Due to the headway following the initial discussions, it was decided that the group will now meet quarterly.

The Head of State made this announcement following a three-hourlong engagement between himself and former Presidents Dr. Bharrat Jagdeo, Samuel Hinds, and Donald Ramotar.

Notably absent from the high-level meeting was David Granger.

In addition, the former Presidents also discussed environmental concerns and spoke at length about the current Low-Carbon Development Strategy (LDCS) framework.

President Ali also emphasised that the engagement would not be a “one off” occurrence, but rather the first of many high-level discussions among the former Presidents, which will allow for the sharing of information and more importantly, dialogue to help chart a way forward for the country’s development agenda.

Also speaking after the meeting, former President Samuel Hinds said, “I think this was a good first step. And, yes, there needs to be [an] agenda … For me, I think this is more an opportunity to meet and talk freely and easily.”

On his part, former President Donald Ramotar said the meeting surrounded discussions, dialogue, suggestions and debate that evolved into a “think tank of former presidents”.

“I think it was a very good meeting, President Ali indicated that he wants this to be periodical and more formal, I thought it was very useful. This first meeting we explored areas in which we can discuss and make contributions and share our views on the governance of the country.

Over $500M in contracts awarded for D&I works

By Naomi Parris THE National Drainage and Irrigation Authority (NDIA) on Tuesday signed five new contracts worth over $500 million to execute drainage and irrigation works across the country.

Three of those contracts were awarded to Farm Supplies for the procurement of two new long-reach hydraulic excavators for the East Demerara Water Conservancy, along with the procurement of one new wheeled hydraulic exactor for the NDIA, and four new mini hydraulic excavators for the NDIA, worth approximately G$125,

One was awarded to Guyana Tractor and Equipment for G$277,000,000 for the procurement of eight new hydraulic excavators for the NDIA, while another, in the sum of G$123,000,000 was awarded to Rudisa Motor Company Guyana Inc. for the procurement of three new hydraulic Bulldozers for the NDIA. The said contracts all total approximately G$525,300,000, and the projects are expected to be completed within 16 weeks.

I am of the view if you tender for a job, and you tender for a price for that job, then you must execute according to the specifications.”

The minister also told those contractors present that while he is optimistic that said contracts will be fulfilled, if the work is not satisfactory, they will be held accountable.

The minister also charged the contractors to continue to pursue similar contracts and projects with the Ministry of Agriculture for the further development of the sector. “[While] you have an individual interest to develop your business, you should also have a patriotic interest to see that the Ministry of Agriculture helps develop our country,” he said.

‘Flushing’ charged with murder of friend PARMANAN Rambarran, 29, called “Flushing”, of Triumph, East Coast Demerara (ECD) was, on Tuesday, remanded to prison after he was charged for the murder of Christopher Findlay, 50, called “Andy” of the same village.

Rambarran, a labourer, was not required to plead to the indictable charge when he appeared at the Sparendaam Magistrate’s Court. The case was adjourned to January 2, 2021.

Findlay, a father of seven and grandfather of five, was reportedly chopped to death by the labourer on December 11.

Police, who visited the scene, found the suspected murder weapon in the yard.

Reports indicated that Findlay, who lives alone in the lower flat of a two-storey wooden and concrete structure, was last seen alive on Friday last by his neighbour, after he had an argument at his home with his friend, known as “Flushing” over some stolen articles.

Dead: Christopher Findlay At midday, the neighbour decided to call on Findlay but received no response and, upon checking his premises, the neighbour discovered him lying motionless on a bed.

Teacher appeals sexual assault conviction, sentence SCHOOL teacher Wazir Khan, who was sentenced last month to three years imprisonment and fined $1 million for the sexual assault of an underage girl, is now challenging his conviction and sentence.

On November 26, Khan was convicted by Magistrate Leron Daly at the Georgetown Magistrate’s Court for the offence, which read that, on March 9, 2019, he engaged in sexual activity with a child under the age of 16, abusing a position of trust.

Dissatisfied with the Magistrate’s decision, Khan, through his attorney Dexter Todd, has filed an appeal at the Court of Appeal arguing that his conviction cannot stand. He is asking that his sentence be set aside.

According to the court documents seen by this newspaper, one of the grounds for appeal is that the Magistrate showed unconstrained human emotions with the victim’s evidence, which led to her erring in law.

Another ground stated that the Magistrate made an error of law when she considered that there was a “strong suspicion” that Khan may have committed the offence. This suspicion, the document read, could not justify upholding a conviction in all the circumstances of the present case.

Lastly, Khan requested an early hearing of his appeal.

Todd is expected to approach the High Court on Friday to seek bail for khan pending his appeal.

No more estate lords, says Mustapha –– as champion sugar workers honoured

NO number of challenges – not even the political roller-coaster ride that they were taken on when factories were shut and loss of income was the order of the day – could persuade the sincere, hardworking employees of the Guyana Sugar Corporation (GuySuCo) into leaving the industry.

It is mainly for this reason that for the first time after six years, 95 out of the 1,940 GuySuCo employees, who were described as the very backbone of the industry, were honoured for their rich and highly valued contributions in the sector.

Each of the 95 employees gave more than 40 years of their lives toward building Guyana’s sugar industry, and their love for the work has evidently made up for the rigorous conditions that they have often had to endure out in the fields.

Zakir Alli Khan, for example, was just 17 years old when he joined GuySuCo to take up a rather menial job.

I do all sort of wuk. Meh start with throwing manure, meh wuk ah plow field, meh cut cane, meh been ah do ramp attendant wuk; dah wan nada hard wuk, throw boad (boards) for the cane cutter them walk. Meh wuk hard in duh industry,” he told Guyana Chronicle just after collecting his token of appreciation.

With this job, Khan said he has been able to build, save a bit, and help his two children with their wedding expenses. What he is especially proud of is the fact that not once has he ever been disqualified, nor has he left the company to do anything else. “Meh wuk through all de problems.”

Rudolph Tappin was recognised for 43 years of service to GuySuCo at the Blairmont Estate. Starting in 1977, he recalled that things seemed challenging at first, but with the right attitude and willingness to learn, he grew on the job.

The ‘long service awards’ ceremony took place on Tuesday at the Arthur Chung Conference Centre, Liliendaal, East Coast Demerara, where 20 employees of the Albion Estate were recognised; 46 from the Blairmont Estate; 24 from Uitvlugt and five from the head office.

Minister of Agriculture, Zulfikar Mustapha, was on hand to deliver the feature address, in the presence of GuySuCo Chairman, Pravinchandra Dave; Chief Executive Officer, Sasenarine Singh; and Estate Manager, Threbhowan Shiwprasad, among other officers.

“I want to reiterate from a Government perspective that sugar is here to stay. We will revitalise GuySuCo and the communities, and will ensure that GuySuCo once again prospers,” the minister assured.

GuySuCo, he charged, must be seen as more than a sugar production company, especially as it has been a major provider of community health care, drainage and irrigation services, and welfare facilities.

Mustapha noted that more than 5,000 sugar workers will shortly be rehired to run those estates that are being reopened. The rehiring process has already started and for 2020 so far, over 750 persons got back their jobs.

The minister challenged

Sarwan Singh of Williamsburg Squatting Area, Corentyne GuySuCo to tap into the Caribbean market which has potential for the company to export over 200,000 tonnes of sugar. While the capacity is there in CARICOM, the company will need to look at diversifying its products and producing more value added ones so as to make full use of export opportunities.

“Our government has the confidence that GuySuCo will turn around.

The government is committed to addressing the problems of the industry.

We have been putting out expressions of interests to establish private sector partnerships in the sugar sector and lend support to private cane farmers,” Mustapha said.

MUST VISIT THE FIELDS He told those in charge to work closely with the workers and look into the management styles at the various estates.

“Gone are the days when managers feel they are little lords at these estates,” he said, adding that managers ought to ensure that they regularly visit in the fields rather than sit in their offices and look at cane on a computer.

The Chief Executive Officer pointed out that since the new government was installed, three new estate managers were appointed at Enmore, Rose Hall, and Skeldon, respectively, to start the process of reopening the estates and to take the industry up the value chain. “GuySuCo is opened See page 7

Agriculture diversification

DR. Sam Narayan, A Guyanese diasporan exploring investment opportunities in large-scale farming in Guyana, in a discourse with agriculturist, Pt. Ravi Persaud and others, was waxing lyrical on the benefits of cultivating turmeric through large-scale farming, for both local consumption and the export market.

According to Narayan: “Guyana’s alluvial, loamy soil, abundance of rainfall and warm temperatures present favourable conditions for commercial farming of organic turmeric; export potential is enormous.”

A report generated by the National Agricultural Research and Extension Institute (NAREI) in 2010 posits that the agriculture sector is the pulse of Guyana’s economy, and the stability of the industry has contributed significantly to the economic and social stability of the country.

In 2010, NAREI and the Food and Agriculture Organisation of the United Nations (FAO) finalised a Letter of Agreement for the establishment of a National Information Sharing Mechanism (NISM) on the implementation of the Global Plan of Action (GPA), and the preparation of an assessment on the state of Plant Genetic Resources For Food and Agriculture (PGRFA) in the country. With the technical assis-

tance of FAO, NAREI has coordinated a country-wide, participatory process that led to the publication of the NISM portal and database, a unique source of PGRFA information and knowledge in the country, and of a second report that assesses the state of conservation and use of these resources in Guyana since 1995. Funding for the project was jointly provided by the FAO and NAREI through the previous PPP/C Government. The second report on the state of plant genetic resources for food and agriculture in Guyana was compiled and documented by Cleveland R. Paul of NAREI’s Department of Plant Biotechnology and Genetic Resources.

The National Information Sharing Mechanism is a network of Guyanese institutions involved in the conservation and sustainable use of plant genetic resources for food and agriculture, headed by Dr Odho Homenauth.

One strategic objective of this grouping is to document, in a systematic way, information on activities related to the implementation of the 20 priority areas of the Global Plan of Action (GPA) for the conservation and sustainable use of PGRFA. Its overall goal is to share information related to plant genetic resources to facilitate the implementation of the GPA in Guyana.

The genesis of the project dates back to

NAREI’s Focal Point activities for the establishment of the NISM, and included an initial meeting of strategic stakeholders held in December 2010, during which an informal National Steering Committee was set up, and a tentative work plan drafted. The first stakeholders’ workshop was conducted in March 2011 to formalise a work plan for both the NISM and the preparation of the national assessment, build commitment among stakeholders, and discuss with the participants indicators and monitoring tools internationally agreed. The second stakeholders’ workshop was held in June 2011 to train stakeholder representatives in the use of a computer application for collecting and sharing information and knowledge on PGRFA associated with the internationally agreed indicators. Stakeholder representatives helped to refine the project’s work plan and define milestone dates for their contributions to the data gathering process. CD copies of the computer application, with an updated built-in knowledge base for monitoring the GPA implementation were finally distributed to all participants.

Agriculture has always been prioritised by successive PPP/PPP/C governments as a main developmental plank, and the major source of food security.

A report in the April 28, 2014 edition

of this newspaper related that the Agriculture Ministry was targeting the production of 10,000 tonnes of turmeric and ginger in 2014.

According to the news report, a component of diversification of the crop sector, the Ministry of Agriculture, through NAREI, has been specifically focusing on increasing production and productivity of some of the traditional agriculture crops, as well as trying as far as possible to reduce the importation of crops which can be grown locally.

The report informed, inter alia, that cultivation of spices is one aspect of diversification, and the ministry has especially targeted the hinterland communities, with commodities like turmeric, ginger, and black pepper having been identified for cultivation in in Regions One, Seven, Eight and 10, to reduce the approximately US$2M in annual importation of such commodities.

The Agriculture Ministry, however, subsequently developed value-added processes that eventuated in increased production, especially with the production of powdered turmeric and ginger.

The new administration has demonstrated its commitment to boost the agriculture sector, and potential investors like Dr. Sam Narayan are taking note and exploring options.

Commendation for Humanitarian Mission Guyana Inc. Dear Editor, AS a thriving Humanitarian Mission sewing student, I am proud to be sharing my experiences with you all.

First of all, I would like to congratulate all of the students, including myself, for finally graduating, even through this dreadful pandemic! Every end has a new beginning; today might be the last day for some of us as students in sewing classes, but I believe our learning will actually start from today. When I first started sewing, I was prepared to learn, explore, make new friends and get to know me better as an individual self while trying out a new talent such as sewing. Before sewing lessons, I admired other people involved in the art of sewing, such as making beautiful dresses, tops, skirts etc., thinking to myself how blessed that individual is for possessing

such a quality talent! But here I am; I started that same journey of talent in sewing for myself. I am more than happy to say that I had made the right decision on January 11, 2020 to give myself the challenge to start sewing classes. Although my learning may seem little to many, I feel I have made it through our class with a marvellous mind mark of talent! Every little encounter and experience gained here at the mission has been enriching, and will remain within me for life, be it taking part in our little sewing projects, or simply working along our teacher, Ms. Raj as she imparts her knowledge of sewing in simpler terms to get on to our level of understanding. Ms. Rajshree Singh Harripersaud is the kind of teacher cut out specifically to be interested in elevating others; anyone who is lucky enough to hear a piece of advice from her soft-spoken voice is safe to count on her

words, because she portrayed a well lived life as a strong independent woman.

Her teaching students who don’t even know to thread a sewing machine to make skirts and dresses is just plainly a portion of skillful teaching displayed at every session of our classroom exercise with her! She is not impatient;she doesn’t want to run home and close up when the time is up; she is always trying to help us succeed. And this is what she will continue to do when other students continue continue to her advance class.

Mr. Suresh Sugrim, the President of the Humanitarian Mission Guyana Inc., a man with vision to help our community thrive, is always looking out to help elevate the people, meaning, he literally practises Confucius’ sayinghat goes something like “Give a man a fish, and you’ll feed him for a day. to fish, and you’ve fed him for a lifetime.” At the Humanitarian Centre, he has employed people of various skills, for example, sewing, hair, nails, food catering and information technology so that individuals (students) can be qualified enough with ample knowledge and experience to start earning and providing for themselves and families.

Christian missionaries die in Soesdyke/Linden Highway crash

Dead: Cornelis and Bernice Rozema A SEPTUAGENARIAN couple lost their lives Tuesday evening in an accident on the Soesdyke/Linden Highway.

Dead are Cornelis Rozema, 79, and Bernice Rozema, 75. The Christian missionaries lived at Hararuni Village, located about a mile off the Linden Highway.

Reports indicated that Cornelis was driving at the time and might have missed a turn which caused him to

swerve into the path of a truck. The accident occurred at about 20:00h and the couple were reportedly killed on impact.

At the scene the bodies were lying on the road covered in sheets. Reports indicated that Cornelis moved to Guyana from Aruba several years ago.

Police are also speculating that the driver might have fallen asleep while driving, resulting in the accident.

Today, thanks to the workers, it is taking an average of 12 tonnes of cane to do the same job, with even better days when only 10.9 would be needed.

“You are the heart and soul of the sugar industry,” Singh expressed to the workers, adding, “I have seen created fixes and solutions that you have crafted with your own hands and with little money. You are the best that Guyana has to offer. It takes a special human being to stick with any job this long.”

Mother brutalises, dumps child in swamp

Man charged with setting fire to Arakaka Police Outpost TWENTY-NINE-YEAROLD Roscoe McIntyre, was, on Tuesday, formally charged by the police for allegedly setting fire to the Arakaka Police Outpost last week.

On Tuesday, the Director of Public Prosecution (DPP) advised the police to charge McIntyre for setting fire to a public building contrary to Section 143 of the Criminal Law (Offences) Act Cap 8:01. The offence was allegedly committed on December 11.

He will be appearing before a Magistrate via zoom

at the Port Kaituma Police Station, on Wednesday, to answer to the charge.

The Guyana Chronicle had reported that the fire occurred at 02:30 hours.

Ranks on duty in the enquiry’s office heard a loud explosion and instantaneously saw a huge blaze at the front door of the building.

The ranks immediately rushed and extinguished same with water. Further checks of the surrounding revealed that the front door of the building was scorched and a partly burnt five-gallon bottle was at the

The following day, ranks, acting on information received, went to Central Arakaka Village, North West District, and arrested McIntyre.

THE 25-year-old mother who was detained by police following the discovery of her six-year-old daughter in an unconscious state, submerged in mud in a swampy area in East Canje, Berbice, has confessed to beating the child with a piece of wood on Sunday last.

The woman said that on Sunday she took her daughter for a walk and, after being warned not to “run around and get dirty,” the child paid no heed and she struck her with a piece of wood, rendering her unconscious.

The woman told detectives that she thought the child died after she struck her to the back of her head, so she made her way back home and pretended that the child was missing.

Investigators believed that the woman tried to cover up the crime since the child was submerged in mud.

Meanwhile, the police, in a statement, disclosed that the parents of the child have been separated for some time but the father was given visitation rights to see the child every Sunday. Around 08:00 hrs, the father contacted the mother and made arrangements to collect the child.

The mother stated that she prepared the child to be picked up by her father. The child was then left in the yard playing. The grandmother recalled last seeing her granddaughter around 11:30 hrs.

However, about 12:30 hrs

when the grandfather made checks for the child, he did not find her, and, as a result, a search party was formed.

Neighbours and relatives combed the area . The child was eventually discovered about 500 feet away from her Goed Bananen Land,

constantly beats and ill-treat the child. Neighbours recall hearing the child cry almost daily but would be fearful to speak to the mother since she would verbally abuse them.

Prisons Director sent on accumulated leave DIRECTOR of Prisons, Gladwin Samuels, has proceeded on four months accumulated leave with immediate effect, on Tuesday, after being notified by the Home Affairs Ministry.

As a result, Deputy Director of Prisons, Niclon Elliot, has been tasked to oversee the operations of the prisons ‘until further notice’.

Samuels, who served in the capacity of acting Director of Prisons for a number of years, was confirmed to the substantive post less than one year ago.

Guyana has a prison population of close to 1,800 inmates and an imprisonment rate which is “extremely” alarming, a problem which Samuels said could be addressed via alternative forms of sentencing.

He was, at the time, speaking at a virtual launch of the Regional Comparative IDB report, which focuses

on imprisonment in the Caribbean for the period 2016 to 2019.

Samuels had said, back then, that social intervention and support, combined with punishment and encouragement, are much more effective in preventing crimes, and if an inmate is not exposed to opportunities that contribute to positive changes, leaving prison and returning to a life of crime would likely be the first option.

As such, he noted that since the research was done, Guyana’s recidivism rate reduced from 35 per cent to 28 per cent.

“Reform is very much needed and more aggressive and meaningful programmes need to be offered so as to prepare inmates with the required skillset or educational training so that they can be more effective upon their release back into society,” Samuels noted.

Director of Prisons, Gladwin Samuels Guyana’s prison population and the holding capacity has significantly decreased over the years in the aftermath of a fire at the Camp Street Prison in 2017 and at Lusignan Prison in 2020.

The survey found that the prisons’ occupancy rate is at 129 per cent and 36 per cent are persons on remand.

The report on the survey noted that the prison population can be reduced by lessening the time spent in pre-trial detention and using imprisonment for only serious offences, noting that drug offences account for a notable proportion of offenders.

Father of three killed in motorcycle accident

By Nafeeza Yahya-Sukar CLIFTON Sukhoo, 60, a shopkeeper and former labourer of Lot 70 New Street, Cumberland, East Canje Berbice died in an accident on Tuesday and his relatives are calling on the authorities to launch a thorough investigation into the incident.

The father of three was struck by a CBR motor cycle while he was attempting to turn into New Street Cumberland on his motor cycle, moments after leaving a mechanic workshop.

According to eyewitnesses, at around 12:30 hrs, Sukhoo was turning into his street on his blue scooter motorcycle when a CBR motorcycle, which had just overtaken a car and was allegedly speeding, struck him and flung him several feet into the air. He reportedly died on the spot.

Cop on reduced charge in Cecil Sampat shooting death – granted $150, 000 bail

POLICE Constable, Troy Munroe, who was initially accused of murdering an unarmed civilian, appeared, on Tuesday, in the Georgetown Magistrate’s Court, charged with the lesser count of manslaughter.

Constable Munroe was not required to plead to the charge and was later released on $150, 000 bail by Chief Magistrate Ann McLennan.

It is alleged that, on

August 6, he unlawfully killed Cecil Sampat of Festival City, South Ruimveldt, Georgetown. Sampat died 12 days after the shooting.

Munroe, who is being represented by Attorney-at-law, Patrice Henry, will return to court on January 5, 2021.

On August 14, Munroe was charged jointly with Corporal Godwin Thomas for the murder of Sampat. However, late last month, the Director

of Public Prosecutions (DPP) withdrew the charge against them. The Guyana Chronicle was made to understand that

the murder charge was instituted by the police without the advice of the DPP. The ranks were released

on $500,000 bail, while the DPP instructed that further investigations be conducted. Last week, the DPP instructed that a manslaughter charge be instituted against Munroe.

When the investigation is complete, the DPP is expected to give further advice in relation to Thomas and another rank, Corporal Jacobs, regarding a charge for their alleged involvement in Sampat’s death.

According to reports, on July 25, 2020, Sampat was club hopping in motorcar, PYY 4432, with co-workers, Winston Fraser, Joshua Letlow and Seon Greenidge, when police opened fire on them at Mandela Avenue, Georgetown.

According to a police report, officers on patrol observed a large gathering at Agricola Public Road and approached the crowd and requested that they disperse.

However, there was a fight between two men, one of whom whipped out a gun and pointed it in the direction of the other while trying to make his escape in a car bearing registration number PYY 4432.

Ranks from the Impact Base Unit then traced a car from Agricola East Bank Demerara (EBD) to Mandela Avenue.

They intercepted the car and proceeded to open fire on the men during which Sampat and Frazer received gunshot wounds to their backs. The other occupants, Seon Greenidge and Joshua Letlow, escaped unhurt. No firearm was found in the men’s possession.

Sampat and Fraser were rushed to the Georgetown Public Hospital Corporation.

Sampat died on August 6, 2020, while Fraser remains paralyzed, for the rest of his life.

Kowlessar appointed GRA Chairman, Persaud heads NIS FORMER Finance Minister, Saisnarine Kowlessar has been appointed chairman of the Guyana Revenue Authority (GRA), Senior Minister within the Office of the President with responsibility for Finance, Dr. Ashni Singh, announced on Tuesday.

According to a release, Saisnarine Kowlessar Kowlessar served as Finance Minister during the period 1999-2006. He also has a long-standing academic career as lecturer at the University of Guyana.

Meanwhile, Minister Singh also announced the appointment of former Private Sector Commission (PSC) Chairman, Ramesh Persaud, as new Chairman of the National Insurance Scheme (NIS) Board. 2020 Year in Review

Persevering through difficult times AS we approach the end of another year, the Protected Areas Commission (PAC) reflects on some of its achievements in spite of the many challenges that resulted from a protracted national election process and the COVID-19 pandemic.

In keeping with the Commission’s mandate to establish, manage, maintain, promote and expand the NPAS, priority continues to be directed to developing the institution – as we aim for a World Class National Protected Areas System that Protects Nature and Improve Lives.

The work of the Commission is guided by our Strategic Plan which serves as a road map for implementation of actions in the hinterland and urban parks. As is customary, an annual work plan and budget are prepared and approved in

the previous year for implementation. During the year however, several revisions and amendments were made to the budget and annual work programme in the face of many challenges encountered as a result of the pandemic. Nevertheless, through the dedication of our staff and sound leadership of the Commission, we were able to complete many of the outlined actions in our annual work programme. This article will shed light on two programme areas; Ecological Monitoring and Awareness and Outreach Ecological Monitoring Monitoring is one of the main components of the work of the PAC - it helps to ensure that the objectives for which the Protected Areas (PAs) were created are being achieved.

In an effort to streamline and improve ecological monitor-

ing of the Urban Parks, we commenced regular water quality testing of the waterways in the Botanical Gardens and National Park, particularly the canals where the manatees live. Over time, this data will be analyzed to determine potential impacts on biodiversity and the ecosystems on the whole.

Due to COVID-19 and associated restrictions, there have been increased threats to the PAs, resulting in illegal extraction of natural resources such as gold, timber and fish.

Foot patrols were conducted regularly to prevent current and potential illegal activities.

To supplement foot patrols, annual aerial surveys were conducted to determine the scale of illegal activities and to assess areas that are difficult to monitor on land.

Specific focus was placed

PAC staff and Guyana Coast Guard before take-off to conduct Coastal Survey of Shell Beach Protected Area on Guyana’s only coastal protected area, Shell Beach, where nesting of four species of sea turtles occurs annually. Over the years, there has been significant erosion of various beaches along the coastline of the Protected Area; this has resulted in threats to biodiversity, infrastructure and livelihoods of nearby indigenous and mixed communities.

The PAC, with financial support from WWF Guianas, was able to conclude another successful year of its Sea Turtle Nesting & Monitoring Programme.

The season, which began in February and concluded in August, saw another year of sea turtles nesting and hatchlings returning to the ocean, ensuring their population remain viable.

Another significant achievement has been the collaboration with the Guyana Defence Force Coast Guard to conduct a coastal survey of the entire Shell Beach Protected Area to identify anthropogenic impacts and unauthorized activities on the beaches. The Team was able to use drone technology and data from foot patrols and overflights to assess changes to the coastline over the last five years.

To conclude our work in this regard, our annual evaluations of the management of the Pas, using the Management Effectiveness Tracking Tool (METT), were conducted to measure how we managed the sites and associated threats. Preliminary results show that there isn’t significant change from previous trends which highlighted a low threat and well managed protected

areas system.

Awareness, Education and Outreach - One of the principles upon which the PAC prides itself is the building and maintenance of relationships with stakeholders, especially within hinterland communities. To build effective and lasting relationships, there is a need for visits to and interactions with communities to build trust, understanding and support. Even though COVID-19 guidelines and safety concerns paused physical activities in hinterland communities and with the general public, the Commission was able to be innovative and also use social media and other communication platforms to advance its work.

To this end, Standard Operating Procedures and manuals were created to support parents and students to conduct self-guided “It’s in Our Nature” Camps in their own homes and villages. This manual was first tried out in the Kanashen Amerindian Protected Area where Rangers were trained to support teachers, parents and students in the village to conduct these activities at the family level. Binoculars, bird books and writing materials were provided for the children. Over the coming months, the Commission will finalize its Nature Camp activity booklet and scale up this activity in as many communities as possible. It should be noted, too, that communities, more so children, look forward to the PAC’s hosting of these nature camps.

Social, electronic and print media are all avenues

that have been used to share information with the aim of improving the knowledge of the general public about the National Protected Areas System. We successfully concluded a three (3) week campaign in celebration of Protected Areas Day in Latin America and the Caribbean. The campaign included an Eco quiz which allowed the public to participate and win prizes after answering questions about the NPAS. The Ranger Teams and work of the PAs were also highlighted. The campaign ended with the launch of the PAC’s Nature Camp short film which was produced for the Commission by Shannon Holland, a young film maker from Yupukari Village, North Rupununi.

To conclude what has been a challenging, but rewarding year, the Commission received approval from the National COVID-19 Taskforce to host several end-of-year activities that are aimed to bring joy to the hearts of Guyanese, while at the same time sharing information about our work and the importance of Protected Areas. Park Rhythms was held in the National Park on 4th and 11th December 2020, when patrons exercising in the Park were entertained by the sweet sounds of steel pan music while Santa and his helpers from the PAC office shared tokens and snacks to families.

P&P donates $1.5M to charitable organisations

TWELVE caregiving organisations received $125,000 each from P&P Insurance Brokers and Consultants Limited at their annual Christmas donation exercise, held at their office at 273 Lamaha Street, North Cummingsburg, Georgetown.

Aside from the donations, which amounted to $1,500,000, all orphanages

present were gifted with a hamper of toys.

“As you all know, we meet at a time of considerable challenges, not least of all the COVID-19, a pandemic that has wrought havoc worldwide,” said Vikash Panday, Executive Director of P&P, who remarked that “Notwithstanding these challenges, we resolved that our Corporate Social Responsibility must

be honoured, and these donations must be made.”

Organisations in receipt of these donations were the Bless the Children Home, Canaan Children’s Home, Ptolemy Reid Rehabilitation Centre, Uncle Eddie’s Home, Friends of the Archer’s Home, The Dharam Shala, David Rose School for the Handicapped, Cheshire Home Guyana, Hauraruni

Girls Home, the Tina Insanally Foundation, Bal Nivas Shelter, and Joshua House Children’s Centre.

The donations come at a time when many are struggling to pick themselves up in the face of the COVID-19 pandemic, and there is no doubt that these donations will at least ease the strain of these organisations in braving the storm that is COVID-19.

Panday went on to say that this month was a very significant one for P&P Insurance Brokers, as it marks their 35th anniversary. He noted that 35 years is a very long time for any business, but due to the loyalty of his clients and customers, and the extremely hard work of the staff over the years, P&P continues to succeed on a foundation built on trust and

integrity.

He closed by acknowledging the work done by each organisation in taking care of its residents. The donation exercise is one that has been operative for over 12 years, according to Managing Director of P&P Insurance Brokers, Bishwa Panday.

It is his hope that P&P continues to carry out this service in the coming years.

Public assistance to be made permanent for vulnerable groups MINISTER of Human Services and Social Security, Dr. Vindhya Persaud, recently disclosed that public assistance will be made perpetual for persons with permanent illnesses and chronic issues.

This development is in keeping with a promise she made after taking up the

ministerial post. She had expressed that the ministry’s main focus will be centered on vulnerable groups as part of efforts to alleviate the poverty cycle in Guyana.

While providing an update on the ministry’s progress thus far, Minister Persaud spoke about the Public Assistance Programme.

“I want to say that public assistance will be permanent for people who have permanent/ chronic issues, but it’ll be temporary for those that we can work with to get them financially independent, so that’s where we are going with that,” the minister posited.

With the implementation

of the new Poor Law Commission headed by Amanda Richards, it was articulated that the list of persons who have applied for public assistance will be reviewed by the Board of Guardians that is allocated to each region.

Moreover the minister stated that it now falls within the hands of the commission

Minister of Human Services and Social Security, Dr. Vindhya Persaud to scrutinize the list, to get people on the list and to help those who can be transitioned off if they no longer have to depend on public assistance.

Additionally, Minister Persaud related that a finite amount of money was allocated to the Public Assistance Programme.

Though the sum was increased from $12, 000 to $14,000, she said the reality still remains that her ministry cannot facilitate all of the requests that are made by vulnerable citizens. However, assistance can be given though some of the ministry’s other See page 17

Minister Persaud unveils ‘Wish upon a star’ initiative

AS the Christmas season nears, the Ministry of Human Services and Social Security is going the extra mile to put smiles on the faces of children who have been faced with adversity.

The “Wish Upon A Star” initiative was conceptualised

Public assistance is a temporary financial measure designed to assist the infirm, aged, handicapped, orphans, persons affected by HIV and all other persons who cannot adequately maintain their households. The programme is subjected to periodic reviews to ensure eligibility.

Boards of Guardians are responsible for reviewing requests for public assistance that are guided by the Poor Release Act which considers the social and economic circumstances of individuals requesting assistance.

The Poor Law Commission’s authority includes consideration, amendment, discontinuation and restoration of the relief granted by the local Boards of Guardians.

This is done based on reports presented by social services officers, who are required to investigate each claim in collaboration with relevant entities, such as the National Insurance Scheme (NIS) in cases of medical conditions and disability.

nies and entities to make the children’s wishes become reality. Children between the ages of four and 15 are encouraged to write a letter explaining what he or she needs this Christmas, and drop it in one of the many boxes.

“Our wish is to make a child very happy during this

festive season, by making their wishes come true. Children look forward to this time of the year,” Minster Persaud added.

The deadline for handwritten letters, which must include contact information and home address, is Monday, December 21, 2020 at 12 noon.

Bess feels bodybuilding can be catapulted into mainstream after live show

… says performers prove worthy of big stages RESILIENCE Bodybuilding and Fitness Championships which was held on Saturday evening last at the National Cultural Centre, was not just a success - it was transformative.

President of Guyana Bodybuilding and Fitness Federation, Keavon Bess, said that having the competition aired live on television and on social media brought new fans to the sport and raised expectations about future events.

“The GBBFF is fully cognizant of the fact that by our own doing the bar for bodybuilding in Guyana has been taken up several notches and now we must constantly rise to the occasion to present the attending and viewing audience with a competition of equal content and texture of last Saturday or of an even better quality.”

Resilience was the first bodybuilding competition since February and although protocols were put in place, many persons were skeptical that due to the pandemic the show would not have been as impactful as previous events. Nevertheless from the staging, the production, the delivery and the performance by the competitors, the show

rose above expectations.

“If there was ever a question about the quality of Resilience, about the quality of local athletes … I believe Saturday night’s competition would have answered that question in the affirmative.”

The event was filmed and produced by Hits and Jams Entertainment for television, while DJ Casual and Bess emceed it.

Bess credited the Ministry of Culture, Youth and Sport for its financial input into the show, which helped the top performers to carry home a respectable cash prize.

He said that moving forward collaborations between the federation, corporate Guyana and the government will be imperative for the growth of the sport.

DOMINANT PERFORMANCE Bess was particularly pleased with the appearances of the participants, some of whom were without gym training for months. He said that with their commitment and drive they will not only take the local scene to new heights, but will be able also to hold their own further afield.

“I believe that we can send successful teams to compete

at the Arnold Classic, Central American and Caribbean (CAC) Championships, and beyond.”

FUTURE ENDEAVOURS The GBBFF head is hopeful that Guyana and the rest of the world would return to some sense of normalcy next year.

FIFA to help run Haiti’s federation

(REUTERS) - FIFA has appointed a committee to oversee the operations of Haiti’s football federation amid concerns its former president is still exerting influence despite a life ban after the global sporting body found him guilty of sexual abuse and harassment.

FIFA had provisionally suspended Yves Jean-Bart in May while it investigated multiple allegations against him by victims, their friends and

family members detailing how he coerced girls into sex by threatening they would lose their places in national team programmes.

Jean-Bart, who was cleared by the Haitian justice system, has denied the allegations with a spokesman saying he would appeal against FIFA’s decision to sport’s highest court.

FIFA said in a statement on Friday that multiple sources had asserted that Jean-Bart and his associates were seeking to prevent or discourage victims and witnesses from giving testimony.

“Furthermore, the Bureau (of the FIFA council) noted that there are strong indications that the (Haitian Football Federation) president is still exerting his influence within the FHF by being involved in the running of its daily affairs, despite his

life ban,” FIFA said.

“In view of these circumstances, the Bureau is of the opinion that it is very difficult for the FHF to carry out its operations, and that FIFA must now appoint a normalisation committee, which will also ensure that the ongoing ethics investigations may continue unimpeded.”

Jean-Bart’s spokesman Evan Nierman denied that the former FHF chief was still exerting influence.

“Since stepping aside during his provisional suspension, Jean-Bart is not interfering, and is no longer involved, in the daily affairs within the FHF,” Nierman said.

“The judicial system in Haiti cleared Jean-Bart because the charges are false and you cannot produce credible evidence of things that did not occur.”

IN a major departure from his usual routine, Steven Smith did not appear for a habitual net at Australia’s main training session prior to the first Test against India in Adelaide.

The only sight of Smith for the afternoon was in early warm-ups and fielding, but around 10 minutes into the session he gestured to support staff and headed for the dressing rooms, shaking his left arm as he went.

While the Australian camp played down the issue, Smith did not reappear for a nets session that featured plenty of close attention paid to Joe Burns by the coach and selector Justin Langer.

CWI confirm Windies third tour of Bangladesh amid COVID ST JOHN’S, Antigua (CMC) – Cricket West Indies (CWI) has confirmed the men’s tour of Bangladesh next month - their third series amid the ongoing global COVID-19 pandemic.

This follows a report by a CWI inspection team who travelled to the Asian nation last month to conduct a review of the facilities and health protocols.

In the draft itinerary released yesterday, West Indies will face the hosts in two Tests which will be preceded by three One-Day Internationals. The tour runs from January 18 to February 15 with the Caribbean side arriving on January 10.

Three Tests were originally scheduled but CWI president Ricky Skerritt hinted last month in an interview that one match could be dropped.

The tour takes place as Bangladesh inches towards the half-million mark in COVID-19 infections, with still over 60

000 active cases.

There have been 7 000 deaths.

However, CWI director Dr Akshai Mansingh, who headed the inspection team last month, said in a briefing following the tour that the Bangladesh Cricket Board (BCB) had been thorough in their preparations.

“The protocols that were described to us by the BCB were very, very well thought out,” Mansingh said at the time.

“From a medical point of view, we are very happy … I am very confident what we saw is probably as good an arrangement as you can have anywhere in the world.”
