GUYANESE of different ethnicities and religious backgrounds flocked the Heritage Village at the Sophia Exhibition Centre to witness the official launch of Indigenous Heritage Month 2017. This year’s observance is being celebrated under the theme, “Guyana’s first peoples--Sustaining a rich cultural environment.”

Those attending the launch were entertained with dances and songs from various indigenous cultural groups and students from the Amerindian Dormitory facility.

The celebration continues at the Heritage Village, with a cultural extravaganza from September 1 to 5. Dances, songs, food, craft, and an art exhibition will be on display.

Guyana-Cuba ties deepening

…Ambassador Majeed upbeat about economic activity

By Ariana A. Gordon WITH bilateral relations between Guyana and Cuba deepening, Guyana’s Ambassador to Cuba Ambassador Halim Majeed believes that the two countries are well poised to benefit through economic diplomacy.

In an interview with the Guyana Chronicle, Ambassador Majeed revealed that special attention has been paid to initiating and enhancing development programmes, in keeping with the country’s national mandate.

As such, since assuming the role of Ambassador in March 2016, he sought assistance of the Cuban Chamber of Commerce to formally invite several pri-

vate-sector business entities to visit Cuba so as to understand the existing opportunities.

The Ambassador said while some, such as Gafsons Industries Limited, Nand Persaud & Company Limited, Distribution Services Limited (DSL), W & T George and Company, and Bulkan Timber Works (BTW), among others, have demonstrated an interest in trade and commercial relations, others such as CSR Computers/APERTA Limited and Modern Industries Limited have shown a preference for joint-venture arrangements with Cuban state companies.

“I should mention that BTW has met several Cuban companies during their recent one-week visit to

Cuba and is in the process of looking at best practices on exporting to Cuba. At the same time, DSL is negotiating how best it could capitalise on its engagement with a number of Cuban pharmaceutical companies (including manufacturers of cancer vaccines, cancer kits, diabetic vaccines and upscale pharmaceuticals) and SUCHEL, Cuba’s leading manufacturer in men and women beauty products,” said Ambassador Majeed.

Recently, it was announced by the Guyana Government that Cuba has expressed an interest in importing Guyana’s rice and for the first time in 40 years, some 15,000 metric tonnes of rice will be exported by Guyana. It is expected that come next year between 50,000 and 70,000 tonnes of rice will be exported to Cuba.

“In my discussions with both the Guyanese and Cuban sides, it is very probable that Guyana could capture a much larger share of the Cuban rice market,” said Majeed. But Guyana and Cuba have cooperated on a number of other fronts. In January, the Guyana Foundation whose Founder and President is Ms. Supriya Singh-Bodden, CCH, and the University of Medical Sciences of Ciego de Avila, convened the first International Conference on Mental Health, Drug Abuse, Suicide and Domestic Violence in Cuba.

grammes and Guyana has benefitted tremendously from those since 1976. In fact, by September 2017, we will have a total of 62 students in Cuba. Of that number, 21 will be post-graduate students specialising in dermatology, pathology, neurology, gynaecology, orthopaedics and cardiology, among other specialisations.

Both undergraduate and post-graduate students will be located at various Universities of Medical Sciences across Cuba. For example, in the province of Havana, there will be 29 students; in the province of Sancti Spiritus, there will be 11 students; in the province of Pinar del Rio, there will be eight students, and in Santiago de Cuba, there will be 10, said Ambassador Majeed.

This year, 37 Guyanese students who studied in Cuba completed their Sixth Year (medical internships) in Guyana and are now full-fledged medical professionals. However, it should be noted that more emphasis was being placed on post-graduate programmes there.

Meanwhile, the recent air transportation agreement will also see tremendous opportunities opening for both countries. For the first time, a Guyanese company, Fly Jamaica, will be flying non-stop from Cuba to Guyana. That inaugural flight is expected to be at the end of this month.

Venezuelans flock Region One for treatment – as malaria outbreak hits areas across the Amacuro River

By Alva Solomon IT IS the national holiday of Eid ul-Adha at White Water Village and the health worker at the Region One (Barima-Waini) Indigenous village is unusually busy.

He is responding to a number of patients, who in agony, ventured across the Amacuro River from Venezuela to seek treatment for their ailment, at the village’s health post.

In March this year, small numbers of Venezuelans started crossing the Amacuro River looking for medication to treat themselves and relatives suffering from malaria, as medical supplies in the crisis- torn nation have ran out in most states.

Today, that number has ballooned to dozens seeking treatment for the aliment as many have been making the trip to the health post at White Water for relief from the ailment almost on a daily basis.

This is even as reports from the area suggest that there is an outbreak of the disease across the border in

Chief Medical Officer (CMO), Dr Shamdeo Persaud told Guyana Chronicle this weekend, that there are a number of malaria cases which have been reported and the authorities have been responding to the persons who turned up at locations in the region for treatment.

According to Dr. Per-

saud, the treatment supplies were running low at one point but the situation has been rectified.

“We have to ensure that everyone take all the necessary treatment,” Persaud said, noting that persons from across the border would be making attempts to rid themselves of the ailment.

As regards the scope of

the health workers on the border locations to address the situation, the CMO said health teams in such areas are placed there to cater for the population within the locale.

He noted too that in each community at Regions One, Seven, Eight and Nine, there are community health workers, along with malaria personnel who are trained

to conduct testing for the ailment.

GOV’T RESPONDING Dr Persaud said there are also reports of a measles outbreak in Venezuela and although he was not sure of the exact locations, including if those cases were at the border with Guyana, he assured that the health authorities are responding to ensure that Guyanese have the necessary treatment through immunisation.

On August 15 this year, Al Jazeera reported that malaria infections have been spreading in the crisis-ridden Bolivarian Republic. The report pointed out that 18 of Venezuela’s 23 states are experiencing an outbreak.

According to the report, Marianella Herrera, the Director of the Venezuelan Health Observatory warned that neighbouring countries may be at risk of infection, if proper preventative measures are not taken soon, as desperate Venezuelans will seek to cross the borders in search of “medical attention and medicines that are not available in Venezuela”.

Dr Oscar Noya, Director of the Centre of Malaria Studies and Researcher at the Institute of Tropical Medicine and Associate Professor at the Central University of Venezuela, told Al Jazeera that there is also a “[significant] exchange of [transmission] cases at the borders with Brazil, Colombia and Guyana”.

Meanwhile, White Water Village Toshao, Cleveland

De Souza, has said that the situation in Venezuela has become worrisome, pointing out to this newspaper that the village first noticed the influx of persons seeking treatment during the first quarter of 2017.

“On some Sundays we get like over 100 smears done here and out of that 50 per cent are positive cases,” he said, while noting that the medical samples have increased as the weeks progressed.

DRAMATIC INCREASE The villages’ deputy Toshao is also a trained a health worker and he has been working overtime, even on holidays to assist the sick.

Reports are that in recent months the numbers have climbed dramatically, as close to 200 persons are treated on a weekly basis for malaria at the village.

GCAA working to get ‘Shuttling Suspension’ lifted FOLLOWING the suspension of shuttle operations for domestic air operators on August 30, the Guyana Civil Aviation Authority (GCAA) says it is working with domestic air operators to review and approve policies and procedure documents so that shuttle

operations can be resumed.

The GCAA has adopted the International C i v i l A v i atio n O rganisation five-phase process for approval of operator’s manual on shuttle operations.

The process entails 1) Pre-application phase, 2) Application phase, 3)

Document evaluation, 4) Demonstration and Inspection and 5) Certification.

According to a release from the umbrella body, it is aware of the socio-economic impact of the suspension, especially on hinterland residents. As such, its officials are working

round-the-clock to evaluate the submissions made by operators. To date, submissions have been received from the National Air Transport Association (NATA) and Trans Guyana Airways.

The GCAA said that throughout yesterday, September 2, its Flight

Cop under close arrest --following Stewartville accident A POLICE constable is in custody after hitting down and injuring a man on the Stewartville Public Road, West Coast Demerara (WCD) on Friday night.

The victim is former Guyana Sugar Corporation (GuySuCo) employee, Quintin Anderson, 49, of Uitvlugt, WCD, who is now a patient

in the Intensive Care Unit (ICU) of the Georgetown Public Hospital.

Reports are that at the time of the accident, the constable, who is now under close arrest at the Leonora Police Station, was found to be above the legal alcohol limit.

tigation has revealed that around 22:40hrs on Friday, the off-duty rank was proceeding east along the northern carriageway of the Stewartville Public Road in motorcar HC2850, which he is licensed to operate, when Anderson allegedly crossed the road into the vehicle’s path.

According to the injured man’s brother, Carlyle Anderson, he learnt that the police rank did not even bother to render his sibling any assistance.

“I don’t know if is a dog he feel he knock down,” Anderson’s brother said, adding that his sibling was expected to undergo surgery yesterday to fix his broken leg.

Man shot after asking suspect to stop smoking ‘joint’

THE police are looking for a man who allegedly shot a 24-year-old man on Friday afternoon after he was asked to stop smoking a marijuana joint next to him.

The victim, who was shot in the left elbow at Friendship South, East Coast Demerara, was taken to the Georgetown Public Hospital, where he was

treated and sent away.

The incident reportedly occurred around 17:30 hrs on Friday, and according to the police, the suspect who was smoking

the cannabis, allegedly drew a handgun and discharged three rounds in the victim’s direction before escaping in a motor car.

Operations Inspector was aboard the Trans Guyana Airways flights, conducting demonstration inspections aimed at ensuring that the documented procedures were observed by the operator. Those inspections were carried out on flight operations into Olive Creek, Blake Slater and Kamarang aerodromes.

Resulting from the demonstration inspection, Trans Guyana Airways is required to amend its manual after which certification of their shuttle operations

should be completed on or before September 6, 2017, the release added.

The GCAA said it is also working with the other operators to bring their operations into compliance so they too could be certified for shuttle operations. It has reaffirmed that its action was necessary to enhance safety of the travelling public and aviation personnel, and that it will continue its increased surveillance of Air Operators.

Houses destroyed in Kako after struck by storm A SEVERE thunderstorm accompanied by strong winds caused damage to 10 houses in Kako, Region Seven, earlier this evening. Deputy Director-General of the CDC, Major Kester Craig, confirmed that there are no reports of deaths or serious injury.

Major Craig said that based on re-

ports, four of the 10 houses lost roofs and it is yet to be confirmed what damage was done to the other homes. Kamarang, also in Region Seven, was affected but there are no details at this time.

Major Craig said that the CDC was in constant contact with Region Seven officials who are on the ground.

Counter-strategies needed to tackle NCDs - Lawrence urges ahead of historic conference in TT COUNTER-STRATEGIES are needed to roll back the rising number of Non-Communicable Diseases (NCDs) in the Region, Public Health Minister Volda Lawrence said ahead of the 10th Anniversary of the historic Port-of-Spain Declaration on Non-Communicable Diseases.

Minister Lawrence, in a statement, said the historic event will be held in the twin-island Republic on September 5-6 at a time when regional statistical findings are indicating that future adults are “already suffering from NCDs.” She said health sector leaders and change agents must pay close attention to the regional findings and craft counter-strategies to roll back diabetes, hypertension (high blood pressure) cardiovascular (heart) diseases, lung and skin cancers, obesity, asthma, cataract, stroke, chronic kidney diseases, liver cirrhosis, appendicitis, narcolepsy, emphysema, anorexia nervosa and arteriosclerosis among other preventable NCDs. Ten years ago, the Caribbean created global history when it convened the inaugural conference of Heads of Government on NCDs, the precursor of the United Nations (UN) high-level meeting on

NCDs in 2011.

Ten years after, Minister Lawrence is set to address the conference under the theme: ‘Renewing the political commitment to the Port-of- Spain Declaration towards achieving the SDGs.’ The Public Health Minister will be urging regional political leaders to think of the legacy they will leave in the health sector.

“The statistics are quite shocking. Our soda consumption is the highest in the world. In some countries more than 30 per cent of young people are overweight or obese. Our diabetes rates are double global rates and in some populations, up to 50 per cent of us are living with high blood pressure. It is clear that we need to accelerate our response,” Director of the George Alleyne Chronic Disease Research Centre, University of the West Indies (UWI), Dr Alafia Samuels stated in assessing the Port-of-Spain Declaration.

Executive Director of the Caribbean Public Health Agency (CARPHA), Dr. James Hospedales, echoed similar sentiments.

“There are gains in some areas. However, some, like diet, nutrition,

obesity just keep getting worse, and that drives diabetes, cancer, heart disease. The food environment is not healthy. Obesity in children is the red flag. And, economically, we cannot afford to carry those preventable costs, when we are struggling to grow,” said Dr Hospedales.

Ten years ago, Dr Edward Greene, former Assistant Secretary General, Human and Social Development at the CARICOM Secretariat; Sir George Alleyne, UWI Chancellor and PAHO Director; and Dr Mirta Roses, former Director of PAHO championed the move.

During this week’s twoday meeting, regional officials will discuss a raft of issues clustered around governance, tobacco, nutrition, physical activity, education and promotion and surveillance among others.

Since that watershed decision in 2007, when a 15-point Declaration with its 26 commitments was issued, awareness of NCDs and their devastating effects on the health and development of the region has grown enormously.

The dangers of childhood obesity are much better known. Bridgetown and Roseau have introduced taxes on sugary drinks and more countries are set to follow.

During the upcoming meeting, leaders will be expected “to consolidate pledges made at the 2016 meeting where they promised to address such issues as banning s moking in public places; banning the advertising of unhealthy foods to children and raising taxes on foods high in sugar, salt and trans fats,” a document stated “We will continue to push for concrete commitments. We want to see more action on getting a tobacco-free Caribbean and on childhood obesity.

The will is there from the leadership and we hope to get these commitments that put the region back at the heart of the global NCD response. We need to have another push at this 10- year anniversary,” Dr Samuels was quoted as saying.

Samuels said further: “The 2007 Declaration…. will remain one of the most visionary public policy coups scored by the CARICOM political leadership since the Treaty of Chaguaramas itself.”

Immunisation (GAVI) and the Global Fund, two very prominent funding mechanisms among several other notable achievements.

At the forthcoming 10th anniversary meeting, there will also be a vivid UWI display highlighting key aspects of the NCD epidemic and recommendations for the way forward.

These recommendations emerge from the evaluation which was commissioned by PAHO/WHO and CARICOM, working with regional research partners CARICOM, CARPHA and the Healthy Caribbean Coalition.

Former New York Mayor, Michael Bloomberg, WHO’s Global Ambassador for Non-communicable Diseases is expected to address the heads through a video message.

A decade later “the

threats to our health and well-being remain undaunted, providing an opportunity for our current leaders to make a renewed commitment to meaningfully influence the future of our peoples by joining the global movement against tobacco smoke and unhealthy diets with a firm timetable to eliminate these risks,” said Dr Rudolph Cummings, Programme Manager, Health Sector Development at the CARICOM Secretariat located in Georgetown, Guyana.

Nevertheless, “I really think we can make progress at this Heads of Government Conference as we intensify our efforts to tackle chronic diseases. Let’s make the next 10 years really count,” an optimistic Dr Cummings said.

Editorial Linden Town Week

LAST week at a press conference, the Linden Mayor and Town Council (LMTC) announced that come 2018, the municipality will sub-franchise various events for the Linden Town Week (LTW) instead of the single franchise.

The council has also communicated it will move from its traditional oversight role to that of more involvement in the events. This turn of events outside of coming as a surprise requires revisiting its initial purpose, journey and evolving impact on the society and people, local and foreign, even as it is hoped that the decision will continue to engage the involvement of residents before being considered a done deal.

The original idea for the Town Week was germinated at grassroots level among ordinary citizens. Lindeners will remember some of the original organisers such as Wilfred Simmons, Gillian Persaud and Norville Fredericks, who mobilised the community independent of political directorship or control. This saw several activities such as cleaning up of the environment, including solid waste removal, clearing the gutters, and parapet maintenance.

One of the major objectives was that of promoting Linden’s wonders and Lindeners’ hospitality and capacity to attract visitors to the community and make the region a tourist and vacation destination, which by extension would see the influx of needed revenue, creating employment and economic opportunities for residents. Areas such as the waterwheel for power generation located at Christiansburg, the community’s first sawmill at Silver Town, and the blue lake at Lucky Spot form part of the attraction.

The Town Week, which began in 1996, became a yearly event not only to look forward to by locals, but also placed on the vacation calendar of overseas-based Guyanese who used the event to return home, reconnect with loved ones, socialise and spend. The hallmark nature of this event has come into its own, independent of political control --national, regional or local—and is eagerly looked forward to. Recognition of this does not ignore the existence of any reservation with how the event has evolved and bottlenecks, where in a solution-driven atmosphere could be addressed and consensus achieved.

The Mayor of Linden, Carwyn Holland, himself a promoter, would be in a good position of understanding the gains the week’s activities generated, financial and otherwise.

That the Linden municipality like other municipalities in Guyana is cash-strapped, none can honestly deny. In May, it was advised that the town was indebted by $200 million. At last year’s swearing-in, Mayor Holland alluded to his desire for the Council to focus on stimulating the town’s economy to create jobs; encouraging, inviting and enticing investors, and strengthening the education and health sectors, among other things. Given these aspirations in the presence of a huge debt, understandably the sourcing of revenue to effectively and efficiently execute the Council’s work and honour its legal obligations not only require ingenuity and vision, but also modernised by-laws.

To the extent where the Town Week may be seen as a source for garnering revenue cannot be faulted. At the same time, the Council has to be mindful that its move to control

this event can engender suspicion and concern.

Those au fait with Linden would advise that whereas history has shown its residents’ political loyalty it also reveals a militant citizenry uncompromising in the belief of their independence and freedom to question and challenge.

From this said perspective, it could be understood why Lindeners have spoken out against the Council’s decision.

The above notwithstanding, the freshness and pureness of this civic-minded venture and organised community approaches to pride and upliftment set a standard for civil society’s involvement in development of the communities and country at large. This event was also signalling to other communities the reward and limitlessness of their potentials when they come together and do for themselves, independent of government.

The organisers behind the LTW in breaking new ground, were also setting new standards for emulation.

The benefit of protecting citizens’ free-spiritedness could also reap dividends.

GAWU already ‘betrayed’ membership Dear Editor, IT IS always productive to have proper debate on issues affecting our economic development, especially the current state of the sugar industry. However, such debates must be objective and factual and supporting evidence must be proffered.

This, however, is dismally lacking in the case of GAWU General Secretary Seepaul Narine’s reply to my letter.

He began by defending the previous administration when he implied that it is only this Government which has erred in fulfilling its social and economic responsibility. If I could recall, the former President at one time ignored the leaders of the union when he met with the union’s representatives at the Guyana International Convention Centre in December 2010. Mr Jagdeo had the sense at that time to recognise that the leaders of the union

only cared about themselves and not the workers.

He had warned about players within the union who had ‘other motives’. I was more to the point when I said in my letter that GAWU was more interested in self-preservation, and that they do not have and never offered solutions to the myriad of problems affecting the industry. Yet, despite accusing me of ‘confabulations’, Mr Narine has once again failed to provide solutions to the sugar problems in his article.

GAWU just kept on agitating for unreasonable wage increases and other unsustainable ‘customs and practices’.

They are always part of the problem and not the solution.

What Narine has failed to acknowledge is the fact that I accepted that the CoI did not recommend closure, and I further said that if the Wales Estate was privatised then ‘many jobs would have been saved and many controversies avoided’. So it is useless for

Narine to build his argument on that premise. I fully agree that GuySuco should be fully privatised and that Skeldon should be a pilot project.

Furthermore, private investors have shown interest because sugar is profitable as I have said, and these investors have the ability to make it profitable. No government should be involved in running a business and I have made this clear in my article. Does Mr. Narine feel that any government has the ability to do so? Should GuySuco be kept and taxpayers’ dollars continue to be uselessly pumped into it to keep it afloat?

Mr. Narine spoke about increase in total production from 186,000 tons 2013 to 231,000 tons in 2015, but failed to mention that the losses increased from $$7.1 billion to $17 billion in 2015.

Can Mr Narine explain why despite increased production the losses increased in such huge proportions?

Moreover, as at July 2015, the debt burden of GuySuco stood at $82.5 billion moving from a liquidity position $4.2 billion in 2004.

This was a direct result of the Skeldon Modernisation Project which malnourished the entire industry. Today, the supposedly automated Skeldon factory is now operated manually with more labour being employed in the operations. The operation costs continue to climb.

This was compounded by the fact that labour costs driven by GAWU’s demands continued to climb to an unsustainable level of 65 percent of total production costs. The closure of Wales is a direct result. However, Mr. Narine knows this better than I do unless he wants to live in denial.

Mr. Narine is talking about the other recommendations (114 of them) made by the CoI, yet GAWU has failed to identify which ones

are workable. The CoI has recommended full privatisation by 2018 and this is the best solution and one which I subscribe to. But GAWU does not want to lose the political stranglehold they have on the workers, as well as the lucrative income which they envisaged that they may stand to lose should sugar be privatised. But let’s hear what plans GAWU has for the Industry.

Mr. Narine also spoke in glowing terms about the Skeldon Co-Generation Plant but he should be cognizant of the fact that me being a former member of the Board of Directors of SEI that when we took over in 2015 this entire structure was falling apart and it is this government’s intervention which resulted in its profitability.

Having accused me of taking ‘ a swing at GAWU’ by not providing ‘relevant and substantiated facts’, he then repeated the platitude that ‘GAWU’ will stand by

thousands of workers’ and will not’ subscribe to the betrayals of our membership’. This type of rhetoric

Venezuelans flock Region One for treatment From Page 3

Malaria is caused by the protozoan parasite plasmodium, and according to the World Health Organisation (WHO), human malaria is caused by four different species of plasmodium. These are P. falciparum, P. malariae, P. ovale and P. vivax.

The malaria parasite is transmitted by female Anopheles mosquitoes, which bite mainly between dusk and dawn.

The most severe form is caused by P. falciparum and variable clinical features include fever, chills, headache, muscular aching and weakness, vomiting, cough, diarrhoea and abdominal pain.

At White Water, the health post has been treating persons for the vivax and falciparum forms of the disease.

“Over in Venezuela do not have medication so they flock here,” a health

worker in Mabaruma noted.

De Souza said the health post in the village has been providing tablets to patients and the drugs are sourced from the Mabaruma Regional Hospital. He said for those diagnosed with malaria, cortem, cloroquine and primiguine, tablets have been provided.

He said there have been a few confirmed cases of malaria from the village itself, and it

includes persons who have returned from the goldfields, across the border in Venezuela.

While noting that the figures from across the border have been worrisome, Toshao De Souza said that there have been a few cases in which White Water residents have been diagnosed with malaria.

These include those persons who reside along the Kurisima Creek, a tributary of the Amacuro

River, as well as persons who live on the banks of the border river.

“Three men came over from Venezuela last night but they couldn’t walk, so we had to send transportation for them at Gaja Landing to bring them to the health centre for treatment,” De Souza said.

The landing is a primary point in the village where traders from both sides of the border usually congregate.

“Today is a holiday and still the health worker had to go and help them out,” said De Souza, who was referring to the national holiday, Eid ul Adha, which was observed on Friday.

The health post was filled to capacity with women, children and adults seeking treatment, a scene which has been a regular occurrence, as medicine in Guyana’s western neighbour dwindles.

Dear Editor LANDS purchased by Afro-Guyanese after emancipation have been under attack by the then colonial state because it provided the freed slave with living space and potential independence, taxes paid by the villages for drainage works was redirected to fund indentureship, causing lands to flood and the loss of livelihoods, creating wage earners from proprietors, thus diminishing independence.

Those lands that were inveigled from its village owners then and over a century later have never left the memory of those descendants; their concerns in 2017are not based on prescriptive rights, but on stolen rights of purchase.

Three media declarations made by PPP party members... Madam Gail Teixeira, Opposition Leader Bharrat Jagdeo and the tremendously misinformed Harry Gill do present a peculiar sensation of guilt, but, that Pradoville Two is presumed to have joined the indiscretions of 19th/20th centuries Booker Bros. McConnell & Co. Ltd. And others are a result of whose deliberate scheming and dishonest actions? The callously opportunistic Harry Gill declares in his letter, “Why ACDA did not take this matter to Forbes Burnham or to Desmond Hoyte?” The

answer is that ACDA did not exist when these former Presidents governed this land. Back then also found ‘Sugar’ as a serious contributor to the GDP, despite the PPP’s sabotage of the sugar industry. Since the fall of sugar in Guyana and worldwide, there will be downsizing of that industry and rather than have the issue of these lands from Guysuco confused as lands to do as the state finds it necessary, there is no better time to reassert legitimate claims for those and other purchased lands.

In the early 90s when President Jagan came to power and ACDA was in existence, President Jagan had sent Brindley Benn to discuss what our foremost concerns were; among other items was the issue currently addressed, but though he was receptive, Cheddi Jagan died before the issues could be activated. As for the legacy of President Forbes Burnham, in 1966 Independence found about a third of the mostly Afro-Guyanese population of Georgetown living in ‘Nigger Yards.’ This was a double lot occupied by some 20 families, with two latrines and bathrooms, a middle yard standpipe that was a literal battlefield.

Unhealthy and contentious, with names like Comacho yard, Jardine Yard, Slap Can Yard, Federation Yard, YY Yard here, there and everywhere. It was Forbes Burnham who from

1972 addressed those socially accepted concentration camps , with South, North, Festival city, Roxanne Burnham Gardens-in Ruimveldt, among other living spaces. He provided an exodus from slums to ownership, none of you in the PPP can take that away from him. Jagdeo of all people, the Pradoville Two conspirator, the compulsive deceiver questions if the land issue will provide jobs? With the population of villages bursting at the seams, villagers forced to pay rent elsewhere because of congested situations, regaining land spaces, amounts to one reality, that of ‘Opportunity.’

Over the last 20 years there has been unscrupulous collaboration between lawyers, people at the registrar and politically linked criminal businessmen directed at stealing village and private lands, some succeeded, including relatives of political top brass, and I am not referring exclusively to Pradoville Two, whether it is eventually proved to be indeed part of the post-emancipa tion owned lands. These indiscretions have to be reversed. Many incidents outside of the Afro-Guyanese community also occurred, they will also benefit from the corrective regulations that emerge from this African Land CoI. Regards Barrington Braithwaite

FOR years I have lived in the Kingston area and my heart bleeds at what a major intersection has become. Since the destruction of the building on the corner of Barrack and High Streets by fire, one would have thought that the owner or the Mayor and City Council would have cleared the site and have it not in the condition or manner it is in now.

Imagine this is the main route to the two principal hotels and conference centres, and visitors have to pass this disgraceful site with clothing washed and hanging on the fence and persons bathing in the yard almost naked in many instances.

This place as I understand it is owned by the family who lives next door. Apparently there is some dispute with regard to the transport and the matter is getting the attention of the court. However, while

the legal ramifications are being worked out or decided by the courts, we should not have to endure the lawlessness that is taking place on the corner of High and Barrack Streets in Kingston.

No one there owns the property. So it’s obvious they are all squatters. They do not have any documents to show legal tenancy. Yet you see telephone wires being used to capture current from the GPL poles. This is not only an eyesore, but a dangerous situation. A fire can easily be started and create millions of dollars in losses to the surrounding community.

There are no sanitary facilities. How on earth do these people exist? The headquarters of the Anglican Church sits right opposite.

The Civil Aviation Authority’s head office is also located close by. The IDB’s local head offices are nearby. How can the City Council sit and allow this to continue in an area which can best be described as the most important

area of Georgetown for business and visitor accommodation. Tourists can be seen walking past this corner all day long. Many major cities have ghettoes, but this is not any such one. It is a private property and the owner/s should take responsibility for the removal of the persons living there.

I am urging the city of Georgetown to intervene just as they are doing with the Astor Cinema building and remove those persons who are living at that location, and I’m sure illegally. The owners should be made to clear the sight of those squatters and at least keep the location clean and cleared of such despicable sights.

Just in case persons are wondering to what area or site I’m referring, I’m enclosing an aerial picture of the location, showing clothes hanging on the fence and other illegal installations.

The coalition parties must be empowered if the PPP is to be stopped SINCE losing power in 2015, the PPP, in addition to opposing the government--something all opposition parties do—has been relentless in its campaign to delegitimise the government, often without challenge from the governing parties. It started by planting the narrative that the new government did not win the 2015 election, that the PPP was cheated and that there was external collusion. Second, it launched an ethnically laced narrative that the government was headed on a well thought out campaign to destroy Indian-Guyanese politically, economically and culturally. Third, it persistently frames the government’s mistakes as part of a larger ideological thrust that is grounded in a desire to dominate the state and the society.

Fourth, it projects the PPP as the source of morality, expertise, competence and reason.

In a situation of competing narratives and approaches, the success of one side is largely dependent on the inability of the other side to advance a more effective and superior narrative. As I argued in last week’s column,

the coalition has failed to effectively counter the PPP’s narrative and to advance a superior narrative of its own.

The consequence is that the PPP has been able to consolidate its Indian- Guyanese base, including winning back that section which voted for the coalition parties in 2011 and 2015.

The PPP’s barrage in the context of weak responses from the coalition parties and basic errors of judgement by the government has had the effect of casting doubt in the minds of African -Guyanese. The party has also been able to successfully hitch its assault on the government to legitimate Civil Society concerns about and protests against government policies such as the parking meter issue, the sugar impasse, the broadcast legislation, the vendors issue and the wages struggle. This has led to the PPP gaining sympathy in sections of the media establishment, the business sector and the brown middle-class.

For the good of Guyana, the PPP’s barrage has to be countered and stopped. The coalition has made some big errors which must be corrected overnight if it is to overcome the PPP’s onslaught and win in 2020.

Guyana-Cuba... that the company believes in Guyana and alluded to the hundreds of Cuban nationals who travel here weekly to purchase goods, bringing in hundreds of millions of dollars into the local economy.

They seek mainly clothing and electrical items and fly mostly with Easy Skies to Guyana.

“We have everything ready,” Reece told the newspaper, adding: “We have captains, co-pilots, cabin crew. Everything is ready.

We are just waiting on one of the governments to give us the word to go.”

trade, investment and other forms of economic cooperation which he described as “of profound significance in our bilateral relations.”

“It is anticipated that two important agreements will be executed in the near future. One is the Trade Memorandum between the Cuban Ministry of External Affairs (MINREX) and my Ministry of Foreign Affairs. The other is between the Georgetown Chamber of Commerce and Industry (GCCI) and the Cuban Chamber of Commerce.

Things must change. Part of the coalition’s base is demoralised—they don’t feel that much has changed. The PPP is having an unexpected resurgence—for a party that ruined Guyana, it is unbelievable that it could in two short years emerge as a credible force again. The coalition has a lot of corrective work to do. Last week, I spent a lot of time on the need for a clear, progressive world-view that should be grounded in the de-criminalisation of the State and a humane economic-praxis. This is imperative, because it is that worldview that would inform both policy content and direction and the narrative that explains such policy.

The coalition parties must be empowered and energised.

A big error of the government is the attempt to run the coalition as a One-Party government. When you have parties with polar-opposite ideological orientations as the PNC and the WPA and with different ethnic bases as the APNU grouping and the AFC, such an approach is bound to be disastrous. The strength of a coalition is its diversity and the concourse of ideas that flow from that diversity, which in turn stand a better chance of crafting a

more nationalist praxis and policy direction.

The leadership of the coalition has stifled internal diversity of opinion by limiting decision-making to the few Cabinet members and the presidency. In the process, it shut off participation by the coalition parties in decision-making. The parties of the coalition have been immobilised and muzzled by this approach. The outcome of this approach has been bad for the coalition. The AFC has lost its Indian-Guyanese support, because it is perceived as an uncritical participant in bad policy-making.

The WPA faces an internal civil-war, because some of its members believe that it has allowed itself to be silenced and manipulated by the dominant partners in the government. The PNC’s non-governmental leadership is demoralized, as they are not part of policy-making.

These developments have ignited unnecessary tension within the coalition between the AFC and the APNU and between the WPA and the government, which has in turn negatively affected the image of the government and its ability to inspire confidence among its own supporters. This approach must

change—for its own good, the coalition must begin to operate like a partnership rather than a unitary entity.

Empowering the coalition parties in meaningful ways would in the long run be beneficial to the government and the country.

In some regards, the government seems to be angrier with and willing to confront critique by its supporters than to confront the barrage by the PPP. For example, the anger at Freddie Kissoon, Lincoln Lewis and David Hinds from some top government ministers is much more that at the PPP. Some have opined that our self-critique helps the PPP. We are known supporters of the government who have made it very clear that we do not want to see the PPP back in power. But some in our government have not learned how to deal with internal creative dissent; they seem to prefer blind loyalty.

Some government leaders do not understand the value of creative self-critique and how it puts you on a higher plane than your competitors who are grounded in an ideology of domination. They do not see how Freddie’s critique is more destructive to the PPP than to the coalition or how Lincoln’s cries for the rule of

law keeps them from walking the dirty road of the PPP. The success of the coalition would depend on the ability of its three major parties to put an end to their immobilisation. It is high time the PNC, as a party, uses its enormous influence to force the government to stop marginalising its source— the coalition parties. The AFC should wake up and recover its reason for being and temper its seeming love affair with the trappings of power. The WPA must continue its public critiques of government’s ill-advised policies and its campaign for intra-coalition democracy, until there is change in those areas. Failure to act will see Jagdeo and the PPP gaining more traction while the coalition’s base becomes more demoralised. And I warn that when demoralisation becomes normative, even oil money would not change the state of play.

Additionally, Ambassador Majeed said the Cuban Chamber of Commerce had been informed that President of the Georgetown Chamber of Commerce, Deodat Indar, will travel to Cuba on the occasion of the 35th Havana International Trade Fair (FIHAV) to be held from October 31 to November 5, for the signing of the agreement. Last year, Minister of Business, Dominic Gaskin, attended the Trade Fair and met with, among other persons, Roderigo Malmierca, the Cuban Minister of Foreign Trade and Investment. Guyana is slated to participate again

this year.

Meanwhile, another significant agreement between the two states, Ambassador Majeed alluded to, is the Promotion and Protection of Investments Agreement. He told the Chronicle that the Ministry of Foreign Affairs is currently examining the agreement seriously, and noted too, that the agreement was signed in 2002.

“We may have to re-negotiate that agreement rather than drafting a completely new one. I have remarked on this agreement because, as I pointed out previously, a number of Guyanese companies have shown more than a passing interest in investing in Cuba. For example, Nand Persaud & Company Limited has been

in preliminary discussions with the Cuban Ministry of Foreign Trade and Investment about establishing a rice-milling plant and a fertiliser blending plant in Port Mariel,” the Ambassador added.

Ambassador Majeed has acknowledged concerns over what many have described as co-operation between Guyana and “a problematic Cuba,” but noted that some 45 years ago it was former President Linden Forbes Sampson Burnham who, despite opposition, “almost single- handedly broke the economic blockade against Cuba.”

“And so, when others see Cuba as a small island of recurrent problems, we look at Cuba as a vast ocean of

endless opportunities,” said the Guyanese Ambassador, who noted that next year Guyana will be deepening its political and economic relations with Cuba.

“My ministry is not oblivious to the economic benefits of the US$ 1.8 billion Cuban agricultural market, nor are we ignorant of the advantages that could accrue to the national interest by collaborating with Cuba in the tourism sector,” said Guyana’s Ambassador to Cuba.

Guyana, he said, is set on a path of development for its people. “My ministry, I believe, is playing its own unique role in securing a worthwhile future for all of our citizens,” the Ambassador concluded.

President Granger uniquely positioned to bend the arc towards justice and build on predecessors’ legacies AS I wrap up attention to Emancipation Month not only commemorating Africans’ struggles and achievements in toppling slavery, but also contributions in building the foundation for modern human development, it brings to the fore the likely role of President David Granger in continuing this formidable legacy.

By society’s standard, Granger is identified as a black man. He has to his advantage the position of Leader of the People’s National Congress Reform (PNCR), the bulwark of whose membership and support base is of the African community. He is also the Head of State and Head of Government, following in the footsteps of predecessors Forbes Burnham, Desmond Hoyte, and to a lesser extent Sam Hinds.

The advantage Granger brings to the portfolios is that whereas icons such as Hubert Nathaniel Critchlow

and Burnham did not have the benefit of seeing African local leadership operating at the level at which they served, offices held, and interests pursued, he has.

Granger came to office at a time when morale in the African community was at its lowest ebb, having been subjected to daily doses that leaders of the black community admire or love, i.e.

Burnham and to a lesser extent Hoyte, have done nothing good for society and are anti-human development.

While observation of the PNCR notes its failure to properly contextualise and articulate its presence, reason for its existence, including successes and challenges as a major institution of influence, in and out of government, the trade union, which yours truly is part of its leadership, is not shy in making known its contributions to society, including having to confront those who seek to deny or deprive Critchlow his contributions

to society.

Critchlow, though a trade unionist and later a politician as one of the earliest members of the People’s Progressive Party, was by identity a black man. When I represent his legacy and stand against those who seek to skew it, I’m ever conscious of the fact that when truth is suppressed, it perpetuates mental enslavement and feeds the monster of depriving Africans their rightful place in human development.

Guyanese have emerged from a society in which labour was treated as chattel/ property, dehumanised, discriminated against, and disrespected. In the 20th century, Critchlow took on the fight through the trade union movement to right these human indignities, fearlessly advancing labour’s interests in and out of the workplace.

In his wisdom, he also recognised that the holistic advancement of labour requires a political component.

Teen miner drowns in Mazaruni River

– relatives call for thorough investigation THE police are investigating the suspected drowning of a teenager in the Mazaruni River in the vicinity of the Poppy Show landing recently. Dead is Devon George,18, a miner of Leopold Street.

Police said initial investigations have revealed that George, who was employed

by Anthony la Rose, was at the time attempting to cross the Mazaruni River when the paddle boat which he was using began taking in water.

Persons in the area heard

his screams and went to help, but before they could have reached the location, he had already gone under.

The body was later recovered and brought to Georgetown where a post-mortem was conducted by the Government Pathologist and the cause of death given as drowning, compounded by blunt trauma.

Relatives say they suspect foul play, since George was a very good swimmer and the fact of the blunt trauma.

Jagan was a mere boy and Burnham a toddler, he along with other Caribbean Labour Leaders laid the foundation to struggle for universal adult suffrage (one man, one vote) and internal self-government, among others.

The majority of the population have experienced Indians holding premier national leadership most, if not all, of their lives. Young black boys and girls have had to suffer Guyana’s brand of Willie Lynch’s ‘Making of a slave’ messaging and conditioning that nothing good was ever done by the PNC, a party their relatives most likely identify with.

The only instance they saw a black man as President, was Desmond Hoyte, who held office for seven years, when they were either toddlers or teenagers.

Hinds held the presidency briefly, having been disposed of in a most contemptuous manner which was designed to transmit a clear message to Africans what others think are our place in society. While Hinds was accepting this dehumanization, the psychological impact on the African community was damning. Let me state here clearly: if for some reason, Granger cannot serve and Moses Nagamootoo, who as prime minister by the Guyana Constitution should ascend to the presidency, is bypassed, I shall come out publicly against such contempt for the person and for the Constitution.

Mistreatment of blacks must not be used as any justification to treat each other or another race in like manner. And where Africans advance human development, as history has shown, is when even as we must be proud of race we demonstrate equal indignation treating others lesser than or accepting others treating us in like manner.

Saying this does not ignore

within my race, those who engaged or are engaging in acts to retard such progress.

Burnham, a complex man though he was, must be credited with putting the institutional infrastructure in place that would cause us to see and appreciate beauty and strength in diversity -- race, creed, class, ability and otherwise -- by making these equal by law. President Hoyte’s positive response to the Indian community’s concern that a government lead by a black man would not respect them and advance their interests, earned him the nickname “Desmond Persaud.” Incidentally, Critchlow faced a similar situation with Indian sugar workers whose interests he advanced, earning the nickname “Black Crosby” after a compassionate white immigration agent.

As Leader of the Opposition, Hoyte listened to the cries of the African community as to their sustained marginalisation and his concern for the contempt for the rule of law saw him leading a valiant fight for constitutional reform in the former and adherence to the laws in the latter. In his pursuits, 21st century society witnessed a struggle of tens of thousands on the streets, drenched in sweat and tears, and not without the loss of blood and life in pursuit of the goal. One of the achievements that came out of this struggle was constitutional reform that saw the political objective amended from “consultative democracy” to “inclusionary democracy” (Article 13).

This is the legacy in Africans’ continuous struggle for human development that Granger inherited; and since he is uniquely poised to safeguard them, he must seize the moment. Treating each other as human beings will hold steadfast to the principle to do unto others as you would like be done

unto you. The importance of putting policies, programmes and laws in place to strengthen and deepen the predecessors’ legacy would also factor in that should the people’s power no longer be at your disposal, systems would have already been put in place to secure dignity and advance the mobility of all.

After the struggles of Critchlow were directed to treat labour/workers/citizens-- past, present and potential-- with respect, the enshrining of principle into laws during the Burnham era, the achievement by Hoyte of “inclusionary democracy” to protect and defend the aforesaid, in the continuous journey for human development Granger would be expected to build on the formidable legacy.

This young generation, irrespective of race, must grow into maturity and be prepared to pilot the ship of state, comforted that past struggles and achievements are protected, defended and the baton passed to them to further safeguard and build on. Everyone must feel assured that they are valued members of society, their roles as citizens and in the nation’s body politic respected, the laws will hold true for all not some, and in spite of being told black leaders are worthless or the race inferior, there’s living testimony, in this phase of their lives, to prove otherwise.

The aforesaid represents the rock-solid foundation Granger has the opportunity to firmly place his feet and build on. The manner in which he governs will determine whether given the privilege to stand on the shoulders of braves, in the words of Martin Luther King Jr. he can bend the arc of the moral universe towards justice for all.

Last-minute, Back-to-School shopping THE traditional “last-minute shopping” was very much in evidence yesterday as parents and guardians filled the local stores in Georgetown to get school supplies for their children.

School is set to reopen tomorrow, and unlike other terms, this is the beginning of the new school year, so, in most instances, the young ones will be looking forward to new uniforms and

supplies.

It is customary for stores, particularly on Regent Street, to be filled at this time of year, but on this occasion, parents have the Giftland Mall as an alternative.

Banks, GWU sign 3-yr agreement BANKS DIH Limited and the General Workers’ Union on Wednesday signed a new three-year agreement which addresses salaries and other Conditions of Employment for the unionised employees of Banks DIH Limited for the period October 1, 2017 to September 30, 2020.

Under the new contract, the targeted employees will enjoy a seven percent

increase for the first year, with increases of four percent and two percent for the subsequent years.

The agreement also includes increases in the Condition of Employment Allowances, Meals, Travel and Long Service Recognition Allowances.

The Indigenous Peoples – equal heirs to Guyana’s natural patrimony INDIGENOUS Guyanese cannot, and must not, be less equal than any other citizen of this country. They must have the same access to social services such as health, education and security; their communities must benefit from the same quality of infrastructural development as all other Guyanese. Indigenous Guyanese must have equitable access to the resources of the State and be equal heirs to our natural patrimony.

These are the fundamental principles under which the current administration is working with Guyana’s First Peoples to develop and implement policies to ensure Indigenous rights and an improved quality of life for their communities. It is not an easy journey ahead, but the Government and Indigenous leaders have recommitted to working together.

EMPOWERING INDIGENOUS COMMUNITIES President David Granger has renewed his Government’s commitment to sitting with Indigenous leaders to craft a common agenda, which seeks to develop both the hinterland and coastland at the same pace. During his presentation at the opening ceremony of the National Toshaos Council Conference on August 21, 2017, the Head of State cited the United Nations Declaration on the Rights of Indigenous Peoples as being a guide to the State in addressing the issues in these once overlooked communities.

He said, “The Declaration on the Rights of Indigenous Peoples, therefore, would be a meaningless scrap of paper if the State did not take account of the quality of life within

Indigenous communities.

“The State must aim at improving the situation of Indigenous Peoples as members of their communities and as citizens of this country.

“The National Toshaos Council (NTC), under the Amerindian Act, is responsible for promoting good governance, and for the preparation of plans for improving the quality of life of the Indigenous Peoples and their communities.

“The Council must do so; it must strive, continuously, to improve the social and economic conditions of their communities.”

In an effort to solve the “real problems” in these communities, in August 2015 at his first presentation to the National Toshaos Council Conference as President, the Head of State proposed a 10-point Plan of Action for Hinterland Development.

This plan is aimed at ensuring that Indigenous communities become thriving economic units; the eradication of extreme poverty; reducing unemployment; and increasing prosperity.

One aspect of this programme involved the Hinterland Education Support Programme (HESP), whereby the government pledged to ensure, progressively over the next five years, that every single primary school child is transported to school by boat, bicycle or bus, and that every child has a nutritious breakfast when he or she arrives at school. It was also pledged that uniforms will be provided to these children and that scholarships will be offered to those entering secondary school.

This year, the President restated not only his commitment to ensuring equal access to education for all Guyanese, but described it as the gateway to improving the livelihoods of the Indigenous Peoples and their communities. “The Government of Guyana, through the Ministry of Indigenous Peoples’ Affairs and together with the National Toshaos Council, has an obligation to work together towards improvement in the economic and social conditions of Indigenous communities

in several ways,” the President said, adding: “In education, we must work together to improve the standard of education, in terms of access, attendance and achievement, especially at the primary and secondary levels, in hinterland communities. Indigenous communities must not be left behind.”

In 2016, over 133,000 students benefited from the issuance of school uniform vouchers, and the distribution of footwear and bicycles, particularly in the hinterland and riverine communities. The expansion of the hot-meal programme in 50 other nursery and primary schools in Regions One (Barima-Waini), Seven (Cuyuni-Mazaruni), Eight (Potaro-Siparuni), Nine (Upper Takutu-Upper Essequibo) and the

The President’s ‘Five Bs’ programme of boats, bicycles, buses plus breakfast and books also supplements the HESP in many of the hinterland and Indigenous communities.

POVERTY REDUCTION AND ENTREPRENEURSHIP This Administration has made it clear that it will not promote a culture of handouts.

Instead, it has committed to providing young people with the skills to make them employable and help develop their capacities to be entrepreneurs. In keeping with this commitment, the Hinterland Employment and Youth Service (HEYS) was launched with the intention of providing sustainable jobs for young people, and has begun to bear fruit.

Communities in the Rupununi, Potaro-Siparuni and Barima-Waini are embarking on agro-processing ventures and adding value to their natural resources and farm produce.

The President has urged that small and medium-scale industries within communities be promoted in an effort to provide work and generate wealth for our women and youth.

Minister within the Ministry of Indigenous Peoples’ Affairs, Ms. Valerie Garrido-Lowe, speaking at this year’s National Toshaos Conference, said that the first cycle of HEYS concluded with 1,800 youths completing the programme, and that another 400 are expected to benefit. “I can tell you that the majority of them turned out to be very smart young entrepreneurs,” Minister Garrido-Lowe said, adding: “We have discovered that their parents stood beside them, encouraged them, worked with them so that they can establish thriving businesses…

“The second cycle is now commencing; 100 villages and communities. And from reports coming in to our ministry from no other than the VP [Vice-President] himself and regional officials, there is excitement in the air.”

The 10-point plan also includes the Hinterland Poverty Reduction Programme, and President Granger has reiterated during his many visits to hinterland and Indigenous communities, the importance of cultivating the vast and fertile lands, as well as value-added production to the advancement of these communities and peoples.

Speaking at the commissioning of the Paramakatoi Tomato Project facility in Region Eight on July 8, 2017, the President said that his government wants to ensure that all Guyanese have access to affordable food, and highlighted the benefits of self-sufficiency.

“When we speak about food security,” he said, “we speak most of all about making food available to everyone in sufficient quantities; we talk about making food available to everyone, with a certain quality that you can live an active life.

“We talk about making food available in affordable quantities, so that everybody, every child in Guyana could have access to food; could have enough food, and can have cheap food.

“And that is my concern about this great region; the Potaro-Siparuni Region, that it could very well be the food bowl of this country.”

In addition, the Ministry of Indigenous Peoples’ Affairs, in collaboration with the United Nations Children Fund (UNICEF), has completed a study of Indigenous women and children that would guide the ministries and organisations in formulating better programmes together with the Indigenous Peoples.

UNITY AND PARTNERSHIP FOR DEVELOPMENT Land is life for the Indigenous Peoples, and while on March 10, 2017, the Land Rights Commission was established, it has been the subject of some controversy as it relates to those lands in Indigenous communities.

Minister of Indigenous Peoples’ Affairs, Mr. Sydney Allicock, has acknowledged that within the Indigenous communities, there are lingering doubts about land issues; doubts that have been fuelled by ugly rumours that the government will take away these lands, among other concerns. He would, however, like to reassure all parties concerned that this is not the case, in that the government is committed to ensuring that land rights are protected.

Executives of the National Toshaos Council have been challenged to examine their own stewardship, and work in the remaining months of their terms of office to ensure that the legacy they leave will be celebrated by future generations.

“Even as I express my sincere faith in our leadership at the level of the village and communities,” Minister Allicock said, “I pause to again comment on the leadership on the level of the NTC; the NTC executive.

“I detect the need for a stronger, more unified approach to decision-making at the level of the executive. I urge that we recognise the need for deepening the process of consultation on some critical issues on that body and the wider leadership of the NTC.” Under the People’s Progressive Party (PPP), the NTC said, every component of the conference was managed by that party, while the independent media and other organisations were banned from attending. Even as Chairman of the NTC, Mr. Joel Fredericks acknowledged that all the issues raised by the village leaders, which ranged from limited financial assistance, transportation woes, limited meetings of the NTC at the village level, environmental issues caused by mining, health concerns and more, cannot be solved immediately, he committed to working with the Government to secure the rights of the Indigenous Peoples.

“That is what we want Mr. President; let us talk about issues,” he said, adding: “It is only leaders who are strong and brave can bring real issues that affect people and find solutions to them.

“Some leaders are afraid, but the NTC will bring the issues to you, and we have to stretch our brains and minds to fix them.”

VERY VOCAL The Toshaos participating in this year’s conference were very vocal about the issues affecting their communities, and how the government and the relevant agencies have been addressing them.

Toshao of Karaudarnau, Mr. Ernest Thompson, said much more needs to be done, and that more dialogue is needed with the government to address the infrastructural deficiencies in the hinterland communities.

“Roads is [sic] the main one, because we live hundreds of miles from Lethem and the road is very serious; need [sic] a lot of repairs... There is need for upgrading the entire system, so that we can bring out our products to market them in Lethem or even to Georgetown,” he said.

Toshao Patrick Gomes of Region Nine, while acknowledging that the NTC is made up of executives of various political persuasions, expressed the hope that their political views will not interfere with the effective functioning of the body.

Said he: “Things have improved over the years, and I hope it can become a very strong organisation, if the leaders really have commitment to the

people.”

The leaders are calling, too, for the involvement of the Indigenous community in the process of constitutional reform as was pointed out by Toshao of Shulinab, Mr. Nicholas Fredericks.

President Granger made a strong call to the Council to capitalise on the opportunities presented by the forum to exchange ideas, with a view to enhancing governance and advancing the development of the Indigenous Peoples.

As he reminded his audience, “I said last year, this is not a ‘talk shop’; it is a workshop.

It is a forum for planning and problem-solving; a platform for performance.

“It is a means to strengthen the administration, and to advance the social and economic development of villages and regions.

“I urge the Council to adopt the administrative measures needed to improve the quality of life of our communities.”

Meanwhile, Minister Allicock expressed confidence that with the government’s support and the input of village leaders, the Indigenous communities will be properly positioned for continued development.

“Government, through your ministry,” he told the conference, “has worked in partnership with the Indigenous communities of Guyana with tremendous success. The Amerindian Development Fund [ADF], with its community development projects, has impacted, and continues to impact positively on the sustainable livelihood of our Indigenous Peoples all across Guyana.

“It is continuing to address economic development, capacity-building and the growth of village economies among other things.”

The allocation of a plot of land for the construction of the NTC’s Secretariat was deemed as being a step in the right direction by the NTC, and testimony to the government’s commitment to working with, and strengthening the performance of the Council.

President Granger, Prime Minister Moses Nagamootoo, Minister Allicock and Mr. Fredericks turned the sod at the Sophia location on Monday, August 21, for the construction of its secretariat. The NTC believes the establishment of the secretariat and the hiring of permanent staff will ensure that incoming executives are properly briefed on the organisation’s policies and programmes, and that these will be properly documented.

More volunteers needed

--Salvation Army says, especially top-level public, private sector functionaries

By Shirley Thomas TERRITORIAL Commander of the Salvation Army Caribbean Territory, Commissioner Mark Tillsley is calling for more volunteers to support the work of the Salvation Army.

Dr Tillsley is especially looking for top-level business and government functionaries to volunteer their services to help strengthen and develop the Salvation Army’s advisory organisations.

For the Guyana Division, the call couldn’t come at a better time, since the subject of volunteerism is currently engaging the attention of the newly-appointed Divisional Commanders, Majors Matignol and Mireille Saint Lot, as well as the Advisory Board under the chairmanship of local businessman, Mr. Edward Boyer.

The subject was also raised earlier by outgoing Divisional Commander Emmerson Cumberbatch, and comes against the backdrop that there has been considerable cutbacks on spending within the Salvation Army, which in turn have given rise to a whole host of challenges.

CHANGING FORTUNES “First of all,internationally,our own leadership has really put a strong call for all territories to increase their own self-sufficiency and their own sustaining capacity for self-sustained operations.

We will not be here for many years to come, but we are making steps in the right direction,” Commissioner Tillsley told reporters here recently.

Noting that while the Salvation Army currently has a presence in about 130 countries worldwide, Dr Tillsley said it’s just about 20 “financially independent territories” that are strongly sustaining the rest of the Salvation Army worldwide.

Both he and his wife were fortunate to have worked in what is referred to as “financially independent territories” in the US and Canada, and are now in the Caribbean territory, which relies significantly on support from the Global Salvation Army, outside of what they raise.

Explaining the ramifications of serving as a volunteer to the Salvation Army, Dr Tillsey said: “One thing is important when you raise the issue of volunteerism; the part that is not understood sometimes is the necessity for volunteers at the very top level of business, government and the community to volunteer their service as well, particularly to the Advisory Board.”

He recalled that in another territory where they worked, it was amazing that sometimes people at the very

top of their professions don’t stop to ask: “What do we have to offer an organisation like the Salvation Army?”

A MAJOR GOAL Said he: “One of the goals throughout the Caribbean, and certainly here in Guyana, is the fact that we have to give strong attention to the development and strengthening of our advisory organisations, and getting the very best people that we can, who can also be advisers to the Salvation Army; driving the mission forward in the years to come.

“So that’s the very key volunteer opportunity, since advisory boards need the best people we can get.”

He recalled situations where critical skills were required for the execution of crucial tasks, and said that through volunteerism, the Army has been able to have the jobs done, saving itself considerable sums of money.

“Thankfully, all of a sudden,” he said, “people have come alive, recognising they could make a tremendous difference to the Salvation Army if they were bringing their expertise to bear.”

He also told of volunteers who gave all sorts of legal advice, from real estate to business, whenever the Salvation Army was going to acquire properties, renewing leases and the like.

“If we had to go to the market where we seek these services and pay, we would never be able to touch it,” Dr Tillsey said.

While there is work for Psychologists, Counsellors and such professionals, Dr Tillsley emphasised, “Very often, where we need strength to come on board with us would be in the realm of the fact that there are also significant business concerns, such as sustainability; funding when considering running a movement by the Salvation Army.”

He recalled how the Salvation Army previously lost magnificent buildings for want of repairs, having worked them so hard for so many years. Some now are really in need of replacement; others are just not suitable anymore for the types of

programmes for which they were intended.

And here is where, he said, the volunteer skills of realtors can serve them well.

Divisional Commissioner of Women’s Ministries, Commissioner Sharon Tillsley substantiated her husband’s claims, alluding to senior citizens homes and children’s homes that need either refurbishing or otherwise pose a threat to the lives of persons occupying them, adding that invariably there is the need for special types of beds for seniors with special medical conditions.

COMMENDS GOVERNMENT Meanwhile, Divisional Leaders, Majors Matignol and Mireille Saint Lot gratefully acknowledged the ongoing financial assistance given to the Salvation Army by the Government of Guyana.

Just over two years ago,the government, through the Ministry of Social Protection, assisted considerably in refurbishing the Men’s Social Services Centre (Home of the Drug Rehabilitation Programme). Major Saint Lot also acknowledged every contribution made by citizens, including those who “dig deep into their pockets” in order to be of help to the Salvation Army.

The highlight of Commissioners Mark and Sharon Tillsley’s visit to Guyana is to install the new Divisional Leaders, Majors Matignol and Mireille Saint Lot, to the Guyana Division of the Salvation Army today, and the holding of the Annual Officers’ Council, among other engagements.

Help senior citizens lead meaningful lives – First Lady urges at launch of Wisroc Senior Citizens’ Club FIRST LADY, Mrs. Sandra Granger on Friday called on residents of Region 10(Upper Demerara-Berbice) to support the Wisroc Senior Citizens’ Club, which hopes to bridge the generational gap between the elderly and the young.

Her call came at a Prayer Breakfast at the Wisburg Secondary School, which served to officially launch the club, and saw participation from senior citizens from the Dorfor Home for the Elderly and communities such as Blueberry Hill, Silvertown, One Mile and Christianburg.

Later in the day, she helped to turn the sod at the site for the construction of a building to house the club in the Wisroc Housing Scheme area.

At the sod-turning exercise,the First Lady said: “This club will not only provide opportunities for seniors of Wisroc to meet and share their knowledge; it will also promote inter-generational interaction by having the seniors interact and share their knowledge and experiences with the young people in the communities.

“The young people, too, will be given an opportunity to share their experiences and their knowledge, and to learn from those of our seniors.”

Besides urging that the founders of the club be commended for having such a noble vision, Mrs. Granger also called on all like-minded citizens to support the club’s efforts to reduce the social

of the Club, Ms. Ruperta Fanfair said she was inspired to gather all of the senior citizens in Wisroc and spearhead programmes that would enhance their lives.

produce scented candles and other novelty items for sale.

“It’s not six months yet, and, being women, we opened an account at the bank,” Ms Fanfair said.

GOA supports Allicock …fighter to get monthly stipend with increase based on performance

By Rawle Toney THE Guyana Olympic Association (GOA) yesterday pledged their financial support for one of Guyana’s brightest prospects in the boxing ring, Keevin Allicock.

Allicock, Guyana’s silver medallist at the Commonwealth Youth Games in the Bahamas, is setting his sights on the 2020 Olympic Games in Tokyo, Japan as the Caribbean’s top flyweight fighter.

The 18-year-old was the lone Guyanese to pick up a medal at the games in Nassau, but believes that it’s time to shift his attention to the next Olympic Games.

“The GOA was extremely happy with young Keevin Allock’s performance in the Bahamas. I was impressed with him as an attacking fighter, I was impressed with him as a very mannerly young man and I saw a lot of dedication with him and as a result, I really feel that he could go very far” GOA president, KA JumanYassin, told the media.

“The GOA as a result, will be providing him for the month of September, the sum of $70,000 and this is to go towards his training, feeding etc.,” the long-standing GOA head explained.

However, Yassin also announced that after September, based on the recommendation of Allicock’s coach Sebert Blake and president of the Guyana Boxing Association (GBA) Steve Ninvalle, the fighter will be given $40,000 monthly which will increase based on his performance.

“What we’re going to ask Keevin to do is continue working hard and do no stray” said Yassin.

Ninvalle praised the move by the GOA, adding “this tells us that we’re going down the right path, and hopefully we could have more of our athletes benefiting. If we should take this from an holistic way, it will tell you that what Mr. Allicock is getting right now, he will be earning more than what a local professional fighter gets within a year. We hope that many other members of the boxing fraternity can benefit in the future.”

Meanwhile, Allicock, while also thanking the GOA for being in his corner, also made a call for other sportsmen and women to receive similar support.

“I know I will do better at my next tournament and you all could look forward for much more from me.

This is the support I’ve needed for a long time and I finally got it, so it’s going to be a lot of hard work and focus because I cannot complain about where my meal will be coming from, so I think I have to give it all” said Allicock.

Along with Christopher Moore, Allicock will be stepping into the ring at the South American Games in Chile.

Looking ahead, Yassin also announced that in September, “Allicock will not be the only one to benefit from the GOA. We will be looking at our elite athletes and also those young athletes to see what funding we could do for them. We have several athletes who are outside of Guyana and we want to assist them.”

“We have a new Minister of Sports and I believe he is the second real sports person who has been appointed Minister of Sports. For me the first was Roy Fredericks and now we have Dr. George Norton. I expect a lot of good things from him” Yassin said.

The GOA top brass challenged the Government of Guyana, stating “the GOA is prepared to put in a pool, at least $5M and I’m asking that the Government match this amount and we will use this money to help our athletes and coaches.

We need to make our coaches almost full time.

So I open this invitation for the new ministry of sports to come on board and I think we could go a far way for this year with $10M.”

Law labels century-maker Hetmyer ‘one hell of a talent’ LEICESTER, England, (CMC) – West Indies head coach Stuart Law has labelled Shimron Hetmyer as one for the future, following the exciting lefthander’s better than runa-ball unbeaten hundred against Leicestershire here Saturday.

Cloudy future for Australia’s Test hopes FORECASTED heavy rain could yet put a dampener on the highly anticipated second Test between Australia and Bangladesh in Chittagong Australia’s hopes of restoring order after a shock loss to Bangladesh could be scuppered by heavy rain which threatens to wash out the second Test in Chittagong.

Steve Smith’s men arrived in the coastal city on Friday to the type of weather that had been forecast but largely failed to materialise during the first Test in Dhaka.

With more than a third of the nation underwater as a result of devastating monsoon flooding, rain and storms are forecast in Chittagong throughout the second Test starting on Monday.

Hetmyer hits stunning unbeaten 128, Dowrich chips in with century also Shane Dowric

LEICESTER, England, (CMC) – Rookie Shimron Hetmyer produced a stunning unbeaten century while wicketkeeper Shane Dowrich also chipped in with three figures, as West Indies dominated the opening day of their two-day match against Leicestershire here Saturday.

The 20-year-old left-

hander struck 128 not out at better than a run-a-ball as the Windies registered 377 for seven declared off 88 overs, after winning the toss and electing to bat at Grace Road.

Dowrich also made the most of his opportunity, scoring 108 not out off 176 balls with 16 fours as he regained touch in the lead-up to the decisive third Test at Lord’s next week.

He added an unbroken stand of 186 with Hetmyer for the eighth wicket after West Indies’ innings seemed to be petering out tamely at

191 for seven in the final session.

Earlier in the day, left-handed opener Kieran Powell also tuned up with a stroke-filled 82. He batted 3-½ hours, faced 154 balls and hit 12 fours and a huge six over midwicket.

However, the day belonged to the exciting Hetmyer who made his Test debut against Pakistan earlier this year but is yet to feature in the ongoing Test series against England.

Coming at number nine in just his third innings on tour, Hetmyer hit 17 fours

and five sixes in just over two hours off 120 balls. He treated spectators to an array of breathtaking strokes on both side of the wicket, reaching his half century off 49 balls with nine fours and two sixes.

He then accelerated to raise his century off 100 balls, counting 12 fours and five sixes – two of which came in the same over from off-spinner Robert Sayer.

Grove Hi Tech and Diamond United register wins in Ralph Green U-11 League COMPETITIVE football made a welcome return to the East Bank of Demerara Friday with the kick-off of the 2nd annual Ralph Green/East Bank Football Association (EBFA) Under-11 League.

Persistent rain over the past few months put paid to any hope the association might have had of playing any form of football, given the fact that the ground, Grove Playfield, was inundated with water which left the facility soggy for a prolonged period.

Thankfully, the rain eased and the sunshine took over which allowed the two associations, the Grove/Diamond and the EBFA, to collaborate to bring the ground to a state of playability, albeit not 100%, but good enough to allow the start of the Under-11 league, much to the

excitement of the players.

Five of the 10 teams turned up Friday and two matches were played with Grove Hi Tech romping to a 5-0 win over debutants Samatta Point/Kaneville United in a Group B encounter, while Diamond United got the better of Mocha Champs, 2-0 in a Group A match-up.

Grove, third place finishers in the inaugural competition, wasted little time in stamping their authority and signaling their intention to challenge for the top prize this year. Double strikes each from Jamal Cordis and Zuwdi Francois carried Grove to a solid win.

Cordis hit the back of the nets in the 1st and 4th minute, with Francois adding his name to the score sheet in the 21st and 29th minute.

20th minute of a dominating display by the home team.

Diamond United netted in both halves of the 30-minute match to take full points against Mocha Champs. Ronaldo Adams opened proceedings in the 6th minute, with the sealer coming from Jarrell George in the 24th minute.

The other team which showed up was Herstelling Raiders FC, while the other teams informed that they were unable to attend due to the children preparing to return to school on Monday.

However, the players and coaches present were all presented with branded teeshirts bearing the EBFA logo and the competition’s name.

The winning team would receive the Lien Trophy while there would be individual prizes for the Most Valuable Player

(Trophy and Backpack), Best Goalkeeper (Trophy and Backpack), Highest Goal Scorer (Trophy and Backpack), Most Promising Player (Trophy and Backpack) and Most Disciplined Player (Trophy and Backpack).

Players noted their pleasure at being the first to play with customized balls which bears the EBFA logo. Only Players born on or after January 1st, 2006 are eligible to participate in the tournament.

By Rajiv Bisnauth A mind-boggling 22 wickets fell on the opening day of the first round fixture of the Jaguars Franchise League three-day tournament between Georgetown and East Bank yesterday at the Lusignan Community Centre ground.

Both teams were bowled out – East Bank first for 115 followed by Georgetown for 136 – with the East Bank franchise then reaching stumps on 20-2, batting a second time.

Asked to bat first on a pitch which provided some early help for the bowlers, the East Bank franchise lurched feebly to 77-8 by lunch.

With Test batsman Vishual Singh in their line-up, the East Bank franchise could not recover from the early loss of Stefon Browne (0) who offered a simple return catch to pacer Paul

Wintz in the day’s third over.

Thereafter, they lost fellow opener Sachin Singh (1), leg before-wicket to Qumar Torrington, while Robin Bacchus, and Joshua Wade claimed the wickets of Danny Narayan (7), and Ronaldo Ali-Mohamed (0), with the East Bank franchise being reduced to 25-4.

However, the only defiance during that session came from the diminutive Vishual Singh and Sherfane Rutherford, with a fifth-wicket stand of 32, until Steven Sankar and Gajanan Suknanan reaped the rewards for some quality spin bowling.

West Berbice were bowled out for 93, replying to Upper Corentyne first innings total 152.

Superstars regain Caribbean Wave trophy By Frederick Halley TORONTO, Canada -The celebrations went late into the night at the Ashtonbee ground, Scarborough, as Superstars regained the Caribbean Wave trophy, symbol of supremacy among women cricketers in the Scarborough Cricket Association (SCA).

Having relinquished the crown they captured in the inaugural year of the tournament in 2015, Superstars were dethroned by Kaisoca Cricket Club in last year’s final and with the same two sides colliding again this year, the stage was set for an enthralling match-up.

That it lived up to its prematch hype was no surprise as supporters from both teams were kept on tenterhooks with Superstars prevailing in a tense affair with seven balls to spare in the 20-over grand finale.

Both teams were given rousing starts by their openers, but a splendid knock of 63 by Superstars’ Terisha Bess upstaged that of her Kaisoca counterpart Chuntell “Thunder” Martin (71) who proved once again that she relishes the big occasion after

her thunderous stroke-filled 80 last year which earned her side victory.

Set a challenging 142 for victory, after Kaisoca had reached 141 for four in their allotted 20 overs, Superstars were given a fine start of 72 between Bess and Aisha Iftikhar (19), the former dominating the stand with some crisp off-side drives.

The Vincentian-born Bess, who also plies her trade in England, also featured in a second-wicket partnership of 54 with Jenny Aliq (19) and by the time she departed, caught at the wicket off medium pacer Kadie Ramdath at 130 for three, her team was almost home high and dry.

Skipper Nicole Samuel and Megan Yougnauth completed the formalities as Superstars triumphed by seven wickets.

Bess’ knock was decorated with five fours, but the feature of the two partnerships was undoubtedly the running between the wickets. There was one wicket each for captain Mawish Khan, Martin and Ramdath.

At the presentation ceremony which followed, Bess and Martin were adjudged the Most Valuable Players for their respective teams; the latter copping the coveted prize for the second consecutive year. Bess was also the recipient of a bat, compliments of coach John Ferguson.

Cricket Council of Ontario (CCO) president, Praimp Persaud, who witnessed the

final, congratulated both teams on their display, but however acknowledged that much more needs to be done to harness the obvious talents that abound among the players.

The Guyana-born administrator reminded the players that other provinces are now involved in women’s cricket and they would need to be on top of their game once they aspire to represent Canada. He pointed out that unlike last year when players from the SCA were prevented from competing against the touring MCC women’s team, the way is now cleared for national participation.

while congratulating both teams on their performances, reserved special praise for her team, disclosing that she was extremely proud to be associated with them.

“I am so proud of each of you, a well played season but more importantly, on Sunday you all rocked, we all were focused, played as one unit, as sisters on and off the field, together in harmony, unselfishly and had an incredible yet exciting cricket match. Outside Negativity did not affect the team in any way…”

Manager of Kaisoca, George Maharaj, was gracious in defeat, admitting that Superstars truly deserved their triumph.

Kudos were also expressed to Deo Samaroo and Vish Jadunauth for their roles as coordinator and assistant coordinator, respectively, and to the sponsors which included Caribbean Wave (winning trophy) and Kim Sue of Norman Sue Bakery (runner-up trophy). The proceedings were chaired by SCA secretary, Eon Gunraj, as president Shiv Persaud was unavoidably absent.

Northern Rangers, Western Tigers advance to Corona football semis N O R T H E R N Rangers and Western Tigers will continue their march in the Corona Invitational tournament following the first night of quarter final at the GFC ground.

In the first game, Northern Rangers were pushed to their limits as they came against a Camptown side that breathed fire.

The Rangers managed to score first through Sunil Logan in the 19th minute, but it was by no means over, as Campton’s Richie Richards rebalanced the scales again in the 41st.

The match would continue with shots back and forth but it would take Northern Rangers penalties, 4 to be precise, to overturn Camptown’s three.

In the second game of the night, it was a one-sided affair as Western Tigers progressed to a 6-0 bashing of Pele.

Dellon Kells opened the scoring in the 9th minute with Jomel Pedro and Darren Benjamin each scoring inside the first half to seal the game early.

However, Jarel Tyrell opened the scoring in the second half with a strike in the 55th while Benjamin returned for his second, and Mark Gittens closed off the game in the 75th.

Rampant Walton, Ronchi put Amazon Warriors on verge of playoffs KINGSTON, Jamaica, (CMC) – Man-of-theMatch Chadwick Walton and New Zealander, Luke Ronchi, slammed scintillating half-centuries as a rampant Guyana Amazon Warriors crushed Jamaica Tallawahs by nine wickets to virtually secure a spot in the playoffs of the Caribbean Premier League.

Chasing 150 for victory at Sabina Park on Friday night, the visitors stormed to their target off a mere 63 deliveries, with Walton ending unbeaten on 84 off 40 deliveries and Ronchi, 55 not out off 29 balls.

The pair were utterly dominant, posting 135 for the second wicket – the highest partnership for any wicket in this year’s competitition – after Sohail Tanvir perished for a first-ball ‘duck’ off the sixth ball of the innings.

The victory was the fourth on the trot for Amazon Warriors and put them in pole position to claim

Amazon Warriors also possess a superior net run rate meaning that Tridents will have to win their final two matches, over Trinbago Knight Riders and St Kitts and Nevis Patriots by significant margins, in order to sneak into the top four.

Notts Outlaws beat Bears to claim maiden T20 title

By Gary Smee NOTTS Outlaws won their first domestic 20-over title with a 22-run victory over Birmingham Bears in the T20 Blast final at Edgbaston.

A magnificent 132-run stand between Brendan Taylor (65) and Samit Patel (64 not out) propelled Notts to 190-4 after they had slumped to 30-3 early on.

Harry Gurney’s 4-17 restricted the Bears to 168-8, despite Sam Hain’s 72.

Notts now hold both domestic limited-overs trophies after their One-Day Cup success at Lord’s in July.

And Peter Moores’ side are well-placed to complete a treble-winning season by claiming the Division Two title in the County Championship.

Once former Zimbabwe international Taylor, 31, and all-rounder Patel, 32, settled in they turned the final in Notts’ favour.

Patel was the more destructive batsman, smashing four sixes in his 42-ball knock, while Taylor used a mix of deft touches, reverse sweeps and pure timing to find the boundary nine times.

Patel’s innings was one of high class under the most extreme pressure - he used his feet superbly against a
