–– President Ali assures new CARICOM Secretary-General THE benefits to be derived from a burgeoning oil-andgas sector and rejuvenated productive sectors will not be absorbed selfishly by Guyana, but rather shared with its counterparts in the Caribbean Community (CARICOM), President Dr.

Irfaan Ali has assured the new Secretary-General of the regional bloc, Dr. Carla Barnett.

President Ali told the new CARICOM Secretary-General that Guyana, as a member of CARICOM, will look to enhance the regional com-

munity.

“We are very pleased to have you at this critical time for the community, and even for us here in Guyana,” he said, adding: “I have made it very clear, that our prosperity will be shared with the region, and that the region will

benefit from a stronger Guyana,” he told Dr. Barnett on Tuesday when she paid him a courtesy call at his office.

The Head of State said that Guyana is particularly keen on developing a regional approach to food security.

To this end, he said that the Ministry of Agriculture will support the work of the community in pushing this agenda.

The President also used the opportunity to update Dr. Barnett on Guyana’s development agenda along a low-carbon development pathway.

“We are pursuing an expanded agenda, and our intention is to continue on the Low- Carbon Development Strategy, but an expanded strategy, especially taking into consideration the ‘blue economy’, and balancing oil and gas with our focus on the environment. So that is a very important part of what we are seeking to achieve,” President Ali said.

With regards to regional developments, the Head of State said that Guyana is concerned about the situation in Haiti, in the wake of the untold suffering wrought upon the island by Saturday’s devastating 7.2- magnitude earthquake.

He said that while his government is spearheading a national relief effort, offi-

The two leaders also discussed upcoming events, and regional participation and representation at international events, including at the 26th United Nations (UN) Climate Change Conference of the Parties (COP26) in Glasgow, Scotland, from October 31 to November 12, 2021.

“I think that we should find some way in which all of us; all the Heads, can include these items in our presentation, so that the noise gets louder. So, we welcome you; we know that you are very capable and strong, and you have all that it takes to lead the region in the right direction,” President Ali said.

The President also pointed to the visit by the President of the Republic of Suriname, Chandrikapersad Santokhi, and said that over the next few days, the two countries will be discussing

their joint approach to the energy sector.

The President also invited Dr. Barnett to collaborate in finalising the design of the Secretary-General’s official residence, set to be constructed at Sparendaam, on the lower East Coast Demerara.

“I am very pleased that we had the opportunity to meet so early; it’s important, and we look forward to working with you on all the regional initiatives,” President Ali said.

In response, Dr. Barnett, who took office on Monday, thanked President Ali for his warm welcome, and acknowledged that there is indeed a lot on the agenda, particularly where events unfolding in Haiti are concerned, including the upcoming elections. She also spoke about the region’s preparations for COP26.

PROGRESS being made by developing nations like Guyana in moving towards a zero-emissions future is often overlooked, according to Vice-President Bharrat Jagdeo.

“From a developing country’s perspective, we are not getting the same attention that the developed world gets; there is a great deal of worry.

In fact, stress in the developing world that in spite of all the progress we are making towards a zero-emissions future, the issues that affect them, and the help that was promised to them is not adequate.

“Whatever little financ-

pledges currently made would be reversed, and, therefore, create another spiral, or lack of will? That is a major concern.

The policies made have to be permanent; irreversible, for the massive scale of action needed to de-carbonise the world,” Jagdeo reasoned.

To this end, the Vice-President noted that, globally, enough is not being done.

He said: “The developing world has some major concerns; a lot of these countries have very narrow economic structures. Their economies are not diversified; these countries are extremely vulnerable to climate change. A single

Jagdeo advocated for Guyana and other developing countries to be recognised for their efforts, during an interactive session hosted by Rice University’s Baker Institute for Public Policy on Tuesday.

In making his pitch for developing nations, the Vice-President questioned whether global pledges, particularly among developing nations, towards reducing carbon emissions would be irreversible.

“This is a question for many countries; for the private sector, particularly in the developing world. What if there is a change in administration, let’s say in the United States again? Will it mean that the

“These countries are heavily burdened by debt, and they also are fiscally stressed.

They don’t have fiscal space to fund adaptation, and the adaptation funding, globally, is estimated now, at this point in time, at US$150 billion. The world pledge since Copenhagen (2009) has been US$100 billion per annum, and US$75 billion has been delivered.

But of that US$75 billion, $50 billion is in loans.”

He said that “major action” is required to meet the targets set by the IPCC. The IPCC report provides new estimates of the chances of crossing the global warming level of 1.5°C in the next decade, and finds that unless there are immediate, rapid and large-scale reductions in greenhouse gas emissions, limiting warming to between 1.5°C and 2°C would be beyond reach.

Jagdeo is leading a high-level delegation there this week for the 2021 Offshore Technology Conference, where he addressed, among other issues, the question of whether Guyana could advance development in the oil-and-gas sector, while maintaining its environmental credentials.

Guyana really has led the way in terms of its approach to sustainability of the natural environment,” the CARICOM Secretary-General said.

She also expressed gratitude to Guyana for its efforts in assisting Haiti, and related that the Caribbean Disaster Emergency Management Agency (CDEMA) and the Civil Defence Authority are organising the disaster response in that country.

She further said that the Haitian authorities are pushing for a more coordinated relief effort.

“The secretariat is geared up to do what we need to do,” the CARICOM Secretary-General assured President Ali.

ACTING on a request from the Attorney-General (AG), Anil Nandlall, S.C., the Guyana Police Force (GPF) engaged the New York Police Department (NYPD) on whether a report was filed against the AG, to which the department responded that the report, though filed, was “frivolous” and “vexatious.”

Investigations conducted by the local police revealed that the re-

port, purportedly filed by political activist, Rickford Burke, in July 2021, was not only “frivolous” and “vexatious,” it was also dismissed.

Further, the GPF found that the Attorney-General was never “wanted” by any law enforcement agency in the U.S., in respect of that report, since no arrest was warranted.

Politics Without Principle PRESIDENT, Dr. Mohamed Irfaan Ali and the People’s Progressive Party/Civic (PPP/C) Government continue to implement measures to mitigate challenges that confront Guyanese, especially vulnerable groups.

The latest being a one-off $25,000.00 relief grant for all old-age pensioners, public assistance recipients and persons who are living with disabilities and one month free electricity for households which consume no more than 75 kilowatts.

These latest relief measures amount to some $2.6B and come on the heels of the $4.6B to cushion the impact of rising shipping costs of imported goods; financial and other packages for farmers and many households affected by the recent flooding across the country; the ongoing “Because We Care” education grant and the COVID-19 cash grants implemented earlier.

These represent just one aspect of the PPP/C Government’s interventions to bring relief to all Guyanese as a result of not only the ongoing COVID-19 pandemic but also due to the economic hardships imposed by the previous coa-

lition administration. Other interventions include the reinstatement of subsidies on water and electricity for pensioners and the reversal of burdensome taxes, fees and land rental imposed on farmers and vendors by the APNU/AFC Government.

The actions of the PPP/C Government demonstrate a holistic approach to improving the lives of all Guyanese.

Significantly, all of this has been accomplished within just one year of being in office and in challenging circumstances given the impact of COVID-19 on the global economy. With the continuous roll out of these relief measures, it would be disingenuous of anyone to even suggest that the government is unresponsive to the challenges faced by many Guyanese and is engaged in favouritism.

Unfortunately, those misleading sentiments are being peddled by the APNU/ AFC opposition and their associates. To say it was appalling to hear what some said in a recent opposition-led protest in New York, would be a gross understatement. While the opposition is expected to keep the government accountable, the deliberate spreading of misinformation

is not in keeping with working in the interest of the country and people.

To resort to pushing falsehoods regarding those benefitting from the relief measures, is a direct attempt to sow seed of discord among Guyanese. If some of what was said were to be repeated here, it would be deemed a crime in journalism. What the Coalition has conveniently and deliberately failed to convey is that Guyanese from all walks of life, including their supporters, continue to benefit from all of the interventions made by the PPP/C. There are many recordings that populate both the traditional and non-traditional media landscapes of diverse Guyanese receiving a house lot, title or any of the derivatives of the various measures. In those recordings, all of the recipients lauded the interventions and expressed their satisfaction over the government’s efforts to bring relief to residents. Those were the actual people speaking about the positive impact on them.

It is therefore nothing short of being malicious to say that selectiveness obtained with regard to recipients. For an

opposition to be so glaringly deceptive in the face of real-time reporting, speaks to an unenviable capacity to be delusional and enarmoured with the belief that people are unaware of what the truth is.

It is also an insult to the intelligence of the diverse recipients including those who support the Coalition.

Through their baseless utterances, it appears that the APNU/AFC is not only desperate and uncomfortable at the deluge of developmental initiatives being unleashed by the PPP/C Government, but is intellectually bankrupt to resort to the emotive issue of race having offered nothing to the Guyanese people when in government.

With a proven lack of both vision and a track record pertaining to progress, the Coalition has not failed to attack every intervention by the PPP/C Government that benefits the Guyanese people.

Yet, on the other hand, it never fails in claiming to be caring and having the best interest of Guyanese at heart.

The contradiction and duplicity could not have been clearer since one cannot be caring while obstructing progress and benefits to people.

GCOPD commends the government on the Mayor’s claim that security was cash grant for Persons with Disabilities withdrawn from his home not true

THE Guyana Council of Organisations for Persons with Disabilities (GCOPD) wishes to commend His Excellency, Dr. Mohamed Irfaan Ali and the Government of Guyana for the timely initiative where cash grants of twenty-five thousand dollars ($25,000) will be dispersed to recipients of “Public Assistance” and Persons With Disabilities (PWDs).

Additionally, the electricity one-month subsidy will benefit PWDs who are required to pay electricity charges. It must be underscored that this initiative by His Excellency and his government is a significant one that will bring much-needed financial relief to an impoverished marginalised community. It must be highlighted that the majority of PWDs did not benefit from the COVID-19 cash grant that was given at the end of last year. The GCOPD is pleased that this new cash-relief measure is specific and targeted to the com-

munity of PWDs. As an umbrella body for twenty-four (24) Disable People Organisations (DPOs) across Guyana, GCOPD is appreciative of the various measures implemented by His Excellency and his government to enhance the lives of PWDs since assuming office in August 2020. We are optimistic for the future of PWDs in Guyana, and we pledge our partnership with the government to promote and fulfil the rights of PWDs. The Guyana Council of Organisations for Persons with Disabilities (GCOPD) is the umbrella body that represents the majority of Disable People Organisations (DPOs) from across Guyana, working in the areas of advocacy and capacity-building.

Dear Editor, IT was brought to the attention of the Mayor and Councillors of the City of Georgetown that the Mayor of Georgetown, Mr Ubraj Narine, who is currently in the United States of America for a rally organised by GOAR, has issued a statement via social media.

In that statement, the Mayor said that security has been withdrawn from his residence at Pigeon Island, on the East Coast of Demerara.

While the Council is aware that City Constables have been instructed to provide security services at the Mayor’s residence, beyond the boundaries of the city, no action has been taken by the city’s administration to withdraw ranks from the Constabulary that are based at the Mayor’s home.

In fact, at the very time His Worship was

making that allegation, Constable Welch, who is attached to the City Constabulary Department, was present at his home providing security services. The Council is not sure about the source of information which led the Mayor to believe that security services have been withdrawn from his home.

However, this inaccuracy provides an opportunity for the Council to appeal to individuals to confirm the truthfulness and accuracy of information which is purported to be coming from the City Council.

Anyone should feel free to check with the Office of the Town Clerk to ascertain the veracity of any statement, written or oral, made in the name of the City Council.

Race-baiting, lies and deceit in action

Dear Editor,

WHAT is the objective of the group which called themselves ‘Guyanese Organisations’ Against Racism’ (GOAR)? Presumably, it has to be against all forms of racism and racist statements.

The rally it held in Brooklyn was dubbed, Guyanese Organisations Against PPP Apartheid Governance, Racism and Injustice. However, this theme alone would suggest that it is not only anti-government but there is a deep-seated hate against its supporters who are deemed to be Indians. This is contrary to what the objectives of this organisation should have been, and that is to campaign against issues which promote racism and provide solutions to curb such racism.

According to Rickford Burke, co-chair of GOAR, “The events are to create awareness of the rapidly deteriorating political, social, economic situation in Guyana; pervasive racial injustice against African Guyanese and other non-supporters; the PPP misuse of the criminal justice system and Guyana Police Force as a vendetta hit squad against Black citizens.” This is baloney on a humongous scale.

The questions which these organisers need to answer truthfully and honestly are: What evidence is there to support the ‘deteriorating political, social, economic situation in Guyana’? Is there ‘pervasive racial injustice against African Guyanese and other non-supporters’?

Is the PPP misusing the criminal justice system and the Guyana Police Force?

The answer which immediately comes to mind is that these accusations levelled against the PPP were predominantly what the PNC unconscionably did for 28 years and what the Coalition replicated for another five years.

Under the Coalition from 2015 to 2020, Guyana was heading for another dictatorship. The Constitution was flouted

by Granger on numerous occasions and the legal system was repeatedly vulgarised by spurious and vexatious litigations brought by the Coalition.

Indo-Guyanese were made to pay dearly for supporting the PPP/C as was evidenced on many occasions when they were brutalised, robbed, sexually assaulted and raped during the PNC protests. Has this ever happened when the PPP and its supporters are involved in any protest action? The social costs were high when over 7,000 sugar workers were ‘thrown under the bus’. Many communities were utterly devastated as thousands could not afford three square meals and many children dropped out of school. The Coalition went on a dismissal rampage and cared nothing about anyone. As thousands lost their jobs, many businesses closed their doors and many more persons were forced to join the breadline. What wrong did the sugar workers committed? They were deemed to be supporters of the PPP/C. That was their crime.

Let me give an instance of how the PPP Government is treating employment. Currently, both Indo and Afro-Guyanese are once again employed at the estates which were closed. I want GOAR to visit Rose Hall Estate, Skeldon and Enmore and check for racial discrimination. At Rose Hall Estate, persons are employed as they come, be it Indo or Afro-Guyanese. There is equal opportunity and this has been the hallmark of the Irfaan Ali’s Administration. GOAR and its organisers need to see the smiles on the face of all the races as they once again become wage earners and will once again live their lives with dignity

and self-respect. What a shame that GOAR and the Coalition cannot even attempt to hide their destabilisation agenda as their lies and deceit are laid bare.

GOAR needs to understand that persons who are politically appointed stand to lose their jobs with a change of government.

This is nothing new. In terms of wages and salaries, workers are far better off than under the Coalition, and this government continues to address the needs of the vulnerable groups of society even as employment continues to rise. Even in global rising of costs, the government has cushioned the negative impacts with tax-cutting measures and the giving of cash grant reliefs amounting to billions. What did

the Coalition gave during its five years in government? In fact, everyone benefitted under this government and there is no consideration for race or political affiliation. On Monday, the President announced another $2.6 billion for vulnerable Guyanese. The people were starved for cash for five long years and now their pockets are filled again.

On the other hand, during its five-year tenure, the Coalition robbed and pilfered the Treasury and squandered like there is no tomorrow. GOAR should read the Auditor General’s Report and have first-hand knowledge about thievery and corruption. At the same time, US Congressman Hakeem Jeffries should not bring his hon-

ourable office to disrepute and infamy.

The characteristics of such a person should be to display sober judgement and intellectual honesty when analysing issues. It is clear and evident that the Coalition attempted to rig the 2020 Elections on more than one occasion and this Congressman’s involvement to prove otherwise should be vigorously condemned by all.

In conclusion, it would seem that everyone and every organisation which stood to defend Guyana’s democracy must be made to disappear. According to President Ali, it is disappointing that so called ‘credible persons’ should say that the time is up for Ambassador Lynch and in the same breath they

should also do the same for the OAS, CARICOM, and all the countries and organisations which ‘supported the efforts to have a democratic environment in Guyana and defeated the efforts of those who tried to rig the election and install themselves, undemocratically in the country’.

Well, fact is that the time is up for the Coalition. It is indeed lamentable that GOAR and the Congressman should be involved in peddling lies, making deceitful statements and engaged in race-baiting in a foreign land.

It is indeed deceitful, dishonorable and race-baiting.

No ‘discrimination’ in termination of Lyken Funeral Home contract

– AG says facility is unlicensed, a potential health hazard

THE Lyken/Newburg Funeral Home contract with the Guyana Police Force (GPF) was terminated because of several health protocol breaches and the failure to operate in keeping with health standards specified for funeral parlors.

This is according to Attorney-General and Minister of Legal Affairs, Anil Nandlall, S.C., who, on Tuesday, responded to a June 29, 2021, letter penned

by Khemraj Ramjattan on behalf of the well-known funeral home.

The owners, Dr. Dawn Stewart-Lyken and Gordon Lyken have threatened to take legal action against the state over what it claims was the sudden termination of its contract due to discrim-

ination.

The AG in response rejected the company’s accusation of discrimination, emphasising that it was not singled out for any “special or discriminatory treatment” and that the requirements which were imposed upon the business were also levied upon all funeral home operators.

“You (Ramjattan) are aware that the sector in which your client operates is one that can easily constitute a public health hazard if not scrupulously managed and conducted. You will agree with me that the Public Health Ordinance which encompasses the main regulatory network of this sector, as well as the nation's public health apparatus, is completely archaic and out

Suriname’s President arrives –– scheduled for a plethora of engagements with government officials, private sector

MOTHER nature is a universal element that cannot be controlled, but though coincidental, it was clearly on the side of Suriname’s President, Chandrikapersad Santokhi, whose arrival to Guyana on a Surinamese-owned carrier, Fly All Ways, on Tuesday, was almost perfectly timed, as the dark, rain-filled clouds lifted and allowed the rays of the sun to protrude mildly, to create the ideal conditions for a ceremonial welcome at the Cheddi Jagan International Airport (CJIA).

Stepping off of the aircraft and onto a red carpet, which stretched from the last stair of the plane to a podium, President Santokhi and the other members of his delegation were greeted

by Prime Minister, Brigadier (Ret’d) Mark Phillips; Minister of Health, Dr. Frank Anthony and other officials who exuded diplomacy, even as light showers returned.

Unaffected by the showers, with umbrellas held over their heads, Prime Minister Phillips and Dr. Anthony escorted President Santokhi to the podium

and stood beside him as he received a 21-Gun Salute from officers of the Guyana Defence Force (GDF), who were drenched, yet committed to their duties.

The short but significant ceremony ended with President Santokhi and his team being escorted to vehicles, which quickly departed the compound of CJIA for Georgetown, where the official engagements are slated to be held.

It was reported that over the next few days, discussions between President, Dr. Irfaan Ali and President Santokhi, will centre on a number of key areas including infrastructure, agriculture, security, transportation, the oil and gas industry, trade and the development of the human resource capacity of both countries.

“It is a wide-ranging array of topics that we have on the agenda; agriculture, removing barriers; all of that is on the agenda,” Dr. Ali said in an invited comment to reporters on the sidelines of an activity at Cove and John, on the East Coast of Demerara.

He related that President

Santokhi’s visit to Guyana is one that is important, especially as the two countries proceed with a number of joint initiatives.

“We have committed ourselves as neighbours to working together on various initiatives, some very transformational, so it [Santokhi’s official visit] is a continuation of that collaboration [and] building stronger ties,” the Guyanese Head of State said.

He indicated that close collaboration with Suriname is strategic, since the country is similarly positioned, and like Guyana, it is also gearing up to become a major player within the oil and gas industry.

“Both countries have small populations, similar challenges, [and] similar opportunities ahead, so we have to see how we can merge our thinking, and see if our policies would reflect that integrated approach we want,” President Ali said.

Relief measures will stimulate local economy

Singh, has said that the relief measures introduced recently by the government will translate to tangible benefits through stimulation of

the economy.

President Dr. Irfaan Ali announced the most recent relief measures Monday.

The $2.6 billion intervention targets pensioners, persons who collect public assistance, and those who consume no more than 75 kilowatt-hours of electricity per month.

The three measures which constitute this intervention are a $25,000 additional one-month payment for pensioners, a $25,000 one-time payment for persons who receive public assistance, and an electricity credit to the Guyana Power and Light for households consuming not more than 75 kilowatt-hours per month.

Dr. Singh said that such interventions are added costs to the treasury, but they will end up translating to so much more, in effect, than assistance for the vulnerable groups who receive them directly.

“When you reduce taxes or you reduce the cost of doing business, or when you deliver support to households, that money

doesn’t vanish into thin air. It stimulates economic activity.

“So, by reducing the cost of doing construction, you stimulate more construction activity. By reducing, let’s say, the cost of mining activity or the cost of agriculture by removing taxes on heavy equipment, you stimulate economic activity,” the senior minister reasoned.

The potential for economic activity, the minister said, is in the generation of jobs, incomes, and more tax revenues for the State.

“They use that cash transfer, that support that is provided to them. They then take it… Immediately, they go to the market, they buy some goods with it, some basic necessities.

They go to the shops. They buy some basic necessities with it.

“They go to the service providers; they buy some basic necessities with it.

And it then multiplies itself over in the economy.

He related that those interventions represent an important injection of liquidity into the economy.

Dr. Ali had also announced that the pay-out package of $7.8 billion for farmers and households affected by the May-June flooding will start later this week.

Linden to get state-of-the-art agro-processing facility –– $9.6M contract inked to rehabilitate processing and packaging facility at Watooka A contract was signed on Monday through the Ministry of Agriculture for the rehabilitation of a packaging and processing facility at Watooka, Linden.

The facility is expected to significantly boost the agriculture sector in the region.

Regional Agriculture Officer, Derick Collins, in a telephone interview with the Guyana Chronicle on Tuesday, lauded the investment, contending that it will allow farmers to add value to their produce.

He also said that the much-welcomed investment will contribute to the region’s ongoing feeding programme,

promote a healthy life style among residents and complement the region’s monthly farmers’ market.

The facility will be equipped with modern processing equipment that will convert raw foods into processed foods and reduce wastage.

“I would like to commend such step that was taken to have such facility placed in such a strategic region,’’ Collins said.

On Monday, several agencies under the umbrella of the Ministry of Agriculture signed several contracts totalling in excess of $474 million.

Local authorities monitoring rising floodwaters in Kwakwani

THE local authorities in Kwakwani are closely monitoring the fluctuating level of floodwaters in several parts of the Region 10 community.

Speaking with the Guyana Chronicle, on Tuesday, Vice Chairman of the Kwakwani Neighbourhood Democratic Council (NDC), Cort Simeon, said that residents of Lamp Island and the waterfront area had started cleaning up and were trying to return to some level of normalcy.

However, with persistent rainfall and the overflowing of the Berbice River, floodwaters have been rising over the past few days.

According to Simeon, the access roads along Lamp Island are currently flooded with the water level as high as five feet.

Meanwhile, at the Kwakwani Waterfront, water levels have gone down to about a foot and residents are using boats to get around the com-

munity.

As it relates to those in shelters, Simeon said 33 residents are still being accommodated at the Kwakwani Primary School where a shelter was established in April when the flooding began.

Simeon noted that 50 per cent of Kwakwani’s population is still grappling with that situation.

Thankfully, he said, no reports of water borne diseases or infections were recorded in the flooded areas.

Yearly, when the MayJune rainy season comes, residents of Kwakwani would brace themselves for heavy torrential rainfall and light flooding.

However, this year, water levels rose above 15 feet, displacing almost 100 residents from their respective homes.

On Monday, it was also reported that the water level in Region Seven (CuyuniMazaruni) was rising again.

The Civil Defence Commission (CDC) had reported that

the floodwater had risen significantly in the community of Eteringbang.

Over the weekend, the CDC dispatched a small assessment team, along with 80 food hampers, 200 cleaning hampers, and 10,000 water purification tablets to the mining community which is located along the Cuyuni River.

The CDC had received approximately 80 reports at the National Emergency Monitoring System (NEMS) over the past week.

Chief Hydromet Officer, Garvin Cummings, in a previous interview with the Guyana Chronicle, had explained that while the rainfall currently being experienced this month is not as severe as it was during the May-June period, it is higher than what usually obtains at this time of year.

He added that above normal rainfall can also be expected for the month of September.

O&G Chamber signs agreements to build capacity, expand partnerships

GUYANA Oil and Gas Energy Chamber (GOGEC) President, Manniram Prashad, has signed off on two memorandum of understanding (MoUs) at the Offshore Technology Conference (OTC) in Houston, Texas, USA, on Tuesday.

According to a release, the MoUs are underpinned in the spirit of mutual areas of collaboration in capacity-building through education and training, and to promote strategic partnerships with local players in the energy sector in Guyana with international organisations.

The signing was witnessed by Natural Resources Minister, Vickram Bharat, and Sarah Ann Lynch, United States Ambassador to

Guyana.

The MoUs were signed with Texas A&M Engineering Experiment Station Turbomachinery Laboratory (TEES-TL) with its operations at 1485 George Bush Drive West, College Station, Texas USA, represented by Greg Gammon, Director of Global and Corporate Partnerships.

“The objective of this memorandum of understanding is to work in close collaboration with TEES-TL and its important role in research and workforce development within technical areas of Rotordynamics and Mechanical Systems, Thermal Fluids and Combustion, and Computational Modeling and Design,” the release said.

The second MoU was

signed with the University of Texas, at Austin, Petroleum Extension (PETEX), Cockrell School of Engineering.

The underpinning objective of this strategic partnership is to offer sector specific training courses and executive education in the petroleum sector, through the Training Institute of GOGEC. This, according to the President of the Chamber, will address the need for capacity-building specifically for the oil and gas sector and companies operating within the full value chain.

GOGEC thanked the United States Embassy in Guyana for facilitating these strategic collaborations to help propel Guyana’s development.

Four more COVID-19 deaths, 100 new cases

FOUR women have died after contracting COVID-19, taking Guyana’s overall death toll to 582, the Ministry of Health said on Tuesday.

The latest fatalities are a 34-year-old and a 44-yearold from Region Three (Essequibo Islands-West Demerara) and a 70-year-old and a 71-year-old from Region Four (Demerara-Mahaica).

The patients were admitted to Ministry of Health facilities with COVID-19like symptoms but died while receiving treatment. Samples were taken at the time of admission which subsequently returned positive tests.

Meanwhile, 100 new cases were recorded taking the total number of cases since

March 2020 to 23,675.

Up to press time 51 persons had recovered from the virus. There are currently 1031 active cases.

The country has now recorded a total of 23,575 confirmed cases since the first COVID-19 case was reported in March 2020.

Of the active cases, 12 persons are at the COVID-19 Intensive Care Unit (ICU) at the National Infectious Diseases Hospital, Liliendaal; 91 are in institutional isolation; 940 are in home isolation, and six are in institutional quarantine.

Many of the persons infected with the virus are said to be asymptomatic, that is, they are not exhibiting symptoms.

The updated COVID–19 Emergency Measures are in force until August 31, 2021.

They may be extended or amended by notice of the Minister of Health, after an assessment of the prevailing public health conditions of the pandemic.

As per the current measures, however, all persons are required to wear face masks when leaving their homes, and physical distancing and adequate sanitisation are recommended. The current curfew is 22:30 hours to 04:00 hours.

Persons with symptoms of COVID-19 are asked to call the COVID-19 hotline numbers: 231-1166, 226-7480, or 180/181 for assistance.

Labour Ministry meets Demerara Timbers on GAWU matter

THE Ministry of Labour (MoL), on Tuesday, met again with the Demerara Timbers Limited (DTL) to resolve the longstanding issue of dialogue between the company and the Guyana Agricultural Workers Union (GAWU) as it relates to employees’ welfare and conditions.

According to a release, for approximately five years, GAWU has been engaging the ministry about the matter and recently reached out for intervention since DTL has refused to meet the union on a face-to-face basis, stating

that it would only engage via written dialogue.

Following GAWU’s written request for intervention, Minister of Labour, Joseph Hamilton, had held a meeting with DTL representatives for a better understanding of the matter of dialogue, conditions of employment at the company and the way forward to an amicable settlement.

Since the representatives were not in a position to make decisions for or on behalf of the company, the ministry wrote to the company to have its senior management attend another meeting which was

held on Tuesday under the chairmanship of Minister Hamilton and Chief Labour Officer, Dhaneshwar Deonarine.

Also representing DTL was its Operations Manager, Ting Hie Chui; Sales Officer, Robert Perry; and Office Manager, David Chen Zhao Quan. Following a lengthy discussion, the company has since agreed to meet within two weeks to have dialogue with GAWU. This will be facilitated by the ministry under the Chairmanship of the Chief Labour Officer.

SEVERAL agencies that fall under the umbrella of the Ministry of Agriculture, on Monday, signed contracts for the supply of a number of key pieces of equipment as well as the provision of retrofitting and rehabilitation services for a number of facilities totalling in excess of $474 million.

One of the contracts entailed the retrofitting and rehabilitation works that will be done at the New Guyana Marketing Corporation’s (New GMC) packaging facility which is located in Parika, Region Three.

This contract was signed with Pacific Service System for a total of $20,902,924. The project is likely to commence next Monday and is expected

China rejects politicisation of COVID-19 origin tracing CHINA said on August 13 that it rejects the politicisation of COVID-19 origin tracing.

China's Vice Foreign Minister Ma Zhaoxu made the remarks at a briefing held by the Foreign Ministry for foreign envoys on the origin tracing of the novel coronavirus.

Ma elaborated on China's position on the global tracing of COVID-19 origins.

He pointed out that COVID-19 origin tracing is a scientific issue, and should only be studied by scientists to find out the source of the virus and its route of transmission to humans to better prevent future risks and protect the life and health of all human beings.

"No country has the right to politicise this scientific issue and attack others for its own political gain," Ma said.

"The China-WHO joint study report has drawn conclusions and recommendations that have been recognised by the international community and scientific community, which must be respected and implemented by all parties, including the WHO Secretariat," Ma noted, adding that future global efforts to trace the origins

The Secretariat should consult with member states on the global origin tracing plan, and fully respect the opinions of member states, Ma noted.

"The origin tracing plan of a country involved should be determined through consultations with the country itself," Ma said. "Only on this basis can effective co-operation be carried out, which is also clearly stipulated in the WHO resolution."

"The WHO Secretariat has proposed the second

phase of origin tracing study without consulting with member states. We believe that this plan is not based on the China-WHO joint study report, and has not adopted the scientific conclusions and recommendations. It, of course, has been questioned and opposed by member states," Ma said.

The Foreign Ministry also invited officials from the Ministry of Science and Technology, the National Health Commission, and the Chinese Academy of Sciences to introduce China's participation in global anti-pandemic and origin tracing co-operation. African experts hail China's commitment to global anti-COVID-19 fight CHINA earlier pledged to provide two billion COVID-19 vaccine doses to the world this year and offered $100 million to COVAX – the worldwide initiative aimed at equitable access to COVID-19 vaccines.

Health experts from Africa praised China's efforts in global vaccine distribution.

Wukesong Sports Centre, a former stadium for basketball, has been transformed into a stadium for ice hockey.

It is the first venue in China which can be used for the two professional sports events after simple transformation.

“I was very impressed when I had the chance to see how Beijing is reconstructing the previous steel factory, Shougang Park site, into a place of sports and leisure.” He stressed that all these changes manifest China’s implementation of the green Olympics and its responsibility for environmental protection.

The National Drainage and Irrigation Service signed two contracts, one with Innovative Engineering Consultancy Services for the provision of consultancy services for the supervision of the Onverwagt Farm-to-Market Road in Region Five totalling $6,353,000 and the other with Eron Lall Engineering Works for the construction of living quarters at Lama within the East Demerara Water Conservancy totalling $20,613,050.

SUSTAINABLE DEVELOPMENT During the signing exercise, Agriculture Minister Zulfikar Mustapha said the contracts being signed were for major projects that will help to sustainably develop the sector over the years.

“We are advancing in our work programme because we are approaching

the end of 2021. In this sector, we have been seeing a lot of activities being undertaken to advance the sector and a lot of people are once again involved in agriculture in Guyana. This is why those companies that are signing contracts must provide efficient services in a timely manner,” Minister Mustapha said.

As it relates to GuySuCo, Minister Mustapha added that, “these machines are very critical. When I spoke at this year’s budget debate, I spoke about the importance of these and other equipment as we move towards the reopening of the closed estates and the recapitalisation of GuySuCo.” Minister Mustapha, while speaking about the contracts inked for rehabilitation and retrofitting of the agro-processing facilities, said that the government, since taking office, has placed a lot of emphasis on improving and expanding farmers’ productivity.

“As a government, we are putting a lot of effort and emphasis into agro-processing. We recognise the importance of building, rehabilitating, and retrofitting new and existing agro-processing facilities. We want our farmers to advance their style of production and move to a higher level. If we are going to tap into new markets in the Caribbean, then these types of facilities will be critical,” Minister Mustapha said.

Minister Mustapha reiterated that in executing the works and providing the services and equipment, contractors are not only providing a service to the ministry, but to the citizens of Guyana, and as such, works and services should be done in a timely manner and according to the contract specifications.

‘Smiley’ appeals 13-year sentence for attempted murder

HANSEL Andre Lewis, who is currently serving 13 years for attempted muder, has moved to the Court of Appeal to have his conviction and sentence overturned.

In 2016, Lewis, known as “Smiley,” was

sentenced by Justice Brassington Reynolds after a jury convicted him of killing Chris Burrowes during the wee hours of January 01, 2013 at the Rainbow Bar in Charles Place, New Amsterdam.

Convicted child rapist appeals life sentences A MAN, who is currently serving two life sentences for rape committed on a child under the age of 16, has moved to the Appeal Court to have his conviction and sentence overturned.

In 2017, Michael Abrams was sentenced by Justice Morris-Ramlall at the Sexual Offences Court of the Demerara High Court after a jury found him guilty of the two rape charges.

The first charge read that Abrams, between January 1,

2013 and January 19, 2013, engaged in sexual penetration with the girl who was six years old at the time. The other charge stated that between January 2 and January 19, 2015, he engaged in sexual penetration with the same girl who was eight years old at the time.

According to reports, Abrams inserted his finger into the young girl’s vagina, and also sodomised her during the periods in question.

Justice Morris-Ramlall sentenced Abrams to life in prison on each count and ordered that he be eligible for parole after serving 35 years in prison.

In his appeal documents, the convict claimed that the trial judge erred in law.

He is contending that the sentencing was excessive and too severe.

As such, he is asking the court to reserve and/or set aside his conviction and sentence.

The camp, which was officially launched on Monday, is an overarching initiative by the GCOPD to promote the empowerment and impendence of young persons with disabilities through innovative learning sessions.

Speaking to media operatives at the simple handing-over ceremony held at JSL International’s Prashad Nagar office, GCOPD Programme Coordinator, Ganesh Singh, highlighted that almost 50 youths are participating in the five-day virtual event.

“We have approximately 48 young persons with disabilities joining the virtual camp from Regions One, Two, Three, Five, Six and 10. So, we have persons from seven out of the 10 regions and these are all young persons with varying types of disabilities.”

Filled with a series of informative sessions and fun activities, Singh said the project aim is to build the capacity of the participants and provide them with an enabling environment so that they can be more independent.

“We will have sessions in sexual abuse, drugs, mental health awareness, public speaking. We will also have sessions on career guidance and we will also have sessions on child abuse and a number of other sessions including virtual tours of historical places. We will also have comedy sessions, so it is a mix of fun activities

and interesting learning,” he said.

Singh, who is also a well-known advocate for persons with disabilities, noted that the response to the event has been surprisingly overwhelming with many positive responses and donations.

“When we started, the excitement was overwhelming. We did not expect for a virtual camp …children would be so enthusiastic and would participate so much.

So, it is something that we felt really good about. It’s a really novel concept and one that we hope to replicate in the future to provide more young persons with the opportunity to be a part of this initiative.”

Singh further thanked JSL for their donations of t-shirts and other educational materials that will aid in the execution of the virtual event.

Meanwhile, JSL International representative, Renatta Bovell, said that the company will be collaborating with the GCOPD to foster a partnership and sponsor similar events.

“We plan to foster a partnership with Mr. Ganesh and his team to ensure that we are working closely with his organisation in whatever area we can support as a company. I think that we will be able to work on more projects in the future. We will be able to partner with Mr. Ganesh and his team with a lot more as we grow as a company.”

Windies to begin T20 World Cup title defence against archrival England DUBAI, United Arab Emirates (CMC) – West Indies will open the defence of their Twenty20 World Cup title against archrivals England, in a repeat of the sensational final five years ago in Mumbai.

In fixtures announced by the International Cricket Council (ICC) yesterday, the Caribbean powerhouses will battle Eoin Morgan’s side on October 23 here, one of two matches which will highlight the opening day of the Super 12s, with Australia and South Africa clashing in Abu Dhabi.

The tournament runs from October 23 to Novem-

ber 14, and will be preceded by an eight-team qualifying tournament October 17-22.

West Indies were last month drawn in a difficult Group One which includes Australia, South Africa and the top-placed qualifier from Group A and the second-placed finisher in Group B. Sri Lanka and Ireland are heavy favourites to advance from Group A which also features the Netherlands, and Namibia, while Bangladesh and Scotland have been tipped to progress from Group B that involves Papua New Guinea and Oman.

Joel Embiid, 76ers agree to deal worth reportedly $196M (REUTERS) - All-Star centre Joel Embiid and Philadelphia 76ers agreed to a multi-year contract extension yesterday.

While the Sixers didn't disclose the contract terms, multiple outlets reported it is a four-year supermax contract that will pay Embiid $196 million and keep him in a Philadelphia uniform through the 2026-27 season.

Embiid, 27, has two years remaining on the five-year, $147.7 million maximum contract extension he signed on October 10, 2017.

"Joel is the definition of elite - a role model in our community and a true MVP-calibre superstar on the court," said Josh Harris, the team's managing partner, in a news release.

"His rare blend of skills, charisma and leadership has transformed this franchise. We couldn't be more grateful and excited to continue watching him in a 76ers uniform."

VIRAT Kohli told the Indian team to give England “hell” before the hosts’ fourth innings run chase at Lord’s, it has emerged.

The below video clip of Kohli in a huddle with his team on the boundary has gone viral after audio emerged of the Indian captain giving blunt instructions to his side.

"For 60 overs they should feel hell out there," Kohli is said to have told his team on the outfield at Lord’s, before England began their ill-fated innings.

Within two overs England had lost both their opening batsmen, Rory Burns and Dominic Sibley,

as India began brilliantly.

England were ultimately bowled out for 121 in 51.5 overs, as India clinched a remarkable 151-run victory on a feverish final afternoon at Lord’s.

England’s dismal second innings featured a number of clashes between India’s players and the batsmen.

Kohli was involved in frequent altercations with England’s batsmen - exchanging a series of words with Oliver Robinson as India closed in on victory.

But Kohli was quick to shake the hands of England’s batsmen after victory. Speaking yesterday, Chris Silverwood denied

that there was any animosity between the sides.

“The two teams go hard on the park,” the England head coach said. “Behind the scenes we seem to get on fine. I don't see any problems there. I just think it's played by two very passionate groups of people that want to do well for their country and are very proud of playing for their country.

And I think that's what we're seeing.”

India are now 1-0 up in the series, eyeing up only their third ever Test series victory in England. The third Test begins at Headingley next Wednesday.

Sabina Park success ‘biggest’ of career, says hero Roach KINGSTON, Jamaica (CMC) – Kemar Roach has labelled Sunday’s dramatic one-wicket victory over Pakistan in the opening Test here as the most significant of his 66-Test career.

The 33-year-old batted for a shade over 1-½ hours for an unbeaten 30 that fired West Indies to their target of 168, after the innings lay in ruins at 114 for seven at tea and then 151 for nine, an hour later at Sabina Park.

“It was a big victory. I think it’s the biggest victory for me in Test cricket,” said Roach, who arrived at the crease immediately after tea with 54 runs required, following Jason Holder’s demise to the last delivery before the break.

“The way we fought or had to fight to get this win was really strong stuff. It was good to see the guys sticking together obviously.

The support on the balcony yesterday while I was batting was amazing and then the communication in the middle was simple. I think that’s what helped us to execute as well as we did.

“It’s a good win; it’s gone down in history. Now it’s on to the next one.”

West Indies found themselves wobbling on 16 for three in the eighth over of the run chase after a devastating new-ball spell from left-arm pacer Shaheen Shah Afridi accounted for Kieran Powell (4), captain Kraigg Brathwaite (2) and Nkrumah Bonner (5) in quick succession.

Roach put on 28 for the eighth wicket with Joshua Da Silva (13) before defying the Pakistanis in critical stands with Jomel Warrican and last man Jayden Seales.

“Honestly, after tea when me and Joshua started, the way we were ticking if off slowly, there was a lot of self-belief,” Roach explained.

“The communication was very good as I said. We executed what we wanted to do and trusted the process.

It was tough but things were going kind of smoothly. “(Da Silva) got out with a decent ball, then the lower order came in with Warrican and Jayden, and obviously there was a rollercoaster of emotions in terms of how to handle the situation.

“I’ve never been in a situation like that batting with the tail and being the leader so it was communication and we just kept it simple – defend your wicket and look to do it in singles.

If we get the odd boundary here and there fine, but we just wanted to tick it off ten runs at a time.”

He added: “We knew once we got close to the score, Pakistan were going to panic and that’s when the runs were going to come.”

The victory halted a

four-match winless run following their 2-0 thrashing at the hands of South Africa last June and their 0-0 draw in a similar series against Sri Lanka earlier in the year.

And Roach hailed the current group as one of the best in terms of camaraderie he had ever played with.

“This team is really together. Everyone has fun, everyone works hard. I think this is one of the best teams I’ve played in, in a West Indies group,” the Barbadian said.

“It’s just about communicating, executing and believing in yourself a little bit more, and I think this team has a lot more to give to the Caribbean in terms of wins and obviously fighting and competing against other teams.”

West Indies face Pakistan in the second and final Test starting on Friday.

Ronaldo says his Real Madrid story 'has been written' (REUTERS) - Juventus forward Cristiano Ronaldo has put to rest rumours that he is returning to Real Madrid, insisting that his story at the Spanish club "has been written".

In an Instagram post on Tuesday, the 36-year-old said that the frivolous way in which his future is being discussed is disrespectful to the clubs involved, as well as other players and staff.

Ronaldo, who was top scorer in Serie A last season, has 12 months remaining on his contract at Juventus but has expressed no desire to leave.

Guyanese Nandu, Thorne selected for Windies U-19 training squad GUYANESE batsman Matthew Nandu and pacer Isai Thorne got the nod when Cricket West Indies (CWI) yesterday announced the 26-member squad to continue preparations for the West Indies Rising Stars U-19s tour of England next month.

The squad was selected following targeted coaching sessions and an eight-match trial series in Antigua last week.

Rampertab Ramnauth and Mavindra Dindyal were the two Guyanese players to miss out on selection from the 56-member training group.

The selected players will now continue

training and planning sessions this week with a final 18-member squad for the tour to England to be named at a later date.

In a CWI release, head coach Floyd Reifer said: “The screening trials went very well.

We saw some excellent performances and it was not easy to cut down the large number of such talented young players. You could see the enthusiasm was high in all the players, and the spirit was high in all the teams. We have to do everything we can to encourage all of the players who came, to continue working on their game.”

Narayan Ramdhani makes ‘golden’ return to Canada

GUYANA’S top badminton player Narayan Ramdhani made a ‘golden’ return to the court over the weekend as he won a pair of gold medals at the Kings University 2021 Open Summer Tournament in Alberta, Canada.

This is the first tournament played after his return to Canada three weeks ago to finish off his Scholarship Programme in Business Management at the Kings University.

On his break during May-July, he played in the Guatemala International to improve his world rankings but

missed the Olympics tripartite spot by a few points.

Looking ahead, Ramdhani is aiming to attend the Mexican International in early September to officially begin his journey to qualify for the Paris 2024 Olympics.
