Harmon trip to China

Major investors courted …says Chinese embassy had requested help for Bai Shan Lin MINISTER of State Joseph Harmon on Thursday cleared the air about his recent trip to China and his involvement in the halting of an exercise by the Guyana Revenue Authority (GRA) to seize vehicles belonging to Bai Shan Lin. In the statement, which was submitted to Cabinet but seen by this newspaper, Harmon said arrangements were made by China’s Ambassador to Guyana, Zhang Limin for him to visit four Chinese companies that intend to invest in Guyana.

According to the statement, the Chinese Ambassador was in China at the time Harmon visited. The four companies he said were located in Beijing, Shanghai, Hebei and Heilong Jiang Provinces. As a result, it was necessary for the Minister of State to travel to those provinces by air. “…this required that I fly to those places having regard to the significant distances involved and time available.

The Ambassador of China to Guyana in this regard, made arrangements for these companies to provide executive service, both air and land, for me to travel to their offices,” the statement said.

Additionally, Harmon named one of the four Chinese companies that have the

intention of investing over US$500M in Guyana initially. That company, LongJiang Forest Industries Group, a state-owned company, has also acquired 55 per cent shares in Bai Shan Lin, the Chinese logging company here that is in the middle of the controversy with the Minister of State.

Harmon, who visited that company on March 27 said LongJiang Forest Industries intends to “fully take over the company (Bai Shan Lin)

by June, 2016.” The Minister of State said he was accompanied by two officials from that company along with two officials from Bai Shan Lin on the aircraft to the meeting. They travelled with him from Beijing to HeilongJiang Province.

“The Vice-Director of the company, Mr Wong Dong Xu, in the presence of officials of Bai Shan Lin, gave the assurance that the company will be in Guyana by May 2016 to complete due diligence for the takeover,” said Harmon in his statement.

The company that has since acquired 55 per cent shares in Bai Shan Lin also intends to expand on the obligations made by Bai Shan Lin. The Minister of State’s explanation of his trip to China and his pres-

ence on a private jet was not communicated in an initial statement by the Ministry of the Presidency. According to the Ministry of the Presidency, Harmon’s trip to China was in relation to money outstanding to the Government of Guyana for the purchase of 20 per cent of Shares in the Guyana Telephone and Telegraph Company (GTT).

This deal was entered into by the previous administration but only US$25 million of the agreed US$30 million was paid,” the statement read.

The statement by the Ministry of the Presidency followed much ruckus about Harmon appointing businessman Brian Tiwarie as Business Advisor to the Government; an appointment which was later rescinded by President David Granger. It also followed statements in the media that said Harmon had been accompanied to

China by Tiwari.

VEHICLE SEIZURE Meanwhile, Harmon informed Cabinet through his statement that he intervened in the matter of Bai Shan Lin’s movable property being seized by the GRA because he was contacted by the Commercial Officer of the Embassy of China here who was acting on behalf of Ambassador Limin. According to him, he was contacted on March 17, 2016 and was informed that “personnel of the Guyana Revenue Authority (GRA) had gone to the premises of Bai Shan Lin in furtherance of a Tax demand of $1.5B by GRA. The GRA personnel were intent on seizing movable assets of the company.”

Harmon said he was informed that the principals of the company were not present in Guyana at the time and requested a “stay of execution of the GRA action pending their return to Guyana in 14 days, when they would go into GRA to settle their indebtedness.” The Minister of State told Cabinet that he was provided all assurance that none of the assets of the company would be removed and as such, “I requested of GRA the facility as required by the Chinese Embassy and this was granted.”

Additionally, the Alliance For Change (AFC), a member of the coalition government issued a statement calling for the power and responsibilities of Harmon to be trimmed. President Granger has however made it clear that there is no need for Harmon’s responsibilities to be lessened. When contacted on Thursday for a comment on his statement, the Minister of State told the Guyana Chronicle that he had not issued a statement as per the directive of the President and noted that the statement circulating via the media

was leaked by someone within Cabinet. “I would like to know who did it… it was circulated to Cabinet…I will issue a separate statement for the media tomorrow [today],” he said.

Gov’t mulls grounding water taxis MINISTER within the Ministry of Public Infrastructure Annette Ferguson has instructed the Transport and Habours Department (T&HD) to conduct a complete analysis of the operations of the River Taxis plying the Berbice River.

The analysis will determine whether it is feasible to continue with that operation considering the fact the Government was successful in its quest to reduce the toll at the Berbice Bridge.

In a recent interview with Guyana Chronicle, Minister Ferguson said commuters, particularly those in Regions Five and Six, continue to utilize the services of the River Taxis but said an assessment is critical at this point.

It was explained that while the Government is subsidizing the operations of the Berbice Bridge Company Incorporated (BBCI), T&HD is off setting the fuel and other expenses with respect to the operations of the River Taxis.

“I just want to make

that comparison to see whether it is feasible – the services of the river taxis,” Minister Ferguson posited.

The river taxis began operating in September 2015, offering free transportation to schoolchildren, nurses and pensioners, and very low fares to other commuters who use the service.

It was introduced by the A Partnership for National Unity + Alliance for Change (APNU+AFC) Government in an attempt to pressure the BBCI which had refused to lower its tolls. But after months of deliberations, the Government and BBCI in December struck a deal to reduce the tolls for crossing the bridge. The agreement, which covers the provision of a Government subsidy to BBCI, took effect in January allowing for the bridge tolls to be reduced from $2200 to $1900 for passenger cars and buses, along with a 10 per cent reduction for other classes of vehicles.

Prison wardens in sick-out …fearful of aggressive, bold inmates PRESIDENT David Granger late Thursday afternoon summoned an emergency meeting of the National Security Committee, amid rising tension at the Camp Street Prison after 13 out of 15 prison wardens reported sick for duty.

Guyana Chronicle was told that the coordinated ‘sick out’ was sparked by reports of a planned prison break and that guns were being thrown over walls of the Camp Street penitentiary. This new development comes just over a month after 17 prisoners were killed when a deadly fire broke out at the jail. A Commission of Inquiry is currently underway to determine the cause of the riot and also to make recommendations for the strengthening of security measures at the correctional facility.

In a statement, the Ministry of the Presidency said that Granger convened the emergency meeting of the National Security Committee at the Ministry of the Presidency to discuss recent developments at the Camp Street prison, where only two out of the 15 prison officers scheduled for the day shift, reported for

duty Thursday morning.

The Director of Prisons (ag), Mr. Carl Graham has since sought reinforcements from the Timehri and Lusignan Prisons and from the administration division at the Camp Street Prison in an effort to keep the situation under control.

According to the ministry, the committee was informed that since the deadly prison riot in early March, inmates have become bolder and much more aggres-

sive; displaying weapons and acting menacingly towards prison officers. As such, the officers have become fearful to carry out their duties. This is suspected to be the reason behind 13 officers submitting seven-day sick leave certificates.

The committee was also informed that there has been an increase in cases of marijuana being thrown over the prison fences and wardens are afraid of being harmed by prisoners, who are under the

influence of the drug. In light of this, President Granger has ordered that the outer cordons of the prison be extended to include D’urban, John and Bent Streets, which will be blocked off to the public, except for persons residing within those areas, as is done on Camp Street. Additionally, the Commander-in-Chief has directed the Guyana Police Force to assist prison officers in manning the Camp Street facility and the Guyana Defence Force to assist in guarding the outer cordons of its precincts.

Following the deaths of

the inmates at the Camp Street Prison government had embarked on a programme to ease overcrowding at the facility by transferring some of the inmates to the Mazaruni Prison and other locations.

President Granger himself, along with other officials had undertaken a fact-finding mission to Mazaruni. President Granger had also said that the visit formed part of a long-term strategic plan to ensure that the Guyana Prison Service fulfills its mandate. “Our presence here is not just a gut reaction,” the President said, as he alluded

to the worst prison riot in the history of Guyana, which unfolded last week and resulted in the deaths of 17 inmates at the Georgetown Prison.

He added: “It is a plan to ensure that there is a long-term strategy. We are ensuring that the Guyana Prison Service fulfills its mandate. We have to build a system in which persons who enter this service as inmates would have the best opportunities for rehabilitation, and those who are incorrigible…would be prevented from bringing harm to society.”

AFC was consulted …on BK’s appointment ‒ Harmon MINISTER of State Joseph Harmon did not make the decision all by himself to appoint businessman Brian Tiwarie as a ministerial advisor to Government but through consultation with the Alliance For Change (AFC).

According to Mr Harmon in a statement, after the General and Regional Elections of 2015, many persons, who indicated their deep interest in assisting the Government and fulfilling its campaign promises, were appointed to various positions.

He noted that some of those persons were not interested in formal employment or receiving remuneration, but were willing to contribute.

“After some consultation, during which the Minister of Public Security (Khemraj Ramjattan) and the Minister of Natural Resources (Raphael Trotman) gave advice, it was agreed that such persons should be appointed as Honorary Ministerial Advisors and that a certificate entitled ‘Instrument of Appointment…

Ministerial Adviser’ would be issued.

Both Ramjattan and Trotman are founding members of the AFC. Several senior

members of that party in the coalition had also said they were unaware of Tiwarie’s appointment.

However, Harmon in his statement added: “Over the period October 6, 2015 to February 8, 2016, 34 persons were identified on the recommendation of the Leader of the Alliance For Change (AFC), the General Secretary of the Peoples National Congress (PNC) and the General Secretary of A Partnership For National Unity (APNU) and the instruments were accordingly issued. Some of these appointments, particularly in the diaspora, received wide publicity. Mr Brian Tiwarie, upon the recommendation of the General Secretary of the APNU, was one such person identified and issued with an instrument,” Mr Harmon explained.

At a recent retreat to review the party’s performance, the AFC, a key ally in the coalition Government, contended that the current difficulties which the Government has encountered in the continuing revelations arising out of the appointment of Mr Tiwarie and related issues have their roots in the concentration of the powers of the office of the

Cabinet Secretary, the Minister of State in the Ministry of the Presidency, and the effective Head of the Presidential Secretariat in a single person.

But President David Granger has since defended the responsibilities of Mr Harmon, pointing out that the AFC did not object to it at the consultation in which that and other decisions were made.

Subsequently to the appointment of Tiwarie, the Minister of State was advised

by President David Granger, who was not aware of all the

appointees that he (Granger) was not in agreement with the appointment.

APNU+AFC coalition supporters on learning of the appointment criticised the administration, with many contending that the decision was a poor one. Mr Tiwarie was criticised by the APNU when it was in opposition for work it deemed not up to standard.

On his part, Mr Tiwarie in a statement had accused Glenn Lall, publisher of Kaieteur News, of having a personal vendetta against him.

Kaieteur News had broken the story about Tiwarie’s appointment.

“The fact of the matter is that Minister Harmon ‘appointed’ Mr Tiwarie as his personal advisor on business.

This he is entitled to do, and by virtue of Mr Tiwarie’s business acumen, such an ‘appointment’ can be seen as nothing else but legitimate decision. Needless to say, Mr Tiwarie’s efforts in this capacity are pro bono,” the statement from Tiwari said.

ing his disagreement with the appointment of the businessman, ordered that his appointment be rescinded and this was done on March 24.

“I agreed with the decision of His Excellency and his rationale for rescinding the appointment,” Harmon concluded in his statement.

LBI, Enmore operations -GAWU issues “misleading” statement to be merged

THE GUYANA Sugar Corporation (GUYSUCO) yesterday announced that it has taken a decision to merge the operations at LBI estate with those at Enmore, in an attempt to cut the cost of production and develop the East Demerara estate.

This was confirmed by Chief Executive Officer (CEO) of the Corporation, Errol Hanoman, who explained that in 2011, when the LBI factory was closed, the operations there were to be integrated with those at Enmore.

However, he noted that the integration process was stymied for a number of reasons over the years, and this led to there being two operational departments at the estates; these included the Field Workshop, Mill Dock, Field Lab, Stores, and Administrative Office.

“In 2011, the estates should have been properly integrated… so therefore, our move to close one of each of those listed things is just a continuation to the integration process which started in 2011” Hanoman said.

He further revealed that over the years, compared to Albion which produces at least 60,000 tonnes of sugar annually, the East Demerara Estate has only been able to produce 29,000 despite having two of each department. And this, the CEO related, led to the cost of production “blowing through the roof.”

As such, he noted that the integration process can now aid in improving the production of the East Demerara Estate (merger of LBI and Enmore) and cut production costs, while also saving some estates Meanwhile, the Guyana Agricultural and General Workers’ Union (GAWU) sought to describe the merging of the two estates as a “closure” which is bound to adversely affect workers; some of whom the union currently represents.

According to union in a statement yesterday, delegations from that union and the National Association of Agricultural, Commercial and Industrial Employees (NAACIE) met with GuySuCo on April 12, 2016 at the request of the Corporation with respect to “finalising the integration of East Demerara Estates”.

At the meeting, the Corporation informed the unions of a decision made to have the operations of the Field Workshop, Mill Dock, Field Lab, Stores, and Administrative Offices, that are based at LBI Estate, merged with similar operations at Enmore Estate during this year.

“This announcement came as a surprise to the Unions and their delegates to the meeting. When the LBI factory was closed and its workers were transferred to Enmore factory, both Unions were assured by a member of the current Interim Management that there will be no closure of any other department after the closure of the factory. Thus, it was never expected that the Corporation under the same Management could decide to dismantle the costly buildings

said.

The union also revealed that at the meeting with the Corporation, they were not informed when the operations were to be closed, neither were they privy to vital information about the employees’ future. “It is a similar experience to that of Wales where the company, to date, has failed to provide full information on the status of the future of 1,700 workers from Wales Estate” the union added.

However, Hanoman rebuffed the union’s comment regarding a “closure” of the estate. According to him, “GAWU’s headline is misleading; it is not right about the closure of all operations because the agricultural research center will remain there.”

He noted that GuySuco is trying to centralize all the estate operations at Enmore (East Demerara Estate), and added to the research center, LBI will house the head office and the Information Technology (IT) department of the corporation.

“After that we will sell the facility and property at Ogle with hopes of getting some money to start payments on the $82 billion debt which we owe. So it is against the backdrop and the loss making sugar industry that we have to make decisions like these” the CEO added.

He also explained that with regards to the workforce, it must be acknowledged that there is only one estate and the personnel from LBI, if they become a surplus relative to requirements at the East Demerara Estate, then GuySuco will have to pay them severance and declare them redundant.

“However, if there are vacancies at the East Demerara Estate they will have first preference to fill them” he said.

As it relates to the effects of this closure, GAWU noted that it will result in over 800 workers, who are represented by GAWU and NAACIE, being deployed to Enmore Estate. Alleged robber/rapist granted bail

CHIEF Magistrate Ann McLennan released an alleged robber/rapist on $25,000 bail after he pleaded not guilty to robbing a 60-year-old woman.

Samuel David George, 27 of Lot ‘A’ East Ruimveldt Squatting Area denied that on March 28 at East Ruimveldt, he robbed a 60-year-old security officer of her $5,000 cellular phone, along with $18,000 in cash.

The Application of Justice Act was applied by the magistrate after he was charged indictably for the offence over a week ago. Police Prosecutor Deniro Jones during the last court hearing strongly opposed bail since an allegation of rape was pending against the accused.

However, on Thursday he did not object to bail. Jones informed the court that the robbery investigations were complete and the file was ready, while police investigation into the rape was still ongoing.

George was granted bail and ordered to return to court on April 25, when the matter would be called before City Magistrate Annett Singh.

According to reports, on March 28, the victim was in her guard hut at a Day Care Centre in Georgetown, when the suspect allegedly broke in and beat her, after which he allegedly robbed her and also raped her twice. The ordeal is said to have lasted over 35 minutes.

The victim was ordered to walk to the ballfield in the Day Care compound, but fortunately for her, a nearby resident heard the commotion and came out just in time to rescue the elderly woman.

George was later arrested by police as he tried to change his appearance by cutting his hair.

Coalition Government

A GOVERNMENT has the responsibility to deliver on behalf of every interest group and citizen. That having been said, in government there will always exist varying and competing interests.

Where there is a government that is formed by a single political party, one will find such government being guided by a strong single ideology/philosophy.

Being guided by a single ideology/philosophy that emerged from the bowels of that party will require less effort(s) to drive same through a process that involves the party’s hierarchy, members of its Cabinet, and operatives of State.

Whenever two or more political parties or groups come together to form a government, the competing interests widen. In this arrangement, it brings to focus the ideological/philosophical differences in conceptualising and developing programmes. It infuses competition among the different groups to maintain their identities and acquire support among themselves. These activities, while they may appear to many as being minute and can be overlooked, form the bedrock in undermining whatever well intended thought was conceptualised by the person(s) involved in putting the coalition together.

In any political coalition where political parties alone, or even with limited involvement and participation of other interest groups, the competing interests will always be sharp between and among them. This is so because the priority, first and foremost, will be guided by acquiring and holding on to power. As such, decisions that ought to impact the citizenry and communities can be sacrificed at the altar of political expediency.

Politics is about the acquisition of power. But the question that is unanswered is: When this power is acquired, what will be done with it and in whose interest? There exist competing interests among individuals, groups, communities, towns and regions, and given the reality, coalition governments come under severe pressure to meet the desires of the respective communities, diverse peoples and interests.

In the absence of a recognition that major interest groups that impact on the advancement and maintenance of laws, guardians of universal principles and contributors to major governance systems are important elements that need not only to be consulted, but be involved in shaping and developing plans and programmes, such widen the schism. This is a glue that usually holds coalitions together, since the factors that they uphold are always grounded and guided by principles adumbrated by international and regional institutions.

Coalition governments will always find difficulty whenever they are prepared to confine their decision-making and management of the economy among Cabinet colleagues, and lose sight that competing interests are not confined to that narrow group. Avoiding this requires constant consultation outside of cabinet and parliamentary fora. Opportunities should also be taken to have inputs that recognise, appreciate and incorporate the socio-economic and political dynamics in the society.

Dharma (Righteousness) will conquer A-Dharma (unrighteousness); Truth will triumph over falsehood.

Rama, the Man Rama was well accomplished, His glory and prowess unlimited. He was peerless, free from malice, and protector of all. Brave and valiant, He was yet gentle and modest. He was a sage in counsel, kind and sweet in speech, and most courteous.

Ever devoted to the good and prosperity of His subjects, He was a defender of the weak and a protector of the righteous.

Deep and unfathomable like the ocean, firm and steadfast like the Himalaya, valiant like Lord Vishnu, He was the joy of His people. Though fierce like fire on the battlefield, He was calm as the cool breeze, patient like Mother Earth, bounteous like the god of wealth and righteous like the Lord of justice himself. In the pains and griefs of His people, His heart swiftly sympathised with the sufferers. In their festive moments, He, like a father, shared in their joys. By His honour and heroism, as well as by His gentleness and love, He greatly endeared Himself to the hearts of His people. Such a great Personality was Lord Rama! He says: “I will not abandon anyone who comes to me for protection; My Dharma is, “Give protection to all those who seek Me.” Religion is a mere word if it is not applied in life. Applied religion is when Truth and Righteousness become habitual conduct in the life of a person. Of this, Rama is the Supreme Exemplar, so much so that every movement or action of Rama amounts to Satya Prakasha – revelation of Truth, and Dharma Pratishtha – establishment of Righteousness, to the extent that what Rama does, that is Dharma, and what Rama does not do, that is A-Dharma.

He is Rama in fullness even in one hour’s action as through His life. Rama does His work of Dharma samsthaapana – establishment of Righteousness, more through spontaneous conduct than through didactic discourse. Rama shows by doing, and not doing for showing. What the Hindu and Indian civilisation owe to Sri Rama cannot really be estimated. It is really amazing how one person’s life and teachings can have such a powerful living inspiration for millions of people down the ages. In the Valmiki Ramayana, we read of the prophesy of Brahma: “As long as the hills stand and rivers flow upon earth, so long will the story of Rama be current in all parts of the world.”

Conversely, there will always be a group that will wish to see every leader or political party operate within the confines of the laws, and given that Guyanese are today assessing government’s performance, be it in the Executive or the Opposition, such assessment will not be done outside of what is taking place on the global stage.

The United States, considered the bastion of western democracy, is making full use of the United Nations to spread

in a large number of languages. The age of technology and technocracy has not dimmed Rama’s popularity. Millions of people read or hear some literature on him; millions more constantly take His name while rising and going to bed, in sorrow or despair, wonder or joy, on birth and death, on meeting and parting. “Ram Ram”: this is Hinduism’s most understood language, philosophy, inspiration and medicine for the sufferings of life. What is the secret of Rama’s such unquestioned abiding hold on people’s hearts, his power over changing passions and fashions of time?

One of the secrets of Rama’s unquestioned and abiding hold on our hearts is that He fulfils everyone’s dream of perfection – the best we want to be – in a most pleasing and satisfactory manner. We see in the one person of Rama the ideal son, ideal brother, ideal husband, ideal friend, ideal hero, ideal teacher, ideal soldier and ideal king. We look for someone to be the role model and Rama fulfils all these in an exemplary way.

Of himself, Rama says: “Character reveals a man. Truth and kindness form the eternal principles of kingly conduct; the state embodies Truth. Prosperity goes only with Truth. Not out of avarice, delusion or ignorance will I break the bounds of Truth. That policy which the low, the cruel, avaricious and the criminal resort to, in the cloak of virtue, I shun. With my five senses contented, I lead my life in this world, without deceit, with faith in values, and with competence to distinguish right from wrong.”

Today, our system of values has reached to such a low level that many of us cannot just anymore tell the right from the wrong, truth from untruth. Nothing disturbs our moral sense, for that sense is dead altogether. If we do not have a moral sense, we cannot have a civic sense.

And if we are going to have a democracy without civic sense, we will have the government of a type under which a people tends to disintegrate. Rama teaches us to have all the power and strength, and also all the wisdom and self-control to use that power for the good of humanity.

We must recapture the virtue of chastity, to be truthful in thought, word and deed. Devotees of Rama are very many, but many are satisfied with the ceremonial piety of only singing the name and glories of Rama. To the extent we do this is good, no doubt. But infinitely more will we gain—and there is the greatest need for this gain as we are called upon to live through this most demanding times of history—if we would practise the five principles of applied religion which Rama taught by living: 1.

Purity of personal life, 2.

Strength and fearlessness, 3.

Ethical conduct through all situations of life, 4.

Sacrificial and sacramental living, 5. Truthfulness.

Our devotion to Rama must be combined with the practice of spiritual principles exemplified by Rama. And this world will not then be big enough to contain our beneficent power.

Any government that intends to survive the wrath of its citizens needs to understand that governance has to be guided by universally acceptable principles. No longer can the delivery of services to communities be done without respecting laws and guidelines the society considers important.

The coalition government and sections of civil society have brought the society to a level of awareness which speaks to the people’s involvement in the decision-making processes of the nation’s management, consistent with Article 13 of the Guyana Constitution. The citizenry having reached this point are now holding elected leaders accountable for every action taken. As such, one of the strengths in ensuring the coalition governs in an amicable and harmonious atmosphere is relying on and holding steadfast to the principles adumbrated that brought them to office.

Education Ministry explains new NGSA layout

FOLLOWING public comments on the new National Grade Six Assessment (NGSA) 2016 layout, the Ministry of Education (MoE) has sought to clear the air on the new measures that will be used to boost the examination system.

According to a statement from the MoE yesterday regarding candidate information, the two papers require different sets of information. For Paper One, the answer sheets will have the candidate’s information - candidate name and identification number - already printed or ‘pre-slugged’.

ELECTRONIC MARKING The statement further informed that, “the candidates are required to write/sign their names as a mechanism to ensure that the candidate for whom the paper was prepared is actually the one who answers the questions. This will have no implications for marking because these answer sheets

are all marked electronically.”

This new criteria is part of the new layout for each of the four subjects written in the NGSA, which has two papers (Paper 1 and Paper 2).

“Paper Two, the cover page of the answer sheet is divided and perforated. The test code, subject, and Candidate Number are all required on both sides, while the Test Code and Subject will already be printed and candidates will be required to write in their Candidate Number - this information is provided for them on the timetables given to every candidate,” the statement explained as the Ministry sought to bring clarity to the issue.

Meanwhile, former Minister of Education Priya Manickchand is contending that students will have to write their names on their exam papers for the NGSA 2016.

Speaking yesterday at a People’s Progressive Party/ Civic (PPP/C) press conference, Manickchand stated that, “this new arrangement, which the Ministry has confirmed, can only be seen as a thought-

Reports indicated that Chief Education Officer, Olato Sam, also dismissed the concerns of Manickchand about the new layout format for the NGSA examinations, which will see students having to write their names on the examination papers.

The Chief Education Officer assured that “at no point in time, in any marking environment, will the candidates be known by anybody marking.”

Approximately 14,500 candidates are expected to sit NGSA on Wednesday, April 27 and Thursday, April 28, 2016.

Council moves against Industrial Site firms

By Telesha Ramnarine A TEAM from the Georgetown Mayor and City Council (M&CC), including Town Clerk Royston King and Chief Constable Andrew Foo, yesterday swooped down on business owners at Industrial Site, Georgetown, determined to prove true to the 48-hour ultimatum that they had given the businesses earlier this week.

The businesses, including Distribution Services Limited (DSL), E-Networks and Guytrac, were warned to remove derelict vehicles, containers and trailers belonging to them that were occupying space belonging to the City Council.

There had been some amount of compliance following verbal warnings from the Council, as well as from a report carried on the front page of one newspaper, as the businesses removed some of their trailers by the time the team arrived on the scene yesterday.

However, the Town Clerk was adamant that those which remained on the site had to be removed immediately yesterday. Again, some businesses complied and began removing what belonged to them.

The City Council also hired contractors, who turned up with a welding torch and allied equipment, to cut up in manageable sizes those dere-

lict vehicles that were on their parapets and thoroughfares.

A piece of land owned by the City Council, located in the center of Industrial Site, and known as the ‘Island,’ had been illegally fenced off by the business owners. As this area was being cleared yesterday, it was observed that a ‘junkie’ crawled out from one of the derelict vehicles/containers and persons in the area made fun of the fact that he was now homeless.

On this note, King told this newspaper, in an invited comment on the scene, that the containers were also being used as seclusion zones for people who were perhaps intent on carrying out criminal activities. “And we cannot accept that. It is unfair and therefore we are taking action.”

This newspaper observed that at least two business owners came out to chat with the Town Clerk and gave the undertaking that those vehicles belonging to them would be removed. They requested some more time, and the City Council subsequently gave an additional 24 hours.

“E-Networks has given the undertaking that by tomorrow (today), before 10 am, their container will be removed. On the Island is Guytrac, and they too have given the undertaking that they will move their stuff,” Chief Constable Foo told the Chronicle.

Keeping the city clear and clean “We have been through this area since Monday and a number of persons claimed they did not know who owned the trailers and containers.

Surprisingly, this morning, we have seen some amount of compliance because this entire area was filled with trailers, but those trailers are no longer here,” Foo observed.

He continued: “Other persons are complying as we are on the ground. The entire area was taken up. Companies brought their trailers once there was no space at the ports and parked them here in a haphazard manner. This is not a situation that the City is prepared to continue. We want to ensure that this area is clean, in keeping with other parts of

the City.”

Meanwhile, the Town Clerk said the exercise yesterday was really about reclaiming legitimate city space for all the citizens of Georgetown and to curb a very high level of indiscipline that continues to permeate the society.

“These containers, trailers and derelict vehicles have been here for ages and we have repeatedly asked owners to remove them and they have refused to comply. We are now moving to cut them up in manageable sizes. Some business owners have asked for additional 24 hours, we have granted that time, but we would like to have all these containers and trailers removed from this area and

never to be returned. We are very serious about what we are doing as a City. We have to begin to show a high level of discipline, respect and regard for the general environment and our neighbours.”

King said the team was there because the City Council wants to ensure that it is fulfilling its mandate and is doing what citizens are paying it to do, which is to ensure that the environment is healthy and safe.

Commenting on the 48hour ultimatum that had been issued, King said he believes that was sufficient warning time as the containers were parked there for ages.

“There’s absolutely no reason, save and except for a

high level of indiscipline and disrespect, why these derelicts were allowed to remain.

You would notice that our very presence here is causing those who could not get into action for ages to get into action. We had members of the Constabulary visiting and warning them verbally and we had at least one report in the newspaper. We also asked them repeatedly in the past.”

King further offered that the environment for those toddlers who attended the city’s daycare, was completely unhealthy for them. “And I am very surprised that big businesses are not particularly interested in the welfare and health of our children and those who frequent our daycare.”

On Tuesday, King told this newspaper that the containers and trailers in question were parked in a manner that was dangerous to life and limb. He also expressed concern that the frequent movement of the trailers destroyed the roads, causing depression, which in turn leads to accumulation of water and other environmental issues.

The Town Clerk observed that the trailers also gave off radioactive emissions which were not healthy to those children and parents of the daycare, as well as all others who were in the area.

Stabroek Market break-in Minister Scott, BCGI meeting inconsistent with suspect shot, under labour tenets – GTUC police guard in hospital

CITY Constabulary ranks shot and apprehended a knife-wielding man in Stabroek Market early yesterday morning when he was confronted at an electronics goods stall after a break-in.

The injured suspect was identified as 25-year-old Delmar Booker of South Sophia Squatting area and he is currently under police guard at the Georgetown Public Hospital, nursing a gunshot wound.

Chief Constable Andrew Foo said that around 02:30hrs yesterday, the Constabulary received information about a disturbance within the city market. He said that a team that was making regular checks to Mayor and City Council (M&CC) property immediately responded and discovered that padlocks on the south-western end of the market had been breached. Further checks also revealed that the stall at Electronics City had been broken into.

Foo said that ranks initially called out to the suspect and demanded that he relieve himself of all weapons and exit the stall.

However, the man emerged with a knife and advanced towards the ranks. Despite warnings he persisted and one round was discharged, hitting the suspect in his right leg.

A haversack containing a number of stolen items, which included valuables such as cellphones, cameras and tablets were removed from the scene. A number of tools used in the break-in were also found at the site,including crowbars, pliers and scissors.

Meanwhile, operators of Electronics City expressed gratitude for the Constabulary’s quick response. They said the thief would have carted off more than $2M in electronic items. M&CC officials disclosed that the man will be charged and placed before the court soon.

Making reference to a news item broadcast on NCN television on Tuesday, 12th April, 2016, Lewis said the comments made by a party representing the management of the BCGI and Minister Scott were a flagrant violation of universal tenets.

“Minister Scott is not empowered under ILO conventions, laws of Guyana, time-honoured principles, or industrial relations practices to sit with any employer and make decisions for workers in the absence of the workers and their representatives,” the GTUC official noted.

Cousins on robbery charge TWO COUSINS appeared before a magistrate to answer a charge of robbery.

Twenty-eight–year old Leonard O’Brien and his cousin (a juvenile), denied the allegation of stealing one BLU cell phone, worth $25,000, property of Lekesha Schultz on April 11, 2016 in Georgetown.

O’Brien was placed on $35,000 bail and his cousin was remanded because there was no guardian to collect him.

The two are expected to make their next court appearance on May 4, 2016.

“Had the minister acquainted himself with ILO Conventions Nos. 87 and 98, Article 147 of Guyana Constitution, Labour Law Chapter 98:01 and Trade Union Recognition Act 98:07 Section 23 (1), he would have acted differently.

Further highlighting his case, Lewis said there is a Certificate of Recognition for the Guyana Bauxite and General Workers Union (GB&GWU) as the recognised union representing workers at BCGI. This certificate is dated 26th July 2007. The minister should have referred to this legal instrument and accordingly insist that the parties meet across the table and resolve their grievances.

He reflected that failing to have a resolution, under the Labour Law 98:01 the minister is empowered to institute compulsory arbitration. This was done in 2012 by then Minister of Labour, Dr. Nanda Gopaul. BCGI challenged the matter in the High Court and a ruling was issued in favour of the law.

Six years hence the government continues to show contempt for the court’s decision.

“Were there respect for the Rule of Law by now the minister would have appointed an arbitrator and issued the letters to both union and company. Notably, the decision of the arbitrator will be final and binding on both sides.”

He noted that the bauxite workers’ cries for freedom have been a heavy overcast on this nation for more than six years.

Man dies as pick-up turns turtle A MAN was crushed to death at 36 Miles, Konawaruk Backdam, Region Eight, on Wednesday after the pick-up he was travelling in turned turtle.

Dead is Jeevon Sam, 41, of Number Five Village, West Coast Berbice. According to reports, the driver of the vehicle was carrying three passengers and Sam was the lone person in the tray of the pick-up where an engine was located.

According to investigations, the driver lost control while travelling through the trail and the vehicle turned

turtle, causing Sam and the engine to be flung out. He succumbed to his injuries.

The driver of the vehicle was taken into police custody at the Mahdia Police Station and is assisting with the investigation.

When contacted, acting Traffic Chief Boodnarine Persaud confirmed the fatal accident. He also advised drivers and persons not to sit in the tray of vehicles unless it is fitted with proper seating accommodation, because without that it becomes a hazard.

President’s Office Confession statement admitted in evidence raps Kaieteur News, Stabroek News ‒ Granger did not say China ‘paid for’ Harmon’s trip THE Ministry of the Presidency has refuted two headlines which appeared in the Thursday, April 14, 2016 editions of the Kaieteur News and the Stabroek News respectively.

The headline in the Kaieteur News read, “Private ‘Jet trip’ was paid for by Chinese Gov’t – President Granger,” while the one in the Stabroek News read, “Beijing paid for Minister’s private jet rides.”

A statement from the President’s office clarified that the words ‘paid for’ were never used by the President.

As it relates to the story in the Kaieteur News, the statement noted, “nowhere in the content of the article, nor in the source of the content, which was a recording of an informal interview done by members of the media,

who were at the Ministry of the Presidency to cover the swearing-in of the Advisory Council on the Prerogative of Mercy on Wednesday, does President Granger say that the trip was ‘paid for’ by the Chinese Government,” the statement noted.

According to the President’s office, during the interview, the President was asked whether Minister of State Joseph Harmon has provided an explanation for the picture, which was published in the Kaieteur News Sunday Edition, in which he is surrounded by executive members of Chinese logging company, Bai Shan Lin. And his verbatim response was: “Yes. He has explained it to the Cabinet.

He had to visit, as you know the Ambassador of the People’s Republic of China was

in China at that time and he had to go to about three of four different cities and the Ambassador arranged the executive transport because of the distance between the cities and the amount of time he had at his disposal. So it was arranged by the Chinese Government to enable him to travel to different cities to conduct the business he was there to conduct.”

“The Ministry of the Presidency is calling on both newspapers to [effect] immediate corrections and retractions of the contentious headlines and is requesting that media entities act more responsibly when quoting the President.

“While the Government of Guyana promotes and stands solidly in support of press freedom, it is important that the media treat responsibly, their role to provide accurate information to the members of the public,” the release said.

Doctor, nurse questioned

‒ in ‘woman and baby under the bed’ incident THE doctor and nurse who were on duty at the time when the photo of the woman breastfeeding her baby under a bed at the Georgetown Public Hospital Corporation (GPHC) was taken, have been identified and taken for questioning.

This is according to Minister of Public Health, Dr George Norton during a telephone interview with the Guyana Chronicle, on the progress of the investigation.

Last week an investigation was launched following the publication of a photo in various sections of the media, depicting a mother breastfeeding her child under a bed in the GPHC Maternity Unit.

Dr Norton has since launched a full investigation into the matter.

“We have launched an investigation with the view of finding out how that was allowed to happen and to also take the necessary steps, including disciplinary action, so as to avoid [sic] this from occurring again,” Minister Norton had said, as he expressed his disappointment with what happened.

According to a hospital source, there is still some bit of uncertainty as to how the woman and baby ended up under the bed. Both the mother and baby have been discharged from the hospital.

Space issues within the hospital’s maternity section have been an issue in the past.

In order to curb the long-existing space problem, the Government in the 2016 National Budget has set aside $89 million for the hospital’s Maternity Unit.

Extension work began on the unit about a year ago, and

is expected to be completed on May 15.

When completed, the unit will feature table-top foetal heart rate monitors, hand-held foetal heart monitors and portable ultrasound machines.

This facility will also house 50 beds and a 17-bed Neonatal Intensive Care Unit (NICU), an Operating Theatre and birthing rooms that are soundproof.

GPHC is regarded as the national referral hospital, which caters for highrisk pregnancies, among other emergency cases.

THE presiding judge in the Linden murder trial voir dire, Miss Jo-Ann Barlow, yesterday accepted in evidence a Caution Statement, in which murder accused Lakeraj Fredericks admitted shooting Clifton Bonus, called ‘Mutts’, in the head.

The Caution Statement had him asking for help to bury Bonus, following a problem over marijuana. The partly decomposed body was found with gunshot injuries to the head during June, 2011.

Fredericks, 36, pleaded not guilty and is being represented by attorneys-at-law Lawrence Harris and Hewley Griffith.

The defence lawyers challenged the statement, which resulted in the judge holding a voir dire (a trial within a trial) to determine whether the statement was admissible.

The matter which was determined by the judge in the absence of the jury concluded when the judge announced her findings, which disclosed that the caution statement given to two police officers was admissible in evidence.

The statement was read to the jury by former Police Officer Troy Yorrick, who was attached to the Mackenzie Police Station in 2011.

According to him, on that occasion he and other police officers had gone to the Georgetown Prison to interview the accused when it turned out that the allegation about the killing was put to the accused, who was told of his rights, before he decided to give a written statement which was witnessed by Sgt. Trotman.

Guyana-Venezuela border issue:

The juridical option for a solution

By Odeen Ishmael JUST after the conclusion of the conference of Commonwealth leaders in Malta, Guyana’s President David Granger on November 29, 2015 declared that the ongoing process by the United Nations could resolve the border controversy with Venezuela in three years’ time. While some may regard the president’s outlook as optimistic, Guyanese everywhere surely will want the Venezuelan claim to their territory to be rescinded with immediate effect.

However, Venezuela is not expected to satisfy this yearning Guyanese desire, and it continues to rely on the UN Good Office to find a solution to the long existing controversy over that country’s claim of nullity of the arbitral award that delineated the territorial boundary in 1899. Venezuela’s reliance on the Good Office process seems to be an adamant

position, even though that course has failed to produce any tangible result since its implementation twenty-five years ago.

It is obviously because of the failure of this means that Guyana decided to request the UN Secretary General to choose the juridical avenue to find a lasting solution to the controversy. Venezuela, on the other hand, has objected to Guyana’s proposal, insisting that the activity of the Good Office must continue.

For his part, the Secretary General himself does not seem to be enthusiastic over the snail-like movement of the Good Office procedure, and this is evidenced by the fact that he has not expressed interest in naming a successor to Dr. Norman Girvan, his last “Good Officer” who died two years ago.

Since July 2015, Venezuela had asked him to name a new appointee. But since it was the practice in the past for both Guyana and

Venezuela to first agree on a nominee, this definitely will not occur, since Guyana is no longer interested in what it regards as a failed route.

THE UN GOOD OFFICE METHOD The Good Office method had certain advantages since it acted as a liaison between the two countries and the Secretary General’s representative (the Good Officer), with no powers to mediate, undertook periodic visits to both capitals to hear opinions on the issue from high level government leaders. The Good Officer, if he was present, also presided at meetings of the “facilitators” — the officials appointed by the two countries — to ensure that the discussions had clarity and focus. He looked out for any raised issues requiring an input from him or the Secretary General and volunteered his assistance where appropriate, and was expected to investigate possibilities of assistance. In

the end, he summed up the discussions and defined the conclusions and the tasks to be accomplished, if any, until the next meeting.

But there were times when the Good Officer did not fully understand his role.

For instance, the late Oliver Jackman, the Good Officer from 1999 to 2007, felt that he was a “mediator” until he was told by the Secretary General’s office that such a task was not in his portfolio.

In May 2003 at a meeting in Barbados with the facilitators, Ralph Ramkarran (appointed by Guyana in 1993) and Luis Herrera Marcano of Venezuela, Jackman, in an unusual request, asked them to explain the Good Office process to him, and to jointly prepare a short paper for his edification on his role. Both facilitators, who had met separately from Jackman a month before in order to restrict his tendency to mediate, subsequently prepared for him a document detailing his role as the Good Officer.

Actually, the meetings of the facilitators formed the more successful part of the Good Office approach, but they were rarely held more than twice annually.

There was a lasting cordiality between the two officials and they freely shared their views and made suggestions without any animosities.

This was an “easy” course of action since the two countries, particularly up to early last year, were enjoying very amiable relations despite two shooting deaths of Guyanese and the destruction of Guyanese dredges on the Cuyuni River by the Venezuelan military.

However, even though in July 2010 Venezuela named Ambassador Roy Chaderton as its new facilitator, there is no report of any meeting between him and Ramkarran. And actually, the last time the Good Officer, the late Dr. Girvan, met with the Guyanese and Venezuelan foreign ministers was in October 2013 during their meeting in Trinidad, following the arrest by the Venezuelan navy of the Guyana-contracted survey ship, the RV Teknik Perdana.

THE JURIDICAL OPTION Even though Venezuela had displayed aggressive tendencies during the last year of the PPP administration by its actions against

Guyana’s off-shore oil surveys and exploration, a more hostile approach developed after the new APNU+AFC coalition took power in May 2015. That month, President Nicolas Maduro issued a decree claiming most of Guyana’s offshore waters and the Venezuelan navy was commanded to defend that claim.

Subsequent parliamentary elections in Venezuela saw an overwhelming victory for the opposition coalition, which in September 2015 declared its preference for mediation of the border issue.

As Guyana has now opted out from the Good Office procedure, it is obvious that the facilitators’ meetings are now abolished.

The focus is now of how the Secretary General will proceed with respect to choosing a method of solution listed in Article 33 of the UN Charter. The proposal by Guyana for juridical action lies before him, and no doubt the separate meetings between the Secretary General and the Guyanese and Venezuelan presidents in New York and visits by UN senior representatives to both capitals (earlier this year) engendered discussions on this aspect.

AMERICAN AND BRITISH ROLES Even though the border controversy is purely a problem between Guyana and Venezuela, both the British and American governments can have influential roles in prodding the UN to move forward to a juridical solution.

Actually, the 1899 arbitral award was of a juridical nature and this action was the result of American intervention on the side of Venezuela in 1895. The American government threatened war on the British if they did not decide to arbitrate.

And acting on the request of President Grover Cleveland, the US Congress approved the establishment of the “United States-Venezuelan Boundary Commission headed by Associate Justice of the Supreme Court, David Brewer and including prominent diplomats and jurists, who employed a team of renowned scholars to determine by diligent research where Venezuela’s eastern boundary with Guyana should run. (All the commission’s reports and

research documents were later given to the Venezuelan government to form part of its evidence before the arbitral tribunal.)

The US Secretary of State, Richard Olney, was also involved in high level diplomatic exchanges with Lord Salisbury, the British Prime Minister, and these eventually led to an agreement signed on November 12, 1896 between the United States and the United Kingdom, by which the latter agreed to arbitrate the border between Venezuela and Guyana (then British Guiana). The terms of this agreement formed the basis of the Treaty of Washington, which was signed by Venezuela and the United Kingdom on February 2, 1897, by which the two parties agreed to the composition of the arbitral tribunal to bring about “a full, perfect, and final settlement” of the then existing territorial dispute. Interestingly, Chief Justice of the US Supreme Court, Melville Fuller and Justice Brewer were the two judges selected by Venezuela to serve on the five-member arbitral tribunal. Therefore, with all these historical antecedents, the United States, as a much involved party in the juridical solution of 1899, must ensure that the award is upheld in perpetuity.

Regarding the British government, it is an equal party to the Geneva Agreement of 1966 aimed at finding “satisfactory solutions for the practical settlement of the controversy,” resulting from the Venezuelan contention of the nullity of the arbitral award of 1899.

Thus, the British government cannot abandon its responsibility to ensure the non-violability of Guyana’s territorial integrity in urging the UN Secretary General to move forward, under Article 33 of the UN Charter, to ask the International Court of Justice to make a ruling on the binding validity of the arbitral award of 1899.

Harmon blasts ‘wicked’ 100 streetlights for Mocha, Diamond Demwaves report on CJIA hangar MINISTER of State, Joseph Harmon, has categorically denied that anyone from the Ministry of the Presidency has at any time “ordered the Cheddi Jagan International Airport Corporation (CJIA) to transfer the GA2000 hangar to BK International” as reported by the online news outlet, Demerara Waves.

The minister said that no such instruction was given and went on to say that CJIAC and its board come under the direct authority of the Ministry of Public Infrastructure as has always been the case. He called the report "wicked and malicious" and designed to "feed the frenzy about his connection to Mr. Brian Tiwarie," a report by the Ministry of the Presidency (MoTP) said.

According to the MoTP report, Harmon responded to the unsubstantiated accusation in an invited comment and his position was supported by Chief Executive Officer (CEO) of the CJIAC, Ramesh Ghir, who told the Ministry of the Presidency that BK International Incorporated had, during the life of the previous

Board of Directors, submitted a proposal for rental of the GA2000 hangar. He further stated, that though the board had favourably considered the proposal during a meeting, no decision was communicated to Mr. Brian Tiwarie or his company. According to board papers, which the Ministry of the Presidency has seen, in September 2014, the Board of Directors of the CJIAC approved the Rental of the GA 2000 Hangar for a period of six months to BK International Incorporated.

However, the contract for this approval was never executed.

Therefore, there is no agreement for BK International Incorporated to rent the GA 2000 Hangar.

Ghir added to this that subsequently, with the change in Government and the appointment of a new Board of Directors, the proposal was once again considered, but it has been since deferred.

“The new Board of Directors would have looked at the proposal… it was placed on hold because we have the expansion of that airport taking place and we realised that some of the operators had

to be relocated… we would have had to find a temporary location for them to operate and the hangar is one of the considerations, so that as we speak is actively being pursued,” Mr. Ghir said.

The CEO went on to say that he had spoken with Mr. Dennis Chabrol of Demerara Waves via a telephone call and indicated that Mr. Tiwarie had not been officially granted the use of the hangar, either by rental or for purchase and that he was one of several operators who had expressed an interest in using the facility. When asked directly, whether he had ever received any instruction from anyone at the ministry regarding this matter, Mr. Ghir declared, “No, I have never had any such instruction from anybody. At no time was any instruction received from Ministry of the Presidency to transfer GA 2000 Hangar to BK International Incorporated.”

Meanwhile, the ministry said it is extremely concerned that in the rush to publish sensational stories, media outlets are not exercising due diligence and this is irresponsible and can be perceived as malicious when it is not supported by facts.

THE Ministry of Public Infrastructure will be installing some 100 streetlights in the communities of Mocha Arcadia and Diamond, both on the East Bank Demerara shortly.

The move comes days after motorcyclist Shemroy Cave was killed when he collided with a horse on the unlit Mocha Arcadia, Access Road. In a statement the ministry said over the years it has received several reports of accidents along the access roads of the communities of Mocha and Diamond on the East Bank of Demerara.

These two areas are ones that have experienced rapid development since their creations, thus leading to increased traffic and ultimately a greater likelihood of accidents, the release stated, citing the recent death of Cave. “It is necessary that the infrastructure

in these communities reflect their growth. Therefore, the Ministry of Public Infrastructure has taken the initiative to have sections of these access roads lit and is accelerating its planned installation of streetlights.

This project will see the installation of 100 streetlights in the two communities and is expected to improve the safety and security of the residents.”

The ministry said further details on this project will be announced at a later date.

Cave was killed, while he was heading out of Mocha/ Arcadia, East Bank Demerara on Tuesday night.

According to reports the former Banks DIH bartender dropped off a relative on his motorcycle, CH 7934, in Mocha and on his way out he collided with the horse.

The accident occurred at 22:00hrs Tuesday night, four miles from the public road in a dark area that is sparsely populated.

According to police, the

young man was not wearing a helmet, which contributed to his demise and the horse that died was not branded.

It was disclosed that based on the impact that killed the horse the motorcyclist was speeding in a 50KM zone.

Cave sustained multiple injuries to the body and was pronounced dead at the Georgetown Public Hospital. In an invited comment, acting Traffic Chief Boodnarine Persaud had told this newspaper that for the year motorcyclists and pedestrians represented the largest categories of those killed on the roads. He said that helmets were rarely used by motorcyclists and pillion riders.

For 2016 so far, nine motorcyclists and two pillion riders have died, while road fatalities have so far recorded 35 deaths. According to residents of Mocha, the area needs street lights since at many points throughout the carriageway there is total darkness.

Guyanese amongst 44 arrested in US ‒ in ‘Crimes against Children’ operation GUYANESE were among several other Caribbean nationalities arrested earlier this month in connection with ‘Crimes against Children’ sex offences as part of a five-day enforcement raid.

The individuals who were arrested throughout New Jersey were nationals of Brazil, Canada, Colombia, Cuba, Dominican Republic, Ecuador, El Salvador, England, Guatemala, Guyana, Haiti, Honduras, India, Italy, Jamaica, Mexico, Poland, Portugal, Spain, Trinidad and Tobago, Uruguay, and Venezuela.

Reports reveal that US Immigration and Customs Enforcement (ICE) and Enforcement and Removal Operations (ERO) Newark Field Office executed a “Crimes against Children” operation on April 4 through 8 as part of the agency’s public safety efforts.

According to US Immigration press release, all of the targets in this operation met the US Department of Homeland Security’s (DHS) highest immigration enforcement priorities as established in DHS Secretary Jeh Johnson’s 2014 memorandum.

The operation netted a total of 44 arrests of individuals

convicted of crimes against children.

“The results of this targeted enforcement operation underscore ICE’s ongoing commitment to public safety,” said John Tsoukaris, field office director of ERO Newark.

“As part of this operation, we specifically focused on the arrest of individuals who took advantage of children.

Because of the tireless efforts and teamwork of ERO officers and our law enforcement partners, there are 44 fewer criminals in our neighborhoods,” he added.

These individuals range from age 19 to 61 years old and all were previously convicted of a variety of offenses. Some of the convictions included sexual abuse of a minor, criminal sexual

contact of a child, luring or enticing a child, endangering the welfare of a child, sexual assault of a minor, child abuse, child neglect and indecent exposure.

In fiscal year 2015, ICE conducted 235,413 removals nationwide. Ninety-one per cent of individuals removed from the interior of the United States had previously been convicted of a criminal offense.

ICE is focused on smart, effective immigration enforcement that targets serious criminal aliens who present the greatest risk to the security of communities, such as those charged with or convicted of homicide, rape, robbery, kidnapping, major drug offenses and threats to national security.

‘Quarters’ wanted over businessman’s abduction THE Guyana Police Force has issued a wanted bulletin for Winston Sherlock Wade called “Quarters” in relation to the recent abduction of a businessman.

Wade, whose last known addresses are Lot 59 Stanleytown, New Amsterdam, Berbice, and Lot 25 Oleander Gardens, East Coast Demerara (ECD) is wanted for questioning in relation to the abduction of Tarzim Gafoor.

Gafoor was kidnapped from his Lot 39-40 Windsor Forest, West Coast Demerara home last Saturday around

10:00 hrs while escorting Quarters into his house. He was freed on Mandela Avenue about an hour after when his captors realised that they had the wrong man.

As a result, Gafoor was put out of the car and the kidnappers drove away. Anyone with information that may lead to the arrest of Wade is asked to contact the police on telephone numbers 2682343, 268- 2298, 268-2222, 225-6411, 225-2227, 911 or the nearest police station.

PNCR youths reject calls for cut in Harmon’s powers

THE GUYANA Youth and student Movement- the youth arm of the People’s National Congress Reform (PNCR) has rejected calls for the downsizing of Minister of State, Joseph Harmon, saying that it is standing resolutely in support of President David Granger.

The GYSM said the political landscape of Guyana has been transformed with the advancement of coalition politics - a political goal that the PNCR has aspired to from its genesis, and to which the party and its members remain committed today. According to the organisation, the greatest asset that the coalition possesses is its willingness to work together, to see the transformation of Guyana and the realisation of the promise of a ‘Good Life for all Guy-

anese’.

However, the organisation said it is somewhat disheartening to note some of the recent utterances by factions within the coalition, as it relates to miscommunication and misgivings internally.

“The marriage which we all witnessed on February 14, 2015 introduced a breath of fresh air to the people of our country. Our country, which was rescued from dissension and impoverishment through the incompetence of the PPPC over the last two decades, now stands to gain tremendously as we reaffirm the commitment that the days of one party rule came to an end on May 11 2015,” the GYSM said.

The GYSM further added that the achievements of the APNU+AFC coalition to date

are far greater in comparison to the challenges that it faces, and pivotal to these achievements and the country’s continued revival are the duties and powers of the Office of the Minister of State. “This is why we fervently reject calls for any so-called stripping of the powers of the said office.

The GYSM therefore stand firmly behind the decision of His Excellency and the authorities he has vested in the Office of the Minister of State.”

The youth movement said too that it recognises that the single greatest threat which the APNU+AFC coalition faces is the constant attacks by the PPPC, whose primary objective is to see its failure.

“No effort is being spared as the opposition contrives and executes dastardly plans; ma-

nipulating facts and misleading its supporters in an effort to stir up strife and insight unrest in our country. Even amid perceived controversy the APNU+AFC Coalition remains strong. And, the GYSM will spare no effort in ensuring that the interest of Guyanese people remains on the front burner as we move forward steadfastly with a unified front.”

On Sunday, leaders of the Alliance For Change (AFC), a key ally in the coalition Government, at a retreat to review the party’s performance, stated that the current difficulties which the Government has encountered in the continuing revelations arising out of the appointment of the Advisor on Business Development and the related issues have their roots in the

concentration of the powers of the office of the Cabinet Secretary, the Minister of State in the Ministry of the Presidency, and the effective Head of the Presidential Secretariat in a single person.

“The responsibilities of each of the above portfolios are substantial and of critical importance to the smooth operations of the Government, and would benefit from separate appointments.

“The Alliance For Change has mandated its leadership in Cabinet to have these issues raised and addressed as a matter of national importance.

“The AFC is committed to responsible and transparent governance, and looks forward to the conclusion of the Code of Conduct for Government Officials and the application of same,” the party had said in a statement.

The AFC also reiterated its commitment to the Coalition Government, while recognising that the principles of good governance, transparen-

cy and equal opportunities are fundamental to the success of the coalition. The party also said that the report of the Commission of Inquiry (CoI) into the death of Dr Walter Rodney should be released to his family, and that the party supports its early release to the public. The AFC is also of the view that the report affords the country an opportunity to address a difficult period of its history, and hopes that the report forms the basis for national healing and reconciliation.

The coalition member is also of the view that the series of audit reports into apparent irregularities in various Government agencies should be supplemented by a review, with the use of experienced independent international forensic auditors, and thereafter be submitted to high quality external professional, independent legal advice with a view to proceeding to prosecution where warranted.

Lands and Surveys gets new CEO

FORMER Programme Analyst at the United Nations Development Programme (UNDP) Trevor Benn has been appointed Commissioner and Chief Executive Officer (CEO) of the Guyana Lands and Surveys Commission (GL&SC).

Benn, a former Senior Land Developer at the Commission, commenced duty on Thursday. Minister of State Joseph Harmon made the announcement on Wednesday during a preliminary meeting of GL&SC’s Board of Directors at the Commission’s D’urban Backlands location.

Minister Harmon used

the opportunity to welcome the Board members and the Observers, who were drawn from the various government ministries and departments, and expressed confidence that their varied expertise and experience will promote the work of the Commission.

“I trust that with the composition of this Board, the blend of experience from academia, from business, of persons who are in legal practice, persons who are in private land surveying, that you bring that total blend of skills [to] make the Commission what it was meant to be,” Minister Harmon said.

Commissioner Benn was not at that meeting but subsequently met with President David Granger. Subsequent to the meeting with the President, the Commissioner said he was pleased to accept the appointment and with the confidence that the President has reposed in him.

He said he intends to use his knowledge and experience “to help to bring about some changes to the way we see land and use land in Guyana”, adding that “it is not acceptable for people to be waiting exceptionally long for a piece of

land.”

Alluding to his immediate, Benn said he intends to address issues relating to policy, the backlog of lease allocations and welfare of the Commission’s staff.

“The President feels that land is very important to the economic wellbeing of the country and the people… and, therefore, he expects and he expects that I will treat my work at the Lands and Surveys Commission in that vein to ensure that land is used to empower people of Guyana.

I have given the President my assurance that we will

work assiduously to ensure that that happens in the shortest possible time,” Mr. Benn said, adding that “as a first step my interest is in understanding the general issues concerning land; land rights, land use, et cetera” The Board of Directors has agreed to meet once per month and the next full meeting is scheduled for May 19 where a time and date for monthly meetings will be made statutory.

‘Imbalance’ in tobacco legisla ‒ Demerara Tobacco Company

By Shauna Jemmott DEMERARA Tobacco Company (DEMTOCO) has called on Government to ensure balanced regulation before approving the bill governing tobacco control.

The company is concerned that the legislation, when it becomes law, will negatively affect its operations.

DEMTOCO Managing Director Maurlain Kirton, speaking at the conclusion of the company’s 82nd Annual General Meeting (AGM) Tuesday, said that after assessing the draft bill, the company held consultations with Government and the relevant stakeholders and had asked for “balanced regulation,” which will benefit all.

“We have been engaging the Government. There is a draft bill. The industry’s position on that (draft bill), as being shared with the Government in our engagement, is a request for balanced regulation. That means in simple layman’s terms, an opportunity for the co-existence of smokers and non-smokers with some

level of restrictions,” Kirton told a Shareholder who had expressed concern.

Delivering the Managing Director’s review, Kirton recognised that tobacco consumption had seen some level of restriction globally, thus acknowledging the need for sound regulation.

But, she said, it is important that all stakeholders are involved in the process, so as to ensure an orderly marketplace, which serves the interests of both consumers and Governments.

According to Kirton, unintended consequences of flawed regulation must be avoided as these measures can result in consumers switching to cheaper, illegally trafficked products.

Legitimate retailers and governments are also negatively affected as smugglers and criminals steal their trade and tax revenues respectively.

DRACONIAN Speaking to the press after the event, Kirton said that though DEMTOCO is in sup-

port of regulations, the draft bill recommends ‘draconian’ measures, which pose a threat to the country’s revenue base and the survival of the company, as well as the livelihood of its workers.

“Those measures are intended to literally shut the industry down and a company that has been in existence for 82 years that contributes close to $4 billion to your revenue base. And of course you wouldn’t want to disrupt that revenue earning position. So there are a couple of things in there we are highly against.”

She said that the excessive increases in excise leads to increase in illicit trade, which affects border security. Also, the company is concerned too about consumer’s free-

Undergirding that “must be the understanding and commitment of all to safe occupational and health practices. It will be the responsibility of management and workers to make sure that all comply with the regulations governing health and protection, so that the company or institution can benefit from each worker’s full potential,” Lawrence told the two-day conference.

She said setting up of Safety Committees and representatives will serve to enhance the qualitative aspects of the various working environments.

“We will have consultative/ advisory entities that will liaise with all our stakeholders to maximise the company’s output, while minimising the risks and hazards in the workplace,” she said, providing clues into the proposed regulations.

In highlighting the relevance of the liaison officials, Lawrence noted: “They should not be considered intrusive, but every cooperation should be given as they will be the watchdogs

who will address concerns and remedy and resolve matters expeditiously.”

Meanwhile, Guyana Trades Union Congress (GTUC) Vice-President Norris Witter and ILO’s Rainer Pritzer, Senior Specialist, Social Dialogue and Labour Administration, both underscored the need for safety to be “top priority” in Guyanese workplaces.

Witter recalled the tripartite cooperation brokered 18 years ago to facilitate the formulation and passage of the country’s historic OSH Act and predicted another collaboration which will produce an additional “indigenous” document.

He noted, however, that unlike so many pieces of legislation passed in the Parliament, the proposed new rules “must not just be on paper [but must] live up to our expectations”.

Lorene Baird, Permanent Secretary in the Social Protection Ministry, implored Guyanese employers and employees to adopt a “safety first policy” which will usher in a higher level of social protection for the working population and administrators.

The unintended consequences of such regulations create ideal conditions for counterfeiters and smugglers to thrive, as demonstrated in other markets,” Kirton said.

Newspaper vendor Jennifer Gulliver enjoys her job

By Michel Outridge ON any given day, rain or shine, newspaper vendor Jennifer Gulliver, who has been plying her trade for more than 20 years, is always on the job.

This 52-year-old certainly enjoys her job, so much

so she is well known for her pleasant personality and effervescent attitude and is always smiling.

Most of her time she spends walking to vend newspapers and is ever ready for a quick chat with her many friends along the way.

With all her children

grown, Gulliver has the time to walk and sell newspapers in the city and does this from early morning until afternoon.

She told this newspaper that she used to take her three children to school, first by bus and then she used a bicycle, and after finishing her

household chores and having nothing else to do, she decided to try newspaper vending.

She began 20 years ago and first bought the Chronicle newspaper, then purchased the others, and started to walk and sell in several city wards such as Alberttown, Queenstown and Bourda.

She is quite familiar with most newspaper vendors and describes the business as mostly lucrative, depending on how many people buy the newspapers to read.

She observed that despite the advent of online news, some people still prefer to buy the hard copy of the newspaper of their choice to read.

Gulliver said that over the years more youths have been purchasing newspapers to read and that is a clear indication that they have a willingness to learn.

She explained too that some people usually buy the newspapers to look at the classified advertisements, mostly looking for jobs.

This newspaper vendor is one of the friendliest peo-

ple you can encounter and by talking to her, one can observe that she really likes what she does – to interact with people.

Gulliver was vending newspapers back in 2012 when she assisted a woman to deliver her baby in the compound of the GPHC as she was about to exit a vehicle, when the baby made its impromptu debut.

She was at the right place at the right time and managed to catch the baby before it hit the ground and the mother was so grateful.

This spritely woman who moves with the gait of a teenager, can be observed vending newspapers in most parts of the city.

You probably have seen her before.

Celebrating a multiplicity of milestones

--with the inimitable Ron Robinson

IF you’re Guyanese, then the name Ron Robinson must have stumbled its way into random conversation at some point in your life.

If it hasn’t, then, at the very least, you would have encountered his work on the radio, TV or on the theatre stage. And that is because, over the last six decades, Ron Robinson has placed his signature on the major forms of broadcast media and entertainment in Guyana, bringing us laughter, information and even religious inspiration through his work.

And, as he celebrates his 70th birthday tomorrow, and reflects on his contributions, ‘Uncle Ron’, as he is fondly called by his peers and other colleagues, is well aware that he has much to be thankful for.

60 YEARS IN THEATRE Ron is perhaps best known for his decades-long work on and behind the theatre stage, and is proud that he has been part of several developments in the local industry. It is undoubtedly one of his biggest passions, bringing joy and entertainment to those who sit and observe his work.

And his audience, in turn, can attest that be it his many lovable characters, or his contributions backstage, the work of Ron Robinson possesses a signature that is not to be mistaken.

Recalling his early days, Ron says that he grew up in a close-knit household along with four other siblings and two loving parents who were an unbeatable team.

Perhaps it was this pleasantness that contributed to his happy, often jovial countenance as a child; a trait that led him to finding his talent as a comedian, and later, an actor.

“At age eight, I painted my face white, put on my mother’s red lipstick, and dressed like a clown. Then I appeared at the window and waited for some child to look up and say ‘Look a clown!’

“As soon as they said that, I would duck,” Ron recalled with a hearty chuckle. “In no time, I had dozens of children outside my home, looking for the clown,” he said, presuming that that was how his interest in performing began.

By the time he started attending Queen’s College at

the age of 10, Ron’s curiosity for the stage had ripened; so he happily continued along the theatrical route, through the extracurricular activities offered there.

He remembers performing as the youngest member of cast at the school’s presentation of the play, H.M.S Pinafore during its annual drama competition.

Throughout his years at Queen’s College, Ron continued acting and directing plays, during which time his passion for theatre understandably grew.

And though after graduating, the young Ron would enter into the field of banking, he continued to act, and even became a member if the Theatre Guild, later serving as its Chairman.

In 1981, Ron started a professional theatre company where actors were paid for their work. A feat he is immensely proud of, Ron said, with a hint of recognisable pride on his face, “I suppose it’s a legacy I can say I will leave in Guyana, where actors can make some money through theatre.”

On his theatrical resume, Ron boasts participation in over 150 plays, and is also one of the founders of the famous “Link Show”, which has become a beloved attraction within the local community, as well as the Diaspora. Other notable works include his participation in the local production of ‘Jesus Christ Superstar’, which he credits with being the largest theatrical production in Guyana to date.

50 YEARS IN RADIO Ron’s relationship with radio began in August 1965 when he started working fulltime in the field. His first fulltime show was with the British Guiana Broadcasting Service (BGBS), which later led to his starting ‘Good Morning Guyana’, a show he did for years, earning him the nickname, “The Morning Man”.

Looking back, he said being a radio broadcaster was a sort of ironic occurrence, since, as a child, he didn’t learn to speak until after he was three years old. “My parents thought it was an impediment that I had; that I couldn’t or wouldn’t speak,” he said, adding that he was subjected to several doctors’ visits and tests to determine whether there was a problem, but none was found. “The

doctors said there was nothing wrong with me; I should have been able to speak by then. So, my mother said if anyone had told her when I was age three that I would be a broadcaster, she would have killed them,” he said, laughing, and joked that all these years in broadcasting was his way of making up for his late start in speaking.

Besides his own shows, Ron also serves as the project director of the popular radio show, Merundoi.

30 YEARS IN TELEVISION As if all this experience weren’t enough, Ron Robinson also made a mark in televi-

In fact, Ron was registered at the Codrington College, and well into his year studying Theology in 1964. You guessed right! He was actually on the path to becoming a priest!

“I answered the call…But then, the Lord said, ‘What happen? Can’t I make a joke?’

So I turned back,” Ron said.

But he believes that though he came off that path, that there was still some purpose in store for him in that area; and that it was actually achieved through radio broadcasting, as he hosts the church programme, ‘Church Calling’, every Sunday afternoon.

“I feel like the Lord said, ‘Don’t go to Codrington; I’m going to give you a voice, and you will become known for your voice. And then you’re going to do my work, because the people who listen to the radio are much more than the people who would come to see you every Sunday at church,’” Ron said.

“In 1986, I was contacted by Enrico Woolford, who told me they were going to do the first TV newscast in Guyana, and he wanted me to be the anchor,” Ron said, and recalled his experience in this historic event with great detail.

“The teleprompt wasn’t electronic; they had to write out the news on this big sheet of newsprint, and they would hold it next to the camera. And as I read, they would keep the line that I was at in line with the lens.” Of course, the news isn’t his only mark in television, after all, as to recall the wellknown Stretched out Magazine without acknowledging Ron would be a major blunder on any viewer’s part.

TRANSFORMATIONS With so many years of experience, and with advancements in technology and other changes over the years, it goes without saying that Ron has seen major transformations in each of the industries that he has worked.

But for him, it is the potential of the young people of today that blows him away.

The potential, he said, is so impressive that he is certain that industries such as theatre have a bright future ahead. But in order to secure this future, the talents of the young people must be encouraged.

“There are some young people in TV, radio and theatre with some great ideas,” he said.

“You give these young people a chance to blossom, and they will; they will not let you down.

“We have to give them the opportunity to express themselves in all these different media. We, the older folks, need to step back and be advisers, and at the same time encourage the creativity of the young people.

Some of them have creativity and skills we never had; but we shouldn’t envy them. We are not encouraging enough; and that is one of the big problems we have.”

GIVING BACK That aside, Ron is, above all, grateful; grateful for the years he has been afforded; appreciative of his experiences, and the opportunities that allowed him to live a fulfilling life.

As such, at this 70th milestone, he believes it is only natural that he not only celebrate and reflect these accomplishments, but also give back, as a means of showing his appreciation.

Tomorrow, the actor, producer, director, broadcaster and TV personality will join several other notable local celebrities to stage a grand show at the National Cultural Centre in honour of his milestones.

The show will be a grand affair, with the expected attendance of His Excellency, President David Granger. The show’s proceeds will be donated to several selected children’s charities.

We rockin’ out with Gavin Mendonca

Gavin Mendonca’s album, ‘Creole Rock: The Beginning’ is set to launch soon

Local creole rock musician, Gavin Mendonca AT A time when Guyanese are enveloped in an immense feeling of pride for all things ‘Guyana’, local rock n’ roll artist, Gavin Mendonca has himself been receiving increased attention and kudos for his originality and unashamed embracing of his ‘Guyanese-ness’ in his music.

Gavin has basically created his very own sound through what he calls ‘Creole Rock’, which, essentially, is his creative and extremely original pairing of the Guyanese sound, inclusive of our distinctive accent, while singing about aspects of our culture to the tune of the upbeat and edgy sound of rock n’ roll.

Having been active on the music scene for about six years now, 24-year-old Gavin is known mostly for his part in the bands, ‘Keep your Day Job’ and ‘Feed the Flames’.

But, as he ventures into the world as a solo artist, Gavin is doing so just the way he believes it should be done: By

not following any rules, and doing things his own way.

It just so happens that ‘his way’ turns out to be an entirely new, but at the same time familiar and refreshing way: Through creole rock, a genre which he says is similar to the legendary Eddie Grant’s ‘Ringbang’, but different all the same.

Gavin’s album, ‘Creole Rock: The Beginning’, is set to be launched very soon, and with remade versions of several folk songs, such as Dave Martins’ ‘Not a blade ah grass’ and a mix of his very own creations, Gavin’s work has certainly garnered much interest from the locals.

CHIT CHAT In addition to his musical endeavours, Gavin is also a radio broadcaster on 100.1 FM on his show, “Radio Rock n’ Roll” where he provides all the local rock aficionados with two hours of rock music and playful banter.

Intrigued by his all-round talent and uniqueness as an artiste, I paid a visit to the

National Communications Network (NCN) to get a candid insight on exactly what drives this young musical innovator as an artist, and what led him to this sound of music.

In his natural habitat, Gavin clearly enjoys himself, and loves what he does.

If you have heard his music, you’ll agree that he is nothing short of inventive.

And the way he interacts with his listeners alone, tells of a young man who is passionate about music as a whole, and as such it comes as no surprise that his own work evokes the same passion.

And with a large dose of freshness to boot!

“I began to sing ‘creole rock’ about two years ago.

I’d say I scratched the match back then when I wrote, ‘City by the Tides’ and ‘The Great Rebellion’. That’s when I really started to apply myself, from a Guyanese perspective, as a musician,” he said.

The two songs speak exclusively about Guyanese

culture, with the former taking the listener on a virtual tour of Georgetown and all its unique cultural attractions, and the latter exploring the 1763 Rebellion, both with a rock n’ roll Guyanese touch, of course.

Prior to that, Gavin admits he was still finding himself by emulating existing bands and singing cover songs. “I later realised I didn’t want to be a rock musician; I wanted to be a Guyanese rock musician, because I’m very proud of my identity and my voice,” he said.

He added that doing away with the aspired foreign accent that most local singers acquire when singing was something he didn’t regret doing, because

it allowed him to sound Guyanese, and retain his uniqueness. “When I release my album, nowhere else in the world will you hear a rock song with a Guyanese accent,” he said. Moreover, Gavin is also introducing rock n’ roll to Guyanese who may not have otherwise been fans of the genre, by singing on subjects that Guyanese both love and can relate to.

By being true to himself, Gavin attests that he is living his dreams, and would like to encourage anyone else to do the same by shedding things that don’t make them happy.

A true believer in passion, Gavin believes that this is one of the most important things to have in

life. “Passion is my fuel. It’s all about knowing how to use the energy in your life to create the most positive outcomes,” he said.

Through his passion, Gavin intends to promote and preserve the Guyanese culture by making music that he loves. “I bring Guyanese identity to the stage every time I perform. In this modern generation, technology has added a lot to society; but it has also taken a lot away as well, especially in the way young people are influenced to live their lives,” he said.

“American culture is the predominant culture on social media and other types of media… I just want to be able to not let it consume me.

So, through my music, I want to always maintain my Guyanese identity and to always represent Guyana.”

Gavin wishes to be a cultural ambassador for Guyana by representing Guyana on as many stages as he can, because of just how much he loves his home.

Future finally countersues Ciara

FUTURE has finally responded to that massive $15M lawsuit that his ‘baby-mama’, Ciara, filed against him in February.

In her suit, Ciara claimed that the Atlanta rapper slandered her name when he went on a Twitter rant about her parenting skills. She is gunning for a $15M settlement.

Future has finally filed a counter suit, arguing that he couldn’t do any damage to her career because she doesn’t have one at the moment.

The ‘Purple Reign’ emcee further argued that Ciara has not won an award since 2013, and that her last album, ‘Jackie’, was a huge flop, despite her reasonably large fanbase, The Jasmine

Brand reported.

Ciara also claimed in her suit that Future made some unflattering remarks about her in his music. But during his Twitter rant, the rapper argued that he was unable to see his son.

Seems like some serious shade is going on between Future and Ciara, in and outside of court.

Getting Sassy with SAS Designs

A first look at Shan evokes the thought that this young boy with the small frame and bright hair is but a beginner in the world of fashion, but one look at his designs would make you think he was doing it for years.

Shan launched his line, SAS Designs, only a year ago, and within that time alone, he has shown his first collection, ‘Fresh Blooms’, on several stages.

‘Fresh Blooms’ is a myriad of floral pieces, all

free-flowing, and in vibrant shades of pink, red and other ‘happy colours’.

The young designer says though, that the fusion was no coincidence, because his inspiration for the collection was directly connected with his introduction into the fashion world.

“Since I entered the fashion industry, so many positive things have happened to me, so, ‘Fresh Blooms’ was fitting, because it meant that I was now blossoming; I’m fresh and growing up within the industry,” he said.

He said, too, that the renewed sense of pride in Guyanese which emerged

last year during and after the General Elections also helped to mold his inspiration.

Shan says that it feels great to be able to do what he loves for a living.

MABARUMA NATIVE A native of Mabaruma, high up in the Barima-Waini Region One area, Shan has only been living in Georgetown about five years now.

But even before that, he admits that his ‘passion for fashion’ always existed.

“I had taught myself to sew. and I had always been doing sketches since I was younger,” he said.

A signature piece from ‘Fresh Blooms’ Conceding that the work of local designers like Roger Gary, Michelle Cole, Randy Madray and Sonia Noel is what inspired him to begin designing his own clothes, Shan said moving to Georgetown gave him that extra push to eventually take the leap to fulfilling his dreams.

Now, as he feels his horizons widening, the young designer is excited to grasp all opportunities before him.

He is currently working on a new line, which he will launch next month at the Theatre Guild, and is even

Rihanna’s ‘biopic’ documentary

IF there’s any artist that deserves a biopic right now it’s Rihanna.

The Bajan pop star has captivated fans around the world over the last decade, and is still continuing to break boundaries in music and pop culture.

Film 45 just announced that it is producing a new Rihanna documentary. Deadline also reported that the documentary will be “a contemporary take on the 1967 Bob Dylan rock doc, Don’t Look Back”.

The film will give fans an unfiltered look into the pop star’s life, from growing up in her native Barbados to becoming a global icon.

So far, there are no other details about the film, like release date, but history has shown that these types of movies don’t usually take long to make.

Film 45 is run by Peter Berg, who gave Rihanna her first big-screen break in 2012 with ‘Battleship’.

Film 45 will now be focusing on non-scripted films, and the Rihanna documentary will be among its first.

Berg also runs another production company, named Film 44, which will focus on movies and TV. Rihanna is currently embarking on her ANTI World Tour to promote her latest album.

Spice breaks cameraman’s leg WHEN Spice tells you that she will broke your back, believe her.

One very brave cameraman in Connecticut learned the hard way, but, thankfully, it was only his leg that got broken.

The dancehall diva was performing live in Connecticut last weekend. While she was performing her usual routine of calling up a fan from the audience to dance with her, one of the cameramen took up the offer.

“I usually have the ladies contesting me on stage, and this time around, I invited the men,” Spice said. “The camera guy dropped his camera, puff him chest, and came out. I saw him going down, and he was hopping off the stage and holding his leg.”

NOLLYWOOD actress, Omotola Jalade-Ekehinde, recently got some people talking when she shared a picture of herself that was used in a magazine interview, as it shows how sexy she looks after four kids.

The picture shows the actress exposing some parts of her body, which, to some, was a wrong move for her personality, and as a mother whose kids are also watching.

Omotola was called out by some fans, who gave their various opinions on why she shouldn’t have accepted to pose almost topless for the magazine.

Murray into Monte Carlo quarters 80-game doping … survives Paire scare (REUTERS) - ANDY Murray avoided following Novak Djokovic out of the Monte Carlo Masters exit door after surviving a scare against local favourite Benoit Paire to reach the quarter-finals with a 2-6, 7-5, 7-5 victory yesterday.

Warriors set new single-season record THE biggest story of the NBA’s regular season has reached its resolution. It ends with the Golden State Warriors holding a 73-9 record, a new league record for wins in a single season.

The Warriors defeated the Memphis Grizzlies 125-104 at Oracle Arena on Wednesday to end the season on a four-game winning streak that puts them one win ahead of the 1995-96 Chicago Bulls for the new mark.

suspension for Stumpf

(THE Sports Xchange) - Major League Baseball (MLB) yesterday suspended Philadelphia rookie lefthander Daniel Stumpf for 80 games for violating the policy against using performance-enhancing drugs.

His suspension begins immediately and he will forfeit $221 858.

The Phillies said in a statement they were “disappointed to hear today’s news of Daniel’s violation.”

Stumpf tested positive for taking an anabolic steroid.

The 25-year-old rookie Texas native has appeared in three games this season and compiled a 40.50 ERA (Earned Run Average).

The Phillies recalled left-handed reliever Elvis Araujo from Triple-A Lehigh Valley to take Stumpf’s spot on the roster.

Kings fire head coach George Karl (THE Sports Xchange) - The Sacramento Kings fired coach George Karl one day after the franchise completed their 10th consecutive losing season.

Finch, McCullum propel Lions past Supergiants

By Nikhil Kalro (ESPNCricinfo) - THIS season’s IPL, it seems, is on repeat mode, after Gujarat Lions cruised to a seven-wicket win against Rising Pune Supergiants in Rajkot.

After a strong start, Supergiants looked set for a score in excess of 180, but a late collapse quickly turned the contest in Lions’ favour. Aaron Finch and Brendon McCullum then effectively killed the game after pillaging 62 in the Powerplay, during their chase of 164.

MS Dhoni had pulled back some momentum for Supergiants by contributing to a 20-run last over in the first innings, but his bowlers threw it all away.

Loose deliveries stacked up, and the Lions openers duly dispatched them. Four fours and two sixes off the seamers meant Dhoni turned to M Ashwin in the last over

of the Powerplay, but Finch took the leg-spinner for four fours in a 19-run over.

Finch then hit Rajat Bhatia for two sixes over long-on in the seventh over, but holed

out to square leg for 50 - his second half-century of the season. By then, though, the damage had been done.

McCullum continued to latch on to wayward bowling, as the spinners failed to extract much from the patchy surface. Supergiants’ day was summed up when Dhoni missed a routine stumping with McCullum well short of his crease after R Ashwin yorked the batsman.

After McCullum lobbed one to cover off Ishant Sharma, captain Suresh Raina and Dwayne Bravo completed the formalities with cameos as Lions reached the target with two overs to spare.

Supergiants’ batting was a tale of two halves.

where they left off against Mumbai Indians, using exquisite timing to plunder five fours in the first 21 balls. After Pravin Tambe trapped Rahane lbw in the fourth over, Pietersen and du Plessis ensured a productive Powerplay with a host of boundaries.

The pair added 30 off 13 balls to end the Powerplay at 57 for 1, with du Plessis being particularly aggressive down the ground. Even as the fields spread, the boundary was found regularly and their stand stretched to 83.

But just when Supergiants looked to accelerate, Bravo brought out his slower balls to stall the charge. He bowled four of them in succession in the 14th over, the last of which forced Pietersen to drag on. Suddenly, one

wicket brought three as the spinners found their lengths.

Ravindra Jadeja, who has played most of his domestic cricket at this ground, varied his pace effectively to concede just four off the 17th and 19th overs to finish with figures of 2 for 18.

The situation may have been a lot worse had Dhoni not given Supergiants a late surge - he took Bravo for a six, two fours and three twos in the last over.

Guyana to host football tournament Lancashire organised by Barbadian NGO Thunder signs

PRESIDENT David Granger yesterday met with representatives of the Hamilton Lashley Human Foundation, a non-governmental organisation based in Barbados, which is currently on a preliminary visit to Guyana in preparation for the Caribbean Children’s Charity Shield

Football Tournament.

In a brief comment, the organisation’s representative Ms Tricia Browne said the inaugural tournament in 2014 was held in Barbados with the 2015 installment in Trinidad and Tobago.

This year, in commemoration of the 50th Independence

Anniversary of both Guyana and Barbados, the organisers thought it fitting for Guyana to host the tournament with targets youths from at-risk communities.

Browne said that the sixday games will see over 500 players from Guyana, Barbados and Trinidad and Tobago

engage in friendly competitions that will facilitate not only lasting friendships, but also cultural exchanges as well.

There are an Under-14 division and an Under-17 division of the tournament which will run from August 20 to 31.

Windies female star Dottin (SPORTSMAX) - West Indies Women’s team batting star Deandra Dottin has been signed by Lancashire Thunder for the inaugural Women’s Super League.

Dottin was a key component of the regional women’s triumph at the recently concluded ICC World T20.

The 24-year-old all-rounder took two wickets in a tense final against Australia before holding her nerve with the bat to lead the team over the line in the final over.

Earlier, Dottin starred for the Perth Scorchers in the Women’s Big Bash.

Dottin is the first woman to score a T20 hundred in international cricket, doing so off just 38 balls.

The player will be joined

by Australian all-rounder Sarah Coyte.

Deandra Dottin Lancashire head coach Steve Titchard believes getting both players will be a key move for the English team.

W.I. problems not exclusively about governance - PM Browne

(SPORTSMAX) - Gaston Browne, the Prime Minister of Antigua and Barbuda, believes the struggles being faced by West Indies are not down solely to governance.

His comments are among the latest to be aired following disparaging comments about the West Indies Cricket Board (WICB) made by West Indies skipper Darren Sam-

my, following the West Indies successful Twenty20 World Cup campaign in India two weeks ago.

Sammy’s comments further fuelled calls for the WICB to be dissolved as has been recommended by an independent committee appointed by the CARICOM Cricket Subcommittee in 2015. But

Browne, who is openly against the recommendation, said dissolving the board could have serious implications.

“As far as we are concerned, dissolution will plunge West Indies cricket into further chaos and confusion,” said Browne.

“The issues surrounding West Indies cricket were

not exclusively governance issues. I do accept that there are certain weaknesses within the governance of West Indies cricket that must be addressed, but I don’t see how anyone could reasonably suggest that the problem could exclusively be one of governance.”

What needs to happen, the prime minister said,

is for each area of West Indies cricket to focus on being better at their specific roles in order for West Indies cricket to rise once more.

“The batsmen, they need to focus on making runs; the bowlers need to focus on taking wickets,” said Prime Minister Browne.

“They all need to field

properly; coaches need to concentrate on coaching and those who are involved in administration concentrate on administration. I guarantee that if you have that kind of focus, you have greater discipline in West Indies cricket and with that conviction to win by the players, we’ll be at the top of our game.”

German’s Restaurant supports Dolphin Speed Swim Club THE Dolphin Speed Swim Club on Wednesday received an undisclosed amount of financial donation from local restaurant, Germans.

The financial donation was in keeping with German’s commitment to support the development of sports. The sum of the donation was not disclosed.

The donation was towards the club’s One Day Inter-Club Swim Meet set for April 24 at the National Aquatic Centre, Liliendaal.

Guyana secure silver at Caribbean Juniors and Cadets

GUYANA Boys 18 years and under team secured Silver in a Team Event at the 21st 2016 Caribbean Junior and Cadet table tennis championships being held in the Dominican Republic.
