

the standard that is required of you and, hence, I want to let you know that the role of Local Government Commission is to provide you the requisite training that

you need,” he said.

He mentioned that whenever visits are made to the various NDCs, the commission finds that overseers are not adhering to the principles and policies of good accounting practices.

He, therefore, said the commission will carry out its mandate to ensure that persons attached to the various NDCs understand their roles and the responsibilities they have to carry out.

The chairman said the commission is responsible for employing as well as disciplining staff who have failed to carry out their duties in a professional manner. He noted that working together as a team

is important to achieving the commission’s mandate.

“We are ensuring at the same time that the policies of our government are being adhered to. I know there are various local government agencies that want to do their own thing [but] we will not accept our local bodies deviating from the standard process and rules, and so where we find that is happening, we will take disciplinary actions,” he said.

He said that the LGC, in the past, was very dormant and less visible. He assured community leaders that the present commission will be very active and plans to provide the necessary training and guidance that is required.

Meanwhile, the commission’s Deputy Chairman, Norman Whittaker, said that in the past there was a gap between the leaders and the masses and the present commission intends to rectify this.

He urged the community leaders to conduct more field visits and to involve residents in the decision-making process. Whittaker used the opportunity to enlighten the leaders about the Local Commission Act, adding that every NDC should have a copy in its possession.

“The Supreme law of the land said that Parliament shall establish a Local Government Commission, the composition and rules of which empower the commission as the commission deem fit all matters relating to the regulation of staffing to the local organ,” Whittaker said.

Regional Vice-Chairman, Humace Oodit, who represented the region’s RDC, welcomed the mem-

bers of the commission, and noted that the RDC is anticipating that the commission will give all the NDCs in Region Two its full support. Oodit said it is also the responsibility of the taxpayers to understand how the NDC functions and how important revenue is to its functioning.

Further, the commission’s Secretary, Nickalai Pryce, said the outreach will be one of a series of outreaches that will be held in all the administrative regions in Guyana. Pryce said that the Local Government Commission is a body corporate, constitutional, and regulatory agency empowered to deal with all matters relating to the regulation of staffing of the local government organs including employment and dismissal of staff. He added that the body also deals with dispute resolution within and between the local government organs per section 13 and 14 of the LGC Act. The act was established on October 23, 2017 under Article 78A of the Constitution of Guyana by a Commencement Order under the hand of the then minister.

Chairmen from the various NDC used the opportunity to call for regular communication from the LGC and also for necessary guidance to be given. Many of the chairmen related that their NDC is not earning much from taxes and, as such, development works are far behind.

Over 40,000 ‘pink slip’ holders to get COVID-19 grant

--as second phase of distribution progresses THE Ministry of Finance has said that an estimated 40,565 families will benefit from the second phase of the government’s $25,000 per household COVID-19 relief grant, with holders of the pink slips/query forms already receiving their funds.

Distribution exercises in Regions Two and Nine are completed, and statistics show that some 2,576 families would have benefitted collectively from a disbursement of $64.4 million through the grants.

Meanwhile, distributions in Regions One, Sev-

en, and Eight are 80 per cent completed, with 2,056 of an estimated 2,235 families receiving their cash grants valuing approximately $51.4 million out of the budgeted $55. 8 million for those regions.

With most of the work being completed in those regions, authorities will soon turn their attention to Regions Three, Four, Five, Six and Ten. The Regional Executive Officers of those regions are putting systems in place to start the distribution process in the new week.

The Ministry of Fi-

nance said the over $1.1 billion COVID-19 relief initiative is catered for in the 2021 Budget under the Ministry of Social Services and is being executed by the Ministry of Local Government and Regional Development.

In 2020, $4.5 billion was allocated for the first phase of the initiative, which started in September. During that distribution exercise, primary households received the grant, while tenants or other families residing at the same address were issued a ‘pink slip’ for follow-up during the second phase.

In December, the National Assembly approved an additional $2.5 billion to continue the cash grant relief efforts.

In addition to this measure, the government also distributed $1.73 billion to Amerindian communities as part of its one-off COVID-19 relief investment fund aimed at promoting entrepreneurship and revitalising hinterland economies.

Gunmen steal Labourer charged with

$3.3M

in gadgets from Charity mall A security guard attached to WD’s Hotel and Mall at Charity, Region Two, was, early Wednesday morning, held at gunpoint by two men, who later broke into the building and escaped with $3.3 million in

cellphones and electronic tablets.

Police have been able to identify one of the suspects after reviewing CCTV footage.

According to police, the duo approached the security guard asking to rent a room. While the guard was attempting to assist them, the men pulled out “black handguns”. They pointed their weapons at the man while demanding money.

The gunmen later removed $5000, along with a bunch of keys that belonged to the hotel, from the security guard’s pocket.

The duo attempted to tie his hands but failed. They then went to the bottom flat of the building where they broke into a cell phone store and stole a quantity of cellular phones valued at $3million and $300,000 worth in E-tablets before escaping.

The matter was reported to the Charity Police Station where detectives reviewed CCTV footage.

No arrest has been made as yet.

murder of Henrietta man

AYADELE Gray, a labourer of Henrietta, Region Two, was, on Tuesday, slapped with a murder charge following the death of Kurt Elvis Stephney.

The 43-year-old man made his first appearance before Magistrate Esther Sam at the Anna Regina Magistrate’s Court and was not required to plead to the indictable charge.

He was subsequently remanded to prison until June 15, 2021.

It is alleged that, on May 6, 2021, at Henrietta, he allegedly murdered Stephney.

self-defence, he took a piece of wood and lashed Stephney to his head during a heated argument at a popular snackette on the public road. The two were arguing about a pack of biscuits.

The 24-year-old man was rushed to Suddie Public Hospital in an unconscious state and later transferred to the Georgetown Public Hospital Corporation (GPHC) where he died several days later.

by Government Pathologist, Dr. Nehaul Singh, revealed that he died as a result of a fractured skull.

Drunken businessman who forced police patrol off road arrested A drunken and disorderly businessman was arrested after he reportedly forced a police patrol off the road and was later abusive to several law enforcement officers.

The incident occurred around 23:10hrs on Tuesday and involved a dark blue pickup truck, GZZ 200, which was being driven by the businessman. There was a male passenger in the vehicle at the time of the incident.

Police, in a statement, said ranks performing duties at Mc Doom, East Bank Demerara (EBD) alerted their colleagues on the western side of the Demerara Harbour Bridge that a speeding vehicle was headed their way after running a po-

lice patrol off the road.

The pick-up was then stopped at the western exit of the bridge. The driver was told of the allegation made against him, to which he denied. The businessman provided his name, address and profession.

Police added that while the driver was conversing with the ranks, it was observed that he appeared to be under the influence of alcohol.

However, when asked to subject himself to a breathalyzer test, he refused and started behaving disorderly.

At that stage, he was questioned about the firearm seen in his waist, for which he produced a licence. Police said the officers took possession of his firearm out of

caution for public safety due to his behaviour and after a lengthy delay, he was escorted to the La Grange Police Station. The vehicle was also impounded.

While at the station, the driver continued to behave disorderly in the presence of other ranks. He was warned several times about his behaviour but he continued and was subsequently placed into custody.

The driver later subjected himself to a breathalyzer test, with the first reading recorded at 125mg and second was 147mg. He refused to sign the slips.

Police said charges are pending as investigations continue.

Cuban man killed during confrontation with relative POLICE are investigating the death of 40-year-old Lopez Cardenas Yoesmarita, who was purportedly killed on Wednesday around 05:00 hours at Charlotte Street,

Georgetown.

It was reported that the victim was armed with a knife and was attempting to physically remove the suspect, a relative, from the

premises.

The situation quickly escalated as the men got into a scuffle, which ended with the suspect taking the knife from Yoesmarita, a Cuban

national, and stabbing him to his lower back.

The suspect was arrested and is being held at the Alberttown Police Station, as investigations into the incident continue.

attendees discussed areas in which the university’s curriculum could be modified in order to equip persons with the necessary skills to fill certain gaps within the ministry.

“We want them to look at areas that are not captured by the current programme so that when someone graduates from UG with the degrees, they can fill some of the existing specialised gaps with regard to children and elderly, among others,” Minister Persaud was quoted as saying.

In looking at a review of the programme, the university lecturers explained that the institution wanted to see how a practical component can be accommodated at the ministry in spite of the

COVID-19 restrictions. They also focussed on the licensing of social workers.

The meeting assisted, in a major way, to lay the groundwork for the current Master and Diploma Programmes to be updated in order to be more applicable to the level of work required by the ministry.

The possibility of UG facilitating a Social Work Certificate Programme as part of the Women’s Innovation and Investment Network (WIIN) was also explored.

The university has also undertaken to provide training to social workers who are currently in the system and may need to update their knowledge in the field.

England, Australia to play five Tests in six weeks Briton John... … First Test to begin on December 8 in Brisbane

The last time England’s men were victorious in Australia was in 2010-11 when Andrew Strauss’ side won 3-1.

ENGLAND’S men will begin their attempts to reclaim the Ashes at Brisbane on December 8, with an intense programme of five Tests in six weeks culminating at Perth’s new Optus Stadium in mid-January. The multiformat women’s Ashes will commence shortly after with Australia looking to achieve a third consecutive defence across a single Test, three ODIs and three T20Is. With the T20 World Cup being staged in October and November in India, and the likelihood of players arriving in Australia having to quarantine for 14 days, the start of the 2021-22 Ashes has been pushed back significantly.

The first Test will remain at the Gabba, where Australia have only lost once since 1988, before a day-night

game at Adelaide Oval.

With Melbourne and Sydney retaining their traditional Boxing Day and New Year spots, the series will finish up in Western Australia - but not at the WACA, which hosted its last Ashes Test in 2017. This is the first time since 199495 that the Ashes will not conclude at the SCG. Ahead of the men’s Ashes, Australia will face Afghanistan for the first time at Test level in Hobart from November 27 after that meeting was postponed from last season due to the impacts of COVID-19. For the Australian players also involved at the T20 World Cup, that will be their only preparation before facing England.

Joe Root has overseen England’s last two Ashes campaigns - a 2-2 home

draw in 2019 and a 4-0 loss on the 2017-18 tour - and the challenge this time around will only be increased by a packed schedule and the bio-security provisions implemented in response to COVID-19.

England’s Test specialists are likely to arrive in Australia in advance, with those multiformat players involved at the T20 World Cup joining them. The schedule for warm-up matches is yet to be confirmed, as are rules governing crowds and whether fans can travel from overseas.

“In a perfect world, we would welcome England fans back to these shores for a summer of singing and sportsmanship,” Nick Hockley, Cricket Australia’s interim CEO, said. “Of course, we will be guided by

the Australian government on all things related to international travel.”

India determined to retain hosting rights for T20 World Cup WHILE the COVID-19 catastrophe in India has already postponed the Indian Premier League (IPL) 2021 midway, it has also put the ICC T20 World Cup 2021, which is set to take place in India later this year, in jeopardy.

The gala T20 tournament is scheduled to be played in October and November, the same time the third wave of coronavirus is expected to hit the nation. Hence, many believe that the competition might be shifted abroad.

However, the Board of Control for Cricket in India (BCCI) is keen to host

the marquee event. The board members will meet at the Special General Meeting (SGM) meeting on May 29 to make some crucial decisions. As of now, the apex cricket body is determined to retain the hosting rights, with United Arab Emirates (UAE) being the second option.

“Right now, India is the host venue for the World Cup. That’s how the Board is seeing it. If things go awry again, then a call will be taken only after the month of June. And yes, UAE is the second option,” a BCCI source was quoted as saying

by the Times of India.

Notably, BCCI also needs to find a way to conduct the remaining 31 IPL games. While the board is considering shifting the remaining season to UAE or England, they have steadfastly refused to accept the idea of moving the World Cup outside of India.

Moreover, if the odds are not in favour, BCCI will even mull over hosting the entire tournament in one or two cities (Pune and Mumbai), with Ahmedabad probably being the venue for finals.

The BCCI source also

stated that England is the front-runner to host the remainder of IPL 2021, but the tournament will be shifted to UAE if the cost escalates over a certain point. “Only if costs are escalating to a point (in England) where it starts affecting stakeholders, will the BCCI consider the UAE as the second option for the IPL. On that front, we aren’t even discounting the idea of hosting the IPL in Sri Lanka,” sources add, calling the island country “a friendly cricketing nation,” the source added.

CWI looking to...

The Guyana Cricket Board (GCB) wrote to CWI requesting the criteria used to select players awarded contracts after Shimron Hetmyer, Keemo Paul, Romario Shepherd and Veerasammy Permaul were among the players left out.

The situation sparked a war of words between GCB and chief selector Roger Harper.

However, according to CWI vice-president Dr Kishore Shallow, there will be changes to the system now used by the time the next contract period comes around.

“I would say that we are looking at the system for awarding grades and so on

for the contracts. I expect that for the next contractual period we will have an improved system in terms of how we award these contracts,” said Dr Shallow while speaking on Mason and Guest in Barbados on Tuesday.

He revealed that the idea of improving the system was already being discussed at the highest level of the CWI. “The Director of Cricket, Jimmy Adams, myself and others have been involved in that process over the last few months and we have been working closely with WIPA (West Indies Players Association) as well, who want to ensure that we are all on a level playing field both from the CWI side and the player side,” he said. Liverpool move into top four with win at Burnley

LIVERPOOL took a huge step towards claiming one of the two remaining topfour spots with one round of Premier League games to go, courtesy of a victory at Burnley that was harder work than the scoreline suggests.

Liverpool’s incredible late win at West Bromwich Albion on Sunday kept their Champions League hopes alive and they took full advantage yesterday through a cool finish from Roberto Firmino, a first club goal for Nathaniel Phillips and Alex Oxlade-Chamberlain’s late lashed effort.

The Reds are now in the fourth Champions League spot, level on points with fifth-placed Leicester City and with a goal difference four better than the Foxes.

Brazil striker Firmino added to the brace he scored at Manchester United six days ago

with a neat side-foot strike from Andy Robertson’s pull-back to the penalty spot.

Centre-back Phillips then headed in Sadio Mane’s cross early in the second half to give Liverpool a cushion.

Substitute Oxlade-Chamberlain sealed the win in injury time, smashing home a shot after a neat turn to evade Charlie Taylor.

(Having) three goals was, in truth, a poor return from a game packed with excellent opportunities for both sides.

SANTIAGO, Chile (AFP) The Pan American Sports Organisation announced yesterday it is offering 4 000 COVID-19 vaccinations to

athletes and officials heading to the Tokyo Olympics later this year.

Panam Sports, as the body is known, came to an agreement

with the University of Miami and the Mexican Consulate in the same city to provide the vaccines.

“We know that in many of our countries throughout the continent it is very difficult to receive the COVID-19 vaccine,” said Panam Sports president Neven Ilic in a statement published in Chile.

“Therefore, we have made a significant effort to reach this outstanding agreement that will help all the athletes who have not had the chance to become inoculated.

“Now these athletes have the opportunity to receive the Johnson & Johnson vaccine in the United States, and thus travel with better protection to compete at the Tokyo Olympics.”

Panam Sports, a body that represents the 41 national Olympic committees of the Americas, said athletes’ tickets to Miami would be

paid for.

Athletes and officials must receive their vaccines at least 30 days before arriving in Japan for the Games, Panam Sports explained.

Vaccination programmes in much of the region have been slow and many countries are badly affected by the pandemic.

The Olympics, postponed from last year due to the pandemic, should begin on July 23 and go on until August 8, although there is some uncertainty as to whether it will go ahead.

Many Japanese people are against the Games taking place as the country, which has one of the oldest populations in the world, and which still struggles with the pandemic.

Organisers have insisted, though, that the Games will go ahead “in total security”, thanks to strict health protocols and the absence of foreign spectators.

Firmino has scored in each of his last three Premier League appearances at Turf Moor.

Kerley, world bronze medallist over 400m in 2019, posted a 9.91 a month ago, the first time he had gone under 10 seconds, and showed it was no fluke yesterday with a controlled run and strong last 20 metres in cold conditions to leave Gatlin flailing.

Kerley went again over 200m later in the meeting but never really threatened the double as he finished second in 20.27, well adrift of impressive compatriot Kenny Bednarek who won in 19.93.

Despite his satisfying night, however, Kerley said his main focus remained the one-lap event.

“The 100 was good and the 200 I can’t complain, though I’ve still got to work on it,” he said. “It’s not a surprise to me (his fast 100s) as I’ve been doing 4 x 100s my whole life so it’s normal for me.”

Asked about his plans for the Olympic trials, he said he would listen to his coach but that his focus would be “the main event, the 400 - I’ve still got stuff to accomplish in the 400.”

Fellow American Sha’Carri Richardson, fresh from some startling 100m runs

on home soil, looked to have plenty in reserve as she won the women’s 200m in 22.35 seconds.

There were startling performances by two British teenagers over 800 metres. Keely Hodgkinson, 19, broke two minutes outside for the first time with a hugely impressive 1:58.89 to win the women’s race and Max Burgin, who turns 19 today, then destroyed the field with a brilliant front-running performance to win in 1:44.14 - another massive personal best and the world leading time this year.

Uganda’s Jacob Kiplimo became the seventh-fastest man ever over 10 000 metres when he posted 26 minutes 33.93 seconds but compatriot Joshua Cheptegei’s world record bid over 3 000 fell well short as he clocked 7:33.24 - 13 seconds adrift of Daniel Komen’s 1996 mark.

The pick of the field events was the men’s javelin where Germany’s Johannes Vetter launched his first-throw 94.20 metres, the equal-seventhlongest throw in history.

But that’s not true. One does not have to wait to become part of a champion team to recognise that fact.

I agree that to return to that level would be a mammoth task, and with the increasing standard of skill in all countries, it would require a herculean effort for any team to so dominate again.

However, he sang the praises of Gordon Greenidge, Desmond Haynes, Sir Vivian Richards, Brian Lara, Sir Richie Richardson, Andy Roberts, Michael Holding, Malcolm Marshall – then he says, the list goes on and on, not mentioning that these marvellous cricketers (except for Lara), came together at a precise time along with the right captain, Clive Lloyd.

The hostility of the quick bowlers psychologically affected opposing teams before they met WI. The engineers of this fear of WI fast bowlers were Roberts, Holding, Garner, Colin Croft and Marshall. And Sir Curtly continued the demolition of opposing batsmen afterwards.

Ambrose, one of the finest bowlers to grace the WI cricket fields, would have learnt from those

who broke through before him.

Among them were Wes Hall and Charlie Griffith in the sixties, when WI whipped Australia in a Test series for the first time in 1965, and trounced England in 1963 under Frank Worrell and 1966 under Garfield Sobers. In 1962 India fell five-nil in a five-Test series in the Caribbean under Worrell.

There were Sobers, Rohan Kanhai, Basil Butcher, Joe Solomon, Lance Gibbs, Hall, Griffith, wicketkeepers Jackie Hendriks and Deryck Murray.

The emerging Lloyd debuted in 1966/67 against India and was an immediate success.

Before this group there were the three Ws –Worrell, Sir Everton Weekes and Sir Clyde Walcott.

John Goddard, Alan Rae and Jeffrey Stollmeyer all played their part, as well as Sonny Ramadhin and Alfie Valentine; and before them Sir Learie Constantine, Clifford Roach, Mannie Martindale and George Headley.

There are many others whom limited space prevents me from mentioning.

WI cricket was recognised in 1928, then one generation spawned another, and now the present players are the symbols of a people, both administrators and players, who all owe it to others before them – the highs and lows of WI cricket.

Long may it survive!

GROS ISLET, St Lucia (CMC) – Thirteen members of the West Indies training squad and management have been vaccinated for COVID-19, during the ongoing high performance camp in preparation for the upcoming two-Test series against South Africa.

Cricket West Indies (CWI) said in a statement yesterday that 11 players and support staff had received the first dose of the vaccine while two other players had received their second dose.

The vaccination exercise was collaboration between CWI, St Lucia’s Ministry of Health and the Caribbean Public Health Agency (CARPHA) “CWI is fully committed to supporting the vaccination drive throughout the region,” said CWI’s Chief Medical Officer, Dr Israel Dowlat.

“We are extremely grateful to have our governments and CARPHA who have been partnering with us to host cricket safely and to get our squads vaccinated.”

CARPHA’s Executive Director, Dr Joy St John, praised CWI’s efforts, saying they had set an example for the region.

“Cricket West Indies is leading the way in helping to raise awareness of the need to get vaccinated,” Dr St John noted.

“They have been actively encouraging their players and staff to get vaccinated and we urge the people of CARICOM to follow them to safety by getting their vaccines as soon as possible.”

Wimbledon ‘confident’ more than 25% of fans can attend 2021 tournament

Serbia’s Novak Djokovic celebrated with Centre Court fans after winning the men’s singles title at Wimbledon in 2019 WIMBLEDON says it is “confident” more than 25% of fans will be allowed to attend when the tournament returns to the All England Club next month.

Following a number of UK test events with crowds, organisers said they had received “early positive indications” about increasing ticket capacity.

It is hoped all UK limits on social contact will be removed from 21 June.

Wimbledon, which will return on 28 June, can welcome a daily total of 42,000 fans in normal circumstances.

In 2019, when the 13-day tournament was last held, 500,397 spectators attended in total.

The championships were cancelled last year - for the first time since World War Two - because of the coronavirus pandemic.

The All England Club is continuing to leave some decisions on this year’s event - including ticketing and prize money - until as late as pos-

sible because of the ongoing uncertainty about the easing of restrictions.

Online ticket sales are not expected to begin before the middle of June.

“We are confident we will be able to increase our ticketing capacities for the championships this year beyond the minimum 25% position we set out last month,” said organisers.

CWI said several other members of the squad had already received the first dose of the vaccine in their respective home territories and would receive the second dose in coming weeks.

collects Independence Three-Stage spoils ... aiming for National Championships BRITON John is aiming to win another title this weekend, when he competes in the National Cycling Championships, pedals off on Saturday.

The 21-year-old, who won the Three-Stage Independence Meet last weekend, collected his trophies (stage one winner and overall champion) this week.

In an invited comment, he said that he intends to carry his discipline and tactical approach to the premier upcoming event.

“The aim now is to win the National Championships.”

The We Stand United cyclist pointed out that prior to the Independence meet, he

did additional road work with his coach Horace Burrowes.

He said that the extra training enhanced his conditioning, which he is looking to further improve for this weekend.

The National Championships is scheduled to pedal off on May 22 (Saturday morning) with a 10-mile time trial in all categories on the Linden/Soesdyke Highway.

On Sunday, cyclists will battle in a 100-mile road race from the Linden/Soesdyke Highway to Georgetown.

On May 30, the event will conclude with a road race, dubbed the Mahaica Loop for juniors, females and veterans.

Dominant position on points classification Meanwhile, with John’s latest victory, he has surged to a huge lead in the Guyana Cycling News Points Classification.

He is currently on 83 points, 30 points ahead of his namesake Jamual John (53 points). Christopher Griffith is on 43 points, Paul DeNobrega on 35 points with Raynauth Jeffrey, who arrived in the country last week from the U.S. for the two events, on 31 points.

Wilder wants $20M to let Anthony Joshua fight happen

Deontay Wilder drew with Tysin Fury in 2018 but was beaten in February 2020.

TYSON Fury does not expect to face Anthony Joshua in his next fight after Deontay Wilder requested $20M to step aside and allow their bout to go ahead.

Fury, 32, agreed to face

Joshua, 31, in a highly anticipated fight in August.

But Wilder’s team forced an arbitration hearing which concluded he had a contractual right to face Fury for a third time and by September 15.

Fury said Wilder “asked for $20M (£14M) to move over”, and added: “Looks like I will have to crack his skull again.”
