Man busted with illegal Woman arrested in firearm at Palm Court taxi driver’s murder

A man has been arrested after police found an unlicensed .38 special revolver with four matching rounds during a search on his person at the popular night spot Palm Court on Main Street, Georgetown on Saturday.

The man will shortly appear in court, according to the GPF Press Officer Superintendent Jairam Ramlakhan.

Five persons were arrested for possession of arms and ammunition at a night spot in West Ruimveldt last Friday.

POLICE on Saturday night arrested a woman in connection with the death of 24-year-old Roland “Vishal” Jodmie, whose body, with gunshot wounds, was found in his car last Tuesday in an isolated area aback the Tuschen Housing Scheme, East Bank Essequibo.

Reports are that police discovered a photograph of the woman in the vehicle of the deceased, and are seeking the whereabouts of her husband, who also resides in Tuschen. It is alleged that the husband had previously threatened to kill the taxi driver, and had warned him to stay away from his wife.

Police on Friday released a 21-year-old man who was arrested in connection with the murder, and are awaiting the results of Jodmie’s post-mortem.

On Tuesday, October 4, at about 19:00hrs, Jodmie was found in his car with two gunshot wounds in an area known as “the Blacka”, located at Block Eight, Tuschen Phase Two Housing Scheme, EBE. Reports are that the taxi driver had been hired by two men to take them to the back of the scheme; and while there, he was robbed of his day’s earnings and then shot.

By Ariana Gordon A MINING pit in Rock Creek, Mining District Three, Region Seven (Cuyuni/Mazaruni) caved in on Saturday last, and 33-year-old Keon Wilson of Two Friends, Ann’s Grove, East Coast Demerara (ECD) perished in that mishap.

The pit caved in while Wilson was working on the jetting tailings as a jetman employed on a land dredge owned by Eventon Daly, also of Ann’s Grove, ECD. Daly had been issued a cease-work order by the Guyana Geology and Mines Commission (GGMC) for unsafe mining practices, but he did not heed the order. His dredge was unregistered and deemed unsafe for working in accordance with regulation 214 of the mining regulations.

Guyana Chronicle understands that George Alphonso is the owner of the property, and Daly had obtained a mining privilege from the GGMC on June

According to statements made by other workers on the land dredge and seen by Guyana Chronicle,

jetting was taking place on both sides of the pit when the accident occurred. “The pit wall cracked, broke away and covered Wilson,” said 45-year-old Sean Dey, the other jetman who was in the mining pit at the time of the accident.

In his statement to GGMC officers, Dey said, “I quickly called Ragnauth Lallie to bring the jet over to jet Keon Wilson out of the sand. We then proceeded to jet the sand covering Keon Wilson, and found him buried under approximately two feet of sand.”

After failing to revive Wilson, Dey accompanied his employer Daly to the Puruni Mining Station, where a report was made.

He recounted that it had taken approximately one hour for him and his colleagues to “jet” Wilson out.

Another miner, Royden Roberts, recounted that “there was no time to warn the deceased” when he realised what was taking place. Roberts works as a “marrack man” for Daly.

“I had to run from the marrack hole to save myself,” he said.

Over the past two years, mining pit cave-in accidents have resulted in the deaths of many miners.

The latest mining accident resulted in the death of a Russian Geologist, “Oleg”, at Annamuri Backdam in Mazaruni, Region Seven. This geologist and another worker were taking samples in a

freshly-dug trench when one of the walls collapsed and covered them. Oleg died on the spot while the other worker was injured.

CRYING SHAME In an invited comment on Sunday, Minister within the Ministry of Natural Resources, Simona Broomes, described Saturday’s mining accident as a “crying shame”.

She said miners ought to operate in a safe environment.

The minister, who was once a miner, told Guyana Chronicle that it is inexcusable for owners of dredges to forsake safety in the interest of gold production.

“Without these workers you won’t get the gold!

Safety is important! It is disheartening to hear of another loss of life in the mining industry! We at the Ministry of Natural Resources and the GGMC have been stressing the im-

portance of safety!” Minister Broomes lamented as she told Guyana Chronicle that while she has only a preliminary report on the accident, a thorough investigation will be done.

“I extend my heartfelt condolence to the family of the deceased… It is truly a sad time,” she said.

In May 2015, a mining pit accident claimed the lives of 11 miners; and many others have died under similar circumstances across regions Seven and Eight. Since taking office, President David Granger has promised that every mining accident would be investigated, and has warned defaulting mining operators that they would be placed before the courts if found to be in breach of safety standards.

“The lives of the men and women in this industry are more precious than the minerals they mine,” President Granger has said.

President to address Parliament on Thursday

WHEN the 43rd Sitting of the National Assembly, the first session of the 11th Parliament, resumes on Thursday, President David Granger will be addressing the House, expectedly on the issues of good governance and national development.

Parliament has been in recess for two months, and upon resumption, the APNU+AFC Administration will be advancing several critical pieces of legislation. The President’s address comes ahead of the presentation of the country’s 2017 National Budget, expected to be presented in late November or early December 2016.

A statement emanating on Saturday from the Ministry of the Presidency has said the President views the resumption of Parliament as a good opportunity to inform the nation on how the country would be governed during the financial year 2017. “…so, in broad outline, we are looking at the financial plan -- that is: the budget which is going to be presented early December or

But we also want to lay out our legislative agenda and our broad policy for governance in terms of our social and poverty alleviation programmes; and, most important, our green agenda,” the Head of State said during an interview at State House on Friday.

administration’s legislative agenda has been set based on the importance Government places on strong governance, security, and youth development. Ally noted that many of the bills put forward by Government have been the subject of public consultations, so that Guyanese can contribute thereto by ensuring that maximum results are yielded.

She said the adoption of the National Youth Policy is one item heading the agenda during the new session.

“The young people play an important role in our society, and we want to ensure that the National Youth Policy

receives the attention it deserves. This is something that has been lagging since the previous Government and Parliament, and so we would want to see that it is tabled in the National Assembly and (that) every member has the opportunity to add their contributions,” Minister Ally explained.

An Order Paper issued by the Parliament Office details that Opposition Member of Parliament Odinga Lumumba would be moving a motion relative to the outstanding work of the Parliamentary Sectoral Committee on Natural Resources of the 10th Parliament. That Committee

was unable to submit a report to the National Assembly before the end of the session in which it was appointed because of the prorogation and subsequent dissolution of Parliament on November 10, 2015 and February 28, 2015 respectively. As such, the National Resources Committee of the National Assembly of the 11th Parliament will adopt all outstanding work of the previous committee.

Additionally, Opposition Chief Whip Gail Teixeira, Chairperson of the Parliamentary Sectoral Committee on Foreign Relations, is expected to move a motion in regard to adoption of the

third periodic report of the Parliamentary Sectoral Committee on Foreign Relations of the 10th Parliament. Before the end of the Session in which it was appointed, that Committee was expected to make a report to the Assembly upon matters it had addressed or those referred to it in accordance with Standing Order No. 104(1).

The Parliamentary Sectoral Committee on Foreign Relations was unable to conclude its agreed-upon work programme, but has reviewed the report of the previous Committee and has agreed that it be laid in the National Assembly.

Police release Cornelia Ida murder suspects THE TWO suspects who were in police custody assisting investigators to determine the circumstances under which a 65-year-old woman was found murdered in her Cornelia Ida, West Coast Demerara (WCD) home on Monday last have been released.

A senior police officer confirmed that an extension of the 72-hour detention period had not been sought

because police questioning of the suspects had been completed.

The dead woman, believed to be mentally ill, has been identified as Bibi Keneiz of Ball Field Street, Cornelia Ida, WCD. The mother of three was found in a hammock with almost a dozen stab wounds about her body.

Man shoots woman in mouth ––after being accused of impregnating another woman

SHEVON Harry of the John Fernandes Squatting Area in Georgetown was last Friday shot in the mouth by her reputed husband after she accused him of impregnating another woman.

Reports are that after the mother of two was shot, she sprinted out of the home she shares with her assailant and collapsed on a dam.

She was picked up by a neighbour and rushed to the Georgetown Public Hospital (GPHC), where she was admitted.

The critically injured woman, a security guard attached to the Alliance Security Service, is reportedly in stable condition after undergoing surgery to have the bullet removed.

munity say the couple shared a “rough” relationship, and a neighbour has said that the woman had been a constant victim of domestic violence. One woman in the neighbourhood described the assailant as a very abusive and controlling individual. She described Harry’s reputed husband as a very jealous man who had opposed her being in the company of certain friends, both male and female.

Although residents described Harry as a very hardworking and quite individual, they said she was very secretive and had cut ties with several of her relatives because her partner did not approve of her relationship with them.

PNCR group offers free after-school classes THE WERK-EN-RUST arm of the People’s National Congress Reform (PNCR) is going full speed ahead with its free after-school programme geared to facilitate the area’s school children.

Bajan nabbed with cocaine in underwear POLICE on Sunday arrested a Barbadian national at the Eugene F. Correia International Airport with a quantity of cocaine wrapped in undergarments strapped to his legs.

22-year-old Barbadian national was an outgoing passenger destined for Barbados when, at about 13:15h on Sunday, he was found with 914 grams of cocaine strapped to his person; thus police ranks at the airport arrested him.

Taking ownership of our society

WHETHER we were brought here wrongfully or by choice, Guyana is now home. In order to make home function most effectively we have to ensure it is preserved and protected so that our values and legacies can be passed on.

In this case it is not a matter of race or its past experiences, it is about making the best of what we have in ensuring our preservation, longevity and development.

One of the biggest issues regarding the future is that we are not good at preserving the past. If we fail to preserve the past, we are doomed to repeat the same mistake in the future. Without knowing our past, we have no control shaping our future, since it will be shaped by disasters rather than ambition and planning.

We are living based on what can go wrong, not what we want our future to be. We are in the self-preservation mode, i.e., we are concerned only about the here and now, which blurs our interpretation and understanding of the most important things such as family, community, culture, and country.

Unless we learn how to value what we have, we can never have more. We have lost track of our identity and adopted other identities without understanding the fundamental core principles of the civilisations we want to emulate. We have to learn not only to adopt the looks of other societies, but also the fundamentals underpinning how and why they function.

Western civilisation, especially USA and Britain, are built in such a way that hundreds of years hence the foundations and principles will pass on from generation to generation. Conversely, as a culture we look at things that if they are no longer in use they no longer have value, unlike Western civilization where even if something is not in use, it is preserved as a representation of the past and the ability to overcome.

For instance, the Vreed-en-Hoop stelling represents a key means of commerce and transportation in earlier times.

With the advent of the Demerara Harbour Bridge, speed boats, and other modes of transportation, we no longer see the value and have appreciation for what was. This is a sign of failing to preserve our legacy, which in turn will make us lose our identity. A legacy defines a people, without that we have no history, which means we never existed.

We have to begin thinking beyond ourselves and survival instinct and put ourselves in the future generation, who might want to know who we were and what we represented.

Guyana being the only English-speaking country in South America or governed by Great Britain has a larger responsibility to carry on Guyana’s legacy. We have an important role to play in preserving the diversity in cultures from those who dared to venture, by choice or not, Guyana’s way. Ours is an eclectic identity that needs to

-- De Kinderen residents complain about police in their community A high level of crime and lack of trust for some officers of the Guyana Police Force are just some of the immediate concerns of De Kinderen, West Coast Demerara residents.

They raised those concerns when they met with Attorney General Basil Williams on Sunday at a community outreach programme.

In continuance of similar programmes held at Parika, Stewartville, Farm and in other communities, the Attorney General sat down with the residents of De Kinderen and directed some personalised attention to the problems facing their community. Greatly appreciative of the initiative, residents did not fail to express

the many grievances they face, including their distrust of the lawmen and women in their area.

This was done in the presence of recently appointed “D” Division Commander Leslie James, who admitted there is need to restore residents’ confidence in his officers even while noting that one rank has since been removed for related reasons.

“The challenge we have at the moment is that we have some issues with our response time to crime, and we are dealing with that,” the divisional commander said.

One resident recounted being victimised by her neighbours, who claimed that that

resident had called the police after one of them had been arrested for being caught with narcotics at what has been described as a “drug house”.

According to the resident, she reported the assault at the Leonora Police Station, but was not pleased with the way the matter was handled: she and her daughter being charged.

“When my daughter called the police station, the police say they don’t have ‘jet’ to come here. So we had to take a taxi to go to Leonora Police Station to make a report,” the resident said.

Other residents chimed in their support, and also remarked that residents who witness crimes in the area are

afraid to speak out because of fear that what they say to the police would be transmitted to the criminals.

“My house was raided.

Thief went into my house, and fridge, washing machine, everything was gone; and I can’t believe a fridge walking out my house and my neighbour didn’t see anything. So people know, and nobody ain’t want talk. Why? Because they are being victimised by the same people who doing the crime.

You can’t talk out around here,” another resident said.

Commander James has, however, assured the Attorney General that all of the residents’ concerns would be given due attention.

Consultations on Witness Protection Bill begin today

CONSULTATIONS on the Witness Protection Bill, which Attorney General Basil Williams has said is under review with the common Guyanese citizens in mind, begin today at the Pegasus Hotel at 09:00hrs.

The Attorney General wants the subsequent bill to be one that encourages persons with incriminating information or evidence against persons who are in a position to intimidate them to be able to come forward and speak out without fear, particularly as the Government seeks to continue its fight against corruption at all levels.

“This legislation is for the ordinary (people) to be confident that they can help in the fight to protect state assets, become witnesses, and be kept safely. The whole thing will help the fight against corrup-

tion in public office. We are putting in place things to recover assets. In order to do that, we know we have to protect the people and encourage witness-

The Attorney General has

said that the consultationS would be all about adding the perspective of ordinary persons to ensure that the eventual bill is as comfortable as possible to those that it will serve.

“The important thing is that we give stakeholders an opportunity to make a contribution, and that’s what’s important with the consultation. We will invite comments, interventions, submissions, proposals to change all those things; and after that is completed, we will then have an in-house look at the recommendations made and decide whether it is credible or not. Because it doesn’t follow that everything proposed must find its way into the bill,” Williams explained.

Several stakeholders are expected to be involved in Monday’s consultation, including Red Thread, the Guyana Human Rights Association,

several other non-governmental organisations (NGOs), and the Private Sector Commission.

Once the consultations are over and recommendations are assessed and considered, Williams is hopeful of seeing the bill tabled in Parliament before the end of the year.

Following this, the Ministry of Legal Affairs will be looking to advocate and bring awareness to the programme.

“The Ministry will have to conduct sensitisation meetings throughout Guyana, to target public officers to let them know that you can’t steal taxpayers’ money. And if anyone knows of someone doing this, they must feel confident that they can go and blow the whistle (at) a special place provided for that; and having done so, this will be put into a witness protection,” Williams explained.

No longer does it take a world power to do it for us, and it needs to be said that the next generation is not looking for information, they are looking for examples of what Guyana can become.

Toolsie Persaud Limited Alleged pre-teen rapist arrested supports literacy programme --to make court appearance today

POLICE in Berbice on Saturday apprehended a 42-yearold man who allegedly raped a pre-teen but went into hiding after being placed on $5,000 station bail.

According to Police Press Officer, Jairam Ramlakhan, the suspect whom an arrest warrant was issued for, was apprehended Saturday and will be arraigned in court on October 10, 2016 to answer to the charge.

Reports revealed that the man was found hiding at his mother’s house at Tain, East Berbice-Corentyne.

The man, a cane harvester of a Lower Corentyne village, was arrested on May 3, after an allegation that he had raped the 12-year-old relative on May 1.

According to a source, the man reportedly locked the girl in a room and forced himself on her. The pre-teen was allegedly left in care of the man, while her mother was out working.

The girl reported the incident and the police were informed. A medical examination was ordered and it confirmed that the young girl had been raped.

The man went into hiding and was arrested and detained on May 3, while the file was sent to the Director of Public Prosecutions (DPP) for advice.

After the 72-hour detention period had elapsed, the man was released on $5,000 station bail.

According to a source, the file from the DPP came back last week and a charge of rape was recommended.

The man was asked to appear at the Whim Magistrates’ Court on Thursday October 6, 2016 to answer the charges. However, he did not show up and an arrest warrant was subsequently issued for him.

Pensioner killed in Sheriff Street accident S E V E N T Y- S E VE N - y e a r- o l d O s w y Crum-Ewing, who was struck down by a minibus along Sheriff Street, Georgetown on Friday while riding his motorcycle, succumbed to his injuries while receiving medical attention at the Georgetown Public Hospital.

The pensioner, of Lot 79 North Sophia, Greater Georgetown, was on his way to work at Subryanville, Georgetown when he attempted to cross the road to purchase fuel from the Guyoil Service Station and was struck down by the minibus.

An eyewitness said Crum-Ewing appeared to be severely injured when the “green minibus” collided with his motorcycle on Friday. He died hours

Crewmen clash over father, son disappearance at sea

Omadatt Basdeo, 32, called “Budha”, lives on the West Coast of Demerara; and Mahesh Singh, 35, lives at Cummings Lodge, East Coast Demerara.

Basdeo on Sunday gave police a statement in which he blamed Singh for the disappearance of the father and son, but Singh is reportedly not accepting blame and is saying that Basdeo should examine himself.

Nagamootoo conferred with honorary doctorate -- accepts award in honour of Tamil ancestors

THE BHARATH University has conferred Prime Minister Moses Nagamootoo an Honoris Causa Degree (Doctor of Letters) on October 5, 2016 in Chennai, Tamil Nadu.

The Prime Minister was honoured at a special convocation during his visit to Tamil Nadu, where he attended an Economic Conference.

Earlier, on October 4, the Madras Development Society presented to the Prime Minister its highest award, the Crown Jewel of Tamils, for his outstanding achievements in public life.

Prime Minister Nagamootoo was hailed as the first person with Tamil ancestry who has been elevated to the post of Prime Minster and First Vice-President.

In his acceptance address at Bharath University, Prime Minister urged that education should be accessible to all and that academic excellence should be put to the service

He also noted that education should not be a commodity and must not be done for profits but as a service to humanity.

He explained that for education to be of any worth, those who enter public life should serve as a duty and not for self-interest and personal rewards.

Prime Minister Nagamootoo explained that he had refused previous offers of both university and national awards, but was persuaded to accept an award from an institute of

higher education in Tamil Nadu as a tribute to his ancestors who left the port of Madras in 1847 for the then British Guiana.

For a mile leading up to

the university entrance, huge banners were draped on lamp posts and in other public places, acclaiming the Guyanese Prime Minister who was greeted at the university by a large crowd waving Guyana and India flags.

Prime Minister was presented with ceremonial shawls and bouquets and a garland that measured some five feet.

The Honorary Doctor of Letters Degree was presented by the founding chancellor of the university Dr Jagathrakshakan, in the presence of Dr Avvi Natarajan, Chancellor of the University; Dr M Punnavaikko, Pro-Chancellor and President of the University Council; and Dr Sundeep Anand.

Accompanying the Prime Minister was his wife Mrs Sita Nagamootoo, who was recognised by the university for her role as an educationist.

Guyana, Suriname take steps to safeguard agri sectors

SENIOR officials of agriculture-related institutions in Guyana and Suriname have agreed to create an agricultural risk map and disaster risk management system aimed at reducing climate risks to their respective agricultural sectors.

The officials made the pledge at the end of a threeday workshop on agriculture risk-mapping, facilitated by the United Nations Development Project (UNDP) and the Inter-American Institute for Cooperation in Agriculture (IICA).

The workshop, held in the Ministry of Agriculture Boardroom, conclud-

ed last Wednesday. During the interaction, there was a unanimous agreement that risk-mapping was the way forward to ensure sustainable agriculture and food security in the two countries, given the threats posed by natural disasters such as flooding and drought.

It was agreed that climatic change in the Caribbean presents significant challenges for disaster response and agriculture management.

What’s your child doing on the ‘net’?

MOST children tend to be more skilled on the internet than their parents and when it comes to using technological devices, there’s no doubt about it, the internet with its games, social media, worldwide shopping, up-to-the minute information and all the other hype, is as captivatingly appealing to grown-ups as it is to children. But along with all the online fun and frolic, there are hidden dangers that parents should be aware of.

For instance, at the click of a button, your child could be exposed to a world of pornography. Pornographic images are certainly not meant for children. Not only could they warp your child’s view of sex and sexual relationships, but explicit porn is linked closely to permissive attitudes and behaviours in adolescents. Parents need to be aware of the ‘sites’ their children are visiting and what types of

‘things’ go on there. Even some online video games are explicitly sexual and violent.

Where possible, parents should control their child’s use of the internet, balance it out with other more wholesome activities, like reading books and exercise. Find out how to make your computer/laptop ‘child-friendly,’ so adult sites cannot be accessed. Check the ‘history’ of your computer/laptop to see what sites your child has visited and stay in touch with what your child is doing while on the ‘net.’

‘Cyber bullying’ is another internet ill. This is when young people send hurtful or threatening messages to someone, or exchange inappropriate pictures of a known person among their peers causing undue distress and anguish to the victim. Children should be taught to use messaging in a purposeful way and not get caught up in idle, worthless texting (or sexting)

or online gossip where the aim is to shame someone or hurt a person’s feelings.

‘Grooming’ is the term given to predators who ‘chat’ to young people online with the purpose of befriending them for their own ulterior motives.

The predator, who is usually a Man, sometimes assumes a false or young identity. After building up a trusting relationship with a young person, he might ask to meet the young person (for a sexual encounter) or he may encourage the young person to do ‘things’ quite out of character.

‘Grooming’ is a form of brainwashing and teenagers who have difficulty making friends or who lack self-esteem are easy targets.

Parents should know who their children are ‘chatting’ to. It is not an invasion of a child’s privacy to be inquisitive and ask questions, but more the duty of a concerned parent, who

wants to know and set the parameters of their child’s ‘online activities’.

There are good and bad things on the internet and all of them, only a click away from our children. But ask yourself this question: would your children tell you, if they came across something that made them feel uncomfortable, or if they saw something that they knew they should not be watching online? Because, if the truth be known, the internet also has a sinister side, where ‘one’ tends to feel as if he/she is saying, doing and watching things, in his/her own secret little World that others (mainly adults) have no clue about.

So parents, be aware, be ‘on the ball’ and don’t take anything for granted.

Courts begin night sittings

By Ariana Gordon THE long-anticipated night court will begin today at the Georgetown Magistrates’ Courts starting at 15:00hrs and ending at 20:00hrs daily.

In a notice published in the daily newspapers by acting Chancellor of the Judiciary, Carl Singh, the public is being advised that “there will be additional sittings of the Magistrates’ Courts in Georgetown.”

Regular sittings in the court will continue from 09:00 hrs to 14:30 hrs.

“Persons with queries or needing assistance with locating their court, can contact the help desk, prominently located on the ground floor of the Georgetown Magistrates’ Court,” the notice said.

The move to have night court is aimed at easing overcrowding at the country’s prison facilities, as well as significantly reducing the huge backlog of cases which

have kept several inmates on remand for years.

Prior to the March 3 prison riot, Government had discussed plans to commence night court in an effort to ease the prison overcrowding which eventually claimed the lives of 17 inmates; however, the move to have the night court started was fasttracked by this situation. It is believed that with the start of this court, opportunities exist for those placed before the courts to appear before a magistrate and pay their fines without having to be absent from work.

President of the Guyana Bar Association, Christopher Ram had said the association supports and will continue to support initiatives that will accelerate the judicial process.

He had expressed some concern about the number of judges and magistrates that are available to facilitate night court.

“We have to ensure that there are enough judges and magistrates to do the night

Georgetown Magistrates’ Court job because we cannot have the same people working during the day working in the nights,” Ram said.

From all indication, it appears as though Government’s focus will be at the level of the Magistrates’ Court but the President of the Bar Association said “ideally they should do both the

Magistrate and High Courts because there is backlog at both levels.”

On March 16, the Prime Minister led a Government team to a meeting to discuss the backlog of court cases with a team from the Judiciary, headed by Chancellor Singh.

ter, Khemraj Ramjattan and Attorney General and Minister of Legal Affairs, Basil Williams were part of the Government team.

On the Chancellor’s team were Chief Justice Yonnette, Cummings-Edwards; Director of Public Prosecutions, Shalimar Ali-Hack; and Chief Magistrate, Ann

McLennan. That meeting was deemed a success by the Prime Minister.

The Prime Minister described the meeting as “very successful”, adding that there were “wide-ranging discussions aimed at trying to get trials speedily held, to clear the congestion in the prisons”.

Participants of HEYS Programme receive stipend

–it came at the opportune time, says Selena Thomas SOME 98 youths and 19 facilitators from six villages in Region 10, who are participating in the Hinterland Employment and Youth Service ( H E Y S ) P ro g r a m m e , last week received their monthly stipends.

The Region 10 youths are the first group to receive their money in the second phase of the HEYS Programme, much to the delight of the programme’s brainchild, the Minister within the Ministry of Indigenous Peoples’ Affairs, Valerie Garrido-Lowe.

Minister Garrido-Lowe met in Hururu with the youths and facilitators from Hururu, Wikki/Calkuni and Wiruni as Hururu celebrates its 2016 Heritage Day activities. The youths and facilitators expressed gratitude at receipt of their money, and noted that despite some challenges and what was earlier described by Minister Garrido-Lowe as teething problems, they are now reaping the benefits.

Selena Thomas, one of the youths from Wikki/ Calkuni, said her stipend came at the opportune time

-- when the village is celebrating its Heritage Day activities.

“So far, so great, I cannot complain. We’ve been enjoying ourselves; we’ve been learning so much, and our teachers encourage us to apply it to our everyday lives; and (they said that) what we don’t know, the door is always open, so we can find out what’s going on. So the training is a plus for each and every youth in this community. I’m just sorry that it can’t be opened to more.”

Minister within the Ministry of Indigenous Peoples’ Affairs, Valerie Garrido-Lowe, handed over some farming tools to residents of Hururu during a recent visit to that Region 10 village that while he is happy to receive his stipend, he is more grateful for the opportunity made available for him to be able to learn several skills, which will have longterm financial benefits.

Minister Garrido-Lowe said she is pleased that the stipends are available, but reminded the youths that “it is not a job; the programme seeks to prepare you for the world of work, and the stipend is assistance to you during your training”.

She added that she has observed with delight “the excitement with what the programme has offered, because you are supposed to attend classes half-day, but many of you choose to go through the entire day.

I’m so happy to see that.”

JOY Minister Garrido-Lowe noted: “It is a joy to see something working, and you, the youths, helping yourselves; and I am satisfied, and your Government has committed to ensuring that the high unemployment rate in the hinterland area is significantly reduced.”

Meanwhile, the three villages also received a number of tools for the agricultural aspect of the youth programme. Among the tools handed over by Minister Garrido-Lowe were forks, cutlasses, garden spades, water hoses and fittings, shovels, pruning clippers and wheel barrows.

In the coming days, youths and facilitators from across the country would be receiving their stipends.

The Hinterland Employment and Youth Service, one of a number of initiatives proposed and implemented by the David Granger-led coalition Administration to stimulate economic impetus and personal and professional development amongst youth who may be disadvantaged due to geophysical chal-

lenges beyond their control, was launched in October 2015 and piloted in six villages in Region 8. It was subsequently rolled out in 106 villages across all 10 administrative regions in 2016.

Currently, the just-under-2000 youths benefiting from the programme are upbeat in response to the curriculum, which has been developed specifically for this programme. Participants are involved in six core courses, namely capacity-building, life skill, entrepreneurship, eco-tourism, agriculture, and the flagship course: concentrated language experience.

Less than half-way into the programme, participants are already expressing great enthusiasm and satisfaction with the facilitators, who have been trained in the appropriate adult-friendly learner methodology.

Participants are given options to choose their desired vocational skills’ preferences, which could include, but are not limited to, carpentry/joinery, garment construction, cake decorating/ catering, electrical installation, auto-mechanics, masonry, massage therapy and information technology, among other vocational skills.

Responses garnered from both facilitators and youths indicate a growing desire for continuation of the programme in spite of a few minor teething problems encountered.

Aspirations of young males and females between the ages of 16 and 35 indicate there is a fresh sense of purpose, and results are beginning to change their standards of living as they enjoy the promises being fulfilled of a “good life”.

Therefore, the Government will leave no stone unturned in order to guarantee the success of this much-needed programme.

PNCR reaches out to small contractors THE People’s National Congress Reform (PNCR) has said it would facilitate training for small contractors and individuals who may not be fully conversant with the prequalification requirements and other matters pertaining to the bid process.

The party gave this commitment following concerns raised by delegates at its 19th Biennial Delegates Congress, held recently.

“Delegates to our Congress raised questions and expressed concern about the Procurement Act 2003. They opined that the procurement process seemed skewed in favour of already established big businesses, and mandated that (the PNCR), as a member of the six-party coalition in Government, (should) seriously and speedily address those areas of the law that

restrict or make it difficult for new persons (especially small contractors and new start-ups) to enter into and be successful in securing Government contracts,” the party said in a release.

The PNCR said it is aware that small contractors need assistance to be able to compete and win bids for Government projects.

“The party is committed to putting resources in place to assist the small contractor. The PNCR is committed to managing the economy in such a way as to produce wider entrepreneurial and job opportunities and more equitable outcomes.

The party will work to ensure that the bulk of the generated income and wealth accrues to the populace as a whole, and

not only to a very small elite,” the party said.

On a day and date to be announced shortly, a minister of the Government would, on a weekly basis, be at Congress Place to meet with the public.

The PNCR Public Relations Department would be responsible for posting the ministerial schedule online and broadcasting it to the other mainstream media and the public.

The PNCR has said it remains committed to, and would work towards ensuring that, all have a ‘good life’.

“A good life to us is about removing inequalities and providing opportunities for every citizen to be the best that he or she can be,” the PNCR, dominant party in the coalition

government, has said.

Meanwhile, the PNCR has said it was agreed by consensus at the recently concluded 19th Biennial Delegates Congress that it must continue to engage vigorously in all political discourse, especially where the lives of the ordinary man is impacted.

The PNCR has vowed to never give up the fight for workers, as it celebrates 59 years of service to the people.

“As we look forward to our Diamond Jubilee next year, we remain committed to national unity and the building of bridges to all communities and groups which are interested in the well-being of the people and the progress of our country,” the party has said.

Williams-Stephen is new Region 6 REO NEWLY-APPOINTED Regional Executive Officer (REO) of the Region Six Regional Democratic Council (RDC), Kim Williams-Stephen, has promised to bring a high level of efficiency, knowledge and competence to the post.

I n a r e l e a s e , Wi l liams-Stephen said greater emphasis would be placed on results-oriented service.

The new-REO has 30 years of experience in the public service, 28 of which were spent at the Audit Office of Guyana in the capacity of acting Audit Manager for Regions Five and Six. She possesses a wealth of knowledge in the area of regional auditing, having also performed auditing functions for Regions Five, Seven and Nine.

Coincidentally, Williams-Stephen started working in 1986 as a typist clerk at the very RDC, and was subsequently transferred to the Audit Office in 1988.

She is a strong advocate for good governance, transparency and accountability, and is also a firm believer in quality service to others.

“It’s an honour and privilege for me to have been given the opportunity to serve in this capacity,” she said. “I give the praises and thanks to God Almighty, because without him this would not have been possible.”

Williams-Stephen noted that her main functions as REO would include the provision of service to the community in the areas of health, agriculture, infrastructure and education, and

to ensure that resources are expended for their intended purposes.

“My aim would be to ensure that these essential community services are delivered in a cost-effective manner, bearing in mind that quality is the most important factor,” the REO explained.

Recognising that the

New Region 6 REO, Mrs. Kim Williams-Stephen human resource capacity of any organisation is its most valuable asset, Williams-Stephen said it is imperative that the dedication of all levels of staff be acknowledged and appreciated. This, she said, will provide the requisite motivation needed to complete the delegated tasks.

Trained overseas in performance management, Williams-Stephen said her intention would be to ensure that each member of staff has a thorough understanding of his/her importance to the collective goal, and is aware of his/her individual role and responsibility.

“Each person must know that they have a vital role to play. We need to first understand that we are working for a common good, and so we have to put our political differences aside. The main objective is to ensure that when we provide a service, it must be done to the best of our ability,” she pointed out.

Williams-Stephen related that she would also strive to build on the strengths of the council, and create awareness that the provision of service must be undertaken for the sole purpose of improving the livelihood of those in the community.

“Our service must come from a place of humanitarianism. We must not have the attitude that whether we perform or not we will still be paid at the end of the month,” she posited.

A wife and mother of four children whose ages range from 23 years to 15 years, Williams-Stephen has also ventured into the arena of teaching, having served as part-time lecturer at the Berbice High School. She is also a local preacher at the Central Methodist Church, and prides herself in being a “lover of Christ”.

“I came from humble beginnings, and I always believe in the biblical principle that those who humble themselves shall be exalted,” Williams-Stephen said.

Her appointment is in keeping with the Government’s thrust to utilise from the available human resource pool persons with the adequate knowledge base to ensure effective delivery of services.

Boxing mourns loss of ‘Bizzy’ Boyce

By Michael DaSilva THE local boxing fraternity is in a state of shock at the passing of top local boxing tactician Maurice `Bizzy’ Boyce,who passed away on Saturday, just four days after celebrating his 73rd birth anniversary.

Boyce’s wife,Desiree,explained that her husband was ill for a while and on Monday last, family members took him to the hospital for treatment but he was not admitted.

However, on Friday his condition worsened and he was taken back to the hospital and this time was admitted,but died the following morning.

On learning of Boyce’s death, his close friend and former boxing promoter,

Keith `Buckallio’ Bazillio,expressed shock at the news stating that Guyana has suffered a great loss with Boyce’s passing.

“Bizzy was not just a coach, he was always looking to see how best he can improve conditions for local boxers, he was always around to give advice to boxers and promoters and even those person who are charged with the administration of the sport locally” Bazillio stated.

Bazillio added, “He (Boyce) was ill when the Guyana Boxing Board of Control (GBBC) staged its last card at the Giftland Office Max Complex a few weeks ago, but despite his illness, he found time to be there and was actually

in the ring assisting in one of the corners…..it is really sad that he will not be around for the next local card or boxing in the future.”

Bazillio recalled that Boyce was around with Andrew Murray when he won the Commonwealth title “and he (Boyce) was also around assisting wherever he could in ensuring local boxers are well prepared for making it to the top regionally and internationally” the former promoter pointed out.

Bazillio recalled that Boyce was part of the technical team when Wayne `Big Truck’ Braithwaite won the world title in Italy,which was Guyana’s second world title after Andrew `Six

Head’ Lewis had previously knocked out Greg page to win Guyana’s first world title.

According to Bazillio, after Braithwaite’s achievement, Boyce said that Guyana is now pregnant with world champions, and “his word came to pass, because if you look at it…after `Big Truck’ won the world title, Gwendolyn O’Neil and Vivian Harris went on to win world titles….so his word came to pass…Bizzy will really be missed…this is really a sad loss for Guyana’s boxing”.

Three-peat for Kwakwani as curtain closes on NSBF

By Daniel Haynes THE final games of the Youth Basketball Guyana (YBG) National School Basketball Festival (NSBF) were everything that basketball fans could hope for,with almost every being a close cut encounter and in the finals it appeared as if each team that was there belong.

The first game of the night,between Mackenzie High and Kwakwani Secondary U-14 tipped off the Festival in fine fashion. Mackenzie overcame a 15-point half time deficit to win by two points 37-35, coming down to two free-throws separating the victors. From the start Kwakwani showed their dominance, as was to be expected from the defending champions.

They lead in the first quarter 13-1 and the half 22-7.

However,a rally from Mackenzie, led by Stephan Duncan, inspired the comeback. It was multiple turnovers from Kwakwani which allowed Mackenzie to steal the game at the line after being tied 35-35 with 13 seconds left.

Kobe Tappin stepped to the free-throw line and iced the game, breaking Kwakwani’s hearts. Duncan led all scores with 14 points and he

The game would stay with Mackenzie,who in the third quarter employed a swing the ball policy to kill the time on the clock.

The fourth quarter was much of the same with Mackenzie

putting the icing on a perfect cake with two trophies. For the winners, Shemar Anderson recorded 10 points with Yannick Tappin finishing with 8 points. Jahleel Young finished with 9 points for the losers.

Tappin also carried home the Most Valuable Player (MVP) award, Best Scorer and Best Assists honours, with Anderson copping the Best Defense accoldade.

In the female finals, Kwakwani girls avenged their male counterparts and withstood a barrage from Marian Academy to take home the gold 1411. It was a closely contested encounter played with a high level of physicality. For Kwakwani, Kennesha Leacock registered 6 points and was backed up by Anansa Gladstone’s 4.

Jada Mohan secured 9 points in the win and walked home with Best Assists and the Best De-

fense trophies. It was Kennesha Leacock who took home the MVP and Best Scorer awards.

The U-19 match-up lived up to its hype with defending Champions Kwakwani going against GTI, in a highly physical and competitive game.The first quarter saw GTI taking an early lead 26-20, and holding that lead until the close of the first half, behind main point man Nathan Saul. In the second half,the rally started for Kwakwani, led by prolific guard Stanton Rose who knocked down a three with 7 minutes left in the third quarter to take the lead 31-28. From then Kwakwani would keep the lead with GTI only trailing by a maximum of 5 points. The closest the game came in the waning moments was when GTI cut the lead to 52-49 with 36.2 seconds left in the game.

In the end,Kwakwani held their

victory 52-50,and in the process completed a 3-peat.

Kwakwani’s triple threat of Stanton Rose, Damair Gladstone and Troy David ,who scored 11,16 and 10 respectively, led them home.

For GTI, Sebastian Luke and Nathan Saul had 15 and 13 in the effort.

Abbott sparks Australia collapse for Proteas win

(Sportsmax) - THE foundation for South Africa’s routine ODI victory over Australia was laid by Kyle Abbott and Tabraiz Shamsi.

Kyle Abbott claimed a brilliant four-for as South Africa took a step closer to a one-day international series whitewash of Australia with a six-wicket victory in Port Elizabeth.

Abbott stepped up in emphatic fashion as the Proteas rested first-choice bowlers Dale Steyn, Kagiso Rabada and Imran Tahir,by returning impressive figures of 4-40 from eight overs.

Tabraiz Shamsi (3-36), another beneficiary of South Africa’s shuffled bowling attack, also ripped through Australia, who were skittled

out for 167 in just 36.4 overs.

A 23rd ODI fifty for Proteas captain Faf du Plessis (69) ensured the hosts reached their target comfortably and took a 4-0 lead,with one match remaining at Newlands on Wednesday.

It took Abbott just three deliveries to strike, knocking down off stump to send Aaron Finch (2) walking, and he then added the scalp of David Warner (6),four balls later.

Mitchell Marsh (50) provided some resistance for the tourists, but a promising partnership with Steve Smith (21) was ended when Shamsi trapped the skipper leg before - the first of a record-equalling six lbws in an ODI innings.

The Proteas captain was let off the hook when he was put down by Zampa (1-32) on 16, but the Australian atoned for his error by removing Duminy, breaking the 56-run stand.

Du Plessis maintained the composure and ability to pick the right shot that had served him so well, though, gradually working his way to a half-century.

The captain found the boundary eight times before finally falling to Marsh (1-22) when he was caught in the

deep by Head.

However, Rilee Rossouw (33) and Farhaan Behardien (12) saw out the match with 14.3 overs remaining, the former driving through the covers to the ropes to com-

plete the victory.

Australia now have one chance to salvage some pride ahead of the home Test series against the Proteas which begins next month.

Rosberg triumphs as Hamilton cracks under pressure

(BBC) - LEWIS Hamilton’s title hopes suffered a second blow in a week as he finished third in the Japanese Grand Prix, won by teammate Nico Rosberg.

The Briton made a poor start and initially dropped to eighth in Suzuka, which comes after an engine failure cost him in Malaysia last weekend.

Hamilton is now 33 points behind the German with only 100 still available in the remaining four races.

The result means Mercedes have won the constructors’ championship again.

Hamilton did recover with aggressive driving and strategy but Rosberg was serene throughout.

Rosberg’s ninth victory of the season means he can now afford to finish second behind Hamilton in all the remaining races and still win the championship.

The win that Hamilton badly needed after the blow of Malaysia was always going to be difficult after he was beaten to pole by Rosberg by just 0.013 seconds,

Kohli, Rahane assert authority over New Zealand

(Reuters) VIRAT Kohli smashed his second test double century and Ajinkya Rahane made 188 as India flogged a jaded New Zealand attack before declaring their first innings on 557 for five on day two of the third and final test on Sunday.

The duo featured in a marathon 365-run stand, India’s highest fourth wicket partnership against any team;applying themselves on a pitch where the occasional ball kept low.

Martin Guptill (17) and Tom Latham (six) managed to see through the final nine overs,to push New Zealand to 28 for no loss at stumps, still 529 runs behind on a fast-deteriorating track.

Rahane had not looked comfortable against the rising delivery on Saturday and the right-hander was predict-

struck in the first over after tea, trapping a tired Kohli lbw.

Kohli’s career-best 211 included 20 boundaries, of which there were a couple of crisp down-the-ground drives.

Rahane had already bettered his previous highest score of 147 and was looking good for his maiden double century when he

edged Boult and BJ Watling took a diving catch behind the stumps to end his 381ball stand.

Windies Women must lift their standards for 2 ODI nd

By BRIJ PARASNATH THE West Indies Women senior team must lift their overall standard to conquer their English counterparts and regain some momentum for the major points in the ICC Championship title race.

Both teams will resume battle today in the second OneDay International, set to be contested at the Trelawny Multiplex Stadium, Florence Hall, Jamaica.

The new-look English team held their nerves and rallied back to defeat West Indies by

five runs with thirty three balls remaining in the first encounter of the five-match ODI series at the same venue on Saturday.

West Indies bowlers did a marvellous job to restrict the high-scoring English women outfit to 149 in their allotted 50 overs.

It was a gettable total but the West Indies players, especially the experienced middle-order batters,failed to overpower relatively unknown newcomers,Sophie Ecclestone and Alexandra Hartley,who destroyed the top and middle-order with their skilful variations.

East Bank survive nervous moments to beat ECD by five wickets - Lower Corentyne wins title

By Rajiv Bisnauth WEST Indies youth player,Tevin Imlach,was seven runs short of a hundred,and his unbeaten innings was the mainstay in East Bank’s five-wicket win in the final round of the Guyana Cricket Board (GCB) Jaguars Franchise League.

Playing against hosts East Coast Demerara at the Enterprise Busta Sports Club ground, Imlach’s superb knock ensured that the three day contest was steered in his team’s direction.

The visitors began the day 65 runs short of victory, with five wickets at their disposal. However, it took them 14 overs during the morning session to achieve the victory target of 178.

Overnight batsmen Imlach and Ryan Shun survived some testing moments, but were equal to the task, playing level-headed cricket from the start and taking their overnight gutsy unbroken sixth-wicket stand to the end.

East Bank were staring at another defeat after they found themselves in a perilous position at 56-5 at one stage of the final session of day two, but Imlach and Shun illustrated the discipline needed in ensuring their team crossed the final hurdle.

Imlach’s innings of 93 spanned 172 minutes, 137 balls, inclusive of five fours and five sixes. Shun was left unbeaten on 45.

Pacer,Paul Wintz, who produced a brilliant opening spell at the start of the visitors second innings,finished with 4-70, while left-arm pacer Gavin Moriah was the other successful bowler with 1-20.

Meanwhile, Lower Corentyne were crowned overall champions after they ended the eight-team tournament at the top of the points standing.

They defeated West Berbice by an innings and 302 runs for their sixth outright victory in the seven round tournament.

The reigning local franchise 50 overs champions dismissed West Berbice for 173 in their second innings, even after they were made to wait a few hours more than they anticipated,after overnight rain forced a delayed start to the third and final day. Devon Clements, who bagged 5-47 and Veerasammy Permaul,who took 4-29,were the chief destroyers.

Leon Andrews did his best to keep the bowlers at bay, but fell short of a well-deserved century when he was the last batman dismissed for 91. Brentnol Woolford contributed 32.

Meanwhile,over at GCC, Upper Corentyne were dismissed for 285 after resuming on their overnight score of 248-6. Assad Fudadin went on to make 151, added 18 runs to his overnight score.

At Tucshen, the home team cemented their place at second in the points standing when the registered an outright victory over Essequibo.

Ming commences F2000 testing

FRESH off last weekend’s final round of the F1600 series, overseas based Guyanese Calvin Ming began testing for the Formula 2000 series with the Intention of entering in the new championship year.

Ming, who expressed pleasure at being involved in the 1600 championship, told media officials that “It was a good experience to finish on the podium again and a good way to end the season.

I Think the season overall

for my first year in USA was really good; I learned a lot and I’m just looking forward to 2017.”

He is currently testing for Team Pelfrey at the Indianapolis Raceway, under whose banner he drove the

F1600 cars during his 2016 campaign.

The move to the F2000 series represents a change from the 1600;with the 1600 being wingless and the F2000 featuring more aero-dynamic features.
