READY to serve at the behest of President David Granger, former Minister of Education, Dr. Rupert Roopnaraine says his party, the Working People’s Alliance (WPA), was not consulted by the coalition group on his reassignment to the Ministry of Public Service.

Speaking with reporters on the corridors of the Public Buildings just before the start of the 65th Sitting of the National Assembly, Dr. Roopnaraine, who has been appointed by President Granger as the Minister of Public Service, said the WPA was not consulted about his reassignment.

The WPA forms part of the A Partnership for National Unity (APNU), which consists of four other parties, namely: The National Front Alliance (NFA), Guyana Action Party (GAP), Justice For All Party (JFAP), and the People’s National Congress (PNC).

Subsequent to his initial statement, the former education minister said consulta-

Minister of State, Joseph Harmon disclosed that Dr Roopnaraine was moved to the Ministry of the Presidency with specific responsibility for the public service.

Henry, who served as the junior minister of education, will temporarily serve as minister of education. But on Thursday, Dr. Roopnaraine

“I am looking forward to the new ministry; it is a new challenge,” the former minister of education said while adding: “I did the best I could in the Education Ministry; we got some things achieved.”

He explained that he was well acquainted with the education sector, and so moving to a new ministry to which he is unfamiliar will prove challenging.

“I anticipate that the Public Service Ministry is going to present its own types of challenges, having to deal with the conditions of the

public servants and what their concerns are. It is going to be different,” said Dr. Roopnaraine, who noted that he is comfortable with the move.

“Yes, I am comfortable… it is going to be challenging, I think I would feel more comfortable if I have more of a sense of what it entails. I always knew what it entailed,” he said.

The former education minister said he does not view the reassignment by the President as a demotion, and that he will still be contributing to Cabinet.

“I am still working closely with the President,” he stated.

Dr. Roopnaraine noted that the Education Ministry is arguably the most important ministry in the entire country, while stating in the same breath that “it has also been the most burdensome and I think there was some concern I should not be worn out by Cabinet.”

By Shauna Jemmott WITH the hope of improving production and productivity, GuySuCo is investing $1.5B in the Uitvlugt Estate Improvement Programme (UEIP), and is privatising half of its plantation through a leasing process to private farmers to produce sugarcane for the Uitvlugt factory.

Uitvlugt Estate Manager, Yudhisthira Mana, during a press conference and tour of the estate on Thursday, said the company has set a production target of 20,178 tonnes of sugar for 2017 and is hoping to multiply its current production to achieve a targeted 40,000 tonnes of sugar by 2020.

Mana said, however, that

for this year, only 7,000 tonnes of sugar has been produced so far from the Uitvlugt Estate and a larger production is expected in the second half.

But, he noted that the estate will not be able to meet its projected target of 20,178 tonnes of sugar for this year.

As part of GuySuCo’s divestment and diversification processes, Uitvlugt has been one of three estates selected to remain in sugar production but a shortage of human resources is hampering production.

Vacancies exist for some 406 employees in the Agriculture Department, which is the company’s largest department.

Mana said the production drive started in 2016 and re-

habilitation works started as it was recognised that there is need for greater supply of sugar cane to the factory.

It has been decided that a three-fold approach will be taken with the estate utilising fully its 6005.9 hectares of land, leasing half of it to private farmers and sourcing additional sugar canes from farmers as far as Canals Number One and Two and La Grange on the West Bank Demerara (WBD).

In a statement confirming the decision by the embassy, the PPP said Members of Parliament, Dharamkumar Seeraj and Nigel Dharamlall have recently received letters from the Consular Section of the Embassy of the United States of America, Georgetown, Guyana, informing them that their non-immigrant visas have been revoked. The letters,

the party said, further states that the Consular Section is now in receipt of information which it did not have at the time the visas were granted.

“Similar letters were received by the other persons who were slapped with fabricated charges in relation to Guyana Rice Development Board. All the persons charged have pleaded not guilty to those charges and therefore, are presumed innocent until proven guilty,” the PPP said in their statement.

“They have instructed their attorneys -at-law to write to the Consular Section of the said Embassy requesting the new information which it has received. The PPP will pursue this matter as far as is possible.”

Back in May six former GRDB Board members, including Dharamlall and Seeraj, were placed on $500,000 bail each and asked to lodge their passports after they appeared in court jointly charged by the Special Organised Crime Unit (SOCU) for failing to make a proper entry into a register of a company.

They appeared before Chief Magistrate, Ann McLennan, and were not required to plead to the indictable offence. They were slapped with five separate charges for alleged fraud totaling over $400M. The charges stemmed from the findings of an audit into the finances of the GRDB. The charges read that the six ac-

cused between 2011 to 2015 at Lot 166-177 Cowan Street, Kingston, Georgetown, while being members of the GRDB board, with intent to defraud, omitted and concurred entries into a Republic Bank Agriculture Sector Development Unit life skill account on the general ledger of the corporation.

Those charged were: former GRDB head, Madulall Ricky Ramraj; former General, Manager Jagnarine Singh; former GRDB board members: Dharamkumar Seeraj, Badrie Persaud, PPP Parliamentarian Nigel Dharamlall and former Deputy Permanent Secretary (Finance) of the Ministry of Agriculture, Prema Roopnarine.

The case is being prosecuted by Michael Somersall.

He requested that the magistrate institute substantial bail and also for the accused to lodge their passports as part of the bail agreement.

Attorneys representing the persons charged include: Anil Nandlall, Priya Manickchand, Sase Gunraj and Glen Hanoman. The case was adjourned to June 22, 2017 for commencement of trial.

The attorneys collectively noted that the accused were very cooperative with SOCU on each occasion they were summoned and although the prosecution could not commence their case, it is unreasonable for the court to grant such harsh bail requirements, since they had initially asked

for their respective clients to be released on their own recognizance.

In his application, Nandlall said the six persons charged are from a board of 15 former GRDB directors and the question must be asked why only six directors were charged. He said the charges were selective and vindictive. The former attorney general said that the accused were not charged with stealing a single cent.

“There is no evidence that these people will be a flight risk,” he said, while noting that the prosecution’s application for substantial bail and lodging of passports was not a needed step to be taken by the court.

House clears Deeds and Commercial Registries bill

THE Deeds and Commercial Registries Bill was on Thursday passed by the National Assembly after a spirited debate between the government and the opposition over the power that would reside in the attorney general when the Governing Board expires.

There was also a late move by the Opposition side of the House to have the Bill amended that was shot down by the Speaker of the House, Barton Scotland. The Bill provides for an expansion from eight to 11 of the membership of the Governing Board of the Deeds and Commercial Registries Authority.

Attorney General and Minister of Legal Affairs, Basil Williams SC, in moving the second reading of the Bill, sought to highlight how by expanding the membership, this would widen the expertise and experience and enrich the deliberations of the board. The minister also noted that it would also in-

crease the board’s efficiency in carrying out its functions.

Another feature of the Bill is that it provides for, where the board has not been appointed or is not functioning, that the minister performs its function until it comes into being. The minister explained that this function would be transitory.

The Opposition speakers, who later followed the minister, rejected the legislation on the grounds that it invested absolute power, without checks and balances to the minister over the function of the Governing Board. Opposition Member Adrian Anamayah opposing the Bill said that it was not about altering any powers of the subject minister, but rather consolidating it. He added that the Deeds Registry, created nearly 100 years ago, was subject to a revised Act in 2013 designed to ensure efficient performance and ease of doing business.

was passed unanimously and then Opposition member Ramjattan noted that it “could be managed without any politicos.”

He said that at the time there was no desire for political control over the registry.

The new amendment, being brought before the House, he added is a clear case of “control freakism.”

Minister of Public Security, Khemraj Ramjattan, spoke following Anamayah and dismissed the claims that the Bill bestowed too much power on the minister.

He noted instead that the new measures “go a far way towards making the board more inclusive.”

He argued that there will now be nominees from the Berbice and Georgetown Bar Associations, the Ministry of Finance’s Valuation Committee and the Ministry of Business. “Because of the nature of the country’s progress into more commercial transactions, we will need a

governing body that is more expansive,” Minister Ramjattan said.

He was followed by Opposition MP Anil Nandlall.

He noted that there was no problem with the broadening of the board, but questioned the “preponderance of power” ascribed to the subject minister. He said that the move to take control of certain boards has manifested itself, several times with the government. He added that the attempt to have a minister “run things when a board expires, can’t be a good thing.”

Delivering closing arguments, Williams said what the Opposition was trying to misrepresent the legislation’s intent.

He maintained that his powers on the board will be transitory. Minister Williams also stressed his government’s belief that the executive should not intervene in the powers of the judiciary. The enlargement of the board to enhance its effectiveness is something, he added, that no one has a problem with.

He then recommended the passage of the Bill. This was delayed after Nandlall, supported by Opposition Chief Whip Gail Teixeira, rose to ask for an amendment to be made to the legislation. This was however not allowed by the Speaker, who reminded that there is a time limit of 10:00 hrs on the same day for any additional amendment to be made to a legislation. Despite further impassioned pleas by Teixeira, the Speaker said while there was indeed precedent, it would not be allowed since the time had long passed. The Bill was then examined clause by clause and later passed by the majority on the government side of the House.

Petroleum Bill sent to special select committee

THE Petroleum Commission of Guyana Bill 2017, Bill No. 4 of 2016 was on Thursday night sent to a Special Select Committee for Bi-partisan deliberations.

After the second reading of the bill, subject Minister Raphael Trotman said there has been extensive consultation on the legislation which provides a legal framework for regulating and monitoring of the sector.

Trotman said the legislation was drafted by the Oceanic and Natural Resources Advisory Commission of the Commonwealth Secretariat and then sent to the government for extensive consultations.

The bill, he said, provides a legal framework for an efficient, safe, effective and environmentally responsible exploration, development and production of petroleum in Guyana.

The minister described the reading of the bill as “timely, necessary and a progressive step” and outlined that among the key objectives of the proposed act is to provide for the establishment of a petroleum regulatory agency.

Referencing the 1996 and 1997 Petroleum Exploration and Production Act, Trotman said arbitrary power was disposed on the subject minister, something which ought not to obtain and decided that such power ought to be dissolved into a Commission or regulatory agency.

“The minister will no longer have all of the powers as contained in the Act,” he stated, while noting that the criticism that ministers should have no say whatsoever in the work of an agency or board is really alien to the system of governance factors in Guyana.

“There is not a single State agency that does not come under the oversight of a minister,” said Trotman in response to criticisms of the Opposition, adding that “If you are responsible for an agency or department then you have to exercise some authority.”

He stressed the need for the bill to go to the Special Select Committee for “fur-

ther refinement” and for a bi-partisan examination of it.

“There is nothing inconsistent in this bill,” the minister added, noting that the commission will be a semi-autonomous one.

“I wish to remind members of the House, the current legislation under which I function, gives more power than one would wish to have.

We have not ascribed to ourselves any greater power.

“There is nothing here that says we are dealing with a horror story… we have taken away some of the powers in the Act and vest them in the petroleum Commission,” Trotman said.

Opposition MP, Irfaan Ali

On the issue of a reserve fund, he noted that every statutory agency has a reserve fund and it would be untoward for the regulatory body not to have one.

Trotman stressed that with the passage of the bill, Guyana would be preparing for oil production. He said it is not just for the benefit of one section of society but for all Guyanese, noting the importance of the opposition as a stakeholder in the process. “… we must be prepared to deal with this together.

The Parliamentary Opposition must be on the board, even if you have a minister who wished to run afoul – we have also stated that mem-

bers of civil society shall also be on this board to ensure a second layer of scrutiny. We have nothing to be afraid of; nothing to hide,” Minister Trotman added.

Though the step taken by Trotman was commended by some Opposition parliamentarians, the Opposition made no qualms with highlighting their concerns with the legislation.

Member of Parliament, Irfaan Ali said the bill aimed at creating the Petroleum Commission is one aspect of the bill which must be scrutinised.

He explained that “the independence of the Petroleum Commission is vigorously challenged in numerous sections and this will certainly affect its ability to operate in a fair, open, objective, and non-discriminatory manner as envisioned in section 6 subsection 1.”

Under Section 8 of the Bill, he said the power of the minister to give directions to the Commission shows that the Commission would be incapable of working without the intervention and control of the minister.

“Mr Speaker, according to section 8, the minister is not only allowed to provide policy guidance, but also give direction to the commission regarding size of the establishment, the employment of staff and the terms and conditions of employment, the provision of equipment and use of funds, reorganisation or such works of development as to involve a substantial outlay on capital account, training, education and research, the disposal of capital assets and the application of the proceeds of such disposals.”

As such, Ali contends that Trotman would be empowered to dictate the number of persons the commission should employ, the terms and conditions of the employment of the staff of the commission, and how the commission should use its funds.

“Based on our review of similar legislation in other countries, we were unable to locate one that bestows comparable powers to the minister. Indeed, based on our review, we found that

the only power the minister is granted in other countries is the power to provide policy guidance,” he added.

He said in the case of Section 10 (2), the minister is allowed to perform the function of the board where a board is not appointed or not functioning.

Section 10 (7), Ali noted, reminded that under section 5, subsection (d) that the board has a duty to “carry out the directions of the minister as set out in section 8.”

“Board shall be responsible and answerable to the minister for the execution of its policy, functions and duties as well as any directions and assignments given to it by the minister under the provisions of this act,” the section states.

Accordingly, Ali noted that if the minister disapproved with the manner in which members of the board acts, he has the power to terminate their services.

Ali also referenced Section 20 (1) of the legislation which says the director of petroleum shall be appointed by the minister instead of the board.

He concluded that the bill should be called the “Minister Petroleum Bill of Guyana” and will serve as a “sidekick or subservient creature of the minister.”

However, in support of Trotman, Minister within the Ministry of Natural Resources, Simona Broomes made it clear that Guyana is on the verge of capitalising on what can be considered one of the most promising oil discoveries of the last decade.

“In light of the great possibilities before us, it cannot be overstressed how important it is for Guyana to establish clear systems to effectively safeguard our interests and efficiently manage the challenges that will arise in our developing petroleum industry,” she said.

VITAL INGREDIENT The junior minister noted that the Petroleum Bill represents a “vital ingredient” in the success of the industry as it lays the foundation upon which many pillars for future achievement will be erected.

benefits while at the same time ensuring compliance and the use of best practices by all patrons.”

Broomes posited that the Petroleum Bill highlights the fundamental need to promote local content and provide scope for Guyanese to participate directly in petroleum related activities.

“For Guyana to preserve its competitive advantage in a global market, we must cultivate and support the technical capacity of Guyanese who will be able to efficiently meet the skill requirements of the industry…” she stressed while noting that also important is the need to protect the environment at all costs.

The Petroleum Bill, she said provides the scope through which Guyanese can ensure that all the elements of the physical environment will be maintained as close as practically possible to its pristine state.

“The Petroleum Bill provides the basis for critical decision-making by allowing for the establishment of the national petroleum databank and the integration of systems and key technical personnel that will deliver invaluable insights and findings to decision makers and policy planners,” the minister noted.

Trotman and Broomes’ arguments were supported by Minister of Public Infrastructure, David Patterson who focused on the operation of State and semi-autonomous agencies that are overlooked by ministers.

On the contrary, Opposition MP Odinga Lumumba noted that the resources from petroleum production will serve to develop Guyana

greatly but noted that “a pool of money can disappear if not managed effectively” while citing the Nigerian, Ghanaian and Venezuelan economies as examples of bad management.

Lumumba stressed that the bill must be reflective of a unified Guyana and called for the establishment of a State Planning Unit within the Ministry of Finance which would conduct studies.

“I don’t want to see my minister of natural resources speculating on oil refinery…

The minister of natural resources is the manager of the petroleum sector not of the petroleum revenue…” he said, adding that the minister of finance should be pronouncing on revenues.

He, like Ali, called for the Petroleum Commission to be independent and called on the government to refrain from appointing a commission that is not a “toy commission”.

“The petroleum industry is a large and powerful industry and should not allow it to be managed by one person,” Lumumba said, noting that “The PPP objects to this ‘trump like’ approach to governance”.

Meanwhile, chaos erupted in the National Assembly as Prime Minister Moses Nagamootoo and Opposition Leader Bharrat Jagdeo, both of whom were unscheduled to speak, requested an audience.

Nagamootoo expressed confidence in the legislation put before the House and argued that it is a step in the right direction. He said “oil and gas resources are the dream of all Guyanese and the hope of all Guyana”.

However, the Opposition Leader objected, despite welcoming the sending of the Bill to Special Select Committee. He said his party has “genuine concerns” about the legislation and noted that “it is not just the oil sector but the well- being of the entire economy” as he referenced the Dutch disease.

“We see some areas as critical for the future…I am glad that the government talks about this industry as the saviour of Guyana, an industry that can bring in vast pools of resources and that it must be carefully managed.”

The five, known as the Enmore Martyrs, are Lallabaggie and Dookie from Enmore, and Rambarran, Harry and Pooran from Enterprise/Non Pareil.

According to the Guyana Trades Union Congress, this national annual event was made possible through lobbying the Forbes Burnham Government. And its reason for engraining the unfortunate incident was to extract a commitment from government that the ultimate sacrifice of these workers will be remembered/hounoured, the horrendous act never repeated, and workers valued and treated as the nation’s most important resource.

This year’s anniversary sees the crisis facing the Guyana Sugar Corporation (GuySuCo) coming to the fore and the industry as a whole being discussed in all circles, home and abroad. Whichever way it is being looked at a determination has to be made about the future of sugar. The Government has proposed a plan that includes the closure of some estates.

Understandably, there would be reflection and studied anxiety among sugar workers, their families and the communities as this day is being observed. When unsure of the future, such

feeling is normal.

None can deny GuySuCo’s heavy reliance on the Consolidated Fund to offset expenses which it cannot repay in the foreseeable future, it has come at a time when austerity measures have become necessary. Earlier efforts by the PPP/C Government with the closure of Diamond Estate, restricting of the Demerara estates and sale of sugar lands are examples. Austerity measures bring with them some pains in the process. This editorial claims no knowledge whether the corporation is salvageable, but notes contending public views of the possibility and impossibility. There is the perception that sugar has no finality, having been the economic foundation of our society, a commodity still in demand and of market value. The crux of the problem with sugar is whether the state-owned industry is able to produce the commodity where it can at least cover production and administrative expenses.

Leader of the Opposition, Bharrat Jagdeo, at a public meeting in Enmore on Wednesday to honour the Enmore Martyrs told those in attendance that sugar could be saved.

This has to be good news, particularly to sugar workers.

However, what Mr. Jagdeo did not say or did not make known to the audience and all Guyana is how this could be possible. And where he thinks such can happen, he needs to explain why his or the Donald Ramotar Government did not put such a plan in place.

There were 16 years between the two to save the corporation. The data from GuySuCo show the period under review seeing declining production, severe cost overruns, and gross mismanagement. To pretend that such did not happen may be of political convenience, but to prey on the minds of anxious workers and trusting supporters is most unfortunate.

It may help the future of sugar should the PPP/C make public its proposal to save the industry. In its 23 years in government, it did not produce or implement such a plan. In Opposition there was a boycott of the Commission of Inquiry into GuySuCo. Last year when a committee was formed, headed by Minister of Public Security Khemraj Ramjattan, the PPP/C again boycotted the event. It is reasonable to wonder if there is indeed a plan.

The history of sugar is bittersweet. The concern of sugar workers about their future cannot be denied them. The efforts of the APNU+AFC Government to take decisive action understandably would be subject to criticism and praise, but it is a crying shame Mr. Jagdeo, who during his presidency, after, and now has produced no plan to save sugar.

The Enmore Martyrs Dear Editor,

WHETHER the Enmore factory stands or not, sugar remains a productive part of the economy or not, ceases to be produced or not, the family of the martyrs alive in Guyana or not, those of us who have championed this cause are around or not, Enmore Martyrs Day is indelibly etched in the social, cultural, economic and political fabric of this nation.

The historic event that led to the fateful incident (June 16, 1948), represents a symbol of workers’ determination to sacrifice and fight against systems and authorities that oppress them in their quest to be treated with dignity and respect. History has proven from slavery to now that labour (enslaved,

indentured and voluntary) has gained nothing without sacrifice, sometimes paying the ultimate sacrifice. To this we must not only commemorate but commit to return.

The national recognition of the Enmore Martyrs fought for by the Guyana Trades Union Congress and approved by the Forbes Burnham Government in 1976 is a symbol of government’s covenant to workers, that they will be treated with dignity and respect and never shall there be a repeat of the 1948 incident . Regardless of which party/group is at the helm of government, Enmore Martyrs Day will continue to be recognised.

The sugar industry has always been one of Guyana’s major employers. At the same time, the impact of sugar on the wider economy/

society cannot be ignored.

Decisions have to be made, but of concern remains the treatment of sugar workers in the process.

The PPP/C will seek political mileage blaming the APNU+AFC Government for the state of the industry when sugar could not have reached its nadir were it not for the PPP/C’s ineptitude. The APNU+AFC Government would want sugar workers to believe that they are working their hardest to save the industry and that they have no choice but to accept being shut out of the consultative and decision-making processes about their lives and livelihoods.

For the trade union community, this day must find us engaging in serious introspection as to the state of the working class. The prema-

ture deaths of Lallabaggie, Dookie, Rambarran, Harry and Pooran because they refused to relent or give in to the employer and colonial authority stomping on their inalienable rights, must not only be observed, but see reinforcement of commitment of what’s required of us. The 1948 incident intensified the people’s struggle for self-determination, given that it was felt when we take charge of our destiny, respect and dignity for all would be assured. The attainment of self-government must not now find us thinking we are subservient to any group or individual, nor our welfare can only be assured by turning a blind eye to wrongs.

This generation of trade unionists must ask what legacy we want to leave and how we want to be re-

membered. When those who violate the principles of trade unionism are met with support or silence from fellow trade unionists, the enabling environment is being ensured to continue violations.

Any trade unionist or friend of the trade unionist must know and be told friendship is contingent upon respecting the principles.

The principle and sacrifice for self-determination are intended to realise the success of indigenous government. When government succeeds, the environment and workers/citizens succeed. But success is only attainable when there exist respect for and enforcement of time-honoured principles, laws, international conventions and charters. It must matter not which

group or party is in the seat of government, but what they do and must do to ensure good governance.

Enmore Martyrs represent the fight for equal rights and justice in the society. Where these are enshrined in laws, thanks to the struggles of the five and others that preceded us, we must stand fearlessly today and demand that they be respected. Specific reference is being made to Articles 38, 147 and 149C in the Guyana Constitution. These articles vest the right, freedom and power to and in workers to participate in the decision-making processes and management of their welfare, the state and economy.

Political games on the appointment of GECOM Chairman Dear Editor THERE is widespread concern and uneasiness over the delay in the appointment of the Chairman of GECOM in view of impending regional elections followed by general elections.

This issue has been playing out for too long in the public arena. This matter should have been resolved to the mutual satisfaction of the President and the Leader of the Opposition in fulfilment of their constitutional duties following confidential conferring in good faith. But what is outstanding in these meaningless, occasional meetings between the President and the Leader of the Opposition, is the photo opportunity; the people are disappointed, as nothing good in the national interest has come out of these meetings, much to silent, widespread dissatisfaction of the Guyanese

people.

On the appointment of the Chairman of the GECOM, the language of the Constitution is clear with all due respect to the lawyers. What other meaning should be imposed/ argued on the term “or any other fit and proper person.”

Anyone found to be a fit and proper person from the first list of six persons could have been appointed as was done in the past. That settled the acceptable constitutional interpretation in practice. I am of the view that our President has not been getting sound legal advice from his legal advisers.

Differences in the interpretation should have been referred to the court, right up to the Caribbean Court of Justice, if necessary.

Rejecting the lists of nominees is unfortunate and embarrassing for us in CARICOM and the international community. We have to get right our politics,

our Constitution, appointments to constitutional bodies, our elections, and the management of the economy, and major industries for the good of all.

The President and the Opposition Leader must demonstrate sincerely to the nation they can put aside their partisan politics in fulfilling their constitutional duties in an exemplary way in the national interest. It must be admitted that our country is divided largely in the politics of race/ethnicity for many years. A fair and just political and constitutional solution must be found on the basis of wide consensus, taking into account our ethnic demographics. The tokenism of racial inclusion and the dressing of the executive administration with a Social Cohesion Ministry, with meaningless and deceptive public relations gimmicks, will make no impact in this society, and is wasting taxpayers’ money.

What hope is there for our country if the political leaders cannot meet in mutual confidence, and confer in good faith and agree on issues of national interest? This should be done without posturing in the media on individual political positions before arriving at mutual agreements.

The nation looks to the President and the Leader of the Opposition who should be role models and set the tone for the conduct of national affairs in the interest of all the citizens. Ministers, members of the National Assembly, and public officials must fall in line in the conduct of their statutory, administrative and service duties to the public.

They must set good examples as role models for now and future generations.

If we do not fix our human resource problems oil revenues will bring only pipe dreams Dear Editor MINISTER Jordan’s comments to Demerara Waves on June 5th touched on two critical and interlocking issues I had previously raised in the letters column. The first issue involves the suggestion that the country should capitalise on its future oil revenues now through pre-production borrowing on global financial markets (‘Guyana should go the route of resource-based borrowing’ in SN January 15, 2017). The second issue involves my warning that the oil finds may have produced a mindset which misguidedly assumes that the country’s training priorities must of necessity be focused mainly on oil and not also on the range

of other skills an expanding government expenditure will demand (‘Skills that an economy fuelled by oil revenues will demand’ in KN May 7, 2017).

On the first issue, the Demerara Waves reports Mr Jordan as stating that taking advances from oil revenues to help stimulate the economy makes no sense in a country where there is already sufficient money in the treasury, but limited human resources to spend it. On the second issue, the minister is reported as saying that part of the solution to fix the human resource deficit is to focus on personnel expansion and reallocation in the key government ministries.

In starker terms than before, we are being told that behind the exciting prospect of multi-billion dollar oil payments lurks the reality

that Guyana’s development will remain choked unless we remove the human resource bottleneck.

Worded differently, if the economy continues to depend on government spending as a main driver of economic growth, and if the government is unable to spend even the current budget, oil revenues will create only pipe dreams. And, as I asserted in the May 7th letter, this incapacity cannot be fixed by the narrow focus on establishing oil schools and programmes.

The situation amounts to a national crisis and we must urgently look for fixes. A worthwhile consideration is to set up a high-level task force with enough ministerial involvement and technical experts to quickly put together a plan of action and, essentially, to oversee its implementation. Among other

ideas, we should (i) undertake a short-to-medium term analysis of skill needs, (ii) reorient and streamline our technical and tertiary institutions to respond to these needs with speed, flexibility, and quality, (iii) modernise our public procurement system, (iv) incentivise the entry of more firms into the local contracting industry for goods, services and works, (iv) find ways to attract foreign firms and overseas-based Guyanese talent, and (v) work with the private sector to improve the supply chain for such critical imports as construction materials.

Minister Jordan is best positioned to understand the full scope of the crisis. He must take the lead.

We are now seeing some action at City Hall Dear Editor, FINALLY, some steam is escaping from the pressure cooker of corruption at City Hall. We are now beginning to get some details of just one outrageous act of financial mismanagement and that is the rental of a large quantity of portable toilets for a whopping $82,000 each per month.

It is just no wonder the folks there do not wish -- and from last media reports -- are vigorously resisting an audit

of their records. One can only imagine what else is going on there, from hundreds of millions in contracts being awarded without tender and adherence to procurement procedures, to the hiring of many friends and relatives to senior positions at super salaries, to sole- sourcing goods without good reason, to spending extravagantly on trips out of town at resorts, foreign first-class travel and dinners and lunches at fancy restaurants and hotels. And the list goes on and on and on

But guess what? No one will be sanctioned for this lavish misuse of funds pitilessly extracted from the citizens of our capital city. All the council will do, is to make scapegoats of a few engineers, whilst the real culprits are laughing all the way to the bank. How is it possible that the council is paying $82,000 per month for a similar portable toilet that the ministries are paying $20,000 per month for?

Is the toilet inside made of gold like Idi Amin’s? Was there a tender process for the giving out

of this portable toilet contract, or was it another parking meter contract-like arrangement?

Whether gross corruption or simple economic foolhardiness, it is still very serious financial malfeasance and the culpable officials should be dealt with condignly. But of course not at City Hall. If fact, the perpetrators may be encouraged to continue renting these ‘gold’ toilets.

Jagdeo is misguided on this issue Dear Editor

OPPOSITION Leader Bharat Jagdeo reportedly referred to a letter which gives me authorisation to discuss the possible privatisation of Guysuco -- in whole or in part -- with potential investors and accuses the APNU+AFC Government of misleading the Guyanese people and making a sham of consultations with stakeholders.

Mr. Jagdeo is misguided on this issue.

This sensitisation of possible investors tells the story of the Government’s efforts to save the sugar industry. The CoI on the sugar industry recommended privatisation as among the options to save the industry. Note that this

authorisation is to enter into discussions as distinct from negotiations.

In my view it is good strategy to sensitise possible investors to this possible opportunity, while holding consultations with stakeholders to determine the best possible options for saving the industry, its workforce and their families. So the consultations are not a sham. And the efforts to sensitise suitably qualified companies, particularly those with the capital, experience, expertise and commitment to add value and diversify, is a laudable approach, especially if other options fail to save the industry.

JPs, Commissioners of Oaths needed in West Berbice Dear Editor THE three Neighbourhood Democratic Councils from Profit to Naarstigheid, spanning some 40 villages on the West Coast of Berbice, have been without the services of Justices of the Peace (JPs) and Commissioners of Oaths (CoOs) to affidavits for over seven years. Amongst the villages affected are: Eldorado, Belladrum, Weldaad, Seafield, Bushlot and Hopetown. I am aware that applications have been made to fill these vacancies, but to date, no one has been appointed.

The services of JPs and CoOs are sorely needed in our district. Those of us needing these services have to travel miles to obtain same. This is often costly and much to our discom-

fort. Signing and stamping of documents or obtaining affidavits can be a daunting endeavour on account of the absence of the services JPs and CoOs in our district.

It was hoped that with the advent of the new government there would have been some movement in this regard by now. But after two years, no one has been appointed to these offices in our district.

One can only hope that this missive can catch the attention of the Minister of State, the Honourable Joseph Harmon, whom it is understood, is responsible for such appointments and that some action would be taken to alleviate this situation.

Local businesses should take advantage of emerging oil sector

AS the petroleum sector evolves, the Georgetown Chamber of Commerce and Industry (GCCI) is calling on businesses to take advantage of the business opportunities in the lead up to first oil.

At the same time, the country’s oldest business body is strengthening its approach to its mandate, including the adoption of a collaborative approach to the development of the business sector in partnership with the government. In March, a new executive body was installed at the GCCI and new President, Deodat Indar spoke to the media on Thursday at the new executive’s first press briefing at the chamber’s base on Waterloo Street.

Indar said that the country’s economy is expected to develop as oil and gas production nears. He said that there are opportunities for the local business sector to expand with the advent of petroleum production.

However he noted that while a few businesses are paying ken interest in the development, a majority are not in

tuned. “We believe our Guyanese businesses are asleep”, he said, noting that some are not taking advantage of the opportunities that are available.

Meanwhile, Speaker of the National Assembly, Dr Barton Scotland announced the appointment of Dr. Roopnaraine as a Minister of Government with responsibility for the Public Service, with effect June 14, during the 65th Sitting of the National Assembly on Thursday.

sent by President Granger, the Speaker noted that Dr. Roopnaraine has been appointed Minister of Public Service under Article 106 (1) of the Constitution, and is an appointed member of Cabinet.

In the meantime, the Minister of State said a department under the Ministry of the Presidency (MOTP) will be created to oversee “innovation and reform in the education sector,” which will fall under the direct responsibility of President David Granger.

FULL CONFIDENCE Harmon said, too, that the Head of State has full confidence in his Ministers’ abilities to fulfil the new responsibilities to which they have been assigned.

“He continues to have full confidence in Dr. Roopnaraine as a valued member of Cabinet, as well as a valued member of the National

Assembly and it is felt that overseeing the Public Service would add to the quality of service, which is provided to the people of Guyana,” Minister Harmon said.

However, the WPA this week expressed displeasure at the manner in which Dr. Roopnaraine was reassigned to the Ministry of the Presidency, but noted that its position within the government is not threatened.

Executive Member, Dr David Hinds said while the party is awaiting a meeting with President David Granger on the matter, it stresses the need for broader consultation within the coalition government.

An emergency meeting of party executives and members was convened to discuss the issue, Hinds disclosed, while noting that the WPA was well aware that Dr. Roopnaraine may have “health challenges”.

“The party is not aware that this may have played

a role in his reassignment.

We are awaiting a meeting with the President in which we will discuss the matter at length,” Dr Hinds noted as he spoke highly of Dr. Roopnaraine’s ability to manage a ministry.

“We feel that he was well qualified for that position,” he told the Guyana Chronicle.

Dr. Hinds noted that if beyond the imminent meeting with the President, the WPA is not satisfied with the meeting’s outcome, it would prefer additional consultations.

According to him, he has documented regularly the need for consultation at the level of the government, noting that it is one of the “weaknesses” of the APNU+AFC administration.

Hinds noted the timing of the reassignment, which coincided with the death anniversary of the WPA’s founder, Dr. Walter Rodney.

“We are amused by

the fact that you would announce, on the anniversary of the assassination of Dr. Walter Rodney, this kind of Cabinet reshuffle which in the minds of the population we can understand, they will see as some kind of demotion,” Dr. Hinds noted.

In 2016, the President had made changes to his Cabinet which saw Minister Catherine Hughes being appointed Minister of Public Telecommunications, while the Ministry of Governance and the Protection of the National Patrimony were delinked and the latter renamed the Ministry of Natural Resources and assigned to Minister Raphael Trotman.

The functions of the Ministry of Governance were then added to the portfolio of Prime Minister, Moses Nagamootoo.

Additionally, Minister Simona Broomes was also shifted from the Ministry of Social Protection to the Ministry of Natural Resources,

while Minister Keith Scott was moved to the Ministry of Social Protection from the Ministry of Communities and was tasked with responsibility for Labour. Minister Valerie Sharpe-Patterson was then given the nod for the post of Minister within the Ministry of Communities with responsibility for Housing.

In January of this year, President Granger made some additional changes to his Cabinet, reassigning Minister Volda Lawrence from the Ministry of Social Protection to head the Ministry of Public Health while Minister Amna Ally was moved from the Ministry of Social Cohesion to the Ministry of Social Protection.

Former Minister of Public Health, Dr George Norton was moved from the Ministry of Public Health to the Ministry of Social Cohesion, which falls under the purview of the Ministry of the Presidency.

Stern measures to end fish, shrimp smuggling

STRONGER collaboration, greater compliance, increase monitoring and enforcement of borders and a heavier fine levied are among measures taken by a high-level delegation to tackle illegal importation of shrimp and fish into Guyana.

This matter has been a cause for concern and one that the relevant authorities have been tirelessly trying to address over the years.

Crime Chief, Wendell Blanhum, has committed to ensuring stronger enforcement, working along with the Commander of ‘B’ Division. He added that while it is important for the police to ensure compliance, it is also necessary for all players involved to work together.

“It is important for all the

key personnels to work together to ensure that the issue of smuggling is addressed... we (police) have had a close relationship with Aquaculture Association and together I am adamant we can have this matter addressed,” he said.

Agriculture Minister Noel Holder noted the unfair competition the problem has caused on the local market.

“The smuggling of shrimp, fish and fish products in and out of the country affects us all. In addition, the smuggling of shrimp and fish into Guyana has the potential to generate many problems such as the introduction of pest and disease into our environment... So while you may be getting a cheaper commodity, you may be damaging your health and

the health of your family,” the minister said.

East Berbice/ Corentyne Aquaculture Association Secretary, Suedat Persaud, who also spoke, expressed concerns at the manner in which the issue is being handled by the Customs and Law enforcement officials at Springland.

While adding that more needs to be done at the level of the Customs Department, Persaud lauded the efforts of the Food and Drug officials, the Guyana Revenue Authority and the Police Force for assisting where necessary in the past.

“While we have had some assistance in the past, it remains insignificant. Our livelihoods are on the breadline and as such, we (association) believe more needs to

AK-47 duo picked up over series of robberies, narco trafficking TEON ALLEN and Andrew Pollydore who were recently charged with the illegal possession of ammunition and firearms were on Thursday arrested at the Georgetown Magistrates’ Court moments after they exited the court room of their trial.

According to the police, the men were arrested in connection with a series of robbery under arms and trafficking in narcotics. The men were escorted to the Brickdam Police Station where it is reported that investigations are being conducted.

The men along with former policeman, Lloyd Roberts were charged after the discovery of guns and ammunition during a police raid at a John Street, Campbellville home. The allegation against the men stated that on January 22,

The Guyana Revenue Authority (GRA) has a heavy fine of $150-350,000 attached to vehicles caught transporting the illegal catch. Discussions have now commenced to having this increased.

The team also agreed to have the new plan run for a period of three months, after which a review will be done on the progress and will determine the way forward.

Also present were Chief Fisheries Officer, Denzil Roberts and Suedat Persaud, Secretary, East Berbice Aquaculture Association.

Dead Crane woman was psychiatric patient Teon Allen (L) and Andrew Pollydore(R) 2017 at John Street, Campbellville, the men, who are all miners, had an AK-47 rifle in their possession, while not being the holders of a firearm licence. It is alleged too that they also had 7 .68×39 rounds of ammunition. It is further alleged that the men had a 9mm Gluck pistol in their

possession along with 20 live matching rounds.

Andrew Pollydore, a former Guyana Police Force (GPF) rank and Teon Alleyne were jointly charged before a City Magistrate in 2014 with carjacking.

Pollydore was also charged in 2013 with receiving stolen property.

THE decomposed body of a woman found on a dam at New Road, Vreed-enHoop, West Coast Demerara (WCD) on Monday was identified on Thursday as Patricia Ronald, 49, of Crane Housing scheme WCD, police have confirmed.

The body was identified by the woman’s sister with whom she resides in Crane.

Reports indicate that

Ronald was a psychiatric patient for the last 10 years and she left her sister’s home on Monday to go to Georgetown and was never seen again.

A post-mortem is expected to be performed Friday.

Initial reports suggested that Ronald was found clad in a blue short pants and yellow jersey. There were marks of violence on her face and a dark-silver and black ‘Nine West’ shoulder bag

was found next to her body.

The police also found a pair of pink rubber slippers.

In the bag there was a handkerchief, a pack of cigarettes, sweets, sugar, tablets, and pieces of white paper that resemble a hospital’s prescription.

It is alleged that the woman was last seen by persons consuming alcohol at the Vreed-en-Hoop Stelling on Sunday.

…GDF says cameraman, ex-Toshao were detained for their own safety

CAPITOL NEWS videographer, Rudy Morris, and former Toshao of Chenapau, Anthony Melville, are back in Georgetown, after being detained by ranks of the Guyana Defence Force (GDF) for their own safety, after entering an unauthorised area of the Kaieteur National Park (KNP) last Sunday.

The GDF said access to the area was denied to the duo as a result of an active military operation. The men were both released on Monday morning but were allowed to remain within the area, with the exception of any point where there was an active operation in progress, while arrangements were being made for their return to Georgetown. Further, they

were provided with food and accommodation, the GDF said.

According to the GDF, Morris and Melville arrived at the KNP on Saturday as part of the team of the Amerindian Peoples’ Association (APA) representative, Mr. Michael McGarrell. GCCI eyes stronger business relations with Cuba

THE Georgetown Chamber of Commerce and Industry (GCCI) is engaging their Cuban counterparts to develop a structured business relationship between the two countries, GCCI’s Executive Director, Kirk Hollingsworth said.

Speaking at a press briefing at the chamber’s office in Waterloo Street, Hollingsworth said the Cuban Cham-

ber of Commerce is a powerful body.

He said the move was made as there is an increasing number of Cubans who are conducting business here.

He said the GCCI is taking a “different approach to developing Guyana”, pointing out that there are additional moves to bring investments to the country.

Recently, the GCCI and its partners hosted a trade

mission from neighbouring Trinidad and Tobago in which business possibilities here were explored.

GCCI President, Deodat Indar, said the engagement saw vast interests being brought to the table by the Trinidadians, and according to him, these centered mainly on spin-offs from the country’s anticipated petroleum sector.

At the moment, the GCCI is in talks with a UK-based

company which will be in Guyana next month. The discussion is aimed at hosting a major oil and gas exhibition here.

The local business community has seen an influx of Cubans who have been travelling to these shores on a visa-free travel arrangement weekly.

Businessman, Captain Gerry Gouveia, late last year called on CARICOM mem-

ber -countries to match their economic and commercial relations with Cuba to that of their political ties.

Speaking on behalf of the Private Sector Commission (PSC) of Guyana, at a reception in Cuba to mark the 44th anniversary of the establishment of diplomatic relations with Cuba on the part of Guyana, Jamaica, Trinidad and Tobago and Barbados, Gouveia hailed

the bold step taken by these countries in the height of the Cold War. He noted at the time that the changing global environment requires that Guyana and other CARICOM member states “create an enabling environment that would facilitate easy access to doing business, thereby generating jobs for the people of Cuba and CARICOM”.

Three lanes for new ‘Harbour Bridge’ THE DESIGN for a new bridge across the Demerara River, upriver from the existing Demerara Harbour Bridge (DHB) is expected to have three lanes and will allow for 91 percent of riverine traffic to traverse the river without need for retraction.

At the same time, a case for a second bridge further down river linking New Hope on the East Bank of Demerara (EBD) and Laurentia on the West Bank of Demerara (WBD) is being studied. This came to light on Wednesday when the Georgetown Chamber of Commerce and Industry (GCCI) engaged the Ministry of Public Infrastructure (MPI) at the chamber’s headquarters on Waterloo Street.

According to the GCCI,

during the discussion Minister of Public Infrastructure, David Patterson, informed the membership of the body that that based on feasibility studies being conducted, there are plans for the construction of a USD $150M bridge from Houston, EBD, to Versailles, WBD. Expressions of Interest for the construction of the bridge will be sent out in July.

At the meeting, Patterson explained that a plan has been drafted for a three-lane bridge which will be at least 17½ meters above the high tide, allowing for 91 percent of riverine traffic to traverse the river without need for retraction. He said too that in the event that retraction is necessary, the new bridge will have the capacity to accommodate vehicular traffic during an eight-minute

retraction period. The new bridge will have a 50-year lifespan.

During the discussions, a case for a second bridge was discussed. Minister Patterson noted that studies have revealed that there will be need for a second bridge in eight to 10 years. The bridge is valued at USD $79M. Government has already acquired land around the landing sites, the GCCI quoted the MPI. It noted too, that a section of Laurentia has been designated for the development of a housing scheme and an industrial site.

Tobacco Control Bill read for first time

THE Tobacco Control Bill 2017 was on Thursday laid in the National Assembly by Minister of Public Health Volda Lawrence and was read for the first time.

The bill, No.5 of 2017 seeks to adopt and implement tobacco control policies in accordance with the World Health Organisation’s (WHO) Framework Convention on Tobacco Control, which aims to protect present and future generations from the “devastating harms of tobacco use and exposure to tobacco smoke; to prevent tobacco use by minors; to protect workers and the public from exposure to tobacco smoke.”

Additionally, the legislation also seeks to prevent exposure of the public, especially minors, to tobacco advertising, promotion and sponsorship; to enhance public awareness of the hazards of tobacco use and exposure to tobacco smoke; to ensure that every person is provided with effective health warnings about the harms of tobacco use and exposure to tobacco smoke; to regulate the tobacco industry, its products and sales; to protect public health policies from commercial and other vested interests of the tobacco industry; and to provide for other related matters.

Under the legislation, the Minister of Public Health has the power to order the establishment of a National Tobacco Control Council, which shall advise the minister on matters related to tobacco control and the administration and enforcement of the Act. Members of the council shall be appointed for a term of three years and be eligible for re-appointment and the appointment of each member and each change of member shall be published in the tobacco industry.

Members of the council shall be the Chief Medical Officer, who will serve as chairperson of the Council, a public officer with responsibility for tobacco control at the ministry, shall serve as the secretary of the council, the officer with responsibility for school health at the Ministry of Education and not more than four other senior public officers as the minister sees fit.

The four persons shall be selected by the minister from among nominees from civil society or non-governmental organisations involved in human rights, public health, consumer protection, workers’ rights, youth development, sports or monitoring corruption.

“The government shall take all steps necessary to protect tobacco control policies and measures from any real or perceived influence from or interference by the commercial and other vested interests of the tobacco industry,” the bill stated.

In relation to corrective action, and penalties, the legislation said, “Any person who contravenes any of the provisions of this Act for which there is no penalty prescribed, commits an offence and is liable on summary conviction to a fine of $9M and imprisonment for 12 months.”

Jagdeo open to overseas GECOM chair … says proposal was made to President during talks

By Vishani Ragobeer OPPOSITION Leader, Bharrat Jagdeo disclosed that he has proposed to President Granger the amendment of the constitution guiding the selection of a Guyana Elections Commission (GECOM) Chairperson, to “broaden the pool” of nominees to include non-Guyanese.

Speaking at a public meeting in Enmore, East Coast Demerara on Wednesday the former President acknowledged that one of the conditions of the Carter Center Formula is to have the chairman as someone who has deep knowledge in electoral matters. “Where are we going to find this person in Guyana?” he questioned and commented, especially people who are not political. “It’s almost impossible to meet that condition.”

Jagdeo related to the gathering that another part of the Carter Center formula confines the selection to Guyanese nominees but

since there is hardly anyone to fill that position, the former President advanced a joint amendment of the constitution to “broaden the pool” of nominees. “We can search around the world, so my list can feature some of the best people from around the world,” he explained and further noted, “So that was one of my suggestions, and we will explore that.”

While further relating his engagement with the President, he highlighted that President Granger has also suggested the establishment of a “Search Committee”, since both parties were at loggerheads. Here, he justified his disapproval of this proposal by explaining what he expressed to the President. He explained that if he and the People’s Progressive Party Civic (PPP/C) should agree to this search committee, then President Granger will be part of selecting and submitting the PPP/C’s nominees and thereafter choose too. According to him, this action would vio-

supporters are confused as to why he agreed to submit a third list after the first two lists were rejected.

To this end, he noted that he is presented with only three options due to an agreement between government and the opposition.

His first option is to present another list of candidates acceptable by both parties; his second is to work with the government to collaboratively appoint someone impartial or thirdly, to allow the unilateral appointment of the chairman by the President. “Nevertheless, we are prepared to work to ensure that we have a chairman,” he said.

Article 161 (2) of the Constitution stipulates that the Opposition Leader must submit a list of six nominees for the position of GECOM Chairman, of which no candidate must be unacceptable.

The list must exemplify satisfactory, constitutional and fair characteristics.

The President however has the right the reject the

list without reason, Jagdeo explained but opined that President Granger has unreasonably denied both lists which he believes are suitable. “If he says to submit a third list, we have to submit it,” Jagdeo said while adding that failure to do so will result in a unilateral appointment of the GECOM Chairman.

Additionally, Jagdeo noted that if President seeks to unilaterally appoint someone of his choice, it will be unconstitutional and illegal and the PPP/C alongside its supports will fight the decision in the court and on the streets. “We have to fight to make sure what happens at GECOM is satisfactory to all people of Guyana,” he said.

President Granger had made it clear that Jagdeo must submit a list that matches the criteria set out in keeping with Article 161 (2) of the Constitution of Guyana for the selection of a ‘fit and proper’ person to fill the post of Chairman of the

Guyana Elections Commission (GECOM). The Head of State in an interview with the Press and Publicity Unit of the Ministry of the Presidency said that the list must include six persons who are all qualified so that the choice is not limited.

Article 161 (2) of the Constitution states that, “ …the Chairman of the Elections Commission shall be a person who holds or who has held office as a judge of a court having unlimited jurisdiction in civil and criminal matters in some part of the Commonwealth or a court having jurisdiction in appeals from any such court, or who is qualified to be appointed as any such judge, or any other fit and proper person, to be appointed by the President from a list of six persons, not unacceptable to the President, submitted by the Leader of the Opposition after meaningful consultation with the non-governmental political parties represented in the National Assembly.”

OAS resolution on Venezuela crisis for 47th General Assembly THE Organization of American States (OAS) will bring a resolution to give expression on the Venezuela crisis when it meets in June for the 47TH General Assembly.

This was disclosed on Thursday by Minister of Foreign Affairs and Second Vice-President Carl Greenidge, who says the resolution was drafted during the 29th Meeting

of Ministers of Foreign Affairs of the OAS in Washington DC on May 31. “The resolution addresses issues of what is happening to the constitution,[and] the implementation of the constitution in Venezuela. It makes reference to the rule of law, the faith of persons in opposition, the political space provided to people who are non-governmental (NGOs) and members

of civil society,” Minister Greenidge explained.

The draft resolution also makes mention of the rights of citizens and challenges they face, humanitarian issues, the availability of resources including foodstuff, how best humanitarian aid might be secured and the implication of the constituent assembly. Guyana’s western neighbour, Venezuela, has been plunged

into turmoil with falling oil prices.

There are reports of massive food shortages and violent clashes between the country’s security forces and citizens over current President Nicholas Maduro’s move to install a Constituent Assembly. According to Greenidge, there is indecision among the 34-member OAS as it relates to the resolution. “I can’t tell you the likelihood of the passage.

There is more than one resolution and in considering the resolution, one has to acknowledge that there are some countries themselves opposed to the very idea that Venezuela should be discussed,” Minister Greenidge said.

The 47th OAS General Assembly is scheduled for June 19-21 in Cancun, Mexico, under the theme, “Strengthening dialogue and concerted action for

prosperity.”

The OAS is a multilateral regional organisation of 34 members which includes the Caribbean region, Latin America, Central America and Mexico, Canada and the United States.

By Ariana Gordon THE MINISTRY of Natural Resources on Thursday approved the ExxonMobil Liza Phase 1 development plan and issued a production licence for the Liza field.

This is an important milestone towards the first phase of oil production at the Liza field offshore Guyana, the ministry has said.

Production is expected to begin in 2020. Following the approval of the Production Licence and environmental permit, it is expected that ExxonMobil and co-venturers Nexen and Hess will make a final investment decision on the Liza Phase 1 development. In a separate process, the Guyana Environmental Protection Agency issued the Liza field environmental permit on June 1.

The environmental permit ensures that the environment is protected through the lifecycle of the project. The Liza Phase 1 development plan includes completion of a floating production, stor-

age and offloading (FPSO) vessel designed to produce up to 120,000 barrels of oil per day.

Meanwhile, Minister of Natural Resources, Raphael Trotman said approximately two billion barrels of oil have been discovered in the Stabroek Block by ExxonMobil and its partners. Trotman made the announcement on Thursday during deliberations on the Petroleum Commission of Guyana Bill 2017.

Earlier this month the government had indicated that following reviews of the technical and environmental aspects of the Liza Project-Development Plan that was submitted by Esso Exploration and Production (Guyana) Ltd (EEPGL) in December 2017, it was likely to grant the production licence to ExxonMobil for production of petroleum in 2020. The statement issued on June 2 said the licence will place emphasis on Guyanese employment and training, the procurement of goods and services in Guyana, infrastructural

soundness and protection of the environment. According to the government, the production licence is required to be finalised before the developers make their Final Investment Decision (FID) for the project in June 2017.

“Extraction from the Liza field is expected to commence in 2020 at an initial rate of 100,000 barrels of crude per day in the first phase, with a Floating Production Storage and Offloading (FPSO) vessel providing the main infrastructural support for the project,” the Ministry of Natural Resources said in a statement. It added: “The Government and people of the Cooperative Republic of Guyana will receive a royalty of 2 per cent on gross earnings and benefit from 50 per cent of the profits from the sale of petroleum once production commences.”

Trotman told fellow parliamentarians that “despite receiving one mishap in not being able to make a discovery… [ExxonMobil] also made two further discoveries which we are in the process

Archer noted too that there were a few deferrals, particularly from those who were over aged 65, those with various forms of tattoo, those on medication, and those with low haematocrit (iron) level.

Persons who have had tattoos printed on their bodies would have to wait for a period of 12 months before they can become donors, while persons with a low iron count are advised to improve their diet by eating vegetables or by adding multivitaims to their meals.

In late March, ExxonMobil had announced a major discovery of oil here at its Snoek well offshore Guyana, confirming some 82 feet of high-quality, oil-bearing sandstone reservoirs. ExxonMobil in a statement had said drilling targeted similar, aged reservoirs as encountered in previous discoveries at Liza and Payara. “The latest discovery at Snoek demonstrates the continued success we have achieved in this technically complex play, which is just part of the significant exploration province offshore Guyana,” said Steve Greenlee, president of ExxonMobil Exploration Company, in a statement.

According to the statement, ExxonMobil affiliate Esso Exploration and Production Guyana Ltd commenced drilling of the Snoek well on February 22, 2017 and encountered 82 feet (25 metres) of high-quality, oil-bearing sandstone reservoirs. The

well was safely drilled to 16,978 feet (5,175 metres) in 5,128 feet (1,563 metres) of water on March 18. The Snoek well is located in the southern portion of the Stabroek Block, approximately five miles (9 km) to the south-east of the 2015 Liza-1 discovery.

Following completion of the Snoek well, the Stena Carron drillship has moved back to the Liza area to drill the Liza-4 well. “As we continue to evaluate the full potential of the broader Stabroek Block, we are also taking the necessary steps to ensure the safe, cost-efficient and responsible development of this world-class resource, which can provide longterm, sustainable benefits to the people of Guyana,” said Greenlee.

The Stabroek Block is 6.6 million acres (26,800 square kilometres). Esso Exploration and Production Guyana Limited is operator and holds 45 per cent interest in the Stabroek Block. Hess Guyana Exploration Ltd holds 30 per cent interest and CNOOC Nexen Petroleum Guyana Limited holds 25 per cent interest.

Region Six honours blood donors

REGION SIX Health Services has honoured donors who collectively contributed over 500 units of blood to the New Amsterdam Blood Bank.

The donors were awarded plaques, hampers, bouquets and other tokens during a recent recognition ceremony held at the New Amsterdam Hospital Compound, in observance of World Blood Donor Day 2017.

Omesh Samlall, 34, a field foreman attached to GuySuCo, who gave 25 units of blood in the past six years, received the Male Champion Donor Award.

He told the Guyana Chronicle that the desire to donate was prompted after a near death experience in 2011.

“I awoke suddenly from my sleep. My eyes refused to close. My wife assisted me in the bathroom for a shower. I fell and my world darkened. Contact was made to families and friends, including the Dwarka’s family,

WPA calls for exoneration of Donald Rodney

THE Working People’s Alliance (WPA) is calling for the state to exonerate Donald Rodney from all charges brought against him in relation to the death of his brother and founder of the party, Dr Walter Rodney.

The WPA, which is the second largest party in the A Partnership for National Unity (APNU) coalition, passed this resolution on June 13, 2017 during a meeting at the National Library.

The meeting was organised in observance of the death anniversary of Dr Rodney who was killed in a bomb blast on June 13, 1980.

The resolution was communicated to President David Granger via a letter, for him to take immediate action both in the interest of the party and the country.

According to the WPA, those gathered at the meeting celebrated the life, activism and scholarship of Dr Rodney and his contribution to Guyana, the Caribbean, Africa, and the oppressed of the world.

The party said at that event, it was noted that the charges against, and conviction of Donald Rodney in the death of his brother still stand.

The younger Rodney was convicted for being in possession of an explosive, which killed Dr Rodney and served an 18-month sentence.

Donald Rodney was reported to have been the person to witness the explosion which killed his brother.

He earned a PhD in African History in 1966 at the School of Oriental and African Studies in London, England, at the age of 24.

Many described him as having shifted the socio-political culture in Guyana, which was highly polarised, through activism. He was killed in his car on June 13, 1980, after a walkie-talkie he had in his possession exploded.

Meanwhile, the WPA in another resolution called for the immediate

With the submission of a report by the commission, which did not point to any one person or entity, the WPA called on President Granger “to take the necessary steps to end this chapter of our history.”

To end this chapter, the coalition party asked the government to “withdraw all charges brought against Donald Rodney in June 1980 [assassination] and in so doing exonerate him from the heinous accusation of complicity in his brother’s death.”

In making this plea, the party said its members were cognisant of the fact that if the terms of reference governing the CoI had been more carefully crafted, matters such as this could have been more properly addressed under its mandate.

Dr Rodney was born into a working-class family in Guyana on March 23, 1942. He attended Queen’s College in what was then British Guiana, and became a champion debater and athlete.

He subsequently attended the University College of the West Indies (UCWI) in Jamaica, on a scholarship, graduating in 1963 with a firstclass degree in history, thereby winning the Faculty of Arts prize.

Kumaka man charged with rape A 26-year-old miner of Five Miles Kumaka, Kwebanna was on Thursday remanded to prison after he was charged for raping a girl under the age of 16.

Ron Charles appeared unrepresented on Thursday before Magistrate Judy Latchman at the Georgetown Magistrates’ Court. Charles is accused of having sexual intercourse with a minor on June 10, 2017. The act was allegedly

committed while the child was left in Charles’ care.

According to the facts of the case, the mother noticed a strange substance on the child’s undergarments. Upon being questioned the child related what had happened. The matter was reported and the man was arrested.

Charles is expected to return to court on 27 June.

Business-to-business event in 2018

THE inaugural meeting of the Steering Committee for what will be a major biennial business-to-business engagement in 2018 was held on Wednesday in the boardroom of the Ministry of Business.

The idea for the initiative emerged from consultations on the future of GuyExpo.

The Caribbean Export Development Agency (CEDA) had agreed to provide technical assistance to the Ministry of Business to restructure GuyExpo.

In February 2017, CEDA’s competitiveness and Innovation Manager, along

with representatives from Jamaica Investment Promotions (JAMPRO) and the Trinidad and Tobago Chamber of Commerce visited Guyana and conducted a two-day workshop with the GuyExpo Planning Committee that included representatives from the Ministry of Business, the Guyana Manufacturing and Services Association (GMSA) and the Georgetown Chamber of Commerce and Industry (GCCI).

CEDA and the ministry also had consultations with local business leaders in March 2017 and arising out of those consultations, it was

agreed that a new event that is purposeful and focused on business-to-business engagements was needed.

Hence, the concept for the business-to-business event was developed.

The event which is yet to be officially named, is geared to providing sustainable markets for export-ready products; providing opportunities for foreign companies to partner with local companies; and providing opportunities for green field ventures among other outcomes.

The event is expected to contribute positively to export earnings for Guy-

Steering Committee members at the meeting on Wednesday ana, build capacities of local businesses and aid general growth and development of the business sector.

Its objectives are to promote packaged investment opportunities for Foreign Direct Investments (FDI); link export-ready firms to export markets; create opportunities for foreign investors to partner with local businesses; and to highlight Guyana as a good place to do business.

GuyExpo, which was introduced in 1995, was initially under consideration to

be redesigned, but recommendations coming out of the consultations were for expo to maintain its current business-to-consumer format since it was now an established brand.

However, given the emphasis on export-promotion, it is unlikely that GuyExpo will be held this year.

‘Crab Man’ to stand trial for alleged abduction of teacher SHAMAL Mohamed, 43, known as ‘Crab Man’ of Number 71 Village, was committed to stand trial in the High Court after Magistrate, Rabindranauth Singh, ruled that a prima facie case was made against him.

Mohammed, who is represented by Attorney-at-law Chandra Sohan, was refused bail and remains on remand, while additional, a Preliminary Inquiry (PI) into two counts of attempted murder continues.

Police had charged the taxi driver with abduction, which alleged that on January 5, 2015 at Number 70 Village, Corentyne, he abducted Bhartie Udho, a teacher, with intent to secretly or wrongfully confine the woman.

Police Inspector, Orin Joseph, led several witnesses, who testified that the defendant had previously shared a relationship with the 21-year-old woman but the relationship ended after the virtual complainant discovered that Mohammed was married.

However, the taxi driver was not to be booted and developed a habit of forcing the woman into his car and driving to bushy areas along the upper Corentyne

coast line, where he would keep her against her will, while pleading with her to recommence the relationship, or suffer the consequence of death.

On January 5, 2015, at about 12:30hrs, the complainant’s younger sister had accompanied her to the village bus stop, where she boarded a minibus to take her to the Number 56 Primary school but as soon as she entered the public vehicle, the defendant, hurriedly exited his car and pulled her from the back seat of the bus, where she had been seated.

Despite the intervention of other passengers, the defendant was successful in removing the teacher. The court heard that he took her to his backyard which had overgrown bushes and while there, he ordered that she use his cellular phone to telephone the Springlands Police Station and inform ranks that she had willingly left with him. However, before the conversation ended, the phone was disconnected, as it was low on credit.

After he left to purchase additional credit to activate his mobile service, the complainant took the opportunity to contact her parents and she escaped.

Police foil robbery

Constable 23653 Jacobe McCallman acted on his intuition when he noticed a suspicious car parked in front of a business place, situated a few houses in the opposite direction of the Albion Police Station.

According to reports, at around 02:00hrs on Wednesday, three men broke and entered the business place of Andrew’s Stationery Computers and Car Auto Sales at Lot 10 Albion Front, Corentyne, Berbice.

The suspects exited the vehicle and made good their escape. The abandoned car, PHH 3733, was subsequently pulled out by the police and the stolen items were recovered in the car .The car and the items are lodged at the Albion Police Station.

Meanwhile, Commander of ‘B’ Division, Ian Amsterdam confirmed that the owner of the car, Freddie Butler, who resides at Section ‘B’ Turkeyen, East Coast Demerara (ECD), is currently in police custody assisting with investigations.

However, this newspaper was informed that prior to his arrest, Butler turned up at the Whim Police Station and reported that his car was stolen. He told police that the car was hijacked and that he was tied up and thrown out of the car at Auchlyne Cemetery, which is a village away from Whim Police Station.

The man told police that he was hired to take the men

to Berbice. But according to the Commander, Butler’s story is not “checking out”, hence he remains in custody.

“We are checking the timings he claimed he crossed the Berbice Bridge, among others. His story is not matching”, the Commander said.

Mayor flags Markets Committee –– on relocation of vendors to facilitate repairs to Stabroek Wharf

By Telesha Ramnarine GEORGETOWN Mayor, Patricia Chase-Green, has lamented the “lackadaisical” attitude with which the Markets’ Public Health Committee is approaching the relocation of Stabroek Market vendors to facilitate repairs to the wharf.

“I am not hearing from the [committee] and I hope that we can start consultations with those persons, so that they will be able to give us ideas of where they can be relocated while the wharf is being constructed,” she said.

Speaking to City Councillors earlier this week, the mayor feared that should no action be taken in this direction, the money for it could be relocated.

“Councillors, if we do not do that, we will not be able to get that wharf done and the money will be relocated and I don’t think under my stewardship I want that money to be relocated when we had been forewarned.

“We have to be very vigilant and very alert and, ensure that that market rehabilitation is not [prolonged] because of the lackadaisical way in which we approach the relocation of vendors,” said Chase-Green.

She offered, too, that the committee will have to do more than hold once-a-

month meetings.

In the past, the mayor had also expressed concern of finding adequate money to assist the relocation process.

“If the wharf is going to start construction in the first quarter, we have to move all those people. We have to look; we have to find somewhere with sanitary facilities and running water, which puts a strain on Council’s finances. Where do we get the money to find a new site to put people with the limited cash we have?”

Chase-Green had said that she was leaving it up to the Markets’ Public Health Committee to come up with a solution for the relocation problem.

“There are persons now who decided they would sell around Parliament Buildings; no respect,” the mayor said, adding: “It’s not the Council’s desire to prevent anyone from earning a living. You can earn a living, but you have to earn it under rules and regulations.”

Guyanese charged for raping girl in Barbados A GUYANESE couple are now on remand after appearing in a Bridgetown Court on a rape charge.

It is alleged that Carla Alexis Martin, 37, and Sean Christopher Nelson, 29, both of Kings Street, St Michael, had sexual intercourse with a female on June 11, knowing that she did not consent to the act or was reckless as to whether she consented.

The two were not required to plead to the indictable charge when they appeared before Magistrate, Kristie Cuffy-Sargeant, in the District ‘A’ Magistrates’ Court on Wednesday.

Prosecutor in the case, Sergeant Cameron Gibbons, objected to bail on several grounds, including the seriousness of the offence and the alleged victim’s tender age.

However, Martin, in her application for bail, told Magistrate Cuffy-Sergeant that she knew nothing “bout what the girl say ‘bout me”, while Nelson submitted that they would not be in the area and “will not interfere” with the complainant, even as he denied having any knowledge of what was being alleged.

However, their applications were denied and the two were remanded to prison until July 12.

‘Free Souls’ delivers!

--teaches audience how to really ‘Escape’

IF you attended the first showcase by contemporary dance group, Free Souls Dance Theatre last year, then you would have no doubt expected the magnificence which permeated the entire show at last Saturday’s event at the National Cultural Centre.

But those unsuspecting patrons who would have had their first encounter with this group were certainly in for a treat.

Known for his passion for the art of dance as well as his

penchant for flair and drama, Founder of Free Souls Dance Theatre, Kijana Lewis certainly delivered on his promise of having a treat in store for the audience at the group’s second showcase last weekend. Appropriately titled ‘Escape’, the show was a welcome mix of theatre and dance, and Kijana and team married the two so seamlessly, that it most likely set the bar for local dance shows in the future.

Moreover, the themes presented throughout the night

were thought-provoking, and made even more poignant as they were communicated through sharp and often times, sexy choreography.

In the First Block, the show centred on ‘Woman’ and, as the title suggests, focused on both the strength and the struggles of the female sex. Much like the woman, too, the choreography was soft, romantic and at other times provocative as they told relatable stories of women, from those who searched for

love and validation in the arms of lovers who did nothing but stole from them, to those who found solace in embracing their sexuality, and flipping the script to become the ‘man-eater’ of sorts.

SHARP CONTRAST Then came the Second Block, which focused on ‘Man’. In contrast, the choreography portrayed physical strength and machismo as the four males of the show came on stage dressed in harem pants and heavy-duty boots, stomping and grunting in a show of traditional masculinity. It was here, though, that the show took an interesting turn. It is also at this moment that Kijana and team must be especially commended for tackling an issue that is often times tiptoed over: Society’s expectation of man and its definition of what manliness should be, which leaves men who lead alternate lifestyles

forced to live and love in the dark; a concept that was aptly portrayed by a moving rendition of Hozier’s ‘Take me to Church’ by Paul Charles and Isaiah Luther.

Kijana then posed all the questions on the limitations placed on men who are expected to live up to the standard of society as he danced to a spoken-word piece, ‘Man Up’.

The show moved along nicely, and in the second half, a bit more of theatre was infused. In ‘Fantasy vs. Reality’, a homely housewife searched for ways she could tap into her sexuality to please her bored and disgruntled husband; a fantasy that, while played out nicely by seductive dancers who even gave members of the audience a treat by bringing them onstage to give them lap dances, did not end up so well for the wife herself, who, after waking up, realised that it was all a dream.

Then the group revived a skit from last year which dealt

with prostitution, cross-dressers and the violence that some of these workers face. This dark undertone was, however, contrasted by the comedic performances of Kijana and Paul.

By the end of the show, the audience, which, was a typical ‘Guyanese ‘audience with its heckling and all, was certainly satisfied.

This year’s crowd was indeed bigger as well, and so was the stage, which allowed the dancers for better expression.

Particularly strong performances were given by the four men of the group: Kijana, Paul, Isaiah and Mwanza Glenn, while Fiano Spencer and Latoya Browne gave memorable performances as well.

And while there is more work still to be placed on synchronisation with this group, overall, their form was strong and their passion for dance shone through to the end. It will be exciting to see how much better this group gets by next year.

Our miseducation about Haiti and things Haitian I REMEMBER at the Museum of African Heritage some years ago, there was a gathering to discuss Haiti and our relationship with that sister Caribbean and CARICOM nation.

It turned out that it was a group of people who were trying to establish themselves into an NGO on the Haitian situation, and required our blessing. This was during the horrific earthquake that killed so many people on the island.

I am always suspicious of NGOs, because they’re not at all accountable to anyone but themselves. Joan Cambridge was not there, but we had discussed her willingness to surrender lands to which she had access to accommodate a small Haitian community. Dr James Rose was the government representative present, so I hinted at the fact that the Haitians were an Afro-Caribbean people, and being aware of the ethnic obsessions of the PPP, I was unsure how that would be allowed. He did not respond.

What struck me was when a prominent woman activist stood up and blurted out that the earthquake occurred because of the Haitians belief in voodoo. I was in total disbelief! And furious! I remember fellow ACDA member, Clementine Marshall asking me to calm down, which I did, reluctantly.

I had encountered this incredible foolishness some days before in a minibus with a so-called Christian. This young lady boasted that her pastor had told her so. I am also aware that preaching and pastors had become a kind of escape, and that more charlatans were out there than scholarly and enlightened religious servants of the people.

But stupidity is easier to peddle than the complexities of truth, and, over the years, voodoo and zombies have been dumped on our colonial consciousness by pulp fiction, ‘B’ movies, and even award-winning and popular films like the child’s play ‘Chucky’ films.

One of the most exciting and popular TV series today, ‘The Walking Dead’ is based on the zombie genre, so the popular conditioning was well taken care of. But for those who need to really

understand, CLR James’s iconic book, ‘Black Jacobins’ is always available, as is the scholarly ‘Five Thousand Days War’ by President David Granger.

Comprehending Haiti should be a cultural awareness embraced by CARICOM nations; their own efforts must go into this. From my own experience, don’t expect anything in application towards this from the CARICOM Secretariat; this has to be individual government initiatives.

Haiti’s contribution to our collective history and that of the world should be well understood, so appreciation in varied areas of that

island-nation’s predicament can be understood in a context outside of the popular frivolous fictional awareness that now occupy the space when we think Haiti, and when we speak of Haiti and the Haitian people.

SAME TRIBAL ROOTS The Haitian people came from the same tribal roots as the rest of the Afro New World population who were brought into slavery over the past 400 years. Voodoo is a belief system that originated in the West African nation of Dahomey, and in the Haitian context is a parallel fusion with Catholicism and a com-

bination of rites, philosophies and rituals of other tribes, including the Amerindian Peoples.

To summarise what occurred in the making of the Haitian nation must extend the reader’s attention to what happened in France in the 1780s, then the most populated Western European nation and a leader in trends and ideas.

The French rose up against its monarchy and nobility due to hardships imposed on its masses, among other concerns; under the banner of ‘Liberty and equality’, something new had occurred in France. Haiti, then called Saint-Domingue, was

the most productive of the slave colonies of the Caribbean, and became a champion of what we understand as the ‘French Revolution’, with its denunciation of the numerous race and classbased caste stratifications imposed by the Church and class-sensitive nobility [who at individual levels were the first to contradict this] and the merchant class who supported anything that filled their coffers.

The rage and fury of the guillotine as royal heads rolled into baskets shocked the royals of Europe, and immediately France became the enemy of all Europe. Saint-

Domingue, the French colonial gem that shared island space with the Spanish colony of Santo Domingo [now the Dominican Republic], which I must insist must not be confused with the island of Dominica, demanded upon sound grounds the transference of the French revolution to address issues in that colony; this erupted in the Caribbean’s longest arena of conflict, and history’s only successful slave rebellion.

France was in constant conflict, and out of that rose Napoleon Bonaparte [who despised the revolution] as ‘First Counsel’, while in SaintDomingue, incredible leaders, the equivalent of Napoleon, also emerged, among them Henri Christophe, Dessalines and the brilliant Toussaint L’Ouverture, whose humanity, lack of resources and management of overwhelming odds exceeded Bonaparte in many areas.

The French colony of Saint-Domingue, upon liberation from the monstrous yoke of slavery after ten years of conflict, defeated the order of genocide commanded by Napoleon in the largest military fleet to embark for the Caribbean. His misled army was deminished, as were the English before them, resulting with the birth of Haiti.

But this was the only free Afro nation in the Americas.

In 1825, the French used another military fleet to force Haiti to compensate their planter tormentors, that took Haiti until 1947 to pay France a total of the modern equivalent of $21B. Indeed a sadistic revenge, this was the only successful slave revolution in history, and the only nation subjected by its enslavers to pay towards its own impoverishment.

This happened because it was free and alone between the New World twin continents of slave nations.

One sensible initiative the modern CARICOM nations can employ is to encourage a contingent of teachers to allow English to become a common language in Haiti.

They are, by history and culture, a Caribbean people.

And this is not new. Henri Christophe, who had declared himself King of Haiti, had envisioned this as necessary almost 200 years ago.

‘Miss World Guyana’ takes it up a notch!

--introduces encampment period for delegates THE Miss World Guyana Organisation is really pulling out all the stops to ensure the ten finalists in this year’s pageant are as prepared as they can ever be.

So, if any of these girls don’t bring their full ‘Agame’ to the fore come pageant night, it definitely won’t be for the want of training. I can tell you that much!

Taking things up a notch, the organisation has introduced an inaugural encampment period which began last Saturday, and will culminate with the hosting of the pageant on June 25 at the Mariott Hotel.

The girls are staying at a posh house at the swanky Windsor Estates, a major sponsor of the pageant.

Furnishing for the house was provided by Kissoon’s Modern Industries Limited, while the groceries are being provided by Massy Supermarket.

The MWGO wrote the girls’ respective employers requesting time off for each finalist so they could be a part of the encampment, and the respective employers have all been

rather supportive so far, for which the Organisation is eternally grateful.

The delegates were given quite the welcome by residents of the gated community, who came out for a ‘Welcome to Windsor Meet-and-Greet’. Making the event all the more appealing was Sueria Manufacturing, which was there to share their Daily’s Cocktail with the residents.

Organisers want the encampment to serve to help bring the delegates closer together, and develop themselves.

“When you place people in the whole in an environment to inspire, leadership happens,” related franchise holder, Natasha Martindale.

“This encampment is part of the judging segment; what we want to judge is progress. How has she developed since she started this journey? What is her attitude like? How well does she work with others? What leadership qualities is she displaying? Is she improvising?

Is she a problem solver?

Those are some of what we hope to achieve with an encampment.”

Natasha has been at the helm of the pageant some three years now. The New York-based financial analyst has since led Guyana to place in the Top Ten of the international Miss World Pageant two years in a row.

She now hopes to make this encampment an annual feature of the pageant.

“It’s something I wanted to do from the inception, and I wish I can continue year over year. Encampment is a vital process to self-discovery. It’s time we stop putting women against women, or girl against girl; we need to find a way to support each other, and this is what pageantry should be,” she noted.

The girls are definitely enjoying their little mini-vacation. Who wouldn’t! Right?

Decision today for driver busted with cocaine in fish

CITY Magistrate Leron Daly is expected to make a ruling today, Friday, June 16 in the matter against a minibus driver, who is accused of trafficking 18 pounds of cocaine in frozen fish at the Cheddi Jagan In-

Shafur Ali, 27, of Lot 27 La Jalousie, West Coast Demerara is on trial for allegedly having 9.044 kilograms of cocaine in his possession on June 8, 2016, for the purpose of trafficking. The accused

A MAN pleaded guilty to a charge of simple larceny when he appeared at the Georgetown Magistrates’ Court on Wednesday.

William Hollingsworth plead guilty to the charge, which stated that between June 7 and 9 at China Harbour Engineering, Timehri, he stole two tubes and a fuel injector valued $2,472,192, property of Yong Xlin Chen.

Hollingsworth, who is a machinist at the company, told the court that he took the items mentioned in the charge because his salary was too little.

The matter was adjourned until June 30 for report.

Taxi driver accused of swindling elderly woman of car A TAXI driver was released on $150,000 bail on Thursday by City Magistrate, Leron Daly on a fraud charge.

O’Neil Simon, 31, of Cummings Park, Sophia denied that on April 3, 2017 at Georgetown, being the bailey of Toyota Corolla, HC 5044 valued $1.4M entrusted to him by Sukdai Ramsammy, he fraudulently converted same to his own use and benefit.

The unrepresented man told the court that the vehicle is currently lodged at the East La Penitence police station. According to Police Prosecutor, Preston John, the accused

was entrusted by 72-year-old Sukdai Ramsammy with the said motor car to operate and return $15,000 in cash weekly.

However, when the woman tried to get in contact with the accused, he did not answer his phone and did not return with the woman’s car or money.

The matter was reported to the police and Simon was later arrested.

The prosecution made no objection to bail since the file is still incomplete. The Magistrate released Simon on $150,000 bail and adjourned the matter until June 26, 2017.

raping a girl under the age of 16.

Ron Charles appeared unrepresented on Thursday before Magistrate Judy Latchman at Georgetown Magistrates’ Court.

Charles is accused of having sexual intercourse with a minor on June 10, 2017.

The act was allegedly committed while the child was left in Charles’ care and her mother was not at home.

According to facts of the case, the child’s mother noticed a strange substance on her undergarments and upon being questioned, she related what happened. The matter was reported and the man was arrested.

Charles is expected to return to court on 27 June.

COMFORT SLEEP, Guyana’s lead manufacturers and distributors of foam mattress and pillows, on Monday, made a donation of 13 foam mattresses and a matching amount of pillows to the Shaheed’s Boys and Girls Orphanage, located at Lot 157 Alexander Street, Kitty, Georgetown.

The presentation took place at the Orphanage with Comfort Sleep’s Managing Director, Mr. Dennis

Charran, and wife, Mrs. Sabita Charran, presenting the gifts to caregiver at the orphanage, Mr. Michael Akbar, who is assisted by his wife.

Akbar expressed gratitude to Mr. and Mrs. Charran for the timely donation to the orphanage, which provides a home for more than 30 children (15 boys and 17 girls). He said the orphanage is in need of such items right now, since there was recently an additional

intake. The coordinator expressed confidence that the items will provide added comfort to the children at the facility.

Meanwhile, Mr. Charran said Comfort Sleep is pleased to make the donations, adding that it is one of the initiatives that his company rigorously pursues – charitable works and bringing comfort and joy to less fortunate boys and girls.

“It is a pleasure for us to be giving to these entities,

especially where kids are concerned,” Charrran said.

Charran also urged other businesses to reach out to children in need as a way of giving back to society, especially in helping them acquire a good education, as well as keep them off the

streets.

Comfort Sleep has, for the last 10 years or so, been conducting schools’ feeding programmes, providing hot meals to over 500 children at schools in West Demerara, Berbice and elsewhere and holding Christmas par-

ties for them each year, as well as distribute kites at Eastertime.

Demerara emerge champions of GCB/Hand-in-Hand U-19 tourney DEMERARA emerged champions of this year’s GCB/ Hand-in-Hand Under-19 Inter-county three-day tournament based on points, after early morning rains forced the umpires to abandon matches at the Everest Cricket Club and Police Sports Club grounds.

Demerara ended with 25.5 points, Berbice followed with 19.7 points. The Select Under-17, from which players will be drawn for next month’s regional U-17 tournament, had 11.1 points, finishing just ahead of the 8.6 points that the Essequibo team managed.

All-rounder Kevlon Anderson gained the man-of-thematch award for the Select U-17 versus Essequibo, while Karan Arjpaul was adjudged man-of-the-match for his impressive bowling performance of 9 for 22 for Berbice against Demerara on Wednesday.

Raymond Perez received the award for the highest aggregate of runs in tournament, that of 259, with a best of 125, while Keshram Seyhodan got the trophy for the most wickets in the tournament - 18.

West Indies Youth selectee Joshua Persaud and Robin Williams shared the award for the most dismissals, three each.

Bhaskar Yadram, another West Indies Youth selectee, got the MVP award for aggregating 204 runs, taking 20 wickets and collecting two dismissals in the match as he was the designated wicketkeeper.

The inclement weather that curtailed yesterday’s matches had plagued the tourna-

ment from the beginning of the 50-overs format in May. Both venues experienced unexpected terminations as early morning rains greatly affected the outfield of play, rendering the final day’s play impossible, and the umpires abandoned play at both venues at the stroke of tea at 14:30hrs.

All were presented with their prizes at a presentation ceremony that followed.

Qatar says Gulf crisis has no impact on World Cup preparations

(REUTERS) - Qatar said yesterday a rift with fellow Gulf Arab states that includes economic sanctions on Doha has not affected its preparations to host the 2022 World Cup, and alternative sources for construction materials had been secured.

Soccer’s governing body FIFA said last week it was in “regular contact” with the 2022 World Cup organising committee of Qatar, after Saudi Arabia, Bahrain and the United Arab Emirates, along with Egypt, severed ties with Doha over alleged ties to terrorism - charges the Gulf state denies.

The 2022 World Cup is the centrepiece of a carefully crafted strategy to project Qatar onto the global stage via sport. The dispute could impact its preparations.

In the run-up to the tournament, Qatar is scheduled to host multiple events across many different sports, aimed at improving infrastructure and expertise.

“I can confirm to everybody that there is absolutely no impact on the progress of work in the Mondial facilities and that work is proceeding normally,” said Ghanim al-Kuwari, executive director at the Qatari committee overseeing prepa-

rations for the World Cup. In remarks carried by state news agency QNA, Kuwari said Qatar’s local World Cup organising committee had completed around 45 percent of the work in accordance with plans.

Most of the construction materials needed for building World Cup stadiums had been coming by land through Saudi Arabia, a route now blocked, but Kuwari said alternative suppliers have been organised.

“We have actually organised alternative sources from other areas in order that the work on the project is not impacted.”

He said that while some goods had come by land, most materials were coming by sea, adding that some materials were being locally made.

Separately yesterday, the International Olympic Committee said it hoped the diplomatic and economic boycott of Qatar by its Gulf neighbours would not affect sports development in the region.

Hamad Port in Doha was bustling with activity this week, with ships bringing in food supplies as well as building materials for construction projects including World Cup stadiums and a metro line running alongside highways that stretch out of Doha.

THE plans of the eight cricket teams of the Rose Hall Town Youth and Sports Club M.S. to host one of the biggest-ever cricket tournament in Guyana’s history received a major boost last Tuesday when KSM of East Coast Demerara and V-Net Communication of Campbellsville came on board as sponsors.

The teams, during the month of July, would be hosting an eight-team knockout cricket tournament in honour of President David Granger’s 72nd birth anniversary.

Club Secretary/ CEO Hilbert Foster and Vice-president Mark Papannah who are spearheading the planning of the tournament both expressed gratitude to Managing Director of KSM Investment Mr Mahadeo Panchu and V-Net Communication CEO Safraz Sheriffudeen for their contribution towards the tournament. (REUTERS) - Soccer’s governing body FIFA promised yesterday to take steps to stop what it called the mobbing of referees during the Confederations Cup in Russia this month as part of its so-called “play fair” initiative.

FIFA formally launched the initiative jointly with the game’s law-making body IFAB yesterday as part of a strategy “focusing on improving fairness and the image of the game,” it said in a statement.

Football is often compared unfavourably to other sports because of the be-

haviour of the players.

Remonstrating with referees and surrounding match officials to protest decisions, known as “mobbing”, is common, along with play-acting, time-wasting and other forms of gamesmanship.

YouTube has a number of clips of referees being attacked or chased off the pitch by irate players.

“Referees, players, coaches and fans all agree that improving player behaviour and respect for all participants (and especially match officials), increasing playing time and the game’s fairness and at-

tractiveness must be football’s main priority,” IFAB technical director David Elleray said.

At the same time, FIFA technical director Marco van Basten told a news conference in St Petersburg that mobbing would be one of FIFA’s first targets during the Confederations Cup. Referees had also been instructed to be more accurate in adding time for major delays such as injuries and substitutions and to prevent more time-wasting, van Basten said.

Veteran Mohammed says Windies are genuine contenders LEICESTER, England (CMC) – Senior player Anisa Mohammed has praised the 17-day preparation camp in Southampton and says it has left West Indies Women equipped and focused enough to win the upcoming ICC Women’s World Cup here.

The Windies Women wrapped up the camp on Tuesday at the Ageas Bowl where they focused on all aspects of the game and more importantly, used the time to acclimatise to the notoriously difficult English weather.

“We’ve had a chance to get acclimatised to the conditions and also the pitches so over the last two weeks we have learnt some of the lengths and lines we have to bowl and the pace we need to bowl at and the fields we have to set,” the seasoned off-spinner said.

“It’s not going to be like back home in the Caribbean or the Asian conditions so it was good to be here for two weeks in advance and try to get all boxes ticked for the

TORONTO, Canada - A match-winning maiden unbeaten 120 from 17-year-old Lincoln Hoitram paced Kaieteur Cricket Club (KCC) to a commanding five-wicket victory over Gladiators when the Scarborough Cricket Association (SCA) 2017 season continued last Sunday at the Ashtonbee Number Two ground, Scarborough here.

In a game, played in brilliant sunshine and in which sixes were raining at an alarming rate, Hoitram hoisted seven maximums and a similar number of fours as KCC chased down a formidable 330 for victory in 39.4 overs, losing five wickets in the process.

Mixing aggression with sound defence and technique, the youthful Hoitram whose father Richie and mother Winnie originate from Annandale and Lusignan respectively, shared a second-wicket partnership of 122 with veteran Sat Sarju whose 76 contained three sixes and nine fours.

The stoutly built Hoitram also added a further 105 with 18-year-old Jordon Piralli whose contribution was 24. Opener Nate Anandjit had earlier set the tone with a blistering 43, smashing five sixes and two fours.

Earlier, Gladiators’ Bilal Javed went on a rampage clobbering 10 sixes and 10 fours in a brutal knock of 141 and received fine support from Sharjeel Siddiqui (40 with four sixes) in a losing cause as their team reached what seemed a winning total of 329 for nine in their allotted 50 overs.

Bowling for KCC, skipper Bay Khemraj led from the front with five for 57 in 10 overs while 16-year-old Kevin Persaud bagged two for 65 in 10 consecutive overs.

Manager/player of KCC, Vish Jadunuath, under whose tutelage Hoitram’s youth cricket has blossomed, was full of praise for the fine knock. India cruise past Bangladesh to set up final with Pakistan

By Simon Evans | BIRMINGHAM, England (Reuters) - India put on a display of composed and confident batting as they cruised into the final of the Champions Trophy with a nine-wicket victory over Bangladesh yesterday, setting up a clash with old rivals Pakistan on Sunday.

A masterful unbeaten 123 from Rohit Sharma at Edgbaston steered the defending champions to victory with nearly 10 overs to spare after they were set a target of 265

by Bangladesh, playing in their first semi-final of a major tournament.

Sharma shared a 178-run partnership with Virat Kohli, who ended unbeaten on 96

as India dominated against a modest Bangladeshi bowling attack, which never managed to create any real pressure.

The Tigers will feel they failed to put up a big enough target, but with their opponents completing the task with 59 balls remaining, it was hard to imagine a scenario where India would have lost this game.

“It was another complete game. We needed to have a clean, collective game. We didn’t expect to win by nine wickets, but that’s the quality of our top order,” said skipper Kohli.

Bangladesh skipper Mashrafe Mortaza said his team would learn from the experience.

“We could have scored

300, even 320, but our set batsmen getting out was a setback to us. Next time, we’ll come back strong. We need to learn. Skill-wise we’re fine, but mentally we need to be stronger,” he said.

An entertaining 123-run third-wicket partnership between Tamim Iqbal and Mushfiqur Rahim put Bangladesh in a strong position, but their middle order failed to fully capitalise on that foundation.

Bangladesh ended their 50 overs on 264 for seven after Tamim top-scored with 70 and Mushfiqur made 61, but with a stronger middle and lower order contribution they would have expected to reach around 300.

Goalscorer Molino said he felt Trinidad had played well enough to earn a share of the points.

“I am disappointed.

There is no way to hide this because I felt we did well enough to get a result tonight, at least a point,” the MLS-based attacker said.

“I feel pleased to have scored here in Costa Rica but I am hurting with the result. I would have much preferred to leave here with something. We put out a strong effort tonight but unfortunately we didn’t get the result.”

Schippers wins, disqualified and then reinstated

(REUTERS)-World champion Dafne Schippers was involved in a bizarre women’s 200 metres at the Oslo Diamond League meeting on Thursday when the Dutchwoman false-started, was allowed to race and won, was then disqualified and finally reinstated.

Canadian Olympic bronze medallist Andre De Grasse had a far more straightforward victory as he edged home to win the 100 metres with his best time of the season.

Britain’s Jake Wightman pulled off a shock win in the men’s 1500 metres and Olympic champion Kerron Clement came in last in the men’s 400 metres hurdles, won by Norwegian Karsten Warholm.

But all the drama surrounded Schippers, celebrating her 25th birthday, who made a false start in her race but was allowed to continue after signalling to officials that she could not hear.

The Dutchwoman won comfortably in 22.31 seconds before her disqualification was announced and Ivorian Murielle Ahoure, who finished in 22.74, was handed the win.

“It was noisy at the start, so much noise, very hard to concentrate,” said Schippers.

“Such races happen sometimes so I must accept it.”

However, one hour later, the Diamond League organisers tweeted: “Confirmation: Dafne Schippers reinstated as winner in the 200m with a time of 22.31.”

No further explanation was given.

Seventy-one athletes registered so far for Aliann Pompey Invitational

WITH the buzz over the recently held South American Junior Championships waning, persons in the athletics arena are now putting their focus on the next biggest international athletics meet to be held in Guyana – the Aliann Pompey Invitational.

Set for July 15, there’s just one month to go, and Guyana’s Aliann Pompey is working assiduously to ensure that everything is in place and all goes well so that this second annual AP Invitational is not just another success but greater than last year’s.

“Last year we had the highest attended athletics competition, and I think we can beat that. There are more athletes competing, both from other countries and representing Guyana. There’s prize money in more events. It’s going to be nearly 4 hours of nail-biting excitement,” Pompey told Chronicle Sport.

“The interest is definitely there, and I think added to (that is) the fact that our athletes are performing exceptionally well.

Additionally, the level of international athletes that we have will hopefully draw a crowd.”

Pompey herself was present at the SAJC, and was impressed with what she saw at that meet, and can’t wait for the athletes to

Thus far a total of 71 athletes have already registered for the event, including Olympic silver medallist, Jamaica’s Kerron Stewart. Stewart is expected to put up quite the challenge for last year’s Fly-Jamaica women’s 100m champion, Guyana’s Brenessa Thompson.

The event will have nine invitational events - the men’s and women’s 100m, 400m, 400m hurdles, 100mh/110mh and the men’s triple jump.

Last year the AP Invitational saw some 30 overseas-based athletes compete against the local athletes. It was the first international meet to be held at Guyana’s only synthetic track facility, National Track and Field Centre.

It drew a crowd of thousands.
