that Ganesh tried to cover his tracks by chopping up things in the house and fixed the bodies to look like if they were asleep.

“She died while fighting to save her child; but look what happened,” Persaud said as tears rolled down her face.

She added: “Vanessa wanted to leave him but she was awaiting her cousin arrival from the bush on July 28 to take her away from this monster- but it was too late,” the mother said as she wiped the tears away.

Sukhram-Persaud, a mother of two, was found on a blood-soaked mattress with her neck almost severed and with chops to her jaw, arms and fingers. Her son was found lying next to her with his intestines protruding.

The fisherman went berserk on the day in question, killing his family and almost severed the arm of his mother.

This newspaper understands that the alleged killer told the police that his wife had been unfaithful, and he was “stressed out” since he is unemployed and had difficulty finding a job.

According to reports, Ganesh was arguing with his wife over food, claiming that he was hungry. His mother overheard the heated argument, and decided to take a piece of bread over to the shack where Ganesh lived with his wife and son. The shack is located behind his mother’s house.

As she was taking the bread to his house, she was attacked by her son who was armed with a cutlass.

The woman dropped the bread and ran towards her home, but the young man chased her and continued his chopping spree.

Venezuelan gang extorting Guyanese miners - Army, police to investigate claims

By Shauna Jemmott THE Guyana Police and Defence forces (GPF and GDF) are investigating reports that a Venezuelan gang operating in the areas of Arau and Mango Landing -- in Region Seven, along the Wenamu River in the Cuyuni Mining District and close to the Venezuelan border -- has been terrorizing Guyanese miners, demanding from

them gold, cash and other items.

In an interview with the Guyana Chronicle, Brigadier Mark Phillips, Chief of Staff of the Guyana Defence Force, confirmed that the army has received complaints of the attacks and is working with the Guyana Police Force (GPF) to investigate the matter.

He said soldiers and police stationed at Eteringbang have visited the

area after receiving from the Guyanese miners complaints about harassment

by Venezuelans armed with guns. The army has also received follow-up reports, and is preparing to dispatch another team of soldiers into the area, Brigadier Phillips said.

By Shauna Jemmott A HUNTER looking for iguana and labba in the Bee Hive farmlands stumbled upon a human skull and a quantity of bones in the backlands of the East Coast Demerara village on Sunday.

And the Guyana Police Force has since visited the area to investigate the find.

‘C’ Division Commander Assistant Commissioner Marlon Chapman told the Guyana Chronicle on Monday that a single skull and bones of a human body were discovered in the backlands, some

Commander Chapman said the Guyana Police Force is investigating the matter and a post-mortem examination will be done on the remains to determine the cause of death.

He told the Guyana Chronicle that while there were no reports of anyone missing in the community, the remains appear to have been there “a long, long time ago”.

According to the man, gang members indicated that they “come to control things there”, and were demanding a certain amount of gold from dredge and shop owners. “(They) control everything at their terms,” the

man complained. He said the gunmen are pirates reportedly from a group called “Cindy Cathas”, which also terrorises Guyanese on the Wenamu River. The man said that while persons know they should not pay the Venezuelans, they cooperate because their lives and the lives of others are at risk.

“Most people (are) using the Wenamu River because that is the only way you go by boat. They hold somebody boat there and they (later) give back the boat. I don’t know if (the person) paid or what. We want to work in peace; we shouldn’t be bullied and harassed…,” he said.

Minister within the Ministry of Natural Resources, Simona Broomes, has been informed of the miners’ plight, and has since reported the matter to the GDF Chief of Staff, Brigadier Mark Phillips.

More than 100 Guyanese reside in this area that is being frequented by the gun-toting Venezuelans.

A tough job for first woman to lead UK after Thatcher INTERIOR Minister Theresa May will become Britain’s Prime Minister on Wednesday, with the task of steering its withdrawal from the European Union, after rival Andrea Leadsom abruptly terminated her short-lived and disastrous leadership campaign.

May, 59, will succeed David Cameron, who announced he was stepping down after Britons unexpectedly voted last month to quit the EU. Britain’s planned withdrawal has weakened the 28-nation bloc, created huge uncertainty over trade and investment, and shaken financial markets.

May and Leadsom had been due to contest a ballot of grassroots Conservative party members, with the result to be declared by September 9. But Leadsom unexpectedly quit on Monday after a campaign dogged by ill-judged comments about her rival’s lack of children and questions about whether she had exaggerated her CV. “I am honoured and hum-

bled to have been chosen by the Conservative Party to become its leader,” said May, who favoured remaining in the EU but has made clear there is no going back on the result of the June 23 referendum.

“Brexit means Brexit, and we’re going to make a success of it.”

The callousness of the M&CC

Dear Editor,

THE news that the body of missing 19-year-old Harris Anthony Persaud, a former student of Queen’s College and a second year student at the University of Guyana, was found at the foreshore of the Garden of Eden, East Bank Demerara, must have sickened to the core every parent in Guyana, particularly those with young, bright, hardworking and ambitious children like Harris Anthony Persaud.

Only God knows the agony his parents experienced to learn he had apparently met his demise as a consequence of going to the back of the Marriott Hotel for “a swim”;

that a huge wave swept him away is even more egregious.

How many youths have already died in the Lamaha Canal, popularly known as ‘the Blacka’, and in other local canals creeks and rivers?

This is happening, and will continue to happen, purely and simply because of the callousness and depravity of the administration of the Mayor and Councillors of the City of Georgetown (M&CC), which has so far refused to have a municipal pool constructed in the capital, and staffed with lifeguards and other safety features to replace the Luckhoo Swimming Pool that was once available to the public.

Many, if not most, towns and cities in the Caribbean

and around the world provide public pools, which are often part of a larger leisure centre or recreational complex. The Georgetown Municipality prefers to waste hundreds of millions of dollars building ridiculous presidential parks, the cost of which could have built a modern aquatic centre.

The youths of Georgetown deserve a good life, and will get a good one only when the imprudent and corrupt administrators at City Hall are removed.

Does the Government of Guyana not see the nonsense that is going on at City Hall?

Must more youths perish before the management of City Hall is shaken up?

When one reads the ridiculous six-point plan that was

outlined by the Town Clerk, which was filled with pie in the sky ideas, one would have expected more practical, relevant and sensible ideas coming from a primary school child.

I suggest that the Council quit fooling around and get serious about improving the services provided and the resources made available to the public.

If one does not own a pool, belong to a swim club or pay to swim at a hotel in Georgetown, then he or she has to continue swimming in the ‘Blacka’ or at the seawalls, a most unsafe practice.

THE report in Sunday’s edition of the ‘Kaie t e u r N e w s ’ re v e a l i n g the deplorable working conditions at the Solid Waste Department of the Mayor and Councillors of the City of Georgetown (M&CC) is an appalling reminder of the indecency, tactlessness, and insensitivity of the administration at City Hall.

If they can subject their own workers, whom they claim to value and appreciate, to such unpleasant and harsh working conditions, then one can only imagine what they would do to the citizens

of Georgetown, whom they hardly know or share any type of rapport with.

Photos of the outgrowth surrounding the Lunchroom, and the Lunch Room with missing boards and windows (Council is responsible for weeding and cleaning the City, and is supposed to ensure that all structures in the city are safe and sound); of the rotting outer walls of the Solid Waste Department and of the cramped and squalid toilet facilities designated to employees (a clear public health violation), speak clearly to the depravity of the administration which, instead of providing the most minimal of environmental

health and safety standards to its employees, prefers to build a Presidential Park costing hundreds of millions of dollars for no good reason.

I would like to suggest to the officials of the Labour, Occupational Safety and Health Department of the Ministry of Social Protection that they should visit the plush offices of the Mayor, Town Clerk and other favoured senior staffers, where they will find stylish, expensive and the latest cutting-edge flat screen television sets installed and connected to direct satellite television; carefully selected posh office furnishings;

state-of-the-art communications equipment; refrigerators crammed with expensive refreshments; climate-controlled environments; adequate lighting and luxurious private washroom facilities.

Of course they don’t need lunch rooms, as they constantly dine out with friends at opulent restaurants and hotels -- at the Council’s expense of course!

These villains that manage the affairs of the City must be gotten rid of and replaced by competent, trustworthy and fair-minded persons.

Nominees to the Public Procurement Commission An appalling reminder of M&CC’s indecency

PEOPLE’S Progressive Party/Civic (PPP/C) Member of Parliament Irfaan Ali, Chairman of the Parliament Public Accounts Committee (PAC), promised the society last month that he would have the names of the nominees to the Public Procurement Commission (PPC) by that month’s end. This is July, and it is not unreasonable for the society to expect delivery.

It should be reminded that the appointment of the PPC is, on many fronts, of vital importance to this nation. Apart from it being a constitutional body that should never be non-functional, it is the institution that oversees and ensures the management of contracts for public goods and services within the framework of the laws, in open and transparent processes. Doing so not only allows the public insight into the management of their affairs, but also allows for complaints to be lodged.

Guyana stands to gain on many levels. At the political level, it would exemplify growth in the nation’s politics, in that Government is unafraid to conduct the people’s business within the public’s view, and is committed to respecting the Laws of Guyana. Where an aspect of our politics tends to be accusatory, sometimes not without justification, the establishment of the PPC would not only address allegations of nepotism, single-sourcing and curry-favouring, but the society would be better informed in rejecting or accepting such claims, based on the institution’s evidential work.

The APNU+AFC Administration has committed to managing the affairs of state in a manner that would bring about accountability, national unity, social cohesion, and inclusionary democracy. In the presence of the claim that the administration is falling short on its commitment, coupled with an expressed view from the diplomatic community on what is considered need for substantive work to make social cohesion a reality, the PPC can help in this regard. When this institution -- which legally is independent of Cabinet and whose members would have secured at least two-thirds support of the National Assembly -- makes a decision, it brings about a sense of collective involvement and responsibility to ensure it does its work effectively and efficiently.

At the international level, non-establishment of institutions such as the PPC has continued implications for the image and reputation of Guyana on the Transparency International (TI) Corruption Index. One of the systems

in avoiding and preventing corruption is adherence and enforcement of laws.

What ratings Guyana receives in the 2016 Report, given that this administration has been in office since May 2015, would not be the responsibility of a PPP/C government; this government will have to own it.

Further, in the instance of money laundering and financing of terrorism, with the former known to ensnare legitimate organizations and governments, Guyana has to be mindful that more international financial institutions -- for instance, the Bank of America -– do not withdraw doing business with us. In the instance where that has happened, should it continue, international and regional monitoring organisations such as the Financial Action Task Force and the Caribbean Financial Action Task Force would keep Guyana on their monitoring radars.

And whereas it may be attractive for political expediency to ignore or engage in dilatory tactics in ensuring establishment of the PPC, Guyana -- and more importantly, the ordinary man and woman -- has more to lose than gain.

Outside of banks, for the preservation of their integrity, demanding more proof of identity and authenticity of the source of money -- which can be frustrating -- those who rely on

remittances will also feel the pinch.

In the area of the Gross Domestic Product (GDP), where recent World Band Data said 10.6 percent of Guyana’s GDP between 2011 and 2015 came from remittance, it is in the Government and people’s interest not to have this source of revenue reduced, much more depleted. The paralleling of the narco-economy with the formal should not be allowed to expand, though, factually speaking, it would present a tempting proposition to feed oneself and family in the absence of legitimate jobs and support that remittances provide. A government also has to be concerned that a narco–economy is trying to overrun its formal economy and undermine its legitimacy. The drugs’ wars and resultant mayhem that occurred a few years ago are not lost sight of or forgotten by the people, who lived in daily trepidation.

It is hoped that good sense prevails, petty partisan politics is put aside, and those responsible -- the PAC and the entire Legislature and Executive – treat this issue with deserving seriousness and move urgently to have the nominees made known, elected by Parliament, appointed by the President, and set up office. On this matter, time is running out for Guyana and her people.

Cross-dressing case for Court of Appeal today THE Court of Appeal is today expected to hear the case brought by cross-dressers that the country’s law against cross-dressing is “hopelessly vague”.

In early September, 2013, then Chief Justice Ian Chang ruled that cross-dressing by men is not a crime as long as they did not do so for an “improper purpose.” Cross-dressers believed that this did not stop them from being arrested or harassed by the Police, as the Judge did not define what “improper purpose” meant.

As a result, the cross-dressers, along with

SASOD, which advocates for the rights of sexual minority groups, appealed the Chief Justice’s ruling.

The transgender men had petitioned the High Court to strike down laws that left them opened to arrest, following a police crackdown the year before on male cross-dressers.

The dress code falls in the same section of the laws that makes homosexuality a crime.

Today, Chancellor of the Judiciary Carl Singh is expected to preside over the appeal hearing with a panel of appellate judges.

(GTU) was established to ensure respect for the dignity of transgender persons in Guyana and the protection of their human rights. The first named applicant/appellant Quincy (Gulliver) McEwan is a founder and the Executive Director of GTU. That organisation and its members are closely following this case.

The McEwan case argues that the archaic cross-dressing law, found in section 153 (1) (xlvii) of the Summary Jurisdiction (Offences) Act 1893, is inconsistent with the Constitution of Guyana. It also argues that the conduct of the Chief Magistrate, who told

the individual appellants that they were confused about their sexuality and should follow the teachings of Jesus Christ, also was not consistent with the Guyana Constitution.

In a statement, SASOD stated that “the vagaries of this vague language were seen as recently as March, when a magistrate cited the cross-dressing law to explain why he would not allow transgender women to appear in court wearing women’s clothing.”

The lawyers for four individual appellants, McEwan, Clarke, Fraser,and Persaud, as well as SASOD, will present arguments to demonstrate

that the cross-dressing law is “hopelessly vague” and, as a result, does not meet the constitutional requirement associated with the rule of law.

“It is a well-established principle that if law is to rule, it must be certain and ordinary citizens, as well as state officials, must know precisely what is being prohibited. “ The appellants will also argue that the cross-dressing law is inconsistent with the guarantee made in the Guyana Constitution that all persons are equal before the law and entitled to equal protection and benefit from the law,” SASOD stated.

He said the waterways are supervised and controlled by MARAD, and water-dredges can only fall under the purview of that agency. “So whatever information is required from the GGMC in terms of where they are going to, or will be anchoring the dredges, has to be approved by the governing bodies of the waterways,” Ming noted.

sels that operate on the waterways, and Ming opined that those rules would be established by next month end.

THE presence of a partially submerged water dredge in the Mazaruni River has ignited discussions which are expected to see registration of the vessels being handled jointly by the Maritime Administration Department (MARAD) and the Guyana Geology and Mines Commission (GGMC).

These discussions began after reports that a water dredge, known as a “dragga” -- this one registered to Crown Mining Supplies of North Road, Georgetown –- has, for almost one month now, been hanging on its side along the main channel of the Mazaruni River, close to Issano in Region Seven.

Minister within the Ministry of Natural Resources, Simona Broomes, noted on Monday that the mining company has promised to remove the vessel within two days. She has since instructed MARAD to see the removal happens.

Broomes said she was informed that the dredge, registered SD3398, was being relocated to the Potaro when a pontoon connected to it sank.

Minister Broomes met with officials of the GGMC and MARAD on Monday to discuss the issue. At the meeting, it was disclosed

by Harbour Master Michael Tennet that the dredge in

question should not have been anchored in an “unsafe manner in the waterways”.

He noted that the situation could result in hazardous consequences, and added that, since 2008, the maritime bodies have been proposing to the mining authorities that all water dredges should be licensed by MARAD prior to operating on the waterways of the country.

“Once we have certified that dredge, we will so inform the GGMC,” he said.

MARAD Director Claudette Rogers noted that the entity’s mandate is fundamentally to promote safety on the nation’s waterways.

She said that as road vehicles need licence to operate on the roadways, it is equally important for marine vessels to be licensed before operating on the waterways.

“Ignorance of the law is absolutely no excuse,” Rogers said, noting that she is happy the agencies are able

to meet to establish a policy on the issue.

“We want to avoid an accident or incidents from occurring,” she said. MARAD is working to establish safety centres across the country as it moves to improve its limited capacity.”

Minister Broomes stressed that MARAD’s role will be corrected, given the present situation regarding water-dredges. She said the aim is to ensure how many water-dredges are operating and how many are not.

“We are supposed to have a register of the dredges out there, where they are and where they are operating,” she said, as she called for the issue to be corrected.

GDF Colonel heads Department of National Events

PRESIDENT David Granger on Monday officially established the Department of National Events, and placed same under the Ministry of the Presidency (MoP).

This Department, headed

by Colonel Nazrul Hussain of the Guyana Defence Force (GDF), is tasked with planning and execution of all national events in the country.

An MoP release has President Granger as saying that national events must be planned and executed in a manner that would make Guyanese people feel pride and patriotism.

“Public events are important for our political culture, for our national identity; (they declare) who we are, and my expectations are that Guyanese must feel proud of their national symbols, monuments, their national festivals.

“We have already seen, over the last year, how proud Guyanese feel even to see the national flag being raised, and we want to ensure that this feeling permeates Guyanese at all levels and in all of the regions. And my expectations are that Guyanese will emerge more unified and

more proud of their identity, history and heritage than ever before,” President Granger said.

The Head of State noted that national events require extensive coordination and collaboration among a number of ministries and Government agencies, especially those events of a large magnitude. Therefore, it is important for someone to assume specific responsibility for these events, so that they receive the required attention.

“We want to ensure that [national and international events] are done and performed in a very high standard, and there has to be a high level of coordination as well. By Nandita Gopaul HELP is on the way for residents of Montrose on the East Coast of Demerara, after many years of suffering the hardships of traversing deplorable roads, according to Chairman of the Neighbourhood Democratic Council (NDC) Zaman Shaw.

During a visit to the community recently, the Guyana Chronicle found that topping the list of concerns among residents was the sizeable potholes that make life difficult for them, especially when it rains.

The minibus owners and taxi drivers face the worst of this situation, but they have no choice than to continue working on these roads to make ends meet for their families.

One of the residents, Cheitram (only name given) told Guyana Chronicle that it is time the roads be repaired.

“I want the roads fix immediately,” Cheitram said, while explaining that due to its deplorable state, his vehicle is often damaged.

“And I can’t afford to keep going to the workshop because every day you go, the prices of parts keep going up,” the Montrose resident added.

Another resident, Tina Persuad, also complained bitterly about the poor state of the road. Persaud said the situation worsens during the rainy season as the road becomes muddy. “This is bad man, when it rains, my son can’t go to school, and if he does, I have to take him through another road which is longer,” she complained.

Fredericks murder retrial postponed THE Lakeraj Fredericks murder retrial -in which he is accused of having, on June 3, 2011 in the County of Demerara, murdered Clifton Bonus, called ‘Mutts’ -- should have begun yesterday before Justice James Bovell-Drakes at the Demerara Assizes, but has been postponed to next Monday.

The delay came about, the accused explained, because he had not been told earlier about the trial, so that he could have made arrangements to retain his lawyer. The accused declared that the lawyer of his choosing was in Berbice, and he did not get the opportunity to retain him through his mother, who is in Linden.

He told the court that from yesterday he would have started making arrangements in this regard, and agreed that if he did not succeed in getting his chosen lawyer, he would accept one chosen by the State to represent him.

Thus the Judge adjourned the hearing to next Monday, and instructed jury members to return then, when 12 of them would be empanelled to try the case.

Veteran engineer Walter Willis dies GOVERNMENT engineer Walter Willis died at the St Joseph Mercy Hospital late on Monday night after entering a state of coma allegedly due to being administered wrong medication.

Media reports had, earlier on Monday, indicated that the 66-year-old Willis had died, but this assertion was based on a press release dispatched from the Office of Minister of Public Infrastructure (MPI), David Patterson.

Mrs. Dolly Willis and other relatives informed reporters on Monday afternoon that Willis was in a coma at the hospital. According to his wife, the father of three was taken to the hospital on Saturday for treatment for a stomach ailment. She said it was nothing of a serious nature when the family took the well-known engineer to the private medical institution.

This publication was, however, told that Willis was allegedly administered insulin, even though he is not diabetic. According to his wife, her husband’s condition started to deteriorate

over the weekend, and the MPI was informed by the family that Willis had died after medical personnel told the family that they can say their final goodbyes.

Dolly said she asked the staff not to disconnect the life-support equipment from her husband, since relatives and friends would want to visit him in hospital.

Information on Willis’s state changed during Monday afternoon when another doctor visited the hospital and checked the man’s condition and a heartbeat was detected. However, late on Monday night he succumbed.

The hospital, in a statement, said it has embarked on an investigation to ensure that all clinical guidelines were adhered to in keeping with standard operating procedures.

“Mr. Willis will be remembered by all as a dedicated worker who went above and beyond to ensure the proper execution of all projects under his remit. He was always willing to offer advice, and worked meticulously. He was also fondly known to

all as a stickler for protocol, and could be seen traversing even the hallways of the Ministry with a safety vest on.

“Ministers of Public Infrastructure, David Patterson and Annette Ferguson, along with the staff of the Ministry, wish to extend their heartfelt condolences to the Willis family,” the MPI said in a statement.

Willis, a father of three, easily recognizable by his signature safety-vest and broad sun-hat, had been tasked with overlooking a number of Government projects, including the Cheddi Jagan International Airport (CJIA) expansion project.

He was serving as Technical Advisor to Minister of Public Infrastructure, David Patterson.

His most recent public activity occurred on Friday when Patterson led a team of officials and later briefed members of the media on the Cheddi Jagan International Airport (CJIA) expansion project. During the tour, Willis provided important bits of information and analysis of the ongoing works at the airport. Willis noted that

Prior to being involved in the public service, Willis

spent several years as an engineer attached to the Kayman Sankar Group of Companies, where his tasks included overseeing the functioning and installation of equipment of that company’s rice factories on the Essequibo Coast.

Willis would have celebrated his 67th birthday later this month.

Mother, daughters held - in Belle West fatal beating incident

By Alva Solomon POLICE on Monday arrested a mother and her two daughters following the death of 31-year-old Yugehswar Shiwcharan, called ‘Shahrukh Khan’, a bodywork technician and father of two of Lot 485 Belle West Housing Scheme, WBD, who died almost one week after he had allegedly been savagely beaten by the women and a male relative close to his home. The lawmen are reportedly hunting for this male relative.

Shiwcharan reportedly used to suffer from seizures; and last Monday night, following an attack of seizures, he became delirious and entered his neighbours’ yard,

where he allegedly was beaten about his body.

Recounting the events that transpired then, his brother Maheshpaul, who lives next door to where the incident reportedly occurred, told this publication that his brother ‘tripped out’ at some time after 23:00 hrs, and stripped off his clothing before entering the adjoining yard. He was reportedly beaten about his body by two young ladies and their brother, after he entered the yard. His ribs were swollen, while his hands and back also showed signs of the beating he had received. During the ordeal, the man’s assailants reportedly pelted him several times with broken bottles, some of which left

Maheshpaul said that, based on an eyewitness account, his brother’s assailants dragged him out of the neighbours’ yard and left him in front of his home in a muddied and bloodied state.

Maheshpaul said he drove his brother to the West Demerara Regional Hospital, where he was admitted in an unconscious state. The following morning, he and his brother’s wife reported the matter to the Wales Police Station, but the police paid little interest in the matter, even though his brother’s injuries were serious.

“Is a waste ah time go deh!” he said, and explained that only after his brother had succumbed to his injuries, at about 22:30 hrs on Sunday, did the ranks display interest in the case.

He said the police visited the home of his brother’s assailants on Monday morning and arrested the two

siblings and their mother, while the siblings’ brother went into hiding.

The dead man’s wife, Narisa Persaud, said her husband used to suffer from seizures; and last Monday night, following an attack, he became delirious. “He does be talking to heself, and he start taking off he clothes,” she recounted.

She said she and her c h i l d re n w e re a s l e e p when her husband started to “misbehave”, but she later heard what appeared to be a “beating coming from next door”.

She added that her neighbours, who live in the house aback of hers, were “drinking and playing loud music”.

When this newspaper

visited the man’s home on Monday, his brother and relatives were preparing to host a wake. His wife told this publication that her husband of five years had been suffering from seizures in recent years; and he had developed this condition as a result of losing customers who frequented his bodywork establishment.

She said that for several months he had not experienced any attacks, but two weeks ago, he “start get back this thing, and he start talking to heself”.

A post-mortem is expected to be performed on Shiwcharan’s body on Wednesday. Meanwhile, police continue to question the suspects.

Demerara Harbour Bridge for major repairs in third quarter THE Demerara Harbour Bridge will again undergo substantial maintenance works similar in nature to that which it had undergone earlier in the year, the Government Information Agency (GINA) has reported.

According to GINA, this time work will be done to the western half in the third quarter of 2016.

“These works will be done to the retractor span which allows large marine vessels to go up and down the river, and will last for four to five days,” GINA Stated.

The extra-large pontoons at the retractor span will be replaced.

“Only one half of the bridge will be opened to allow large vessels to pass,” General Manager, DHBC, Rawlston Adams stated.

“We’re awaiting the delivery of a second pontoon (hollow metal cylinder used with others to support a tem-

porary bridge or floating landing stage) to do exactly the same work on the western end of the bridge so once the pontoon is delivered, which should be sometime in the third quarter in the year, we will execute that work,” Adams said.

The sum of $150M will be spent on the bridge for continued maintenance this year.

On July 8, the DHBC received Cabinet’s approval for $51M to rehabilitate pontoons and fabricate buoys, Adams noted. “We are currently awaiting approval from the National Procurement and Tender Administration Board (NPTAB) to forward to Cabinet for us to start other works.”

Additionally, Adams pointed out that there continues to be an increase in traffic on the bridge which cannot change, “until something more happens in terms

of building another bridge.”

He further explained that as the economy grows, more persons are relocating to Region Three. “They buy/import new vehicles, increasing traffic, and that poses a challenge to us with respect to traffic management.”

However, the corporation’s approach to managing the increased traffic is to engage the Guyana Police Force (GPF) for its assistance in traffic management, getting timely information to the public and requesting commuters to try as much as possible to be on time before the bridge retractions.

In April 2016, the bridge was closed for six hours, for maintenance works on a pontoon which had to be changed as part of a menu of works that has to be completed during the course of this year.

The bridge is a vital link for commuters between Regions Three and Four.

Bartica teen remanded on marijuana charge NINETEEN-year-old Dennis Boston of Lot 35 First Avenue, Bartica appeared before Chief Magistrate Ann McLennan charged with the offence of possession of marijuana.

Boston pleaded not guilty to the charge which read that he had 112 grammes of cannabis in his possession for the purpose of trafficking on July 8 at his residence.

Police Prosecutor Denior Jones told the court that on the day in question, police went to the suspect’s home, acting on a ‘tip-off’ and conducted a search.

The accused was the only person at home and the police went into his bedroom where they found the suspected narcotics inside one of his shirt pockets. Under caution, the teen allegedly told ranks: “Is a man pass and give me it fuh keep.” He was subsequently arrested and charged.

The police prosecutor objected to bail Dennis Boston on the grounds that no special circumstances were cited. The Chief Magistrate refused bail and Boston is to make his next court appearance on August 12.

- UK lauds Guyana for aiding in April 2015 cocaine bust

By Svetlana Marshall THE Customs Anti-Narcotics Unit (CANU) and the Guyana Police Force (GPF) have been cited for support given to the United Kingdom’s National Crime Agency (NCA), which has resulted in the conviction of two Turks who were caught trafficking in excess of 3.2 tonnes of cocaine.

Once adulterated, this haul of cocaine had an estimated potential street value of £512M. The substance was found hidden on board the Tanzanian-flagged MV Hamal in April 2015; and following a 12-week trial at the High Court in Glasgow, Scotland, the ship’s captain, Mumin Sahin, and first mate, Emin Ozmen, were found guilty of two counts of drug trafficking on Monday. They will be sentenced on August 12.

In light of this conviction, British High Commissioner to Guyana, Greg Quinn, has expressed his appreciation to the two local agencies for the pivotal role they played in the trial’s success.

“Her Majesty’s Government and the UK National Crime Agency are extremely grateful for the support and assistance provided

by the Guyana Customs Anti-Narcotics Unit and the Guyana Police Force during the investigation,” he said.

“We are also grateful to those witnesses from Guyana who were willing and able to give evidence during the trial.

“Our cooperation has resulted in a significant drug interdiction and the conviction of those involved in this crime. We look forward to continued cooperation in the coming months and years,” Quinn said in a statement yesterday.

DETAILED STATEMENT In a detailed statement yesterday, the NCA explained that the vessel was intercepted by the Royal Navy destroyer HMS Somerset and Border Force cutter HMC Valiant in the North Sea, approximately 100 miles off the Scottish coast of Aberdeenshire.

“They were acting on intelligence supplied by the NCA, working in cooperation with the French customs investigation service DNRED and the UK’s National Maritime Information Centre,” the NCA explained, adding that its officers were then deployed on the HMS Somerset as the MV Hamal was boarded

“Subsequent to the vessel’s arrival at the port on April 24, the authorities commenced a search, during which in excess of 3.2 tonnes of cocaine was unearthed.

“Ballast tanks on the Hamal were pumped out so that search crews could gain access. As they began to drill through a metal panel inside one of the tanks, a white powder was seen on the drill bit; it tested positive for cocaine.

The panel was removed, revealing bales of cocaine concealed inside a neighbouring compartment,” the NCA said.

“The way the bales were stacked inside showed that there must be another access point in the vessel. Investigators began a detailed search for the main access point, and in crew quar-

“Border Force officers wearing specialized breathing equipment entered the tank, and over a period of two days, 128 bales of cocaine were removed, each weighing approximately 25 kilos. The total weight of the cocaine taken off the MV Hamal was in excess of 3.2 tonnes.

INITIAL STAGES During the initial stage of the investigation, nine Turkish crew members were detained and ques-

tioned in Aberdeen, while investigators scoured the ship for clues as to the vessel’s route.

According to the deck log and engine log books, the MV Hamal had spent time in West Africa after leaving Turkey. However, analysis of the ship’s navigation system showed that even though the AIS navigational beacon was turned off, GPS had continued to monitor movements on a laptop computer.

“This proved that the ship had sailed from Tenerife on March 8, 2015 and travelled across the Atlantic, arriving in Georgetown, Guyana, on March 21.

“It left five days later, and, significantly, paused its journey for around 12 to 15 hours around two days after leaving port. This is where investigators believe the drugs were loaded on,” the NCA posited.

COLLABORATION “As a result, NCA international liaison officers collaborated with the Guyanese authorities here to trace the location of the vessel whilst it was in Guyana, and individuals associated with it.

“Mobile phone evidence placed a number of the crew in the Georgetown area of Guyana, contradict-

ing the log books,” the UK crime agency said, adding: “Officers also recovered a coded satellite phone email message from the vessel, containing a series of numbers. When checked against a key found in a notebook on board, this corresponded with coordinates for a location in the North Sea north of the Dutch/German border, where investigators believe the drugs would have been offloaded.”

According to NCA senior investigating officer John McGowan, the seizure was “unprecedented in scale” and represented the largest ever Class ‘A’ haul in the UK, and possibly the biggest ever maritime seizure of cocaine in Europe.

“While we suspect that the end destination for this load would have initially been mainland Europe, there is no doubt, given the size of the seizure, that a good percentage would have ended up being sold in the UK, and fuelling further criminality.

“Our investigation has been truly international, and we have relied on support of law enforcement colleagues across the globe, including France, Turkey, Guyana and Tanzania.”

Jilted man wanted to kill ex-lover

By Alva Solomon JILTED Route 40 minibus driver Uttanpad Sewnaraine, called “Umesh” or “Paddy”, 39, who attacked 29-yearold Senita Ramotar, the mother of one of his children, in a stabbing frenzy on Saturday night, has declared that he had intended to kill the woman at the scene.

He was reportedly arrested on Saturday night at Ramotar’s parents’ David Street, Kitty home, after he had stabbed her multiple times about her body. Hospitalised in the Intensive Care Unit (ICU) of the Georgetown Public Hospital, she was, on Monday, recovering from her injuries there.

Persons at the scene said the man attacked the woman after a brief conversation he had with her shortly after she had returned home and was walking through the side entrance to the house. The woman’s siblings said she and another sister had moments earlier returned home after buying dinner when the incident occurred.

Her sister was walking towards the family’s house when she looked back and saw the man ‘punching’ her sister.

According to the woman’s sibling, the assailant was in fact stabbing her sister, and several young men who were in the vicinity went to her rescue.

The man dropped the knife after he was confronted, and he was later tied up by the men.

“He told them that they could do whatever they want to

do because he done kill she, and that is what he said he went there to do,” Ramotar’s sibling told this publication.

She said the man stabbed her sister in the region of her chest, legs and arms, and the injured woman was in a semi-conscious state on Monday and was unable to move one of her hands, which was severely cut.

Recollecting on her sister’s relationship with the man, the woman noted that the minibus driver had struck up a relationship with her sister some 10 years ago, at which time her sister was unaware that the suspect was married and had children.

He lives on Sheriff Street, Georgetown, she said.

She said that her sister had already borne a child for the man when she was informed that he was married. Sometime later, the affair became an “on and off” exercise, as her sister lost interest in the relationship.

She said the man would hit her sister at times, and the woman decided last year to cut all ties with him. This development put the man in a state of jealousy, but he was still allowed to visit the family to see his daughter.

Thus on Saturday evening, when the man appeared at her mother’s home, “We took it for nothing, because he would come and see the child.” However, the man’s bloody attack has left the family in a state of shock.

The suspect’s immediate relatives have made attempts over the weekend to visit the injured Ramotar, but her family has since requested the GPHC to ensure that security staffers

Police investigators visited Ramotar following the incident, and are expected to take a statement from her when her condition improves. The 39-year-old suspect remains in custody.

Adjustments to Draft Cybercrime Bill completed - legislation likely to be sent to Special Select Committee when tabled THE Draft Cybercrime legislation will soon be presented to Cabinet, now that consultations and adjustments on the bill have been completed.

Attorney General and Legal Affairs Minister, Basil Williams, will make a special appeal to Cabinet for the legislation to be sent to a Select Committee when it is presented in the National Assembly. Once cleared by Cabinet, the draft legislation would be laid in the House.

The draft bill initially presented to stakeholders in March has since undergone several changes. “As a result of that consultation, we had to make several adjustments to the draft bill,” Williams explained.

Once passed, the bill would safeguard Guyanese against cybercrime, including computer-related forgery, identity theft, child pornography, child luring, and offenses affecting critical infrastructure.

The Cybercrime Bill 2016 was crafted with the primary objective to combat cybercrimes by creating offenses and to provide for penalties, investigation and prosecution of the offences and related matters. The draft bill mandates that a person who, intentionally and without lawful excuse or justification, inputs, alters, deletes or suppresses computer data, resulting in (the production of) inauthentic data with the intent that it be considered or acted upon for legal purposes as if it were authentic, regardless of whether or not the data is directly readable and intelligible, commits an offence and is liable, on summary conviction, to a fine of $3M and to imprisonment for three years.

Attorney General and Legal Affairs Minister, Basil Williams In addition, persons who disseminate information after being convicted will be fined $20,000, and will also be liable to a three-year prison term.

The bill also outlines the penalties for computer fraud, in the sense that anyone who commits an offence deemed to be computer fraud will be dealt heavier penalties, with a summary conviction carrying a $5M fine and a five-year prison term.

Cyberbullying, which is bullying through the use of technology, is also deemed an offence, according

to the bill. It states that to cyberbully another person intentionally or recklessly is deemed to be committing an offence.

According to the bill, “a cyberbully” is someone who uses a computer system to repeatedly or continuously convey information which causes fear, intimidation, humiliation, distress, or other harm to another person. The actions of such persons become detrimental to another person’s health, their emotional well-being, self-esteem or their reputation.

Child pornography as an offence is also clearly defined by the bill: Anyone who intentionally produces child pornography for the purpose of its distribution through a computer system, or who offers or makes available child pornography through a computer system, is guilty of an offence. In addition, anyone who distributes, transmits, procures or obtains child pornography through a computer is also guilty of an offence.

If summarily convicted, such individuals are liable to be fined $5M and serve a five-year prison term.

In light of the pending legislation, the Guyana Police Force has, with a series of training, been preparing its ranks to effectively address this kind of crime. An Assistant Superintendent and a Sergeant attended a just concluded Interpol-sponsored cybercrime training session in the Dominican Republic.

The Ministry of Legal Affairs has also been exposing its staff to cybercrime training, and the Director of Public Prosecution and Justice of Appeal attended such seminars in Brazil.

Region 10 honours top NGSA students

MINISTER of Social Cohesion, Amna Ally, said on Monday that she was “particularly proud” to be presenting the 2016 National Grade Six Assessment (NGSA) top performers in Region 10, Upper Demerara/Upper Berbice, with bicycles and backpacks.

The Minister congratulated Region 10 for doing extremely well at the NGSA, having four of its top students earning places at Queen’s College; 10 at the Bishops’ High; four at Saint Stanislaus College, and three at St. Roses High.

Twenty-one students were selected to be honoured for sterling performance; and the one who did not attend today’s ceremony will receive his bicycle and bag at a later date.

“Top students, top schools,” Minister Ally said, as teachers, parents, students and other supporters erupted into loud cheers during the ceremony, held at the Department of Education at Republic Avenue in Linden.

Minister Ally noted that this is the first time in many years that the top regional performers are being honoured, and she lauded President David Granger’s vision to make Guyana “an education nation”.

Since commencement of the Five Bs Programme (Boats, Buses, Bicycles plus Breakfast and Books), 10 buses, nine boats and hundreds of bicycles have been donated to children and communities, all aimed at reducing inequalities to education, she said.

“I want to say to you, Region Ten, that you are very fortunate, as you are enjoying many of the ‘Bs’. You have enjoyed boats: three boats have been allocated to this region, Berbice River, Demerara River and Essequibo River, because we recently gave [one to] River’s View…. You already have one bus…and you are now fortunate to get bicycles and bags,” the Minister said.

She charged the gathering to pool their resources to develop their town, region and country. “I ask you, Region Ten, to become builders: another ‘B’ in this region…Linden is doing well,” she said.

The Minister said that while there was much furore when the Government stopped the poorly administered distribution of the $10,000 school voucher programme operated by the previous administration, “It is not about the $10,000, it is about providing a better life for our people… It is about providing opportunities for our young people to be better citizens of this country,” she said.

Minister Ally also extended thanks to His Worship, Mayor Carwyn Holland, who advanced the Ministry’s plans to reward the top students in his constituency by donating a number of bicycles for distribution.

Father of 10 jailed for ganja trafficking - tells court, “I don’t sell drug; I does only smoke it” A 54-year-old man of Mabaruma was on Monday sentenced to three years imprisonment along with a $30,000 fine for marijuana trafficking.

Peter Silvanie appeared before Chief Magistrate Ann McLennan and admitted that on Saturday, July 9 at Mabaruma, North West District, he had 17 grammes of marijuana in his possession for the purpose of

trafficking.

The unrepresented Silvanie begged the magistrate for leniency while noting that he is the father of 10.

The prosecution stated that on the day in question, Police Constable Walter was heading to work and boarded a taxi which Silvanie later joined along the way.

The policeman observed Silvanie

acting in a suspicious manner and on approaching the station he requested the man to disembark the vehicle and conducted a search on him.

In Silvanie’s pants pocket, the constable pulled out a black bag with a quantity leaves, seeds and stems suspected to be cannabis.

Ramkarran calls for countrywide consultations on constitutional reform POLITICAL commentator Ralph Ramkarran is of the view that Cabinet must first consider the Constitutional Reform report which was submitted by the Steering Committee on Constitutional Reform (SCCR), after which countrywide consultations must be stipulated by the executive.

“Cabinet must consider the report of the SCCR and amend it by stipulating countrywide consultations and giving a view on the preparation of a draft document”, Ramkarran said in his weekly blog, Conversation Tree which was aired on Saturday.

The report of the SCCR, which was appointed by the Government and headed

by Attorney-at-Law Nigel Hughes, was handed over to Prime Minister Moses Nagamootoo in April. It is presently before Cabinet for a decision as to the way forward.

And Ramkarran’s suggestion seemingly coincides with what was reportedly recommended by the SCCR

in their report.

According to a report in The Stabroek News, on May 3 of this year, the body proposed “a three-tiered reform system…where a group of legal experts on the Constitution Reform Commission (CRC) will prepare a draft document encompassing some of the SCCR’s recommendations.

This will then be distributed to stakeholders including representatives of political parties and civil society. The CRC will then be expanded to include representatives of political parties and civil society. The expanded CRC will then deliberate on submissions received and prepare a report which is to be perfected by its legal experts.

This report will then be taken to the National Assembly for debate after which a referendum or some other method would be employed for the prospective adopting of the recommendations.”

Given this, Ramkarran

reasoned that although it might not have been expressly spelt out, deliberations on “submissions received” suggest that the recommendation by the SCCR anticipates that such submissions will be sought. As such, he noted that it would therefore be premature to assume that wide consultations would not take place.

Also, the SCCR’s recommendation is for a technical Constitution Reform Committee (CRC) to prepare a draft and then for an expanded CRC to consider submissions before finalizing the draft to be submitted.

And according to the political commentator, this makes eminent sense.

He explained that in 1999 the then Constitution Reform Commission (1999 CRC) considered 4,601 proposals received by way of oral and written evidence given by persons and organisations in Georgetown and from every region. These, he said, included persons from centrally located towns, villages and

Ralph Ramkarran communities in the hinterland and on the coast.

“This was one of, if not the most extensive, uncontrived, consultation processes undertaken in relation to any issue in Guyana” Ramkarran added.

He further explained that in these consultations, it was a major difficulty not having a document consisting of reference points to which

reference could be made.

In addition, much of the time local problems, which had no relationship to the Constitution, dominated the discourse.

He noted too that members of the 1999 CRC, who went out on these outreaches, had no answers to the local problems raised and persons became frustrated and dismissed the exercise as a “waste of time.”

A former longstanding member of the opposition PPP, Ramkarran recommended that the Government and other stakeholders may wish to consider the structure of the 1999 CRC, enshrined in the Constitution Reform Commission Act No. 1 of 1999.

This structure, he said, provided for twenty members nominated by:The Peoples’ Progressive Party/Civic (PPP/C); The Peoples’ National Congress (PNC); The United Force (UF); The Alliance for Guyana; and representatives from farmers, the private sector, indigenous

peoples, women’s organisations, youth organisations, the Guyana Bar Association, Hindu religious organisations, Muslim religious organisations, Christian religious organisations, and the labour movement.

During that time, which was described as having a charged political atmosphere, Ramkarran said that an agreement was arrived at by all parties.

“Although the recommendations did not go as far as many would have liked, resulting in a continuing state of political instability driven by ethnic cleavages, the 1999 CRC successfully concluded its work after countrywide consultations, evidence from fourteen Guyanese and foreign experts and several other specialist teams.

There is therefore an existing template of legal form and methodologies which no doubt informed the SCCR in its work and can assist other decision makers and stakeholders” he reasoned.

U.S. university to probe poultry deaths - Livestock Authority says too early to declare an outbreak of poultry diseases

THE Guyana Livestock Development Authority (GLDA) has sent samples of dead poultry to the University of Georgia in the United States as it tries to determine the cause of poultry deaths which have left Berbice farmers counting their losses.

The GLDA has acknowledged the reports of poultry deaths but said it is too early to declare an outbreak of poultry diseases since the cases investigated are dissimilar and affect different breeds.

“Samples which have been taken from the premises of one large scale farmer of broiler birds have already been prepared and are on their way to the University of Georgia because of the types of tests we want,” said Dr

Dwight Walrond, Deputy Chief Executive Officer of the GLDA. D r. Wa l r o n d e x plained: “We want to test for a wide array of diseases. Based on clinical signs there are two different manifestations taking place, that’s why we are using the University of Georgia to test for four to six diseases. The University of Georgia is a reference laboratory. Sending the samples to Georgia is the best course of action since it would give us a good idea of what’s happening on East Bank Berbice,” Walrond said.

The University of Georgia is one of the reference laboratories which is utilised for further testing of GLDA samples, the Government Information Agency (GINA) reported.

The unknown disease has affected both broiler birds and so-called creole birds. On one farm, broiler birds approximately eight weeks old are being affected while in two other instances, creole birds, ranging from one day to four weeks were being affected.

“The signs and symp-

toms are different, one transpired during the rainy season and the other just started,” Walrond told GINA. “On Tuesday, our head of extension will be in Region Six trying to develop the best package for the farmers in terms of delivery of extension services. The team in-

cluding one staff from epidemiology will be working along with staff and farmers in the region to collect whatever data we would have missed in the initial investigation, and to bring further relief to farmers,” he explained.

The GLDA has acknowledged the reports,

but remains steadfast in its findings that it is too early to declare an outbreak of poultry diseases since the cases investigated are dissimilar and affect different breeds.

The authority is tasked with providing extension and other services to farmers in every region of the country.

Guyana sending only athletes, swimmers to Rio Olympics ALTHOUGH the Guyana Olympic Association (GOA) did try to secure spots in more sporting disciplines, athletics and swimming will remain the only two sporting disciplines on the final team which will represent Guyana at the 2016 Summer Olympics next month in neighbouring Rio, Brazil.

The Guyanese delegation to the August 5 – 21 Games will therefore consist of the four athletes and two coaches,

two swimmers, their coach and the Chef-de-Mission, Garfield Wiltshire. GOA president, K. A. Juman-Yassin and General Secretary, Hector Edwards will also be attending the Games, as required by the IOC. According to Wiltshire the GOA had attempted to secure wild card ‘Universality Places’ for six other athletes in other sports disciplines, namely badminton, table tennis, taekwondo and tennis.

However, that did not work

out, so we are left with our four-man team, and entry to the Games closed.

The athletes representing us are Winston George in the Men’s 400m, Brenessa Thompson in the Women’s 100m and 200m, Aaliyah Abrams in the Women’s 400m and top world-ranked Men’s triple jumper, Troy Doris. The athletics contingent will be accompanied by George’s coach Joe Ryan, and Doris’ coach.

The swimmers are Jamila Sanmoogan in the Women’s 50m freestyle and Goodwill Games gold medallist Hannibal Gaskin in the Men’s 100m butterfly. The pair will be accompanied by swimming coach Paul Mahaica.

Several other athletes were pushing throughout the year to make it the qualifying mark but continued to come up short.

Those athletes who will represent us enter their event

as qualified participants, while the swimmers were awarded Universality Places, based on their attendance at the 2015 FINA World Championships.

T h i s y e a r ’s n u m b e r equals the number of athletes who participated at the last Olympic Games in 2012 held in London, United Kingdom, but at that hosting Guyana participated in more sporting disciplines.

Last time the participant distribution saw three athletes, one judoka, and two swimmers. George is the only athlete

on this year’s team to have represented Guyana at a previous Olympic Games. He is also the only one on the athletics team not originally from the U.S. Meanwhile, the athletes are set to depart from their respective destinations to the Games Village beginning later this month. The swimmers and their coach will travel from Guyana on August 1, while George, Abrams and Thompson will travel from the U.S. and Doris will travel from Europe, where he is currently training.

By BRIJ PARASNATH in Trinidad & Tobago GUYANA and Barbados registered wins in the West Indies Cricket Board Under-17 50-overs-a-side first-round matches yesterday in Trinidad and Tobago.

Guyana defeated Leeward Islands by 48 runs in a rain-affected match at Inshan Park, Preysal, while Barbados did likewise with a 40-run victory over Jamaica in their clash at the National Cricket Centre, Balmain, Couva.

In the low-scoring encounter that started at 13:45hrs; Guyana batsmen struggled but finally managed 92 for 9 in 26 overs.

Sachin Singh, who topscored for Guyana with 22; shared two partnerships that allowed Guyana to show some respectability to their boast of being ready to dominate the tournament.

Together with skipper Bhaskar Yadram, they posted 16 for the first wicket before Javier Spencer effected the breakthrough for Leewards, when he forced Yadram to offer wicketkeeper Joshua Grant a catch with his personal contribution being seven runs off ten balls.

Singh faced 41 balls and hit one four and in tandem with vice-captain Joshua Persaud (19 runs, 34 balls, 1x4) posted an enterprising 37-run second-wicket part-

nership. But both soon perished and Ashmead Nedd with 14 was the only other batsman to reach double figures.

Elroy Francis claimed 4 wickets for 10 runs off six overs.

Fighting for victory, the Guyanese captain Bhaskar Yadram snapped up four wickets for six runs from 2.4 overs and collected the Player-of-theMatch award.

He received great support from Nedd (4-1-6-1), Kevin Sinclair (5-1-9-1) and Kevlon Anderson (4-0-11-1) as they combined to demolish Leewards for a meagre 48 all out in 21.4 overs and celebrate a hard-fought victory to stay in contention for the regional Under-17 title.

Barbados also kept their chances alive for top honours as they amassed 191 for 7 off 50 overs. Kadeem Alleyne 55, Joshua Bishop 22, Jamali Lynch 32 not out, Kilano Brathwaite 19 were the main run-getters. Roberto Simpson bagged four wickets for 51 runs.

Barbados captain Joshua Bishop produced an impressive performance with the ball and finished with five wickets for 24 runs to claim the Player of Match award as Jamaica were bowled out for 151.

Griezmann named player of the European Championship (REUTERS)-France forward Antoine Griezmann was named player of the tournament yesterday after leading the Euro 2016 hosts to Sunday’s final where they lost to Portugal in extra time.

(REUTERS) - Olympic champion Allyson Felix stunningly failed to make the U.S. team for Rio in her favourite event, the 200 metres, as her dreams for a rare sprint Olympic double ended at the American trials on Sunday.

A late lean by the world 400 metres champion was not enough for Felix as she missed qualifying for Rio by one-hundredth of a second by finishing fourth in 22.54 seconds.

World champion Tori Bowie gained the victory in the 200 in 22.25 seconds with collegian Deajah Stevens (22.30) and a lunging Jenna Prandini (22.53) outduelling Felix.

Only the top three finishers in each event at the cut-throat trials qualify for the Olympics.

“I gave it all I had but it just wasn’t there today,” said Felix, who two months ago could not even walk because of a sprained ankle.

But it was the lack of conditioning, not the ankle, that slowed her on Sunday, she said “The speed just wasn’t there,” said Felix, who had not run a 200 metres this year until the trials, where she won the 400 metres earlier in the 10-day competition.

Bowie watched the 2012 Olympics from home on television. Now she is going to Rio. “It’s like a dream come true, coming to the Olympic trials and leaving being the champion,” she said.

KINGSTON, Jamaica |(Reuters) - Sprint king Usain Bolt was named to the Jamaican Olympic team in the 100m, 200m and 4x100m races despite an injury that kept him from qualifying at trials, the Jamaican Olympic Association said yesterday.

The six-time Olympic gold medallist was forced to withdraw from his country’s trials earlier this month with a hamstring injury but was allowed on Jamaica’s team headed to the Rio Summer Games after applying for a medical exemption.

The inclusion of the world record holder in both the 100m and 200m on the Rio-bound Jamaican team came a day after Bolt posted a photograph from Germany of himself back in training.

Unlike in the United States, where the first three finishers in the trials win Olympic berths, Jamaica’s selection policy allows medical exemptions.

Bolt and Olympic 110m hurdles bronze medallist Hansle Parchment were among four athletes named to the Olympic team after receiving medical exemptions from the Jamaica Athletics Administrative Association.

Jamaica’s delegation of 63 athletes across three sporting disciplines for the August 5-21 Rio Olympics also includes one gymnast, two swimmers and one diver.

Squash team to represent Guyana at CASA championships A TEAM of 22 players and four officials will leave the country on Thursday for the Cayman Islands to represent Guyana at the Junior Caribbean Area Squash Association (CASA) Championships scheduled for July 14-25.

The team breaks down to 13 boys and nine girls. In the Boys Under-11 category are Michael Alphonso, Kimir Khan, Mohyryan Baksh, and James Mekdeci.

The Boys Under-13 category is headed by defending champion Shomari Wiltshire, and includes Samuel Ince-Carvahal, and Demetrius DeAbreu. The Boys Under-15 category has Daniel Islam and Anthony Islam, while in the Boys Under-17 are Alexander Cheeks and Rithew Saywack.

Guyana will be seeking to defend their team title, concurrently hunting its 12 consecutive overall team titles at the tournament. The boys will also be defending the Boys team title, while the Girls team will make a try to regain a grasp on their title.

After nine consecutive Girls team titles the Guyana Girls lost the stronghold last year when the title went to Barbados. However the Boys celebrated their third consecutive win. Coach Ince believes that based on training this year the Girls are poised to reclaim their title.

“The girls have trained hard and yes I think that we can take it back. The Under-19 that came out last year, their place is being taken by competent players and I’m very hopeful, I don’t see a lot of problems.” Ince said Most of the players on this year’s team carry some amount of experience at the regional level, with only the

Under-11 players and Cadogan being newcomers to the tournament. This is the first year that the competition will be featuring an Under-11 category, an inclusion that Ince said is very commendable.

“It’s a very, very good thing, they’re not on the team. They’re only going (to participate) in the individual (division), so that kind of exposure is a very good thing to bring into the sport,” Ince noted.

Overall, Ince remarked, he expects the team to once again continue to perform well.

“Based on how well they’ve trained, and prepared, we expect them to defend their title well, and come back with another victory. They trained a little more than usual, compared to the past years, things were a little more intense this time.

By BRIJ PARASNATH CEPHAS Cooper presented himself with a match-winning birthday fifty and in the process piloted Trinidad and Tobago to a 78-run victory over defending champions Windward Islands in their West Indies Cricket Board Under-17 50-overs-a-side first-round encounter at Gilbert Park, California, Couva yesterday.

Cooper once again displayed his potential with a sterling 57 and engineered a

brilliant recovery and together with solid contributions from Mervin Patrick and Brandon Singh ensured that T&T amassed a challenging 171 for 9 in their allotted 50 overs. In reply, Windwards folded up for 93 in 27.3 overs.

Batting first, T&T were reeling and in a state of shock at 23 for three in 8.3 overs with both openers Navin Bidaisee and Leonardo Francis dismissed for a zero each and captain Kirstan Kallicharran gone for a solitary run to his name.

“The IAAF doesn’t accept non-qualifiers when you have qualifiers so it was not until Aaliyah Abrams was not able to go that they were prepared to accept Chantoba’s entry.

It’s not a case that we waited long to start the proceeding, you have to bear in mind that Chantoba did not qualify for this meet. So her acceptance is based on the IAAF accepting her, and that acceptance basically came through pretty late.”

Subsequently the AAG is now in the process of procuring the necessary visas for Bright and her coach, Johnny Gravesande, to travel to Poland later this month, with only a few technicalities remaining to be worked out.

“We’re trying to get her there, she and her coach, Mr Johnny Gravesande; we’re working on it. We’re working tediously, around the clock in order to get her the Schengen visa, and then to organise flights, more or less likely through Suriname to get her up there at least by the 16th for competition on the 19th (of July). She would get the visa, we’re just looking at the timing of it.

The whole issue right now is ideally the Polish Embassy that we’re supposed to be working through is in Ven-

ezuela, but we’re looking at the possibility of having her get her visa out of Suriname but that’s not out of the Polish Embassy, so we will have to pay for that visa. If we had gone to the Polish Embassy we would have gotten that visa free of cost.”

Overall, Hutson said, the funds are there to get the two-man team to Poland, with the Association paying now and being reimbursed by the IAAF later.

“We have enough funds to cover her ticket, while the IAAF will refund those moneys we would have put out towards getting her there. There is also a coaches’ seminar that the IAAF would normally fund for the coach going with the athlete.

Therefore we’re hoping that the IAAF would give us the refund too for Mr Gravesande’s ticket.” Hutsson said.

It remains tentative if Bright would participate in both the triple and long jump events, or just one of those events at the Championships.

“They entered her for both (long jump and triple jump) but it’s up to the technical delegate of the meet to say based on the amount of slots if they would put her in both.”

Bright landed her silver medals at CARIFTA after clearing 5.94m in the long jump, and 12.39m in the triple jump. The Lindener again impressed when she cleared a 6.09m personal best in the long jump at the AAG National Seniors Championships.

The qualifying marks for the long jump and triple jump at the Championships are 6.20m and 13.0m, respectively.

Bright only athlete to represent Guyana at World Juniors GUYANA’S 2016 CARIFTA Games silver medallist, Chantoba Bright, is currently Atheltics Association of Guyana (AAG) sole prospect to represent the country at the upcoming International Association of Athletics Federations (IAAF) U-20 Championships, formerly the World Junior Championships, set for Bydgoszcz, Poland, July 19 - 24.

President of the AAG, Aubrey Hutson, speaking with Chronicle Sport, explained that after Aaliyah Abrams, Guyana’s only athlete confirmed to have qualified for an event at the Championships, indicated that she would not be representing Guyana at the meet, the AAG then submitted Bright’s name to the IAAF and they accepted.

Abrams opted out of the Championships due to her preparations for next month’s Olympic Games, where she will be one of four athletes who will represent Guyana in athletics. he selection, Hutson explained, was made based on Bright’s performance at the 2016 CARIFTA Games, where she earned two silver medals in the Girls’ Under-18 triple and long jumps.

Hutson admitted that the Association did look at the other Guyanese athletes who medalled at the Games but was not pleased with the other athletes’ subsequent performances.

“Her (Chantoba) name is submitted, we would have submitted (Aaliyah) but due to (her) involvement in preparation for Rio, (she) opted not to

Twenty-four-year-old Barbados middle-order batsman Roston Chase is the new face in the 12-man West Indies squad. (WICB Media/Ashley Allen) ROSTON Chase, an uncapped middle-order batsman who can be handy with his offspin, has been named in West Indies’ squad for the four-Test series against India.

Wicketkeeper and former captain Denesh Ramdin has been left out, in keeping with what he had tweeted last week.

Left-hand batsman Leon Johnson gained a recall, while there was no place for experienced quick Kemar Roach after his poor showing in West Indies’ previous Test assignment, the series in Australia last December.

Fast bowler Jerome Taylor also did not feature in the 12-man squad. Taylor, 32, who had played 46 Tests for West Indies since debuting in 2003, had informed the board that he is retiring from the longest format, the WICB said in a release. He will continue to be available in the shorter formats.

The WICB also said that Ramdin was “sanctioned” for his outburst in relation to his non-selection. In Ramdin’s absence, Dowrich will take over wicketkeeping duties.

He was designated wicketkeeper in the Indians’ first warm-up game, in which Johnson and Chase also featured for the West Indies Cricket Board President’s XI, though none had much success.

Both Johnson and Chase had enjoyed a good run in West Indies’ regional first-class tournament in 2015-16.

Johnson was a key cog in Guyana’s triumphant campaign, topping the run charts with 807 runs at 57.64, while Chase was fourth on the table, with 710 runs at 59.16 for Barbados.

Shannon Gabriel is the only specialist fast bowler in the 12-man squad, with seam-bowling all-rounders Carlos Brathwaite and captain Jason Holder being the other pace options. Leg-spinner Devendra Bishoo is the only specialist slow bowler in the squad.

The others to miss out from West Indies’ squad that toured Australia are left-arm spinner Jomel Warrican, fast bowler Miguel Cummins and batsman Shai Hope, who had hit an unbeaten century in the tour game.

The first Test against India begins on July 21 in Antigua, followed by Tests in Jamaica, St Lucia and Trinidad.

Rio ready to host Olympic Games, says IOC RIO de Janeiro has overcome setbacks and is “ready to welcome the world” to the 2016 Olympics, says the International Olympic Committee (IOC).

Nawal El Moutawakel, who heads the IOC group monitoring the preparations, has made her final visit to Brazil after travelling there regularly since 2009.

There have been fears over Rio’s readiness because of building delays, the Zika virus and political crises.

But El Moutawakel said the Olympic venues are “ready for action”.

The Games run from August 5 to 21. /Economic problems have seen initial plans scaled back and concerns over unfinished building work were still being expressed last month.

Meanwhile, a coastal cycleway built for the event collapsed in April.

Concerns over the Zika virus, which has been linked to defects in newborn babies, have also blighted preparations.

On Monday Jordan Spieth became the latest high-profile golfer to pull out of the Olympics citing health fears.

The World Health Organisation (WHO) has said that there should be “no general restrictions on travel and trade with countries, areas and/or territories with Zika virus transmission,” including the areas that will host the Olympics.

“The Games will take place during the winter months of August and September, when the drier, cooler climate greatly reduces the presence of mosquitoes and therefore the risk of infection,” the IOC added.
