PPP/C playing on –– Alexander electorate’s emotions

COMMISSIONER of the Guyana Elections Commission (GECOM), Vincent Alexander has flayed the opposition-nominated commissioners for deliberately playing on the emotions of the electorate just days before E-Day regarding the reduction of the use of private residences as polling stations.

GECOM believes, in principle, that private residences ought not to be used unless unavoidable and in the recent past this decision had received the support of all on the commission.

It comes against the backdrop of the violent retaliation of citizens at previous General and Regional Elections when persons were convinced that ballot boxes at private residences were being compromised.

As a result of the volatile situation, the Carter Center — which is known for observing Guyana’s elections – urged the commission to make a special effort to reduce the number of private residences being used as polling stations.

Despite the fair counsel, opposition-nominated commissioners, in a press statement on Sunday, stated that they “reject the unilateral changes made by the CEO and his secretariat, to the Lists of Polling Places.”

The commissioners now claim that the removal of polling stations from some private residences to the use of tents which will be manned by GECOM officials is biased.

Professional tents which allow for privacy have long been used by the commission in the past to facilitate voting in areas where there are no public buildings.

The opposition-nominated commissioners also objected to the use of numerous polling stations at one public building and state that these actions combined are meant to disenfranchise People’s Progressive Party/Civic (PPP/C) stronghold areas.

“It is apposite to note that most of the affected communities are predominantly PPP/C areas, and the political party is not unreasonably protesting the unilateral changes which were made without any consultation with us.

This decision was made by the CEO in his own deliberate judgement, and for him to now claim that it was the commission’s decision not to use any private residences, is totally false. No such decision was made by the commission between the date we received the

January, 2020 list and the publication of the lists in February, 2020,” the statement read.

Speaking with the newspaper on Sunday, government-nominated Commissioner Vincent Alexander said that the full commission had agreed on the matter and reiterated that decision just recently.

“The commission took a decision in principle that we will not use private residences.

It means that decision has to be implemented by the administration, by the CEO. We accept that in some instances we may still have to use private residences because there’s no other alternative. The last thing we said in the committee is that the CEO must look to see how best he can implement the system; he is given the leverage to do it,” Alexander explained.

Meanwhile, Alexander said that the reason there appears to be a higher number of private residences being removed from areas the opposition-nominated commissioners have so deemed “predominantly PPP/C areas,” is because of the fact that more private residences are present there.

Even GECOM Chair, Justice (ret’d) Claudette Singh had explained on Friday: “Those [private residences] have been reduced because they are using public buildings. It is not that the polling stations are removed from the area, it is just the private residences; they are moving away from those.”

However, the opposition-nominated commissioners are complaining about possible chaos or confusion.

“In an area like Foulis where in January 2020 nine private residences were listed together with one public place, there are now no private residences! All those polling stations are now to be located in tents on the “line top” and a playfield! In Mon Repos, a huge housing community, had listed on the January list seven private and seven public places for polling. There is [sic] now only two polling places, Mon Repos Nursery and

However, Alexander shut down the commissioners’ claims of possible confusion, stating that the limit per polling station remains between 400 -- 450 and electors in other communities across Guyana have voted at polling places with multiple polling stations with ease in the past.

“We’ve done that in many places and we’ve had good elections. In Sophia we used two schools; in South Ruimveldt Park we used two schools. On Elections Day, they come, they line up. They have an opportunity before elections day to go and check to see where their name is listed; all the facilities are there to facilitate an orderly process, but people who are mischievous could cause confusion…it is all a mechanism of riling up the people. All of these things are ways of getting the people emotionally involved,” Alexander told this newspaper.

Earlier this month, Leader of the PPP/C, Bharrat Jagdeo, had been actively pushing the narrative on the campaign trail that if the upcoming elections do not put the PPP back in power, then it must have been tampered with through rigging.

In several letters to the media, persons pointed out that the party’s general-secretary is seemingly setting the stage to challenge the results of an elections result not in the

Guyana Elections Commission (GECOM) Commissioner Vincent Alexander party’s favour.

In the past, he has referred to staff of GECOM as “rogue,” stating that the institution is gradually losing credibility.

Meanwhile, this is not the first time that opposition-nominated commissioners have backed out of a unanimous decision.

Though the commission had unanimously agreed in 2018 that the house-to-house registration exercise was necessary for a credible List of Electors which led to budgetary provisions for such in the 2019 budget, they later turned on the national registration exercise as a ploy to disenfranchise Guyanese.

PPP/C leaders led their supporters to vehemently protest against the exercise, to which opposition-nominated commissioners had agreed.

Even so, many Guyanese have not forgotten the events of the 2015 General and Regional Elections which saw civil unrest flare in ‘C’ Field, Sophia, with the burning of vehicles outside the home of Pastor Narine Khublall — a staunch PPP/C supporter — when reports were spread that he was storing ballot boxes on his premises.

“The Carter Center recommends that GECOM take steps in future elections to ensure that citizens can cast their ballots in a neutral environment free from intimidation,” an Elections Observer Mission report from The Carter Center in 2015 had advised.

Weighing in on the issue on Friday, President David Granger said that in the past, the use of private residences had proven to be a challenge.

“Some of them were obscure, some of them were the houses of active political advocates and many persons, not associated with the administration at that time, were disenfranchised. I am very confident that it will not happen now. I am confident that the elections commission, which is in charge of elections, will make the right decision.”

While the opposition-nominated commissioners have demanded that the commission reverse the changes, Alexander said that he does not see the ‘baseless’ allegations hindering the established timeline towards elections on March 2, 2020.

Thousands celebrate Guyana’s 50th Republic Anniversary

By Naomi Parris GUYANESE of every colour, race, religion and creed came out in their numbers to celebrate Guyana’s 50th Republic Anniversary (Mashramani) on Sunday, creating a kaleidoscope of colours through the streets of Georgetown.

Though the Mashramani costume and float parade was delayed as a result of light showers in the earlier part of the day, nothing stopped the revellers from turning out in their thousands for the historic celebration.

The annual parade started on Carifesta Avenue led by the Ministry of the Presidency’s band, which set the stage for the other bands that followed and ended at D’Urban Park.

It was a celebration of Guyana’s rich and diverse culture as the different organisations and government ministries commanded the attention of onlookers with their bands as they revelled through the crowds with their extravagant costumes and creative floats reflecting the country’s development since 1970.

Meanwhile, Guyanese and foreigners alike were seen gyrating to the sounds of soca and sweet steel pan music; it was a grand day full of festivities as the old, young and in-betweens joined the revellers in dancing and singing.

WHERE IT ALL BEGAN Mashramani is an Amerindian word which means ‘celebration after cooperative work.’ In 1966, when Guyana became an independent nation, the first-ever Mashramani celebration was held in the mining town of Linden and was dubbed the Independence Carnival.

However, in 1970, when Guyana became a republic, a newly formed committee later changed the name to Mashramani.

The unique name-change only added to the excitement for residents as the first ‘Mash’ on February 23, 1970 is said to have pulled one of the largest crowds in Linden. The event saw thousands of outsiders swarming the mining town to have a taste of the experience.

However, after realising how much attraction Mashramani was getting, a government official had several discussions with the Jaycees Republican Committee, the committee which was formed to organise ‘Mash’ in Linden, to take the event to the capital city – Georgetown.

Approval was then granted by the then President, the late Forbes Burnham for Mashramani to be a national event for the republic celebration. The approval saw ‘Mash’ activities rotated among Linden, Berbice and Georgetown.

Mashramani is one of Guyana’s most anticipated events, as it is the festival which sees the six people of Guyana coming together to celebrate, eat, and showcase their talents, as the event allows the young designers, makeup artists, dancers , choreographers, masqueraders calypsonians, chutney artistes and soca artistes to showcase their different talents during the ‘Mash’ season.

Guyana is celebrating her 50th Republic Anniversary Held under the theme, ‘Guyana Together; Reflect, Celebrate and Transform,’ the streets were filled with an aura of nostalgia amid the gyrating and masquerading as many looked back on how the country has been transformed as an economy and a nation.

Among the young people, a few stalwarts were seen clad in the colours of the country’s flag -- The Golden Arrowhead; some were dressed even swankier than others, making dresses, hats, bags and even shoes out of the country’s flag.

A few overseas-based Guyanese also returned to their homeland to feel the sweet breeze, drink some coconut water and vibe to the tunes of local artistes as they paraded with the various bands.

This year’s Mashramani celebration was said to be one of the largest, since persons journeyed from Linden, Berbice, Parika, Lethem and other far-flung areas to participate in the parade.

The parade also saw a number of tourists, some of whom had visited before and returned to celebrate again. The event also saw a few first-timers who vowed to return to the celebrate the country’s 51st Anniversary.

The PPP’s rage against reduction of private residences as polling places WHAT was going through the minds of PPP leaders when they decided to make a big fuss about GECOM’s decision to reduce the number of private residences being used as polling places? Sometimes in their eagerness to vent their frustration, politicians give away their game plan.

It is no secret that the PPP has been trying to get GECOM to implement a series of decisions which would have had the effect of contaminating the electoral process and ultimately the outcome. From their endorsement of the old voters list to their opposition to house-to-house registration to the current issue, that party has made it clear that it intends to use any and every trick in the book to influence the election in its favour.

The fact that the PPP is so riled up at this decision reinforces suspicion that the use of private residences is an arrangement that is fraught with opportunities for abuse.

The very tone of the comments by PPP executive member Anil Nandlall raises some questions. Is it that the PPP feels that

another avenue for possible abuse has been blocked? Why did Nandlall give the impression that only residences in PPP strongholds have been affected? Why did he give the impression that the use of all residences was discontinued?

To begin, as GECOM’s CEO and the commissioners, including the PPP-appointed ones, have pointed out, the use of private residences as polling places is not consistent with best practices. Obviously, the practice was first implemented under the PPP’s reign when that party directly and indirectly influenced the operations at that body. As was clearly articulated

by GECOM’s commissioners, the body is attempting to abolish the practice given the potential for real and perceived abuse, especially in instances where the residences of party activists were utilised. As President Granger observed, “Some of them were obscure, some of them were the houses of active political advocates and many persons not associated with the administration at that time were disenfranchised. I am very

confident that it will not happen now. I am confident that the elections commission, which is in charge of elections, will make the right decision.”

GECOM has adopted the very reasonable position that where public places cannot be found, they will continue the use of private residences. Clearly, this compromise was made in the spirit of ensuring that electors are not disenfranchised because of unavailability of polling places in their neighbourhoods. Elections must not just be free and fair, but they must be seen by all to be so. Given our history of contestation of election outcomes, the burden on the elections body is even more pronounced.

Any responsible leadership at GECOM should be wary of arrangements that lend themselves to overt and covert manipulation by the competing forces and their allies. At the same time, it has the responsibility of ensuring that there is no mechanism that contributes to voter suppression. In this regard, GECOM’s Chair Justice Claudette Singh is on the ball when she observes

that: “Those [private residences] have been reduced because they are using public buildings. It is not that the polling stations are removed from the area, it is just the private residences; they are moving away from those.”

When one takes into consideration that the Carter Center was reportedly on board with the decision to discontinue the practice, it is bizarre that the PPP would report the matter to the observer missions and other related agencies. This publication stands with GECOM on this decision. We believe that everything should be done, at all times, to ensure the transparency of elections.

We also chide the PPP for seeking to stir up confusion at this 11th hour. That party knows full well the bad feelings its stance could ignite among its supporters.

Guyanese expect better from a party that has been around for so long. Finally, we take the opportunity to call on the Guyanese people of all political persuasions to continue to resist and reject attempts to draw them into conflict.

Government investment in an electric car shows that President Granger is taking the future of our youths seriously Dear Editor I HAVE never met the man Robin Singh and thankfully so. With the name Robin, I would assume it is a woman.

As a matter of fact, I have always assumed it is a woman until I read a missive today. You see, I once lumped Robin Singh in the cohort of the three Singhs of the PPP whose job is to spread propaganda, by utilising reserved spaces in Kaieteur News. And oh boy, they are doing a very poor job. Such a poor job that I once wondered if Jagdeo was not reading the work of his propagandists.

Anyway, that thought quickly dissipated when I observed that he gave two other disseminators of lies a trial run. These two were Donald Ramotar and Irfaan Ali, but unsurprisingly they were abysmal. In frustration, he tried Clement Rohee, who, in one of his missives, shockingly use the misnomer, “Constitutional Republic of Guyana.” Clement it should be Cooperative Republic of Guyana. Dr. Leslie Ramsammy was paired with Clement and the pensioner got a whipping like an errant schoolboy. So much so that he developed agoraphobia. After locking himself in his bedroom for a few months, an irritated Jagdeo apparently knocked on his door and instructed him to get out by shouting at him, “You can’t let that lil boy bully you. Show him that we stay “representing” by having our names called in American courts with Roger Khan.”

With renewed confidence, Leslie stepped out yesterday but so far he is being ignored, because the now educated electorate recognises that his talks are just humbug.

So Robin penned one of his ill-informed,

poorly researched, and toddler- level missive.

In the very letter column, a sixth form student from School of the Nations was made to look like V.S. Naipaul compared to ridiculous Robin. His missive is titled, “What is Government [sic] thinking in the purchase of an electric car?” Robin you got one thing right. They are thinking and you are not. Robin then went on a superfluous rant which I completely ignored since it made no sense. He then went on to type the very sexist piece which made me realise that Robin must be a man. I will quote him verbatim out of fear of getting it wrong, resulting in another hormonal rant, “The supercilious fuss over a purchase of a vehicle whose target market is the climate-zealous housewife in America, and which has no tangible benefit to Guyana exposes the shallowness of thought and action in the administration.” Robin oh Robin, you have been drinking from that cup too long and I would recommend that you switch to foliage, preferably grass. Firstly, climate change is everybody’s business since climate change will affect all of us and not only housewives. Further, electric vehicles serve to decrease toxic environmental gases that are emitted from present-day cars. My understanding is, when these emissions are decreased it will benefit all countries on the earth of which Guyana is a part. Young man, as a result, Mr Granger is showing leadership in protecting the environment for future generations.

Other countries are following similar directions, including Britain. Britain has set targets for phasing out diesel and petrol cars. There is work on technology to reduce emissions from planes, etc. There is talk of us going carbon neutral. So Mr. Singh, your President is showing leadership.

The sexist Robin then went on to say, “ All Guyanese know that there is a massive shortfall of supply in our electrical grid; how would the addition of vehicles requiring electricity affect the already dire situation?” This sums up why the PPP should never lead Guyana until they have reformed. Singh, are you saying that this one car will drain all our electricity? First thing Master Singh, a responsible government would do a trial before they make a massive investment. These are not the days of directing US$300M down a dead Skeldon Estate project and US$1billion down the Amaila hydroelectric project. Based on the trial, the government can then phase in electric cars. This will take years Master Singh, hopefully by which time Jagdeo would place you into retirement, if he himself is not placed into retirement by the PPP. You may not be aware of it Master Singh, but we are now producing oil via Exxon. APNU+AFC has a decade of development planned. I am sure that part of that development is our electricity system, since no country that is serious about industrial development can do so without reliable electricity.

Then Master Singh shockingly said this, “There has to be abundant, cheap electrical supply to consider the move towards electric vehicles, should that energy come from diesel, natural gas or hydro is where we start the conversation.” Robin, I have seriously had enough of your silly questions and statements. Do some research for a change. Suffice to say that three billion cars using diesel or petrol are more environmentally harmful than 200 electric plants using similar energy sources. Now you go do your maths and research. I am not here to spoon

feed you and those in the PPP. Hysterical Robin then went into a rant of price and price and more price. I am at the end of my tether with him; hence, this is the final topic I will explain to him and his comrades in the PPP. Electric cars are expensive and I don’t think anybody will doubt that. Someone who wishes to lead Guyana would use that jelly-like organ between their ears to work out why. It is simple Robin. It is ridiculously simple. It boils down to supply and demand, the pillars of economics. If demand is low then price will be higher. The reason is that the company has to cover their overhead cost among other costs. With less customers, that cost will be borne by those few customers, hence higher prices. As demand increases and more customers enter the market, then that cost spreads across a greater number of customers. Also as demand increases, more companies will enter the market which stimulates competition and increases supply. The result is that prices will drop. So by the time the government is ready to invest in electric cars, prices would be significantly lower.

Now I am exhausted. These characters in PPP who wish to lead Guyana are dependent on a medical doctor to explain climate change and economics. I am sure the electorate have worked out that you are all useless. Robin, please forward your email so you can receive your certificate and transcripts.

We don’t want any difficulties if you choose to run for President in the future.

Let GECOM carry out its functions Dear Editor BY now, the nation has become accustomed to attacks of a purely political nature being levelled against the Guyana Elections Commission (GECOM). Emanating from a certain political direction, these attacks fit a particular pattern, since the May 2015 polls, of seeking to interfere with the legitimacy of the nation’s premier electoral body and its legal process which is grounded in its constitutional protection.

It has to be a rare example of the greatest contradiction, that a nation’s constitutional body charged with the critical undertaking of ensuring free and fair elections, that has worked overtime, even beyond the call of national duty, in ensuring that it effects mechanisms in achieving this ideal, continues to face all manner of accusations that questions its competency; impartiality, and leadership.

We dare emphasise, that in many jurisdictions, electoral bodies have been seen through the eyes of great suspicion, being accused of all manner of acts of subterfuge, especially those of the nature of particularly favouring the incumbency. And we have seen further, what such latter distrust has cost, in terms of

social stress.

It would seem that there are those who do not understand the meaning of constitutional protection, with regard to the functioning of state bodies; more so, one as critical to the upholding of the democratic process as GECOM is. Further, for them, constitutional democracy is to pay lip service, while interfering through overt and covert means in the procedures designed to deliver electoral results that are not only transparent, but which can also withstand scrutiny, from any quarter.

These attempts, in their various devious covers, are designed to strangle the democratic process, of which GECOM is custodian of its seminal tenet – freedom of the democratic will, and the inherent right to express this right by way of the casting of one’s vote.

Therefore, it is incontestable that any attempt from whichever quarter, seen as interfering with this process, constitutes an attempt to impede, derail, and finally throttle the entire process, of which GECOM is its pivot.

It further explains why there is an entirely different understanding as to the manner of this critical centrepiece of democracy, in the post-May 2015 DISPENSATION of the David Granger administration. It must be to the

full credit of the President that he has taken the lead in championing the unchallenged right of GECOM to discharge its administrative functions of its constitutional responsibility in an independent manner. He has set the example, for the respect and independence of this constitutional body. There should be reason why the leader of the political opposition cannot do the same.

Complaining about every conceivable measure which the Guyana Elections Commission (GECOM) puts in place which will ensure a national franchise that is above board. An exercise that satisfies all criteria of a democratic state in such an important matter of there being no impediment to citizens selecting a government of their free choice, is deviously meant to create social strife, with the government being slandered as responsible. It is the kind of dangerous politics which the leader of the opposition has been offloading, without due care or concern as to its possible consequences.

Ad nauseam, this imminent constitutional process is ENTIRELY GECOM’s responsibility. Therefore, it must be allowed to do what is necessary to satisfy not only the constitution, but the conscience of the entire nation – not any single citizen or political par-

I can remember like thousands of other persons, particularly those of us who live at the south end of the Essequibo Coast or to be more precise, Supenaam to Adventure, Region Two. That prior to the 2006 General and Regional Elections, a meeting was convened at the Aurora School by the regional administration. At that meeting, the gathering was told by the then President Mr Bharrat Jagdeo that if the PPP Government is returned to office five thousand five hundred (5,500) acres of land for agricultural purposes would be empoldered and distributed to the landless; at that meeting there more than 500 people.

Presentations were also made by the then Agriculture Minister Mr Robert Persaud and other senior regional and national agriculture officials, all of them echoing the statements made by Jagdeo;

however, from 2006 to 2011, nothing happened that suggested that this project called the Aurora Land Development would become a reality, at least any time soon. Jagdeo of course got his second term.

Then in 2011, Jagdeo not being eligible for a third term and with Mr Donald Ramotar, widely considered his preferred person as the PPP’s presidential candidate, came back to the same school again accompanied by Agriculture Minister Robert Persaud and other senior national and regional officials and made the same promises to the people; of course, Ramotar was seeking his first term this time. They went much further by stating the cost of the project which was estimated to be 1.3 billion (one point three billion Guyana Dollars), and that machines and other equipment had already been purchased and would be soon arriving on site.

After months of the Ramotar presidency nothing happened, and nothing was said of the much promised and

widely expected project, a project that would have benefitted thousands of people directly and indirectly.

I as a Regional Democratic Councillor who was also a member of the Works and Agriculture Committee, a statutory committee of the RDC questioned repeatedly why works on this project has not started as was promised by a former and then sitting president; no answer was ever provided. Ramotar’s presidency came to an end and works on this project, promised by both Jagdeo and Ramotar, never got off the ground.

As as the saying goes, “Promises are comforting words, but only to fools.” It is certainly not too late for both of these past People’s Progressive Party PPP Presidents to say why this much promised and touted project never ever got started.

PPP can never again claim there have been no fraud convictions Dear Editor, PLEASE allow me to remind readers that it was only recently the so called fraud expert Sam Sittlington declared that all of the evidence in the SOCU fraud and money- laundering matters have been destroyed, lost or missing and as a result, APNU+AFC should forget seeking justice against the PPP leaders such as Irfaan Ali, charged with fraud.

However, in a matter of days following Sittlington’s disturbing comments, the local courts convicted a former GRDB accountant on one of 39 fraud charges.

Immense credit to all the brave prosecutors, witnesses and the police. However, the real but sadly forgotten hero in this rare

success for SOCU is the former British Special Investigator Ms Sheronie James, who everyone familiar with the case will tell you was 100% responsible for compiling all of the evidence in this case that led to Mr Ramcharran’s extradition to Guyana and subsequent conviction on the first of 39 fraud charges he is facing.

The wise among us understand why SOCU’s now most successful investigator departed under apparent duress from SOCU, after it was discovered that she was about to bring several charges in matters involving substantial money-laundering and fraud cases.

The PPP-aligned forces used FAKE News and SMEAR to discredit SOCU’s most successful investigator to save their

skins, but they will realize that God does not sleep.

Never again will Jagdeo and the PPP be able to claim that in almost five years since the coalition took power there has been no evidence to secure a conviction of fraud or money laundering that occurred under their watch. There are still 38 more charges to be heard under this one investigation. This conviction proves that the coalition was not involved in a witch hunt.

We hope APNU realises the evil that forced SOCU’s most successful investigator to leave SOCU are still very much alive and kicking.

For any reasonable and rational, thinking citizen will subscribe to the view that private residences as places of poll would be fraught with all the possibilities for serious electoral mischief.

The fact that their numbers have been now greatly reduced points to evidence of unnatural acts having occurred in the past. As far as is known, private residences are not places for such an important exercise as citizens casting their votes in a national election.

The leader of the opposition should be further reminded that the Carter Center, in its report on the May 2015 national and regional elections, had recommended that such circumstance be reduced.

Maybe, in rushing to them in the usual deceptive form, the leader of the opposition will be reminded of this fact.

Calls to raise royalty rates can backfire Dear Editor, THE journalists at Kaieteur News insist that ExxonMobil pay a 10% royalty after derisking the Guyana-Suriname oil basin.

Furthermore, overseas non-profits have declared that the revised oil contract is “unfair” and “lopsided,” yet Ms. Valerie Marcel of Chatham House had admitted to Kaieteur News that she is “no fiscal expert.”

In the business world, oil companies such as ExxonMobil have to answer to shareholders who demand a profit for their investments. Therefore, countries which offer attractive terms for exploration and oil production are more likely to pique the interest of oil companies.

Despite calls made by Kaieteur News and others to raise royalty rates, this measure can backfire, as in the recent case of Nigeria proposing to increase royalties on oil production.

Viktor Katona for Oilprice.com has posited that increasing royalties for the oil companies is an unwise decision, because “First, some majors will simply leave.”

(Nigeria’s Terrible Oil Decision) It should be noted that “Exxon’s $8.2 billion Owowo West (140kbpd at peak) was postponed indefinitely.”

(OilPrice). This illustrates that if royalties are set too high, the oil companies would look elsewhere for more attractive terms.

Furthermore, technology has changed the game for oil discoveries and production. One example is the booming shale oil industry in the United States. Additionally, oil companies including ExxonMobil, have been investing heavily in neighbouring countries such as Canada (Newfoundland) and Mexico (offshore).

Therefore, increasing royalties can act as a double-edged sword. Theoretically, it would increase government share of revenues, but oil companies could also leave, halting oil production and stymieing future revenues for years.

Bartica Town Council endorses Gabriella Chapman for Miss World Guyana

By Svetlana Marshall RECOGNISING her as a child of the soil, a proud product of Bartica and by extension Region Seven (Cuyuni-Mazaruni), the Bartica Mayor and Town Council endorsed 24-yearold Gabriella Chapman for the Miss World Guyana 2020 National competition.

At an auspicious cer emony on Wednesday at the Town Hall, the Mayor and Town Council endorsed Miss Chapman as she embarks on a remarkable and life-changing journey. The 24-year-old journalist and women empowerment advocate has been selected as a Semi-Finalist in the Miss World Guyana Pageant, scheduled to be held at the

National Cultural Center in May 2020. The Miss World Guyana National Compe tition is one of the premier events during the country’s Independence celebrations, and Miss Chapman was selected from among the 83 young women who applied.

In his address during the endorsement ceremony, which included a rich display of Guyanese talent, the Mayor of Bartica Gifford Marshall said he is pleased to support and partner with the Miss World Guyana Candidate – the town’s very own.

He noted that Miss Chapman, through her Girl Build Girl Foundation, has been working to boost the esteem of young girls between the ages of 14 and 25, and had

conducted several empowerment sessions in Bartica.

He urged residents of Bartica, and, by extension, the region, to support Miss Chapman, noting that the

Born on July 25, 1995, Miss Chapman describes herself as an amiable person, who thrives on learning and experiencing new things.

Added to that, she said she is a well determined and vigorous individual but yet pleasantly calm.

Graduating with nine subjects at the Caribbean Secondary Education Certificate (CSEC) Examinations, Miss Chapman, was deemed the best graduating student in English Language. She later served as an English Language, Agricultural Science and Health & Family Life Education teacher at the Bartica Secondary School.

It was during her time as a teacher, she discovered her love and passion for empowering children to be dream achievers, especially young girls.

She later ventured into to the world of pageantry, and participated in six pageants.

Mr & Ms University of Guyana Student Society pageant 2015 where she emerged as first runner up; Miss Emancipation 2016 - second runner up; Miss Mash Queen 2017 first runner up; Miss Bartica Regatta 2017 – Queen; Miss Guyana Jaycees, and Miss Earth Guyana - Finalist.

During her involvement in pageantry, Miss Chapman developed a greater love for women empowerment, and it was that passion caused her to launch her own foundation in 2017 – ‘The Girl Build Girl Foundation.’ The foundation is designed to cultivate self-confidence and unconditional self-worth in young women across Guy-

Soldier in fireworks explosion dies GUYANA Defence Force (GDF) rank, Corporal Seon Rose, who was among several others who sustained injuries following an explosion of pyrotechnic materials on Saturday at the Coastguard base, succumbed to his injuries on Sunday.

Rose, age 31, sustained third degree burns to 90 per cent of his body and was listed as critical when he was admitted to the Georgetown Public Hospital Corporation (GPHC) on Saturday.

Reports are that he suffered a heart attack while being treated for his injuries.

Rose, along with several other ranks of the 21 Artillery Company, were preparing for the fireworks

display --- scheduled for Saturday night --- in light of Guyana’s 50th Republic Anniversary, when there was “spontaneous combustion” at approximately 13:30hrs.

The pyrotechnics were aboard a truck when it exploded and, apart from Rose, the injured ranks were identified as Terrence Neils, Gordon Cornette, Isiah Gordon, Trevon Joseph, Victor Low, Atto Cort and Delroy Baird.

The Guyana Fire Service (GFS) was quick to the scene and has now teamed up with the GDF to assist with a Board of Inquiry (BoI) ordered to determine the cause of the explosion.

When news of Rose’s death met his family, they were distraught. Many relatives and friends took to social media to share photographs of their memories with the deceased.

“SIP (Sleep in Peace) baby brother, I will miss you so much. You didn’t even get to see how big Kiara now that she big. Seon it’s hurting too bad,” said Natoya Narine who also noted that she had recently spoken with the young man.

Meanwhile, Abigail Thornhill wrote: “Every time Guyana stood and watch those fireworks was because you were behind the scene. Every time they stood amazed and the little children rejoice in glee, you were behind the scenes.

Hundreds of other Guyanese poured out their support to Rose’s family thanking him for his service and making known their prayers for the other injured soldiers.

In a message of condolence, President David

Granger said that he is saddened at the death of Rose.

He expressed heartfelt sympathy to Rose’s wife and other relatives and friends and the entire GDF fraternity.

The President also expressed his appreciation to the staff of the GPHC for their tireless efforts to save Corporal Rose’s life and for their continued treatment of the other injured ranks.

Corporal Rose enlisted in the GDF on September 7, 2008 and joined the 21 Artillery Company on November 14, 2008.

Two other soldiers are receiving treatment for injuries to their bodies while the remaining ranks are being treated for shock and minor injuries.

Guyanese among Commonwealth Youth Awards Finalists GUYANESE environmental sustainability activist, Lalita Gopaul has been named as a finalist in the 2020 Commonwealth Youth Awards which recognise excellence in development work on achieving the 17 Sustainable Development Goals (SDGs).

Gopaul is among 16 others who were shortlisted around the world from over 40 countries. Soon, a top candidate from each region will be named as a regional winner and one of these four regional winners will become the Commonwealth Young Person of the Year 2020.

The Regions are divided as: Africa and Europe; Asia; Caribbean and Canada and Pacific. Within the Caribbean and Canada region there are three other persons --- two from Jamaica and one from Canada --- apart from Gopaul.

The Guyanese finalist has worked for some time addressing SDG 13 which speaks to Climate Action. She is a researcher by profession and the founder of ‘Eco Club’ which mentors young people on environmental education.

Her research work covers eco-friendly agricultural methods, clean energy solutions and green technologies which have been used in Guyana.

For her efforts, the Commonwealth noted that she has educated more than 100 farmers in the country to adopt more sustainable and environmentally-friendly farming methods to boost production and improve livelihoods in a changing climate.

Meanwhile, her club also hosts coastal clean-up activities, tree planting sessions and climate-action walks.

The young woman has a strong track record of implementing innovative ideas and has been engaged in development work for more than 12 months.

The Commonwealth stated that all 16 finalists will each receive a trophy, a certificate and £1,000 to expand the scope of their projects.

Added to this, should Gopaul come out as the region’s winner she can earn a trip to London to attend the awards ceremony on 11 March 2020 and will receive £3,000. Mean-

while, the overall Pan-Commonwealth winner will take home a total of £5,000.

She will first be judged against Sowmyan Jegatheesan of Canada who focused on SDG 15 - Life on Land.

Jegatheesan is the founder of ‘SystemaNaturae.org’, one of the largest online information sources for global wildlife projects, research and datasets.

The platform creates awareness and helps communities build resilience by better understanding global activities around climate change, migration patterns and human-wildlife conflict through the sourced material.

Also in the contest from the Region are Jamaicans Stephen McCubbin and Samuel Neil who focused on SDG 16 – Peace, Justice and Strong Institutions and Focus: SDG 4 – Quality Education respectively.

McCubbin is the founder of ‘Cheer Sensation JA’, a youth non-profit organisation which works to foster holistic development through the sport of cheerleading.

Through its cheerleading programmes and competitions, the organisation provides a

safe space for children and adults to become physically active while working as a violence prevention tool in volatile communities in Jamaica.

Neil, on the other hand, is the founder of ‘The Aviation Club of Jamaica’, a national initiative which encourages young people to enter the aviation sector.

Through the programme student members are provided with scholarship opportunities and training programmes coming from partnerships with training institutions.

Speaking on the Commonwealth Youth Awards, Head of Social Policy Development, Layne Robinson said: “Their talent paired with tangible solutions sends a strong signal that they should be equal partners in the development agenda, not passive allies.

With now only 10 years remaining to implement the 2030 Agenda for Sustainable Development, the Commonwealth takes great pleasure in bringing these young people’s invaluable efforts to the global stage so their leadership can inspire others and accelerate meaningful youth participation.”

Preventing child sexual abuse IT is a fact that as you read these words, somewhere out there in our beautiful country, there are children who are being sexually abused.

This is real and perhaps more common than we would care to acknowledge. It is indeed a horrible thought that an adult (surveys show mostly male) would entertain any sexual desire towards a child. Every adult knows that children are not physically or psychologically ready for sexual activity.

Their minds and bodies are developing and the impact of being sexually abused can warp a child’s entire development process, which in turn will affect the child for the rest of his/her life.

When sexual predators prey on children they do not think about the damage they are causing. Neither are they aware of the trauma, anxiety and flashbacks that the child will endure due to such an overwhelming and sordid ordeal. Their only interest is their twisted sense of gratification. There is no decency, caring, love or conscience involved in their actions.

Giving due care and attention to children should be the first port of call for all parents.

Parents, where do you leave your child?

Where do you send your child? What type of neighbours do you have? How often do you leave your child home alone? Have you ever

done a background check or asked questions about the other adults in your child’s life?

(E.g. football coaches, scoutmasters, dance teachers, caregivers etc.) What do you know about their integrity? Do not forsake your child by putting ultimate trust into everyone who is in contact with your child.

Ask questions, be inquisitive, and pay attention to your child when he/she talks to you about his/her day. To be vigilant you must also have a good rapport with your child. Teach your child to tell you about any untoward behaviours or incidents that may have made him worried or concerned. Child sexual abusers come in all shapes, forms and sizes. Although Guyana’s ‘Sexual Offenders Register’ is in the pipeline, it is not yet functional; therefore, it is more than likely that you or your child may come into contact with a child-sex offender and not even know.

It is a fact that most children are sexually abused by people they know and trust, so never overlook family members or even teenage children. Perpetrators use a range of tricks and deceptions to get into a child’s mind. One method is initially coming across as being concerned and kind and offering gifts and candy. They can eventually become controlling and intimidating. Children are not intellectually mature enough to understand when they are being lured into a trap.

Childhood traumas can stay with survivors and affect them in different ways during their adult lives. The trauma continues to shape their decision-making and coping skills and affects the things they say, do and the way they act. Adults may not realise when their child is experiencing trauma unless there is an outward sign, such as bed-wetting, or the child becomes withdrawn or stops eating. Sometimes the child becomes moody or changes behaviour and acts out in some way.

Apart from sexual, physical, emotional abuse and neglect, childhood trauma can stem from any unforeseen event. The breakup of a nuclear family or the death of a family member or friend can be devastating.

Children absorb the emotions and mental anguish that take place at such trying times.

Even when parents decide to emigrate it can have a profound effect on a child who is uprooted from the security and stability of his life-long family and friends -- especially when he is then made to embrace a new environment and culture.

If everyday childhood, traumas have the power to shape the thoughts and behaviour of the potential adult, what then of a child who has endured sexual abuse? Sexual abuse can make a child feel tainted and damaged for life. Although outwardly they seem to

be thriving, within they harbour feelings of worthlessness. Some children blame themselves for the abuse and are more likely to become victims of physical, emotional or sexual abuse later on in life. Others grow with a self-inflicted stigma that never goes away. They dislike themselves and find it difficult to form or commit to a lasting relationship.

Adults and parents can help to prevent child sexual abuse by not leaving anything to chance; if you have children, do all you can to keep them safe. Make sure the people around them are trustworthy, honest and genuine. Take note of anything that seems untoward or gives you cause for the slightest concern. It pays to remember that every smiling face is not a friend. Talk to your children and let them talk to you about where they have been and what they have done.

Regardless of their social standing, background, religion or race, children deserve to be protected from all types of abuse.

New airline ‘Air Demerara’ prepares to launch regional, int’l service … 500 jobs to be created in US$500M-plus investment A NEW airline, Air Demerara, is fine-tuning its plans to operate from Guyana’s main international airports by the year 2021.

On Saturday the company announced that it plans to operate international and regional flights between Guyana and the Caribbean, North America and Brazil from the Cheddi Jagan International Airport and the Eugene F Correia International Airport at Ogle.

Air Demerara was incorporated in June of 2019 and will operate a fleet of brand-new,fuel-efficient aircraft with a list price of US$500M. President and Chief Executive Officer, Zain Tulsie Issurdutt, who is of Guyanese parentage, has returned to Guyana accompanied by his father and Chairman, Tulsie Ram Issurdutt to set up the firm.

Tulsie Ram Issurdutt was born at Leonora on the West Coast of Demerara.

The Issurdutts are no strangers to the airline business.

In the 1990s, they created their own airline, TriStar Airlines, which was based in Las Vegas, Nevada. The carrier operated under an exclusive marketing agreement with Japan Airlines.

For the TriStar venture, Tulsie Ram Issurdutt holds the distinction of being one of only three foreign nationals to create and certify a Part 121 scheduled commercial airline in the United States; the other two being JetBlue Airlines’ Brazil-born David Neeleman and Virgin Atlantic’s British-born Sir Richard Branson.

Air Demerara has filed its Letter of Intent with the Guyana Civil Aviation Authority (GCAA) which was well received and as a result, the GCAA has pledged its support to facilitate the venture, the company said.

Air Demerara will dedicate a percentage of ticket sales to offset carbon emissions while creating more than 500 jobs offering competitive salaries and benefits packages higher than the industry average, along with establishing an employee profit-sharing programme to ensure a loyal employee work force and customer base, and by extension,

its success.

Air Demerara has placed a portion of company stock in escrow to create a stock offering to allow for ownership by its employees and the Guyanese public.

Director of Customer Relations at Air Demerara, Douglas Piersa, told the Guyana Chronicle that the company’s CEO as well as the board have met with both the GCAA and the government of Guyana and according to him, they are fully supportive of the endeavour.

He said the company envisages that the GCAA will grant the airline its Air Operators Certificate (AOC) in time for its launch in 2021.

Piersa said that Air Demerara will utilise various types of Airbus-model aircraft depending on the route.

“But the initial routes will be to all of the markets currently being served by both airports, plus additional markets will be added,” he added.

Essequibians celebrate Mash in fine style

Essequibo Technical Institute Float THE road leading to the Queenstown Community Centre ground, in Region Two, exploded with colours on Sunday as revellers gyrated to the sounds of Soca music in celebration of Guyana’s 50th Republic Anniversary.

Revellers, who formed part of a number of floats, were decked in colourful costumes. The parade commenced at 10:00hrs from Three Friends’ Bridge and made its way to the Queenstown Community Centre ground.

The road was lined with spectators, who were in their vehicles or under trees, viewing the creative floats.

Patriotism was also displayed as revellers were seen waving the country’s flag – the Golden Arrowhead. Most of the bands displayed costumes that reflected the 2020 Mashramani theme, ‘Guyana Together- Reflect, Celebrate and Transform.’ The parade was led by the staff of the Regional Democratic Council who convincingly copped the first prize.

Among the bands that participated were A and C Boutique, Ramayo Mining, Department of Education, Queenstown; Essequibo Technical Institute, ‘G’ Division Youth Group.

The floats were judged based on portrayal of the national theme, display of band theme, depiction of the theme (design and illustration), craftsmanship, uniformity, time and punctuality. According to Regional Executive Officer (REO) Denis Jaikaran, this year the parade was of a high standard and congratulated all participants.

Wakenaam woman succumbs to injuries –– more than a month after she was set on fire

FORTY-THREE-YEAR-OLD Sattie Loaknauth of Friendship, Wakenaam, Region Three succumbed to her injuries more than a month after she was set on fire by her husband, who subsequently committed suicide.

Loaknauth was severely burnt on Saturday, January, 18, 2020 after her husband Rai Rabindranauth Harinarine set her alight during a heated argument. Harri-

narine was subsequently discovered dead on Sunday, January 19, 2020 in Friendship Backdam. He reportedly committed suicide.

In an exclusive interview with Guyana Chronicle, the 22-year-old, despite his speech impediment, detailed how he was allegedly taken to Georgetown from Mabaruma and lured to a hotel, bullied into sex and left stranded, allegedly by the Region One Regional Chairman, Brentnol Ashley.

Ashley, in a separate interview with this newspaper, refuted all allegations levelled against him. In the interview, the 22-yearold told this newspaper that Ashley, who is a ‘friend’ to the family, would often times assist his mother financially.

According to the young man, Ashley, following a discussion with his mother, agreed to take him to Georgetown for medical attention. Periodically, the young man would experience ‘fits’ or seizures, and Ashley offered to help.

Over 20,000 residents to tap treated water –– as GWI commissions US$6M water treatment plant at Uitvlugt

By Navendra Seoraj OVER 20,000 persons, who reside within the catchment area of the Tuschen/ Uitvlugt Neighbourhood Democratic Council (NDC), will benefit from ‘pure’ and ‘clean’ water through the US$6M Uitvlugt Water Treatment Plant, which was commissioned by the Guyana Water Incorporated (GWI), on Saturday.

It will provide residents of Hague back, Cornelia Ida, Anna Catherina, Leonora, Stewartville, Uitvlugt, Zeeburg, De Willem, Meten-meer-zorg and De Kinderen, with 24hour access to treated water. It was built by Sinohydro Corporation.

The project was funded by the Inter-American Development Bank (IDB) and the European Union (EU). The beneficiaries are receiving improved water quality, quantity and continuity of service. This includes schools and health facilities.

The plant’s peak treatment capacity is 15,000 cubic meters of water per day and the water produced is free from iron, pathogenic organisms and other contaminants. It is safe for drinking purposes and household usage. “Think about what is happening…this is what we consider to be a quality of life which people are entitled to, in terms of the good life…we campaigned on that and we continue to provide that good life. This is a manifestation of the good life,” said Director General of the Ministry of the Presidency, Joseph Harmon, during his remarks at the commissioning ceremony for the water treatment plant.

He commended GWI for the work they have been doing across the country, noting that the utility company is paying attention to the “smallest man” and staying in line with government’s mandate of ensuring that “the good life” is enjoyed by every Guyanese, irrespective of where they live.

“You have a right to high and good quality of water…it is a human right and it is enshrined in international documents…it is one of the SDGs, which is set for countries to achieve by 2030…but the CEO (GWI) has given himself up to 2025, which is commendable,” said the director general.

Harmon was satisfied with the pace at which GWI is going and he believes that GWI could actually ensure there is universal access to quality water by 2025. “I say we have increased and improved quality of life, and created the good life in many different ways…for instance some people living in an unregulated community now have the joy of turning on a pipe and getting running water which is clean,” said the director general, reiterating that GWI is executing their projects in a way to ensure that there is water at the lowest levels.

In speaking about the current project, he said: “we are now taking it from the smallest level where people do not pay, to a facility like this which is close to US$6M, which will provide pure, clean water for over 20,000 residents.”

Managing Director of GWI, Dr. Richard Van-West Charles, said the water treatment plant is part of a larger US$31.6M project which was signed in 2014 by the Government of Guyana (GoG) and the IDB, for a Water Supply and Sanitation Infrastructure Improvement Programme.

He said the Uitvlugt plant is the first one which GWI is commissioning, but there are two other plants at Diamond on the East Bank of Demerara and at Sheet Anchor in Berbice.

“Diamond is the largest one and then this…we have begun to see the benefits in terms of the varying components of this project…there has been metering, more effective and efficient use of water, and the level of

service in all three areas has improved significantly,” said Dr. Charles.

Speaking specifically about the Uitvlugt plant, he said: “The level of service is good and we have not reached the maximum level as yet…the water quality is important and with this facility, all of the residents that are served by this facility do not have to purchase bottled water.

“And this is the trend we want, where we are putting water quality at the centre of what we do…this is, however, only part of what comes to Region Three (Essequibo Islands-West Demerara,” said Dr. Charles, noting that GWI will soon be completing various projects at West Minister, Nismes, Leguan and Wakenaam.

Dr. Van-West Charles said, the GWI has also purchased two well-drilling rigs, which will arrive this month, one of which will be sent to the hinterland and the other will be utilised in Georgetown. These rigs, he said, will see wells being drilled at Farm, East Bank Demerara and Central Georgetown, among other areas.

Taking a page of out Harmon’s book, the managing director said President David Granger, speaks about the good life and this is part of that promise.

He said the “good life” has been delivered to Uitvlugt but now it is important that the residents work together with the NDC and the Regional Democratic Council (RDC) to ensure that the facility is maintained.

“GWI has done a tremendous job…

MoU signed to guide youths away from incarceration MORE than 12 non-governmental organisations (NGO), along with Public Security Minister, Khemraj Ramjattan signed a Memorandum of Understanding (MoU) aimed at rehabilitating, re-educating and re-integrating errant youths into society.

The MoU was signed recently at the Ministry of Public Security’s boardroom.

Minister Ramjattan said the issue of compassionate juvenile justice was a passion of his since 2014 when former Minister, Dr. Frank Anthony, drafted the Juvenile Justice Bill.

This bill was passed by the Coalition Government in 2018. The original Act’s provisions dated back to 1930s.

The MoU is part of the Coalition Government’s effort to reduce the prison populace while giving young offenders a chance to become meaning members of society.

Ramjattan said professional support for development of youths instead of prisons warders is a huge development in all aspects of rehabilitation.

“Alternative to imprisonment, detention, whether it’s NOC or Jail. Jails are not the place for our children and a substantial ma-

jority of our young people who have committed offences must not be there, but the very serious ones, they will have to go there,” the minister explained.

He said government wanted a humane alternative to incarceration for young lawbreakers, as such, emphasis was placed on diversionary measures in the act.

Minister Ramjattan believes this will also help to remove the stigma that has followed many children.

“We also see diversion in community service, an apology, a compensation to the victim in an amount that the juvenile family can afford and even before the commencement of prosecution by DPP or police officer, warnings and referrals can also be done; we see these sanctions as creative methods for our young people who would have broken the law,” Ramjattan said.

He noted that it is important that the director of Juvenile Justice be utilised with stakeholders in finding more alternatives to save youths from the stigma of incarceration.

“We are generally a conservative society,” the minister said.

With support of UNICEF, Minister Ramjattan said a model MoU is being developed with other players and partners which will be used with State and Non-State agencies.

The public security minister thanked UNICEF for plans to introduce early childcare services to incarcerated females, and males where necessary. He also revealed that plans are in train to establish a “remote court participation pilot project” at New Amsterdam, Lusignan and the New Opportunity Corps.

This will see the establishment of a safe place for the delivery of justice, saving money and time and lessening the need for transportation, to and from magisterial districts in 2020.

Crafted with support from the United Nations Children’s Fund (UNICEF), the MoU calls for partnerships between the State and Non-State actors on measures, including pre-trial options, for these youths.

Also present was Chief Magistrate, Ann McLennan, who commended magistrates, in collaboration with UNICEF and NGOs, for treating youths who break the law differently from adults.

“Today, therefore, the judiciary and the magistracy are pleased that we have reached this stage where we are going to concretise these programmes,” she said.

UNICEF Resident Representative, Sylvie Fouet added that the move is aimed at giving children a second chance.

“Support and leadership from you, the ministry and the partners is really key to changing the narrative of the reality for young people in particular when they are doing minor offences.”

Regional Health Officer for Region Four, Dr. Quincy Jones, referenced to his impoverished upbringing and noted that “imprisonment to a child often does more harm than good”. He viewed the initiative as a tangible effort in the right direction.

The initiative was also welcomed by United Bridge Builder’s Chief Executive Officer (CEO), Bonita Montague.

“We can’t prepare the future for youths but we can prepare youths for the future… we have to educate the public so they understand that this does not alleviate or avert justice but it is justice.”

MINISTER of Business Haimraj Rajkumar has said that Guyana is poised for tremendous development when he addressed residents of Essequibo during the 50th Republic Anniversary flag-raising ceremony at the Queenstown Community Centre Ground in Region Two (Pomeroon-Supenaam).

Speaking to a gathering of regional officials, members of the disciplined services and schoolchildren, Minister Rajkumar said that based on projections, Guyana in the not-too-distant future will be ranked the 10th richest country in the world.

He therefore called on residents to think about Guyana’s future and make wise decisions on March 2 when they head to the polls.

He noted that in less than five years, President David Granger and his administration have made significant transformational changes in the country.

Meanwhile, Regional Executive Officer (REO) Denis Jaikaran in his address, said Guyana has made significant achievements across sectors, particularly in the area of infrastructural development. He said as the country forges ahead with its development plans, it is important for citizens to unite.

In extending republic greetings, Jaikaran told the residents that President Granger has their interest at heart. On that note, the REO lobbied the residents to support the coalition government in the upcoming elections for continued progress.

Guyana’s rich culture, increasing development depicted amid much glitz and glamour

Commencing the bacchanal was the Ministry of Social Cohesion, Culture, Youth and Sports which took the streets dressed in black, white, silver, red, yellow, and green costumes, under the theme ‘Celebrating Guyana’s cultural diversity, the mask with the mass.’ The band which consisted of over 200 revellers depicted the re-awakening of Guyana’s masquerade folklore, which is slipping from society.

The day’s second band to hit the streets in blue, gold, green and silver costumes was the Ministry of Education which gyrated to the sound of steelpans under the theme ‘Transforming the nation through education.’

According to the Personal Assistant to the Minister of Education, Mondale Smith, the Ministry’s band was promoting the ideas of transforming Guyana through education by bridging the gap between the hinterland and the coast land, in terms of education delivery.

The band also showed the Ministry’s efforts in promoting the ideas of technical vocational education, and robotics.

The over 200 revellers which the band consisted of represented “what we can become if we aspire, put our heads, hands and heart together to make sure the education sector and Guyana by extension will benefit from the oil sector in a major way,” Smith said.

The band which also showcased a Queen and King was designed by Neilson Nurse, who Smith said, should be a role model to young men.

“We opted to use him because we want to show young men that you have options and you do not have to get involved in negativity, you can choose positive things to do, Smith said.”

Participating in the procession under the theme, ‘Transforming our region through unity and strength,’ was Cuyuni-Mazaruni, Region 7. The band was led by a model of a 5 star hotel. Designer of the float, Paul Burnett, told this publication that the float depicted what the Region was aiming to become, “the ideal tourist destination.”

Officer of Guyana Water Inc. stated that the float which was designed by Jermain Brooms, depicted what the company was trying to do: - provide equity between the hinterland and the coast land.

The GWI band was made up of two floats, a King and Queen.

“We have the queen float, she is called the water goddess; she is depicting bringing all water sources of contaminants and pollutants and to ensure that the water is purified because although we are called the land of many waters, all of it isn’t for consumption. So she is depicting to ensure that it’s rid of contaminants,” the officer noted.

She also noted that the king represented sanitation, showing spectators how to take care of their sewage in order to prevent insanitary environments.

Following GWI was the New Amsterdam Municipality band which consisted of 90 persons displaying and promoting a clean, green, Guyana.

The Deputy Mayor of the New Amsterdam Municipality, Wainwright Mackintosh, said that the municipality would have seen immense developments such as the resuscitation of the landfill site and the drainage and irrigation, hence they (the municipality) saw it fitting to celebrate.

After, came the East Berbice-Corentyne, Region 6 which would have won the medium band category in 2019 and 2018. The band of 60 revellers which was designed by Maurice Richards showed Guyana being transformed.

The seventh band to hit the streets was the Ministry of Natural Resources which was made up of over 150 revellers and one queen float, designed by Neilson Nurse According to the Ministry’s Public Relations Officer, Stephon Gabriel, the queen float depicted “our offering to mother earth as the preservation of our natural resources and along with keeping with sustainable development.”

He added, “We wanted to show that we are the ones who are responsible for exploring, developing and sustaining our natural resources for the benefit of all Guyanese in keeping with our theme, ‘Guyana rising, the potential of ecofriendly mining’.”

The eighth band to hit the streets was the Ministry of Agriculture which was led by a float which modelled a kitchen garden, with the aim of encouraging people to start their own kitchen garden in order to go organic and to save more money.

Taking the road dressed in colours of the golden arrowhead was the Ministry of Indigenous People’s Affairs which had a total of 100 revellers who represented the transformation of Guyanese people’s way of life that will enhance low carbon.

The band was also made up of a King float which depicted the piranha transmuting from one phase to another, in the same way the indigenous people would have begun to change their lives,

while maintaining their strong heritage.

Additionally, the band consisted of a Queen costume which depicted the national bird, the Canje Pheasant. According to the band’s designer, Trevor Alfred, “it is believed that whenever the canje pheasant is seen in the village, it brings positive energy. The bird stands proudly to represent a bright future of the Guyanese people.”

“In every celebration there must be food,” said the designer of the Linden Mayor and Town Council’s band, Eric Heatley. With this thought, Heatley created a model of a pot of food being touched by six hands of the six different races of Guyana. The band also included persons dressed in green and gold.

FOLLOWING Sunday’s drug bust in which more than 60 pounds of suspected cocaine, along with a US$1M go-fast boat, were seized by the Customs Anti-Narcotics Unit (CANU), the anti-narcotics body has issued a wanted bulletin for known character, Ryan Pemberton, called ‘Sancho.’

CANU noted in a release that two men, Muneshwar Dusraj called ‘Bonny’ age 49, and Latchman Sankar, called ‘Jack’ age 35, were detained in connection with the drug bust.

The agency said that a darkly painted go-fast vessel was, on Saturday afternoon, intercepted with several parcels or bricks of suspected cocaine lodged in its bow.

CANU said it has received threats from Pemberton

who resides at Alberttown in Georgetown.

CANU’s Deputy Head, Leslie Ramlall, said the operation was done over a two- week period and the success of the operation was as a result of the support the agency received from stakeholders. He said the operation on Saturday was conducted in the backdams of Parika where the quantity of narcotics along with a go-fast boat with two 250 horsepower engines were seized.

Further, a collection of strange spare parts were seized and the identity of the owner of the boat is known. “While we were on the operation after the seizure, we received a number of threats at the site from a known drug trafficker of Alberttown; issued a number of

threats to CANU ranks while a cell phone was on speaker,” Ramlall said.

He said the man, said to be Pemberton, also threatened to shoot up CANU headquarters and Ramlall noted that threats of death were also made to several ranks of the unit.

But Ramlall had a message to drug traffickers.“I want to say to all traffickers out there that that will not deter CANU’s mandate; we are here to ensure the eradication of narcotics and Guyana remains free of the flow of narcotics and so we will be going after all the other associates who have intentions to threaten CANU ranks,” CANU’s deputy head said.

He said that all the drug traffickers who want to break war with CANU will be dealt with condignly.

CSSP’s Rapid Impact Project continues to take shape

- $1.6M hard court, kitchen commissioned MINISTER of Public Security, Khemraj Ramjattan, on Friday, officially commissioned a $1.6M hard court and a kitchen at the multi-purpose community development centre in Kildonan Village, while his team also commissioned a basketball court in Kilcoy-Chesney-- all villages in East Berbice-Corentyne.

The projects were executed via a partnership between the International Development Bank (IDB) and the Government of Guyana through the Ministry of Public Security under the Citizen Security Strengthening Programme’s (CSSP) Rapid Impact Project.

At a simple ceremony, the Public Security Minister said he was pleased to see young people making full use of the facility. It was explained that the project targets at-risk neighborhoods, and provide safe spaces where young people, in particular, can be meaningfully engaged in sports and other recreational activities.

“The goal is to provide safer communities for everyone…By providing lighting in communities, it become safer; by strengthening the police force, we can make the communities safer, but what many don’t realize is, if we have preventative

measures that take away from negative thoughts and activities, that is even better and makes everyone’s job easier. This is why when the project was initially being touted, we agreed right away because we saw the benefits like what you have told me here today,” Minister Ramjattan said.

He continued that Guyana is ‘going places’ and because of the anticipated oil wealth, many are spreading propaganda that the government will enrich themselves and leave the residents empty handed.

“Don’t be fooled, Guyana is blessed with good management of its resources. Those that are painting negative pictures want to come into power and will say and do anything, but you-- the people-- have seen what a small project like this has done to your community – crime is down, you are safer, just imagine what more we will be able to achieve with that wealth,” the Public Security Minister told the residents.

In concluding, the minister appealed to the youths and the community to continue in the spirit of unity and cooperation.

with assistance from a child, was able to sample pastries made by students of a cooking class that benefitted from the kitchen. Minister Ramjattan noted that he was pleasantly surprised by the taste and that the combination of sports and snacks is excellent as they complement each other.

Over at Kilcoy-Chesney, a basketball court was rehabilitated as well as sporting equipment and a slasher was provided. The slasher was requested by the community to help maintain a playground that is usually unkempt and prevented youths from accessing the facility. Feedback from the community officer for the area said they have seen a remarkable increase in the number of youths at the facility for various disciplines of sports. This, he explained, will now allow them to mold the youths and keep them engaged, thereby leaving no room for idle time and criminal activities.

For Regions Five and Six, so far four of the six projects undertaken have been completed to the tune of $7.6M. These are for the communities of Angoy’s Avenue in New Amsterdam, Adelphi and Canefield in East Canje, Kilcoy-Chesney and Kildonan, both on the Corentyne.

“The first step is for us to have the legitimacy and the integrity of facts that we can rely upon, and that therein after we then work with the relevant players to see how best we can work with Haiti to ensure that they don’t face instability within their boundaries.”

The chairperson also noted that finding a lasting solution to the crisis in Haiti was critical to minimising the fatalities which occur when citizens risk their lives by attempting to cross treacherous seas to get to places such as the Turks and Caicos and The Bahamas.

Pastor injured in October 2018 vehicular accident succumbs

NEW Amsterdam Evangelical Pastor, Cecil Agard, has died, having never fully recovered from a vehicular accident that occurred over a year ago and which robbed him of his mobility.

Agard, 78, of Nurseville, New Amsterdam, was a member of Grace Temple in the 1970”s before leaving , and starting his church at Charles Place, before removing to Lot 31 Mudflat, Stanleytown, prior to going to Nurseville, also in New

Amsterdam where he served hundreds in the spiritual vineyard.

On October 11, 2018, Pastor Agard was hit by a drunken motorist, who collided with the pastor’s motorcycle before speeding from the scene at Canje intersection, in Berbice.

As a result, Agard sustained several fractures to his feet. Eyewitness said the driver immediately turned off his car lights, before speeding away from the scene,

Giving a lesson on Guyana’s rocky and emotional political history, the junior Agriculture Minister said history should not be allowed to repeat itself as she alluded to the period when violence, bloodshed and racial tension were the order of the day.

The country’s founding leaders such as Linden Forbes Sampson Burnham, she said, fought for political independence and prevailed despite local resistance. Four years after independence, Guyana, on February 23, 1970 became a Cooperative Republic.

One of the greatest political setbacks of this accomplishment was the failure to hold Local Government Elections for more than two decades, which resulted in the stagnation of community development and economic growth. In 2016, local democracy was returned when Local Government Elections were held after 22 years, Minister Yearwood said.

Guyanese, she said, must be proud of the recent accomplishments in the areas of politics and matters of the economy. “Today we can look back and be proud of our country. Internationally, we are recognised... I want to say don’t stop the progress,” the minister said to loud cheers.

Former Member of Parliament Jermaine Figueira reminded residents that they are responsible for chartering their own course in this free and independent nation.

“Political independence is not an end in itself, but rather it represents an opportunity to create a society, where all citizens are assured of social and economic justice,” Figueira posited. The process of change, he said, is not one off, but it is continuous and it requires a conscious effort of everyone.

Guyanese, he said, has a lot to celebrate and a bright future under the leadership of President David Granger.

“So let us move forward together in a continued effort to transform this country we call home,” he said.

Former Member of Parliament Audwin Rutherford urged Guyanese to use the jubilee celebration to reflect on the period of darkness, even as they are enjoying the light under the present administration. He urged them to embrace development and the decade of progress that has started. “As we celebrate, we must be prepared to transform. I encourage us to embrace that transformation, be part of that transformation, seek guidance as you provide information for your leaders and this country will definitely be moving from potential to possibilities,” he said.

Sensational Colin Nelson fires Bent St to second ‘Magnum Mash Cup’ Futsal title!

BENT Street, the inaugural tournament’s title holders, walked away with the 3rd annual Magnum Mash Cup Futsal Championship, dismantling Rio All-Stars 5-1 on Saturday evening at the National Gymnasium.

It was an exhibition of clinical finishing from the traditional giant in front of a massive crowd, as they romped their way to the prestigious title following five unanswered goals.

The opening goal from Rio All-Stars Kelsey Benjamin in the seventh minute proved to be nothing more than a consolation conversion, as the experienced Bent Street side took complete control led by Colin Nelson, the eventual Most Valuable Player (MVP) of the event.

Nelson smashed a hat-trick in the 20th, 29th and 35th minutes, following earlier conversions from Daniel Wilson and William Europe in the 10th and 16th minutes respectively.

Esan Griffith, San Sports Director and Coordinator of the tournament stated, “The tournament culminated in grand fashion with a powerful display from Bent Street as they claimed their second title in three years. Rio AllStars displayed the quality to make the finale and must be commended for their effort but the experience of Bent Street came to the forefront in the championship match.”

He further said, “Once again, I would like to thank all the players, fans and sponsors who maintained their unwavering support for the event.

Without the input of this vital trio, the overall success and continued development of the event would not be possible.”

It was the second consecutive tournament win for Bent Street following their capture of the inaugural Dragon Stout Championship.

They pocketed $600,000 and the championship trophy.

Fury ends Wilder’s five-year reign as WBC heavyweight champion

By Luke Reddy BBC Sport at MGM Arena, Las Vegas TYSON Fury produced the most destructive performance of his boxing life to end Deontay Wilder’s fiveyear reign as WBC heavyweight world champion in seven thrilling rounds of their Las Vegas rematch.

The Briton, 31, pummelled his rival in a way few could have imagined following their 2018 draw, flooring him in the third and fifth rounds while constantly backing up the most-feared puncher in the division in a way no-one has done before.

A jab and right hand - the combination with which Wilder has wiped men out repeatedly - sent the American down in the third, stunning the MGM Grand Arena.

Wilder, making his 11th defence, fell again before the round was out - this time a slip - and looked ragged under the pressure, before a left hand to the body sent the 34-year-old down in the fifth.

Fury delivered everything he had promised, transitioning from his hit-and-move style to overpower, outwork and bully his previously undefeated rival until the towel came in during the seventh round.

This was more than a world title win, it was a statement and as Fury was held aloft by his corner after victory was sealed, the days of depression, weight gain and despair that cost him the belts he claimed in 2015 seemed a lifetime away.

Thousands of British fans who had descended on Vegas saw their hero take an age to arrive at the ring on a throne, sporting a golden crown. It was the only time Fury moved slowly all night.

He hit pads in the ring as Wilder made his ring walk - just as he did 15 months earlier in Los Angeles - and his start was rapid, a flurry of hooks prompting chants of “there’s only one Tyson Fury” from the crowd.

Actors Michael J Fox and Jason Statham, as well as Super Bowl winner Patrick Mahomes, watched as Fury raised his hand at the end of the opening three-minute round and things began to feel markedly different to their first meeting.

He simply did not take a backward step, forcing Wilder to the ropes and ensuring the champion had no say in the pace of proceedings. And in the third round, those who had paid the kind of ticket prices that made this the highest gate ever for a heavyweight bout in Nevada, rose to their feet at the sight of Wilder floored for only the second time in his career.

A right hand behind Wilder’s ear - the same shot with which the American had floored Fury nine rounds into their first fight - did the damage. Wilder then fell again as Fury bulldozed him. At the bell, the pair glared at one another and Wilder knew he was in a place no fighter wants to be. The Britons sitting ringside did not want to be anywhere else.

Was the weight Fury had gained making the difference? Was it the new training set-up? Whatever it was worked to perfection. He was putting on a boxing clinic and a body shot dropped the stunned Wilder once more in the fifth.

Fury was docked a point for punching on the break but he did not seem to care or blink at the punishment, instead continuing to feint and twitch to set shots up before

unloading on a man who had started a slight favourite. He led 59-52 59-52 and 58-53 on the cards when the towel came in.

Fight week had seen repeated debate over where this meeting ranked in the pecking order of the greatest nights of heavyweight action, but little consensus. What we can say with certainty is that this was a masterclass.

Wilder, under-appreciated through half a decade as a champion, knew this was the night he could fully silence doubters. Some 43 fights into an undefeated career his ability was still questioned by many, and scorned by some.

Wilder’s fabled right hand never showed up. It was telegraphed time and again and the Alabama fighter - who was cut close to his left ear - quickly left the arena to go to hospital for stitches on the damage.

Coming in at the highest weight of his career may be offered up as an explanation for his shortcomings, but the gulf between the fighters was huge.

In the years since Wilder first won the title, Fury has claimed three world belts, lost them without fighting amid problems with drugs, alcohol and depression, and gained the kind of weight that meant many assumed his boxing career was over.

Now he is back at the top, with a back-story that has helped shape cult-hero status in the UK and now a burgeoning profile in the US. He may flippantly say this title means little to him.

He may continue to threaten to walk away from boxing.

We can be certain he will lead us all a merry dance until the day it is all over.

But when it is, this win will be remembered.

(REUTERS) - Pierre-Emerick Aubameyang scored twice to earn Arsenal a 3-2 Premier League win over Everton on Sunday, extending the Gunners’ unbeaten start to 2020 and moving them back into the battle for European places.

Brazilian Richarlison brought Everton back on level terms though just before the interval, poking home from close range.

CCUA gearing for 2020 cricket season …Albert Ramcharran retains presidency

TORONTO, Canada – With the 2020 cricket season fast approaching, the Canadian Cricket Umpires Association (CCUA) has sought to put its ‘house’ in order with the holding of the entity’s annual general meeting and election of office-bearers last Saturday.

The meeting, held at Concorde Gate, Toronto, saw popular businessman, Albert Ramcharran, and the entire executive body being retained, which meant that Bisham Singh is still the vice-president; Azad Khan – secretary; Vish Jadunauth – treasurer; and Mathew Francis – Education Committee chairman. The new post of secretary/ treasurer went to Guyana Chronicle freelance reporter, Frederick Halley.

Prior to the election of office-bearers, the members unanimously adopted a proposal to dissolve the Scarborough Cricket Umpires Association (SCUA), thereby making the CCUA the lone governing body for cricket in Scarborough. The proposal to merge the two bodies was initiated at last year’s annual general meeting and met with the approval of the majority of members.

Apart from Canada, other members of the WICUA are Barbados, Bermuda, Cayman Islands, Guyana, Jamaica, Leeward Islands, Trinidad & Tobago, United States and Windward Islands.

Among the affiliated bodies are the Masters Cricket Umpires Association, Ottawa Cricket Umpires and Scorers Association, Waterloo Cricket Umpires Association, Valley Green Cricket Umpires Association and Montreal Cricket Umpires Association.

Jackman storms to Gold Medal against British Navy boxer in Barbados REIGNING Caribbean Boxing champion Alesha Jackman stormed to Gold against a tough opponent from the British Navy on Saturday evening at the Ronald Wilson Memorial Tournament, which was held in St. Michael, Barbados.

The 15-year-old, who is unbeaten in international bouts, won by unanimous decision against seasoned and highly rated opponent Chloe Jenkins in the lightweight 57 kg category.

Pakistan to make West Indies’ Sammy honorary citizen MUMBAI (Reuters) - Pakistan will confer honorary citizenship on former West Indies captain Darren Sammy for his “invaluable contribution” towards the return of topflight cricket to the country, its cricket board said.

Pakistan successfully hosted two tests against Sri Lanka in December - their first at home since a militant attack on Sri Lanka’s team bus in Lahore in 2009 that killed six security personnel and two civilians and wounded six players.

While the international

cricket community stayed away from travelling to Pakistan following the attack, Sammy has been a

regular member of the Peshawar Zalmi side in the Pakistan Super League since its start in 2016.

Hall’s last-ditch strike lands Bakewell Topp XX Mash Cup and $600,000

A virtuoso last-ditch strike

by Keon Hall blew open a likely stalemate to propel his side, Bakewell Topp XX, to their second successive championship win over Coomacka to silence a partisan crowd as they won $600,000 and the Jermine and Family Linden MASH Cup football championship at the Mackenzie Sports Club ground.

When these two teams clashed at the same venue in the recent Upper Demerara Football Association’s yearend Christmas championship, Topp XX prevailed on penalties 3-1 after a 1-1 stalemate in regulation and overtime play.

Meeting in their second straight final, Topp XX were first out to fire a shot towards the Coomacka goal in the fourth minute of play, but Coomacka then made their way down the right to see a cross by striker, Shaquille Frank, which was cleared by the Topp XX goalkeeper, Gregory Hinds, three minutes later.

Frank, who was acquired through the transfer window from Haynes and Lewis Winners Connection would torment the Topp XX defense constantly and one such would see his shot go wide and another crashing on to the cross bar as Coomacka pressured their opponents.

However, an ugly incident occurred in the 25th minute when Coomacka’s Michael Schekia was sent off after he reacted to his foul call committed against Topp XX’s Tony ‘Spirit’ Adams, by using foul language

But in the process, Major seemed to have been injured and this brought about another stoppage, this time for nine minutes, and it appeared that Major would be substituted. But the courageous man between the uprights for Coomacka remained to the end of the game.

In the 71st minute, Topp XX were unable to put themselves into the lead after a very good chance went abegging again as the ball ran free from a nice cross in the goal-mouth area.

There were two more chances for Coomacka from close range in the 78th minute.

And a Shawn ‘Dash’ Daniels shot connected to the hands of Major in goal and deflected

on to the cross bar in the 87th minute as Topp XX were on the offensive.

Then came the decisive strike. From the midfield in the centre, the ball was sent

by Ryan Noel across to the oncoming Keon Hall on the right wing and with a couple of dribbles, despite the ball bouncing high, he blasted a volley that zoomed past a beaten Major to score and spark celebration among Topp XX’s loyal in the 90+4th minute.

This was the sealer for the game as the final whistle was blown with Topp XX winning 1-0.

Earlier in the day, Botafago again had the better of Haynes and Lewis’ Winners Connection as they ran over their opponents. Antoine Gill got a brace in the 66th and 71st minutes of play while the others came from Jamal Haynes in the 17th, his brother Shane in the 29th and Jashawn Moore in the 69th minutes.

Botafago had also beaten the Winners Connection for third place in the recent Upper Demerara Football Association’s year-end Christmas championship 5-2.
