Argyle Declaration a great victory for Guyana – Ramkarran

THE outcome of the recent meeting between Presidents Dr. Irfaan Ali and Nicolas Maduro at the Argyle International Airport in St. Vincent and the Grenadines, can be hailed as a great victory for the people of Guyana.

This is according to Attorney-at-law Ralph Ram-

karran, SC, who delved into the outcomes of the highstakes meeting in his latest Conversation Tree column, which he posted on his Facebook page.

In his column, he shed light on the strategic importance and implications of the Argyle Declaration following “the talks”.

The talks, facilitated by the Prime Minister of St. Vincent, Ralph Gonsalves and observed by Brazil, CARICOM, and a UN Under-Secretary-General last Thursday, were aimed at fostering peaceful coexistence, respecting international law, and avoiding the use of force.

This historic meeting culminated in what is now known as the ‘Argyle Declaration’.

Ramkarran, is no stranger to the border controversy as in 1994 he was elected as the Guyana Facilitator to the United Nations Good Officer Process under the Geneva Agreement.

In his nuanced analysis, Ramkarran highlighted the alignment of President Ali’s agenda with the Communique of CARICOM Heads issued on December 8, 2023.

Ramkarran pointed out that unity of purpose among CARICOM leaders, coupled with the unwavering commitment of President Ali, laid the groundwork for a triumphant declaration that promises to reshape the dynamics of the longstanding Guyana-Venezuela border controversy.

He pointed out that the Argyle Declaration stands as a testament to Guyana’s resilience and commitment to a peaceful resolution of the border controversy.

In the face of Venezuela’s historical claims over Essequibo, rejection of ICJ jurisdiction, and attempts to abrogate the Arbitral Award of 1899, Guyana emerged victorious by securing commitments that nullified Venezuela’s potential resort to military force.

Ramkarran, in his column, elucidated the key provisions within the Argyle Declaration, highlighting the newfound era of diplomacy and co-operation between the two nations.

He emphasised the monumental commitment made by both Guyana and Venezuela, pledging not to threaten or use force against each other, even in the wake of existing controversies.

The Declaration solidifies the commitment to resolving the controversy in accordance with international law, including the pivotal Geneva Agreement of 1966.

“Guyana succeeded in its most important objective, for which President Ali and the Guyana team must be congratulated. Venezuela’s rampaging advance towards an eventual invasion of Guyana has been dramatically halted,” he said.

President Ali’s proposed agenda, as highlighted in the Declaration and expounded upon by Ramkarran, includes a resolute defence of Guyana’s sovereignty over Essequibo, an insistence on ICJ resolution, and a call for Venezuela to respect ICJ conservatory measures.

The Argyle Declaration goes beyond merely addressing the immediate dispute; it emphasises the pursuit of good neighbourliness, peaceful coexistence, and unity throughout Latin America and the Caribbean.

Crucially, the Declaration serves as a safeguard against potential Venezuelan aggression. It mandates

“This ought to be interpreted to mean that even if the ICJ rules that the Arbitral Award is valid and binding, Venezuela is prohibited from launching any military action against Guyana,” he said.

The Argyle Declaration, as highlighted by Ramkarran, stands as a transformative document that transcends the immediate dispute.

It symbolises a commitment to regional stability and international law, showcasing the resilience and diplomatic acumen of the Guyanese leadership.

“Guyana could not have asked for a better result in the circumstances. The Argyle Declaration is a great victory for the people of Guyana,” Ramkarran said.

Earlier this month, the ICJ issued “binding” orders on Venezuela to “refrain” from taking any actions that would threaten Guyana’s sovereignty over the Essequibo territory.

In the ruling, the court ordered that, pending the decision of the substantive case, Venezuela shall refrain from taking any action that would modify the situation that currently prevails over the territory, which Guyana administers and exercises control over.

As an additional measure, the court also ordered that “both parties refrain from any action which might aggravate or extend the dispute [controversy] before the court or make it more difficult to resolve.”

Guyana had approached the World Court seeking the preservation and protection of its right to the territory awarded to it by way of the 1899 Award, pending the court’s determination of the validity of that Award.

Despite mounting calls for the Venezuelan administration to abide by international law, the Spanish-speaking country continued full speed ahead with its referendum on December 3.

Guyana to continue forest preservation, carbon credits sale in voluntary market- VP Jagdeo

ALTHOUGH world leaders did not arrive at a consensus to establish a market-based mechanism for forestry preservation, Guyana will continue its work to preserve its standing forests and secure financing to do same through the sale of carbon credits in a voluntary market.

At a press conference last week, following the conclusion of the 28th Conference of Parties to the United Nations Framework Convention on Climate Change (COP28), Vice-President, Dr. Bharrat Jagdeo maintained that Guyana will continue its work to preserve its standing forests.

He noted that while Guyana has entered a voluntary market which will see the country raising US$750 million for preserving its forests, a structured mechanism could create a ‘greater incentive’ for Guyana and other developing countries.

At a minimum, Guyana

could earn US$2.5 billion more in the next 10 years.

Guyana had hoped to champion the cause for the establishment of market-based mechanisms to promote forest conservation.

For those who may not know, the voluntary carbon market gives companies, non-profit organisations, governments, and individuals the opportunity to buy and sell carbon offset credits. A carbon offset is an instrument that represents the reduction of one metric tonne of carbon dioxide or greenhouse gases or emissions.

“We will continue doing our work in the voluntary market …but right now you have no compliance market.

I am very saddened because you have some really great practices in a lot of countries, particularly in Africa.”

“We thought that advancing the carbon markets will create greater incentives for countries that are

forested to ensure that they can raise money through the market mechanism to out compete alternate use and therefore preserve their forests without taking away the forest as a development tool in the arsenal of these countries. People live in the forest; they earn from the forest. The forests are not museum pieces for anybody in the northern part [of] our world and we had a setback on that,” Dr. Jagdeo added.

Guyana recently earned US$750 million for protecting its forest in its first sale in the voluntary market.

The government was recently able to certify the entire forest at the jurisdictional scale through the Architecture for REDD+ Transactions (ART).

This paved the way for a historic agreement between Hess Corporation and the Government of Guyana, whereby the oil giant opted to purchase about one-third of all Guyana’s credit (is-

sued and anticipated) up to 2030.

The country’s forests store 19.6 gigatonnes of carbon dioxide.

“We managed to get our entire forest certified, credits were issued, and we traded 30 per cent of those credits for US750 million,” he reiterated.

Already Guyana has received its first payment of US$75 million from its first sale and 15 per cent of this has been allocated to indigenous communities across the country for various community projects, while the remaining 85 per cent will be used for climate adaptation.

“500 projects, 15 per cent already went to indigenous communities, 85 per cent is just sitting there in an account from the first release… $122. 5 million sitting in an account now to be spent on adaptation measures to keep our country safer from the sea rise, or from undue rainfall.”

$90M aquaculture farm, processing facility earmarked for Berbice

WITH Guyana looking to rapidly expand its aquaculture sector, a $90 million aquaculture farm and processing facility will be built in Borlam, Corentyne.

The multimillion-dollar facility is expected to ramp up the production of brackish water aquaculture that includes fish and shrimp in the area.

According to a project summary submitted to the Guyana Environmental Protection Agency (EPA), the planned processing facility will be located within the boundaries of the Mensburgh Aquaculture farm’s existing operations and will be away from residential areas, thereby minimising negative impacts that may be caused by the generation of noise, dust and unpleasant odours.

“The farm has been designed to facilitate the brackish water aquaculture of fish and shrimp.

Fish and shrimp products need to be processed in order to maximise their value, lifespan, and marketability. Because processing byproducts must be used in feed manufacturing, Mensburgh Aquaculture will be processing its own fish and shrimp products for cost and hygienic reasons.

In order to prepare and export fish and shrimp products, Mensburgh Aquacul-

ture plans to buy them from other brackish water farms.

A suitable structure will be built to accommodate the processing operation.

As part of the government’s plan to increase fishing and lessen the suffering of nearby fishermen, the fisheries subsector would receive a total of $743.7 million from the 2023 National Budget.

Back in July of this year, an increase in production of brackish-water shrimp of 448,250 kilograms gener-

ated some $764 million in revenue.

This reflected a 19 per cent increase in production when compared to what obtained the same period last year.

Minister of Agriculture Zulfikar Mustapha was quoted in May this year as saying that the production of brackish-water shrimp had increased significantly when compared to the corresponding period in 2022.

“For this year, our farmers were able to produce

182.89 tonnes (182,890 kilograms) of black-water shrimp in the first quarter, earning over $274 million.

When we look at the production figures for the first quarter of 2022, we are seeing an increase of almost 50 per cent,” Minister Mustapha said, adding: “This is in keeping with our goals for the industry, and a testament to the government’s commitment to increasing local production, lowering the food import bill, and increasing both our production and export capacities.

We are working towards producing 1.5 million kilograms annually by the year 2025.”

He’d also said back then that with the successes they’d seen so far, the ministry was working to have the programme replicated in other regions.

“So far,” he said, “we’ve assisted farmers with constructing ponds in Region Six, and we’ve started preliminary works in Region Five. We’re also looking at other places like Region

Two and so on. In the first few months of the project, we were able to increase production by 203 per cent and those levels have continued to increase over the years.”

In an effort to boost productivity, the Government of Guyana has partnered with the United Nations Food and Agriculture Organisation (FAO) to conduct a study and gather information for the piloting and implementation of a strategy to enhance shrimp production in Guyana and several other Caribbean states.

The ministry also received three manuals that were developed, collaboratively, by the Food and Agriculture Organisation of the United Nations (FAO), the World Wildlife Fund – Guianas (WWF-Guianas), and the ministry’s Fisheries Department, one of which will be used to guide brackish-water shrimp production in Guyana.

Federal agency quashes Georgia’s plan to let pharmacies sell medical marijuana

FEDERAL drug officials are warning Georgia to shelve its plans to be the first state to allow pharmacies to dispense medical marijuana products.

News outlets report that the U.S. Drug Enforcement Administration on November 27 warned pharmacies that dispensing medical marijuana violates federal law.

The Georgia Board of Pharmacy began accepting applications to dispense the products in October. Licenses have already been issued to 23 Georgia independent pharmacies, the board said.

The Georgia Access to Medical Cannabis Commission, which oversees Georgia’s fledgling medical marijuana industry, said it can’t override the federal directive, even though pharmacies are allowed to dispense the products under state law.

Andrew Turnage, the commission’s executive director, told The Atlanta

Journal-Constitution the state would love to see pharmacists be allowed to continue providing consultations for medical cannabis products as they do with other medication.

In a memo to pharmacies, the DEA said none of them can lawfully possess, handle or dispense marijuana or related products containing more than 0.3 per cent tetrahydrocannabinol — the psychoactive chemical known as THC that gives users a high.

Georgia lets patients with medical needs buy medical marijuana products with up to five per cent THC. Marijuana sold for recreational use typically has a higher level.

The DEA said it considers products derived from the cannabis plant with a THC content above 0.3 per cent to be marijuana, making it illegal under federal drug law.

Michael Mumper, the executive director of the nonprofit Georgians for Responsible Marijuana Policy, said consumers trust that drugs dispensed from pharmacies are fully tested, approved by the U.S. Food and Drug Administration and federally legal.

Mumper said that’s not the case with medical marijuana.

But the federal stance could change if a recent proposal to loosen restrictions on marijuana goes through. The U.S. Department of Health and Human Services in August proposed taking marijuana off the banned list of Schedule I substances and reclassifying it as a lower-risk Schedule III drug. (AP)

Antigua moving to revive LIAT for the benefit of the region

THE Antigua and Barbuda government on Friday said it has embraced the responsibility to restructure and resurrect cash-strapped regional airline, LIAT, “with a vision of returning the airline to the regional skies”.

Prime Minister Gaston Browne, delivering the EC$1.3 billion (One EC dollar=US$0.37 cents) national budget to Parliament, said that the airline, which has been under administration since July

and it has said in the past that arrangements are being negotiated between LIAT (2020) Limited and the court-appointed administrator of LIAT (1974), Cleveland Seafort, regarding the purchase of the assets of the bankrupt airline.

But the Antigua and Barbuda Workers Union (ABWU) has said it wants Seafort to provide the public with an update on the future direction of the company.

ABWU general secretary, David Massiah, said efforts are continuing to secure severance payments for the employees of the airline. While the Barbados and St Lucia governments have made available funds to cover the three-year outstanding debt to workers in their countries, that has not been the case with employees in the other islands.

The meeting, attended by key regional leaders including Ralph Gonsalves, Prime Minister of St. Vincent and the Grenadines; Mia Mottley, Prime Minister of Barbados; Keith Rowley, Prime Minister of Trinidad and Tobago; Roosevelt Skeritt, Prime Minister of Dominica and the Chairman of CARICOM; Dickon Mitchell, Prime Minister of Grenada; other Caricom

Out of this gathering emerged an 11-point declaration that stands as a testament to the commitment of both countries to prevent any further escalation of conflict surrounding the controversy, which involves Venezuela’s unfounded claim to Guyana’s Essequibo region.

This declaration not only signals a diplomatic breakthrough, but also underscores the importance of dialogue and cooperation in maintaining peace.

The significance of President Ali’s willingness to engage in these talks cannot be overstated. By participating in the meeting, he demonstrated a proactive approach to finding peaceful resolutions and fostering stability in the region.

The diplomatic efforts showcased a collective commitment to maintaining peaceful coexistence, laying the groundwork for a more stable and secure future for both Guyana and Venezuela.

38 complete biomedical technician training

THE first round of the Biomedical Technician Training Initiative, a groundbreaking program funded by the Government of Guyana and provided by Medical Aid International, a UK-based healthcare solutions provider, has concluded.

A cohort of 38 dedicated students is set to graduate from the programme, marking a historic milestone in the enhancement of healthcare infrastructure in the country. All students will be certified with a City of Guild Certificate.

These newly trained biomedical technicians are poised to make a significant impact as they join the public health sector, taking up crucial roles in hospitals across Guyana. The employment of trained biomedical technicians

within public hospitals is a strategic move to elevate the standards of patient care by ensuring the proficient repair and maintenance of medical equipment throughout the healthcare system.

Each trainee has received comprehensive support to foster their professional development, including essential resources such as a laptop, a professional-grade toolkit, and access to a digital library of service manuals.

These provisions are designed to empower the graduates and equip them with the tools necessary to excel in their new roles.

The initiative has received high praise from the participants, with one graduate expressing, “The course over-

all was very informative and structured to cater to a person who is new to learning about the field of Biomedical Engineering as well as a biomedical technician who has been working for years.”

Anthony; Minister of Public Service, Sonia Parag; CEO of Medical Aid International, Tim Beacon, and other dignitaries within the Ministry of Health will extend their congratulations to the graduates for their dedication and successful completion of the training programme.

Our Built Environment: Road infrastructure 7

TODAY’S article is about the development of our road network; however, I wish to digress briefly to quickly address the issue regarding the Ali-Maduro pact.

A lot has happened this past week in these 83,000 square miles. Of greatest significance, perhaps, is the Argyle pact. I read several opinions criticising the fact that the President of Guyana, Dr Ali, met with Maduro of Venezuela. I think some commentators are opposing for the sake of opposing, whether or not it’s sound reasoning. There seems to be a political high that comes from anti-government utterances. These people do not understand diplomacy and should stay off the Kunga Pump.

In fact, this line of argument is not worthy of rebuttal, so I will truncate here by asking, what is the alternative? It is good to see that the Leader of the Opposition came out in support of the pact. I do not know what went on with respect to selection of the delegation to St. Vincent, but I believe it would have been a telling statement to Maduro and the world if the Opposi-

tion Leader was a member of the delegation.

As the year rolls to an end, I wish to reflect on a handful of the road infrastructure projects that were rolled out this year, that are gamechangers for accessibility and ease of travel. Speaking of which, a really nice stretch of road linking Diamond with Georgetown (via Eccles) and Ogle, was commissioned this week.

This network of roads also links lots of small communities including Mocha and Providence.

The route is scenic and the designs of the roundabouts are impressive and nicely adorned with bronze statues of some admired wild animals. Since we are on the subject of roundabout statues, I think the designers should consider replacing the current eagle at the South Ruimveldt roundabout with one made of bronze; they are more visually appealing, impressive and majestic.

There are numerous other roads in progress, notably a network of roads in Region Three, the road to Brazil, a road linking North/South Ruimveldt to Cummings Lodge and so many others. I am par-

ticularly excited about the Demerara River Bridge and the bridge across the Corentyne River into Suriname that will take shape soon.

I know there are lots of other roadways in progress around the country.

Even though I have a long wish list for road infrastructure, I will mention just three.

One: widen Hadfield Street (in that vicinity) and make roads around Durban Park into a roundabout.

Two: Make a flyover at the junction of Sheriff Street and the Rupert Craig Highway, so that there is a continuous flow of traffic. Three: The construction of a road from Parika to Goshen with a modern passenger gateway port and docking facility on either side of the river at Goshen and Bartica.

While we build these ports, we must telegraph the placement of a future bridge across the Essequibo in that area. Endless frontiers will be opened up for agriculture, housing, business and much more.

tural projects, I wish to drop a word of advice to the designers. For every project take future expansion into consideration.

For example, build ducts and conduits into the road junctions and at strategic points along the way; we may need to add traffic lights, speed cameras and all manner of gadgets. The conveniences would have already been created, so we could add these accessories seamlessly or we go strictly wireless.

Since we are touching on road networks, can we have some order and aesthetics when it comes to planting of utility poles?

Do you notice how ugly and unattractive the roadways look when there are poles lining both sides of the road like picket fencing and in some cases three poles in one hole (no pun intended).

We have to review the respective rules for GTT, GPL and other utility companies when it comes to planting poles and stringing wires.

Then there is the national scourge of having derelict vehicles and dilapidated stalls lining our roadways. This is a sensitive subject and a national consultative approach is needed to deal with this

by Leonard Craig particular issue. We need to click into the modern world of development we have to confront these issues fearlessly, but sensibly.

In closing, I would really like to see government generate a bit more excitement around our future road networks.

Interactive animated designs should be created of every future project so that young people can take virtual tours of infrastructure.

This requires detailed planning and big dreams. How about a separate ministry of infrastructural planning and urban development?

Bail should never be denied flippantly

WE are back to normal, mental life in Guyana; not that I believe Venezuela would have invaded Guyana.

I don’t think that is a possibility in the foreseeable future, even if Maduro wins the next five elections. So, Guyana should get back to discussing things, yes, things whose exigency need to be highlighted so changes can come.

Unacceptable and unpleasant occurrences continue to slip under the radar because we don’t have an independent civil society system, a media landscape that is professional and an opposition party that monitors society. All three of these dimensions listed here have an

obsession with governmental behaviour and nothing else.

Why this is so is because harassment of the government brings publicity and that is what they crave. No publicity comes from criticism of many police stations that do not have telephonic services.

There are many wrongs riveting Guyana but all civil society, the press and the opposition are concerned with is what President Ali is wearing, which word of a minister is insulting, which minister is not listening. No other topic, no other subject-matter interests them.

I learnt a phrase when I was at the University of Toronto during the era of the Cold War. In the International Relation classes some left-

wing students would be cynical and joke about the first thing Americans do when they get up in the morning, which is, look under their beds for communists. That phrase powerfully applies to civil society in this land. The first thing they do as they awake is to look under their beds for Ali and Jagdeo.

In this obsession with government, they pay no attention to areas that cry out for justice. Magistrates’ readiness to deny bail is a terrible societal fault that must be confronted. People’s freedom must not be flippantly dealt with. All persons before the court are presumed innocent until proven guilty. Bail is an acceptance of that fact. Bail denial is a denial of freedom.

Bail should not apply when the accused is suspected of flight. Bail should be refused if there is suspicion that witnesses could be intimidated.

Please Google my article of Sunday, June 26, 2022 for a description of unreasonable bail denial. It is titled, “I stand alone, time passes, I’m vindicated, but there is no joy.”

In the press recently there were two cases of bail refusal which I strongly disagree with. In one such matter, a bank teller in Linden was charged with an accomplice for fraud. Bail was denied to both of them.

In another case, a prison warden was charged for attempting to smuggle drugs into the prison. Bail was denied. Last week a man was put on bail for rape. These inconsistencies irritate the soul. What goes through the mind of a police prosecutor and a magistrate when the former asks the court not to grant bail and the magistrate

concurs?

Both of them know that they are violating the guidelines for the setting of bail.

To deny bail is equivalent to a GRA official telling a driver: “I will not issue a licence to you.” It is equivalent to a NIS official telling a pensioner: “I will not accept your pension application.”

It is equivalent to a police certifying officer telling a driver: “I will not give you a certificate of fitness.”

In all the three examples above, the person in authority cannot deny the service because it is an entitlement. I believe these three examples are identical to the denial of bail. The prosecutor has to cite a reason for opposing bail and the magistrate has to know that there is a guideline for denying bail.

Years ago, there was an intriguing tale based on facts on Croal Street outside the High Court. When people were unreasonably denied bail in the lower court, there

was a man in a parked minibus on Croal Street. He was nicknamed, “The Chief.”

Your relatives would go to “The Chief” and inform him that a bail application has been made to the High Court.

“The Chief” would make a note, plus you have to give him some real notes and you inform your lawyer about the transaction. “The Chief” had his contact so your relative would get bail.

The story of “The Chief” in the mini-bus was open knowledge in Guyana. Many lawyers knew about “The Chief” and his big contact in those days. I really don’t know with the death of “ Chief’s” big contact at the end of 2019 if “The Chief” still carries on his Croal Street escapade.

In a forthcoming column I will look at the guilty plea for murder that was rejected by the state and the convicted men condemned to hang, a decision I support.

Over 4,000 employment, student visas issued in last three years JUST over 4,000 visas for the purposes of employment and study here in Guyana were issued over the last three years to persons from various countries.

This is according to Minister of Home Affairs, Robeson Benn. The minister provided the information to the National Assembly during the last sitting in response to questions from Member of Parliament (MP) Amanza Walton-Desir.

The Opposition MP had asked that the minister provide the number of employment and student visas issued for the period September 1, 2020 to June 30, 2023.

As it relates to student visas, some 182 were issued with the majority of those visas going to Nigerians and

Minister of Home Affairs Robeson Benn nationals of India, followed

by Venezuelans.

However, in relation to employment visas for the same period, 4,379 visas were issued to several nationalities.

Filipinos made up some 957 of those visa recipients, followed by Chinese (690),

nationals of India (460) and Indonesians (252. Several other nationalities also received employment visas in large numbers such as Nigerian, Mexican and Bangladeshi.

Meanwhile, the Home Affairs Minister stated that significant advancements have been made in modernising Guyana’s migration services since the People’s Progressive Party/Civic administration entered office in August, 2020.

Against this backdrop, he indicated that the immigration department and its services have been modernised even as staffing has increased.

He noted that the work that they are conducting is being done via electronic platforms.

CARICOM Engaging Haiti on Transitional Governance Agreement

NEVER mind deflections of international attention and legal hurdles in Kenya, Caribbean governments continue to engage directly with governing and Civil Society forces in beleaguered Haiti towards possible non-violent settlement of the shared island state’s internal problems.

Thus, while all eyes were on St. Vincent & The Grenadines last week as the Presidents of Guyana and Venezuela agreed to the historic Joint Declaration of Argyle for Dialogue and Peace, the Caribbean Community (CARICOM) was again quietly pursuing resolution of another major conflict of regional and global import and interest, in its oldest member-state.

On December 13 – a day before the Argyle Summit – CARICOM’s Eminent Persons Group (EPG), led by former Saint Lucia Prime Minister Dr Kenny D. Anthony (Coordinator) and including former Jamaican Prime Minister Bruce Golding and former Bahamas Prime Minister Perry Christie, concluded a week of intense negotiations with and between Haitian stakeholders on a Draft Framework Agreement (DFA) intended to provide a transitional governance arrangement to take Haiti to and through democratic elections.

The negotiations, attended by representatives of a broad cross-section of political and Civil Society stakeholders, including Prime Minister Ariel Henry, provided what the EPG described in a statement as “an opportunity for narrowing of differences on the details of the transitional governance arrangement.”

It was the EPG’s fourth encounter with the Haitian stakeholders over the past five months, preceding and following the most recent flare-ups in the Caribbean nation under pressure from armed gangs in the face of weak national security units.

Up to September 2023, CARICOM was engaged with Kenya in a United Nations (UN)-backed arrangement involving Kenyan and Caribbean armed and civilian units work together, with US funding, but without UN Peace Keeping Forces (UNPKF) or American soldiers.

Civil Society and other Haitian forces, at home and abroad, strongly opposed the role of ‘The Quartet’ (ambassadors of four Western nations in Haiti’s capital, Port-au-Prince) who seemed to have more

control over the Caribbean nation’s present and future than the unelected government led by Prime Minister and Acting President Ariel Henry.

The plan was backed by the UN Security Council and US funding was doubled (from US $100 million to US $200 million), but it ran into legal problems in Kenya that stalled the rapid pace of planned deployment of over 1,000 Kenyan officers to police the Caribbean island, hopefully to be joined by others from CARICOM member-states.

CARICOM is fully committed to playing a leading role alongside Kenya, also to supply armed and civilian units to provide various services the Americans, British, Canadians, French and other western nations with interests in Haiti have, interestingly, opted out of providing.

The UN has had a very bad reputations in Haiti on the basis of earlier experiences involving various types of abuse by its PKFs deployed before and after earlier violent national uprisings, army coups, elections or natural disasters.

In October 2010, ten months after the catastrophic earthquake that killed 200,000 persons and displaced 1 million, a Cholera epidemic caused by UN PKFs resulted in 820,000 cases and approximately 10,000 deaths. But the UN used its diplomatic immunity to refuse to pay compensation, leading to much of the anger that still resounds around its related historical role in Haiti.

The world was backing the half-baked UN-CARICOM-Kenya plan all along, despite strong opposition by Haitian entities, but events in Gaza after the October 7 Hamas attack and Israel’s disproportionately criminal response of collective punishment of civilians, shifted focus and froze UN and international attention and interest in Haiti.

But while the rest of the world switched deserving attention to the decimation of Gaza and gasped in shock and awe at the killing of over 8,000 Palestinians in less than 100 days, CARICOM’s EPG was quietly and purposefully discussing with stakeholders towards a peaceful transition to new and better governance.

The EPG reported on December 13 that “stakeholders achieved consensus on several aspects of the DFA and have agreed to

continue discussions between themselves, in the absence of the EPG, on the key areas of the balance of power and representation within the proposed transitional arrangements.”

The current CARICOM EPG for Haiti is the latest of several such interventions

by Caribbean institutions concerned about returning Haiti to a democratic path that’s decided by the people through internationally-observed means of popular consultation.

In the latter decade of the 20th century, the Caribbean Conference of Churches (CCC) had also dispatched an EPG led by Jamaican Catholic Archbishop Sanuel Carter, following the burning of the church led by then Haitian Jesuit priest Jean Bertrand Aristide.

The popular Aristide would remove his cassock and collar and contested and won the December 1990 elections, only to be overthrown in an army coup – and again dethroned a second time, after winning another election following his return from a decade of forced exile in South Africa.

Haiti has been basically left to its own devices and defenses by the rest of the world, but CARICOM has always offered a helping hand to the historic world’s first Black Republic, that defeated the French, freed slaves and became the first freed former slave colony to free slaves, end slavery and declare it illegal.

CARICOM has remained involved with its northern member-state before and since the assassination of Haitian President Jounevel Moise by a foreign-backed mercenary squad on July 7, 2021 and the EPG’s 2023 DFA is a continuation of that process.

According to the EPG’s latest statement, “Members indicated their willingness to return to Haiti once the Stakeholders have made significant progress in their informal discussions and provided a clear indication of their readiness to enter the last phase of negotiations.”

As with the more recent neighbourly flare-up between Guyana and Venezuela over Guyana’s Essequibo, CARICOM recognises that Haiti is a powder-keg awaiting a match, a virtual explosion waiting to happen.

But CARICOM member-states are obviously united in their collective

Comprehensive digital transformation agenda being rolled out –– to tackle bureaucratic hurdles among other issues, AG says

THE People’s Progressive Party/Civic (PPP/C) government is forging ahead with a comprehensive digital transformation agenda aimed at streamlining administrative processes and enhancing efficiency so as to tackle bureaucratic hurdles and reduce delays.

This is according to Attorney-General and Minister of Legal Affairs, Anil Nandlall, who said that the government is committed to replacing manual transactions with digital processes across central government and affiliated agencies.

Nandlall highlighted that among the key legislative milestones achieved this year was the passage of the data-protection legislation which paved the way for the implementation of other pieces of legislation to facilitate the digital transition, such as the Planning and Development Single Window System Act, and thE Electronic Communications and Transactions Act. He pointed out that the ‘Single Window Unit

Mechanism’ focuses on simplifying the building-permissions process, notorious for its complexity and bureaucratic hurdles.

The bill aims to ease the burdensome planning process by introducing a single-window electronic processing system. This system will enhance business efficiency, particularly in the housing and construction industries, which have been experiencing significant growth.

“The Single Window initiative collapses that 20-agency process into one. You submit your building applications and all the other applications required at one office.

“The single window unit ascribes a time for you to return for approval, taking your documents through every agency involved in the process automatically,” Nandlall explained.

The system gives Guyanese the opportunity to access the relevant information they need from any part of the country. Several agencies are part of the single window. These

include the Central Board of Health, the Ministry of Public Works, River and Defence Board, Guyana Lands and Surveys Commission, the Environmental Protection Agency, the Guyana Fire Service, the Guyana Civil Aviation Authority, the National Trust of Guyana, the Guyana Office for Investment, the Land Registry, the Deeds Registry, the Guyana Water Incorporated, all Neighbourhood Democratic Councils and the local authorities, inclusive of the municipalities among other agencies.

The legislation supporting this initiative mandates each agency to process and approve applications within a specified time.

Nandlall said, if an agency fails to meet the deadline, the application is deemed approved, ensuring a streamlined and efficient approval process.

The government has also enacted the Electronic Communications and Transaction Act, commonly known as the E-Bill, enabling lawful digital transactions for contracts

and other documents.

This legislation resolves legal uncertainties surrounding digital transactions, providing a statutory framework for secure and legitimate online dealings.

“We have passed an E-transaction and commercial Act that allows for digital transactions, not to replace paper transactions, but to legitimise them in the same way as paper transactions are legitimate. So, contracts can now be lawfully executed digitally.

“If you are negotiating across borders, those knotty issues have been resolved in that legislation by statute. We had to rely on common law rules. So, by a statutory intervention, those matters are put to rest. And all transactions that can be done in Guyana by paper can now be lawfully done digitally,” Nandlall said.

Furthermore, he said that the Data Protection Law has been passed, allowing state agencies to collect and store citizens’

personal information in a national database. Once established, this database will serve as a comprehensive national data bank accessible to relevant state agencies.

This law safeguards the privacy and personal data of individuals, including their right to control the use of their personal information.

The legislation aligns Guyana with international best practices on data protection and privacy and regulates implementation of the electronic identification card (e-ID) system in Guyana.

Attorney-General Nandlall pointed out that the transformative impact of these initiatives, stating, “This initiative goes hand in hand with similar initiatives across central government and other agencies, replacing manual transactions with digital processes across the administrative infrastructure.”

Hundreds of children benefit from Police Commissioner’s gift drive

OVER the weekend, Commissioner of Police Clifton Hicken hosted his gift drive, whereby some 1,000 gifts were distributed to children at the Police Sports Club G r o u n d, E v e L e a r y, Georgetown.

Commissioner Hicken noted that although they are focused on the pressing issues related to work, this drive is a way of creating memories for children and instilling in them that it is okay to come to the police for any help they may need in the future.

He explained that he understands the outcome of not molding children, leaving them unsupervised

Over 900 solar panels distributed in hinterland, riverine communities

MINISTRY of Housing and Water, Collin Croal, on Saturday, led the distribution of solar panels to households in the Matarkai sub-district of Region One. In Facebook posts, the ministry said this initiative is part of the government’s Hinterland Solar Electrification programme which aims to improve the quality of life

for families in hinterland and riverine communities with inadequate access to electricity.

The minister while in Tassawini noted that the distribution of 45 solar panels is a tangible demonstration of the government’s devotion to distributing 30,000 solar panels to families in these communities.

Minister Croal said that it is an important aspect of providing equitable electricity access, as he urged residents to care the equipment given to them.

In the spirit of Christmas, the minister also presented toys to children, further fostering the joy and excitement of the festive season.

Mahaicony rice farmers will soon benefit from access to irrigation water

RICE farmers and residents of Mahaicony River and surrounding areas in Region Five who are experiencing water woes will soon have an adequate supply of irrigation water.

This was highlighted at a farmers’ meeting spearheaded

by Minister of Agriculture, Zulfikar Mustapha at Green Mill, Mahaicony Branch Road, Region Five, on Saturday.

During the meeting, farmers expressed concerns about the Mahaicony River’s saline water intrusion, freshwater availability and excavation works to be done.

The minister pointed out that the government is working hard to make sure that procedures are in place to deliver irrigation water because the extended dry period is expected to last until the first quarter of 2024.

Minister Mustapha said the farmers would be provided with immense relief in response to their concerns

guaranteeing their continuous output.

He also added, “I want to see all the lands under cultivation, especially in our rice sector… Within three days, you will get the water… Two pumps are there already…

We have to monitor it. The main thing is that the creeks are running salt. We will look at that. We will put all systems in place to get it done.”

According to Minister Mustapha, the ministry will look at several possibilities to determine how to modify the system so that rice farmers have access to irrigation water.

“For the right bank people, we will try to get one [bowser] from GuySuCo that will designate this over so you can get water constantly… until we get the system cleared back. We will look to see where we can modify them,” the agriculture minister committed to the farmers.

To keep an eye on the

river’s salinity levels, the Guyana Rice Development Board (GRDB) was assigned to conduct four salinity tests every day.

Minister Mustapha also suggested that a rotation system can also be implemented to ensure all the farmers are provided with irrigation. In addition, the situation with the farmers will be constantly monitored by the National Drainage and Irrigation Authority (NDIA), GRDB, and the Mahaica, Mahaicony, Abary (MMA).

In a few weeks, Minister Mustapha and his technical team will return to the area to make sure the systems installed are operating well and giving the farmers access to enough water.

He reiterated that Regions Five and Six are slated for the construction of massive Hope-like canals.

Minister Mustapha said that some 40,000 acres of rice are being cultivated in the Mahaicony area.

Appeal court to rule today on dismissed election petition case

THE Court of Appeal (CoA) will today hand down its ruling in the case filed by the APNU+AFC concerning dismissed Election Petition 88 of 2020, which was thrown out by the High Court two years ago.

Acting Chancellor of the Judiciary, Yonette Cummings-Edwards and Justices Dawn Gregory and Rishi Persaud are expected to hand down their ruling at 09:30 hours.

The case was filed to challenge the ruling of Chief Justice (ag) Roxane George, S.C., who had dismissed the petition due to serious non-compliance with the Constitution of Guyana, electoral law and other infringements.

The applicants, Claudette Thorne and Heston Bostwick, filed the appeal some 18 months after the CJ had handed down her decision.

Senior Counsel Roysdale Forde, who is representing

the petitioners, had contended that the Chief Justice erred in law and misdirected herself when she misapplied the doctrine of strict compliance.

Another claim is that the Chief Justice erred and misdirected herself when she failed to consider the objective of the petition in making her decision based on the content of the Affidavit of Service.

Previously, the Attorney-General and Minister of Legal Affairs, Anil Nandlall, S.C., in his oral submissions, said that in addition to the absence of material facts, no foundation has been laid in the petition to establish any grounds upon which the elections can be vitiated.

“The appellants’ submissions are quite narrow in their compass when compared to those which they canvassed in the court below.

They seem to have abandoned their frontal challenge to Order 60, redirecting their

focus to challenging Parliament’s delegated power expressed in Section 22 of the Election Laws (Amendment) Act. “No doubt, their implicit reasoning is, if the delegation is improper, then everything which flows therefrom would fall away,” the Attorney-General said.

Nandlall further highlighted that there is absolutely no evidence contained in the petition to suggest that the results produced by the recount process is different from that of the original results derived from the March 2, 2020, General and Regional Elections.

It is against this background that Nandlall asked the court to dismiss the appeal with an appropriate order in respect of costs.

In the notice of appeal, the applicants indicated that they are challenging the Chief Justice’s April 2021 decision to dismiss the petition.

When the matter was

filed at the High Court, Thorne and Bostwick, in their documents, had asked the court to determine the legality of the March 2 elections, and the results that led to the declaration and allocation of seats in the National Assembly.

They sought an order directing the Chairman of

the Guyana Elections Commission (GECOM), Justice (ret’d) Claudette Singh, to declare former President David Granger the winner.

Election Petition 99 of 2020, which was filed on behalf of petitioners, Monica Thomas and Brennan Nurse, was thrown out by the Caribbean Court of Justice (CCJ)

in October 2022.

The CCJ ruled that the CoA does not have the jurisdiction to hear and determine the appeal filed to challenge the dismissal of that petition. In January 2021, it was dismissed by the Chief Justice due to late service, non-service, or improper service.

Matthews Ridge gets new ambulance, recreational facility

ON Saturday, Minister of Housing and Water, Collin Croal, officially handed over a new bus and ambulance to the community of Matthews Ridge, Region One during an outreach.

In addition to the transportation, a new football and

basketball surface was also commissioned at the Community Centre ground. The community also received basketball, football, and cricket gear, along with brush cutters and a pressure washer to facilitate the maintenance of their recreational facility.

166 girls complete Guyanese Girls Code Programme A TOTAL of 166 girls have successfully completed the Guyanese Girls Code Programme, which is being implemented through the Office of the Prime Minister’s Industry and Innovations Unit.

The programme ran from July to October and saw young ladies aged 12 and over benefitting from a wealth of ICT knowledge, instructed in various aspects, including coding/ programming, robotics, micro bit, and introduction to the development of video games.

According to the Industry and Innovation Unit, the programme was able to capture a diverse range of females, hailing from Regions Two, Three, Four, Five, Six, Seven, and 10.

It was delivered in four cohorts, with the first three being delivered online, and the remaining one being

conducted face-to-face.

The top performers selected were Aaliyah Andrews, Tomika Wallace, Aliana Porter, and Ariel Craig.

These participants were awarded with tokens, which were provided through the efforts of the training consultant/specialist of the Guyanese Girls Code Programme, Mr. Dave Sarran, with sponsorship from USA-based Guyanese Loren Lorick and Naitram Baboolall.

According to a release from the Industry and Innovation Unit, Director, Shahrukh Hussain reaffirmed that the unit is dedicated to enhancing the ICT sector in Guyana through education and awareness.

Meanwhile, ICT consultant, Sarran urged the participants to continue pursuing opportunities within the growing ICT sector, and congratulated them for completing the programme.

A key aim of the programme is to address and combat gender discrepancy in the ICT sector, while simultaneously creating and solidifying ICT skills in the young female population.

In 2024, the programme is expected to be expanded to several regions in a physical setting.

This year’s edition of the programme was delivered under the theme: Digital Skills for Life. (DPI)

Minister Croal emphasised that the government is committed to enhancing the lives of its citizens, and the developments in Matthews Ridge stand as testament to this commitment.

Acknowledging the rapid progress in Matthews Ridge, he assured continued support for the once-neglected community.

Lyon claims 500 test wicket as Australia beat Pakistan th

(ESPNCRICINFO) OFFSPINNER Nathan Lyon claimed his 500th Test wicket as Australia’s formidable attack crushed hapless Pakistan on a difficult Optus Stadium surface to win the first Test inside four days.

In the middle of the final session, with victory imminent for Australia, Lyon became the eighth bowler to reach the milestone when he dismissed Faheem Ashraf lbw on review to spark jubilant scenes of celebration among the Australia players and the sparse crowd of 9000 fans. He joined Shane Warne and Glenn McGrath as the only Australians to the landmark.

Lyon then clean bowled Aamer Jamal later in the over to cap a successful return, after taking five wickets for the match in his comeback from a calf injury that had prematurely ended his Ashes series. Pakistan, who lasted only 30.2 overs in their second innings, crumbled on a wicket that was spicy throughout and deteriorated as the match wore on, with rearing deliveries contrasted by balls that crept low. Set 450 to win after Australia declared 30 minutes into the

second session, Pakistan succumbed to brilliant bowling from quicks Mitchell Starc, Josh Hazlewood and Pat Cummins.

They already faced a daunting task to avoid a 15th straight Test defeat in Australia, and it went almost as expected, as Pakistan were blown away in the opening seven overs to slump to 17 for 3. Opener Abdullah Shafique was caught behind in the first over when he poked at a menacing Starc delivery outside off. It was Starc’s 200th Test wicket

at home, as he bowled with far more consistency than in Pakistan’s first innings.

But debutant seamers Khurram Shahzad and Aamer Jamal impressed by combining for 12 of Pakistan’s 15 wickets in the match. They bowled a hostile length late on day four and early on day five to rough up several Australia batters.

They did the bulk of the heavy lifting, with spearhead Shaheen Shah Afridi struggling throughout the match, having been elevated as vice-captain. He finished with match figures of 2 for 172 from 45.2 overs, and bowled mostly in the early 130kph range. Pakistan’s attack will rue their lifeless display early in the Test and had no answers for opener David Warner, who dominated the first day with a belligerent century after Cummins won the toss and elected to bat.

Allrounder Mitchell Marsh also had a superb first Test on his home ground with two half-centuries and the wicket of Babar in Pakistan’s first innings. Opener Usman Khawaja made a gutsy 90 in Australia’s second innings, having overcome torrid bowling late on day three and early on day four. It was a dogged performance from Khawaja, having come into the match under the spotlight after not being allowed to wear shoes which expressed humanitarian views.

Australia’s victory within four days came in the backdrop of a rebranded Perth Test match, with more than 59,000 fans attending - considerably more than last year’s corresponding Test against West Indies which went the distance. The surface was particularly spicier than last year’s game in a throwback to famous WACA Tests.

For Pakistan, however, they barely mustered a better effort than their 72 in the previous Test match they had played in Perth back in 2004, as their horror run in Australia stretching more than two decades continued.

But Gumbie and Kaitano dug in to ensure Zimbabwe did not lose any more wickets in the first powerplay, despite a couple of edges evading the slips cordon.

The two steadily added 43 runs before some sharp fielding from Tector at backward point saw him throw the stumps down to send Kaitano packing in the 14th over.

Innocent Kaia, back in the side after being dropped in the second ODI due to Ryan Burl’s concussion, was out lbw to Campher next over.

Raza then joined Gumbie at the crease, but just as they started to milk the spinners Theo van Woerkom and Andy McBrine for some quick runs, rain stopped play.

When the game resumed after a two-hour delay, Zim-

babwe were immediately on the front foot. Raza pulled a Theo van Woerkom dragdown for six while Gumbie got a streaky boundary off Craig Young while trying to steer him to deep third.

Gumbie soon got to his second ODI fifty, off 80 deliveries, before Raza swept van Woerkom for four more, to bring up the fifty-run stand for the fourth wicket off 52 balls. The two continued to cash in on anything that was too short or too full, while also rotating strike with regularity.

But Campher broke the innings open by having Raza caught at deep midwicket off a pull before bowling Clive Madande through the gate over for a two-ball duck in the same over. Luke Jongwe

and Brandon Mavuta tried to play their shots before they both flicked Hume to George Dockrell at deep square leg in near-identical dismissals.

Gumbie, who played a number of innovative scoops and ramps in his 106-ball 72, was soon run-out as Masakadza tried to run two after pulling Craig Young to long-on. Masakadza hit 24 off 19 to take Zimbabwe close to the 200-run mark, before he holed out trying to clear long-on.

It was a better batting effort after disappointing displays in the first two ODIs, but not enough for Zimbabwe, who now have plenty of ponder as a disappointing streak of results continued.

GEORGETOWN Panthers beat Upper Demerara Scorpions by 39 runs in the first match of a doubleheader at the Lusignan ground as action continued in the Demerara Cricket Board (DCB) senior Inter-Association T20 cricket tournament.

Played in scorching weather, a goodsized gathering watched as former openers Shemroy Barrington and Raymond Perez added 110 for the first wicket in 12 overs to set a solid foundation for Georgetown.

But once they were separated, only former West Indies T20 all-rounder Chris Barnwell, who made 21 with a four and two sixes, reached double figures as the city were bowled out for 168 in 19.

The 35-year-old Barrington, who played seven First-Class matches for Guyana between 2008-2011, reached the boundary five times and cleared it three times in a 29-ball 53.

Perez, a 23-year-old former West Indies U-19 batter, blazed an entertaining 63 from 47 balls which was decorated with eight fours and a six.

Barrington from Malteenoes and DCC’s Perez tore into the Upper Demer-

ara attack and scored at just under 10 runs per over before Perez fell to off-spinner Shaquille Williams, one of four guest players representing Upper Demerara from the GCA, Barrington was LBW to Gabriel McDonald at 122-2 and although Barnwell’s cameo increased the run rate, once he departed at 153-5 with four overs to go, the last five wickets fell for 15 runs in three overs as Everest spinner Ariel Tilku grabbed 4-10 from two overs to polish off the lower order.

Malteenoes spinner Nickosie Barker who removed Barnwell, Jonathan Van Lange (1) and Steven Sanker (3) finished with 3-20 in three overs.

Upper Demerara Scorpions lost their sting when Joshua Wade was bowled by his GCC club-mate Devon Lord for a pugnacious 42 from 22 balls (two fours and five sixes).

McDonald hit a four and a couple of sixes in run-a-ball 20 as he offered token resistance while Skipper Judell Mcallister, who looked talented despite not being able to play much cricket in Linden, scored 17.

No one else passed 10 as Renaldo Ali-Mohamed (3-33) and Lord (3-21) did the damage for the GCA side on the East

Coast of Demerara yesterday and lost to West Demerara Jaguars in the afternoon game.

In the afternoon game, the East Coast Canje Pheasants made 139-8.

Former West Indies opener Rajendra Chandrika made 21 with two fours and a six and Nicholas Shiopersaud hit five fours in a carefully constructed 36 from 43 balls.

The pair added 40 for the first wicket before Aryan Persaud removed Skipper Chandrika.

Vishwanauth Ramlakhan (12) then bowled Guyana player Akshaya Persaud at 58-2 before Robin Williams (16) and Shiopersaud took the score to 83-3 in the 13th over.

When Shiopersaud departed at 93-4, East Coast slipped 113-8.

Karamchan Persaud, who blasted three sixes in an explosive 23 from just eight balls and Dominic Glasgow who hit a six and a four in an unbeaten 18, rallied their team to 139 after joining forces at the demise of Nizam Khan for a first ball duck at 113-8.

Persaud eventually fell off the final ball of the innings.

Aryan Persaud, Akshaya Persaud, Nityanand Mathura and Nkosi Major picked

up two wickets each for West Demerara who reached 140-6 with three balls to spare.

When West Demerara began their chase, Ushardeva Balgobin (0) was removed by Karamchan Persaud without before the team scored their first run.

Akshaya Persaud (22) and Narendra Persaud pushed the score to 42 before Skipper Akshaya fell to Khan.

Narendra Persaud got off to good start on the fast outfield and stroked five fours and a six in quick 27 from 17 balls before he fell to Nigel Deodat to leave the team from the west side on 63-3.

National player Richie Looknauth, who struck two fours and two sixes in a breezy 27 and Sheldon Alexander carried the score to 89-4 when Looknauth was bowled by Khan.

Deodat had two wickets with two in the 17th over to be on a hat-trick as West Demerara sunk to 113-6 before Alexander batted to the end; hitting three boundaries in his unbeaten 40 as West Demerara won in thrilling fashion by four wickets.

Deodat had 3-22 while Khan supported with 2-33 in a losing cause.

The tournament is scheduled to resume next year.

Singh and Khan demolish South Africa (ESPNCRICINFO) - INDIA’S pace attack for the Pink Day ODI came in with seven wickets between them, but took only 13 overs to double that tally and then went past it to bowl South Africa out for 116, their lowest total at home. India chased down the total with ease to hand South Africa only their third defeat in Pink Day ODIs. While Arshdeep Singh took five wickets and Avesh Khan four, Mukesh Kumar was no less incisive as he started with a first over in which Reeza Hendricks couldn’t lay

Both sides wanted to bat first because the match was being played on the same strip that hosted the final T20I between the same sides three days ago. On that night, India’s spinners enjoyed plenty of assistance, both sideways as well as up and down.

In a day match, though, South Africa turned out to be the unfortunate side to win the toss and have their death wish on a treacherous pitch with both seam and swing readily available to go with uneven bounce.

Mukesh continued to play around with both his edges in the rest of the over, a repeat of the third T20I three days ago when Hendricks couldn’t touch Mohammed Siraj for a whole first over. Arshdeep didn’t move the ball as much as Mukesh did.

Hendricks saw a wide one and had a go, and ended up playing it on for an eight-ball duck.

Arshdeep then bowled the perfect inswinger to trap Rassie van der Dussen in front for a golden duck.

The home side mustered an imposing 222 for six at the National Cricket Stadium but England staged a remarkable run chase to overhaul the target to win by seven wickets with a ball to spare.

Powell hailed the tactical approach of playing two leftarm spinners – Akeal Hosein and Gudakesh Motie – in the attack, pointing out his side’s plans were still “very good.”

“I think it is very good.

They bowled pretty well in both games so it’s just for us now to sit down … and come up with plans,” Powell said.

“I think the plans are still very good against these English batters but credit has to be given to them, they fought strong and hard in what is a very good series.”

Phil Salt led the chase for England with a superb, unbeaten 109 off 56 balls, which included four fours and nine sixes.

He put on 115 for the first wicket with captain Jos Buttler who made 51 off 34 deliveries, before adding a further 70 for the third wicket with Liam Livingstone (30) and 40 in an unbroken fourth wicket stand with Harry Brook (31 not out).

West Indies won the opening two games – the first by four wickets at Kensington Oval in Barbados and the second here by ten runs.

In both games, they showcased their big-hitting ability to get the better of England and Powell said this approach would also continue in next week’s double-header at the Brian Lara Stadium in Trinidad.

“I think it’s just taken its

natural course. We’re six-hitters so we try to hit as much sixes as possible and then we try to improve in the other areas that we aren’t as strong [in],” explained Powell.

“But if you should look on the duration of this series, the guys are improving steadily and those are encouraging signs.”

The fourth T20 International is set for Tuesday at 4 pm.

GCB congratulates new BCB President Beharry

THE Guyana Cricket Board (GCB) has congratulated the new president and executives of the Berbice Cricket Board (BCB), following Sunday’s Annual General Meeting (AGM).

The new-look BCB executive body which will now be headed by Ceil Beharry is being tasked with carrying out the board’s plans and agenda, as they relate to the continued development of cricket in Berbice.

Beharry, who was treasurer of

the BCB for a few years, clinched the role after voting went 18-14 in his favour, following Sunday’s well-attended meeting.

Emphasis on development had been among the areas the previously run Hilbert Foster and his executives focused heavily on over the past six years.

With a veteran presence which includes long-serving BCB executive David Black being named Vice-President, along with Junior Blair and Qualis Winter, the board

will get straight into action.

Ryan Algu was appointed new BCB Secretary with Ameer Rahaman the board’s Assistant Secretary, while the treasurer’s role was given to Rovin Bahadur, who will have Devindra Ramdihal as his assistant.

Meanwhile, GCB President Bissoondyal Singh and his executives sent their best wishes to the new BCB executive arm, as they seek to revamp and strengthen the level of cricket in the Ancient County, heading into 2024.

THE stand-out performers at yesterday’s Guyana Amateur Powerlifting Federation (GAPLF) National Senior Championships at St. Stanislaus College were Fazim Abdool, Romeo Hunter, Saif Abdool, and Nangita Seenarine.

This quartet delivered outstanding performances, securing marquee medals and trophies.

Following tradition, the year-end fixture served as the federation’s finale, capping off a successful year under the leadership of Franklin Wilson.

Competing in the Men’s 120kg class, Fazim Abdool broke both the open and masters’ deadlift national records with an impressive 296kg (652 lbs) lift. His squat of 310kg (682 lbs) and bench press of 210kg (462 lbs) contributed to a total of 816kg (1795 lbs), earning him the coveted Best Lifter trophy.

Seventeen-year-old Romeo Hunter, a prodigious strongman, unofficially broke the world sub-junior bench press record by lifting an astonishing 175kg (385 lbs), surpassing the world record by 5kg. Despite facing cramps during his first deadlift attempt, Hunter rebounded to set new records in squat, bench press, and total in both open and sub-junior categories.

Nangita Seenarine, the stand-out female athlete, established eight records in the 52kg junior and open classes. Her lifts, including a best squat of 125kg (275 lbs), a best bench of 52.5kg (115 lbs), and a best deadlift of 132.5kg (292 lbs), set new benchmarks for both classes. Her total of 310kg (683 lbs) also recorded two additional records.

In their respective divisions, Kezia Joseph (69kg) and Talicia Garrett (84+kg) secured first place and received medals.

Saif Abdool, another record-breaker, achieved four records in the 93kg sub-junior equipped division. His lifts included a squat of 210kg (462 lbs), bench press of 120kg (264 lbs), deadlift of 210kg (462 lbs), and a total of 540kg (1190 lbs).

In 2023, GAPLF and its athletes excelled at three World Championships and the FESUPO Championships. The federation also hosted Novice, Intermediate, Masters, and Raw competitions. Sponsors for the event included the Ministry of Culture, Youth and Sport, the National Sports Commission, Fitness Express, The Office of the Prime Minister, and E-Master Corporation.
