By Vanessa Braithwaite DECLARING that his six-party coalition was aiming for 99% of the votes in the Upper Demerara-Upper Berbice region, President Granger on Sunday listed the many developments across the country, even as he promised to expand the Linden Technical Institute to cater for training in oil and gas as well as opening up more opportunities for young people to be trained and acquire skills to enter the world of work.

President Granger was at the time addressing a mammoth gathering of supporters, estimated to be the coalition’s biggest rally thus far this elections season. Held at the Bayroc Community Centre Ground, where the government is currently constructing a modern synthetic athletics track, the Guyanese leader urged the residents to give his coalition 99% of the votes of the region. A stronghold of the coalition, Region 10 delivered over 80% of the votes for the ruling party at the last elections, allowing it to claim both of the geographical seats in the National Assembly. But with predictions of close elections, President Granger charged the residents not to take anything for granted and give his coalition 99% of the votes.

He told the rally that with the impending revenues from the petroleum sector, his administration would be able to spend more in developing the region and by extension the entire country. “This is a guarantee,” he told the crowd, noting that he had already started the journey in 2015 with the recommissioning of the Linden Enterprise Network (LEN), with the first subvention of $155M. Four years later, LEN has disbursed loans to the tune of $326M to 570 businesses to residents. Seeing how powerful such an enterprising movement was for the mining town, the President said it will be replicated all across Guyana. Similar programmes aimed at empowering youths and women, will continue to be rolled out, if his administration returns to office.

“Region 10 is a powerful region,” he said, noting that with the human and natural resources it can reach its pinnacle in manufacturing and it is his government that will help residents to do so. “You can produce it yourself, and you can use your manufacturing skills and expertise to package stuff and it has already started to happen. I have seen it in the Regional Agricultural and Commercial Exhibitions (RACE); I was astonished at what households and individuals can produce...every year a wave of women and wave of young people are producing more and more commodities,” President Granger said. Back in 2003-2006, convicted drug-trafficker Shaheed “Roger” Khan, had set up a criminal network here including active policemen and a number of former ranks, ostensibly to go after criminals, but at the same time protecting his narco-trafficking interests. He was nabbed in neighbouring Suriname in 2006 while fleeing local police, and was later handed over to U.S. authorities. Although the PPP Government had sought to distance itself from Khan, the drug-trafficker had stated publicly in an advertisement in local newspapers that he had been fighting crime on behalf of the Bharrat Jagdeo-led government. Khan had also implicated former Health Minister Dr Leslie Ramsammy in his escapades, and documents bearing the then minister’s signature authorising the purchase of a sophisticated wire-tapping

youths to become unemployed. “Well I built back the Youth Corps, what they break up, I built back, that is what real leaders do, real leaders build, fake leaders break and where they break, I will build...” In addition to the Kuru Kuru Training Centre, youths are benefitting from the Sustainable Livelihood Entrepreneurial Development (SLED), which has seen the empowerment of some 2500 youths to date.

DECADE OF DEVELOPMENT Turning his attention to government’s 10-year development plan referred to as the ‘Decade of Development,’ President Granger said what has occurred in four and a half years in terms of women and youth development, in addition to improvements in the health, education and infrastructural sectors is just a tip of the iceberg. “During this decade of development we will be able to do more with petroleum revenues and everyone regardless of your race, colour of religion will benefit,” the APNU+AFC presidential candidate said.

He drew the contrast of his decade of development with that of what he described as the ‘decade of death’ – 20002010 under the Bharrat Jagdeo, PPP administration. During this era, there were 1431 recorded murders committed.

Also addressing the rally were prime ministerial Candidate, Khemraj Ramjattan; Mayor of Linden, Waneka Arrindell and former Member of Parliament, Jermaine Figueira. Several ministers of government were also present. These included Minister of Natural Resources, Raphael Trotman; Minister of Social Protection, Amna Ally; Minister within the Ministry of Agriculture, Valerie Yearwood and Director-General within the Ministry of the Presidency, Joseph Harmon.

Storm Ciara: High winds lead to disruption across Europe (BBC) Severe warnings have been issued across

parts of northern Europe as Storm Ciara sweeps across the continent.

High winds and heavy rain continue to batter areas of Ireland, France, Belgium, Switzerland, the Netherlands, Germany, Luxembourg and Scandinavia.

The storm led to travel disruptions and the cancellation of several public events over the weekend.

Forecasters predict

it will continue to move south-eastwards, bringing gusts of over 90mph (145km/h) in some areas.

In Ireland, around 14,000 homes and businesses were left without power as the country begins counting ballots for its general election.

Organisers also cancelled an opening ceremony to mark the beginning of Galway’s year as the European Capital of Culture, citing public safety.

France issued am ber warnings - its second-highest level - for 42 regions of the country, including Normandy, the

People in the country have been warned to stay away from coastal and wooded areas, several cities have closed off parks and seaside promenades.

Gale force winds grounded hundreds of flights in Germany, Belgium and the Netherlands.

Storm Ciara - known as Elsa in Norway, and Sabine in Germany and Switzerland - is the most severe storm to hit the continent so far this year.

In recent years, several national forecasters have adopted the practice of naming large storms to help the public monitor severe weather.

But while Irish, Dutch, French and British have agreed to adopt the same names, Germany and Switzerland have their own separate agreement, as does Norway.

For the UK, this year’s storm names have already been chosen, with Dennis next in line.

Death Before Deportation - Man Attempts Suicide Ahead Of February 11 Flight Back To Jamaica (JAMAICA GLEANER) The head of a United Kingdom (UK) pressure group is urging the Andrew Holness administration to deny landing rights to a charter flight from Britain with 50 Jamaicans to be deported to the island next Tuesday, after one of the detainees attempted to end his life.

The man, said to be about 22, is now on suicide watch, Desmond Jaddoo, the founder of the Birmingham Empowerment Forum, has reported.

“I can confirm that one individual had in fact attempted suicide and is currently on suicide watch. He attempted an overdose of some medication while detained for removal to Jamaica,” Jaddoo said.

The man’s relatives in Jamaica have been notified of the situation.

“I am, therefore, calling on Mr Holness and the Jamaican Government to actually deny landing rights for this plane to land in our country (Jamaica) because that’s how serious we have to take it now,” said Jaddoo, who also heads the Windrush Movement in the UK. President of the Association of Returning Residents Percival Latouche agrees that the Government should deny the flight landing rights.

“I am appealing to the Government; that plane must not land here,” he insisted.

“They should reject the grounds on which the UK summarily sends people to this country because they share heritage here. Many of them went over there at tender ages. They were schooled in their system, and now that some end up committing crimes they should be shipped out here?”

Latouche said he hopes the Government can prove him wrong that they are not lackeys and do the “right thing”.

At the same time, an official from the UK Home Office has said that next week’s planned charter flight is specifically for the removing of “foreign criminals”.

Responding to yesterday’s Gleaner headline: ‘Deportation plea – local relative of ex-con being sent back to Ja asks UK authorities to consider his eventual well-being’ – the official confirmed that those detained for removal include people convicted of manslaughter, rape, violent crime and dealing in Class A drugs.

“The Government, in accordance with the law, has continued to remove foreign national offenders to Jamaica, some on charters and some on scheduled flights”.

Further, he said that the priority of the British Government would always be to keep the British public safe.

“That is why foreign nationals, who

abuse our hospitality by committing crimes, should be in no doubt of our determination to deport them,” the official, who declined to be named, said.

Since 2010, more than 51,000 people, hundreds of them Jamaicans, have been deported according to the official.

“We only return those with no legal right to remain in the UK, including foreign national offenders. Individuals are only returned to their country of origin when the Home Office and courts (if applicable) deem it is safe to do so.

“Any new legal representations made while an individual is detained are considered carefully and in accordance with the law,” stated the official.

None of the individuals on the flight are eligible for the Windrush Scheme.

The Home Office said 29 “foreign criminals” with a combined sentence of 150 years were deported on last year’s charter flight – an average sentence of five years imprisonment per person.

This includes a combined total of 49 years for drug-related offences, including Class A drugs; 45 years or life for violent crimes, including murder, attempted murder and assault occasioning bodily harm and grievous bodily harm; 18 years for sexual offences, including against a child.

BARBADIANS IN CHINA STILL VIRUS-FREE

(BARBADOS ADVOCATE) The Barbados Embassy in Beijing remains in daily contact with all Barbadians currently in China, and at present, none of them are showing symptoms of the coronavirus.

Minister in the Ministry of Foreign Trade, Sandra Husbands, speaking to the media on Friday on the sidelines of a prize giving presentation which was held in the conference room of the Ministry of Foreign Affairs and Foreign Trade, said they are in contact with the three people in the affected area and the other 75 or so Barbadians who live, work and study across China.

“What they have been doing is collaborating with the ambassadors from CARICOM... they are sitting and discussing in an emergency how we are going to deal with this. So we are making preparations for any eventuality.

To date, as far as we know, because of daily contact, they are fine they are not showing any symptoms and we are very grateful for that and we would ask the nation to continue to pray,” she said.

She continued, “But they are trying to make sure, for example, that if they are going to be running short on supplies, how could we get supplies to them [and] what is it we need to do. So this is a daily monitoring that is going on with the Ministry of Foreign Affairs, both here in capital and in our embassy in Beijing.”

Asked about whether there are any plans to bring those persons back home, she said it is something they have been looking at, but noted the dynamics of doing so would not be easy.

“It is not as straightforward as it would look, bearing in mind that they don’t want people to leave and spread anything, so the Ministry here at capital and the Ambassador are connecting to the Chinese Ministry of Foreign Affairs and discussing in the eventuality what would we need to do, what would be the steps and so on. So the discussions are there, but at the moment we are holding pattern... we haven’t seen any reason as yet to be deeply alarmed and we believe they should be able to

ride it out. But as I said, we are monitoring them every day, every day,” she stated.

In a release on Saturday, TSTT said “The Company is aware of an influx of ‘one ring’ telephone calls originating from the +252 (Somalia) country code.

“This activity appears to be part of a premium rate scam intended to prey on unsuspecting recipients who return these calls and stay on the line for an extended period.

“Customers are encouraged not to return these calls since they may result in significant charges.”

In scams of this nature, numbers are randomly dialled from an automated system. The company also advises that these scams do not typically entail hacking of customer’s phones.

As TSTT works to safeguard the interest of its customers, the company said it will continue to closely monitor activities associated with this scam and work assiduously to block affiliated numbers.

Black history month and Africans’ contribution to the modern world

THE month of February is synonymous with Mashramani here in Guyana. Howeve, as many of you might be aware, Black history month is also celebrated in February, as it is in many other countries throughout the world. Like many other countries, here in Guyana, the African contribution to creation and development of our modern nations is often overlooked.

All too often the focus of this very important month is usually about the recent, but brief period of; (in comparison to the vast tapestry of rich, regal history recorded), African chattel slavery and the fight for self-determination in post-colonial societies.

Whilst we must always remain vigilant against such systems of oppression such as slavery, apartheid and colonialism, we must also be more focused on recounting the vast, rich and lasting legacies of the great African empires which thrived for millennia. These bastions of civilisation gave the world many gifts. Africans created Astrology, Astronomy, Religion, Philosophy, Spirituality, Mythology, Mathematics, Architecture, Agriculture, Metallurgy, Physics, Engineering, Medicine, Navigation, Governance, the Creative Arts, Music, Human Rights, and Gender Equality. Africans created the pen, paper, ink, the alphabet and the 365-day calendar.

Collectively, Africans and African empires are the single most influential sub-group of peoples to have made an impact on the development of the modern world. Anthropological evidence of the existence of remarkable African empires abounds. Books have been written, conferences convened, expeditions expedited,

theories created and many mysteries unsolved. African history is an enigma. We have archaeological evidence of African civilisations dating back to 8000 B.C. Ancient Egypt or Ancient Kemet’s history is said to even predate this period of time because it appeared as though the society just developed out of thin air and at such a highly advanced stage that it still baffles modern-day scientists who have been unable to find any existence of a primitive type of society.

Ancient Kemet is often stated as one of the greatest civilisations to have existed. But there were many other civilisations that were greatly influenced by the Egyptians and many that were taking shape during much of Kemet’s development. The Kingdom of Kush in ancient Nubia was an advanced mercantile trading and military centre; the Kingdom was rich in ivory, gold and other precious metals. The Kushites were rivals with the Egyptians and even defeated them in battle once, leading to their ruling over Egypt during the 25th Dynasty.

In West Africa, the Mali Empire was founded around 1200 B.C. Its main cities were the famed Timbuktu and Djenné; however, the vast empire was spread over many modern-day nations. Mansa Musa was one of the empires’ most infamous rulers and it is often said that he is one of the wealthiest people to have ever lived, even according to today’s standards. During a stopover trip to Egypt on his way to Mecca in the 14th Century, Mansa Musa is said to have distributed so much gold that the value of the commodity plummeted in Egypt for several years. The Mali Empire was not only famed for

its wealth, but also for its institutions of higher learning such as the Sankore University which housed approximately 700,000 manuscripts.

The North African empire of Carthage began its life around the eighth or ninth century BC and flourished for over 500 years, expanding over great swathes of North Africa. This was a seafaring empire and had over 220 ships which regularly travelled from Africa to Spain and other cities in the Mediterranean, as well as the Roman republic which was developing at the time. The empire dominated trade in textiles, gold, copper and silver.

Africans were and continue to be great navigators, traders and travellers. Many of the ancient Kingdoms enjoyed fruitful trading relationships with far-away lands and kingdoms throughout Africa and the world over. Today, much of this knowledge is lost among the descendants of Africans. Much of the dialogue around Africa is centred on poverty, lack of information and misinformation. Since the imperialist colonialisation of Africa was made formal at the Berlin conference in 1884-5, the modern African has been engaged in an existential battle to reclaim his identity, history and culture. Young Africans must be taught their history so that they are empowered by it. The lessons of old must not be forgotten, because as we are all aware, history has a funny way of repeating itself. So this black history month let us now refocus our minds on African history; let us celebrate the African’s irrevocable contribution to the development of civilisation and our modern world.

Do something about mini-bus touting Dear Editor,

FOR too long commuters are being forced to endure abuse by mini-bus touts and operators. Despite various strategies introduced by the Guyana Police Force, they always seem to be outfoxed and the daily harassment continues on commuters. Approaching the festive season last year, one of the best campaigns was launched by the Guyana Police Force, much to the relief of commuters, but with the assistance of mini-bus unions, especially the United Minibus Union, the crackdown against touts and operators harassing commuters was halted due to promises made. Today,

not a fraction of what he promised has materialised and the treatment is very much the same.

Editor, I was very much pleased to see the operators and touts operating at the Sophia, Kitty and Campbellville parks decked out in what looked like uniforms with the approval of the mini-bus union, but consistency is lacking. At the back of the jersey, the designation printed and the touts are designated as ‘dispatcher.’ I know that dispatcher is totally different, but I was still happy, thinking that order would prevail. Incidentally, during the past week I was privileged to be travelling almost everyday and had to use the route 48 mini-buses and during that process, witnessed first hand

the behaviour of the operators. I saw one driver claiming to be the secretary of the union on the phone issuing orders for the jersey to be taken away from the tout (dispatcher), because he refused to load the bus on which the secretary was working. I got into an exchange of words with one driver because of the physical tugging and pulling. The touts could be seen being the ‘hot plates’ buses at the front of the line and loading them. When one of the buses in the line was filled, they have to wait until the ‘hot plate’ bus was filled.

Finally Editor, I was in high praises for the police and their operation to get rid of this lawlessness and the union concocted a plan so that lawless-

ness prevails. Today, commuters are still physically being forced into buses; verbally abused; still being forced to sit in overloaded buses and witness some of the most vulgar displays by operators. The officials of the union are also working buses and are seeing these behaviours, but are not saying anything. I am urging the GPF to embark on the operation again and disregard the union, because despite its promises, everything remains the same or at some parks, worse. There’s no law allowing touting and they should be made to leave the parks.

Dear Editor, ON January 30, 2020, online news media, News Source Guyana published an article captioned, “Jagdeo writes GECOM with concerns of inside “rigging.” In the report Jagdeo claims to have a number of concerns.

The opposition leader stated that he wrote GECOM about the following: polling day procedures; how the Statement of Polls will be transmitted and tabulation of results. Mr. Jagdeo also states that he is also concerned about the staff of GECOM and preparations for the upcoming polls. He suggests how he thinks presiding officers and returning officers should be placed, particularly in Region Four.

Mr. Jagdeo’s purported “concerns” highlight the following issues: first, his concerns seem more like him wanting to instruct GECOM as if he was its chair. It appears as though Mr. Jagdeo forgot that GECOM is an independent body that gets its autonomy and authority from the Guyana Constitution.

It’s therefore mindboggling that Mr. Jagdeo would presumptuously write GECOM to tell it how to do its job.

Does Mr. Jagdeo believe that his role as opposition leader gives him the authority to direct GECOM on how to place its staff? Or is he telling us that when he was president, he also directed GECOM on how to place its staff? I have been watching the PPP, its media arms and Mr. Jagdeo’s attack on GECOM and it is becoming very clear

what their strategy is. They have not succeeded in their efforts to rattle the very formidable female chairperson, so they have occasioned an all-out, brazen attack on the elections commission and its system. Outlined in Mr. Jagdeo’s “concerns” appears to be a blueprint of how the PPP might have rigged and interfered with prior elections. Mr. Jagdeo has given GECOM an insight into the PPP’s plan. It appears to be a plan to disrupt the elections, as the statement of polls are being transmitted? Will this kind of disruption hasten or give credence to his prior rigging claims?

And, why did he single out Region Four in his letter to GECOM? Those of us who have been analysing the PPP’s politics, we know that Region Four has always been their target. This region has been the PNCR’s support base over the years and it remains the most populated region in the country. The PPP, over the 23 years in power, has made every effort to dismantle Region Four and reduce its impact in the elections.

They have made every effort to change the outlook of the region but that still did not work; people are wiser. So, allegations of rigging in Region Four after the results are declared seems like an obvious plan. I believe Mr. Jagdeo and the PPP are prepping for a “foul claim.”

They also seem bent on interfering or influencing GECOM as it prepares for these most consequential elections.

The APNU+AFC must analyse Jagdeo’s “concerns” and ensure that it is prepared to mitigate any efforts by the

opposition to derail the holding of free and transparent elections in Guyana.

While GECOM has a responsibility to ensure that there is no interference, other stakeholders also have a responsibility to ensure that they act to ensure that elections are free and fair. People must therefore be extra vigilant! Mr. Jagdeo seemed to have outlined how he and the PPP may play their cards on elections day. His utterances and apparent concerns must be carefully examined. The intentions of a desperate soul knows no boundary!

The second reason for Mr. Jagdeo’s spurious rigging claims is to distract and cover for his own failure and nervousness. It is clear that the APNU+AFC campaign has been attracting an unparalleled degree of enthusiasm. This is reflected at every community meeting and major rallies across the country. When small street-corner meetings turn out to be mini rallies, the PPP must be nervous. Since the launching of the APNU+AFC campaign, this enthusiasm has risen to a level that is causing the PPP much panic. They have become so panic-stricken and fearful of these crowds that the PPP’s presidential candidate, in one of his social media posts, wrote that “crowds don’t win elections” and on the other hand trying to create a campaign crowd. Jagdeo and the PPP know that the tide is going against them, so, rather than waving the white rag early, they have decided to openly attack the elector-

al process and try to discredit the GECOM chairperson, whom they earlier stated was the ideal candidate for the job. Jagdeo and the PPP are attempting to preplan their defence for post-elections results. Mr. Jagdeo is aware that the average PPP voters are not excited about the candidate he handpicked for them. This reality is reflected in their campaign rallies and public meetings, even in their traditional constituencies. He is therefore planning to explain away his failed tactic at the PPP’s selection process. He will be too ashamed to admit that he made a bad decision to bully the central executive committee of the PPP into forcing Ali into the presidential candidate spot. He has now become a one-man defence of his candidate. So, he holds solo press conferences, without even allowing the candidate to interact with the press. The few times he allowed Ali to sit at duo press conferences, he instructed him not to speak on matters directly concerning he, Ali. So even though Ali alone would have relevant information about personal matters that concern him, Mr. Jagdeo told him to stay mute. Like the rest of the PPP, he is seeing the writing on the wall so he has begun to plan to protect his political image. Ali is just a conduit in this process! Guyanese are enthusiastic and it isn’t about Irfaan Ali, Jagdeo and the PPP. In fact, they are passionate to return the coalition to power, Jagdeo and the PPP know this. Guyanese have experienced progress in the last four years and they are not prepared to let a single act of deceit reverse their lives. In these last few weeks before the elections there are likely to be even more claims of elections rigging by the PPP and their surrogates; there are likely to be more allegations and scandals thrown in the public spaces. All these accusations and unnerved generalisations are intended to distract and divert attention from the fact that the people are focused on returning the coalition to government on March 2, 2020. Jagdeo’s rigging claims are red herrings intended to fit into his broader scheme of things which he seems bent on executing on March 2, 2020. Guyanese stay awake! Not even bogus claims can stop the enthusiasm.

Global Witness report based entirely on speculation Dear Editor, IT seems to me that people who have barely passed CXC have suddenly become experts in oil and gas and government. This is in response to the uncalled-for criticism that is being directed towards Minister Trotman for negotiating a deal with ExxonMobil.

Firstly, the Global Witness report is based entirely on speculation and a one-sided narrative that fails to consider that the contract was signed in the early stages of oil discoveries, and that it was important to get the oil and gas industry up and running for economic benefits.

The opportunity costs, such as earlier first-oil production, were not considered in the report. This is because arguing with the oil companies for a “fairer deal” when oil reserves were at approximately 1.4 billion barrels was not in the best interest. ExxonMobil could have just walked away, delaying first-oil production. Furthermore, under contract law, one can’t just wake up one morning and demand that the contract be revised or annulled, on the basis of subjective opinions.

Billions of dollars have been spent by ExxonMobil to invest in exploration and oil production.

One can argue that ExxonMobil was lucky because other oil companies such as CGX, Shell and Tullow have spent hundreds of millions of dollars for exploration, but they have not yet discovered commercial quantities of oil and gas to recoup those costs. Therefore, it is unfair to assume that Minister Trotman was a fortune teller to have known the potential of the offshore oil reserves at the signing of the revised oil contract.

Ali promises jobs, improved healthcare …as PPP rallies support in Region 3

THE People’s Progressive Party/Civic (PPP/C) has promised Guyanese that numerous developmental plans, absent under their 23 years of leadership, would be kickstarted should they be re-elected into office.

Addressing a crowd of supporters at Stewartville on the West Coast of Demerara (WCD), PPP/C Presidential Candidate, Irfaan Ali, promised residents of the region initiatives which would bring jobs, access to housing, improved health care and a better way of life for all Guyanese. One of the plans put forward was the introduction of 400 megawatts of energy to end power outages. The Guyana Power and Light Inc. (GPL) has been facing great challenges stretching decades back under the PPP/C. Ali also promised that there would be 100 per cent water coverage for persons on the country’s lower coast. The promise was made even as the Guyana Water Inc. (GWI) has reported that, as of 2019, 96 per cent of the 700,000 plus persons living in Guyana now have access to improved drinking-water sources. Most of the development took place under the current administration.

Ali was the immediate past minister responsible for the water sector.

The presidential candidate also vowed the return of free-education to the University of Guyana (UG), removed in 1994 by the PPP; the implementation of a Youth Advisory Council to the President and the expansion of the housing programme.

Speaking to the latter, he stated: “The housing programme that has been stalled, those persons who

paid money and are waiting for the infrastructure to be completed and were told that they can no longer get those lots, we’re going to fix it on March 2. Prepare yourself, get ready, we are going to start building again.

Even so, Phillips stated that the PPP/C is the only party which will put Guyana first and fulfil its promises. He also criticised the current Administration for failing to create jobs; the removal of the 10,000 cash grants for school children, administering new taxes and instilling a 02:00am curfew while hailing his party as a “cradle for democracy in Guyana”.

“Why would you want a government that has not put people at the centre of development,” he questioned the people, adding that “we will promise you a better life. We will win the elections because we are democrats, we believe in democracy.”

Also speaking at the rally was General Secretary, Bharrat Jagdeo.

He said that since the APNU+AFC was elected into office there has been a steady decline in all that matters to Guyanese, promising that this can change on E-day.

During the rally, brief remarks also came from several representatives of the party who told the audience why they support the PPP/C and why Guyanese should re-elect them to power.

OP-ED Freddie Kissoon is guilty of malpractice

I HAVE heard it for a long time, but I never saw it before.

The harshest of criticisms could be a ringing endorsement.

Yes, I am talking about Frederick Kissoon’s article in the Kaieteur News last Sunday, February 02, 2020. The article declared, “President Granger behaves as if he owns Guyana.” The article in which he asserted that President Granger has monarchical tendencies, is overbearing and cruel, and is the most arrogant President since independence.

It is obvious that Frederick Kissoon decided on the damning things he wanted to say about President Granger, then struggled for justifications. The fact that he came up woefully short is not only a vindication for President Granger, it is a ringing endorsement.

To support his assertion that the President is behaving like a monarch, he pointed to traffic snarls. In a world where despots kill their citizens by the hundreds, and dictators empty national treasuries, Frederick Kissoon’s reason for labelling

the President is because of road closures when Parliament is in session. The police in every country, depending on threat levels, restrict traffic flow within a certain area of presidential activities. The police act accordingly in Guyana, and Frederick Kissoon declares the President monarchical, arrogant, overbearing, and cruel. The issues cited are so trivial, within the context of presidential and parliamentary security, I formally accuse Kissoon of journalistic and political science malpractice.

Frederick Kissoon lived in this country during the 23 years of PPP ham-fisted rule. He suffered the indignity of having faeces thrown in his face for daring to speak out against the PPP. He witnessed his friend, Mark Benschop, incarcerated for five years without trial because he dared to speak out against Bharrat Jagdeo. He mourned the death of his friend, Ronald Waddell, who was assassinated by the PPP- controlled death squad. He spoke out after the assassination of Courtney Crum-Ewing by forces within the PPP. He was paralyzed with shock, like the rest of the nation, when the PPP orchestrated the killing of three protestors in Linden. Frederick Kissoon

When Janet Jagan threw the High Court writ over her shoulder, and Doodnauth Singh said, “that was good,” he was here. When a young man was locked up for showing his middle finger at a Jagdeo motorcade, he was here. When phantom death squads roamed the streets, wantonly snuffing out lives, Frederick Kissoon was here. He was abused, he was beaten, and he was locked up because he spoke out against a number of these things.

It is malpractice for Frederick Kissoon, a practising political scientist for over 25 years, to trivialise PPP murders, assassinations, and human rights violations by claiming President Granger is the most cruel President since independence. And for what? Because of security-related traffic snarls?

President Granger has restored decency to the office of President, after the malfeasance by Jagdeo and Ramotar.

Kissoon is attempting to gaslight the nation when he, with no credible basis, attempts to compare his tenure with that of Jagdeo and Ramotar. Frederick Kissoon is guilty of malpractice.

Indian festivals source of soft power in Guyana

GUYANA lived in the hearts and minds of Indian Government and its people since long from the days of Indian indentured labourers arrived in the British Guyana in 1838.

This emotional connect between India and Guyana still continues even today, with India partnering in Guyana’s celebration of the 180th anniversary of the arrival of East Indian Immigrants to Guyana as ‘Arrival Day’ on 5th May 2019.

The Indian Council for Cultural Relations (ICCR) donated a Sculpture (six bronze statues depicting a Hindu man, a Muslim man, a Drum boy, a woman with bundle, a woman with tawa and cahary and a man with cutlass and rice plant) for the Indian Arrival Monument in Palmyra in Guyana to mark the arrival of Indians. India has been a long-time partner in prosperity and growth and is still closely connected with Guyana in many ways and still contributes in various areas of development.

Indo-Guyanese are the largest ethnic group in Guyana as identified by the official census-- about 40% of the country’s population of about 750,000 in 2012. Guyanese continue to observe Indian festivals such as Phagwah (Holi), Diwali, Navratri.

This soft power of India in this country is the most remarkable Indian contribution in Guyana. The cultural linkage, religious practices and economic trend brought with them during the time of indentureship helped Guyana to take the country forward in a different way than the other countries in the Caribbean region.

The Commission of India was established in Georgetown in May 1965. The Commission was made into a full-fledged High Commission of India in 1968. The relationship between India and Guyana ever since the independence of Guyana in May 1966 has been close and cordial with a high degree of understanding. India and Guyana all along viewed each other as strategic partners and cooperate in the international arena where there exists a clear convergence of views on issues of mutual interest. Guyana, however, closed down its Mission in India in 1990 due to economic reasons, but reopened it in 2004.

Between 1838 and 1917, over 500 ship voyages with 238,909 indentured Indian immigrants came to Guyana, while just 75,898 of them or their children returned. The vast majority came from

Bengal; 3% from what are today Orissa and Jharkhand states; 3% from what is today Tamil Nadu state; 3% from Central India, 1% from pre-partitioned Punjab and the remaining 1% from the rest of India. (96.8% of all the Indian Immigrants to Guyana left the port of Calcutta in North India, and 3.2% from the port of Madras in South India). The religious breakdown was 85% Hindu, 15% Muslims.

Indenture documents showed as Hindu by caste consisted of 11% Brahmin, Bhumihar, Chatri, Rajput and Thakur castes; 1% merchant or writer castes; 30% medium agricultural castes; 9% artisan castes; 2% petty trading castes; 2% fishermen and boatmen castes; 25% menial or dalit castes; 3% Hindus who were Madrasis; 2% Hill Coolies or Tribals.

ESSENTIAL ROLES In order to augment their meagre earnings, they engaged in farming and later their offspring did not only continue but expanded into large scale agriculture. Today, they play essential roles in the economic, political and cultural life of the country. The Indian presence has immeasurably enriched the Guyanese nation. Descendants of indentured labourers continue to contribute to the cultural, economic and political life of the country. The contributions of Indian indentured immigrants and their descendants to the building of Guyana is always lauded, as the country is now richer, culturally, socially and politically because of these contributions. Indian indentured immigrants played an important role in the transformation of the economy.

They turned their indentureship into citizenship. From an economic point of view, Indians helped to transform the country that they adopted, what was then British Guiana. Indian skills in paddy and vegetable-farming, coconut-cultivation and cattle-rearing; and their skills as boatmen, charcoal-burners, goldsmiths, fishermen, hucksters, milk and sweetmeat vendors, shopkeepers and tailors, enriched the Guyanese society and its entire economy.

These are skills they brought from their homelands. Guyana is richer now with Indian immigration. The Indians also helped to transform their own lives and the lives of other immigrants who came to British Guiana, through their resistance to abuse, brutality, confinement and domination of plantation TURN TO PAGE 11 ►►►

life. Indians, while a docile people, stood up for their rights and by standing up for their rights, they helped to preserve the rights for future generations. The political footprint of Indian Guyanese was made more prominent through the present day politicians, judges, educators, Solicitors, lawyers, Ambassadors, etc. Among the Indos who excelled were Dr. Cheddi Jagan who became the most popular leader in Guyana and can also be singled out for his role in politics; Sir Shridath Ramphal who was Commonwealth Secretary General for 15 years; in the field of business, trade and commerce, Dr. Yesu Persaud who celebrated his 90th birthday recently, was honoured by at least three universities; and in the field of sports, Rohan Kanhai, Shivnarine Chanderpaul and Ramnaresh Sarwan stands out as outstanding cricketers. President David Granger also penned about Indians in his book titled “Indian presence”. Game of cricket and Indian cuisine are the other great contributions of Indians to Guyana which also binds the two countries intimately. With the launching of Indian Premier League, a number of Guyanese players are contracted to play in India.

COOPERATION ON POLICIES India believes in a shared future, indivisible future of this world. Sharing of capacities leads to formation of professional and economic inter-linkages which in turn generate the ecosystem for co-creation of mutually beneficial policies and technologies. An economically and technologically connected world helps building bridges of friendship and camaraderie for lasting peace and prosperity. Guyana is an important partner for India in the area of development partnership cooperation and our cooperation with Guyana is purely driven by Guyana’s requirements and its priorities. An Education Exchange Programme was signed in August 2003 between the Governments of India and Guyana. This provides for grant of scholarships, establishment of Chairs of Studies, academic exchanges and other arrangements in the field of education. The cooperation between the two countries in sharing developmental experience is mainly routed through the Indian Technical & Economic Cooperation (ITEC) under which 50 scholarships are granted to Guyana every year in various courses. Indian Technical and Economic Cooperation programme, popularly known as ITEC, was launched in 1964 as a bilateral programme of assistance of the Government of India. Scholarships are offered for shortterm courses of 3 weeks to 6 weeks, in 1250 courses for skill development, in the fields of Hydrology, Engineering, Cyber Technology, Management, Education, Agriculture, Horticulture, Banking and Financial Services, Environment Protection, Public Management, and many more. More than 500 Guyanese have been trained under ITEC scheme in various institutions of repute in India. Besides, some experts are also deputed to Guyana from time to time on request in specified areas of activity such as Meteorology, Transmission and Broadcasting, Legal Experts, Disaster Management, Coconut, Spices, Institutional Development.

SCHOLARSHIPS The Government of India offers various scholarships and schemes for Guyanese nationals to study or get trained in India or to visit India for pilgrimage. Several other scholarships are also available to Guyanese to pursue long-term courses, to get acquainted with India and to learn Indian music, dance, etc. in India. India continues to empower Guyanese and provide services in the area of Information Technology, Engineering, Agriculture (Rice and Sugar), Research and Development, Medicine, among others. In Guyana today, there are many Indo-Guyanese youths who returned from India with Master and Doctorate Degrees and are serving the country in various fields. Scholarships under the Indian Council for Cultural Relations (ICCR) are also offered for study in India for Undergraduate, Post-Graduate and higher courses. ICCR also offers courses for study of music, dance, painting, sculpture and other forms of fine arts in India. Guyanese nationals have been availing of these scholarships every year on a regular basis. The other schemes offered by the Government of India is the Know India Programme known as KIP for the young people to visit and feel India, and the pilgrimage tour of India called Pravasi Teerth Darshan Yojana (PTDY) for elderly people.

BROADENING RELATIONS With the objective of strengthening and broadening their relations in the cultural field, India and Guyana concluded a Cultural Agreement in 1974 which came into force on 31st March, 1977.

Pursuant to this agreement, the first Cultural Exchange Programme (CEP) for 1994, 1995 and 1996 between the two countries was signed in 1993 in New Delhi during the visit of the then Guyanese President, Cheddi Jagan. The current CEP for 2007, 2008 and 2009 facilitates visit of cultural troupes from India to Guyana; exchange of Archivists and records of mutual interest, training of Guyanese officials in Archives Management by the National Archives of India, [and] exchange of exhibitions between National Art Galleries of the two countries. An MoU on Cultural Exchange Programme 20182021 was signed on 31st January, 2018, during the visit to India

by Second Vice President and Minister of Foreign Affairs, Carl B. Greenidge. Cultural troupes from India under the CEP, and outside the CEP, have been visiting and performing in different parts of Guyana from time to time. Indian Cultural Centre (now known as Swami Vivekanand Cultural Centre - SVCC) in Georgetown, was established in 1972 with the objective of strengthening cultural relations and mutual understanding between India and Guyana and their peoples.

The Centre runs regular classes in Yoga, music and Kathak dance. The teachers and students of SVCC participate in events by the local community on culture, mythology and works of eminent scholars and authors. Apart from running regular classes in Yoga, music and Kathak dance, the Centre, in recent past, introduced teaching of Indian Folk Dances which have become very popular with young girls. In furtherance of expansion of its activities, the Centre has been imparting training in Vocal and Harmonium. Due to strong presence of Indian diaspora and PIO among Guyanese, Indian films and songs, especially Bollywood films, are very popular here. In fulfilment of their aspirations and wishes, the Centre also, on monthly basis, organises screening of Indian films in its auditorium which gets admiration from one and all. The multifarious activities of the SVCC helped the Guyanese to maintain their deep cultural ties with mother India.

LINE OF CREDIT Apart from our traditional forms of development assistance like Lines of Credit, Grant assistance, High Impact Community Development, technical consultancy and capacity building, humanitarian assistance, disaster relief etc. the Government of India have consciously tried to venture into new sectors, improve delivery, innovate on existing services, bring into the fold new ways of doing things and also leverage other forms of partnership. Throughout history, India has always partaken with others our knowledge in science, mathematics, astronomy, philosophy, music, the arts -- indeed every aspect of human activity. We also shared the experience and unique tools of our freedom struggle which inspired many countries to throw away the yoke of colonialism. India’s commitment to shared prosperity has guided our development assistance endeavours. India recognises the mutually reinforcing and inter-dependent development paths that countries take/taken not just as a normative imperative, but as an enlightened choice. Just as India’s development is good

for the world as a factor for peace, prosperity and stability, we believe that the development of other countries, including our neighbours, is also good for us. This is clearly visible in our choices and actions as we pursue cooperation with our partners.

Our multifaceted bonds with Africa have been reinforced by the Ten Guiding Principles set out by Prime Minister Modi in 2018. These guiding principles may well also be a template guiding India’s development engagement with the rest of the developing world. Prime Minister’s vision is for our development partnership to be guided by partner’s priorities, on terms that will be reasonable and comfortable for the partners; build local capacity, create local opportunities and unleash the potential of the Youth and their aspirations; liberate the potential of the country; open our markets and make trade and investment easier; harness India’s digital revolution to enhance education, health, public services, financial inclusion etc; improve agriculture; address climate change; combat terrorism and extremism; keep oceans open and free and strive together for a representative and democratic global order. It is therefore self evident that any initiative that constrains the development space for a partner country cannot be part of “development diplomacy”. Any initiative that contributes to further indebtedness cannot be part of “development diplomacy”. And any initiative that seeks to impose conditionalities cannot come under the rubric of “development diplomacy”.

Our assistance to a friendly country is with no strings attached.

Our support is based on the traditional belief of an elder brother helping a younger brother to make him strong and self-sufficient, self-reliant. It is not exploitation or debt trapping as practiced by some other countries in the world in the garb of developmental assistance. Sustainability is the touch stone for development cooperation and now we have the SDGs, which give us a useful reference framework to build on.

DEVELOPMENT ASSISTANCE Apart from the capacity-building training, India is deeply involved in partnership cooperation with Guyana by providing developmental assistance under the Indian Development and Economic Assistance Scheme (IDEAS) for use in mutually accepted designated fields for various projects. These projects include East Bank Demerara-East Coast Demerara Link Road project under a Line of Credit of US$ 50 million; Supply of Ocean Going Ferry with a Grant of US$8 million and an LoC of US$10 million for using in the North Western region as well as South Western region of Guyana; Upgrading of 3 Regional Hospitals at West Demerara, Suddie and Bartica with an LoC of US$17.5 million; Supply of fixed and mobile pumps with US$4 million LoC; and Supply of Pilot Scale Rice Husk Gasifier valued at around US$160,000 to be supplied by the Ministry of New & Renewable Energy. Some of these projects have already been executed and some are on-going projects at various stages of implementation. We have also established a Centre of Excellence in Information Technology in Georgetown. This Centre of Excellence with 1 Master Trainer and 2 Trainers from India can provide IT training [for] up to 500 people in a year. The total value of the on-going projects is US$ 81.5 million (Line of Credit) and US$9 million (grant). Government of India had also financed and constructed a cricket stadium in Providence, Georgetown in 2006 with a Grant of US$6 million and a concessional Line of Credit (LoC) of US$19 million. Installing Traffic Signaling System at 50 junctions in Georgetown at a cost of US$2.1 million was executed under Line of Credit funding extended by the Government of India in July 2007. Government of India extended a Line of Credit of US$4 million in May 2011 for the design, manufacture and supply of fixed and mobile drainage pumps, which would help to improve and manage the effects of climate change on Guyana’s coast.

All these projects will not only help develop the country’s economy and improve people’s livelihood, but also become a major driving force for the friendly cooperation between the two countries. India is considered by Guyana as a strategic cooperative partner with sincere mutual assistance and ever-lasting friendship built upon a long tradition of friendly exchanges. Recent years have seen fruitful cooperation under different projects and programmes, particularly IDEAS. India expects to carry forward the traditional friendship, strengthen political mutual trust, dovetail development strategies and bring bilateral relations to new heights.

MINIBUS MUSIC AND OUR YOUTHS DID you know that music can play a major part in brain development? Music carries vibrations that affect your brain, usually in a good way. It has been scientifically proven that more blood flows to the brain when you are listening to music that you like; than music that you dislike. Listening to music that you enjoy can release certain ‘feel-good’ chemicals in your brain.

Music can reduce stress, pain and symptoms of depression. Music can affect heart rate, blood pressure, and hormones. However, certain types of music can harm the brain, even if the music is enjoyed by the listener. (e.g. loud, distorted or abrasive music) Listening to music can improve critical thinking skills; it can also impact human behaviour: music can be addictive.

Every day hundreds of mini-buses are driven around our beautiful capital city Georgetown and beyond, filled with adults and children. They take us here and there for the

most part safely, though the journey itself can be distressing and daunting for many passengers. This is due to some minibus drivers and their conductors who do not have their passengers comfort and safety at heart.

On some perilous expeditions, passengers are treated as if they have no say in the type of experience they receive on their journey. Many passengers accept this fact and remain tight-lipped regardless of the lawless music being played or whether they are being squashed four or five in a seat that is really meant for three. Some people call it the ‘mini-bus culture’ and most illiterate people might go on to say, ‘if you do not like it then catch a next bus or take a taxi.’

While alternative transportation is a solution, it shouldn’t have to be. If a ‘public’ service is being provided, then surely the ‘public’ should have a say as to whether they feel safe, comfortable or are distressed or offended by elements of their journey.

The volume of the music and its contents on some mini-buses are deplorable.

The lyrics, nine times out of 10, are about sex or sexual encounters but can range from the humiliation of women to their private parts and their undergarments. This is not what children or even adults should be subjected to, just because they need to use public transportation.

If this is what is offered to children, then this is what they will accept. They don’t know better and so they join in with and memorise the lyrics using valuable space in their brains, when they could be learning something much more edifying and beneficial to their lives.

Drivers and conductors who enjoy this type of music should do so in the privacy and comfort of their homes and not on public transport. But why is this ill in our society so readily accepted by adults and parents who should know better and should want better for their children? Can you imagine being assaulted by such a de-

grading barrage of utter obscenity and nonsense on a bus in Canada or Europe? It would never happen: the public would be up in arms.

Because music has such a great impact on its listeners, we are left to wonder what type of mindset is subliminally being formed in our society by this trend. As mentioned earlier, music is addictive and it can impact human behaviour. Who can tell what type of lessons children are learning during these journeys when their heart rates, blood pressure and hormones are involuntarily being affected by the vibrations and they are being made to conjure

up images from the lyrics while on their way to school.

It is a form of child abuse that has been allowed to fester, unchecked, undiscussed and it does not appear to be acknowledged as a problem. If we want our children to travel on public transport without having to second-guess what type of journey to which they are being subjected, then it seems we may need to demand that right from the vehicle owners.

If our aim as adults is to protect and guide the children of our country, then we cannot be half-hearted in our approach; we must call out wrong as we see it and join forces to change

the same. Our children should be given every opportunity to find themselves and strive and grow to their potential before they become tainted by an element of our society that is badly in need of reform. Youth Challenge Guyana trains 50 local observers for elections FOLLOWING approval by the Guyana Elections Commission (GECOM) as a local observer for Guyana’s March 2, General and Regional Elections, non-governmental organisation (NGO) Youth Challenge Guyana (YCG) has trained 50 domestic observers to monitor pre-election political activities and Election Day activities.

In a statement, the organisation noted that it will be deploying observers in Regions 3, 4, 5, 6, 7 and 10.

“These persons were all screened for non-partisanship and signed Declaration of Global Principles for Nonpartisan Election Observation and Monitoring. YCG will cover the campaigns and other political activities for the period leading up to Election Day to observe whether the rights and liberties of all Guyanese are upheld,” the statement informed.

The organisation further noted, “Domestic observer groups that are able to monitor their own elections, are an essential part of democratic development. In this regard, domestic observation is vital for the transparency and ownership of the electoral process in addition to the activities of the political party agents. YCG is pleased to support this democratic process on behalf of all Guyanese.”

Established in 1989, YCG is a NGO that creates opportunities for youths and communities to effect positive local social change, strengthened by global partnerships, supporting the development of youth in areas of health, education, life skills and livelihood. The organisation is currently headed by Executive Director, Dmitri Nicholson, and headquartered at Lot G Enachu Street, Section ‘K’ Campbellville, Georgetown.

YCG said that it has begun holding meetings with election officials, supporters of the various political parties, civil society, international missions and other stakeholders.

YCG will be among a number of local and international observers of the elections. Aside from YCG, locally, the Georgetown Chamber of Commerce and Industry (GCCI) and the Private Sector Commission (PSC) also applied to be observers for the elections, while local groups which have shown interest include Guyana Public Service Union (GPSU) and the American Chamber of Commerce in Guyana (AmCham Guyana).

Last week Tueday, a team of 14 European Union (EU) observers was deployed for long-term observation of the elections. The Mission also has a core team of eight EU election analysts that will stay in the country until the completion of the electoral process, while an additional 20 short-term observers will be here for the election week.

Aside from the EU, among the international observers will be a team of experts from the Carter Center Guyanese across the country are set to cast their votes for the political parties of their choice at the over 2500 polling stations that will be made available by GECOM to do so on Elections day.

Some nine political parties have qualified and will be contesting the country’s general elections, which will decide on the allocation of seats in the National Assembly as well as which party will form the government.

A total of 11 parties will be contesting in the Regional Elections, which will decide on the allocation of seats in the 10 Regional Democratic Councils (RDCs).

On polling day, observers will follow the voting, counting and tabulation processes.

Upon the completion of the elections a statement will be made about the initial findings of the observers.

EU observers actively assessing electoral meetings SINCE being deployed last week, the team of 14 longterm European Union (EU) observers has been actively observing political rallies, public meetings and the engagements of the Guyana Elections Commission (GECOM) E-Day Officials.

On its social media page, the observer mission showed

that it had attended meetings for Returning Officers (ROs) and Deputy Returning Officer (DROs) in Regions Nine and 10.

Meanwhile, members of the team were seen observing doorto-door canvassing in Mortice, Region Five and public meetings in Region 10.

The EU observers are paying keen attention to potential fraud, intimidation, violence or anything which affects a transparent and credible electoral process.

AS the countdown gets closer to Guyana’s 50th Republic Anniversary, Maxi Williams is gearing up to depict Guyana as a unique cultural melting pot.

Known for his innovative costume designs, Williams causes quite a stir on Republic Day, and this time around is no different. This year, he is featuring those elements that make Guyana the unique cultural melting pot it is.

“We want to highlight the rich culture and traditions of

our different races. So, we are portraying our six races working together in love and unity for one Guyana,” the designer explained.

He noted that the costumes will also highlight various national symbols and wellknown landmarks such as the Independence Arch located in Brickdam.

The band will comprise 50 revellers and the King. “I am really glad, this year after pouring in a lot of hard work, I will now be going as the King of the

Golden Jubilee with the band of revellers showcasing the proud national colours,” he shared.

At the moment, the design of King of the band costume is

a closely-guarded secret that will only be revealed on February 20 at the Night of the Kings and Queens at D’Urban Park As he and his team worked

to complete the costumes for his band, Williams recalled his inspiration for the art form was nurtured from a young age.

“I remember the costumes

when I was a little child, there were these big beautiful pieces coming down the road. It has always been my dream to create a really massive float – a King or Queen costume so that it will inspire other kids the way I was,” he said.

Starting as a young apprentice in Don Gomes’ Mash Camp on Thomas Street at the age of 13, Williams would later move on to working for Gomes as an optical technician which allowed him to not only design for Mashramani but also create interior décor for various events and functions. This led to him establishing his own design business-- Maxi K. Williams Designs.

For those persons interested in joining in William’s band, the costumes will be on display at the Department of Culture’s 592 Village Fest which runs from February 13-18. Registration forms will also be available for those who wish to be part of William’s band on February 23.

Cruise ship – MV Caribbean Princess denied entry due to confirmed cases of gastroenteritis PORT OF SPAIN, Trinidad, Feb. 9, CMC – The cruise vessel, the MV Caribbean Princess which was scheduled to arrive here on Monday has been denied entry due to an outbreak of gastroenteritis onboard the vessel.

The cruise ship carrying over 3000 passengers and a 1000 member crew was also denied approval to berth at the Bridgetown Port, by the Government of Barbados.

The Caribbean Public Health Agency (CARPHA) has also confirmed the presence of “a significant outbreak” of

gastroenteritis on the ship. According to the Ministry of Health, officials have been in constant contact with the CARPHA, which monitored the passage of this vessel as it journeyed towards Trinidad and Tobago, and provided initial notification and updates on the outbreak of gastroenteritis to the relevant authorities. The Ministry has also been in continued contact with other stakeholders, including the Ministry of National Security and the agent for the vessel. “ Based on the information confirmed, the Ministry of Health took the decision to deny entry to the

MV Caribbean Princess,” the Health Ministry said in a statement.

This decision is in keeping with the guidelines of the Center for Disease Control and Prevention (CDC) and according Health Minister, Terrence Deyalsingh, “was taken as a precautionary measure to protect the Trinidad and Tobago population”. The Ministry of Health also reaffirmed that “thus far there have been NO suspected or confirmed cases of the Novel Coronavirus in Trinidad and Tobago.”

IDB Group sets climate-related financing at an annual floor of 30% until 2023

The Board of the IDB Group, in its 2020-2023 Corporate Results Framework , has set the financing related to climate change to an annual floor of 30% for each of its windows, which includes the IDB, IDB Invest and IDB Lab, for the next four years.

In particular, the IDB has set the goal that 65% of its annual project approvals include investments in adaptation and mitigation to climate change; that 100% of projects categorized as high risk include risk analysis and resilience measures by 2023; and that 100% of country strategies take into consideration nationally determined contributions (NDCs) or long-term decarbonization strategies.

IDB Invest, for its part, has established that its accounting will be carried out at the time of financial closure. At the same time, IDB Invest will monitor climate financing in the mobilization of investor resources and will adopt a triple approach to acquire climate capacity: 1) reversal

investment; 2) risk management; and 3) transition to a low carbon economy.

In financial terms, the IDB Group doubled its climate financing in the last four years. In 2019, it achieved a record approval of 29% in climate-related financing, equivalent to US$

5 billion. This outcome reflects that the IDB Group is incorporating climate change aspects more strategically and systematically into its portfolio, in order to support a low carbon development that is resilient to the impact of climate change.

This climate-related financing has supported investments in renewable energy, electric mobility, sustainable urban development, climate-smart agriculture, and green buildings, as well as capacity building and preparation of natural disaster risk assessments.

PAHO providing technical cooperation to countries on novel Coronavirus The Pan American Health Organization is working with health ministries in Latin America and the Caribbean to help them prepare to deal with possible importations of cases of novel coronavirus.

In a series of technical cooperation activities, PAHO experts in laboratories, preparedness, epidemiology, clinical management, infection prevention and control, and other areas are supporting public health officials in various countries. In the area of diagnosis, PAHO is providing guidance and reagents to national public health laboratories including National Influenza Centers so they can perform laboratory tests to confirm or discard the presence of novel coronavirus. Brazil, Colombia, Chile, Peru, Mexico, Paraguay, Ecuador and Surinam have already implemented the 2019 novel coronavirus protocol.

PAHO virologists are being deployed to Brazil and Mexico to train country experts together with partners including the Ministry of Health and the Oswaldo Cruz Foundation in Brazil and in Mexico, the Ministry of Health and its Institute for Diagnostic and Epidemiological Reference (InDRE). In the next two weeks, 29 national laboratories in the Americas will have the capacity to run these tests, said Dr. Jarbas Barbosa, PAHO’s Assistant Director.

PAHO is also providing guidance for hospitals in the form of readiness checklists to ensure they are prepared to receive potential patients with coronavirus, including guidance for clinicians, infection prevention and control, isolation measures, and clinical management of severe acute respiratory infection when a novel coronavirus infection is suspected.

Since the novel coronavirus outbreak was first reported by China, there have been more than 28,000 laboratory-confirmed cases of 2019-nCoV infection and 565 deaths globally, almost all of these in China. Twenty-four other countries have reported confirmed cases of the new coronavirus.

In the Americas, 17 cases have been confirmed from two countries, the U.S. with 12 and Canada with 5. in Latin America and the Caribbean, no confirmed cases of novel coronavirus have been reported to date. Advice has also been developed on key topics including use of masks during home care and in health care settings in the context of the outbreak, clinical management, infection prevention and control in health care settings, home care for patients with suspected novel coronavirus, risk communication and community engagement. An essential list of biomedical equipment, medicines and supplies necessary to care for patients with 2019-nCoV has been distributed, and WHO has published updated advice for international traffic in relation to the outbreak of the novel coronavirus 2019-nCoV. WHO and partners have also developed a global strategic preparedness and response plan, which outlines public health measures that the international community can provide to support countries to prepare for and respond to the 2019nCoV outbreak. The goal of the plan is to stop further transmission of 2019nCoV within China and to other countries, and to mitigate the impact of the outbreak in all countries.

Goa Foundation touts cash dividend for citizens from oil money DIRECTOR of India’s Goa Foundation, Rahul Basu has proposed a cash transfer system of Guyana’s oil wealth, which he says will ensure that the country’s inherited wealth remains in the hands of its people.

It forms a part of the Foundation’s Principles of Mineral Extraction, which can be divided into five parts.

He made the pitch recently at a public lecture on oiland-gas management hosted

by Policy Forum Guyana at the Cara Lodge.

A foreigner at home:

young professionals from the diaspora

By Melina Harris I ARRIVED back in Guyana on April 1, 2019, following a trip back home for Mashramani in February earlier in the year. It might have come as a shock to my family and friends in London, but for quite some time I had wanted to return to Guyana on a more permanent basis. Before then, I visited often, but the timing was never right.

This time however, I had booked a one-way ticket and shipped over most of my belongings. I planned to stay for the long haul.

Like many of my friends in London, I finally decided to move back ‘home.’

When my family emigrated to London in the summer of 2000, I made an unexpected exit from school, much to the surprise of many of my friends, family and classmates. But according to old Guyanese folklore, a family migrating must never under any circumstances share the details of their impending departure with anyone outside the immediate family, lest the family be subjected to some unfortunate mishappening in the interim period preceding their departure. So my family

and I left a day or two after making the announcement in school.

Growing up in London was definitely an adjustment, but at 10 years old, I had already had a strong sense of identity. Having been raised in a multi-ethnic family, I was quite sure of whom I was, at least within the Guyanese context. But in London, I quickly realised that there was no room for anyone in the ‘in-between’; there was either black or white, or; black and white.

Race and ethnicity were quite dichotomous. I never shied away from the deep, existential questions and that determination led to an early education in African history.

For the coming years, this would be my focus; my African ancestry.

By the time I started my master’s degree at SOAS (the School of Oriental and African Studies, University of London), I was well versed in African history and many of my friends who were ‘black’ were Africans who were living and studying in London. Certainly, none of the Africans I knew were poverty stricken; it was most definitely the opposite. I had East African friends from Djibouti,

Eritrea, Kenya and Uganda.

They all came from wealthy, prominent families and most of them spent many of their early years at English boarding schools and studied at the best English universities. My West African friends were mainly Nigerian and Ghanaian and they too, mostly came from very wealthy families. They were also in London to study and then to go back home once they had finished.

After university, many of my African friends stayed in London for a couple of years to complete their training in various disciplines such as Law, Engineering, Medicine and the Sciences. Then the plan was to return home and contribute to their respective societies. This was the way it had always been. I always admired their strong sense of culture, identity and their love and commitment to their home countries. We always had spirited discussions about the imperialist Europeans and the African image that had been emblazoned on our minds by the said imperialists. We always grappled with reclaiming African discourse and being able to truly show the world what Africa really is all about. For us, those was

the rich cultures, ethnicities, tribes, languages and vast, abundant natural wealth of the mother land.

Last year in 2019, Ghana hosted what they termed as the ‘Year of Return’ where African descendants who live in the diaspora went back home where they were welcomed with open arms by their kin. The 2019 Year of Return was a landmark, historical and spiritual experience for all those who were able to make the trip.

Ghana is a modern, economic African powerhouse with metropolitan cities, universities and thriving industries. Many of the Ghanaians with whom I studied and worked maintained close ties to their country, if they haven’t moved back permanently just yet. The ones who have moved back home are happy that they did. They are building businesses, working with the government and contributing to the growth of the Ghanaian economy and legacy.

I see a similar trend taking place in Guyana. Just recently, Sharmin Prince, a Trauma and Moral Injury specialist, who migrated to the U.S. in 1999, returned to Guyana to share her expertise on suicide preven-

tion. She hosted a workshop which saw 25 persons gaining a SafeTALK certification centred on suicide-prevention strategies. A first-ofits-kind and a much-needed course in Guyana. Similarly, recent graduates of the University of the Southern Caribbean; Sherry Ann Hinds, Abidemi Simon and Latoya Benn, created the Safe Place for Youth Organisation, to help deter young people from taking up a life of crime. There are many other stories such as these unfolding in Guyana.

Throughout my professional career, I’ve always had the desire to use my skills, experience and knowledge to help others. I do not believe there is any joy in making great strides forward if others are to be forgotten and left behind.

This is perhaps the best answer I can give to the most common question I have been asked since moving back to Guyana: “Why would you want to come back here?” My response is always very simple, “why not?” Our great nation is on the precipice of immense change and I believe it is the duty of young Guyanese at home and in the diaspora to steer the tides of these

changes. I have travelled all over the world and have met young, talented Guyanese living, working and thriving in the most obscure places.

Guyanese are always bright stars at the top of the academic totem everywhere and it is a shame that Guyana is not benefitting from our collective talents, skills and experiences.

We cannot continue to allow the old ways of greed, corruption and nepotism to dictate the future of this nation. We must move beyond bipartisan politics and divisive propaganda to create unity in a nation as beautiful and diverse as ours. I am committed to using this platform to trigger discourse around our growing pains and also to celebrate our great strides forward. I would encourage any young forward-thinking Guyanese to step forward and claim your rightful place in our society; we must build this nation together. To those in the diaspora, I believe now more than ever, there are opportunities to make a real difference in Guyana, so I strongly encourage anyone who is considering moving back home to take a leap of faith.

Bucket brigade saves Victoria home from fire

THANKS to the assistance from nearby residents and public-spirited citizens who promptly formed a bucket brigade, a house in Victoria Village on the East Coast of Demerara (ECD) was saved from being entirely gutted by a fire which started on Sunday morning Jessica Hamilton, said to be the only occupant of the house, said she was at church when she got the message that smoke was coming from her home, which is one of two buildings located on the Lot 30 Section B Victoria, ECD property.

“A friend of mine called and told me that someone said smoke is coming from the house and neighbours are trying to get in, but they weren’t getting in and after I got the message I tried to get on to my grandfather and he has a spare key, so he allowed them in,” Hamilton related in an interview with

Her grandfather, Phillip Hamilton, who resides at the house in the front of the lot, was at home at the time and said it was around 11:00hrs, when he heard neighbours shouting “fire, fire.”

“I came to the window and look and I see my neighbour coming over the fence shouting fire. I came to the back door and see smoke coming from her bedroom,” Phillip related to the Guyana Chronicle A bucket brigade was quickly formed, and was successful in putting out the fire, which was contained to an upstairs bedroom of the three-bedroom house. A fire tender later arrived, but by that time the fire was extinguished.

A mattress in the bedroom was damaged, while most of the destruction was sustained to the building itself, with damage to the ceiling and windows of the room.

Fire Chief Marlon Gentle explained that it was around 11:10hrs that the Guyana Fire Service (GFS) received a call about the fire and responded. Gentle said from all indications, the fire was electrical in nature.

“We know it was an electrical fire. Something was left on and that’s where the fire started, but the fire was not extensive. The owner is overseas and someone is caretaking the property,” he explained.

Vanilla, Ramphal, Sumner among 14 to challenge Harding for Soca Monarch title

MELISSA ‘Vanilla’ Roberts, Osbert ‘Vintage’ Cain, Steven Ramphal and Relon Sumner are among the 14 finalists for the much anticipated 592 Soca Monarch Competition.

Also going through to the final stage of the competition are Diana Chapman, Rudolph ‘Kendingo’ Kendall, DJ Avalanche, Kady Kish, Lisa Banton, Joseph ‘Hot Ras’ Smith, Jonathan ‘Lil Red’ King, Adrian ‘Cardiac’ Lewis, Shaundell Alleyne, and Jumo Primo. These 14 finalists will battle defending champion Brandon Harding on February 22, 2020 for the title of Senior Soca Monarch.

They were among 19 Soca artistes who took the mining town of Linden by storm when the Semi-Final for the 592 Soca Monarch Competition was held at the Linden-Georgetown Bus Park on Saturday night.

Bringing the heat, fusion of energies, excitement and gyration to a start was Master of Ceremonies (MC) Malcolm Ferreira, along with the Heatwave Band which entertained the hundreds of supporters.

The first competitor to hit the stage was Lisa Banton, who performed her song, ‘Calling Meh’, followed by Rudolph ‘Sweet Kendingo’ Kendall singing, ‘A different time’ as he showed off his “ole boi” dance moves, certainly living up to his lyrics, “turn your back and wine…we won’t be left behind.”

Up next was DJ Avalanche performing his piece, ‘Push it back’, followed by ‘Soca My Religion’, which was done by Kady Kish.

MAN OF THE HOUR Definitely one of the best performers of the night was Steven Ramphal, who performed his patriotic hit, ‘The Same’. Ramphal’s performance had the crowd jumping in love and unity as he sang his lyrics, “I gon jump with meh family and fete with meh family, if you feel the vibes, then jump up with meh.”

Also receiving great support from the crowd were Diana Chapman with ‘Man Shortage’; ‘Vanilla’, with her hit, ‘I am 592’; ‘Lil Red’ with ‘Love of Soca’; and ‘Cardiac’ with ‘Jam Meh’.

Rocking the stage was the Junior Soca Monarch 2020 Relon Sumner who performed his winning piece, ‘Celebrating’. The17year-old Lindener surely created a celebration with his energetic, engaging and colourful performance, during which he told the crowd that he is aiming to make history by being the first person to win both junior and senior monarchs in one year.

Taking to the stage on crutches was Jumo ‘Rubber Waist’ Primo. However, that did not stop the legend from delivering a promising performance. Jumo, although having an injured leg, showed the crowd that he was not going to allow his injuries to

stop him from using his ‘rubber waist’ in a fete.

Bringing the curtains down at the semifinal of the 592 Soca Monarch Competition was Osbert ‘Vintage’ Cain with his hit, ‘Socaholic’, which made the crowd continue with its gyration, displaying real ‘socaholic’ behaviour.

GRA confirms RUSAL shipping out equipment ─but not before taxes are paid

minum giant, RUSAL, last week shipped several pieces of machinery out of Guyana, but paid over $300M in taxes before it did.

Statia said that though the bauxite company is still under investigation, it paid approximately $60M for duty-free fuel, based on evidence garnered thus far.

Last Wednesday, photos surfaced of a barge and tug with equipment on board departing a port at the mouth of

chineries were paid. “I think sometime last week, they had to pay the tax on it. We charged them tax; [it] was over $300M. If they didn’t pay it, we would not have allowed it to go,” he explained. Based on his information, there were seven or eight pieces of equipment shipped out of the country by the Russian-owned company.

PLANNING TO SHIP OUT According to Statia, the

machinery was stalled at a location in Berbice after the GRA had swooped down on the area, having received word that the company was planning to ship the machinery out.

“That particular shipment was parked at a particular business place in Berbice, and after we got wind of it, we went down there and we locked it off. And until they paid the taxes, we did not release it,” Statia said. “We have been investigating RUSAL for a while, and based on investigations, as we catch them, they have to pay the taxes,” he added.

This latest development further fuels allegations by employees of BCGI that RUSAL is shutting down its operations in Guyana. RUSAL, which has a 90 per cent stake in BCGI, owns licences to develop Linden, Kwakwani and Ituni deposits groups in Guyana. BCGI was founded in 2004, with the other 10 per cent being owned by the Government of Guyana.

In February 2019, BCGI Executive Vladimir Permyakov made the damning declaration that in the 14 years it has been in operation here, BCGI has not been making significant profits.

the company’s inability to pay workers salary increases.

This is not withstanding the company being granted millions of dollars in tax and duty-free concessions while in operation here.

The company’s employees are lobbying to be paid what they believed is owed to them before the company shuts up shop.

When the company laid off 142 workers earlier in the year, on January 23, employees, with the support of residents in surrounding communities, erected a blockade across the Berbice River. The purpose of that barricade was to prevent the company from shipping equipment and materials from its Kurubuka mines.

The company subsequently laid off another 146 employees seven days later, on January 30, 2020, and then officially terminated the services of 326 employees on February 2, 2020 and suspended its operations.

SINCE LAST YEAR Since last year, workers had been taking pictures and reporting that the company was removing equipment and machinery from the mines, and gradually downsizing its

operations.

In February 2019, workers had had cause to similarly barricade the river when a total of 91 workers were fired by the company. Those workers were subsequently reinstated, and the company agreed to work on salary increase negotiations with the Guyana Bauxite and General Workers Union (GBGWU). However, one year on, the company and the union are still at loggerheads over the issue.

The company maintains a call for the river to be unblocked, while the Department of Labour has been pushing for the company to resume operations and rehire the workers, something the company is not committing to.

The workers, however, are convinced that the company has already made its decision to shut down its operations, and see the blockage as the only remaining leverage to the company paying the workers, in light of the removal of the equipment.

RISING TENSION Last Thursday, tensions escalated when police went into the area to remove the blockage and clashed with resisting pro-

testors. The blockage, however, was returned and has since been maintained.

Late last year, the GRA stepped in to investigate the company, following continued allegations that it was shipping out equipment and abusing its duty-free concession on fuel.

Statia said the investigations are still ongoing, but wherever abuse has been proven, the company has been asked to pay its taxes.

“We are still reconciling the fuel,” Scotia said, adding: “Based on the initial findings that we had, they would’ve paid the taxes on what they could not have reconciled for, and we are continuing our reconciliation. They would’ve paid just over $60 million so far.”

He however made it clear that the bauxite company must pay all taxes before its machineries are shipped out of the country.

“I would ensure that all taxes are paid, because they should not be shipping out equipment unless, one, it is approved by me. And two, if they break that contract, it must also be approved by the minister of finance,” he explained.

Onderneeming residents want police outpost after gunplay

IN light of the recent ‘shoot out’ at Onderneeming, Red Village Sand Pit, Region Two, residents are calling for a police outpost and an increase police presence in their community. The residents have been requesting a police outpost for years in an effort to boost security in the area.

As recent as Wednesday last, three families were awakened by loud sounds of gunshots in the wee hours of the morning. All of them were awakened by shots fired at their homes. The windscreens of their vehicles were

broken by gunshots fired by mask men who invaded the community. The men are still on the run and are said to be hiding in the backlands of Onderneeming Sandpit. To date, police have not apprehended anyone in connection to the ‘shoot outs’.

Relating their stories, a 39-year-old housewife, who wishes to remain anonymous, said her family was awakened by a loud explosive sound on their rooftop.

She said for a moment, she thought someone pelted her roof with a brick. However, her husband, who is a secu-

rity guard, told her it was a gunshot.

“We immediately took my four children and we went and hide. We were so fearful, it was around 03:00hrs in the morning when we went downstairs we saw we clothes gone and they were burnt,” the woman related.

After 20 minutes of terrorising her family, the gunmen then went to the home of Shannon Success.

Success said she too heard a bullet crashing through her window. She lives with her 13-year-old daughter.

She also related that she has been living in the community for five years and had never witnessed such a horrifying incident.

After shooting at Success’s home, the men then targeted a 38-year-old woman and her husband. This

couple was robbed three times since they lived in the community. Fortunately, when they contacted police, they responded promptly since they were in the area investigating the two other shootings.

Residents are calling

on the relevant authorities, including the Minister of Public Security, Khemraj Ramjattan, and commander of ‘G’ Division, Crytal Robinson, to look into their community and provide security so that residents can feel safer.

Trade liberalisation important but not panacea for region

TRADE liberalisation is important, but not a panacea for the Latin America and Caribbean (LAC) Region.

That was the strong message coming out of a panel discussion jointly hosted by the Shridath Ramphal Centre for International Trade Law, Policy and Services (SRC) of The University of the West Indies, Cave Hill (The UWI Cave Hill) and the Inter-American Development Bank (IDB).

The panel discussion took place on Thursday, February 6, 2020 at 18:00hrs at the Sagicor Cave Hill School of Business and Management, and carried the same name as the IDB’s 2019 flagship Report on which it was based: “Trading Promises for Results: What Global Integration can do for Latin America and The Caribbean”.

In his welcome remarks, SRC Director, Neil Paul, expressed the SRC’s delight in partnering with IDB on this event, noting the intersecting areas of focus of the two institutions, including trade training, research and capacity building.

In highlighting the Caribbean’s “disappointing” performance in trade over the

past few years, Director Paul noted the anticipation of the audience – largely comprising students and faculty of The UWI, as well as members of the general public – in hearing from the esteemed speakers on whether the promised benefits of trade liberalisation for the Region had translated into meaningful results.

The discussion, which was chaired by SRC Deputy Director, Dr. Jan Yves Remy, began with a presentation by the report’s two editors, Dr. Mauricio Mesquita Moreira (Principal Economic Advisor, IDB Integration and Trade Sector), and Dr. Ernesto Stein (Principal Technical Leader, IDB Research Department).

They summarised the report’s major takeaways including that trade liberalisation has led to an increase in welfare and economic growth in the LAC Region but has not necessarily decreased employment and inequality.

LAC governments, they said, needed to implement sound policies that complemented trade ones such as labour adjustment and productivity development programmes. This might help the losers from trade to realise gains.

The two discussants – Dr. Justin Ram, Director of Economics of the Caribbean Development Bank (CDB), and Dr. Antonio Alleyne, Temporary Lecturer in the Department of Economics of The UWI, Cave Hill – provided spirited responses to the report. Dr. Ram applauded its inclusion of political economy considerations, in particular the recommendations for mechanisms to trade adjustment. He implored CARICOM policy makers to couch not only trade in a comprehensive development policy, but to use the single economic space for enabling the free movement of labour and capital.

While lauding the effort of the authors in presenting comprehensively the Latin American experience, Dr. Alleyne highlighted the lack of data specific to the Caribbean Region. The unfortunate result was that the Caribbean policy-maker could not use the report to provide a ‘holistic’ picture for formulating and implementing reforms resulting from the dislocations from trade liberalisation.

Destiny to Oneness was launched in December 2019.

Though it did not reach the requirements to contest the upcoming elections, Rambarran said the party is here to stay.

“We didn’t make the qualification criteria for the elections [but] that doesn’t mean that we have to fade away; we didn’t come to fade away, we came to stay,”

he said.

Rambarran, a re-migrant who currently works in the auto-servicing business, said that he formed the party after feeling “hurt” and victimised by both sides of the major political divide at different points in history.

In 2018, Rambarran had contested the Local Government Elections (LGE) as an independent candidate in Georgetown for Constituency Two, where he garnered some 19 votes.

Shah triggers Bangladesh collapse (ESPNCRICINFO) - Bangladesh had their best day of the Test, and were close to being the team that made most progress on the day, before a late hat-trick from 16-year-old Naseem Shah triggered a collapse where they lost four wickets for two runs.

They were left reeling at stumps, 86 behind with only four wickets in hand. Naseem became the youngest man to take a Test hat-trick.

All three of Naseem’s hat-trick wickets were built around his express pace.

He burst one through Najmul Hossain Shanto’s defences from around the wicket, and had some assistance from captain, Azhar Ali, who successfully reviewed a not-out decision on the lbw.

Next ball, he caught night-watchman, Taijul Islam, in front with a yorker, before firing a full straight delivery outside off that was met with an ungainly chop from Mahmudullah which ended up at first slip.

Naseem walked off the pitch two balls after that over with a niggle, but he had significantly dented Bangladesh.

As if the score of 126 for 5 didn’t make that evident, Mohammad Mithun, the highest-scorer in the first innings, managed to confirm it entirely: he was out bowled, trying to slog a Yasir Shah googly one ball before stumps.

It was a sour end for Bangladesh, who were on course for finishing a good day with wickets in hand and

more than half the deficit erased as Shanto and Mominul Haque looked solid through a 71-run stand for the third wicket.

Earlier in the day, they had allowed Pakistan to add only 103 to their overnight score of 342 for 3.

The last session began with Tamim Iqbal showing glimpses of the form that helped him make a triple-century in first-class cricket at the start of the month.

But Yasir’s introduction straight after tea proved pivotal in dismissing him, as the the leg-spinner’s around the wicket, jumpy deliveries had Tamim in two minds throughout the short period during which he faced Yasir.

Naseem had earlier got one ball to stay low in the corridor at the start of his spell, and then bowled debutant Saif Hassan for 16, having pinned him to the crease.

But, barring that ball, the surface continued to look batting friendly as Pakistan’s fast bowlers found nowhere near the same assistance that Bangladesh’s seamers had found in the morning.

In the first session, Bangladesh’s seamers led the delayed resistance from the visitors, picking up three wickets as the four-over old ball hooped around in the first hour. It was Hasan who struck the winning runs, when he stepped out and launched the Under-19 Asia Cup hero, Atharva Ankolekar, over midwicket. The celebrations that followed were as crazy as the game itself.

(BBC) - England secured a 1-1 series draw with South Africa as they beat the hosts by two wickets in the third one-day international in Johannesburg.

Recalled spinners Adil Rashid (3-51) and Moeen Ali (1-42) helped restrict the Proteas to 256-7 despite Quinton de Kock and David Miller both hitting 69.

Jason Roy (21) and Jonny Bairstow (43) got England off to a fast start before the tourists stuttered.

Joe Root (49) and Joe Denly (66) played maturely to stabilise the chase.

But South Africa fought back with four quick wickets in a tense finale before Moeen and Chris Jordan guided England to 257-8 with 40 balls to spare.

Nine-man barca beat Real Betis (BBC) - Defender Clement Lenglet scored the winning goal and was sent off as Barcelona beat Real Betis to close the gap on La Liga leaders Real Madrid.

The champions twice came from behind to level before Lenglet headed in Lionel Messi’s 73rd-minute free-kick.

Sergio Canales’ sixth-minute penalty gave Betis an early lead but Frenkie de Jong levelled three minutes later.

Nabil Fekir’s fine strike restored the hosts’ advantage only for Sergio Busquets to make it 2-2 at half-time.

Trailing 3-2, Betis were reduced to 10 men after Nabil Fekir received two yellow

cards in quick succession but Lenglet’s dismissal made for a tense finale.

Earlier, leaders Real Madrid had beaten Osasuna 4-1 to go six points clear.

Jaffon Figueira opened the scoring in the fourth minute for the victor, rifling a thunderous strike into the right corner from the left side of the penalty box.

Hi-Stars should have restored parity to proceedings and eventually taken the lead, as they were awarded two penalty attempts.

However, both were spurned from the distance, with the first being saved by the goalkeeper in the 25th and the second being lashed over the crossbar five minutes later.

Hi-Stars were then reduced to 10 players in the 48th minute, as Michael Peters was shown a red card. Winners Connection then put the game to bed in the 71st minute as Akeem Caesar scored, placing his effort into the back of the net after receiving a cross from the left flank.

In the earlier encounter, Coomacka and Capital FC battled to a 2-2 stalemate. Kwesi Tafawa stabbed home from inside the box in the fourth minute to hand Capital FC the lead.

TOURNAMENT favourite Swag Entertainment ascended to the throne of the Guinness ‘Greatest of the Streets’ Linden Championship, edging Quiet Storm 2-1 on sudden-death penalty kicks on Saturday.

The Christianburg Hardcourt provided the setting for Swag Entertainment’s coronation, which occurred following a tense and emotional penalty shoot-out following a 2-2 score at the end of

full time. Marley Major recorded the decisive goal to seal the title for the home side in which was their second ever appearance in the final.

Prior to the penalty shootout, the deadlock in the match was finally broken in the 35th minute as Romell Matthews recorded a ‘Guinness Goal’ (a goal scored in the final three minutes of the clash counts as two) for Quiet Storm.

With Swag Entertainment

being reduced to three players for the duration of three minutes following a yellow card to Clive Nobrega, Matthews blasted his effort into the roof of the net from the centre of the field.

However, the lead proved to be short lived as Deon Charter equalized two minutes later, blasting his strike into the roof of the net, after latching onto a left-side cross from Kendolph Lewis. The goal was the first concession by

the Quiet Storm backline in the entirety of the campaign.

For their effort, Swag walked away with $400,000 and the championship trophy. They also earned an automatic berth to the national championship. Meanwhile, Quiet Storm pocketed $150,000 and the runner-up trophy.

In the third place playoff, Silver Bullets riddled Amelia’s Ward Russians 9-2 to walk away

with $100,000 and the respective trophy. On the other hand, Russians received $75,000 and a trophy. In the Plate Section, High Rollers defeated Capital Storm 1-0 on penalty kicks after the final ended 1-1.

With the result, High Rollers walked away with $60,000.

in Magnum Futsal semis BENT Street, Leopold Street, Rio All-Stars and Kingston are the remaining teams in the Magnum Tonic Wine Mashramani Cup Futsal Championship, following quarterfinal wins on Saturday at the National Gymnasium on Mandela Avenue.

Former champion, Bent Street, dismantled Sophia 7-2. Sheldon Holder fashioned a hat-trick in the 12th, 14th and 15th minutes while Colin Nelson smashed a double in the 2nd and 26th minutes. Adding goals were Daniel Wilson and Jermaine Beckles in the 20 th and

29th minutes respectively.

For Sophia, Dwayne Lowe scored in the 14th and 28th minutes. They will now meet underdogs, Kingston, in the final four sections on February 15th. Giant killer, Kingston, continued their impressive showing, disarming Spartacus by a 3-1 score.

Fresh off his hat-trick against Sparta Boss, Stephon Reynolds recorded another three-goal blitz with conversions in the 19th, 21st and 24th minutes to seal the win. For the loser, Simeon Moore netted in the 17 th minute. On the other hand, Leopold Street will

By Clifton Ross IT was a dramatic end to an early morning of action as Jamaica Scorpions bowled their way to one of the most upsetting, yet courageous wins, over defending champs Guyana Jaguars who lost their way by a mere 7 runs.

The Final day at Providence was mixed with emotions after Guyana were left clinging on for dear life at 155-9 when day 3 ended, with Anthony Bramble ending innings number 2 as the top-scorer with 32.

The home team failed to pull off what would have been a daring heist, being

restricted to 174 all out in their second innings; thanks in part to the failures of their top and middle-order batsmen.

The instrument of the Jaguars demise was the lanky debutant spinner and Manof-the-match, Peat Salmon, who grabbed 7-57, all of which came in the latter half of the penultimate day.

It was a rather heroic effort from the last pair of Veerasammy Permaul and Keon Joseph, who, for the last session of day 3 and the hour of play on the final day, provided the most entertainment.

Permaul scored a defiant 28 from 101 balls with 2 fours while the pacer, Joseph,

showed application and grit for a number 11 as he chipped in with 11, batting for hours in an attempt to rescue the champs.

The pair survived a number of scares but remained firm throughout the hard times.

Both batsmen were keen to negate deliveries and deny possible wicket-costing runs, which in the end might have been another reason they came up short.

After no inroads were made by Salmon and company on day 4, the wearing of the ball made way for the introduction of seamer Derval Green (1-14) who put the final nail in the coffin two delivers into his first over.

“Hit it for 50” Schools Windball Cricket starts today THE opening ceremony for the “Hit it for 50” Schools Windball Cricket competition is set for this morning at the National Gymnasium in Georgetown.

According to information from the organisers, Chairman of the Forbes Burnham Foundation, Vincent Alexander, and Director of Sport, Christopher Jones, will join officials of the AL Sport and Tour Promotions at the ceremony, which is scheduled to start at 10:45hrs.

Several of the schools which will compete from today have had practice matches.

Leading up to the clash, Vreed-en-Hoop Secondary windball cricketers were able to defeat Charlestown Secondary in a female battle. Batting first in the clash, Vreed-en-Hoop raced to 90-1 with Tricia Singh leading the attack with 52.

Charlestown could not match Singh’s score and fell for 51-4. Brower finished with 20.

Bowling for Vreed-enHoop, Singh took 2-6.

In another clash, East Ruimveldt Secondary were able to defeat the females from School of the Nations.

Nations batted first and

scored 63-1 with Y. Noble hitting 22. East Ruimveldt replied with 64-1, with Shania Kingston hitting 28.

Richard Ishmael Secondary were able to muscle past Soesdyke Secondary when they battled. Soesdyke batted first and scored 70-1, with A. David hitting 30, while Richard Ishmael replied with 72-0.

Camille’s Academy also claimed a victory batting second. After K. London had scorched the Gymnasium with an aggressive 61 to lead Tucville Secondary to 81-1, the

eventual winners replied with 84-1. Shani Jackson led the way with 26.

Soesdyke Secondary male team, led by E. Patterson won their clash batting first. Soesdyke posted 90 without loss with Patterson hitting 53, while Vreed-en-Hoop were routed for 60-1. Amar Dhaniram scored 28.

Zeeburg Secondary won the girls’ final last year, while in the male battle, the Mae’s School was crowned champions of 2019.
