WITH an increasing demand for construction materials across Guyana, local company M&B Construction plans to establish a US$4 million quarry on 1,250 acres of land located along the Essequibo River, Region Two. Named the Keriti Quarry Project, the proposed operation will be tailored to produce 300,000 tonnes of aggregate and boulders per year in its initial capacity, the company said in a project summary seen by this publication.

According to the Institute of Quarrying, this activity involves the process of removing rock, sand, gravel, or other minerals from the ground, to use them to produce materials for construction or other purposes.

Quarrying is any such work on the surface of the earth where minerals are extracted.

Quarries are also known by other names around the world, such as surface mine, pit, and open pit or open-cast mine.

The institute said that materials produced by quarrying are essential to everyday life, as they provide the construction materials needed to build roads and buildings, deliver vital minerals to agriculture, and support the generation of electricity, among other things.

In further outlining its plans for the Keriti Quarry Project, M&B Construction said the quarry outputs will be transported by barge down the Essequibo River to Georgetown.

“The main objective of this project is to carry the business of prospecting, exploring, developing, drilling, blasting, and crushing capabilities onsite for the supply of these products to the market in and around Georgetown,” the company said.

The plan is to produce mainly aggregate for the construction industry, but the company will also be capable of producing armour layer, gabion, and boulders for sea defences.

In addition to its output, M&B Construction intends to contribute to economic development through the timely payments of taxes, fees and duties.

“This project will also play a huge role in the economic growth of this country by generating revenues and promoting employment, while supplying the materials needed to support the construction industry. The key beneficiaries will include the local workforce and businesses allied to the quarrying operations,” the company related.

During the construction

phase, the company will create close to 80 jobs, and a further 50 direct jobs upon completion.

SPIN-OFF BENEFITS There will also be spin-off benefits, since quarrying is linked to many other industries and other sectors in the economy, including transportation, construction, and environmental management.

Speaking about the potential for advancement in the local quarrying industry, President Dr Irfaan Ali had said: “Guyana has a huge quarry potential that has been greatly underdeveloped. Our accelerated housing programme, massive highways, and community roads to be developed will increase our demand three-fold over the next five years.”

A reflection of what was said by President Ali was the performance of the construction industry in 2021.

Although figures on the industry’s complete performance is not available at this time, there were positive signs at the end of the first half of last year, when a 25.5 per cent increase was recorded.

It was widely reported that from the housing sector to the agricultural sector, there was mobilisation of resources from both private and public sector stakeholders, who started laying the foundation to capitalise on the impending local growth.

Private projects, as reported, range from the construction of hotels and apartment complexes, to shopping complexes and office buildings, among other things.

In the public sector, aside from the construction of several low-income and young professional houses, there were upgrades to highways, main roads, and miscellaneous roads countrywide. This was also supplemented by the commencement of construction of new roads.

In addition to providing improved road facilities, the ongoing works have also added to the creation of thousands of jobs, bringing the Dr Irfaan Ali-led administration closer to delivering on its promise to create at least 50,000 jobs within the next five years.

During 2021 alone, the government budgeted $172.4 billion for education, public infrastructure and healthcare. Of this sum, $58.2 billion worth of planned expenditure on public infrastructure was the second largest component of the government’s fiscal programme.

On the capital side, the budget for infrastructure was $32.9 billion or 32 per cent of the total allocation for 2021.

Coalition replaces Lucas with Rajcumar - amid internal tussle over members to sit on Procurement Commission

By Rehana Ahamad IT would appear as though the main parliamentary opposition has finally managed to sort out internal qualms relating to its picks of candidates for the Public Procurement Commission (PPC).

Last Monday, following an “emergency” leadership meeting, the A Partnership of National Unity + Alliance For Change (APNU+AFC) replaced Rawle Lucas, former Chairman of the Guyana Revenue Authority (GRA) with Dianna Rajcumar, an Executive Member of the AFC, which is the second largest party in the Coalition.

Initially, of a list of 25 persons, it was agreed that the government would nominate three persons, while the parliamentary opposition would be tasked with naming two potential candidates.

At the end of that process, the government’s nominees were Attorneyat-Law Pauline Chase, Financial Analyst Joel Bhagwandin, and former diplomat Rajnarine Singh.

On the other hand, the APNU+AFC had put forward the names of Lucas, and Berkeley Wickham, a former Chairman of the National Procurement and Tender Administration Board (NPTAB). Once the names were released to

the public, reports began to surface that the AFC was displeased with the proposed names.

When the parliamentary Public Accounts Committee (PAC) met on Monday, it dealt with composition of the PAC behind closed doors. In an invited comment following the morning’s deliberations, Chairman of the PAC, Jermaine Figueira, reminded committee members that establishment of the PPC requires a two-thirds majority in the National Assembly, which means that the prospective candidates must find mutual favour with the government and the opposition. “…and you’re also aware that the opposition is comprising of a Coalition. So, the leadership of the Coalition would have met and deliberated and the end result is that Diana Rajkumar was selected as the replacement for Mr Lucas,” Figueira told the Guyana Chronicle.

The APNU+AFC Member of Parliament firmly believes that the finalised names, with the inclusion of Rajcumar, “will have the confidence of the two-thirds majority in the house.”

Rajcumar, who previously served as Personal Assistant to former Minister of Public Security Khemraj Ramjattan, is the holder of two mas-

ter degrees, one in diplomacy, and another in public policy, both from the Australian National University. She also holds academic qualifications in the areas of public administration, international relations, and public communication.

GENDER BALANCE Rajcumar, according to a curriculum vitae shared with the Guyana Chronicle, is an employee of the Secretariat of the Caribbean Community (CARICOM). Her appointment also lends to a more gender-balanced composition of the PPC. Nonetheless, initially, when asked about which Coalition party recommended Ms Rajcumar, Chairman Figueira declined to comment, saying that “this is about qualified Guyanese being given the confidence of the work of the Public Accounts Committee.”

He said that he did not want the nomination to be perceived as being “party affiliation or along party lines.”

“You are chosen on the basis of your qualifications and the confidence that the members of the PAC would repose in you satisfying the requirements to sit on the commission,” Figueira insisted.

Questioned as to when the issue of the PPC is

He said that once this is done, a motion will first be put to the PAC for approval. “We’re actually going to be bringing that at next Monday’s (PAC) meeting,” Figueira said.

OPTIMISTIC Once greenlighted, the names will then be presented to the full complement of the National Assembly for further approval, after which the commissioners will be sworn in by President Dr Irfaan Ali. “I’m optimistic that the vote in the National Assembly could be put at the next sitting,” the PAC Chairman posited.

ance, Gail Teixeira, had also expressed hope that the matter would be addressed with urgency, given the importance of the commission.

As it is, the Public Procurement Commission is a critical body which is constitutionally responsible for oversight of the public procurement of all goods and services, along with the monitoring of infrastructural works to ensure that they conform to the relevant laws and guidelines.

Guyana has been without a PPC since October 2019, when the previous commission expired. That commission, instituted in 2016, served for a period of three years with Carol Corbin serving as chairperson, while former People’s Progressive Party/ Civic (PPP/C) Labour Minister Dr Nanda K Go-

paul served as her deputy.

The other commissioners were Civil Engineer Emily Dodson; Ivor Burnette English and Sukrishnalall Pasha, who is currently the Finance Secretary at the Ministry of Finance.

Minister Teixeira had previously explained that the current selection formula for the PPC is in keeping with the standard as set out in 2016, when the first PPC was sworn in by then President David Granger.

Even though the previous PPC was sworn in in 2016, it was not functioning in 2017. At the time, Cabinet Secretary and Minister of State Joseph Harmon had said that the non-functioning of the PPC was largely due to the lack of staff.

Reports are that these challenges have since been remedied.

One GDF vehicle consumed over $3M in fuel in 2017

ISSUES of questionable fuel consumption and expenditure by the Guyana Defence Force (GDF) were once again a topic at the Parliamentary Public Accounts Committee (PAC), which met on Monday.

As the meeting convened, GDF Accounting Officer, Commander Vernon Burnette was questioned in relation to a single Mark X car racking up a fuel bill in excess of $3 million during 2017.

As flagged in the Auditor General’s 2017 report, this represented an average monthly fuel expenditure of $256,242, and just for one single vehicle.

According to Commander Burnett, the vehicle, outfitted with a 24cc capacity, was owned by

appointment” during the period under scrutiny.

“This car was meant to take care of his administrative duties for his family and his professional responsibilities; he, at the time, was the Head of the Defence Secretariat,” Commander Burnette informed the PAC. He explained that initially, the GDF was concerned with the expenses; however,

investigations into the fuel expenditure of the nowdead colonel resulted in the purchases and use being accounted for.

When asked, Commander Burnette said that he was satisfied with the accounts on the fuel purchase for the particular vehicle. He noted too that investigations show that there were multiple cases where the driver of the

vehicle failed to accurately record trips made using the vehicle.

“What we found also is that the driver was not accounting for every single move from point ‘A’ to point ‘B’,” the GDF official noted.

Commander Burnette said that since the 2017 complication, the GDF has hosted a number of seminars and workshops to ensure that drivers improve on their record-keeping duties.

“We have been enforcing the full accountability of every use of the vehicle,” Burnette said, adding that there has since been an increase in records entered into the Force’s transportation register.

Burnette also informed the PAC that the particular

Mark X, which had become known for consuming large amounts of fuel, has since been taken out of operations and is slated to be auctioned off.

Opposition Member of Parliament, Juretha Fernandes, also raised questions as to whether the documentation of all movements would be in breach of national safety and security. The PAC was then reminded that it is for this reason that details relating to movements of certain officers are not documented.

Nonetheless, Commander Burnette assured that measures have been put in place to ensure that overspending on fuel and other supplies are curtailed.

Major fire rips through Laparkan storage bond

- vehicles, barrels among cargo destroyed; cause unknown The early-morning fire at the Laparkan storage bond

By Tamica Garnett HUNDREDS of millions of dollars in damage have been left in the wake of a fire that destroyed a Guyana National Industrial Company Incorporated (GNIC) storage bond being used by the Laparkan Shipping Company at its Lombard Street location, late Sunday night.

A storage bond being used by the Tropical Shipping Company sustained water damage and minor fire damage.

Up to press time on Monday, the cause of the fire or the full extent of the losses had not been determined.

The Guyana Revenue Authority (GRA) is said to be working on the completion of an inventory.

“Propane cylinders, a quantity of barrels containing foodstuff, clothing, household appliances and other items were destroyed.

Laparkan Trading Company suffered the loss of one Bobcat machine; a quantity of office furniture; gas cylinders ; crates of energy drinks; three 40-foot containers containing electrical cables and flex hoses; three electrical transformers and three 40-foot refrigeration containers. Eleven vehicles were also destroyed, while five were severely damaged and three others were slightly damaged,” a statement from the Guyana Fire Service (GFS) outlined.

The Fire Service in its statement noted that the facilities did not have any fire-prevention measures in place.

“There were no smoke detectors, fire extinguishers or fire hoses installed in the building. Smoke detectors and sprinkler systems play a major role in preventing fires, while fire extinguishers are useful in putting out small fires,” the statement said.

The GFS said that following the receipt of a call at 23:37hrs on Sunday, five water tenders and the fire boat were immediately dispatched to the location.

“The first appliance arrived at 23:42hrs. These appliances were able to bring the fire under control and subsequently extinguish it,” the statement said.

Meanwhile, several customers arriving at the shipping company on Monday morning were hit with the news that their packages which they were hoping to uplift had been destroyed.

They were given claim forms by the company to fill out as part of the process.

Bridget August of Plaisance, East Coast Demerara, was particularly disheartened by the situation given that a box containing a number of items for her cousin’s wedding, inclusive of the wedding gown, were among the items destroyed in the blaze.

“Right now my head is hurting because is her wedding gown, the flower girl stuff and everything is in there for the wedding. I was supposed to receive two boxes and a barrel, I only got the barrel; the boxes were burnt up. Stuff was in the box for me too,” August told this publication.

The wedding is scheduled for February 12, and August is unsure of how the family will now move forward.

While August was able to salvage at least one of her boxes, others were not so lucky.

Kapil Mohabir, estimates that he has lost approximately $750,000. When he turned up at the wharf to clear his items, he was told that everything was destroyed.

Mohabir, a farmer from Dora, Soesdyke-Linden Highway, was waiting on fertilisers and other agrochemicals for his farm.

“It was 13 packages came different ways: boxes, pallets, crates and so forth.

It’s hard because these stuff I ordered since July [2021], but it only come in now because the shipping has been a problem. So even if I order again that might come until mid-year and by that time most of the stuff on the farm would’ve died out... it’s chemicals for the plants that was [sic] coming,” Mohabir explained to this publication.

Dr. Yesu Persaud

GUYANA has lost a distinguished son of the soil in the person of Dr Yesu Persaud. Coming from humble beginnings, he worked his way to become one of the country’s leading business magnates and entrepreneurs, for which he was recognised not only in Guyana but internationally.

Born in October 1928 at Plantation Diamond, he emerged as one of the few persons in the country to have received honorary doctorates from the University of the West Indies (UWI) and from the University of Warwick, where he had been a Fellow for over 12 years, delivering lectures in a number of subjects, especially in the area of small and microenterprise development To say that the late Dr Persaud has made his contribution to society and his country would be an understatement. He had in fact surpassed all expectations,

especially when seen against the backdrop of his humble and modest upbringing. But he had demonstrated that with determination, fortitude and grit, no hurdle can be too great and no mountain too high.

President Dr Mohamed Irfaan Ali described Dr Persaud as a true son of the soil and expressed condolences on his passing to his family, friends, management and staff of Demerara Distillers Limited (DDL) and Demerara Bank. He played a founding role in the establishment of both the DDL and the Demerara Bank and lived to see his dreams realised as a successful business leader second to none in the country and for that matter the Caribbean as a whole.

According to President Ali, ‘Guyana has lost an outstanding soul in Dr Yesu Persaud, a true son of the soil.’ The President joined with Mr Persaud’s family,

friends, management and staff of Demerara Distillers Limited, Demerara Bank and the wider private sector ‘in prayers at this time.’

And Executive Chairman of the DDL, Komal Samaroo who took over from Mr Persaud as Executive Head of DDL described his previous boss as someone who made an outstanding contribution and who has left a huge legacy. Indeed, his legacy is there for all of Guyana to see- in the transformation of DDL to a business power house, in the establishment of the Demerara Bank and the formation of the IPED, among others.

Mr Persaud was a chartered accountant and rapidly climbed the corporate ladder of success in a way few individuals were able to do. He spent his entire life in the development of a strong business culture, including the growth and development of small and micro-businesses.

His hard work, leadership and dedication along with his visionary thinking led to the formation of IPED, which has impacted positively on the lives and livelihoods of a countless number of small and medium-sized entrepreneurs all across the country.

He served in leadership positions in several local and international organisations such as Chairman of IPED, Demerara Bank Limited, Demerara Distillers Limited and the Private Sector Commission and Chairman of the Caribbean Council on Europe. He was a Fellow of the Royal Society of Arts and is also known for his philanthropic work. Such was the level of his achievement that the University of Guyana published a book on the life and work of Mr Persaud and a Centre for Caribbean Studies at the University of Warwick was re-named in 2010 the ‘Yesu

Persaud Centre for Caribbean Studies’ in his honour.

Few men in history managed to achieve as much in a lifetime as Dr Persaud did in the field of business and entrepreneurship. And although he may not have been active in the field of politics, he did play a strong advocacy role in the struggle for democracy and good governance, especially during the dark days of PNC dictatorial rule.

Apart from his leadership role in the field of business and entrepreneurship, he also played a key role in the cultural arena, especially in terms of the preservation and promotion of Indo-Guyanese cultural practices and heritage.

Guyanese also saw the recent passing of another political personality, Balram Singh Rai, who played an active part in the politics of the country, especially during the pre-independence period. He was once

part of the leadership of the People’s Progressive Party (PPP) and served as Minister of Community Development and Education during the 1959 to 1961 period and then as Home Affairs Minister from 1961 to 1962. In 1964, he founded his own party, the Justice Party, but failed to win a seat. His party for all practical purposes folded up after the elections and he subsequently retired from politics and migrated to Great Britain, where he spent the remainder of his life. Like Dr Persaud, he also lived a full life, reaching a full 100 years. Dr Persaud died at the mature age of 93.

Guyana is poorer for the passing of these two luminaries Dr Persaud and Mr Balram Singh Rai, both of whom will be remembered for their contributions to the field of business and politics, respectively.

May their souls rest in peace!

The case for government-run supermarkets Dear Editor,

I WOULD like to make reference to an article in KN dated 17th January, 2022, titlled “Eat shine rice for one week” (https://www. kaieteurnewsonline.com/.../ eat-shine-rice.../) which speaks to the unreasonable increase in food prices, despite all the relief measures being offered by the PPP. The concern is that there are maligned and self-serving elements within the supply chain of agricultural products in the country that are jacking up the prices. This is concurrent with the unique behaviour of Guyana’s private sector and tradespeople

who only know how to trade up along a supply chain with unreasonable margins throughout the way. For the economic purists who have an unshakeable belief in “free market economics,” I have always maintained, that in Guyana, those rules do not strictly apply, as Guyana, as we all know, is not exactly a normal, textbook environment. And even then, at the core of economic theories, not everything is infallible and there are always different views and models of doing things that can work, depending on what the desired outcome to the end user is. The writer of this KN article also sug-

gests that farmers should be registered and licensed and be allowed to sell their produce directly to the customer within the confines of a ‘farmer’s market.’ The intention here, I suppose, is to cut out the middle man.

This could be a good idea, especially if busy farmers can carve time out of their busy schedules to also prepare and market their goods, or if they have someone in their family who can do it for them. This admittedly is where the other value of middlemen reside -- they have the time to collect a lot of produce, present it and market in large volumes.

But obviously this is not

working as the markups are skewed in a very malignant manner, especially given all the subsidies and improvements that the agricultural sector would have been receiving throughout the year -- the May floods of 2021 have long passed. I would like to stretch the concept of a “farmer’s market” even further, and recommend, yet again, that the government look into doing a trial run of grocery stores -- no subsidies, no subventions -- just like the profitable government-run asphalt plant and the profitable governmentrun GuyOil company. Open up and compete equally in the free market, except

carefully design the supply chain so that the farmers get the direct benefit as much as possible, while only creating margins enough to sustain the operations of the grocery stores and no more. As a government-run institution, once run correctly, the incentives will be different.

For the older ones who have the “jumbie” of Burnham economics still burning in their minds, I say to you, this is a different era, and my proposal is based on a totally different economic model. Just like you don’t have to present a Freedom House card to buy gas at GuyOil, a government-run chain of grocery stores can

serve our entire population equitably. In conclusion, given the steep rise in prices, global and regional inflation, the extreme national importance of agriculture and how impactful food items are to the common man’s wallet, governmentrun supermarkets/grocery stores at the very least deserve a serious trial run. Put aside the emotions, and let us see what the data from those trial runs say. If it works, the country wins, if it fails due to the revelation of issues at the core of the idea, then we shelve the idea and try something else.

If it is not race then it is politics

Dear Editor, THE observation of former PNC Prime Minister and Mayor of Georgetown Mr Hamilton Green, though puzzling is still interesting. Denigrating the city’s clean-up exercise and offering a pretext for the Mayor and City Council (M&CC) to boycott the project, his position raises serious doubts about his commitment to a green and clean physical environment.

Why would someone who is against environmental degradation object to the armed forces’ participation in upgrading the environment? Mr Green asserts: “I denounced the proposal to involve the police and Guyana Defence Force (GDF) in this massive clean-up campaign....”

The central government under the leadership of President Irfaan Ali took to the streets over the weekend and began a cleanup campaign never seen before in Guyana. What is amazing is that

not only the armed forces, members of Cabinet and the PSC, but also the diplomatic community joined in the two-day clean-up campaign. The central government has shown that appealing to civic consciousness and volunteerism could also mitigate problems. This clean-up exercise is a major embarrassment to the M&CC as well as the PNCR. Mr. Green should know that national development and the expression of civic responsibility must be embraced by all segments of the society including the armed forces, government agencies, NGOs, and private enterprises. The technological and social media revolution is altering traditional conceptions of status and roles to make these compatible with new development trends.

The perception of lack of support for City Hall does not mean lack of support for the city and one that is guided by politics (PPP/C vs PNCR). It is very easy

to explain problems by substituting reason and evidence with race or politics. Most Guyanese will instead embrace evidencedriven arguments. The central government has shown—with the implementation of various city projects--its commitment to upgrading the physical configuration of the city, as well as enhancing its social infrastructure. A more recent example is the plot of land on the Lamaha corridor that stretches between Main and Camp streets that will be developed by the central government into a “safe space where Guyanese can enjoy family time.”

Notwithstanding the mismanagement and corruption, the city is a top priority of central government, and this is also captured by Local Government Minister Nigel Dharamlall, who notes: “As soon as President Ali took office one of the first things he did at his first Cabinet meeting was to establish a

ministerial task force to review development works on behalf of the government within the city of Georgetown.” Two examples of mismanagement by the M&CC are presented.

In 2016, the M&CC decided to install parking meters in Georgetown. Despite massive protests against this project by citizens, the M&CC proceeded with the support of the PNCR-led Coalition Government. Despite continuing protests, a contract was signed with Smart City Solutions (SCS). Eventually, the M&CC was forced to abandon the project. Now, five years later, SCS has sued the PPP/C Government for $(US) 100 million. Notes Guyana’s AttorneyGeneral, the SCS lawsuit is “demonstrative of the previous administration’s mismanagement.” He describes the suit as ‘inherited’ by the PPP/C that is “onerous on the country’s economy and a financial burden on taxpayers to defend.”

Then there is the case of the iconic City Hall that has been crumbling for several years and successive M&CCs have failed to develop and implement a restoration plan. The central government intervened and collaborated with the M&CC and the European Union to implement a $(G) 780 million restoration plan. Seeking to ensure good management of the project, the central government ensured that the funds are administered by three entities: M &CC, The National Trust and the Private Sector Commission (PSC). This is not a political but a strategic management decision. Notably at the signing of the contract, the mayor complimented central government and stated: “This can inspire a continuous relationship to execute other projects.”

Yet the mayor was given another opportunity to demonstrate goodwill by participating in the clean-up campaign, but bluntly refused and called for its boycott

instead.

The garbage accumulation has been a perennial problem in Georgetown and the M&CC, and they (M&CC) have not been bothered by it, and therefore take no firm action to solve or mitigate it. This eyesore, combined with the dilapidated PNCR’s $(G)1.5 billion ‘Green Zone Recreational Park’ (Durban Park), hurts the city’s image and throws a bad light on its citizens. The central government cannot always intervene to carry out the ordinary responsibilities of the M&CC. The M&CC allocates a substantial proportion (18 per cent) of its annual $(G) 2.4 billion budget for waste management. They should give an account on how the funds are expended. The M&CC must seek a rapprochement with the central government to make Georgetown the Garden City.

Dr. Yesu Persaud was a visionary, yet simple and humble man Dear Editor, MONDAY 17th, 2022, Guyana has lost a true son of the soil, Dr. Yesu Persaud. Ninetythree years of age, he was hailed as a simple and humble person by no other than His Excellency, The Honourable President of Guyana, Dr. Mohammed Irfaan Ali. Dr. Yesu Persaud was one of the pillars for the Clinical Educational Centre for the Georgetown Public Hospital Corporation (GPHC) which opened in October of 2020. He was instrumental in raising over US$1M to help finance this mammoth project and to help realise a dream that is beneficial to the current and future generations of this country with regards to teaching and training medical personnel. The Yesu Persaud Foundation collaborated with other agencies to assist in making Guyana a proud nation to sport a brand-new facility with modern technology to promote this establishment as a medical teaching and learning institution for the Georgetown Public Hospital Corporation. At the opening ceremony, the Health Minister, Dr. Frank Anthony, hailed Dr. Yesu Persaud, an investor, as a man of tremendous integrity and praised him for his selflessness.

Dr. Yesu Persaud, like many more famous Guyanese, hailed from a humble background, starting from the sugar estate and worked his way to become one of the best chartered accountants this country has produced. He

started working at Diamond Estate before going to the United Kingdom to complete his studies. Returning home, he worked at Sandbach Parker, which later became Jessels Group of Company, Leonora and Diamond Estates, along with DDL inclusive. He was the Finance Director for that company before branching out in the 1980s to form The Guyana Liquor Corporation as its Chairman. GLC went on to be internationally awarded, winning many prizes for the best rum in the world and helping to put Guyana on the world map in this field for many years. His company was a big foreign exchange earner for this country also and he was also responsible for encouraging many youngsters to join the accounting field.

Earning an honorary doctorate from the University of Guyana, Dr. Yesu Persaud was recognised as a stalwart in the field of banking, shipping, insurance, manufacturing and distilling. All these activities did not limit him and he still found the time to engage in what was close to his heart, philanthropy, i.e., serving the less fortunate. His motto was, “Help those who can’t help themselves,” and, this is exactly what he did by assisting to the many needs of thousands, either directly or indirectly. He played a pivotal part in propelling many small businesses to becoming productive and profitable. He oversaw many who could not afford the finance, gaining

scholarships, undertook other projects at the University of Guyana and Warwick while also lecturing in the Caribbean. He was also very much involved in the political arena in Guyana and its restoration for democracy. Dr. Yesu Persaud was a great social worker who served many different societies, including religious and cultural.

The entire executive and board members, doctors, nurses, clerks, labourers and other staff of the Georgetown Public Hospital Corporation join with all Guyanese to mourn the

sad loss of Dr. Yesu Persaud, a man who had dedicated a life time of investment to help Guyana become a better place to live and Guyanese to enjoy a higher standard of living. He will always be remembered for his sterling contribution towards the establishment of the Clinical Education Centre, a Herculean task taken on by a man who will not be forgotten for his charitable contributions and a man with a big and loving heart for his fellow Guyanese. The President, Dr. Irfaan Ali had once referred to him as a man with

a hammer and chisel, who put things in perspective and in place. Dr. Yesu Persaud had also mentioned that one of the biggest challenges for the current administration of Guyana is to keep Guyanese at home so that they can build this nation and avoid them leaving this country with so much talent.

Dr. Yesu Persaud was an international iconic figure who was recognised, acknowledged and appreciated throughout the world. The GPHC will forever be thankful to him for his magnificent input towards the upliftment

of the standard of services provided by GPHC. The GPHC wishes to convey its heartfelt condolences on the passing of Dr. Yesu Persaud and expresses its deepest sympathies to all the members of the bereaved family. by Mervyn Williams, dated January 17, 2020, is completely distasteful and bears no merit as it relates to the status of Amerindians in Guyana.

The National Toshaos Council (NTC) Executive should have been elected and everyone knows that also everyone is aware of what has caused the delay. Mr. Williams and his cohorts need to immediately desist from playing the blame game. The PPP/C Government is trying its utmost to have the spread of the coronavirus under control.

It is needless for Mr. Williams to allude that the ad-

vancement of Amerindians and their development at the national level is on hold because the NTC Executive body is not in effect.

The reality is that the development of the 220 Amerindian villages and communities in Guyana is on an upward spiral since August of 2020 as compared to the turtle pace development the Amerindian villages and communities have experienced from 2015 to 2020 under the Coalition administration.

Some of these developments as of August 2020 are: 1. The CSOs programme has been reintroduced, thus, creating almost 2,000 jobs and training of the youth in areas of critical life skills [and]

chartering the way forward for Amerindian youth development 2. Amerindian villages are benefitting from tractors, trailers and implements for agricultural purposes 3. The Amerindian Land Titling Project has commenced and is up and running 4. All Amerindian villages are projected to benefit from the ICT programme 5. Increase in presidential grants and community development plans.

6. And finally, there is a presence of the hard-working Minister of Amerindian Affairs and staff of the ministry in almost all of the villages, unlike knowing when Mr. Williams, the previous white-collar Min-

ister of Indigenous Peoples Affairs, and the Minister within sit in their office.

The NTC Secretariat will be constructed and Mr. Williams should take note. It is pellucid that the PPP/C Government talks the talk and walks the walk and delivers on its promises and commitments.

Finally, this is just the tip of the icing; more developments are projected for the Amerindians and hinterland residents across Guyana under the PPP/C Government -- a government that cares about the livelihood and well-being of the Amerindians and hinterland residents.

“Guyana has lost an outstanding soul in Dr. Yesu Persaud, a true son of the soil. It is with great sadness I learnt, moments ago, about his passing. To his family, friends, management and staff of DDL and Demerara Bank, and the wider private sector,

I join with you in prayers at this time. May his soul find eternal peace,” President Dr. Ali said in a Facebook post just after 01:00hrs.

Dr. Persaud was an astute businessman who held several positions in the business arena, including Executive Chairman of Demerara Distillers Limited (DDL). He is also the founder of the Institute of Private Enterprise Development (IPED).

Passionate about the small and micro business sectors in Guyana, Dr. Per-

saud was well known for his contributions in business in the region and the world.

Having left an indelible mark in business, he could easily be described as an innovative leader.

Aside from President Ali, a plethora of condolences has since poured in from many of the organisations he would have been a part of including DDL, the Private Sector Commission (PSC), the University of Guyana (UG), Consultative Association of Guyanese Industry Limited

(CAGI), IPED, the Guyana Manufacturing and Services Association (GMSA), the Guyana Agricultural Workers Union and the High Commissioner of India.

DDL, in a statement said: “He lived a life which brought to the fore the best possibilities which often were invisible to others.

The GMSA described him as ‘a true visionary and an ardent humanitarian who contributed immeasurably to the growth and reputation of his nation.’

Leadership Transitions: From polished brigadier to veteran foot soldier

RESTFULLY holed up in my Georgetown hotel room, I closely followed the 2021 PNC Congress -- and especially its election of officers featuring veteran stomper Aubrey Norton in a showdown with Opposition Leader Joseph Harmon over who’ll be the next party leader.

It was supposed to have been a triangular fight between Norton, Opposition Leader Harmon and LFS Burnham’s son-in-law, Dr Richard Van-West Charles Outgoing party leader and immediate past President of the Republic, David Granger, was in Cuba undergoing medical attention and clearly, there was no love lost between the two main players.

Essentially, the press sold it as a straight fight between

Norton and Harmon.

But long before the first vote was cast or all were counted, Harmon made it crystal clear that even if Norton won, he wouldn’t cede the position of parliamentary Opposition Leader.

Granger, being accused of refusing to appoint Norton to Parliament under his watch, he was seen as backing Harmon against Norton, who, almost like Donald Trump way ahead of the November 2020 U.S. presidential poll, sent clear signals he wouldn’t accept unwelcome results.

Appointed Parliamentary Opposition Leader by Granger in his position as Leader of the A Partnership for National Unity (APNU) opposition alliance following the 2020 elections, Harmon insisted that only the briga-

dier could dis-appoint him before the next general elections (due in 2025).

Granger was not nominated for a position on the new PNC Executive and his message to the opening session was not played publicly, clear signals the brigadier was no longer in command after yielding the parliamentary leadership to Harmon after leading the party into its disastrous 2020 loss.

I did strongly feel that Granger and Harmon, et al, had gravely underestimated Norton – and the results confirmed that they also might have seen the dreaded signs way ahead of time, thus the resort to advanced notice of later intransigent intent.

Norton whipped Harmon almost four-to-one (and VanWest Charles’ almost 10-toone), setting the stage for

another Norton vs Harmon showdown, this time over the position of Leader of the Opposition.

As expected, the gentleman in Brigadier Granger acknowledged Norton’s election as his replacement, but the winner had never took his eyes off the ball as far as also becoming Leader of the Parliamentary Opposition.

I held that Harmon would hold on only for as long as it took for him to overcome what he might have regarded as a loss to a veteran upstart who’d more divide than unite the party, but was more like a groundswell against Granger ’s leadership and Harmon’s advanced notice that he had no intention to give way to Norton, even if he won fairand-square.

As I wrote, Harmon was still Opposition Leader in Parliament and Granger still APNU Leader, while the party’s political technicians work out what next…

But with Norton aiming for nothing less than maximum leadership (or leading from in front), it would be just a matter of time before he took what his supporters consider his rightful place as Opposition Leader.

E v e n t u a l l y, n e i t h e r Granger nor Harmon were on the new national executive elected with Norton after the congress, strengthening Norton’s hold, but also possibly hardening the Granger-Harmon determination to lock him out of the National Assembly until the next general and regional elections.

When asked to describe her journey at UG, the young medical professional said: “My overall journey was a great one, it was a bit challenging in my first and second years since I went and worked straight out of high school and I had to re-adapt myself to academics.”

In relation to the programme of study, Juneva expressed: “I really enjoyed the programme because it is a very practical and hands-on course. It is a very thorough programme which prepares students well for the working environment.”

Parmesh Parsotam, 25, who hails from the Essequibo Coast, expressed elation that he is first in his family to have acquired a university education.

Upon completion of his studies at the Essequibo Technical Institute, Parsotam explained that he was determined to acquire a university education which would make him better equipped for the working environment. He then made a decision to move closer to the University of Guyana, where he began renting an apartment in Industry, ECD. FASCINATED Parsotam, who now works with the Ministry of Home Affairs, highlighted that he was always fascinated with construction and knew that he had to pursue studies in this area.

“My father is into that type of work and I always had a passion for construction. I

always find myself having an interest in it. Going to high school I was kind of confused as to what I wanted to become, but I was advised by my mother who noticed I had a feel for it, so I decided to pursue a career in Civil Engineering.”

Parsotam thanked his parents for the sacrifices they made for him to attend the University of Guyana.

“When it comes to my family, in terms of academics, my mother and father didn’t pursue it due to other challenges. They did not get the chance. They always told me that I got the opportunity and support to go ahead. I feel accomplished, I feel happy that I could have fulfilled their wishes because they made a lot of sacrifices in terms of sending me here and I also felt very happy to set an example for my smaller brother, so that he could follow the path of a professional career,” said the young engineer.

Like the March 2021 Convocation events, this year will be even more special since the university administration is consistently underscoring that the great resilience displayed by students to complete their degrees in very difficult circumstances of COVID-19 deserves to be richly applauded and celebrated.

Man pleads guilty to drug trafficking charge A 46-year-old West La Penitence, Georgetown resident, on Monday, pleaded guilty to a drug trafficking charge and was remanded to prison pending a probation report.

Haydock Archibald appeared before Magistrate Sherdel Isaacus-Marcus at the Georgetown Magistrates’ Court and admitted that, on January 14, 2022, at Norton Street, he had 134 grammes of cannabis in his possession for the purpose of trafficking.

The unrepresented man pleaded. He then asked the court for leniency since he did not waste the court’s time.

He was subsequently remanded to prison until February 7, 2022,for sentencing pending a probation report.

According to reports, on the day in question, ranks attached to the Customs Anti-Narcotics Unit (CANU) acting on a ‘tipoff’ went to Norton Street.

On arrival at the location, the ranks saw Archibald sit-

ting in front of an unfenced yard and was acting in a suspicious manner.

The ranks approached him and conducted a search on his person. Although nothing was found in his possession, Archibald took the ranks to a nearby empty lot and handed over a quantity of ziplock bags, which contained the cannabis.

Under caution, Archibald told the ranks, “ Is Yankee I does sell weed for.” He was arrested and later charged for the offence.

I opted not to buy them here because I wanted to buy a good quality item over there. I hope they can indeed reimburse the cost,” she said.

Efforts made to contact Laparkan for a comment on the situation proved futile.

In 2006, the Government of India had honoured Dr. Persaud with the Pravasi Bharatiya Samman for his outstanding contributions to business and Indian history and culture, being one of the founding members of the Indian Arrival Committee, and one of the main persons responsible for creating the Monument Garden which marks the arrival of the first batch of Indian indentured labourers to Guyana in 1838.

Dr. Persaud is also a founder member and life member of the Organisation of People of Indian Origin (GOPIO).

“His life is the best example and a model to follow, how a person from humble beginnings could make phenomenal rise and become Guyana’s leading businessmen and a highly respected individual, solely through his

hard work. A true testimony of the heights to which determination can propel humans, the Dr Yesu Persaud story is nothing short of impressive with him being honoured for his outstanding contributions, business and philanthropy, in Guyana and abroad,” the High Commissioner said.

“Dr Yesu Persaud has been contributing immensely to the welfare and wellbeing of the Indian Diaspora community in Guyana.

India is very proud of the achievements by the IndoGuyanese Diaspora and their role in the development of Guyana.”

GAWU spoke of Dr. Persaud’s desire to ensure that workers were treated fairly.

“GAWU and Dr Persaud’s relations span several decades and begun during his stint in the sugar industry. We have always admired his humility and his desire to ensure that workers were treated fairly.

We believe this must have been influenced by his own life on the sugar plantation.

The GAWU sees this as one of the many outstanding qualities of the late Dr Persaud,” GAWU said.

By Jared Liddell AS the Guyana Power and Light (GPL) races to restore operations at its Garden of Eden power plant on the East Bank of Demerara, Minister within the Ministry of Public Works, Deodat Indar, has disclosed that some 20 engineers from the Wartsila Corporation are currently working to rectify the issue that led to Friday night’s massive disruption.

In November 2020, the government received its five new dual-fuel generating sets from Wartsila which cost a whopping US$41 million and boosted the power

supply of the DemeraraBerbice Interconnected System (DBIS) by 46.5 Megawatts (MW).

Minister Indar during a telephone interview on Monday, told this publication that teams from the company began arriving in the country two nights ago and have since been assessing the situation.

He noted that all five generators have been temporarily powered down and all operations remain temporarily halted as a result of technical challenges being experienced with the generators.

WARTSILA LIABLE Minister Indar stated that Wartsila has agreed to under-

take the necessary costs for repairs to the equipment as part of its contractual agreement with the government.

According to Minister Indar, the company signed an engineering, procurement and construction contract (EPC contract) with the government.

He explained to this publication that this is a construction contract in which the contractor holds responsibility for the design, procurement, construction, and handover of a project.

According to the minister, this also includes “performance guarantees” which means that the contractor is solely responsible for the project and in the event that there is an issue with the project, the EPC contractor would be liable for any defects and rectifications or would have to provide compensation to the employer.

“They have not handed over the project to the Government of Guyana through GPL. We have not commissioned it as yet because all of the works were not completed and the testing and the reliability and everything [were] not completed and during that period is when the issues occurred. thing,” he said.

Minister Indar added: “Wartsila also has the operate-and-maintain contract for the plant as well. So, apart from them building it out and handing it over to government, they also have the contract to operate and maintain it as well, so its fully their responsibility.”

The minister stated that a definitive answer on the cause of fuel seeping into the exhaust system is expected to be conveyed to the government within the next 24 hours, based on information from Wartsila’s engineers.

MEETING DEMAND Even as the company continues working to restore functionality to the generators, Minister Indar gave the assurance that GPL is currently meeting its generating demand. He stated that the demand generation is usually 110 to 114 megawatts, noting that even with the generators presently out of commission, the company is generating some 120 megawatts which meets its current demand.

Minister Indar stated that with this, the company can mitigate blackouts and loadshedding in several areas

while the generators are being worked on.

“Right now, we have about 120 megawatts of generating capacity and our demand is around 110 megawatts to 114 megawatts, sometimes it goes to 116, it depends, but we are maintaining the generating capacity based on the current demand, so we are not giving people blackout.

You’re not getting low [sic] shedding, you’re not getting the kind of blackouts, because we have the generating capacity,” Minister Indar stated.

Global food prices dip in December

WORLD food prices fell slightly in December as international prices for vegetable oils and sugar fell significantly from lofty levels, the Food and Agriculture Organisation of the United Nations has reported.

The FAO Food Price Index averaged 133.7 points in December, a 0.9 per cent decline from November, but still up 23.1 per cent from December 2020. The index tracks monthly changes in the international prices of commonly traded food commodities. Only the dairy sub-index posted a monthly rise in December.

For 2021 as a whole, averaging across the entire year, the FAO Food Price Index averaged 125.7 points, as much as 28.1 per cent above the previous year.

The FAO Dairy Price Index was the only subindex to increase in December, rising 1.8 per cent from the previous month, as international quotations for butter and milk powders increased amid lower milk production in Western Europe and Oceania.

Cheese prices declined marginally, reflecting a preference for Western Europe dairy producers.

Sherod Duncan charged for cyberbullying, granted $200, 000 bail A PARTNERSHIP for National Unity + Alliance For Change (APNU+AFC) Parliamentarian, Sherod Duncan, was on Monday slapped with a cyberbullying charge following a police investigation into a complaint made by a staff of the Guyana Elections Commission (GECOM).

Duncan, 42, of Good Hope, East Coast Demerara, was arraigned before Magistrate Judy Latchman at the Diamond/Grove Magistrate’s Court and was granted $200, 000 bail.

The father of three pleaded not guilty to the charge which alleged that on January 11,2022, at Diamond, East Bank Demerara, without legal or lawful justification or excuse, he used a computer system to publish electronic data about GECOM’s Information Technology Manager, Aneal Giddings, with the intent to humiliate, embarrass and to cause emotional distress.

He was represented by attorneys Khemraj Ramjattan, Nigel Hughes, Narissa Leander and Amanza Walton-Desir.

Leander made an application for reasonable bail, citing that her client has no prior brushes with the law and does not pose a flight risk.

The magistrate then announced bail for Duncan in the sum of $275,000, but this was met with objec-

Minibus driver charged with vehicle fraud

A 36-year-old minibus driver, who was accused of swindling almost $1 million from a woman, was, on Monday, released on $100,000 bail.

Cerbert Bagot, of Anna Catherina West Coast Demerara, appeared before Magistrate Sherdel Isaacs-Marcus at the Georgetown Magistrates’ Court and pleaded not guilty to the fraud charge.

Particulars of the charge alleged that on February 15, 2021, at Brickdam, Georgetown, with intent to de-

fraud, he obtained the sum of $800,000 from Lasayee Howard by falsely pretending that he was in a position to sell a motor vehicle, knowing same to be false.

Bagot told the court that he has already started repaying the victim and thus far has handed over $200,000.

The magistrate released Bagot on $100,000 bail and adjourned the matter until February 21, by which time he is expected to fully repay the victim.

Top Australian and English players mulling over mega IPL auction TOP Australian and England players, who have been debating over participation in the Indian Premier League (IPL) during the Ashes, have a few more days to make up their minds.

Following recent changes in the IPL timeline, the Board of Control for Cricket in India (BCCI) has extended the deadline up to January 20 for enrolment in the mega auction, scheduled for February 12 and 13 in Bangalore.

Players like Joe Root, Ben Stokes, Pat Cummins and Mitchell Starc, who could be big draws at the auction, are believed to be getting cold feet towards the tournament. Root has already clarified that he would not be taking part.

The Indomitable Lions took the lead when captain Vincent Aboubakar drilled home his fifth goal of the tournament after 39 minutes.

Cape Verde equalised eight minutes after the break as half-time substitute Garry Rodrigues stylishly flicked home.

BCB to invest over $1M in pitch covers as support continues PREISIDENT of the Berbice Cricket Board (BCB) Hilbert Foster, during his annual report to members of the Board last December had made a commitment to acquire a total of three more 100 by 24 feet cricket covers by the end of his third term in December, 2023.

Foster announced that the commitment would be fulfilled by the end of February 2022, almost two years before. He spearheaded a major revival of Berbice cricket since his election in 2018 after a court- ordered election. He stated that obtaining covers for pitches was one of the board’s main objectives since several major matches were badly affected by rain.

The BCB was first able to obtain a set of covers in 2020 and it is been stored at the historic Albion Cricket Ground. The board, in late 2021, then obtained funding from a friend of Berbice cricket, who lives way down in Australia, to purchase a

second set of covers, which is in the custody of the Cotton Tree Cricket Club in West Berbice.

Junior Minister in the Ministry of Housing and Water, Susan Rodrigues, on Friday last, officially handed over a cheque for three hundred and twenty-five thousand dollars towards obtaining one set of covers.

Rodrigues had committed herself to raising funds for the covers to the BCB President during a meeting to discuss areas of co-operation at her Brickdam Office.

The cheque was donated by Vitality Inc at the urging of the Minister and the covers would be handed over shortly to the Upper Corentyne Cricket Association for usage in the area.

Foster noted that the area, which has twenty-eight teams, plays a lot of major finals and the covers would be a major boost towards cutting down the hours of play affected by the weather.

The UCCA, he stated,

would be responsible for the storage, transportation and upkeep of the expensive covers but warned that it shall not be used for privately arranged festive matches.

eighty thousand dollars (680,000) towards obtaining the other two. These covers, which would be purchased next month, would be stored at the Area H Ground, Rose Hall Town in the Lower Corentyne area and the Edinburgh Ground on the East Bank Of Berbice.

Foster noted that with these investments being

made by the BCB, matches in Berbice would hardly be affected by heavy rain.

The BCB would also be prepared to host major inter-county matches along with regional tournaments organised by Cricket West Indies. The five covers combined would safely protect the entire square (pitch) at any ground and Foster

hailed this as a positive development in the history of Berbice cricket.

Two of the covers were recently used at the Albion Ground for the GCB best of best matches and Foster boasted that the days of rain washing out major matches due to a short heavy downpour are things of the past.

The BCB, he stated, would continue to seek ways of obtaining more covers and committed to obtaining one set for the Berbice riverain area before the middle of this year.

He proudly noted that never in the history of Guyana cricket has a county board invested so heavily in protecting against the weather.

Thanks were expressed to Minister Susan Rodrigues, the Management and staff of Vitality Inc and Dr. Tulsi Dyal Singh for their co-operation in obtaining the last three pairs of covers and Foster promised that they would be taken care of.

Walsh pleased with players’ performance Five-team DVA Volleyball League postponed at camp ahead of South Africa tour BRIDGETOWN, Barbados, (CMC) – As West Indies Women head into their ODI series against South Africa Women, head coach Courtney Walsh says they Caribbean women have started the year with great energy and he was pleased with what he saw at the just-ended Cricket West Indies (CWI) medical and fitness camp.

Walsh said he was impressed with what he saw when a squad of the region’s best players were in Barbados for the weeklong camp in preparation for the tour to South Africa and the ICC Women’s Cricket World Cup in New Zealand.

The head coach said that with three months of cricket ahead and having had no games since the qualifiers got cancelled, it was important to have some activities at home before heading to South Africa.

“The medical and fitness screening have given us an idea of where the players are and now we know what our plans are to proceed in our preparations for those selected,” he said, adding that the camp was for the

players to re-integrate as a group after the Christmas break.

“And now we’re just looking forward to playing South Africa and then the World Cup. I know the players are excited and ready to play cricket.”

Both tours will see the ladies being away from the Caribbean for almost four months and CWI is ensuring that all players are in optimum health for the heavy workload of cricket ahead.

The West Indies Women

will depart for South Africa first, where they will play one warm-up match and four One-Day Internationals against South Africa Women at the Imperial Wanderers in Johannesburg from January 15 to February 6.

In New Zealand, they will complete ten days of quarantine before hitting the park to start preparations in Kiwi conditions for the ICC Women’s Cricket World Cup which will run from March 4 to April 3.

Experienced leg-spinner and right-handed batter, Afy Fletcher, back with the team after a year of maternity leave, and uncapped players Kaysia Schultz, Mandy Mangru, and Jannillea Glasgow are in the 18-member squad that is captained

by Stafanie Taylor.

The other team members are: Anisa Mohammed (Vice-Captain), Aaliyah Alleyne, Shemaine Campbelle, Shamilia Connell, Deandra Dottin, Afy Fletcher, Cherry Ann Fraser, Chinelle Henry, Kycia Knight, Hayley Matthews, Chedean Nation, Karishma Ramharack, Shakera Selman, and Rashada Williams.

The Eagles Volleyball Club is one of the five teams expected to contest the DVA 2022 Volleyball League.

THE five-team Demerara Volleyball Association (DVA) Volleyball League, set to commence today at the Cliff Anderson Sports Hall, has been postponed to a later date due to the spike in COVID-19 cases.

The three-month event was expected to run from January 18 to April 1 with runners-up of the 2021 Powerzone Championship, the Eagles Volleyball Club, rivals Castrol Strikers Volleyball Club, the Young Achievers Volleyball Club, the Guyana Defence Force Volleyball Club and the Ven-

A new starting date has been announced.

Meanwhile, the Guyana Volleyball Federation recently short-listed two dozen male players to prepare under the watchful eyes of coaches, Devindra Samaroo and Levi Nedd.

The players will be training for a South American tournament to be held in Ecuador and to participate in a senior male academy, which will be spearheaded by the Ministry of Culture, Youth and Sports.

The players are Juan Valasques, Khemraj Singh, Jared Jhingree, Ronaldo Bobb, Devendra Latchman, Trevlon McRae, Adrien Moore, Kristoff Sheppard, Dequan Gray, Amari Joseph, Andre Jagnandan, Corwyn Richards, Shemroy Ross, Steffon Norah, Kris Mentore, Nicholas Khan, Vance Harding, Kirby Richards, Breyon Barnette, Lukris Brummel, Troy Dundas, Andre Williams, Daniel Joseph and Levi Nedd Jr. The players will be informed as to when training will begin.

Bayern striker Lewandowski wins Best FIFA Men's 'Player-of-the-Year' award BAYERN Munich and Poland striker Robert Lewandowski was named 2021 Best FIFA Men's Player of the Year, while Manchester United's Cristiano Ronaldo landed the special award.

Ireland series defeat ‘bitter pill to swallow’: Pollard KINGSTON, Jamaica, CMC – Captain Kieron Pollard has described Sunday’s series defeat to Ireland as a “bitter pill to swallow” and has warned there will be no quick fix to the issues plaguing the embattled oneday side.

West Indies crashed to a disappointing two-wicket defeat in the third One-Day International at Sabina Park, failing to defend 212 after being asked to bat first for the third straight time in the series.

The defeat was only their third in ODIs to Ireland and marked their first-ever series loss to their number 12-ranked opponents.

“It’s very, very disappointing. It’s a bitter pill to swallow,” Pollard said following the loss.

“I think overall when you look back over the latter part of 2021 and throughout 2021 into 2022, I think overall we have a batting problem in the Caribbean in getting runs on the board. We can’t hide from that.

“The quality we have we’re trying to work with but in all honesty, I don’t think we’ve been up to standard within the last few months.”

West Indies won the opening ODI by 24 runs but needed a late burst from their bowlers in order to peg Ireland back to 245, after they were well placed at 165 for one in pursuit of 269.

second ODI, Ireland still found the tenacity to level the series with a five-wicket victory in a rain-marred affair on Thursday.

Despite the mediocre top-order batting which plagued the hosts throughout the series, Pollard said he had no reason to question the commitment of players.

“I can say [the desire is there]. I can’t fault the guys in their work ethic … I see a difference within the dressing room from a training perspective – guys trying to get better,” he contended.

“Again, it’s not going to happen overnight and it’s unfortunate we’re in a situation whereas we’re in a result-oriented sort of business, so we have to try to mix both and at present we’re actually struggling with that.”

He added: “It’s a matter of us putting our heads together [and] finding the right combination. Getting rid of one or two individuals is not going

to change it because different persons may come in and it might be the same.

“We need to really sit down and put our heads together and think seriously about where we want to take West Indies cricket forward.”

Pollard was quick to praise his bowling group, however, arguing the batsmen had not posted the quality of totals which were easy to defend.

And after watching leftarm spinner Akeal Hosein lead the attack with six wickets, Pollard highlighted the absence of a genuine strike bowler.

“From a bowling perspective, the guys can only come out and defend what we have on the board. Even from a perspective of defending [269] and [229] and 212 today, I think the guys worked their backsides off to try to get wickets,” Pollard said.

“Obviously, the wicket flattened out a bit in the second half and we had to work a little bit harder, so from that aspect, I think we have some guys we can actually work with.

“In terms of [those] wicket-taking, strike bowlers, I think that’s something we’re lacking, so again, there are a couple things that we need to find.”

He added: “Yes, we are the faces because we play on the field but I think there’s a holistic sort of approach that needs to take place in order for these things to go forward. It’s not just us.”

Ponting backs Smith to come strong after dismal show in Ashes FORMER Australian captain Ricky Ponting was quite convinced that Steve Smith will get back in form soon after a poor Ashes series recently. Smith scored 244 runs in five Tests at an average of 30.40 which is no way near his standards and his overall average has also dipped under 60 for the first time since 2017.

This is the leanest patch for the batter ever since he had come into the Test arena

for Australia.

After some extraordinary knocks in the previous Ashes, Smith was expected to be the toughest batter to dismiss for the England side which wasn’t the case in the recently concluded series. The righthander did score a couple of 90s but the big hundreds did not come from his bat which the fans have been used to seeing from him.

Despite his poor returns, Australia was able to comfort-

ably win the Ashes 4-0 owing to some excellent team effort.

Ricky Ponting mentioned that Smith has set high standards so far which cannot be prolonged for a long time and expects every player to go through a tough phase at times. He added that the average of 30 wasn’t that bad to underline despite being out of form and explained the impact he can have when he is in form.

“The standards that he’d

set himself for so long, for that three – or four-year period where he took batting to another level, to try and maintain that for four or five or six years; no one’s ever done it, and no one will probably ever do it. You’re going to have your ups and downs and if he’s averaging (in the thirties) in Australia on the back of a couple of lean years, most other batsmen would take that,” Ponting told cricket.com.au Ponting added that Smith

will analyse his game in what has gone wrong so far and expects him to get the answers himself like all best players tend to find out. He added that it won’t be too long until Smith is back in form considering his consistency levels.

“I know what he’s like and he will look back at this even though Australia has won the series. He’ll look back at his own game and break it down and ask himself those questions as to why things

haven’t worked out as much as he would have liked. He will come up with the right answers because the best players are the best problem-solvers, and if he has got a problem then he’ll work it out pretty quickly.”

“There’s lots of things that we can probably think about and ask questions about, but it’s not going to be long (before Smith bounces back),” Ponting added.

Sankar hands Windies Under-19s first win BASSETERRE, St Kitts, (CMC) – Shiva Sankar’s new-ball burst rattled Scotland Under-19s and laid the foundation for West Indies Under-19s’ crucial seven-wicket win in their second match of the ICC Under-19 World Cup here Monday.

Desperately needing points after Friday’s opening defeat to Australia in Guyana, the hosts hit back strongly at Warner Park, bundling out the Scots for a paltry 95 in the 36th over with Man-ofthe-Match Sankar claiming three for 17 from his seven overs of pace.

He accounted for the first three wickets to fall and Scotland Under-19s never recovered despite opener Oliver Davidson’s top-score

of 43 off 93 deliveries.

In reply, opener Shaqkere Parris produced a busy 26 from 29 balls but it was Teddy Bishop who saw his side home in the 20th over with an unbeaten 23 from 27 balls.

The home side will now face Sri Lanka Under-19s in their final Group D game on Friday here, with the top two teams progressing to the next round.

Scotland, who lost their opening match to Sri Lanka, were set back early, collapsing to 29 for three at the end of the ninth over behind Sankar’s incisive opening spell.

THE Golden Jaguars will compete in a tri-nation tournament against Suriname and Barbados next week as the Guyana Football Federation (GFF) resets the

senior Men’s national programme under new coach, Jamaal Shabazz.

In a release yesterday, the GFF said the one-off competition will be

hosted by Suriname, with Guyana’s match against the hosts opening proceedings on January 28, followed by a second game against Barbados on January 30. Suriname

will then play Barbados on February 1st to complete the round-robin.

The fixtures are the first international engagements for the senior Men’s team since Shabazz took

over following the departure of Brazilian coach, Marcio Maximo, in 2021.

Yellow cards wiped clean for European play-offs

Sweden striker Zlatan Ibrahimovic and Wales midfielder Joe Morrell will still miss out on the World Cup play-offs semi final, having collected two bookings in qualifying matches

FIFA has agreed yellow cards will be wiped clean in the European play-offs for the 2022 World Cup. Under FiIFA rules, bookings collected in qualifying matches still applied for the March 2022 knockout games.

The new ruling will affect 107 players from the 12 competing nations who were one yellow card away from suspension.

The decision means no player

will be suspended for one of the three play-off finals on 29 March for receiving a yellow card at the semi-final stage.

However, the rule change means players who have already collected two bookings in the group stage and not yet served a ban, will be suspended for the semi-final.

Scotland manager Steve Clarke and Wales boss Rob Page had both called for changes to the

regulations.

Seven Wales players were one booking away from a potential suspension - Aaron Ramsey, Joe Allen, Kieffer Moore, Harry Wilson, James Lawrence, Chris Gunter and Sorba Thomas.

Eight Scotland players were on the same disciplinary tightrope - captain Andy Robertson, John McGinn, Che Adams, Billy Gilmour, Jack Hendry, Scott McTominay, Kevin Nisbet and

Stephen O'Donnell.

Scotland will host Ukraine in the play-off semi-final for the 2022 World Cup, while Wales host Austria.

If Scotland and Wales win their matches, they will face each other in Cardiff for a spot in Qatar.

Wales are bidding to reach their first World Cup in 64 years, while Scotland have waited 24 years to play in one.

Other semi-finals include Italy v North Macedonia and Portugal at home to Turkey, with the winners meeting in the final.

That draw means either European champions Italy or Cristiano Ronaldo's Portugal will not be at the World Cup. The play-off semi-finals and finals, both played over one leg, will take place over the course of five days from 24-29 March.
