Over 16,000 students benefitting from school feeding programme THE Ministry of Education’s National School Feeding Programme (NSFP) has expanded to benefit over 16,000 students across 172 schools countrywide, representing an over 300 percent increase since 2015.

This fact that was highlighted by Minister of Communities, Ronald Bulkan as he delivered remarks at an APNU+AFC Public Meeting held at the Kitty Market Square on Sunday.

Bulkan noted that in 2015, when the government changed, the programme was benefitting

approximately 3,500 students across 110 schools.

The NSFP, which targets all public nursery schools, and

all Grades 1 and 2 of primary schools, sees students receiving locally made biscuits and juices.

This programme was implemented in Regions 1, 2, 3, 4, 5, 6, and 10 while Regions 7, 8 and 9 were targeted separately. The programme has significantly resulted in an increase in school attendance across the country.

The David Granger 5Bs Initiative, implemented by President David Granger, also saw many students receiving hot breakfasts, as well as bus, boats, and bicycles all aimed at

increasing school attendance, particularly in Guyana’s hinterland regions.

“This administration is ensuring more of our young children attend school. Free transportation for our school children enabled them to attend school. Under our government the hot meal programme increased number of schools benefitting from 110 to 172 schools, the number of students benefitting from approximately 3500 to in excess of 16,000. Minister of Public Health Volda Lawrence, during her remarks, alluded to some of the tangible developments across the country.

“We have witnessed the development across this country. Roads, bridges, water, lights in our streets, security, improvements in so many, many areas. We also know that Rome was not built in a day; we know that there is still much more to be done. And

Bulkan dared citizens to size up the developments made under the four and half years that APNU+AFC was in government, compared to what was done by the main opposition, People’s Progressive Party Civic (PPPC), in the preceding 23 years it was in government.

“If you want to continue to enjoy that right you know what we have to do… vote APNU+AFC. The coalition is about unity,” Bulkan conveyed.

Still in education, Bulkan said that billions of dollars was invested into the Education Sector for the construction of new schools while improving those in need of repairs.

Bulkan also point to the massive transformation and development that have taken place under his own Ministry, which in its short existence has restored the local government system, and has decentralised many public services.

He emphasised the impartiality of the government, which did not look to develop areas based on any partisan factors.

“This administration doesn’t look at the texture of your hair or the colour of your skin when it is making decisions. This administration understands and operates as if Guyana belongs to every Guy-

She stressed the importance of the decision that citizens have to make on March 2, when Guyana holds its next General and Regional Elections.

Bulkan and Lawrence were among a number of speakers who gave remarks at the event. Others speaking included Mayor of Georgetown Ubraj Narine, and AFC executive Imran Khan, among others.

By Lisa Hamilton THE future leadership of Guyana depends on the transferring of knowledge and experiences from leaders who are competent and unstained by a trail of corruption to the younger generation.

At a public meeting on Sunday, Prime Minister, Moses Nagamootoo, told residents of La Parfaite Harmonie, West Bank Demerara (WBD) that the APNU+AFC coalition represents this good leadership which must continue post March 2, 2020.

In his opening remarks, Nagamootoo said that while the People’s Progressive Party/Civic (PPP/C) has labelled the coalition as filled with “old people”, it is this group of leaders that is best equipped to pass the baton of leadership on to the younger generation.

“We recognize the importance of young people and even though some of us may have enjoyed the nectar of age we see it as a responsibility to nurture the new generation to take from us the baton of leadership,” Nagamootoo said.

“Ours is not a sterile government or a sterile leadership…we have people of qualifications, people of worth, people of character, people of conviction, people of courage, people in our government and our team who have the best interest of Guyana at heart,” he added.

When compared to the PPP/C, he stated that the party is now being led by a man who was forced to “manufacture [his] qualifications for recognition and worth.”

He told the audience that when it comes to their future and the future management of Guyana’s oil revenues, the baton must not be passed on to people who have a bad history of managing the country.

Thinking back to his 15 years with the PPP/C, the Prime Minister said he learnt that there is a mindset of “authoritarianism” wherein lies the habit of handpicking leaders and the victimisation of anyone who disagrees.

Speaking to the Lists of Candidates recently presented on Nomination Day, he stated: “We have people who are genuinely competent to take their seats in the National Assembly to be parliamentarians and ministers of the government.”

The Prime Minister also highlighted Guyana’s recent

votes are crucial to ensuring that the APNU+AFC wins by a landslide come March 2020.

“Parfaite Harmonie we need 100 per cent from you that is how we’re going to make it! Can we do it?” he questioned receiving the resounding affirmation of the audience.

assumption of the Chairmanship of the Group of 77 (G77) and China which sees the country representing the interest of 135 countries.

He noted that the high responsibility bestowed on Guyana was made possible due to the recent boosting of the country’s image as a result of improved leadership.

He stated to the applause of the audience: “We have become recognised in the world because of one man who went to the United Nations and he declared that Guyana’s agenda is to save the people of the world; his name is David Arthur Granger.”

With the move, Nagamootoo explained that Guyana is better positioned to fight climate change, build a ‘Green State’ and take its place as the green lungs of the world.

Added to this, with Guyana already in the process of lifting its first million barrels of crude, Nagamootoo stressed that the country is heading into the big league and requires great leadership.

Meanwhile, in his address, Director General at the Ministry of the Presidency, Joseph Harmon, said that the movement called the APNU+AFC is catching on like wildfire in Guyana.

He said that the coalition is aware that there were not placed in government to act selfishly but in the interest of

the people.

He explained that this is why the Administration cannot accept Charrandass Persaud’s actions as they were in his own interest when his seat in the National Assembly represented some 6,000 votes for a people in favour of a coalition.

Moving forward, he assured the audience that the government is interested only in unity and moving the country forward with the vision of the people.

“When we say we are moving forward, we are moving all of Guyana; we’re not leaving back anybody and this movement started in 2015,” he said. “You were responsible for that change and we want to thank you for that,” Harmon told the residents.

He said that while the government has done much in the community with regards to utility improvement, crime reduction and road construction, more needs to be done and will be done under the APNU+AFC. The Director-General noted that one of the main developments he wants to see is the construction of a state-of-the-art school for the benefit of the many youths as a part of the community.

Harmon also urged supporters to operate in accordance with established guidelines on elections day while reminding them that their

CCPA in move to phase out institutional alternative care for children - through strategic five-year implementation plan OVER the next five years, Guyana will seek to phase out institutional alternative care for children, and ensure that all foster children have their own families. This is according to the Director of the Childcare and Protection Agency (CCPA), Ann Greene.

On Saturday evening, Greene said CCPA will soon launch its strategic five-year implementation plan for national alternative care for children as it continues to work with stakeholders to develop a comprehensive local child protection system.

“My vision is that at the end of five years, no child should be living in institutions… Children will not sleep in the institutions, children will sleep in their own beds with their own families, each night,” Greene said.

However, the existing institutions that provide foster care for children will not become defunct. In fact, she highlighted that they will still function as “safe places” where children could benefit from counselling services, skills training, and day and night care services for working parents.

The Director also indicated that it is envisioned that children would be able to receive meals from these institutions.

“That is what I would really, really like to see by the time we finish with the five years implementation plan,” she said.

This plan, she related, was given much support from the

European Union (EU), the United Nations Children’s Fund (UNICEF), and local Non-Governmental Organisations (NGOs).

At the time, Greene was delivering remarks during a reception held in her honour at the Official Residence of the Ambassador of the European Union (EU), Fernando Ponz Cantó. Here, she was given the EU Delegation’s Award for Human Rights, in recognition for her work in advancing child care in Guyana.

Greene said that she was “extremely honoured” to receive the award, opining that in her field of work, criticism is more widespread than recognition.

“Child protection in Guyana is still relatively new and evolving, and support from international organisations particularly from the EU and UNICEF have been tremendous in advancing the services offered to children and families,” she said, after receiving her award from the Ambassador.

She also detailed that there are a myriad of challenges faced daily in her sector of work, but these are only there to build resilience.

Ambassador Canto remarked that a country can be judged by the way it treats its children, not only because they are “powerless” and the “most vulnerable”, but also because they are the future of any nation.

According to him, the EU stands ready to support states and organisations in advancing human rights for children,

Just last week, Guyana was recognised for leading the Americas in the protection of children. The country is the first State of the Americas to be a party to all HCCH Children’s Conventions.

Guyana has acceded to the Child Protection, Child Abduction, Intercountry Adoption Convention, and the Child Support Conventions. The Child Support Convention will come into force in March 2020.

ExxonMobil Guyana gives public a glimpse into ‘First Oil’ at Giftland Mall Energy Tunnel EXXONMOBIL Guyana has hosted yet another public engagement with an ‘Energy Tunnel’ Exhibition to enlighten Guyanese about first oil.

The event, which was held on Saturday at the Giftland Mall, is a first of a series of events which seek to engage the public and provide attendees with information about ‘first oil” and other aspects of the company’s operations in Guyana.

For ExxonMobil, public engagement plays a critical part of its operations in Guyana. Events such as the Energy Tunnel and roadshows are geared at providing project updates to key stakeholders such as government agencies, civil society groups and contractors, as well as opportunities to engage in two-way dialogue, the company said in a press release. ExxonMobil also hosts open houses, and its employees regularly engage with local schools, universities and other groups and with the media.

“We want to ensure Guyanese are updated on all as-

pects of our operations,” said Senior Director for Public and Government Affairs Deedra Moe. “Engagements such as the Energy Tunnel and the roadshow provide the opportunity for the public to ask questions and get more information on all aspects of our operations. We recognise that our main activities are taking place 120 miles offshore, so we’ve decided to bring our experts and overview of our operations to the people.”

In 2019, the company staged two Energy Tunnels and roadshows over a two-month period for more than 40 groups, including a variety of government agencies, the Mayor and City Council, the University of Guyana, the Guyana National Youth Council, Come Alive Network and the National Toshaos Council.

In 2019, ExxonMobil held more than 700 engagements, reaching more than 8,000 people. These types of engagements will continue throughout this year as the company seeks to keep Guyanese informed about its operations.

She set out to take the audience down memory lane as she reminded them that while the PPP/C claimed that it spent $728M on the construction of the Kato Secondary, it was under the current Administration that it was found to be structurally defective and reconstructed in modern fashion.

McAllister also pointed the to the PPP/C’s $10,000

cash grant for school children, which she said was only implemented leading up to the 2015 elections period.

She stated that the cash grant remains incomparable to President Granger’s 5B’s programme which provides buses, boats, bicycles, breakfasts books to children countrywide.

The Regional Chairperson also pointed out that free education was accessible at the University of Guyana (UG) up until 1994 when the PPP/C did away with it but the coalition government has a plan to reverse this.

She said that never again will Guyana be branded as corrupted or be placed on a

blacklist while politicians squander the country’s resources for their personal use.

To achieve such, McAllister urged citizens to ensure that their names and the names of their family and friends are on the Voters’ List.

CHOOSE CLEAN HANDS Meanwhile, candidate on the coalition’s List of Geographical Candidates, Pandit Suraj Narine told the crowd that he was energized and

Minister Jordan disclosed that a special package of salaries and incentives is being worked on for the joint services, similar

Narine said that in 1992 the PPP/C succeeded in influencing him while he was politically uneducated with “whispers” about who was to be blamed for the state of the country but, over the years, he has “grown to know who are the culprits”.

Enrico adjudged winner

Dear Editor,

I WOULD be depressingly disappointed if you have missed the Prolix Prosaic Piece calamity, starring Sir Enrico and the usual classist calamitous villains. This episode of hilarity had the Guyanese audience off their chairs as Sir Enrico, in Bruce Lee fashion and efficiency, dispatched the villains, leaving them in a bloodied, lacerated state, consoling and licking each other’s wounds.

For those who missed it, I am more than happy to bring you up to speed with a synopsis.

It all started in 2018 when Nefarious Charrandass Money (NCM) defiled our Parliament Building.

Unsurprisingly, this was far from being clinical or cerebral, since the betrayed cassareep defaced the walls of our highest legislature, resulting in early elections and rejections. As a consequence of this, the green& yellows and the blood reds had their election campaigns two days apart. The blood reds were blown away like the 1939 epic historical romance film, ‘Gone with the wind.’ So in typical sore-loser fashion they started to manufacture excuse after excuse. First they argued, rib-tickler fashion, that they were defeated because their launching was low budget, since they spent all their monies on mercury. And the red excuses continued flowing, heavier than a lady’s monthly, that the green and yellows got one hour

The Syracuse University and Queen’s College alumnus befuddled the heads of the simpletons with a Shakespearean masterclass of pure linguistic, semantic and gyrotonic articulation as he explicated the alleged one hour vs one minute. After this seminal journalistic piece, there was a brief pause. Then information circulated that Carter Children and folk with an interest in newspaper clippings are in Guyana. The Carter Children, like smelling salts, awoke the villains from their 23 years somnolent state. As a result, a convocation was quickly convened in a quiet room at Freedom House. Top of the agenda was the literary contortionist explication. After some earth-shattering brainstorming, it was decided that the first step was to decipher Sir Enrico’s

exposition. For this they sought the service of a specialist who has extensive experience in scrambling and unscrambling.

Entered the ‘Junkie.’ The GT dictionary defines a ‘Junkie’ as one who steals valuables then sells the stolen items to make 100% profit. Being consistent with the before-mentioned definition, this ‘Junkie’ did exactly that. He stole TV signals from America and sold those signals locally, to make 100% profit. So the ‘Junkie,’ now energised by the Freedom House meeting of the less brains and much less brains, tried to engage Sir Enrico about this NCN matter. The literary engagement was compendious and bloodied as Sir Enrico was clearly upset that he was being engaged by someone who he deemed not to be his intellectual equal. In his usual articulate and forthright mannerism, he characterised the ‘Junkie’ as a classist, calumnious and contemptuous bully.

After dispatching the ‘Junkie’ in a black plastic bag, Sir Enrico surveyed the coast. From a distance he observed a silhouette that was shuffling along with a Parkinsonian gait supported by a Dr. Luncheon-type zimmer frame. The gradual, decreasing observatory distance permitted more detailed examination of the figure. The lateral aspect of the now discernible face was obscured by a dishevelled silver fox-type beard which masked an antiquated pair of 19th century John Wayne spectacles. Mysteriously, this body was exhaling feeble puffs of smoke. To that, Sir Enrico reassured all and sundry that it was a geriatric dragon.

He then explained that the geriatric dragon’s fire chamber became obsolete in the 1920s, hence the feeble puff of smoke and not the usual bright red blazing conflagration. It was at this point that the kyphotic pulmonary irritating dragon tried to engage Sir Enrico. Sir Enrico, universally known to not suffer fools gladly, informed the by-now coughing dragon that his spelling is obsolete, which would clearly negatively impact on his ability to have a meaningful literary engagement.

In the very breath, Sir Enrico instructed the fireless dragon to have a seat in the corner and rehearse the phonic spellings and semantics of Ad hominem, sheer and a 100 other pre-schooler’s words.

Mr. Editor, as a casual observer I am some-

what befuddled by this whole manufactured controversy. Where were these villains when the PPP dominated the airwaves for 23yrs during and after elections? Where are the data of airtime, that they are now demanding for the political parties during those 23yrs? Where were these villains and their associates when Bharrat Jagdeo distributed radio and TV licences to only those associated with the PPP? Including these PPP aligned TV and radio stations, it would mean in absolute numbers that the PPP has the biggest elections coverage of all the political parties. I know some may argue that NCN is state-owned, while those many TV and radio stations that promote only the PPP agenda are not. In my opinion if we are to completely ignore those PPP - aligned media outlets and focus only on NCN, then that would be perpetuating Jagdeo’s unjust distribution of TV and radio licences which are now benefitting the PPP. To elaborate on my last point, I will use the apartheid system as an example. I must stress, this is not an issue of race. It is a concept that can be aptly used to examine an unjust action and subsequent corrective steps taken to remedy the resulting unfair advantage. During the apartheid system blacks were denied basic infrastructure and financial support to develop themselves and their communities. As a result, the whites dominated all aspects of South Africa since they had an unfair advantage. When the apartheid system ended, say blacks were given $10 to develop themselves and their communities and whites were equally given $10, do you think blacks will ever catch up with the whites? No! The fact is the whites had decades of an unfair advantage. As a result, South Africa introduced what in Europe is called positive action. The one best known is the quota system for their cricket team, where by law a mandatory minimum number of blacks must be in the cricket team. It is this quota system which produced excellent players such as Hashim Amla, Makhaya Ntini et al. This was probably the best way South Africa as a country could have addressed the decades of unfair advantage the whites enjoyed.

CHILDCARE and Protection Officers are tasked, at some point, with going into the field to investigate reports that are made to the Childcare and Protection Agency (CPA) about child abuse. This is the most sensitive and dangerous part of their job.

During their investigation, they will inevitably come face to face with an adult and there is no guarantee that the person they meet will be cooperative or friendly. All they can be sure of is the fact that a report was made on behalf of a child or children in the household and there is a possibility that a child or children are ‘at risk.’

Apart from the fact that officers can never foresee what type of reception they will receive, they also have no idea how the adult/ parent will react to their enquiry. Walking into the unknown, the unfamiliar and unwelcoming territory is not for the weak-hearted.

Parents who receive CPA officers into their homes are usually apprehensive. There is a myth that has been going around for some time, that the CPA ‘does come and tek way people children.’

While it is true that some dire circumstances have left the CPA no choice but to remove children from danger, it is always the ultimate goal of the agency to reunite families, once the problem is fixable. This entails parents cooperating and working alongside CPA officers over some time.

Sometimes, parents are actually ‘in over their heads’ but unaware of the fact that they are not coping. They go through their daily routines and do what they can for their children, with the best of their limited ability. As a result, children can end up being

neglected, malnourished, physically or sexually abused or put ‘at risk’ of the same. When parents fail to reach the basic needs of their children, they need assistance.

Guyana is a signatory to the Convention on the Rights of a Child that clearly states that children have the right for their basic needs to be met, firstly by their parent/carers and if not by them, then by the state. (Government) The CPA has devised parenting-skills workshops and teen-pregnancy prevention programmes among other preventative work and awareness strategies, aimed at the community level, to prevent child abuse and family breakdown.

In fulfilment of the CPA’s mandate, their officers do their part to enforce the law. If you were a neglected or mistreated child, wouldn’t you want to know that there are people in the world who are championing your cause to give you at least a fighting chance of a reasonable childhood?

Recently, a mother was brought to the attention of the CPA through an observant neighbour whose home is situated obliquely across from a house that is suspected of selling illicit drugs. The neighbour called the CPA to report that not only was the mother a frequent visitor to the ‘home’ but has, on occasions, brought along three small children, one of which was a babe in arms.

When the investigation was set in motion and the mother and her children were brought to the CPA, the children were initially taken for medical check-ups as the baby, especially, seemed listless and under-nourished; this parent needed help. The concerns of the agency were explained to the mother, as a background check

entire process and not just focus on NCN. In one of his missives, Mr. Woolford described them as classist. I concur with Mr. Woolford, but I have another theory. In my opinion, apart from being classist, I do believe with strong reasons to think so, that they were superficial in their thinking and analysing. It is clear that they gained success only because of the system of colourism in Guyana rather than academic ability. A typical example of the limited academic ability of Tony Vieira was evident when he inexplicably presented, clearly biased comments, from Stabroek News commenters but failed to recognise and acknowledge the limitations of a clearly unscientific poll.

If the PPP and their mouthpieces are serious about justice and redress, then it is imperative that a conversation be had on those unfair TV and radio licences distribution by the PPP. After that conversation we can have redress in terms of equitable distribution of those PPP licences not dissimilar to the South Africa positive action system, but on a smaller scale. Then and only then can the PPP and their associates have the moral authority to comment on NCN coverages, which in my opinion is fair. It is morally wrong to argue about what you may perceive as an unjust act against you, when there is clearly an unjust antecedent act perpetrated by you against your accusers which is unresolved.

In concluding, last year Kit Nascimento had an exacerbation of oral proliferations and I instructed him to take the corner and be quiet, but if he did develop the anxiety-provoking pressing need to talk, then he can alleviate that anxiety by reciting the alphabet. The ultimate question that CPA officers face in all situations of child abuse is, what needs to be done in the best interest of the child? If this mother is indeed neglecting her children and they are malnourished; and if their home is squalid and unacceptable, her children could be removed temporarily and placed in foster care.

Wherever possible, as long as no risk is posed to the children, CPA officers will work with parents to keep children with their families. But where there is proven child neglect or abuse, children are vulnerable and must be protected.

Children do not benefit, socially, emotionally or physically, when they are parted from their loved ones. Even when they are aware that they may have been mistreated by them, children always prefer to be with their families, rather than with strangers in an unfamiliar setting.

Strengthening families to cope by giving them hope is what CPA officers spend a great deal of their time working towards along with cooperative parents and families. Let us not undermine the importance of their duty to the children of our country; let us assist them when and where we are able by reporting child abuse.

Guyana’s Embassy in Cuba launches jubilee celebration -- with prayer, thanksgiving service

THE Embassy of Guyana in Cuba recently held a prayer and thanksgiving service to commence a programme of activities to mark the 50th anniversary of the founding of the Cooperative Republic of Guyana.

The occasion was attended by the CARICOM Diplomatic Corps in Havana and Guyanese students in Cuba.

Pastor Rodolfo Juares conducted the service which included readings from the Holy Bible and the singing of hymns led by Dayami Mestre, a leading Cuban member of the Episcopal Cathedral of Havana.

Pastor Juares prayed for the complete recovery and the continued good health of Guyana’s President, David Granger, and for the well-being of all Guyanese.

During the programme held at the Guyana Embassy in Calle 40, Miramar, the ELAM Brigade, a group of Guyanese medical students, sang two patriotic songs while Dr. Eko Wilson, a post-graduate medical student, rendered the Song of the Republic.

In attendance also were Dr. Melissa Corlette-Sengwe, Student Affairs Attaché, and Millicent Rose, executive officer and financial attaché, who was responsible almost single-handedly for the decoration of the Guyana Embassy.

Napoleon Abdulai, Ambassador of the Republic of Ghana in Cuba, also graced the occasion with his distinguished presence.

Kumaka District Hospital: On the path towards modern upgrades THE Kumaka District Hospital headed by doctor-in-charge, Dr Derron Moonsammy, is the only district hospital in the large Moruca sub-region of Region One (Barima Waini), where there are some 11 `satellite’ villages.

It is supported by two health centres located at Waramuri and Kwebana and 14 health posts. The several health posts are spread out as far as Barama, a mining area, and can also be found at locations such as Himarcabra, Santa Cruz, Warapoka, Wycrabi, Kariaco, Coco, Six Miles-Cariburi and Chinese Landing, and are manned by Community Health Workers (CHW).

The facility offers services for every illness including, treating patients who suffer from diabetes, hypertension and asthma, as well as maternal and child-health services for pre and post-natal mothers, among other illnesses.

Electricity in the Moruca sub-region is offered from 05:00 hours to 08:00 hours and from 14:00hours to 22:00 hours daily. The facility has three generators but, according to Dr Moonsammy, the two larger ones are unserviceable, while a smaller one cannot generate enough power for the entire facility. There is, however, discussion to have the hospital outfitted with solar energy, he added.

Assisting Dr Moonsammy at the facility is another doctor and 13 nurses, who are Patient Care Assistants (PCAs), registered nurses, midwives and nursing assistants. With the exception of the doctor and a medex, all of the other staff are from the Moruca sub-region.

The District Hospital also houses a pediatric ward; female and male wards, an observation ward, a maternity ward, delivery room, units where VIA (Visual Inspection

with Acetic Acid) for cancer screening is done; VCT ( Voluntary Counseling and Testing for HIV and DOTs (Direct Observation Treatment for Tuberculosis (TB) are conducted. An Audiology department which is part of the rehab–screening for diseases of the ear also part of the facility.

According to Dr Moonsammy, treatment for chronic diseases is offered at a clinic set up in a section of the facility. Another unit for maternal and child health services catering for post and pre-natal mothers occupies space in the vicinity “It is one of the reasons that we need the MCH (Maternal Child Health) clinic.

PPP holds rally in Linden TAKING credit for projects that did not materialize prior to 2015, the People’s Progressive Party/Civic (PPP/C) on Sunday presented to the people of Linden and, by extension, Region 10, a number of plans, almost identical to those being executed by the current A Partnership for National Unity + Alliance for Change (APNU+AFC) Administration.

Addressing a small crowd of people, drawn from riverine communities and other parts of the country, the PPP/C sought to inform the populace on matters of regional and national interest, during their elections’ rally in Wismar, Linden.

PPP/C Executive Member, Bishop Juan Edghill, in his address, accused the APNU-AFC Government of closing down the Kara Kara Call Centre, but records would show that contention is far from the facts.

The Kara Kara Call Centre was established by Toucan Connection Enterprise – a private company based in St Kitts. When the call centre closed down in 2015, the APNU+AFC Government intervened and made representation on behalf of the affected workers. Committed to creating jobs in Linden, the Government recently signed a contract for the call centre to be refurbished – a move that will see 150 Lindeners gaining employment.

The Prime Ministerial Candidate Mark Phillips said, contrary to popular beliefs, he was born in Linden. In the lead up to elections, Phillips said he will visit a different

community every week.

According to him, the PPP/C pumped a lot of financial resources into Linden between 1992 and 2015. He contended that emphasis was placed on education, healthcare delivery, and roads. In his bid to cite examples, Phillips said under the PPP/C, a hospital was constructed in Ituni, but there is no such facility in the logging community.

He also boasted of repairs being executed at the Christianburg-Wismar Secondary School (CWSS) but it was not so long ago that the Principal of CWSS, Cleveland Thomas, complained that the school was neglected for decades and was in a dilapidated state.

PPP/C’s General-Secretary, Bharrat Jagdeo said that despite not having a lot of support from Linden, the PPP has a track record all because of perseverance.

The matter was heard at Leonora Magistrate’s Court. The charge against Karan Singh, stemmed from an accident that occurred on September 24, 2018, at the Cornelia Ida Public Road, West Coast Demerara, the release continued.

According to Khan, Singh was heading east around 08:40hrs, when a pedestrian ran across the road from the southern parapet to reach the northern carriageway.

Khan said evidence during the trial revealed that Singh made an effort to avoid hitting the deceased, Realino Santiago, a 71-year-old male. After the accident Singh came to a stop rendering assistance and took the victim to the Leonora Cottage Hospital and then made a report at the Leonora Police Station.

Linden toddler drowns while parents attend PPP rally A one-year-old baby girl drowned on Sunday evening, while she was unattended, as her parents attended the People's Progressive Party (PPP) Rally.

Dead is Marianna Smartt, who was found floating in a pond about 30 feet away from her Lot 42 Amelia's Ward home, by her 16-year-old brother.

Smartt was fished out of the pond and rushed to the Linden Hospital Complex (LHC), where she was pronounced dead. This newspaper confirmed that Smartt and her other six siblings were left in the care of their 16-year-old brother by their parents, Marlon and Deborah Smartt, so that the parents could attend the PPP rally.

In his report to the police, the 16-year-old explained that he was washing clothes at the back of the yard while his siblings were playing

at the front. According to him, he periodically checked on them from the time his parents left around 15:00hrs.

It was around 17:00hrs that he discovered that Marianna was not with the rest of the siblings. A search was initiated and the toddler was found floating in a pond. Neighbours rushed to the aid of the teen in hopes that the child, who was in an unconscious state, would have been revived at the hospital. It was, however, too late.

This publication spoke to one resident of Cinderella City, who related that the older siblings are often burdened with taking care of the younger siblings and house work.

Since no marks of violence were found on the child, neither of the parents nor the brother was taken into custody. Police, however, are continuing to investigate the incident.

‘Take care of your mental wellness’ - psychologist urges Guyanese as elections draw near

By Vishani Ragobeer THIS year, Guyana’s Regional and General Elections will be held on March 2. As weeks lead up to that ‘highly charged’ time, local Psychologist Balogun Osunbiyi is advising citizens to take care of their mental wellness.

Osunbiyi, who is the immediate past President of the Guyana Psychological Association, explained that persons who are in “heightened” or “charged” environments such as an election or sport season, are more susceptible to experiencing feelings that may have an impact on their mental wellness.

Or, in some cases, he noted that persons, who may have had certain conditions prior, may be triggered by the ‘charged environment.’

“Persons who are directly involved and of course supporters, they have a heightened sense of expectancy. If those expectancies are not managed properly at the individual level, you can end up with cases of persons experiencing certain symptoms,” the psychologist explained.

These symptoms, according to him, include: insomnia, or sleeplessness; eating disorders, such as loss of appetite or binge-eating; shaking of hands, due to anxiety; and for some, an increasing resort to prescription pills or even illicit substances.

And according to him, these are all factors that affect a person’s “mental wellness.” However, he believes that persons may be very hasty in labelling something a “mental illness,” or that their “mental health” is being negatively affected. But in fact, he posited that each person must understand the distinction between mental wellness and mental health.

The World Health Organisation (WHO) defines mental health as "... a state of well-being in which the individual realises his or her own abilities, can cope with the normal stresses of life, can work productively and fruitfully, and is able to make a contribution to his or her community." It, therefore, is not simply an absence of a mental illness.

The psychologist explained that mental health is the overarching elements, while mental wellness is a component of this.

“When we talk about mental wellness, we talk about how it is you are taking care of your mental well-being, emotionally, physically, intellectually, spiritually and financially,” he explained.

To ensure one’s mental wellness is taken care of during this election season, he suggested that persons may meditate, disconnect from their electronic devices for a certain period of time daily, reserve quality time for friends and family,

or even listen to soft, calming music. These are all ways persons can ‘unwind’, according to him.

While conducting research for this article, the Guyana Chronicle engaged random citizens to understand just how their mental wellness was being affected during these weeks leading up to the elections. Persons highlighted that they could sometimes feel “stressed”, “angry”, “upset” or “annoyed.”

Some also indicated that they did not believe that they were being affected in anyway.

Noah Rajak, a young citizen who was willing to speak on the record, indicated that the political climate in Guyana oftentimes enrages him.

In Guyana, one major problem often spotlighted and possibly exacerbated during the election season is the ethnic and racial division of the country. Roughhousing during elections campaigning often provides some leeway for this to occur, particularly when some parties appeal to their ‘base.’ This, in particular, is what upsets the young man.

However, he shared, “I get angry, I get upset, but I try to channel it to my God and I let him heal me.”

On the other hand, Akeila (not real name) indicated that the campaigning done during this time may often “overwhelm” her. She abstains from political rallies and meetings; yet, it is permeation of political posts and ads on social media that causes her to “take breaks” from their social media.

And if she doesn’t disconnect from her social media platforms, she would skip or scroll past the posts and ads.

In both these instances, each person indicated how they would take measures to ensure that they protect their mental wellness.

To this end, the psychologist explained that factors to consider

include the level of expectancy, the number of ‘stressors’ in the charged environment, and if the individual coping mechanism is sufficient to help with what they are required to process.

Another dimension to consider is the post-election expectancy, where the results of the election may be favourable to some but not so favourable to others.

“If persons’ expectancies were not managed adequately at the individual level, emotionally they can find themselves feeling symptoms of depression because the results were not what they expected,” he explained. “It varies from human being to human being.”

PRE-CONDITIONS Both in the election period and the post-election period, however, the psychologist stressed that the pre-conditions of a person must be taken into account. If an individual is already unable to adequately cope with the normal stresses of life, and then becomes affected by the “highly-charged” environment, someone’s mental wellness may be adversely affected.

“This, as they say, is the straw that breaks the camel’s back,” Balogun said. “If someone is not processing (their emotions) healthily, and they join any intense environment, of course they can be at-risk,” he added.

GPHC to decide on fate of Nursing Director - in the case of alleged abuse against female nurse THE investigation by the Georgetown Public Hospital Corporation (GPHC) into allegations made by a female nurse against the conduct of the Director of Nursing Services has concluded. The management of GPHC is expected to deliberate on the findings and decide on sanctions, if any.

Minister of Public Health, Volda Lawrence, on Friday confirmed that the investigation was completed, but said it is up to management to decide on action to be taken.

“The [GPHC] CEO [Brigadier (Ret’d) George Lewis] verbally informed me that they have received the report from the committee that was put together, and they will be holding their in-house meeting to review the report and then recommendations will be made to address that,” Lawrence told the Guyana Chronicle.

“The committee wasn’t asked to make recommendations; they were asked to investigate, to ascertain the authenticity of the report and also in terms of who

did what that would’ve taken them over crossing that line,” the Health Minister clarified.

The director of nursing was reportedly sent on administrative leave pending the outcome of the investigation. Last Friday, Minister Lawrence reported that the director was not back on the job.

“No, he’s not,” Lawrence confirmed.

Efforts made to contact CEO Lewis for a comment on the situation on Sunday proved futile.

Last December, the director of nursing services was accused of instructing a female supervisor to inspect a female nurse to prove that she was menstruating. This was said to have been done, since the nurse had earlier asked to be excused from a meeting to go and attend to herself.

The nurse said she requested to go home and attend to herself first, but instead, the director requested sanitary napkins for her, and in a room, in the presence of other superior supervisors,

she was instructed to go to the washroom and have the inspection done.

Subsequently, the committee was put together and an investigation was launched into the incident.

In a previous interview, Minister Lawrence noted that she was disturbed by the issue, but believes that justice should be allowed to run its course, so that the matter could be properly adjudged “I first saw it on Facebook and when I saw it I felt really, really sick about it but we have to wait until the investigation is finished before I can comment on the matter,” the Health Minister said.

The situation came to light when the nurse shared her account of the situation with Guyanese social media personality, Melissa Atwell. Atwell then shared it on her Facebook page, where it was extensively discussed and shared.

Other nurses, all anonymous, have since also shared allegations of issues that they have faced.

THE decision by the Liberty and Justice Party (LJP), A New and United Guyana (ANUG) and The New Movement (TNM) to merge their lists of candidates for the 2020 Elections was not thoroughly thought out. This is according to The Citizenship Initiative (TCI).

During its election campaign launch on Sunday, TCI opined that the agreement to merge lists of candidates ahead of the much-anticipated elections lacks equity with regard to decision-making.

TCI was approached to join its lists with the three parties on Friday, but declined the offer.

Questioned by the media on the decision, one of the party’s main leaders, Ruel Johnson, said that while TCI respects small parties, signing onto such a poorly planned initiative was not something it was willing to do.

“We were approached.

We have all respect for emerging parties, but the initial proposal that was put forward…the construct that was proposed, we had certain issues with it and how it functions; the constitutionality of it. The issue of enforcement, for example, of any possible agreement, and the concept of what you call equity in terms of decision-making,” Johnson explained to a group of supporters.

“We didn’t feel it was strongly thought-out and we didn’t want to be caught up with an agreement that we signed off on in which the particulars – the nuts and bolts – were created after the

fact,” he added.

The three small parties which were formed after the December, 2018 no-confidence motion, said that the joiner of lists was ultimately the best way to maximise support.

The parties have not formed a coalition but, while they will contest the General Elections separately, their votes will be tallied together for a possible seat or more in the National Assembly.

The Representation of the People Act permits two or more lists of candidates to be joined as a combination of lists for the distribution of seats, but not for the purpose of voting.

“We realised we are stronger together than divided…we made a decision to change the political culture in Guyana because it has always been for yourself and ‘best come, best serve’… we would like there to be a new culture of togetherness,” TNM presidential candidate, Dr. Asha Kissoon said during a joint press conference held on Saturday.

Meanwhile, Johnson told the media that he respects the decision of the parties, but TCI continues to hold the belief that – despite the merge --- it is the third force that Guyanese want to see in government “We respect the decision and we are comfortable,” Johnson said.

“Hopefully, there will be significant plurality in parliament, but we are confident that we would be at the head of that plurality,” he added.

According to information reaching Guyana Chronicle, the incident occurred around 17:00hrs on Saturday. It is unclear what may have led

to the dispute, however, residents recalled hearing loud screams from the couple’s home. Upon enquiring, residents saw Loaknauth on fire.

It is alleged that Hari-

narine lit his reputed wife afire after dousing her with gasoline. He reportedly fled the scene after committing the act. A report was made to the Sans Souci Police Station, and investigators later combed the area and discovered Harinarine hanging from a tree.

Loaknauth was transported to the GPHC where she remains a patient.

Loaknauth is a mother of three. She worked alongside Harinarine on their farm to provide for their family. The police are currently investigating the incident.

(REUTERS) - STEVE Smith’s first ODI hundred in three years had propelled Australia to 286-9, although the tourists at one stage looked set for a 300-plus total at the M Chinnaswamy Stadium.

Rohit Sharma’s 119 laid the foundation for India’s chase and Kohli made 89 as three premier batsmen of their era shone in a mouthwatering contest.

Earlier, Australia captain Aaron Finch won the toss and elected to bat but the touring side did not get the strong start they expected from their openers.

David Warner fell cheaply and Finch ran himself out after an almighty mix-up with Smith, as both finished up at the same end.

Smith redeemed himself with a typically fluent knock, adding 127 runs with the in-form Marnus Labuschagne (54), before wickets started tumbling at the other end.

Kohli took a stunning one-handed catch to send back Labuschagne and, Mitchell Starc, promoted in the order as a pinch-hitter, fell in the same Ravindra Jadeja over.

Smith could not be denied his ninth ODI century, however, and the prolific Australian made a run-a-ball 131 before holing out in the deep.

Jasprit Bumrah bowled with characteristic parsimony and Mohammed Shami (4-63) produced a string of yorkers to hurt Australia who lost their last five wickets for 51 runs.

India suffered a blow before beginning their chase with opener Shikhar Dhawan hobbling off after hurting his shoulder while fielding.

KL Rahul, who batted at numbers three and five in the last two matches, made 19, opening the innings with Rohit whose 137-run stand with Kohli put India on course for victory.

Fed juicy half-trackers by the Australian spinners, Rohit smacked half a dozen sixes in his 29th ODI century.

The elegant right-hander, named 2019 ODI Player of the Year last week, also completed 9000 ODI runs in his 224th match.

Kohli occasionally struggled to read Adam Zampa’s googly but kept India on course after Rohit’s departure.

Root leads England to brink of Victory (REUTERS) - CAPTAIN Joe Root led from the front as ruthless England took 10 wickets on Sunday to move to the brink of victory in the third test with South Africa reeling on 102-6 in their second innings.

Root claimed test-best figures of 4-31 and was ably assisted by Stuart Broad and Mark Wood as South Africa ended the fourth day still 188 runs adrift.

England need four more wickets to win their 500th overseas test and take a 2-1 lead in the four-match series, while the beleaguered home team will need to bat out the entire day, a task that looks near impossible given they have run out of recognised batsmen.

Vernon Philander (13) and Keshav Maharaj (5) will resume on Monday.

England started the day with immediate success

and kept up the stranglehold despite a lengthy delay for rain, emphasising the dominance they have enjoyed since day one.

“Our attitude has been good today, and we got our rewards,” Wood said.

South Africa were in deep trouble when they resumed on 208-6 in their first innings, still 291 behind England’s mammoth 499 for nine declared.

Any hopes of a defiant stand crumbled immediately as England, inspired by Broad, took four wickets for the addition of one run to end the innings inside the opening half hour.

Kasuza strikes half-century as Zimbabwe hold control (REUTERS) - OPENER Kevin Kasuza struck a half-century on debut as Zimbabwe eased to 189 for two at the close on the opening day of the first test against Sri Lanka in Harare on Sunday.

The test is Zimbabwe’s first since November 2018, when they drew a series 1-1 in Bangladesh, and despite a slow run-rate, they laid a platform for a big score.

Craig Ervine (55 not out) and Brendan Taylor (13 not out) will resume on day two, with 84 overs bowled before bad light brought a premature end to the first day.

Kasuza (63) put on 96 for the first wicket with Prince Masvaure (55), who also struck a maiden test half-century in his third game.

Ervine reached that milestone as well and it is the first time in Zimbabwe’s test history that their top three batsmen have passed 50 in the same innings.

Masvaure was the first wicket to fall when he was caught by a diving Dimuth Karunaratne at mid-off from the left-arm spin of Lasith Embuldeniya.

Kasuza’s 214-ball vigil ended when he played around a full toss from fast bowler Lahiru Kumara and was adjudged lbw.

Dover calls 27 to trials ahead of CONCACAF U-20 Championship Qualifier –– Guyana drawn in Group A; will face Montserrat on Feb 15 HEAD Coach of Guyana’s Men’s U-20 side, Wayne Dover, has called 27 players to trials ahead of the up-coming Confederation of North, Central America and Caribbean Association Football (CONCACAF) 2020 Concacaf Under-20 Championship Qualifiers.

Guyana has been placed in Group A with co-host Nicaragua, along with Saint Vincent and the Grenadines, Montserrat and the US Virgin Islands.

The Dominican Republic, Curacao and Puerto Rico are the other host countries for the tournament which will be played February 15 – 23.

Dover and his troop will get into action on February 15 against Montserrat, and will then face St Vincent and the Grenadines on February 17, followed by US Virgin Islands on February 19 and Nicaragua on February 23.

Guyana to host CARIFTA Boxing Championship April 11 – 13 AFTER successfully pioneering the Caribbean Schoolboys and Juniors tournament, Steve Ninvalle, president of the Guyana Boxing Association (GBA), pointed out that the country will now host the CARIFTA Boxing Championship from April 11 – 13.

The tournament will mark a return for boxing amongst Caribbean Free Trade Association (CARIFTA) countries, for the first time since it was last hosted in the Bahamas in 1998.

So far, the Cayman Islands, Trinidad and Tobago, Jamaica and Dominica, according to Ninvalle, are the countries that would’ve raised their hands in support of the initiative and pledged to participate.

Ninvalle said the hosting of this tournament shows his association’s “unrelenting drive to ensure our Youth, Junior and Schoolboy categories are provided with all the resources necessary to bring them on par with Latin America, Europe and the wider world.”

Everest batsmen score three half centuries en route to 40-over win against Bel Air

EVEREST Cricket Club’s formidable batting took centre stage on Saturday when the team re-started their second division campaign in the Georgetown Cricket Association (GCA) with an emphatic win against Bel Air Rubis in the NBS 40-over competition.

Three batsmen scored half centuries, while all five batsmen who spent time in the middle had starts.

Playing at home, Everest won the toss and opted to take first strike.

Led by former national U-19 cricketer ,Richie Looknauth, and former senior national all-rounder, Amir Khan, Everest raced to 300-4 in their allotted overs.

Saheed Mohamed and Dwayne Adams opened the batting and pushed the score to 51, before Adams, who contributed 37 from 23 balls (5x4s), was bowled

by Mahindra Jeenarine.

Five overs and 39 runs after, Mohamed 23 (2x4s, 1x6) was dismissed, which resulted in Looknauth joining Khan and the pair adding 99 runs for the third wicket.

When Khan fell for 72 (9x4s, 1x6) also to Jeenarine, Everest had reached 189. Teenager Ushardeva Balgobin then

joined Looknauth (at that time on 41) and the pair continued to push the score. Balgobin, who had struck two early sixes, was aggressive in his approach.

Together, they added 111 before Looknauth fell at the end of Ushardeva Balgobin the innings for 93 made 57 runs for Everest.

(6x4s, 4x6s).

Balgobin finished unbeaten on 57 (5x4s, 2x6s).

Along with taking two wickets, Jeenarine was also the most economical bowler after finishing with 2-31 from eight overs.

In reply, an improved Bel Air team, armed with former West Indies President XI cricketer, Krishna Deosaran, attempted to chase down the total. They, however, lost their first three wickets in the space of two runs (first wicket fell at 20-1).

Deosaran and Arvinda Gainda rebuilt the innings by adding 75 for the fourth wicket, but the visitors fell behind the asking rate.

Although Gainda picked up the pace later in his innings, with four sixes, Bel Air were always playing catch up.

Deosaran finished with 37 (4x4s) and Gainda with 58 (2x4s, 4x6s).

Towards the end, Jeenarine (19) smashed two sixes and hit the boundary once, but it made no difference. By the end of the 40 overs, Bel Air had just reached 164-7, still 136 runs short of Everest’s total.

Ariel Tilku, who dismissed both openers, finished with 3-24 from six overs for Everest.

For the win, Rose Hall Town won the championship trophy and $100,000 while Tucber Park collected $50,000.

Rose Hall Town batted first in the low-scoring clash and posted 192-8 off their allotted overs.

Sinclair led the attack with 67, while Khemraj Mahadeo added 27, Delbert Hicks 22 and Keith Simpson 18.

Although many of the

Rose Hall Town batsmen had starts, most of the middle and lower order fell victim to the spin of Devon Clements, who ended with impressive figures of 6-36.

Hosein snags six as Red force routs Hurricanes CMC – LEFT-arm spinner Akeal Hosein snatched a six-wicket haul as Trinidad and Tobago Red Force needed a mere 64 balls to rout Leeward Islands Hurricanes by an innings and 168 runs and post their first win of the Regional Four-Day Championship here Sunday.

Pride complete 7-wicket win to hand champs first loss GUYANA Jaguars suffered their first loss of the season, as the Barbados Pride completed an excellent all-round win by 7 wickets on Sunday, as the second round of the Regional 4-Day tournament concluded on Sunday at the Kensington Oval, Barbados.

The defending champs suffered a minor setback as they lost to the Pride who rebounded from their misfortunes against the Windward Volcanoes in Round 1. Guyana never got going in the first innings as Windies pacer Kemar Roach blew away the top-order to star with 4-28 from 19 overs.

Chemar Holder, and Windies spinner Jomel Warrican were also among the wickets, lending support to Roach who helped restrict the Jags to

209. Opener Tagenarine Chanderpaul batted for 5 hours, showing great adaptability for his 66 as no other batsman managed to trouble the bowlers.
